Pledge. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. like to welcome everybody to our November 24th uh community school board meeting and we will start off with roll call. Christina Helman, >> Kurt Flicker >> here. >> I'm here. David Coffman, >> Don Layman >> here. [clears throat] >> John Payne >> here. >> Brian Topping >> here. Jessa McFarland >> here. >> Gretchen Thomas >> here >> and Scott Brun >> here. [snorts] Thank you, Trevor. We have a special board recognition next on the agenda. So, I'll turn it over to Scott. >> All right. It's my pleasure to welcome Ellie Holton. She is this year's winner of the Christmas card award. So,
this will be the Christmas card that we're handing out to all of our families and vendors. >> Nice job. Very nice. >> There was some really good competition this year, but we thought Ellie's stood out. >> And I'm by no means an art expert, but it was pretty unanimous in our office here. So, congratulations. >> Good job, Ellie. You want to talk to us about the work? Anything you want to just mention about it or >> awesome. Well, thank you. We also have Mrs. McGowan here as well. Obviously, we all appreciate what Mrs. McGowan does in the classroom every kids do fantastic work. So, thank you so much. >> All right. >> Congratulations. >> Well done. Also, >> does it come with a full ride? >> Um, yes. To She's got a full ride to
Northwood High School here. So, >> thank you guys so much for coming. Congratulations. >> Dr. Tony, you want a picture? >> Oh, yes. Yes. Thank you. Let's get a picture real quick. Um, maybe not in front of the restroom. Um, >> how about let's go out here. >> Okay. >> And this year I'm not dressed like Grinch. You guys invited me out there. >> Not very photogenic. >> It's like the one dancing solo dancing guy at a concert. >> One guy. Congratulations. What about you? >> Monday's over. Can't get any better. There's there's going to be practices for sure. Just >> so nice. >> Thank you guys. basketball. >> Ellie is just in drawing one. >> What? That was her first drawing class. She's taking drawing. >> So, she's got some basketball. Hey, they're doing
pretty good. >> Don't know about our choice of boyfriends so much, but [laughter] >> he's a fine young man that held the door for me. [laughter] >> Okay, we'll continue on with this meeting and uh [laughter] time for recognition of visitors and public input. I don't see anybody out there. So, well, >> we know what we know what they're here for. So, next uh then we have amendments to the agenda. >> Have a motion to approve the amendments as presented. >> Second. >> Okay. We have a motion from Kurt and a [clears throat] second from John. All those in favor signify by saying I. >> I oppose. Okay, motion carried. So, we will add those items to the agenda and we'll move on to the consent items. And I would call for a motion on
the consent items. >> Go ahead, Trevor. >> Make a motion to approve the consent items along with the additional items. Second. >> Okay, we got motion by Trevor and a second by Brian. Any discussion on the consent items? Hearing none. All those in favor signify by saying I. >> I. >> Opposed. Motion carry. 5 nothing 5. Okay. We'll move on to the action items and we'll consider approval to pay the end of the month bills for December 2025. Um because we only meet one time in December. This is just permission to um get all of our invoices paid. >> Okay. Make a motion to approve if any of the above bills or [snorts] whatever as needed. >> Second motion by Kurt, second by John. Any comments, questions? Hearing none. All those in favor signify by
saying I. I. I opposed. Motion carried 50. Next item under action items is consider approval of the wanting plan on a page. >> All right. Well, in your work packet, you have a copy of the updated plan on a page. Again, this is in um response to our work and work session. When was that? September. >> This past fall. Yeah. >> Time to get to life. um made a couple of different updates. Uh one on the far left and which is our um administrative norms or our board and operating norms. Left left left. Um only change that was there was um hear all voices and presume positive intention and then speak truth and be open to different perspectives. I think there was a butt beforehand and now we changed that to an and which is
what I heard from the uh the meeting. And then um we updated a few of the goals to be more reflective of uh our conversation and dialogue. And so what we're working on right now is gathering the percent of part of of individuals that are participating in our 6 through 12 extracurricular activities. Um we've set the goal at 75% so three out of every four kids would be involved. Um we truly don't know. That's kind of just a stab in the dark. We thought that would be a good number. Um I do know just through the fall at the middle school they're already already over 61% of kids participating in some form of extracurricular. Um Won and his team are still working on calculating theirs. U but they're going to wait till the end of
the year. And so what we'll do is we'll grab that number at the end. We'll see where we're at and then maybe readjust um with over our goal going into the following year. And then the other thing that was changed from the previous one, I think there was just some um um semantics, some some language. I think we had individual truency on there, but we utilized 18 or more, which was um absenteeism. And so the state has a couple different definitions and we had one term with a different definition on it. And so we just went back to habitual truency and um utilize what the state of Indiana has is habitual truency, which is 10 more unexcused absences. So our current number is 103 and our goal of that decreasing that by 10%. Happy to
answer any question that you have but we recommend your approval of this moving forward. Call for a motion. Move to approve. >> Second. >> Motion by Kurt, second by Brian. Any questions? Hearing none. All those in favor signify by saying I. I >> oppose. Motion carried 50. Next, let me action items would be consider approval of Woodview mentor Brian Brianna Wedrick. >> Um in addition to that, I would add because we did add the Northwood Achievement Academy ones um with Mr. Payne and Patrick O'Keefe. So would recommend approval as presented. A motion to approve both the Woodview mentor and the NWA mentors as presented. >> Second. >> Have a motion by Kurt, second by Trevor. Any questions or comments? Hearing none. All those in favor signify by saying I. >> I. >> Opposed. Motion carried
01050. Okay. Okay, next up is considering approval of the uh Bartland Co Venma proposal for architectural engineering services. >> So in your board pack you have a copy of a uh agreement to enter into a contract of B code. There's a couple aspects from the facility study that we're going to need some additional help on. Um one is the these are the uh nan school these are like the ephus these are the the walls that are around the windows um at the building. Those are going to be kind of a tricky fix and so um we are going to need some architectural and some engineering support on that. It's John's recommendation that we work with [clears throat] Kavilla on that based upon their understanding of our buildings. Um and community expectations with what we would
like the project to eventually look like. [snorts] Um also going to need some help with uh the Northwood Middle School uh gym floor renovation. There's two elements to that. We need to actually work on the roofing up at the top of that old gym. Uh there's some pieces that are falling down. Um but also been coupling that project with redoing of the floor as well just to manage the bids of both those projects to ensure that we get the roof done [clears throat] first before we come in and do the the flooring because we certainly don't want to drive heavy equipment on a brand new wood floor. So that's going to take a little bit more coordination work than what we had originally planned. Um and then there's some additional projects there. would you in
high school um just with some amazing work that John would like to again just make sure we've got some engineering services on top of as well. So um fees uh Jessica and I have reviewed we felt confident with it the proposal exactly the same proposals we've received in the past from Barton Coilma and would recommend your approval as presented. >> Make a motion to approve. Second >> motion by John seconded by Trevor. Any questions? So, will there be a general contractor on this any of this work or basically Barb code is kind of serving as that in some capacity as well? >> They're not going to be the general contractor. They will just be um basically serving as our representative helping us with um um the design of these projects. Um the specifics that the
GMs will then eventually come in and do the bidding work on. So they'll just draw up the bidding. >> Yep. Help with the bids. Um help with Yeah. the the specs that we want to get repaired. >> So technically we're approving that figure in here for their proposed fees >> realistically is what we're approving. >> Correct. Yeah. And that's based upon what we project the um the work to cost. Yeah. But again, that's that's an overall projection, but we're asking to approve that $53,000 number. >> So how soon will this go out to bids? uh probably in the next month or two. We want to start getting some of that work done in the especially at gym uh this coming spring. Uh want to start getting some of the work done at Napony Elementary School
the spring summertime as well. So typically I mean next month or two we want to get kids up and going and the sooner we do it the better. People are looking for work early in the winter. >> The later you wait in the spring you get fewer fewer biders and the prices get a little less competitive. Okay, any other questions? Okay, we got a motion from John and a second by Trevor. All those in favor signify by saying I. >> Opposed. Motion carried 50. [clears throat] Next up, we can we'll consider the approval of the 2025 sale of the property. >> We're going to sell we would like to be able to sell some girls basketball um uniforms. um just getting rid of some stuff that's no longer being utilized. Um it doesn't have a
need in any of the programs. Um and then the football program as well would like to sell some old um I think it's football helmets, correct? >> Is there anything else that they're looking to um >> sell the uh white um >> football jerseys, but that was approved last year. >> They're still just looking to get rid of those since they can't be used. They purchased some uniforms uh three four years ago and I think it's the coloring of the numbering that's on it that um since that time the ICA has said those are no longer legal uniforms. >> I think they were actually even six years old. >> Are they that old? >> Yeah, they were the grandfather time of them being able to be used ran out going into last season. >> So
we would recommend approval of those. Um so the football team consultant and get some donations back into their fundraising. >> Motion to approve the 2025 sale of property. >> Second. >> Motion by Trevor, second by John. Any questions? All hearing none. All those in favor signify by saying I. >> I. >> Opposed. Motion carry 50. We'll now consider the approval of the disposal of athletic and physical education equipment. And >> I really hope you say yes to this because the dumpster is out there right now. Um, and I've looked at it. There's nothing in there that we want to keep. Um, unless we want to try to repair that um, hurdle that's destroyed. Um, going out through our in the activity center. U, there's that storage area that's on the east side of the building.
It's a large storage area. There's a It has accumulated a lot. Um, our goal is to eliminate stuff that's just not of any value, worth any longer. Um, I know AJ's been working with his coaches. I've had some conversations with Nate in the PE department. There's a lot of things that just they're junk and they need to be gotten rid of. Our goal is to remove, if you guys go into the AC right now, you'll see um baseball, softball equipment that's kind of lining the track. There's also those pads that are on the west corner as well. We want to hopefully create enough space. This is our goal that we can remove all those items and they've got fixed locations that they can be in and gotten in really easily and be removed really easily
as well. So, not going to make any promises that we'll get that much progress. We may actually need to look at some a little additional um storage space, but before we would purchase additional storage space, we want to see if we space we have is is sufficient enough. So we'd recommend approval on disposal of these these items for motion. >> Second. >> Motion by Kurt, second by Trevor. Anybody got any questions? Hearing none. All those in favor signify by saying I. >> I. >> Opposed. Motion carried 5. >> Thank you. did not want to move that stuff back. >> All right. Item number G on the agenda is consider the approval of the out ofstate and overnight travel request for the following. >> We recommend approval. Let's present. We're going to have a very successful
say. >> Yeah. >> The goals. >> Absolutely. >> Make a motion to approve the out of state travel request as listed. >> Second. Motion by Kurt, seconded by John. Any questions, any comments? >> I assume we have adult chaperon. >> Yep. Each one overnight to student ratio. >> Okay. Any other questions? Call for the motion. Call [clears throat] for the vote. All those in favor signify by saying I. I. >> Opposed. Motion carried 50. And that brings us to discussion and information. I will turn it over to Dr. Crome and I'll hand it off to Jessica. >> Sure. Um for a quick financial update. Um [clears throat] in your board packet, you'll have the financials for through October. Um the first one that we're looking at is the education fund. You can see that our
fund balance continues to grow. We're currently at 7.6 million in education fund. Um for November, this last payroll last Friday, we did see those increases um for the contract increases and then the um back pay. And so the certified salary line for November will be over a million dollars. But the good news is um the DOE has reconciled our account, our October one count and so our basic grant payment will increase um for the additional students that we um have. So it should be a wash and we should maintain um around a 7.6 million balance in November. Um moving on to the referendum, all the tax supported funds, you're going to see this early draw of property tax um that we receive in October. So you can see the over just under $21,000. Um really
any big item to note is um we receive a quarterly billing um from the city of NA for SRO. So you can see that was paid in October of a slight increase in classified salaries. Um debt service again just that early draw. Um we're really we won't see any activity until December when we make our debt payments. Um operations fund. Again, [clears throat] we'll see that property tax um early draw. Unfortunately, um this balance continues to decline. Um some big items to note here. Um if you recall, our chiller went down at the high school. And so of that, I know it's kind of small, um of that 121,000, 20,000 of that is to repair the chiller. Just the delay receiving that invoice. Um and then we also received um a pretty big bill for
our pool filter uh repairs. Um just also remember in that 611 fund um utilities is lumped in there and so that is a pretty big driver in that fund. Um, we go to school lunch. Also a declining balance, but important to note that we're missing two reimbursements um for September and October. Um, and so we will receive those um in November and December and um boost our balance up. Um really nothing else significant there. Um health insurance trust um our balance continues um to be about 4.2 million. Nothing really significant. We have claimments that have hit the stop loss and we're receiving reimbursement for them questions getting overall the operations one is the one that we're still most concerned about right now um and it may be something where we need to have a conversation
about um finally transferring some funds from education to operations as Jessica outlined education fund is climbing right right now. Um, and we've not I maybe R the first year that became available, Randy may have transferred 5%. We were approved for 15. Um, but just because we wanted to see how things would play out, everything only a 5% transfer. And really, ever since then, the last four or five years, we've not transferred anything. And unfortunately, just doesn't look like the revenue is keeping up with with some the expenses that are continually [clears throat] increase. So, um, that may be something just to have on your radar that we need to come back and have some conversation with you guys about. Any other additional questions? Um, last item is an item we want to have some discussion
with tonight with the hope of bringing this back for approval in the December meeting. Maybe the only item in December that we need to meet on, so we could potentially push it back, but there's just some language in our uh board policy that I would say is confusing and not necessarily consistent. Uh this is in regards to our students who are homeschool students but want to come in and participate in extracurriculars. Uh policy 2430.01 which is included in the award packet. Um Tim and I reviewed it together. Um we think we know what it was referring to but it's really not applicable um that I can think of in the nine years that I have been here. Um and you'll see on there it was last touched in 2002. So, I'm sure things have changed
a little bit since then. And again, I like Tim and I are only trying to project. I don't know, Tim, were you even representing us at that time in 2002? >> Um, I believe so. 98 within No. >> Okay. Yeah. Well, Tim has slept a little bit since 2002 and I um can't remember what I did last week. So, um, anyway, it's our recommendation that we descript this policy. Um, and then that that way we would just have our other board policy, which I believe I kept in here as well. Um, it's in the 9,000s, but basically just speaks to that if a if a student wishes to participate in extracurriculars, they need to attend for at least one period unless they're involved in an IHSA sport and it requires more. I think it requires
two periods at the high school level. If you want to be an IHSA member, but if you want to be in the band, you can attend for one period. If you want to be in a choir performance or a play, you need to attend for at least one period. And it's been a good um a good policy for wanting community schools. What we found more often than not is when families bring their kids in, they want to get them involved in those extracurricular activities, the kids want to stay for longer than just one period and eventually become full-time students. So, uh we'd recommend maintaining that policy, which is 270 um and then um eliminating 2430 which kind of runs a little bit counterless and so that we don't any confusion >> but happy to answer
any questions you guys have got. >> All right. >> I do have one question. How do we handle middle school? >> Uh again middle school would fall under the one. >> Okay. >> And so that would be and then we had a couple robotics families that that fell into. >> Yeah. The elementary is the one that is different that we wouldn't have them come for one period because that would be more disruptive than it >> helpful. So, and that really only applies to robotics or gyms also. >> Those are the only two things that we could participate in at the elementary level. >> So, again, our approach at the elementary level um which perhaps maybe we need to add some of this this policy, but our approach has been since one period is really kind
of intrusive just to come from one period at the elementary level just get them in. you know, if they want to participate in robotics, if they want to participate in NextGen, again, our past experiences have been they they eventually do become lawy students. And so, we think it's a good outreach to our community and ultimately helps helps everyone. So, this is a corporation policy, right? >> Y right. We'll plan on bringing that back for approval at the next board meeting. And that is all we have tonight. >> All right, that brings us to adjournment it. Somebody would like to make a motion. >> So [clears throat] moved. >> Trevor. >> Second. >> John. All those in favor signify by saying I. >> I. >> Cos. Motion carried. 5. Meetings adjourned.
