002would like to   introduce um our newly elected president  and vice president of our superintendent   um student Senate Mr nellan Scott who  is our pres president you can come on [Music] up and madam vice president  of ponet high school if you could come on so these two will represent our district  um the student body within the district and   they'll be our representatives for the city of  Dayton through the Montgomery County um young   delegates so I would give these two the chance  to um introduce themselves and tell them your   their plans of action thank you okay hello so  as she said I'm nilon scottt um I'm honored to   be chosen to be uh this District student Senate  President this year um and I'm honored to come   and uh bring my ideas for my high school th  Good

003Marshall as well as uh work with the   other students at the senate senate like my  vice president right here thank you I'm NAA   Woods I'm a junior opponent and I'm really happy  to be vice president for superintendent student   Senate and I just want to I just want to help  open new doors and be guided through new doors   so give them a round of applause we are  very excited to have them on board this year thank you and next Dr Lawrence  can introduce our lovely guests here   and C the board and treasure and then  superintendent join us down so we can   we can all sit back and enjoy our our lovely  guest this is going to be exciting the bill   Haven choir led by Brother Stephen Reeves  and let's go down on the floor here and

008not  a a right but a privilege to serve and an   honor uh to be uh the music teacher at B Haven  Elementary School thank you so much for your   time and your patience peace be with you happy  holidays until we meet again thank you so much guys [Applause] you doing oh can we give another hand  to our students from Bell Haven just I want to give another thank you  to those that work with him every day and I   want to definitely lift up their parents family  members Community because that's what really this   is about and we talk about keeping the main  thing the main thing that's what it's really   about if the things we're doing up here on this  day is don't directly impact those students that   we just saw here then something's missing  so

009I just want us to always realize that no   matter where we're at in the district it's  about those kids there because when we see   the things that we see in the news and we see  the things that we see in the paper and online   all of these students started out as preschoolers  and kindergarteners and first graders and it's our   duty to make sure that we're providing everything  we can so I just want to thank everyone that let   us have that moment to really refocus on while  we're here and then e next we want to go on to   more celebratory news Dr Lawrence take it away  thank you so much president Smith next uh we   want I went Dr Shear Gill and one of her last  oh no her last uh meeting point of information   we

010did not do the pledge according to board  member Lacy board member Lacy gonna get on us   thank you board member Walker thank you so much he  already beat me too can we stand for the Pledge of Allegiance States am man I just want to say that uh president  Smith is usually always very calm the one thing   that gets him going is kids he loves that so  that's kind of why we got out of order he was   caught up in children no I love him that's how  you do man so yes I'm want to bring up Dr Sher   Gil this is her last board meeting before  she goes on to become CEO of House of Bread   U we are going to miss her dearly uh but she has  been phenomenal she's going out uh like she

011came   in uh she's managed the counselors and all those  amazing kidss that they supervise and every time   I look up there's a program or award so um here we  are again backtack years in Dayton public schools   with the prestigious WS Macintosh um Memorial  Scholarship and she's going to talk about our   winner uh and the work that went into this uh  thank you Dr Lawrence it is an honor to be here   tonight to be with you all and I do want to just  say thank you for a great three and a half year   run with Dayton public schools and I appreciate  the support and all that I've learned and all   the growth I've had in this time that's made it  possible for me to take this next step um I'm very   excited the Macintosh scholarship is

012something  um we keep striving to uh keep in Dayton public   schools it has alternated most recently it kind of  alternated years in DPS out of DPS there's a time   not too long ago it went two years in a row out  of DPS and um I can tell you the counselors have   been working really really hard to get this thing  back in DPS and um so we have backtack years of DPS and uh I am so excited last  year it was with Meadowdale and   this year with th good and this is the  first time in the history of thir Good   Marshall uh High School stem High School  um that they have received I believe uh   the Mac had Macintosh winner so neon  Scott is the winner of this year's uh award he is an amazing student

013I don't know him  as personally as some other people in this room   like his principal but I can tell you I've  seen him in about every CCP classroom I've   walked into um always doing his work asking  about what else there is out there for him   um just an amazing student taking advantage of  all the opportunities that we have at D Dayton   public schools he's uh I mean he's just he's  a joy to be around and um the University of   Dayton is having they've got something great  coming their way with you being there so um   we are proud of you and we know that you're  going to make a difference at the University   of Dayton and in this city because a part it's  a it's a full scholarship with the whole works   tuition room and board

014books you name it and an  internship a paid internship with the city and so   he is going to be making a difference on that  campus but also across our city and um we are   so proud of you and nobody walks alone and I I  don't know about some of your other supports but   I do know that your principal and your counselor  are amazing supports for you and all of those uh   students so I also want to give a shout out to  them um they've done amazing work Stacy staca   burong has been coaching students in this so  well for years and I'm so glad that one of   hers um That Neon you you you brought it home  for for all of us and for her so thank you do   Dr Gale briefly um for people who

015don't know  your U dissertation uh is about 58 Pages uh   it's in abstract mathematics could you quickly  calculate the cost of that scholarship I'm an   abstract mathematics I do nothing with numbers  but um uh it's about 60,000 a year for at least   for um UD times 4 MH um Plus books so yeah  over $250,000 I'm sure plus the internship so yeah uh I'd like to ask uh the amazing principal  to come up shavin Lewis from third grd Marshall   High School stem High School um I know this is a  proud moment for you so you I want you to come on   up say a few words about neon and this is a proud  moment for a board member uh board member Walker   was a graduate and certainly as a former principal  third grou Marshall High School

016was a proud proud   moment for me too yeah I was at third good um  we are so proud of nilon um congratulations as   everyone has said um and that everyone is getting  to witness the young men that we have come in love   that has been so amazing for us um he's done so  many good things been a model student right now   he's currently in office a helping us in the  office in the mornings um one of the proudest   moments was watching him last year bring us  home the uh District debate City Championship he   defended in the final round and was amazing that  was amazing to watch that was my first time at a   debate I didn't know that it could get so heated  and so just him bringing that home and seeing him   perform so

017I mean we're just honored that he's  our student we're honored that he was able to   get this award and we're so so so proud of you  congratulations thank you so much superintendent   if I may absolutely I would like to add my voice  to this I've actually known uh Mr Scott and his   mom for about a year um I've worked with him um  and have been impressed from the moment I met him   um when I heard that he was the recipient of the  scholarship I knew immediately that it was the   right choice and I am so proud of thg good but I'm  so proud of Mr Scott congratulations [Applause]   just want me to you know I don't know why I  mean I I I just uh congratulations I think   witnessing that last week I think it

018was um was  really good um we actually got to take a picture   as um him being the first Macintosh Dr Lawrence  being um the principal there and then me being a   student there of now being superintendent and a  school board member it it just is a lot of thir   Marshall here now so I feel pretty good about  that um and I I look forward to debating you on   this floor occasion he G he gonna lose he gonna  lose so I'm gonna say thank you principal Lewis   so principal Lewis this first Macintosh right Dr  Lawrence you had no macintoshes right uh point of   order excuse me she got you Dr Lawrence I we had  Gates Millennium and Coca-Cola Scholars as Welling   wasn't going I will say th Marshall is the first  school in the district to

019have all three now of   gates Millennial thank you so principal Davis  we got something got to get over to meale get   that black and gold rolling but I want to say  thank you and I appreciate us as a district   taking the time to honor our students in these  moments because we know we have to lift up our   stories we have to lift up our students we  have to let them know that they're loved that   they're appreciated and understanding that the  whole village that goes behind these successes   we have to lift ours up so I'm glad we can have  these moments and I don't know if you can beat   Mr Scott uh Walker went over there for voot of  registration and I was about to walk out the room   you got it so glad to have

028look  at our preventive maintenance plans they're   they're just not in place you know the issues  that we've had at a couple of our schools with   our HVAC um duct cleaning it'll include all of  that oh okay yes sir so to be clear this is only   playing paying him to assist in developing that  plan for us to use for 10 years and also and also   helping us to uh secure um fiscal resources as  well and I actually invited uh Dan Shaw if he   would like to hear from him as well might as  well I'd love to all right brother Dan come on down you got for you got  to forgive our Junior board member well good to see you again sir good to  see you hi I don't have a formal presentation   or anything um I'm

029just said to be here in case  you had some questions or anything you would like   me to address for the Board of Education we will  go through the process of identifying what your   needs are from a capital standpoint and putting  that together prior to next year's budgeting   cycle uh so that we can identify what resources  the district needs to have lined up each of the   next 5 to 10 years um and and be able to get a  comprehensive financial plan that your entire   leadership team can kind of work around and  understand what's on the docket what's on the   docket for later what needs to be on the docket in  the future uh so we'll be able bring that forward   for you to consider and look at going into 2030  2031 so did I also hear

030him say that you'll be   helping us to find the finances to do that as  well right so Bradley Payne we've been a long   time partner with the district and helping  put your finances together whether it's uh   new buildings or Capital Improv improvements or  whatever it is that we find throughout the plan   uh we act as your Municipal adviser in securing  the funds uh from the banks in order to make sure   you've got the dollars that you need when you need  them okay thank you any other questions Mr Lacy so   will so will there be like projections of like  student population and so forth okay there will   yes okay I'll look forward to seeing that any  other questions where you get those shoes from   ah Macy's pretty good right send me the link that's forgive forgive

037if we  could um put together if you all collaborate   um pretty shortly on what are some of the things  that you're looking into as we move forward what   are some of the expectations that the board could  could face as far as uh costs um just kind of put   that together nothing for a vote at that time just  really letting us know kind of where these things   are as we move forward I appreciate that done  any other questions yeah I was kind of on that   myself I just want to know  how much we're paying for bus passes cuz I looked up today how much a regular  bus pass cost for a year it's not like it used   to be right dollar with a transfer yeah it was  it's $55 for a uh typical Community member but  

038we pay 75 and actually that went up to 85 right  80 January January 1st it goes up to 80 885 so so   why do we pay more when you can just so supposed  buy regular bus passes for uh Enterprise pricing   so for organizations that uh have X number or  purchase U passes in bulk uh that you charge   premium so like I'm just sitting here thinking  if it's you said how much is regular 55 and we're   paying 85 per student and why can't we just buy  bus passes regular bus passes and give them to   our students so it's partially how the system  is set up when you're buying a p any government   program they actually sell them for $80 a pass  and I do agree that that is a price difference   I've looked into that for

039a while um but any  government program they actually charge that am   for RTA but the one thing I do want to point out  if we're looking at how much it will cost us to   transport the students currently after last year  um with our current cost we were looking at about   $1,600 a year to transport a student why we do not  currently have the fleet or the drivers to do so   so if we're looking at the $800 a year compared to  the $1,600 a year compared to the uncovered routes   that we've had every day it's still a much cheaper  consistent cost to currently transport them RTA   so I get that part as far as we're not able to  transport because we don't we we just can't do it   but I I I just have an issue

040and I'm trying to  I'm trying to understand this that we could go   to RTA and purchas let's just say we got a 100  students and purchase a 100 passes at $55 to   give to our students but yet we are purchasing  it from them for $85 a student yes we actually   looked into that as well but there is a couple  issues there one I just will say that it's part   of how the systems communicate um two it's also  a amount of passes that RTA will actually buy and   purchase to sell to the public so most of the  public they actually give out they allow them   to sign up and use their cell phones they use the  email addresses our systems do not currently merge   to do that uh they have not currently wanted us to  do

041it I understand there are administrative costs   that go into doing the pass those are the answers  that we've actually gotten behind there um and it   has been a question over the last couple years of  is there any other way for us to work it out or   to figure out to get the system to merge properly  Dr Bailey man I just want to add that when I came   back I started in transportation operations and  it'll be in my weekly update and then when the   treasurer and the business manager I get together  we'll give it to the board but just in general we   need help legislatively with this directive around  um transporting charter school students we don't   have to do that we have the capability also miss  Winfrey I sorry shaking her head over there when I  

042was in transportation we talked about a fourth  tier uh adding a fourth tier and there's some   other um other things we talked about in terms of  trying to be able to transport all of our students   and get out of the RTA game so to speak so you'll  see all that in writing I'm just talking about in   a general level right now okay I just think that's  a lot of money uh that's like 30 $30 per student   that we're paying extra that they can yeah  buy a go buy a bus pass I'd rather give them   $55 myself and let them buy a bus pass instead  of paying $85 and it would seem like RTA being   that we are as large as we are and have the  students would cut us a deal instead of making   us

043pay more and the other question I have is  too with our students um are they restricted   with the bus pass or can they use the bus pass  anytime they want uh unrestricted so they got   the same restrictions that if I go buy me a $55  bus pass they have the same level of access the   same level of access and but we're going to pay  $85 as opposed to $55 I think somebody needs to   look into that most definitely yes sir for  real that's that's a lot of money I I I'm   not the mathematician over here but I do have  a calculator if you want me to uh start adding   up how many students we got riding a bus RTA  was it roughly uh 3,500 3,500 because we do   uh not only our high school I'll

044get with  the math with you after after we get done okay U yeah so 35 that that'll buy exactly  3500 uh monthly passes or yeah pass   per month is that enough is that yes sir  okay yes sir does now as far as do you   know as far as um so we're paying some sort  of institutional Enterprise pricing are there   any other Enterprises that come even close  to that uh that are buying bus passes from   RTA or does this could just become a de facto  um separate price for Dayton public schools yeah so when we looked into that we were actually  U first I do want to say that rta's prices go up   for everyone in January and I do understand that  that is a cost that's something that we've been   looking into for years uh

045Dr Lawrence and I  Dr Jones and I have also talked about this in   different times but Montgomery County and all the  other programs who I told were paying the exact   same cost and we were all charged the same thing  for bus passes U and just kind of going into that   that 3500 students that we look at we look at what  we are required transport what we're required to   give our bus passes for any high schooler in the  area we actually are required to provide these bus   passes for they're looking for transportation even  if they're at a school that's within 30 minutes of   dating public schools and the student wants to  go within 30 minutes of the TR House resident   and they want to go there so we've made sure  to balance that portion um we

046make sure that we   spoke with all the teachers uh we spoke with all  the principes Dr Lawrence and I talked about that   Dr Jones I talked about that at the beginning  of the year as well as U missg and uh Chief Dy   when it came towards making sure that they're not  just giving out the bus passage just because the   child's eligible If the child wants it they come  up and get it and they use it and I I think that   part of it comes towards making sure that our  children do have access but I have acknowledged   that is a cost that was a cost when we found out  that every public entity is being charged that but   RTA also BR up the fact that of course their rates  don't even pay for them to sustain

047themselves as   well so those are some of the issues that going  along with it so so it's just public entities   yes so if a private organization or let me let  me speak to that one I know about the public   entities I won't speak to something that I don't  know okay yes and you know that what Montgomery   County buys some is that's one of the the public  entities that buy them yes sir and I guess they   buy them for social services or something like  absolutely okay Y and they actually got rid of   the temporary um time limit passes several years  ago we originally were buying those and now our   students are able to use the passes for going to  work going home going to where they need to go on   the weekends and things like that

048NAA would you  come up for just a moment she's in my focus group   at opponents and they've had some conversations  around Transportation let's hear from some of our   students I see a wonderful principal back there in  the back smiling H Miss Christian so we you're in   my focus group opponents and we talked about David  H opponents we've talked about transportation and   RTA would you like to make a few comments as  the vice president of student Senate I was   actually just talking about that um I feel like  I don't feel like we should use the RTA for our   transportation purposes if possible I do feel like  the yellow bus should come back only because um   students get in trouble for being late sometimes  and it's it's not our fault because if our first   bus that gets

049us from home to downtown is late and  then we miss the bus that gets us from downtown to   our school now we're getting at school around  8:30 past 8 and then we're getting in trouble   by like our success leaders and stuff and I don't  feel like that's really fair on our end because   it's not we can't rush the driver we're not behind  the wheel and stuff like that and then other times   we can't get a bus pass because either we're too  late and it's just like oh you should have came   when we were all passing them out now you're not  getting one at all and now oh how am I going to   get home I feel like it's a lot of issues that  come with riding the RTA and getting a bus pass   from the

050school with the RTA oh that was pretty  low that does seem so much better that seems so   much better I wasar that feels so much better um  what was I saying oh I feel like overall I feel   like the yellow bus should come back because it  was more we could trust it more and we were going   from one place to the other safely downtown  when I'm sitting downtown waiting on my bus   I could get hit in my face and I'm not even the  person that they trying to hit I can get yelled   at and I'm not even a person that they arguing  with the workers they're disrespectful and now   we're arguing the students are arguing with  the workers because you just called me out   my name and I didn't even do nothing to you so

051I  just feel like if the yellow bus is were to come   back it would be so much more safer and less  less of a issue like in the um in the student   C group we talked about why kids aren't coming to  school and one of the reasons were transportation   and we all said that we feel like the yellow bus  should come back because you don't have a reason   to not come to school you can't say you don't have  a ride because this bus is coming in front of your   house waiting at least 5 minutes for you unlike  the RTA you're on a strict time you have to get   up at this certain time to get out the house at  at this certain time so I can see the issue with   riding the RTA but if

052the yellow bus was provided  for us it's not really an issue just like when   you order a lift you know you have to be outside  at this time so you know this is taking you from   this place to this place it's no reason for you  to be late unless that bus is running late and   the yellow buses rarely run late so that's just my  I knew you would have something to say I do have a   question for youe with I'm curious go ahead cuz as  someone who is a car rider and doesn't use the RTA   I'm curious you always have to uh get another bus  downtown at the Hub so let's if I was it's certain   buses that go right past um opponent's dumbar  opponents dumbar they're good um sometimes we   can walk because opponents

053isn't that far from  down from the RC because we are downtown yeah   but we can walk sometimes but I usually ride bus  12 from my house to the hub and then from The Hub   to my school I right 19 or n and it's a lot of  us plus the adults so that's another reason that   we're late sometimes because we get kicked  off the bus because it's too crowded because   the bus only has a certain number of seats and  they don't try to accommodate for the students   sometimes which honestly they don't really have  to because it's for people who aren't in school   and people in school would you think you would  have an easier and Safer travel if your RT but at   RTA bus was able to take you straight to not maybe  not straight to

054your school but close enough to   your school where you wouldn't have to get a  transition bus I do feel like it would be safer   because you're not getting off anywhere but that's  just two then we would have to focus on the from   from school to home because if it was like a bus  that drops us off at the school then takes us home   like the yellow bus per se then I feel like it  would be safer unless fights would occur downtown   because you have no reason to get off the bus you  have no reason to get off and say oh that's that   girl I've been wanting to fight now you have to go  straight home because you are on the same bus what   are you getting off the bus for you get what I'm  saying

055MH I have one last thing do you cuz again   I don't know is it a mixture of students when you  get on in the morning and on in the evening or   is it just mostly students and not non- students  guess is my question it depends on the bus right   our bus the bus that Mo mainly all the opponent  students ride it's half and half and a lot of   the adults start to push the kids and then the  students may push the adults and say I have to   get to school then now we argue because I have to  get to school you have to get to work and now we   both just we're not coming to Common Ground and  now it's an unsafe environment yeah I guess what   I'm getting at is I had actually talked

056to her and  she said that I think Cincinnati or Cleveland had   their own personal buses for some students correct  so it's um they work with the Cincinnati transport   Authority um it's complicated and we we tried that  a few years ago with having the limited service   lines um RTA ran the the ls buses um and then that  ended during Co so I think it would be nice if   there were student specific buses During certain  periods in the morning and the in the evenings   that's that's kind of how it was for what all of  your high school my high school yeah it's kind of   the way it went and then RTA said no if we're  being honest not just a few years ago this year   last year before that and let us not forget the  bus P

057the stops in some spaces were moved further   away from the schools that's like um one of the  stops at our one of house one of the stops at   my school it did get moved and a lot of us had to  stop using I think it was bus eight we had to stop   was right in front of the building yeah and  we had to stop using it because now it's by   the gas station by the school I think that's  marathon and a lot of one is getting really   cold and I know me I don't like the cold at  all like at all and I think that's another   reason that attendance issues may come in may  come into play because it's getting really cold   and since the stops are farther away it's  like that's too far for

058me to walk that's   like I live off Main Street but seven stop  is by Dollar General I'll say that's at least   if I walk slow 10 minute walk if I walk fast  five minute walk but that's still far to me and   other children so I feel like how can I put it I  really feel like writing the RTA equals attendance   issues so I feel like to if we could if we could  partner up with maybe like well you already said   you we can't partner up with the RTA the way  that you were because they keep saying no so I   feel like if we could like I've been saying like  the yellow bus not treat us like middle school   but treat us like middle school because it it's  safer and more convenient in our hands and

059our   in our parents' Minds if they just came closer to  us we get on we get dropped off right at school   and then boom and the same thing from into home  and I think that would better up with the RTA   and then it's like oh we can trust DPS now and  maybe the conversation about the other buses may   come into play appreciate and I think that goes  that goes into what um some of the conversations   I will say that we have had better conversations  I would say Dr Lawrence yes significantly with um   different entities and really thinking about  just ways to Target things um I know in my   conversations with people understanding that the  RTA Transportation at opponents is different from   the RTA conversation at Styers where you have  a pickup line that goes out

060on the Fifth Street   so us being mindful when we're having those  discussions and not trying to do some of the   things that we just can't do notice I know that Mr  Calhoun said we don't have the fleet we don't have   the drivers understanding in their small defense  on sometimes they also do not have the the fleet   do not have the drivers don't have the stops  don't have the same amount of things that went   on in those times but I think that it is on us to  be creative about those things because your school   is different because you have a school where you  have people walking through in the winter leaving   from opponents walking down to the hub well that  creates a whole different set of issues with   things going on at BP McDonald's those kind

061of  things so it's a it we can't look at the district   as a one-sized fits-all solution I think um and  I've talked to Dr Jones about it and Dr Lawrence   so we're looking into some things and that's why  we really love having you guys' input because kind   of go get to tap them and be like I told you I  told you I told you so definitely appreciate you   I got one more thing first a sidebar uh Dr Scott  I'm G speak that into existence right now I think   you're going to give Mr Walker run for his money  already I hear it uh two if I did the math right   we're it's like a $100,000 that we over and it  would be nice if we could take that $100,000   if RTA is watching us tonight to

062to cut us a  break uh and maybe that $100,000 can go into   uh helping keep our kids safe uh and maybe us  being able to put more money into downtown with   them transfers and everything else $100,000 is a  lot of money uh to me it is at least um so I think   that's just something that we need to really  look into uh if you could and just keep me a   breast thank you appreciate it any other questions  comments yes Walker I'll let Mr ly it's more than 100,000 it's what 3500 students times  $25 difference is if that's what you   were Computing times four times five months  interesting having a CPA on the board that   yeah so that would be that's closer to  what that's close 400 that's closer to 450,000 no I didn't do time

063he did great I'm glad  he said that because again that's how much did you   say Joe is it $430,500 $430,500 $400,000 that we  can put into our students right so to to add to   that there's another cost that's not included  in that because we also have SRO that go there   in the morning and in the afternoon as well as  to the library that neither the library or RTA   is giving s and funding to cover this um so now  we're close to a million dollars just in extra   like that we're putting out for downtown yeah  that numbers uh with overtime and the number   of individuals we send down there is close to  like $35,000 a month maybe so so um and to n's   Point school bus transportation is the safest  form of transportation um and so

064uh We've we've   been recruiting pretty heavily uh we've gotten  some some drivers from uh first student thanks   to uh Craig and his team um hey 14 14 we got a  new staff member coming in January from them so   hopefully we can get more yeah so uh and from  what I'm hearing there our contracts uh our   salary uh schedule and the CBA has been shown  uh to recruit and they're they're coming so uh   just as a note if anybody's watching uh we do  have the best uh Transportation uh Fleet in mcgury   County so if you want to work for a great team  come on DPS I I'll add to that I think at the osba   we even heard that I think we have the best Fleet  because we have Wi-Fi and air conditioning on the   buses

065yes we do Wi-Fi and AC um so my question is  a little bit different so for me it would be when   you look at charter schools in like the greater  Dayton area with regards to scheduling um for   instance let's say a charter school starts  at 8:00 does the district school times take   priority over the charter school route so first  off I do I want to say this thank y'all to the   student Senate I love speaking with the kids that  is amazing seriously uh but yes we always do look   at making sure that our schools are taking care  of but there are many factors involved with it   um I want to say I'm so thankful to the board  um for Mr Walker being at the osba conference   when we got up to spoke um speak on

066that there  is one really important portion to mention as   Dr Lawrence said legislatively we have to look at  some changes that need to be made um the um oap   has been actually looking at making some changes  as well when we're looking at how we're allowed to   schedule the charter schools the charter schools  have to be scheduled within 30 minutes of their   start time or their arrival or else those parents  as well as some our other parents not just Charter   can actually go out this for compliance complaints  and if found true can actually address and attack   our official funding so some of the changes that  I suggested that we will look at is if we can   legislate and make some of those Charter Schools  conform to our bill schedule after so many years   right now they

067can't have they don't have to  do it and I'm not saying that hey if you want   the transportation you need to align somewhere  right now there is no legal way saying that you   have to do that and we can take the students  to school 30 minutes early technically what if   no one there's no penalty for the schools not  letting them in 30 minutes early and what if   one of our bus drivers leaves the kids there 30  minutes early and something happens so there's   many things that we balance we also balance  the the more that uh the more we open this up   the bigger the liability and the bigger the  responsibility is on dating public transportation   so I love saying that hey of course I was a school  bus driver now I'm a school bus administrator

068it's   the safest thing to do it's the safest thing on  the planet but it's more of a planned long-term   goal when we're working with legislation and we're  also working with our resources to make sure that   we're aligning those things properly because what  happens let's say and I talked to Dr Jones about   this before if we shut down first student and we  took all their drivers I'm not against that let   me clear that up I'm DPS all of those Charter  Schools we now required to start transporting   them and US RTA first student are all competing  as well as cing other school districts around   are all competing for the same employees the same  pool of employees is what we're competing for and   we're now also competing with Amazon chewy all all  these other different environments so the

069board   has done great as it's come towards um financing  the bus drivers making sure that everything is   great getting them the resources Miss Winfrey is  really big on making sure that we're over here   talking about it and really pushing it on but  there's layers that we have to address so yes   we are always going to schedule DPS we are the  pr primary thing that we're focused on but when   we do schedule DPS and we say hey we're going  to forget this then we can't fund either one of   them we lose funding so for me it's not saying to  forget them what I'm saying is let's say that we   have a high school we put out our school calendar  way in advance we put out our bail schedule way in   advance and we say that we're

070going to transport  high school students now and this is their times   does the charter school now say here's our time  and it has to be after our times or can it be how   does that work well speaking towards the school  speaking towards the school board this is one   thing that I really can ask you all directly and  it will come from the routers it will come from   the dispatchers one way that the school board  can help us is some of these plans being made   in advance what happens is every year we changed  the bell schedule now the routers have to figure   out how to readjust the routes within the bell  schedule and then we have to figure out hey we   we don't get that time to plan and make everything  as efficient as it needs

071to be so since I've been   Administration last four years I would love to  say that we do that but sadly DPS over the last   several years have been the last official Bell  schedules that DPS Transportation gets okay um for   me to to wrap up oh just to reiterate um I I think  um more specifically to your question about uh   other school entities Charters broi if they have  to align with our bell schedule no uh there's no   legislation in place uh that dictates uh that they  have to do that so they could keep their own you   know their Veil schedules and change them whenever  they want so um two part three parts for me number   one um I'm interested to see how the Columbus  City Schools um impractical to transport like   situation unfolds and how other

072districts would  then look at that as an option for charter school   routes um number two I think that it's important  for community members to know that your elected   officials that are on the mcgomery County  Commission and the City of Dayton mayor and   Commissioners they appoint the members who sit  on the RTA board I think it's best for people to   know that and that they can reach out to them and  advise them you want your kid off of RTA we want   you to have RTE be a better partner of hey we're  going to bring back LS routs to take them directly   from their house to the school avoid downtown and  things like that I think the school district is   one voice um that a board over there decides to do  what they want to which their

073meetings are public   you can go and speak at those um and then lastly  for me is I I appreciate transportation for all   of the work um I think this number is a lot with  regards to paying out if it was up to me I would   just say pay the parent monthly here's a stip and  go buy your kid a bus pass saves US money puts it   on to the parent to get them to the school their  rate is $60 ours is 85 that's just me but thank you any other questions for  Doc uh Dr Jones appreciate   you Dr yes sir appreciate you brother coun any other questions on purchase requisitions  yes I just want to know what uh what does a   sap concur what is that it's the system we use to  tr travel and

088which I will Express ex I   will once again express my extreme disappointment  that the state house has chosen to to harm a an   incredibly vulnerable population at this point  um I've been communicating with state house uh   legislators both current and future about the  bian banal budget that is going to start um   it is already started um but we should see the  first um draft in February from the governor's   office and this is where we really push for  a lot of the budget um um priorities that we   know is good for our district um particularly in  regards to public education the general assembly   is expected to wrap up this week uh there is  still a House and Senate session that is yet   to finish I'm not going to bring a final update  on legislation seen as

089how you know it's the last   week and it's lame duck anything and everything  can and could happen um but I will tell you there   are a number of bills that a lot of people in  education are watching very closely House Bill   8 um Senate Bill 295 House Bill 206 uh Senate  Bill 208 um and then uh a few other uh bills as   well too I will bring a final update in January on  the uh end of the general assembly and how it will   affect public education um lastly I would like  to wish everybody a happy holiday season there   are many holidays that people celebrate this time  of year um I would like to wish everybody uh my   favorite holiday which is winter solstice I hope  everybody has a lovely winter solstice thank you   Dr Bailey

090uh first I want to welcome uh Mr Scott  uh for be being a part of us now uh I'm really   uh I'm thankful to have B Haven choir come and uh  present to us today I thought that was wonderful   I thank them again for coming out and rendering  us those songs uh I am also glad to see that uh   from my eyes that that our culture is starting  to change uh David Lawrence is kind of in his   team uh with the students teachers I'm glad  and I hope that it continues to change uh I'm   also glad about the culture that's changed on  this board as well uh being able to communicate   better with each other um and being able  to communicate when things are going on   to reach out to staff and and whoever else

091we  need to reach out to to resolve some things   before we come to the dasis which helps us to  go into exec instead of at 9 at 7 so uh I'm I   hope that continues um and us to be able to uh  just get along better communicate better uh and   get things resolved and I would like to see us  start to talk more about the students than all   of this business stuff all the time and what  we're going to do for these students and how   to make the um schools better so that's all I got  appreciate happy holidays Mr Scott it is your turn   all righty you can take Dr Goodwin's time too so  you got a while you got a hour know she want all   right she watching you know um I didn't have

092much  planned but I'd like to IR irritate uh again that   I'm honored to be chosen as the uh student Senate  President this year and again I'm excited for the   opportunity to work with these wonderful  people here on this Das and help represent   some of the student voices in our district  um as well as I look forward to learning   from all of you and sharing ideas as well as  making uh a positive impact on our school so   thank you for having me today thank you yeah  Chris just watching I know she is txting T Dr Jones I'll be quick uh first I want to  give a shout out to uh Rick Rayford um   Lenny Allen and the operations team uh for  the work that they've been uh performing   on the Hyde building uh and I'm really 

093looking forward to uh updating the board   in January on the progress that we've made  there um and also happy holidays everyone   thank you sir Madam treasure okay uh this is the  year uh year end calendar uh for us uh this is the   last payroll it will show on our W2s and 1019  on W2s the payroll and the invoices will show   on our 1099 uh the amount you the they see on um  December 20th will reflect onto the W2 so this is   very critical for us to make sure everything is  correct so that that W2 is correct um also it's   critical because we closing the calendar year we  cannot do an inter room check after Friday we will   close it for the calendar year so everything has  to be correct um we have um a lot

094of supplementals   paid about $700,000 uh and everything is going  to be paid in um December 20th besides that I   would like to say happy holidays to our students  employees and DPS family and have fun but be safe   thank you madam treasure and appreciate the  work you guys about to be buckled down and   doing getting us out of here for Miss Wick thank  you um the conversation around Transportation um   is a very active conversation in the community too  our business Community within our city leadership   um so I really appreciate all the reflection there  and I love having our student voices be heard   um and Dr Lawrence and I are in several meetings  along with President Smith uh having conversations   about all of this stuff and it is a complex issue  uh we go back to the

095legislative piece of it and   I do believe that the solution really lies there  that we can get some legislature around uh the   charter schools uh that's where our solution  lies Dr Lawrence and I are working hard to uh   try to get on our Governor's calendar because our  leadership is going to change change and we're all   going to be looking at um new regulations first  of the year when new leadership takes office so   these these conversations are super important and  it's a it's an honor and a pleasure to serve in   the capacity to keep driving forward to Solutions  so thank you all for being here uh happy holidays   to all of our our staff who work so hard all  of our families our DPS families these can be   difficult times a year too so um lifting

096everybody  up through through all of it I hope that we can   remember heard something this week and I think  this is a beautiful thing um that peace and joy   are a choice uh you know the world is hard life  is hard but uh we can certainly choose to approach   all of the people that we do throughout the day  as we have an opportunity to uh greet somebody on   the street to greet our staff to greet our our our  community uh with peace and joy so um I wish you   all peace and joy through the holiday season thank  you all for your hard work and I'm looking forward   to 2025 and the exciting work that we have ahead  of us and thank you all for your service thank you   Miss Wick Dr Lawrence uh thanks president

097Smith  uh student Senate is has been amazing some amazing   voices we can't wait to see you in January um NAA  and Mr Scott welcome uh I'm going to double down   on third good theme or Shay Smith she was SRO  at third good and Dr Mar Jones I'd be remiss if   I didn't mention he was also the principal of th  martial stem high school so there's a lot of th   good in the house today president Smith not metale  um and here after we doubled down on that uh I   would say that uh board M Walker I appreciate your  comments about violence and even though um we're   the school system we are partnering with the city  and we're trying to stay involved in that space   and other entities so Miss Miner and her team uh  strike again

098I sent this to Dr Bailey the other   day but I would just say to everyone now um DPS  will be um co-leading with atomus the countywide   SIM planning Sim is sequential intercept model  uh and its implementation will be with adamus   and it deals with um tracking students very young  and looking for um um how shall we say variables   that may lead them to violence and then working  with them through four different portals Safety   and Security mental health um and two other  spaces so it'll be in my update this week but   we'll be working with adamus to be the first in  the county to lead that effort so great job Miss Miner thank you sir um I really really did  enjoy starting our day off our evening off here   listening to Bell Haven's choir that was

099one of  the joys of my young time in in the district was   B Haven had the choir back when we were kids they  they had their own little song and you couldn't   tell B Haven nothing so just comes full circle I'm  glad to see that um I'm glad to see so many people   come out and support our youth I want to welcome  Mr Scott to our day I appreciate everything you   bring uh M Woods I appreciate the Insight that you  gave us and I think we would do ourselves better   service if we lean more towards hearing the words  from our youth and reacting in the spaces that   we can I think too many times we we hear what the  youth say and we immediately go to well well this   is what has to happen instead

100of saying let's be  creative and find solutions to get to the bottom   of these things um appreciate Dr Lawrence uh Dr  Jones Madam treasur for the work that you all   do as the um employees of the board which I want  to reiterate are the only employees of the board   and I think that is part of when Dr Bailey say  we work on creating that culture I think having   those things to understand how we line up and how  we work and who we work for and as a board member   I know who I work for which are the people of this  community and so when I'm sitting here I I choose   to represent those that do not always have a voice  um cannot always speak and include the staff that   works for this District um I

101think that's the  thing that we have to focus on I'm glad that we   have had a board that openly talks about a lot  of things we we don't always agree we do always   try to get out and see what's going on in this  community um because that is how we have to move   and I think we talk I talk a lot about keeping the  main thing the main thing which is our kids but   the next thing is our staff um just being around  I've seen people really don't leave education for   the kids they don't leave education because of the  children a lot of people leave education because   of things adults do and that is what we have to  keep in mind is how do we make sure we're not   getting in our own way and

102bogging things down  with talks about things that do nothing for our   staff or our children so I encourage us to to make  sure that we're having those bold conversations   around how do we make these things better because  that is what it's about um I appreciate you   bringing third good to the Forefront I really love  that I wish michay was in here to hear you talk   about her being over at third good because then  I can tell you that her boss went to metale cuz   you know met El around that's what we do that's  right that's right Mr Walker that's a fact so I   just want everybody to enjoy their time enjoy  your friends enjoy your family enjoy just not   being around some people turn your phone off for  a little bit sometimes don't answer text
