001[Music] do [Music] do [Music] do [Music] do [Music] do [Music] sixth regular board meeting uh in the absence of president zellner tonight i will be acting as our chair if we could all rise uh for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay roll call trustee murphy president trustee blake king we're here trustee candelaria president trustee miller is here and trustee zellno is absent as previously mentioned um we will go ahead and we'll proceed on to the bond hearing for the binary like to call matt reese thank you mr miller members of the board tonight is the next step in the plan to issue bonds for the
002morton and scott upgrades give you a quick recap remember back on february 2nd we held the 1028 hearing what that hearing did was actually describe the projects and the financial parameters regarding the debt issuance for the school district on february 16th you approved the form of the amendment to the lease for this project that form was then advertised in the newspaper so everybody's had an opportunity to see that amendment to that lease and then again tonight it's also on the agenda as well so tonight that's next step is to actually approve that amendment to the lease so you've identified what the amendment would look like you advertised it and then tonight you'd be approving that amendment also the next step in what you'll have the two resolutions so the second part of the meeting tonight
003after the hearing is done is approving a resolution to approve the lease the third part is to go ahead and approve uh the make sure the framing correct on this the wording to approve uh the building corporation and approve them to issue the bonds for the project so with that this is a public hearing uh regarding that amendment the ninth amendment to your lease i'd be happy to answer any questions you might have at this point and it's also would be appropriate after that to any comments we made regarding the amendment to the lease very good trustees does anyone have any questions for mr reese i do not i fail to mention but also carl center is here the financial advisor with sender and company who's your financial advisor for this bond issuance thank you
004so at this point we would move to items b and c and we're looking for a motion to approve those for of publicly should be good is there anyone here from the public that would like to speak on the bond issue president miller should we put the document up on the screen sure it is pretty long at several pages but i'm sure that they can go ahead and put that up and that would be item number b in the meantime again is there anyone from the public that would wish to speak on this item superintendent miller while we wait can you do me a favor and just share with the public that might be watching remotely the email address for any comment yes yeah if you would like to send any public comments to us
005since if you can't be here tonight that is it hammond public expression well let me i always screw it up it's a public expression at hammond no s public expression yep no s yeah hammond.k12.in.us public expression at hammond.k12.in.us and you do need to identify yourself and first period is limited to items that are on the agenda that's on board docs and second period could be about any school city business okay thank you you can blow that up a little bit madam can you hit the zoom on there a few times the plus madam president yes um since we sidebarred into this should we discuss what we're going to be doing moving forward i mean the last two meetings we do have some seating in here for people to come in do we want to continue
006with this for a while since we've reopened schools to allow the public to still send in questions or do we want to end it after the next meeting um that is a great question um personally i feel as long as we are limiting our sitting capacity it it would behoove us to allow uh people to to email in comments until we go back to full capacity but that's my my personal take how does the rest of the board feel about that i think they or you're asking us yes ma'am perhaps they should continue to be able to send their emails because people are still you know a little hairy about the kovic you know so let's extend it to everybody thank you i think that's a point well taken while we're limiting capacity here we
007should leave it open for the public yes that's that's great and superintendent miller if we could just do that going forward until we go back to full capacity um that sounds like it's the pleasure of the board not a problem thank you at this time to be appropriate to close the hearing okay like close the bond hearing at this time and then you're looking for a motion and items b and c correct i'd be happy to talk about them individually because there's two separate resolutions very good thank you mrs uh item b is a resolution authorizing the execution so we've you've approved the form of the lease we've advertised that for public uh review we just held the hearing on that lease and tonight is the time to actually execute that lease on your behalf
008this lead is the least with the holding corporation or building corporation for the hammond multi-school building corporation that lease is in your packet it is uh like i said been out in the public now for for almost two months um had the opportunity to review um so i request your approval of the resolution authorizing the execution of the amendment to the lease all right do i have a motion madam president trustee murphy i move that we adopt the resolution authorizing execution of the ninth amendment to lease as presented second thank you we have a motion and we have a second i'm all in favor okay that's the question oh discussion do we have to read it into record again um i don't believe that we do because it has been on public display for several
009weeks as mr reece has mentioned that is correct we don't have to read it thank you i say it's pretty it's pretty long too all right is there any other discussion seeing that there's no discussion all in favor aye aye aye all opposed okay the motion is passed uh for present and and one absent um on to item number c under the bond hearing the item c is a resolution that reapproves the building corporation you approve the issuance of the bonds by the building corporation and also approving all the transaction documents for the bond issuance this will be the last step that you have to take as a board for the approval of these bonds just to give you a quick uh end of the story what happens our anticipation is getting a rating from
010s p sometime during this month with the idea of issuing these bonds the first or second week of may and closing either at the end of may or the first week in june actually have money in the account be happy to answer any questions you might have about any more of the process all right thank you mr reese are there any questions from the board and this is the president the other document correct the second document yes trustee king um mr miller how soon do we anticipate getting started and how long would it take to complete so if if assuming the board passes the resolution yes so we would have money in our account we're saying at the end of may first week of june to finance the projects it doesn't mean that there's certain
011projects that we couldn't get started on now in anticipation of having the resources there but this we've we've already started the planning because the board already approved the contract with skillman and schmidt to do the design work so that has already taken place they had a big team meeting uh this morning actually at 7 00 am out at morton and then over at scott to physically look at the projects so we want to get started as soon as we absolutely can yeah with the hope that some of the most significant projects will be done by the start of school thank you you're welcome very good are there any other questions for mr reece seeing that there are no other questions um do i have a motion madam president trustee murphy i move that we adopt
012the resolution reapproving building corporation approving the issuance of bonds and approving transaction documents as presented second we have a motion and we have a second is there any further discussion all right um i'll call for the vote all in favor aye aye i'll oppose so that the vote pass uh four present and uh one absent right thank you very much very much all right very good um superintendent miller we'll move on to recognition and presentation looks like department recognitions are first yes i'm not sure who's speaking on behalf of the transportation department but i will turn it over to you is it superintendent miller oh go ahead dr green i hear you from afar okay sorry about that but um first of all i'd like to say good evening to everyone and i would like
013to say that during these crazy times of hogan and uncertainty we've seen the best come out in our teachers our staff our parents our students and we're thankful for everyone who's contributed and done their part but right now we just wanted to take a moment time out to say thank you to some folks but it's not just coming from me it's coming from a department i was just overwhelmed when i heard about this and that they wanted to do this and so i'm going to ask now that um mr director roderick post and miss melanie richardson step forward and we're going to let melanie talk about what she needs to say tonight and just give a great thank you to mr post for everything he's doing for our transportation department hi my name is nancy
014white from the department of transportation of course uh melanie wanted me to speak first but so i will our department has gone through a lot of changes with covid a new director the first african-american director but not only the first african-american director but um he is a good person you can be anything but if you are not a good person it's not going to go over well with the employees and they feel it so that's how we got through a lot of challenges whatever was going on he always had time to listen to us and we had different ideas he had different ideas always has something new for us to learn we even have something called shout out to another employee that you appreciated so we are going to do a shout out to our
015director mr roderick because we do care because he cares about us and our department so i'm going to let melanie speak right now thank you thank you good evening my name is melanie richardson i'm a union steward uh mark for the monitor stella anderson is here and he'll keontay stringer uh no counting wood so we all um decided to you know mr pope worked close with us and he he came in working nobody showed him what to do he had to learn everything on his own because i've been in transportation since uh 1988 and um we just feel that he's approachable and he understands uh and he he came in as as steward and we um he what can i say he um he he uh he really works with the union you know and
016um when we say we say something to him um it stays there they don't go all out in the you know in the area you know so like i said i had many many years and never had a director that i can really really sit down and talk to he didn't understand what i'm saying and you know stewards and and like um like i say he he's very very he came in and when he first came in i said well i've been here we've been for a long time i said you don't know something absolutely and that's what he's been doing you know and said and with with the help of his um office staff too you know we're going to get him so that they helped him too but during the pandemic pandemic mr
017poe made sure everybody was satisfied you know and um and i think that was really really um good for him to really look out here for his employees like he did thank you [Applause] i can attest that rod looks out for his employees and in pretty much every meeting with curriculum rod's the one like when we come up with some some crazy idea he's like that'll work it'll get hours for my people and that's that's how he looks at this is not as things that can't happen but hey let's use some creativity to to make things that do happen even if we've never done it before and i want to give kudos to the entire transportation department for bending and stretching and being adaptable i mean think of all the things that you've missed nancy
018that you mentioned that have been different with food delivery and just everything and you guys have been wonderful and a highlight for the school city so i'm not sure how i ended up with this but no i'm going to let you give this to director post and i might add as well uh the transportation department has made a complete 360 degree turn uh it was less than four or five years ago even before i became on this board these folks was coming to school board meetings just about every meeting complaining about this that and the other and now we have a director that has literally turned this department around i so appreciate you and the entire transportation department thank you no we're doing it we're doing it ourselves tonight okay a few words mr post
019so um when dr green asked me to make sure that i was available for today you know i kind of asked her what and she didn't give me much information trust me it'll be positive and if i'm being honest i was very leery tonight it's one of those things that uh you don't know how important you are until you hear from others and that's the validation that i feel comes with being in education that my success comes from what i'm able to achieve through others you know when i um so as i was preparing for this you know i was thinking about what are the big wins that we accomplished and trying to prioritize and number one was culture um you know that's what what i was told was something that we really needed to
020work on and so i'm very pleased the fact that we have been able to develop a partnership amongst each other to work within our department on the issues and try to find solutions within our department that's the best for the department moving forward and so you know having regular meetings with my union stewards so that the transportation handbook is understood by all and not just held by the administration and being used as a tool for punishment but more for a tool of support because the handbook is the god to help employees know how to do their job effectively and so it was important that we started with that and that's one of the things that we worked on heavily last year and so i just want to thank you all for the support um that
021you all have provided from um for me as i took on this role and understanding that i don't know everything but if you come to me with the question we're gonna listen to each other and then we're gonna try to seek the solutions together so i really do appreciate this and it really warms my heart you thank you so much mr potent transportation department um we're we're just so proud of all of you um the sch strong like this is this is it and you guys have exemplified that during covid um from the transportation department to the custodial department food service technology like all the support areas jumping in to to just back up our teachers and our families and and do what we needed to get done and um i'm with you this this
022is uh it warms my heart and and i'm just so very proud of the job that that we have done through all of this thank you so much uh mr pollock said and uh transportation we we do so appreciate all of you thank you very much thank you um superintendent miller item b the hammond central project update yes for item b i see uh chris and is david on or is it just chris tonight yes sir okay great to see you david we can see you and hear you loud and clear turn it over to you thank you can anyone see my screen yes thank you perfect good afternoon school board trustees and superintendent miller um giving you your construction update for april we're rolling right along here as usual we have our key plan
023and our table of contents with uh the next four week activity some photos and some uh current on-site activities so there's our progress key plan uh facing east uh we finished the ceramic towel around the pool finishing all the finishes in the main gymnasiums all locker rooms are lockers throughout the north and south academic wings and finishing the flooring in the black box this slide i'm going to keep till the end we have steve shecker on with the smith associates that's going to go over the room sizes and capacities so bear with me until the end he'll go over that this picture is showing the fencing around the loading dock on the west side of the school this is the overall pool in unit j with logos on the south side of the pool this
024is the main gymnasium with the logos on the north wall and all the logos and lettering on the gym floor this is unit g the black box installing the wood flooring for the main stage and we have the seating dope and the crucible wall panels this is the in the academic wings of the market boards and uh the door installation in unit l we have the dance studio that was converted from a weight room to the studio the next four weeks we're going to finish continue finishing the mosaic tile in the pool deck finishing out the lockers throughout the school continue casework and trim fixtures in the third floor academic wing install what flooring in the black box continue lbt flooring and corridors and carpet intercom system and academic offices the classroom continue installing cameras
025throughout install guard rail around the pool complete fencing around generators loading dock courtyard start construction on bit package 3 which is the athletic field and the demolition of the existing school and let's see flooring on the first floor main corridors some of the milestone days we complete before the pool towel this month for last month complete flooring this month complete the entire bid package school was the which is the scope of work of the new building in june of 2021 complete loose equipment in july of 2021 um award uh contracts for bid package number three in april and start construction on april 12th for bid package number three for the month of march we have 40 percent minorities on the job 28 percent of the workers work from hammond we have a total of 25
026people as uh bid package number two is dwindling down the financial completion uh that number of workers should ramp back up a little bit once the package number three begins so here's the budget uh we're trending nicely like i said we have bid package number three bid we'll go over that here shortly um but before i conclude i want to go back to slide number four and give the floor to steve scheckter who will give us an update on the room sizes and capacities steve are you available i am thank you david good evening everybody i was i was out last week i apologize on on spring break and this information was requested and we we delivered it to skillman so i'm not sure what the uh reasoning for all this information was but i'd
027be i'm happy to go through it all these are the square footages that are provided in the building you can see there the auditorium black box is 8445. the maximum capacity for that room is 1040. now that is using the stage area as a commencement type style setting you know having chairs assembled there as far as the actual seating in the the bleachers there you only have about 600 and change uh as far as the with that pull out seating the band rooms there are two band rooms uh each at 1527 square feet with the maximum capacity 102 the choir has 1028 for each of those two rooms and that's also at 102 occupants the main gymnasium is 14 146 square feet with a maximum capacity of 943 there's probably room for more on the
028second level as you may know there's a balcony level with circulation up there that you might be able to get some additional people to observe basketball games the auxiliary gem is 7812 square feet with a maximum capacity of 520 again that's with seating on the floor the south gem 12 324 square feet maximum capacity of cafeteria 7403 maximum capacity of 493 and the health clinic has 805 square feet with five cots and that is not the clinic at the at the entrance that's the the school nurse clinic area just to be clear on that there's also an exam room two restrooms and a storage room that are included with that nurses area the average classroom size is 900 square feet which is our kind of target classroom size or standard schools that allows typically about
02930 students to be in there comfortably with 30 square feet per student you can have more students in there the the board of or the the state will allow 20 square feet per student so you could have a maximum of 45 people in those rooms but we generally design for about 30 with uh 30 square feet per student as far as the restroom counts go you can see the breakdown there of male female and uh unisex and family unifex we have eight each per floor on all three floors in the academic wing so that provides 24 male fixtures and 24 female fixtures in the academic area and then in other areas of the school we have uh and i could show you floor plans if you get into questions about it but we have uh
030more restrooms sprinkled throughout the building by the the public spaces like the cafeteria the black box and the gymnasiums so there is your total fixture count of 48 fixtures for the male and 48 for the female we also have dedicated restrooms in the special ed areas of three unisex restrooms and we have staff restrooms six in the classroom wings it's kind of two on each floor then we have two in the office area one in the kitchen one in the maintenance for a total of 10 staff restrooms and then the athletic staff also have restrooms at their dedicated coaches offices and i think that's it be happy to answer any questions madam president trustee murphy since this was added on and if the question can't be answered today that's fine i'll submit them so is
031there room to add on more bleachers in the main gym if we would have the money in the future to do that to increase the people that can watch the basketball games and two where are we envisioning graduation to be held in the new high school so i can i can answer the bleachers in the main gym that question was brought up during construction as well and we did a a study to look at additional bleachers on the north and south ends they could be attached to the walls there and then also if we we have a little bit of space on the east side and i believe we actually issued a proposal request to get a ballpark number from the contractors of what that would that would be and at that time it was
032decided that that was more than the budget could withstand with the uh pending phase three not being issued yet and just based on the estimate so uh there are there is additional room in there to add more bleachers in the future and i think that was part of our thinking it was that area can always be done or those additional seats could always be added uh after the fact so sir do you have the number or should i submit that question well i don't have the number off top my head i can't remember how much it was so uh yes i guess if you could submit it we can we can follow up with an answer after we look it up thank you madam president trustee blake king thank you uh sir i was the
033one that requested these numbers because as you know a lot of folks we have a lot of tours going through the building and folks are asking questions about size and i didn't have that information and they're comparing uh the new school to uh what we already have in our other high schools so i was just trying to see whether or not we we do have as close to the capacity we had in our other high schools so i guess i would just have to ask mr miller to follow up on that in terms of currently hammond high um our main gym what's the capacity you know i would need that in the future and uh our cafeteria what is the capacity that we already have or is it more or is it less because folks
034are saying that it is it seems smaller and it seems more like a middle school as opposed to a high school and then there was a question brought to me regarding the uh staff restrooms i don't know the law about this mr miller but they were bringing it to my attention that uh students and staff are not supposed to co-mingle in in the washrooms is there some kind of law or union or something that you're not supposed to and there should be uh separated i don't know i'll defer to monica if you know off top your head and might have to research that i don't know i'm not aware of any law about that well i'm one too when someone brings something to my attention i wanted to spell it up or to spell it
035down and i think this is a good time to do it mr miller and board members yeah i appreciate that but i'm not aware of any law i think it's just been a long i mean we've always had staff you know staff lounges and staff so i don't know that there's any law in it okay well it was a call and i didn't have the answer so um so those are listening uh obviously there is no law out there concerning that so mr miller just get some comparisons to what we have now and what we have in this new high school so that we can uh so the public can know uh basically what they're paid for now i uh mr miller you're aware of the memorabilia committee and we met again today and mr
036larry walked us through and uh for those who don't know we're talking about merging the two schools together you know king yes sir um could we could we hold that just for a second so we could let skillman finish their presentation um before we we have a question i'm leading to a question for skillman i i don't think they're finished with their presentation yet okay so if we could just hold that for just a minute and allow them to finish then okay oh you can finish okay all right david do you have more to present correct um the second part of our presentation goes on with uh section a on the or section seven on the agenda which is uh bid package three or recommendation yeah that thought that was uh this is the end
037of the construction update okay all right uh trustee blaking your your question well regarding the the package in itself i think our budget if i'm if i'm reading is correct it's for three million so small what this is three million and now the packet is is it nine million am i looking at that curriculum the budget calls for three million plus and uh what they're what they're presented to us is nine million plus so are we we've gone over budget with this or where's the additional funding is coming so that'll all be explained and when we get to the the bid package of three approval okay if you don't mind okay okay well just some additional questions on the building uh the uh gun range in the new school mr miller now that has drawn
038a lot of controversy i've seen this and in light of our climate with all these insurrections these mass shootings uh i don't know if you all conferred with the local police department regarding you know this gun range i know it's not live bullets but lo and behold it would be sad if someone would come in there and turn our school into uh well i don't even want to say but i i we need some more discussion on that i was never aware that we were having a shooting range that was never part of the discussion i understand with the rotc that is part of their training everybody you know they share with that and i understand that but in my research is primarily in southern uh parts of the country that our rotcs have these
039shooting ranges and uh with our climate uh and in the fact that we have not been able to maintain staffing for rotc it has to be fully managed fully staffed and we're moving forward with this gun range uh for for uh the new high school and and it just scares me with today's climate we need to take another look at that you know i don't i don't know how it came about but it came about and so be it but again i think we need to look look at that and uh if it means spending more money for for the um the instructor understand that's the issue if we value if we put all this money in a shooting range or gun range whatever you call it certainly we can hire somebody and pay them
040their value and i understand that's part of the reason why we're we're not able to maintain some of our instructors for our otc so if we value it put the money in it and uh because that's what it's all about you know what the bible say your heart is worth your money money money so those are my questions regarding the new building uh please give us those comparisons uh sometimes so that we will know just what we have going for us with our new high school thank you very much madam president thank you trustee murphy i think it would behoove us to actually have the trustee put those into writing just like i did previously i said please compare the football field to morton high school and to hobart so if we know exactly which
041one of the do you want to compare it to gavit to clark or to just morton high school or is there another building and so once those are reduced to writing it's much easier to answer your questions without well what did she mean on that one uh as to the shooting range that the committee that was put together for the high school that was discussed in that the junior was never did he was part of that um junior rotc is near and dear to my heart sergeant jones was probably one of the best instructors we ever had for that and i worked with him for many years with the chess program and his people and the new instructor we had at the time asked for this so our students do not have to go somewhere
042else to have to do their competitions and so this was put in there for them i trust the united states army to make sure that we get instructors of the caliber that we need for our school because not anybody can be junior our teens instructors and they have to be at the level of sergeant of above so these people i have my trust in whoever is going to be the instructors for the next year to make sure our students are the best they can be if this is the area they want to go in so this was very much discussed um prior actually to even superintendent miller being on board for sure this to be in here i i can say the first time i heard about it was when i had my very first
043walk through and the walls weren't even all the way up yet and i was walking through the foundation and um i think it was chris or somebody from skillman said yes and this is where the shooting range is going and i and i had to do a double take i was like what are what are we talking about and yeah and i i was told that the same story that trustee murphy just said that there this was something that came out of the community meetings uh that they wanted to have this opportunity for the jrotc program because the kids already do it but they do it off-site and this would allow them to to do it with non-lethal and forgive me if i'm using the wrong phrase there but rounds to practice marksmanship but it
044did when i first heard it to be quite honest it was very surprising to me but uh it was something that was already in the foundation and part of the plans from from when when they drew up the original plan i don't know if kyle's on or steve if you were part of those those meetings i know i know kyle was because he has recounted it to me as well well i was part of all those community meetings and i don't recall ever discussing this you know i certainly would have remembered something like this it was had to be a separate committee because it was not the community meeting that myself and several others participated in um kyle kyle's not on i'm i'm here for him this is steve schecker yes it was part of
045the programming the rotc uh curriculum wanted to have the shooting range as part of it we questioned it along the way and they it was reinforced to us a couple times to to keep it in there we as far as the space itself uh right now it is just a a white box which when i say white box it's just a shell of a space to actually fit it out with the target practices and stuff there that's kind of another step uh that that they would need to take to get the furnishings in there it is just pellet guns is what i understand like air rifle type not not bb's like a little step above bb guns but it's it's not real guns um so that's that's about all i can tell you about it
046all right well i would just madam president trustee blake king thank you i would just hope that at least mr miller you would talk to our law enforcement here in hammond and and uh i don't even i don't even think the police department should be part of going in and out of there period if it's for the kids we it should be primarily for those children and we need to get an instructor in there who's uh qualified and who's going to stick with us and again we have to invest in that individual we've invested in this and all this i'm sure that cost that cost some money and and it was never presented on any of these uh plans up until today i've never seen it in any of these uh plans and i know
047and i'll i'll stand on it i didn't miss a meeting and i don't recall everything so i'll just let that go then one other thing uh larry and the committee talked about uh before demolition we have to decide what items we're gonna infuse from both clark and hammond high into the new building they indicated that they have some moldings and things that we talked about several things to bring into the new school so that we can so clark and hammond high will definitely be represented so it looked like um like a museum so to speak so the young people coming in there they'll know that there was the history of uh of the um of the building there so i hope at some point we can talk about that and then the last thing um
048the issue of the bricks i'm hoping that there can be some additional bricks for the community i know a thousand has been set aside i think they're they i was able to update the 5 000. sir i was able to get it up to 5 000. okay thanks so we'll be able to uh the committee will be able to work around that as well uh thank you very much could i could i give dr green one moment if dr green i know there's some rules about the pay for jrotc instructors would you mind clarifying that i'm sure the government gives us a mandate of how we have to pay them um they are some of our highest paid teachers simply because we are paying them at their retirement rate there is no wiggle room in
049that so essentially it's not us setting their pay the government sets that pay rate and then they reimbur uh reimburse a portion of it but the whole point is that it's based on their years of service their retirement age those types of things thank you dr green thank you very much uh david and steve and um we'll look forward to learning more under new business about the bid package madam president uh trustee murphy i don't want to belabor it but we cannot forget gavit because that school is also going to be closed so as we start combining everything we need to make sure we can um inclusive of everybody there is a committee um they have miss hondas and mr eastern iran to bring the majority since the majority of gavit students are heading to
050morton that's that's where the majority of the items in some of the middle school items will head to scott all right does a point well made thank you very much trustee murphy okay um moving on to our next item uh number four public expression first period uh is there anybody that was that's actually here in person that did not get an opportunity to sign in uh trustee candelaria um do we have anybody there's no one on the list no one on the list for uh first period public expression uh superintendent miller do we have any emails we did not receive any emails we have no emails very good unfinished businesses we don't have anything on the agenda there so i'm going to move on down to the consent agenda superintendent miller trustees i am recommending
051the approval of the consent agenda items a through e including the personnel report as presented do i have a motion madam president trustee murphy i move that we approve the consent agenda a items a through e including the personnel report as presented second we have a motion and we have a second is there any discussion discussion trustee king madam president i would like to read into record uh accounts payable docket register uh 2 million for our claims for april 6 2021 is 2 million 892 920 and 56 cents and our payroll is six million two hundred and one thousand four hundred and seventy six and seventy three cents mr miller have a question didn't our payroll go up a little bit isn't that you caught me off guard with that question um uh we'd have
052to have to double check okay thank you i just um it's normally three so if it was a three pay month that could be what it is i don't know if it's a three pay month or not thank you mr reese stepped out so i'll have to get back to you okay we can you can just email it to me i just noticed this i mean i do about have it i'm so used to saying three [Laughter] so anyway and um in regards to uh our payables in general this is 2021 mr miller is there any kind of way we can uh bring our our report a little more into perspective i mean stroll scrolling through two and three hundred pages and and trying to find i mean i do it you know you go
053blind you know and then you stop and then there's a couple of of uh expenses especially with the uh the the cares fund and and the other additional federal monies we're getting isn't there some kind of way that in our apparel when we're spending that that we can some way identified it now i know you all gave us a number that's 7194 for the carousel and that's like finding a needle in the hairstyle you know just you see you see what you see that mr miller you see what i'm saying you can go blind certainly and we can do better than this i mean we are responsible for approving these uh documents and this funding and uh not to say anyone is doing anything uh you know wrong but nonetheless i want to be more
054uh feel more responsible and reading and looking over these uh vendors and and these expenditures and making sure that i have asked the right questions and we've done the right thing i would hope that at some point we can address that i can bring it up to miss pritchett again i i expressed this concern previously and i did bring it to her attention and it is a limitation of our financial system we use lao and i mean we just paid all that money for that equipment you know all this technology we're spending constantly and i would hope that in 2021 i'm sure you all been doing this how long cindy how long this week they've been this long for 20 years i mean it is what it is i can tell you at least with
055this being in pdf if you do a control f like you just said 7194 i typed in 7194 on the first one which has 151 pages and it pulled it up it highlighted it well i don't know how to do that no one showed me how to do that you know that was my other question if there was a search engine and i could put in you know a vendor that i know you know that we're using you know if you do our name let me try nipsco okay we could discuss something but i'm just saying something do we all agree i mean if we need a workshop a little hands-on on how to do i i'd sit down and do that mr miller because this you know your eyes just burn after going through
056three and four hundred pages of this stuff superintendent miller can can you arrange for somebody from technology to kind of show trustee clean how to how to use uh the search functions in the pdf until such time we all moved to something else shaking his head i mean or anyone anyone that might need assistance thank you i'm familiar with how how to use the okay the search functionality but anyone that might need assistance would would it be possible to arrange a little training session for them that's not an issue all right thank you very much superintendent and then finally i just had to make a comment on our personnel report if i could find it um there's been much discussion regarding the the new position that is much needed the diversity equity inclusion champion i
057think uh the world champion could be considered down the road to be changed i think it doesn't add any depth to the uh severity and the importance of this position and i'm i'm asking that this position at some point that we will have an audit of our diversity equity and inclusion in school city of hammond in terms of where we really are in terms of hiring distribution of resources hiring vendors contractors uh consultants are we on point with that and since we have this position i would hope that that person will be uh and when you value somebody when you value a position like that you you put more money in it and that i just wanted to make that for the record thank you very much all right thank you trustee blaking is there
058any other discussion madam president trustee murphy as you know when we have executive session we're not supposed to really talk about what happens during there but the superintendent did review the duties for this position and what was just asked for was told to us as part of the job duties so i have great faith that the superintendent will make sure that happens okay thank you trustee murphy any others my point is i'm trying to be as transparent as possible i know what we've discussed behind doors but people have brought this matter to my attention and i think pup is no re no there is no problem and making it public thank you very much all right trusty candelaria anything for discussion all right then we'll go ahead and we'll call uh for a vote here
059all in favor of the consent uh approving the the consent agenda as presented aye all opposed okay uh the consent agenda has been approved for in favor and one absent all right we're going to move down to new business president miller yes i do have our new diversity equity and inclusion champion dr johnny goodlow in attendance and be nice if i could have him come up and speak to the board that would be wonderful superintendent miller all right greetings and salutations superintendent miller trustee president in his absence board of school trustees associate superintendent dr green fellow administrators educators scholars and member of the community i want to thank you for the opportunity to serve this community and district in this position of diversity equity and inclusion champion i have served this district for 18 years
060as a teacher being a scholar's assistant principal and principal through it all i've learned so much as an educator and grown immensely as a professional although this position is one that comes with many hurdles i look forward to facing these challenges head-on and collaboratively optimizing our diversity equity and inclusion efforts across the school city of hammond i'm grateful and i thank you so much for this opportunity thank you sir and we appreciate all that you do for school city of hammond thank you very much thank you [Applause] and president miller i also have she couldn't be in attendance last week but i did want to invite liam munoz our new public relations and marketing specialist to present herself to the board thank you very much sure leanne we can clap for you too hi i
061don't have a lovely speech like dr goodloe did but i just want to say that i'm really excited to be in this position i am a hammond resident i'm a gavin graduate and i know the power of the community and i'm really excited to tell great stories about the awesome things happening in the schools so thank you for the opportunity thank you so much and welcome aboard okay superintendent miller on to new business item a trustees you have in front of you item a under new business the approval of bid package number three the athletic fields and demolition can we turn it back to chris mancheski in skillman to describe a little bit about how the bid package went yes mr miller can you hear me we can thank you chris all right thank you
062sir good evening trustees uh what we have here before you tonight and i don't know if it's on your board there on your screen or perhaps mr yancey can share it there we go all right thank you david appreciate that so um what we have here before you tonight is a word recommendation letter uh for your final bid package number three which is the athletic fields and demolition we are very happy to announce that uh we had a great turnout we had 25 bids for five bit categories that's five uh bits per category uh which is which is excellent participation um after conducting pre-award conferences and reviewing contractor qualifications at our office with the architect and the engineer we recommend awarding contracts and issuing a notice to proceed this is all based off of base
063bid and we're happy to announce that you did have enough funds for alternate number two which is an upgraded video scoreboard and also alternate number three which are the added bleachers the added bleachers um total not total count but the extra bleachers were in excess of 2448 bleachers extra seating so um before i get into the bottom portion of the letter i want to address uh trustee blake cleans concern about the budget so uh trustee king you are correct in that uh three million ish dollar amount however that was the original uh program dollars we had so we took that along with the demolition dollar amount at uh 2.7 we added those together with um some additional funds from the 2020 projects so your total price or your your your total construction costs are 10
064million 300 000 so uh before you we have four bid categories i want to go through and they tally up to nine million one hundred and one thousand and forty dollars so you're in you're in the black you're you're still good with with dollars so if i may the contracts that we have before you for um award and also issue a notice to proceed out of our office i'll go through them here in detail first big category is building demolition and the contractor is american demolition corporation their contract amount is one million one hundred eighty seven thousand three hundred and fifty dollars for the second line item we were able to combine bid package or bid category two and three site work in general trades and that is to golf inc that contract is six
065million five hundred and four thousand dollars next line item is bid category number four plumbing and hvac that contractor would be arctic engineering the dollar amount is 353 900 and your final bid category is electrical and that contractor is midwestern electric company for one million fifty five thousand seven hundred and ninety dollars and to recap that total dollar amount is nine million one hundred and one thousand and forty dollars i'll be happy to answer any questions that you folks may have trustee blake king i hope i answered your question clearly if i haven't like to go into further details any questions madam president i apologize everyone i tried to share my video but it's not working so forgive me no no problem chris no problem trusty blake king thank you uh so you combined uh
066three and four yes and that came to 5 million 925 so where did the other 4 million come from the other 4 million came from contingency from the high school that we have in reserve and the remaining funds came from the district-wide uh maintenance projects so we've used all our contingencies and reserves uh no no no man we have about 450 remaining 400 yeah so this issue with solar is just out the door uh that's a tough question for me to answer i i don't believe it is we definitely need to get schmidt back on board and look at cost but um for me to say yes or no right now ma'am i would be lying well we'll have to get back to mr miller on that because i understand we were talking about our
067contingencies and what would be left correct and so it seems like we have not so just to be clear this does not include the baseball and softball field as an alternate in the 9.1 million so we have additional money chris you said it was 10.2 is that correct around 10.1 times yes sir it's 10.3 10.3 okay and then the football field that wasn't part of the diagram either the football field is included in you know we don't have this in this uh all of this cost um correct yes so the football field in the building that sits next to it and the expanded bleachers and all of that is included in this what is not is the baseball and softball so we have some leftover reserve that 10.3 minus the 9.1 but that won't cover
068all of it and i'd respectfully like to ask that we discuss how i intend to obtain the the balance of that in executive session i think you need to discuss it with us um correct i need to discuss it with you guys but in in executive session would would that be something that we could cover um this week or that would be covering one we could cover it this thursday um okay that would be great because that's important to me when we talk about things like equity and that sort of thing that baseball and softball shouldn't have to shouldn't have to wait so that that well that's important as well mr president what am i looking at this is this it says baseball and softball complex what is what is this where you see i'm
069sorry next the next page the next document it has a dollar amount is that that not that is not included is that what you're saying there's a doc there's an um i want to make sure okay yeah i don't see it everyone i just i just see the award recommendation well it's there it's a diagram did you see it the baseball yeah so it's in there now you're correct so we had all these different bids because we wanted to know different costs and so now they've come back with a recommendation to us of the ones they think we should be picking and so that's our job right now to decide is their recommendation the one we want or is we want to do something else and as the superintendent just said he wants some more
070time to discuss with us um some contingencies that were not on the agenda for tonight or not up for vote okay so anyway yes it is confusing video i need some help my board docs went out thank you i i do have a question for him i don't know if he can answer it or i can send it is the electrical infrastructure there if we should decide to do solar in the future i'm sorry trustee murphy to do where solar to do where if is the electrical infrastructure there if we decide to do solar in the future thank you for the building no good to know but the the roof was designed to to uphold the weight of it correct yes it's it's fairly light panels um and here again to to rewind back three
071years ago to um design the original solar was only to house the the hot water system not like the electrical what everyone presumes to be solar so like i said there definitely need to be a larger group discussion for the soul i i totally agree with you where i'm going with this is i would like to see this as one of our trades in the future just like we have the acc and the different pathways and maybe we can get some grants maybe our children can actually build these things and learn how to install them so that's why i wanted to know if this is a possibility in the future to do it if we were able to get money like that and actually teach our children how to make those so if i could
072if i could just make one comment about it this is part of the frustration with the general assembly right now we have spoken before about certain cte pathways that they want to defund down to zero and believe it or not energy technician is dis is deemed by our indiana department of labor as both low wage and low demand so they're defunding it down to no dollars [Music] but i love the idea we actually talked about that about having one or two panels down on the ground where kids could actually go and service the panels and such like that when we when we've explored this idea all right very good very good you know mr miller and trustees i'm sorry lisa i'm sorry it's okay chris go ahead um so obviously with the alternate one uh
073not being selected right now due to those funds you know i do want to point out that for the west of our trailer compound west of the cafeteria courtyard west of the pool um that area is going to be level and seated grass will grow so we'll have you know ball fields there per se for practice and outdoor events just something to keep in mind all right so one final question so that i'm clear so my understanding is nine million dollars plus is representing only the demolition and those other three items listed on this piece of paper it doesn't include the softball bill and all that other stuff to be clear it includes the demolition and the the the paving the the parking lot um okay so it also includes the football field being to
074the north of the property not from the original plan where it was behind the school but in between the you know north right behind the civic center it includes the athletic building that that borders the football field it includes the expanded bleachers that that we looked at to increase the capacity it includes the video scoreboard the two main items it does not include although what he was saying is they will be grass is the actual production of the baseball field in the dugouts in the press box in the softball field that is not included in this that alternate was is not up for so could that be listed because as as this report is presented it's not listed that way well we're not asking you to yes i can i can get you that information
075we're not asking you to approve i know we're not but i need to know where we're going and i need to see it in writing that's all i appreciate it yes no problem thank you very much all right then yes scott i can have that information for you thank you chris all right yes sir thank you thank you trustees thank you thank you um so superintendent miller your recommendation on this item my recommendation is to approve um the bid package we're never not doing this part here like we have to do this no matter what so we can always approve the the addendum for baseball and softball at hopefully a very soon date but we have the funding and we have to do these items um and we do need to be moving on them
076relatively quickly all right i'm going to trust you on that yes so i am recommending we still approve bid package 3 as presented all right dude uh do we have a motion madam president trustee murphy i move that we approve bid package number three athletic fields and demolition award second so we have a motion and we have a second do we have any further discussion one final comment i just want to see the money mr miller period you just want to see the what see the money the money okay all right thank you uh if there's no further discussion uh we'll go ahead and call for the vote uh all in favor aye aye all any opposed all right the motion is passed uh four um and one absent all right moving on to item
077number b superintendent miller hi trustee excuse me trustees i am recommending the approval of item b the fuel up to play 60 hometown grant there was only one fuel up to play 60 grand given to school corporations in each of the 50 states and hammond applied for it and we were the ones selected it's really pretty cool part of the part of it uh we'll have this summer we'll have some play 60 events uh in partnership with this at city parks and both indianapolis colts and chicago bears players will come out to the events to help support the the initiative but it's ten thousand dollars and um i'm asking that we approve the play 60 hometown grant another one again to give credit to director clara hand seeking out funding sources for food service and
078getting the award that's awesome that's awesome uh do i have a motion madam president trustee candelaria i move for the approval of fuel up to play 60 hometown grant as presented a second we have a motion we have a second um all in favor oh any discussion all right if there is no discussion all in favor aye aye aye any opposed all right the motion is passed uh four and one absent um item number c superintendent miller uh trustees i do have director quotes here if you have any detailed questions but i am recommending the approval of the propane fueling station in purchase and installation this will be a critical item since we have purchased some propane buses we do need to be able to fuel them but this would be the installation so we
079can do this on site and overall this will be a significant savings over uh traditional gas fueled diesel fueled buses and the the amount of that contract was uh seventy thousand nine hundred ninety seven dollars in nine cents and if i remember correctly uh a large portion of this was being covered uh through a grant correct um director police you want to clarify that for us please oh boy forty thousand dollar award and accepted that boy good evening again yes uh 40 000 would be covered by the idem infrastructure grant which uh we received um that award back in november of 2020. once the infrastructure is installed we then invoice ibm and then that 40 thousand dollars is returned to us also the reason why the purchase is important is if not we're locked into
080one company for the equipment as well as the fueling and um it's one of those things that if we don't purchase from them they come get their equipment and so the um grant really does offset the cost of that and allows us more flexibility and being able to get the most um fuel the most cost effective rate for fueling as we move forward all right thank you very much mr potts do i have a motion madam president before he leaves i actually have one more thing for him sure no problem let's do the motion in sec a second then we'll open for discussion madam president trustee murphy i moved to approve the propane fueling station purchase and installation as presented second all right very good we have a motion and we have a second uh
081discussion um mr post could you clarify i remember in the past we talked about this before getting approved we are also going to save a maintenance cost on the buses because of the way the combustion is if you could let people know how that works too so our traditional buses use diesel and as as diesel fluid is burned it creates a build up within our engines and so one we have to purchase what's called death fluid that helps clearing out clean out the engine but then over time we then have to do repairs we won't have to worry about that particular portion um you know that's the upgrade in the manufacturing from propane to diesel where it's just a cleaner burn of fuel that doesn't require some of the additional maintenance costs um the once
082the buses and we actually have for the buses already on property but um they'll be warranty for a longer period than what our traditional diesel bus is also warranted for thank you very good very good is there any other discussion from anyone all right uh call for the vote um you know mr potts i know that next item is yours too if you want to okay let's give you a trip to the back right um all right so i'm going to call for the vote all in favor aye aye aye any opposed all right we have four uh four and um one absent uh thank you very much um superintendent miller we are on to item number d trustees i am recommending the approval of purchasing two propane buses at a cost of two hundred
083sixty five thousand five hundred forty dollars total um twenty five percent of which will be rebated through the volkswagen rebate grant all right very good uh trustees um do i have a motion adam president trustee candelaria i move for the approval of bus purchases as presented second all right we have a motion and we have a second discussion any discussion all right seeing that there is no discussion uh i'll call for a vote all in favor aye any opposed all right the motion passes for in favor one absent thank you so much mr potts for hanging out with us tonight all right uh letter e superintendent miller trustees i am recommending the approval of the contract with nearpod for six thousand one hundred fifty dollars for eggers for anyone not familiar nearpod is a interactive
084presentation software it allows the teacher to insert questions in a typical presentation students since we're all one-to-one they use their own device to answer the question it can be short answer multiple choice any type of of question matching even and then it gives the teacher immediate feedback on their screen and so they know whether to re-teach or to move on to the next item and it also takes over the student's screen too so it also helps keep their attention so when the teacher essentially the way it works is the teacher creates a lesson and it generates a code the kids type in the code on their device and then it takes over their screen and the teacher then controls all the screens from from their proctoring so i have some familiar familiarity with it from
085the career center and for the teachers who have implemented it they they feel they can't live without it so that's my recommendation on nearpod thank you very much superintendent miller uh do i have a motion madam president trustee candelaria i move for the approval of contract with near pot inc as presented second we have a motion in a second is there any discussion on this discussion i have one question mr miller why isn't something like this district-wide why is it just concentrated in one school it's something we could look at district-wide in um in the future yeah i i i personally i really like the software um there is a free version that is limited to only like three lessons like like you can only have three lessons in it but i mean considering our
086state you know and learning loss i i think it definitely could be part of of the plan moving forward um especially since we're one to one i think the reason we didn't consider it it's actually a really good point trustee king because um previously we didn't consider because we weren't one-to-one everywhere but one of the one of the things that covid has brought is that we bought a lot of devices and we are one to one now k through 12. so this would be a software that would be beneficial i really think for all teachers because again you can you can have it down to the developmental age of of a kindergartener you know it's not that expensive 900 kids is that is that what i'm hearing not a number of people benefit is 900
087and it's 6 000 divide that that's no money correct it is not it is not in all our schools get title appropriations and we might get a better deal of total district license that thank you all right very good is there any further discussion seeing that there's no additional discussion i will call for the vote all in favor aye aye aye any opposed all right the emotion is passed uh four and one absent all right letter f superintendent miller trustees this is just one of these unusual ones where we are approving a contract for morningstar academy which is a private christian school on kennedy avenue in hammond because we are the lea we have to process this title purchase for them the amount is 10 124 dollars and 40 cents for them to bring in
088some consultants to work with their teachers on math and english all right very good do i have a motion madam president trustee murphy i move that we approve the contract with tools for success as presented second i have a motion and i have a second is there any discussion seeing that there's no discussion i'll call for the role um all in favor any opposed okay that's uh four uh four and uh one absent um and that concludes our new business for this evening uh moving on to uh the calendar our upcoming board meetings um superintendent miller you want to run through that list i'd be happy to thank you um the board did meet tonight in executive session on personnel in litigation at 5 30 and then of course we had our meeting tonight at
0896. this thursday we have an executive session at 5 30 on the purchase or release of real property and litigation and then on next tuesday this is one a lot of people i would encourage to tune in to will be having a public work session at 5 30 and if you're not again familiar with some of these terms in a public works session the public is invited but there is no public comment the board is able to ask questions and myself and my administrative team will be presenting where we are with our plans for both summer school and for interventions to address the coveted learning laws and what our intentions are with some of the federal dollars we've been blessed with all of those things you will hear where we're where we're at with that
090some of it we have some strong recommendations others are works in progress but it's it's time to share what work we've done and what we're thinking and that will be again next tuesday at 5 30. if you can't meet me live it'll certainly be available on our youtube channel then our next regular school board meeting is two weeks from tonight tuesday april 20th here at 6pm very good thank you very much superintendent miller mad president trustee murphy didn't we add on a public work session or board policy was that confirmed um she's saying that we haven't finalized the date on that yet so it's um ending madam president trustee blake king mr miller uh regarding the the public work session on summer school can we get some kind of uh what's the term i'm trying
091to find an analysis as to um i mean if you're going to have summer school you know you know why what got us to this point you know where are we with our kids you know so like you're saying like a presentation of where we are with our formative assessments yeah and how you know yeah where we are and how we're going to get there that that was a part of our plan we did want to share um our most recent exact path data that's if you're not familiar a formative assessment exact path is the assessment we give locally the state makes us give a local assessment they don't say which one you give but it kind of gives us a benchmark of where kids are and so we we do intend to make that
092part of our presentation because the old adage is to and you inspect what you expect right that's all that gold that's old [Laughter] very sure so let's do that thank you very much all right thank you very much trustee murphy i'm sorry i'm going to belabor that point so we can get this on the calendar could we have the board secretary to please call any board member that has an rsvp'd for that meeting so we can get it on the calendar um i understand that the there was a an issue with coordinating between the board and the administration so it's not a lack of one person not responding we've got to start over with some different dates and anna will send something out tomorrow-ish yes tomorrow-ish with a couple of other possible meeting dates for
093that okay is that okay yeah because now i don't have a deadline of this weekend to review that huge factor yes yes that's what i wanted to get okay very good very good i i had indicated to anna that uh for the 15th we already had a commitment to that webinar so it would have to be the 22nd that was my comment to her so yeah she she indicated that the board i'm sorry the administration wasn't available there were other things happening on the dates we had initially suggested so we've got to start over um but we will start that process again tomorrow-ish to to try to get that that finalized it on the on the calendar all right thank you all right very good all right uh public expression trustee candelaria no one has
094signed up for public expression second period does that would anyone like to sign up right i'm hearing none superintendent miller do we have any emails there are none all right very good very good we'll move on down to uh reports reports from the superintendent um of course my main report today is today was our first day opening up our doors i was able to visit hammond high edgar's maywood wallace gavit kenwood o'bannon may have forgotten one or two wallace and overall what i saw was a very coordinated effort i saw no one in any distress i saw the kids in elementary actually quite happy and smiling and when i walked into a classroom they they were they were just very cheerful and excited to be back in our schools we have we have some smaller
095growth things that we have to address and there was some technology glitches there was there was some transportation hiccups there's some small things like that we did not have a lot of people who were not signed up show up and try to come into the schools we had some schools had zero cases of that some schools had just one or two cases of that um so overall the feedback that i got from the directors and every school was visited i should say that too every school today was visited by the district administrator and we were able to see firsthand how things were going and they were going well and the principles were saying things like please knock on wood everything is going very smoothly and and the staff that i talked to by and by
096were were very encouraged on how things were going and how well behaved the children were and i didn't see instances of kids not following our expectations for ppe or mass protocols or things like that i saw i was down in in head start classes today like i mean where you got the littlest of the little and they were wearing masks and it was not it was not an issue so i i personally am very encouraged by day one now day one is not the end of the year and we'll see we'll continue to monitor and inspect as you said um yeah compliance and issues that may come up and we'll tweak some of the some of the things from from today but by all accounts today was a very positive first day for school city
097of hammond and i'm very much appreciative of all the work that went into that appreciate the board support in making today happen um and appreciate all the staff that that have been on board with us i wrote an email last night to all the staff and i just feel like when we are all of one mindset when we're all working together we all have each other's backs like we're the best around like we we do and produce opportunities that other districts don't have and i think this this was evident of it in the way today today happened i'd like to i can answer any questions about that in a minute too certainly um i'd like to acknowledge renee greenleaf the executive director of the hammond public library uh good to see you renee we've got
098some exciting possibilities in the future with partnership that that we can both announce publicly hopefully very soon but definitely part of our of our plan is is having the hammond public library is a close-knit partner moving moving forward and just one last announcement too if you may have seen it ran on both the tribune the post-tribune and the hammond times i want to thank uh skillman for welcoming our acc construction students for an entire week uh larry gutierrez in particular uh had on-site activities for the students at hammond central for an entire week and the kids got to do all sorts of uh real world activities they go along with running a project 100 million dollar project so um and thank you to the times in the post for running that article and for leanne
