BBSD recognizes the stories of the Earth in Colorado [music] and the survival of the many nations that have carried their oral traditions into the present. [music] BBSD's responsibility to educate our communities and our students so that we can celebrate and respect the wisdom [music] and knowledge of indigenous peoples and actively unite to address injustices. The mission

of the Bolder Valley School District is to create meaningful opportunities for all students. Thank you for joining us both remotely and in person and approving today's agenda. Seconded by Jorge Chavezler Rp. Yes, the motion is approved. The next item on our agenda is the superintendent's participation and report . Good afternoon, president of the council. Council members. Good afternoon, council members. As you know, Dr. de la Cruz and I, along with you, have been visiting schools. We have held 10 primaries so far with round tables. As? This is our first step in solving the problem of declining enrollments. As you can imagine, all the staff have expressed concerns about this issue, and here is the school, this photograph. We are here at the table and now we are really starting to feel the impact of the

reduction in schools and we feel the support for what we are trying to do and it is important that we keep you informed by sharing what we are planning to do and we want to strengthen the resources for educators, administrators, intervention specialists. We hear that we are on the right track in solving the problem. We will continue with these roundtables and we have a participation session; we will give you more information about the plan. Board members, you know, we have very talented artists at BBSD. All you have to do is walk through the district's corridors to admire the art. Each year the art teachers select the works to exhibit and we always welcome current and future students and it is always a very nice thing to see the students in our halls. Uh, and we

had the opportunity to do it last week. both for our teachers and for the employees. Continuing with the theme of art, some of our students received scholastic distinction, some qualified for both gold and silver, and honorable mentions. They were going to national competitions. The winners will present their works at the Denver Art Museum. And now, speaking of music, we want to congratulate the students who were selected, uh, 85 of our students who were selected in the categories of jazz, band and orchestra. That's all from me. Council members have comments or questions. I see there aren't any. We continue with public participation. The council respects the public's right to speak about matters related to the operation of schools. We do not endorse the comments of any speaker and remind all those who speak that they are

responsible for their own expression. Each speaker will have 2 minutes to speak. You will see a yellow card when you have 30 seconds left and an orange card when you have 10 seconds left. If you run out of time or wish to share additional information, you can email the board. First participant esot speaker. Good evening, my name is Elliot Hood. I 'm here to comment on Horizon's application. I am a former district employee, but above all I am a proud BBSD parent and have a lot of enthusiasm for this school. Horizons have done many good things. Many of Horizon's educators have been there for decades, like my son's teacher who is here. Horizon teachers are exceptional educators. Their students love them dearly and they make sure that each student takes the initiative and responsibility for

their own learning. They always take advantage of and seek out learning opportunities for students. This allows each student to grow at their own pace and increases everyone's participation. Each of the families at Horizon is very excited, and what I like most is that my son loves his school and is happy to go to school every day. We are very proud of this school and I am sure that this feeling is shared by other families. I appreciate the opportunity you have given me to speak today. Thank you. The second speaker tonight is Crystal Shin. Good night. My name is Crystal Shin. I am a BBS parent from last week. I put my family's experience into public records and on data collection and analysis as I listened to other families describing similar experiences who did not speak

publicly for fear of reprisals due to the changes. Regarding the time that can no longer be donated, another parent will read these statements. But we are here to talk about our security concerns. At the meeting on February 24, we will present the proposal that there should be an independent analysis and oversight of the issue of safety in the Bolder Valley school district. And now I yield the floor to the next speaker. The final speaker is Tecla Airs. Good night. My name is Tecla. I used to be a mother. I am reading an anonymous statement from a father who fears retaliation. I am a parent speaking anonymously because my son is a student in this district and fears reprisals. He was hurt by a district educator. Other students were present and saw it. This staff member

continues to work in the district and has not been held accountable. I reported this immediately when it happened and took my complaint further up the line, beyond the school, because this behavior puts students at risk. No visible action was taken, but we want to trust that the district's students will be protected. However, I see that the environment has not changed, and they continue to feel that the environment is unsafe, and we fear that they may have to end their educational opportunities because of this situation. I am asking the system to protect the students and to take this complaint seriously. They should have no doubt about what happens once the doors close. The priority is to protect our students. There must be an independent investigation and objective data collection , without any conflict of interest. Thank

you. This concludes the audience participation. On behalf of the council, I would like to thank everyone for their participation this afternoon. Uh, the next item on the agenda is council communication. Board members, is there anything you'd like to add? Go ahead, Alex. I want to congratulate DAC, with whom we held a meeting to discuss the various financial efforts related to Tabor and school finances. I want to thank DAC and for inviting us as well. There wasn't a large turnout, but it's very important that we continue to present this type of information and talk about public finances in the state, as this will allow us to carry out the projects we want to do. I would like to mention that we are going to meet with different municipalities regarding the declining registrations, and I want to

say that the public can send an email with their opinions on this matter. Right now, we are just listening; we are not making any decisions yet. But, uh , please, if you want to give your opinion, you can send emails, and we are open to receiving this type of communication. That's my comment for now. The next item on the agenda is information. We have one point which is legislative updating. Ah, we have quite a few policies. Does Dr. Anderson have any comments? Well, at this time of year, we see many proposed laws, but I have nothing new to report. The next item on the agenda is an executive session. There is a motion. Ana, Ana. I fear pray. I hereby introduce the motion to amend and to hold an executive session to discuss the Horizon

Summit schools' applications . Whose motion is it? Jason. Can the vote take place? The Yes. Chávez. Yes. Medler. Yes. Queenlandera RP. Yes, yes. The ayes have it. Council members . 013the skin and the human body, I mean, I literally feel it regenerating, I mean, it feels like there's fire there. I think I can imagine all the cells working, generating heat, joining together, joining together, joining together like any cut, right? How the skin separates when it's cut and then joins together, and that's it. But the sides are burning. Mm. Yes, inside. Well, I don't know if my skin is burning inside or outside . No, but they cut nerves, didn't they? Cut nerves. Yes, they cut. Well, when they do this, it 's always weird when they're there, but it regenerates, right? Yes, but it takes a very long time. very slow. They just sat down. They're about to sit down. Okay, they're seated now. Welcome back everyone. The next item on the agenda today is group

Do you wish to extract any of these policies? Do you wish to discuss any of these policies? I see there's no discussion. Laura, could you take the vote? And for the record, I will add Lilenia, who has already joined the meeting. Yes, Chávez. Yes. Metler. Yes, Agüera. Please turn on your microphone. She is experiencing technical difficulties with her audio. Lelenia, can you hear me? We did n't hear him. His video is on. You can give a thumbs up. Okay, very good. Thank you, RP. Yes, Tem. Yes, yes. The ayes have it. Continuing

with the topics of action. We must approve today's agenda. We have the Horizons renewal request . There is a motion. I, Anoker, hereby make the motion to approve the application for renewal of the Horizons school contract . Who's seconding him, Jason? Ada instead of Ana. Is there any discussion about this ? Go ahead, Alex. I would like to acknowledge that Horizon has been part of our community for a long time. It is a school highly valued by our families. It's part of the history of many families. I am very excited about the procedures this council has followed in approving this request to each member of the Council, I acknowledge that, and we have had a discussion and I like how this process has progressed . I also want to emphasize that when a contract is

presented for renewal, it is not an accidental challenge; it is a lesson for our community. We have a relationship with the school board and we are restarting, working together. We want to know how we can continue to support them in this, and I'm glad that this district has improved the process, and I'm very pleased that this school continues to be part of our community. There are no other comments. Please, Laura, take the vote. Quina, very good. Yes, RP. Yes, yes. The ayes have it. Next, we have the request to renew the Summit contract. I would like to introduce a motion to approve this Summit contract renewal request. Go ahead, Alex. Just like for Horizons, I've been in this community since the summit contract was approved . It is a powerful institution in our community. Well,

in terms of achievements, these are great achievements and recognitions. Families trust this school. All the children want this school. I strongly believe that charter schools are doing a great job. Summit deserves my recognition because it has increased registrations, and I am confident that these registration guidelines are aligned with our policies and strategic plan. It has a great staff and leadership. I want us to continue the collaboration so that Summit continues to have such successful results. And I would also like to see all the special education services better represented at Summit. I am confident that Somit's policies are very effective and we have very good relationships with our charter schools and, as a board member, my role is to continue providing support in the future, especially because Suida supports all of our students. of comfort. I

see there are no further comments. Please, uh, take the vote. Booker. Yes. Chavez. Yes. Metler, yes. Quinlandera. Thumbs up. Yes. R. R. Yes. Temp. Yes. Her. Yes. The motion is approved. Is there any discussion going on, listening to no one? We need a motion to approve the list. Jorge, seconded by Jason. Members of the Council, is there any discussion? Listening to none. Laura can take the list this time. Chávez thumbs up. R. Teming, yes, yes. The motion passes. Now we are talking

about the topic of policy studies. We have some policies to study tonight in Chapter D, only Chapter D. Kathle is going to talk about the review, right? E is not chapter E. Kat. Thank you, President Rash Paul. If we have both policies, the first two policies are the ones we had discussed in the previous meeting, but we needed to correct them. Speaking of DLA, we pay by direct deposit. Currently, reprinting checks is very expensive, and it's requested very frequently. If we want to use something other than direct deposit, we need this other language. That's 12.1 on the agenda, then 12.2. This one is new. This wasn't ready for the previous meeting, but it reflects some changes. which they have already reviewed in previous policies regarding refunds, and I am anticipating questions. It's not something that's

required in politics, but we need to give staff instruction to protect the public. These are recommendations from the district Finance Committee, Council members, questions, or comments on the first two policies in Chapter D, right? And that's it. Now we're going to start with the policies in chapter e, which are operational policies mainly related to transportation, but the first one is a little different as we usually do; it's going to consolidate several policies, and I'm going to talk about that, and we're going to be left with the proposal that we'll have five policies related to transportation and we're going to remove eight of the policies that currently exist. Section 12.3 is EBCB regarding fire drills, and that had n't been looked at since 1978, and a lot has changed, and we need to address safe school

planning. So we're going to withdraw this policy and we're going to use the policy that addresses school safety. The following policy is 12.4. This is the overall policy regarding transportation. There is language that is being reorganized or that is being taken from other policies that we are going to withdraw. This policy was adopted long before I was born, which is very hard to believe, and it was revised in 1978 thanks to Rob Price and Brandon Sullivan, the executive director of transportation, for their expertise and their willingness to rewrite the policy to address only the essentials. I have a question. N E E a R, is there a sentence? Is there only one sentence or was it a mistake? It's incorporated, that was a note for me to include it elsewhere and I did. Therefore, this

policy is being withdrawn completely. Other questions about these policies. Alex, there's a substantial change regarding who can walk or ride a truck. There are no changes to the policy. So, there are no families that are going to have a different experience. They won't have a different experience in reading politics in a way that makes sense, but nothing more. That's perfect for this policy. Any other questions? In 12.3 or cu council members. Following. At 12.5. 12.5. Mler Member. It's the policy you asked about. It seems that we are making many changes, but we are reorganizing. We have walking and truck ranges in two different locations and it wasn't necessary. Then I changed the general language about who walks, who goes by truck, how we measure, how we establish, it remains the same as before. The only

other major change, it's really not that important, is a change in language; we're going to remove the appeal and put it in the existing K policy. Questions about this policy. Thank you for your work on this. Next topic 12.6 which has to do with programming or routes. It is important not to establish a route in a dangerous place. So we're going to withdraw this policy. The same applies to topic 12.7, school bus safety program. Our BBA policy addresses the security program and retains requirements. This, in this policy we already moved on to, uh, to safety practices, evacuation drills, all of that is addressed in the other policy. Now on 12.8 EAD, special use of school buses. This is old and not good, especially before 1969. I do n't know what happened that year, but it

doesn't matter because it's not like that now. So, we are proposing that this policy be withdrawn. So why are we going to have e e a d a? I didn't believe these letters were the assigned ones. Yes, it is Colorado law that we need to address the use of school buses by community groups and we need to specifically address senior citizen groups; it is there to capture the requirements of state law. I maintained the regulation that requires the group to pay for usage. We cannot send this group of elderly people into dangerous situations and ensure that there is adequate insurance. the line. Can you say it into the microphone so I can hear you? The question of the line, we have elderly people who occupy the buses. The pressure in our transport department is very

extensive. to meet the needs of the students. As you, as a council, already know, finding trucks and drivers is a challenge that we don't really have recent use of elderly people who go to certain things, but our drivers, the drivers, um, do their best. when the community needs support. In the Marshall fire, a choer did everything possible to rescue the community. In times of emergency, the district will show up when there is an emergency case. We are proposing to remove this hyphen R. It is the same code they use in the Caspin example. That's enough. That is why I am not proposing that we go back to rewriting the policies. It's very difficult to track these policies if we change the letters. So we are using the CASPI reference system. Then help the community find

the policies. The proposal at this time is not to redesignate the letters and there are. So, they had done it in the past, and that makes it very difficult. Therefore, using the CASP examples is the most appropriate. That seems fine to me. The next topic is 12.10 EEACC which deals with school behavior on school buses. The Council actually changed the student conduct policies in 2020. Student conduct is student behavior, and we need to coordinate with the transport department. This policy is also what we are proposing to withdraw. We are now on the last two 12.12 12, which is e e a E a a and we are going to play the lottery. We need that policy for testing for legally controlled substances. I didn't change the language. Because? Because it was good, just as written.

The only update is to the updated legal references. I think I skipped a topic. What did I jump? 12.11. EEA, student transport in private vehicles. That's an interesting policy. It had been updated in '94 and this is one of the reasons I appreciate the review process because we received feedback from schools that this policy is really very critical to groups. When one is thinking about Plat Choice and the trips they take. Yes, we have a reason for maintaining this policy, but we have tried to simplify and clarify the requirements when it can be occupied. I'm going to read Lenia's question and I have a related question. People receive forms from the principal to do so. Given the transportation challenges, particularly for sports, there is a lot of travel by private vehicle. It's something we expect

from people. People know, it's only for employees. I want to understand this policy a little better. I understand that the way the policy is implemented when we have a school event, we provide transportation for a school trip. A better example is that this school trip is a school event. We go and come back from the trip on the school bus, but the policy doesn't really apply to sports in high school. For example, in my experience these things happen very frequently with small groups. You can have two children participating in a spelling bee and ask for a truck; this is the entire year's budget for this club. So the parents bring the students and if you review the process, then the principals work with the human resources team, they do the background check, they verify the

insurance. There is a form that is in the exhibits that go together. I didn't change the form before hearing your direction, but I do recommend that we ensure we have updated the forms to implement this policy. I'm also hearing that it would be helpful to explain when it's required and where it doesn't apply. I think it would be useful. We used to be able to provide school transportation for all sports, but now we're helping to manage other children to this tennis competition, for example; it feels a little unclear the way it's written. So, if they can make it more specific, the line would be useful. captured what he was typing in the chat. I have one more suggestion that's not going to be popular. At my private school, when we do it, there are always

two adults and one child. So, there is never a child and an adult in a car just to keep the child safe. That would be in line with safe sports practices. If it's a student, there are two adults, so there's never a teacher and a student alone in a car. Any other questions or comments about this policy? Council members. He says everything is fine. Alex. We need vehicles. In the world of bicycles, we need to define a vehicle as having four wheels. So, we don't want electric motorcycles or bicycles, and that one-on-one teacher- student thing doesn't work in that case either. If we're ready, we need to go back to 12.12. We need to finish with 12.2. Absolutely. Questions about this. I don't think I asked any of them. 12.13. This rule is about where

vehicles are parked. We don't need this vehicle boarding. this service delivery. So we're going to withdraw this policy. Questions, comments, board members. Seeing as there aren't any, I want to thank Kathle and Chris for helping to make this chapter smaller. There are many policies that we no longer need. And while we were evaluating charter schools, we asked charter schools to include our policies and standards. It's easier for schools, for councils, our partners. It's not the most exciting job, but I believe it's important for the future. Thank you. to keep us informed . Last item on the agenda. These are requests for future meetings that they would like to prioritize. Alex, thank you. Uh, I'm enjoying the charter school process and the policies. I would like to revisit the LBD policy and receive an update on

this policy regarding Charter schools. Thanks, Alex. Anyone else? That concludes tonight's meeting. Okay.
