001Right. Thanks and welcome everyone. We'll start with a word of prayer from Jill and then we'll do the pledge of allegiance. >> Our heavenly father, as we gather here tonight, we ask that you guide us in our decision making. Tonight, We will be voting on many things. We will be voting on staff contracts and we ask that you uplift our staff as they work tirelessly to positively impact our students. Lord, we will be voting tonight to approve budgets, policies, and curriculum. We ask your guidance that we may make informed and wise decisions. We pray for our students that they will have open minds, a willingness to learn, and please let all our students know that they are valued and loved. Finally, we ask that you touch our leaders from federal, state, and local levels who
002are making decisions affecting our students. We pray we pray that their choices will be guided by your will and focused on the good of our schools and students, not on personal or political agendas. We ask this in your son's name. Amen. >> I aliance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible with liberty and justice for all. >> All right. So we have the agenda or the opening and the collective bargaining meeting agenda. Correct? >> Yeah, that's correct. And there are no changes to that agenda. >> Approval for the agenda for the collective bargaining uh agreement. >> I'll second. >> Any questions? All in favor? I don't see any comments from the public tonight. So, we have a contract ratification. >>
003Yes. So, uh the first thing presented to you, I'm I'm going to go over the updates. First of all, I'd like to thank um Brad and the WA for our um negotiation process. Um it's great to be able to have a good working relationship with our our teachers and our teacher union. And um we uh feel pretty confident that we came to a a really nice uh contract especially as um the challenges are are faced uh here in in public education. Um and so um the proposed contract updates uh term of agreement is a two-year contract effective 7125 to 6:30 2027 with a reopener during the fall of 26 for salary wages board contribution to medical insurance and mutually agreed upon language. Um the salary and wages, the new salary scale range will be $46,650
004to $76,210. The previous range was 46,075,555. And then on the second page, is the entire scale. Uh teachers at the top of the scale, row X, will receive a $1,000 stipen for the 2526 school year. Average salary increases was $1,78562. with uh ECA stipens being calculated off the new starting teacher wage of 46650. Uh they have the salary factor increase or salary increase factors for year 1 and year two that are listed below. Um also for leaves uh parental leave is a four-week uh to be taken within 12 weeks of birth or adoption. Bereavement now includes miscarriages. Uh leave prior two or after school breaks of three or more days uh which are personal days. The employee will be charged two days. Sick days must be unplanned and noted from a medical provider. Um ECA
005changes. We are changing two positions that weren't used over the last couple years, which is high school speech and middle school newspaper, and adding the position of middle school Panther Tech and middle school assistant wrestling. Medical insurance, uh, the board contribution will be at a 2.25%. That's half of what the increase was, and those numbers are listed in front of you. And then on the back or the second page is the entire scale. So asking for your approval of the master agreement um for the 25 through 27 contract. >> I'll make a motion to approve the contract for the 2527 school years. >> I'll second. Any comments, questions? All in favor? Approval of 2526 compensation and benefit packets for support staff OT and PT and admin. >> So um we'll just do one at a
006time. Is that all right? >> That's fine. I didn't know how you going to do that. >> So uh the support staff agreement um basically there's a 3.39% increase for eligible employees. Uh there are exceptions listed there. Um specifically I'm not going to go through all of those. You've had a chance to review those. Um the school contribution for insurance plan is increased by that 2.25%. Um language and a lot of that uh was um around the the miscarriage and the bereavement and then also um the use of comp time in in theirs as well. And so um asking for your approval for the support staff um update. >> So move second. Any questions? All in favor? >> OT and PT. Um, very similar 3.39% increase for all eligible employees. Placement of salary schedule and
007table were changed to match those of the teachers. Um, and then the school contribution of the 2.25% to insurance. >> So moved. >> Second. >> Any questions? All in favor? Admin. And the admin, similar to the others, 3.39% increase for eligible administrators, mileage reimbursement to reflect the increase in mileage reimbursement rate, and the 260day staff members with the option to claim unclaimed or unused portion of the mileage reimbursement to be paid to them as part of their first payroll. after the contract year. Uh this provision does not apply to K-SEK personnel or to employees who are assigned corporation vehicles. >> I'll make a motion to approve. >> Second. Any questions? All in favor that is the closing of the Bucky Bargain meeting. So again, thanks both WA and Brad and Mark and your team as
008well. Yeah, thank you to the uh administrative team. I know Cindy, uh Kyle, Barrett, and myself were on that team. And thanks to Brad's team. That was uh we finished in a day. Um it was a long day. Yeah. And we had uh Chick-fil-A uh for lunch, so that was a fun little bonus there. But it was it was a good day. And we appreciate the relationship uh that we have with our teachers and support staff. So, >> all right. Thank you. All right. Now we're on to the opening of the normal the regularly scheduled schoolboard meeting. We have the agenda for the night. >> Yes. There are no changes to the agenda for this evening's meeting. I'll approve. >> Second. >> Any questions? All in favor? Minutes? >> Make a motion to approve the
009minutes stated. >> Second. >> Any questions? All in favor? And now we're up to mission moments. >> All right. So, we have the middle school today to present our uh mission moment. So, thank you, Mr. Flickinger and uh teachers for joining us. All right. I'm just going to introduce these guys. Um Ryan Barryman and Kevin Pax, two of our eighth grade social studies teachers. I was kind of hoping they'd show up in costume tonight, but I understand. Um >> they're in the picture. Just want to give them a big shout out for all their hard work and dedication. Um, and I'll let them show you kind of what they've been working on together here. >> Thanks for having us here. Um, what we uh wanted to highlight as part of our uh PLC is a
010role play that Barryman and I do every year. Uh, we've been working on this for what do you say nine ten years? Yeah. And uh so we've incorporated this as part of our assessment tool uh on our power standards um for you know assessing how kids are coming along and their understanding of of the rebellion. Uh so we we do this role play the second continental congress um where they reenact delegates at the congress and they are going to be debating whether or not to declare independence. So, uh, do I just work? >> Technology is awesome when it works. Okay. All right. Um, so, uh, we have a few slides prepared for you and we're just going to kind of run down, uh, through the task and, uh, the process, the assessment. Uh, but the
011task that we assign to kids is, uh, from the perspective of a patriot, a moderate, or a loyalist. So, we're getting all perspectives in here. Students have to effectively debate their position in a one minute speech and they have to use specific evidence from primary sources that we use in the classroom along with uh videos and classroom notes. So um they they debate this. We open up the uh big room which is the room uh that the language and social studies rooms share. So he has his classroom in there. I have mine and we have about 50 to 60 kids in there. So, and they're all dressed up and and they look great. So, we'll move on to the the next slide and Mr. Barryman will take over for this. >> So, um our approach
012Kevin and I try to work together as much as we can. Um like he said, we've we've been doing this for 10 years. Um what's exciting for our kids is to bring those two hallways together. The way the setup is, I've got half, he's got half, but when we do this and we bring those kids together, just kind of create some electricity um amongst the kids and they get excited about this. So, we use this as really like the end of the nine weeks, kind of our um assessment tool um because this is what we're building to the whole time, which we'll talk about the process here in a second. But the advantages of us doing this um is it's authentic, it's active. Um the kids have their specific role that they research that person
013and they know the specifics of that character. We've got some information that we provide provide for them. They each individually write their own speech. So, nothing is canned. It's not shared. everybody's authentic in what they're creating within their own speech and what they're giving in that room. So, um it's great for us. One thing that we try to do in the um middle school with our uh history classes is we really want to push public speaking. It's kind of a lost art and we all know that we're hiding behind screens all the time. So, we try to get the kids uncomfortable, right? They're uncomfortable to get comfortable. So, that's what's exciting about this. Kids get a little nervous. We kind of build up to it and then it's showtime and and it's great. But, it's
014great to work with Kevin. We collaborate with each other often. Um, we use our PLC time to to build up on these things. Um, we Kevin and I work well together. Just I want to hit on the PLC process. I think that's what you guys kind of want to hear about and maybe know um how that works for us. But Kevin and I worked together before I ever came to the school. So, I've been here for 15 years. But Kevin and I used to do um a collaboration where we did a Civil War day when he was teaching here at Western. I was at Northwestern. So, we've been working together all these years. And then um when I'm in the classroom here, when I come over here, I kind of synthesize and all works together.
015But we do this together. Uh we do um some different projects together. We do uh common craft um video together. We do these little puppet show things together to try to engage the kids to be active. And so that's what we're trying to accomplish with this. Um but the biggest thing for us is like getting the students in a position to be authentic and then those students learn from each other in this project. So, um it's kind of the approach that we take. >> All right. And next slide, please. Um here we just want to show you the standards that we really hit on. These would be considered our boulders when we're talking about the PLC process. So, we really hit on the causes and effects of the American Rebellion. Uh when we talk about
016the Declaration of Independence, we get into the principles of government. And, you know, those are those are pretty complicated uh concepts for eighth graders. But when they know that they have to prepare for a role play where they're having to get up and give a speech, you get their attention pretty quickly. So I I I think we just find that they're more engaged. Then we also talk about uh civic virtues and other democratic principles. >> So uh we've got the sequence up here kind of how this works out in our classrooms. It's really almost a four-week uh unit that we run. So, we really pick up from the end of the French and Indian War where the British and the colonists win and then it's building to the rebellion. So, you can see it's an
01718-day process. Uh Kevin and I will kind of roll out the the nuts and bolts and the information for about two weeks where we're teaching the concepts of rebellion and the actions and reactions for both both sides building up to our role play and then we'll roll it out. So, that's kind of the exciting day when the kids get to see who their um delegates are and and what it's all about. So, we will um give the kids the information, give them their character, kind of get them acquainted to what we're trying to do. Some of them, like Kevin said, are moderate, some of them are actually radical, some are uh more conservative. And so, they learn those concepts. We kind of teach what that means to the kids. Um and we we push that
018out and we discuss kind of what this is going to look like. We show them a script of what we're going to follow, how they're going to be seated in the room. Um the room is set up where we open the wall and you've got New York sitting on one side and Delaware here and Virginia and so the kids are sitting amongst their delegates the colonies that they represent. So we we push that out to the kids so they can kind of get an idea of it. We'll show them videos of what we're actually doing and student experiences and and um presentations of the past just so they get a feel for what's going on. And then we get into what they're going to wear um what the expectations are and then we go through
019the whole process of you know researching getting the the speeches built, rough drafts practices. Um we ask that they speak British uh with British accents which the kids push back on that and then when they do it they have a lot of fun. So we'll practice that. We'll revise, peer edit, that kind of stuff. And then we'll bring the kids together. We actually rehearse. Um the script is basic where we get started. Um you know, Thomas Jefferson gives us a weather report. There's different things like that. But then we discuss five topics that we debate. The first one is where the kids will stand up and give their speeches. And so once we get to that point, the kids start volunteering and it's 50 speeches of a minute to a minute and a half um
020where the kids are active in their role. So it's it's really exciting. But that's kind of the sequence sequence we go to uh go through. Um but it's almost a four-week process. So all right, uh we wanted to show you uh our rubric that we use. They're assessed on uh four different things here. Uh their props and uh their costume. So we, you know, we go through fashion of the time. Uh their role. Do they argue from their point of view and use um actual specific evidence? Elecution. They're speaking loudly, confidently, and uh using that British accent, which to me is like the best part of this whole unit, trying to teach the kids how to speak with a British accent, getting kids to say, "I want a bottle." And you know, at first, like
021Barryman said, they they're like, "Oh, no. We don't want to do it." But they they they were really really good at it when when they did it. And then, of course, they they meet the time requirement. >> So, we have videos here. Um, this is a video we put together that shows some speeches from this year. [Music] >> The second conference of Congress in the city of Philadelphia is now in session. July 1776. The Honorable John Hancock of Massachusetts President. >> Thank you, Mr. Secretary. Please call the RO. >> Georgia, >> South Carolina. Mr. Secretary, >> North Carolina >> here. Mr. Secretary, >> Virginia, I understand the law well. As colonist, we must consider, are we truly ready for the responsibility of war that independence would bring? I admit the British have wronged us. But
022at times, we've also provoked them when we dump 90,000 pounds of tea into the harbor. We should have expected consequences, and now we face trade restrictions, new taxes, and more British troops. We cannot pretend to be so innocent either now have no other than to say it or turn out to be great also on our act of 1763 forced loyal patriots to quarter soldiers in their houses. These acts are a blatant use of privacy and an intrusion of power. We are separated once or we will all fall into ruins. >> None of your backwards minds need to be independent. Bring tax far less than those living in Britain. And you all decide to escalate the situation with your foolish actions. You harass an innocent working man by toying and feathering him. And in your outrage
023after the proclamation of 1763, you all host the lawyers. You are all far too ignorant to lead any united nation you speak of. Independence is a mistake and we cannot win war against the greatest power on earth. Think about that. >> There's no reason anybody should be unhappy with Great Britain to be with us. These troops risk their lives in April of 1775 to acquire gunpowder, ammunition, and weapons to keep all of us safe. And if you count to my statement with any events such as the Boston Massacre, they were simply protecting us from those who would harm our community. Thank you, Congress, for listening to my statements. Obviously, they're much more agreeable than whatever John Adams had to say. Because I am younger, therefore more recently educated with more correct opinions, but for the
024sake of unity, I support the independence measure. [Music] Furthermore, great Britain has taxed our citizens a fortune because the citizens cannot bridge cannot suffice for themselves. The town acts, stamp act and tea act are all laws that have declined economic benefits of citizens. Not to mention the Boston Tea Party in which the sons of liberty dump 342 tested seat into the gentlemen. Most of the south I believe speaks with one voice. We will not send a declaration unless the offending passages on slavery are excised. The states must decide the question of slavery themselves. We must be practical. Self-interest is the ruling principle of nations. As you New England hypocrites won't admit, you brought the slaves to us on your ships. If we endorse this document as it is now written, perhaps it will ruin our
025economy. Strike the passages condemning the king's acceptance of the slave trade or we will leave Congress. Mr. Rutland, slavery is a doomed institution. You know that we are hypocrites when we, you hold slaves. Yet we write all men are created equal. But sir, we need your southern brethren to support this issue on independence. But we must have unity. Mr. President, we have Thomas. We must have Mr. Thompson scratch out the offending passages. But mark my word, Mr. Rutled. Before a century has passed, slavery will be a diverse issue between north and south. People of our future will never forgive us. >> Thank you. >> The vote to separate from Britain to form our own nation is 32 votes in support of the proposal and three votes against the proposal. The measure is adopted. We are
026a new country. All right, that's kind of our presentation. I will say Kevin and I um last year did the Virginia plan and New Jersey plan. >> We wrote another role play for um we're going to work on one probably for reconstruction at the end of the year because we the kids do get into this and they do enjoy the active role play. So um we're using our PLC time to build to that as we go. We met last week for half a day and we're working on our vertical alignment and we're work going to work on putting together another uh presentation or role play. So, thank you. >> Does the board have any questions? >> Yes. >> Can we send this to Washington so they can see how they're supposed to be acting? >>
027Not a bad idea. >> All right. Anything else? Yeah, >> great job. >> Thank you guys. Great job. >> All right, we're up to Panther Pride. >> Yes. So, we have um our employees of the month. So, we'll start with the primary school and um All right, Sa Sandy Bookmiller and we have All right, Susie, you're going to present today. >> I am. >> Right on. >> We're very excited with uh the students and staff we get to share with you this evening. Um, Sandy was nominated by Kaylee O'Neal. Um, sorry. Uh, Kaylee writes, "Sandy goes above and beyond for staff and her students. She is new in this position. However, it comes so natural to her. She builds relationships with the students where they feel safe with her. She is always willing to change
028her schedule if needed and is always working on a new activity for the students. Pumpkin day was a big hit today." Sandy does not have to be asked to take initiative to begin or work with students. I'm so lucky to have her in my room and so are the students. We love our bookie. >> Thank you. [Applause] >> You go around. Start with Mr. B. >> Thank you. Thank you very much. Thank you. Thank you. I didn't see >> congratulations. >> All right. >> Looks like you're going to have the floor for a little bit here. >> I am. I am. I'm excited. >> Kristen Hoover >> with Mrs. Hoover. She was nominated by Katie Divine. She wrote, "Mrs. Hoover is an amazing teacher. She cares so much for the education and well-being of the
029students at Western. She goes be above and beyond to plan activities for me when I push into the classroom and has made me feel especially welcome to work with her. Pushing into her class is the best part of my day and I always look forward to it. She has also helped support me during my first year aiding jumpstart. She is well deserving of this award and will continue to do great things for this school. Congratulations. [Applause] >> You can just call Leo up and keep going. >> Mrs. Bully and Leo, come on up here, buddy. >> I'll treat you. Right. This team right here. Okay. So, I nominated Leo Mix for the student of the month award because not only is Leo an amazing student, but he sets a very high standard for himself as
030a little human. To know Leo is to love him. He lights up every room he walks into and he's the best role model for his peers. Uh just one little example, I'll never forget the first day of school when we went out to recess and the other kids, you know, they're so excited and immediately ran out to play and see their friends for the first time after a summer and I noticed Leo walking up and down the playground. He was picking up all the trash. um he was picking it up and throwing it away and he said it's our job to make sure that the earth is clean. So I'm like okay, you know, you're right. I started picking it up with him. Um so he wanted to make sure that our playground was clean
031before he even went out to play. He's truly one of a kind in between being not only academically successful, he's just a great kiddo all around. Leo gives 120% each and every single day. [Applause] I like >> I like ice cream. >> Good job, Leo. Hey, good job, buddy. We might have to hire you. >> All right, we'll take Western Intermediate School. All right, I have Ender Sullivan here with me and it is my pleasure that I nominate Ender for Western Intermediate Student of the Month for October. Ender is the visual definition of a star student. He is calm, collected, and responsible. I love his easygoing personality that allows him to have fun, but gets down to business when necessary. Ender walks into my classroom daily with a smile on his face, ready to face
032whatever challenges I may throw at him. He does a terrific job at engaging in the activities and pulling his weight when it comes to teamwork. Not only is Ender a standout student visually, but he's an excellent student when it comes to academics. I can always count on him to try his best on every assignment and ask for help when needed. I love that at the very young age of 11, he quite possibly is more responsible than I am. I can always count on Ender to do the right thing at the right time. Whether that's coming into the classroom and getting started on his DLR right away to doing an early finisher task that is approved or simply picking up a book and reading it. His love for learning is contagious. He does everything asked of
033him with a smile on his face and he puts forth his best best effort every single time. Ender has also become one of my right-handed man men. He is a huge help when I need my coffee from my desk, when I forget where I laid my papers for the 10th time, right down to passing out papers quickly and setting timers for activities. I can literally count on him for countless things and I'm so happy that I had the pleasure of having him two years in a row. I cannot wait to see what the future holds for him. He's going to do great things and I can only hope that I'm privy to seeing him accomplish all of the all that he is capable of. That is why is with great pleasure that I nominate Ender
034for Student of the Month for Western Intermediate School. [Applause] Hey, great job. Congratulations. >> All right. Now, Western Middle School, >> Miss Andrea Turner is only% award. So, um I have Darla and I met Darla when she was a sixth grader and we've been working together this um year and she was nominated by uh Mrs. Z Johnson who is the support staff in my classroom. She's probably my right hand when I need help with stuff. Um, we had talked about this and the whole change that there's been in Darla from last year to this year and her perseverance and her willingness to push through is phenomenal. She has not given up on any assignment that's been handed her and there are times some of the math problems have been a challenge but she has rose
035into it and she stayed engaged with it the whole time. Um, so we discussed that um, she strives for success. She comes to school ready to go with all of her work. Her iPad's charged. She's got everything she needs. Um she'll ask questions, she'll answer questions, she'll help her peers. Um she um has this radiant smile if you haven't seen it. And it will light up a rib. You can have a bad day, but not when Darla comes around. Um if you need that extra kind of support, that nudge, whatever, um she's willing to get it. She'll help me find my coffee cup when I leave it in the classroom. uh walk away from it and that I can't find it again. So, she's also helped with that and of course we laugh about that.
036Um with her peers, she supports them, she encourages them, she does not let him stop when there's a challenge. Um especially with math, the language arts, um it doesn't matter what the task is, she is always there to support him. So, um it's an absolute pleasure to have her in my class um and to work with her this year. So, congratulations Congratulations. [Applause] >> Thank you. Get that cap on >> always. >> All right. Western High School. >> All right. So, Ivy couldn't make it. That's okay. Uh, she still very much deserves this nomination. So, I've only known her a short time. Um, but she's always seems to put a smile on my face when she walks in. It's always happy greetings. It's always, "Hi, Mrs. Husband." I'm like, "Oh, hi." like even if you're
037having the worst day, that smile just radiates everything. She actively engages in the lesson, which in high school I very much appreciate. Um, and her curiosity makes teaching fun. So, she'll always ask questions that aren't even in the scope of what we're learn, is this what happens in this situation? I'm like, yeah, that's totally it. So, that actually makes me eager to want to teach her more. Um, she always listens. She's eager to help her peers. Um, it's that smile that just lights up the room. If you're having a bad day, just come into my third period biology class. I promise you it'll be great. >> She's smart, curious, attentive, and I couldn't ask for a better student. >> I'll walk around and get the gift card. >> All right. So if you for the
038u student of the month or the month can you're welcome to leave or stick around the rest of the meeting. Get apple cider slushy. >> We hear things. >> Did you guys all hear that? >> If I would >> make sure your diet coke doesn't spill on it, too. >> You know, the cap's always good. The lid was on. >> All right. So, next on the agenda is public comment. We have no one on signed up on to potential bond information and discussion. >> Yes. So on the uh potential bond information discussion, uh we are asking for um your approval to advertise uh two different bonds. Uh I'll start with the 2026 bond. Um and that basically would be um to advertise the intermediate school and outdoor facility renovation and update and equipping project. So
039asking for your approval to start that process to advertise the 2026 bond. >> I'll make a motion to approve. Are we doing them together? >> We'll do them separate. Yeah. >> Okay. >> Can I continue? So, I'll make a motion to approve to the advertisement of that bond, the 2026 bond. >> I second. >> Any questions? >> All in favor? 2830 bond. >> And then, uh, the second one is a 28-30 district-wide facility renovation, repair, upgrade, and equipping project. Um again to just advertise that we would be starting the bond proceedings. >> Make a motion we accept the bond advertisement. >> Second. >> Any questions? >> Uh just remind us the approval process. >> Yes. So um next month and Kyle you might have to help me on this one because my memor is not
040solid on this. Next month we will have a presentation uh from uh Mr. Quacam Bush um on uh the bonds themselves the the whole process uh that takes place. Uh we will have um a dollar figure on those bonds to then uh go through um there's uh the um there's a waiting period. Um I'm blanking here. >> The public hearing. >> Public hearing. Thank you. >> For next month, >> yeah, the public hearing and then we will have um basically from that window we will have about a twomonth process before then we would go to an approval. I believe on that we will on this next meeting we will actually have the calendar for all of the dates for the bond process. This one's just advertised, but our hope is that we would be able
041to for the 2026 bond be able to issue that bond um in the summer after we get that AV count. >> So, they're on different schedule though. >> They'll be on the same schedule. The difference is the the 2026 bond we will hopefully authorize and issue. The 28-30 bond we would authorize but not issue. Correct. >> And and so then what we'll do is uh when Mr. Quacam Bush and Mr. Thurber will be here next month, we'll have the whole timeline. This just starts the advertisement part where we will put it out into the paper. We will then also put it into uh onto our website. We'll have our public hearing from public hearing. There's the period of um petition remmonstrance and we'll go through those steps. But we'll weigh all those out next month
042with Mr. Quabush. >> Any other questions? All in favor? >> Yes. All right, up to reports. Director of finance sky. >> Yep. In the month balance for September total 21,114,4775. Uh investments that we still have in CDs total $68,845. Interest earned at the bank for September uh from First Farmers $69,599.65. We did have two CDs mature at the end of the month. Uh the first over a 12-month period interest earned was $28,37452. Uh the second one which was bond funds totaled $91,442. The fund totals then with the CDs total 21,785,32265. Payroll claims that are being submitted for your approval for this month total 1,483,612.76. The vendor claims that are being submitted for your approval as well total 2,ion182,12948. Uh few other things to report out. I've spoken in the past about Red Rover and our
043implementation of subhiring with that system. Uh we were able to figure out this month that if we compare right now to last year, we have 58 more subdays filled uh using the system, which is one part of it. Uh the second part and probably the bigger part uh is Dana and Vicki uh getting very aggressive at increasing our sub pool so that we have more subs to fill those spots. Uh, one of the things that will pend your approval when we get to the personnel is we're going to start using that for select aid positions uh to make sure that we have kind of continuity of instruction if you will in key positions mainly special ed where we recognize a need. I also report out that the the TX uh TX receiving of funds I'll
044call it that for the 2425 school year are complete. uh we were able to bring in a collect $11,37584. However, I'll mention that number is not telling of the of the whole because a bigger portion I don't think a stretches say close to double of that. Uh we realize when we send out the TX notification when people realize, oh shoot, I haven't paid yet and they pay. Uh big shout out to the ECAs and the work they do for this to happen. An even bigger shout out to Laura who's got to do the biggest lift to make sure that we get the initial file upload which is pretty extensive to put together. But then also making sure that we are updating that each week as we end last year. Within the next month we'll start
045to put together that same spreadsheet for this year. I'll also report out that our first first farmers uh interest agreement is ending at the first of next month. I met with the Hurst farmers team last week to discuss what a new rate agreement could look like. Uh they kind of documented what our needs, desires once were. Uh they're going to go back to their finance team and then give us a proposal in the next week or two. So hopefully by next board meeting, I'll have something to report out of what our new rate agreement will look like for the next year, possibly two years. If you have any questions, more than happy to answer. Otherwise, you've got my supporting documentation. I submit for your approval. >> Make a motion to accept. >> Second >> finance
046report. >> Any questions? >> I had a question. >> Yeah. Um I don't know if this is even a consideration or if it's too soon to know, but are we saving any money with Red Rover over our old system? Do you know? >> Yes. >> Okay. >> Yeah. There was there's the cost savings kind of the >> favorable exchange if you will of what we were paying the old system versus this system. There is cost savings there. It's not as much. I'd argue the bigger cost savings is kind of what we spoke to and that's probably hard harder to quantify. Uh we are having more subs filled which means teachers don't have to fill those positions during their prep which means they're free to to plan. So I I think the bigger impact is the
047quantitative the instructional impact of it. allows us to maintain that quality of instruction K through 12. >> Yeah, I would I would echo that. The educational environment is much better because we're filling those at a higher rate and and I would echo what Kyle said with Vicki and Dana because Barrett and I will do the subs and we are doing a lot of sub interviews right now which is great. uh we're meeting a lot of really nice people that are willing to come in and fill those gaps for us. So, that's been a a great um change for us. >> Any other questions? All in favor? Thank you, Kyle. Director of exceptional learnings and testing. >> All right, the button press. We're all good. Um you've had an opportunity to to see my report. Um
048some highlights from this month. um just meeting with um our EL staff to kind of get class lists organized and um who's taking care of what kids at what building. Um we've also um our title staff in the primary and intermediate. We've met met with Nathan Williamson from Macy organization um to try to work on moving from our targeted to schoolwide. He's coming October 30th to do a site visit and some interviews. Um it'll be very low-key, but um it should be very good to kind of figure out how we're going to move towards that. Um I learned checkpoints are hot and heavy right now. We're ending the first one here at the uh beginning of November. I think November 14th. Um and then the second one, second session starts pretty much right away. So
049we're working on figuring out when we're doing those checkpoints. Then special ed is just continuing case conferences um and power school updates. Um but I do have to our administrator in the building have been very helpful as far as um helping chair conferences. So that's kind of freed me up for some other pieces of my job for sure. So pending um any questions or comments? Um just board approval for that document. >> The total is 370. Wait, is that average? Is that normal or is that high? >> Um I would say that's about average. Um it's it seems to be that it gets a little bit more every month, but we have initial case conferences. We have preschoolers that turn three all year long. Um so I was just trying to get kind of an
050average and 25 of those 37 the first month were movein students. So um we'll see how it keeps going and >> Okay. Thank you. Any other questions? >> Thank you. >> Great. >> Yes. Uh good evening. Just wanted to highlight a few items. Um we actually um put on here looking at -ate. We um are starting to put together some items for -ate for category 2. Um I know I mentioned that last meeting. This is where we start to um look at actual equipment we're going to um list in that RFP. Um which also we're looking at um last night we started a first part of upgrading our internet speed. We're going to double it from one gig to two gigs. um that's going to help um tremendously at certain times when um iPads are
051all on one time and when they're all updating. Um that's going to help big time there. Um so that's process that is still um ongoing. We had the first step done last night and the next step will probably be right after fall break. Um so we're looking at then going to two gigs at that point and it allows us to grow easier as um as the years go on as well to increase our bandwidth. Um, another item we're we're working on a lot of, uh, day-to-day things right now. A lot of, um, projects, updating PCs and labs, um, tickets, um, helping with, we just finished up, um, Amy actually just finished up state reporting with, um, the, um, membership as well, I think. Was that that was just this last part, too. Um, um, we
052work pretty close together on on the state reporting stuff, too. So, um, which I appreciate, um, Lindsay and Amy and all of the the board of the offices, um, helping to make sure that data is right, um, is a huge huge task. So, um, I don't have any other items right now. Anybody have any questions for me? >> Yes. The gigabyte in speed increase, is that part of the Barrier cable change benefit or not? >> We've had Barrycom for this is our second year. They are actually our our underlying carrier provider. So they provide the actual physical connection, right, to the internet. ENA actually is our internet service provider. So they kind of work. There's two vendors there that work hand in hand. >> I thought they were bringing that new cable into the U
053sports uh stand. So >> yes, that's an additional. So yes, so that's actually from this building to the the press box is an actual cable. That's Barry Com's cable, but they ran that for us. Okay. >> Um, so it's actually our cable whereas the internet is coming over their own equipment. So yeah. >> All right. Thanks. >> I had one question. >> Yeah. Um, oftentimes when we're looking at the board packet, we get set documents and then we can't open them and we have to ask permission. >> Is is there a way to not have to ask permission for each one? >> Um, it depends on how those are being shared with you. Not really. Um there's no way to do a blanket share. It really depends on how that's being presented to you through
054Google Docs. Um if it's a in a report, the the the one sending the report or or putting the link in there has to make sure that it's accessible or save it as a PDF and and and be attach it as the actual document that way. There's different ways we can do that. if there's certain ones we can talk through and see if we can get that. >> I just wonder. >> Yeah. >> I'll say that most often when I get a document request from a board member, it's typically because you're logged into your personal Google account where you need to be in your western account. >> I could I open the mission moment tonight when I was in here. I'm on my western account. >> That could be tricky too. >> Anything else? Thank
055you, Craig. Uh, Mr. Barrett, you're you're up next. Thank you, Mr. Gaskins. Appreciate it. >> Thank you and good evening to everybody. Just a couple of high >> Thank you. highlights or low lightss here. Um, for school safety, uh, big thanks to uh, Walgreens. They came out and did a staff uh, flu shot clinic for us on September 17th. Um, so that was great to offer to our staff and we had quite a few that came and take took advantage of that. Also, uh, big thanks to our teachers, administrators, and staff. We had our Alice lock down drill on September 30th and that went um very well hoping that we don't ever have to use that. But um the the staff did a great job there. On transportation, uh we do have two new buses
056that we ordered in time. So those will not be charged an extra tariff fee. So a big thanks to the board for approving that in a timely manner. We greatly appreciate it. Uh currently our um bus drivers are conducting uh bus training for our elementary kids because this week is elementary bus safety week. And just a big thank you to the staff and the administration for taking um time out of their day to allow our bus drivers to go over with them some safety uh items with the kids. I really feel like just taking that extra time allows the kids, especially when it starts getting dark out to keep a helpful eye on the bus when it's coming. U one interesting thing that I I saw that I'll share as I ride with the buses
057sometimes, um our kids and drivers, uh when you drive at night, it it's very very hard. And when you drive in the morning, a lot of times it's difficult, but the kids will actually turn the flashlights on their phone when the bus is coming. so they can see it. So, I mean, just just kind of a cool thing that, you know, not everybody would do in every school system, but just hats off to our drivers. I mean, they make great connections with the kids and um those are those are fun opportunities to share with you where technology has worked in our favor. So, uh update on curriculum. Um, I know that thanks to Kyle and Mark, we've kind of teamed with some of the administrators um to put on a little PD for our staff
058um hopefully coming up based on curriculum. Um so we're working with an outside vendor and we're looking forward to that so we can um just help Western be a better place for our kids. Uh, final thing that I wanted to share with you guys, if you wouldn't mind, Craig, just a real quick um, share on our PLC data sheets that are starting to heat up now that our teachers have settled in, our kids have settled in, and they're starting to do formative assessments. Um, thank you, Craig. I appreciate it. The one the one thing that we've done just to give you kind of a a higher level view um as as the teachers are giving these formative assessments um after they've created and and ided their essential standards uh they're they're sharing their data sheets
059with their principles. That's an expectation um that the principles are asking them to do for every single um essential standard. And then what the principles are doing, they're reviewing it and then dropping it into one of these four folders here. Um, if we pick on the middle school, um, and Eric, so they drop these in here. So that way, um, Mark and I are able to hop on here, see them at a moment's notice, also be able to share these things with you. Um, so, you know, if we go to look at October, for example, you can see there's some of them that have been dropped in already. Um, and then when we click on these, this brings us to just a great snapshot for us. I know it doesn't seem like much. Um, we're
060trying to take baby steps here, but for example, this would be sixth grade science. Um, you'll see the essential standard. They put that right here, which for science would be, you know, looking at constructing and performing investigations, scientific method, things like that. um you look at the total number of kids that were tested and then you look at the total number of kids that were proficient. So out of 199 they tested 181 received 80% or better which is fantastic. Um when you look at down here this tier 2 intervention, so out of these 199 you had 18 that were not at the 80 percentile. So again, we're guaranteeing that these standards are being taught and the kids are mastering them. So the question always is, what are we doing with these 18 kids? Well, as
061a teacher, you have to go back and you have to try to retach it to them to get them to understand it. Um, so after they did that a second time, 15 of those 18 uh mastered it with an 80% or more, and that just left three, then obviously they sit back down with those kids. And in the end, you want to make sure that your kids understand the standard because, as Miss Hulet um mentioned on the checkpoints that they're seeing through the state, these are things that they're seeing. So, if we can guarantee that they've got this information, um our ultimate goal is that they're going to do well um on tests, but also in life. Um so, again, just wanted to kind of give you guys a bit of a snapshot here. here.
062I don't want to monopolize any more time, but just kind of wanted to let you guys know what we're doing on our end when it comes to uh curriculum. So, uh that is my report for this month pending your questions. >> Thanks for sharing, Barry. Anybody have any questions? >> I I did. Um is the PLC data is that just with the core classes or that every class doing that? >> So, it would be right now what we're looking at, Jill, we we want all of them to do it because they're all important. I'm talking even, you know, we're talking whether it's a STEM class, we're talking if it's specials, if it's the core four. Um, I know right now our main focus just as a as a collective admin group is is our science,
063social studies, math, and English. Um, but the other groups are doing it and that is an expectation for them. Um, for example, one group that I feel like has been working hard or making a lot of progress. Um, for a lot of times it might be, okay, well, what about in PE or what about some of these classes? what are they doing to help these kids get some of this? Um, I know a lot of them are working on like employability skills so that way that they can work on, you know, hey, how to do a resume, how to do things like that just so we can try to help them and it's important to show what we're teaching them that there is growth. So, to answer your question, Jill, yes, all teachers are expected
064to do that. >> Thank you. >> You're welcome. >> Any other questions? >> Thank you, Barrett. >> Thank you, >> Mark. Superintendent report. >> Yeah, thank you. um you've had a moment to look at my um report. I did want to um thank the Lions Club, Frank Faulner, and Daryl Maple for their participation in the Liberty Day presentation. They did a really nice job. Um and I'll can answer any questions on those other pieces, but I did want to uh jump down. We did do a survey on culture and climate and the learning environment and safety for both students and staff as part of our strategic plan. and just wanted to give you a couple highlights from um those uh surveys. Um in the student climate and culture survey, a couple of the key findings
065and strengths, uh 94% of our elementary students indicated that they can ask their teacher for help and feel their teacher listens to and values their ideas. Um, elementary students reported high access to supportive peers with 95% of their friends uh or 95% noting that they have friends to talk to when sad or worried. Um, trusted adult connections at the secondary level. Uh, secondary students consistently affirmed having at least one trusted adult at the school, reinforcing the presence of strong mentorship opportunities, opportunities for engagement. uh secondary students responded respondents highlighted strong availability to extracurricular and interestbased opportunities promoting student involvement and belonging and then nearly 75% of the secondary students felt the school provided adequate academic and social resources and encouraged them towards achieving their goals. couple of the areas of improvement in that survey. Uh
066elementary peer kindness was the lowest scoring item of the elementary students and secondary student respect was uh the lowest rated domain in that survey. So a couple areas of uh improvement or focus that we can look at and start making uh some steps to address. Um when it comes to the students safety and learning environment survey, some key findings in strength. Um high overall perception of safety. The majority of both elementary and secondary students reported feeling safe or very safe at school. Uh visible adult supervision at the elementary school level. 72% reported seeing adults ensuring safety every day. Um strong staff support. Over 80% of elementary students felt teachers and adults cared deeply about their safety, while many secondary students rated staff as responding effectively or very effectively to their concerns. Positive facility maintenance. Secondary
067students overwhelmingly agreed that schools physical environment is well-maintained and safe with very well-maintained as being the most common response. And then emotional well-being in younger students. Uh more than onethird of the elementary students reported feeling excited to attend school every day, suggesting early enthusiasm for learning. A couple areas of improvement uh included peer conflict. Um confidence in reporting concerns that was mainly among secondary students. uh portion a notable portion indicated low or no confidence in reporting bullying threats or highlighting trust and communication gaps. So an area there that we'll need to look at on how we might uh highlight uh reporting a little bit more effectively. Um when it comes to the staff climate and culture survey, um a strong 78% of respondents agreed or strongly agreed that their role contributes meaningfully to the school's
068success. Um 72% of staff reported comfort in contributing ideas during discussions. 70% of staff feel supported by their leadership in achieving their professional goals. Um 72% of the respondents agreed to u or strongly agree agreed that leadership treats staff with fairness and respect and 82% of staff feel comfortable reaching out uh for help or guidance um refor reinforcing a supportive environment. a couple areas uh of improvement, professional development opportunities. Uh 28% of staff were neutral and 5% disagreed that opportunities for professional growth uh was a challenge. And then also um just resources um 66% agreed or strongly agreed that they have sufficient resources while 26% were neutral or disagreed in that. So areas of improvement with culture and climate and then with staff learning environment and safety. Um strong awareness of safety polic policies. Uh
069low frequency and safety incidents. Majority of staff observed safety safety threatening incidents only rarely with very few re reporting frequent issues. Um leadership responsiveness. Um, a significant portion expressed confidence in leadership, suggesting effective responsive responsiveness to safety concerns. Um, positive student behavior. Most staff observed students interacting respectfully on a frequent or very frequent basis. Uh, which is a strong indicator of healthy peer environment. Even though the students might feel a little bit differently according to that, um, student survey. Um the uh student reporting confidence, many staff selected neutral regarding whether students feel comfortable reporting concerns. So that connects with what the students felt there as an area of uh concern. And then um um variability and physical safety perceptions, although most found measures adequate or very adequate, a smaller but meaningful group expressed only somewhat
070adequate adequate ratings on safety perceptions. So, a couple things there to note. One of the things that we will do is we will re redo that same survey in the spring to hopefully see, you know, higher better scores or some of the things that might be our concerns or areas that need to be addressed that we can address. Hopefully, we'll see improvement in addressing those uh things there. So, that is my report and um I am open to any kind of questions. Any questions? >> Who who's going to be deciding how to address the areas of concern? Is that going to be something you do? That's something that we will we'll take to our administrative team and talk through those to see, you know, how can we make it, you know, easier to, you know,
071do we need to put QR codes in the cafeteria on bullying or or, you know, needing help with u Meridian Health, you know, to reach out to certain people. Is there can we do more um you know I don't want to call it advertisement but you know put things out there to make things more aware but I want to talk to our building principles to see how we can make that more accessible to our students and and our staff so they can see that that's an effort to improve those those areas. >> Okay. Thanks. >> Were there just oh sorry >> sorry >> kudos to Mark and his staff for doing this survey. We've talked about this for as long as I can remember. We do one here and one there, but I mean consistently
072doing them. It's just a baseline. It's the change I think is what's >> Yeah. >> important. >> I agree. And and that's, you know, the the nice part about starting a new strategic plan, going through that process and highlighting these as key indicators and then um yeah, seeing seeing the difference. Now, what's what's really encouraging is our baseline is really positive. You know, the challenge is to continue to to hold that high standard and and meet those expectations. And so, but that's ultimately we want Western to be a place where people want to be, you know, the excellence in education. And so, um, we want that for our staff, we want that for our students, we want that for our community. And so, um, it's nice to have that baseline, but it's also going to
073be nice in the spring to kind of see what what happens. >> Sorry, am I did it have open-ended questions on it or were they all >> There was a place for at the end they could make different comments in that as well. Yeah. And the uh most common uh comment was none. So, but there were comments that we've been able to read through, but we're we're going to have a meeting here uh coming up after fall break to um meet with the administration and talk more uh in depth with this information. >> What was the response rate on that that actually took the >> Oh, goodness. Um we for the students it was in the thousands. I mean, we had a pretty high high number of that. the staff. Um, I would say that
074was about it was a little over a quarter. It wasn't as good as what I was hoping it would be, but the student rate was extremely high. >> Thanks. >> Any other questions? >> Thank you, Mark. Uh, approval of budgets. We'll have two approvals. We'll do the forms first and then the resolutions. linked are the copies of the form three and form B times now the last few months not these are the final forms for the 2026 budget and reflect on adopted amounts and tax rates through each of them individually form three is the notice to taxpayers which was published 10 days in advance of a public hearing meeting uh the actual date was at for that was August 26 in Gateway way. Form 4B presents the fiscal plan for the entire 18 months of
075the budget cycle, 6 months of the remaining 2025 calendar year and then all of 2026. And then form four is the resolution for appropriations and tax rates. Uh this form requires a vote and must be signed indicating your vote. Form four will be then what I upload to Gateway that gets our budget approved. Uh, I recommend your approval of the 2026 budget. >> Move to approve. >> Second. >> Any questions? >> All in favor? Resolutions? >> Yeah, we'll now move through four resolutions. I'll ask you to vote on each one individually. Uh, the first resolution will be our ED to ops transfer resolution. Uh this is renewing uh previous approvals resolutions uh that allows us to transfer up to 15% of all revenue although we're asking for permission to transfer all of up to 15%.
076Our intent as always has been to stay at 14%. Uh and in a sense, we've actually reduced this a little bit because as curriculum has been brought into the education fund, uh we carve that out individually, which is about $400,000, and don't take the 14% of that to put into operations. >> Make a motion we approve. >> Second. >> Any questions? All in favor? Thank you, Kyle. Resolution for bond bank fuel program. Uh, not yet. >> One more. Sorry, I skipped the page. Sorry, 15 sheets here. >> 2026 budget resolution should be our next one. Uh, this gives us the authority to make adjustments during the 1782 period. As a reminder, we advertise high and then through the process, they'll bring us down. They be in the DGF. Uh, we'll look at that and meet
077with our finance team. uh make sure that we are getting the rates and levies we want make any needed adjustments as a result. >> So moved on the bud budget resolution. >> Second. >> Any questions? >> All in favor transfer appropriation resolution. >> This one is going to allow us to make necessary transfers that are needed as we transition from the 2025 budget to the 2026 budget. Uh these transfers will be done at the end of the calendar year and then reported out within the January or February board meeting. >> So moved. >> Second. >> Any questions? All in favor? Transfer of amounts from education to sped. This like the other three is a renewal of a previously passed resolution. This one is newer than the other three. Uh we've passed this once before. I
078believe I'm looking at Susie was 3 months ago, but this renews it for the 2026 calendar year. Uh beginning this year, when I say this year, the 24-2 school year, uh for the first time, certain expenses were brought out of the Kasich Part B funds and are be being paid by the member co-op schools. Uh us as the headquarters of the co-op, uh shoulder the expense of those and then we invoice out to the other districts. A portion of that though is ours. We're the the biggest school, so it is the largest portion. Uh we have to do a transfer from the education fund to those funds that we are paying those individuals. Uh that is the the Kasich staff. Uh this resolution authorizes us to make that transfer. It also authorizes us to run
079the the fund if necessary in the negative uh as we move from one calendar year, one fiscal year to the next. Uh which the the state doesn't necessarily like, but if you have a resolution, they'll kind of say, "All right, you're running that as a grant fund, which all our grant funds run in similar fashion." That allows us to kind of run that in the negative until we get the the money from the invoices from the other member schools to bring it back into the positive. So moved. >> Second. >> Any questions? All in favor? >> Now we're ready for the bottom to >> Thank you very much. Appreciate it. Uh just looking for the board to consider a resolution. Uh this will be the fourth year that um I I've presented this to the
080board and I know Mark uh did it before me. Um really the bond fuel bank is a great opportunity for us. Um sometimes fuel prices will fluctuate a lot and this locks us in at a certain price. If fuel does go above that price um to a certain percent then they will actually cut us a check back. Um they do not do that. If it's below for obvious reasons, but um we would be applying for this for both gas and diesel. Uh gas would lock us in at $2.45 a gallon and diesel at $2.65. 65 cents a gallon. So, um that is my presentation uh for your consideration and hopeful approval. >> Make a motion we approve the fuel bond bank. >> Second. >> Any questions? >> All in favor? Curricular approval. >> Yes. So,
081we are asking for your approval on the high school human sexuality curriculum. Um it was posted supposed to be for 30 days. It's been a little under 60 days because we have about 28 days between board meetings and so this is the um uh time for approval. So asking for your approval on this curriculum. >> I'll make a motion to approve. >> I'll second it. >> Any questions? >> Uh yes. I wanted to bring before the board u a couple things I'd like to ask to consider revising in the curriculum would be to add some statements and strength of marriage relationships in there. Ironically, Neil has some of those statements already in their system and in the programs that we follow with our policies for them and I would like to see about adding both
082of those procedures about abstinence and about uh the strength of being married and the marital situation. Uh there are three sections and I've given you uh highlighted uh components about that that we'd like to see or I'd like to see sorry uh put into the commitment section of the lessons uh lesson two the promoting abstinence and then three the poster creating the poster. So I was like to ask for that consideration into adding that into the curriculum >> and and I was able to talk to Mr. Edwards about that um earlier and that's totally fine. Um, obviously the uh absinence part is part of state law as that's what schools um are required to teach and so we can definitely do all of those things. >> Okay, >> any other questions? >> That's good. >>
083All in favor? >> High school Spain trip request. >> Yes. making a request for your approval for a Spain trip. Uh, Mrs. Bright has generously um offered to host a group or take a group on a great educational experience. >> Am I reading that right? June 2027. >> Yes, that's correct. >> That's being very prepared. >> Uh, so moved. Yes. I'll make a motion to approve the trip. >> Any questions? >> I'll second it. >> Joy first. >> I was first. >> Did you do first? >> I was first. >> You guys didn't hear me. >> Um, any questions? >> All in favor? >> Yeah. One question. Do we have does the corporation bear any responsibility in this? What's our liability? >> Yeah, that um that's why they go through that third party. Just double
084checking. >> Yeah. >> All in favor? Field trip request. And this is a field trip request. I think this is the second year we've done this one, isn't it, Mr. Edwards? The fire conference. Uh FFA fire conference. >> So moved. >> I heard that. >> Second. >> Uh Dave, quick question. My son's in I still approve. I need to stayain. >> You can go ahead and approve it. Yeah. >> Okay. >> Any questions? >> All in favor? Neola. Board policies. >> Just uh this is our second read. Um so the board can choose to move this into a third read or approve on the second. Uh but there are 55 different policies that have uh been uh presented uh starting last month to now. So asking for um either I mean I guess second read
085or approval uh or to move to a third read or an approval. I guess it's up to the board to decide. >> I make a motion we approve it on the second read. Anyone object need a third reading? >> I second. >> Any questions about any of the policies? >> Yeah, I have one on the policy for volunteers. One of the things that I've asked for is that we have language in our coach's handbook about um inappropriate language and I think it it I've asked that be in the teachers handbook and student handbook and I think it should be in the volunteer this volunteer procedure so that they know what we expect of them. So I would make a request that that be added to the policy. Harry, which policy was that number? >> That's
0868120. >> 8120. >> I'm still trying to learn to navigate >> number and and that's read it earlier, >> Harry. That's we can make that consistent amongst all the things that we have. >> Do you have a question on so like volunteer coaching does this also include I know it's you know IHSAA but also include like clubs. So Panther Pack for example like >> well Pan Panther Pack is a separate entity. >> Okay. That's what I was curious on when it came. >> Yeah. Like there's there's some of those groups are separate 50. >> That's why I just want to make one. >> Any other questions? All in favor of the policies. Uh donations. >> Asking the board's approval for the generous donation. >> I move we accept the donations. >> Second it. >> Any
087questions? All in favor?
