I have a scholarship. I'm >> fine as athletic. I'm good staying scholarship. >> Okay, I'll make a motion. I move we appoint Brent Michael as ISBA delegate, Nathan McCau as athletic council representative and Gentry Penon as a scholarship committee representative. Second.

It's been >> properly moved and seconded to appoint um Bert Michael as ISBA delegate, Adrian McCulla as athletic council representative, and Gentry Pendleton as scholarship committee representative. 005>> All those in favor signify by saying I >> oppose. Same sign. That motion carries. uh consideration of minutes, claims, and payroll. December 2nd was your last regular session. Um board received the claim doc, payroll claims, and minutes in advance of the meeting. Fund and C and fund and bank reports were supplied as well and ask that if you had any questions, more than happy to answer those. >> I move we approve the minutes, claims, and payrolls as presented. >> Second property moved and second to approve the minutes, claims, and payrolls as presented. Is there any discussion? Hearing none. All those in favor signify by saying I. >> Oppose. Same sign. That motion carries. Uh personnel appointments. Uh recommending Mason Morrison as appointee or appointment for the teacher representative for the Mace Insurance Trust. Mace

is our health insurance uh trust. Uh Mason's demonstrated professionalism, strong communication skills, and his commitment to serving the best interest of our staff. Uh the mace trust is made up of 50/50. So you got 50% uh administration and usually the superintendent and teachers are the other 50%. Um so all the schools that are involved in that have a a voting um voting right and so we meet quarterly and they are their insurance carrier. Next is recommending Chris Hosfield as a school bus driver for the district. That goes back retroactive to December the 17th, 2025. His wages uh wage related benefits are outlined in the 2526 handbook for classified staff. Uh and he's uh uh started back then and and has done fine since then. So, we're glad to have a full transportation staff back on

it. Uh Mr. Mr. Hammonds recommending uh Carrie Swick as a substitute teacher for the district. Mr. Hammonds is also recommending Kathern Washburn as a mentor for a new staff member that came second semester began on will begin on January 8th. Uh she'll be compensated prorated amount for the mentor stipen. >> I move we approve the personnel items as presented. >> Second. >> Been properly moved and seconded to approve the personnel items as presented. Is there any discussion? Hearing none, all those in favor signify by saying I. I. >> I. >> Oppose. Same sign. And that motion carries. >> Uh policies. We continue look at policies. I meet regularly with uh Julie Slavvens with Indiana School Boards Association to review policies. Uh she brings up anytime there's a a big change. Uh usually it's after legislative

change session that you'll identify policies that need reviewed and at that time we generally bring those to the board. Uh the first reading is on a homebound instruction. It was been revised section 5350 and then the uh for a second reading tonight is 432's bus discipline policy that was revised. So uh um those are the two policies proceeding. >> I move we approve the policies as presented. >> Second. It's been properly moved and second to approve the policies as presented. Is there any discussion? >> Hearing none. All those in favor signify by saying I. >> I oppose. Same sign. And that motion carries. >> Donations. Indiana Fact Corporation made a substantial donation for the FFA uh 1237 pounds of pork loin uh for their pork chop supper and uh the Lions Club donated $1,000 for

the academic honors program. We thank all that have donated. >> I move we approve the financial items as presented. >> Second properly moved and seconded to approve the financial items as presented. Is there any discussion? >> Has Indiana Packers done that before? I don't know that they have >> I don't remember seeing that offer. >> That's really >> That's a chunk. >> Yeah, that's a lot of work. >> All those in favor signify by saying I. >> I oppose. Same sign. That motion carries. >> So, this is listed as another financial item. Uh could have been listed as a um miscellaneous, but that's okay. We have another transfer student. Section 4418 requires the board to approve all transfer students. Um, and actually I think it's more than one. Um, the student enrolled in the district

since December 2nd, 2025 board meeting and it's highlighted on the transfer sheet. So recommending approval of that. >> She only told me one. >> Pardon? >> Just said there was one. >> Okay. So I can go on to miscellaneous. You can stop and do that one. That's listed as financial. You want to what do you want? >> I move we approve the financial item as presented. >> Second. been properly moved and seconded and seconded to approve the financial aid as presented. Is there any discussion? Hearing none, all those in favor signify by saying I >> oppose same sign. That motion carries. >> So consideration of uh House of Act 103 flexibility waiver. Um the district uh states it commitment to granting teachers and administrators dedicated time to implement professional learning communities and foster horizontal vertical

uh collaboration across the entire school system. If you recall a couple years ago, we started a process of seven uh two-hour delays uh to facilitate that. It's still ongoing and still valuable time. uh 120 minutes, so two-hour delays, one day per month for seven months. Uh it's outlined in the calendar. Uh and then also in conjunction with that 2-hour delay, requesting a 2hour early release one day so that we can do a reun reunification exercise. So, we uh have done a lot with uh uh as far as school safety and one of the things is when you have a disaster or type of crisis uh you've got to get those kids back to the parents. There's a method that uh that is out there that's uh uh been developed by I love I Love You

guys Foundation. Dustin and I went to the training last year. Uh we equipped ourselves with two kits to cover for that and basically there's a sequence. So that the message go out and say that whether it be here or an off-site location, we're going to rei reunify with your students. It's not just saying go home. It's Gentry coming with her photo ID and we'll verify her photo ID. We'll check that student's off. She'll drive around, pick up her child. We'll verify it again. And now we've got a a paper trail of where that child ran. Uh same thing if it was in an off-site location. And so we do have off-site locations lined up. We have a system in place here to do that. We just need to practice. It may not be a full

scale 900 kids. Uh we would probably still take the kids home during that day. We already kind of do it on a daily basis with the elementary, but the middle high school hasn't done that yet. So, uh we'll work out the details and and pick a date in the fall to do that. And basically, it's a early release day. We'll probably go after lunch. So that's the other date. That date's not on the calendar yet. So I have some conversation looking around testing and the other stuff to make sure that we don't u interfere with that. And then uh so we'll have a total of eight if it's granted by the state. So So that's my miscellaneous items. >> I'll move we approve the miscellaneous items as presented. >> Second and properly moved and seconded

to approve the miscellaneous items as presented. Is there any discussion hearing? None. All those in favor signify by saying I. I. Oppose. Same sign. That motion carries. Uh reports and information. [clears throat] Excuse me. Field trips FFA district 6 ice skating. It's in Cookamo. On December 17th, December 19th, the FFA had their Christmas carolling party. Um [clears throat] and then on uh scheduled for January 12th, which was rescheduled, library visit for AM preschool robotics team uh head to state qualifying in Rochester, Indiana on the 21st of February. The FFA uh commodities classic in San Antonio, Texas. There's uh I believe four students that have qualified to go to that. And then baseball uh double header. I think they were originally coming here and they're not coming now. Can't get over the line. I don't know.

Uh with Bismar uh on April the 4th and then the FFA national land judging uh actually the San Antonio. I'm not sure who all going to that. The Cal the Oklahoma one is the the one that qualified to move on. So they I thought that was soils. I'm not positive that but I think that's what it is. oils um conference Paul Mullins uh Indiana music educators professional development conference here on this next week in Fort Wayne. Abby Funk who is a our new a teacher on the 21st uh beginning a teacher conference in Taler and myself and Joe uh to the 2026 Cosno uh national conference in Louisville, Kentucky. Uh we are presenting. Joe doesn't know what he's presenting as, but I got right here. You're good to go. So that is our conferences and

our field trips. >> Okay. This time I'll take a motion to adjourn our meeting. >> So moved. >> Second. >> Properly moved and seconded to adjourn our meeting. All those in favor signify by saying I. >> I. Same sign. We are done. Our next meeting will be don't go down yet. >> Okay. Tuesday. That's right. Tuesday, February 3rd at 700 p.m. And stay tuned because our next meeting is >> is supposedly 15 minutes. >> 15 minutes. The board of ed uh board of finance meeting. So >> yes, >> riveting. Please stay tuned. >> If you're watching from home, >> we'll cut and we'll come back to that. Okay, Nick. >> 15 minutes. One second. And we're live. Are you good? >> Okay. All right. This is the board of finance meeting. So the board of

finance for Indiana law has uh established the board of education established the board of finance. Board of Finance is responsible for designating public deposiitories uh for the school funds for two years of reviewing annual investment reports outlined in the board policy section 1308. The members of the board of finance consists of the uh consists of the board of education. The president of the board of finance is also the president of the board and the secretary of the board of finance is also the secretary of the board of education. Elected officers will serve until their successors are elected and qualified. Why did I go back wrong? So the deposiitories corporation uh regional bank and first financial bank currently serves as our two depositories for the corporation funds recommending continue those institutions. >> I move we approve

the depositories for the corporation funds presented. >> Second and properly moved and seconded to approve the depositories as presented. Is there any discussion? Hearing none. All those in favor signify by saying I. I. >> Oppose. Same sign. That motion carries. Investment of public funds section 6020. Investment of public funds policy grants corporation treasurer the authority to invest funds to maximize the benefit of the corporation. All investments are made in compliance with Indiana law. At present, we do not have any uh corporations funds being invested. Removal of outstanding checks. Outstanding checks over two years old are typically avoided to remove them from the financial records. The vendors or the individuals that have claims can resubmit those uh if it's still owed. Recommending authorizing the um board of finance avoid those checks that are listed that have

been provided on the list. >> I move we approve the removal of outstanding checks as presented. Second. >> Been properly moved and seconded to approve the removal of outstanding checks. Is there any discussion? Hearing none. All those in favor signify by saying I. >> I. >> Oppose. Same sign. That motion carries. >> Any and all requires public servants to disclose a conflict of interest if they have a financial interest in in a contract or purchase that would increase their income or net worth um or that of their dependent. Uh the conflict interest closures will be uploaded to the gateway uh online system to the state board of accounts. >> I move we approve the conflict of interest statements as presented. >> Second. >> And properly moved and seconded to approve the conflict conflict of interest

statements as presented. Is there any discussion? Hearing none. All those in favor signify by saying I. >> Oppose. Same sign. That motion carries. >> School funding overview. Indiana public schools receive funding from state, federal, and local sources. Funding is uh distributed through a variety of formulas and grant processes. There's a common misconception that Indiana public schools receive the same amount of funding. That's not correct. Uh no two districts receive identical funding due to many factors that affect how each funding source is distributed, which can lead to inequity between the school districts. Um Come on. >> Prior to 2009, the general fund was supported by a combination of state funding and local tax levy. Starting 2009, the general fund moved to total state support with various funding formulas over the years. 2019, the general fund became

the education fund and allowable expenses were adjusted. Uh the funding formula provides a basic foundation per student uh plus categorical grants and that is generally based on the uh average daily membership or the enrollment count. The formula and the grant monies are adjusted every two years as part of the Indiana bienium budget. Uh we are in the second year of that budget. Um we're starting the second year. So I don't anticipate any changes in that formula. Currently the the education fund can be used to pay for expenses associated with student instruction and learning. Uh operation funds which is generally local funds plus a percentage of the state funds uh collected through property tax levies against assessed valuation. Up until 2019, each district had a separate uh tax rate for capital projects, transportation, bus replacement. In

0222019, all those rates were combined in the operation fund and allowable expenses were adjusted. Tax rates each year are certified department of local government finance through the budget process. And currently the operation fund can be used to pay for capital projects, transportation, and any other expense related to overhead or operational expenditures. The education fund and operations fund, the majority of the public school funding, as I said, comes from within those two funds. There's a wide range of funding levels between districts due to variation in student population and assessed valuation. Uh transfers between the operations education funds are allowed. However, those uh are be to be limited to 15% which we do limit ours to 15% uh where the M funds are moved from the education operations. Federal funding which changes over time uh provides funding

in very specific purposes which is distributed through grant process is determined how much each district is eligible will receive. Districts qualify for access to various federal funds based on factors specific to their school community. Um common funds that we have is title one which is low income and struggling populations. Title two, we generally combine that with title one. Uh, title three is English language learners. Uh, we don't receive very much there. Um, title four is professional developing development and tutoring. Uh, you also have special education funding and you have food service which supports student meal service. Other funding sources um on small amounts the extracurricular fund either through athletics, fine arts, etc. cover those activities, sponsorship and fundraisers, school lunch program, summer school, uh, which is dependent on the grant process and the funding amount

available through the state, and then grants such as our school safety grant and, uh, other grants maybe through the Indiana Department of Education. Just a side note, uh we did uh some of our work on our school summer or our school safety uh grant that we received. I think it was like $92,000 is what we had and it's our second phase of our u uh PA announcement. If you look behind our PA upgrade, if you look behind, you'll see the speaker and the clock. They're integrated within the building. Uh, and we've got the elementary done and uh, they will probably finish up with the middle school this summer. Um, putting the speakers up. They ran wires over. So, corporate corporation debt. Uh, Indiana public schools are expected to use debt to fund specific needs and

projects. So, you have common school fund loan, you have general obligation bonds, uh, lease rental financing. uh we utilized uh geo bonds and also lease rental. I don't think we have any common school right now. Uh that is used uh to launch largecale capital projects. The latest building project was one of those large scale projects uh that are used to pay off that debt and debts repaid through debt service property tax. Basically think of that as your mortgage on your house. You also have the opportunity for referendum. We currently have none. Local funding is provided through property tax levy. Uh for example, Clint Central central has a local referendum. Referendum used to provide additional funding for specific needs of the district. Three type of referendums. You have school tax levy operational. You can control project

which is construction and you have school safety and security. Taxpayers have to approve that maximum rate and use of the funds and the use of the referendum to support Indiana public schools is becoming increasingly common. So, the budget process, Indiana public school boards must work through the budget process annually, which we do. Uh, we've listed the, uh, website where the, uh, budgets are located. Uh, generally runs late April until October and being finished by November. Uh, process involves several required publications, hearing, and votes at public meetings. The board is provided with financial information for each budget session. Um the superintendent will discuss the financial data and answer the board of questions. Uh the advertised and approved budget may need to be inflated to allow for reductions by the Indiana Department of Local Government Finance as

part of the process. Uh financial history overview or historical financial overview. I'm going to talk about the average daily membership. Uh October and February counts. Maybe this is just the uh the >> October account and then uh the demographics such as free and reduced lunch, special education student, English language learners, educational fund operating balances, uh assessed value and fund balances and those are also found under the D website which is listed there. So this information plus more is listed at that website. school corporation financial condition. Uh average daily membership if you recall that's what really drives our our amount of finance for uh uh education. Uh you go back to 201516 school year which is a really good year. We were 1,4 students. Um the good thing this year we're up back to 927. We

had a dip down last year uh to 9005. So it it was encouraging this year uh 225 approximately students are transfer students. So those transfers really help us keep moving forward. The uh corporation percentage of free and reduced lunch it's actually down a little bit this year. We've been running around 27 28%. We're down to 22%. Um so that that's a difference as well. I think part of that can be categorized because of uh textbooks are no longer uh funded by the parents. So um they're not turning in for necessarily free lunch and so that could be also because they would get textbooks as well uh out of that. So 22% on free and reduced lunch percentage of special education students. You can see that's growing and has grown. Uh we're up to 18.9%. Last

year we were 16.6% uh 15.6% the year prior. So you can see how much that's grown over the years. Um the good thing is for us we have a very good exceptional uh special education program for our students and so they're served very well. Um, you go back several years. Well, when I first started, we transferred a lot of or transported a lot of our students to Frankfurt and other locations instead of doing them on site. The kids that we serve here are our kids. So, uh, percentage English language learners, you can see this is very low for us, 5% or a half a percent, sorry, and last year was seven. So, uh, they have to test out. Um, and so it could be some move ins, move outs, and it could be also the

fact that that our staff does a very good job of of bringing those students up to par and and reducing that percentage as well. The uh general education fund balance um is actually at a good point. uh a million 90 uh at the end of last year. Uh we were 848 or 948,000 the year prior. Uh remember that um you should have at least two months and so that's 17% you get 8.5% a month uh in your for your operating balance that you should have that there just because of shortfalls. Uh back in 2009, I think it was when they made all these changes. Uh the governor at the time says, "You're not getting your allocation. We were cut $260,000 in November. Your budget's already done. Your staff has already have hired you. Figure it

out." So we figured out and got through that. So um assess valuation, that's the other thing that changes drives your rate. Um and so this last year uh 2026 AD is 442 million year prior was $377 million. So that's changed as well. Uh that's a good thing is I the AD goes up my tax rate goes down. So it's a balance out between those two. Fund balance is percentage of expenditures. Uh so we're looking at a good point. Uh I said 17% so um we are 17.5% this last year and so that's a good rate. Uh we did uh um we think we'll we'll end this year strong as well. Maybe not quite as strong with that higher percentage because we have now we have a a higher um uh appropriation. So uh as far

as a case balance so the indicates the ability to maintain operation in the event of delays in revenue and I talked about that happened in 2009 I think it was uh in the education fund and general fund. So um we go back to 2015 when everything started to change or not change uh and it gives a good record of of where we were at since 2015. So the board has been very fiscally responsible in in their actions and and keeping us moving forward. Um we do uh our base salary is the highest in the county. Uh so that's another good thing as far as taking care of our staff. Um sources of information. Um the condition reports generated from the distressed unit fields board do app at their website. Access the Rosville schools details. uh

navigate the fiscal the indicators dashboard is selected. You go to the website and you'll select when you see it pop up you'll see Adam Central I think it is. So you got to change that indicator to say find Rosville. If not you're looking at central's data or Adam Central's data. So you got to go to Rosville find it and then you can read the data there itself and it's it's very detailed as far as the information that's there. Some of the information that we have is I think one piece we generate locally uh because it's not on the DAB website. Financial goal maintain a balanced budget, maintain strong credit rating, which we've done. Uh we continually monitor our tax rate, maintain strong operating balances, and protect our rainy day. Um I'm will propose probably at

the next meeting to pull some money over into rainy day. Uh but if you recall we spent 185,000 or so 215,000 now in that area uh to redo the track and that was the much needed uh operation that we had and we didn't have the appropriation there at the time for the other. So uh that took care of that. And then uh so financial reports the board receives uh monthly financial reports from the treasures includes a fund statement uh the bank statements and clearing report and uh happy to answer any question about uh the finan financial conditions of the district. >> Any questions from anyone here? >> Thank you for being in that putting us in that position. >> Yeah. Thank you for >> and Mandy. >> Okay, this time we'll take a motion to

adjourn our meeting. >> So moved. >> Second. >> Been moved and seconded to adjourn the board of finance meeting. All those in favor signify by saying I. >> I. Oppose. Same sign. That motion car.
