There's four of the four stars represent I'd >> like to call this meeting to order. Our regular meeting for the month of May 2026. Please stand and join us in the pledge. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Okay. First item for consideration this evening is recommendation to approve the agenda. Dr. Williams, I don't believe we have any agenda this evening. So I I would request a motion to approve the agenda as presented. >> So move second. >> A motion and a second to approve the agenda as presented. Is there any further discussion? Hearing none. All members in favor signify by saying I. I. >> I. Those opposed, same
sign. Eyes have a motion carries. Uh, moving on for school spotlights. This will be the last one until the beginning of the school year in the fall. So, uh, tonight we have Central Elementary and We See You, Mr. Champions. >> Welcome. So, I have a representative of our newly started We See You Club. And I don't have any fancy presentations or anything tonight because I wanted the focus to be on the kids because that's the whole purpose of what this We See You. Missy McBay, our school librarian, had this idea idea and came and spoke to me about it. I loved it. We talked to Mike and Rhonda, too. They were on board with it. But I think in every building, there's always a group of students who may be a little I don't want
to say under reprepresented because these are all amazing kids, but they're always doing what they're supposed to. So, they may not always get that same adult attention that some other friends get throughout the day. And so the whole purpose of this club is to just let us as a school recognize them, recognize their families for all the awesome things that they do every single day. I think the best way I could put it is if you put all these guys in a room with no adults, they're probably going to be more responsible than a group of adults in a room without kids. So they are always doing what is asked of them, what is not asked of them because they know it's the right thing to do. And so Mr. Zuka had an awesome hand
in this. He did he he helped design and develop the shirts and the posters that we have up. But basically every month the entire building of staff votes for these students. So I like that a lot because our custodial crew, our cafeteria crew, they see these kids every day and they see the way that they treat them when they interact with them and so they get a voice in these things too. So it's not just one or two people picking their favorites. This is a building effort. So today I have with me Graham and Vivian and Landry and Maisie and Daisy right at the end there. So kind of a grade level assortment here. We have two fourth graders that'll be leaving us, but we got three coming back. And right now I think there's
about 25 all together. So I just wanted to have kind of a smaller group here due to space and size. But like I said, no big speeches tonight, no presentations. I wanted the focus to be on them. But I will ask who's brave enough to maybe answer a question before you know what it is. >> Daisy, you're smiling. You made eye contact. All right, Daisy. What's been your favorite part of the WC club? >> That we all get to be together and have fun. >> Okay. So, I'm going to have somebody build off of that. When do you guys get to get together? Sometimes like at the end of the month what that's like >> McDonald's. So once a month, Miss McY decorates her library with tablecloths and fake candle light dinner. And so they
get to come and literally be on display for all to see, kids and staff as everybody goes to the lunch line. And they've really enjoyed that. They get VIP seating at convocations and things like that where we can recognize them. And I hope you guys have enjoyed this. Another little guy that's not here tonight, he actually put his favorite memory of the entire school year was when he was selected for the WCU club. So, I think it's been successful. Definitely something we'll build upon. And you guys have anything else you want to say or add? >> But definitely guys, we see you. We appreciate you. We appreciate your families for all you guys do to help them be the people they are. Definitely leaders in the building. Sometimes just silent leaders. So, >> yep. You
all ready for summer? >> All right. And I did tell everybody that you guys are free to sneak out after this cuz >> absolutely. >> According to Dr. Williams, this is going to be a long one. >> Thank you guys. Have a wonderful summer. >> Thank you, Mr. Jenkins. Okay, moving on. First uh next item is citizens comment period. This is uh time first opportunity this evening for anybody in the audience like to address the board. If you'd like to address the board, please approach the podium and state your name for the record. All right, hearing no comment period, we'll proceed to the minutes. Okay, this will be the minutes consideration of the minutes of regular session held on April the 20th, 2026 as well as the executive session held on April 20, 2026. I
entertain a motion. >> I'll make that motion. >> I'll second. >> I have a motion, a second to to approve the minutes of the four mentioned meetings. Any further discussion? >> Hearing none, all members in favor signify by saying I. I >> those opposed same sign I have a motion carries. Uh moving on to finances for the month of May vouchers. Dr. Williams. >> Yeah. Members of the board, I'd ask that you please consider approving vouchers through 11421. Any questions that you have at this time? Make a motion to approve vouchers 113836 through 114 021. >> Second. >> Okay. Motion to approve vouchers 113836 through 11421. Any further discussion? Hearing none. All members in favor signify by saying I. >> Those opposed. Same sign. Eyes have it. Motion carries. Next item is uh a very
lengthy personnel report for the month of May. >> Yeah, members of the board, uh this is our normal uh extracurricular activities for next school year as well as summer school positions and so forth. Uh but there are a few I would like to recognize this evening under retirements andor resignations. Sarah Shepard, retirement bus driver, effective the end of the 2526 school year. Kelly Engel, retirement bus driver, affected the end of the 2526 school year. Tracy Panagolius, resignation instructional assistant, affected the end of the 2526 school year. These ladies have combined for over 50 years of service to the South Community School Corporation. We thank them for their service and we wish them the best of luck in our future. Under recommendations for hire, Tracy Walton, South High School English teacher affected the 26 27th school
year. Trinity Hilton, Megan Costello, and Hope Keelshshire involuntary transfer back to Central Elementary. Functional programming affected the 2627 school year. Rebecca Losi, special education teacher, voluntary transfer to South Middle School, affected the 26 27th school year. Under ECA hires, I'd like to highlight the following. Chad Wilggas, South High School head girls varsity basketball coach, affected the 26 27th school year, as well as numerous other ECA and summer school positions, as I mentioned. uh listed for your approval for this evening. Uh check Mr. Wilggas and Miss Waldner are here with us this evening. Congratulations to both of you. Welcome to the corporation. Congratulations on your new position uh with the girls basketball program and I would ask for your approval at this time. >> I'll move second. >> I have a motion and a second to
approve May's personnel report as presented. Is there any further discussion hearing? Hear none. All members in favor signify by saying I. >> I. Those opposed. Same sign. I have the motion carries. Okay. Moving on to discussion slashreports. Uh curriculum assessment instruction. So nothing this evening. Dr. Bieber. >> No, not this month. >> All right. All right. Mrs. FY. Oh, there she is. >> If you have any questions, I'm happy to answer this. >> Yeah. Okay. We'll cover that there. Okay. All right. So, that brings you up, Mr. Foster. Student services >> doing your board packet and gave it pretty lengthy um update revisions on the policy. So, I gave you that little cheat sheet that described all the changes and then all >> that was much appreciated by the way. and the new language. Um,
in that the biggest highlight will be the change in storage of cell phones and that will reflect in the student handbooks as well as you look through the student handbooks. >> Yeah, I'm sure that's a lot of discussion right now. >> It's it's so I mean we're pretty close. >> And then also at your place settings is the most upto-ate attendance trends for South end of the school year as well. So policy updates are on first reading >> and we'll move towards adoption next month. >> Very good. >> Reach out to me if you have any questions or need clarification. >> Any questions for Mrs. Foster? >> Thank you. Uh moving on to facilities and Mr. >> I'll cover. >> You'll cover up baseball this evening. Uh members of the board, this is our uh
we're back to it on our two-year rotation for uh proposals to be recommended. Uh we had a posting period uh for uh services from March 24th to April 24th, 2026. These services included lawn care services, a 2-year contract term, pest control services, refugees and waste services, and a fire system inspection and maintenance with corporation. Uh from the lawn care services, uh we received two bids. Uh one from Stler Lawn Care for $76,315 uh per year and then Lawn America for $75,280. That increased significantly from our last uh bid cycle where it was about 55,000 per year that was approved. So at this time uh we have met with the maintenance and HVAC crew as well as Mr. And we are uh going to move ahead with doing the lawn care in house um beginning next
school year uh actually sorry next calendar year beginning in January will be still under contract until the end of this year. Um and we believe that we can save the corporation money as well as uh when we talk to the maintenance and hack departments we think it is manageable. Um now if we have to make changes in the future we'll come back to you with those. So there will be no recommendation for a lawn care service contract this evening. We have emailed both of those companies and let them know where we stand on that. Uh potential savings like you said year one we think we get 10,000 after we purchase some lawn mort and so forth. But uh after that uh we have a a rotation for purchasing lawn mower every other year. We think
$50,000 year two and then continue savings after that. It should be noted that the pile also fell off. Um and the bid still $20,000. Um so that's why we're approaching this uh to pest control services. The uh our current um vendor is air pest control and we had two bids come into this. Orin put a bid in as well. Orin was the low bid for $7,234 for an annual cost whereas air was $13,960. For refues and waste services, uh we have republic services and the crash again to hope. Uh we both bid on this and the Republic Services came out with a $39,4302 annual cost whereas the trash will be 278 $180. So we will award that bid to the public services here in just a little bit. We will recommend that to the board
to accept. And then fire system inspection and maintenance. We received a bid from Force Fire and Security $18,387. That's a two-year price lock regular time. $165 for time $247.50. And so we will be asking for your approval on the decision item of this agenda, but I would be happy to answer any questions about those at this time. >> How many mowers do you think you're going to need to buy? >> So we are going to buy two. We have two in house right now. We're going to buy two. One is used for the fields only athletic fields and then we are already in the process of purchasing a truck because the HVAC van went out transmission. So ahead truck provided us with some estimated times as far as central is about an hour and a
half to two hours and to set two hours at 72 jobs. We also took into consideration trimming which is probably days worth and we will still have to have the weeds sprayed which we cannot >> sounds like you got a plan. We have a plan, but like I said, if something comes up where time is not feasible with it after we get into it and so forth, then we'll reconsider. But at this time, we think it's best to uh see what we can say about that. >> It's a good idea. I think any other questions. Okay, let's move on uh to the final item under discussions and reports which is the numerous first readings of handbooks. It's that time of year. >> Yeah. So, members of the board, those have been attached uh under 6E
in your agenda items. Uh we have the classified employee handbook which will include a 2% raise effective July 1st uh 2026 for classified employees school drivers and transportation handbook the wildcat den prek handbook uh new dual credit courses first reading um for the high school uh South High School student handbook, South Middle School student handbook, elementary student handbook, South High School student athlete handbook, and the South High School coaches handbook for first readings. I would be happy to answer any questions at this time as our three high school administrators are all at events tonight. I told them if I could not answer a question and I will get back to you. >> Any other questions or any questions? >> No, this is first reading. So, uh, we'll be looking for adoption of these handbooks in
at the June regular meeting. >> Okay. All right. Moving on to decision items and first item is >> Oh, sorry. Moving back up. Second readings. Dr. Williams. >> Yeah. So, student AI policy handbook and this is policy presented last month as well as the certified staff evaluation plan that I presented last month. Um, this is a second reading. We'll ask for your approval in the decision items here coming up. I question. >> Okay. Thank you, Dr. So, any questions for Dr. Williams on the second reading for AI policy or the certified staff evaluation plan policy? Okay, we'll cover that here in the decision items. >> Okay, so moving on to decision items and first item as we normally do is the SV gives back donation for the month of May. Dr. Williams. >> Yeah, members
of the board, the students and staff are happy to give back to the Clinton clothing uh this month and is here with us in the amount $615.65 65 and as I think I stated last month we are over $20,000 uh in the past three years giving back to not for profofits in our community and we continue to appreciate our staff and students who donate to this. So I would ask for approval at this time and take a brief recess. >> I'll second a motion and a second to approve the SB gives back donation uh to the Clint Clothing Corner as presented. Any further discussion hearing? Hearing none. All members in favor signify by saying I. >> I. Those opposed. Same sign. Eyes that have a motion carries. And we do stand in brief recess for
a check presentation. >> Can I say something real fast? >> Sure. >> Um I just this is the second time that you guys have given to the closet and I just want to make sure everybody knows how much we really appreciate it. We um thought that we would see, you know, over time things kind of um level out, you know, maybe not be as busy. Within the last month, we have had over 3,000 items go out our doors. Um which season change, so you know, you always expect that kids growing, things like that. Um this always goes directly towards our hygiene side, shampoo, conditioner, deodorant, things like that. Um, we've started investing in items like um, disposable rags that already have soap in them so that people that are homeless um, or maybe have limited
access to water, don't need so much water, we started investing in stuff like that. So, this makes a really big difference in what we're able to purchase for the people in our community. So, we really do appreciate it. >> I know a lot of our students see that as well. >> Yeah. And also twice a year we have been hosting for the last three years now. Um, in the fall we host a homecoming and dance um, dress event and then in the spring we do a prom event. So all of our dresses are completely donated. Everything's free. Um, we've had um, what is that? Premier Jewelry. We have a Premier Jewelry that comes and sets up at this event and anybody that comes to get a dress can take free jewelry with them, brand new.
Um, and we've had this year we had 13 13 prom dresses. um go out. We had a dad come back to us after him and his daughter had left. He um just recently got custody of her uh with three younger siblings and he said had we not hosted an event like this, his daughter wouldn't have been going to prom because they couldn't afford a dress this year. So, um really appreciate it. >> Thank you. Thank you, Britney. >> Thank you, Britney. >> Thank you. >> Okay, moving on. Uh, next item is a recommendation on registered nurse compensation. Dr. Williams. >> Yeah. Members of the board, I'm asking for approval this evening to place our certified registered nurses on the certified teacher pay scale beginning with the 26th 27th school year. Uh, these nurses will be
given their years of service within the school corporation to be placed on the scale. I know there are several corporations around us that do the same thing. I thought it was only fair to do that. So, I would ask for your approval at this time. A motion a second to approve the rec the registered nurse compensation proposal as presented. Is there any further discussion hearing? None. All members in favor signify by saying I. >> I. Those opposed same sign. I have a motion carries. All right. Now, we're going to start ticking through the numerous bids uh that we've received and Dr. Williams commented about previously. Uh first of all is recommendation on the 2026 2027 fuel fuel bid. >> Yeah, members of the board, we ask for your approval this evening, the 2627 fuel proposal.
Uh the only proposal submitted was by Keystone Cooperative. As you can imagine, bids per fuel came in a little bit higher than they did last year. $68 per gallon on diesel and which is $167 more and then $31 on gas. >> Hey Mike on on that bid um that's just for that moment in time right $68. So, right, it fluctuates as the year. That's the initial bid and uh Michelle can speak more to this as far as the bids throughout the year. >> She was here. >> It goes up and it goes up and down with whatever the your closing cost is at beginning of Monday, I think. >> Okay. Uh how big is our storage? >> 500 gallons. >> That's all we have. So, they're here every day. >> Every Monday. >> Wow. >>
Yeah. So >> I believe it's 500. >> It's 500 on each of them. Gas and diesel. >> Are we a member of their of their co-op? >> Yes. >> Do we get a redemption every year? >> Well, we get the discounted rate based off of our cooperative that goes through them as far as West Central Indiana and so forth because we have to be in a cooperative as a school corporation. >> So you don't get to pay the refund then? No, >> that's a farmer because that's be a lot of money for us. >> So I I can look into that. I don't know if it's based off of, you know, public versus private or anything like that. >> Yeah, I don't know if the school system I buy a lot of stuff from them.
All all those farmers do and even the guys who buy fuel, it goes that but corporation, I don't know. But I would check That's all I have. >> I entertain a motion. >> I'll make a motion. >> I have a motion and a second to approve the recommendation to award the 2026 2027 fuel bids to Keystone Cooperative. Any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed. Same sign. Eyes have it. Motion carries. Uh, next item is the 2026 through 2028 corporation refuge proposal. Dr. Williams. >> Yeah. Members of board, as discussed earlier, between trash man and public services, we recommend that public services be presented for award the proposal this seat. Motion move. A motion second to award the 2026 through 2028 corporation refuge uh bid or
proposal to Republic Services as presented. Any further discussion? Hearing none, all members in favor signify by saying I. >> I. Those opposed, same sign, eyes have it. Motion carries. Next item is the 2026 through 2028 Corporation Pest Control. Dr. Williams. >> Yeah. Members of the board, as discussed, we are asking for your approval of orchid becoming the corporation's best control provider. Any further discussion? hearing. None. All members in favor signify by saying I. I. Oppose. Same sign. I have a motion carries. >> All right. If anybody would like to address the board, now will be your chance to do so. >> Uh, please stand up to the podium and state your name for the record. >> About three minutes if you >> Yeah, I should be right around there. >> My name is Danielle, right? >> Thank you. >> Yeah. Um, good evening. Um, on April 23rd, 2026, my son was pulled into an office with the superintendent and principal and asked who
had picked him up the day prior. My son responded with my dad. Within a few minutes, the director of transportation was also brought into the office and she lectured my son on what she supposedly heard my or his father say during an interaction at pickup that day before. Um, these phrases were get your fat a out of the road and a phrase using um the word effing. After my son insisted that his dad does not use curse words, the director of transportation said, "I know what I heard." Which was stating that my son was lying. My son left the room upset and many saw his frustrations except for the superintendent who st who stated he seemed fine when he left. My daughter had pulled him from his second period class to check on him. His
band teacher sent an email uh noting he was not himself and my father-in-law had noticed he was off when he picked him up. My children have attended South Vermillion for eight years. Um I actually worked for the corporation for 5 years. Um my children in those eight years have never had any disciplinary issues at all. Uh my husband is a godly man who does not use profanity in any way. Um, I had actually started a petition to defend the character the character of my husband. And not only did his family, friends, and co-workers sign the petition, but also his sergeant, lieutenant, and his captain. My husband is one of the most respected correctional officers at his place of employment. And even the incarcerated individuals would state that he does not use profanity. Our main concern
was that our son was questioned without our knowledge for alleged adult actions, not even his personal behavior, but my husband's. My son was questioned and that he was called a liar. When we met with the superintendent, assistant superintendent, the director of transportation, and a lawyer, the lawyer stated that my son was a witness. However, my son was not allowed to be our witness. He was only a benefit to the school corporation. If South Vermillion wanted respect from parent, it would follow the chain of command, keep adult to adult situations where they belong, with adults, and use best practices by having a parent or guardian present when a minor is being questioned, let alone with three adults present, including the superintendent. This all could have been avoided if we, the legal guardians, had been contacted regarding
an adultto adult accusation. It's time parents stand up for their children and ensure schools are following their mission statements and core values as stated online. Sadly, a family with good kids had to come to this point. My children and the rest of the students deserve a safe, kind, and respectful school corporation as stated online as your core values, not a corrupt group of best friends or longtime acquaintances that use double standards as a loophole to pursue their own agenda. Thank you. Thank you. >> Anybody else? >> Okay, we'll close this comment period and conclude with first of all Dr. Williams comments and then board members comments. Dr. Williams. >> Yeah, members of board, I'd like to congratulate our 101 graduates from this past weekend. Uh, thank you to Mrs. Skinner and her staff for all
your hard work that went into the past weekend. Um, we'd also like to uh recognize our girls tennis team who were sectional champions for the first time in school history. Also the conference champions and our girls and track tennis, excuse me, our girls track team who is also conference champion. Congratulations to Gracie and Chad. Like I said earlier, Gracie student talk with us and we're happy to employ her and keep her here at South and Chad has been a member of the South School Corporation for a long time. We believe that he has the uh relationships with these students that he's had class to get students athletes out for our girls basketball program. So, thank you to both of you. >> That's it. All right. Thank you, Dr. Williams. We'll start down there with Mr.
Yar. >> Uh yeah, just a shout out to Central and having your students and having that program to recognize those that are doing the right things that they should be doing and not always getting recognized for it. So I think it's great again that they're in front of the the board and members of the community and I think just continuing that program would be awesome for the school. I double down on what Dr. Williams said. Congratulations to the tennis team and the track teams for their accomplishments and congratulations to the new coaches. >> Thank you, Mr. Governor and Mrs. Taylor. >> Pretty much what they all said and hope you guys all have a great summer. >> Thank you, Mr. S. >> Mr. Welcome to our new hires and thanks again Ryan for your presentation.
We always enjoy seeing the kids. Um and like to congratulate especially Debbie and Joanie and Dick Bonis who leading the girls tennis team when I coach with them after they got me out of the way. They really had some success. we know. >> So anyway, they've done they've done great. So happy for them. That's all I have. >> Thank you, Mr. Beardsley. Um, only thing I have to add, great time at graduation. Always look forward to that every year. Sounded great. Uh, and yeah, it's glad to uh see all those graduates uh walk across the uh walk across the aisle. So, um, everybody's have a safe summer and, uh, enjoy enjoy your time off. We, uh, we're back here what, on the 11th, right? >> So, we're going to meet we'll be meeting a little
earlier because the fair next month. So, u, I think it's Thursday, June 11th. So, got a lot of stuff on second reading. So a lot of policies and handbooks to heard that night among other among other business. Is there anything else in front of the board? >> Hearing none, I would entertain a motion. >> I'll move. >> Have a second. >> I'll second. >> We stand a journ. Thank you all for coming. It's
