just want to take a picture with our first president anybody else thank you great thank you I thought I made more sense to do it right now okay next we have item 3D approval of the minutes of the previous meetings and there are two meetings I actually found a couple of typos so I like to modify the 6th January or June June 6th meeting um in announcements it says Nathaniel Allen Nathaniel with an Al and I believe his name is e-l um and then the eighth board Workshop it says that all five trustees were in attendance and um minervo's not in attendance um and so with those modifications I would like to move to approve the minutes a second okay any questions regarding those minutes now that we've cleared those two two things okay all

in favor say I I I I those have been approved next it's on to approval of the board agenda for this evening I'll move to approve the board agenda for this evening oh second any questions regarding tonight's agenda all in favor say aye aye aye all right okay next we have other staff Communications and information um first we have the La Mesa Spring Valley statement in honor of pride month Juneteenth and the beginning of Summer um this month as we celebrate and affirm the rich diversity of our school communities we are saddened by the fact that our nation's public schools are increasingly in the headlines not for the life-affirming work of education but because of Specter that's because of the Specter of book bans and an increase in ideology driven attacks on teachers staff board

members and students themselves in response to such things we can think of nothing better than to celebrate all that June brings with the start of summer break the Juneteenth holiday and the celebration of Pride we want to make it clear that the La Mesa Spring Valley School District stands firmly in our commitment to equity inclusion and the affirmation of all members of our diverse Community we stand with all those who believe that every student every employee and every family deserves to be treated with dignity kindness and respect regardless of race gender identity sexual orientation or background the rich diversity of our community is something to be celebrated in honor of pride month we celebrate the valuable contributions of the lgbtq plus community lmsv strives to create a safe and affirming space where every student feels

welcomed supported and empowered to be their authentic self our commitment to promoting inclusivity extends beyond the month of June as we work to ensure that all students are embraced and celebrated for their unique identities with our lgbtq plus students and staff members we stand against all forms of sexist homophobic and transphobic discrimination and ideologies in honor of Juneteenth a district and national holiday dedicated to the celebration of freedom in commemoration of the emancipation of enslaved black Americans towards a more just and Equitable society and educational system we embrace the opportunity to educate our students about the history struggles and achievements of black Americans we stand against the systemic racism xenophobia and discrimination that has resulted in centuries of Oppression and marginalization finally we reaffirm our support for each and every student employee and Community member

who calls lmsv home all children deserve to be loved and affirmed for who they are as they are we are committed to a vision of inclusion empathy and kindness that celebrates and affirms the richness of The Human Experience and the incomparable worth of each and every child and member of our wonderfully diverse lmsp community thank you all right also included with staff Communications as a reminder about our TK enrollment um in the 2324 um school year a child is eligible for a TK if they have their fir their fifth birthday between September 2nd 2023 and April 2nd 2024. um and more information is available on our website but we are planning on offering TK at all of our schools all of our elementary schools I should say um also included is the 2023 preschool self-evaluation

and the 2023 California school dashboard with local indicators and all are attached with our board agenda online as well okay thank you moving on to item 4B we have report of action taken in closed session do we have anything to report yes the board voted unanimously to release the attached temporary employee included with the board item um and uh directed the superintendent or designee to serve notice to each employee as is required by law thank you next we have item 4C public comment I have one comment card Kathy do you have any others okay so first we have James Gonzalez hello good evening thank you board for and trustees for giving me the opportunity to speak my name is James Gonzalez I'm both a parent and a teacher here at lemis Arts Academy um I

Was Here recently speaking to uh to the dress code and the need uh for sound judgment when looking at revisions to the current dress code I recently looked at the proposed revisions to the dress code and I'm in agreement with much of it I do however see one area in need of attention I feel the section on headgear needs clarification and firsthand understanding quote as written headgear must not be worn in a manner that hides a student's face unless for religious health or other reasons approved by School administration examples hats Cody sunglasses masks Etc I understand having exceptions for religious health and administrative reasons this may seem like a trivial topic but at the middle school level this is a big issue taking this at face value the proposed dress code is saying that hats

and hoods can be worn as long as the student's face is not hidden currently at our school we allow hats and sunglasses during PE lunch and intermission with little to no issues our system works hoods on the other hand do hide a student's face my kids like to joke with me that I'm old school um that I need to change with the times I've heard this notion before and I agree I need to change with the times over my 20 years of teaching and coaching I've seen many changes with youth sports and education one of those changes that I wish were not needed was a need for campus safety we're spending millions of dollars across to all of our schools to ensure campus Safety and Security would enhance fencing single point entries yet we still

encounter unauthorized people on campuses by not allowing hoods to be well on up on on campus we essentially enable staff as well as other students to identify unauthorized persons on campus this this deterrent is not only effective but it costs the district absolutely nothing I humbly asked the school board to consider this area of the dress code as an area of need our student Safety and Security is our number one priority thank you thank you do we have anyone on Zoom with their hand up okay let's move on to item five a r oh I went too far our reports proposed dress code policy revisions what's on hey um so I just want to go briefly over the policy revisions and the regulation revisions that were made since our last meeting so as you recall

at our last meeting we were talking about the best way to kind of approach some of the conversations and concerns um both from students from board members and things that we heard from staff and so really the purpose of this revision as we walked away last two weeks ago was to try to provide Clarity to the existing policy and Regulation and to provide some language and direction for consistency of implementation and so I'm just going to kind of highlight the main pieces for you this is really the bulk of the changes there may be a couple of um phrases here or there that were edited but this is really the meat of the change so the first big thing to point out is the change in the diagram um so the i in each of

these I've overlaid current with proposed just so you can kind of see them differently one of the things to point out is in the current diagram versus the proposed the arms of the individual are down I'm just even for illustration purposes it shows what's intended and then we tried to get more specific in the descriptors but we took out language references like three to four inches in length because we felt like that led to some specificity that wasn't intended so now the diagram says the face is visible the tops has the top has straps or sleeves undergarments and private areas are not visible closed-toed shoes are worn we'll get to that more in a minute and then over on the other side it says the test is covered the mid section is covered the pelvic

region is covered finding the right terminology for that in a K-8 district is interesting um so then in the current uh board policy I'm going to read to you what's on the left and then talk to you about how we revised it the current policy says that clothing must cover this is the box from one armpit across to the other armpit an extended length to cover approximately three to four inches on the upper thighs tops must have shoulder straps rips or tears and clothing should be below the three to four inches on the upper thighs as referenced in the above because the diagram was above it um picture and that undergarments must not be visible so this is essentially how we talked about the Box um that shoes must be worn at all times and

should be safe for the school environment that's the piece that is ambiguous what just safe for the school environment not just the only piece but that's a piece that was ambiguous and then it references pajamas when we're talking about shoes bedrooms shoes or slippers shall not be worn except for school activities approved by the principal and then the third bullet is see-through mesh or skin tight garments must not be worn without appropriate coverage underneath or on top that meet the minimum requirements of the dress code listed in item number one that's the top bullet so the way we revised that is now the graphics below it instead of above as Illustrated in the graphic below students must wear clothing that fully covers the chest at approximately armpit level because an armpit is a wide span

and very few tops actually are squares there aren't very many boxes that we sell in stores that fully covers the chest at approximately armpit level mid section with arms down so we've clarified and pelvic region with the exception of shoulder straps arm undergarments must not be visible so if we've particularly called out the bra strap as an exception to undergarment that may be visible but otherwise our undergarments may not be visible private areas must not be visible so when you think about where it's specified rips tears Etc and clothing we're trying to be very specific private areas must not be visible tops must have shoulder straps or sleeves closed-toed shoes must be worn at all times and the reason we specified yes sorry to interrupt you I just because again like earlier if I don't

say it right now that's right okay but it it occurred to me um just now that I teach lab courses and I have closed toe shoe policies and this sometimes confuses people because closed-toed they think just means the toe right so things like slippers clogs Crocs will come in and they'll be like well technically it's closed tone I don't really know how to adjust that language so it's even more clear um but yeah I assume we also want to wrap around the heel so there's language later in the policy that talks about safety and um so honestly we went back and forth about shoes it initially said shoes must be worn at all times and then we had a lot of discussions about safe shoes and school appropriate shoes so a middle school example is

I'm leaning back in my chair and more times than you could probably count in a day that chair foot just lands right down on those toes right and so if I have open flip-flops that's a problem another example is I'm transitioning to a science class and I'm doing a lab and we need to make sure their feet are protected and so just stopping and changing shoes is really not feasible and it's a loss of instructional time as a former Elementary School principal I can tell you I told David that was when I was pretty um I was pretty diligent about because leaving a classroom and going to recess in flip-flops as a seven-year-old is really difficult there's often toe injuries difficulty climbing on playground equipment going out to PE then I'm figuring out which kids

are tying their shoes and which ones aren't in the time so it's really thinking about that but you're right there could be more specificity of does it require a heel strap but we're trying to that's when I think we get into this conversation about Crocs and Sport modes and things like that but the intent of close toed shoes and again it says that shoes also must remain on their feet so I think it's about ensuring that they're wearing shoes at all times so if I have shoes that are slipping off my feet that becomes a safety issue um and in any of these situations I think one of the things to consider is if I'm wearing clothing that is a safety issue so pants so baggy they're dragging on the ground and I'm tripping over

them that would be something I would want to have a conversation with somebody about and not because I was concerned about their choice of dress but because I would be concerned for their safety and I would want to keep them safe right my shoes were falling off when I was walking I would be concerned for their safety I wouldn't want to keep them safe um the last bullet then is a revision see-through and mesh clothing must have appropriate coverage underneath or on top and meet the minimum requirements listed above so a revision again trying to avoid some of the um things that we were worried about before that might have led us to one gender or another one body type or another we're really trying to be very conscious and careful about that um the

current uh policy talks about headgear including hats caps hoodie sunglasses and other head coverings not worn unless permitted for religious medical sun protection or other reasons by School administration and that clothing and accessories that endanger student or staff safety may not be worn but there are very few examples so the proposed to turn my page is that headgear must be must not be worn in a manner that hides a student's space so the um Clarity here was intended to address some of the safety concerns we heard about students who pull sweatshirts very closely over their face so intended to to create um visibility for face unless for religious health or other other reasons approved by schools so hats hoodies sunglasses masks Etc and then with the clothing and accessories we wanted to give examples specific

wallets chains spiked wristbands Etc to ensure that we were really clear because we were hearing that things were being allowed like chains to wallets um that shouldn't be if you think about accessories that might endanger safety so we wanted to be very clear about that and provide that Clarity and then we felt like it we needed to add that swimsuits were not permitted um kind of back to the skin tight clothing piece um this is really just it's a different type of clothing and unless it's a school activity that would involve water we wouldn't be utilizing swimsuits at school finally the last bullet um this is essentially the same language it's just reformatted for um grammar it's just Rewritten grammatically but it all the same bullets about um basically keeping our clothes free of hate

speech or anything that might imply such and then we added a new section to help us think about consistency of implementation this is straight out of one of the sample policies so we want to make sure that students are not required to kneel bend over or raise their arms to check clothing fit that the width of straps length of shorts or other worn articles shall not be measured that students shall not be called out for suspected dress code violations in front of other students students shall not be accused of distracting others with their body their clothing or their appearance that student dress code enforcement shall not result in unnecessary barriers to School attendance the school shall not have discretion to vary the requirements of the dress code in ways that lead to discrimination of any

student because of their race sex gender identity gender expression sexual orientation ethnicity religion household income body type or weight so really trying to help with fee implementation pieces for consistency and then finally um when with regard to school uniforms um the bolded language is what was added which is essentially to ensure that there's a process for reconsideration a minimum of every five years so that the existing School community that is part of that school reaffirms their commitment to wanting um school uniforms and that that continues as something that the school wants and so they would go through that process and continue to reaffirm that commitment and then ongoing process and so we talked about implementation and training our goal would then be to create a digital presentation that can just be shown to the staff

from Educational Services of with an overview of the changes and the expectations for implementation so that's kind of the highlights any questions for me in particular I have three questions I think the first one is similar to Caitlyn's question about the closed-toed shoes um I get the issues around flip-flops um but I think that there's some open-toed shoes that are still school appropriate like Kathy's shoes for example I was like trying to look around Forks Kathy's shoes are are open toed but like they still have the strap behind them and um and you know those wouldn't be falling off someone's um foot while they're going up you know play structure or whatnot um and so I am I go back and forth on that I think on on I I'm hesitant about that portion but

I'm curious once we discuss um on on everyone else's views on that um I think my other um but I think that you already did a little bit of a an explanation on that had had that been considered of like other is still school appropriate I think that kind of that other section that mentions um School administration May impose dress requirements to accommodate the needs of special school activities doing labs in science or whatnot would would fall under that where they could still yep you need to don't forget to wear your clothes toe shoes tomorrow for science right um what I I guess was was that part considered so yes I we we started with a more broad shoes must remain on at all times um and then we went through a process as we

talked about where we talked to some of our um some of our principals some of our association leadership and some teachers that they um brought in and just said like what do you think so the shoe clarification interestingly enough was a really big conversation um and when you talked it became like that it's really hard you can't play kickball with shoes like Kathy's wearing um you can't like you can't transition to PE at an elementary school level right and I say okay well then I guess we can change shoes and then I'm getting my head back into a classroom and I'm thinking I'm sitting with a bun even with a bunch of 10 year olds that's 20 minutes of time before we get out to PE that so that conversation became a conversation and then

I think okay then do we also want to talk about heel straps so I think this was just kind of the best sort of um compromise I don't know if compromise is the right word the best way we felt like we could word what um it previously said a school appropriate shoes to create the most Clarity in that situation um and then the headgear issue um I'm actually specifically concerned about the language and I think that the health side of things um kind of covers this but I think that the leaving it open for approved by School administration um has me a little bit concerned um you know at promotion there's still kids some kids wearing masks and so um I am concerned that if a school administration for whatever reason were to tell kids

not to wear masks um or that they're not appropriate or you know it's past that time um but the it feels still feels like I I want you know for my own safety and comfort um to still wear a mask I think that I'm I'm concerned about that um leaving that up for for debates still so I think you can tell me if I but I read it as religious comma Health comma or other reason approved by School administration right so a mask is a health reason and it is always something that students are going to be able to choose cool yeah um and then I actually don't remember what my third one was um these are all the things also that we'll talk about in the um training video that we would do because

we'd know exactly you know the same questions everyone has on each one of these so we'll definitely want to cover them training video that was my third question um so obviously it's not just staff that needs to be informed of the updates to the dress code um how is this going to get rolled out to the students so I think that once we figure out the best method to get it to staff then um we'll work with our principals on a lot of them for example have already printed the planners that have their dress codes in them so the last time we went through a revision we did an insert but most of the time they do assemblies and things like that where they talk about that at the beginning of the year so that

would be that messaging that would come in that way and then it typically is included then in their handbooks and things that they're sending out to families perfect thank you any other questions I think I think I just want to make sure that everybody is like on the same page when it comes to um you know what the new the new changes are going to be because I know um my kid was won the hoodie I know back then it wasn't like in there but it was in his IEP um and I know some kids use hoodies as a coping mechanism so and he was called out consistently about his hoodie and um and he still he's 18 and he still wears a hoodie all the time it's 100 degrees outside he have a hoodie

so I just want to make sure like he's like the kids that do use it are not consistently you know told hey take because he was told take off your hoodie right now and then it also didn't help that he had transitioned glasses so it was like sunglasses and hoodie and it's like yeah that's not gonna help your kid so I just want to make sure that that is something that um kids that are using that as a coping strategy it's not an issue well another thing that we talked about is that there's you know there's behaviors there's hoodies and then there's hoodies and there's hoodies and then there's hoodies and disengaging and like I I wonder if that kid has earbuds in all right like so there's behaviors and there's hey I need to

see your ears for a minute like there are things that we can do to encourage behaviors and I um have a lot of respect for the questions and concerns and I think there's a lot of things we need to think through and process through um and also I think some of that like in a classroom issue that there are some things that we can build in like okay I gotta see I have eyesight you know we have to continue um to expect those appropriate classroom behaviors that keep kids engaged and so kind of piggybacking on you the cue with the hoodie would be hey can you pull your hoodie back so I can see your face all right kids see your face you can't see here I need to check your ears yeah um okay

yeah well I was gonna say uh Diane and David thank you for uh taking the input of the board teachers students and uh I know you guys would have a lot of compromises to consider that yeah so like uh it's obviously been an improvement and uh you know I think a lot of people a lot of a lot of the comments were addressed about 100 but I think it was a a good effort and fair to uh to to update the policy as you have so thank you very much for your time and your effort thank you because it is it feels strange that one school in our district has a dress code um and uniforms uniform I mean um and and then it says in here that this would be um reconsidered and reviewed

by the principal staff parents Guardians a minimum of every five years so would we would the school that does have uniforms would that then would this dress code then kind of kick that in that they need to review their policy yeah I think they would need to then if if this then is approved then they would need to start that process so it's not going to change and certainly we wouldn't change anything hey it's June change something for that but I think the process of going through that I think it's quite a lengthy you know we'll take some time to get input and do that go through that process and so I think giving that time to go through that but yes that would be a process that would need to then be happen for

that school so that school Community would then decide whether they continue with their uniform or continue just with the district correct Jessica okay thank you and I think the new language says at least six months before like the parents and Guardians need to be um approved or notified so I think it's the type of thing from reading that that it's even you know when school starts back up in August it'll be six months after August so currently they would be able to start you know they would be able to implement anything it wouldn't be you know right when school starts or you know that that process would be I assume started in August right the the process at that at that school could be yeah yes something else that was um clarified in the uh

the main dress code policy that was um less clear in the current the original policy is that parents can exempt their children from the uniform policy it's part of the Education Code so it's required by law um but it was not very clear in our policy subsequently it wasn't very clear and the school student handbook so that's something else that will be very clear so that even if let's say the the school Community as a whole decides to continue with the uniform policy um it will be clear that you know people can exempt their children from the policy if they choose to however they will obviously have to adhere to the district's um overall General dress code policy okay any other questions for Dean okay so we can move on to new business this is

um board policy revision dress and grooming so at this point we would be able to vote to implement this revisions to the dress code yes I moved to approve item 6A oh second do we have any other discussion or questions before we vote I was just wondering if we wanted to discuss the shoes issue if anyone else had differing opinions on the shoes but that was that's all I'm ready to vote if everyone else is ready to vote are you good okay so all in favor of approving the revised board policy and regulation for dress and grooming say I I I I okay next is new business business services business consent items I move to approve item 7A my second any questions or discussion regarding the consent items okay all in favor say aye aye

aye aye aye okay item 7B um it's an annual resolution the temporary interfund transfers District governmental funds I moved to approve item um 7B Jennifer would you mind just giving a quick summary thank you sure no problem so um school districts have fund accounting and we have our general fund another example of a fund would be like our Child Nutrition fund and if say depending on timing of State reimbursements um at payroll for example um the Child Nutrition fund may need a temporary borrowing of cash to cover payroll and so we would do a temporary transfer that's an example of what a transfer could be and then it's repaid whenever the cash is put in it's a standard practice that we use so to clarify this is just allowing you to if you need to

correct utilize this yes I'll second okay and Kathy this is an actual roll call vote do you want me just to do it like regular okay so all in favor say aye aye aye aye aye hey next is item 7c it's another annual resolution temporary transfer of funds and agreement through County Treasury And to clarify this is the same kind of a thing but with the County Treasury that's right so if all of our funds were short on cash we could go to the county and borrow cool I'll move to approve the annual resolution temporary transfer of funds um with County Treasury oh second um any other questions moving forward okay all in favor say I I I I I next is item 7D an annual resolution for the education protection account I moved to

approve item 17. I'll second any questions or clarification okay all in favor say I I I I next item 7e is our annual it's an annual action item of the 2023 through 2024 District budget really quick Jennifer did I call you Jen earlier I feel like my brain just I don't know okay if you did okay this is my actual boss is Jen and then I just like had a moment where I was like did I so she called you Kate though and that's me then it'll be even worse yet if she called you Tiffany um Jennifer could you there's a couple of things and I know that they're always on here um can you give us just the one-liner on on the things that we are not met on um and why we should

not be concerned to not be met um I'm pulling up the document is there one in particular we have 6A and 6B other revenues and other expenditures let's look at 6A um since that's the first one so there's like a a standard variation from year to year typically that that will be in place for it and if you exceed it or you you don't come and meet it then it'll flag it and so for example for this one for other revenues um they're this the state federal or federal or other state so in this current school year we had um the one-time block grant expenditures of about 20 million they're one time they're not going to be in the 2324 budget so because those are not included it gets um it Flags it so that's

one example of an anomaly if you will outside of a standard range of change each year so it's not something we should be concerned you should not be concerned about cool and then other expenditures I assume is kind of similar we have one-time monies that were able to be used or are now able to be used or what that fluctuates that's right cool so we'll need a motion in a second a motion to approve items seven oh yeah 70. uh the 2023 2024 District budget a second any additional questions I just want to thank um Jennifer and your team for all of the work that gets put into the budget every year with you know especially this year not knowing what the state budget is going to look like even more than formal Years thank

you it is truly the team the fiscal Services team is amazing thank you oh the other question one question um do you foresee that we're going to have to use our 45 days um I mean we don't have a budget yet from the state level but um do we have any kind of a it's likely it's unlikely you know no I'm not gonna I don't have a prediction yeah don't do a 45-day budget we'll come back with a um a report for the board on what is ultimately adopted by the state because there's so much right now that's in the air is in terms of Education funding it's just all over the place and then we would incorporate changes at the first interim report perfect thank you did you second one second okay I just

want to make sure we had a motion in a second okay all in favor um say I I I I I all right item sevenf is a resolution it's an emergency waiver on a public project all move to approve 7f emergency waiver on the public project a second any questions regarding this item okay all in favor say I I I I I this is a roll call phone we do is it real cool I asked for clarification on the first one like do you need to say our names or can we just go in this way so we kept going okay item eight new business Educational Services we have the item 8A is our Educational Services consent items I move to approve the educational services consent items oh second any questions regarding these consent items

um could you give us a little bit of information on the safe School ambassadors um yeah um we actually started this year with the safe School ambassadors training part of our jpa partnership with the San Diego County Office of Education they provide it free so we were able to send it out to our schools and going into next year we have 13 schools that are choosing um to participate so we give it as an option to them because it does require some commitment on their part besides the the training to have that um but they select student leaders and they attended training and they become ambassadors on their campus they do peer mediation they help with new student welcoming they do bullying prevention and it is an evidence-based program that's really been helped or been

demonstrated to help improve School climate and community and so we're really excited about this and we're even more excited the fact that it's free do our school sites these others it's at 13 schools this coming year do our the rest of our school sites have something similar to this that they implement or um some do some have um do some things like this through their student councils some do peace patrols and things like that and some are just at different phases of other things that they're implementing so in this case um most of it runs through their school social workers and so we give them an opportunity and then the nice part is the way that they operate we have a bunch that are signing on to do this at the start of the year

or Refreshers at the start of the year and then there's some that can pick it up later in the year when they're ready for it so we're excited for them something are we ready okay all in favor say I I I I okay next um item eight new business 8B it's an annual action item for the school plans for student achievement thank you for getting those tests early that was helpful this was my first time you know reviewing these on this side of things um could you provide um kind of a what what should we be looking for or what what are what are we looking at here it's a lot of papers um the school plans for student achievement are completed by every school every year and it's their uh schools sort of overall

plan they identify growth areas based on their data and so they look at achievement goals they look at social emotional goals and then when they have federal funds so Title One funding they're required to allocate that funding that funding in their school plan and support of the goals so that gets audited but otherwise they're looking at these are our goals and then what are the things we are going to do as a school team in support of those goals this year and sometimes I always tell them it's a living document so you may have changes during the year things you want to adjust it's overseen by the site Council on a School site council is a committee that has parity between staff representatives and parent Representatives so they collectively are deciding on that vision for

the school and the things they want to work towards so there's a template that's provided by the state they all work through the same state template and then we've really worked with them on these are the goal areas that you need to focus on because ideally it should align to the kinds of things we're working through in our lcap which is coming up and then then very unique to each school and their unique needs in their school communities I think it really reflects the hard work of school principals a few years ago we shifted these to be completed in the spring for the upcoming school year because they're allocating funding that starts with staff immediately and we needed to have that reflecting June or July 1st expenditures for staff for the upcoming year and the

site to say this is what we want to do next year and then as the year progresses again they can make adjustments and do things but they really need to have a vision forward and this is that guiding document it looked like some of them had Incorporated the ncast reports into them um and some of them didn't it the ones that didn't is that just because they we haven't received those final reports yet yeah so they hadn't had a chin to do that and it was kind of a place of where they were at the time of writing so some of them had received them and some of them some of them didn't um in order to get these to you and to get them to the board at the time they needed to they

had to get them to us but before spring break so when you think about that some of them hadn't even received their reports yet um there this is a lot of time they started working on these in early February um and so there's some data timelines that you know they don't have their end of year data yet they're working on past data but they're really doing the best they can to think forward at that point in time that's a good reminder that uh the district and the custody report we actually just got the first draft and um Deanna's working with encas to finalize that so we're hoping to have that for you all um most likely by when August when we returned oh yeah for sure yeah yeah awesome so I don't know if I

had a motion in a second I don't think I did I'll make the emotion to approve oh second okay any other questions regarding these okay all in favor say I I I I our next item eight C is an annual action it's the 2023-2024 local control accountability plan you've previously mentioned this is the um our essentially our interim lcap um and since they're on two-year cycles and so next year this is kind of just updating us on how we're doing based on our um lcap that we approved or that was approved last year and um but any large wholesale changes would be made next year yeah so we're finishing year two of our three year cycle so next year we'll be we'll be implementing the third year and then planning forward for a new revision

and so next year is going to be a big one I guess I would say in the um whole revision of the lcap but as we move forward in that this is the update year of year two of our progress and our goals oh thank you I go ahead and move to approve item um eight C the 20 20 23 2024 local control accountability plan a second okay any other questions all in favor say aye aye aye aye aye okay item eight D is an annual action for like an explanation no I was going to ask just for the audience um why are there two L caps yeah but the federal addendum is was added on to the lcap and this is kind of a summary of how federal funds are spent so that El

Cap is essentially State funds and the federal addendum is federal funds so our title funds that come from the U.S government versus the state of California cool I'll move to approve a second any other questions all in favor say I I I I okay next item um item nine new business Human Resources we have our action item of Human Resources consent items I move to approve item 9A that uh Human Resources consent items all second with a follow-up um similarly explanatory question what is esy programs and that's our extended school year that's where we serve students who have disabilities over the summer we'll be at Rancho and Spring Valley Academy and we're very grateful for all of our staff staff thank you any other questions okay all in favor say aye aye aye aye and

that lastly we have item 10 are closing Communications announcements reports and Communications from the board and super day happy summer everyone graduation or promotion excuse me with uh Meg and um for me it was extra cool because I promoted from there and Meg promoted from there so it was like awesome having to um you know District Representatives um that promoted from there um and um I also had the opportunity to go to Juneteenth La mesa's Juneteenth celebration this weekend um where we had a booth and um a couple of people from HR were there and with lots of information about all of the job openings and as everyone knows we are constantly hiring so um uh yeah please look at our website I will make a plug for Meg here please look at our website

for um any uh job openings that might be available and um I'm I'm also just wanted to say I'm I'm glad thank you for the all the people that came and spoke last time and um kind of the public Outreach that was done to get the statement um of support on our agenda earlier um in the day today so thank you yeah I'd also like to uh thank all of the staff and also the parent involvement and the promotion ceremonies I was at Parkway uh with Jennifer and that was amazing uh really fantastic experience um also a shout out to our facility staff that had people come out on their vacation time because we had a little graffiti uh issue but they cleaned it up and it there was like you could not you would

not have known that that existed um and just made it so that it was perfect and um special and amazing for the students and the families um and also too the stuff that came out on the weekend to Juneteenth uh thank you for being there and promoting the district so thanks everyone um and then I definitely want to say thank you to Mr Ricky at La Presa for having me and I got to meet the social worker at La Presa and I was so impressed because she graduated from Berkeley and that just shows just how the district is and how people from I was like wait you're from Berkeley and um so I was very um very happy to meet her and um we discussed a few things so that was very exciting to see

the social worker there um and then also uh thank you to uh Mr uh Mr balata uh Mr salceda and Mr Miller at Steam for having me too so that was uh the promotions were really the graduations and the promotions were really um exciting to see all the kids and families out there so and happy summer happy summer I got to go to lmax promotion which was lucky because my daughter was promoting from lmac um she gave me very strict instructions that I was not allowed to cry which was really hard but I pretty much pulled it off for the most part um and it was really neat to see just kids that she's gone to school with her I knew a lot of those faces where when I've gone to other promotions I didn't

really know kids that were promoting um it was very well done we it was perfect weather we got done early um and just really a neat experience to see and then have your kids be part of it so we kind of snuck in a picture there my husband got to sit next to me so we all like got a group photo but I missed out on like taking pictures with friends after the event because we got stuck and it didn't really dawn on me and like she doesn't need it she can walk herself home but luckily a lot of nice mothers had snapped pictures of her and texted them to me so I was yeah it was awesome and Happy Summer let's rejuvenate even the friends that don't really get Summer break yeah um Nathaniel

do you want to share out anything sure well um I guess congratulations to all the students that have promoted to um local high schools uh sorry I was not able to attend one as I am uh on the East Coast for work for two weeks so returning home this this Friday um and I hope all the students staff teachers principals have an enjoyable summer and rejuvenate and they prepare for the upcoming year and uh man thank you once again for the for Matt uh shy and uh David for organizing this uh to make this uh call in a little easier and I I appreciate the effort and the ability to join this meeting so uh thank you we're glad you're here sort of we're really glad you're with us but you're not actually so you're

physically Pleasant well I'm I'm watching the video and I'm on the phone so yeah I'm partly they're in spirit anyway okay um Mr superintendent yeah um I I was as we were going to the board of Jannah tonight and just the reports not the reports I'm sorry but the action items for the the plans like the um the sipsas and the lcap the federal addendum just reminded me how confusing all of this can be for people and a big reason for that is because all of these pieces kind of come along with their own legislation they're passed at different times for different reasons but they stay with us right and then we get to this point in the year where it all seems very disjointed honestly and it's kind of like wait there's a crossover

between the federal addendum to the lcap and the lcap versus the school plan and for student achievement but aren't we also talking about student achievement in the lcap and it's just it can be confusing and honestly quite cumbersome um as these things are adopted Through The Years so we we do our best to make them relevant and but sometimes it's just tough even like how we have to adopt them and the order that we approve them in and you know you try and consolidate and all that and you know there's only so much of that that we can do unfortunately um I went to promotion at lmac um with Rebecca uh I thought it was so cool the highlight of the promotion was and I'm betting that no one else had this at their promotion

was a student speech that was given via rap um to uh eighth grade twins uh was awesome it was a very like Lonely Island uh it was it was good I think everyone would love it I played it for my kids and everything um I see it probably seemed like the biggest nerd in the world trying to go like you guys got to see this rap boys and girls um uh and I also wanted to thank just mag and her department for being out at the Juneteenth celebration thank you everyone that went and um it was Father's Day which was the only reason why I wasn't able to be there but um I'm I'm sure it was a great event and I know a lot of people went out so saw lots of pictures and

stuff and I was happy that we had the booth there and then also just wanted to share with the um statement that um Rebecca read at the front end of the meeting we're going to be putting that on the website and sharing it out on social media and all of that um we're really proud of that and and um and just to be really clear about where the district stands on these things so um and that's all from me looking forward to uh summer break and wish everyone else the same uh you know it's not really summer break but you know even for our people that have summer it's in a district that's modified year round it's like less than months or so but we all love the time you know to go to the

mountains and all that fun stuff so one last little thing I just wanted to say happy birthday to Matt and thank you for everything with us uh late on on your birthday happy birthday okay so at 6 59 PM we will adjourn our June 20th 2023 board meeting
