Everything informational will go to next month, which there's a typo on the agenda, which is 100% my fault. I said Wednesday, June 8th is our next meeting, but it's Wednesday, June 10th. So, my apologies for that. And thank you to Katherine Lndale who who captured it. I appreciate it. So, on June 10th, we'll go over sort of this the staff appreciation week and sort of some of the other stuff we talked about. Tonight is really about getting the votes done that we need

So, the next part with staffing updates, I just wanted to um we don't need a vote for this because it's it's built into the FY27 budget that you're going to vote on later, but the transport transportation incentives that we are recommending for next year. um given the real extreme crisis that we're currently having filling

006positions um driving positions and that's not just on Nantucket but it's in really all of our districts. We're having a very um hard time. So what I have on this slide are the current incentives that we've had for several years. This predates me right now. There's a signing bonus. um when someone uh has worked for six months they get $1,000 and for 12 months another thousand and then longevity they were calling longevity but um it was only once when you hit five years and once when you hit 10 years did you get this >> right and so we're going to recommend changing that but um that currently exists and then there's sick time buyback five times a year for our transportation folks what we are proposing for FY27 Seven, additionally, is to keep all of

007this and make longevity actual longevity, which is you get paid once you hit five years, you get that fiveyear amount until you hit 10 and so forth, which I'm assuming you all have in your districts because most um uh CBAs have this in it. Um, we want to do an attendance bonus. So, twice a year, um, during school vacation weeks when the drivers and monitors don't they're they don't get paid because they're not driving. Um, $500 each and then up to three paid snow days. So, this year having seven snow days, they didn't get paid for any of that time. And so, the fact that it fell right after February break where they were not getting paid as well was really challenging for our employees. So, if there were no snow days, which is the

008dream of my life, um then that wouldn't we wouldn't be putting any funds out. But if there were seven, then we would still only pay up to three, which from a fiscal perspective seems like a balance and a compromise. The total additional cost to the budget for that is about 210,000. and those dollars are getting put into the costing templates for um the transportation um costing templates that go out to the districts. So, I want to pause there for a second and just see if there's anyone who has questions or um input or feedback. Uh again, you're going to vote on the overall budget that this is included in, but uh I see Steve has his hand up and um but Patrick and Andrew are both on the call and so um they'll be able

So just in the future if we keep that in the back of our mind if something like that comes up, I I hate for anybody to be put in that position. Sorry. >> No. Oh, and that's a great call that I think um moving forward we would definitely bring forward, >> but also the um the chaos of sort of that time was um and so we absolutely will um you know our drivers they they our drivers and our paras make the you know our drivers monitors paras make the least amount of money and they do incredibly hard work and we are so lucky to have them.

014>> Yes. But the cost of living is, you know, far, you know, in your own districts, it far exceeds the Prop 2 and a half dollars. So, we're trying to be creative in the best way we can to balance both needs. Um, we did have a meeting yesterday with the Bourne, any of the born drivers who wanted to, um, come in. We went to Bourne High School. Um Patrick, Anders, Lisa, Troy, and I. It was a really productive meeting, I think. Um we were able to share with them what we're proposing for the board. Um and that, you know, it was a board vote tonight hopefully, but um they were pleased and we are also implementing next year quarterly meetings with drivers. We already do training once a month, but we're going to do quarterly

015meetings that are just listening sessions because we want to make sure that they're driving at a lot of the times that we would be having meetings that they can't participate in. So, we want to make sure they have an opportunity, a structured and consistent opportunity to provide voice into our operations. >> Thank you. Any other questions or comments on what is recommended? I've called it so many things over this past year and a half and uh it's not been easy and it's not been fun. But through the not easy and the not fun, we've made, I think, some nice inroads um into creative problem solving. Um and it will be a work that we continue to do um throughout.

So, the next thing is a financial review. Um, Mr. Murphy will give that. The first part of it would be the FY27 budget. >> Sure. So, we've uh been through budget season. I've I can repeat things that I've said in previous uh meetings, but uh what we're really focused on is um that approving the fisc year 27 budget number. And the that budget number is $23,165,755. That number includes our expectation of of buying uh vehicles and potential of final payment potential final payment for the waypoint renovation. So it's inclusive of some some potential

017capital expenses. If you go year overyear on the operating budget, the spending or spending plan meaning everything but those capital dollars, um our increase is 4% year-over-year. So, um so I think we've done a nice job uh trying to maintain uh uh costs uh despite what what we've we're all up against. Um, so what I'm looking for is a an approval for the fiscal year 27 budget in that amount of 23165755. >> Can I add just one thing? I realize we probably should have written this backwards and had the paraprofessional salary table conversation before the budget vote >> because included in the FY27 budget is the updated paraprofessional salary scale. So m uh Terry is that okay if we hold on the first vote for the budget for Patrick to talk about the professional salary

What we've done with that, this is I I'm going to compliment Julia Bryant. She's been working and advocating for this. We've uh condensed uh a two-tier pair of professional scale to one tier. We've also uh as we do all every year, we've um made sure that that we're trying to remain competitive with our member

019districts. Specifically for paraprofessionals, it's uh member districts that are also running programs similar to DY or Barnstable. Uh we're getting better uh at remaining competitive. uh you know there's always going to be uh work uh to remain competitive with our districts in terms of being able to recruit and retain pair of professionals but um we're I think we're proud of this work uh for the paraprofessionals and and the minimum increase for paraprofessionals uh is uh a little over 4% 4.5% um folks at the lower end the very low and of the scale are getting a higher percentage increase. >> Okay. >> Unmute. Hope that we also wanted to make sure that we could break down the rates in a way that if somebody comes in the middle of the year um we can pay them

020effectively and um not have sort of payroll chaos. Um, so I appreciate Patrick and um Julia and Joan um their work on this. Um, we had two salary scales that were just really they were not serving the paras. Um, they were um not serving the organization, but they were definitely not serving the paras. And that's another position like drivers and monitors that the money is it's not a whole lot of money um but it they do an incredible amount of work. So, um, I'll stop sharing and I see Katherine H has her hand up. >> Yes. I was just wondering, so if if a parah comes from a district where um they were working for say eight years, would would they go on to the the they still be in the the TA8? So, we

021have discretion um with especially we are not unionized here. So we have discretion when we hire someone of where we put them on the salary scale that comes um generally I get a recommendation from whichever manager is recommending the hire and then we have uh offer it to the employee and and go from there. So often yes it will they'll end up on eight but there are reasons skill sets that somebody might bring or um depending on who they're filling in for who they're replacing. Um, so it's not 100% like it would be with a CBA with a a collective bargaining agreement. >> Thank you. >> Uh, Mary Rose has her hand up. >> Yeah. Human resources is one of the big rocks. And so that's the work of subsequent years is figuring out what we need to offer folks um to stay competitive. Um right now transportation is at an absolute crisis point. Um so we can't wait but I think we can be mindful by changing this salary scale. We are competitive with Barnstable and DY which are the two biggest districts that we serve and that's where we try to stay in the middle of. >> Okay. And what is the highest percentage increase in this new salary schedule? >> Yeah, at the

028Let me just explain this a little bit. So, because at some point in in July, we're also going to offer folks uh a meeting to talk about OPED. So, uh, other postmployment benefits is what OPEDs talk means and it's really focused on retirey health care. We're required as an organization to uh, help fund that and um, we have a trust fund. I won't go into that, but all we're doing right now is voting to uh take the the expenses that the employer, the collaborative has incurred in supporting our retirees health care and paying that out of the operating budget. uh because we have the ability to do that this year as opposed to drawing down on our oped trust. Um and it's a vote that we do every year. The amount of money that the

029employer is spending because we don't have a ton of retirees or who are using our health benefits is um is not that much. It's $37,981. So, it's just um it's just a vote to approve that that expense will be paid out of the operating budget. >> And Bill Fel, our treasurer, is um here. He's on the call tonight. Bill, do you want to add anything to that? >> Not at this point, but the latest subject matter on the go forward on the meeting for the summer. I have a couple of comments there on OPE. >> Okay. Do you want to make them now before the vote? >> Um, I I certainly can. I guess my my overall objective has always been on behalf of the board to maintain and improve our position related to funding

030OPED and we currently, as Patrick indicated, currently have a strong and favorable position uh in the trust fund. So, we could spend from it. It's not that we don't have the money. Um, and that took us a long time to achieve. And as you know, we have been continuing internally to evaluate and test our opportunities and the challenges related to OPED. And over the summer, we're going to be working with the board and and staff as well to uh either maintain our current program or enhance it in some way. I would I would point out that the uncertainty in the health insurance arena and funding it in general uh continue to be problematic and it may give us some pause when considering changes and/or benefit enhancements. Um the board's initiatives also and you just covered

031some of them to keep our salaries competitive with other districts may lead to long-term many other retirees that we don't currently have. I know that's a goal, but it also has an impact operationally long-term because we would be paying more OPED benefits in the future should the uh salary strategy actually work and and I think it has a lot of merits, meaning that it would it would have staff continue longer and ultimately retire from the collaborative resulting in additional annual OPED uh funding for health insurance and other related things under the statute. So, as we look at this more and more, we see many scenarios that need a thorough vetting and analysis. We've already started that um kind of preliminarily. And >> yes, >> so many came so many scenarios presented themselves thus far. The

032ones that worry me are the ones that either we can't think of or we can't come up with uh to test OPED benefits going down the road. So, those are the ones that worry me the more the most is is the ones that we can't think of, the whatifs. And there's a long list of whatifs. So, I'd leave it at that. >> And that that OPED subcommittee um I know that there were people who volunteered for it. We will put out another email to anyone who wants to be a part of that subcommittee u meeting this summer. So, uh Andina, I see Yep. I see you. >> All right. So the strengths um that people mentioned these were just some comments there were other comments. um host relationships with her resources really help her to be an effective leader. Um after Hope completed entry year at the collaborative, she set about to develop a strategic plan. Um and the process included everyone connected um the board members, the employees, students, parents, administrators from other member districts. And I made add that the facilitator that hope chose was remarkable. Absolutely remarkable. Okay.
