001Triple broken tooth emergency pulled out on Friday and now Wednesday. This is really bad. >> I have you know four months I it's got to heal. So [laughter] for three days I've had >> long process. >> I got a guy in Poria I got to go to. [snorts] >> Boys, >> is there a girls game? >> We're live. >> All right. If I get everybody's attention, uh, I'll call the board of education regular meeting into session for January. >> Roll call, please. >> Holly Blue, >> here. >> Ann Gerson, >> here. >> Matt Keys, >> Mike Krillac, >> here. >> Brent Perry >> here. >> Jordan Stanley >> present. >> Brian Spiva. >> All right. And I'm sure everybody has, but make sure your cell phones are silenced and then we'll stand for the pledge
002to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Do we have any amendments amendments to the agenda? [snorts] >> No. >> Hearing none. Seeing none, good news items. Building reports. Oh, you >> uh I'm not sure if you guys have been over for any of the fifth and sixth grade sports, but we've now and he won't shout himself out, but we've now got through all of our new sports and it's awesome. Like, it's really great. We have tons of parents coming out. Um we have some nights where we have four games going on at once and it's just absolute chaos and he's out there directing traffic like an air traffic controller. We got rests everywhere, kids
003in uniforms, but it's going really well. So, between Brad and uh Kenny getting that all set up, it's it's been really great. And academics and I think attendance have also both increased because they want to be there so that they can go to practice. So, I think it's positive. I knew we knew it was, but it's just great to see it in action. So, good job to both those guys for getting the ball rolling. >> That is good news. >> The ball rolling. Our bowling team. >> WOW. >> [laughter] >> THEY won the regional in Danville and they play on the 24th of Anuka sectional. So pretty cool. >> And then we hosted a our can invite girls wrestling tournament had 33 teams here and we won overall. >> That's girls did. And then also
004since it's the end of the semester, we 41% of our juniors and seniors were enrolled in a dual credit classes last semester. Had 115 students that received college credit in some capacity. Uh and our out of our 23 rank starting students, 11 are their associates are on track to get their associates come May. >> Most of her haven't before has been four. So that's fantastic. >> Awesome. And we had a student uh he's been here before. Uh Andy W. He just got accepted at Northwestern in chemical engineering. So >> pretty cool. >> Great. >> 7% acceptance rate too. Just so >> impressive Northwestern University. >> Awesome. Awesome. Anything else? >> Building reports. [cough] CHS student report. [sighs] >> So, we had our second quarter pep assembly. Um, we had an incentive drawing. Um, the students
005couldn't miss more than two days and no ISS or OSS. We had kids winning an iPad. Um, we had someone win AirPods Max. Um, and then a few students win gift cards. On January 15th, we had group picture day. Um just to recognize the student groups. Um they will be included in the 2025 2026 yearbook and the photos were taken by Dave Lewis. The library has been being used in many different ways. Um we've had like STEM activities. Um we've done creative projects and just different stress relief uh projects. We I know we created stress balls in there. Um just different things going on during grit time and they've done breakout boxes and different STEM activities. That's it. >> Great. Thank you. >> Thank you. >> Any additional good news? recognition about request to address
006the board of education. That takes us to the consent agenda. I'm guessing everybody went through that with it. >> Is there any question discussions on the consent agenda? [clears throat] >> Motion to approve. >> Some move. Roll call, please. >> And Gersnich, >> yes. >> Mike Kulac, >> yes. >> Brent Perry, >> yes. >> Jordan Stanley, >> yes. >> Holly Blue, >> yes. >> Okay, that takes us to D. Consider approval of banking resolution with Mid American National Bank designating Jenny Hail and Charles Zimmerman as authorized signers for the Canton Union School District 66 Middlei conference account. >> Yeah. So, a little known fact, the Metali conference account is held at Mid American National Bank and as far as I know, always has been. Um, the Medalinai is needing to add a SER to that.
007We haven't had to do anything with signers since banking regulations changed. So now it's required to have minutes from a board meeting for approval. Since it's a Mid American National Bank, um it's brought to our board for that approval. >> Any questions? >> Motion, please. >> Second. >> Roll call. >> Mike Krillac. >> Yes. >> Brent Perry. >> Yep. >> Jordan Stanley. >> Yes. Holly Bloom. >> Yes. And Gerson, >> yes. >> Consider approval of employment contract for Don How, Chief Information Officer District, effective January 1st, 2026 through June 30, 2029. Motion, please. >> Second. >> Roll call, please. Brent Perry, >> yes. >> Jordan Stanley, >> yes. >> Holly Blue, >> yes. >> Ann Gersach, >> yes. >> Mike Krue, >> yes. >> District 66, metrics report. >> Any questions on the metric? >>
008Okay. Discussion items. Public school calendar 20 26 2027 first reading. Um so right now it is set up so teacher institute starts on August 13th and 14th. Kids would come back on August 18th on a Monday. Uh typical twoe break at Christmas break. Um spring break the week before Easter which is the last full week of March. Um and that would put us out last student attendance day with no emergency days May 17th teachers institute May 18th. This may change a little bit. Um I'm getting some feedback from the union and have a meeting with them uh tomorrow night to get their feedback. But uh this is our initial starting point in that discussion. So >> surely this year everybody will be satisfied with the calendar, right? [clears throat] [laughter] >> Always. >> You're so
009wful. We love that about you. >> Uh reschedule a board retreat. This is something we have to get done. Third time to charm. >> Pardon? >> Third time to charm. >> Yeah. Have to get done because there's we got some stuff over the hill that's going to need some attention and we need to discuss it soon. We do have we don't have to do it on a Saturday or Sunday. Um we can run in some evening for a couple hours. I think that would maybe be better for everyone. Um >> what do you guys think? >> Better. >> Yeah. Personally, >> whatever. Just can't do it on the 21st. >> 28th of the meeting. >> What would be the best night? >> Take one off. See, we're almost done. >> You going to throw out
010a night, Jordy or Holly? Are we thinking like this month or February or >> We need to do it as soon as we can. >> It's said possible before the next board meeting. >> Yeah, at least before the next board meeting. >> I can't the 29th because high school. >> Okay. >> February 4th. Wednesday, February 4th. What's everybody think about the fourth? >> It's okay. >> How about it? Can you be here at 5 a.m. or close to it? >> Yeah, I'll be good. >> I probably won't be till 5:30. >> 5:30. Okay. How about February 4th at 5:30? >> Good. I like it. I'm good. >> We got to have it. We got to have it this time, guys. >> Thank you. discussion of using IDA flow through funds to purchase three lift buses.
011>> Okay. So, there is a grant uh through IDEIDA, it's individual disabilities and education acts of 1975. Long story short, that gives a grant to school districts to help the special ed population because it is very expensive. They when they first originated, they said, "Well, we we'll we'll do 20% of what you guys spend." Now, I think the state averages 11. But long story short, um the co-op actually manages this because we have through our special ed co-op with managed services. Uh it's about $600,000 a year. So they perform the grant, they bill us, we pay them, and then we send it submit to the state for a full reimbursement. But if there's any money from the federal government, because they do gradually throw more money on, and if there's money not all spent, it
012goes into like a savings called a flowth through fund. So all all the districts have a pretty large substantial one and it was one of those um frowned upon where you don't spend that money until it's very very needed. The state just came out says, "Hey, by the way, every school needs to spend it now." So we have $537,000 for special ed that has to be spent and build and paid for by July 1st. So we come up with an idea. Right now we lease two lift buses and we have one that sits there for backup. we can actually go ahead and purchase three lift buses. That takes two of those off the lease. There is in 10 years that's $600,000 we just saved. And then um and then that one of them's in the
013second year of a three-year lease and the other lift bus is in the first year. So we got a few years until we actually need them in those spots. But in the meantime, actually in the March board meeting usually, so we would uh we have buses coming up for lease. We have four of them that need replaced. we would just replace one and use these three lift buses. So that's an initial savings about $100,000 for next year. And then been chatting with Wes on how we can incorporate um the special ed population specifically for those buses, change buses around, reroute, and we'll make a determination each year on how many buses we actually need for that next um lease and so forth. Uh, another positive thing about purchasing this uh, the new buses, you get
01420% back depreciation each year of uh, so it's $170,000 bus. So the first year you get 20% depreciation back on my transportation report which pays at 80%. Uh, so that's $85,000 year 1 and a 5year total is $312,000 that we would get back for because the buses are depreciating and that's for only five years. It kind of breaks even with leased buses because lease buses can keep on going forever for depreciation since we re-up it every three years. But in the meantime, this is about $800,000 to $900,000 savings. We'll see in the next 10 years for the transportation fund if we use the money that we have that we need to spend on three lift buses. So, I already submitted it to the state. I got full approval from ISBE. Got full approval through the
015grant process or read the grants. And I have I'll have to bid this out and send it out to all bus companies in Illinois. I already have that document created. Uh all I have to do is get the approval from you guys and tomorrow we'll have it submitted. So it's sent in the paper for an actual for the actual bid and I'll email out the official bid to all the companies and they bid it in the next three weeks. By the next board meeting we'll have three bus contract ready to go. So that's our thoughts. That's the most cost-effective way in this next six months as well. and that would last a minimum of 10 years lifespan and we don't have to do certain leases for a while. So we'll save a lot of money
016in a fund that really really needs it. So that's that's our suggestion working with TAD. That's what we thought and I think that's a that's a great direction we can move in and that's that's my idea. If if you give me the approval we can move on it. >> So in the past we've always been able to carry money over um as long as it was less than the initial a lotment of the grant. With the changes in the federal government, the state believes they're not going to allow us to carry money over anymore. The fed's view is if you don't spend it that year, you don't need it and they're not going to give it to you. So, if we don't spend these funds by July 1, as Dr. Singer said, there is a
017very strong chance that we will lose them. >> Is there a certain amount we receive every year? >> It's about $600,000. >> Yeah, the grant itself is 600,000. If it's 650, then 50 goes into the savings is whatever the co-op says. Our prices are what the rates for everything. It's usually around 600 to 660 is what they've been charging us that we get fully reimbured for. >> And we've carried over for several years. >> Oh, it's long as I've been here. And >> yeah, there's carry over, you [clears throat] know, eight and a half years ago when I was involved with it. Um, and there was concerns and the co-op. I really this this these funds generally from our kids that work with our special cooperative and the services we get from them. Uh, and
018it's just they they've done a good job managing their budgets. The reserves have those those reserves have built up over the years and we've been able to roll them over. Um, and just now not being able to do that. It's a use it or lose it kind of situation and it's a very narrow scope, but we can use it on, you know, we can't use it for teacher salaries within our district, things like that. So, it's spend this kind of money and and with the narrow scope is in a short time frame. >> So, are we going to be like in the same situation next year? >> No, that would be a one time. So we we you know we still received our 600 and whatever thousand this year plus we had that $500,000 carryover.
019>> Okay. >> So next year we'll get the 600. Well assuming there's no federal cuts, right? We'll get the same 600,000. >> Sounds like a great solution to me. How about you Brent? >> Yeah. Yeah. >> Are they and >> awesome. Thanks, Jeff. >> Information items. >> Yeah. Four foyer requests, two from Pure Standard. Uh the first one, they asked for copies of all active full-time aid contracts and collective bargaining agreements. So, that was provided to them. Um sent them our collective bargaining agreement. Uh the next one, sorry, I need to click through them here. Um they wanted copies of all vendor contracts over $1,000 for current school year, which took quite a while to put together. We have a lot of vendors we spend over >> 700 pages >> with. >> Um but that
020that request was fulfilled. Uh third one, public information access. Next, um they were specifically asking dollar thresholds requiring approval by school administrators such as principles, dollar thresholds requiring approval by central office and department leadership. dollar thresholds requiring approval by the superintendent designate and dollar thresholds requiring approval by the board of education. Jeff provided our board policy documents to go with that. So that was fulfilled. Uh the final one, Academy Research Group, they were asking about uh they wanted an up-to-date list of our current employees, full names, hire date, phone numbers, email address, salary, um a digital format. So that's pretty standard information and that was given to them. So all have been fulfilled. >> It seems like every month we have a slow down. >> It's increased. >> Yeah. The frequency is definitely increasing over
021time. >> None of your business. [laughter] >> Future agenda items. And get a motion to go to close session. So moved. >> Second. Roll call. >> Jordan Stanley. >> Molly >> and Gerson. >> Yes. >> Brett Perry. >> Yes, ma'am. you. >> All right, we are live. >> Okay. Action item. Consider maintaining close session minutes from the July 2025 through December 2025 in confidential status. Can I get a motion? >> Second. >> And Gnich, >> yes. >> Mike Kulac, >> yes. >> Brent Perry, yes. Jordan Stanley, >> yes. >> Blue, >> yes. Okay. I hate to even ask. Motion to adjourn.
