001[Music] so [Music] do [Music] do [Music] [Laughter] [Music] do [Music] do [Music] so [Music] do [Music] do [Music] [Laughter] [Music] so [Music] do [Music] so [Music] first of all welcome to the school city of hammond tuesday september 7th public meeting of the board of trustees can we all stand face the flag and recite the pledge of states of allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice thank you president zuno trustee king thank you um can we have a moment of silence for um mrs veronica sanchez our fair professional that passed and uh and for mr colby clapton um graduated morton high school a moment of silence for their passing please thank you mr president thank you very much trustee king roll call trustee miller president

002trustee candelaria president trustee king we're here trustee murphy president and trustee zono is also present that brings us up to recognitions and presentations superintendent miller good evening everyone good evening everyone watching online uh our first presentation is our monthly hammond central high school project status report thank you superintendent miller uh let me go share my screen here can everyone see my screen okay yes thank you um thank you for letting me present your september construction update hope everyone had a great holiday weekend um per usual uh like every board construction update we have our progress key plan which is pretty much done now some photos next four week activities uh milestone dates coming up to completion um current on-site diversity and update on the budget here's the completed um progress key plan the first photo

003we're showing is the existing gymnasium interior demolition secondly is a demolition facing north of the existing high school here's a photo of the demolition facing southeast here is the build the building pad and the plumbing rough ends and the door frames for the concessions for the athletic facility here are the concrete mastering walls for the concession building next four weeks will be for the high school commissioning and adjusting mechanical systems completing closeout punch list items and maintenance on landscaping for the exterior package for the athletic complex bit package number three complete demolition of existing high school structure start on demolition of underground foundation and utilities continue work on the new concession restroom walls underground infrastructure on an entire site sanitary water electrical and stardom bleacher concrete foundations some of the milestone dates we're gearing towards

004completing loose equipment by next week a complete demo of the existing high school next month um complete new football bleachers and concessions november of 2021 and complete the new east parking lot in november as well here is our diversity tracking for the month of august um 77 minorities on the job and 27 percent our hammond residents go through the backing here on average there are 31 people per day on site um 77 minority 27 uh from hammond the stated before and here i'd like to pass it over to mr scott cherry to go over the budget update thank you david good evening board the trustee members chris mcchesty here so um this month's update for the investor budget everything's still trending nicely we're getting close to being 99 completed we take a look at line

005item 104 in the uh total process to date under construction and we're getting into the closeout phases where we're going to be turning over a thumb drive a flash drive module pulls out module to the maintenance facility group and dave ray has to use with history soft costs are still trending very nicely all the way through down at the very bottom total project stock class still going okay pending changes we have some pending changes in there and that's pretty much some loose equipment uh the bleachers that we added and the kiln and lockers etc and contingency is still holding holding tight for being 99 complete but we're very pleased with that number and that's obviously school city family's money under the athletic complex bills are starting to applications i should say are starting to increase

006here if you take a look at line item 99 there's only a million and some change under process to date so trending nicely there and also if you take a look at pending i'm going to talk about a future change order here for the water mains under the bid package number three the fields and that contingency is still remaining healthy as well so with that i'll be happy to take any progress questions and budget questions to open it up to the trustees of the superintendent miller president trustee king mr chair i don't believe we ever got the final report for the hazardous issues we were but we met on that particular friday there were several questions on the table and um i have not received the answers to them a trusted key mr scott sherry

007um i thought that we had all the documents there i apologize i'm not sure what i stole well mr miller you were even supposed to give a report to the board and we never i never saw it um i can i can dig through the email and see what i have and i'll touch base with mr cherry was was there something that was outside i just i guess my clarification is was there something outside of the report that you were wanting as well absolutely reports i'm sorry sir when uh i asked specifically where was the asbestos taken out of hammond high school what was their location where their phot photos wherever the dumping tickets to verify that you know the hazardous material that was removed from the building and um i thought i made myself

008quite clear at that meeting but obviously i did not so until i get those um those reports i'm not satisfied with the reporting that you offered on that particular friday additionally councilman barry tyler and councilwoman alexander at the council meeting that following monday they made a motion to do further testing because they too felt we needed another layer of protection for the community regarding the asbestos removal and the other hazardous material removal you know as i indicated and you know we are in an urban community and it sits right smack dab in the community i'm less than two blocks i'm not so much worried about myself but i'm worried about these children and uh what could lie ahead for them in terms of the uh i know you indicated the report said that they that

009they did find asbestos but it wasn't alarming but nonetheless had we not made the request we would have never even had the test taken air quality water quality soil quality and i and as i indicated at that meeting you can't make me believe that as you tore down that building you indicated you removed it but mr cherry you said you did it together your letter said you removed it prior so that was a conflict and i just it's hard for me and a lot of people in the community believe that um as they were demolishing that building that there was not any hazardous materials in that building they weren't taken out separately as i know they should have been so those are my concerns so if we can get further reporting further information uh to

010ease the community and you know that is our job to make sure everybody is comfortable with what has been done is that okay mr cherry president zulno anderson murphy i'm not finished oh i'm sorry you paused i thought you were finished no i'm sure you were um and then i had a question um regarding the uh it's my understanding now from the shooting i mean no one's talked about it that uh the school doesn't have intercoms is that a fact and if it is a fact how do we miss that no the school absolutely has has ability to page into all the classrooms it doesn't use traditional i can't the school absolutely has the ability to page into each classroom each room has a volume control knob that you've seen it and if you even

011in an emergency situation it can override the local volume control and and send a message out but it is not a traditional intercom system like the ones they built in the schools of the 50s it's an ip based intercom system but it apps it absolutely can do that and and yes it has it well are the teachers aware of that because i've seen emails indicating otherwise that they're not clear on it the teachers just have a sense but what it doesn't have is a call button like it's a call button yeah it's not a again it's not a traditional intercom system those are even hard to find it's an ip based one so every classroom has a phone so if they need to call the office they can is it best practice is is the

012best that we could have done for for this building yes i ip based systems are the future they run on the they run on the network instead of being a separate system they they they bought current technology not technology from a long time ago i understand that but just make sure the teachers are aware of that and clear that please have a memo sent out because i saw something totally different that the school was not built for um those types of emergencies and one other question um now i'm gonna jog your memory and you probably you weren't at that table mr cherry during the committee planning there was discussion about metal detectors for the new school every and there was a mr gary alexander that kept us on our toes regarding the metal detectors and

013long story short it was all agreed upon that you all would install the uninvasive metal detectors in the doors and all the doors where it would not be evasion was as long as it did not look like a prison we supported metal detectors in the school now my understanding is we don't have that system is that correct yeah i'm not aware of any well that was on the table it was agreed upon and i don't know why it never happened it just sounds like the solar energy you know that got lost in the shuffle you know we sat at that table mr miller earnestly for weeks planning what we felt was needed in that new school and metal detectors was a major thing that we felt we needed and we all agreed upon that and

014now i see it doesn't happen and i understand from an email you're we're talking about spending all this extra money to get them in there where they should have been there in the first place how can you build a school of this magnitude and not have it when it was actually discussed so i suggest you all go back to the drawing board look at the minutes look at what was discussed because we we were on that constantly and mr garrett alexander stayed on that subject matter every meeting what about the metal detectors what about security and all i kept seeing was as long as it didn't look like a prison so we need to go back to the drawing board on that those metal detectors should be in that school right now part of the

015budget and then i had one other item for the school um oh jesus read my own writing i'll defer to um trustee murphy until i can figure out what my this reading is if she okay thank you mr president trustee murphy um i added a couple of things so the committee reported back to the prior board so we're going back to 2017 2018 with these prior to our current superintendent so there may have been discussions in those subcommittees about metal detectors they never came back to that prior board for approval that prior board approved the project that project had a budget and as we just saw from this that budget's getting pretty lean and we still haven't done all our athletic amenities and got them out there which is why the superintendent is making um

016telling the board that maybe we can do this out of essa funds now i have been adamant for over 20 years that i don't want to see metal detectors in our schools so over 20 years ago administrators says when we first started adding police officers to their schools don't you feel more comfortable for your children mrs murphy and i said no i want my children to go to a school where police officers are not necessary so now we're talking about putting metal detectors in and i understand that but at the same time there's only so much you can do not to have when our students first come in so i hope we have ongoing discussions when these come in is i the students don't always have to go through them or they're not always on

017i remember the fires at morton they were bad we had them for months my two daughters who were in morton at that time they missed their first hour classes trying to get through the wands the police officers and the searches of the backpacks this is not what this is not my dream for the children of hammond and so as we go through with the security we're doing we need to keep in mind what we're stealing into our children is that is this what we want them to be seeing every day now we may just need to do it for right now as we're getting through consolidation as we're getting kids used to things but the end game should not be a police state where our children's have to see police officers every single morning to

018get wandered down every single morning to go through metal detectors every single morning and be late to their first hour periods i don't know how those teachers did it how they were able to teach their students when the majority of them for three months lost their first hour period so that's my first point i was at the meeting with trustee king and there was the superintendent councilman tyler we also had the environmental people there who did the asbestos the demolition crew was there skillman was there the report scientific done by a reputable firm there was nothing in there that was over permissible levels absolutely nothing we all know that the lake michigan water coming in is not pure it's not been filtered there's going to be trace amounts in the lake michigan water and we

019found that when we did the testing as to the asbestos they found it in the water sampling not in the air sampling i do agree with trustee king that the report should have been provided to the board members so that they'd have a chance to look at in case they had more questions but i have full confidence in the people that are working there with our staff that they've gone above and beyond to make sure that everything is safe in fact you just heard mr cherry last time tell us that instead of just taking a huge wrecking ball and knocking it down all at one time they wanted to look into each single wall and make sure there was no hidden asbestos because this building's over 100 years old who knows what stuff was done

020during that time and they're taking their time and they're taking out the recycles so i have you may have gone to the city council and got them to do it and as far as i'm concerned as a board member it's on their dime i don't want us to pay for any more testing because it's already come back is when in permissible limits the second thing i want to talk about is um the landscaping so right now we've got complete the new east parking lot by november i would hope that we don't do the landscaping now we may want to put cover over the dirt to make sure we don't have dirt flying every which way but planting in november is never a good idea your trees will probably survive but any grasses perennials and anything

021else is probably not going to make it through the winter and it's not going to look really good come spring so i hope everybody wanted this to be done sooner it's not we wait for the majority of landscaping until like april and just bear with us the neighborhood we're sorry but you just can't plant in november the stuff's just not going to make it through the winter and that's my request i don't know how the rest of the board sounds that we put off the landscaping until late spring so we make sure when we put the items out there it's going to look good and it's going to survive thank you trustee murphy any other questions trust president christie king thank you um my other question was uh have we been ada comply compliance mr

022has that been resolved i mean there was an issue with the doors there was issue with the washroom you have not reported back to us no one has uh are we now in compliance with ada yes the the entire project was when people were in that was before um that was during some of the summer tour things the event you're you're referring to all those things were corrected and adjusted i do believe i sent an email saying the same to the to the board no i don't recall recently sending an email you can resend it if you did it okay and then i'll just say one more issue about the security issues i mean this is 2021 we're living in a different world and uh we have to keep up with what's what's what's actually

023going on in our society today is i've stated what's going on in in society is going on in our schools i mean we have to just it's just a wake-up call you know god god gave us an opportunity to get it right and uh if you're now talking about getting things invasive is that not what you sent us we're looking into it so eventually we will have them is that correct that would be my recommendation okay that would be your recommendation well my point is they should have been installed already because it was on the table and i'm tired of hearing uh i know i was at that table so evidently we wasted our time you know we discussed they we left saying this is what's going to happen we were in agreement i mean

024if we agreed on these other items that actually came into fruition why why why can we just so cavallaro cavalierly just dropped something that is crucially important and that is security because doctor i'm talking please trustee king you had the floor i have the floor but she is speaking so you need to put her in order not me you asked me a question i didn't ask you a question as i was saying before i was rudely interrupted we need the security and and that's not i play uh patty cakes with it i think i i teach you that everybody will feel more safe if we have the innovative if not the steel walls and we kept saying as long as it doesn't look like a prison we're fine thank you mr president you're welcome any

025other questions if not thank you very much next on the agenda is the diversity equity and inclusion updates i trustees i'd like to call dr johnny goodlow up to explain welcome dr goodlow good evening good evening president zuno superintendent miller board school trustees assistant superintendents teachers educators community members and all those joining us on live stream i wanted to provide some updates on some events that will be occurring um pertaining to the lens of diversity equity and inclusion and uh upcoming uh partnership that we would like to venture into so the first thing i want to talk about is our first ever bridge to better diversity equity and inclusion conference it will take place on october 29th and 30th of 2021 um have a committee that consists of assistant assistant superintendent dr ship some of

026my fellow district administrators uh some scholars hapa or what have you and um it's been going well as far as the planet but now things are in motion and this is uh going to take place october 29th for the scholars near the end of the day we figured that we would uh kind of amend the last period and have a keynote speaker streaming live from hammond central uh pertaining strictly to scholars through this lens and then there'll be a date on the 30th which would be a conference day for administrators community members uh educators and uh neighboring school districts and so the first day the live stream will have a keynote presentation and then the second day there'll be two keynote presenters and all of those are up for approval on the agenda so i

027wanted to go in detail about who would be presenting and what those things look like the first keynote presenter for the scholars would be mr um juarez mr juarez um sorry sorry he is uh the leader of impact um and he is uh over what is known as homeless for homeless by choice and so his story is that um at the age of 14 he was homeless and he attended high school throughout being homeless and overcame that homelessness and then um by overcoming those that trauma and adversity um not only did he go to college get his degree in business start his own business he went back to be homeless again and do another tour to inspire those kids um that he toured around around the u.s he was recently at iun it was very

028impactful and i was able to reach out and get try to get him to come and he has agreed to come and speak to our kids in two ways the keynote also all scholar session during the october 30th session of bridge to better the next two uh presenters i remember this the other way oh wait a minute all right so this might be a slight um thing with my slides but i have it here um for the 30th we have two presenters one is one of the top 30 educators in our nation his name is principal cofale who held from newark new jersey very renowned and well-known educated throughout the u.s the other is dr crystal lore who is uh from chicago who has several c-span um presentations in the realm of the school-to-prison pipeline

029and an award-winning book that deals with um that chronicles her journey with her brother and how the school-to-prison pipeline impacted her family and how he she advocated and helped him overcome those obstacles so those are the two other keynotes that are going to be on tap for bridge to better both will be doing breakout sessions principal fella actually does a breakout live stream every saturday via his own twitter account which is very touted and well attended but he has agreed to do that live here at hammond central during bridge to better so technically he'll be doing three sessions and that session that he does live with um the people that log in and streaming every week he will do live from hammond central with the intimate audience as well the next part is the mou

030with the entity known as the map center it's also it was first known as the great lakes equity center but it has projected because of their work and because their federal funding and how their work has expanded it is now known as the midwest and plains equity center so what used to service um six states now services 13. um their work is kind of well known but you you may have heard some things as far as some of the things that they've done so i'll bring up one instance um where starbucks had an incident with uh well the well-known starbucks incident with the um person who worked there and they had the uh big uh blast that went viral as far as the uh the racial incident that occurred and they promised um to educate

031all of their staff members they shut down for like a week or what have you to get everybody uh trained within diversity equity and inclusion this was the entity that supported them and so they're also known for uh helping various school districts throughout the midwest and plains uh they service some of the districts not too far from here elkhart is one of their uh one of the uh districts they support south bend is one of the districts they support and now they're gonna they want to the we would like to enter a round of understanding with the midwest equity and plane center and what will happen and the mou is with you as well it will be two parts the first part and i will just make it a little bit clearer than what was

032probably in there there will be a select leadership team that will be selected uh for the first part which they will have specific professional developments to build our capacity as far as diversity equity and inclusion work and the latest things that have occurred and there will be two specific sessions that that leadership quadrat would have to be a part of and then they will help monitor our equity inclusion efforts within that leadership team that they're building the capacity of and so that's the first part of the memorandum the second part of the memorandum would be what you would consider an equity audit they don't like to use the term equity audit because they want the school district to have the ownership of the process so they are the ones that will be pushing the whole

033thing doing the data but we will have to do the digging and everything with them so the equity quote-unquote audit is that process that is mentioned in part two so the biggest question is what is the cost to the district what does that look like there is no cost the only thing that would be a cost is if they were ever to come up and they would need uh hotel lodging or things of that nature but right now everything is virtual so there is no cost any questions for me any questions thank you very much doctor no problem thank you dr goodale thank you item number three public expression first period limited to items on the agenda if you get up to speak please we need your name address and you'll be limited to three

034minutes public expression for his period limited to items on the agenda first community member is going to be jamaica sawyer good evening board members and scott miller our superintendent um i have several concerns as usual all hammond uh teachers we work really hard and there was a comment made by teacher i respect um about you know they don't want to look be looked at as the complainer or they don't speak out because they don't want to be looked at as you know trying to come out as negative but i want to send an invitation to all of my teachers to come up here and speak quite frequently because they cannot solve anything if they don't hear from us if we don't get up here and we don't speak about the issues we're facing we're going

035to continue to have problems within the district so please do not be afraid to get up here you're not going to lose your job we're here to work as a community to solve these issues and that can only happen if we're here to speak secondly i agree with you cindy about the metal detectors we should not have to put our kids through that but we're at the point where there were so many missteps on our end from leadership of being in there being in the building having everything ready having lockers 400 kids no lockers having ids students not having um ids teachers not having keys and ids to their rooms to lock so they were using two doors and so that's the position we put ourselves in and it sucks that it's coming down to

036that um i do disagree with you about the cops um officer suarez i'm going to age him here i was used to seeing him every day at school as a student and when i returned to working hammond saw and i was pleased to see him that is a bridge we need to continue to have having the police officers in the school is not just predominantly about hey let's wander our kids down and let's do this it's about building that community relationship and we need them here and i appreciate them being here and we need that [Applause] i also want to speak about the fact that we said we need to pay these new teachers what they asked for i heard that at the forum i was very dismayed to hear that because last year when

037i got up here and i guess i'm going to be re-teaching today i said we need to retain our teachers we need to retain our board i said that i said why is it that when we asked for the money we needed we were told we had to get talked down and it was the comment was made to me that teachers asked for 800 and i said that is not the number we asked for so since we're in the giving mood and we're saying we're going to pay these new teachers what they ask for then i hope that when we come up here in bargain then we get what we paid and ask for thank you [Applause] thank you second community member and just a reminder this is regarding items limited to the agenda should

038it be general general matters it should be put on the second session next community member is going to be miss melanie richardson when you come up to the podium please state your name and address you're going to pass okay thank you next community member is going to be anita cox my name is anita cox i am a teacher at hammond central i live in highland indiana i've been a teacher in school city of hammond since 2006 and a proud member of the hammond teachers federation i am speaking about items on the agenda about the progress at hammond central it is not acceptable there are not enough teachers there are not enough blockers or technology and there was no backup plan at this point we are just winging it we lost three more teachers last week

039three more on equity and inclusion we could not be more inequitable if you compare hammond central to morton you will clearly see the difference teachers at morton are working under filthy horrible unacceptable conditions they have no air conditioning they have leaking roofs they're working under active construction there's insects it's just filthy there and in complete disorder other teachers in school city of hammond are working under similar conditions i don't know who to blame for the failure of the start of the school year but the buck stops here and i hope that personnel at 41 williams is going to roll up their sleeves and get into our buildings tomorrow because instead of seeing improvements all we're seeing is a teacher exodus thank you [Applause] next community member is going to be addie miller try again manny

040i couldn't hear you next community member is going to be addie miller second session okay thank you that concludes everyone that was written in for the first session uh superintendent miller i'll pass it over to you to see if you have any online questions sure one second none for first period okay thank you thank you [Music] takes us to item number five the consent agenda do i have a motion to approve the consent agenda mr president trustee miller i make a motion for the approval of the consent agenda do i have a second second i have a motion and a second any discussion discussion trustee murphy or trustee king i'm sorry sometimes i i can't hear you i need a little humor right now okay yeah um president i would like to read it to

041back in our payroll oh i'm sorry i would like to read it to record our accounts payable doc register for september 7 2021. our claim our total claims are one million nine hundred and seventy six thousand eight hundred and five dollars and forty five cents and our payroll for september seven twenty twenty one is two million five hundred and eighty thousand four hundred eighty three dollars and twenty three cents mr president additionally i had some concerns regarding our payroll voucher i i was reviewing the stipends and the supplemental pain and oftentimes i think we need to revisit this whole system looking at it i'm seeing redundancy and names i'm seeing overlapping i don't i you gave us the definition of a stipend you gave us the definition of a supplemental pay but it seems to

042be overlapping in my mind so we we need to really look at this i mean it's administration heavy it's i just don't get it i i we need to look at these stipends and supplemental pay and finally under personnel report i did send you my question regarding the new jobs i recreate created with the ess uh sr2 monies and i firmly believe uh again those that funding is primarily for loss of learning and all these jobs recreating i don't see where it's it's addressing the tremendous loss of learning for our children i haven't yet seen this money used for additional aids or additional tutors or additional additional additional additional whatever they use and [Applause] that that was the purpose of that's how i understand the purpose of the funding to to address the loss of

043learning we knew what our children went through i understand some teachers are having to teach their kids to write again cursive writing i mean do you know how much time that takes they need additional aids to help them and address this and we are in my of mind i haven't created all these new positions they're all administrative positions as i can see them and again i asked at the last meeting that you provide i shouldn't have to ask the second time provide the job description with the report to and why and how is it addressing the loss of learning those are my comments mr president thank you thank you trustee king president zulno yes superintendent miller so the two positions just for the record one is the virtual academic academy so students who have a

044medical reason or their parents filled out the form and and qualified for it can have remote instruction it absolutely addresses the intention of the essar the second one was a community outreach specialist which we want to have enough to put one in every building that is also absolutely in line with esser in addressing students mental health and well-being those positions are uh to understand the kids haven't gone through a lot of trauma and unfortunately we haven't been able to hire as many as we wanted to but we we absolutely and you yourself have mentioned before that to have a need of a social worker type position in every building and that's addressing that need that's that's exactly what it is and addressing our students mental health needs is uh helping to address with the learning

045loss because they got to be healthy in the mind in order to receive instruction like it's it's it is an issue so i i don't i don't think that we're being careless uh with with the money we've done a lot of things we ran a robust summer school program uh for as many kids and parents who wanted to come we've done a lot of things to try to try to address it we're not finished it's not the only things we're doing but um i i i would push back a little bit i'll just say it that way on the on the concept that that we're not thinking about students needs and and where they are thank you mr president thank you superintendent mr king just one of the comments we again i was asking for

046a report of all the jobs you've created and why you you've addressed these two but the additional ones you have not and i from from looking at it so could you please provide that information explain to me how those other and they're only for two years the average pay is 73 000 for two years plus benefits i mean that's a nice that's that's that's really nice so anyway because the money will be gone that's why it's two years you know yesterday you know it's gone so anyway just please provide the report i've asked for it before the last bore me and i didn't receive it and i will keep asking until i get it thank you very much thank you trustee king uh we have a motion we have a second on the consent agenda

047do we have any other discussion mr president trustee murphy again i have to agree with the superintendent um part of that is unfair so in today's agenda people will see that we're actually going to be using essa funds for building improvements so people were talking about what's happening at morton high school also scott middle school as much as i would prefer not to use essa funds i would love to put it in your classrooms we're going to do some building rehabs we're going to be looking at hvac and we're going to be looking at windows and a bunch of other stuff in there to make the buildings better for staff and for students and it's extremely difficult i would love to give you all instructional couches um to have social workers to send home with

048your students to find out what's going on in there but we can't find them that's the biggest problem we have money but we can't find the people to help them so if you know anybody for the social workers and the other things and teachers same thing we we need them and please apply thank you any other discussion if not we'll go for a vote trustee murphy yes trustee king yes trustee candelaria no trustee miller yes trustees only yes motion passes four yes one no okay we'd like to take a short little break for about seven minutes uh before we get into new business which is extremely lengthy okay it's okay is that we don't get so what happened okay thank you very much we'll bring the meeting back to order superintendent miller uh trustees uh

049with the approval of the latest personnel report we do have we have approved the next morning high school principal mr jeremy hicks could we please welcome him [Applause] i was asking around i do believe mr hicks is the first person of latino descent to be one of our high school principals so it's exciting times yes uh good evening superintendent miller trustee murphy trustee blake king president zuno secretary candelaria and trust vice president miller thank you for the opportunity before i begin i must say hello to jackie and andrew out there and my wife sarah i know they're watching so uh thank you for the opportunity to be here today and i've heard a lot that has went on today and i don't want that to mislead any discussion so i appreciate the opportunity it is

050a great challenge i think being the principal of a middle school and now high school will be a great opportunity and i'm just encouraged and excited and i think let this be the testimony that we are all passionate about what we do and definitely let us keep the students in the forefront as we work together thank you thank you all right that brings us into new business the first item on the agenda is the approval of the temporary transfer from the operation fund to the self-insurance fund resolution uh trustees i'd like to bring up mr maryse to explain the rationale behind this one good evening mr miller members of the board uh some of what we what you did back in june is a temporary transfer into the self-insurance fund from the operations fund it's

051necessary at the end of august to transfer a half a million dollars to cover the deficit that we currently have in that fund intention is as the resolution reads is to pay that back by the end of december um the way things are trending now i would not be surprised if you see a similar resolution at the end of december moving that past december 31st and into january 1. be happy to answer any questions you might have regarding this resolution do we have a motion mr president trustee murphy i move that we approve the temporary transfer from the operation fund to the self-insurance fund as presented second we have a motion and a second any discussion or questions mr president trustee miller uh does this particular document need to be read or i'm sorry does

052it need to be read or no it does not okay we want to say the amount of the transfer we could do that it is the amount of five hundred thousand dollars we're we're transferring okay thank you any other questions if not trustee murphy yes trustee king yes trustee candelaria yes trustee miller yes trustee zomo yes motion ps is 5-0 thank you thank you next up is the approval of the substitute teacher rate increase trustees i am recommending that we approve an increase for our substitute teacher rates one of the issues we've had is in is finding subs and previously rates around 65 70 a day for those who had less than a bachelor's degree that roughly works out to the eight dollar an hour range it's hard to find people who want to come

053in and take a class in the eight dollar range it just it just is um so i'm recommending a proposed rate for a teacher a substitute teacher with less than a bachelor's degree for a hundred dollars a day that works out about twelve fifty an hour in a teacher with any sort of bachelor's degree for 125 a day at fifteen sixty three an hour i did provide you with a survey of other school districts around the area and it does make us now competitive with what they would be offering to their substitute teachers i also have put on a semester service bonus based upon the number of days that they substitute in a semester that would total out at a thousand dollars if they sub 60 to 90 days in one in one semester we're

054still looking at someone who does that though is making less than twenty thousand dollars a year it is not it is not um great money but it is a little more respectable and i do think we will pull people in and i've had people reach out to me and say that other districts pay more and that's not that's why they're not subbing for us right now so this this would address that issue okay we have motion we have a second any additional questions did we have a motion yet we don't have we haven't had emotion yet no we don't i apologize for that do we have a motion mr president trustee murphy i move that we approve the substitute teacher rate increase as presented second we have a motion in a second any other discussion

055just one comment as mr miller king i'm sorry thank you as mr miller indicated we have to be competitive not only for substitute teachers but for regular teachers as well that's my comment thank you [Applause] thank you trustee king uh roll call vote trustee miller yes trustee candelaria yes trustee king yes trustee murphy yes trustees all know yes motion approved five zero item c the approval of security officer rate in greece uh trustees another issue that has been brought to my attention is that our rates for security officers are lower than what the fop pays so it has resulted in a situation where it's been more challenging than in past years to attract him and police officers to come work in our schools we currently pay 26 an hour i'm recommending we match the fop

056rate of 30 an hour for our elementary middle and acc and to incentivize work at hammond central and morton which is our two hardest to fill positions a rate of 33 an hour all right do i have a motion president zono trustee candelaria i move for the approval of the security officer rate increase as presented second we have a motion and a second any discussion any discussion all in favor aye aye opposed motion passes 5-0 approval of the hammond central change request on water mains trustees after the land swap and further investigation the city came to us and said that they were requiring us to adjust where the water mains were from the work we're doing by the football field at hammond central the cost of this change order is 109 thousand and 725 dollars

057we have to do it there's no way around it and we will be paying it out of the contingency money from from the referendum from where from the from the referendum from the same project as the high school where we have contingency money for things like this that they come up okay do i have a motion mr president trustee miller i make a motion for the approval of the hammond central change request water uh change request for the water main we have a second do i have a second second motion in a second any discussion discussion trustee murphy um i sent it before to the superintendent he said mr cherry or someone for skillman i cannot tell from the diagram what actually is being done that could be further explained please yeah chris are you

058still there i know you said you'd hang on are you still there or anybody from skillman that'd be fine i mean i don't want to assume that the green is what the new line is because we also have lines in red and purple and i also like to point out our contingency funds getting a little lean there and we're starting to get into the area are you there chris yes sir i am can you hear me yes we can trustee murphy you want to repeat your question for him yeah if you could please explain from the diagram that's page five of the attachment what's going on here i can't tell from the color coding is it the green lines that are new it's actually both trustee murphy it's the red and green so the main

059one is an eight inch ductile iron that runs north and south the whole length of that alley which is about 1300 feet that's the majority of your cost there and then you have on the south elevation off of the eaton street that's currently closed you have about lineal feet of four inch ductile iron and then in green you have 782 lineal feet of one inch at the city requested and is this because and the reason i asked was why is it because we're building over the present one you know it's part of the land swap deal and the way it was re-planted and with easements we're taking out two old lines at about 2 000 plus feet and when we do that water pressure can be affected in the local subdivision there in the neighborhood

060so in order to complete a loop we would have to have this added water lines and as superintendent miller stated it came out post big so it was after schmidt's design thank you yes ma'am president zuno trustee king is this the final fix i mean are we anticipating them coming back with some additional cost we don't have anything in the hopper right now unless chris you know of anything else i i've not been made aware of any other large uh adjustments thank you no i have not superintended miller as stated earlier during the budget presentation i had budgeted roughly 230 000 and reviewing the scope and meeting with the city and the design team we had significantly brought that down to 109 000. thank you any other questions trustee murphy yes trustee king no trustee

061candelaria yes trustee miller yes trustee's long yes motion passes 4-1 next item up approval of the agreement with dds security trustees the next two items are to have non-armed security officers in our building they can help with the increased demand from the consolidation in our building and we will be looking at having approximately six at between morton and scott and additional six at hammond central and eggers and they can do things such as help with the traffic flow help with the entry into the building help with supervision during passing periods during lunches making sure kids are not in restrooms and and and just overall improve the security of our building so i i would also just want to mention to anyone listening that that our ultimate goal would be to hire community members in this

062capacity but this is something we can do immediately like we can have it deployed by by next week so that's the purpose of having it on here now and then the long term would be to to move away from the contract and and have our own own uh force that again be unarmed but there to assist in the buildings thank you superintendent mr president trustee murphy before you make a motion i don't know how much this is going to matter and i just caught this in that contract it states it starts march of 2019 and it ends july of 2021. so the dates in this contract are incorrect um i defer to our parliamentarian you know what we should do if we can prove it and have them fix it later or if we have

063to pull this contract and have those dates fixed sorry i didn't catch it earlier i would strongly recommend just because i think it has a lot of value to have these people here sooner than later that if you approve it we can just approve it with the caveat that the dates be updated i think what you can do is you can and i think with trustee murphy's note her change that needs to be noted is that you can approve it subject to attorney illegal review and final approval and then we can make sure that that's done in accordance to your request and then it will be completed that works for me mr president trustee king so mr miller we're getting 12 from this firm and then there's another firm we're voting on no it'd be

064six from this firm and six from the it's okay from the next item and and and these these folks will we will have a diverse team of security officers correct they they are um john d do you know anything about uh their ethnic makeup good evening i have spoken to both companies and they're both in agreement that they're going to send us uh background checks on each one so they don't know specifically what race and all that but at the time i do not know but they are sending they will send to me the background check so we will have it but from i'm understanding it's mixed crowd but i do not know specifically how many of each race or anything um my inquirer of the board are we trying to make a decision are

065we doing that with regard making a specific decision here on a contract based on somebody's racial comp you know racial identity or i mean are we using that as the basis for reviewing the contract or approving the contract because i would like to caution the board on their inquiry on this mr president trustee king i just thought it was an obvious question this is a diverse uh urban school and i would say 90 of our children are children of color so we've always talked about having folks that looked like them to to aspire to be so i mean i'm not saying i wouldn't i would vote it down if they don't i just raised the question to keep it on our mind this is something we need to address at some point if not now

066at some point thank you mr president trustee murphy i know we need to do a motion in a second on this um we should have discussion afterwards but to address the point we could do something like we're doing with skillman and after the contract is approved and after we have our people in place and i'm sure mr suarez is going to vet them on top of who they are to make sure they're who we need in the school city famine and at that point we can find out about their background so he can report back to us just like skillman reports to us as we start working towards that equity and on that note i move that we approve the agreement with dds security subject to legal review as needed second okay we have a

067motion in a second any further discussion discussion trustee murphy murphy thank you um again i sent these early to the superintendent he answered most of them for me just again with um officer suarez making sure that we all want sros that that's our goal we want sros here and these people are not trained in that and that they understand where we're coming from this is not the mall this is a public school and we're going to have a certain amount of decorum from them that reflects how they should be interacting with our students thank you okay we had a motion we hit a second all in favor aye aye aye opposed motion passes 5-0 next is the approval of the contract with tatum security incorporated trustees this is the same con concept just with another

068company mr president trustee miller i make a motion to approve the contract with tatum security llc as presented second we have a motion and a second any discussion trustee king basically what uh trustee murphy addressed regarding the the one we just passed the same kind of um information given sir okay thank you you're welcome any other discussion oh no the same thing with what we stayed on that so this one says it starts september 13th superintendent miller is that early enough or should we also add to the motion that it's subject to review in case you want them to start sooner no that was the the intended day was next monday when all when all the kids come back thank you okay any other discussion all in favor aye aye opposed motion passes 5-0 now

069we have the approval of the bid award for morton high school and scott middle school 2021 renovations trustees we did have a legal and compliant bid process to put out to work uh the renovations at scott and morton high school these are funded out of the bonds that we passed this past spring and that is what you have in front of you do i have a motion president zono trustee candelaria i move for the approval of the bid award for the morton high school and scott middle school 2021 renovations as presented second we have a motion and a second any discussion all in favor aye opposed motion passes 5-0 next is the approval of the agreement with smith and associates for columbia renovations i trust these the next two items are design work uh for

070the renovations at columbia and then the next one for scott middle school but for columbia there is been some additional design work to address some of the age of the building and and more than above than what we can do on our ourselves so this is the fees for schmidt for handling the engineering behind our updates for colombia thank you mr president trustee king mr miller are folks in the building now is things going on in that building now yeah so the only group that's in the building right now are the two head start classrooms they do have their own entrance and i mean it's literally for me to presidential note to go into the building into their classroom it is right there um so they are not making way into any construction site or

071or anything like that i've checked in on them i've been there um yeah is it business building habitable for people to be actually in that building i mean having done cleaning yes covet cleaning those space the two spaces were where the students are actually completely remodeled like i mean they are they look great um very bright very nice yes and we want to spend 1.2 million dollars to engineer this is his fee the 1.2 million is the construction the construction and then his fee is 78 thousand dollars for and we're using it what money are we using to do this it's us or two but i mean really you can you can pay anything out of esser one two or three like it anything but okay answer two so uh any other discussion mr president

072trustee murphy these comments are related to items h and i so again esther i'm glad we're getting these upgrades they're needed but i also have concern about arrest of funds so at some point my question is not to the penny where you've spent them what's left over because i sent that question a couple of months ago it's like how are we planning out the use of the asset funds how are we making sure that we can go two to three years ahead in there and these are large amounts in these two items that we're going to be taking out of essa funds so the taxpayers are going to love us because we're not going to be taking a bond out to do these but they're coming out of our essa funds so at some point

073i like to see what's left over and how we map out how we're going to keep some of these extra positions for the next two to three years with the yes of funds thank you yeah so some of the things that we chose to do was were because we closed lafayette and colombia right some of you remember that we had to do that and those were both close to the same community so bringing back both two packed classrooms and two head start classrooms to that community and they were underserved community for pre-k so yeah there is a cost to taking an old building that we haven't been using for a while and and making it making it that again it also is our district welcome center that is not an idea that like my administration

074came up with that was in the idea we'd seen work really well in other communities that when people are new to the district that you have a place where they can go to where they feel welcome and that you provide not just the resources of school city of hammond but you introduce them to all the resources available in the community and you have bilingual staff there they get their devices right then and there like it's a one-stop shop for people coming into the community and and most of you in the audience know we have a very transient population we have people coming into the community all year long so to have a place like that for them we saw that as a great win for the community and to bring back the pre-k classrooms we're

075also going to have our district technology pd is now going to be out of columbia as well so i i do think we're taking a space that was underutilized completely underutilized and was bait for charter schools and everything else and turning it into a very productive thing and i know 1.2 million sounds like a big number but like we had to build it from the ground up it's like a tenth of the cost if we had to build it from the ground up so we're really actually using the money responsibly uh in a way that utilizes our existing resources thank you um as i read the usable uh usable amounts for the for the esther money it was a welcoming um a learning center not a welcoming center and you all presented it to us

076as a welcoming center not a learning center uh but when i addressed that then you came back verbally and said this this this will be in it and additionally this money should have been budgeted out so that we as you spend it we will see an end in balance and we're going backwards it goes back to one of the comments that we made with one of the teachers we do short term we're not looking at long term uh goals when it comes to use this money will be gone before we know it we're not watching it you can't give us an ending balance as you spend it that's no way to use this money that we receded it was based on the poverty level of our community for loss of learning and we're just spinning

077it like water as i see it so uh that's my comment so ms denko gave a presentation to the board not that long ago where she discussed the expenditure i believe you are spending additional money since that meeting it wasn't that long ago well you're still just one point i'm sorry please okay do we have a motion for the approval of the agreement with schmidt and associates for the columbia run renovations do we have a motion mr president i move that president murphy approve the agreement with schmidt and associates oops i'm on the wrong one i was on scott sorry moving back up here with smitten associates for the columbia renovations as presented do i have a second second you have a motion and a second any discussion any discussion all in favor aye aye

078aye opposed no motion passes 4-1 next up is the approval agreement with schmidt associates for scott middle school hvac and electrical renovation so based upon our assessment the scott hvac infrastructure is the oldest in the district it is the one that is in most need of replacement we are even struggling to find parts at this point to replace our existing things and have had to go to alternative sources like ebay to try to find parts and such so it definitely needs an investment hvac and air quality upgrades was one of the core tenants of the sr funding and this is a way to improve that so this is again the design work and you're thinking why do you spend money on design work for anybody watching but like when you're replacing a a system in

079a entire school like that's just not something that the guy who comes and fixes your furnace can do like that's where you actually need engineering to calculate air flows and make the whole thing work and up to code and so when we spend our design fees on this that's that's what we're paying for um but again this is this is to do additional hvac and electrical renovations at scott middle school and the and the roof incorporated with that trustees you probably did see my email that that from ido saying that these are all valid esser funds so it would be my strong recommendation to continue with this to get scott middle school up to where it needs to be thank you do i have a motion president zono trustee candelaria i move for the approval

080of the agreement with schmidt and associates for scott middle school hvac and electrical renovations as presented second i have a motion and a second any discussion discussion trustee murphy um again as i alluded to earlier we're going to put 4.6 million approximately they're still working on that into scott middle school so that would be better for the teachers and our staff for the hvac needs over there something long overdue one of the things i actually got this from the teachers at morton high school i don't know if this would help but under this we have a contract source we have a funding source if we add into another column on there the remaining funds after it's done and maybe that would go and a long way i don't know how easy that is to figure

081out or if they have to figure it out after it's actually approved just going to how much money is left in the money that's there to me that's more important how much is left that we have to spend then going down is because every single meeting you're giving us contracts to prove out of essa and i'm in on the discussions i understand those but just have that extra little line item in there that says how much is left is justin i don't know how the rest of the board feels about that and we can have a discussion on another time about that can can i respectfully ask like my team like miss danko how cumbersome that is before i say yes i have no idea how cumbersome that is i mean most corporations would do

082that when you're dealing with a multi-million-dollar corporation any other discussion one other discussion um i was looking for uh mrs pritch's report but i can't find it i just have a question schmitz since we have hired schmidt and skillman it seems like they're getting all of this this work i mean you're not required to bid it out it's just that they're they're gonna get this kind of work continually for engineering and all of that so for for services no they don't follow indiana bid law to to contract for services um we would spend a lot more bringing in someone new who doesn't know our buildings and has to re-engineer everything from the ground up like that's the advantage that to me makes sense to continue with people who know our buildings well they know our

083buildings but we we've had some missteps thank you trustee king any other discussion all in favor aye aye opposed motion passes five zero next is the approval of the contract with worcester camp consulting llc trustees we are recommending the contract with wester camp to provide dietitian services and nutritionist services for our food service department we're estimating probably around twenty thousand dollars paid entirely out of the food service fund we last had a full-time dietitian back in 2017 and the department's been trying to pick it up but it's really been overwhelming and they're recommending this contract with wester camp to pick up dietitian services very good so i have a motion president zeno trustee i move for the approval of the contract with wester camp consulting llc as presented second we have a motion we have

084a second any discussion all in favor aye opposed motion passes 5-0 the approval of the contract with clarity clinic for behavioral health series services our trustees our head start program is required out of their grant to secure a contract in this manner and we've been working with clarity clinic for a little while now to provide these services thank you do i have a motion mr president trustee king i make a motion that we approve the contract with clarity clinic for behavior health services as percent second i have a motion and a second any discussion any discussion all in favor aye aye opposed motion passes 5-0 approval of the contract renewal with addendum um trustees this is for edmonton plato it is our credit recovery software that we use in secondary for students to retake a

085class dr ship anything you want to add about that i would just say looking at the data for the past three years the students really utilize this especially when they're trying to recover credit and to stay on target to graduate so it gets it gets a lot of usage out of it so it's beneficial for us to continue we currently have students that are now in this uh plato recovery program thank you do i have a motion mr president trustee murphy i move that we approve the contract renewal with edmentum plato as presented second we have a motion and a second any discussion discussion trustee murphy i thank dr ship for putting together that data so quickly today thank you very much thank you any other questions all in favor aye aye opposed motion passes

0865-0 now that we have the approval of the hearing officer contract with wilma vasquez the trustees the next two items are our only expulsion officers we plan on recommending this year unless uh hopefully not but unless the demand would be too great but both are retired sch educators and are willing to help serve in this capacity and it's more than just expulsions they're also going to be involved in referral the referral process to our alternative program at the acc um and so we're recommending that the you would approve the seven thousand dollar contract for uh wilma vasquez and item n and then ken easton and item n thank you superintendent anybody like to make a motion president zono trustee candelaria i move for the approval of hearing officer contract lyfloma of vasquez as presented second

087we have a motion and a second any discussion one question is just thinking additional um to what we already have because i understand we still have mr uh mr white and the other folks so we actually do not the the because we had no explosions last year at all like there was there was none because we were primarily out of school so um the the only other person we have involved with it is attorney friel who who sits in on cases where attorneys are involved or foster care is involved but these are the only two that we have at this point thank you any other questions all in favor aye opposed motion passes 5-0 approval of hearing officer contract with kenneth easton trustee same thing but for mr easton president zuno trustee king i make

088a motion that we approve the contract uh for mr kenneth easton as hearing officer as presented second we have a motion and a second any discussion any discussion all in favor aye aye aye opposed motion passes five zero approval of katric with mary herring trustees i'm recommending the approval of contract marie hearing uh in the amount of 45 dollars an hour for an estimated 10 hours per week to come in and work with our special education teachers and staff she's a retired school city educator with 36 years experience thank you president you have a motion president zono trustee candelaria i move for the approval of the contract with marie herring as presented second we have a motion in the second any discussion any discussion all in favor aye aye aye opposed motion passes five zero

089approval of the contract with marinco tedelovic trustee zam recommending the approval of the contract for marine corp to televitch who in the amount of ten thousand dollars he works on a contractual basis to secure work based learning opportunities for our students at the area career center he's the one who goes knocks on doors and talks to kids and tries to get them get them internships and job shadows and employment at businesses thank you do i have a motion mr president trustee murphy i move that we approve the contract with marinko tatalovich as presented second they have a motion in a second any discussion any discussion all in favor aye aye opposed motion passes 5-0 approve approval of the contract with the allen build the trustees allen bill is a retired school city teacher who has

090come back on a contractual basis to do instructional coaching the amount of 20 000 out of the perkins grant to work with our cte teachers in the district thank you do i have a motion mr president trustee murphy i move that we approve the contract with alan bild as presented second i have a motion and a second any discussion any discussion all in favor opposed motion passes 5-0 approval of the contract with children's resource group a trustee we use children's resource group when we need an independent expert opinion for due process appeal cases so they are used as needed by our special education department so i can't give you a cost but it's paid out of the special education transfer tuition fund superintendent miller i would just i would just say that i think that

091the special ed department is is using them especially with shortages to deal with just complicated uh things that are outside of due process all together so it's it's a little bit broader than just um things with due process so if there's an expert situation even if it's not related to due process that's interesting it's just some really sometimes it's just very complicated okay thank you thank you do we have a motion mr president trustee murphy i move that we approve the contract with children's resource group as presented second i have a motion and a second all in favor aye opposed motion passes 5-0 approval of the contract with dr crystal laura trustees the next three items are the keynote speakers that dr goodlow mentioned earlier in his presentation the first one is for dr crystal

092laura and the amount of 5000 paid out of the sr2 grant thank you do i have a motion mr president trustee miller i make a motion to approve the contract with dr crystal laura as presented second i have a motion and a second any discussion any discussion all in favor aye opposed motion carries five zero approval of the cat trick with principal cafe thank you consulting what he said same situation uh to bring in principal cafe is six thousand dollars paid out of our sr two funds thank you do i have a motion mr president trustee miller i make a motion uh to approve the contract with principal help me scott kafele cafeli consulting llc second we have a motion and a second any discussion any discussion nobody else wants to say the name again

094make a motion uh to approve the mou with midwest and plains equity assistance center as presented second we have a motion and a second any discussion discussion trustee murphy um as the board knows we're going through a strategic planning process that also includes dei and it's hard to have people on that community meetings and i would like us to go no i'm not talking people other than administrators thank you very much for making all the meetings but we don't have a lot of community input and so this is going to be doing an audit it's going to be doing surveys um as a board member i would really like to see that information before the board has to make any decision on the strategic planning part of dei i don't know how the rest of

095the board feels but to me by getting surveys out to teachers other staff students parents that's valuable on next steps and moving us forward thank you thank you any other discussion all in favor aye aye opposed motion passes five zero finally the approval of royalty agreement between ohio pile prince incorporated and this hammond central high school i trust these what this approval gives is a a company that makes t-shirts and other gear they resell to places like walgreens and cvs and then we get back seven percent of the sales so you know there was a question about a price list but that's actually let left up to the final retailer whoever that is whether it's walgreens or cvs or walmart they're the ones who set the cost we just end up getting the seven percent

098throughout our district i would like to make a plea for all who can to join us in starting a community safety patrol the vision is for excuse me the vision is for this patrol to be comprised of adults from the hammond communities that filter into our hammond schools they will patrol the perimeters of our school to create a safe create a safe atmosphere for our educators staff and our children and to ensure all of our children arrive and depart in a safe manner we have a voice in our community not only to do not only do we need to discuss possible solutions but we must put action behind our words i'm a school city of hammond administrator i'm a resident and most importantly a parent of four and my three oldest attend are currently attending

099our hammond schools i employ all parents uncles aunts neighbors and churches and our community members to band together with other stakeholders to ensure the safety of all in our buildings if you see something say something anyone who is interested in this movement or who would like to contribute to the charge of making our school environments safer please contact me via my email la chase hammond.k12.in.us i believe the time is now for us as a community to band together for the safety and well-being of all thank you thank you [Applause] next community member and please state your name and address when you reach the podium it's going to be rena horgan green horgan 7146 marshall avenue hammond good evening president zulnos school board members and superintendent miller my name is rena horgan i'm a 38-year hammond

100resident and a 28-year employee of the school city of hammond i'm here to tell you that your administration is not informing teachers of covey cases within their rooms we are learning this information from parents directly nursing staff have been instructed to specifically not tell teachers of covet cases in the room contact tracing protocols are not being followed classrooms are filled to their max and still administration is asking teachers to take more kids into the room when a teacher is absent or out we are still in a pandemic are we not the only one affected here are the teachers and the students yet they're the ones who are missing all the vital information needing to help them to stop the spread within the classroom and the building why other districts are keeping teachers and families well

101informed of the class of the cases within their district why not school city of hammond school city of hammond can do better as a district to keep all employees and families safe school city of hammond should do better for their teachers they are bearing all the weight and responsibility in the trenches every day even after other departments fall short and they have to pick up the pieces the bottom line is school city pm should be doing more for everyone involved no information or misinformation is not acceptable [Applause] next community member [Applause] next community member please state your name and address jennifer young uh jennifer young two three four five full street in chesterton i'm also been teaching in hammond for 17 years i wanted to make a point of the seating in the meeting versus

102the seating in the classroom we had only 30 seats in the meeting and we had to turn people away but yeah i have 35 students at um and 37 7 in one of my classes which is a lot smaller and my eighth graders are sitting only um about a foot apart from each other but yeah we have six feet apart here and we had to turn a lot of people away um so that was not very safe in my classroom and yet we had to make sure that everybody was safe here today teachers are leaving daily and while i accepted your apology at the union meeting last monday um scott only about 50 to 60 union members heard that but several um people heard um you tell me that if i didn't like some things

103that were going on in the school corporation that i should just resign and that was um said under your breath and not everybody in the um in the um i'm sorry not everybody in the uh forum heard that but everybody in the school corporation including teachers and administrators heard that and i think that that was um very disrespectful and again while i accepted your apology there not everybody heard that and there are teachers leaving in droves every day and it was a extremely touching issue and i was supporting another teacher who said something also my students have not received math in three weeks because of the shortage of t-shirts we do not have the team concept in middle school anymore because we are not um because of the shortage of teachers at edgar's and at

104scott and we are not able to meet and um sorry i'm getting very emotional because this is very touching for me i left hammond for two years i made the conscious effort to come back because hammond is my home hammond is my school district and i care about my students very much and i need it and i want nothing but the best for my students and my students have not received math in three weeks because we cannot find the teachers at edgar's middle school and i really hope that this gets changed and i really hope that we can find the teachers that we need to service our students thank you thank you [Applause] next community member hold on a second so number one this isn't a forum to attack the superintendent we've talked about this

105but number two number two you can check the tape and my comment was the people that have the mindset that there's certain ham and kids that can't be reached that's not helpful like it's not like our kids need us now more than ever and i'm sorry if i said something in haste but i i want desperately to people to think that even if a kid is born into a game or something even if it cannot be reached i did not a ever they are not destined to have that as their outcome i never said that no students can be reached the discussion was about students that are having that were taught that students were many students were brought together from three different gangs i did not bring that up there was another teacher and i

106was supporting him and he said that that was that was a reality and i supported him and i said that is a reality and i said that um there were a lot of students that that is the first thing that they know and i never said that those students could not be reached i just said that those were that was the first thing that they know i never said that they could not be reached i just said that that's the first thing that they know i have put my heart and soul into every single one of these students i lost a student last night they committed suicide that i kept in touch with nearly every day i kept in touch with you you are more than welcome to look at my social media and see

107all the students that i keep in touch with all the time guys that's okay trustee zuno next community member please state your name and address when you reach the podium it's going to be jamaica sawyer jamaica is 175th and kaimer avenue i i mean this just speaks volumes to the relationship we have between the teachers and the board i don't i don't know exactly what all happened with all that but i don't find her comments have been attacking and this is what i was speaking to earlier as teachers we cannot sit back and allow things to just go on and go on and complain to our husbands and complain to our children and complain to our sisters we have to get up here and speak constantly because we need to build this relationship and we

108need to air out what is going on behind closed doors so we can work together and i don't really understand why you know there's so much hostility all the time when people concern share their concerns as as a member of this community we're here servicing our kids she didn't quit she didn't leave the district as so many others have chosen to do so and i'm not bashing those people because there has been a lot of dysfunction there's been a lot of reasons to leave the district and we're here we're here trying to help our kids we love our kids we're fighting every day to be here and to work with you guys and to do everything we can i don't believe there's a teacher in this room that thinks that their our kids can't be

109met and i also want to address when we're talking about building relationships the two buildings that had six through twelve where you could build those long-term relationships actually know your kids and not just walking you know in our buildings you know we don't even know where the kids are they're gone gavin and clark were special because we had those long-term relationships you could have a sixth grade teacher that knew you and saw you walk across that stage that's gone some of the things that made this community very special and these people here are special these people here are servicing our kids they're servicing our students and to be disrespected and to be told that you know we're somehow you know trying to insult you i don't understand that i truly do not and i i'm

110apologizing her behalf for any attack or verbiage that could be taken as an attack because i i don't feel that anyone in this room wants to attack anyone and and and she's in tears and i find that that's that's very telling that she's passionate and she has love for our students in this community she wouldn't be sitting here since 4 30 these people were here outside it's nine o'clock been sitting here for hours because we care thank you next community member please state your name and address when you reach the podium it's mary i'm gonna spell out the last name it's m-o-r-i-a-r-t-y good evening board members and superintendent miller my name is mary moriarty i am a resident of hammond 6833 rosewood avenue i am also a teacher at edgar's middle school i'm up here

111i have been the one that handed out the middle school concept paper ten reasons why we should have the middle school concept one of the things one of the things it builds communities it helps for teachers to work together to help our students right now i have a lot of students that don't even see the same teachers that my team is working on now because we've gone from a middle school to junior high we do not have that same collaboration that we used to have every day we would work together we would help to brainstorm how best to meet our students needs can't do it now [Music] and it's frustrating middle school one of the best things about it was the concept of the teams and we don't have it i recommend you please read

112this please take a look at it and tell me why we can't get our schedule back why do we have to work on a junior high schedule it's not working we've already got disciplinary problems at our beginning we don't have the um the teams that work together to keep behaviors in order it it's it's it's going to get worse and it it's scary i'm terrified honestly because i don't think we're going to meet the needs of our kids like we should and after coming out of a pandemic we need it more now thank you [Applause] next community member please state your name and address when you reach the podium melanie richardson 922 meryl streep um i'm just here to stand because um we got an email saying that if we contract or get kovik or

113be around somebody with kobe we have to use our sick time we feel it's not right to use our sick time our leave hours if somebody gets catch corbin or we catch kobe um transportation get 25 hours in january 25 hours in july that's 50 hours and we get um like we get a seven hour a day eight hours six hours our um hours are used up so i don't feel this right for us have to use our sick lead if somebody contract kobe or we'd be around somebody with code um i want y'all if that's the case we gonna ask for more hours so we can be off and and then if somebody contracts with kovic they're not going to tell because they can't be they can't afford to be off i mean and

114then that's going to spread to that one so that went to this one and it'll be a domino so i just want y'all to be thinking if somebody contracts with kobe we shouldn't have to use our sick hour now i've worked i've been for transportation for 34 years i have time saved up but i don't want to use my time because i got kobe or i was around spotted with kovic it's not right and i feel that everybody should be treated fairly and equally that's all i got to say [Applause] next community member please state your name and address when you reach the podium it's going to be carrie espinoza cary espinoza 2528 patricia street portage i teach at harding elementary school i want to say thank you first of all last year um we

115were always afraid you know to come back before the vaccine and that was very very scary i have a lot of underlying health conditions and i've worked very hard to stay alive so um thank you so much and to kind of transition just kind of keep that mindset that not everybody in our school district is vaccinated our children aren't and we are in overcrowded classrooms this is the largest class i've ever taught and it makes me really nervous you know even though i'm vaccinated i can still get covet and i could still pass it on to somebody else that has happened and i should be able to tell my team members whom i love dearly who i work very closely with if i do contract covet i don't expect them to tell me you know

116that's their business but it's my business who i tell because i want to protect them and that has been concerning me for a very long time also the transparency between students that contract covid knowing that you have a coveted case in your classroom is helpful you know you can protect yourself you can help protect those students i just don't know if it's consistent throughout the district and that needs to be looked at very closely i know it's not consistent throughout the district so um just kind of consider that as we move forward because this is our life now covet has happened and before all these building renovations and you know middle school moving into elementary school i was very concerned about class sizes before coped was even a thing and now here we are and

117we're kind of stuck you know but if we have usable space now we need teachers so anything you can do to retain teachers you know we're trying to work with you just work with us too we'd be happy to we love our students i love my students you know and i want to be able to look at my students parents and say i did everything i could to keep your child safe and that's why i'm talking now we really need to address class sizes this is a big issue thank you so much all of you thank you for listening thank you next community member please state your name and address when you reach the podium it's going to be carla i'm going to spell out the last name it's k-o-n-o-p p-a-s-e-k what's correct okay thanks

118uh yeah uh good evening uh excuse me karla kunipasik 9827 kennedy avenue in highland good evening trustee superintendent miller ladies and gentlemen my name is carla kunipasek and i've been teaching in hammond for 30 years i've also worked very closely with the union and i'm currently the citywide chairperson for insurance i represent all employees that can afford the ever increasing cost bus drivers maintenance workers food service aides administrative assistants teachers administrators and school board members acting cfo matt reese presents the current insurance picture to you monthly and has been sharing a concerning situation regarding available funds well in all fairness to you i believe it's important for you to have some history so you know so you can better understand how we got to where we are and what has been done so far so

119you can make it a more informed decision as time goes by for employees and their families in 2013 we became self-insured anthem was our carrier and administrator but we began paying our own claims and bills in 2015 the hsa was was established at half the premium cost of the ppo to capture savings from the majority of our members majority of our members at that time who were annually submitting claims of two thousand dollars or yes or less a year in 2016 our insurance cash reserve balance was 6.5 million dollars it wasn't that long ago five years at this time school city decided to take 3.5 to balance funds and give some raises so we began 2017 in the black with approximately 3.3 million in july we ended the renewal year at 101.4 of expected claims

120which is over where we want to be and by the end of december of 2017 the reserves that held a mere 1.4 million in 2018 at renewal we came in at 85.9 which was good anything below 90 is is banner 2019 again a good year 87.1 but the reserves had not grown we're sitting at 1.5 million the big question why back to 2017 when we had 3.3 million still in reserves had the school city been funding or depositing 100 percent of expected claims every month the reserves would have have grown and it's unlikely we'd be discussing any of this right now now as we head into the year's negotiations i'm gonna pick up at 2020 the next time i address all of you because there's a little more to tell because the teachers have given

121a lot we've not gotten a lot from the other side but we have given and we have moved along so i want you to understand that as we go forward we have made changes and i've got some ideas of what we all can do going forward thank you thank you thank you [Applause] next community member please state your name and address when you reach the podium it's going to be larry kellman hi my name is larry kyle and i live at 25 30 169th street in beautiful hesseville indiana i've been a lake county resident for all my life that's 49 and a half years and counting i've been a hammond resident since february of 2001 and i've been a school city of hammond teacher since 2018. 2014 i came to the school city hammond as

122a jobs for america's graduates teacher i've been affiliated with school city for the last seven years i had a unique view being in the island that i was for four years last monday we were addressed by superintendent miller in the uh walter watkins black box theater at beautiful hammond central and i was the last person to speak and i'm not going to go in and rehash my points i remember seeing board member miller superintendent miller of course and board member king there the rest of you i didn't notice you if you were there i apologize if you weren't where were you because we have not in my memory in lake county endured a shooting so near our schools much less in them much less having a person who does not belong there running around with

123a gun in their waist we were told some certain things and i made the comment that i hear a lot of reaction and not a lot of pro action if that's even a word we were told that upon return to school monday morning there would be a i'm going to use the term a full retinue if you will if i'm using the word correctly of police officers to assist with wanding and bag inspection guess what there's actually one more police officer i'm sorry your security officer in here right now than there was 12 hours ago i accepted a position to show up at 6 40 in the morning to help you know get students in and then stay after to get students out i was told not only by mr suarez i was told by

124superintendent miller if i'm not mistaken if i am i apologize i was also told by my building administrator dave verto who i can only assume was told from the top down this was going to happen where are the police officers the last thing i ever wanted to do as a teacher one thing i didn't study for beautiful purdue calumet purdue northwest one class i never took was how to properly wind a student or to go through their book bag again no rubber gloves no warning that there may be sharps in there he confiscated two or three personal uh defensive protection devices mace pepper spray well the police officers we were told were going to be there oh i know the excuse was and mr suarez i'm not going to put you on this box i'm

125sorry these guys took seven minutes we can all wait about three more mrs i'm not going to put you out because i like you and i love working with you i was too we were told well that we couldn't get them so [Music] we're going to get a mobile metal detector in here and so on and all this i want to know how many cameras have that technology we discussed on monday i hear you i understand i'm a taxpayer thank you okay no i will i will thank you that is all i have to say thank you very much for hearing me and indulging me [Applause] next community member is going to be eddie miller i believe she signed up for the first period you said she would come for the second please state your

126name and address at the podium thank you hello uh you can take your mic your mask off if you're watching good evening board members and superintendent miller my name is addison miller i'm in sixth grade at harding elementary although my school looks a little different in person now i'm happy to be back my class we in class we had an assignment to write about why we should benefit why we would benefit from reusable water bottles my dad's a custodian at edgar's middle school after telling him about my paper he then told me he delivered 156 cases of bottled water to the classrooms in four days that is three thousand seven hundred and forty four bottles of water this means in one month just eggers will go through eighteen thousand seven hundred and twenty bottles of

127water there are 18 schools in our district that's too many not to recycle even if it's just bottles i hope this is something that can be done to solve this thank you very much [Music] [Applause] next community member it's going to be vincent i cannot make out the last name please state your name and address when you reach the podium my name is vincent i live in chicago illinois i've been teaching in hammond now for eight years if every teacher was as brave as that young lady we wouldn't have this meeting thank you thank you for speaking i i also need to thank the board because for the first time ever my father said wow you have it hard he was a construction worker and with one leg he thinks my job's hard i teach

128my passion you've said over and over again that the teachers care the most we are treated the least you had a staff we were done in june you make it very clear we don't work past the end of the school year you had a staff whose job it was to come up with a plan for the beginning of the school year that staff did not succeed at that goal we were not ready to open i am an arts teacher which means i have six graders in my classroom with no supplies half of them didn't have chromebooks some of them didn't even have their basic login information on day one so i couldn't even help them our schools were not ready so now we are forced to run harder and run faster at obstacles that are

129coming at us faster than you can throw them [Applause] i have now added 55 minutes to my school day this year for the exact same pay if i was working at mcdonald's and they accidentally scheduled me 55 minutes longer they would pay me for 55 minutes [Applause] i currently work as a server because half of the teachers in this district have to supplement their income as a server if i stay late and it is my fault i am paid for my time and then my manager tries to fix it so it doesn't happen again i am not blamed i am not held responsible it does not come out of my pocket that is supposed to be my part-time job if a lawyer was to spend an extra hour working for you he would ask to

130be paid for an extra hour if a doctor if a doctor had to do extra paperwork he would be paid for that paperwork if a employee is asked to do more than their contracted hours it is on you to pay them for their time it is about compensation and representation [Applause] i i end this with a quote from ragtime the musical you may blame us for the way we choose to fight but there is more than white and black and there is more than wrong and right something has to be done and we need our things now thank you thank you [Applause] next community member is going to be susan perez please state your name and address when you reach the podium susan perez okay i will pass it over to superintendent miller for any

131online comments yes i have a few the first is from bill luther i tried to attend the meeting tonight but there were enough angry parents already present my problem is minor compared to what i'm sure other parents complained about eleven thousand eleven thousand dollars that's how much money was spent to upgrade the morton athletic training facility while that is a drop in the bucket compared to what sch has spent building a new high school and repairing existing buildings at least those other expenses are getting used meanwhile the new athletic trainer's room at morton sits silent why because sch has failed at one of its top priorities the health and safety of our students i've watched the first three weeks of governor football as player after player has suffered injuries ranging from mid game cramps to

132broken bones with no athletic trainer in sight fortunately a coach has stepped up and has been doing a great job to triage these injuries but he cannot replace what a trainer can do some of these injuries require metal medical diagnosis many of the aches and pains could be treated after school in the trainer's room these treatments would help to get young men and women back to competition sooner since many of them are still behind their peers thanks to most of the sports season being cancelled last year perhaps those parents that have spent money for their children's rehabilitation from an injury should just send the bills to the school to pay since apparently too much trouble to make sure the already licensed athletic trainer on their payroll is available to student athletes while the hsaa does

133not require an athletic trainer on site as part of the school certification many of the competition contracts with other schools do the sch is once again playing chicken with a liability truck that many courts have already decided can run them over isn't it better to spend a little extra now instead of a lot more later bill luther parent of a senior football player and sophomore cheerleader this is from becky um becky i don't want to mispronounce the name too badly so salawanchek thank you i appreciate that 6940 northcott good evening i'm a second grade teacher at jefferson i'm thrilled to be back in our classroom with our students my concern however is the safety of our students my 24 students come in every morning with their breakfast in hand and sit in dust that are

134touching they remove their masks and eat as much as i try is impossible to keep them facing forward and not talking 100 of the time the virus is airborne and they are awake too close together a cafeteria has tables with fiberglass shields please return breakfast where it belongs it's not safe for unvaccinated children i see the board members are socially distanced with shields why don't we see that in our classroom respectfully [Applause] last one is from christie carrion good evening mr miller in the board first i'd like to sincerely thank you for your decisions you made the past week having a week of e-learning to bring the students back to school safely getting ids and getting us giving us time to hand out lockers and chromebooks we're definitely huge for the start of the year

135we do have to say however that it sends me to my core that it took two students getting shot for the district to slow down implement needed safety protocols and become more ready for the beginning of the year what scares me most of all is that it's going to take a similar price for us to slow down recognize and respect our battle with coven 19. as wonderful as the return to learn plan sounded besides teachers having to use our own days if we get sick it has not been followed as planned at eggers we are so short staffed the kids are literally everywhere in the gym or being covered by teachers the exposure level of students to each other is astronomical and the maths do absolutely nothing maybe 10 of students actually wear their masks

136properly and consistently and even other adults in the building can be seen without them indiana student cases go up and up and we all know we have students with covet especially when noted as on medical leave until cleared yet no tracing has occurred no quarantining and no further reported cases it seems like the actual number of cases is being kept a secret and the unknown is unnerving sadly i'm scared to go to work and get sick even sadder many of the kids are scared too if we do not find teachers soon please consider the option of a hybrid virtual instruction until we can be properly staffed and coveted safety measures can be better followed thank you for your time christy carry on 8th grade science agars [Applause] that concludes thank you everyone for your passion

137next on the agenda reports from the superintendent i have a couple things um if you want to see the covid data it is on our website on the very left it says coven 19 you drop down it says sch tracking data and you can see the covid data right there from and it's by school and if there's one sheet for students in another sheet for staff and you can you can see it at that level i will absolutely follow up on some of these concerns about about reporting i can tell you having heard the other side of it is is issues with hipaa so um that's that's the other side of it um but i will i will follow up and make sure that the appropriate people are being informed of of as much as

138we can legally inform a couple other things i was asked by the trustees to to mention how the county is handling schools at this point in time so if you saw some of the presentations last winter the county had this recommendation of like green red yellow orange had color-coded things they have done away with that like lake county does not follow a color-coded scheme now the state of indiana does the lake county has not and their advice through dr vavilala is that schools evaluate each school on their own that's that's how they do that they they would say that if a school is um within you know you're able to staff it safely and run it safely that that is that is their recommendation they do not have a blanket recommendation that when it gets

139to this percentage at this number and i wish i know all of us wish for that and trust me the superintendents asked lake county to do that for us so everybody would be on the same page if it got to this level this they're not doing it like dr vavalot is not going to do that she she said she'll take our questions she'll support us but it's a local decision for each school board where that where that where that falls that that is the reality of it um a couple other things in an effort to try to be more transparent i am going to be partnering with the pta and coming out into the community and speaking at uh just the q and a at different elementary schools over the course of the year the

140first one is september 15th at irving from 6 to seven uh we are gonna i believe we're live streaming it as well so um we want to try to give that local school community a chance to come in person but please please feel free to do that and it's kind of inspired like the mayor's night out where anybody can come up and ask questions and and if we don't know the answer we'll get back to you with it but that's that's kind of the idea for for the school system received a nice compliment about our student athletes from the ihsaa i just want to read it it's very short elkhart was winning easily early easily by midway through the second quarter things that could have gotten chippy morton kids walked away from possible problems and

141if a teammate was getting upset his teammate calmed him down and got to refocus born kids could have started blaming each other for what was happening on the field they didn't fall into that trap trap they kept their cool all evening long even when the game became lopsided great job coaches and players for being positive in the face of adversity um i just want to give a shout out to the the morton football team um for being a great example of of who our kids are unfortunately for me i mean some of you may have seen this that some of the events that have happened people have said some things that aren't true about our kids and that bothers me because we have a lot of really amazing kids in our schools who who deserve

142the same opportunities as anybody else in lake county or frankly in the world and and so great to see that somebody from elkhart took time to to notice our kids and report that to ihss ihsaa but it's just a small fraction of what i believe all of you know in the room to be true that the vast majority of our kids who come to school they want to learn they they want to improve their life they they want to feel that care and that that compassion and if there's anything i would say from from listening to the feedback today is that at the very least i'm sorry like i'm sorry that you feel that that more could be done and and we're gonna not sit on our laurels i'm not gonna give excuses i'm not

143gonna give a long list of oh well we did this this this and this because it's obvious you're feeling like like there's a big disconnect and and i want to acknowledge that and and try to work on it with you guys it's going to be challenging because one of the i mean a lot of the a lot of the issues are systemic education they're not unique to school city of hammond and and that that is our challenge as an organization is how do we take limited resources sometimes very limited human resources like i want to lower your class sizes if i could hire 50 teachers today i would hire 50 teachers i'd have 100 teachers today miss cox i'm not sure where she's at but she mentioned to me another meeting why don't you use

144the esther funds to hire more teachers i would love to do that but i but like that's the issue we have all these vacancies right now so it's not an issue of being willing to lower class sizes or being willing to hire more teachers it's it's that we have to work together to to get people here and and um and we've got a lot of work to do based on the comments tonight to make it an attractive place for people to want to come and stay so yeah i again i don't want to i i like it's not i don't think it's healthy for me to try try to defend that i i hear you i hear what you're saying yeah all right so that can that concludes my comments for tonight thank you thank

145you superintendent all right next up any reports from the board strictly reports trustee juno trustee king thank you um i have several reports and uh initially i did request a covert report uh for exclusive hammond because i too was getting a lot of calls i emailed mr miller in the board on august 30th um you know i'm hearing these rumors you know what's going on at that point he did send me a list and i was quite alarmed of the numbers that was there and i asked him had it been posted not yet and but now i understand it is posted and i emailed him today before the meeting and told him i hadn't even seen the post so i don't know if any of you have seen the post out there because i haven't

146seen it but i did make that request august 30th that uh you do that we have to be more transparent when it comes to the cases of kovic and uh hopefully we're on the same vein with that and uh this issue with barriers now if i could have a barrier here why can't our students i just never understood the rationale as to why the barriers were taken out of the classroom no air purifiers as was promised from my understanding so there's no there's no layer of protection you've heard i mean we hear no social distancing so i i would make a motion that all our barriers be removed so if the kids can't have them teachers can't have them why don't we have them we move from 41 williams street you know if if our

147kids aren't protected why should the administrators be protected so uh i make a motion that all barriers at 41 wouldn't be removed [Applause] and secondly starting september 15 to spanish heritage month to august 15th and i would ask all the teachers when whatever you have whatever you have going during the month please invite me i would love to participate and um a title one there is a title one open house at hammond central september ninth at five pm there'll be plenty of food i understand uh prizes and vendors uh please say the date to come and see uh hammond central and see what the title one uh people have to offer for you and for those who remember uh mr colby um clopton who passed morton high school graduate honor student football player basketball player

148just a great kid they're having another balloon released this coming thursday at 6 p.m at mount zion missionary baptist church 1047 kenwood street and again it starts at 6 p.m so those to spread the word those who want to come and participate with that we appreciate that and uh one other report to the board attorney joanne price franklin she works for juvenile court and crown point she's been trying to set up meetings here with our administration to because she has a program uh realizing as she explained it to me ms king we know when when you all have this consolidation there could very well be issues and we want to get ahead of that and she is telling me she's trying to meet with the administration too because she has a program for for students

149to prevent them from getting into the system in the event we have problems so i would hope mr miller and she met with somebody but i understand mr miller needed to be there so i hope that those minds come together so that program would come to school city of ham and it helped benefit our students to prevent them from going to the system if possible um that concludes my my reports thank you thank you trustee king any other reports president soul now trustee murphy um for the public to know about the coven 19 info if you are on our website the very first tab says cover 19 info and if you hit on that tab at the bottom is sch tracking data and as uh superintendent miller said earlier our pr person is working on

150right now it's sort of like a screenshot so with someone like me with eye sights that need bigger glasses um it's hard to see but she's working on making sure that that's easier to recognize in the future so it's all there for people yeah right now they're just images of the data so thank you yeah and it is alarming thank you trustee murphy any other reports well i'd like to thank everyone for coming out i know it's been a long night but you've represented yourselves well and i'd like to thank the people are watching at home who sent things in on the computer and thank them very much also have a good safe evening motion to adjourn moved second
