Yeah. >> Okay. It's 6 o'clock. This is the W City Schools Board meeting for school trustees for January 5th, 2026. Roll call. >> Rhonda Hipskin is absent. >> Okay. Going to call to order this meeting. Stand for the Pledge of Allegiance, please. To the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. [clears throat] >> Welcome everyone. Wash city school's mission is uh a place that provides a relevant and rigorous rigorous education founded upon relationships to ensure each student is college and career ready for success in a global community. Like to welcome everyone in our recognition of visitors tonight. We have a few uh board is going to recognize our esports team and their state championship. We could

have them stand up and help us out. >> Yeah. Yeah. Sweet. if you guys want to head up here, the three of you. Um, we didn't get to have an in-person match. The snow cancelled it. So, I don't know if you want to hang on to this one like the Rocket League one. Also, now that we have our own esports room, we have a place to put them. You guys stand up here. We have three of our six unified teams. With this team being unified, we have a couple kids from my wife's classroom who wouldn't otherwise be participating. So, this isn't our our varsity competition. That'll happen later uh in the spring. Unified plays Rocket League and I think we're planning on playing some Rocket League this spring, but we didn't participate last spring. So,

it was just in the fall when they played Super Smash Brothers. And so, we were the third ranked team. Uh, so we had to play the number two ranked team and we beat them. It was a close match, but we were able to to edge out a win there. And then somehow, uh, the number four ranked team beat the number one ranked team. Uh, and so we got to play a team we'd already beaten before. And so, in the first match, it was really close. We were able to win it. And then and then kind of a cool moment. Cindy goes, "Mr. Burns, let me lead off the second match. I I want a chance to team white because if you team white and the way ours works is four players be four players, but

if you team wipe, I buy the team pizza." And it's a very difficult thing to do. It's not easy. And uh and then she team wiped. So, you know, we were so excited for that. And it was difficult because the last person you they have three lives, you have one life, and you have to overcome that deficit. And uh and so we we got uh the state championship because we were virtual due to the weather. They did not get a chance to get their state medals. And so tonight is the first time. And so uh we've got Sydney Kellogg who is a freshman. >> Noah Glenn who is a sophomore. >> Riley Durham who's also a sophomore. And uh we're missing Austin uh >> Middleton, another student of my wife's. We're missing uh Zeke Zeke

Buyers who's a freshman. And then uh we're missing Casey Black who's also a freshman. So we had a lot of our younger kids uh volunteer to be on this team. And you know, it was really cool to have them come out. So congratulations on you guys' state championship. >> Yeah, absolutely. So, was this Rocket League? >> This was Super Smash Bros. So, so Unified plays Rocket League in the in the spring and Smash Brothers in the fall, but we didn't participate in the fall. Our biggest barrier was a room was kind of define space and the school has now got us that room. Um, and we've already outgrown it. That sounds terrible, but in the middle school, we're going to play, oh my gosh, we have middle school Rocket League coming in the spring. We

have middle school uh Marvel Rivals coming in the spring. We have middle school Super Smash Brother coming in the spring. We'll have Rocket League unified for them. Rocket League varsity uh and we'll have our Super Smash Brothers varsity teams that are all in that room. So, uh you know, once the space was there, we just filled it and that's what we're looking to keep doing. So, it's all the kids putting in great time and uh certainly say congratulations to them and hopefully our spring turn will be as good as our fall turn. >> I know that Smash Brothers is difficult for me. Uh [laughter] my brother, not my brother, my son. He just kicks murder into every if you're interested. The first >> I'm not. [laughter] >> Oh, I thought you were asking me to

help you. The first the first major tournament Super Smash Brothers to ever happen in Indiana will happen in Auburn, Indiana this year. It's happening not next weekend, but weekend after the 17th and we're looking to take some kids. I'm already working with Mr. Blossom. I requested the bus today. >> And they're going to have some of the top 10 players in the world at this tournament. >> So our our kids will not win this tournament, >> but it's going to be a really cool experience just to be there. So you can still sign up if you want, Mr. still open to everybody. >> Thank you. Thank you for being involved in that and helping out. That's awesome. >> Uh we have a student council update, correct? >> Yep. >> All right. If you can come

up front, that'd be awesome. So currently we're working on stuff to brainstorm for the seniors like senior projects and stuff and like special things to make their senior like year really matter and be important. And then for our winter sports we have basketball, wrestling, and swim. And then for our exchange program, we have nine Argentina students coming tomorrow. And then they'll stay until February 7th. And then we have about like 90 days left of school. [laughter] >> Can you tell us your name and grade? >> I'm Aubrey Haynes and I'm a freshman. >> Okay. >> All right. Thank you. >> Thank you very much. >> Thank you. [snorts] >> Sorry. Yes. If you are a family member and you do not wish to stay around for the rest of the meeting, you are welcome to

stay, but you can also leave. This is the time to do so. [laughter] >> We also [clears throat] have a lot of fun stuff like things to do with the school. >> All right, [clears throat] thank you for coming. [clears throat] >> Okay, we have a few revisions to look at tonight. board to approve it uh revisions 4 H through I. >> So move second. >> All right. All those in favor for those revisions say I. >> I. >> Any opposed? >> Motion passes. Okay. And there's any visitors out there tonight um that would like to make a comment on an agenda item. This would be a time to say so. Okay. Hearing none, we're going to move forward. We have a consent agenda tonight with the minutes from December 15th, 2025. We have some

claims, no donations [laughter] toite. All right. [clears throat] The next regular schedule board meeting. >> I'm sorry. Hi, Far. I apologize for that. We're going to have a motion to consent the for the consent agenda to be approved. Can I have a motion? >> So moved. >> Have a second. >> Second. >> All right. All those in favor say I. >> I. Any opposed? Motion passes. >> All right. The next scheduled regularly scheduled appointment uh board meeting will be Tuesday, January 20th on Monday, 2026 here at city hall at 6 pm. All right. Item J, uh, board to recognize reorganize the board of school trustees per the IC code. We need to elect our president. Can I have a motion for the president? I would make a motion to approve Rhonda Hibkin. [cough and clears

throat] >> Have a second. >> Second. >> All right. All those in favor say I. >> I. Any >> opposed? All right. Rhonda is president. >> All right. Uh, can I have a motion for election of the vice president? >> I move to have Jason Fry as vice president. >> Have a second. >> Second. >> All right. All those in favor say I. >> Any opposed? Motion passes. Election of the secretary. Have a motion. >> Make a motion for Jay Hall to be secretary. >> I have a second. >> I second. >> All right. All those in favor say I. >> I. >> Any opposed? >> Motion passes. All right. We need to select days, time, and place of regular schoolboard meetings. I have a motion for that. >> I love that we establish them.

We have always gone the first and third um Monday at 6 PM here in city hall. >> Have a second. >> Second. >> All right. All those in favor say I. >> I. Any opposed? >> All right. We're going to stay the same. >> All right. Uh establishment of the board school board's members salary of $2,000 annually per the IC code. Any motion for that? >> So moved. >> Second. Second. >> All those in favor say I. >> I. >> Any opposed. Motion passes. All right. Appointment of Brooklyn Guinon as our new school corporation treasurer. Have a motion. >> So moved. >> Second. >> All right. All those in favor say I. >> I. >> Any opposed? >> All right. Motion passes. Appointment of Jordan Tandy as our legal counsel. [laughter] All right. Appointment of representative to the board of managers for Hartland Career Center. Can I have a motion, please? I motion that uh Jade's going to be on the H Heartland School uh board for Hartland Career Center. >> Thank you. did such a great job last year. >> Oh, thank you. >> Have a second. >> Second. >> All right. All those in favor say I. >> I. >> Any opposed? >> All right. Motion passes. [snorts] Uh appointment of representative to the Wabash City Parks Board. Do I have a motion? >> I would move forward with Joan Foster as our representative for

the park board. >> I second it. >> All right. All those in favor? I I >> any opposed? Okay. Thank you, John. Um and uh appointment of a representative to the Was Carney Library Board. Have a motion. >> I would move to appoint Rhonda Hibskin to the library board. >> Second. >> Okay. All those in favor say I. >> I. Any opposed? Our motion passes. And appointment of the representative to the RDC. Any uh have a motion? Motion to uh put Jason Fry on that board. >> I would second. >> All right. All those in favor say I. >> I. Opposed. Okay. Motion passes. Effective January 1st, 1996 at the first meeting in January. Every school board must designate the newspaper a qualified publication in which the school corporation must publish required notices under the

IC code 5314C. recommend that um it's recommended that the Wabash plane dealer in Wash Indiana be that newspaper of publication and uh we need to pass that. Is that a >> When in doubt, I would vote for it. >> That's always a good idea. Okay. Can I have a motion to uh get this passed? >> So moved. >> Second. >> All right. All those in favor say I. >> I. >> Any opposed? Okay. Motion passes. Um, all right. So, we got all that business out of the way. Let's go forward and say we got a few lines of communication there with the school uh administration. No old business. We got some new business on our agenda tonight. [snorts] The board will be presented with the WCSLearn checkpoint plan uh and data from two uh the

first two checkpoints from the school year. So last year we piloted um the I learn checkpoint and we used that kind of as a learning year. You know what is this? What are we going to do with this data? And I know there are some people that will complain about state testing and I agree if you give tests and you don't do anything with it, it is worthless. But if you are giving students tests and you use that data to help them improve, then it can be very very powerful. So, the first thing we did was we wanted to come up with a plan of Okay, come on open for me. Um, when we took the iLearn checkpoints and just to give you um a reminder, we do these three times a year. And um

we get a map to show us what's going to be assessed on each of the three tests. And so, um, curriculum maps have been made to align with those checkpoints. So, we came up with I worked with, um, really it was with Beth and and Mike because those are the grade levels, grades three through eight that take this. So, we came up with a plan. Um, you know, you can see I learn checkpoint one. We give it to all students during the week of September 15th. And the nice thing about these checkpoints is you get students get two opportunities. And so once we've given that first checkpoint um that first opportunity, then we're able to see what students are below and what students are approaching. The students that are at proficiency or above, we know

they're where they need to be, but it's those ones that are below and approaching that we really need to do some targeted remediation. and then give them another opportunity. So that's what we did. We came up with a window that during you know September 15th through uh October 10th we did targeted remediation with the students that were below and approaching and then only those students did opportunity too. So that way we're not just giving every kid the test. It's just the ones that we knew or that the data showed us that they needed a little bit more. And so we have a timeline for checkpoint 2. Um you can see that the week of January 12th is when we will do our opportunity to um and then in February we do I learn checkpoint 3.

Um so we came up with our plan of how we were going to um give the test, use the data and then retest. And so I want to share back. Um I actually only have uh checkpoint one data and I'm going to just share that real quick. And then we have folks from OJ that I want them to kind of talk about how they use this data. And my screen is not working. [snorts] Okay. So, when I pulled the data, the first thing I did for each grade level, and I'm going to start with um I'll I'll zoom in to third grade, and this is math. We pulled the number of students after opportunity one that were below, approaching, at or above. And so, we're looking at that at and above. How many students did

we get to that target? So we had 22 out of um the total in that uh class 60. Then during that week-l long period or that couple week long period all of these teachers provided remediation to their students and then they give opportunity two. And so the second bar, you can see for opportunity two, we went from uh 22 being at or above, we moved it all the way up to 40 being at or above. And so that's where you see the power of using the data and having a plan. And if you look at all of our grade levels, you know, fourth grade, we went from 12 students being at or above to 39. Um, I was really excited when I saw this. You know, we saw some great gains in all of our

grade levels. I'm not going to go through every single one of these. Um, we did have a hiccup in seventh grade math. Opportunity 2 did not get taken. So, that's something that Mr. matter is looking into to make sure that when we uh are in checkpoint two that we see that happen. >> Um we also have language arts but like I said every single time we saw kids move into that at or above which is exactly what we want to see happening. So like I said I wanted to share this but I wanted you to hear from the people in the building that are doing the work and what they're doing to make this happen. So Mrs. Philippines. So, I'll start there. I brought a village with me because that's obviously what it takes. And

I do want to recognize the ones who are here with me. I have the RTI team and our team leader. So, Sarah Kirkpatrick is fourth grade team lead. Britney Fagger is our behavior student case manager, part of the RTI team. Melissa Galott, second grade team leader, Barb Morgan, special ed RTI team. Nikki Sears, third grade uh team leader. and Alicia Dinker is our RTI team and an interventionist. Carol Kirk couldn't be with us tonight. Another RTI interventionist. And Vanessa Dory, who's first rate team leader, couldn't be with us. So, I brought all of them because this work is not done by me. This work is not done by Brody. This work is done by them. And they're like, I don't really want to talk. And I [laughter] said, that's okay because I do. So, I'm

good with that. So we have a I put together a little presentation of how we started this. Um MTSS multi-tered system of supports is what is what the intervention process is. You also may hear RTI response to intervention. The multi-tered support system includes and you can see in that graph behaviors because what we have learned over the years and every one of these teachers here and many of ours at OJ have been to a training PLC RTI some kind of a a training that really dives into this and what we see is we have students who may academically struggle but it might not be because there's a deficit it might be because of a behavior which could be so many things um environmental could be a you know outside diagnosis of ADHD or whatever. So

how we look at intervening with those two groups is important. Um so this the MTSS breaks that up and it's a comprehensive schoolwide framework that provides the supports um that we need. So after we look at when we go to what we have done specific um >> are you ready for me? >> Yep. Okay. >> Yep. So three four years ago we we created win groups what I mean and that is our intervention process and it has gone through so many different revisions over the last several three four years um but what it is uh we collect data points and there's several data points that we collect all the way from a universal screener which all students take um to the NWA beginning of the year middle of the year end of the year progress

monitoring ing I learn checkpoints. We use diagnostistic um diagnostic assessments and then oral flu reading oral reading fluency sorry um those are all data points that we use [snorts] including teacher observations many more but those are specific ones um and then we get all those data points together and start looking at it. We have done it as a PLC meaning our teams will sit together. So, our third grade team will sit together and they look at every student's data, not just my classroom, your classroom. They lay it out with all the third grade students and they start looking at these data points and where are students struggling in what areas do they need more support and with that data they create intervention groups. Um, so when we implement that this year, we've started what we

call flood the block to give more adults to that taught intervention time to help make those groups even smaller. That helps that intervention be more intense. So we have the classroom teachers and then our RTI um interventionists, high ability and special ed all go into that grade level for that time and it's a 30 minute time every day through the week. They go in and they pull out their small groups and they work real specific on the intervention, the skills that they these students need. So, we may have eight groups and this group is working on um help me out here guys. What kinds of [snorts] things are the groups working on? Like, >> well, maybe they can't subtract across zeros if it's math or reading. Maybe they have problems with >> decoding. Yeah. Decoding,

you know, doing constant vow constant words in first grade. Yeah. So, so they are real really specific and target on these skills. Um, so we implement the wind tunnel pretty and then what we've done new in the last couple years is start looking at the behavioral intervention because we have figured out um we knew it but we kind of have figured out if a student is struggling behaviorally it doesn't matter if they have it academically because they're not going to perform to their best if they are not functioning well in the classroom. So we created um at one of the RTI uh conferences we went to they talked about. So Britney Fagger and Brody and I sat down and started looking at all of that data and we created um ouries also meet during that

intervention time. Now, we have gone through many different changes in our schedules trying to fit all of this in because that is a big part of that um trying to fit it all in. But, um our data points for that teacher observation, discipline logs is a big one. Parent request, there's times when parents will reach out and say, "Hey, he my student is had this happen or they're struggling with that." And so then we we look at those um opportunities for intervention. We implement themies very similar to the academic ones. Uh Mrs. Fagger, myself and Mr. Cook are the ones who have recent who have done the um analyzing of the data. We are now working that into our RTI team. We're starting with they're looking at that data now too. So we have um

right now we've been working for per semester two differenties. One is the Apache Academy and that is one that focuses on students who just need that extra help with following procedures and staying focused and and appropriate responses in the classroom. And then the emotional regulation which we could definitely even hone in more on that too. Um we currently are working we met again today on how many more Apache ormies can we put in place to address any of the needs. Um and then Mrs. and Brody runs an academy. I assist with an academy. Special ed is involved and our specialist teachers also help run those. So throughout the day they will be working with small groups on the on the skills that they may need for behavior support. And then typically it's during win time,

but we've had to do our master schedule a little bit different to make sure we get it all. Um so like I said, a PLC approach to intervention. um the teams work together to look at all the data and then teachers work with other teachers students. So let's say they sit down, they look at all their data and they have two students from this class and three from that class and four from that class that all have the same need. Then that becomes a group and they may go to Mrs. Sears's class to work on that skill even though they're not all her students. So, the students rotate around into those groups. [clears throat] Um, and then we assess, we do our progress monitoring, we look at where they're at, we look at the data,

we do the intervention for about four weeks, and then we go back to reassess again, and then [clears throat] go back and do the same process. And we do it continually throughout the school year. Um, and it's schoolwide schedule. We just implemented that for this semester. our entire building is on the same progress monitoring that allows us to get more adults into those times um so they do have the opportunity to test in small groups and have that support. [clears throat] So we believe the key to growth is to include students in their learning by setting goals and understanding their own data. I brought some I'll just pass these around. Um, one of the things that we started this year and take feel free to just kind of look through that is a student data

card. Every student in our building from first grade to fourth grade has their own card. And on that card, again, we have to redo some of those because some of it didn't isn't exactly where we want it. But students quarterly um set a goal for themselves in their classroom. So teachers are working with students each quarter to set a goal. can be anything. Can be academic, can be behavioral, can be something at home, can be I want to learn to play basketball, whatever it is, but the student is involved in their own goal setting. And then this data card has their own data on it. So, their NWA scores, their iLearn scores, um, attendance, those kinds of things are all on this card, and the students actually use this card and look through it and

and are very [snorts] involved in their own learning. and what what they're doing um every day. The other one we do is a performance survey and yeah they're different ones. So a performance survey what Mr. Cook and I have learned this year with the checkpoints um we had some teachers come to us and say man I don't think these kids really understand the importance of this I learn. So, we put together an assembly and so all of the kids in third grade and then all the kids in fourth grade come to the cafeteria and Mr. Cook and I meet with them and we just talk about it. We show them the data. We show them similar to what Dr. Sidley showed tonight. Here's where we were as a grade. Here's where we went as a

grade and then we just talked about their efforts and how they how they were doing, how they were performing. And we put together this performance survey. The kids then went back to their classroom and they checked their own score on this paper and then they could see where they where they fell and then they got to determine and assess themselves of what effort they put in. And then we had some discussions like I told him if you put in an effort too like you're not really putting in much of an effort and your teachers look at this data and they say oh he really needs help here and they put you in that group but you don't really need help there because you just didn't have strong effort. You're spending time in an intervention group

that you don't really need and maybe missing time in a group that you could need. And and I think the students really responded pretty well to that. Um so we do that for each checkpoint that we that we do. Um we have different things too. Uh center vention is something new that we started this year for academics. It's a social emotional program that students inademies work on the whole building all the students have access to it but we use that data too to determine students moving from academy to academy. Um what else? Anything else? anybody we're happy to answer any questions, but we've seen some some [clears throat] success I think with our scores and and our students attitudes um as we as we implement this. >> I will I guess I will add just

by us strengthening our tier 2 from an intervention standpoint. uh this is Kirk and I let's say a year or two ago we were servicing 88 kids in one day and now starting this year we're down to less than 20 that we are able to do more smaller like twoon-one a lot more um you know very strategic intervention on those kids instead of having to service 88 in one day it's nice to have a little bit smaller groups to be able to really focus [clears throat] on them so that's a for Mrs. car. It's a huge growth to see that. >> That's great. >> Easy to do, right? >> Some of them easier. >> When you individualize um you guys go to the well for the material and stuff, have you ordered a lot of

um supplemental things to remediate with the kids? I mean, >> I mean, we have bought some materials and um one of the game changers for us was the curriculum that we were able to purchase for this year. I mean, that was huge for us. Up until that point, we were kind of pulling here, pulling there, and putting it together. And the teachers, they did a great job of doing that and finding those supplemental um items, but a lot of it is just their own. I mean, the the things they come up with >> Oh, just like >> Yeah. I would say the collaboration across all grade levels. It's really cool from our ex or from our vantage point to see, you know, you've got third grade teachers working together. It really puts that PLC process

into motion as in it's our students, not just my students versus your students. It's everybody's working together to to support the >> You might walk down the hallway and they're growing tomatoes in their hallway and they're doing, you know, like there's all things going on, but it all has that student learning. Mrs. Kirk Patrick last year invited me to her room because she had little baby pigs and her kids were measuring the pigs and then they brought them back and they measured them again and they weighed them and you know there's just a lot of um creative that have really come out since we started working on this process because I think it's given [snorts] teachers the okay to be think outside the box. It doesn't all have to be this. >> How have the

parents responded? I mean, you know, you've got the progress report that the child I assume the parents have seen that >> they saw it at parent teacher conferences. >> I figured that. Yeah. >> Parents have been really responsive because there's been a lot more parent communication, not just from the teachers, but from Mr. Cook and I and they've really been positive about that. >> How could they not be if the kids were succeeding? I mean, if they are improving and everything because >> Good job. Great job, guys. I've been there, done that. I I forget it on a lot of levels back. >> Yes. >> I just want to say that I am so excited to see what OJ is doing because one, this is a process. It's not something that you're going to be

perfect ever. And it will always be something that is changing. You're you get different kids every year. And so having that system in place on how do we help kids that aren't there yet is huge and I think it can be a gamecher for us. >> I I'd like to commend the teachers too. The attitude they have. I mean five years ago when I first started and I would go up in front of them and say we're going to do this and that and they'd be like okay whatever. Today I went up again and changed something that we've done for two years. I'm like, "Hey guys, we're going to change this." And they all just are like, "Okay, whatever." You know, like [laughter] they just roll with it. Where before it was just hard to

get in that flexible mindset, but they just take it and run. [clears throat] They've just been amazing. There's some pretty amazing teachers over there. >> Awesome. Well, thank you very much. We appreciate it. Any questions from the board? >> Thank you very much. >> Yes. Keep up the good work. I know some have to pick up kids and stuff. >> Thank you very much. [laughter] >> Me too. >> Okay. Board to approve the following stipens for special ed teachers for the first semester. Stacy Bear at 675, Kristen Hoppus at 625, Marcus Cony at 425, Britney Holloway at 850, Barb Morgan at 1,150, Bener at 725, Sarah Cole at 750, Caitlyn Lloyd at 650, Elizabeth Burns at 850, Lucas Hilton at 850, Amy Roseald at 1,025, and Josie Philippy at 1,100. Can I have a motion,

please? >> So moved. >> Got a second. Second. >> All right. Any discussion? >> Uh these stipens are paid based on the case load [clears throat] average during quarter 1 and quarter two for our special ed teachers. Um they will receive another stipen in June and that will be for the average of their case load for quarter 3 and quarter 4. And these stipens do come from our education fund and are included in our yearly budget. >> All right. Any questions? All right. All those in favor say I. I >> oppose. [snorts] All right. Motion passes. Approved. Missy Epley at WMSWHS Mathematics long-term substitute effective January 5th, 2026. Mrs. Epley will earn a substitute compensation for three weeks and then firstear teacher salary pending emergency lensure. I have a motion. >> So moved. >> Second.

>> All right. Discussion. >> U. Mrs. Eley will fill in until March 2nd. She actually is filling in for someone that has been out and we have not been able to find somebody. So, we're excited that we were able to get someone. She does have a bachelor's degree in business which allows her to apply for the emergency permit. And if she completes that process after 15 days as a sub, she then goes up to a daily rate um that is equivalent to a first year teacher's daily rate. Okay. >> All right.
