Okay. Well, it's 5 o'clock and I'd like to go ahead and call us to order. Um, it is Monday, January 12th, 2026, which sounds like the future. And I would like to start by wishing my colleagues a happy schoolboard appreciation month. We'll be celebrating together on the 20th and I look forward to sharing a meal with you. Um, this is often a difficult job and I know each of you work very hard at it and I'm grateful for all of you and your efforts. So I hope you'll take the time to celebrate with your families by lighting a board packet on fire and roasting Friday notes as is our tradition. Um, okay. So the next item is communication from the audience. Is there anyone signed up on the the sheet? No, thank you. Um, okay.

Seeing that there are nobody signed up. Um, the next item is our consent agenda and there are five standard items on there this evening. Do I hear a motion? >> I would like to ask that we remove the agenda from the consent consent agenda, please. >> Okay. Is there a second? We don't need a second. That's correct. Good job. See, I was testing you. Nice work. Okay, we'll just slide the agenda in after the consent agenda then. Um, let me put that down here. I can't type. All right. Um, in that case, is there a motion for the rest of the >> Okay. >> Thank you very much, Lawrence and Rachel. Um, all right. Let's come back over here. I will do the buttons. That is to approve the consent agenda without the agenda. >>

Yeah. Doesn't it? Okay. There's one more. Did somebody miss their buttons? I can't see. There we go. Okay. Seven out of 10 or seven out of zero. There we go. All right. Let's return to the agenda. Dea, what was uh your reason for that? >> Um I had a couple things. The first one is regard in regard to our new policy 150. I just wanted to make sure we were in compliance. Um the policy states that organ at the organizational meeting we're required to specify the dates and times and work sessions. Um and then it also talks about that we are supposed to vote to appoint individual board members to committees. So I just wanted to verify I'm understanding the policy correctly and see are these agenda items we should be adding or how this

new policy is supposed to be handled. Okie dokie. Um, can you give me the first part about that again? >> Uhhuh. So, in policy B150, and I can just read directly from it. It says, "At the organizational meeting, the board shall determine a day, place, and time for regular meetings, which shall be held at minimum every once a month. Once every month, the board shall also designate dates for working sessions." So that's the first part of it that says it's required that our policy says we're required to do this. >> Okay. I had not intended to change those. Had anyone intended to propose anything different on the work sessions and the Monday meetings or were we just going to leave that status quo? It doesn't look like Did you have a >> So I'll make

a motion that I mean the way I read this is that we need to make sure and do it at the organizational meeting. So, with nothing on the agenda, I'll make a motion to add an agenda item to um verify the day, place, and time for board meetings. >> Okay. Where would you like to land that in here? On the um at the end after we appoint the attorney or after we do the board compensation. Okay, we'll add that >> here. Um add verify meeting >> item. >> Yep. After item D, we'll go ahead and add that in. Um >> yeah, >> that's a good idea. And Robera, would you make a new note since we have changed that policy that on the template for this meeting to um add that item >> Each year

um and we'll put it right after board compensation tonight. So it'll be item D and a half, I guess. Okay. And then the second item was the committee assignments. Mhm. So, the policy says the board shall appoint individual board members to committees. Um, later in that same policy, it talks by majority vote, the board shall appoint it. So, >> well, we do have the two um foundations on here. Those are historically the ones that that are voted upon, but if you would like to go through the whole list, that'd be spiffy. Let's go ahead and do that. >> That's the way I read it. So, >> also um Okay. >> We can't plan ahead when we do work sessions because we call them when necessary, >> right? We've always had like the placeholder. Yeah. So,

okay, Rachel, >> I don't disagree with what the policy says. I will tell everyone just historically the reason for not doing the full slate of committee assignments in the first meeting is that it's still not clear or determined who our board leadership will be. So to ask um somebody who's potentially just sitting in that role the first time to make decisions about what everyone else is doing andor determine what if say Lawrence were no longer on the officer slate does that change his committee assignment. So I I'm just from a practical standpoint that is So I would like to make a motion please that we add an agenda item that we would um defer off of policy um um votes on committee members until our February meeting for the purpose of making sure we have

a best assignment in place. I think that's reasonable considering the um uh possible change in leadership. Okay, Roberto, would you please make a note? >> So, I've made a motion. It has to be a second and a majority vote for a change, >> Rachel. And then George. Okay, let's vote on that first. >> Discuss first. >> Sure, >> we can discuss. Would you like to discuss? I I do have some concerns with postponing it till February because there are boards that require us to have a member um who has been assigned >> parks parks for example um >> if we hold off on that until February then um >> it's unclear if um we would have a rep be able to be represented in uh at their January meeting um unless we uhs also said

something like all appointments are continued until >> we change. >> Okay. >> I would amend my motion to say that all appointments are continued until we change organization. >> Okay. Can you say that again with your light on? >> Thanks. >> I'd like to amend my motion, please, that we will continue all current assignments until we reassign them in February. >> Okay. And Dea, go ahead. Thank you. Um could we also ask the policy committee to um update B150 then to match this practice because currently it says it has to be done by the organizational meeting but I agree I think the original recommendation that I had submitted was by February. So can we ask the policy committee to um revise B150 to match the practice that we currently are discussing? >> Sure. I'm sure

that'd be fine. Let's try to take it one at a time though just for the sake of the minute. >> Oh, sorry. It wasn't meant to be a vote. It was meant to just be a >> Yeah, that >> I'm sure that we can take that on. >> Makes sense. >> Okay, so we are voting on amending uh >> yeah, >> we have not yet because we're doing them all at once. So >> that's a good idea. Let's do that first >> to D and a half. will vote on verifying that we are going to add um verifying the meeting dates and work sessions after the board compensation item this evening. Okay. So, if you agree with doing that, go ahead and vote yes. >> Cool. Okay, that's seven. Now, as far as the I

guess it would be committee assignments, we're going to vote on moving them to February and also amending the policy. Correct. Great. Um, there's that. Okay. Super. We'll go ahead and move that. Is there anything else? Yes. Um, one more item for the agenda is I would like to make a motion to remove agenda item 14, which is titled new TSC transfer students as we have not yet received all all necessary information. Uh, we have focus groups that's gathering input from the community start community starting tomorrow and a consultant hired to assist with this. So, we shouldn't be voting on next year's practice without all information. >> Okay. Is there a second? >> Okay. you seconds. All right. Um the intention of that item will be discussed later during this meeting and um I it would

be my preference to leave it on there so that we can have that conversation at that time. Um as I told you this this weekend, the intention is not to change any policy or do anything new. It is simply to affirm that we are going forward with our current policy. And there were two parts to it, both the current students we have and the new students we may acquire. You rightly pointed out that we're not acquiring any new students at this time. It would be for the fall. However, because people are making their plans now, I wanted to see if we could resolve that piece of the overall transfer policy. And as I told you, I don't have any skin in that game. I I have no desired outcome other than that we give our

central office clear direction. So having heard that, is there any other discussion on that piece? Rachel, >> I would just point out that not making that decision one way or another is effectively making a decision. So if we do not take a stance either yes or no at this point in time, um then lack of information means that those students will more than likely a majority of them would go and seek educational opportunities in their home district. Um, and that, as we all know, has really significant financial implications. So, um, I would I would prefer that it stay on the agenda so we can have the conversation that we're kind of already having right now at that time. >> That would be my preference as well. Does anyone else have anything to say? >> UA,

please don't forget to your Yeah. >> So, the uh the deadline for them to apply for transfer is April or something like that, right? So that means if we clarify the policy in February after these three focus group meetings and uh the report back and uh it's still not too late to clarify that policy. I feel it just make more sense because the whole purpose of having the survey and the focus group is to solicit feedback from our community including staff members and residents. And I just feel we will be better informed to make the decision at that time. I'm not like against one way or the other. Just I feel we'll be better informed after the meetings next week. >> Okay. >> So, anyone else? >> Yeah, I would just say delay it. We

can do that in February. >> Okay. David, >> I just want to know that given that um transfer is under one of the policies that we haven't yet uh revised because we've been holding off on it. Um in order to actually make changes that deviate from current practices, we would probably need to because it's likely going to have fairly substantial revision would likely have to um go out for a new first reading after being revised. then spend an um time going through policy committee with everybody's feedback um and then be voted. So that's at least two additional meetings. We're not getting um real feedback from um the consultant until February meeting and that means that to really change the policy um it would put it out into minimum April to approve and so I think

it's important for us to talk about it right now. Okay, thank you. Anyone else have any Lawrence? >> Yeah, I think it's a good idea to keep that on the agenda, but I I I don't want this kind of motion. It will be kind of I would prefer to see some open discussions regarding uh these things uh because we have a focus group uh uh next uh week so we can hold these uh decisions maybe uh next month. I think it's a good balance between the patient and the high quality decisions after we get more uh information. So we uh we want to make a uh inclusive uh and also well informed decision uh next month we when we get more informations from all stakeholders. Thank you. >> Okay. Thanks. Anybody else? Sa >> um

just to make a few clarifications. The April deadline is actually not a deadline that students can't apply after that. It's just a priority. Students can apply up until TSC has in the past told us that we can't accept them. So that um is a little bit more information. Focus groups actually are not next week. They start tomorrow and they're Tuesday, Wednesday, and Thursday. Um and I feel like this conversation still hasn't answered why there's such an urgency to move forward at this exact moment. Um this process has moved very slowly. um in August at the work session when it was discussed which was only two days before school started um same night as open houses which grew lots of criticism about the timing at the time it had been requested to have future sessions yet

at that time no additional sessions or discussions were had and actually Amy even at that meeting you had said there's no rush in these decisions everybody chill um direct quote we can chill them out because there's nothing changing we have plenty of time for everyone to come talk for everyone to share their opinions to gather all the information they're going to meet need to make a good choice. >> So it's almost like by saying that we're affirming that we're going to follow the policy we already have. It's almost like nothing is changing. >> So the policy policy we have >> is that currently we do not accept any transfer students that ended in August. So when there's a phone call about our current practice for this school year, the answer is we don't accept them.

When we're talking about the future school year, there is no answer because we're making a decision and collecting information. So, a vote on the future school year is telling our community, I know we asked you to give us input in just a few days, but we're not even waiting to listen to it. We decided Thursday afternoon that we wanted to throw this at the end of the agenda um and have a vote on it. And so that to me is not being um honest to our community and allowing them to give us feedback before we make a decision on our next year's December our next year transfer decision. That is a very interesting take. Okay, let's go ahead and vote on whether or not we're going to um hang on, I got to do buttons.

We're going to vote on whether or not we're going to retain this item on tonight's agenda. So go ahead. Yes means we're going to keep it on the agenda and no means we are not going to keep it on the agenda. Is that okay? >> Yes should be to remove and no should be to keep it. Okay, that's fine. Let's do it that way. Okay, five to two. We'll go ahead and keep that on there. All right, next I got to scooch way back up here. Give me just a second. Okay. Did we do the rest of the Yes, we did. Okay. Is that everything as far as the agenda for this evening? Great. >> And we've done the consent agenda. >> We We do need to vote to approve the agenda. Okay. >> The

rest of it >> as amended. I motion to approve the agenda as amended. >> Second. >> Thank you. And okay, we'll do that. Is there any discussion? No. Okay. Um, there we go. Great. Okay. The next item um is the organizational meeting and the election of president, vice president, and secretary. Um I have reviewed Robert's rules pretty extensively to figure out the best way to do this based on some of the difficulties we had with how it was written in previous years. And everyone has a packet of sticky notes in front of them. We are going to vote by ballot this evening. Um, nominations are not debatable per Robert's rules. So, they require a motion and a second. And the person making the motion or the nominee may say something in favor of the nominee

as part of their nomination. But we're not going to talk about why someone would be a terrible choice. Um, you can say that with your vote. So, first position to fill is the president's position and I volunteer to >> I have a question. >> Yes. So clarifying um you're asking for nominations, a first and a second for the person, no discussion, and then we're voting on sticky notes. >> We're asking for nominations. So let's say we nominate Steve, Bill, and Bob. The person who nominates each of those people has the opportunity to say something in their favor, and the seconder just seconds. Then we will write the name of the person that we're voting for, whether it is Steve, Bill, or Bob, on the sticky note. And Mrs. Roth, would you be so kind as

to gather those? And >> so, just to clarify, this is actually not allowed. I have asked this question when I first joined the board of legal counsel, and I can find it really quickly, but you can't have private voting in >> it's a ballot. It's not private. >> You can't have it where you can't show people what your vote is. and I can find the >> I mean I suppose we could put them on the podium if that would make you happy. But what I'm trying to avoid is the issue you had last year with people having voted no versus having voted yes and not for someone else. Remember it was well I didn't vote no for Amy. I voted yes for Lawrence or however that was. And I figured if we had a ballot

then we're not voting yes and no. We're v we're voting Amy or Lawrence or Amy or >> do roll call so that it's public. But I'm just saying we can't do a private um vote on sticky notes. It has to be a public vote. >> David >> roll call will be sufficient. Just go down the order and we can each vote >> to the name of the person and then it's just let's say it Bill and Bob. >> Three votes for Bill, four votes for Bob. >> Okay, then we'll do that. Anybody else have any issues? Okay. >> I was then a volunteer to read the sticky notes as the current secretary, but >> Oh, you could do that. >> No, voice vote. >> Voice votes fine. >> Okay. Like I said, I volunteer as

tribute. Is there a second for my nomination? Thank you, Rachel. Um, is there anyone else? Dea, >> I'd like to nominate Lawrence as president. I mean, you said we could say a comment about why we're nominating him. That's fine. So, I would like to see a board president who leads with professionalism, collaborates kindly with all board members, no matter their perspectives or input, and supports the community as well as respects administrative roles. >> Okay. Is there a second for Lawrence? Anyway, okay. Is there anyone else? Okay. Then we'll do a roll call vote from Dea to me. And uh Dea, go ahead, please. >> Lawrence, >> you >> Lawrence, >> David, >> Amy, >> thank you. Uh Rachel, >> Amy, >> Lawrence, >> and George, >> Amy, >> and I vote for myself. So that's

four for me and three for Lawrence. And Lawrence, I hope that means that you will accept the vice presidency because I think you've done an excellent job. And I'd like to nominate you, Rachel. >> Okay. Um, and is there anyone else who would like to be nominated for vice president? Okay. Um, can we just call that unanimous then or let's go through it. Uh, Dea, do you vote for Lawrence? >> Lawrence. >> Okay. Lawrence. >> Lawrence. Okay, great. Thank you. And finally, we've got the secretary. I Dea, please. >> Um, I would like to nominate George if he's willing to serve a second year. Um, I think it's helpful to have a two-year rotation as board leadership. It helps provide continuality and gives members time to grow in the responsibilities. I think George has also

done a nice job of making sure the minutes are accurate, and he's been open to making revisions as needed. So, I appreciated that. >> Okay. Um, does anyone else want to put anybody up for Okay. Um, Dea, go ahead and vote. >> George, >> me. >> George. All right, great. Thank you very much. That was much more smooth. Um, awesome. And I don't know what I'm supposed to do. I'll just seat there. Um, okay. Next, uh, we have our board appointments for 2026 and, um, that includes our corporation treasurer, Michelle Kron. So, I move that we do that. Is there a second, Rachel? Thank you. Um, any discussion? Okay, we'll hit stop here. There we go. Right. Seven. Thank you. And I know I'm going to be right back here, so I'm going to do

the buttons ahead of time. Um the next item is the bonded positions which include our treasurer Michelle at $100,000, Janelle our deputy treasurer at $100,000, um Leanne Mont mayor at 25,000 for ECAS, and Robin Beckham at uh $25,000 for athletic secretary and Mrs. Kron. That is the amount of insurance we carry on each of those. >> Correct. Yes. A bond is basically insurance for um if if something were to happen um we would have that bond that would then ensure that particular situation. >> Okay. Thank you. And is there a motion to accept those Lawrence? Thank you. Second from David. Any discussion on that? Okay. I will start the vote. This is to affirm all those positions. Seven to zero. Thank you. Next, we have the appointment of our school corporation positions, Dr. Chester Hoe

and Dr. Amarie B. And Kulie. We'll take those one at a time. It is the preference of the doctors due to their schedules that they both remain in that position. They share it rather than it falling to one or the other. Um, is there a motion to affirm Dr. Hoe? Rachel. Thank you. >> Um, okay. And Lawrence, any discussion on that? Okay. Buttons. There we go. Motion to affirm Dr. Ho is seven. Okay. And then Dr. B and Culie. David. And is there a second for Dr. B and Culie? Thank you, Lawrence. Um, okay. I think George, we're gonna switch so that you're doing buttons because this is killing me here. Okay, there we go. >> You got to type it. >> Oh, I don't want to type. All right, there we go. So, we've

reaffirmed our doctors for the corporation. The next item is to um appoint our school attorney, which is Church, Church Hill, and Antrram. Is there a motion, Rachel? Thank you. >> And Lawrence. Okay. Any discussion on that? Okay. Seeing none, we'll do buttons. There we go. Moving right along. Seven to zero. Okay. And then the board compensation. Um, I do want to point out that the Indiana legislature allowed us to um increase this as of the past legislative session or was it the one before? >> I think it was 24. >> 24, but we have chosen not to in solidarity with our teachers. Um, so is there a motion to leave the board compensation as it is? Lawrence, second from Rachel. Thank you. Let me do buttons. There we go. Um, okay. One more. There we

go. I just changed your name, Lawrence. Let me fix that. Okay. Got it. All right. And now we're going to verify the meeting dates as amended earlier. Give me just one second to um Okay. And time. So, um the motion is to continue to meet on the is it the second Monday of the month and have at 6 pm and have the work sessions immediately prior if they're needed. Is there a motion for that? No, nobody wants to meet at the same time. >> Okay. Well, I had intended to set the meetings at the same time and date as they've always been is and so we need to affirm that. So, Rachel, >> thank you. >> Yeah. I move that we continue to hold our meetings on the second Monday of the month at 6

PM with a 5:00 pm work session if it is necessary. >> Thank you. Anybody else? Okay, Lawrence. Thank you. >> Do we also need to account for any months where the second Monday is otherwise occupied or can we just do that on the fly? >> Yep. Typically in the summer we cancel the July meeting if it's not needed. Um >> let me look at spring break real quick. So the 9th is the second Monday, so we'll be fine in March. Um May is the 11th, which does not appear to be anywhere near Memorial Day. Is October a problem? >> October is October break. >> Okay. >> 12th, right? >> Um >> October 26. That would be the second that >> correct. And that is October break. >> That is October break. >> I'm glad you

got that on your calendar. >> Make sure that we make a decision on if it's going to be the 5th or the 19th. My preference would be um >> the 5th is our um ISBA conference. So we'll be in Indianapolis. Um so let's call it the 19th for now. Is that okay? >> Yeah, >> everybody. Okay. Um, and then November as the 9th and December is the 14th and that looks okay. All right. So, we'll put a note for October question mark to see if we can find a better night for that that's a little closer to the beginning of the month. >> And then I had a question about January's like tonight we started at five, not six. Is this something >> like it was shifted? So, I just wanted to clarify. >> Right.

The reason we shifted it was because we've got the finance meeting and the organizational meeting and a whole heap of policies. And because we did not need a work session, we thought that moving it back would be better for our team. But it was just something I tried. I figured it would take longer. Next time we may not. Um, >> by the way, notice was posted so that >> Yep. Okay. So the uh verifying the meeting dates as stated uh has a motion in a second is at the end of the discussion. Cool. Let's go ahead and vote on that. There we go. Okay. Great. Now I need to get back to where I was. Amy. >> Yes. Can I just um make one recommendation for next year >> um that we uh approve these

dates in December so that we actually formally approve the January date. Um it's what parks and rec boards some other boards do as well. It just streams and lines process and it's just a document in the folder that lists each of the dates. >> That's fine. Um I I think we normally do it in July or something weird or u August, but yeah, we can we can certainly do that. Do we need to vote on that or on moving it to December? I wouldn't. >> No, we just need to as long as we we'll start doing it then in January. I mean in December instead of >> Yeah, that sounds >> the district has typically done it given the change in policy. >> Okay, cool. It's kind of fun to see how all these policies

are shaking out in the world. Um, okay. Um, I have just been informed that school will be starting prior to the second Monday next August, which might cause a problem as well. So, we'll need to look at October and August, and we will make sure we post those. Um >> Amy, >> yes. >> With that date, can we also try to make sure that it doesn't overlap with um uh meet the teacher events at schools? >> Yeah, that's important. We may end up pushing that to late July instead because that was difficult for a lot of families. Yes, Rachel. I just want to throw out there that um we really need to look leave be a little bit flexible and look to our administrators for this because often you don't want a teacher to be

starting school without a vote to approve to hire and so we need to be kind of cautious about that is what I would say. >> Correct. And we don't know yet when the meet the teacher nights will be because those generally get set in Mayish. So, um, yeah, we'll have to we'll have to be flexible with August certainly, but I don't immediately see any reason why the third wouldn't work. So, okay. All righty. Where are we at? I don't even know. We're at the education foundation appointments. And that means um I had intended as I mentioned to anyone who asked um that we leave the policy or I'm sorry the committee assignments the same going forward. Um I think the continuity it provides to organizations like parks is important. Um, I know my position on

the redevelopment commission is appointed by the mayor and so it's not really our decision to adjust that. And um, with a um, an election coming up in the fall, I thought it made sense for people to finish out this year on their assignments. With that, Rachel, >> um, I would just like to make one request. I am happy to continue serving on the West Lafayette Ed Foundation, but given the important nature of the work that they do for a school corporation, I would ask that um somebody else partner with me on that. If you are able to back me up, they they're getting ready to start a strategic planning um section and knowing that I'll be exiting the board, I I want to make sure that they're covered with some experience. >> Okay, 100%. Um,

if anyone is interested in serving on the um, West Lafayette Foundation, then please let me know um, by email between now and next month and we'll work that out with them. Um, so with that, I had intended to um, leave Desa on the public school foundation and Rachel on the West Lafayette Foundation. Um, is there any other nomination for those positions? Dea, >> I'm so I'm confused. I thought we said we're doing appointments in February of committees. >> We did, but these are always done in January. These are >> Okay. So, we're just doing these two and leaving the rest because these two both have been discussed with you over email about appointments and assignments. So, I am unclear. We have had people asked to serve on both these committees and so I'm just not

understanding where we're at right now. Rachel, >> the I can only speak about the West Lafayette Ed Foundation, but as part of their bylaws that that we appoint someone in the January organizational meeting. That is the reason that one is always on the January meeting. >> Yep. So, >> um I have a question. >> Okay. So I am a little bit confused and Rachel said that she wants somebody else to serve with her on that West Lafayette Education Foundation. Right. >> Right. >> So >> she wants backup >> and uh you also said that name need to be determined at this meeting but you said people should email you after the meeting. So I'm a little bit conf also I volunteered to serve on it earlier. >> Okay. And so >> it fulfills the obligation

that I be assigned to it. So that complies with the bylaws of the foundation and an additional person then our board chair would need to go to the chair of the ed foundation and ask that a second person be >> so the second person doesn't need to be determined today. >> Correct. Okay. >> Yeah. Not until Well, I guess that's one way to solve it. We could either have two appointees or um we could have a backup person for Rachel in the event that she's unable to attend going forward. I I have not discussed with them but my it is my feeling that um that if we are going to go to them to ask them to adjust their structure that it would be better to ask them to allow for a backup member to

be assigned rather than no one be assigned. >> Correct. they just they're they're getting ready to launch into some fairly complex work that will extend beyond the year that I will be on the board. So I I want I want there to be some crossover there. >> Okay, Dea. >> Um just to clarify this board, I mean Rachel was a part of it. They've actually had two serve on the foundation um actually a majority of the time. So it's anyways this is interesting this conversation and practices has been has been handled differently. So this is not in their bylaws that it's not allowed because it has been that way quite frequently in the past. >> We had backup people that were predetermined for all of the positions back when I first started on the board.

So, for example, I would be assigned to board teacher discussion, but I would be backup for Rachel on the foundation if she couldn't be there for some reason, which saved the president from having to coordinate those backup people, but we stopped doing that because it was a lot to assign. So, does that clarify? >> Great. >> I'm just sharing what best practices. Um, also I'm confused on this committee because you had asked for us to ask what we wanted to serve on. I had emailed you and shared you had said you wanted Lawrence to serve as the education foundation appointment. So, this is why this conversation is confusing to me. Let me go back to that. So, I had emailed and asked to serve as I have every year on the board teacher discussion and

community council. Your response was that Lawrence said that he is happy to cover the education foundation and that I could serve on community council and that you wanted to keep the board teacher discussion and didn't want to switch. So you had said that that's the way we'd move forward. So that's why I'm not clear on where this stands. >> Okay. So you want to be on community council and you want to be on PSFTC. Okay. Perfect. That's fine with me. Okay. So, let's go ahead and assign Rachel to Wilsa first and then we'll put Lawrence on the public schools foundation. Yeah, go ahead. >> We can do that next month. That's fine. >> Yeah, I don't know what the public schools foundation bylaws are and >> I don't either. >> So, but I just wanted

to make clear all the rest of these committee assignments are the things we're going to discuss after this meeting. >> Right. >> We just got to pin two down tonight. >> Right. Um, Dea, would you like to check with um is it Christine Isbel still and and see if that's >> Yeah, if if she's amendable to that, that'd be great. And then we can do that next month. Thank you. It's It's funny how many of these conversations would have been easier before the meeting. Um, okay. So, what we're going to do now is we're going to assign Rachel to the West Lafayette Schools Education Foundation. Right. Okay. There we go. >> Um, I want to make a comment about this appointment that I actually don't agree with her being the core service. She's done this

four terms and I'd like to see more diversity. So, that is the reason that I am voting no for this. >> Okay. All right. That's 61. Okay, we have um communication from the audience that we um Yes. >> Yeah. I I just want to make clear that uh we've formally decided that all other appointments are maintained through the next >> through the next meeting. Yes, correct. >> Just I just wanted to make that clear on record. Just >> Yes. Thank you. Yeah, we can say to the other. >> Yep. >> Um, was it you, sir, that wanted to speak or I got a text. Was it David? >> Yeah, >> that's okay. No, come on up because we had it early, so I'm I'm willing to to hear what you have to say at Hollands.

Hi. >> Hey, good to see everybody. Uh, happy holidays. Uh, just wanted to say a quick thank you uh to the administration and board for your consideration of a policy that uh deals with teacher compens compensation. uh we we came to a realization that some of our policies didn't maybe play all that nicely together and and I just wanted to express my appreciation for uh Dr. Grryer's quick action on that and uh the board policy committee as well. So uh thanks so much for for your effort and helping to take care of teachers. >> Thank you. >> Um next item >> is Rachel. >> I just want to at this I know it's a little unusual but the policy that he is referring to that Mr. Jose is referring to um is one that you've

not seen yet, I don't believe. So >> first first reading >> ref first reading tonight. So >> next. >> So I just I I just want to explain which policy exactly he's talking about. That's it. >> Okay. Thank you. Um the next item is preschool continuation and that is Mrs. Roth. About two years ago, you were asked to approve a pilot that would run for two years at the elementary school. And over the two years, we have managed to operate efficiently, managed to operate at capacity, and managed to gain voucher funding. And at this time, with the uh blessing of the administration and the staff, the preschool of the elementary, we would love your re approval for the preschool program to become a permanent fixture beyond the pilot. We are recommending no changes, neither programmatic

or operational, and we would review on an annual basis both programmatic and operational terms. >> Okay. Is there >> George? Thank you. and Lawrence. And um is there any discussion? David? Oh, J. George, go ahead. >> U just to say I have uh one kid in the pre-K now and another kid that went through the preK and is now in kindergarten. And I have not heard a single bad word from any person about it. Not parents, not anyone outside the district. I've even had people ask why it's not bigger. So, we're definitely on the right track. >> Great. David, >> fantastic transition to my question. Um, what consideration have we made to expansion over time given the needs of the greater community as well as to working to increase teacher pay to um make that

line uh align with our other elementary school teachers. So these are things that we would look at for future years and these are things that we would work toward long term. Um right now it is at uh capacity. So that does demonstrate that there could be other interest. Uh with regards to pay uh we would have to look at what we charge which we have tried to keep it competitive at the voucher rate to ensure that it's self-funding. So, we don't want to make any money off of it, but we do want to make sure that it does fund itself. That way, it is not taking away from K12 educational funding. >> Okay. Thank you. >> Uh Lawrence >> quick uh clarification questions regarding the the tuitions. My understandings for this year upcoming years we

won't increase in the tuition. I mean given current situation every everything I mean the inflation just for sure do you guys are comfortable with this kind of tuition and we can still financially I mean sustainable so >> yes >> okay >> I outlined in the memo which is public knowledge it doesn't cover indirect fixed cost but those are fixed cost so we're comfortable at this time not including those those would be something that if we were to include them for the future we would update the board and update the cost as needed. >> Yay. >> Yeah, I heard a lot. Sorry, I heard a lot of good words about the preschool. Thank you so much for everyone who worked for it. And uh I just have a quick question. So right now, do we typically

have a waiting list or how is the enrollment of the needs there? >> Yeah, we have a we do as we initially proposed we do a three- tiered launch. We first open it to staff members and anyone who qualifies for the voucher within staff. Then we open it to the ind district community. Anyone who qualifies for a voucher and in district and then finally it is open to any one in the greater community with preference on the voucher. So we do a three- tiered model and we do we do end up with some students who are on a waiting list. I think there's a followup. Go ahead. >> Just a follow up very quick. Typically, do those students move up to our Okay. >> Um, it's not been an issue. Typically, students that would be

on a waiting list would find other accommodations, but we do keep a list for people who are interested in being on one. >> Go ahead. >> I mean, those who are in our preschools, do they go to our case afterwards? Okay, >> great. Thanks. >> Thank you, Lawrence. Go ahead. >> Just a quick follow up. Do we have currently we have waiting list for our >> a prek program? >> I don't think we do it. Do we? >> We have. >> Okay. >> They were on the waiting list. But yes, we do still have two people. >> We kind of keep a list of people who are interested, but we don't officially open until >> Well, we wanted to wait until it was approved for the long term >> before we officially offered anybody any

seats. >> Okay. >> Yeah. And the other thing about a prek is because it doesn't follow the same sort of boundary assignments as the school does, what can happen is if somebody doesn't get in here and instead gets in at steam and then a slot opens up here, they're free to take their kid out of steam and bring them here. Any other discussion? Okay, let's go ahead and do the buttons and start the vote to continue the very popular preschool. Fastest one of the night. Awesome. All right. Next, we have a non-standard course proposal, which is also Mrs. Roth. >> So, I do want to explain what a non-standard course is. That is a term that IDE uses and it does not mean it is any kind of unacceptable or strange aberrant course. It is

simply not a course listed in the IDOE course catalog. And so that is the reason we ask for board approval before we move forward with it. And then essentially it is sent to the state for approval. In this case, this is a course at the junior senior high, specifically the high school, and it is a new non-standard course. Um, and as I said, it is not part of the IDOE course catalog, and it goes through the approval process. This course actually would combine two standard courses and one of the courses is already taught. In the memo, we outlined that the DOE course 7171 is a nutrition course that is already taught. What the high school, specifically Mrs. Heim in the fax department proposes to do is to add the DOE course 3560, those standards to

it. And that is an an elective PE course. So, she is combining a course that will focus on both nutrition and PE. And that is the reason we bring this before you today and ask that you please approve the request for a non-standard course to be offered as a benefit for the students of the junior senior high school. Okay, Rachel like to move to approve. Okay, is there a second? >> I'll second. But I do have a just a question. So, if these courses are being approved, are the individual courses being phased out or will they still be available? >> The individual the nutrition course I think is correct me if I'm wrong. I think this is being phased together. >> We would have one that's dual credit. Okay. So students wouldn't have le fewer

offerings. Okay. >> Rachel, >> I is it just a discussion item? Would like to commend Mr. Rogers and Mrs. Heim. It it is not simple. they could just go along and do what they've been doing and not be concerned about what students need. So, I really want to applaud them for that observation and and action and an environment where that kind of action is encouraged and I just appreciate they're they're taking that initiative. >> Me, too. Anyone else? Okay, let's go ahead and There we go. to approve this new class. That was quick, too. All right. Um, yeah, Mrs. Heim's class kept one of my kids sane during COVID, so she will always have a special place in my heart, as will all that she offers. Um, the next item is the proposed 2627 course

fees, and for that we go to Mrs. Cron. As mentioned previously, state code now allows schools to charge reasonable fees for non-curricular supplemental items used in the classroom. Curricular items are defined as textbooks, workbooks, technology, hardware, and software. Items outside of this definition can now be charged as a fee to families as long as there is justification for the cost. We've included proposed fees by grade level for the elementary and intermediate and fees by class for the junior senior high school in your board packets. know the principles worked really hard with their teachers in December to get those together for me early. The fees cover supplemental materials the students will either consume, get to keep, or use as part of a project that will be taken home. As a reminder, students are either free or

reduced for meal purposes or exempt from course and miscellaneous fees. I ask that you please approve the proposed course fees for 2627 as presented. And we did try to be very cognizant of the amounts that we set for classes, especially at the high school as Mr. Rogers was working with with his teachers on that. >> Okay. Is there a motion? Rachel, >> I move that we approve the um 20 26 27 course fees as presented. >> Okay. Second, George or Lawrence, either one. Um okay, any discussion on this item, Rachel? I um one of my concerns when this came to us before is that it seemed very um focused on arts education and those classes and I can tell that really a lot more went into developing a list that was more balanced and and

really thoughtful. So, thank you for kind of being aware of that and adjusting those things. >> Actually, I really thank the teachers because I know they put a lot of work into it the last couple weeks of December. So, >> David, >> I'll start off by saying that I plan to vote in favor of this given uh where budget concerns may be due to all the changes made by the state. Um, however, I I fully disagree with the idea of charging course fees for public schools given that we should be providing a free public education. I understand that um the uh fees are waved for students on free and reduced lunch. Um but also looking across the list of of classes at the high school, I don't think it should ever cross a student's mind

that well maybe I shouldn't take this class because there's a fee associated with it. Um, I think that we need to be really careful about what we are um charging families for in this environment, especially as we're approaching um the consideration of renewing or revising our referendum. Um, and I I think that this that the costs that we rec recuperate through the fees um we should consider building into the referendum itself um than not doing course fees in future years because um I don't I don't want us to have to be charging families for free public education. >> Thank you. um UA and yeah I agree if possible we make it free but the as you said David and because of the financial difficulties we are facing so because we didn't charge those fees last

year and we didn't have the capacity to give teachers a better compensation so you know things uh related because we have one part of funds to spend if we have deficit is there we don't have the full capacity there for teachers so I just feel for our community and based on my understanding people will be waiting to to share the difficulties here by spend some money there >> okay thank you Dea >> um I also appreciate the time and effort that's been put into this um my question is if it gets approved tonight which it sure sounds like it is and I support is can we keep parents informed as they're starting to schedule sign up with all the details so that it's not a shock to them? >> We will make sure that this

is available. Yes. My question is I don't think we can put it on Skyward yet though when they're enrolling because of the rollover. Is that Brandon? Can you help me with that? with >> each each building can have the lists available um and share those with families. >> Um we will we will have it on our website obviously but we'll make sure that the buildings also share those at the building level because we cannot put on Skyward until we roll over till the next academic year. So, um, my hope is maybe just at the junior senior high school because there's options. It's a little bit different that parents are aware, >> you know, instead of if I have and I know a families like this, have seven or eight kids and I have several in

the high school >> and I've not had this last year, you know, it'd be nice if as soon as possible actually K through 12 are informed and hearing some of the rationale why this decision was made, um, I think would be very helpful. Um, and then I had one other point, but I just forgot it, so I'll raise my hand in just a second when I think of it. >> George. >> Yeah, I I'm in agreement with everybody else. I I don't want to have to do this, but um the state government puts us in a position where we don't have much of a choice. So, uh there's two things for anybody out there listening to think about. Um one, contact the state legislature and let them know your displeasure about this. And two, we

just so happen to be approving a policy tonight about um gifts and donations. So if there is anyone out there that wants to start an activity fund, we're all ears. >> Okay. Anybody else? UA I think. And then Dea to follow up with Desa's point regarding informing parents for their course sele students course selection. And I remember every year students will get a a sheet of paper to check the courses that they are interested in taking. I wonder whether it's possible to put the kind of press tag to those courses and so they are aware of that when they make those choices. I I I don't surely people shouldn't make their decisions based on that but I I cannot think of a better way to inform them and beside that >> course sheet and David

>> okay the other thing I thought of is I wondered if we can reach out to the foundation they have done a great job of offering scholarships to cover for students that are in need that aren't falling um under the threshold of free or reduced and to me I would of for when we share the courses costs that there's an asterisk that says even if you're not for your reduced lunch and this is going to impose a hardship reach out to your principal or if the foundation gives permission I think we have a lot of members in our community that would be willing we did this I know when I taught with scholar I mean with field trips we would put a little star and say if this is something you can't do just let

your administrator know and then parents were willing to step up and I think that's important because I do I think we have some families that aren't at the level of getting it free that this may be a burden and change their behaviors. And if that's so, I think we should encourage them to reach out to who they're comfortable with, a teacher or an administrator. And I and I mean I know many of us that would be willing to help and not need to know who it was to support them. So um if that's possible, I would love to see that. >> Okay, David. >> And I I completely agree with um making that we're able to make this uh well known and affordable. But then it also gets at the issue of parents and students

making decisions about courses because of attached fees, which is why I have the broader concern about us imposing fees and why we I think we really need to build in these cost estimates into the referendum and then not charge fees in the future. Um I we need to make sure that parents are aware of it. Um, but I it it gets back at that bigger concern. I just wanted to reiterate that. >> Okay. Anyone else? Rachel, >> I'm gonna voice what may be an unpopular opinion. Um, while I agree, I I do believe education should be free to our students and our families. I and I I fully support that being funded in some other way and I agree the foundation has done a wonderful job of picking up in certain areas for example most

recently on AP exams um which has been wonderful. I also think that there is an advantage some amount of advantage to families or I won't say advantage I'll say it's less bad um if they are aware that there are costs associated with the classes that they're taking. That is the reality of the world that we live in. Um, our teachers purchase supplies for their classrooms all the time. It is the reality of the world that they are living in. When somebody has, and these are not large amounts of money, when they are putting um less than $20 for a semester's worth of art material, for example, I will just it is my belief that the students will be more respectful and understanding of the cost of things and of the materials they are provided with

if they understand that there is a cost associated with it. So, I just don't think it's a horrible thing. I agree fear free would be better, but I don't I think there are advantages to the fact that there may be some small fees assigned. >> Okay, we ready to go ahead and vote on this or Lawrence? >> Yes, >> wrap it up for us. >> You have a quick quick uh I think um probably Yeah, one thing is um uh I have question regarding the administration cost. I mean, we have communications. I mean $10, $20, $30 we collect from student. From you guys point of view when we carry out these things uh in terms operation cost the reinccreasing I mean you need people's to collect the money bookkeeping the prep paperwork everything uh you

think uh it won't be much uh cost right >> it the staffing is the same as it was when we used to do it so there's really no ch we we didn't get rid of positions because we were no longer charging fees it's inherent part of the enrollment process and it's online and those fees are typically collected online. Um it's just some extra reports we're going to have to run on a monthly basis when we do our month-end stuff in our office. >> Okay. >> Really and then somebody will have to assess the fees on Skyward. So that will take a little bit more work at the beginning of the year. >> Okay. Thank you. Another thing I want to reiterate some other members my colleague already talk about we want this maybe sometime in

case the state budget if they change they have incre for example they increased probably we can I mean remove this um uh charge say let's say if they increase from 150 to 200 250 maybe next year let's say yeah we we can and also when we we can put this into a referendum discussions in case uh we will have a referendum. So that's uh uh one thing. Another thing uh I'm regarding from student point of view, I mean the elementary school, intermediate school is okay. Um say $10, $20, $40, but high schools I I I try some. If you are very smart student, Thailand student, you take a lot of class, you put them together is over $100. So I'm thinking um I mean $100 for some people, they don't care. family but but some

family for some family that's probably one week's groceries. So, so I think probably I'm just thinking um maybe we can have a kind of cap up limit say up to 100 something. So in that case for some pe some student at least release their little bit concerns if people take several class and at least you know it's up to 100 that's the worst situation something like that that there is some my ideas but uh but overall I think this is the way as usual said the student also need understand there some cost there some choice that's makes sense thank you >> okay you last one >> yeah another thing is that just for this year I I guess most likely we have to pass this but for the future maybe we can think of some

ways to make money and for example for just recently I heard the the parking lot sale it's a big success we make a lot of money by selling the parking parking space for footballs events right something like that so similarly for dumple or performance Maybe we can charge one person $1 or something every time. We have a big attendance and the people may not mind spending $1 to watch the show. And uh we did that for the for the musical and uh we probably can also char I mean not we the the or department can charge that. So to reduce the cost for for their education that way it's kind of fun raising just >> sure go ahead. >> Yeah regarding uh Dr. 's question about the parents council's uh parking fees. I think uh

that's the parent council. I mean the recent year they didn't have enough uh revenues. So that's why they have these things. They collect some fees to uh appreciation teacher teacher appreciation grant and also some uh lunch or something. It's not difficult. A lot of parents sign up with student you see the very cold below zero degrees. So they have rotate. So each one go out 20 minutes and then come back in the car, warm up, another one go there 20 minutes. So that's money is not from my point of view is not it's not easy. I think there's several parents really dedicate uh to make the parents council have enough uh funding to run so they can appreciate teachers. So but I think uh that that's just for the parents council I think probably. Okay,

thank you. That that's just >> okay. Let's go ahead and start the vote on this one. uh to approve the course fees. All right. Took the long way around to pass that. The next item, >> can I just say thank you for the dialogue, thank you for things for us to consider, and thank you for the yes vote on this particular item. We really appreciate it. >> Thank you. Um all right, the next item is the uh the roof. and Michelle again. >> We've been working with our architect at Fanning Howy about pursuing two different sections of roofing at the West Lafayette Junior Senior High School this summer. One was included on the 26 to 28 capital projects plan for the summer of 26 and one was included for the summer of 27. Due to

the current nature of escalating construction costs and materials and for the fact that money is available in our geo bond in the 2020 lease construction fund, we would recommend moving forward with both of those projects this summer rather than waiting um to do the second one next summer. Due to there being two different projects coming from two different funding sources, we will need two different architect agreements. The estimated cost of roof of the roofing section 8 outlines a total projected construction cost of approximately 632,100 with the architect and technical services agreement amounting to $79,000 which is 12.5% of the projected construction cost. The estimated cost of the roofing section 18 to 28 outlines a total projected con construction cost of approximately 63,750 with the architect and technical services agreement amounting to 75,470 also 12 a.5%

of the projected construction cost. Both agreements are in the form agreed upon between our architect and our legal council at Church and Church. Both sections of roofing do need to be addressed. So, um, this is it's not something that's dire straits, but it's something that is we need to be proactive and get them done before they cause us issues. Um, please approve the architect agreements as submitted so that design and technical work can commence. >> Okay. Can I have a motion, please, Lawrence? Is there a second? Approve, George. Thank you. Any discussion? Okay, let's >> roofing is really exciting. I know >> it's riveting. it it would probably not last as long with rivets. Go ahead. >> Just quick I think I already have the email. Uh Fredd know you already answer my question but

I just reiterated on the meeting. So I really appreciate you guys doing this uh uh really proactively and we try to finish that uh with minimize the impact of uh that uh change. And most roofing stuff at schools, they do start early enough in the summer that the the the bigger portion of it that would affect the building is done during the summer and then they do the finishing touches. It may not be finished by the time school starts, but they would be finishing it up probably pretty quickly around August, September. >> Okay. >> Unless it, you know, thunderstorms all summer, that might cause a problem. Let's hope that doesn't happen. >> Great. That just my my question. I really appreciate that you guys can do that. um really and also we combine them together

uh I think given current situation probably the inflation will keep up and then uh the better maybe earlier than than the later so I appreciate that so the only thing is the regarding the uh the finish time the time uh time wise but as you said probably won't be interrupt our uh I mean business as should be as usual so that will be >> and we typically like when roofs get done because we don't want leaking in the middle of the school year, right? Principles. Yeah. >> Uh just a couple of technical questions. Uh one, >> I hope I can answer them if they're technical. >> What kind of roof do we have? Is it a tar roof? Is it a um sheeting roof? Because I'm assuming there's no shingles or tiles on. >> Correct.

There's no shingles or tiles. That is the extent that I can answer that question for you. >> Yeah. And the reason I asked is because if it's a tar roof and they're going to have some um tar equipment, it might be worth letting the immediate neighbors know that it's going to smell like wet asphalt. >> I don't think we I don't remember them having tar the last time we did a section of roofing at the high school. So, >> okay. >> And we may have talked about this before, but u for my benefit and for anybody else who's listening, why do we need an architect for a roofing job? >> Um it is part of the requirements for um state purchasing for public works. You have to have an architect if it's over a certain

amount. >> And these definitely meet that requirement. >> Y >> I think this way that's >> I mean the professional service uh they provide compared with uh uh the cost we pay for them I think is quite uh reasonable. they do surveying uh and they do um specifications and so they can we can put that specification on the market or the beating things and they also kind of audit things they review what's going on so kind of we have a kind of third eyes on our interest to look after the project make sure >> and fanning how has been great the um the I guess I would just call them the clerk of the works or whomever who is on on site um managing the work they're they're on it they tell me what's good,

what's bad, what needs to be improved, when I can pay, when I shouldn't pay. They're they're on it. They're wonderful to work with. So, >> it's a shame GLCA doesn't have a roofing class that we could. >> All right, we'll go ahead and start the vote to approve the roof. Awesome. There we go. All right. My favorite part of the meeting is the policies. Here we go. we have uh Rachel take it away. >> So our first section of policies um and just so you know last as a reminder to everybody last month the policy committee David Lawrence and myself accepted a really excessive number of policies. Um we didn't quite get done with all of them. Um so you're going to see in the first section per usual we have second readings that had

no recommendation. um agenda item 11, we had second readings that had different um recommended uh language from board members and then uh or were significantly changed. And then um the third section, our first reading, so you'll see a few um in there as well. Um the the um but we'll go through I' I'd like us to vote in one uh pass for everything in agenda item 10. Those are all policies that everyone reviewed and no one provided feedback on. Okay. So, I'm taking that as a motion and Lawrence as a second. Okay. Great. >> May I make a motion to take F1 175 from it because I have some clarification questions? >> Okay. Pull F1 175. >> 175. >> Okay. Um, is there a second to pull 175? Dea, I don't know. I don't think

we do. I think if there's a motion that we've ever done it, go ahead and pull it >> because the mot the amendment is to the list >> without one and then >> I will I will second that. >> Yeah. Yeah. I'll keep this simple. I'd like to modify my motion please to extract F-175. >> Okay. >> All right. Let's do it that way. >> I have a question on one of them which I think I still can ask and it may need modified. I'm not sure. And then I would like to revise G325. >> Okay. >> So, should I ask my question and then we see if I we want to modify it or how would you like me to handle F350? >> Sure. Go ahead and ask the question. Um, at the end

of the first paragraph, it says chief financial officer. In all other documents that we policies that we're revising on here, they all was were changed to treasur. I I don't understand honestly the difference and why all other policies were changed but this was left. So I was just trying to understand that. >> Do you want to answer that Mrs. Wood or would you like me to? I didn't want to oversp speak. >> You're fine. Treasur is the most appropriate word and all of that. I'm not shocked that we missed one treasurer with all of the other ones that we did. So um that is going to amount to a typo. Effectively it does not change the function of the policy. >> And good catch and question and thank you for catching it for us. Should

I I'll just um then make a motion to remove it also and then we can make that in. So I motion to remove F350 >> motion just to change that >> as an amendment motion. >> Okay, I can do that with both of these actually. So I make a motion to the original. >> Hold on. I'll make this I'll just go simple since I have the original motion on the table. I would like to amend my motion please. Okay, >> we are going to extract F175 and extract G325 for additional conversation and then we are going to change in F350 um the wording of CFO to treasurer and >> that was F325 is as simple as that if you want to include it or do it simple it doesn't matter to me >> let's go

ahead and talk about 325 then >> so 325 um currently it says child nutrition director which we have had board members question what that even means. So, I'd like to make a motion just to add the word put a slash and put food services director so that it's very clear. Yeah. >> Um on that um with the role in our school district. >> Okay. I further amend my motion to what she said. Please on item G325. >> Okay. So we are voting to approve the list without F-175 with G325 but changing child nutrition person to food service director and with 350 F350 we're changing CFO to treasurer. Okay, there's the vote. Let's do that before we forget. I can see it on here. We need one more. We've got six out of 10. There it

is. There we go. Seven out of 10. Okay. Uh or seven and zero. Why do I keep calling that 10? Okay. So, UA, let's talk about F 175 first and then we'll come back and we'll vote on the rest. No, we did. Never mind. Go ahead and tell me what what the issue is with 175. Um I kind of ask a similar questions in my email earlier about this policy and just to clarify because I I I think it happened before and we our district send people and refund the check but they didn't uh deposit it and then let's say if the can the families still come back to request the refund. >> Oh I actually know this one. So I I think you're the same as as my work where if if there's a

check at the end of the year that has not been cashed, >> it goes to the Indiana unclaimed. >> No, that remember every year in the spring I bring that list of of um >> Oh, your microphone. >> Disposition disposition of outstanding checks. Uh >> oh, we broke it here. share >> disposition of outstanding checks as opposed to those >> average look here. >> I do the disposition of outstanding checks if they haven't been I use I bring that every spring to you if they haven't been cash and then they have the ability to come back and get those and if they they do not within a certain time limit those do go back into our funds. So is that what you're asking? >> Yes. then that um is not explicit um explicitly explained on

this policy. I wonder whether it's necessary to tell them okay if they didn't uh um cash the check timely they can still come back to ask for it maybe for small month it doesn't matter whe it's for a bigger amount and uh can they still come back to request the refund or or whether there's a limit for >> this policy in of itself is the collection of debt if someone for instance loses a laptop and they owe us for the replacement of that laptop and they don't pay us. That's what this policy um >> right but at the end and it's also talk about refund so kind of relate to the outstanding >> oh the last paragraph for the positive balance exists >> right so I I wonder for that one >> so the positive

positive balance existing is like in the food service fund or if there's a positive balance what used to be the textbook rental fund >> that we would make every possible effort to get that money back. That's what that's talking about right there. >> Right. Right. Yeah. I I Yeah, I see that. But my question is, let's say the family moved home or >> somehow they didn't receive the check and and and the deposit timely they enter. Can they still come back to ask for it? >> Yes, they can still come back and ask for it. >> Is it infinite or there's >> that disposition? All that information is in that that memo when I bring that that that yes, they can come back still within a time period and ask for that and we can

reissue the check. >> Okay. But we don't specify the the time limit or >> uh it's in state code. >> Okay. Yeah. >> Checks are void after a certain amount of time. >> Yes. Yeah. >> And so we follow what's in state code with regards to that. But they say their their check become void and but they can still come back to ask for reissue. >> They can ask for >> Okay. Yeah. Just to clarify that. Thanks. >> Okay. George. >> No, she she answered. >> Okay. I was just going to Well, since I'm talking already, I was just going to mention that most checks have a standard void by date on them >> and so they can reissue it after the void by date, but once the check is 60 or 90 days old,

no bank will take it. So it's up to us to reissue it. >> Right. I understand. And my my question is just after the check become void, people can still come back to ask for it. And we because we didn't say that in the uh policy. So I just want to make sure it is the case. >> Yep. Anybody else? >> Thanks, David. >> Motion to approve F1 175. >> Okay. Is there a second? Sorry. I want to I just saw and I'm sorry I didn't see it before. Number three, I want to revise the motion to change his or her to their parents. On number three, I just saw I was on the overhead. >> I modified my motion to fix that. We caught about 10 of these. >> Yeah, I just saw it

right this second. >> Okay, so motion. >> Yeah. Can I just can I just point out to the board that um to my fellow board members, >> the policy committee communicates here at this meeting every every time when we are going to be meeting next to discuss policy and policy is provided to everybody on the board. And the best thing that everybody can do to help us avoid this is to give feedback, read the policies and give feedback to the policy committee so that we can incorporate it in our conversations and we can get all of the answers that everyone wants. So it the big thing that you can do to help us please is read the policy and hit the deadline. It would be so helpful. >> Okay, anybody else? Let's So we need

a second on David's motion to approve. Rachel, great >> with the modification. the modification. >> Yes. Of his and hers becomes theirs. Um what >> not to belver Rachel's point. I totally understand. But you did you actually want to make any changes or >> ideally I think it'd be nice to have that specific information. But if it's a kind of common knowledge for others, that's fine. And but yeah, I hope people understand that even if they missed the check, they can still come back to ask for it. And uh should we I I don't really know whether we should put that explicit there and they can ask for reissue of the void check if they missed >> okay >> the check earlier. Can should we do that? I I >> Yeah, I think it's I

think it's good the way it is. It's pretty common knowledge that if if a check is lost or destroyed or not cashed in time, you can go back and have a conversation. >> Yeah. If that case, that's fine. >> Michelle's not that scary. >> All right. >> It would be to Michelle. It would go to >> Yeah. >> It would go to May I just uh ask a follow-up question to Rachel, the the policy committee. First of all, I really like to thank your committee for doing a lot of work um putting the policy improving the policy and I the clarification question is what kind of um input you will like and because in some of my earlier emails I made suggestions but I didn't explicitly put the language there. I say oh should we

do this or should we do that or should we revise this? I kind of ask a question. So would you rather have that specific language? For example, I say, "Oh, let's put this sentence in this policy in the paragraph three." Is that what you prefer? Because I I don't maybe you you clarify, but I miss it. I don't know. But >> yeah. No, no, no. It's a great question. Either way is fine. Um, we received from you that type of question and we received from other board members specific language they wanted and we sit down and just remember in policy committee we're not necessarily we're not well not necessarily we're not at all making decisions. We're taking everything that everybody puts forward. We're getting it compiled in one document for the rest of the board

to review and we are making a recommendation based on our observations. So your questions um and you'll see I'm sure you saw as we went through many of your questions led to us to making a recommendation to modify based on your observation. So it really either way is fine. Whatever feels sometimes it's hard to put specific words on it. So we know that but your your questions are are great questions. So >> okay let's go ahead and do the vote to approve with the modification of the pronouns. Um, and that's passes seven to zero, which I didn't call 10 this time. Okay. Next, we're going to go to F100. Rachel, go ahead. >> So, again, if you ever questions about what those conversations or recommendations are, you can go to the ad hoc policy committee

kind of streaming text so you can see what that is. Um, questions on this one and then Mrs. Julian translates that into something that makes more sense for the community when when we're pulling it up. Um really everything in here was just already addressed in terms of changing CFO to treasurer. There was one concept in here. Um somebody requested that we add um specific language that credit card transactions related to extracurricular activities were also subject to policy F-150. Um that is not necessary. Um and so we did not recommend adding that language. Everything else was um addressed including spelling out the word code of fe federal regulations. I make a motion that we approve F100 as presented by the policy. >> Okay. I see we've got a board member recommendation to the last paragraph. Does

that board member want to make a motion before we go through that or we Okay. Okay. So, is there a second to approve? Okay. Thanks, Lawrence. Any discussion? >> There you go. >> Yeah, I fully respect the committee's recommendations. No problem. But uh I would like have modifications of these um policies uh which increase the the blue the blue the blue language credit card transaction relate to actual curricular uh activities uh should be subject to requirement of policy F150 and any procedure adopted uh pursuant u to that policy. So uh the Russian narrow behind that is this is F F00 is kind of overall uh policy uh in the uh financial uh sections and uh there's a major things um uh is financial uh internal control and uh that subject I would think uh credit

card is um uh something we spend more than um uh 20 uh thousands uh per months and many people's get involved and there's some for ECA some for corporation it's quite complicated so I would like to see a one sentence to cover that in this uh uh general um uh general internal control u kind of policies and also refer to F uh 150 which is uh details uh regarding how to uh to run the how to use the credit Uh but in the meantime I I also uh fully appreciate uh and respect our uh squad means u uh perspective uh they uh my understanding they think this is uh unnecessary uh so I'm either way is work it's okay for me but I still want that uh I prefer still want to see that um

uh sentence in the policy. Thank you. >> Okay. Is there a second? Okay. Uh, George, looks like you have something you want to >> regarding this edit. What makes you think that they wouldn't be subject to that policy without this edit? >> What do you mean? What what's your question? >> What makes you think the credit card transactions wouldn't be subject to policy F-150? No, it's subject in the one F150 is in details but in this overall regarding internal controls I want to mention that and the cross reference to that uh policy. I mean if you look at the uh CCA's uh policy structures each section uh there's 100 policies kind of uh the overall the foundation the high levels summary of that sections and uh in this F section F00 is overall uh of

the school's uh financial uh some financial related policies and I think uh uh from um our full board's financial overseeing point of view. uh I think uh it would be better uh to reflect our commitment to um to public education found stewardship and also uh it's kind of our expectations uh that this should be handled uh with the policies but again I I need to clarify I have no concern with our credit card procedures and during the couple of last three years we really did excellent work our business officer office office did excellent work So I have no concern with that. That's purely from policym's point of view. Also um our bars financial just it just doesn't look the way you think it should look. >> Um I think that's key point we should cover

in that policy. That's that's that's that's all I I need. So it's nothing um I have no concern with our current practice. Our business office dealing excellent work. Thank you. >> Okay. I'm honestly not totally understanding this. So, I was wondering Dr. Grryer or Mrs. Kron, do you from an administrative perspective if this was added or not added? What are like if it was added, would it change anything? What are your thoughts on this recommendation? >> Uh, I respect what you're saying, by the way, Mr. Wong, and we in the policy committee, we talked about that. It made sense. Yeah. But I go with what Mr. Wong originally said that the first policy addresses it and and this policy it really is more about board um yeah board interest and and how much they're going

to look at that. So our attorney would say it's not necessary to delve deeply, but the board can go as deeply as they want. And so that's what the board would request. And currently you are you are looking at those. >> If this was approved, what is this change versus what the policy says? And I I just am not clear >> wouldn't change anything >> on what changes this is requiring us to make. >> My take is just reiterating what's already in F-150. >> So be I I mean I would I would say that general credit card transactions aren't addressed in this current policy. So I I would I am not quite sure why we would just address ECA there because we're not talking about credit cards in general in this policy that's in F-150.

>> Okay. >> Yeah. >> And and it is addressed though Mr. Wong's concerns are are addressed in in the other policy. >> It's just that this one as Mrs. Kron said this is specific to ECA. Okay, >> Rachel, >> I just um also want to point out that people do periodically get onto the website and try and identify what different policies are. And it it makes a lot of sense that someone's going to go to look for credit card information and the one that's titled use of credit cards, not the one that's titled >> whatever it is. Yeah. >> Internal controls. Yeah. So, I I think and and if when we get to 150 next, you're going to see that um Mrs. Kunk put in a lot of effort and adjusting language on that credit

card one to to align with our current practice. >> Okay. So, we need to vote on Lawrence's modification first. If the discussion is finished, I'll go ahead and start that. Oh, can we see it on the Okay, thanks. Okay, so that one is through and now we need to go back up and vote on the original F100. Is that Are we through with the discussion on that one? Okay, looks like we are. So I will go ahead and this is to approve F100 as presented. Um okay and that passes. Okay. Um up next you're going to notice there's a gap in F125. Um we got a corrected version of this from um legal and it was substantial change and so we booted it back to first reading. >> Okay. Um, so after that we're looking

at F150, use of credit cards. I would um like to ask Mrs. Krunk before we get into a movement, a motion in a a second if she would mind explaining her edits to this because they were very thorough. >> Actually, we've had a request for a fivem minute break. So maybe we could five minute break and then we'll do that. Is that okay? Okay, we're going to take a five minute break. We'll be back at uh 6:41. There you go. here at 6:42. All right. So, Michelle, you were going to explain something and I forgot what. Uh yeah, I was just going to talk about um in this policy, we're supposed to put what what we do for our inter internal control for um our credit cards. And so our our procedure is that the

cards are at the building level and they have a there's a Google sheet that they have to fill out if they want to use a credit card and they have to get prior approval from either myself or um the deputy treasurer Janelle Wade before they can uh use that credit card to make a purchase. Um and so we have that log and then that log is then um provided to auditors whenever they're here for an audit because they're here for an audit right now. Um and that's part of our internal control processes that we have in place um that they they then test to make sure that stuff is being followed. So this language is just updating um what our process actually is for those credit cards. >> Great. Okay. I don't believe I had

a motion for this one. Is that correct? So Rachel, >> I'd like to make a motion that we approve credit cards with recommended language from our CFO. >> Okay. Is there a second? >> Okay. And any other discussion? What if I want to make another motion to add something? Can I >> make a motion? Yeah, go ahead. Not sure how. Okay. I kind of made a suggestions in my earlier email, but I didn't put the specific language there. I want to add a language to describe our current practice which I think is a good one that is the monthly credit card statement if available will be put in the monthly board packet for review. >> Okay, >> Rachel. >> Okay, >> that's a you're he's seconding. I've got discussion items. I'm not seconding them. Sorry.

>> Okay. Uh >> and then you can discuss >> moves to add that we're um that the credit card statement if available >> the the monthly credit card statement is if available will be put in the monthly board packet for review. >> Okay. >> So just that that's our current practice but I feel it will be helpful to put in the policy. >> Okay. Where would you like that to appear? >> It can be at the end of the policy. >> Okay. Um the end of the policy. Okay. Is there any discussion on that? >> Yes, please. >> Yes, Rachel. >> Um so I'm going to read just what's in this shared document that we all have so that it's public in response to this question. We did take this to legal. Um this is

not in their response. This is not necessary and can be cumbersome. We are currently receiving the statement information that is correct and that process is already protected covered by the board's ability to request any financial documentation for review as well as the accounts payable reporting. So um that is why the committee didn't recommend any further addition of that uh after hearing from legal and hearing how the process works. Um we as a board have the authority to request any financial reporting that we like and that would include credit card information. So it specifically calling that one out because we're receiving it now is is just not necessary. >> Okay. Any other discussion? >> I think I put it there make it more transparent and also less person dependent. Right now we have Sean and Michelle

you know they always provide that to us. What if 100 years later we have somebody else? We we needed that there for accountability and transparency and uh I think it'll be a good thing to have. >> Okay. >> And and to be clear on that the the legal council um if we said we weren't going to put it on there, you can say that we're putting it on there. So the board has the obviously the board has the authority to tell us what we're putting on there. So regardless if Dr. Grryer and Mrs. Kron thought we should put it on there, we would still put it on there because the board's telling us good. >> Yeah. Thank you for I did not uh say that but it is not illegal to put this in the

policy. Sorry, I thought that was obvious. We can put it in there if we want to. There's nothing wrong with it. It's just the policy can always be changed by the majority of the board. It this is a living document >> and legals legal count and correct me Dave uh Mr. Purp, Mr. Wong and Mr. Wood if I say something that isn't what we discussed. We're all talking here. But the point that legal counsel was making simply was that if the board doesn't want to have that requested every time to be on there because it can be a lot of data that you would have to go back and change the policy to take it off. But if it's not in there, you can request it like you are now and it will continue. And

if if ever the board didn't want it, you could say it doesn't have to be included in the packet and you wouldn't have to have it. But anytime you could go back with and all of that could happen without changing policy. If you put the verbiage in there and you decide you want to go back to not having it in there, you would have to change policy. That that was the only point that the attorney was making. >> Yeah. And one other thing about that is, you know, from the lawyer's perspective, and perhaps this is an assumption that they make thinking that other people know this, but some of the things that are not stated in policy are things that a board is already empowered to do under state and federal law. So, we have

always and already had the power to request essentially anything from the district management. >> I want a puppy. >> Well, not within reason. Oh, I'm sorry, Dea. Go ahead. >> So, um I agree that as a board we can decide either way, but I would like to see it in the policy so that it's clear what our practice is and if we the board decides to change the practice that they have to change the policy. And one reason I think this is very important is because we do have a history in this school board and school district where the credit card was not being shared even though it was being asked for. Um we did have one point and I'd have to find it. This was before I was on the board where board members

asked to see it and were told that one board member was double-checking others did not. And then when I joined the board it had been requested by the community to see it. We were told no. I asked Mrs. Kron and luckily she said okay I will start doing it. So there has been issues in the past with denying access to this and so I would like it very clear in the policy what we're currently doing and if the board at any time decides to change their practice that they will go back and make those changes. >> Okay, Rachel, make sure you turn on your button. >> I always struggle a little bit when somebody wants to rehash history and through their particular lens. Um, and that's always a danger that I having been on the

board a long time also have to guard against. Um, but um, I would just point out that not a single employee is still in the employee of the company who was directing the credit card reporting at that time. And I want to make sure there's absolutely no shade thrown on Mrs. Kron or Dr. Griner and their handling of credit cards. Um, this has been a point of kind of evolution for years. um in terms of how we report, what's expected, what's appropriate, what's convenient and practical to do. Um so I just I I'm not sure why it's necessary to try and critique back years at a time. Everybody's entitled to do that if they wish to, but please let's be clear that this is not our current administration and that our practice is nowhere near

where it was five, six, 10 years ago. >> David Is there a reason why we wouldn't ever want to include um the credit card statements in the packet, >> Rachel? >> The only reason that I can think of is just um quantity of work. That's really the only time is if we were dealing with some major issues, we might choose to lighten our um agenda for a particular month. But if we do add this in, then there's no lightening the agenda. this credit card has to come in. So, that would be the only reason I could think of and I think it'd be a very rare occurrence. >> Asa, >> um I appreciated Rachel's clarification because I agree none of that was meant on this one in which I was just supporting U.A's point of

we never know at what point we may have a change of administration. So, having a clear policy makes it so that it's consistent and not about who's in doing what. Anyone else? Okay. So, I guess a quick Lawrence. Yes, I prefer to see um uh these credit card u things on uh this policy as Dr. Yin proposed and uh but in the meantime, I appreciate that we have uh committee meetings. I truly understand um uh our school uh school administration's practice. That's very good. I have no concern with them and also they are willing to provide any information to uh to school board. uh but this u uh kind of practice will um I mean if you have a policy um sentencing the policy uh regarding this credit card that will be help us to

uh to um improve the transparencies. So I prefer to have that but if it's not in there I'm okay with that. Thank you. Okay, David, >> during the um policy board meeting, we had a lot of discussion about this one. Um I think ultimately we felt like it wasn't necessary to include, but given that um there's no there there would be no reason to not include it, then I'm I'm okay with us. >> Okay. >> And to be clear, in the public meeting, our team is very much okay with it, too. as we had talked about in the policy meeting if it makes every because we're already doing it. So it it truly is the point that you wouldn't have to change it later. We are doing it. We're we've got a smooth process going.

So just know that our team is happy to proceed with it or without it in there because it's what we're doing anyway. >> Okay. Are we ready to go ahead and vote then? >> Great. >> Right. We're voting on the modification to add the monthly credit card statement, if available, will be included in the board packet at to the end of the policy at packet being the last word we're adding. All right, there we go. Okay, that one passes. Okay, so now we're going to return to the original motion to approve F-150 as amended just now. Is there any further discussion? Nope. Okay, let me reset this. Okay, there we go. All right, that one passes 70. Deep breath. Okay, next one. Rachel, is >> 176. >> Yes, thank you. >> Unpaid meals policy. >>

Um, so Dr. Riner sent this out and collaborated with our food service director. um and offered the um modifications as you see in the policy um to match our current practice. We had quite a bit of conversation about this one um in our meeting um but and so you'll see that notes but I'll I'll read that aloud. In practice, they do not send food service balances to collections but we do need to leave the May provision in the policy as a protection or general blanket. Um the policy committee also added a recommendation for removing families may deposit money into and replace it with more appropriate policy language directing food service to provide information annually. Um and so that language um information about meal payment imbalances will be shared with the families at annually. Um, we

had some um questions, follow-up questions from um board members um regarding the refunds to make it more clear and also we change to sheh he to they. Um so I'm going to recommend at this time that we approve um policy F176 unpaid meals policy as presented with edits. >> Okay. Is there a second, David? Thank you. Uh, any discussion on this one? Okay, super. We'll go ahead and start the vote to approve as presented with edits. That was quick. Okay, so the next one is F200 investment income. Rachel. Um, so we are looking at see which one I want to make sure I'm right. >> Yeah. F200. Um you can see edits on here um that we have the superintendent or chief financial officer should periodically report to the board on the corporation's investment activity

in compliance with the policy. We um discussed this language that was recommended. It is duplicate to B150 and is not necessary to add to F200. So we do not recommend adding that blue language to the policy. I would um ask that we approve policy F200 as presented from the policy committee. >> Okay. Is there a second? >> Okay. Any discussion or other motions? Okay. And I that seven. Okay. Next one is fundraising and crowdfunding F225. Um so the first paragraph is important to have um codified and policy markouts from legal are really just to reduce unnecessary detail that can be conflicting. Administrators did have questions. We sent it to legal um and legal council recommended deleting item number four. Um we had a lot of discussion in committee about how that would affect things like

Amazon wish lists. This policy would require wish lists to be reviewed by the superintendent or their designate, most likely the principal, and we added the word wish list to the policy for clarity. Um, and then um so I with that caveat, I know Amazon wish lists are quite popular right now and this would represent a change to the way that we're currently handling those as I understand it, a slight change. Um that said, I would recommend F225 fundraising and crowdfunding for um approval as presented by the policy committee. >> Okay. Is there a second, >> Lawrence? Okay. Any discussion on this one? >> I think >> Go ahead. >> Just to add a little bit of additional clarification if it's okay, Rachel. Um part of the rationale for um the including wish lists and things

like that um in in our understanding is to make sure that uh there are opportunities for uh building principles to um be communicating with their teachers and to um uh reduce duplication in ways that might benefit teachers. is not go through every single item, but maybe create some some process for making sure that teachers are communicating about what's on those wish lists in case others already have things that way they can be um uh more intentional with everything. >> Okay, sounds great. Any other Dea? Um have we checked this with our principles that it's not going to put too much of a burden on them? like they feel good with if we're changing our practice. I would love to make sure that our principles don't see any concerns um before we put something on them

that may be extra burdensome or something. I just didn't know where this stood on getting feedback. >> Did we talk about that? >> Honestly, >> can I don't think we did. >> Is it I mean it doesn't matter but not to put him on the spot. should be postponed just because I mean there's a lot of policies you're trying to do just I don't want us to approve something that they're like this is crazy but I don't want to >> they're okay I was okay with holding it but I was also seeing yeah >> that's why it didn't bother me so much because like even um the Wilf requires that a sign off and so yeah but I'm glad you asked the question it's very important so >> okay is there any other discussion cool

let's go ahead and start the buttons to approve as presented by the policy committee and that looks like another seven super next is F250 travel expenses >> right so this one again fair bit of edit on um on this one we kind of deleted some language. These were edits recommended by administration. The really the significant one that we must include is that um the policy applies to reimbursement of actual and necessary travel expenses um occurred incurred by board um duties. And then we also um kind of clarified um that any travel between corporation buildings does require prival prior approval. Um we do have a number of of teachers or not a number but a couple of teachers who do move between buildings and so that should be managed at the local level. >> Okay, George.

>> So with that, I recommend that we approve F 250 as presented by the policy committee. >> Is there a second? >> I'll second it. So I can ask a question about it. Um, >> so the policy is called travel expenses, but the very first sentence says provide for the payment of actual necessary expenses, including travel expenses. So is this travel expenses or an expense policy in general? >> It's a great question. >> Yeah, that's we talk about that. That's why that's my uh that's the one reason why I held this uh relation proposals basically necessary expense relate to approved travel expense >> like parking I guess that's >> travel including sound like we part of the cover some other expense >> and on that note if this is intended to just be for travel

expenses. Do we have an expense policy? >> Michelle, question. >> Excuse me. >> If this was just for travel expenses, do we have a general expense policy as well? >> We I don't believe there is a general expense policy. There's just the one that's under first reading for purchasing. Um, and those I outline all the requirements that we have from the state as far as what we can purchase, how we have to make those purchases and such. There's not a general expense policy. I have state code that I have to follow that everything has to be allowable and things like that. >> So, we should just rename this. Um, so we should accept the >> Well, that's actually another good way to put it. Reimburseable expenses. >> Do you want >> possibly >> it's not

necessarily Sometimes we pay for things directly >> also true >> like registration and such >> there's a current policy >> is that one of the ones we're going to rescend if we pass this one >> we are we are there's a quite a large recision group in this one through 4000 so we'll be cleaning >> yeah that kind of Yes, I'm sorry. Please. >> Um, this is travel expenses. It's not a broad general expenses. As you read through, they are things that are travel and travel related expenses. It's not talking about expenses relating to um >> teaching. >> Yeah, I was going to say haircuts. >> That's the same dialogue we were just having in here, right? >> Yeah. And That first paragraph um I we had talked about this during the meeting and we

had tried to workshop it in different ways but felt ultimately that first paragraph is more of an introductory paragraph of there are lots of things that the school can uh or that the school corporation can reimburse for and spec including travel expenses and then it goes into and this is the policy about travel expenses. So it it was coaching. The way that I read it and the way that I think we had discussed it was that this was coaching travel expenses in something broader but then specified about travel expenses. >> Okay. >> So can I make a motion then to change the title of this policy to travel and job related expenses? >> You yes you can. Um, but I don't know that it's broadly jobreated expenses. I think it's >> it does literally say

in the policy the validity of payments for job related expenses should be determined by the business department. So >> interesting. >> Yeah. determine. >> So the word travel in that validity of payments paragraph, we could say for jobrelated travel expenses shall be determined >> or should we just table this and write it? >> I second it. >> Second the table. Okay. >> Um >> committee discuss anybody read the I'm sorry. >> We can we can pull from that. That is >> all right. >> Um >> I I will formally move to table and then I think they should second it. >> Yep, I got that. I just need to remember if tableabling. Yeah, we do need to vote. Okay. >> Okay, so you're ready for the now. We're voting. >> We're Okay, so we're tableabling.

>> Voting to table. Okay, there we go. Okay. Um Okay. F275 is gifts and donations. Oops. I'm sorry. >> So F275 policy committee took um first of all there's some housekeeping fixing the font. Um our practice has been gifts over $1,000, not $100 to be reviewed by the board. So we adjusted that language. We did also add language um specifically in green there, the corporation reserves the right to refuse any contribution from individuals or organizations who are not aligned with the mission of the corporation. Um so we just did that. So we have a little flexibility if for some reason we did not want to receive funds from someone. So with that I make a motion that we would um approve F275 gifts and donations as presented by the policy committee. >> Second. >> Okay.

Um, any other discussion? Okay, I'll go ahead and start the vote. Cool. Next is G125, criminal organization activity, which also made me laugh. >> Sharks versus the Jets. Let's go. >> All the finance stuff. >> It is a little weird. Is there anything you want to share? We're jumping to G. >> Are we're jumping to G, right? >> We're jumping to G. >> G section. >> G25. >> Uh, so we I will make a motion that we approve G125 with the updated text, green text as presented by the policy committee. >> Okay. Is there a second, David? Okay. Um, any discussion on this one? >> No. Do we have any current criminal organizations operating in >> a formal or informal group with at least three? >> You will note this one ends with a lot

of IC. So we are required to have this policy in our policy set to comply with Indiana code. >> I I I know I'm just kidding. >> It is funny. We did not make this up. >> All right, we'll go. >> I do want to make a comment on that though. I we laugh. It's we we we live in West Lafayette, but this this is actually a serious topic and it's something that that yes, it's in Indiana code, but also these these are important things that we need to have included and we are not exempt from uh these types of things just because sometimes we think that we live in which we are in a fantastic safe community. um these are things that affect um schools near us and communities near us and at some

point may also affect us more directly and so these are things for us to um make sure that we're um pushing forward. >> Okie do. Thank you. Anybody else have anything, Rachel? No. Okay, we're ready to vote. Here we go. And that one goes 70. Okay, next is G150 registered sex or violent offenders. >> So, policy committee again refuted this one. This is one that all communities unfortunately deal with. Policy committee makes the recommendation that we change language to the superintendent's design um and removing the his hers. >> Okay. >> I the policy I recommend that we approve G150 as presented by the policy committee >> and s That was David. >> Okay. And is there any discussion? Nope. Okay. Let me redo this. Oops. And that comes up for me as seven uh zero.

Okay. Um that's why I keep saying 10 because there are 10 microphones. Okay. Okay. G175, chemical management and preparedness for toxic hazard. >> Right. So, this one is again a lot of Indiana code that we just need to comply with. Um, and so we are recommending it um go through as presented. Um, so I'll not I'll make a motion that we approve G1 175 as presented by the policy committee. Okay. >> You're including the blue modification, correct? That is correct. >> Including >> the blue. The board member made a recommendation in blue. We have accepted that and changed board to school corporation property >> including the >> Yeah. >> Okay. And is there a second? And any discussion? Great. There we go. All right, that one passes 70 G275, animals on school property. >> So,

policy committee reviewed this. We had actually quite a bit of conversation on it. Um, we do recommend the addition of optional language as presented by legal. Um, the board, I just say this publicly, should be aware that animals on property may incur additional costs and insurance. Um, Dr. Dr. Riner is happy to help provide us with that. Um, but we did want to leave the door open for animals. Um, and so if we can scroll down to that optional text, there it is. Um, which basically gives our superintendent or their design um, the ability to put this administrative guidelines. Um, and that includes animals for curricular purposes including therapy dogs. >> Okay. So the uh make a motion that we approve policy G275 as presented by the policy committee >> including the green >> including

the edits in green. Yep. >> Okay. And David seconds. Any discussion on this one? >> Oh, George. >> Not so much discussion. Just want to make sure that So when CCHA >> Yeah. When CCHA talked to us about this, I know this is going to sound odd, but do they include fish? My understanding is that any animals, but I don't think that we specified fish. >> Yeah, service animals >> because while fish are an animal, I mean, they they sit in a box and don't bother anything. And so some people just don't think about it, >> right? >> My my understanding is it's it's anything that crawls, swims, anything with the >> all creatures, great and small. >> Yes. All creatures, great and small. Exactly. All right, let's go ahead and hit it to approve

as presented. There's seven. Okay. And the next one is G300 latch key programs. Right. So again, this was another one with a lot of conversation in the notes. Um the U latch key is so you know it's a little bit of an antiquated term, but it is the term that the state uses as the nature of the program. Um it encompasses both before and after school care programs and could more accurately be described as beyond school care. Um but Latchi is the state language for that. State Harbor is this is our current selected contractor to provide this service. Um we can um fit in language about adding annual review um and that seems appropriate. This would also fit into administrative guideline. Um to add, we had we added language at the bottom. The superintendent or

designate will survey parent satisfaction with beyond school care for grades K through six annually and include this information with the annual provider recommendation to the board. So with those changes, um I'd like to make a motion that we approve um policy G300 latch key programs as presented by the policy committee. >> Okay. I'll second. But with one caveat, we need to specify$1 million what? >> Dollars. >> A million dollars. >> Million million. >> We can modify. Yes. I will amend uh my motion to change $1 million in liability insurance. >> Okay, got it. Any other discussion? Okay, I will start the vote to approve as presented and that is seven. Oops. Okay, the next one is G360 data breach and protection. >> So, I'll back up just um slightly. G350 um was inadvertently left off

the list. So you'll see it's kind of sandwiched in there and that is being brought to the board um as a first reading in January. >> I don't think we skipped over that intentionally. >> Um G360 data breach and protection. Um we added notes below. Um you can see we've just changed a little bit of the language. Um director of technology is correct. CFO should be treasurer. Um the added language is IDOE's interpretation of the state law and it has to be included in the policy. we do not get to modify that or remove that. Um so you'll see that down there. Um and so with that, I would um make a motion that we approve G360 data breach and protection as presented by the policy committee. >> Is there a second, George? >> Okay.

Any discussion? >> Cool. There we go. To approve as presented. That's a 70. And the next one is G375, community use of school facilities. Um, pull that one up. So, we did have a board member recommendation on this one. Um, fees collected, deposited, and operations fund um, consistent with applicable law. This is not necessary to be added. Um, but it can be added. There's not any legal difficulty for doing that as I understand it. >> Okay. So, are you motioning to approve as presented with the blue >> with the blue text? Yes. Thank you for reading my mind. >> Um, is there a second, Lawrence? Okay. Any discussion on this one? All right. There's the vote. That's 70. The next one is G400 title one comparability policy. Again, a whole lot of Indiana code that

we uh need to make sure that we have in place in our policy. So, I make a motion that we approve policy G400 um title one comparability policy as presented by the policy committee. Do >> I have a second, >> George? >> Okay. Any discussion on this one? There's a blue >> that's at the bottom. Yeah, there you go. >> Is that including your motion or >> Right. So that Yeah, this down here. Um >> Okay, >> that is I understand that we did talk about that one. >> Do you know how that this uh modification is proposed after? >> Oh, okay. So, this is an add-on. I'm sorry. I didn't recognize that matched up. So, we did have this final paragraph, a modification added after policy committee meeting before this meeting. So, we do

need to talk about that one in this meeting. >> Okay. Um, let's uh >> take that as a motion. Yeah. >> Add the blue. >> Yes, the blue language. >> Is there a second to add the blue language? Okay. All right. Discussion on the blue language. >> Uh short s the the original language is a little bit u uh not very uh clear. So I just uh have this rewarding. I think I believe uh it's the same uh meanings uh the purpose of that last paragraph but just uh I hope this language can make that better uh more clear. >> Did you strike the red that's just above it? >> Yes. >> Okay. So the the difference I see is the bianually. >> Oh yeah by so I remove that. So our uh I believe

that by annually probably that's come from the two years uh auditing routine auditing things probably that but I just remove that so make make our policy more general so the school means can I flex >> that's it for >> if I could I I don't I actually think that that's more broad I don't have I don't see a problem with that. Um he's just saying basically that we're going to comply with the law. >> Okay. >> And that the superintendent will put in place practices to comply with the law. So if that actually gives some flexibility if the law changes. So I that's a a good edit for my opinion. >> Okay. So Rachel, do you want to amend yours? >> I will amend. Yes. To include the blue language in the last paragraph. >>

Okay. >> Instead of the >> Yeah. >> Instead of what? >> The final paragraph. the >> right above the blue comment. It's actually modified. >> Correct. >> Okay. >> Replacing uh the final paragraph of the policy with the blue language is recommended by a board member. >> Okay. And is there any further discussion? No. Okay. Cool. There we go. Seven. Nice. All right. And I believe that is the last of the new ones. Now we need to um did I add that later? >> You're saying except whichever one covers um >> yes. So I've reviewed um our old policies nola policies from the remain all remaining that are still in place 1,000 2,000 3,000 4,000. And there's a lot of overlap redundancy on those. Yep. >> We have now passed all policies that would make

these um unnecessary and so I would like to make a motion that we resend those policies as presented. >> Okay. Is there a second? Lawrence. Okay. Any discussion on that, George? >> Yeah. Um any of those cover what we tabled in F250? >> No, we're clean. >> Okay. >> As of last meeting. So >> Okay. I'll go ahead and start the vote then to resend a whole pile of policies. Okay. All right. The next thing um is to first reading only four more which is >> well plus we bounced a couple back but yeah >> but the bounce ones that this is this is an impressive uh accomplishment. Um, so we're first reading B 100 board authority and philosophy, D425.1, general guidelines for requesting additional compensation, F125, purchasing procedures and capital assets, and G350 audio,

video, and digital recording on school property and of school meetings. >> Uh, if I could, Amy. >> Yes, ma'am. >> All right. So, the D425.1 is the policy that Mr. Jo referenced in his comments at the beginning of the meeting. Um that to be clear is not a Niola policy. Uh that is a West Lafayette policy to close a gap. And um that has been reviewed by legal just so everybody's aware of that. I also want to point out that the policy committee is next meeting on Tuesday, January the 27th. And so we need feedback um on these policies as presented and the ones we moved over tonight by I don't know what date suits you, gentlemen. We scheduled it when we left last time. January 27th. >> That is a Tuesday. So maybe the

Friday before the 23rd. >> That work. >> Or the 22nd. Sure. Let's do by the 22nd. >> Yes. Dean. Um, so the first reading of G350, why is this the first reading? their recommendation or changes that we already passed in our policy. This like this does not match what our policy even says and their recommend it just doesn't even make sense why this has been sent back to us. Um so my question is honestly why is legal counsel sending us a recommendation to change a policy that was already changed that matches this and how much are we paying for this service to do this? >> Can I >> go ahead please? Okay. So, this is part of the policy review uh agreement that we have as I understand with CCHA. Um this is not a

standalone. This is when when we say here in meetings that policy is a living document and subject to change, laws change, needs change, things like this compensation issue come up and change. We're never going to be done with policy. We can't say that we're done with policy. We're just getting through the initial overhaul and we're the the thing that the policy committee is very careful to do is not make any decisions on behalf of the board because that would be inappropriate. So if a policy gets bounced back up to us, it's going to come out to the board as a first reading. If we decide to do nothing on it, then that's the decision we make together as a board. But what you don't want as a policy committee deciding among the three of us

that we don't want the board to see any particular draft of policy. So that's the reason why it's hit the agenda again. >> So I guess my part of my question is and I think that makes sense except for we're paying legal counsel to give recommendations to change policies that are actually not our policies >> legal >> like their recommendations that they've said in their comments. We actually that doesn't match what our policy even says. So, >> so I would like to understand from administration or others that know how legal counsel works um this what we're paying them for legal represent for making legal changes to our policies. >> So, they aren't going to go through our individual policies and the individual policies of every school board every time a change comes from the state

necessarily. They're going to go through their slate of what they have recommended to us. And so I would I would imagine that this is their recommended G350 and it does not include any changes we have made to that. So we would need to go to our G350 and say to them, this is what we actually have in place. Can you tell us how that needs to be changed if we can't figure it out on our own? Is that correct, Rachel? Like Niola was >> Yes, Niola was exactly the same way, right? They don't it's it is our job as a board to review what legal gives us and their rationale behind it and review what we have in place if anything and decide what is correct for our school corporation and that is all that

is happening here with this policy. So when it was voted previously to approve there were two things that were discussed back when this whole policy started. The first one was what company are we going to hire to bring us new policies to rewrite our policies? And then the second one is who's going to bring us legislative updates? And the conversation was they don't have to be the same person. We could hire NEO, CCHA, ISBA, whoever to help us rewrite our policies, and if we choose to, we can go with someone different to help us with legislation. And so to me, what's happening is we're paying them to kind of just cookie cutter stamp something that may not have any relation to us. And I would be interested in having someone provide us legislative updates that

actually is helpful to what our policies are, not just some cookie cutter approach. Does that make sense? >> It does make sense to me. Um that said, um this is part of our routine package with CCHA. if we were to bring on another agency to bring us more information that's going to be more expensive not less. Um I would suggest to you that in my experience when legal or Niola or whoever does it bounces a policy to us and says hey something has changed you should take a look at this then it is prudent action on the part of the board to take a look at it and that is all that is happening here. This is not there's not an individual bill coming to us on policy G350 that I'm aware of. Is that

correct? >> And and when when legislative changes like this happen, they will look at the two. >> So we can put them side by side and give them. This is just information that this is what's changed in the policy with regard to legal change. So >> we do go back and forth with Nola. We're not these changes presented when policy committee brings them to you. they have been reviewed by legal by administrators >> in the same way that when the board with the policies we've been going through as I get requests from board members I take all of that I cut and paste it in a document and I send it to uh C uh CC ha and I ask them advice and then the committee discusses and I share the advice from the attorney

and so if our policy looks different than the uh recommend amended or or quote unquote cookie cutter. We would we would have to we would we would show we as a committee would look first and then we would side by side with the attorney. Does that make sense? >> Yes. So understanding the process if we were to decide to go with ISDAL some other group to provide legislative updates would they then just say our cookie cutter policy here's what we recommend you change even though those aren't your policies. Is that the way that legislative updates are handled? >> Yes. So, if we were using um ISBA, they're going to show on their policies. They're going to send it and then it's our responsibility >> to look at what we've done and know what we've done

and be familiar with it as a board and an administrator team working alongside the board and then we would apply it to ours. And that's actually there were a lot of changes that I didn't necessarily think's easy in the church church but not church um Neiola >> and so we really had to go back and forth and spend a lot of time take look at does that make sense and so yes when we make ch when we make big changes >> when when the board makes big changes which I don't think the board has by the way but if you did make really big changes it would be more work to on on that process as well with the board to say, "Oh, that's one where we really went a different direction." And so, we

got to get and look side by side and really look word for word and even engage our legal counsel in that process to make sure that when we finalized it, there was there there's no contradiction and so forth as you incorporate the the new legal changes. And that's why our attorney would tell you less is more. the less you can do and the more you can focus on Indiana code and maybe focus on uh administrative guidelines, the better you are, which I think this board's done a good job of. >> Right. I think my question is more what what we're paying and what services we're receiving is not matching up to what my understanding of the expectations were. So, it sounds like maybe um at an inevitable point, this may be a topic to bring

forward of how much we're paying and what actually support um we're receiving. Yeah, but we can clarify that now since it's a question. I'm going to let Michelle speak to it. I'll speak to it and then you you uh you give the details. So, we have a transition um fee which is the bigger fee. That's a transition. >> Yes. >> That was what had to do that has nothing to do with this. >> But what's happened is we've now if you think about it, we were slow to get going and so we are way out of the range that a typical school district would get through. So now there's new changes and that's our retainer fee. Okay. And so when those changes happen, you pay a retainer fee. And Michelle, do you want to explain

that annual cost? And you may not we may need to look it up, but if you got >> for the board for the board policies. Yes. So the legislative updates are build at an hourly rate for the um legislative updates to board policies. >> Yeah. >> What what I would say is that we do not want our attorneys sitting back and deciding West Lafayette does want this legislative update. They don't want that one. it's their job to give us all of the legislative updates and allow us to make good decisions based on what they send us. So, some of them are going to not be substantial and some of them are not going to match us at all. Here's um here is an I'll use um D425.1 as an example. That's the one that needs

to close a specific gap um related to teacher compensation. This is not a CCHA policy. This is a West Lafayette policy. So if there were some kind of legal update to code that made something about this policy illegal, we would not receive a legislative update about it. We would have to be ahead of our game and take this to legal and ask them, do we still comply with this? So, it's it's I'm just telling you that in my opinion, in my experience, we want legal to give us all of this information and and we want as a board to deal with those edits. David, >> just for clarification, um, so, um, CCHA, anytime that there's a legislative update, they take their general policy. Um, they make edit, they provide edits to that and send that

out to everybody who works with them. Yep. um they don't fine-tune it to our specific language, but they do that with the intent that we will then update our individual policy so that they don't have to go through a 100 different school districts individual policies. >> Correct. >> They don't directly charge us for those edits like with the policy that we're just talking about because they made that as a general edit for everybody who was using their policies. >> Right. when we make our revisions and um because that language doesn't fully align with that paragraph in our approved policy then we would be build at an hourly rate for them reviewing our revised policy um just to ensure that it complies >> correct that is what I understand as well >> and and we wouldn't

necessarily want a set of policies from Lob's discount house of policies >> because if we get into a legal situation, the CCHA is going to be the ones charged with defending us. And so it makes logical sense for them to have that hand in writing the policies to begin with because if if Lob's discount house of policies has misinterpreted something or interpreted it differently from the way C CCHA would then CCHA is going to be the ones that have to >> we we we too will Michelle and I Mrs. Crock and I were just talking on the side. We we will get full clarification of what it looks like, Mrs. Mumpford. Uh and we will have her put it in a paragraph and we will report that. >> I just found both contracts where I'm

getting this from is Niola in the past and what their um quote had been is we do just pay them a we paid them just a set fee. Nothing to do with ours. >> That was a retainer. Correct. That's what I was referring to by the way when >> that was that one. So then I just found which I did not realize I had missed it before was CCHA. It does say in it they're charging us per hour. So there is actually a significant difference that I had not realized. So >> there is a difference and I will have her um I'll have um our attorney put that in writing. >> Okay. >> And communicate that clearly for the board and understand what we're paying. >> Yeah. And then if there's additional questions of course

we'll we'll make sure we provide >> clarification. And you're welcome. And I also don't remember Niola ever reviewing our changes. So they send us policy and we adjust. Did they? >> They did not. No. Well, we didn't. >> This district doesn't this district didn't do it. So just to be clear, um, >> this district did not do that at uh they it's part of the package. >> Okay. >> Part of the retainer. And we did that. Yeah. Pre we in our previous districts they came out and did that. Here they did not. >> So yeah, what Dr. Riner is not saying, thank you for that. we had independent legal counsel review reviewing all of those policies at a much higher rate than >> yes >> we're currently paying. >> Um I also want to add

on to what you've said a little bit if CCHA is not the only source from which we could get information. There have been a couple of instances we're all aware of that we maybe haven't agreed entirely with what CCH interpreted something to be and went and got other interpretations and had some conversation about that. Um, and also of course we've had board members come in with what they have read in in in legislative changes and brought that back and requested a policy. Any one of us can request that a policy come back in front of the board um for clarification on interpretation of the law. Yep. Is everybody clear? Okay. Let's talk about transfer students. Um, this turned into a much bigger issue than I ever expected it to be when we discussed it. Um,

we've been getting inquiries about students who are interested in coming here for next year. Um there are a variety of rumors or misinterpretations of maybe what's been heard that I have been made aware of and I think it would behoove us as a district to first affirm which I have not heard anyone on the board say otherwise that we intend to keep all the current transfer students indefinitely that they are going to graduate from here if they so choose. Um, that was the the first part of what I wanted to affirm and we limited it to next school year because as has been pointed out, we are in the middle of a process of reviewing this policy. However, since no one has questioned whether or not those students should remain, I thought it would be

clarifying for those students and their families if we were to say out loud in public by vote, yes, we are keeping all of our current transfer students through the end of next school year. So, I would like to move that we affirm that. Is there before you do that. >> Yeah. >> So, keeping the current transfer students till the next keeping current transfer students till the end of next school year is great, but um how does that affect that specific vote? How does that affect say third grader? Are we going to revisit this every year to make sure that they get through 12th grade with us or >> No, I think by the end of the whole process with the meetings and the surveys and so on and we have scheduled a Oh, shoot. I've

lost my um >> work a work session. We're going to have a work session. Sean, help. Where was it? The 21st. It is going to be >> and this was part of what I was going to announce this evening. >> Uh January 26 at 10 a.m. >> Thank you. It's on my calendar. It's just not anywhere else. January 26th at 10:00 a.m. here. We will have the um uh consultant whose name is Sher. >> Yes. >> Come and deliver us the results from the focus groups and the surveys. Yes. Is this the kind of thing that we could have scheduled with the with the board? I mean, I I have a job. I can't come to that meeting. So, I I mean, >> at least not without a lot more advanced notice. So, is this

this is an important topic that I would not be happy to miss. So, >> okay, I understand. >> I Huh. It's January 26th at 10:00 a.m. was when she was available. >> Um, in the event that nobody's available or the most of the board is not available, we can try to adjust that. However, you got to start somewhere. And with all of the different moving pieces we have right now, I wanted to try to at least get something firmed up. Um, I could also we would also record and have that available um on YouTube. So I it's just very difficult right now with the timelines and everything we have going on and I understand availability is difficult as well. So that was my thought earlier today was to have that presented as soon as possible

so that we can make these decisions. But the first one, the one where we're talking about our current transfer students is basically just saying we are going to follow our current policy that's on the website. We are going to keep doing what we're doing for one more year with regard to those TSC kids who already go here. So are we as as step number one, are we comfortable with that or do we need to have discussion on that item? on keeping our current transfers. >> Okay, >> George seconds. Okay, so now discussion, please station, go ahead. >> My first basic question, has this language been reviewed by legal counsel? Because currently the way the memo says is all students will be retained and my understanding is there's circumstances where they cannot be retained. So that

was my first question. >> Go ahead, Josh. >> What circumstances? I'm curious what what what have you heard? >> That's the attendance discipline >> clauses. >> Gotcha. >> Yeah, that's a I would like to have a modification of this motion uh with um say for example I would add a little bit so all current transfer students in good standing and subject to school capacities will be notified by current administration something like that. I would like this modifications of this motion. will be okay. All current transfer students in good standing will be notified and the rest is >> and subject to school's capacity. >> Uh >> so two two things one is school standing another thing is uh uh school capacity. >> Okay. Is I'll second that. That's fine. Uh so that was Lawrence and Amy.

Okay. Um, is everyone okay with that statement? >> Just a heads up, school's capacity, when you put that in there, as soon as someone decides to lower our school capacity, we're saying we're kicking out all these students. >> someone being who? >> The superintendent or the administration at any point can change our school capacity. So, school capacity is changeable. And so putting that in there lets you know does all that. So I'm not saying I'm just saying >> this is a loaded topic that we are starting a conversation tomorrow with the community. >> Well the community earlier with the surveys and so we have a great deal of information already. So then let's have a work session, discuss it, but not in the middle of the day when everybody's at work, teachers and parents can't

come and let's have a discussion about this instead of throwing out a vote at the end of a long agenda and rushing a decision without all the information. >> Can you please stop ascribing motive to my actions? I'm not trying to rush anything. We needed to start somewhere. This was simply a place to start the conversation. I'm not overstepping. I'm not trying to rush anything through or cater to anyone's desires. I am simply trying to get something done so that we have direction for our central office. And I would really appreciate and it would be better boardsmanship if you could be a little kinder in your assumptions please. >> So in regard to giving direction, I don't understand why today is different than one month ago. The facts have remained We got calls a a

month ago. Just because the calls have increased from people outside TSC does not to me signify that we need to rush a decision where we're in the middle. The facts are clear that legislation does not allow us to charge families. Currently, we are not accepting transfer students for this school year. And then the third point is we're in the middle of acquiring information and by Friday we will have more information schedule an evening board sess work session and move forward instead of handling it the way that it's being handled. >> So are you proposing that we have a work session Friday night >> works for other people? Yes, but not during the workday so that the community can come. Rachel, >> um I want to point out we we can get really focused on things

like transfers, but I want to be clear and and bring us back to the fact that we're talking about transferring children. And that's really what we're talking about here is families who are sitting there. We're in second semester. Classes are being registered for as we all know. Things like course fees are being discussed and we really want to get those out to families quickly. We all agreed that that needed to happen quickly tonight. To say to a whole group of our students, yeah, we know this is stressing you out, but we are not in a position to guarantee you that you can come back next year. That's a really difficult place for our central office to be, and it's a very difficult place for our families to be. So, we're just not talking about transfers.

We're talking about children who are our current students and families who invest greatly in our community. While I agree with you, DeAsha, that we do not have a 100% of the information, I am satisfied that we have substantial amount of information at this point in which we could commit to our current students who are transfers that they can go ahead and schedule for classes and they can go ahead and be with us next year. >> Thank you. >> And we our office was not requiring a vote. I want to make that clear. Our Mrs. Julian is getting a lot of calls and principles are getting calls and families are very nervous. It's even trickling into students. And so we were asked by Mrs. Julian, what do we say? And I said, it's presumptuous on my

part to say you can stay. So I was asking Mrs. Austin to talk with you guys about what we could say knowing what we know about what I've shared with you guys so far about the survey results or what we have shared um and we know that 60 we know that you as a board wanted to survey if you'll recall in the summer I presented I presented in the summer and I said our recommendation is and our recommendations never changed with the exception that we were more open to um opening as an open district as opposed to just TSC. And then the again I want to uh preface though but under the condition that it was controlled and the board always had control and that they would develop policy that was transparent which is what

the board had asked for. So then we were requested to get data uh but through a survey. The survey data as you know 60% over it's it's um they favor they favor a transfer but they want a transfer that is what the board wants a policy that's transparent and a policy that puts our students in district does not jeopardize them at all. Uh and they want it annually reviewed. That's what some of the data uh informed us of which we shared with you all. And so if you'll recall for the past several weeks now, our team has been providing information to the board that given the board now knows through that survey through this survey if anybody could take it that the it's it's leaning the majority sees the need for a transfer. That changed

our language and our questioning and our dialogue which we put we've communicated the support. I hope you would agree with that >> that we're going to now start discussing through our facilitator. She's going to present all of this data that you've all seen in those focus groups and she's going to discuss with uh teachers and their focus group and any family that wants to participate. We've got several at two different dates and I'll talk about that during the superintendent's report. The questions are more focused on if we're going to have a if the board is going to consider a policy that focuses on transfers um at a controlled degree because that's what the data has shown us so far. What is it you want the board to know so they can make an informed decision

and that's what you saw in Okay, so I think everybody's nodding. I want to make sure we're communicating clearly. We didn't necessarily need a vote tonight. We didn't even we didn't ask for that, but we're comfortable with what you want to do and we're comfortable with just dialogue. All I wanted to know from the board, so this is why the dialogue is important is if Mrs. Julian were to say it's the board will likely be working on a policy related to accepting transfers of some degree based on what data tell us so far. And there's going to be focus groups and what what can we and can't we tell because I don't want to be as superintendent who works and serves the board. I don't want to be presumptuous. So that's why this dialogue is

important. Our take is based if you think about the beginning of our presentations and work sessions and then getting information that the board's been asking. The data is coming back that the community supports transfers more so than not, which is what we believed the board wanted to hear. So now we're working with the consultant to start the dialogue of, hey, what do you want to tell the board as they consider what that policy of accepting transfers to some degree, looking at it every year and having us report out on data every year? What do you want the board to consider as they develop their policy? >> Thank you. >> You're welcome. >> And I suggested that we just go ahead and have a vote in two parts because that seemed the most democratic and fair

way to handle this rather than trying to force the central office to interpret a 45minute conversation. David, >> Dr. Briner, can I ask you a clarification question? Um, you had said that you've been get filled in a lot of calls. Um, it sounded like a lot most of those were from current families. Is that correct? Or is there also a large portion of potential transfer families? >> Definitely current families. Mrs. Julian, are you now getting new families or is it mainly current families? >> Okay. >> Thank you, >> Rachel. I just another thought that occurs to me as we talk about this is that we are not the only school corporation in Typicanw County and other school corporations are going to have to make decisions about their student populations as well. So I I mean

we just cannot pretend we're in a vacuum. I haven't spoken with anybody at TC. Don't really know what their plans are, but I am sure that they are watching this and I think that families are watching this and concerned about it. And I am just I'm very concerned that we're having this level level of argument or it's not an argument and I misspoke. We're having an animated conversation about students who are already in our classrooms. So that that is that is that is troubling to me that we're we are that we're kind of going down this road of we might not keep you next year. As a parent, that would terrify me. >> Me too. And that's why I want to be very clear and direct for the families that are our students. Staca, >>

um, so to me, what I'm hearing from all of our con conversation is both a discussion of current students that we have and potential future. These are two agenda items. And so my view is let's vote on the first one because to me there's not as much of an issue. I don't agree with the timing. I don't agree with the way this has been rushed and the wording. But I do agree that if we have accepted students that we then don't kick them out and that we need to consider that part of it. And then the topic of new transfer students is its own issue. And to me these are getting messy. And so I would say that I um think we should stick with only this current one and then we can bring some

of the discussion we've had to the new one because they're two different things. >> I agree. And and to clarify um because even like I had a question from a principal uh transport like transportation matters that's part of it um disciplinary. So we're not suggesting that there's a change where you're guaranteed in we're suggesting like the way you just described it that do we have permission without looking presumptuous to say we don't plan to do something different for for current students? Can we display what we're proposing to say on the boards right now? >> Uh, is there Yeah. Um, Brandon, can I chat it to you? >> Um, let me do that real quick >> just to make sure we all know what we're voting on and don't accidentally say something stupid. >> And I'm

really grateful for um Lawrence's suggestion. I had not thought about um the good standing part when I did this. >> Yeah. And on that note, can I um ask you to amend or amend myself? We shouldn't say subject to school capacity because I don't think we're going to get a whole lot of capacity changes in January. >> Okay. >> In case something happen, say we have thousand new student came in next year. >> I would love that. school district. But I just it won't be very >> but but my my point is if if we're making a resolution right now about current students, we've already taken capacity to account because next year we talk about >> yeah we'll get to that but right now we're talking about what 167 that we got right now. That's

who we're concerned with right this second. >> Yeah. But I mean the next years let's assume they have we have thousand instates still came in. >> Yes. But what I'm what I'm asking you is that that is not something we need to approach at this very second. That's not the issue. >> We can wait on that >> right now. >> Yeah. Don't forget about your microphones. Okay. So, currently what we're working with and I think Brandon's got it hopefully over there. I I emailed it because I couldn't get the chat to work. Oh my I just lost it. is that all current transfer students in good standing will be notified by the central office that they will be permitted to permitted and welcome to continue enrollment at the West Lafayette Community School Corporation for the

1932627 school year. Okay. So, is everyone amendable to that language or do we need to have more discussion about this specific part of what we're discussing? Okay, I'm going to go ahead and start the vote to affirm this language and that is pass 70. Thank you. Now this the next logical step of that thought if we're continuing what we've been doing was to also continue the transfer process for new students from TSC for the 2627 school year only TSC and I unfortunately I is there a way I can share on the screen is that. >> What's that? >> Okay. So then I can >> But I'm on a Mac. Is it command K? >> Oh, no. Of course not. Okay. Um >> Sean, you got a Windows computer, right? >> That's all right. >> I

do. But I think we can just have Brandon type. Yeah, we'll keep it simple. >> If the board is okay >> or >> I mean Yeah, I mean it's record technology for a reason. I think it'll be okay. >> Okay. Um, there it comes. We'll hit refresh so it'll go through the interwebs. So the next logical step was to extend that same welcome to the students who may not have yet transferred from TSC but would like to. Um, and I understand that this is moving more into the creating policy part, but if this is something that we can all agree on, we run less of a risk of losing those students who last year would have been eligible or the year before would have been eligible and would like to come next year. So, I

thought I'd put it on there and see what happened. So, I move that the current transfer process for TSC students shall continue for new transfer students for next school year. And I referenced where the policy or the procedure is outlined. Let's go ahead and have a second for that if there is one. Please >> discuss it. >> Thank you. All right. What discussion do we have about this one? Is it too soon? UA >> too soon. >> Yeah, that's fine. >> Because you said we will later have a work session after the focus of group meetings and I think we can wait till February >> to vote on this one. >> Okay. >> I was going to say the same thing. You know, I do personally support this, but we've got a lot of work

to do and to make it clear to the public that we are not outright rejecting their kids. Instead of voting no, I actually move to table this. >> Okay, >> Rachel, >> I agree with tableabling. I um so I just I want to say that there's a risk attached to this. The risk that is attached to us not taking action this month is that families will when they reach Mrs. Julian and she says at this point in time we are not accepting new transfers from TSC for the 2627 school year that those families will go and make other arrangements. We know about the universal voucher thing. We know there are other options available to available to families and if we were to come back later and say even a month or two later and say

okay actually we do want to amend this and TSC we welcome your students in we would have potentially a smaller number of them available and willing to do that that are not already committed. That said I don't have any problem at all tableabling it. I'm really grateful to you, Amy, for bringing this forward for conversation tonight. I know it would have been easier to just let it slide and let let these horrible phone conversations happen to our staff that are not easy for them. So, I appreciate that we're having the conversation. Um, but I think everybody on the board needs to recognize that there is a specific financial risk attached to us not moving forward with this tonight. >> Well, I I I'm not a fortune teller. I can't tell you what it is, but

I should tell you that that is a thing. >> Well, instead of having uh our district employees tell people we're not accepting, instead just tell them the truth. >> We will make a decision at the next meeting. >> They can't guarantee what the board's decisions, though. They can't guarantee that we'll So, >> how many things have we tabled tonight? She Mrs. Julian cannot say the board will decide on it on February blank because she cannot guarantee. >> No, what what I'm doing is I'm committing us to making that decision after we've already gotten all the things that we were talking about after we've gotten all the surveys and all the focus groups and all the consultant information. Yeah. At the next meeting, we're not going to have any excuses to not make a decision. And

the dialogue here is what's powerful because with the second part we were talking about when Amy chose that language because she wanted to get it on there. We were talking about the important thing here is the board discussing are we on the right track here that we recognize 60% or more support transfers and therefore the dialogue of the focus groups and we we haven't heard different from you when we presented those questions to you too that the focus is more on what does the board need to consider as they think about a transfer policy that accepts controlled transfers and this is the dialogue that the board needs to have not Dr. Grryer and his team, we need to hear you discussing so that we have an understanding of what the board is thinking based on

the data that we've been presenting to you. >> David, >> oh, microphones, please. >> Yeah, pretty much I agree with what George said and uh yeah, we can just let them know we will decide in February. also we will commit it to do so given the time sensitivity of this issue. I totally understand those families and but we need I hope they can also understand we need our communities input fully input full input to make those well-informed decisions. Thank you George. by side as well. David, >> uh I'm wondering if we could in some way affirm that our expectation is that there will be a transfer process. The details and size of it will be discussed and um and determined at our hopefully our our next meeting um with uh information formally released by the

end of February or something like that. so that we have something concrete that I I my expectation based off of the discussion based off of the feedback that we've been presented so far and that I've uh looked at is that there will be some form of transfer process um and that that it's the shape and size of it that's to be determined at this point. And so so that families, we aren't saying no, we don't have one right now, but that we're we're refining the details of what it would look like. Um, and that will be coming out soon. >> So our next meeting is February, no, I'm sorry, the 9th and um then March would be March what? Ninth again, right? Yeah. Um would we like to say we will have a operational transfer

policy in place by March 9th? Can we all commit to that? >> I know Rachel because you've done all the policy. So you >> I really strongly recommend against saying we will absolutely have a decision by this date. I I would say that we could commit to that being our goal, that being our objective, that being the date that we're working for. We can do a self-imposed deadline, but we should not take a vote committing because what we're doing at that point is committing people's votes, and that isn't really >> okay. >> Great boardsmanship from my perspective. >> That's fine. >> Um, okay. Well, it is my goal to have a policy in place as soon as possible. Um, I hope that that helps with the phone calls that you all are receiving. Um, David,

>> I'm wondering um if it might be possible, you may already be doing this, Roberta, for anybody who is calling to ask about transfers. If you're taking down their contact information and saying that once we have something formally in place, um, we'll reach out to them with that information. That way, we can make sure that any family that's contacted us can get that as soon as possible. >> I think that's reasonable. >> Absolutely. >> Yes. To that. And um I'm get there are questions about when we say current transfer families, what about like a kindergartener of a current transfer family with multiple kids in the students in the district? Is that a current family or is it a new student from the board's perspective? >> I'd call that a current. >> Can you guys discuss

it? >> Is that a current student or I would call that a current student. What do you guys say? >> I am not going to tell somebody's little brother or sister they can't come. >> I won't. Lawrence, do you have an opinion about a kindergartener whose older siblings go here already? >> Can you mic up? >> I think they're same family home. I think they they can they can draw that. So we can we can accept that. >> Okay. Raise. >> Yes. Current family. >> David, >> um I am trying to remember back to the language that we said. Did we say current families or did we say current students? If if we said current students, >> we could just amend that to say current families to include that just so it's clear. >> Okay.

I also think it'd be nice to hear from our focus group and our community because that one is actually not the same thing. And when we've talked about it in the past, it hasn't been the same. We have talked about um when our consultant was here and other ones of the conversation of once you accept a kid, that is one message. Once you just say your entire family is accepted is another message. So I would prefer personally to wait and hear from focus groups on that point. >> UA do you have a thought about kindergarteners whose older siblings? >> I prefer that we keep the the last memo as it is. just commit to the current students as for the other ones and let's wait till February. >> Do we have a lot of kids

in that situation? Don't know yet. Okay. And Dea, procedurally, you're right. But you know, you also the reason I I say what I said so forcibly is because even though we haven't made those concrete decisions yet, people are still looking at this meeting now and wondering essentially where our hearts and minds lie. So >> true. The concern I have with anything is when we're being asked to vote in the moment and we've not shared that intent or plan ahead of time, we're not allowing the community to give us any response. And so currently, I appreciate the process where on Friday or Wednesday or whatever day, the community is informed of what we're planning to vote on on Monday. So if there's something that's a major concern, they're able to reach out to us. sitting here

in a meeting and saying, "Okay, suddenly we want to change a few things." I don't feel comfortable saying, "I'm just going to vote for whatever my opinion is." I was elected to represent others, and I would like that to be shared with the community so that is there if they do have concerns, they're allowed to have a voice and not just me. >> Rachel, >> I just want to make sure that I'm understanding this. Mrs. Mumpford, it is your position that our community would say to a family with say four children and three of them are already in our schools and they have a kindergartener that our community would say tell them to send that kindergartener to a TSC school. We don't care about the other three kids or the burden on the family to

do that. It's your position that that's what our community would tell us in response to that, which is probably not a lot of students. But I'm not saying I haven't heard from the community, so I don't know what they would say. >> Okay. >> But you but you reference the community all the time. Surely you hear from them as much as you reference them, right? >> When a community member contacts me and doesn't want their name to be shared with you, then yes, I do share that information with you. No one has reached out to me about this particular topic because this wasn't one that was on the agenda to be voted on about this. So I don't have an opinion at this point of the voted either way. David, >> I this is a

big messy complex issue. I think the issue of an additional child in in a few families is a relatively small constrained question that we've been elected by our community to make smart decisions. We we absolutely have to get their feedback. we absolutely have to bring things out um to them to make sure that their voices are heard. I also think that we we have been elected to make smart decisions um especially when they're um smaller in scope. And I think that the issue with um families who have children already in our schools as transfer students and an incoming uh kindergartener is a relatively small decision that affects only a small a few families um directly. uh and that giving them the clarity that their kindergartener or future kindergartener um will be able to enroll here

next year along with all their other children who we've already said we will will retain. Um I I I think making that modification is part of the broader scope of what we were talking about with these two. Um, and so I would be okay with us making that that modification to make sure that um those families know that their kindergarteners, future kindergarteners will be able to tell next year. >> Rachel and then you >> I just have a question. I thought of this as I was sitting here. Do we have only West Lafayette Community School Corporation students in the preschool? So, if I am interpreting this correctly from a family's perspective, I can have my three oldest children in the schools in West Lafayette and they're allowed to come back and I can pay to

have a child in our prek program, but I cannot if we were not to deal with this, I cannot put them into a kindergarten class or I don't know that I can. Is that how a family would receive us? We have one. >> Okay. So, we have one family in which we are saying we would like your money, please, to be in our prek program, but when we come to kindergarten, we no longer want you eventually. Okay. I just thanks for that. I I'm glad to know there's only one. >> You just have clarification question. What are we discussing right now? We we passed the item 13. So this new sibling issue is not >> about tableabling the item 14, >> right? And then can we just vote on that? Then we discuss that. So

as for the sibling one, I think we can just discuss it in February because it's different from 13, right? >> There's the vote table on number 14, the new transfer students. One more. There we go. Okay, that's fine. Uh, Dr. Grryer, how about your superintendent report? Sorry, I caught you off guard, didn't I? >> Let me hit stop there. >> You actually didn't catch me off guard at all. Uh, I wanted to go back up at the top because I was going to when we open the meeting just uh say a few words to you all. Um, you have a certificate and gifts at your seat uh in honor of board appreciation month. So, please accept those as small tokens of our gratitude to you. Um, more importantly, thank you for your care. Thank you

for your time and your professionalism that you bring on behalf of our students, our staff, and our community. Your commitment to public education in general means a lot to us. And your thoughtful leadership and willingness to listen and lead with integrity make our district stronger. We're truly grateful for each of you. And we know that it takes a lot of time to be a board member. So, thank you. Thank you. >> Um, >> then I wasn't done. Sorry. >> Sorry. No, you pregnant. >> I just wanted I wanted to start there because I that's what I was gonna say in the opening, but >> thank you. >> Thanking us after all that >> healthy dialogue. I'd also like to give a quick update regarding our scheduled community forums. We've talked about that a little bit

um prior. Uh we want to gather more input from families during these community forums. So, we have a virtual forum scheduled for tomorrow at 700 pm, then an optional in-person staff meeting on January 14th at 4 p.m. and a virtual public forum on January 15th at noon. As reviewed with the facilitator in December, the survey results, uh, this data is similar to what we talked about earlier tonight. uh we saw that um a majority support a controlled transfer policy of some sort. Clearly they want input to provide input and they want to um they want it transparent and they want it reviewed annually as we as we talked about or particularly uh transfers uh in general reviewed annually and we we've done that in the past. We want to get things in writing and we

know our public uh wants that from the current data that we've collected. So based on this feedback, our facilitator is going to lead community discussions to gather stakeholder input on considerations for a fair and transparent policy that the board might consider. Following the forums, uh we'll provide an update in Friday notes from our facilitator and the work that she's done for us. And then we want to hold a public um work session for Mrs. Austin's uh request and the board clearly wants that and it makes sense that you would want that a public public um work session or or a works board work session. We had it scheduled for January 26th, but it makes sense that the board would want uh Mrs. Austin or Mrs. Julian through Mrs. Austin's direction to get some dates that

work for the board so that board members who choose to attend if not all of them can participate in that work session where we'd like to have the facilitator come too and present uh from her perspective uh just to keep the board focused on that outside presence and data collection through those uh meetings. And then from there, the board will have information to make an informed decision regarding the policy related to transfers. A reminder that uh school is not in session on Monday, January 19th in observance of Martin Luther King Jr. Day. And I'm going to have uh Mrs. Roth at this time conclude the soup. What' I say? >> Mrs. Roth. >> Did I say Mrs. Okay, Mrs. Croc is going to present on um accounts payable and fund reports and then we'll open

it up if you guys have questions. >> Thank you. >> I could have her read it. That's fine. >> Could you pass that on to Mrs. Roth, please? >> Claims for the period of December 4th through January 2nd total $8,614,48622 including regular corporation expenses and the Wash Valley Education Center expenses. Please note that this period of time includes our debt service payments which are due in June and December annually. Of this amount, $2,926,9487 cents were paid towards wages, salaries, and benefits. I provide the final fund report for November 2025. In your board packets, total cash on hand and all funds was $29,488,558. The education fund had a cash balance of $7,815,371. The December 2025 fund report is preliminary as we are still conducting year-end processes. Um cash flow through the month of November showing the

flow of revenue and expenses for the education referendum operations fund is also included in your packets. >> All right. Uh Dea Dr. Grer. >> Okay. >> Um how many participants do you have signed up for each um focus group? >> I'm gonna look to Mrs. R because she's got access to that data. I know it was 65 in one virtual and I think around 75 in another. That may have changed at the very end. And then teachers, I think uh that's changed some too. >> She's going to pull it up right now for us. And >> that's a rough guesstimate. My understanding is if the numbers got high, we were going to make it smaller because 65 people, not even every person can make one small comment, let alone answer all those questions. So there's

a there's a process that they follow to collect the information and then she's uh if she does it similar to the way that Adam did it, he collected in group and then reported out and then took comments. Is that correct? Yeah. So if it's determined there needs to be more. We didn't I didn't I don't recall saying that but if we want to break it down we we could. I just the thought in the last meeting when we talked about this that that was a concern that I had brought up was when you have 65 people show up to me that shows you have a lot of people that want to be heard and how does one consultant who's supposed to be gathering information here from 65 people. So, um, to me that's concerning that

we're going to have community members not feel heard when it's over and consider what would be options so that they all do. Do do we have say if you didn't get heard we'll have a future listening session? I don't know. But I those numbers are very high for a virtual sessation for everyone to feel heard. So give give us the answers first and then or the answer to the question regarding numbers and then um we're meeting with our con with the consultant tomorrow to talk about the questions and the process that she's going to follow and we can raise that question but what are the numbers Mrs. R. >> Thank you. >> Also while you're doing that on the virtual meeting that's what the Q&A box can be used for. But there'll be plenty of

opportunity for people to put in their input there. >> May I say something? >> Sure. Um so uh maybe the the consultant already think about that issue and but just to share my experience when I had a college meeting for my work and we frequently use a breakout rooms and uh um share the Google docs for people to enter information and uh kind of for the breakout rooms is a small group where they sign a leader who take notes and report back to the bigger group or maybe they can also share their group discussion with the consultant so the consultant can have the consolidated feedback. Oh, by the way that that document can be shared with everyone so everyone can see other groups discussion and so to make it transparent. >> I appreciate that Dr.

Yan. We will absolutely bring that up when we talk about the numbers and express the concern that we want to make sure that the board wants to make sure all voices voices are heard. That's kind of what I was envisioning regarding a breakout group. Um but you're right, the the technology would allow them to go off into a group and collect that information. So, um we will have that discussion tomorrow uh and figure out how we're going to ensure voices are heard. >> Rachel, I don't I think Mrs. I think Dr. Ian was gonna make another comment >> just very quick. Maybe I missed it, but I I signed up for one of the meetings for the public, but it only allowed her to sign up for one. Will we get the Zoom link for

for the other public I mean the public meetings so as for us to be listeners in those sessions if we want to. >> I think that the any board member that signed up, they got an invitation to that one. Is that correct? >> The invitation. >> Can you turn on your microphone, please? I'm sorry. >> The invitation with the information for tomorrow's meeting was sent out today to anyone who signed up. >> Um, let me look. Okay. >> Dr. Rener. Um I know that initially we had hoped that Adam would be able to continue on because we're very pleased with his services and that you went out to solicit this other group. Um while I do agree that that is a rather largesized focus group, I would just like to understand from you, do you

believe that you have hired a an individual or group that are professionals and do this gathering of information from community focused groups as part of their normal job? I believe that we can express the things that we're talking about right now and together we'll make a decision that meets the board's >> needs. >> But I just I think the question I'm asking you and maybe I'm not being direct enough, but are the people that you have hired to do this competent? Do you believe them to be? >> I I believe they're competent. >> Okay. Um and do you believe that they have expertise in leading focus groups and assembling data? I believe they will be able to do that for us. >> Okay. So, I really appreciate you're trying to refine that to accommodate our

the board's additional questions, but I also would just like to affirm with you that I believe that you I agree with you that you've hired a competent firm to do this work and I trust that they will give us a report that will be beneficial to our decision- making. So, thank you for your efforts on that. >> Thank you. Fisha, do you have a report UA to you from Glass? >> Meet the GR glass meeting will be in February 17. So, >> okay. Thank you, David. >> Yes. Uh, just quick update, parks and rack, things are going very smoothly. I wanted I haven't done this before. I wanted to share some general numbers about the wellness center. Um, I know it's almost 8:30, but I thought that these were really interesting, exciting numbers. Um they

currently have uh 4,155 uh or so sorry in October there were um 1,00 or 4,155 total active membership units plus another 1,216 uh family family membership units. Um there's a total number of 8,000 there were a total of about 8,641 total active members in a given month. There are about 26,000 uh or so total scans of memberships of people coming in and out of that building. Um as of I believe the beginning of November that came out to about 256,000 individual scans at the wellness center. Um it keeps growing um and it it's really busy. Every time I go in, there are tons of people there. U it's a really great facility and what um I think is a great example of something that um when the community gets together to build something um can

be a really great asset to our community. And so I want us to continue uh making sure that we can keep building that relationship um with Parks and Wreck as we talk about things like Happy Hollow and the shared space that we have over there because there can be some really wonderful things that we do in that space if we intentionally work together. >> That's all I have. It was a 14-minute meeting last month. >> Wow. Makes up for this. Next month, can you report it in total calories burned >> at the meeting? >> Yeah, instead of that many scans, total calories burned would be fun. >> All right, you're up, Rachel. >> Um, yeah, so a couple things. Just ISBA legislative updates. Um, please keep an eye to your email. Um, they're in session

and they're sending out those updates and they're generally helpful. Um, also be aware that if there are calls to action, those will come out labeled as such. um if they have need for us to reach out to legislators on uh e education issues. Um from the West Lafayette Ed Foundation, the scholarship application is now open until February the second. So they are really looking forward to awarding scholarships to the class of 2026. Um as you know, it's always a wonderful celebration on graduation week. Um the end of the year challenge match was very successful. They raised over $22,700. Um, West Lafayette Ed Foundation is grateful to the donor and the donor does wish to remain anonymous. Um, they provided a wonderful opportunity to boost the foundation's annual fund. And finally, please mark your calendars. The

annual Scarlet and Grey dinner and auction is on Saturday, March the 28th at the Stables Event Center. Um, please add the event to your calendar and plan to attend. It is important to have the board present um for this important annual fundraisers. Tickets will go on sale later this month. Um, sponsorship opportunities are also available. If you have a business that would like to sponsor, you can contact Wendy for details. Um, and finally, I'll just throw this out there to the board, but uh, if you're not a routine giver to the West Lafayette Schools Education Foundation, it is meaningful if the foundation is able to say that they have financial support from 100% of their board members. It doesn't even need to be a large donation, but some contribution to the foundation um can help

them represent a unity that certainly exists in a very material way. So, I would just put that in your brains for some thought if you are not already a regular giver to the foundation. And that is all I have today. >> Thank you, Lawrence. No report. All right, George. >> You got it. So, the Indiana legislature is in session right now. There is a lot going on. There are a lot of proposals um in both the House and the Senate. Um some of them or many of them haven't reached second reading. So, some of what I mentioned might not make it out of committee or make it past second reading. But some of the things to be aware of um there is once again a proposal to require displaying the Judeo-Christian ten commandments in schools.

Uh they are considering a more comprehensive ban on student mobile devices in schools and alongside that um a potential proposal to allow parents to set increased boundaries on schoolisssued devices. I'm not sure technically how they would work that out, but that's a proposal. Um, Indiana now has a privacy law. It doesn't it doesn't extend to us since we are subject to the pre-existing state laws and federal laws, but it is something to watch out for particularly for our vendors. Um, and in odd news, there is a proposal. I'm not sure what kind of support it has to allow certain kinds of advertising on school buses. So, if we're looking for sponsorship opportunities, um I I don't know if we're going to be able to accept one from DraftKings. So, our school buses will probably not

be brought to you by FanDuel or DraftKings or anything like that. But if we are so inclined, um, we can have school buses sponsored by, say, Lucas Oil or Purdue Global. You know, >> Mars, the school buses are still required by federal law to be yellow. So >> Oh, good. Okay. Well, then there goes that idea. >> Wow. >> Question. >> Yeah. Um, regarding uh the policy on mobile devices, um, is it possible for us to get any information about the ad administration's perspective, not right now, on how that might affect um, any instructional activities in school, maybe from Mr. Rogers. Um, at some point if as this moves further along just because I know that some of the concern last year that was brought up was that sometimes we are using those mobile devices

for educational purposes and given that this restricts it more um it might be informative for us on how we can respond regarding that policy. Before you do that, Sean, I want to say um part of that proposal, and I didn't say it to save time, but since you asked, um part of that proposal, and I don't know if it came out of the House or the Senate, was to start having schools issue certain mobile devices. I don't think they're going to require us to issue phones, but um for example, if you have an iPhone or an Android app, uh if we had um Android or um Android tablets or iPads to have the school issue those instead and do it that way. I don't know how much traction that proposal has, but it is something

that they considered. >> That sounds an awful lot like an unfunded mandate, George. Is that how you would interpret that? I mean, you live in Indiana. You should be used to that by now, right? >> Um, as Dr. Grryer mentioned, we'll send out a request to find a time that Sher Switzer, the coordinator, can meet with us, and the meeting will be on YouTube if any board members are unable to attend if anyone has any questions for me. I'd be happy to carry those to the meeting on your behalf. Um board teacher discussion was cancelled in December and I was unfortunately unable to attend the redevelopment commission commission meeting last month due to illness. Um our next meeting will be on February 9th as I mentioned earlier or work session at 5 if we need

it and the regular meeting at 6. And with that I move uh that we adjourn. Is there a second? All right. Thank you. We are adjourned at >> No, we don't. Do we really? I have so many damn buttons. All right, there. Vote. Great. We're still adjourned at 8:33. >> And then we're moving on to our next >> Oh, you're kidding me. >> Oh, and we're back. And we're back. Lawrence, that one's you. So, there you go. You need a little tapper, too. >> Yeah, probably. >> Oh, you got to turn on your mic. >> Okay. So it's it's 8:34 Monday, January 20 uh January 12, 2026. Uh it's um the annual meeting of the board of finance come to the order. Now all board members are members of uh board of finance. Uh so

we will have um start our meeting and the first thing on the business is select the officers and the first things we will select the president for the upcoming years. So uh I may need nominations. >> I nominate you Lawrence. >> Okay. Okay. So do we have any other nominations? >> Nope. You're stuck. >> Okay. And then we just uh we can roll call just from Deja and then we can do >> you want me to do the vote >> vote is okay. Yeah, let's do the vote. >> There you go. >> Okay, >> I have the score at seven out of seven. So you're good. >> Good. Thank you. Seven out of seven. So uh Mr. Wong elect again as a as a president of board of finance. >> Okay. So next one will

be the election of um secretary for board of finance. So any uh nominations >> I'll nominate Dea to continue. >> I'll second. >> Here comes the vote. >> Any other nomination? >> Accept the nomination. >> Oh, do you have to accept it? Okay. >> Okay. typically. Yeah. >> I mean, >> I just Okay, we got seven seven. So, Deja will be the uh secretary for board of finance for 2026. Congratulations. Okay. So, next uh item on the business uh is the invest investing officers report and the investment register. This It needs to >> the school district holds accounts with Huntington National Bank and had investments through Huntington Trust in 2020. Sorry, my eyes are getting old. So, um, interest earned on all accounts for the period of December 1st, 2024 through November 30th, 2025 totaled

$741,4525, which is more than last year. Once again, um, we probably won't have that continue though, so just prepare you. Uh, a breakdown of monthly interest on all accounts is included in your board packets. Currently, the district has seven certificates of deposit and one treasury bill that will mature over the next two years with interest rates from 3.67% and 51 5.1%. We will continue to invest with the highest rates possible as CDs and bills mature, but as you can tell, interest rates are starting to fall and we have limited options on what we can invest in and there's no vote that's needed for the investing officer's report. So uh next item on the agenda will be the fiscal uh indicators report. Okay. Uh the fiscal and qualitative indicators committee was established under house enrolled act

2391315 in 2018 to develop indicators used to evaluate the financial condition of school corporations. Indiana code 51378 requires Indiana school corporations to present the report on these indicators for review by the board at the public board meet public board meeting in January when the board of finance convenes. Fiscal indicators I'm sharing this evening are located on the distress unit of appeals board's website under the fiscal indicators section. Everybody has a report that looks almost exactly like this just different data. Um like to draw your attention to the first graph um outlines average daily membership or ADM for the school corporation showing both the fall count and the spring count. These counts are what our school school tuition support funding from the state is based upon. The graph shows data through the 2024 2025 school year.

As you can see the ADM increased slightly from 1516 through the 18/19 school year and has leveled off and decreased since. Please also remember the ADM does not include students receiving educational services at West Lafayette from other districts. Moving on to the second indicator. Um second indicator was new last year um and shows the demographics of our ADM students broken down by free reduced lunch, special education, English language learner percentage. While they added it new last year, they didn't update it for this year. So um it's still the same as it was last year. Um so yeah, it's still um through 232 24. The state has not updated the indicators at this time to reflect the 2425 school year. Um the third indicator graph shows year-end fund balances across all different types of funds. Notice

the bright green and light pink for federal funds typically run in the negative as they are reimbursement funds. Overall, the school corporation maintains appropriate and healthy cash balances in its funds to maintain operations if there were ever an emergency. We expect there to be an overall decrease in fund balances of our major budgeted funds for the 2025 calendar year after completing year end. So when I talk about the major budgeted funds, that's what we talk about during the budget workshop. So the education fund, the operations fund, the referendum fund, the debt service fund. Okay. The fourth indicator graph shows the annual deficit or surplus for the district for all funds. Total revenue is indicated in the first column. Total expenses are shown in the second column with the third column showing the difference between the

two. As a whole, the school corporation ended 2024 with surplus across all funds due in part to the healthy cash balances that we maintain. Please remember that this includes all funds including federal funds that typically run in the negative. The fifth indicator shows the combination of budgeted fund cash balances, the education operations referendum and rainy day with the exception of debt service as compared to total expenditures in those funds. The absolute minimum percentage for the industry is 8.3% or the equivalent of one month of expenses. More acceptable industry standards call for three months to even six months worth of expenditures as a cash balance. school corporation has historically done a great job conserving cash for emergencies, especially since we have a referendum fund. The six indicator graph shows revenue by type for each calendar year.

As you can see, total revenue has seen a slight increase over the years with a small decrease in 2022 due to the federal stimulus funds ending. The largest section in blue, state revenue, has remained fairly steady over time. Local tax revenue has seen an increase over the past couple of years due to the increase in assessed values through 2024. This will level off for 2025 and expected to start falling. If you reference our policy analytics report on the uh property tax reform revenue also increased in 2024 as a whole due to the receipt of our geo bond funds in 2024. And then the last indicator graph shows our operating referendum revenue as a percent of total revenue. As of the end of 2024, our operating referendum amounted to 15.9% of total revenue across all funds

for the school corporation. Um total funds went up because the geo bond that year. So that skews that data a little bit compared to the year year prior. And that is our fiscal indicator report through 2024. Yeah. Thank you, M. Crank. Anybody have questions uh regarding the >> wildly exciting? >> I have I have a quick question uh regarding that uh uh deficit or surplus. I I understand that's the 2020 uh 24 we have a pretty nice uh surplus. That's uh great. And I also understand for 2025 we are not finalized yet. So can you uh have a kind of estimations for this 2025? >> Um I expect that that that percentage will go up for 2025 because we didn't add any geo bond. We're talking about the referendum fund. Correct. >> No. Uh the

the the fund balance uh the yeah deficit or surplus or deficit. Yeah. This this yeah this graph I see this we have pretty nice uh uh surplus for 2020. >> Okay. It's the annual deficit. Let me sorry I'm not thinking clearly yet. Let me go back and look at my my notes. Um the annual and so that's for all funds. So that includes our self- insurance fund. Um and a lot of other funds that typically have a cash balance. Yeah. >> Um it won't be as big of a surplus. >> Might possibly be a deficit. I haven't finalized every everything yet to be able to tell you that. >> Yeah. underestimate uh according u >> and the budgeted funds we will have a decrease. >> Yeah. So you think uh we may still have some

supplies. >> Okay. Thank you. Anybody any other questions? No. And then uh we have no other business. So I need a motion to adjourn. >> Motion to adjurnn. >> Okay. Let's vote. >> We got it. >> Okay. 7 no 0.
