002board policies a work session uh to go through the policies we've got quite a few tonight uh we broke down the first group as a special update these are based on legislative changes uh little background uh for people uh that are here tonight that might not be familiar the board uses Neola it's an agency that uh revises the policies for the board a lot of school districts in the state use this organization and they'll take the policies current policies incorporate any legislative changes uh a lot of the recommendations then are in green uh that they want added to the policies and again based on their recommendation uh they'll cross out policy sections that's where it's it's in pink you'll see the strike through uh where that language is removed and usually replac with with more
003language so uh we'll go ahead and get started the first legislative policy is 010 and that's just definitions and you can see there those are pretty standard definitions one thing that was added to this policy uh they talk about executive sessions uh that you can invite outside individuals into executive sessions I believe that's been current law it's just uh it's spelled out a little more defined uh in that addition to the policy Dr Wilson I apologize when I received my packet I was told that 0100 5136 and 5200 we're still waiting upon review by legal councel is this the final versions or will we be reviewing this at a subsequent time because I did not review these three because of that note says right in my right here okay yeah it says fided upon receipt

007basically sheet by sheet and 0164 is further down unless we're skipping we're skipping all of that yeah yeah so we yeah we'll skip those three okay so we're going to Z okay I'm there then thank you very much okay so now we're at 164 uh notice of meetings and trusty Murphy you well usually special meetings don't happen a lot but we've had to conver some Public Work sessions into special meetings because we need stuff voted on like the teachers collec a bargaining agreement so this requires 72 hours so is it the description of the meeting that makes it I I guess going back to this is um page two at the bottom notice special meetings on 0164 because I was just worried about it saying you know it has to be 72 hours then you
008have to have um board members have have to say hey in writing or something else that they're okay with the special meeting so I that's my question so when we had to convert the public work session to a special meeting um we didn't go through all of that um what you're referring to there is that the board members need a 72-hour notice you need to give your your fellow board members a 72-hour notice the president or the superintendent can call a special meeting but that's designed that a special meeting isn't snuck in without all the board members knowing it so a 72-hour notice goes out to the board members and then you still follow the same 48 hour notice for the the waiver that we have the the waiver by board members to allow it
009to occur so that that was my worry yeah the way I read that is the waiver is if the board if if you wave the 72-hour notice so if you call us a a special meeting and you only have the 48 hour notice board members can then just say we I'm aware of the meeting I'm aware thank you you can wave that 72-hour notice Madam president if we wave it do we wave it at a meeting per uh email or phone or how do we wave it well that's my issue a written waiver of notice of the date time and place so it requires written that that was why I pointed that out because not many of us do written anymore we haven't followed that in since I've been on the board I don't think
010we've ever followed that sorry so do we want to CH add in email yeah in there it's it's in there it says notice by given um given by email or um I'm assuming facts fact if the member agrees to receive the notice in this form so yeah just a quick response I got it I'll be there I won't be there that type of thing so if we're all aware now we call a special meeting to convert one of them we're going to have to apply um to our new policy I have nothing else on this one okay and then all the next you'll see 164.245 [Music] the very first paragraph Okay so we're striking out that they should call the superintendent's office and they should do it by email so my question to you is
011why do we only want it sent by email who is getting the email right now about accommodations just making sure and before and maybe I administrative regulations but we wanted at least 48 hours notice because you can't always get an interpreter the same day and why don't we have that in board policy to say that if they want accommodate ations they need to give us more notice so that's why I'm suggesting one it' be CU I thought we had talked about this at another board policy one um and it might be in a different policy but we wanted it was with um superintendent Miller they wanted at least 48 hours two days notice so they can try to get someone here okay so I have to do what 48 hours so With A Tuesday meeting
012you would need to send an email out on Sunday to say that you needed accommodations for that um meeting you're talking about the hearing and P hearing and paed sign um interpreters for foreign languages bet okay yeah we could add that 48 hour notice uh the reason the phone number was rep that's already there because when we when we addressed that when the the hearing disability folks came before us that was established right after that it didn't call that make it into policy again if if I'm going to sit here two and three hours to go through policies and you're telling me it's not there yes so policies first reading second reading and adoption we didn't do it so now we've got the policy in front of us we're going to add it in and
013then before the 22nd these are going to be updated so we can review them um for either the first reading on the 22nd thank you all right all right I'm sorry I'm done with a 164 now and then well yeah and the phone number was replaced with an email because that that email is checked frequently or that phone number that who who knows where that's going to go to exactly a paper trail yeah yep so all right uh the next ones there you'll see all the ones on the main sheet that were outlined in pink those have all been rescinded and they've been combined into that first one so you're no longer have 164.245 so that leads us to the next one well I do have M president I'm sorry Mr Dr Wilson by it
014being rolled into one you know recently we we had already established it point that I we would have meetings regular meetings 1 and 3D and we eliminated that we we came to one regular board meeting a month and we would have Public Work sessions as needed that was originally part of our 64.1 and how are we going to go back to that or are we going to remain having only one regular school board meeting a month and at the time time we both discussed some of the uh inadequacy inadequacies in that and the reporting of uh our Personnel report we were literally approving a Personnel report and people were already working and and and that's that's that shouldn't be because of one regular school board meeting a month so I think our board policy should
015reflect that we go back to two regular board meetings a month so that when I look at a person and report and then makes it longer as well we normally have two Personnel reports a month because we have two regular Schoolboard meetings a month and again we are hiring people we are approving folks that already have a job or that have already resigned that is already uh you know resigned or terminated or what have you so it doesn't reflect a true uh voting on our part so I'll leave we that needs to be discussed thank you okay so in January we have our reorganization and in January it was decided by the board that they wanted to do the public work session and the business meeting format and this is our second year of doing
016it so in January whoever is the board president and the board they can make a decision to change that like again it's part of the reorganization we still had the two meetings a month but it was decided almost two years ago that we needed more transparency and more information out in the public work sessions before we go to vote on things and that's why we had the public that more transparency with less help you explain I think make me understand that trusty Murphy I think you guys are there's two separate things that are getting mixed up here um this is just your board policy that just kind of tells you about your meetings making sure you have notice of meetings and gives you some structure about the meetings this un completely unrelated to your board
017policy completely unrelated to this and it's not built into your policy at the beginning of the year you're required as part of your organizational meeting to notify and you notify your press and other people who are interested in your meetings a schedule of all the anticipated meetings for the year and that goes out to them and then anything else that's off that schedule there might be some you know you might reschedule some things you might add some meetings you can do that but at least at the beginning year that's just a requirement of the statute for the open door law that has nothing to do with your board policy that's a separate requirement Madam president thank you for that explanation but when that change was made it was not made in the beginning of the
018year that change was made in the middle of the year it was not it wasn't a reorganizational change it was made in the middle of the year so we can I don't want to belabor this but I know what I know we have to go back to the to our board meetings and look and see what we did perhaps that's what we need to do so I'm through with [Music] 164.512 uh the first section there notice of board meetings that's been replaced by the new B law 164 that we just discussed so now this policy it's just titled board meetings and you roll into the meeting definition again niola is recommending that you define your meetings you got your regular meetings special meetings emergency meetings and then all they're doing is they're taking State statue
019and putting that into the policy so it's clear uh locations of meeting all of that member participation meetings through electronic means that's all spelled out uh you've been following that now again it's just being clar clarified in policy uh you drop down there you've got option number one uh that is what we recommend I'm on page three of this policy uh you can see drafting note down there and it's just refers to the number of board members who may participate in given any meeting through electronic means of communication is limited to two and that's what you've been following so there's no no changes there uh it goes on to talk about a board member May attend two consecutive meetings by Electric Comm electronic communication except where a disaster or emergency is is called kind of
020the same thing that happened with with as you know with co uh again it just goes on it talks about all the different types of meetings board member may not attend more than 50% of the board meetings calendar year by electronic means lot of explanation there about how and why you can attend electronic meetings and again you've already been following that uh this policy ends with a series of meetings as being defined a gathering uh as you know you can't have a series of gatherings individual board members or groups of board members can't meet two at a time and have a series of meetings so that's actually uh spelled out so they they did a good job just taking State Statute and kind of wrapping it all up and putting it together and you will
021see that this this policy one or 0165 combines all the other policies the 165.1 point 2.3 they just put it all into one policy that you've already been following anyway trustees any questions I part of this this one 165 it was it was designated the reasons why a person would require having electronic maybe it's another policy is not here no it's in this one oh I okay um if I recall during the middle of the year at some point uh we had changed it that the uh the person in must tell the president what the issue was but is it in here I mean you all made up you as we were moving along in a situation where I required uh having meetings you know electronically that I literally had to share with the president
022my personal situation is that in here I don't see it but I mean that was enforced when I had an when I had to use elic so in 2020 is when this got revised last time per the state statute and the state access counselor so you can have same as before and same as now you can do two meetings you don't to tell us any reason why two meetings in a row but my question is how how did you all come up with that policy that literally said to me I had to share with the president the reasoning for my not having to do electronically otherwise I will be denied the opportunity to attend a school board meeting virtually that's what you all imposed on me I don't see it in here and uh how
023did you how how did that even happen you you have to tell someone so it was offered to you if you wanted to do it with HR the original document as stated does not require a board member sharing anything about their personal health or otherwise due to all kinds of laws but again we don't have to belabor this but hopefully this is a lot of reading guys I wish you could just see this book if you miss one sentence you have missed the whole thing I just want to make sure that is not included as we move along in this board policy you all establish it on your own but I do not see it in this policy okay that's my question it's on page five yeah it you again it's restates the other policy
024you may attend two consecutive meetings by electronic communication except where disaster emergency local disaster has been declared you can go on more if the absence involves military service illness or other medical condition death of a relative or an emergency involving actual threat so someone used the phrase imminent dang danger they were in imminent danger which is why they couldn't attend board meetings and that's when the state access counselor got involved in the whole thing and gave their opinion on what imminent danger meant and so if you want more than two meetings Okay virtual then you have to follow statute and that hasn't changed from 2020 again I followed the statute the statute does not state that I have to share with anybody my personal reason as to why I need to attend a meeting virtually
025you all created that law and and the last one you challenged when I selected number four you challenged it nowhere in this policy does it say you can challenge my answer or my reasoning but that happened so again the language is not here for you to have done that but that indeed would happen so again moving forward I'm hoping as I read you know that another board member is not tied to that kind of uh scrutiny if they have to attend a meeting virtually as I was again if you have more than two then you have to follow statute which is in here it is your choice whether or not to follow statute if you choose to do a third meeting without following statute it's not going to be allowed which is what happened before
026when you said you wanted to go do it virtually it was outside the two and we were told by the state not to allow you on because you'd already done your two and you chose not to and so any other board member that is not following statute that is what's going to happen so you can tell the superintendent you can tell the superintendent C secretary whatever the reason is but somebody has to be told the statute does not require and I'm I'm going to say this for the last time again as you use the word again the statute does not require any board member to share anything with anybody and and and superintendent Miller made that quite clear in an email and text to me that I am not required no board member is required
027to share the real the reason and you can't challenge my reasoning and that's what happened and the state never got involved in it so I don't know what you're talking about the state told you you all systematically made those decisions as you were moving along to prevent me for attending virtual meetings and I just hope it doesn't happen to any other board member and I'm through all right since it appears to be unclear what suggestions do you have to make it more clear go by the written statute period don't add or take away from it to meet your need period That's What I require and request so specifically in what part of the board policy you feel is not following statute that you want changes to Cindy I don't want to be here all night
028you know exactly I mean trusty president Murphy I want to give you all the respect that's due to you as president but we can go look at the video if we must we can revisit that but we don't have to do that again it spells out for items I selected number four you all challenged it and then you added another sentence or two to say I had to tell the president why and if I didn't I could not attend virtually so we don't have to belabor this I just don't want any other board member to be subject to this adding and take away from a board policy to suit your fancy thank you madam president um Dr Wilson do we have a time period because I know we did administrative regulations where we asked for
02948 hours notice and the reason being is it needs the time to be able to hook up for the zooming so would that stay in administrative regulations or should we add that to the policy that 48 hours notice needs to be given in order to participate by Zoom or electronic communication board could add that I to me that's 48 hours it's so for Tuesday meeting it's just like the last we talked about you need to let them know on Sunday that you're not going to be able to participate on the Tuesday meeting you mad president sometimes trusty Ellis sometimes 48 Hours it can happen five minut five like happen a day before um I I think at least 24 hours and not 48 hours I mean does take some time to connect to the zoom
030but I don't think it's two days can um can we at least by the morning of because if you do 24 that's 6:00 p.m. on Monday right and same day is not possible morning of the board meeting yeah they they said it's very difficult to do that to make sure it works I just think 48 hours you can never you you don't know can what can happen to you in 48 hours like your car can break down and like you know earlier that day that's fine but I think 48 hours is a long 36 see you do have 48 hours you do have 48 hours in there go go to what's the argument go to your last page is no I'm just asking to just reduce from 48 to um 24 24 a day yeah
031but 24 is 6 p.m. at night if our meeting is at 6 o00 yeah they're like I'm just so 36 I'm just ask just options cuz sometimes a lot of times we come in late so that we're not in overtime for meeting right yeah so that means we only have about an hour or two to figure it out if we don't Tuesday morning I was just asking the question yeah so can we do it 36 yeah you want to make it 36 okay 3 Madam president if if we limit it to 48 72 or whatever there will still be instances where we might have to call an immediate meeting and we we can't tie oursel in for instance when we had the shooting at Hammond Central and whatever year it was I can't remember uh
032the board members weren't even notified you know and uh if we should have been notified so if if the superintendent needs to call an emergency meeting because of exactly what happened there the shooting and having Central I think that requires we can't you know just stick to one number we can't pigeon hole ourselves in one number so again if we if we say 4 days 72 we still got to give ourselves some time some space in the event that is a real emergency that the board has to come to and make a decision and that has happened and we did not come together so this board policy either this one or the other one does cover emergency meetings and but the notice of them are so again it needs so much time they do they
033bend over backwards all the time trying to make sure these things happen but people need to be cognizant if they don't have enough time it may not happen which is why we need have so emergency meetings if we're all there this is we're not talking about this this is only talking about electronic communication emergency meetings are different so so right now yeah 48 hour notice to attend a meeting electronically so are we aget at 36 everybody good with 36 I like let's just move forward cuz we have to this is the first reading correct yeah give us give me some time to this is not the first reading the first reading will be on the 20 seconds I I got you I got you toie I I'll I'll have a decision back then okay let's
034move on we got three people that are gred with 36 well go with the 36 36 all right do we have any other discussion on board policy 0165 hearing none Dr Wilson okay we're on to uh policy 1422.com if you receive federal funding so I checked that that's what I recommend that we go with option one instead of option two because we received Federal funding okay uh and that's pretty much the policy go ahead trusty Ellis yeah uh you recommending one because we get Federal funding versus two yeah they they're basically telling you go to with one because of federal funding right yeah yeah CU it you know it addresses necessary Federal certification requirements okay yeah yep so that's that's my recommendation my only question was the um option two it's a sentence fragment so
035what does that attach itself to wa well it's just a continuation which maintain an educational setting which is is free so it drops down but but since we're not using it see all right so you you want to use this one right so you're no longer using that one right right that's a yeah so just yeah ignore option to yep yep okay any other questions on 14 [Applause] 22.01 all right Dr Wilson okay uh 14 uh 15208 is next that's the employment of personnel for extracurricular activities uh this policy they recommended putting idoe in after the Indiana Department of Education and then after that it's referred to as idoe that's a a pretty minor change uh probably the biggest thing about this is the head coach the assistant coach athletic director you can see the
036marching band leader drama they're they're including a lot more definition there of who's considered extracurricular trying to include everyone in that uh but what they're referring to there is uh you know having that training and sudden Cardiac Arrest knowing how to use the the the defibrillator having that training uh that's spelled out uh if you drop down towards the bottom of page two you can see we're recom commending that you include everyone you know you've got all head coaches and assistant coaches uh included you drop down further it includes the coaches athletic activity sponsors uh you want to include concussions training Cardiac Arrest training heart related medical issues again including everything into that that's part of your current policy as it is right now uh so again being more inclusive uh your athletic directors then
037are the ones that are going to ensure that the coaches are trained and that all the certifications are in place to meet board policy uh just again making this a little more comprehensive does it talk about how often they should be training is this every two years I think that's what I think it is yeah two every twoyear period mhm of course is before the end of the every two-year period and who who holds this document where does where these um documents held I would hope the athletic director has all that on file you know they should have all that in their coaches file for every every coach every right is there any accountability for them like is there any checks and balance I would hope the principal's following up and do their due diligence
038yeah I would sometimes things are Slip through the crack I just want to make sure we have checks and balances on good whether it's done right so it should be that I would include athletic direct record with a um a check a knowledge with the p the principal or the principal have a copy of it so that or whoever holds their employee files which is I don't know how it's done in the schools that way it's never um I thought I had it but someone knows that they had it Madam president trusty King trusty Ellis has a a great point because we did had we did have an issue with that where a coach allegedly did not have that information on file and he he or she I can't remember was up for reprimand because
039of certain things so yeah we do need a check and balance and make sure I I would think the principal who or whomever the head coach or somebody it should be written or established or or no understood that especially if the state comes you know what is it any other school board School athletic assertion um don't they normally do a check office of these types of documents correct Manny trusty Manny so yeah we need to make sure they're there so we will not be fined and then my other question would be at some point would all staff be required to have this training uh you know in the administration off at 41 Williams Street anybody can have a heart attack I can have a heart attack right now I'd like to think somebody in the
040audience or somewhere could help me m president uh that's something we need to consider you know we're all under this is definitely um athlete heavy which makes sense if you're running but we are in a time that anyone could have a heart attack so if it's not just could be someone in the office so I'm just saying we look at it but I think there's a policy about the filors later on we'll get to that but I agree about training for everyone yeah because this one's just about students students coaches and students so my suggestion is the ad doesn't actually know all the people in these things so they may not know who is the could be the band director or it could be someone else that's doing marching band so I think HR needs
041to be part of this and giving a list per School of people doing the extracurriculars so then the ad has the list and then they can cross reference that having them part of that let me come up with some kind of language on where it's yeah where are that would be administrative regulations where are these records kept what you know that type of thing yeah you can certainly right because you probably don't want to put it in policy you want to have that in the administrative regulations yeah let me let me work on that yeah yeah there's got to be some followup where where are yeah where's the certification records kept so yeah yep let me work on that okay all right my question was just like trusty Ellis say is there any more discussion
042on this one all right Dr Wilson all right uh let's see that was to staff so our next one then uh we're looking at policy 66201 and that policy is threatening or intimidating Behavior towards staff members uh this policy is new so it really doesn't require any action uh it's just a new policy saying that threatening behavior uh uh could be Deeds words to intimidate administrators or cause anxiety concerning their physical wellbeing and again we're talking all staff members uh the staff memb is then uh required to report that to the principal the principal shall then make an oral report to the local law enforcement agency so just trying to to get a policy in place that's going to put a little more emphasis on getting that reported trusty Ellis so I struggle with this
043because in this day and age you can say boo to someone and um any word the words any words um can be con you know if anyone has a sense of high level of anxiety anything can trigger that so I think we just need to be careful and whether we can say words that um some way say in in parameters of any words because again I think people are overly sensitive sometimes and um can be the word any words can be taken out of context that's my thought AR aren't these under statute defined oh it is these are all under statute if you look at the very bottom of your proposed board policy y you will see legal down there yep and so the only reason that Neola is recommending that this policy come in
044place is so that you comply with the statute with regard to those okay I just mad Madam president Tristy Blake king so I'm hearing that you're saying the statute uses that language it defines those words yeah any words how do we change that how do we change what are you asking me how do you change the statute the Indiana statute yes just I'm I'm curious I if you need to email it to me or you know cuz that's this is again as trusty ell is indicated that's so ambiguous is you know somebody can say boo at you and and it can be interpreted in any kind of way and it sort of protects you know staff members we if you're going to be intimidated we want now I don't want it to happen but it
045has to be something with substance and any words I mean I can say Mickey Mouse and that might be offensive to somebody well you do have an obligation even under other statutes and those that are referenced here like if you see at the bottom it says cross referenced and so where it says cross referen under the anti-harassment policy the anti-harassment policy is also tied to the federal statute like Title 9 Section 504 and some of those so you have an obligation to ensure that your staff members aren't being subject to unlawful harassment discrimination so part of this is also making sure that you are creating a safe working environment for staff and part of that work safe work environment is protecting them sometimes from people in the public who are being harassing to your staff
046Madame President trusty Blake King again I would like to see it just forward it to it's my request if you know I'm typing it up right now you want the definition of I want the definition because I mean I need to read it and fill it and touch it for myself cuz that's that's just into too ambiguous and then one other point I would like to make about this particular board policy there should be a board policy regarding uh intimidating Behavior toward board members when board members intimidate and harass other board members there should be some language and a war policy on that what about board members against staff members about to go you know you know trusty Murphy I made a point you know if you want to go on and on you can
047but let's address with one at a time can we do that thank you so attorney Conrad do any of these policies since board members are not employees would any of these cover that well first off in terms of like cross referencing those if you look down at the legal you can kind of Google if you will um like 3542 to1 and you'll kind of see the corresponding um legal reference to those areas it's a little bit different with the anti-harassment because the anti-harassment kind of comes out of T you know other Federal statutes and another case law that's relevant to that um what you have here is you know it is trying to create a policy that you're establishing to make sure that your staff members are not going to be subject to harassment nor
048expected to work in a work environment where they have to put up with harassing behavior um as an example of that not this school corporation but a completely different School Corporation earlier today there was a situation with a parent who came in and done some things at an elementary school which was very inappropriate the school was trying to make sure that and then the parent ended up falling going up with some very harassing and demeaning emails to staff so then the school had to look at the policy to figure out what they were going to do to put some parameters on some of the you know harassing intimidating and lack of Civility around to protect their staff from that kind of behavior so what this policy tries to do is to make sure it protects
049your staff which is really necessary in these times when we're not when people have a hard time being civil because teachers don't want to continue to work at places where they have to put up with unil behavior wow okay so I guess if a board member felt they we were harassed intimidated um were battered or threatened they can always file a police report thank you that's good information all right are there any more questions on this board policy a police report all right Dr Wilson okay the next policy there is uh policy 41208 and you will see that that's just a repeat of a policy that we already talked about that would be a repeat repeat of policy 15208 and they do that because it just falls under both categories uh so that's just the

053that we've had some situations where you know particularly in some certain cases where parents have been requested to have the see the materials that are being used so do we put upon request versus like cuz it just says they can see the materials we could probably go to Dr Wilson great so so I guess if I'm parent how do I know that how do I know that I can view these things would it be in parents Square should we put a notice out on there yeah we could I mean that's something we could put out and or it could be on the website mhm so again administrative regulations you know we want to make sure that there's more out there to make sure parents are where so whatever it's done in the schools we can

056Murphy if you if I if you don't mind um trusty King is is correct that this is a pretty hot issue right now across school districts and particularly when offic of civil rights and other you know Regulatory Agencies have come in one of the the one of the things that you are seeing schools begin to do right now is on your website on the front page a lot of schools are adopting a like reported you know having a place right on the front page and then a lot of students with their student in you know when like they were getting into canvas or they're getting because they get into their daily platform there's a button right there and students are kind of advised about how to hit that and Report any kind of bowling that

062Central how somebody got in the building building you remember you know was riding the bus you weren't here Dr Wilson whater you know a student wasn't even supposed to you know be here got on the bus somehow got in Hammond Central and sabotaged a young girl with with eggs and and mustard and ketchup and beat her to the inch of her life I saw the video those are the kind of incidents we've had and that I've seen the video so I think we need a little more te and it's bullying we need more handson discussion with our kids and I say this because I had the honor of talking to a group of kids today and uh we talked about bullying they call it something else which you know I I don't understand this generation

067tell their parents my child did not tell me for months so I if once they come found I agree so I guess we would I would put that back to Dr Wilson with administrative guidelines because there's extenuating circumstances sometimes they're told at the end of the day and they need time to go review the tapes interview other students to see if it raises to bullying or was this just a little altercation in the cafeteria so I do agree with you but I think it goes back to the administrative regulations which is something Dr Wilson needs to put together is there any other questions on this board policy all right Dr Wilson okay moving on to policy 6320 on purchasing uh what this policy does it just reinforces some of the guidelines that you've already had
068in place uh the $50,000 uh minimum uh for getting quotes uh if you go over then you've got the threshold of 150,000 but the purchasing agent can make those decisions as you can see up to the 50,000 uh the 50 to $150,000 range except when there's emergencies uh if you drop down when the purchase of a contract for a single items Supply amounts to 150,000 or more then you're going going to go out and go through the bidding process so that's a a more competitive process and when you're dealing with those types of dollars you want to make sure you're seeking at least three bids uh just a lot of information there on the purchasing agent uh the invitation for bids kind of spelling that out uh notice of the invitation for bids uh all

100says no deliveries well you guys just keep in mind that this is like when you see policy number 85 and it starts with the it's in the 8,000 series yep it's operations okay operations and and if you look at the very bottom a lot of this is tied to the federal Food Service program for students and what you've noticed with some of the other policies that if it has application to like certified staff or non-certified staff then you will have a duplicative policy that affects those sections I think your certified staff is in the 4,000 range but because the statute doesn't really you know know require those same kind of requirements other than students because of the you know the regulations around food service that's why you're not seeing it in any other place other

106know a lot of districts throughout the country are dealing with cell phones in a classroom and um I personally want to do a little more research and and see how other districts are handling this because again there's no it's just we don't know what's going to be taken out what's going to be left in and uh I think it' be too much just throwing in you know and that's fine we can push this in those three yeah into November okay because it's just three of them okay but I believe the student handbook is being held up um because attendance and the cell phone stuff they need our policy what are we going to approve so the changes can be made in the student handbook your policy uh I didn't know the policy was not your
107policy with regard to the personal communication device is one of those new statutes that came out of the last with out of the last general assembly and then your the other policy um give me the other one that came up with it includes attendance which is 5200 there is there's a lot more that came out of a new statute from the last General Assembly as well in terms of the general assembly is really trying to kind of clamp down on making sure that we're doing referrals and working with the juvenile court when we were seeing High rates of attendance um issues so those are ones that and I believe last a year ago even before the general assembly passed the bill that it did just in 2024 that this board was kind of ahead of
108the curve and created a policy to disallow cell phones in the classroom so you guys were a little bit ahead on that so um it may not be necessarily that big of a change but you may want to go ahead and take a look at both of those policies in light you know because they are new because of the new statute and if there's questions or concerns just shoot me an email about it we we can cover it before the next time you guys review those policies I'm sorry attorney Conor I was told that you're going to put your two cents into these three policies before they come to us that's what I was told you're welcome to give me some comments as well if you have comments while I'm looking at it I mean

111we stopped doing it do do you remember him and city court and they used to have the TR and Stu over there and not taken away from their parents this is this is down this is not City this is not policy finish speaking and then you can have the floor so we already had that in policy but we weren't enforcing that we didn't want to turn them over to law enforcement and then to the deputy prosecutor's office and ended up with the parents because we did do this because our Law Office handled two of them where the parents are like I was arrested I was put in jail I had to bond out it did happen and it's was under our policy so yes I do agree that we need to have a lot of

114regarding the school library materials so um we have a great relationship with the Hammond Public Library they are making sure that all our students have a library card and that they get books sent here so this talks about banning books but what if it's a book from the Hammond Public Library brought into our schools through that program that we're using so what would the thing for the parent to do then take away their kids a library card so I've got a bunch of questions in that area not expecting answers tonight I will forward that to you so you have them so we can get the answers before the next board meeting just just in response to your question about being advised I don't know that you need administrative guidelines necessarily because the option the option
115is is that as there are recommendations that are being made then there can be the decision that gets to the board and the board then responds in 30 days and a lot of this is following the state statute and there are areas within the state where the book banding is becoming a very hot area we've been very fortunate here in Lake County that this hasn't been as hot as in other areas but there are a couple other schools that have had some problems with regard to complaints about what books are available to kids so you there I think some of those concerns have been addressed in in with some of the options on the Neola policy if you would note I I did want to reference with the new truy statute that it does not
116go up to taking kids away from homes and one of the nice things that we have in Lake county is that all of this gets referred to the juvenile court and the juvenile court works very very closely with Geminis and the Juvenile and so what happens with the juvenile court is they put a lot of other programs and things in place to fix reasons why kids aren't coming to school so there there are some um social services that the juvenile court puts into place you know as first steps for some of these things when when they're make referrals being made about attendance issues right do we have any further discussion on this board policy I don't even see the policy I'm it's the last one my last one is public comment so I mean my

121I say the more the better because you just don't know when something's going to happen and as for the schools well the first day that Hamond Central Open is when that shooting happened um and um there's been problems at Central I've got a grandson that's going there now I'm not happy about it um there was a big fight at the school back about 3 weeks ago I believe it was um from what I understand there was a large amount of students fighting each other and I guess fighting is pretty much a daily thing over there but this one was like off the chain it was so big and um I guess after everything was starting to calm down somebody pulled a fire alarm to put icing on the gate um this is unacceptable in our
122schools um right now the kids have instability inside and outside the buildings fights are breaking out it's just not a safe environment you got kids from different schools that their schools are no longer being used as schools they storage facilities which is ridiculous and uh in said these kids are all thrown together and they don't know what's going on from one school year to the next and Hammond's going to keep on losing students the numbers what you see go down you haven't seen nothing yet the more schools get Consolidated the more kids have to suffer through all this unstability the more kids are going to lose the numbers are proven it look at what all this started when you started consolidating and closing schools a few years ago thank you next member Cynthia Cruz hello
123I come here as a community member I was listening to the last board meeting online like I always do and um I need to have a little fact check because as I was listening to it I had to play it back did I really hear that administrator say that um he was pleased to say that there were no licensed teachers that were Rift well here's a copy of my teacher's license I was Rift today I had to go to the unemployment office while at the unemployment office I saw some of my colleagues they also have teachers license and they were Rift so the fact that um truste Ellis and Dr Willis are here Wilson are here they they um received wrong information they got rid of all the Librarians we have these beautiful libraries with
124no Librarians yet we have some of the lowest reading scores in the state Hammond Central number 307 out of three 395 last week all over social media there were pictures of a dumpster full of books from Kenwood school if you had me as a librarian that would never have happened bring back the Librarians there's a way to do it you could change my title last time I was one title just like they did in the administration everybody's title got changed bring back The Librarians to help it bring up these reading scores also I wanted to talk about the ldp AIDS that have um been riffed I don't know how these teachers are doing it throughout the district with these students they don't speak English how cruel it is to have these kids in classrooms and
125nobody could teach with them teach them we don't have the AIDS we need to have more ldp AIDS at um Burns Hicks they have almost 90 ldp students they have one teacher no AIDS not one Aid that is disgraceful some of the AIDS have been volunteering for free teacher the AIDS should not be doing that volunteering if they're going to help at the school they need to be paid thank you next member Robin Bellamy good evening uh first of all I would like to know why after a complete grading period we are now being told that we have to combine two class into one not two or three weeks into school after ADM day but a complete grading period later these students have developed relationships with these teachers and you are causing undue stress and
126anxiety for the teachers as well as the students involved I would also like to appeal again for an assistant principal for Franklin just because we have lower enrollment does not mean that our students don't deserve the same resources as every other student in the district I'm tired of hearing no referendum no referendum every other school has an assistant principal our principal has to do administrative work testing data meetings not to mention sometimes being the nurse and the secretary we have way too many discipline issues for one person to deal with and do her admin duties you can't do two jobs and do both of them well the sped teacher and our one parah is spending way too much time babysitting behavior issues I would like to talk about another class you fortuitously brought up hostile
127work environment this is a firste teacher with 31 students in her class and it is a hostile work environment not like me once in a while a a student might curse at me and flip a desk this is consistent every single day she has students fighting people sitting at her desk stealing things off her desk and out of her cabinets cursing at her and each other um physical fighting and the teacher is outnumbered her Mentor is in another building she's a firste teacher I don't know why she hasn't quit I would have by now something needs to be done about that I challenge all of you to come spend a day in that classroom I would love for you to see what's going on in our building we are a very tight-knit community and we
128support each other but it seems like the more we make do with what we have the more you put on us and tell us to do more with less and teach your work days why do we need to be told when to arrive when to leave and when to eat lunch for secondary that means they're staying later than their normal day when they're told to work 8: to 3: why can't we work our regular hours as long as my work is done why does it matter we were told if we had to come early to hold conferences for working parents we still have to work till 6:00 p.m. as long as I speak to all of my parents why do I need to sit around why do I need to be told when to eat

130case you know it gets lost in the Neola or whatnot um the immediate in investigation absolutely okay um immediate because an investigation can take so many days as far as uh the reactive measures that this District lies to take without issuing parents incident reports but they immediately remove their child the children the students from the school without giving incident reports that are made available Beyond 5 days I've experienced that personally um incident reports need to be made immediately um prioritize the attendance and the phone statute policies because those are Indiana state laws that they changed we did really good because that was in fact act changed last year by the superintendent former superintendent and it would probably be most helpful if those State statutes remain next to the revised wording I understand you say that

134we talking about because you're not a student that's a policy regarding student attendance mandatory student attendance and you cited it to tell some trustees that they have to tell you something about why they're absent it made no sense how did no one catch that why does no one read statue why do people who are supposed to be advising you Le legally repeatedly sometimes even verbally state things that are not true about statute again and again and again in these meetings and no action is taken no action is taken by this body but there are other bodies that can take action on that issue and uh given that this just all feels so rushed and we have this big rush to update this policy it's strange I can't understand what the rush is because you do
