Okay. So, is it uh I think our mics are still not being heard. I just have a loud voice, too. Yeah, I'm down in it. I'm down in the mic and I I can't hear him. Every time they turn it up any higher than you, that's when we're
018getting that feedback. Test test. I couldn't hear. He said the mics aren't. That's what I said. All right, let's move on. Uh, district events. I got this. Dr. Bailey. Uh actually before I start with district events, I'd like to thank Belmont uh custodians with the Belmont team for hosting us for hosting us here tonight and also a special thanks to the principal uh Dion McD for hosting us. Give it up to Miss Dole. I just want to say briefly that um our midyear data is in and she has reduced chronic absenteeism with her team in double digits. The number of suspension days is down over 800. um in the number of failing grades for freshman and sophomores and juniors and seniors, the entire building has seen a precipitous decline. So, Miss McGo, hats off to
019you in your first semester. All right. Uh Belmont again will be the home of our DPS science fair. It's an amazing space here. Uh we hope to see you on Saturday, February 7th, 2026. It starts at 8:30, ends around 2:00. Parents and community members may arrive between 10:00 and noon to visit vendors or the parent room. Science fair boards may be viewed between noon and 2:30. Um I really encourage you to come out. They're amazing um amazing science fair um boards and also experiments that are here. And we end the day with lots of awards. So, we'll see you Saturday, February 7th, 2026, 8:30 to 2, but 10 to 2 for uh family and friends. Thanks. All right. Um we'll move right into our special presentations. Special presentation. We have customer service, bridging, access, engagement.
020Dr. Lawrence, we got something. I think we we have something first and then your special presentation. Throw all of you. Yeah. Please accept my apology. I'm trying to get the trar. Sorry. Board resolutions. Moving on to board resolutions. Uh A. Uh Mr. President, I would like to make a motion for approval of resolutions B through G. Second. All right. Give you guys time to look over everything. I will say um for the OSBA um our contact at the state did send out an email with the services they provided last year to Dayton public schools. Um if you did not get it, I can forward it to you or I'm sure Miss Riner probably has it as well. Um we can forward you that information. Has everybody looked over everything they need to look over? Has
021anybody not? All right, let's call for vote. Dr. Goodwin. Yes. President Bailey. Yes. Mr. Lacy. Yes. Mr. Smith. Yes. Miss Rhinard. Yes. Mr. Walker. Yes. Miss Garrison. Yes. Miss Woods. Yes. Eight. Yes. All right. Now we have the special presentation. We do. We do. get there. Customer service, bridging access, engagement, and retention. Uh, by Miss Sharon Goens, executive director. I want to start off by just briefly saying that customer service is one of our five Cs. And I think that's how we continue to build the district. Um, by treating families. Um, and that means families all means all with dignity, respect, honor. um by calling them back, by addressing their needs so that they stay friends and family of Dayton public schools. So, please proceed. Oh, we got to come down. Unless you want to
022watch it on your computer. It's on your computer as well. We can just look at it on the computer. Oh, it's going to hit us. That's okay. Can't stop it. It's going to hit you. It's right there. It's right above our heads. Is it Is it just the light? It'll be in front of us, I think. I can't find. Okay. Good evening, President Bailey, Superintendent Lawrence, and the Dayton Board of Education. I'm Sharon Goens and I'm the executive director of college and community partnerships and I also serve as the ombbudsman for the district. Okay. In this capacity, the dis the arms budsman serves as a trusted and a neutral advocate for families. And the whole notion is that we have to strengthen those relationships between our parents, our schools in Dayton public schools through transparent,
023equitable, and timely resolutions of concerns. Um, one of our main focuses this year has been improving student retention and ensuring systematic accountability and building trust, rebuilding trust again where our families trust us, they want to be here and they stay. So, while we position those families as authentic partners in their student success, this work that I do, it aligns with the academic action plan and it supports the district's responsiveness act. Is it pointing upwards? Testy. So my core responsibilities are that of the liaison. I'm the first person on the front line when parents have a complaint. Okay. And my goal is to enhance our famil family's experience with Dayton public. We treat them with respect. We treat them restoratively. We work to build relationships. It's very relational. A lot of listening, a lot of meetings.
024Um, and an advocate for students and families with a focus on access outcomes and removal of systemic barriers. Um, I lead the work in terms of customer service centered professional learning for our principles and our building clerical staff with retention as a key outcome. And so we also collect and analyze data and give feedback to inform some of our district decision- making through surveys. Again, as I meet with families, one of the focal point is to facilitate resolution between schools, families, and district leadership. I provide resources, advocacy, support for DPS families to build relationships to strengthen that trust. Again, one of the things we've instituted recently is a restorative conference. And so there's a framework, if you click on that, kind of just give them a glimpse of what that looks like. It is a
025framework to have meetings. So, it starts out with everybody, you know, the norms, everybody's voices will be heard. We'll start off with something positive and it kind of deescalates. I've I've not used it and this one has brought the temperature down when there's kind of um you know, some some conflicting possible meetings, but those norms, everybody's voice will be heard. We'll speak one at a time. We'll respect each other. So, I think framing it that way has made a lot of our our our meetings very very productive. And so I do want to say that thank you. One of the other things that I do every family unless they and we've had a lot with ISIS being in the region. Um we've had a lot of families have moved out of state and back out
026of the country but every family unless they move out of district. I call each and every family to find out is there anything I can do and we've been pretty successful in bringing some back and a lot of it is just being visible being heard and being seen to them. And so another part of my again I talked about the restorative relationship based practices. The second part is family navigation. So at when they call the complaint about discipline, I know the student code of conduct. I can pull up the students discipline and talk about what's the best pro way to process this information and how to grow from it and and take it down to get a lot of the temperature. I deal with transportation concerns. So I work very closely with transportation. I work
027with OEC and uh special ed. I work very very closely with Joy Stokes and enrollment and student assignment. We did a lot of the training with principles and we did training with all of the clerical and I'll give you some data on the results of that training shortly. One of the other things is pathway options. I have right in front of me every one of the pathways at each of the schools. So when parents and no longer I think this needs to be noted. No longer when parents come do they just want styver and ponus. They're asking now to go to metadale. They're asking come to Belmont. So I'm able to talk about pathways and that's what we want in third good. So that's what we want, right? So when we look at outcomes as
028a result of that work that I just described, increase student and family retention with fewer escalating complaints. You all the board members, you're not getting the calls that you used to get, right? Okay. um improved trust, satisfaction, greater consistency in families response across the schools and across departments, data informed insights. Um in terms of how to guide policy practices and systems improvement, identification and disruption of systemic barriers for our families. And also my big thing is advancing access and equity for all of our students 100%. We want them to be exposed and I'm going to talk later on the presentation about our community partnerships and the impact of those. So the other big piece is retention impact. And we if we look at the next slide, if we look at the last three years and
029we look at this year, at the same time at semester 1, we've had a reduction in 138 students leaving the district, which translates into funds. $26,000 in associated costs with each kids, which translates into three million and $3.5 million retained to the district with our work in these buildings and with clerico to retain kids. So again, I talked about retention. The other piece is complaint reduction. And I think it is uh significant very significant to say that we've had a 70 for the same time period a 75 I mean 70% reduction in parent complaints 70%. And that reduction of reflects, I think, early interventions, our clear complaint resolution timelines, our improved communications, transparency with our families, calling them back, hearing them, seeing them, problem solving, that's restorative, not in the old days, I'm taking my
030kid, no, let's work through this. Have we thought about this? And and working through these these things and doing a lot of talking. And so also the impact of targeted professional development for our school personnel so that we understand when our families are coming in it's not personal life they're doing life and in a town like Dayton when our families are underresourced and it's not always about us you know and so getting to understand that and so I think the fewer escalated complaints indicate this increased trust stronger relationships and improved student and family experiences in and retention So in my role as the executive director of college and community partnerships, a key function is again family experience serve as a bridge between schools, families, colleges and community partners. Um lead the college readiness program and
031the success program across the district and the elementary and secondary levels. Provide guidance to our families on pathways. as I said before, and strategically plan and and asset map what our partnerships bring to the table. We've had a lot of these partners for 20 plus odd years, and this is the first year that we've met with them all in one room, and they all talk about who their target demographic is, who they're looking for, and how we're not just running after the same four or five kids. And so that um we can share, but we're also giving to them that we want we're giving them some feedback on the impact. I'm going to show you and demonstrate some of uh of our 20 partners what the impact of their presence has been in these schools.
032I've also provided some um gates scholarship guidance. Um Dr. Lawrence gave us a edict that every high school was to have five applicants for the gates, right? We have one for finalist finalists. We're at the finalist stage now. They have to be done at the end of the month. We have one at Donar and two at Metadale, which is significant for a school district. So, if you click on that, um, so again, building and sustaining partnerships. I'm kind of the go-to if there's an issue with building space. Um, and and it's been really quiet, but just wanting you to see all 20 plus college, bridge, and success programs that we have in the district. And they've all met and we're giving them feedback on how effective they've been with our students. So that it's not
033just they use our space, they use our students. We're saying these are our goals, these are our project, you know, our our pathways, you know, um and and what we want to. So we've been able to kind of redefine that relationship. Go back one more, please. When I look back at our signature programs, and these are programs that students receive, mentoring, um, me time, FaceTime, how to do college for themselves and their families, and some of these programs the parents have to also interview. Um, I manage our college promise is is 50 plus students, our Ohio State young scholars, our take flight academy, which is really unique. We're the only district that has Take Flight. This is Dr. Lawrence's dream kind of that uh we partner with right state and so Belmont and third Marshall
034STEM have these two we're going to expand next year to Dumbar Madel but the take flight academy is at 100%. um we look at bottom line and so bottom line is for those students who don't necessarily have the good grades those late bloomers who whose brilliance may not show up in terms of grade point average but they still get mentorship they from from their junior senior year throughout college and in employment. So, um, bottom line has been a great partner. And so, the idea though is that we leverage these partnerships to expand access, financial support, and post-secondary success for Dayton book schools. Connor pulled out of our 20some odd programming, he pulled some of our just randomly some of our programs to look at the impact. And so, again, we met in the fall. we're
035going to meet at uh this this winter to give these uh this data to our all of our partners. And so we look at students how these students are participating. We're looking at attendance and we're looking at GPA averages and we're looking at discipline. So these so one of the things the takeaway is over 350 students improve their attendance as a being a part of these programs. That's very significant. Over few 400 fewer suspensions districtwide. Very significant. GPA increase in each of these partnerships or they stay the same. So there was no reduction that way. And so uh we're getting some of the results we want and we're going to give some feedback again to some of our partners. So if we look at our impact in terms of metrics and outcomes, we've had over
036a thousand DPS students that have participated in programs across elementary and secondary levels. And you all can kind of you don't have to they can look in there. And our uh education pipeline we've been able to place this year fall and winter semesters 160 pre-ervice teachers and student teachers in Dayton public schools. And that whole notion is that we're being intentional about having clinical sites supporting student recruitment and potential teachers and a pipeline. So lastly, these are this year the partnerships that I've worked very closely with or represented the district in college promise and I sit on the board of I represent the district in terms of Montgomery County along with um one of our board members. um our scholarship program. I sit on the board of University of Dayton School of Education, their advisory,
037Rice State University School of Education, urban and and their urban education advisory, Dayton public schools foundation, city of Dayton peace campaign steering committee 22nd generation collaborative with learn to earn. We've met with the local clergy that were very supportive during that whole piece with bus buzzing in downtown. uh met with the Divine Nine, did a survey. Uh not a lot of responses, but we're going to work through that. I have met frequently with the NAACP's education committee. Um we have a partnership with National Inventors Hall of Fame and Camp Invention. I'm kind of responsible for the Five Rivers Health Center, Sinclair Community College, Wright State, State Flight Academy. Um, I also take in all the district mentors after they've gone through all the vetting. I kind of assign them to schools, give them the handbook
038and building assignments. I've also worked closely with Montgomery Countyy's budsman. So, that's been interesting. A part of the Dayton uh district wellness fair and special projects that Superintendent Lawrence and Associate Superintendent Miner see fit to do. So just city initiatives we work closely with Dayton Metro library innovativemies um the EPA and so those are kind of some of the things I do this year. Any questions? You know, my impact statement is that we want to expand student access, strengthen families engagement, and prepare our students for college and career success through strategic partnerships. They wanted to Thank you for your presentation. Is there any questions? Dr. Goodwine. Thank you, Miss Go for the presentation. On one of the slides, there was a number put out that we were able to retain 138 students. Correct? On one
039of the slides, there was a a number that said we were able to retain 138 students. Correct. What's I think it's like the one of the first ones. I mean, I wrote it down earlier when you were talking about it in the presentation. Yes. My overarching question for you is how many did we lose? It's like what is that 138 representation of of the bigger number of amount of of families that you are or students that you are talking to. So how many did we lose? And if you don't have that right now, if you could give it to me later cuz I kind of want to see like statistically what does that 138 represent? I'll be sure to get that to you. But I don't know, maybe I went through some of the slides,
040but I can attribute some of that to again our um our customer service with our clericals. No, no, no. I'm saying that part is good. like I'm not I just want to know what the larger number is. Like if there if it was 138 out of 500, I kind of want to know where where is our gap at with the remainders of that one. So that's kind of what I'm asking of. What is that 138 represent of a total numbers of people that are students that potentially left this district? Thank you. Thank you. Will Mr. Smith appreciate it. Um, I was pleased to hear about the percentage drop of complaint calls that you guys have been getting. I do want to know in your estimation what has worked not for the reduction of the complaints
041but for those complaint calls that you still get. What is that that process look like for you and your team now? So now it looks like a lot of times it's just they want to be listened to and it can be easily solved you know through a conversation or easily solved through a conversation. Again the reduction has been that we put a real focus on retention and so how we talk to people how we treat people how we make people feel and so those things are I think in place. Appreciate it. Thanks Dr. one with the complaint calls in December or November, we had a presentation about this software that was coming to kind of streamline where complaints are going in that piece of it. Is that going to be a software that your department
042works with as well? I'm sure if we bought it, I'm not familiar with it, but I'm sure that we could use some software because it's kind of been manual and I put them into the um the system. Okay, let me ask. I think it was PIO who was that the Okay. I don't know who it was who did that with the but Dr. Lawrence has talked about cuz my question is more surrounding Yes. cuz if complaints are coming in like I love to hear a decrease in complaints but my follow follow-up question is are the complaints just going somewhere else and if they are and if this is working then we want to make sure those are getting routed back. So if that system is going to work to assist with that to make sure
043that our percentage is going up on these things that would be really really great. So the plan is for K12 Insights to merge all of these systems together. And so the moving away from the system we have now so we have centralized location of all um all information, all parent complaints, all systems related to any incoming traffic. That's what that K12 was about how we bring all those incoming pieces together so they just go off into the Netherland of one department and stay there, but they're just circulated. Thanks, Miss Garrison. Thank you. Um, thank you for the presentation and and the results. Congratulations on the results you guys are seeing. Um, are you guys also working with marketing to ensure that the community knows how to submit complaints? I know one of the things that
044I find is that people will put a lot of information out on social media outlets because they don't know who to call to file a complaint. And I would love to see that, you know, streamlined so that we see less. We may not ever see less on social media, but at least there's some communication going out to the community and parents and families and support systems on how to effectively submit a complaint or a success. Point taken, work closely with PIO and we kind of monitor social media and I'll get a call from them or I'll get a call from one of the board members. Hey, there's a situation. contact that parent. But I hear you very clearly that we could do a little better marketing exactly how. But when they call downtown, um those
045phone calls come to me where they weren't before. They would go all around the district, but all all complaints can now come to me. So, uh we could do um some work with informing folks on how to access that process. Thank you. Sounds good. Thank you. You're welcome, Mr. President. May. Yes, please. Thank you. Thank you for this presentation. Um, in listening to the part about community partnerships, um, I've been thinking a lot about the Ford NGL work. We had that meeting this morning that went over that extensively. How much does your work overlap or align with our work in Ford NGL? Um, very much very much so. I've worked with being a part of the team. I'm going to be working with public information and marketing with a Ford NGL. I was responsible for
046identifying 35 um primarily AfricanAmerican PhDs, engineers, scientists that will serve to help us um formulate these pathways and provided guidance and a lot of them showed up. It was amazing. So it it does I worked really closely with Associate Superintendent Miner. Thank you for asking. Thank you. Thank you, Mr. President. Anyone else? Uh I do I do have a question here. Um under I think it's slide 11 impact metrics and outcomes uh under program reach. What exactly does that is that like you are also seeing how our students are doing after I'm sorry. Is that looking at our students even after they've graduated from us? What is that? Well, we do have a system. I don't particularly, but we are chief uh Chief Douly is putting together a system for our students after they graduate
047to capture some of that along with Ma Matthew Folkart, but I haven't per se after they've graduated. But is that something that you said that's something that we are looking into to kind of track our Yes, we're going to track our own graduates. Thank you. You're welcome. Anyone else? That's it. Okay. Thank you. Thank you. At this time, we are going to hear from the bargaining units if there's anyone here. Good evening. My name is Marie R. Winfrey, president of local 627, school transportation, bus drivers. Um, I'm reading these notes. Okay. Ah, protocols being established. Congratulation, Dr. Bailey. Um, all of you board members, happy new year. Uh, we're coming here. I'm coming for several reasons to speak with the board. One reason is a recommendation that has been placed for your decision and is
048one of my drivers um bringing forth to you on the recommendation that was presented um by Dr. Marvin Jones's business manager and Dr. Stacy Benson Taylor the assistant business manager manager. Y'all forgive me. I just got off my route. Uh business manager uh upon a employee that we have one that you have and a driver that I have under local 627 terminating his employment with the district. And we know the severity of what the allegations were and what took place at that time. We're not stating that we agree with it. We understand that it has laws through the state. We understand that. But we also there was a conversation when I found out about this information. We also had a conversation over the holidays with the superintendent and the chief of human resources. Let me
049rephrase that. I had a conversation that Dr. Lawrence contacted me in a conference call with Dr. Tanya Davis on this matter because the U driver was has been off of work since December, the early part of December. So with that being stated, per our contract under the article 8, we do have it where the only way that a person or employee driver be terminated is through the superintendent stating three things. They have no show call offs. Didn't pass the random and our license are out of compliance. Other than that, we do progressive discipline. When we were speaking on the phone and the conversation, they was deciding what the decision was going to be. This was Christmas Eve, December the 24th. I also contacted Dr. Lawrence on another matter when we came back in January on
050pertaining to this same driver and the statement was from Dr. Lawrence that this driver will receive as his progressive discipline 5 days unpaid leave last chance agreement last chance contract unpaid leave last chance. when we come move forward last week we was found out excuse me this week upcoming week found out in our transportation collaboration meeting that Mr. Martin would be their recommendation from Dr. Jones and Dr. Stacy Benson Taylor would be terminating his contract employment with Dayton public schools the issue is we know he did not do his post trip which is required that we do as drivers to make sure there is no students left on the bus to make sure that we do the post trip of our buses to make sure things are clear. This was done in December, but we
051also in the year 2025 had another student I mean, excuse me, driver do the same incident in January of 2025. And the decision that was made for that driver under the leadership of Dr. Marvin Jones and Dr. Stacy Benson was this gentleman receive exactly what Dr. Lawrence put in place 5day unpaid leave suspension last chance agreement and progressive discipline and training professional development. We're wondering why the inconsistencies that we're receiving from the district leaders. One person can receive one and another person cannot and both of them did the same severity. Also, the state was involved because we have state paperwork where the state showed up. Officer Mitchell showed up and spoke to the driver also that did that. And now we're doing the same thing with this driver that we're trying to terminate. Same incident,
052lose their license, CDL license, and child endangerment. All these charges will be added onto them. If we're going to implement these things and say that we're a district, that we're collaborating, we've been consistent in the decisions that we make, we need to be that way across the board per our contract, which is still in effect. In effect, it is the superintendent's decision and also it stated the superintendent design, which I'm expecting was the assistant superintendent or the chief of HR. We asking that you reconsider the recommendation and take in heed of what transpired. If you need documentation, I am gladly to give it to our clerks and senator so you can see the proof. But we like to have consistency. If we're doing for one driver one, we would love to have the same for
053the other driver. Thank you on that part. Now, I would like to talk about things I talked about previously before and still have not had any resolutions on any of it. And also you stating that you are bringing forth another third party entity, that's what their request is, to help us with our routes. our routes. We still have and we've had collaborating meetings, transportation collaborating meetings with our managing staff and the union. And we still have not resolved anything since the beginning of our school term of August the 4th when we had our annual route pick. We still have class actions out there. We still having uh routes that are not being fixed. We're decision we're not even had a route pick and it was stated that we would but that has changed multiple times
054in conversations and our collaborating meetings. We have we're right now the statement is being we're waiting and we have to continue to wait until this uh new third party consultant get all the data and the information to be able to bring forth and coll put it together. They want that and that don't start to January the 27th from my understanding and our information that we talk where we they're going to review and analyze the current overload and overlaps of routes individually and then this is the AI the software package that we're looking into. We already have a third-party entity doing our routes now and our schools for charter which is first solution. Here's another cost that you're adding another consultant to do the same thing that we have three routers that's working for Dayton public
055school that has been doing this and now we're bringing another third party and we're still being stalled. Nothing is getting done. We still have overlaps. We still have overloads. Stated they're not going to create any more routes. We said we was going to have a route pick in October. That has been paused and postponed until we wait until we receive this information data information from the third party consultant route rides. We are professionals ourselves. We have commercial driver's license. We know how to route the routes. When they come to us wrong, we fix them and we give them back to the routers and they make the changes. You're bringing in a third party that's going to work with the routers that does the changes already. Why are we spending money on something that is not
056needed? allow our routers to do their job efficiently and effectively. We can't help that the routes were messed up from the beginning. That is not part of the driver's positions. But we're doing what we supposed to do to transport these students to and fro safely. But if we don't have the correct information, we can't do our job effectively. But the problem we're having, everything is being postponed. Everything is being stalled. We're still adding students. We're still changing routes. We're still putting time that's not even implemented that we have enough time to pick the student up and drop the student off. We don't even have time to even do our pre-trip correctly or our post trip correctly. So the issue is we have is that this situation has not been corrected. It seemed to me it's
057not going to get corrected in 20 till 26 27th school year. Same problems no resolution and this has been going on since August. We have spoken with business manager, assistant business manager, senior executive director, exe Mr. Craig Anderson, executive director, Mr. Thomas Gray, including the coordinators and the management team. We're not understanding why we cannot resolve this simplicity of this simple issue. If it was fixed from the beginning, we wouldn't be in the situation we're in today. Thank you for giving me the opportunity to speak about the situation, the issues, but I'm asking you board members, you board members to look into this again again. And I know I will get a rebuttal and a retaliation. I know I will. But I'm asking you board members to help us out. These are your students. These
058are your students just as well as they are ours. We need to fix the issues that needs to be resolved that started from the beginning. As I stated, nothing has been completed or done. And we're getting the same installment, the same statements over and over again since the beginning of school, August the 4th, 2025, when we had our annual round pick. Please take in consideration our concerns, our questions. Please take in consideration the avenues that we at and the adversity that we're dealing with. I thank you for the opportunity to allow me to speak. Thank you. Thank you. Is there anyone else from the bargaining units? Okay. All right. Do we have anyone, Madam Treasurer, to speak? Yes. From the community? We do. Is he going to read? He has three. Oh, okay. Limit limited
059remarks to 3 minutes. Uh, the president has the discretion to attend. Extend the time. When your time is up, you are to stop speaking. It is inappropriate to address any matter involving pending disputes, grievances under a labor agreement, disciplinary action involving an employee or a student. ongoing labor negotiations, concerns or matters that have already been settled and or any matter which because of its nature is deemed appropriate to be discussed in executive session. The purpose of the public hearing portion of the meeting is for members of the public to express viewpoints and public concerns. Madame treasurer Adosi Martin Mr. Mr. Walker, if you would keep time. I see you Martin. Amana Scott. I lost everybody. Lemon Harris. Lemon Harris. Dica Allen. Derka Allen. Rosha Yang. Roshenda Yang. I think none of them are here. Does
060that complete your list? Yes. Thank you, Madam Treasure. Superintendent. Thank you, President Bailey. I would like Yeah, Mike. Not sorry. Yeah, Mike. Mike. Thanks. I would like to move forward uh recommend approval of B, C, D, E, F, and G for a vote. Second. You guys time to look over. Uh, Mr. President. Yes. I would like to pull C1 D12 and D21 until after exec. Yes. Okay. D12 and D21. D12. C C1, D12, and D21. D12 D1, sorry. C1, D1, B2. Okay. C1, B2. B1, B2, D2, D21 or 20. Is there anyone that has not looked over this? Can you say those numbers again, please? Came day 12 days and David D12 day 21. I'm good. Thank you. He was call for vote. President Bailey. Yes. Dr. Goodwin. Yes. Mr. Lacy. Yes. Mr. Smith. Yes.

I recommend the approval of the following HDA after July 10th for vote. So move. Second. President Bailey. No. Dr. Goodwin. No. Mr. Lacy. No. Mr. Smith. Yes. Miss Rhinard. No. Mr. Walker. Yes. Miss Garrison. Miss Garrison. Yes. Miss Woods. No. Three yeses and four no. I'd like to ask the take a look at the budget. Any questions? Please take a look at the budget. Any questions we can answer now or any finance? Any questions or concerns? Can I can I ask for um I'm just curious of the positions that um for instance never mind. I I'll send an email. I'll send an email cuz
062that's going to be too much. Yeah, I'm good. All right. All right. President questions about budget contracts for you and you'll take questions. Are we looking at contracts? Yes. Yes. Contracts right. Uh what is fund 536? Oh, it's there. School improvement. Never mind. Okay. So, I did have some questions. Me, too. Mr. Walker, I'll let Mr. Woods go first. My questions aren't for me specifically. Um I'm speaking for a teacher who couldn't be here tonight, so you can go first. Okay. Um, so the Ford the Henry Ford Learning Institute. Um, I appreciate the discussion this morning um with uh the governor's office and things like that. Two questions for me. What's the actual investment that has been made total with this? I know that money has come from the ESC of dollars we put over
063there and then now for this one coming back before the board outside of the first one that we did. What is the actual uh like an investment left remaining after this one and like where do where do we stand with this? I can get you those numbers. I think stage five is around the same amount as this one 70 grand. I think the first one was about 35 or 40. Next one might have been about about that. But I can get you um all four all four stages. We're in stage four now and we've completed three. So I can get you the three that we've already paid for. Add the 70 to it and I'll get you stage five. Okay. Step five. Okay. And then the second part on that on Ford NGL piece. I
064appreciate the presentation this morning. I think that's the presentation. That's the presentation I was looking forward the last time we had our sit down. So I appreciate that. So if we could share that with the whole board, I think that really helps us get a better understanding on that piece. Uh it was great to see you there this morning. You board member Riner and board member um Garrison were there and we would love to share the one we shared with the governor's office today. Perfect. And then the last two questions is for the Princeton review. I know we do this with various schools. How many like students are actually taking advantage of the tutoring with this piece? Um, and I see it's at Belmont, but like I know we've done it at other buildings, like
065the investment that we're spending in this, what is the actual like takeaway? How many students are actually taking part in it? And then the second part, um, the second contract, the last one I had a question on was I'm curious on theou with Dayton Municipal Court, learn to earn in the city for the uh, family supporting families with eviction. So, if someone can elaborate on those two. So, Preston Review, we're just now starting that. But I'm glad you asked. The first year I was here, we uh did it with the University of Dayton and their students. High doses tutoring. High doses tutoring empirically speaking, nationwide as an antidote to um quick rapidly um catch kids up in reading, change grade levels. And so we tried it with the University of Dayton with their students and
066we actually saw a regression. So we did not do anything my second year. and we actually are mandated by the state. They have certain providers that you have to choose from. And so we selected this um this provider and we'll be able to let you know at the end of this semester whether or not we've seen progress or not. Um and so there's there's that in terms of measurement. And then as it relates to the eviction coordinator uh in Londern and city of Dayton uh what we found is that a significant number of the evictions uh and absenteeism is associated with our students and their families in Dayton public schools. And so instead of um eviction quality for all all of our 28 28 schools, uh some of the money we were spending for F
067FRC before or all of the money uh we were spending for F FRC was concentrated on just a certain number of elementaryaries. I think seven seven or eight of them. But this eviction coordinator is a lot less money and it's more equitable because we will be addressing um the um we'll be addressing evictions and getting ahead of that uh be before our families are evicted. Here in Dayton, we have a longer runway than some other cities. Some other cities the eviction notice is three or four days and so we have more time here in Dayton to be able to interject and stop our families from being evicted. I appreciate I know that um I attended the learn to earn like presentation they did with the city commission um and when they had referenced this I
068just was curious on what our part will be. I see it's no dollars a part of it but I'm just curious of what that actual makeup will be. I hear you say a coordinator but I I think that's more of ESC but I'm just curious on how our families how would they take advantage of this later on. It's not something for today but if you can just give me the information. Appreciate it. That is all that I have. Can you guys hear me clearly? Am I loud enough? I am not usually loud, but um a teacher at David Hon just wanted to ask a few questions about the Ford NGL um process. Her first question was, "Will teachers that are splitting time between school two schools be paid extra? If so, how? Like how would
069their paying work since they have to move through different schools? Uh, I can't speak to that because I don't know any teachers at Ponents who are split between two schools. Say that one more time. I don't know any teachers at points that are split between two schools but our teachers that are split between two schools now they do not uh earn any extra um any extra compensation per the D contract agreement and per our payroll scale. Thank you. Her second question was what would a schedule look like um because they're moving between two schools like class time, lunch and planning periods. How would that be set up with them moving between two schools? It's January and we are now in the beginning phases of building the master schedules for the rest of the year. At
070the secondary level, at the secondary level, schedules are developed now. We usually try to finish before school. We're typically not successful, but although I think we're going to be this year, so that's a longunning process and we're just at the beginning of it now. I would encourage that teacher to speak to the council there. And her last question was when will this process be brought to the families like when will the whole let me read it off what she said. She said when will we announce the 4D changes to families and students like with when will we let them know like their child may have to switch schools if that program is moved to a different school. We've made no comments about children switching schools. Uh we've given uh probably oh easily over two dozen
071community um presentations. You've been a part of at least a dozen yourself at Central State West. Um it's prominent on our website. Um we have principles who are aware as well as counselors who have been part of that process and the freshman academy. So there are folks in the school who can answer immediate questions as well as they can call the superintendent's office um at 5423231 and we can answer questions but um I think we've been uh extremely transparent about Ford next generation learning. Actually I'm not sure we don't begin to start every meeting everywhere without talking about it. Thank you. You're welcome. Other questions? Yes, Mr. Smith. Oh, Mrs. Garrison. Thank you. Um, Dr. Lawrence, again, I would echo what uh Mr. Walker said about Ford NGL. Um, great presentation. A lot of great
072details to bridge that gap. Um, this is for future. There's two questions that well, one comment, one question. The question as we um look at the next phase of this particular project, uh we know that some of the schools had some discussions about staffing. Um what is the the priority of ensuring that all of the schools are fully staffed? Um as this continues to move through the different phases for Ford NGO and Oh, sorry. No problem. So what what is the plan? The question was around for being staffed the schools to support so that the principles can continue and the teachers can continue to support this Ford NGO effort. So we've had on the books several budget and staffing meetings in the last week. Um one uh Miss Reiner was able to attend. Uh we've
073had several during our our work schedule times during the day. And right now um there we have some we have some things that we need to talk to the board about um uh probably at a retreat because there are repurposing um restructuring. There are lots of other components that play into this staffing piece. Uh so for instance, one of them is ESS. Um I think we're scheduled to pay them about 1.9 million. That's our substitute pool. If we bring that substitute pool in, we may be able to save a significant amount of money. And if we have our own in-house subs, that changes the nature of staffing. Um we've started earlier now with staffing. We had to meetings today. Those are um organizational meetings with principles to say, "Hey, what are your staffing needs?" And
074then that can help us target uh how we recruit. So, what we've done is we've given principles early notice and said if you have long-term substitutes who are really good and you want to keep them, we followed up with the curriculum partner going to check to see if they're really solid, then you can keep those long-term subs because there's a teacher shortage nationwide and then we will continue to train them. I have a meeting tomorrow uh associate superintendent minor and I do with the University of Dayton to work through the early phases of how we offer a comprehensive package so that those long-term subs can become full-time teachers and earn their teachers license. And so there are a ton of moving pieces as it relates to staffing right now um that are collective bargaining associated
075um reorganization associated recruiting associated. There is just a lot going on right now with that. And I appreciate you. Um, is the volume back on? My mic's off. When it comes back on, thanks for showing up this morning to the presentation. Thank you. Um, anyway, thank you for addressing the concerns we presented to you in December that came out of the retreat as it relates to staffing. You guys are doing a great job tackling this from what I'm hearing. I just wanted to ensure that there's a plan as we continue to move this. And then my comments is um I'm hopeful all of the high schools will be able to get some type of skills trade programming because here in McGomery County, skills trades unfortunately is a dying industry to people, but it's an in
076demand industry to employers in this area. So, it would be nice to have a really secure pipeline, especially when those programs only require 18month certification through Sinclair and people make $50,000 $60,000 a year and a lot of those employers are desperate for skilled trades workers. Some schools have that program, but not all the schools. U thank you for your patience and say that Carl Kimbru uh is a key member of our Ford next generation loan team and he works closely with us uh in particular with Miss Douly to begin to build that plan that you talked about in terms of having that at all schools. Uh so we're in process there and then I want to say something about the principal retreat too. I forgot to mention this when we were at the retreat. We
077actually um and I will find it and send it to you or the full board if they'd like to see it. We spent a year uh with a with a group called Sharpton and Charlton uh getting quantitative and qualitative data from principles and the essential question was um do you feel supported like there were other questions underneath that subcategories and some themes but that's essentially what the what we commissioned them to do because we wanted to know that we didn't think we could get that information ourselves as the supervisors. Um, so we asked a team to go in and they spent an entire year with that data. Um, and then recently, um, at our leadership and learning, we gave that information back to the principles in another survey to see how we're doing, whether we're
078progressing or not. So, we're waiting on that feedback and then we'll find out whether we're getting better at and supporting. Excellent. Thank you. That's all I have, Mr. President. Yes. Uh, good Dr. Goodwine. Thank you. I had a couple questions where you follow up on one of the things that you said that was a major complaint that we heard that I want to make sure is clear. So you said for the long-term subs that the building principles currently have identified that they would like to continue next year, those individuals are going to continue with us unlike we did last year where they we waited to see if we fill them to come back. So their their spots are secure. I just want to make sure that's clear. I want to double down on what you
079just said to say absolutely they're secure. We want to do that. We didn't get that right last year. And so um two things. Um, one, we need them to be secured because of the way we've negotiated with um, our 20 26 pay going to 24 and then the 25 crossover with teachers. We need to secure those long-term subs in that position so that we don't have to shut off their IT access, shut off their email in the summer, cut them off for training. We need them to stay on the books all the way through, which is why we need to identify them. Now, the ones that aren't identified, then we would treat them as their as though they're their um their employment with us ends in June. And if they would like to apply with
080ESS to be long-term subs uh at the in next year, that's fine. That's great. I just want to make sure we're clear. Yes. So, if I'm a long-term sub, got you're a long-term sub and I teach a science class. Let's just say that. And you need to be good, though. I'm I'm saying you want to be good. I'm good at everything I do. So, but I'm good at that piece of it. We are saying that we are if the principal have identified them and you guys have confirmed that those individuals are good candidates to say we are not going to displace them from that position if we are telling them that they're going to move with us. We are not going to displace them and to and to say to focus to give an example
081of what you said. If I'm a long-term sub and I'm at Belmont and Miss Mcdo says, "Hey, um Dr. Goodwin is my long-term sub. I want to go for her. She's my ninth grade physical science sub. Then we're providing training again meeting with UD tomorrow to figure out ways to get you uh cost prohibitively um a license. And then when we target and recruit now we know that we don't have to look for a physical science teacher for Belmont because you've already agreed. So, it really helps us on on our end at central office cuz now we can target our recruiting instead of, you know, widening that out and trying to get teachers, so to speak, with a comma next to it. We can say, "Hey, we want a particular teacher in particular grade." Okay,
082that's good to hear. I do want to follow up on some of the things. So, I do appreciate you guys getting me the data finally. Took y'all a minute, so I'm not going to give y'all credit like I got it right away. So, thank you for finally getting I've not got gone through it completely, but I did have an opportunity to go to PD that was recently offered and I got to sit in on chief she's with the freshman academy teachers, leaders and principles of it. My concern about the program is that our investment in the workforce at that level isn't as significant as these other places because if that if those individuals aren't committing at least to three years with us and we are constantly having turnover at that place of it is going
083to be very hard for any of these other pieces to come to fruition in that piece. question for you here is like even even when I talked to that group and I did reach out to you about some things like we're investing in a significant amount in the freshman academy but there's no information about the freshman academy unless you know someone in here so even that piece of like I asked you could we piece on the website that piece to help them have champions for this and then as well as how we are making sure that the pieces the pieces that we need for this program to have a chance at success which is the the human capital is the first point for me isn't just a person who who gets stuck in there like
084we need individuals to commit longer than a year for us and I mean I think we had that room was a mix of certified and long-term sub teachers who were serving in those roles but I don't know if they're going to continue with us in that piece of it so how are we strengthening the people are doing the groundwork is my question for you at the the first level of this freshman academy so we studied the freshman academy in other cities and you you have that you do have the numbers and we've seen some increases in two of the three areas but the system actually is probably more important than the person and what I mean by that is we have a system professional academy how they work together how they plan how they support
085students and the implementation of the curriculum with fidelity um I just had this conversation this morning with uh Dr. Shehi. Sometimes we find that when you're a long-term sub, you actually really buy into the process because, you know, you're like, "Hey, I haven't taught before. I really want to learn." Uh, and that tends to work for us. We don't want to have a rotating um door as freshman teachers. I do agree with you. We we do need to ask them to commit. Um and then as relates to um the next the next level of that commitment in terms of years, maybe there's additional um bonuses, maybe there's additional capital, maybe the freshman team does a bit more. Maybe they take over that attendance piece in terms of doing home visits, in terms of um summermies.
086So I'm with you in terms of retention. I don't I don't I don't disagree with that at all. And in terms of how you find this out, because I was glad to get your call to say, "Hey, this is pretty good stuff. How do I find it?" Um, I um have talked to my team about that and we uh we will be making sure we make that more prominent on the website. That's good. And I I'll also say talk to those individuals because they may be able to give you guys more insight on kind of their experience as this is the first year of the program and ways of of things that would help not if they would have known coming into it why they would have come back into it again. And I hope
087that they all stay with us on that piece because again, you're starting over. Like to train someone, it takes at least 6 months until you actually know what you're doing. So every time we get to that point where whether it's promotion or they go on or we move them then we're starting that rapport part of that process over. So anything we could do to decrease that time would be I think would be good. Okay. Second part on that one. So that was the I did see a difference of engagement from those who are in the dayto-day and then those individuals who support it. I kind of would like to request that you guys like really talk to your principles about how they feel the program is going right now and things that could have made
088it can make it more prominent for them and their investment into it. So some things that we we have heard from our principles are there's a lot on their plate and this is another program but this is a premier program. So if it's a premier program, we can't continue to treat it like it's just another checkbox test on that one, which means something has to come off the plate if we're going to do this because they can't like asking individuals to balance everything as a premier program doesn't make it a premier program. So I just asked you guys to actually get some feedback from our principles on what they believe is working with this program where they see the deficiencies in the program because I mean they're the ones who are championing it outside of
089central office. Got it. Can do. Thank you. That's all I have. Mr. President, Mr. Smith. Yes. Um Dr. Lawrence, so I want to go back to your comments around the long-term subs. So you're saying with this you're trying in essence to take those long-term subs and figure out a way to get them to become teachers. Correct. Yes. So then in the mean what is that conversation look like for those who may be amazing but to the conversation we're just having before they might not know if they want to be committed to go the process of becoming a teacher. What does that look like there? Where if now it's someone saying I really like David Lawrence as my 10th grade science teacher here, but I'm open to if we get a certified teacher here. I think
090stepping into that conversation I think might be key. But then also where I do like our our principles being able to have that ability to to tell you, hey, these are some of the people that I really think we need to either invest in or keep around. I think it may be another level of people somewhere in that that are that may not be the best fit for that building, but may be a better fit at another space. So, I think to have that second layer conversation with principles um and some of the staff might be beneficial uh moving down the road cuz you might have somebody that was at middle school this year and maybe they would have been better at elementary or somebody who was at high school and maybe should have been
091at middle. Um so it might not be a case of somebody wanting to bring them back in that space, but they may say, "Hey, I like David Lawrence. He does an amazing job, but I as a principal really think that his skill set is better suited here. I think even having that kind of conversation just makes our people feel better about the work that they've been doing and feel seen and I think may help us moving down. But I definitely appreciate the direction that you're taking us there. Thank you. Any other comments? All right, Dr. Lawrence. Uh I would like for the board to take a look at consultants and this is just for they're just two and it's just for can can we just review B through E together? Can we just review B
092through E together? Absolutely. Yes. Absolutely. What was your question? Any questions or comments on the earth? I do. Uh Miss Miss Garrison, this uh for amplify education. This training is for teachers. Yes. If you see amplify is definitely for teachers. Uh it's it's our I can hear you. Can you hear me? Yeah. It's our it's our it's our primary curriculum for uh ELA and so this is for um for English. Yes. And my second my followup the reason I asked that um are are the teachers usually consulted on um the trainings that they receive from this particular um organization uh to ensure that it's in alignment with what they're looking for for uh ELA. So are the teachers consulted? So we have a system uh we we've changed up a little bit but the system
093is we have a team from curriculum that goes in and they do what I consider to be fidelity walks but the name is transformational walkthroughs. So they go throughout the building and they say, "Hey, essentially we've paid millions for Amplify. Who's using it? How are they using it?" And when they finish, they come back and they have a conversation with the principal to say, "Hey, here's what we found. Here's where people were using it. Here's where we weren't. And by the way, we also pay Amplified to come in with coaches." And their coaches are here today to plan to go back and follow up on what we just saw in terms of use with fidelity. So it's a system that we use and a process. Correct. Okay, I got that. So um I guess how
094and as opposed to you guys doing that transformation or transformative survey, is there like a third party survey to that goes directly to the teachers to ensure that they see this as effective? I I'd have to ask uh my CEO, Dr. she but here's I don't know that it goes directly to them. What we're looking for is uh once we provide the training uh we're looking for fidelity of implementation and if that's not happening then we see it as a gap and then we intervene. So as the instructional leaders um we you know we see this as taking um much like when you take medication they tell you to take it at a certain time a certain dose to do certain things for it to work. Um, and if teachers don't think it's working, it's
095actually a problem for us because you have to go through the process with fidelity to determine whether it works or not. And actually, that's actually a problem, Miss Garrison. And what happens is professional staff members say, "I don't want to participate in this. I don't want to take the medication when I'm supposed to." And then we can't measure whether the curriculum works or not. Because it would be like going to surgery and all the surgeons want to do a surge in a different way. That would be a disaster. I agree. I I think the survey would be helpful because there I'm thinking there may be ways to improve whatever they're doing based on that objective feedback. So I want to be clear. Survey the teachers about how they how they feel about Amplify the training
096or the training that they're receiving. Yes. From the the particular product. Yes, sir. Okay. Got you. So the training from the Amplify. Correct. Gotcha. Okay. Yes. I'm with you. I got it. Yes. Now that absolutely because we we pay a lot of money for the professional development end of all of the products we have and yes that would be good to see what they think about that. Yes sir. I'm we're we're in I see my chief academic officer shaking her head. Thank you. Sorry for any confusion. Sorry for the miscommunication. It's okay. And that's all I have. President Mr. Smith. Yes. So um Dr. Dr. Lawrence and let us go out to um I'll say Dr. Lawrence and if it goes out of your scope then pull one of your colleagues in. Um I would
097request if you could get just a list of the different positions regarding how their how their licenses are required for different positions across the district. um asking that because I know that I see a resolution on here, but then also there's been some consternation with just I'll be honest the the slowness in other other professions when it comes to their licenses and their certifications from um up in Columbus. So, if we can kind of get that and then also tie that in where I probably think the treasurer would also probably be in involved with that of of the why we do some of the things that we're doing. I think we do some things differently or we do some things to be compliant, but it always isn't understood the why across to everyone. So then
098you know people are on the same page or have some kind of level of understanding um when a situation arises and a board member is reached out to. Um, and then I guess secondly with that, and I know we had talked about it before, but I would definitely like to talk about it here with you, is do you have any plans or any any uh conversations that you've already had about how can we deal with some of the tardiness and getting that turnaround that used to not take months to get some things from the state and then we're stuck in a situation where we have to make decisions on employees based on things that are really out of our control. Uh thank you for your question. I have a meeting uh next Wednesday I think
099at noon from noon to 1:30. Uh and I've asked board member Riner to join me in Columbus with Senator Blackshere and that's on my list to talk to him about to get with Ohio Department of Education and Workforce to dig a little deeper and and get us some answers on why it takes so long. It's not this just not just this district. Um, I hear this from my colleagues who were superintendents all across the state that it takes uh forever for licenses to come through. Could you send that to me as well? Let's see if I'm available to go to that meeting. Uh, President Bailey. Absolutely. Thank you. Any other questions? Any other questions, Mr. Walker? Okay. Um, so for the outofcountry field trips, if I'm looking at the information here, it says 6 to
10011 students and then it has three chaprons going, but then in the other content, it says that it it's a 1:10 ratio. How do students qualify to go on this? And why does not a lot of students take advantage of it? because then the other one has two chaperons along with three students. I have to get you I have to talk to my staff at Styver to get some feedback on the details of that. Kind of threw me off on that. Board member Walker. I thought you were going to ask me why there wasn't another school other than Styver going. That's No, I know this is an every year thing. It's been uh it's the typical question that I get and so you you you tripped me up there. I didn't see that one coming.
101So, I'll get you the details on the process. I've seen some emails in passing around, hey, well, actually years ago saying, hey, we're going to u we're going to Peru and here are the parents. And I've seen them fund raise and I've just seen bits and pieces of it, but I I can get the details of it for you. Thank you. I did ask um legal to look at like looking at our monthly financials. Um, I'm if it's sponsorship or something like that, I'm curious on if the money we have like a Dayton Foundation or through these trust dollars that we have here at the district, if those may be dollars that could support some of these activities for those students that then take advantage of it even more if that's something that could be
102looked at that we could do on our end. Um, and then the second thing, and this is just, you know, me just looking at things in the district. I love the artwork in Styver, but I'm just curious on when is the change out of 20 years ago artwork to today's artwork. Uh, I can say that I I was an assistant principal there 15 Oh my god. Wait a minute. U almost 20 years ago. and and the art I is different from when I was there. Are you Yeah, some of the things on the wall says like 2002 is when it was done. So, I'm just I know that we have a lot of students who have come from Styvers who have done a lot of great work recently and I'm just curious on if like
103what's that system like to get that changed out? Is it more of the operation standpoint of placing the things on the wall and the time frame with that? Is it more of like what's the actual requirements in order to have students work um showcased for the years on sty in styvers and things like that? And if if that's an opportunity to look at the artwork from there being placed in other DPS buildings as well. Uh I can certainly ask Miss M I can certainly ask Miss Miner, Miss Whips, and of course we have a resident expert who works with us, Miss Douly. I can ask him about what that process is and get back with you. I just wanted to piggy back off um just a little just a little just a little and I
104just uh wanted to say like at Ponets we were talking about taking new pictures because you know like when you first walk into Ponets the pictures that's there they're from like when Miss Lawrence and my stepmom went there and it's like that's not too long ago that's like they just graduated but we have a lot of new things and we will want to put that in our school. I think like what if we didn't just focus on styers, but like we redecorated every school almost with newer things that's like new, you know, like new pictures in the schools from like two years ago instead of 10. You know what I'm saying? I would say Miss Woods, you're pretty opinionated. I see you when I come to Ponis, I would ask that you talk to your
105principal about that. I know when you walk into Thood, it doesn't look the same as Dumbar or Belmont. like when you walk into third good there's a vestibule full of kids and pictures and recent ones and um and so there is um I think that's a function of the principal and I I know you certainly have no problems advocating uh for what your classmates want. I echo you Miss Woods because those 2009 banners that are still up is wild. So if someone could get over the ponets and get those down. It's been a long time. A lot have happened since then. And then that little TV in the hallway that struggle. Wait, wait, wait. This is the line. This is the line on. Okay. Help you get this is a lot. Yeah, they just got
106the lines going through them. M. Reiner. Thank you, Mr. President. Before we move on to the next item, I would just like to take a moment since we're talking about artwork to recognize the beautiful artwork of the Belmont students that we have throughout this room. It's really f I've been looking at these pictures the whole time. He said just take a moment to look at the beautiful artwork that's here. I think this is Mr. Walker. Hold on before you let you know who with the teacher who led the art class. What school she came from? That's from Doesn't she retire at the end of this year? White. Miss Rogers. Is this her last? Miss Rogers is going to be retired rehired. Yeah. Anyone else? That is from Colonel White. All right. Thank you, Miss Ryan.
107Treasur, all mine are uh uh for review. Um A is monthly financials. This is a placeholder uh until it's reviewed by the finance committee on Thursday. We have several donations. Um, thank you donors and until it's when it's approved, I will send a thank you note to the donors. Approval of minutes. I I have minutes for December 6, December 9, and December 16 for your review. So, we'll go cont uh contracts. I have one contract uh for shared services. This is they are helping us uh in payroll. Is it is it we are we short a payroll person? Is that it? Yes. Uh we are four people short. One is hired and three of them are going to be hired approved next week. And once we hire those three, I think it will be good.
108Okay. Yeah. If you don't have any question on that one, we'll move to purchase requisitions. Uh purchase requisitions are from different If you don't have any uh uh questions for contracts, we'll go to purchase requisitions. These purchase requisitions are from different departments. Let's look at them and uh review and if you have any question, we'll answer. I did have a question for the under 15,000 one. Um, I was just curious on the uh colleges that Thug Marshall will be visiting on the college tour. I'm I'm sorry you echo. I couldn't hear you. Um, I was just curious on the colleges that Than Marshall will be visiting on a college tour. The colleges are I have to ask Miss Lewis. Okay. Thank you. Any Mr. Smith? Yes. um for business manager Dr. Jones with um the
10932 core switches across the district. You don't have to give me a whole rundown now, but if you can send that information out through email, kind of let me know what's that look like for you guys and what's what do you feel that will allow us to do in the the the longevity of that project. Please appreciate it. Anyone else? That's it. All right. Business manager. Thank you, board president. Uh, I recommend a review of the following contract with Broombach Construction, Inc. Mr. President, I got some qu I mean I I have some questions about the new pyramid. I mean that it's it's I that don't really fit into any part of the board, but but now um uh there is a new period pyramid and it's going to affect how our school lunches are
110eventually. Um, and I was just curious right now, do we do we serve full fat milk to children or is it like skim or 2% or what? I want to say it's uh 2%. 2%. Okay. So, I mean I that'll probably change um eventually. Um there's also um um they're going to be attacking um the uh uh highly processed foods and um the super donut. Do we still sell do we still give people those or did they get rid of those? Don't you hate on occasion? Because I mean I I imagine I mean if if this donut meets the meets the definition of a highly processed food. I agree 100%. It does. And uh we will be examining everything that we uh can't hear you. We'll be doing a full review and examination of uh
111of what we serve our students based on uh the new pyramid and new guidelines. Okay. Yeah. I'd like to hear the results of that examination. Yes, sir. Most definitely. I mean, yeah, I'm not arguing with it. It's it's um but because highly processed foods are not they they're not good for you. And agree, but I mean, yeah, some of it um of the new pyramid, it effects that uh like um well, more meat and and dairy. Um, I think it affects the um um the c certain industries had a little bit more say in what the pyramid's going to look like under this administration. Um but yeah, that we might go from that 4 ounce steak to a it's about eight to a six or eight I don't know. Correct. Correct. More muscle mass. Okay.
112So, yeah, I look forward to hearing more about uh the changes to our our our what we're feeding our kids. Thank you, Mr. President. Any other questions? Um, Walker, Mr. Smith, go ahead. Thank you, sir. Uh, same thing as before. I It's a I'll probably have a few more questions. Just letting you know um about this contract with Bruma. So I'll ship it over and kind of see what what you think that revision and the process of that looks like. So won't want to hold us up here today with it. We'll do that ASAP. Yes, sir. Appreciate you, sir. Mr. Walker, can is there any way to get like what these may what's the feedback with these from like the principles in the building and things like that for the redesign? So Dr. B and
113I uh Amber, we visited a lot of the schools and uh they are excited um in terms of what uh the buildings will look like after the construction is done. Uh at the elementary level, uh the work has been done. It looks really good. Um we haven't had any complaints. Okay. I'm I'm curious on and I don't know if this may be something to discuss um in building operations or something like that. I'm just curious on like what will I see what the elementary and middle schools look like, but I'm curious on what the high school makeup would actually be. Um because I believe like the original conversation we had with this is that it would be different from what those look like, but I'm just curious on Yeah, this is a cafeteria. Yeah, we
114can share some of the renderings with you. Okay. Yep. Um, and then my last question is, uh, do we know when restaurant week will be? I'm sorry, restaurant. The restaurant week that they did. Oh, when the restaurant week. Yeah. From Columbus. The uh the visits we had or Never mind. Yeah, we'll talk offline. Okay. When they make their own stuff. Anyone else? Anyone else? All right. Um, new business travel expenses. Can we uh can we t table this for exact? Can't do it for exact. Say that again. I said you can't do it for exact because it's not an exact. Oh, okay. Yeah. All right. So, well, we can just discuss. Okay. Well, then we just can vote on it right now. Well, it's not up for vote. I think it's just up for review
115and we vote on it next week. Miss kid. Next week. Okay. Review it. Okay. Thank you. Any questions, concerns? Yeah. If if I could just request Miss Kid, if you could share with us kind of our where we are financially as well as who these requests are for so then we can just make some more decisions about how we move as a board. I do know we I know as I was exiting the presidency, there was some concerns about us actually being able to afford all this and we just need to if we could just get that all to the board so that next week when we have a discussion then Thank you. Yep. Thank you. Thank you. That's all we needed. All right. Uh comments. Let's go to Joe Lacy. Comments. I didn't ask
116comments. Oh, no. I have no comments. No comments. M. Rearter. Uh thank you, Mr. President. I will be brief. Um I want to thank everybody who came out today to attend the meeting. It's uh great to see new faces. I encourage you to come back and um make these board meetings a regular part of your schedule. Um thank you to Belmont and thank you for everybody who logistically made this happen. I know that there's a lot of work that makes in the sound system being functional and I'm appreciative of all the work that everybody has put into it. Um I would like to in advance of um our MLK day celebrations next week. Um, I will be out of town and so I will not be able to join a lot of the functions that
117we have going on Monday, but I will be there in spirit and I'm grateful for the presence that DPS has there. That is all I have, Mr. President. You're welcome. Uh, yes, thank you. Um, so for me, the youthworks application is now live for students ages 14 through 24. Um, so please reach out to McGomery County. If you know any youth for summer employment, please have them fill that out. Um, we do have on the books scheduled a legislative breakfast February 23rd um at 11:00 a.m. at Central State Dayton. Um, congratulations to the Meadowdale cheerleaders who are the state champ runners up for the OAC state championship. I'm excited to see the I was excited to see the holiday programs last year uh for Christmas break and things like that. Excited for MLK events. Um,
118and then the we are entering Black History Month, so I know schools are about to be busy with their programming. So, looking forward to that. Um, and then lastly for me, I would like to make a motion to allow DPS Athletics to utilize the two recordings from Cyber School for the Arts for the National Anthem and Lift Every Voice and Sing um for athletic events with the exception of if schools would like to have some live uh singing or anything like that that they're allowed to. Oh, I was going to um while I agree with them being able to use that, I don't believe that a motion would be necessary since there's nothing in there that says that we only have to use the one recording. I think the the emphasis was on using recordings
119from our students. Um I'll defer over to other board members if they thought any differently. Well, I do want to say I do agree with uh allowing the schools to use the the recordings that that they would wish to use that came from the district. Yeah, I agree with that as well. Before we do that, I would withdraw the motion and then if I withdraw it, then we can actually have a discussion prior to doing anything. So that sounds good with me. So now we can have a discussion on it if uh yeah I think that the schools should be able to use whatever they want to use uh especially when it comes to students or even parents because there's been times when parents have come out to uh do national anthems and things like
120that. So I agree with that. So yeah the the current process is if they have a live recording I mean a live person the school can utilize that one. The default is that they utilize the district recording, which we had just the musical version, but thanks to Miss Whips and her team over there, we now have the word version, which is now the default one for them to utilize because it goes to us being uniform throughout the district. So, they still, as always, I don't think we've had many people come out to do it live. I really hope to see that increase. That would be kind of nice. But yeah, that's probably the practice right now. Yeah, I think um I think it also is a opportunity to do something really creative and um look
121at things like down at uh Dragon Stadium and some of our other venues where there's actual um actual people to come out and audition. Uh I think just getting people from the community might be a a group in the community to sing in a local church group. I think just having people to open up that space to have that audition and then be able to give them a date where you know, hey, you can come out and this is the day we have you here to be able to sing the national anthem or lift every voice. And I think that also um to our business manager side and our athletic side, I think it could be a boost to some of the revenue in the buildings too. You know, if you have somebody coming out
122to sing, you going to have people come out. Same way if you try to get young folk there, their parents and their friends are going to come out and things like that. So, I definitely appreciate the conversation and definitely um Dr. Lawrence um Dr. Jones, I definitely will welcome your collaboration and trying to see how could we create something that brings the community out for something beautiful like that. Any other comments? That was it for me. That was it for me. Yep. Okay. Uh Miss Woods. Okay, there I go. I was going to say I made my notes this time. Today's student senate had our f we had our first meeting of well in the new year. Um we touched base with all of our seniors um about next steps. So like fast forward where
123are we going for college? If we don't plan on going to college, what do we plan on doing? Um we spoke on our new sub we spoke on our new subgroups which basically just means like who's going to what. Um, we talked about attending the Martin Luther King banquet, which is Monday. I'm I'm super excited about it because last year it was fun and I enjoyed the music. I enjoyed this. I'm really excited about it. Um, at David H. Ponent, every Alli Health senior that was allowed to test for their STNA received their STNA. So, all of our seniors that tested are now STNAS, including myself. So, congratulations to everyone. Thank you, Miss Lavell and Miss Ross. And that concludes my that concludes everything I had to say. Thank you guys. Miss Garrison. Thank you.
124Um first I want to thank um everyone here at Belmont High School for hosting. This was a very nice se ceremony. Um though the though I am a graduate of the Paul Lawrence Dunar High School, I must say the Belmont band showed up and showed out. So kudos to Belmont. They were they reminded me of halftime shows back in the 90s. So that was really really good. Um I just have uh something I wrote up uh that I wanted to share. Um and I won't be too long. I know everybody has some time. U to my family, friends, and faith leaders. Oh, I also wanted to thank Miss Winfrey. Thank you for uh coming out to speak. your concerns are noted and of course more to come uh with as I work with me and
125my team on some of the concerns you brought forth. Um unfortunately the other speakers didn't show up. So but thank you guys for filling out your information online. Hopefully in the future you'll we'll have more participation as well from the community. Um to my family, friends, faith leaders, educators, union siblings, um community advocates, students, and neighbors across the city. Thank you. Thank you for believing in the vision of a future for DPS and for showing up for our children. I sit here uh humbled and fully aware that this moment is not about a title. It's about trust, service, and responsibility. I am grounded and rooted by Joshua 1:9. Um have I not commanded you? Be strong and courageous. Do not be afraid. Do not be discouraged for the Lord your God will be with you.
126Um let me let me backtrack that. My apologies because I I think there might be I'm not in violation with a scripture president, am I just wanted to make sure I just had to think of taking taking things out of the school. But yes, I'm sorry. Let me finish. For the Lord your God will be with you wherever you go. Um that scripture really carried me through the campaign. and it carries me through the community work that I've done for over 15 years and it will continue to carry me as I sit here and serve in this capacity. Um to our educators and school staff, thank you for your dedication and resilience. Um I believe deeply in the dignity of work and the power of collective voice. When educators are respected and staff and supported,
127students will succeed. To my fellow board members and district leadership, I do look forward to working collaboratively and respectfully, always keeping students at the center of decisions. Um, students first means strong instruction. Safe and welcoming schools, culturally responsive learning and access to mental health and academic support. Community partnership means schools working handinhand with families, faith community, labor organizations, and neighborhood groups. Because schools do not succeed alone. They need a village. We need the village and we need to be the village. Accountability with compassion means holding ourselves responsible for outcomes while remembering that students are more than test scores and educators are more than data points. Equity is not a slogan. It's a responsibility. It means meeting students where they are, removing barriers, and investing resources where they are needed the most. Um, our team is
128committed to expanding opportunity through quality curriculum, career and technical pathways, arts, athletics, and multiple paths to success for every student. So, I invite everyone to be a part of this process. Come alongside this village. Come alongside this board. Uh, we will move forward as a team. I'm honored to serve, ready to work, and committed to Dayton's children in this community. Thank you. Uh, God bless you all and God bless Dayton public schools. Thank you, Mr. Smith. Thank you, sir. Um, I first want to say congratulations and then also welcome to our new board member and like I said, congratulations to our returning board members and also congratulations to those across the area, the city, the state, the region that um also took their oaths of office recently. It is it is not a a easy
129task and I just want us uh to understand that the work that people come into this with uh they really bring a lot and I appreciate that people bring so many different diverse backgrounds um and I want us to remember that even though unfortunately because you know we don't all get out there and vote a small percentage of our community really elects us and puts us in these positions but when we're here we really have to represent for a multitude of people and honestly sometimes more people than not that did not vote at all or may not have even voted for you. So, just to always try to stay humble in the fact that we have to be here and do that. Um, I also want us to really start looking towards the different events
130that'll be going around the Martin Luther King holiday. And with that, I want us to really take focus on the fact that the the history books will tell us the civil rights era was 1954 to 1968, which I want us to to really throw that out of our minds and really start looking at some of the people that paved the way before then. Pave the way for the people before that and the people that continue to fight to this day. Because if you look around in the news, the civil rights movement could not have ended at some point because everybody still do not have the same rights or still not treated uh fairly across this country and across this world. So I want us to be able to take that time to look at people
131who have done the work um and not just individuals because that's something that a lot of people will try to tell us to do is look at these superhuman individuals and sometimes when we do that we lose sight of the the fact that teamwork put a lot of these things together. So, I want us to realize that teamwork is especially important when we do this. Um, I want to send um my condolences to the many people that unfortunately have already lost their lives in our city and we are only a few weeks into this year. Um, so I think there there's a space where I'm going talk to some of my colleagues as well about how can we really be intentional with our our city leadership on how do we really tackle the violence that's
132been going on in our community as well. Um, and with that I just want to say I'm glad that we have another calendar year even though you know still in the middle of a school year. just that weird thing that that works out. But I just want to say I really appreciate everything that you all do for our children each and every day. And I want us to always keep the main thing the main thing. That is all I have. Thank you, sir. Sorry for going over my time limit. I didn't I didn't hit the gavl, so we're good. Uh Dr. Goodwin, thank you to my family. I always love when my mother, my aunt, my grandmother can be anywhere cuz those are my girls. Thank you to my brothers for coming out and my
133cousins and my nephew for doing most of the OFA office with me. Then then we lost his attention, but he got back in there. I want to say I want to thank Miss Whipset Styivers for not only pulling the students together to actually give us the words to the national anthem and the Negro anthem, but I also want to thank her too for being able to pull the team together to support the commissions of for office that happened last week. So, they didn't have to do it, but they did do it. And as always, DPS did show up. I want to thank the Meadowdale team too for coming out and doing the the colors for us because again always love when we're out here. I want to say in December I had the opportunity to
134actually attend a it was during it was also during the basketball game but there was a showcase that was at Styvers as well of where I got to learn a little bit about some that I mean Miss Whips taught me that she she paints every day and I think that's super impressive that you hone your skill set by continuing to do it daily in that piece of it. So that was something new to me learn. I did enjoy looking at the gallery and talking to the individuals in there. Styver has a lot that goes on in there and you can miss it all if you don't occasionally just stop to pop in and see what's happening. Like I know it's our big school because of all the things that we know what's happening, but just
135to see some of the small little gyms that if you're there and you know about it, then you get to see something that makes you go like, "Oh, that's pretty cool." So, thanks to that one. I want to thank our custodian team. They did a heck of a refresh on our buildings. I mean, I saw not only the pictures online, but I got to see the pictures in school. And if you don't know how much work goes into getting this back to get another start, it is an amazing job. So, if you see anyone from our custodian team, tell them thank you because they legit they while we were breaking and doing all the stuff over the holidays, they took a moment to make sure that kids came back to a clean place and that
136goes to the safety center. So, thank you to them for that. I want to thank the transportation union leadership for coming out. In my time, I did try to do as much as I could to mitigate it, but I think at this point now, this body has to work together to figure out that sweet spot between what we're hearing the problems is and our leadership team because we can't go as if we don't hear this. Miss Winfrey shows up meeting after meeting and she tells us something and we do talk to our leadership team. At this point, the seven of us have to figure out how we meet in the middle here to relieve some of the frustrations, but also move the district forward and kind of what the best point is there. So, I
137do challenge my colleagues here too to not just sit here and just hear it again and again. We have to take some steps forward to figure out kind of what this divide is and how we get closer to getting that resolved. Ah, appreciate you, man. I Uh, outside of that, I want to thank my actually I'mma thank associate superintendent Miner for allowing me to have this program with the student workers. Dr. Belly always talks to me all the time about how we have these meetings and we never really just talk about the kids. We talk about a lot of grown-up issues and we do a lot of grown-up stuff, but we never come back to the kids. Well, over the break, my my student workers who are a mix of Meadowdale and Ponit got to
138learn what it was like to work remotely. And Miss Woods is one of those individuals and they were struggling to make a couple hours sitting on the computers, guys. And I mean, they it was funny to watch cuz you know, we had to do that at one point in life, but to watch my 14, 15, 16, and 17 year olds go, "So, we have to stay here for 4 hours?" You do. It's a thing. But it was really good. They learned some skills. They did get to learn about Canva. All of them are now a little bit better at creating designs and they made it through that week. So, I do appreciate not only the support that I'm getting from the administration for this program, but I am appreciating that these individuals keep showing up
139week after week to be a part of the spirit shock. So, with that, that is all I have to say. Thank you. All right, Dr. Lawrence. Uh, I want to echo the thank uh, congratulations to the board members who were reelected. Um, and also congratulations to our newest board member, Miss Jamaica Garrison. Uh, another another Dumbar Wolverine uh, on the on the dance here. And Dr. Bailey, congratulations to you on your presidency. Uh, we're here at Belmont High School, which is your alma mada 1985. Go Bison. Go Bison. Have to say the year. I'm sorry. I'm sorry. I'm so sorry, Dr. B. I'm so sorry. So, I mean, so sorry, Dr. Bailey. I'm not going to say how old I was. 19 and and 85. Uh, uh, Dr. baby was probably saludiatoran. He was The
140baby was really smart. How about that? Just want to say me and Miss Woods have something in common. We wasn't born yet. Walker was not here for me. But then that must mean that I can bring the belt out on everybody except for Joe. But definitely congratulations Dr. Bae. You're going to be a awesome president. Just a great guy. Um, and then, um, I want to say special shout out to David Riley. Welcome back. Um, Pio, I appreciate you. We'll, uh, when Dr. Goodwine calls and says something great, I should have moved on it immediately. So, trust me, freshman seminar will be all over the web page. And then, uh, special shout out to 258. He he does not like this. Uh, in on the on the west side, actually east side, too. In most
141cities, you have nicknames. So 258 is Richard Wright, chief of safety and security. He's around 258. Answers a call every day. Uh I appreciate you, brother. And once again, uh kudos to u Miss McDall, the principal uh who's really um ex showing exemplary leadership as an instructional leader and operational leader. That it. All right. Well, I want to thank God for being here for sure. uh and putting me in this position. Um I want to thank the board, all the board members for helping me out uh throughout this whole two years that I've been here. I don't know if anybody knows this, but I thought I only had one more year to go, but then I was reminded that I had two more years to go. But I do want to thank uh the board.
142I want to thank my family. Uh they couldn't be here today. Every last one of them are sick. Uh, but I want to also thank my church family for coming out and supporting me. All of my friends, I want to thank uh DPS. I just really thank you all. Um, I also want to congratulate the mayor, uh, our new board members, our returning board members. Uh, thanks for all the help who from all of the ED educators. I learned so much more uh being the vice president. Um it just really changed my whole mindset. I know I came in with an agenda. I think I've kind of got some of the things that I needed uh in my agenda, but there was just so much more to be done. And I just really thank all
143of the principles and all of the staff that we have. You guys have been amazing as far as I'm concerned. anytime I call uh I I get my questions answered. Um I want to thank Miss McDoul, principal in Belmont for uh helping me get the Montgomery County Leadership Academy in this school. Uh they have been helping the students here um just wonderfully. So I I'm so thankful for that. Uh I'm not going to be too much longer, but I talked to Dr. uh Lawrence and I say every time we're in a boardroom I'm always looking at the five C's and one of those five C's is in red which is communication I really hope and I pray that we start to have better communication better communication on the board better communication with staff better communication
144with Dr. Lawrence and and and all of you better comm better communication with HR and Treasury. Um Will says that we got to make the main thing the main thing. And I think that what we need to do is make that main thing in everybody's position about the students. You need to think about what it what how how what what your job is how it's going to affect every last one of our students. Whether that be in HR, whether that be in business, whether that be in academics, whether that be in transportation, the main thing is our students. That's why we have jobs. Let me Yeah, I guess that's why we're on the board and that's why you all have jobs. They got jobs, right? On that note, I really hope that our board uh
145can stay active but yet maybe take a step back to let people who are being paid well earn the money and do the job. And if they're not, and I hate to say it like this, but if you're not doing the job, then we need to be replacing you. So, did you get a raise? we give you more uh books and more more homework. So um also with that I just want to say that I hope that we can start trusting each other better respecting each other especially on this dasis more and understand again that it's all about the students pursuant to section 121.22G 22G. Is there anything else? Oh, okay. Uh, of the Ohio Revised Code. I move that this board go into executive session. Second. I have to finish. You can finish it.
146said this meeting is being held to consider the appointment employment dismissal uh discipline uh of uh public employees and that is it now you can second president Bailey yes Dr. uh goodwine yes Mr. Lacy yes Mr. Smith. Mr. Smith. Yes. Miss Reard. Yes. Mr. Walker. Yes. Miss Garrison. Yes. Miss Woods. Yes. ATS's. Oh, we had already talked about that. Be
