we're here trustee Spencer present trustee Murphy present trustee Candelaria present all five trustees are accounted for superintendent Miller good evening board good evening community members in person and watching online for this special board meeting we have to revise the resolution that was passed by the board last month regarding early dismissal when we submitted our proposed resolution to ideally they gave us some feedback and we had to add in the line that says the school seeks a waiver from the requirements of Indiana code 2030-2-2 because they said we had to specify which area we were seeking a waiver and they wanted us to also do a chart which is on page two of the waiver of the instructional minutes making sure that even with an early release we are above the state minimums for elementary we
are still 5 940 minutes above or 99 hours above and for Middle High School we're 54 hours above or 3240 minutes above but that's that those are the technical Corrections we need for the referendum so I've seen that referendum for the uh resolution thank you all right very good uh do I have a motion a motion that we approve the early release waiver Amendment second all right we have a motion and we have uh two seconds um is there any discussion on this item any discussion on this item I know Anna will want to know who seconded it you can't have two seconds uh we'll give it to trusteeley King okay thank you all right thank you all right um no problem um any discussion on this item hearing none um we because we have
a member that's virtual uh we have to do a roll call vote so trustee Blake King yes trustee Spencer yes trustee Murphy yes trustee Candelaria Epstein um that's uh four uh four and one abstention and you didn't record your vote oh yes so that's four four and uh one one abstention so that's all five members so so Anna will be happy for the record and um being that we have no other items before us this evening for our special board meeting um I'll ask for a motion to adjourn so moved all right this meeting is adjourned foreign work session for this evening May the 3rd um we'll call this meeting to order we'll take roll again trustee Blake King we're here trustee Spencer present trustee Murphy trustee Candelaria present all right all five members are
here and accounted for superintendent Miller all right we have uh five presentations tonight again welcome um to any community members watching this now in the future a public work session there will be no voting tonight this is a chance for the administration and some of our partners to present information to the board and for the board to be able to ask questions so our first presenters are A2Z who the board if recall commissioned to do a parent involvement survey and they've done a lot of work and they're happy to share the results Stein and sheets technically we have two meetings here I just want to ask if there's anybody that wants to sign up for public expression for this public work session that didn't because okay yeah Mr President trustee boy King I would like
to sign up please thank you all right um trustee Candelaria can you add uh trusty Blake King to the sign in all right I'm sorry please I think we're ready now good evening my name is Dorothea Williams and I'm with a to z Educational Consultants and I have my partner here with me Mr Jim gilday and we are both very pleased to be here tonight um we want to first thank the superintendent for having us to have the opportunity to do the work in the district as well as to thank all of your school leaders who did a great job in helping us to get all of our surveys that we did over the course of the last four or five months we serve we were pleased that we were able to serve um survey
0072081 families we received surveys from 2081 families we had 2641 student surveys and 421 staff surveys um the one of the things that superintendent Miller suggested is that we kind of followed the work of idlis family friendly survey that they have a grant for that schools can apply for and there are six standards that they have in that one is welcoming a welcoming School climate effective communication supportive Student Success speaking up for every student or every child sharing pushing the wrong button to draw a backward I am huh there you go there it is all right and collaborating with the community the next thing that we looked at after we collected all of the data and we wanted to look at is there a connection with your strategic plan and here you go all right
it's taken me years to learn how to use technology so which is really our honored to be and it's so robust and the the standards around the Indiana Department of Education surveys for the family friendly recognition really all blend beautifully into your strategic plan so your strategic plan priority number one Student Success there is an absolute standard three supporting Student Success and then you can see retaining students and staff which is critical for the Vitality of the community there are several standards that that touch on that um you know making sure that families feel welcome and are indeed welcome within the School City of Hammond and then communicating effectively overall not just with the community not just with students and teachers but with everyone that we touch as a school community and then collaborating with
the community as true Partners in the education of individuals who hopefully will continue to live here and contribute to the community and then your strategic priority three commitment to Dei diversity equity an inclusion is Blends right into what the um the friendly family friendly school and School District would be all about excuse me could could you sort of identify where that is the Dei portion busy under your particular stand you're under your strategic priority called commitment to diversity equity and inclusion the lineup number three number three priority number three the alignment within the family schools survey would be standard number four speaking up for every child and sharing power standard five which is sharing power okay I guess my handicap ERS I found the bottle then your priority number four communicating uh really improved Communications
at all levels just beautifully um works with the IDE standards as well effective communication and also collaborating with the community we can't do that if we don't have good communication and finally uniting District the district community so having a United District community and you can see several standards touch on that so the standards within the iue framework I'm really just support a hundred percent when you've set the motion at your time and some of the findings that we found is that there was a lot there was a lot of similarities between what parents thought about the schools and how your staff solved schools and so all of them overwhelmingly parents felt that schools were welcoming and that they supported students which is certainly good news also we found that schools provide multiple opportunities for parents
to be engaged in their school and in however participate participation at higher levels in some of the academic activities is low as indicated by parents in their own self-reporting within the survey they indicated that they oftentimes do not come to school meetings and participate in opportunities that are provided to them most parents indicated that their child um child School valued diversity of families and the community which is a good thing to hear so that we know that they are welcoming and will see that also in the survey results if you look in the families section of the survey results yeah I've had many many parents feel that the school is absolutely advocate for their children success and that is really critical in any Community but especially in communities that are still growing and then sometimes
losing individuals we want to pull everyone together in that way and just kind of heartwarming I think they they feel really secure communicating and comfortable communicating to the site administrators and teachers and schools and school districts if they feel something is not quite right for their child or right overall but just as interesting students sometimes have a difficult time with that three two-thirds of the students feel very comfortable going to their principal going to the teacher if they think they're having trouble in some area but clearly over 30 percent say they wouldn't do it and some of them indicate I'm not a snitch I'm not a big little comments I'm not a student going to do that but it's an area where schools can really impact because it's not snitching when you're assisting really Humanity
to do better and so we need to really intentionally teach students that that is not anything to be afraid of and then finally over one half of the students feel that their opinions matter and yet there's still a large number a third of the students who think that and they share their opinions if nothing happens with it and that's out of that School site look is that can you break that down by age group so are we seeing that the ones that don't feel that their opinions matter is it more older children versus the younger ones is that what you were seeing and what we did when we had students who were surveyed in grades five and six as well as um seven and eight in the high school those were the students who participated
in the survey okay we felt that it was inappropriate possibly or all of our lower burdenses may not have been as successful so in terms but you could look at individual School sites and disaggregate it that way we don't have that data available but superintendent no one does have that data available by school side in-house students about an individual School sites and you could look at it vibrates yeah the only reason I'm asking so if we were to put into an action plan in place is more like the high school or is it more the elementary you know that data by itself is not really but I understand you have it thank you generally speak have more independent time from their parents and from their teachers and on there they're beginning to think on their
own and they want to share ideas they're generally the ones who say I have all these ideas and many of them useful ideas that are very important but sometimes a little bit off of what adults are thinking and they're the ones I think primarily are saying um you know maybe I'm not being listened to we know in any environment we encourage feedback but it doesn't mean because we get feedback we act on it in the way that the person doing it would desire if we're Gathering data and we're weighing everything so it's in the best interest s providers and we do have some recommendations um from this and by the way we also had an opportunity to meet with parents bilingual bilingual parents and um and others at both schools and District settings and talk
with many students and many teachers but in order to get the most robust um information the survey was the way way to do that I'm sorry to interrupt but do you guys mind making sure that my you're speaking closer to the mic I just got a text from somebody watching online they can't they're having trouble hearing you guys okay yes sir sure okay in the area of recommendations one of the things that we think needs to happen is every school needs to review all of their data sets the the parent survey the student survey as well as the staff survey after doing that they would need to have a discussion with both their staffs and we would invite them to have an opportunity to meet with their parents and share what the data said and
get feedback from parents so that they're able to build a plan that has one or two one to three priority areas that they would focus on for the school years schools would then develop an implementation plan and identify benchmarks that have measurable outcomes we think that is very important so that they would look at what they put in place in this implementation implant several times a year to see if they're moving towards the outcomes that they had anticipated and then District leaders would consult with schools to determine if the school's read if the school has Readiness to submit a family-friendly School's application okay I have a question real quick so in the data that superintendent Miller has is it broken down by individual schools also yes thank you I might need you to say yeah
because I'm looking at I didn't think I had it just yet so Mr Williams okay we'll get there yes we will so I'll add into this just I'll add into this just for um a quick note when we are recommending that schools identify one to three priority areas we know instruction and student growth Student Success is primary and yes we need to look at social emotional learning and and protection of students in that way as well so I'm not dismissing that but we recommend to the to the site leaders that when they have activities they always have to sneak in some academic enrichment for parents so that they can take that home and the in the home environment they can help teachers do the job of building Unique Individuals who can think for themselves and
really can learn in multiple environments it's not just at school we want parents as partners because we know that we can't do it alone all right and just to give further clarification what we gave you was an aggregate of how the school district looks how all of the schools look in the school district that's what you have in the little spiral binders but we have an additional spreadsheet that has actually by schools it will be clustered by schools and superintendent Miller can then look at it and share that information with you okay but what we gave you tonight is how it looked overall for the school district as a whole for families for parents and for students are there any other questions Madam president trustee Murphy up the scale so you've got zero one two
and three could you define what each one of those are yes zero means there was no evidence or the person felt that there's no evidence of that in the school one would be one would be they felt that there was some evidence but it wasn't at a high functioning level three would be two would be that they see it most of the time and it happens oftentimes and that's also the definitions are given in the criteria when they are answering the survey and then four would be this is what happens at our school and it's embedded it's part of the culture and the climate of the school okay um superintendent Miller could you have this stuff uploaded to board docs because I would rather look at them online can you guys send me the PDF
versions please yes thank you and the other question I have for you how do you feel about their recommendations I I think they're compatible with what we're what we're doing anyway that it's not it's not too much outside of the scope of our strategic plan like they talked about in the beginning the ultimate goal and we did put this into the Strategic plan is that our schools would achieve family-friendly certification from ideoe so that's that's the deliverable on on the plan um what we have to do is Administration to just may have some checkpoints in there to make sure it's happening yep we were in along the way that it's not just the certification which is really an honor but as the it's the outcome of the Certification did we deliver the service to really
have family friendly schools which will then impact everything we do throughout the city um my question is for superintendent Miller has there been a time I know you're just getting the information so maybe not yet but um or can you let us know when a like a timeline is set up on that and when we can expect like a like an update on our on our progress yep um let me make a note all right that would be great and I will I'll make a note to to follow back up on that Madam president trustee Murphy one follow-up question so what is the goal percentage to make the family friendly designation so you you've done the survey we've got the data there must be some benchmarks you have to meet is looking for schools that
want to participate in this program and so it's a grant opportunity for schools to apply they're not expecting them to be perfect they have to submit an application there is no criteria threshold that was noted in the application process now what I mean is that at the end something they want us to reach yes there are goals that they would like you to reach and then based on giving the survey as a follow-up as a post survey they would like to see that you have made measurable growth and they did not determine what that growth is or say What that particular growth number is in order to be receive the certification that isn't in the application that I saw thank you but certainly embedded in that is to see parents who are really engaged with
the school various schools and the school community and the community using and looking at schools as the Hub of the community and happy kids so I'm sorry I I'm pretty sure I was not on the board yet when this started when were these surveys given the surveys were given at we started serving schools around September October and um we did the final collection of the data around December and then will there be an end of the year similar survey to compare that would be up to superintendent Miller if he wants to follow up with that I think at this point he was looking for a baseline where are we as a district How are schools looking as a district so that he can then make a determination if there's some things that need to be
put in place for specific schools or all schools need to do something in particular that he wants to move forward on thank you I think that's um where like that timeline would be would be helpful that um like what are our next steps when would we expect or could we expect an update that sort of thing I really don't want it to be top down I really think the Right Way Forward is to have each building leader meet with their teachers and discuss what they feel resonates with them and what the growth can be I really think that's the way forward agreed yeah very very much so it's a discussion between District leaders and site sites to determine that they want to move forward in that way differences between schools from one school to the
next as I said this is an aggregate but if you looked at each individual school's data it would look different this is the average of all of the schools put together so that's why I think it's important that each school has the opportunity with their leadership team to sit down look at the data discuss it because the area that I made my school may be weekend may not be the area that your school is weak in or that you feel needs more emphasis so this is a benchmark a shoulder School make an application they will also re-survey parents students teachers and attempt to get a robust number of surveys so that they get a real true picture of What's um what the level of satisfaction is and then the areas of growth and the need
is and we're going to wrap up tonight we had oh excuse me I forgot to mention this earlier we gave parents a variety of ways to return their surveys so if you were not comfortable with technology you had a pencil paper opportunity those who wanted to do it electronically could do it electronically most of them were done with pencil and paper so just to give you an idea that over 2000 of them were done with pencil paper wow that was their preference of how they would like to do the survey of course the staff survey was done electronically in most of the student surveys were too who had the fun task of aggregating the paper pencil ones that was an interesting Journey but we made it through and it took a minute to get that
all done but as dim said we also wanted to show you some of the slides that were pictures that were collected and I didn't mean to interrupt you that's okay Dorothea um yeah I was going to say we had Grand hopes and indeed we'd had a slideshow for you until the superintendent said it was way too long because we had rock and roll and country and Jazz highlighting really the many great things that and only some of the many great things that your schools are delivering and we'll go through it very quickly the elementary schools are in Alpha order then middle school high school and a couple of offices so I just and you have this board members in a pictorial right now there's no music behind it because it would just take too long
and you can see that uh they they engage students and parents in all of these activities and there are a couple of videos embedded but um impossible to show easily right now be most pleased with is that there's not a school that is not doing something to engage parents regularly in on a monthly what's the last word what can you repeat that yes it's not that you do not have a school that is not doing something to engage parents regularly and on a monthly basis we were real pleased to see that we attended some of these events that they had we were really trying to find out what is happening in all of your schools so all of your schools are very busy trying to engage parents in whatever way they can president Miller trustee
Blake king um again I want to understand the zero one two three so could you go through that one more time zero means that there was no evidence no evidence okay and one was little to no evidence two was that there is some that we are doing it and four it is three is embedded in the culture of the school you would see it regularly okay um a question have you had an opportunity to uh probably not I'll just make my statement we had a program audit bi program audit uh uh position for us and um somewhere contradicts some of this information uh in you know in in reading it in terms of communication in terms of uh cleaning engagement um central office and and their involvement and um it's just this little Conflict for
me right there in that regards and um secondly going into this process what were we expecting to find out well why initially did we have this done for what purpose I mean what was the mission what was it called what ultimately we're supposed to take this program and we found what for us and in every consultant we hire basically that's the question [Music] we had our diversity equity and inclusion strategic plan and they almost some point should be in concert to some degree and I'm not finding that so um well the purpose the purpose was to find out number one do your parents believe your schools are are family friendly and I think the answer is yes they do if you are looking at a threshold of 75 percent or greater yes they say that
they are welcoming yes there are areas some areas that as we mentioned students feel that perhaps they're not always understood by Administration and teachers on their campus step but that was only about 33 percent of those things we hired a consultant to teach our secretary how to use a phone because I guess that this issue was we weren't in we weren't family friendly using our phones and and that was I mean when that comes especially was brought before us I found that very strange and and I'm saying that it sort of contradicts to some degree what we're finding here today I mean I don't doubt it but again when all all of these Consultants we hire at some point it should be in sync and uh perhaps I need to just review more more well
we didn't have much time to review it we appreciate your presentation but you might want to I'm sure Mr Miller would make it available to you review our Dei audit that was provided for us and also understand my dilemma here and basically that's my comments thank you for your efforts you've been with us quite a bit it was always nice to see The Smiling Faces because I know you were looking for to do well for our district and I appreciate what you brought for us but again it's a little hard to um discern at this point thank you superintendent Miller thank you I think I hear what you're saying trustee Blake King is that they're they're one survey's results should on some level be complementary to another survey results and and here's here's how I
see how they can complement I I from what I take from the work that A2Z did and I appreciate you bringing up the fact that you saw them all the time because I saw you guys all the time in our schools you were you were you absolutely fulfilled that role and spent significant time in our schools and our school buildings uh is that even if 75 percent of our people feel this way in a school system the size Hammond that's still several thousand who don't feel that way and there's still big room for for growth hence the need for um and it's not just answering the phone it's all the ways that we interact with people I mean we deal with sometimes very angry people on the phone and things like this and how how
to handle some of these things in a better way where where people can still maintain relationships after a negative interaction I saw a need for it uh I'll not to I'm not going to say any schools names but there's times where I call when I don't call from my phone and it's it's surprising how differently sometimes people respond when they don't know it's the superintendent calling um so there I I know that exists I hear it sometimes it doesn't but still overall what I get from this work is that the majority I can say majority of families and students and Staff feel that it's a friendly place but there's work to be done that's that's how I look at it and that surveys will um start to disaggregate and show you those people who or
may not have been content what some of those challenges are for them in particular so I do think that there is a marrying of the documents but it doesn't show the same response but when you survey over 2 000 people I think that is a healthy representation of the district and each one it filled it out individually privately and submitted it so I think there are opportunities for growth for the district as a whole in-person schools in particular if they have particular areas that they want to look at however I was pleased to see that the community as a whole feels that this is a friendly place and they want their students and they feel comfortable in your schools and I think that's what you want to hear most that's the most important thing to
hear wonderful uh trusty blinking yes Mr Miller and I would just hope in the board as well that we would at some point your team would sit down and put all these Consultants that we've hired and uh and fine where the heart of our school is because again when the dehi report came out there their our biggest problem was bullying what's major that's what they said in their report but this report doesn't reflect anything like that so at some point we need to extract you know what we need from each report and move forward so that exclusivity can be the best school uh district with the area thank you thank you thank you so much and I appreciate your time thank you thank you have a great night thank you uh we will move on
to our Skillman project update uh superintendent Miller yes it's um we've moved off the monthly updates because there just hasn't been enough movement to justify that but uh guys from Skillman can you hear me superintendent mother Chris mukesky how you doing good Chris how are you this evening all right thank you great great all right the floor is yours all right thank you let me share with green house trustees you should have a bound Skillman report yeah I'm looking through it I really appreciate that uh how well she uh put together my package I just interesting ideas okay here it is I'm sorry thank you all right I'm sure the screen here find the uh hard one all right here we go should start seeing the screen any second we see it sir all right
excellent thank you all right so we're gonna we're gonna hone in on Scott Middle School specifically like that we'll start with the progress key plan progress photos next for a week hope activities some Milestone dates for an on-site diversity and a budget update that's typical here's the key plan and uh since we're completed with Morton High School like I said we'll just stick with Scott Middle School this slide here represents some backbone that we're doing to the school and that's for the electrical conduit and uh work in progress I do want to come back to this slide but what you see here is is the uh overhead junction boxes conduits and wires and I will own back in on this page when I give a update on the main switch gear that controls the school
[Music] South elevation at Scott Middle School it's this area right in here up next to the masonry facade the mechanic Electrical Plumbing rooftop portals for future electrical when we set the new rooftop equipment that is coming end of June first part of July new Blue Roof curbing at Scott Middle School here along the north elevation I'm sorry can we go back to the vestibule please because you skipped so the question is actually for the superintendent so everybody goes through that enclosed area but the other doors are available for exit how does it work with the new recipe so when from for about a 15 20 minute window when all the students arrive they go through the security gate the the weapon detection systems that you see there and then after the main student arrival is
no more people come through there they come through the security entrance where the glass entrance there where we have a security officer sitting at the desk and they check in with the security officer all the doors have to push out yes so just all those voters have to go through the secure vestibule or are they going through the metal detectors because that was one of the things I got asked because there's no school in session um you know what are we going to do for November for this type of thing that's you know they didn't ask me that no no it's brand new um and Tuesday was just around the corner but again this is for November it's no rush on this okay thank you trustee Blake King thank you um what's really we've called
several months ago I had sent an email regarding some concerns that even when that board is closed somehow students were side of the way to to uh come through it uh so have have that been adjusted or or what anything [Music] I I apologize I don't recall that email um but okay I understand no problem all right well I can follow up with Mr Suarez tomorrow and ask him but all the exterior doors are locked after student arrival the staff that actually said they were concerned because um students were still able to come to those stores however I don't know you know I'll just bringing it to your attention okay I appreciate it thank you very much are we talking about where the buses are on the North side because aren't those open for a
short period of time when they drop off the students there was a situation on the North side where some students kind of shove their way through while a custodian was unlocking the door and they kind of pushed into each other it was was that the situation uh trusty boy King perhaps that could have um yes I I saw the video of that that absolutely was addressed but essentially this the students were too eager to get into the school building and and they didn't give enough space for the custodian to unlock the door thank you thank you okay um I think we're ready to continue all right thank you so what we have here in the next Slide the left side is uh before and the right side is after uh some of the new LED
light fixtures that were going throughout the school we are currently 75 and we'll have that wrapped up by the end of uh next month uh next four weeks what we have here is complete the removing and curving at Scott Middle School part of the blue uh top curbing that that showed everyone earlier there's about 10 remaining along the East Elevation uh complete Fitness room mechanical installation receding to be completed in May and as I mentioned a second ago complete LED lighting replacement at the metal average minority participation for April 57 still staying above the 50 Mark there is the detailed backup that we have as typical troll which kind of dumps into our diversity Manpower sheet here [Music] so the very last slide uh is the budget nothing has been uh heavily hit regarding the
contingency at the bottom so we're trending nicely and uh getting into the 70 tile for the police in and start the close-up module so David rants can have the uh the thumb drives and the operation maintenance manuals I would like to update everyone regarding the switch gear electrical switch gear so as mentioned before here are some of the backbone items that we're doing this is all done behind the scenes to land in your switch gear that is is currently slated to show up in August now quick background I'm sorry I don't know what a switch gear is could you please explain it sure switchgear is where the NIPSCO main lines come into a Transformer that's your typical gray or green box outside if that makes sense they go into the switch gear and the switch
gear tells the panels what power to distribute throughout the facility okay well it's it's a huge breaker box if you will at like at your house at your home okay so we we did the project uh back in April of 22 with anticipation of having 52 weeks of lead time to receive the new gear and as we're finding out in the industry and it's just Nationwide not just in our area manufacturers are just getting pushed out due to supply chain issues material issues labor Manpower issues so we were slated for May that pushed a little bit now it's in August and uh we're not settling for that with the electrical contractor and the manufacturer so by this Friday we'll have a revised hopefully it will revised date of you know we're hoping mid July we'll
need about three weeks plus to do the work the shutdown so trustee Murphy what this entails is a complete shutdown of the entire school and this is why it's very important that we catch it during the summer break so that's in a nutshell at 30 000 feet in the air last progress meeting we had Eric Kurtz David Reyes contractor manufacturer off and the architect on the phone just brainstorming on what options we have so as everyone's aware like when we were doing a high school we had locker issues because of the rolled metal well that turned into the switch gear which is a part World battle and some other nickel scene can other metals which is being mined in Ukraine and Russia so that's some of the some of the challenges and also the mechanical
units uh there's delays with those industry-wide but fortunate for the school district we are on top of that we do not have any current delays for the mechanical units um so again in a nutshell that is the switchgear situation I'm looking to update the board again at the foreign do you want to maybe comment on the status a little bit more in layman's terms for the switch gear and what our options are as of now honestly at this point I don't know that we really have a lot of options the the gear as Chris said has been on order for I think it's almost 60 weeks so to move away from the Square D Snyder product that was uh included in the bid and tried to go to an alternative vendor you know it would
have been nice if we knew that Square D Snyder wasn't going to be able to make the delivery commitment they had promised but that was just found out in the last week and a half so you know for the last 52 weeks we've been expecting to receive that important component that really is it's the it's the key entry facility for the power to the entire building I I feel that this was maybe the manufacturer being a little bit misleading with us to keep the order but you know the intent was to do this work in June July in August and be able to come back to school and the project would be complete and with it being delivered in August the next window that I really see that that is even able to be considered
is probably the Christmas New Year's break but the contractor really wants four weeks not not two and not two in the middle of a significant holiday season what um what would be the concerns about pushing it for a whole year so if we push it to to next summer my concern ends up being funding because this work is being funded through Esser funds so we'll have to do some moving of funding allocations because some of some of the funding involves sr2 funds which expire our use expires on September 30th of 2023 so if we are able to swap funds between Esther 2 and sr3 the sr3 funds expire September 30th of 2024 and who knows the next I mean I have zero faith in in the commitments that this particular manufacturer makes with delivery of
their products I guess my question is a little more technical like we ran into with Morton High School as we upgraded the HVAC and other things we found our electrical needs were much greater than they were and we had to do some major electrical upgrades which we found out were some power going out so was this done just to update it or is this done because with all the renovations being done at Scott you found that you had greater electrical needs and will they have HVAC um I don't want to have to worry about the HVAC blowing out the circuit breakers if we can't get this done I mean so the my understanding is the switch gear that's in place in that building is the original the which original gear when that building was constructed
in the ordinary process of upgrading the HVAC and the Lighting systems and the electrical systems it was logical to replace this it just this key component isn't available now some of the loads with technology have gone down so you know lighting is now led which is more energy efficient so you know we may have a need for more plugs for students to plug in their their devices Chromebooks and that kind of thing but so that's an increased load that wasn't there when this building was designed but then some of the loads that were there uh equipment has become more efficient lighting heating ventilating air conditioning things Chris may be able to add on because he's really a construction person than I am not yeah well can we finish one second trustee blanking so Chris can
you at so the question to you Chris is if we do not replace this before school starts is the load that's going to be on the services just fine like with HVAC and everything else is Crystal here yeah yes I'm here I'm here that is a that is a difficult question at this point with without knowing the total load of the RT of the rooftop units so um I mean I want to say no but I'll get back to superintendent Miller on that okay thank you trustee Blake King thank you um in my estimation this is a um a sense of urgency um [Music] their obligation just kept us you know holding on to us for our business and now potentially uh if I read Mr Miller's email correctly uh the school won't be able
to open so are there any legal verifications we can go ahead and how much money are we talking that these folks are holding on to that we might have to go after asking three funds since the transfer uh yeah yeah I'm gonna I'm gonna kick that back to Chris do you know the the cost or the price of the of the switch gear coming from Square D that's held up no no not at the top of my hand we'll research that and get that so you can share it out it is well but we've costed the project um I I don't have the deal I got it but okay can we go after these votes or is it worth it well we're trying to work through uh escalating this within the usual you know supply
chain people so we're working with the distributor who's working with the manufacturer so we're trying to deal with those um day-to-day remedies before we resort to um legal action but you know we've got our lawyer they've got their lawyer um but I just don't think that we're at that point yet this is information that's new to us in the last 10 10 or 12 days so we're trying to work it through business relationships as opposed to Legal relationships something of this magnitude to be notified in the last 12 days that that this is so much Integrity in terms of being business partners so uh Mr Miller now what's the website of this the school will be open we might have to I didn't quite read your entire email what is the math you can't get
this which care in place so I think I think there's a few options um if if August is the earliest they can deliver we could look at an alternative placement for Scott to start the school school year like like gavit um you could look at doing it over Christmas break and hope they can get it done in two weeks and not four and if it takes longer then we're on e-learning for Scott basically or we have to look and see if we could push the funding to next year and hope the question that trustee Murphy asked about the loads and all of that does not affect the operation of the building like the plan all along was that the new rooftop units and the switch gear were all installed at the same time so we
wouldn't have this scenario that's that's kind of it right now yeah and superintendent Miller I during the progress meetings for the past year per se I have not heard that the rooftop units can need to co-exist with the new switch gear it's not a new distribution through the school it's just a one-for-one replacement so okay I'll go on record and say that the art rooftop unit sorry to keep a breathing the rooftop units can be powered with the existing gear it's not like we're going to 207 I'm sorry 208 to 277 phase it's it's still in line you can't use that oh you would not need to open the school year in August with the rooftop and not the new gear Chris you just went to the 50 000 foot level so 207 to what
it's talking about voice messages school's running a different phase I'm sorry to put in layman's term it will marry thank you Madam president I have one last question but it's not about Scott so I defer to people get their last questions on this and I'll ask mine are there any other questions on the presentation leaves received yes times of the essence among some of the answers within the next two weeks um that's mind coming all right any other questions on the presentation we've received Krusty Murphy um following up from last year at Hammond Central so I pointed out a bunch of trees that had died trees that looked like they weren't going to make it through the winter we talked about the grassy areas around the football field which had obviously died due to lack
of water we were board was told that they were going to hydroseed which my comment was it's never going to take so I know it's still early probably June is when you want to look to see what's made it through the winter what's going to grow again so for the June meeting could you do an update on Hammond Central about these things we asked about last year yeah absolutely yes ma'am so we've been in communication with Goff on that back two three weeks ago when you're exactly correct you know with with with the weather turning grass growing trees blossoming more in the process of determining what made it what didn't and we'll address it and we will also update everyone next to the export meeting thank you all right are there any other questions personally
trust you boy King and could you also further update submissions regardingham and Central um I don't I don't recall receiving a complete report on the solar backup issue I know there were some concerns at City of Hammond what was going to uh pick up some of the costs because it was Department invited when some of their issues and uh and I'm really really I went back to some old emails regarding the Marquee Mr Miller uh you had sent me a prototype of the uh Martinez Central that that looked identical to the one and and uh Morton High School yes and uh and now if I understand I lost you guys and they're real fuzzy well anyway uh now uh the last time I heard there was no funding for MRT and and that corner is
so naked it's um which it's too naked for me and at least if we had a marquee we could have displayed uh Regional winners on it we would have had it somewhere so I am I I am extremely concerned about this Marquee because he sent us a prototype of how it would look it would look identical to uh Norton High and now there's no money I don't get that so I'm concerned with the sewer backup a complete report we're arguing with that what is wrong with the city has with it and the Marquee and uh based on some of the issue's uh trustee Murphy Brown regarding the seating uh I don't know who talked much or is that the Dead Issue regarding the handicap State we're just going to go with the other side I
don't know if that's a dead issue or not but uh if it's a dead issue it's a dead but I'm really concerned about the store back up and MRT and you guys are fading in and out thank you sometimes I don't know may I address the sanitary issue at admin Central please all right thank you so um trustee blake Clean we um along with the school have been opening up uh Southern elevation manhole almost every other day if not every three days just to kind of monitor what type of backup there's been and um um what we're finding out is with with the removal of certain leaning paper per se uh it it hasn't really been backing up when I say the removal of cleaning paper removing it off the school City shelf so the
custodian staff don't use it any longer we haven't had any major significant backup in probably a month's time month and a half also the city has been alongside with David Reyes and his staff investigating that manhole and their Downstream line heading to the West on Highland Avenue has been has been at a low elevation of the water so so we feel that the correction is is made and there's no further issues sure absolutely in any cost that was associated with it as well sir thank you yes there has been low zero cost to date but I will put that in the report correct zero cost well that's interesting anybody want to take that on it it you are correct it's been designed it uh with the the money went to the the completion of the
football field and the track so it's it's just identifying a funding source well what's what's the cost how much money are we talking it's about a hundred thousand dollars I believe per size yeah all right we're far away you cannot display our our top so that's that's not good dollars does it seem like a lot of money to me at this point based on some of it money we've spent on other items so I would hope the very very near future when we get an election up there I hear you I'll I'll talk to my team about it it's there's only certain funding source we could use for something like that so yeah I I think it's it falls into those that category of um the baseball field and the softball field and and um
some of the the other things that we're we're still looking for funding for to finish at Hammond Central um are there uh I'm sorry trustee Blakey and so I get that but when something is designed and you told the public that it will be installed and then if I don't raise the question then we find out you know there's no funding but again it's Obama contusion in the community that it sits in we need a marquee thank you very much I trustee Murphy I just want to follow up Scott could you please define cleaning paper Chris I'm Chris I'm sorry yeah I apologize um you have to be very curious to what was this dissolvable paper and water is that how it was being clogged um from what I understand I physically haven't seen it
or you know seen the new cleaning product but it was a more durable sanitized type again cleaning type paper whether you put Windex on it or sanitizer or whatever cleaning product um that was being used it just had a difficult time making some of the radiuses and events within the system at this bottlenecking at a certain point so so why why was it being flushed and not put in the garbage I guess that's what yeah exactly yes that that's a great question that would be in operations I I don't know because you know we're talking a little bit about the budget and you're like okay we're going to take away their cleaning paper but I don't want it never to be used again this is I'm going to defer this to the superintendent okay I
hate to have you have to follow up on this but I hate to not use the stuff no I will finish here thank you all right are there any other questions from the board any other questions hearing none thank you so much Skillman we appreciate you being with us tonight thanks for having us have a great evening all right good night good night um so superintendent Miller Kelly Services um as as promised several times uh we are at a point of the Year where um we've asked our friends of Kelly to come up and give a update on our on our agreements and how the performance went to first year so please come on up thank you for bearing with us it's a long meeting yes no problem nearly three million dollars [Music] all right
all right good evening everyone um first I want to uh thank you all for having us today thank you superintendent Miller president Miller all of the trustees our community members for having us um my name is Sierra Barton some of you may know me I am the account manager uh that helps the substitute program for your District between School City of Hammond and Kelly education I am joined by Angie Miller she's our client lead for Kelly education and as well as Brad Beckner he is our vice president of operations they will be helping me with this presentation today um this school year I have had the pleasure of supporting and growing The Substitute pool as well as supporting the schools directly with their siblings and being an extension of your HR departments and the presentation
today we are going to go over some of our accomplishments this school year our engagements with substitutes we'll do some high level full data overview for you to go over and then um Brad is going to take that part one and then Angie is going to come up and end us with our next steps and enhancements to the program um you can go to the next slide foreign so we are very proud to partner with your District priorities your District's priorities in relation to your strategic plan um I know that's a very important factor um and we know that they compared to the prior year so that is a great increase um we have also developed a partnership with the Hannah Public Library as a recruiting center and so with that we have had some
dates that we have available to go to the Hammond public library and meet some families connect with them and get some people who are looking for employment opportunities into your District to work in your classrooms as substitute teachers have filled at the time of this presentation being made 100 of the long-term needs so that has definitely made an improvement when we started versus now we have developed a system with the schools to where they are able to let us know of their long-term needs ahead of time were able to connect with the substitutes who are very eager to get on those long-term assignments and vet them and then get them into the schools on those assignments where they're in classrooms every day [Music] um in my last points are that we're very excited about is
the positive feedback that we've gotten from both the substitutes and building Administration um we will go into that a little bit more into in some future slides um but once again these are some accomplishments that we have and they definitely align with the partnership of the district priorities making sure that teachers substitute teachers are in classrooms preventing the loss of learning and making sure that teachers are able to take the time off that they need whether that's a planned vacation PTO time uh sick time whatever it is that they need knowing that they have a substitute teacher in the classroom keeping the kids in the class not having them move around being in their own environments I would know that that's a really important to you all and we are happy to partner with you
to make that happen slide there we go um then we'll go and we want to talk about some of the talent and school engagements um I personally love working with the substitutes and making sure that they are eager and happy to go into the schools uh we have these symptoms that we have offered including gas cards Visa cards bonuses these are all raffle based so in that they happen because um we want to get them into the school so it may be someone who gets a bonus because they stepped in at the very last minute uh maybe a teacher just got sick and they needed someone to school needed someone to feel that they took it 15 minutes beforehand we want to don't really reward them for doing that um also giving them assignments by
having them participate by taking assignments more assignments maybe than they have before um with Ruby baskets televisions our most recent raffle that we have right now for the spring we have someone actually who this is we did a wrapping for the state of Indiana where if they worked four or five days per month when we have several different gifts that we are going to give away including air fryers coffee makers TVs even um first winner for the first week of that spring incentive was someone in Hammond uh School City of Hammond she usually works at Harding Elementary Miss Jones so he congratulated her and let her know that she actually won a Keurig coffee maker makes hot and cold coffee so she was very excited about that and we thank her for her dedication and
service to the school the School City of Hammond um another um doing some pictures on here I love to visit the schools the certain schools you know definitely invite me out to come to their family rights and I'm always happy to do that so I have some pictures on here of me at Harding and I believe one from Jefferson where I was out there when it has where I met with the teachers to kind of answer some questions that they had about the program um and those are all opportunities where we can recruit and just answer people's questions so a lot of recruiting events happen here with right within the school city of Hammonds school buildings and it's always great to have as well as being in Community I was just at the event yesterday
at Hammond Central where they were doing the Early Childhood registration and that was a wonderful event we got about five people's assignment to be substitute teachers for your District so that is a wonderful and just also like I said being in the community at you know him uh annual job fairs and things like that foreign and this is just some of the feedback so this is um the Kelly experience our substitute teacher feedback um you guys can read those with some of the one of the uh key points you know someone said working with Kelly education is great I get to make my own schedule and work when I can Kevin makes it easy to put in my hours um someone else said I'm so happy to be employed with Kelly education um they should
say blessed all staff members excel in their positions if they have any questions or responses within 30 to 60 Minutes by email Sierra that's me is the best so I think that person for that that comment um and another one said Kelly education has been very rewarding and I find the service to be inspiring to others within many benefits they offer our next slide is our staff feedback so this is people from your community your districts um one of the office managers stated that the school year 2022 to 2023 has been a great has been great comparison last year with the help of Kelly education of their teachers they feel that the long-term teachers are reliable and seeing players and they at this particular school they feel that the ILO for the staff coverage has
gone down tremendously because they can rely on Kelly employees to cover those future absences we have a number one principal Hawkins at Wallace Elementary who gave us a nice long feedback and we're thankful for her we've grown a great partnership with Wallace and she goes on to state that some of the Kelly Subs are like their own staff members they've had people to stay go above and beyond and stay for events and help them out when they didn't have to um you know the team that we have here is still supportive and Kelly has taken the burden on the west north building because we know that I'm working hard behind the scenes before those positions um he also said Thank You Kelly for helping Wallace be great and then we had another comment from another
office manager when I feel about their long-term Subs being able to provide you know education to their studies and develop relationships [Music] um another thing that we offer on this professional development for our substitutes um this is just kind of one of the some of the common ones that substitutes our attending on a regular basis so we do have a new substitute webinar that they attend a lot of new substitutes will attend a popular one is our classroom management Workshop which helps them to you know that's a big thing when you're in a class you need to learn how to you know control the classroom and make sure that the students are getting what they need and they have a lot of a variety of special education workshops as well because we know that that
is a big one and that teaches to substitute teachers do need that education I mean um I am actually going to hand it over to Brad Beckner he will go over some of the data for you welcome good evening thank you Tiara and fantastic job with those accomplishments again my name is Brad Beckner vice president operations I have the distinct honor of supporting the students and the administrators of over 265 school districts in the Midwest and the Northeast it's a pleasure to be here this evening I've been asked to review some of the data for the year year to date um we're going to start with some information here that is comparative data regarding fill rate's absence absence rates and it's a comparison of this year compared to last year and so on this slide
here you will see on the left hand side is the data that we collected from the progress that was made last year while the school district was managing the program uh the 2022-23 results through 421 of 23 are in the center and then we've done a comparison by month as Tiara pointed out we're very pleased that we're continuing to see Improvement in fill rates and with the goal of 10 percent of improvement overall we currently sit at the 15 but I'll draw your eyes to the fact that over the last three or four months we're starting to see that now get into the 20 percent Improvement rate so as the program matures and we continue to add valuable talent to the substitute pool we anticipate that these numbers are going to continue to rise and
certainly the average overall will continue to increase as was previously mentioned we filled 200 or 2065 more assignments year-to-date through the month of March and we're looking at April through the end of the year to continue to be an accelerated amount of absences that we're going to be able to fill in excess of the prior year the next slide is actually a comparative to a pre-pandemic so when I take a look at the health of a program certainly year on year comparisons are very important but one of the questions that I ask myself is how are we doing compared to pre-pandemic results so here the same format what I'll draw your eyes to here is that over the last three months of January February and March a significant Improvement as it relates to the number
of total assignments filled right now year to date we actually have filled more assignments than year-to-date pre-pandemic as you can see the average fill rate is just below by 4.4 percentage points but again if you take a look at the beginning of our program and as we were getting established in the months of September and October we've closed that Gap and we're very pleased to show that we're now exceeding fill rates pre-pandemic for several months from the period of January through March this is one of my favorite slides because it's nice to look at program level detail but when we get to the school level it's very very impactful to see the Improvement I will highlight the fact that the prior year results only showed three schools that were above a 70 percent fill rate
and I'm very pleased to report that Tierra on the team has done a fantastic job and the number of schools that now exceed a 70 fill rate is totaling 12 and we anticipate that several others will Eclipse that 70 percent fill rate by the end of the year I've highlighted two schools in reviewing your board minutes in Prior board meetings Edgars middle school has been a topic a conversation so I wanted to take a specific look at that although not to 70 percent threshold they're getting very close and I'm pleased to report that we've seen a 10 percentage Point increase in fill rate compared to Prior year the other um school that jumped out at me was Jefferson certainly a significant increase in fill rate from about 43 percent to over 82 percent but what
was more critical and interesting about that information was the fact that there's been a significant increase in the volume of absences and the corresponding fills at Jefferson you can see that prior year was about 162 total during this comparative period of time uh versus 621 Fields so there's been a significant increase there and I was very pleased to see that the team has responded well to ensure that we have a very strong fill rate we do have some work to do we continue to look at school level information we continue to develop our strategies at the school building level and as you can see I've highlighted Morton Elementary that was the only one that I saw a significant decrease in fill rate I asked her but about that she's aware of the situation and we
have a strategic plan to move forward in order to get that fill rate back in comparison with the others this is a good point to ask you why I mean when you analyze the data what did you find yes um so Tierra may want to add some uh some color to this but what we found was is that the um the culture if you will is an opportunity for us to ensure that there's a better match between the talent and the district personnel in that particular building okay a couple of other key performance indicators that I take a look at when I analyze the progress with program like this lead time comparison I know that in a prior board meeting the Keller Education team talked a little about lead time comparisons what I wanted to
highlight here is that I'm seeing that we're we're doing a better job in reducing the number of absences that are being reported last minute so the same day absence rate this time last year aggregated year to date was 11 we've seen that drop to nine percent so there's still opportunity for improvement as it relates to last minute call-offs we understand that sometimes things do come up uh you know after midnight or in the morning that require a substitute to cover but we are pleased to see the momentum moving in the right direction nine percent is a little bit high when I do some comparative analysis across the Northeast United States and so I think we we we have an opportunity probably to get it to the six or seven percent but I was pleased to
see that that two percentage Point Improvement has actually moved into the two day or more so I think that there's an opportunity there but overall I think the team's doing a very nice job I think the district is doing a very nice job in communicating the importance of entering absences into the system when they're when they uh know that they're going to have a an opportunity to be out of the classroom so that our substitute pool has enough time to react and to take those assignments the next kpi is filled by time intercomparison and this one I was very pleased to to see the results as well what this illustrates is basically the fill rate for the five days preceding the absence and so if you look at the five plus days what this is
telling us is that 94 of all absences that are entered uh five days or greater are being filled that's a very strong number and you can see that it is comparatively a little better than it was this time last year but what I see is the significant Improvement as we work through the days coming up to the absence and so you can see that the Delta between four days three days two days even the one day are pretty significant and probably most critical is how we're doing as a percentage fill rate for the day of and to see a 26 percent fill rate of the day of absences is is a testament to Tiara and the team that supports her to engage and to get substitutes into the classroom at the last minute so that
we can ensure the continuity of Education I get a question make sure I understand this graph correctly so for the ones that call off the same day we're able to fill that position 26 is that over the whole year because one of my problems with your data is that it's improving all right but then you average it it makes it drop right so it's in some points it's not that fair when you get significant growth so this twenty percent six percent is that over the whole year or right now so that is an average of the data for year to date okay thank you absolutely um the next slide is uh just a real quick overview of the expenditures associated with our program through April 16th and so I want to highlight the 2.24 million
uh because we're going to talk about that in just a minute but this does give you a little bit of a breakdown uh we're happy to update this information as we move forward through the rest of the school year but as of the 16th of April this was the total expenditure for the program to Kelly education the next slide has quite a bit of data on it what I want to highlight before we start to dig into is that with the help of Mr Kurtz in his office what we decided to do was to be fair as far as a comparison and to really ensure that we were comparing Apples to Apples we looked at a method by which we drove to a per unit or per filled assignment cost there are a lot of
variables as it relates to the cost of this type of program that need to be taken into consideration that per unit cost for this year is relatively easy to calculate it's basically the expenditure the 2.24 million dollars divided by the number of assignments filled so that gives us a per unit cost that's associated with the work that we do we then used some assumptions and we used the costs that were included in the Iowa ilos reports for last year and we developed a per unit cost for a filled assignments as it relates to the school City of Hammond pleased to say that that analysis showed that the per unit cost is now 17.5 percent less so the savings per unit cost is 17.5 percent what we then did was we said okay if we use
that per unit cost and we assume that Kelly education filled the same number of orders that the school district filled last year what would that savings represent and that savings represented 393 628 dollars we then took a look and said if the school City of Hammond were as successful as Kelly education in filling the number of orders and assignments this year what would that cost differential be and that number came out to 473 973 dollars so I'm pleased to report that we are seeing some significant savings this does bear out from what I'm seeing and other relationships that I support and I'm very encouraged that this data through the first week or two of April we still have quite a bit of absence volume that we anticipate as we move through the spring and so
I think that we're going to concede the cons we're going to continue to see this number grow and I'm encouraged that we're in a position to not only align with your strategic plan and the two areas that we mentioned but I think that this Falls squarely with fiscal responsibility as well I I've got a question if I may so when you were putting together these numbers does Kelly not have to do workman's comp and unemployment insurance is that how this stuff we get the Savings in this along with the ACA compliance because I want to make sure I understand these savings correctly so if those subs were our employees we would bear those costs that cost is bundled into the rate that we pay Kelly Educational Services so those liabilities those insurance requirements all that
has shifted over to the actual employer and the excellent employer is Kelly Educational Services or one of their subsidiaries so do again you're here to make a profit right so we decide how much we're going to pay the employee and you tack money on top of that and say this is what we're going to charge you correct so what do you not have to pay to be able to make this profit margin that's what I'm trying to understand here again I supported this because we couldn't fill the positions right all right and we needed to fill them our kids needed to be taught and so I supported Kelly um just on that thing alone spread that over more I'm still trying to get my head over the fact that they're actually saving us money so
so let me be real clear the overall um I what he was trying to say why it's fair to calculate out the way he did is because you heard earlier they filled 2 000 more positions so we had to pay for a sub 2 000 more times whether we did it this year or they had to do it we had to pay a sub 2 000 more times so if you just compare the total cost it's not Apples to Apples because there's 2 000 more fills so that's why unit cost makes sense like for each particular time we use a sub it costs this much and that's how you could make a comparison to what we paid last year versus what we're paying this year per fill so did we did is the cost savings
is in the unit not in the overall cost of the contract because they filled 2 000 more times question along with that then because what about so in our numbers from last year without Kelly Services I'm assuming include what we paid teachers to cover additional classes and now I'm then assuming those numbers are not in Kelly Services numbers here because they wouldn't have that so we would need to add that on to the Kelly Services the rule of subclass I do believe Eric I know you worked with you want to comment on where the in Lewis Subs pick up I mean they're we have we have that have them the next slide and that is uh that is a cost savings that not is not embedded in this slide so we carve that out as
a separate savings amount so one of the things that's important on the in lieu of the sub that's asking in the existing faculty member to really take on more kids our preference is to have a sub because then we add another person to help supervise and manage and and be with our students um so you know in lieu of sub is really the backup plan if we can't get a regular sub for the classroom right and I understand that but what I'm saying is if we look at their fill rate which their fill rate is great you know some of the schools are at 70 80 some a little bit below so there's still that 30 percent 20 something percent that had to be covered by teachers by in lieu of Subs so I'm I'm
I want to know what that price is and then add it all together so that we can see how much we truly paid for some coverage across the board both years sure um if there are other questions regarding this slide I'll be happy to take them and then I think we can go to the next slide and we'll give you a little bit more detail specific to the in lieu of sub cost I'm done trustee Blake King yeah I'm trying to understand you're saying you shifted the workman's compensation expense management unemployment all of that in the cost of substitute but we still paying for it I mean whether you how is that separate to me if I understood you correctly it's part of the cost of a substitute that well I I couldn't take that
one trustee working I think the what the point was is that like let's say our last year the board raised the rates for subs and it was a hundred dollars a day if you did not have a bachelor's and if you had a bachelor's 125 a day but none of that included these additional like when we say it cost us a hundred dollars that didn't include workman's comp and these other things so they do charge us a premium but they still pay ourselves a hundred dollars or 125 a day and those additional costs come out of the premium that we pay is that accurate that is accurate yes okay and I'm still confused uh you're saying your year-to-date is 2.2 41 million but in February it was reported that we had spent at that point
three million dollars so where's the difference here I asked that specifically and and it was stated twice in February of this year that we were at three million dollars here to date for you folks when if I recall the original deal was our budget was two million you guys were gonna save us five hundred thousand dollars um have you done that uh thank you for the question trustee I I can't speak to the three million dollars I was not privy to those conversations so I'm not sure exactly where that data came from um but I am confident based upon the data that I have reviewed with the district um that if you take into consideration the significant number of increase in total absences that we are filling with the savings that we're currently showing the
total program cost may be in excess of what was initially anticipated but I'm very very pleased with the savings that we're providing the district in return and uh I'm concerned that your presentation is bullied of convention teachers we've got administrators principals both words and so on but I don't see like any comments from teachers I was on a list um it's a message that relates to being included in the presentation but we do get feedback from the teachers we regularly send out client surveys and Paul our teacher communities across all of the states that we support so I would be happy to take a look and see if there's anything specific to the school City of Hammond that we can provide specific from teachers but I would think there would be because I I think
it was trustee Spencer that was they talked about a survey somebody talked about a survey the survey went out the survey hi the survey did go out and we do um have comments from teachers on that survey it's not included in this presentation um but it did send a presentation um kind of a review of the survey results so we surveyed substitute teachers and we surveyed the school district teachers and kind of put a summary of that all together and there were some comments on there from both sides on that particular um review well that's unacceptable it should have been part they're showing your best side we need to see it all we're the bad and ugly we love you because we're basically Outsourcing the job that we normally dead it's like we're having two
employers under one umbrella when I don't see the cost savings because it was specifically stated the 3 million and now some houses and got down to 2441379 and that needs an explanation and then we can match up the invoices I don't I just don't get it I have that survey should have been part of this this before all right I actually have a slew of questions so can I go ahead and let them finish and then I'll ask all my questions because it might mimic what some of the others that you have yeah thank you that that was my question are there any questions on this slide I'm done with this one's on this slide very good please great we'll move to the Iowa slide so this is um graphical comparison of the actual expense
associated with the in lieu of sub uh expenditures comparing 2022-23 against 2122 the orange line is the prior school year as you can see as we move through the school year uh the expense for ilos does increase and then as we start the beginning of this school year that expense starts to come back down and we're trending uh we're continuing to Trend in what I would call a positive direction as it relates to cost savings we did the comparative analysis as it relates to the numbers and we're showing that right now based upon the fact that the beginning of the year was a little lower for the first part of 2022 2122 a little higher for the current year we're currently showing a savings of a little over forty four thousand which is 3.7 percent
uh based upon the way that this Trends towards the end of the school year I anticipate that if the in lieu of sub rate continues to be lower uh than prior year that that uh that Savings of forty four thousand uh could escalate relatively quickly based upon some back of the napkin number crunching that I did I would expect that that number might get into the 80 to 100 000 dollar range [Music] um that's the end of the data slides we can take some questions regarding the data but I want to turn it over to Angie to quickly wrap us up on some things that we're focused on now as we wrap up this school year and get ready for the next thank you [Music] so what's next is during the summer we will focus
on more recruiting to increase the sub pool for the 23-24 school year we are going to retain the talent to provide familiar faces to the students to Aid in Student Success in the classroom we're going to do a proactive approach to fulfilling those long-term assignments as we get them in from the school City of Hammond and then we're going to work on some professional development with our current subpool and then encourage the staff and current substitutes teachers to refer qualified talent to the school City of Hammond and that is the end of our presentation and we'll take part all right all right I know uh trustee Spencer has a list of questions so we're gonna let her go first thank you and I apologize I I might not know some of this that you guys
already know or you may have discussed previously since I don't think I've saw you guys joined the board okay so the 2.2 million that we've spent year to date is that how much we've spent in total to you including all the administrative costs or whatnot or is that just what has been paid out for subs and then in addition we've paid additional um like set costs or administrative type costs yeah excellent question so so our Arrangement um with the school district as we have with all of our school districts is that it's an all-inclusive expense so that 2.24 million dollars is an all-in number and it includes all of the support all of the wage all of the other liabilities that we incur as substitutes our our employees thank you um I'm still I'm still
trying to understand the in lieu of sub costs so where and maybe we don't have these numbers at this moment so you know an email at some point time would be fine I would like to know how much we paid last year in total for sub coverage whether it was through a sub or whether it was through in lieu of sub there's a there has to be a total number for that from last year and then I would like to know what that total number is um you know year to date and this might be more towards you know for superintendent Miller or Mr Kurtz that's not too hard to pull together I think that is more so comparing apples to apples and oranges to oranges trustee Blake King mentioned there was no feedback from
teachers and that's very concerning for me um as somebody within this community and a lot of teacher friends in the school City of Hammond I'm not I'm going to be frank with you I hear the quality is not there so I am concerned what are the qualifications for your subs and where are you finding them at now um I'll have Tiara talk specifically to that yes so the qualifications are outlined by the district and we follow that so right now the qualifications were a substitute teacher um they have to have a minimum of the high school diploma and they have to be 29 years of age or older in order to get higher they do have to go through a background check they have to provide three references which is two two peers and one
supervisor and they also have to obviously do an online verification for employment as well as getting a substitute permits so they have to go through all of those things before they are actually hired in able to work in the classroom once they do that they do go through a training with Kelly education before they go into the classroom so kind of an orientation what to expect these are our policies um kind of what to do in the schools when we get there so we go through that training you know once again we do offer training for the substitutes as they start ongoing training classroom management different you know they have a slew of trainings that they can choose for them to take and when they do those trainings do they get paid for it referring
those are up so they don't get paid for those right awesome but they do get paid for the orientation that they do uh before coming on so they do get paid for that and for instance the summer professional development series she was talking about they don't get paid for that either the well when we do the professional development with them over the summer that will be something that is also um to my knowledge optional for them to attend and we would um kind of do a push to kind of see who always taking those trainings and obviously give them rewards for taking those trainings and acknowledge them for getting that extra information but not anywhere like incentivization for it like a uh what do you call like a paycheck yeah exactly where I was typing
for that no okay and then you didn't address I'm sorry the no no it's my fault the um the feedback from a lot of teachers yeah so the poor quality yeah so um I do appreciate you guys bringing up that that was not including we do apologize for that um once again there was a survey seat out to the teachers and a lot of the things that and when I did the review there a lot of the things that were on there was very redundant about teacher training except it's a teacher training um not having those classroom management skills um and there were also some things about just you know being able to be in the schools and kind of observe them so we took that feedback you know we've been from several schools and
observed our substitute teachers um pushed and pushed and pushed the training classes and so you know you heard from the subs and there was more feedback from Subs about training that we you know could not fit on that one slide but they are taking those trainings and you know that was something that maybe initially wasn't pushed as hard um but once we got that feedback Movie that that was something that needed you know now we know because we don't get we don't know fully what's happening in the classrooms until we get that feedback and so the feedback tools that we have um letting us know through either your administrator at your school or through one of the things that we call origami letting us do that feedback lets us know what next steps we need
to take to make it better sure um I know sir you mentioned that you've watched a few of our most recent board meetings um I'm sure you've seen we've had some long-term Subs who have voiced their concerns and they're they're fulfilling the role as a teacher as a long-term sub but then they're being forced to cover classes on their private planning periods can have we found a resolution for that um I have not seen those specific board meetings but I will take a look at them I think that when we have that type of feedback as it relates to what the daily responsibilities are for a long-term substitute we want to work closely with the building to ensure that we're on the same page as to what those requirements should be and then manage towards
that it's not unusual for buildings to ask anybody in the building for assistance and we just want to make sure that that's aligned with the expectations of the individual that's there to perform the services that we provide sure I I did respond to that an email to the board after I talked to tr we had a meeting maybe a week or two ago and to that particular comment in not everyone may love this but an hourly employee is an hourly employee if I if I need an hourly employee to go here to do this subject as long as it's not you know it's within their shift I can pull them to do what they need to do and and so if it's within someone's shift and we're not doing this in any callous way it's
because there's a need and we we do it with support staff we do it with uh occasionally with paraprofessionals but we we do what is needed and and that's always been that's not a new expectation that's always been an expectation I'm just saying that's not a Kelly thing that's been an expectation for long-term Subs way before before Kelly that if a principal said I need you here at this time that they say Yes um there's no punishment involved if they say no though it's not a punitive situation if someone says hey I really can't it's not is that accurate from our conversation Tierra yes all right I see any question that I was under was that they weren't really given an option they were being forced to cover classes on their prep I mean if
we're if they're a long-term sub and we're asking them to do the duties of a teacher as far as grading curriculum planning and things like that I think to force them to give up their planning period on a daily basis is just unrealistic and that seems to be um what what I was understanding was happening I'm sure it's happened from time to time I mean but put yourself in the shoes of a principle I mean what do you do and I'm not talking about here of course we all even teachers cover on their planning period here there it was my understanding it was happening like on a daily basis so we're asking this long-term sub to do all the daily work of a of a classroom teacher but then we're taking his or her prep
hour away to do that work the extra work they have to do taking that away on a daily basis that just doesn't seem you know realistic for them to be able to accomplish what we're asking them to accomplish right understood wouldn't that be the same for a teacher teacher for their prep period can you fill in over here they've now lost their prep period and we do compensate them but it's the same type of issue right like I said on a teachers can say no for one and it was my understanding that some of our long-term subs and I think it was dependent on which building they were in they weren't given the option to say no they were being forced so that's a difference to be clear we we could ask a teacher to
to go to anything again they they are under contract and their principal is their boss we don't do that as a rule we don't force people against their will to do anything that's not a it's not a good situation but but I will I will just say for the record that schools do have the authority to ask teachers to cover and it's the principal has the right to do that um we've we've discussed this with the Union representation it's not something we want to force or push or anything like that but if push came to shove and there was an emergency situation that's that is within a principle's purveyance to say hey I need you I need you here and again I understand an emergency situations and here or there I'm not saying that I'm
saying to force these long-term Subs every day out of their prep hour does not seem like we'd be setting them up for Success if I was not clear sorry those are all my questions package thank you trustee are there questions from the board president um I think trustee Murphy Beach are there oh I'm sorry oh okay she's deferring trustee boy King thank you uh question what was the percentage of substitute teachers you inherited and basically what were their qualifications and I raised that question because if I heard you correctly they only require a high school diploma they won't moving to 60 college credits and could you expand on that sir ma'am yes right now it is a high school diploma they do get a different pay rates from someone who has a bachelor's degree and
so the people who have a bachelor's degree get a higher pay rates so what percentage I mean I think we need a breakdown [Music] of high school as a high school diploma are in what schools that that sort of concerns me yeah and they might have a they might have an associate's degree or some college hours um students pay that in your presentation what would you present and uh so again how many Subs did you actually inherit that we literally gave you off the bat when you to 102 we have 102 Subs when we started the program you have how many now we have 209 so it's it's us we're going to have you over 50 just about of your uh staff making this kind of money and of the 102 that you inherited I'm
almost positive they were College credited folks when we're not high school diplomas so again there's a caliber of 60 teachers that week excuse me electing and then my other question goes into um trustee playkin can I answer that point before you go on to your next question yes sir go right ahead I'm sorry okay no problem um they they asked us what our criteria was and I've been in Hammond a long time all and it's Indiana rules that all you need is a high school diploma to get a substitute license in Indiana um and we historically we didn't even pay more for the the advanced degree we created that as the board and and added that separation when we increased the the pay rates um a year and a half ago but it even had
a provision that if someone didn't have a high school degree but the principal would vouch for them they could even be a sub so like we had very minimal standards in in the past for they they this is not a if your concern is that that is a long-term thing and and Michelle and Eric you've both been in different school systems I'm pretty sure everywhere it's just a high school diploma to be a sub is that is that your guys's experience Mr Miller I served your Hannah from Chicago and Gary and I don't know how many years ago that was but I was I had to have a degree or at least an associate degree well I don't know what year it started that a high school diploma was was the requirement but again we're
learning our standards that's my whole point of this question you know we pay for it I think we have a response from um I I think we have a I I think I have more information for you if you hold on I'm sorry go ahead go ahead trustee Blake King you asked if we um Mr Kurtz and I in our other districts had the same type of requirements we did too we had those coming out of high school and then we also had differentiated pay for those that had a bachelor's and More Than The Bachelors so that's that's in the districts I've been in that is the usual separation Mr Kurtz what about you no it's the same I mean it I'm not sure when Indiana changed their standard if they had but at least
for the last 15 years to get a sub permit uh you simply needed to be 18 years old and and have a high school diploma or GED I appreciate those comments however my concerned exclusive handling I I could care less what other districts do it's about standards and we don't we didn't have to accept those standards did we really did well that's my whole point and um my one final question I could uh go back going back to trustee Spencer's questions regarding the subject we're going to get that data okay thank you on that and uh oh my god um that's all I have for right now because I can't read my own writings we'll get a little late guys I understood all right trustee Murphy Madam president um I hate to do commentary but
I'm going to why are we putting a burden on Kelly that we don't even have on ourself so we're like what are the qualities of your subs so with five kids that went through the system I still remember there's probably going back 15 years you talked about it um I'm doing Science Olympiad over at Morton High School and I'm shocked to see someone that just graduated high school as a sub their new standard is they have to be 21 they have to be a high school graduate and they have to be able to do the permit and they have to pass a background check so that is so much more than what we used to it used to be I have to cover this um I know you graduated high school can you come in
cover for the day we are doing so much better than we used to so I submit that the quality of what we're getting Now is better because of the standards we've given Kelly Kelly has raised their age limit they're not just saying hey graduated um high school but you have to be 21 too because as the kids just don't respect them if you're 19 years old and trying to sub it's not going to happen I've seen it um they give rewards when we start to do apples and oranges School City came and can't have these fares and say hey you've just won a toaster from you forgot all these days in a row you've shown up for work in the whole bit I I like those of trying to get the people in here now
for the questions on if you come back for us you gave us the data um how you almost where we were pre-covered in numbers do you think you can keep up with the progress and why on getting back to those 82 90 and above fill rates yeah thank you for the question trustee um I'm confident that we can and and the data that I look at informs that uh you know robust uh commentary um I think if we take a look at the current program fill rates that are now um running 20 26 17 percent ahead of last year we take a look at the pre-pandemic numbers part of the equation is going to be what is the demand because fill rate is just a function of how many substitutes do we provide divided by
the number of substitutes needed so if the need for substitutes continues to increase or accelerate then we would need to increase or accelerate at the same Pace in order to keep the fill rate the same but what I think I'm seeing in the data is that we are in a position where we've not only helped fill more assignments but we're seeing more teachers being hired which reduces the need for substitutes and so as that demand starts to come down a little bit and we continue to grow our active substitute pool and we continue to increase the number of daily individuals working within the school district that fill rate will continue to rise all right my other game we don't have to go back to the slide the slide on the fill rates for the different
schools yes my first question to you are we giving the substitutes a right to refuse to go to a school okay so yeah great question so the um the way that the the system works is is that the substitutes have control over the assignments that they choose so the absences by the teachers and the educators are put into the technology and the substitutes have access to that technology and they self-select those assignments that are most conducive to their desires and their schedule we do not place any type of restriction as it relates to where they can work typically or where they cannot work we do incentivize them sometimes if we have a school for some reason that's underperforming we sometimes look to incentivize them and give them a reason to take assignments in those buildings
and there are sometimes as Tierra talked to us earlier you know incentives and Raffles that we do just to generally get more people involved when we know we're going to have increases in overall absences which typically happen in the December time period as well as after spring break in May yeah like for Super Bowl Monday they had an incentive for people to work because we know we have a lot of call-offs on Super Bowl Monday so there's a couple other times where they I've seen some of the communications where they've had incentives where we know we have historically High call-off call-off rates Apple track is the system they use so the same system we had in Hammond for for many years is the same thing where Subs log in they see the postings and they
can select the posting then it comes off the board once they select it I guess that's probably my biggest concern with all the data you've got a couple of schools there where it seems like the subs don't want to go to and how we're going to is he talked about how he wants to change that Trend I don't know if we gave that leeway I would hope we didn't it was like you going to the school or else type thing or you're not going to substitute for us anymore so that would be again we can't it puts a burden on the teachers if you have a school that has so few substitutes going to it that they have such a low fill rate then you've got more teachers who's doing in Lewis hubs and that's
an extra burden so that is something I hope we can keep exploring and trying to get those numbers changed that we can do something different for next year well I do recall from the presentation a year ago we only had three schools that had over 70 fill rate and you're absolutely right this year um I I can just say for those benefit of of one of the main reasons we the we presented this is one of the main complaints I got last year was that teachers were burned out because they had to cover so many classes like I mean that was one of the main things that that that that was an issue and um and we had staffing issues that this year is better it's not perfect but we had even more vacancies last
year we couldn't get Subs in after covid the student behaviors were rough it was a bad situation and so I was directed to fix it and the best way we could find to fix it was to find a partner who specializes in this oh I'm not arguing I just want to see that Trend continue moving in that direction obviously we need to do some more discussion about how we can do that that was what my comment was coming from and I'll mention that if we had to if we had 109 or 107 to start the year I don't we don't have any staff member who could devote enough time to grow a hundred Subs in one year like there there is no way like that's one of the biggest benefits of this is the Tiara
right there is that she is here working with us and this is her sole responsibility is to grow and support our substitute teacher pool in a way that we don't have any in in schools City of Hammond resource it was an additional job of another person who had a whole other list of jobs and so this is i that's that's a real accomplishment that we doubled our sub pool basically in a year that's a really good thing trustee Murphy if I might um this this school level data is very important and I did call out the one that we saw um a little bit of the the decrease and we'll continue to monitor this and provide updates that you know that's important for us we do that internally but we can do that uh with
the board as well so that we can continue to monitor the progress and it's not unusual for for those numbers to kind of ebb and flow between schools over a period of time but the fact that that so many are improved and we have the 12 over 70 percent and only one that saw any significant not even double-digit loss in fill rate opportunity for improvement no no I am congratulating you on all that growth okay but it's like us we have to disaggregate the data yeah and then we have to say okay we have to work on this absolutely so if it's just that one data point could after school's over if you could give us some data in June absolutely I mean that's that's that's something that we do as part of our support
to the school district is provide a year-end review with actually much more comprehensive data set but certainly the school level perspective is something that we would definitely include in that right thank you I have nothing further all right I have one question and this is to Heather can answer it have we hired anybody from Kelly Services yet I know that that was an option that we had um to actually bring for somebody over you're not not anyone knew so people have gone higher but they were your subs prior to Kelly coming on board but you have not um incurred a charge or anything for hiring in one movie that we've hired okay okay I was just curious about that all right are there any other questions from the board Mr President uh trustee Blake green
this comment is for Mr Miller [Music] who was born back in 2019. I do recall okay well we knew going in the issue of consolidating schools it's not negotiable we just had to figure out how correct then we were stuck with a question from them regarding our payables and how are we gonna start addressing cutting back on our pale and this is this is what scares me when we Outsource and this you know three I heard two conflicting numbers so I don't know what to believe probably overspending I mean I recall Mr kurd's comment that you look at the newspaper are overspending about my first experience you know we have to be mindful that's why we're spending our money especially moving forward when we perhaps might ask our taxpayers for more well that's not concern
I know that they told us and remember when we were stumped when this team spoke up and said oh by the way we have been discussing that am I correct Mr Miller looking at our payables and how we can stop some good detention and move forward in that and and since then I just sit here just going bum rush make it and and that is my concern and that is my sincere concern that we do not get in any trouble okay and we have to be more delivered in our spending and it has to make sense this does not make sense to me and uh it's just as simple as that and I appreciate you allowing to make those comments sure no problem I guess my feedback on that would be is as evidenced by
your earlier comment with like the Hammond Central Morton signage there are many things that we wish we could do that we have held back with restraint on because we haven't had had the funding I'm happy to provide the total cost to try to make it a little clearer but I think if you if you compare the cost we paid and they and if we filled those positions an additional 2000 positions last year you're going to see that there was a significant cost savings and that's what we want to do we want to fill positions like we want to make sure that that we're doing that I do think there's some internal things we Mr kurtzen I have been discussing about the in lieu of sub procedures and there's been some double counting I believe that
has happened in the past that if a teacher takes people from two classes they're paid twice even if it's one kid from each class and that that really wasn't the intention so there's some things I think that internally we can clarify with everyone them to to overall improve the cost savings but we've done a lot of things you've estrogen I'll give you credit you know we've reviewed a lot of contracts and every time something comes up we we absolutely look and see what the best value is but this to me this has been a big win like I mean to be able to say we added 100 people in the sub pool in full filled 2 000 more positions I can't stand here it's all about standard too Mr Knight you have to consider the
standard sure yeah we had no training opportunities at all for our subs prior to this yes it's voluntary but like that that that wasn't anything we did at all we had nothing um so there's a there's a lot here that um that I think does have value but that's I again I will get the data that's been requested in the answers to the questions that have been requested tonight thank you all right thank you all right thank you tier are there any other questions from the board Madam president trustee Murphy This is a comment not question at some point we have to say what is the cost to make sure our children have someone in the classroom and that they're safe I mean this is one of the reasons we did this we can argue
over whether or not it saved us money or anything but at Edgars we had a big problem they were going to e-learning all the time because we didn't have enough people over there and then that's not happening anymore and so those kids are getting better Services because we have people in the classroom so sometimes when you start weighing your costs sometimes you get away in the direction of the child and what's best for the child thank you all right any other comments or questions all right hearing none thank you very much for being with us more time this evening I think before we continue we'll take a just a five minute break okay a seven minute break all right seven minute break as per trustee Candelaria but oh [Music] foreign [Music] foreign [Music] thank you
[Music] [Laughter] foreign [Music] foreign [Music] thank you [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] [Laughter] [Music] thank you [Music] foreign [Music] ER [Music] all right our fourth presentation tonight is from our assistant superintendent Rhys and one of the tasks when she took her previous position as assistant superintendent of Human Resources was to create a handbook for extracurricular activities and in all our research we could not find anything like that that had Baseline expectations and performance standards or anything about what should be expected if I is exclusive to him an employee am selected or elect to take an extracurricular position so with that said Michelle why don't you share with what you've you've created is this just for sports or is it also it's all extracurricular
extracurriculars yep I mean uh superintendent Miller the trustees um tonight I do have the privilege of sharing the new School City of Hammond extracurricular handbook this handbook was created by committee and will be Revisited annually just like any other handbook that we do have so I'll turn to the next Maybe is there a certain way Brian I'm hitting the down button I'm gonna go through this case no page no appears like it's on CE they work on that I know it's been a long night trustees but um the other option is to go back to meeting weekly so sorry just trying to hold the documents keep going so 224 Pages you're gonna go through each one right I was the faces I got is going to kind of highlight as I go through so it
didn't take that long and hopefully I can answer your questions afterwards okay all right so agenda I'm going to introduce the committee that was um with me during this whole process I'm going to look at the student participation part the school Activity part and you can see all the agendas below so I won't bore you with those details but I'll quickly go through as much as I can and stop me if I'm going too fast our name members consist of the following Linda full locks blue geekus Jeremy Hicks Sean Kinsey Ed clay pack Christopher Moore Dr Amy Rausch Anthony Salinas Stephanie Vargas and David Voda and I want to thank each of these community members because it took a few meetings meetings get this handbook created so let's begin with student participation we believe that
student participation extracurricular activities is a privilege and that is also in accordance if you look at the Athletics according to Issa rules and regulations So within this document it talks about also school activities we believe that one member of the coaching staff should be current and certified in CPR and AED and we know that the Board of Trustees do not limit the number of extracurricular activities our students can participate in but we placed a new handbook the class unless due to financial and or legal constraints so that's something I wanted to note in that section also within this section please note that the Board of Trustees must approve all out of state and Country travel I should not all to read overnight yes positions by teachers should be encouraged and provide the opportunity to read
these activities and we know that compensation for these positions is within the master contract we find the opposite assignments are on a year to year basis where contracts are provided annually through the HR department positions alternative pending availability of facilities student interest and participation and other necessary factors and that was one thing that was highlighted several meetings is the the amount of students and participating in who should or should not get that compensation so that you will see within the document as well selection and assignment procedures are outlined within the handbook and criminal background check of course is required you might ask about volunteers volunteers are appreciated and welcomed however all volunteers must have prior authorization and we did put in there be at least 21 years of age background checks is also required in
that to be a volunteer and responsibilities are assigned by the head coach volunteers are not considered employees of the School City of Hammond and can be discontinued at any time at the discretion of the building administrator and that was one of the things that they wanted to make sure was placed in there that the building Minister had that final decision case something would happen with the volunteer next this one is huge and this is something that they found is needed that a committee to review and evaluate school activities will can be composed of one administrator one Ed and two coaches from each of the high school as well as a representative from HTF will convene early yearly sorrowly sorry about that committee will work under the direction of the executive director of secondary education for
the purpose of reviewing the conduct of school activities evaluating effectiveness of the policies and procedures governing the activities program receiving and reviewing requests from the building principles to drop or add programs and positions and to recommend to the superintendent Board of Trustees any changes in the policies procedures Staffing or compensation and again looking at that we discussed uh should we have a middle school and an elementary and we just felt that even though this encompasses K-12 that we just put one sole committee primarily most of the extracurricular business are high school related that that committee can get the feedback from elementary and middle school and still be able to act if the board wishes us to change that type of wording I know that we're up to that as well but again they would get
the feedback and the information from the other levels you'll find that sorry sorry what page are you on I am on slide eight oh eight okay sorry trusted by King I am kind of going quickly I know it's a long evening evening no problem I'm sorry that's okay uh following criteria will be used in judging to begin or delete extracurricular activities this is put in there participation the facilities itself available finances availability of staff the community and staff interest and support as well as availability of a schedule to be placed within other programs or activities that might be going on at the same time each school is expected to keep a detailed report of all income temperatures is next on the expenses and financial reports must be submitted and audited each school year and this
again is just to help balance and maintain the public confidence in the schools utilizations or funds the next section deals with scheduling cancellation there's two groups and fees and just to highlight some of that the athletic director is responsible for scheduling all the activities unless it's and move those are looking broadly at Athletics but the other programs such as robotics such as the person in charge the sponsor is as well coaches and sponsors must submit to the principal's schedule of activities and performances to be conducted for the duration of the extracurricular activity and this is where again it's just checks and balances and making sure things are occurring and that we're just not paying people to do something that they're not actually doing when school is closed all school activities will be canceled but the
superintendent does have the right to approve travel and participation if deemed appropriate and safer students and staff with ihsa rules and regulations at that point I have a quick question yes where it says when school is closed is that on like an emergency basis yes or like if snow related if it's too bad for us to go to school then we usually traditionally cancel those activities unrest you know all of a sudden The Sun Shines and superintendent says yeah you guys can go ahead and I'm just making sure it wasn't like you know because we have breaks school breaks and smaller clothes but our teams still have practice correct again like also tournament season and school will get canceled and they really need to get on that say basketball court to practice the superintendent is
at right to say okay it's safe at this point of the day for them to go practice so again it's all weather related or something happens or they're like go eating or something like that that would cause us to close school um these two groups are organized and can be organized and encouraged to provide support to our extracurricular activities so there is a section on booster groups and allowing them to be formed the next is employment assignment and evaluation of personnel employment is recommended by the superintendent to you who are board approved and as stated earlier compensations providers outlined in a master contract and in this handbook evaluations are completed annually on each of these coaches and sponsors I do know the coaches were done annually last year but again now I'm lumping in sponsors
and everyone else to ensure that again we look at the overall performance of the response on how well they do to give us the results that they do on an annual basis it is you have a special category that is the spot the Citywide sponsors so that would be the Legos science associate in chess yes who will be doing their evaluations the directors of special education special ed directors of secondary education and director of Elementary together also is Our obligation in the next part to maintain the facilities at a level consistent with a good appearance efficient operation and the safety of students staff and the public and the principals and the director of facilities and maintenance and grounds are responsible for ensuring that they are properly maintained so there is a section on the facilities
part in there the very next section that he and look deals with concussions and we want to ensure that our students are safe and are concussion free when participating so there are protocols in place to ensure that this is done and you'll see at the back of that handbook there's appendixes where there are forms there are concussion forms and protocols within that as well job descriptions on bed within the document that's kind of what I found when reviewing some ECA handbooks which there are very few of those out there but again those were head key keywords in there so they just embed them but you'll find that the majority of the job descriptions are new appendix we do address social media and communication especially with our student participation especially with students who participate in the
sport or Athletics in the sport or extracurricular activities sorry and again it's highlighted within this section of this handbook individual electronic communication between coaches and students is highly discouraged and we do state a policy in there about that the recent one that you guys just did so I've stayed that policy number within the document and at the end of the handbook there are two table of contents there are forms which is one table and another one which is job descriptions for all the ECA positions again it was found that some people didn't even know what the job description of what they were performing or what they were asked to read and didn't know what they were responsible for so that's what took the longest to get the ECA handbook going I actually had the the
small portion the 27 page when done earlier but it was grappling all the job descriptions some of them were very old and so we updated them and so it took us the majority of this year to this point to get the final one done which was done last week um we hope that this handbook is utilized by anyone who is assigned to an extracurricular as it helps answer questions provides the forms needed to fulfill the extracurricular position and the job descriptions but I do want everyone to know we know that it isn't perfect rewards going to need to be tweaked along the way however we do feel we put our best foot forward and we feel it's a great start but we do know that there will be some that will need to be added
along the way so again more members I do apologize I feel like I rattled um I know it was late and I know the sections that I highlighted with the sections within the handbook and I can entertain any questions I'll just say thank you Michelle I mean there's over a hundred job descriptions in this handbook many of which did not exist at all no and all had to put in a consistent format and it was a big lift to get this done so thank you for bringing it to this point more time hello thank you to the community said I couldn't done it without them and they were integral in making sure they were okay with what was being placed in their handbook it was interesting to hear them talk about well almost as a
reason I know they don't do this at this building but yet at this building they do we do need consistency so they spoke the same language we all did and they felt that this will help make it more clear and consistent across all schools is it going to be perfect in the next year I will tell you no because it's going to be the first year we lay it out but hopefully when it comes to you next week you'll approve it and then I can get in the hands of our coaches our hands of the ads and in the hands and principals talk the principles through it and then we can move forward for it to be foreign uh typos can those get done after we approve it yes okay yes thank you is there
a couple in there because we really well the second page I checked yes oh shoot you don't know how bad Mr Murphy could have been all over that document okay again it's 224 Pages you did a yeoman's job here I mean I knew you were working on this this is better than I ever expected well needed exactly what you said some schools are doing stuff Santa um I would add on I do you have a template for an evaluation yes are you going to provide the principles uh the coaches already have one in there we did those last year that was mandatory um and then um the only one we don't have right now is the sponsors and that's we could utilize what we already have and we may do that to start the school
year since I'm in the transition here right um but we do have one all with two that we could use yes yeah I would suggest with the sponsors we're talking like chess Lego sciences that you talk to the district coordinators to see what they believe is the minimum of what a sponsor should be doing okay and that way for next year when it starts practices um at what point one of the things that happened during negotiations and I'm not trying to negotiate in the sport room is they wanted to compare athletic coaches with academic coaches there is no comparison um what they need are two different things and I hope we can get away with that because the first thing that happened is while the high school coach of this one sponsor should be paid
like the high school coach of this and I'm like no they all should be paid the same because they all have the same season they all have the same days per week they're coaching they've got the same tournament schedule so I hope as we start looking at these sponsors that we say they need to be treated evenly so that's Legos that's chess Science Olympiad this shouldn't be paid differentials unless it's the one we've already negotiated they've been here extra years and then we give that little bit differential for subsequent years and I know that's not part of your discussion correct but as we start going through this stuff that's something that needs to be fixed and don't compare our Sports and academic coaches they're just two different animals they again I talked about Ireland was
the last one to do it she actually asked them to turn in their hours and so that way you could actually see what are they actually doing because if I take a football coach all right or a soccer coach after that two weeks of school's off that season starts in the summer through the whole summer through the whole fall into whenever they finally get out you can't compare these with academics which are totally different I'm done yep and many of them oversee training regimens in the off season as well great um I again I just want to commend you and your committee for a job well done this is wonderful and a lot of work went into this I do have one question um is there any acknowledgment like to be like to sign off
on like the coach or the sponsor like people that are accountable to this like when they get it can there can there be a yearly sign off that just says like yes I've received this item because a lot of the the folks that we deal with are it could be volunteers right you know and that sort of thing too um just so there's acknowledgment that like a new like a new accountability sheet should be collected every year kind of thing that they they do have it like is there any thought on that that was a good question no not that didn't get brought up so that is a good uh suggestion for that yes okay I could see where that would be beneficial and again just you know right I'm just throwing it back there
no no but that was a good suggestion that was not brought up okay questions from the board Madam president trustee Blake King well I have two questions I guess now I see you've listed the jobs and that's with that saying must be the the list for the uh identifying all of our extracurricular uh activities programs yes yes all that are listed in the master contractors seat breaking so if a parent is this for parent news or or is it just for it's if there's nothing Secret in there we can have it online is if a parent wanted to find the best program for his or her child is this the document to look at and it tells him a description yada yada yada this is more for employees in in school city Folk to um
know what the expectations are for all these different positions that we have well at some point listing all of our extracurricular activities if it's listed already I just don't worry just because I became the assistant and then the other part to that is the sponsorships for some of these activities now again I didn't realize there was an actual beat to participate in some of these activities and uh right here's just to add another Duty um if we develop that list of all the extracurricular for the sake of the parents and the cost uh can we somehow find ways to help because I know I don't know the only reason I knew there was a cause Associated to robotics I received a sponsorship letter and uh that blew me away of course I'm not participated but
I didn't know that but was there funding is there something uh really help these kids I mean when we had their presentation of all of our uh you know we awarded all our kids I would have liked to see that number tripled probiotics and chess because of what they said it provided for our kids critical thinking and all that and if there's more of that of course we could see it when they're uh in their academics and their classroom participation the whole nine yards so if we can develop that list when you have amazing beings for parents assist them in finding funds so that their children will participate is just a thought dancing I have a couple thoughts I have on that I like the idea of having a list with all of it and
one thing Michelle is already working on that Dr ship started but we haven't just brought it across the Finish Line just yet is a handbook describing like all of our program offerings and course offerings and descriptions we could absolutely have a page in there that lists the extracurricular activities and Associated costs as far as the cost goes um we we do examine those pretty closely typical ways that schools can pay for extracurriculars fundraising is probably the biggest one so a big part of a lot of extracurricular experiences is the kids do dinners and fish fries and fundraising in Hammond the um you can get about five hundred dollars to cover costs for through the city if you apply for that anybody remember what they call that but they have a thing where you can go
yeah a voucher and the other thing that we don't have very well developed in Hammond that a lot of other communities do Michelle mentioned earlier is a is athletic boosters or extracurricular boosters where if the team needs something they don't they go to their their boosters and they they provide things for the team or they take care of kids that maybe financially distressed you know they have they have a lot of talent but Mom just lost their jobs or they need help like so that's something that that overall I've had some conversations in the past year about we gotta we have to develop athletic boosters especially we're down to two high schools now to be able to have that resource for our kids where again a lot of other communities do have that resource and
we we don't right now okay trustee breaking the handbooks that we are creating so far are the middle school and the high school so those I can't include the page in there about all the extracurriculars there is not one for the elementary yet okay so that would be have to be forthcoming but at least the middle school and high schools where predominantly our extra curricular activities are it and that's something we're looking at having I'm sorry did you say for the fall or just their work in progress no I'm hoping by June okay awesome in the end of this month that we do the Public Works section then um the guy will present those handbooks to you awesome thank you that's the plan other questions from the board two cents on costs it's hard so
I'll give tests for example there's no cost to play chess if you want to stay in your school there's no cost all the schools have boards but if you want to go to a tournament it's fourteen dollars if you qualify and you go to state then you've got hotel rooms and the whole bit um so for like when my kids were in Legos thank God it's rechargeable batteries now it was twenty dollars a week on those fancy photo batteries for the team but it's really difficult so football it might have been a hundred dollars because they had to help pay for the conditioning of the helmets for cross country it was 200 for the track outfit so it just I I think that's going to be a difficult document to put together because different schools
have different levels of boosters so if someone has a really good football team and a basketball team and they've had all these Gates and stuff they help out the other sports like when my son played um golf for some time they didn't have to pay for the green fees because football paid for it well really the way I could see it even if it's a separate document in my mind if all fees should be approved annually by them right so um if if it's something that we have to tell coaches that hey you need to plan ahead for what your you anticipate your fee is going to be for the next year now a lot eca's Eric correct me if I'm wrong but those are not included in the the new tuition line item that
the state has put in their budget right we can still charge parents ecas in the new the new budget right I would think so I haven't actually read the final version of that statute okay it hasn't been signed by the governor and I haven't either that's true it hasn't been signed yet what I'm referring to is it did pass both houses and it's on the governor's desk that there's a new line item in the state budget that we cannot charge um like textbook fees yeah or even like Chromebook fees to our families anymore it's not going to be retroactive but it'll be like from this school year next school year forward we cannot charge but they're going to provide funding through a line item that that's basically your budget as a school for textbook adoption
or whatever you want to whatever you want to use but I don't think eca's I think you can still charge but for easier other questions from the board any other questions from the board and again thank you for letting me ramble thank you so much Mrs Reese we appreciate all of your hard work on this all right okay we are on to our final item in our last board meeting we had the board compact before us and there was a motion to table this particular item um rather than take it all in one bite I'm wondering how everyone feels if we do maybe just the first four points and we will work on it across a series of meetings over the next few months until we kind of work our way through the entire thing
and then maybe that um will allow some more conversation on the on the under just the given points then if we try to look at the whole thing as a whole um thoughts from the board on that I guess it depends on what people's input is so right now I can tell you the first four I have zero because I've already given you all my input now if someone wants to say hey maybe we need to Wordsmith this a little bit I might come back and say okay maybe yeah you need to semicolon there or or change this type thing but to me we've already done tons of work well I I like your idea of President Miller um especially for the fact because trustee Blake King again like I stated was not there when
we did this so this at least give her an opportunity to you know give her opinion on it so going to the by fours I like that idea okay you cannot be here till 11 at night um and and I will state like there were no one emailed uh any questions or anything like that uh since the last meeting um there's you know there wasn't there wasn't any discussion on that um to kind of kick back to to trustee Murphy um trusty Candelaria do you want to are you okay with going at it by fours or do you just want to go at it what are your thoughts well we've already went over it like numerous times but I really have like nothing else to get to it we've already worked on it so I'm
open to what you guys are thinking okay um trustee Blake King my fours would be a good start okay great um do you have it do you have the copy with you I go to the screen you got it on the screen um does somebody want to read do you want to read has any questions on the first four points yeah that's that's true so they're part of the recording so people can know what what all is included I will quickly read number one all right thank you number one I understand that my basic function let's let's start at the very beginning yeah let's start let's start at the whereas too but it's in board docs yeah let's if we're gonna if we're gonna walk through it let's just start at whereas on page one
okay and then maybe tonight's the Preamble yeah just the Preamble tonight building a sustaining trust among members of the School City of Hammond team requires time to develop relationships with each other trust requires constant nurturing and energy in the relationship between a school board and its administrative team a deep understanding of one another's roles is of the utmost importance all right anyone have any questions or comments or feedback on the first whereas is this the first floor we're gonna do for example um well there's been discussion that maybe we should try to do the whole Preamble uh tonight or just a preamble I'm not aboard a school board agreement one two one sure I mean if everyone's in agreement we can just try to get through the Preamble tonight okay um is that okay emotionally
all right let's just wait was almost 10 o'clock all right my only concern with the first one is the word trust I think it's um it's it's non-existent non-existent when you talk about developed relationships non-existent but um I I don't know what you want us to do I can't critique this I mean it doesn't exist it's flawed in my opinion so that's all I have to say on that well this this document is our goals right what we're we're hoping to get to as as a board these are these are our goals these are our expectations for one another where we want to be so what was the expectations are based on current relationships those those relationships don't exist right now right this is the goal again don't just move forward for the sake of
time no we want you to be happy with this when we finish the Preamble today period that's all I have to say almost absolutely no sense to me and so here's what I'm going to say um if all five of us are not in agreeance with this document then then we we shouldn't have it and that goes across all five of us board members need to be in agreeance of this document so I'm saying right now if we don't have five to zero on this then I'm not for it no I don't trusty Blake King right now is saying already we're only at the first whereas that she doesn't agree with the whole thing but but we don't want to deal with the whole thing we just want to deal with the first whereas but
for the sake of saving everyone's time absolutely we're going to sit here and go through this and she is already saying she's not gonna agree with it Madam president trustee Candelaria so in the future if I don't agree with something or I have a problem with it if you don't have a five to O vote it's not going to happen is that what you're trying to say trustee Spencer no that's not what I'm saying but for this particular document that is pertaining to the five of us okay that I I think it needs to be 5-0 but that's my opinion you guys don't have to agree with me okay I'm telling you my stance on it okay will a son interrupt one another okay I was answering no no I know you were answering Madam
president so I want to try sure if we ever do have anything else that regards the board and I do not agree with it that's how it's going to be for now on is that what I'm understanding so what I want to say about this is it will only be successful if there's a spirit of of of compromise and a want to right so the objective here isn't that I get everything I want or trustee Candelaria gets everything he wants it's can we come to an agreement on things that we can live with can we get to a point where we can we can compromise on things so that we again have a set expectation for one another as to how we want to interact and how we want to how we want to lead
but in leading it doesn't mean like if everybody got what they wanted all the time exactly the way that they wanted we'd be going five different directions but in that my my good idea and your good idea come together and we work through those things and we come up with a really great idea that we can move forward with but it was that compromise the fact that we were willing to put in the time to try to find a common ground right and that's what I'm I'm suggesting I just want if we deal with just one point at a time and we can we can we can compromise and we can agree at one point that puts us one more Point closer to where we want to go and if but it does take I
believe that Spencer trustee Spencer is correct that everyone is going to have to give and take in order to get there and I agree with you because there's certain points in here you talk to me into and in the spirit of compromise right I said fine I will agree with it I don't like it but I'm willing to compromise and then you know and that's what you just sometimes have to do so this the first whereas all it talks about is building relationships and Trust requires nurturing and energy it's not a ding against anybody it's like this is strive for it's just that's what a wear is it just restates things it doesn't mean anything other than that as a whereas Madam president trustee Blake Payne it's all about perception and how it affects as
an individual I'm not to compromise anything that's going to affect my integrity and the Legacy that I have already developed in this community well you speak of a common ground we're kind of brown doesn't put something in writing that targets one particular board member and gives a super majority but right to dismiss that board member because he or she doesn't follow this this whatever it is wordpack to the letter it's it's Democratic you know um when I go on and on there's no need for them putting a document together that's going to police ourselves and we already have that from the state and the state does not have any enforceable language in their cultivating but we want to put an enforceable language than this if the state didn't do it why would the individual students
that makes no sense to me so um compromise I'm not going to compromise my integrity common ground it's not about children then I know we are not the common ground okay so if you believe that this is item number 29 is what I compromised on I did not want it in the document at all but I I compromised on it there is nothing in this document that allows any board member to dismiss another board member we are duly elected by our constituents here in the City of Hammond the only one that can dismiss a board member is the lake Circuit Judge that's the only person that can do that this stuff just says that if someone says let's limit the discussion to the moderate hands so we had a resolution that we approved earlier well
the discussion should be about the resolution and that's how you limit discussion it's just pure Robert's Rules of Order a censor there's absolutely no way I personally would ever approve one but again you know that's a possibility for board members so if it's item number 29 that you object to we can strike it and then start it from the beginning and work our way through the rest of the document foreign [Music] I thought we were actually taking one two three and one two three and four and uh beyond that uh I have an issue with number three because when but we're not going there okay this Preamble as it is stated um so paragraph number one the whereas you had a problem with the word trust is there a synonym to the word trust you
would like to insert there instead no I want to see actual action don't don't put these following words on a piece of paper when we don't obviously trust each other but that's not what it says no evidence I don't believe we're even counted this meeting is is to this length um I'm exhausted I don't know about you folks not exhausted and this even adds to my exhaustion so Madam chair I don't feel like discussing any of this at this point it's late this is ridiculous for us to be holding a meeting at this length wow I just say scrap it it's a it's where it's a handsome handle just eliminating 29 is not enough I mean the fact that you put it there insulted me that four or three or whatever but we need that
there isn't that's an insult there's no compromise there's no Common Ground I'm tired and I have nothing else to say but to remove adjournment hasn't been called for so should we look for a meeting for next week okay so it's um so we're a very busy district and we've made a commitment as a board to try to stay on top of things and we've requested more reports um and that's the length of the meeting tonight um could we just uh table this uh what else is there to talk about it's not up for a vote so it doesn't need to be tabled right um okay well final words is anti-democracy anti-inclusion anti-antiant documents we're discussing about a new date for a public work session well remember considering my date anyway and that's when for the
four years I've done this before but every date you all come up with I'll try my best to be there all right well we say Tuesday you're going to say Wednesday and that's been the pattern with this board for the life that I've been on this board all right well um so trying to refocus here a little bit me was really really full um and again we have uh tried to accommodate the requests of the Union as well as all of the senior activities that are happening in this month so many is like really really full like so June would be the next opportunity we could bring this back um and so I'll have to review with superintendent Miller what's on the agenda for that first Public Work session um if it'll fit there or
not if it won't um then we'll have to try to find another date which will take us to a minimum of three meetings in June that's fun um if that's agreeable with the board oh yeah graduation oh we have the graduations are in June too aren't they okay um okay with superintendent Miller and see if it can work with that first Public Work session if it can't if you if it's already full which I believe it is which is why we push that's why we added the other meeting at the end of May um so that meeting is already full so we'll have to look for it you know and so is the end of May the the one we may have time on the May 30th I'll just say some of it is US
internally where we can get things delivered so okay yeah all right I'll work with the superintendent and see if we can get it in on a meeting we already have scheduled otherwise we'll have to we'll have to schedule another meeting for that Madam president trustee boy Keane thank you for the record the reason I did not email any of my concerns is because of the email you sent to me Randy that if I don't copy everybody on the email that you had authorized Mr Miller not to answer any of my concerns that in itself is an indictment that that show is known um trust no loyalty no working relationships that you could just arbitrarily make a decision you or whoever that if I don't copy a certain person then that's a courtesy that is not
a mandate anywhere it says courtesy I understand that but when I copy the entire board and one person is so slanderous to me you know insulting just say my name I stated out of several cases I will not compliment that person as long as she [Music] because that's Plantation politics trustee Blake King with all due respect I wouldn't allow someone to exclude you I'm not going to allow you to exclude anyone else how many emails you all have extended me from I'll never know the players that you all come up with somebody's talking somewhere I'm not part of that discussion and then you come up with uh risk that in the other somebody's talking to somebody would you like to call for a motion to adjourn because there's nothing there's no further business Journey what
