001[music] Heat. Heat. >> [music] >> Heat. Heat. Heat. Heat. >> [music] >> Go. Let's go. >> I'm going to call the March 17th, 2026 Lanesville Community School Board of Trustees regular meeting 7 p.m. in cafeteria. The second order is pledge allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay, we have a few um updates on number 17. Um we have a name now is going to be number 17's changing um to approve Hannah Mills mouse >> miles uh as teacher for remainder of the school year. And then number 18 is going to be approved Denise Dero um sixth grade teacher to cover the rest of the year. And then number 27

002is taking um high school student council hosting a talent show date to be determined. That's going coming off the list. >> You mean 20 26? >> 26 is it? >> Yeah. Okay. >> No, 27. Number 27. >> The the first part of 27's coming off the list. Okay. The next item is number three. Approve the minutes from the February 11th and 17th board meetings. >> Mr. President, I'd like to make a motion that we approve the minutes from the February 11th and 17th board meetings. >> Do I have a second? >> I'll second. >> Any discussion? If not, all those in favor say I. >> I. >> Oppose. Same sign. Motion passes. Could I have a motion to approve the claims and payroll for the month of March? >> I'll make a motion we approve

003claims of payroll for the month of March. >> Do I have a second? >> I'll second it. >> Any discussion? If not, all those in favor say I. I. >> Oppose. Same sign. Motion passes. And then I want to make note we did have executive meeting on February 24th, February 25th, and March 13th. No official action was taken. It was executive meeting, so no official action can be taken. The next item is principal report number five. And Mr. Lind, I have that. Um, none of the principles are with us tonight. Uh, just a joint little little thing that they gave me. Uh Lanesville's in good shape as we move into quarter four and prepare for spring break on Friday. Both the high school and elementary school are continuing on with iLearn checkpoint 3 this week.

004We will do makeups for checkpoint three when we get back from break. Then we will be focusing on uh final summitive for the year. A big thank you to school counselors on both sides for making sure that all these checkpoints have been uh done smoothly. We hope everyone has a happy and safe spring break. Respectfully submitted, Eric Miller, April Holder. Yes, ma'am. [clears throat] >> Okay. Next up, number six, the superintendent report. >> Um, first thing that I have is one that's always difficult. Um, if you notice when you came in the front, there's a a second bench sitting out front. Um, and that's for Miss Lena Jacobe. Um, her her parents can't be with us tonight. Uh, but they wanted me to share their, um, deepest thanks to the Lanesville Community School Corporation. Um,

005as a whole, everybody that comes through these doors, um, not just the employees, but, um, just everybody for all the support that they've got through this. um the help and support with the bench and um they just wanted to to give thanks um as they've gone through something that none of us ever want to think about. Um next item I've got um our robotics team that was in their their first year both at the junior high and the uh elementary level uh wrapped up their season at Henryville at a tournament there. Uh junior high took first place overall and the judges award. um the elementary group, the fifth graders took the excellence excellence award means they finished in the um top 40% of all the categories. Um [clears throat] and so that was very very

006good. Uh and and they had Mr. Kramer, how many uh was there three or four tournaments this year? >> Three. >> And then that one at Henry Mill. Uh and every time out our kids did exceptionally well. um especially for a first year team. And so that's a that's a wonderful thing and a wonderful addition. Um one thing I would like to share with the board um just for your viewing pleasure um from Riley, the receipt for uh the donation that Lanesville Community School Corporation made um based off of the the IU national title game. Um wanted to give that with you guys. Uh, a couple things for the board and uh, the the public, some legislative updates. Um, one thing for the board that that you need to know as it comes filing time,

007uh, they did clarify what it's going to look like on the ballot. Um, [clears throat] in our case in Harrison County, the Republican party is the majority party. Uh, and so anybody that registers as Republican, goes up on top. Uh, the opposition party, which would be Democrats, go next. and then anybody that runs as an independent would come after that. Um, another thing, Senate Enrolled Act 76, um, something we just need to be mindful of, um, prohibit schools, um, from enacting or implementing any ordinance, rule, or policy written or unwritten from interfering with other governmental agencies regarding the citizenship or immigration of an individual. I know a couple years ago had some teachers come to me and worried, you know, what if ICE shows up here? What what are we going to do? And we

008talked through that what that was going to look like. Um there's now legislation that prohibits anything. Uh and so at that point in time, it's you have to let them do what they do. I want to make sure everybody is is aware of that. Um and then also Senate Rolled Act 78 and this is one that we're going to have to get more guidance on um and work with Nola on a policy. Uh they will come out with policy shortly once they get guidance from the DOE. It is the wireless device policy. Um it prohibits a student from having a wire wireless device of any kind. That's cell phones, smartwatch, metagasses, etc. during school. Uh so from the time that they enter the building to the time they leave in the afternoon they cannot have

009those devices on them. Uh the policy may either prohibit the device from coming to school altogether or outline that the device must be stored away, powered off and inaccessible to each student throughout the school day. This is the entire time the student is present on campus. Doesn't count after school activities, those kinds of things. uh some exceptions must be made for certain health situations and for translation for ELLL students. Uh but know that that will be coming. Um there's a lot of discussion on what that's going to look like. Uh and so we will get some guidance on that. Um the next thing I want to go over with you guys, and you guys have a copy sent to you, and you've got a black and white copy there in front of you. Um something

010that I've seen recently a lot of school corporations um doing a state of the corporation address. Um I think it would be good for us as we try to to engage the public more uh let them know what we're doing to to do such a thing. Paul, I'm going to get up and take this with me. So if a minute's up, let me know. I hate technology. All right, let's see what happens here. Um, first off, just a review. Plainsville Community School Corporation will dedicate itself to ensure all of growth in character, academics, and life skills using teaching techniques tailored to meet the needs of each student. Maximizing the ability is the fundamental responsibility of the entire school community. The learning environment should be safe, creative, nurturing, challenging, and also instill in students a desire

011to become lifelong learners and contributing members of a democratic society. This is our school corporation mission statement. This has been there long before me. Um, and it's always something that we we need to look at and we we probably don't enough. But if you notice what this mission statement and kids first and what kids need and I think we need to make sure that's always in the forefront. You'll hear that quite a bit. I can't get the swipes on sit back down. Um some areas of focus like we talked about students that's got to come first underline bold everything else has to come first uh community staff facility safety and fiscal responsibility those things all have to come together for a good school corporation to function. Um the first thing that we need to do

012is make sure that we're student centered. Some of those things are academic achievement. Here you've got iLearn scores from the last few years. Uh 2425 this last spring. We were in the 84th percentile in the state and that is grades three through eight. 74th percentile in the state on our socioeconomic disadvantaged students. That would be your free and reduced lunch students. And 87th% in special education. Uh, and that's the percentile. If you look at 2324, we were down in the 69th percentile in the state. If you remember, we had a a board meeting where we spent a lot of focus on on needing to bring that up. We we saw a downward trend in some of our areas. Um, 47th percentile in socioeconomic disadvantage and 52nd percentile in special education. 23 24 we were in

01378th percentile total in the state. uh 54th percentile in soio economic disadvantaged and 79th percentile in special education. What that translates to is in our local area and we talk a lot about the 20 school corporations in our local area. Um this past spring we were three out of 20 in our local area. We were four out of 28 of our Wilson Center members. We are the far west side of that. Harrison County is. And so it goes from Harrison County up to Washington County, Scott County, all the way over Jennings County to the Ohio border. Um some in Dearbornne, which is east central on the on the Ohio border is part of the Wilson Center. Uh and so that's a different demographic for us, but it's good to see that we still place very

014very high in that area. And this is for ELA. Um not total. We we'll get there. Uh [clears throat] but this is for ELA. And then in the county, last year we were first out of three. And in the state, the school corporation was 46 out of 290. And so there are 290 school corporations in the state of Indiana. English language arts on iLearn, grades three through eight, we were the 46th highest. That's pretty darn good. Um, we're doing a lot of things right in that area. Math. Last year we were in the 86th percentile in the state, 86th percentile in social economic and 62nd percentile in special education. You move it to the year before we are 85th percentile in the state total, 82nd percentile in socioeconomic disadvantaged students and 60th percentile in special

015education. 22 23 72nd percentile in the state, 36 percentile in social economics and uh 94th percentile in special education. So we did really well that year in that area. Um but if you notice we're on an upper trend. Uh and you like to see that. We we spent some time before talking about a downward trend and and we've been working to try to get that up and uh and it shows um in our local area that that those 20 corporations that we look at from Perry County up to Orange County, Washington, Scott on down uh we were second of 20 in I learn total on our math. Wilson Center. Again, that's that eastern that whole southeastern set of the the state. We were second of 28, first of three in Harrison County. Um, and we

016were 41st out of 290 school districts in the state of Indiana. Pretty darn good. And and it's going up. Um, now I also know that when you're working at the 85th 86th percentile, things fluctuate. But like we've talked before, you look for those trends. You look to see are we trending up, are we trending down? You know that sometimes there's a little bit of wave. You're going to have some of those years. So you have to look at at years combined. SAT performance last year we were 64th uh percentile in pass rate um or our pass rate, excuse me, was 64% in ELA. We were 81st percentile in the state and uh 57 out of 290 um in the state on our ELA in um and it's really not called ELA but uh on SAT

017we were first out of three in the county uh second out of 28 in Wilson Center and second out of 20 in our local area. Uh if you look the year before we had a 62% pass rate uh 84th percentile in the state. So, our pass rate went up, but our percentile dropped a little bit there. Um, we were 46 out of 290, one out of three, three out of 28 Wilson Center, and two out of 20 in our local area. The year before that, so that would have been um three testing years ago. We had a 56% pass rate, 79th percentile in the state, 62nd out of 290, one out of three in the county, and five out of 28 in that Wilson Center region. Math on SAT and 30% pass rate last year,

01877th percentile in the state, 67 out of 290 uh corporations, one out of three in the county, four out of 28 in Wilson Center, and two out of 20 in that local area. You can look at the years before math was up a little bit higher than that in 23 24 uh 39% pass rate. We are 89th uh percentile, 32nd out of 290 corporations. It's pretty darn good. Uh one out of three in the in the county, one out of 28 in the Wilson Center, and one out of 28 in our local area. Uh couple years ago, 22 23 school year, we're 28% pass rate, 52nd percentile in the state, 141 out of 290, second out of three in the county, 10 out of 28 in the Wilson Center region. And so again, you see

019down a little bit this year from the year before, but but you still see building from where we were a couple years ago. um some things and we talk all the time. It's not just testing and we know that um but that's what we have to use to measure ourselves. Grades are subjective. You can have a kid make straight A's somewhere the same set of criteria, same whatever. Next corporation over, that same kid could go over there and make straight C's. These are the measuring sticks that we have to to use to measure ourselves against the rest of the state, rest of the county, those in our area. Uh we do really really good things here at Lanesville. Our kids achieve at at a high rate and they show that. Um that's why we're here.

020We're here for those kids and that's a good indication that we're doing [clears throat] a lot of good things. Um some things that we've done recently um to to increase some student opportunities brought AP TIP on uh at the time now there's a smaller school and I was actually up there yesterday uh at least one smaller school that that's smaller than us using AP TIP uh but to partner with um our teachers to enhance AP test scores. Uh and the good thing is is if kids get a three or above they get some money. Uh and so that's always a good thing. Um, trying to build interest for kids in school, uh, is always difficult. In the last couple years, this year, we've added middle school wrestling. Um, it's the first time we've had wrestling.

021That impacts both boys and girls. Next year, we'll have high school wrestling. Uh, they'll wrestle at the JV level, but again, that's an additional sport for boys and girls, uh, both that that may not have had another sport that they played or that they liked. Um, something else to keep them engaged. We've added fifth and sixth grade volleyball. So, we've brought that down to help engage students earlier. Um, we've also added an elementary and a middle school or junior high robotics team. And you heard about that a little bit earlier. A lot of kids. Mr. Kramer, how many kids you have out this year? >> A lot of kids. And hopefully soon we'll get that at the high school level. a lot of kids that that need something else maybe that that maybe aren't the

022most athletic or like me and can't sing a lick or whatever it might be. But the more things that we can add and do to engage kids, the better off that we are. Uh we've added several things recently and we're looking to continue that uh to to offer more for our students. Uh some things that we've done academically over the last couple of years, added some pathways, agriculture and business. Still looking at at adding more. We send a higher percentage of our kids by far to Proser than anybody else. Um we send on average about 50% of our graduating graduating kids go through Proser. Um it's usually about double the next highest. Uh and so pathways for us are a little bit different because we have so many kids that go through there. Uh but

023we still need to to look at expanding that for kids. We have some kids that don't have a desire to go to Proser or now that Proster's gotten a whole lot harder to get into. We've got some kids that that don't get in and usually it's attendance or something at an earlier age. Uh but but we need to offer more for kids to make sure that they graduate to make sure that they have something interesting here for them. Um we've added work-based learning opportunities for students. Uh I know I'm on the board at Lifelong Learning. We've had two different Lanesville kids, one last year and one this year, be interns down there. Um going at several different places. One thing we have here at Lanesville, we have eight periods in our day at high school.

024Wonderful for kids that struggle a little bit, that need that extra time, that may need to take some classes over uh for our kids that excel. Um they get to that senior year and there's a lot of free time there potentially. So, we've we've really tried to work and it's a lot of work. uh Miss Morgan and and now Miss Brown alongside her put in a ton of work on this to try to help get these kids out, get them some work experience, let them see what the real world is re real world is before they get stuck in it. Uh and and so far it's been pretty good. Hope we hope that this expands uh even more. Uh but we'll see what what what happens. Um elementary's got wind time. What I need and

025I kept hearing when win. I didn't know what that was so somebody had to explain it to me. Um but it's really a good way for the elementary students to to get individual focus or in small group focus on areas that they need additional work in. Uh and and one thing that uh Mr. Miller's added at the high school few years ago uh coming out of CO we had a lot of difficulty with with tutoring. Kids were needing tutoring and and getting that work in. And so we built in um home room time at the high school. uh that way kids could stay. You know, you weren't trying to have kids stay after school if they had to work or had sports or didn't have a ride or whatever that is. And with a third

026of our kids not living in our district, we got a third of our kids that don't have buses. Uh and so we worked that in and through myself and through Dr. Velker and now Mr. Miller, that's always been kind of a difficult time trying to to get that to work correctly. And so hopefully this might be part of an answer. [snorts] um some things that we've done on the employee side here at at Lanesville over the last few years. Um listened, worked with teachers, um they said we needed some additional help in the office. We now have assistant principles on both buildings. Um this year is the first time that that we've had that. Uh I think it's working pretty well. Um we brought on an additional uh two additional special education teachers uh for

027the corporation. right now they're both in the elementary. Uh the population is changing, the needs are changing. Uh and so we're we're trying to change with it, but trying to give additional support uh to those kids because in the end of the day it that's what it's about are those kids. Um splitting title one and high ability position. We had Miss Miller and I love her. She's a saint doing all that she does, but it was becoming overwhelming and we probably weren't serving the populations as well as we could have. Um we're in a unique position here that most years we have more high ability kids than we do special education students. Um we weren't put putting enough resources in those high ability kids trying to split that. Um we weren't successful in in getting

028a full-time teacher for that position this past year. We're getting ready to try it again. Uh but Miss Williams stepped in uh doing part-time with the title and has done an excellent job. and Miss Miller's been able to focus more on that and on AP, but again, it's an additional resource for our kids. Um, because that's why we're here at the end of the day. Um, we've added a health aid forever. We we just had one nurse. Uh, now we added a health aid to make sure that both offices are manned. Uh, that's an additional employee. What that does is that keeps them from running all day long, but it keeps our little kids from having to go to the high school office or our big kids from having to go all the way down

029to the elementary office. Uh, as we work and as we plan for the future, that separation is kind of important um to help keep our kids as safe as possible. Uh, we've added a counselor that serves the five through eight. We notice that that is a difficult time uh for kids, that transition, and I've seen it. I taught sixth grade for four years uh at Silver Creek Middle School. I taught seventh grade for five years at Hendryville. Uh even when I was at New Albony High School, our ninth graders had the greatest difficulty when they transitioned. Here, our seventh graders have the greatest difficulty when they transition at by far and away. Every time we print that DNF list off, the seventh graders have more Fs than anybody else. So, we know we need some

030more supports there. um still trying to to work with that, trying to to hone that. It's a unique position uh where you have two different principles. A lot of places have it, but not really for a counselor. Uh so we're still working on it, but that's an additional support for our kids to help them uh the best that we can. Add in a technology assistant. Uh we really found out a few years ago when Mr. Hancock was out, Mr. Hancock's out, building shuts down. Um and he was overworked and overwhelmed probably. I I don't know. I don't want to speak for him, but I know I would have been. Uh, and so an assistant has been brought on and and Miss Shingleton has done an excellent job. Um, far beyond my expectations, but that's another

031support that we've added recently for for our kids to help them in that technology and for our teachers. Um, then we've added an additional custodial position for dayshift. Um, for a long long time we had uh facilities director and one custodian during the day. now the facilities director and two custodians during the day to try to help uh assist our kids and u and our staff. There are still some things that we really need to improve upon. Um we need to ensure that we increase rigor in our classrooms. We need to make sure that we keep building upon the good things that we have. Uh we do our students do an excellent job. we can always do better and so you don't want to discount the great things that they're doing but we need to

032help support them to do as good as they can. Uh creating opportunities for students to explore careers in high school that's becoming ever more important um both through legislation and just uh and student need in general. Um we need to create more and more diverse ECAs for students at all levels. Uh, we added a few athletic ECAs. Robotics was a really good one. Still always looking for other avenues to support our kids. Um, you know, like to see a theater department. Um, like to see plays, different things to help kids who maybe don't fit in that athletic or don't fit in the robotics, but to try to give every kid that we have an opportunity to u excel here at at Lanesville and feel like they belong. um creating a chance for students to share

033their joys and concerns with with school personnel. Um this is an area that I know that I need to improve. When I was a high school principal, I met once a month with u student council presidents um at at each grade level. Um something that that I need to pick back up as superintendent. I got a lot of feedback from them much like the parent group that I meet with. Was able to bounce ideas off of them. What do you guys think as students? Um, that's something I need to pick back up. Uh, get more of a student voice back into what we do. Bring students back in uh to to Lanesville Community Schools on a greater level. Uh, we spend a lot of time talking about adults and adult issues and um not nearly

034enough time focusing on kids and and you know, I I I need to lead that and I need to bring that back in. Um, keep focused on high achievement. It's by no means the know all be all end all, but it is how we measure ourselves and it is what we have to look at to see are we are we headed in the right direction or are we not. Um ensuring that all students feel a sense of belonging within Lanesville Community School Corporation. Um, if you're not a kid that has a lot of friends, you're not a kid that's not in one of those programs, you're not in band, you're not, school can be a lonely place and we can't let that. And we're small enough that no kid should ever leave here feeling like

035that. Uh, and we have to be conscious of that. Um, and then create more opportunities for students to show their talents and explore their their interests. Again, we do that on the athletic stage. There are other avenues uh that that we can when we can explore uh when we have our our band and choir contests. They're wonderful. Uh Miss Perkins does a does an excellent job. Same thing with our art. Uh you know, Miss Hopkins does a wonderful job and I I've got two kids here and so I like seeing what they do uh and seeing whenever they're younger and then they're in that that music program uh singing. And so we need to always continue to explore those opportunities. Another area I think we really need to put a little more into is community

036engagement. Um over the last couple years, I've created a a parent meeting group. Uh I didn't pick the parents. Um I didn't want to. I wanted to make sure that some challenged us. Uh some were supportive. Everything under the sun. But it's been a wonderful group and a wonderful way for me to to bounce ideas and get parent perspective. uh because we're not a boarding school and their perspective is is just as important as ours. Uh and that's been really beneficial. Um started sending out an errant an annual parent survey. Um got a lot of good input this past year. Uh that parent group helped me put that together and we focused on it again last month. Then we'll look at it again in April uh and then send it out. But um the input

037that I get from that is is valuable and as we uh myself and you as the board start looking at strategic planning uh that information will be very valuable as well. We heard from people that our our school website uh was very outdated, hard to use, ugly. Um we we've revised that, revamped that. There are still some issues every now and then that we address. Um, but it is a lot more appealing. And when you're somebody trying to come into a school corporation from outside, it's um, it's one of the first things that you look at. And if it's not appealing, that the corporation's not going to look appealing. Um, for the first time, we've got parental input on corporation calendar. It may not seem like a big deal, but whenever you're trying to plan

038your vacations and everything else around this your kids school calendar, input is good. And that's something that we're definitely going to continue to do uh from our parents to give them that voice in that. Uh both elementary and high school started doing open door parent nights. um you come in and talk. We know that parents work and so if at least once a quarter you can have one of those. That's a good thing. Uh and so they've they've started doing that. Um started doing some some videos. Uh they play up here, they play various other things on the website uh to highlight what we do here at Lanesville. Uh we don't do a good enough job of that. Um you can you can walk these halls in a day and you see smiling faces and

039kids that are are happy and learning and uh we don't celebrate that enough. We focus a lot on um things that we don't like. We focus a lot on on things that upset us uh on adult things. We need to put the emphasis back on kids and and that does that and then running ads at the movie theaters to promote Lanesville Community Schools. Um [clears throat] we still need to increase parental input in their students education. Um it's their kid. We have them for a short window. They have them for an entire life. And so we need to do a better job of bringing them on on board. Uh provide more opportunities for parents and community to um understanding of school procedures, purposes, and process. Uh this is one of those things that hopefully will

040help do that. Um continue to improve school facilities to promote civic pride. uh you know we we put a lot of money and and we're not done yet on that gym, that high school gym. That is our window to the world. That is what everybody sees and thinks uh when they come in. Uh continue to seek new ways for input from parent community members uh and then create opportunities for new and productive community student interactions. Uh one thing that Mr. Schick and I talked a lot about was uh mentoring program. We haven't got that off the ground. Uh but it's it's something that we can't give up on. Um, we've got a lot of kids that could benefit from a good mentor in our community. We've got some community members that would really benefit from

041spending some time in our community or in our school corporation. Um, some some things for certified staff over the last few years. Uh, starting salaries increased from 41,000 in the 22 23 school year to next year. Uh, the starting salary will be at 49,000. uh top salary increased from 74,000 during that that 2223 to 814 next year. Uh one thing on that and when you look at it doesn't it doesn't list but uh also the people at the top forever they didn't get the step increase. Uh there was always that step and so everybody got a a $1,200 step except for the people at the top which um when you sit here and think I mean those are the people that have been here the longest uh have the knowledge. Uh and so we worked

042out a stipen for that um to to add that uh and um appreciate the teachers thinking about that. That was a wonderful thing for those people that have been here the longest and and we need to appreciate their their longevity. Um over the last two contracts, that one and the one that we worked this this fall, the average teacher at Lanesville Community School Corporation uh will get a a 12,800 raise. What that does, that includes the steps as well because each year not only do the steps increase, but then everybody moves potentially everybody moves from this step to this step, this step to this step. Doesn't take into effect anybody that moves, you know, gets a masters or something like that where it would go even higher. Um, but that's significant. Uh, that that that's

043sizable. Um, added some additional benefits. Worked with the teachers association, adding 401A a couple years ago to help with retirement. Um, we increased ECA stipens this year. One area we have difficulty in is is finding people to do our ECAs. Um, hopefully that will help. Summer pay. We had some people turn us down in the past. Uh, or be very hesitant to take a job here because most other places had pay for the summer. If you're a varsity or JV coach, it's not just the season. You're working all year round. So, we were able to do that uh for them. uh life insurance payout went from 50,000 to 100,000. Um we worked on insurance and and insurance is one that's always difficult because not all your employees take the insurance and so you have to

044be mindful of that. Um but we rework the contract where if it's 3% or less and and this year we hit that and that's where we try to stay. Uh we're now picking up 100% of the the premium increase if it's 3% or less. before we picked up 60% uh up until a certain point where we opened. And so, you know, trying to to help the the paycheck go farther. I I remember years and some of you may also where your increase in salary didn't match your uh increase in your premium. And so that that's important. Um picked up 50% of dental insurance premium costs for the employee for the first time. Same thing with vision. Uh picked up 50% of that for the employee uh for the first time. uh paid parental leave uh

045went from three days to eight days. Uh and so that's that's a good thing. Um building administrators um received a $5,000 raise in 24 and 26. So 10,000 during that time. Uh superintendent salary raise from 105 to 120,000 in in uh 200 or 2025. Uh classified staff, we we try real hard to take care of those people as well. Uh, our hourly employees received a $2 an hour raise in 2024 and this one killed me except for our cafeteria staff. Um, this the structure of it, it's different. It's it's self-supporting and so the things that we can do for others we can't always do for the cafeteria staff. Um, worked real hard with Miss Sandy. Um, and all we could do was a dollar then. Um that that one killed me because those ladies, if

046you've never been back here, they might be the hardest working people I've ever seen. Uh and um worth worth their weight and gold. Uh same thing, 100% of of insurance premium increases uh in 2026. The dental and vision were the same. Uh one thing that we did this year with them when whenever we looked at non-certified raises is we looked at longevity. Um we looked at say an instructional assistant. um if I was making $17 an hour and I I worked here for 15 years and somebody was hired today, the fact that they would have made the same pay um wasn't right. And so we worked on that, tried to make sure that those that didn't have steps now have steps uh to reward that longevity because you you want people to feel appreciated in

047the state. Uh and so we we worked on that. um earlier access to some vacation days for our 260 day employees. Um waiting a full year for vacation is difficult. Most places don't do that anymore. Uh and and trying to make sure that we take care of those people. And then five additional days of vacation for those 260 day employees after one year of employment. Um some of our our classified staff now they can roll leave days over. Uh I used to hear a lot that well I've got to take this day or I'm going to lose it even though they didn't want to miss work. Uh so let's reward them for not having to to miss work if we can. Um pay time to help as well. Um over the last couple of years

048from 22 23 until now we had 88 employees corporationwide then. Uh that's not in counting uh that that not including coaches. Those are just our daily employees. Uh we now employ 102 people. That's a almost a 16% increase over the last couple years on people that we've brought in to support our students. And that's a good thing. Uh the more people that we can get that are caring to work with our kids, the better off we all are. Um we still need to work on professional development. I know I've had conversations with teachers and with instructional assistants. Um I've had conversation with Miss Sandy in the past and Matthew as well. Uh but professional development across the board. And if you look at our mission statement, we we want to be lifelong learners for our

049kids, and we need to model that. So, we need to always continue to to develop ourselves. Uh increase opportunities for staff members, parents, community members, and students to work collaboratively. Um bring parents in more, bring the kids together with them. Um try not to make it an us against them type deal because at the end of the day, from the time that kid gets here as a kindergartener, that first day, our goal is to help them graduate. And it's a tough thing for some people. uh and we need all the the help we can get and at the end of the day we're all in for the kid hopefully. Um develop ways for students and staff members to interact positively outside traditional setting and develop new ways for staff members to be recognized for their

050outstanding work. Spent a lot of money on facilities in the last few years. Uh some days it doesn't feel like it or show. Um but we put new bleachers in our high school gym, new sound system in our high school gym. Um, we've got everything poured. The marquee sign needs to go up. That will help with communication. Uh, and also help put a little pride in our facility hopefully. Um, both boilers have been completely rebuilt in the last couple of years. Um, portions of the facility have received a new roof. Hopefully, in the next few years, more of that will happen. Um, solar panels are scheduled to be installed uh as soon as school is out to help offset some utility costs. Um, new smartboards in every classroom, upgraded teacher computers, uh, new water softener

051system, uh, has been put in, new PA system over the the intercom. We found some teachers weren't getting, uh, announcements. That's problematic. So, we went through and and made those upgrades. Still have a lot we need to do in our facility, though. Uh, there there were years and years and years of deferred maintenance that we've been trying to address, but we still have a long way to go. uh repaving needs to be happening. Um those bids for resurfacing were put out. Uh they'll be collected soon. Um that may be in stages just because of timing and and finances. Um we still need to work on our HVAC system. Uh we we've poured a ton of money into that. Uh it was a few years ago running on 17% capacity. It's now up to 50% by

052additional compressors. Uh we've done small things like the the landscaping around it that was blocking air flow. Took all those trees out. Uh now Alpha's in here working on uh on improving in the classrooms. We've got a a meeting tomorrow with Alpha to go over it. Uh we did a study and one of the things that identified is some CO2 issues. Uh we've worked with them on a few things. Uh we're going to have a meeting tomorrow morning, a little more comprehensive plan to see what what we need to do uh what it's going to cost and the timeline on that. um upgrades to high school restrooms, added space for possible uh expansion. We we we've looked at that. We don't have an empty classroom. I was up north yesterday uh at a school corporation

053and um different different situation. They had empty classrooms everywhere. Uh we don't have a one uh still need to do the gym floor, new cafeteria tables, and and continue to improve our athletic facilities. Those are the things even though not everybody plays sports, those are the things that the community and the outside world sees. Um some safety improvements we installation of uh throughout the the campus. Uh 3M films on doors and windows, panic buttons in various locations and uh our corporation buses, our newest bus still needs it on but has those cameras both facing in on the students and out on the road and then by the the stop arm there. But there are a lot of things we need to continue to do. um cameras uh on the newest Corporation bus and any future

054buses. Uh we need to continue to buy buses. Um installation of stoparm cameras on on the highway buses. This uh something that was talked about last month. Uh we had them for a while. Um they weren't put on and and I take full responsibility for that. Uh they're scheduled to be put on during spring break. We've added we've ordered a fourth one. Uh hopefully that will be in by then. Um but to put on that way everybody that stops on a on a highway and even though one of them only has one stop on a highway and Mr. Lynn that happens to be your house uh apparently but they stop on a highway they need it and so um you know that's something that we've got to get done. Uh crosswalk improvements um Mr. Burbank

055brought that to our attention a few months ago. Um our our new resource officer uh Miss Nikki has has done a great job looking into that for us. Um, we're putting some plans together to try to get that improved and worked on. Uh, there are some some hiccups that I didn't anticipate. Uh, some legal things uh that that she's trying to to sort through for us. Um, Knoxbox for police uh that's been ordered. I signed for that. We have a Knox box out here for the fire department. Police don't have access to it. So, if there's an emergency, fire can get in, but police can't. And so, that's a problem that we're we're addressing. We've ordered it. It's going to get put on soon. That way, every county deputy has the ability to to enter

056our building uh if needed. Um and then continually evaluation of our safety procedures. Uh there's a safety committee that's doing excellent work to do that. Um that's one area that you can't rest on. Uh you got to continue uh to improve [clears throat] finances. Um, we got 11,720,000 uh and 800 in in cash reserves. Uh, 2026 certified budget was 12,385,473 was a lot higher than normal because of the purchase of buses. May have to shift a little bit of that if we got to do something else. Uh, but total expenditures for 2025 were 11,193, and $27. Uh, one thing that you need to know about that is the state used to tell you that you needed to have about 15% of that number, that total expenditures from the year before on hand in in cash

057uh, in your reserves. They've upped that now to about 20% uh, some say 25. We're we're well above that. We're a little bit above 100%. And so it it gives us some flexibility moving forward knowing um you know presentations you've got on Senate Rolled Act One from last year that flexibility and and those reserves might be vital uh to us in in the near future. Um priorities for this spring and again up on top continue to put Lanesville Community School Corporation students at the center of our decision- making. There's really two questions when you're making a decision and we don't always do this and we have to. Is it good for students and is it the most feasible option that we have? We spend a lot of time talking about adults, not enough time on

058our kids and we really need to refocus and hopefully uh with both buildings going to start some strategic planning and then the board and myself hopefully we can refocus ourselves on our students. um because they truly are wonderful people. Score in the upper 25% both statewide and locally on standardized testing. Increase opportunities for positive and honest engagement between parents, community members, and Lanesville Community School Corporation. Continue to make improvements to our current facility to make it more comfortable, healthy, and inviting place for students, staff, and visitors. Continue to work with all staff, certified and classified, to ensure that they have the resources needed to be most effective in supporting our students. and work with all staff certified and classified to help ensure they feel valued and supported in their jobs that support our students. Um

059and again, all of our priorities need to come back to our students and hopefully um that's what we we do moving forward. This is something that would be beneficial for us to do u each semester to help refocus to help see what we've done and where we need to go. Uh like I said, a lot of places have started doing this and it's a really good idea. I realize I took a lot of time, but it was important to see where we are, what we've done the last few years, and where we need to go. And this is the perfect time. We've got a a large group of of people here to listen, so it's really the perfect time to do it. >> That's it. I just want to make one comment is maybe um

060that first statement when you read the mission statement when he was reading that >> little bell went off and I said well that we worked on that 35 years ago. So it's good how more things the more things change the more they remain the same. So that mission statement's been around since 1991. Okay. >> Thank you Dr. Apple. Next up is the PTSO report. So, we are having elections still for secretary and treasurer. Um, we're going to be having an in-person meeting and election in April. So, if anyone's interested, please reach out to us. Um, this past weekend, we had donuts with a grown-up, and it was fun and successful for all involved. And thank you to everyone who organized and volunteered for this event. Um, we're going to have Eagle Days for the high

061school this Friday and it's being sponsored by Kroach Enterprises. And then we're doing a car rider greeter this Friday and the theme is going to be spring break and we sent out a sign up genius. So if anyone wants to volunteer, please sign up. And then we're gonna have our paint night and silent auction on the 17th. And we've sent out the theme baskets for each classroom for the silent auction. And then the last thing is we will uh start planning for teacher appreciation week and we will have volunteer opportunities for that week as well. >> Thank you. Okay, nobody signed up for the first public comments. The next item is transfer um approved transfer resolution from education fund to operations fund in the amount of $200,000. >> Yeah. And so that's all this is is just moving that fund from her to uh Mr. Crawl Horn as a corporation

063fund. >> Could I have a motion, a second to approve? >> I'll make a motion to transfer. >> I'll second it. >> Any discussion? >> If not, all those in favor say I. >> Oppose. Same sign. Second. >> Okay. >> Do do we have a second? >> I'll second. >> And um Oh, any discussion? I want So you you said that she's been sitting behind Sandy for a while, right? >> Well, she's been working here in the cafeteria. Um >> she's Sy's pick. >> Really? >> I mean, she's good. >> Highly recommended. And we had >> um >> three really really good interviews, three wonderful people. Uh, and you sit there and you think, gosh darn it, I could go with with any of them. Um, but Rian and what she's done over the last um

065year or so here really shows that um she loves Lanesville. Her son graduated from Lanesville. Um, >> she will be an excellent choice. >> Okay. Um, all any more discussion? If not, all those in favor say I. I. Oppose. Same sign. Motion passes. Approve Autumn Wheatley as substitute teacher pending background check. Approve Lacy Drexler and Emily Tarman as kindergarten teachers for the 2026 and 2027 school year. And

067I have a motion and second to approve. >> Make a motion we approve those two. Could I have a motion and second to approve? >> I'll make a motion to approve the 2026 senior trip to Kings Island. >> Do I have a second? >> I'll second it. Just by the way, just a

070little history here. My senior class was the first to go to Kings Island senior night on 1979. >> See, did they even have Kings Island then? >> Was it a just open? It was just opened. >> It was a brand new park then and [laughter] we felt like we should open it up and we did. We took a trip to >> Definitely wouldn't wait. >> It was not I'm not going to say anymore. Okay. [laughter] >> Okay. I think I have motion. >> Wait a minute. As as as Virginia Wisman used to say, a good time was had by all. >> All right. Did we have a motion and second on that one? >> Yes. >> Okay. >> Sorry, it was just part of the discussion part. If not, all those in favor say I. >> Oppose. Same sign. Motion passes.

075Um, okay. Number 28 is additional public comments. First on the list, I've lost it, is Donnie Huss stand over here. Um, it's good to see a big crowd here tonight. And maybe that's what led me to just bring up these public comments. They're not public comments. Um, I've been around a long time and I've seen a lot of things. So, this is just information for maybe people who don't know, don't understand, think that um, a public meeting across the board is all the same, think that it's like a town hall where you can just go in and let everything off your chest and everything's all right. And when Dr. Apple went over the goals for 2026, it was kind of a leadin to what I thought I wanted to talk about. And the board knows

076I'm going to say something, but they don't know what I'm going to say. Just a look how scared they are. He's got on there increased opportunities for positive and honest engagement between parents, community, and members of Lindso Community School Corporation. So, what I want to talk about or just anformational gathering. It looks long, but it's not. This is a print out of the Indiana Open Door Law. And I think sometimes we get caught up in things and we we forget about the school board. Each one of us are elected officials of the state of Indiana. We took an oath of of oath of office before we sat to uphold the constitution of the state of Indiana. The Indiana public open the Indiana open door law is a state law. It's not just a suggestion. So

077I'm just going to read some highlights and let you guys understand maybe a little bit better of why sometimes we set up here and we don't do them. So in enacting this chapter, the general assembly finds and declares that this state and its political subdivisions exist only to aid in the conduct of the business of the people of this state. It is the intent of this chapter that the official action of public agencies be conducted and taken openly unless otherwise especially provided by statute in order that the people may be fully informed. So then we get into definitions. What is a public agency except as provided in section 2.1 of this chapter? It means the following. It goes into any board, commission, department. Item number two, any county, township, school corporation, city, town, or political

078subdivision. So, we are a public agency subject to the Indiana Open Door Law. [clears throat] This thing's in my way. A governing body means two or more individuals who are any of the following. A public agency that is a board, a commission, an authority, a council, a committee or a body and takes official action on public business. School boards take official action on public business. So once again we are governing body of a public agency. What's a meeting? Meeting means a gathering of a majority of the governing body of a public agency for the purpose of taking official action upon public business. So we meet to take official action on public business. Official action means to receive information, deliberate, make recommendations, establish policy, make decisions or take final action. What's public business? Public business means

079any function upon which the public agency is empowered or authorized to take official action. Final action means a vote by the governing body on any motion, proposal, resolution, rule, regulation, ordinance or order. Deliberate. What does that mean? It means a discussion which may reasonably be expected to result in official action. So then we want to go on open meetings secret ballot votes members participating by electronic means ways we can have a meeting except as provided in section 6.1 and 6.1 refers to executive sessions. So except for an executive session all meetings of the governing bodies of public agencies must be open at all times for the purpose of permitting members of the public you guys to observe and record them. A secret ballot vote may not be taken at a public meeting. This subsection applies

080only to the governing body of a school corporation. So in 2022, mid to late 2020s, school corporations did not have to have public comments. The state amended that. So in that time, school corporations must allow a member of the public who is physically present at the meeting location, including a meeting conducted under section 3.5. So it first said at the meeting location. Section 3.5 refers to an electronic meeting, zoom or whatever to provide oral public comment. So any meeting we had, we have to give you guys a chance to provide oral public comment. It may allow a member of the public to provide oral public comment during a meeting com conducted under section 3.7. Section 3.7 talks about an electronic meeting in the in because of a disaster. So whether it's an electronic meeting because

081we want to have Zoom or tornado wipe the whole thing out. We're meeting by public or by electronic. You guys got a chance to make public comments. >> [clears throat] >> A governing body may adopt reasonable rules to govern the taking of oral public comment at a meeting. However, the taking of oral public comment on a topic must occur before the governing body takes final action on the topic. So Ryan had a list of people that could come up and speak on an agenda item, but then we go a step further and have a list where you can come up and speak on any item. We don't have to let you speak on any item according to co code, but we have to let you speak on an agenda item. So I think a lot

082of times people well they go in they sit on like bumps on a log and they don't let us talk. Well, we do and I'm not criticizing. I'm just information. Don't shoot the the old guy here regarding body mal rules to govern the taking of oral comment at a meeting. However, the taking of oral or public comment on a topic must occur at red. The governing body may set a time limit on the total amount of time for receiving oral public comment on a topic. Nothing in this section prohibits a governing body from taking reasonable steps to maintain order in a meeting, including removal of any person. So, you can get up and you talk about anything you want, but you got to keep in mind this is an open meeting. We don't know what

083someone may talk about. So when they get into where they're going to attack character or they're going to start tearing down or insulting people, the chairman has, hey, that's that's not public business and we don't want to get into that. It also keeps us from slander or liable issues. It says we got to post a copy of the agenda at the end of the meeting and we have to post a notice of the meeting 48 hours in ahead. So a lot of institution or a lot of public agencies in Indiana don't post their agenda because you don't have to. We do to let you guys know what's going on. So that is a very fast overview. You can go in anytime you want and Google Indiana open door law and you will get all the

084sections of Indiana pro 5-14-15. Donnie, >> you might mention that sometimes this is the first time we hear information. Okay, you're jump ahead of me, Ryan. exploding. >> So, this is my little summary. I'm not a lawyer, but for who those who don't really know me, I've been in public office since well, for 32 years. So, in summary, the open door law requires all public entities in the state of Indiana to hold regular meetings at which the business of the entity requires official action to be held in public after being properly advertised. The official action taken on the business of the entity is open to the public for observation and recording. Indiana law now requires school boards to allow public comment on agenda items prior to a vote being taken on or advertised being taken

085on an advertised item of business and also allows public comments on any item related to the business of the entity. The board can limit the scope of the comments. In most instances, non-aggenda public comments are items be presented for the first time. As such, the board as such the board cannot take action which includes discussion on that item as it was not on an agenda item for that night's meeting. Individual members may comment on the information, but those comments are not representative of the board and carry no legal weight until discussed and final action taken at a duly advertised meeting. Typically, the public perception of the lack of action on these public comments is not a good one. You may say they sit there like bumps on a log. They don't care, which isn't necessarily

086true as these comments are being heard as a non-indigen a non-aggenda item of the board. We each are elected offici elected or appointed officials of the state of Indiana and to uphold the constitution of the state of Indiana which includes conforming to the requirements of the Indiana open door law of the of the state. That's repetitive. Not just part of the time, but all the time. I can't speak for the other board members, but I take this oath seriously and my obligation to you, the public, just as seriously. I value the trust you place in me by be by way of your vote and support as a group of major stakeholders in the school community and only ask for your consideration to the many challenges we face trying to uphold the law and continue to

087gain your trust. I hope this may shed a little bit of light on why sometimes the boards look like the deer in the headlights. Thank you all. >> Thank you, Donnie. >> Next up is Doug. >> I didn't see where you were. [laughter] >> Want to bring you the mic, Doug? >> What? >> Want to bring you a mic? >> Yeah. [laughter] I have tonightensic provisions made on the board compensation and um it's disappeared. So it's no longer on the board docs as policy 144.1. So again, I'm glad that we made the revision in the compensation policy. I'm glad that you guys passed it, went through proper protocol, but it's not there. So, I encourage the board to get that in the board docs posted. >> What happened was when they did that, that one

088struck out and so then policies coming up and format have to help us write it. So, they'll do that with that. But the policy you're talking about was struck down completely. That's why it was removed. Okay. And then that's >> I just thought it was omitted. I didn't have the information that you're sharing now. >> So then whenever we have to policies, >> okay, good. The only other comment I'd have is uh that I am happy and pleased that we're going to address the crosswalk here at Crest View. Uh again, I drive Nolan to school every morning. I just see very potential hazards there for our children and some of those little kids are first grade and kindergarten. So, and I know there's uh steps that you got to go through to get that accomplished,

089but maybe the contractor can help you cut through some of the red tape. the contractors know how to do that and hopefully we can get that expedited uh ASAP because again there is no doover if a child gets hit >> out here on Crest View. >> Thank you. Next up is active gar. >> I didn't know. Good evening. My name is Afa Garlock and tonight I have show as a servant as the president of the Lanesville Teachers Association. I'm proud to say we represent over 80% of the greatest resources corporation has its teachers. We are wearing purple tonight, however, because tonight we're not here for ourselves. Trust me, we would all love to not be here. We are here for our students, our school, and mostly our community. We are here for the future of

090Lanesville. As the board is aware, despite the PowerPoint, all has not been well in these walls. After emails from several former employees, comments from retired teachers, and even calls and conversations with students and staff. You, the board, had open door meetings as a listening session where staff were invited to speak to two of you. So many staff, not just teachers, but assistants, cafeteria workers, counselors, even a former school resource officer, came to speak with these two representatives. So many so that another open door session was called. By the end of the two, the second one being in a blizzard that canceled school the next day. We all remember that. You had listened to over 20 staff of this school bring forward their concerns and criticisms as well as praises for what we do. Well, we

091were told that these concerns would be brought back to the group and indeed you had two executive sessions soon thereafter. We waited and we hoped, but we did not hear back. As a result, we had a meeting to determine the next step. In that meeting, it came forward that our step was unanimous. There is a clear problem. It's definable, but we as teachers can only sound the alarm and not put out the fire. During that meeting, concerns were brought to the team that showed not only concern but possible neglect of duty. The alarm was now too loud to ignore. People needed to listen. After the vote, I reached out to you and I received a phone call from you, Mr. President, asking if we could meet. You with another member of the board, me with

092my vice president. We met for well over four hours on a Monday evening that we did not have time to give all four of us for our families, but we did it. Our meeting was honest, difficult, and worth every single minute. Our team provided documentation of our concerns, showing, we believe, proof there's been violation of not only board policy, but possibly state code. You called for an executive session to look at these allegations and their documentation in a confidential manner appropriate to the seriousness of the situation. We hope the result of this executive session will be for you to investigate further and for accountability to soon be taken. You have asked us for more time. We will be back in April. After all, every good system needs a good alarm. Thank you. [applause] [laughter] Next

093up is Leslie. Okay. And last is Megan. Okay. >> If there's no more uh public comments, can I have a motion for adjournment? >> I'll make a motion that we adjourn. >> I'll second. >> Any discussion? >> One thing, just for the record, he might have been the first class to go to St. Louis. Class 74 was the last class that got to go to Washington. And I'm not getting into any more detail. >> Yeah. That's why we didn't get to go anyway. >> All those in favor? >> All those opposed? Motion passes.
