001that will end the regular reading uh for the month of January. Uh so now please stand and join us in the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, first item is uh recommendation to approve the agenda. We do not have any agenda. So I would entertain a motion to approve the agenda as presented. >> So move. >> I'll second. >> Motion a second to approve the agenda as presented. Is there any further discussion? Hearing none. All members in favor signify by saying I. I. Those opposed. Same sign. Eyes have it. Motion carries. Uh, next item is citizens comment. If anybody would like to address the board at this time,

002uh, now be your chance to do so. Doesn't look like we have anybody on that likes that will choose to do so. So, let's, uh, let's move on and move on to uh, the election of the board of finance. Uh, here again, Indiana code sets forth board of finance is the board president, board of secretary each year, but it does require the board to affirm that yearly. So, I would entertain a motion uh to set the uh board of finance as the board president, board of secretary for 2026. So, >> move a second. >> A motion and a second to appoint the board president and board secretary as the board of finance for the year 2026. Any further discussion? Hearing none, all members in favor signify by saying I. >> I. Those opposed same sign

003eyes have. Motion carries. Next item is receive and review of investment report. Dr. Williams. >> Yeah. For the uh calendar year ending 2025, the education fund finished with a balance of $2,163,32157 a cash balance of 15.11%. quarterly transfers for the year of $900,000 to operations fund from the education fund. Uh the operations fund ended the year with a1 million4 $415,000 $3725 and then the rainy day fund was 347,947.19. Uh the ADM count in October was 1479 students. We have lost 32 since then and we are currently uh sitting at an ADM tuition rate of $7,75411. >> I will elaborate just a little bit in the regular meeting >> with the information I already sent you, but that's all I have for. >> Any further questions for Dr. Williams at this time? Hearing none, I would

004entertain a motion to adjourn the board of finance. >> I'll second have a second. Stand a journ from the board of finance. All right. Now, I like to call to order. This is our regular meeting for the month of January 2026. Uh first item is recommendation to approve the agenda. No agenda. Correct. >> Correct. Williams. >> So again I would entertain a motion to approve the agenda as presented. Second motion second to approve the agenda as presented. Any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed, same sign. Eyes have it. Motion carries. Uh, next item is school spotlight and we post uh we're not going to have one this month. We'll we'll pick that back up in the month of February. Uh, next item also is citizens

005comments. And uh, seeing uh, seeing none, we will move on from citizens comment and move first to considerations of the minutes. And those are the minutes of the regular uh schoolboard meeting held on December 15th, 2025. I'd entertain a motion. Make a motion. >> Second. Motion a second to approve the minutes for the December 15, 2025 meetings or meeting as presented. Any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed same sign. Eyes have a motion carries. Moving on to finance for the month of January. First for vouchers. Dr. Williams. >> Members of the board, I would ask to uh for you to consider approving vouchers through 113332. If you have any questions, be happy at this time. So move as presented. >> Second. >> I have a

006motion and a second to approve vouchers 113160 through 113332. Is there any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed same sign. Eyes have it. Motion carries. Next item is uh Q4 2025 financial report and in our 2025 financial reports. Dr. Williams. >> Yeah, as I mentioned, members of the board, I sent these earlier in January to you for your review. Uh the quarter 4 report for the 2025 calendar year as well as the total financial report for the 2025 calendar year. Uh, one note is that our overall budget for the 2026 calendar year uh is about 400,000 less than it was for the uh 2025 calendar year and that was uh in regard anticipation of those 13 positions that we did not replace at the beginning

007of the school year um through attrition. So that was a big difference. Our net assessed value uh went up $50 million uh from 612 million in the county to 662 million in the county. Um, I've already covered the operations, education, and rainy day funds. Um, and then there are a number of different items in there regarding taxes. I did create a podcast for this. I call the podcast basically a voice over uh to go through all the slides to be posted to the website tomorrow and sent out to the staff. Um, and then I will also post the slides on the website. Um, circuit breaker loss for 2025 was a little over $67,000. uh and that was 790 the year before and so we're right around uh the year before that was 593 so about

008600 650 mark is what we're looking at every year for the the circuit breaker loss but I would be happy to answer any questions that you have uh on the financial report um at this time >> maybe the uh the one thing to touch on Dr. Williams. It's obviously given a lot of uh all school boards and local governments are uh having this discussion right now, but could you talk about uh kind of our prior planning for Senator Ro act one and kind of how we're tracking based on the results of 2025? >> Yeah. So, um, I shared this report in the vision team with staff after school and I let them know that basically u one big surprise was that Eli Lily or Lanco, sorry, paid both of their installments uh in the spring

009u tax session compared to normally spreading it out uh half and half. And so that was a shock when I got the um fall um tax settlement for the county. Um but as far as Senate Bill one goes, um our operations fund is projected about the $ 1.4 million mark at the end of this 2026 uh year. Um and basically I'm just kind of balancing that going back and forth with the education and not transferring you know uh the 15% that's my balancing act so far. Um we will continue to uh look at attrition and and look at ways to save in operations cost because that's where it's mainly affected operations. Any further discussion, questions? >> If you uh listen to the uh voice over or look at the slides in anymore and you have

010questions, I'd be happy to answer them through email or any February. >> All right. Thank you, Dr. Williams. Staying with you, let's move on your personnel report for the month of January. >> Yeah, members of the board, very short personnel report this evening. Uh we had two lead requests, one for medical for Mrs. Jill Wright at Van Dy Elementary from approximately February 2nd, 2026 through March the 20th, 20 26. The other request is for maternity leave for Alexis Richardson from or about April 13th, 2026 through the end of the school year. and she is a third grade teacher at Central Elementary. Under resignations, we have Stephanie Graves High School custodians resignation effective January 10th, 2026. Along with that, Mrs. Skinner has made a recommendation to hire Terry Johnson to replace that position effective 1226. I

011would like to highlight that we had 26 applicants for that custodial position. So that was >> 26. So, yep, we are glad to be trending in the the right direction there when it comes to retaining staff and attracting new staff. Um, furthermore, we have extracurricular recommendations. Kim Terry will take over the English Super Bowl team again as coach and Mark Harper as the varsity boys basketball assistant coach. I ask for your approval at this time. >> Motion to approve. Second. I have a motion and a second to approve January's personnel report as presented. Is there any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed. Same sign. Eyes have it. Motion carries. Um no discussion or reports for the month of January. We'll pick those back up in

012the month of February. And moving on to the decision portion of tonight's agenda. And uh first item is January's SB gives back. Dr. Williams, >> members of the board, students and staff are happy to be giving back to the SV gives back scholarship fund in the amount of $336.81. Tracy Brown was the recipient of last year's scholarship at high school. It's a one year or onetime $500 scholarship and we would love to give this again at the end of this uh school year for someone a high school senior exhibiting uh true community service and leadership skills. So I would ask for your approval at this time and we do not need to recess for a motion. We'll take care of that later. >> Very good. >> So I'll second. >> I have a motion and

013second to approve January's SV gives back uh donation as presented. Any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed say eyes have it. Motion carries. Uh, next item is uh compensation for extra duties. Dr. Williams. >> Members of the board, I would uh request your approval of a onetime $1,500 stipen for Schustster SLP Central Elementary. She covered maternity leave according to wall drop back in the end of the fall semester. And I would ask for approval this time. >> So move a second. I motion a second to approve the extra duties compensation recommendation as presented. Any further discussion? Hearing none, all members in favor signify by saying I. I. >> Those opposed, same seven. >> I have a motion carries. Uh, student counselor request for the month

014of January. Dr. Williams, >> members of the board, there is a one student transfer request for your approval this evening under item C on your agenda. At this time, >> I have a motion, a second to approve the student transfer request as presented. Any further discussion? Hearing none, all members in favor signify by saying I. >> I. >> Those opposed? Same sign. Eyes have a motion carries. All right. Grants for the month of January. Dr. Members of the board, this is a recommend recommendation to approve the grants from the Vermillion County Community Foundation listed in item 7B of your agenda. The grants support robotics, FFA, and academic opportunities. The grants total $12,400 and we are thankful for the foundation for always providing these opportunities for our students. Asking approval at this time. I'll >> second.

015>> Have a motion, a second to approve the grant recommendation as presented. Any further discussion? Hearing none. All members in favor signify by saying I. I. >> Those opposed same sign. Any further discussion? Hearing none. All members in favor signify by saying I. >> I. Those opposed same sign. Eyes have it. Motion carries. You know, one one thing

Yeah, members of the board, this is a recommendation to approve uh the field trips listed in your packet this evening under 8F. One is for the dance team and two for the school choir. Ask for your approval at this time. Make a motion to move. >> Second. >> I have a motion, a second to approve the field trip recommendation as presented. Any further discussion hearing? No discussion. All members in favor signify by saying I. I. Those opposed? Same sign. Eyes have it. The motion carries. All right, that concludes the

017regular portion of of January's meeting. U we do conclude with citizens comments and unless I'm mistaken, I don't think anybody is here to No, doesn't look like anybody's here to make any comments. We appreciate it. Uh also appreciate the community's uh support over the last couple days. It's been kind of fun to see how we've had a lot of students get involved, parents get involved um in the two-hour delay

018for the Hooers game and really the underlying story there is you can go from worst to first uh in just a matter of couple of years and uh even for our students sometimes you go might be the worst. You can you can climb the the bar real quick there. So um but all in all uh good luck. Hope you guys enjoy uh the game tonight with your families.
