001e e e good evening everybody Welcome to February's School Town of moner board of school trustees meeting uh let the record show that all board members are present let's stand for the Pledge of Allegiance item 1.4 public comment information we currently offer two ways in which the community can participate in regular school board meetings the first public comments section on the agenda is for addressing current action items that are on tonight's agenda these comments must be submitted by noon on the day of the meeting the procedures for submission are posted on our website under Board of school trustees the second public comment section is for General comments and does not have to be specific to an agenda topic if you wish to address the board during the general public comment section of the meeting please
002put your name and topic on a card and give to Miss Deb Hayes at the start of the meeting Deb is Raising her hand all public comments are limited to three minutes per individual with a total of 30 minutes allotted for each public comment section on the agenda and we do have um one public comment um Miss yanis I'm Denise the mom who filed the complaint about the obscene material provided to toddlers Ed that my 5-year-old was exposed to a book with nudity in it in the school of all places I hope and pray that you the school board I'm not a doctor or psychologist neither is my 5-year-old daughter conscience was speaking to her however my daughter saw the page with nudity she was in shock and came home embarrassed for seeing it she
003said Mom I didn't know I I asked you didn't know what she said that the book showed private parts and she was sorry for selecting it because she didn't know what was in the book a large Christmas tree was on the book cover which is what Drew her to the book then you open book and it shows someone dress as Santa only shown from waist down and later shows a naked kid running down the street with text Santa's watching ha haa what are we teaching don't run down the street naked parents should already be teaching their kids that and there's a better way to teach it than showing the wrong are we next going to show kids are we next going to teach kids not to set houses on fire by showing pictures to kids
004to five-year-old kids setting sorry I just gonna read that again are we next going to teach kids not to set houses on fire by showing pictures to 5-year-olds of kids setting houses on fire or teach kids don't smoke pot by showing kids smoking pot this is absurd in child abuse please stop it now good for my 5-year-old daughter and her pure and innocent conscience coming home December 2nd that's right books for 5-year-olds should not show Private Parts in school of all places if I Google 5-year-olds should not see books with nudity this is what comes up from AI according to most parenting advice 5-year-olds should not be exposed to a books with nudity as they are not developmentally ready to understand or process such imagery and it could potentially cause confusion or discomfort it's generally
005considered more appropriate to select books specifically designed for their age group that do not include n thank you Miss anopolis item 3.1 monster Education Foundation Grant presentation M Epley Foundation we serve to raise money um to provide grants to teachers parents and administrators in our school district for experiential um and unique classroom learning and uh in the month of January we were um happy to award seven grants to um various Educators in our system like to have um those teachers and a parent be recognize come forward we have a pin for you um that you can wear on your lanyard or put on your tote bag and then we'll get a picture with the mega check which is always fun from Monster High School we had three Grant recipients the first is Miss Kennedy Cole
006from moner high school in the amount of um about $1,500 for French novels for her French class yeah please thank you um also from the high school Mr Coler and the amount of $3,000 to support additional equipment for the high school robots team Mrs Barnes from moner high school in the amount of $800 for a set of contemporary poetry collections for her AP English and literature class for M right Middle School we had one Grant recipient Miss Carpenter in the amount of about $350 to supply uh provide supplies for her class tortoise which she acquired through a different R program from Frank H Hammond we had two recipients we had is this the class tortoise oh that's more uh from where was I Frank H H we had Mrs foot in the amount of $2,100
007for Ed puzzle program for her fourth graders we also had Mrs Dalal a parent at Frank H Hammond in the amount of 1437 to provide additional equipment for the Frank H gam Rob and lastly from eids M Wallington in the amount of $2,000 for the ISL program for the fourth grade classes um all in we had just a little over 11,000 grants this month we are taking Grant recipients every other month so we're really um really proud and so far we've um given out just over $45,000 this year PR for agenda do doesn't thank you Miss zeeple item 4.1 Miss Nicole gery principal report Elliot good evening just a few Elementary updates before we recognize two important clubs that are making it to state next month we are finishing up we finished up our iearn
008pilot checkpoints at the elementary and coet and NWA so it was a big month of testing for January our biggest fundraisers at the elementary schools are coming up we have our fund fairs February 28th eats fund fair and Frank Cam and and Elliot actually have theirs on the same night on March 7th our snow flurry is coming up uh the call out meeting today for the high schoolers was at the high school we have three SRO now that will be involved with the state so it's going to be a wonderful day having more resources there and thanks to sent Grace is always for planning this event so like I said we have two Elementary student groups to recognize we have the FHA or sorry Elliot and eids Robotics teams uh they are going to state
009next month Mr St here and Miss hobbis are the coaches and they are here to introduce their teams e guys thank you for the opportunity to on a robotics program at our school and get it e actually two teams so we have our first team who qualified for state by winning um the last competition we were at so there's multiple ways to get into State the teamwork Championship or teamwork Champion award and then we also got the Excellence award at the last competition which was based on uh judging so they interview with the judges they have uh the notebook the engineering notebook that tracks their progress and then how well they do in the competition so they received both of those and then we just brought these along because these were last year's as well
010and most of these kids were on the team last year so they just wanted to bring those with um so yeah state is on the horizon um they are their skills score um so they have an autonomous program as well that they coded um and they we points on that and then their driving score I believe was a 76 so um that put them last we looked it was uh 14th in the state they're in more than I am as far as we did we just left practice to come here straight here so we lost track of time we were so busy uh they're currently building a new robot robot also first state because why not so um so that's uh and then we have our second team has a competition this Saturday and in

012minutes from the uh regular school board meeting held on January 13 2025 as well as the board of Finance meeting held on the same night and with that board of Finance meeting was the interest earned uh statement that's also provided in the minutes and then later in the month of January the school board had a public work session on January 17th 20125 those would be the minutes that are presented and displayed on the screen for approval it also includes item 5.2 the approval of the account's payable voucher register as presented it includes item 5.3 the approval of the payroll voucher register as presented as well as item 5.4 the approval of the Personnel report has presented and displayed on the screen with the following recommendations for employment resignations requests for leaves of adsence and the

018our own board policies um the committee found that this piece of work it's Christmas David is not um obscene and should be should remain on our bookshelves I would also like to add it's not in the reconsideration committee report um but it's important to note that the state training for your early or for your literacy endorsement does actually include um the no David books that's the sample book that they use um within the training thank you Miss Beren any other discussion I just I guess I want to say this is the first time something like this has come up the law changed and we knew um even during our election season we were getting questions about book Banning and how we handle a complaint so um I appreciate the fact that you reached out and
019I appreciate the fact that the administration teachers lians um came together to form the committee and that the process worked I also didn't expect the report to be so thorough I I didn't really know what to expect because this is the first time we've done it um but I appreciate the diligence bringing in the Supreme Court case from 1973 um I'm not an educator but I appreciate as a school board member I want to follow the law um that's my role that's my I have to do that so I appreciate seeing the depth of um information I also appreciate that they made recommendations of things maybe we need to do as Schoolboard policy we need to sit down and discuss maybe making things a little more clear um so that being said I just I
020I appreciate the process any other discussion yeah I just want to Echo Dr Schwarz Wolf's comments um this was an extremely thorough report I can tell that this was taken extremely seriously everybody did uh a lot of due diligence here um as you mentioned citing precedent uh other court cases um bylaws um and I think I was comfortable knowing that this wasn't just a couple people had a conversation said ah this is fine like there was really I could tell by the the length and depth of this report that there was some serious conversation and again to Dr Schwarz Wolf's Point um further recommendations for the board to consider um and and to be aware of and I appreciate you mentioning that this is actually a sample from the state that they provide um to

022memo uh there's more information in there but basically the state has alloted $10 million each year for teachers who provide literacy instruction uh in grades K through three to help with early literacy uh of that $10 million we were afforded $1,220 and6 um which is not a very equivalent proportion of $10 million uh but we got a small amount of that uh from that we provided uh per the grant requirements stiens to uh grade level teachers who teach K through three uh reading specialists in the elementary schools reading interventionists at the elementary school mild intervention special education teachers uh who provide uh reading instruction in the elementary schools Title One teachers at the elementary and Title One instructional assistant who provide some uh targeted um remediation for students in literacy and reading um with that
023we had 57 staff members at the elementary schools who qualified for a stien the stien amounts will be $182 14 for uh the teachers and and uh all those positions with the title one instructional assistance receiving a stien of $455 because they work with more than just reading and those uh students and they do a less uh probably less time in the reading than some of the other teachers and positions do so with that we uh I think uh we're good to go if you have any questions but again this grant was provided per the idoe requirements uh of who are eligible for the grant oh and I did want to mention for the board we did provide the teachers names with the grants there that's not for public comment but it's provided for you

025specific things that the board deems appropriate uh two of those things that we've been doing for three years now is providing stiens for for teachers who teach advanced placement courses at the high school and also those teachers who teach dual credit for teachers at the high school uh those are items A and B in the resolution I'll just read it because it is a resolution so instead of me talking uh now therefore the school town and muner shall provide supplemental payments to teachers for the 20242 school year as follows for a teacher who teaches an advanced placement course the teacher shall receive a payment of $11,000 per semester for the 2024-25 school year or for a teacher who's credential to teach a dual credit course is taught by the teacher that teacher shall receive a
026payment of $11,000 per semester for the 2024-25 school year or for an elementary school teacher who earns a master's degree in math reading or literacy that teacher shall receive a payment of $1,000 per semester for the 20242 school year the school board has has continued to do this from the very first year that the Indiana legislature made this available in the first year these were the only qualifying actions that a school board could give supplemental pay uh they have in addition to those years added other reasons we as a board have added every now and then when a year when the year and the activities warrant that we will add some other things these are things we've continued this year C and D are a project that U Mr heler our Dr heler and again
027we apologize he can't be here he was Ill uh but Dr heler recommended we provide supplemental pays for a teacher who participates in the Marzano assistant uh assessment project and that teacher will receive a stien of $650 for full participation in that program for the 2025 2425 school year if the teacher does not participate in all the meetings and activities we will provide a pro-rated amount that will be calculated based upon the percentage of meetings and activities completed and we do have an instructional coach who's participating in the marzal assessment project that instructional coach will receive a stien of $325 for full participation for the 2024-25 school year or a pro-rated amount based upon the percentage of meetings and activities that they do participate for this school year uh and for those supplemental payments that

033do believe it's called qualitative quantitative purchase agreement which means it's uh an agreed price that the state approves ahead of time that we can do to have that and we can hopefully have these copers in place sometime this semester depending upon the ability to deliver with that will any questions you uh any board members have myself or YP podzol can answer any specific questions any questions do we have enough copiers for each building okay you know I'm going to hold you accountable this new plan states that we have enough functioning copers for the new one at any given day the last couple weeks we may not have because they're constantly being repaired at this time so it is yes we tried to do our due diligence and make the last ones last as long as

035general information and discussion items and again there are none at this time that we had on the agenda all right item nine director of financial operations report Mr Melby thank you I want to start by it it was great to see the robotics team one of my first things I ever did was supervise a robotics trip and I was like I was a math major in high in college I could go down there and help these kids well I learned really quick I was learning from them they weren't learning from me I was an athletic director in a previous life been to many state championships the robotics Championship is as cool as any if you ever get an opportunity to go see it it is some cool stuff with that being said we'll jump into
036the cash sheets in our education fund I do want to take a second to point out in our basic Grant remember what we receive in basic Grant is going to be approximately 97% of all revenue and that's based off of our ADM and our ADM gets certified next week so those numbers in Mr Mel's way are very cautious and next year I have to even be a little bit more cautious but as soon as we get more information I will update as I always do and give you better numbers along the way you'll see at the bottom the transfers to another fund uh again we start out lower on that and we build up last year you know we can uh move upwards to upwards to 15% and removed just under 14% last year in
037our operations fund everything one is planned the one thing I did want to point out what came uh was very glaring to me was our utility cost in January was very low the weather helped on that but the other thing and I always forget to mention a shout out to Brian Hayes our uh the person that manages turns off our when he's at home he has the ability to turn off uh air handlers and units and he does an amazing job so hopefully Brian's hearing this and that was a great number for me to see in the operations fund for Utilities in the referendum fund everything is almost uh exactly where we thought it would be the one that was a little bit uh shocking was our Insurance property liability uh insurance that actually went
038down for the first time that I've been sitting in this seat so uh there was schools last year Mr Begley I think you were with me that we're seeing a 24 26% increase we had I think a 14% increase last year this year we actually had a decrease so uh pretty good numbers for us so far in January pending any questions that's my financial report any questions item 10.1 assistance superintendence reports Miss bergren um just a update to let everyone know that on February 3rd our pre kindergarten registration opened um so you can it is still open and parents can continue to um register their students for pre kindergarten also kindergarten registration starts March 17th at 7: a.m. and also just a quick reminder to um if you haven't updated information in power school if
039you had a change in phone number make sure or emails that those are updated with um cold weather delays possible at the end of this week we want to make sure that everybody gets the information in timely manner thank you Colleen Mr TR feldis uh not much at this time just wanted to make sure the board is aware it is February but it now is starting the official teacher recruitment time so I'll be making the trips to the local universities and to the universities uh the state universities in the next month so we hope to continue to attract some of the best and brightest quality candidates to our schools if we have any positions that open uh we always hope we have no positions that are going to be open but obviously sometimes it happens
040and we want to make sure we're prepared so a lot of times we're there interviewing students uh with no knowledge of what might be open at that time but we get to meet a lot of great people and these uh these recruitment fairs have actually been fruitful where we've actually found some tremendous quality candidates and we're able to I would say bounce on them very quickly when the position opens up and we can call and get interview scheduled so um should be a nice time it's always a fun time we do have some of our building level administrators who go and also represent and I always want to give a shout out to Mrs pyck because she provides me I can't do this but she provides you some really cool uh I guess I don't
041know the best word is but little things to give to the students to attract them what was that Kim what should I call him I give them we have a lot of Swag that we can give to some of those college students that attract them to our table and we can show them how wonderful our school district is and we do that so I want to say thank you for Kim to that but that's uh a lot of what we we doing in the next month thank you Mr trip and feldis item 10.2 director of operations report Mr Begley thank you Mr Dy I'll give a quick uh review of how the projects are going right now we are wrapping up the high school fire alarm um replacement that they're finding the last issues with
042some of the sensors and we have some ground issues that they're working through but that is wrapping up it should be done by the end of the month Elliot Chiller and E Chiller those are also wrapping up um as it was mentioned that we save money on the utilities with with Mr Hayes being able to turn off the devices from home with us updating our chillers our boilers and all our mechanical we have those controls are being replac that allow him to do that so we were replacing all those pum Mantic controls so that those projects are saving us money plus we also send those in for nipco rebates and we typically get about $5,000 per project when we we do that so that Elliot needs is wrapping up we're just waiting to uh fill
043up the um cooling tower and we can't do that until we are assured that we won't have any freezing weather so we're looking to finish that up uh by the end of March the baseball soccer field conversion uh the underwater detention has been done as you if you dri by today you can see that the uh fence posts are going in and they're putting in the curb when they get the curb done we'll get all the um underwater detention finished up with the the tile and the stone and we'll be waiting we want to wrap that up by the end of February and then we're going to wait till we get a 40 to 45 degree weather so we can start putting down the turf and have that ready to go at the beginning of
044the baseball season uh the Fine Arts uh the mechanical electrical and plumbing still continues to go in uh they are doing some concrete cutting we are doing some reconfiguration with some underground plumbing and some underground wiring so that is being done uh the bleachers are all ordered getting ready to get start putting those in we're going to do uh high school first and after that they'll move over to the middle school and put in the the new bleachers there uh we do have some new furniture coming to the high school over spring break so we'll be getting rid of some of the sled desk and replacing those with the vs desks and then I'd finally like to uh publicly thank the town of moner streets department uh if you were couple days ago we had
045that real cold spell and we had a frozen pipe and frozen pipes are fine when it's frozen but thaws out you have a problem we had the we the Falls of monster in the Commons area and uh Chris bolck uh Bob Valas and his crew uh jumped into action helped our people out we found every squeegee in the town of monster and we got the commons area cleaned up uh in time I think we only lost about an hour and we had that place open so I'd really like to thank uh the the folks over the town of monster we have a great relationship with them uh there's many times where if we can help them we do and and this was certainly a case where they helped us pen and a question that completes
046my brief any questions guys I have one uh Sean and this maybe one of the sillier questions you get asked when when we do lay the turf is there a settling period or can you play on it right away with with respect to the I believe you can play on it right away because the the tur the the big part is the the foundation and that's all the stone it's underneath and that Turf gets laid on directly to that stone and then they fill it with the the rubber the ground up tire so everything that's underneath there has been compacted uh and that and that's one thing we do have we have a company that comes out and tests the compaction and we don't go any farther until that compaction pass the test so we

050some of our Senators our Representatives on different bills um probably the big one that I was a part of was the uh trying to reach out to the uh Senators on the elections committee about um Senate Bill 287 which is asking for our school board positions to become partisan um it did pass out of committee today so now it will go to the floor I'm still hoping that it dies but um I'm also going to be attending the State House day next Tuesday down in um Indianapolis Indiana Schoolboard Association sponsored this day where legislatively aon's president superintendent can come down we get a legislative update we get to meet with our Senators and House of represent or Representatives um we can actually go to the floor and pull different people out which I already have
051someone in mind that I'll be pulling out to see if they'll come talk to me um so you know we we're very lucky that we have groups like The Indiana Schoolboard Association that do Lobby for us down there um there's certainly a lot of bills right now that are affecting education not just school board members and I won't go into it because it's just kind of depressing but I will say on a bright note that this is my ninth year of being on the school board and every January when these legislative sessions start we're in a panic because there're some of them are crazy and most of the time by the time things get passed they're either watered down amended or didn't make it to a bill so let's all think positive not going to
052be Doom and Gloom there could be some good things that come out of it but I will keep you posted thank you Miss Cinder uh I'm excited that we have passed the Strategic plan and I look forward to serving on that committee and I wanted to thank Dr Schwarz wolf for spending some time with me to get me up to speed on the history the creation of the plan and and how we got where we are thank you Miss Cinder Mr Castro thank you sir um I'll Echo that Comon quickly there's there's so much work put in into the Strategic plan I know sometimes stuff passes you see it up there for 30 seconds we see it yay or nay and we move on there's a lot of of work that people up here people
053in the buildings people in the community put into this thing it literally has been years in the making and it is about shaping the district going forward and I know this is ingred was very vocal because this is one of her passion projects we're all very passionate about the future of our district and how things are are progressing but it's near and dear to her and I just want to thank you ingred for that and um for your work already uh with the legislative liaison position again a lot of work um and we take these things very seriously agree isba the Indiana school boards Association does a lot in terms of lobbying for us keeping us informed um and it's it is it is scary but we need to stay involved I you know I
054I know a lot of the things people might hear or see is via a social media post and you make some comments and you're like yeah I feel better about myself you know we need to do more than that we need to get involved we need to make calls to our legislators we need to make call we we can't just post on social media and think that's going to solve the problem because it's not so I appreciate people being active I appreciate people reaching out making those phone calls on Angry you're you're putting so much into this and I'm not surprised because you you are so passionate and dedicated but I just want to thank you publicly in a meeting for that and um hopefully as you mentioned these things will get watered down or
055passed in in a way that is more amenable to to schools and public education than they stand now um Redevelopment commission nothing new came up uh just a quick another two-minute meeting uh so that was fine um love to see the young people in the robotics team doing that stuff uh Mr Melly mention that man that's that's beyond me that the stuff that those kids are doing already and talking about coding and and automation is is pretty phenomenal so thank you not only to them but the coaches and the district and the community that that puts time in into supporting kids and projects like that um had a chance to go to jeans and jerseys fundraiser this uh a week ago um and just a great job and just speaks to MEF and the work
056they do and and a great time had by all um and uh so thank you for doing that and that's all I have Miss Smith thank you um I wanted to do a little shout out at wilbri I had the opportunity to attend their volleyball fundraiser a few Friday nights ago although I am a little upset because I do think the flu came home but that's beside the point um I really do want to do a little shout Miss pre though because um I do think it takes a lot for teachers to go above and beyond outside of their school hours and what's expected of them she went above and Beyond to coordinate these uh Friday night volleyball fundraisers for the kids and anything my kids participate in that could take them off their phone
057get them active hanging out with friends in a safe environment um I'm very much supportive of and the fact that Miss pres not only organized it with uh several teachers came out and played which really made it fun for the kids as well as then they showed up later at jeans and Jersey so um I thought that was a really nice event I know many teachers go above and beyond like what we saw here today to do extracurriculars for our students and um but most recently I just saw that one um in addition to that the park monster parks department will be holding a ribbon cutting ceremony on March 17th at 2m it will be to um showcase their new golf cart storage building um as well as some other amenities that will be at
058the golf course there in here in Monster they will have some other activities and food so if you are interested in a tour of that and um having more information about the new setting out there it's going to be very nice it will be on March 17th at 2m um I think that's it thank you thank you Miss Smith uh I am the the board liazon for the PTO president's committee and the monster Education Foundation uh I attended the jeans and jerseys event two weeks ago as well with my other board board members um just a quick update on that just to show you the the type of work that MEF does year in and year out they sold over 260 tickets uh to the to this event and and every year it seems like
059they they sell between 250 and 300 tickets and in in the middle winter and when people are are busy um that that's it's that's pretty cool also the fact that what Miss Epley said earlier tonight they have they have given out over $45,000 in Grant to our schools and um every year they they do a great job um just one quick announcement anybody that purchased a grand Mustang raffle ticket those will be that will be announced February 28th at the boys VAR City boys basketball um home game on February 28th and April 25th mark your calendars is the reverse raffle at the center for Visual and Performing Arts Center for uh to um for the booster club and that is all I have for board member reports Dr Herer speaking of the flu Dr heler
