I'll start laughing. They're >> going [laughter] live. >> Everybody was like cracking up. >> Okay, it's 6 o'clock. This is the um board of trustees meeting for Wash City Schools. It's Tuesday, January 20th, 2026. Um roll call. Everyone is present. Having a quorum, I'll call the meeting to order. Please rise for the pledge of allegiance. >> [clears throat] >> I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [clears throat] Wash our city schools provides a relevant, rigorous education founded upon relationships to ensure each student is college and career ready for success in a global community. Welcome. Um, we don't have any recognitions tonight. We do have a revision. We're to approve revision 4J.

[clears throat] >> Second. >> All those in favor of approving the revision say I. >> I. >> Those opposed. Motion passes. Onto the consent agenda. Um, we have minutes from January 5th, 2026. No claims. Um, donations. We have we're to approve an anonymous donation of $1,500 for the WMS WHS PECAP program and we have some financials tonight. I'll accept a motion on the consent agenda. >> So moved. Second discussion. Uh first we would like to um thank the individual who made the anonymous donation to our PCAP program. That is greatly appreciated. and then I will move into our [snorts] financial reports. [cough] So we will start with uh December revenue and expense. Um revenue was about 200 $200,000 more than what we had projected. Um, this was mainly due to our increased property tax revenue

that we got for the year. We knew that we were going to get more than what we had projected. Um, and our tax draw came in in December. For our accounts payable expenses, we were almost spot on with those. We missed it by about what, $7,000. [clears throat] >> Um, our payroll expenses were slightly less than what our projection was. So when you look at what we had projected, we had projected that we would have a net loss of about 325,000, but because of the increased revenue and lower expenses, we ended with just a slight net loss of about $7,000. Um, one thing I do want to point out, if you look at 2024, um, our expenses were significantly lower than this year. The main reason for that is our um payment for our bonds

that we got last year kicked in. And so that difference was a debt service payment. >> Okay. >> Moving on to our December 25 [clears throat] key fund balances. Um and ED fund ended December just a little over 1.6 million and we were almost exactly where we were last year at this time. So, we've made it the whole year and have seen very little change in our December ed or ed fund balance. Um, operations ended the year positive $250,000. So, um I did do some uh research today and the last time that the operations fund was in the black was in July of 2020. >> Wow. >> So, it's been a long time coming. Lot of uh hard work and a lot of hard decisions. And I again just want to thank the board for

your continued support. Um it took all of us to get to this point. Um you know I want to thank our our administrators, our staff. >> Um they've worked through us worked through it with us. So just really excited to see that positive. Um the rainy day fund has dropped down to about $9,000. So, as we begin our 26th budget, we will look at transferring from ED fund to rainy day. We did this last year as well. Actually, I think we've done it the last two years. So, this would be the third year. Um, just having money in that rainy day fund protects us if there's some type of unexpected expense that would come up that we don't have budgeted for. Um the total of our key fund balances at the end of December 2024

was 1,36,000 and this year it ended at 1,921,000. So we've seen about a $600,000 increase in our key funds from last year to this year. Uh next we will look at our appropriation report. Oops. >> [clears throat] >> So this document shows our appropriations for the last six months of the year um July through December for our ED fund. We when you look at our revenue, we collected 96.8% of the revenue that we had budgeted. um we knew that we were going to be under that because our enrollment had dropped. You know, this is a budget that we created in September of 24 that we have to use, you know, guesstimates. And so coming in 3.2% isn't terrible. Um when you move down to our expenses, um we would want these to be at 100%.

You can see that many of them are well below that 100%. Um, we have a few that went over, but nothing, you know, major. The ones that were higher, you know, our our summer school, we already knew that. We knew that we offered more than what we had budgeted for. Um we also had some um technology expenses that you know as we move forward we'll get better at you know making that that budget that guesstimate 18 months prior. Um but overall when you look at where we were at um with our expenses we only spent uh expended 93.3% of what we had budgeted. >> So that's a good thing. that means that we had excess funds um at the end of the fiscal year. Then we move um we kind of balance it out to

make sure that none of these end negative. Um so ED fund ended in a really good place. When you move on to operations, um our revenue, we actually collected 110.1% of revenue. So we collected more than what we had budgeted, which is a really good thing. Um, moving to our expenses, um, we have some of those that are a little bit higher. Um, you know, a lot of them, legal services, we explained that last board meeting why it was so much higher. Um, some of them are things that we did move into um, rainy day and so we knew that we did not have, you know, an appropriate amount appropriated and so some of them are a little bit higher. Again, as we move through the budgeting process using this as a guide, um we

kind of get better at figuring out what do we really need in each of these lines. Um the good thing is is we only expended 95.9% of our budget. So, we collected more revenue. We were under what we had budgeted, hence ending with $250,000. Any questions on those? So, next month when we start this, we will start all over with our new appropriations. Um, do want to mention that January we start with a three pay month. [laughter] So, everything will not look great for the first month or so. Um, I do have one more um graph I want to share and each of the board members, you have this at your table. Um, this is something that I have been tracking for the last several years. Um, it does show our ED fund, our operations,

and our rainy day. The ED fund is the black bar. Um, operations is the orange bar, and then rainy day is the gray bar. Um, the green line shows the total of all of those. So, back in June of 2020, you can see we were uh every bar was above the zero line, um like I said, July of 2020 was when operations went negative and it continued to drop. Rainy Day was pretty low. Ed fund there at one point um was not spectacular. Um, but you can see we kind of had we we hit our low probably June of 22, uh, December of 22. Um, and ever since then, we've really been able to make some good progress. In December of 23, our key fund balance went above the zero line, which was call for

celebration at that point. Um, we've been able to grow that ED fund. Um, rainy day looked really good up until this uh this last period, but again, we knew that we were using that to help with operations. Um, and you can see little by little we got that orange bar, that operations um up over and into the positive. So, we're all in the positive. Um I I was a little leerary about what the next six months will look like because we know that operations the balance that is in there right now is what we have for the next five months of expenses. So we have to pay January through May using what's in there. Now we do transfer from ED to OP so that will offset it. Um but mainly just want to put that

out there that there could be a chance that it goes back negative. um just because we have no revenue coming into that account. When we get our June tax draw, that's where we will look and see where are we at and are we able to get that balance to go up a little bit. >> Um so, but with it ending at 250,000, there may be a chance that maybe we don't go negative. That would be a really nice thing. But like I said, I just want to put that out there that because we have no revenue coming in until June, that could happen. And it's not anything to be alarmed about. >> Any questions? >> That looks like some constellation that we don't ever want to see again. >> Yeah. >> When did you start?

>> Um >> 20 >> June 22 >> uh 21. Yeah. >> June 21. >> July 1 of >> 21. Yeah. Yeah. Okay. >> So, right here. Sorry, I wanted >> I would like to see. >> So, yeah, it took me about a year to like see like, uhoh. So, [laughter] >> but as I was as I was told when I became a principal for the first time, you get one year to go. Oh, I'm sorry. I'm new. [laughter] I'm using math. Okay. All those in favor of approving the consent agenda say I. >> I. >> Those opposed. The agenda passes. The next regular schedule board meeting will be Monday, February 2nd here at Wash Wabash City Hall at 6:00 p.m. There's some items of communication. There's no old business. New business. A. The board is

to appoint Kristen Petnu to the scholarship committee of the Manley Music Scholarship Trust. So moved. >> Second. >> Discussion. >> According to the Manley's will, the W bash city schools board of school trustees is to appoint a member to the scholarship committee. Um, with changes in our guidance department, we would like to recommend Kristen Petrinu as the WCS member to the scholarship committee. >> All those in favor say I. >> Those [clears throat] opposed? Motion passes. B. board to approve the retirement of Sarah Cole as special education teacher at WHS effective at the end of the 2526 school year. >> So moved. >> Second discussion. >> Mrs. Cole has decided to retire at the end of the school year. She turned this in um the day after our second board meeting in December. So, she

did get it in um by the December 31st um timeline to be grandfathered [clears throat] into using her red letter day funds for insurance. We just want to say thank you for her years of service and wish her a relaxing retirement and we will post for this position in the very near future. >> Okay. All those in favor say I. >> I. >> Those opposed? Motion passes. Item C, board to approve Alex Stall as WHS eighth grade pair professional at a rate of $11 per hour, not to exceed 30 hours per week. >> Sorry. >> Second discussion. >> Miss Doll has worked for us in the past but had to resign due to personal reasons. Um, I [snorts] know the middle school is really excited to to be able to rehire her. >> Okay. All

those in favor say I. >> I. Those opposed? >> Motion passes. Item D, board to approve the following checks to be voided and receded back to the fund in which they were originally drawn. There are a number of checks. That list is on the agenda which can be found on our website. Um I'll accept a motion. So moved. >> Second. >> Discussion. >> So these are our outstanding checks. After two years, we are legally allowed to void the checks and then receipt them back into the funds that they were drawn on. If a recipient of one of these checks tries to cash it and it's uh they're unable, they can reach out to us and we will reissue the check to them. >> All those in favor say I. I. >> Those opposed? Motion passes.

E. Board to approve the following fund transfers for the 25 calendar year ending December 31st, 2025. These funds are special grant funds awarded to cover expenses in the fund they are being moved to. Fund 6,400 CCDF to fund 01001 education fund in the amount of 56,21964. Fund 6460 Medicaid to fund 03000 operations in the amount of 43,371.82. Fund of 5850, ICAP grant FY26 to fund 0101 education fund in the amount of $12,8256 and fund 0101 education fund to 3028 formative assessment grant in the amount of $44.52. I'll accept a motion. >> So move. >> Second >> discussion. The first three transfers are federal funds that when we receive them, we are required to receive them into a specific fund and then once they've been receded into those funds, we are allowed to transfer them into

the fund where the expenses um related to those funds were paid from. So the first one is um funds that we receive for preschool students. Um the Medicaid fund is money that we receive for providing um special ed services to students. We're able to bill for those. Um that is unrestricted. Um we're allowed to move that wherever we see fit and obviously operations is going to be the the biggest help to us. Um so that's nice. We're going to get another $43,000 into the operations fund. Um the IAP grant that was um a grant that for we got a certain amount of money for college courses that the students completed um and so that will go into the ED fund. The um last one, moving from the ed fund to the formative assessment, that one

is we get money each year from the department of ed to use for our assessment platform, which is NWA. And the ex the amount that we had to pay for NWA was actually $44.52 cents more than what we got from uh in our assessment grant. So, we're just moving that to zero out that account or that fund. >> Okay. Questions from the board. All those in favor say I. >> Those opposed? Motion passes. Item F to approve Austin Hyatt as a paid high school wrestling assistant. >> So moved. >> Second. Discussion. Um, originally Austin was uh approved to be a volunteer, but coach Zigapus uh meant to have him put as a paid assistant. We he didn't figure out till he didn't get paid. So, Mrs. Cougler said it would be easy to fix if

we just went ahead and had him approved as a paid assistant. So, that's why we're doing this. >> All those in favor say I. >> I. >> Those opposed? Motion passes. Item Gboard to approve Abby Hipkin as middle school swimming volunteer coach. >> So moved. So good discussion. >> Always happy to have people come in and help out, especially ex exathletes coming back to help their program. So that's nice. >> All those in favor say I. >> Those opposed. Motion passes. H. Board to approve Stacy Parrot, Ashlin Cruz, and Katie Chromemer as elementary volleyball coaches. >> So moved. >> Second. >> Discussion. These are the same exact three people that did it last year that run our elementary volleyball. >> Okay. All those in favor say I. I. >> Those opposed. Motion passes. Word to

approve the following list of spring coaches. It's a big list. We're just going to approve them all in one shot. I'll accept a motion. >> Some move. >> Second. Discussion. >> Um there's actually only a few new people on here. Of course, with our softball program changing over, uh th the two of those three assistants are new. Um Tyler Nickham, who's coached for us before, is going to come in and be a golf assistant coach. Um and then we have a couple new baseball people that are uh volunteers and middle school coaches. The rest is all people who've coached before or coached last year in these spots. >> Okay. All those in favor of approving the coaches say I. I. Those opposed. >> Okay. Motion passes. J board to approve a leave of absence for

Abby Payton as OJ Neighbors media clerk from January 5th to through April 3rd, 2026 to complete student teaching. >> So moved. Second discussion. Uh Miss Payton is doing her student teaching this spring. She is with Mrs. Kurpatre at OJ. Um and during this time she is not allowed to be paid. So, um, we're doing this as a leave of absence because she does want to return to her position when she finishes her student teaching. During that time, Mrs. Gunderman is helping to cover the media center. >> Did are we paying Mrs. Gunderman to do that? Approve that? >> Yes. Yes. Okay. >> And she's doing that with the DI? >> Yes. She does like the the media center in the morning and then the DLI in the afternoon. >> Okay. >> All those in favor

say I. I. >> Those opposed. Motion passes. Items from superintendent. Well, we're back at it. Um I'm ready for winter to be over with. So hopefully we have no more delays or cancellations. Um if anyone is wondering, we still have one makeup day available. That is President's Day in February. And I believe we still have um through our waiver we have four e-learning days left that we can use. So fingers crossed that we don't have to use any of them. Um that's all I have for this evening. >> Okay. Items from chief operations officer. >> I'd just like to take a second and thank Sarah Cole who's retiring. She has coached for us for probably 30 years. She was our varsity tennis coach at one time. She coached middle school tennis forever. She coached middle

school volleyball forever. Um so welldeserved retirement and just want to thank her for all the time she's put into our kids. >> Okay. Um items from board members. Let's start at Kai. >> I don't have anything. I just got an invitation for the um program that was presented the other week to come in February 5th. You guys will probably get one as well to observe from 9 to 11. They've got Brian Evans has something cool going on. So, always a great opportunity to get into the schools always. >> Okay, Jason. >> Uh Michelle Huff is retiring. >> Yeah. >> So, congratulations to her. She's earned it. All the hard work she's done the last few years for sure. I I've been around uh seeing all the work she's put into helping us get out of

this situation has been awesome. Um so congratulations to her. Um as for me committee report uh we just we just had our first meeting last Tuesday uh for this year. So we just did the normal like hey who's president person uh stuff. Uh there's apparently some renderings of new apartment buildings that they're going to hopefully get up and going at some point in the future that were released on some sort of development website that were um they're not completely accurate. I guess they're like older u because it was like going off into like the JM Reynolds area. That's not going to happen. We're not going to take over their plan. Uh so [clears throat] uh but it's out where Alleycat is. If you're familiar with the bike shop, it's kind of down by the river

area. Uh but there's some there's some movement in that area where they're going to build some uh rental uh apartments and I don't know if there could be it's not like solid. It's not solidified yet, but movement at least to get some more housing into Wash that's going to be helpful for our citizens. So other than that, I don't have anything else. >> Okay, Jake. Um I have no committee update. We haven't met yet for H Heartland Board. We meet tomorrow night. Um I assume it's going to be a long meeting since we haven't seen each other in a while. Um but other than that, I don't have anything. Okay. >> Um February 7th, there's a disc golf tournament at the city park sponsored by the park department. Uh walking um Wednesdays start in April.

And since OJ's not here tonight, they've got a food drive going on for the animal people. Oilia, I think that's the name of their dog celebrating her birthday. And they also have a tissue drive going on for January and February. >> And the food drive should be coming up. I think it's the 28th when they give out the >> big idea. Yeah. >> Yeah. Big idea. Uh my committee report is the library. We have I have a meeting tonight. So after this I'm going to scoot over there. But new library director coming very soon. I'll be excited to announce that. But everything's going well there and it's good to be back and back into our routine. So with that, we'll adjourn. Thank you. >> [clears throat]
