Our meeting is supposed to start at 6 o'clock. Uh before we I think a quick discussion would be helpful. As Patrick's not here, I just did send him a text to see where he is and his time of arrival is. So we could pause until Patrick arrives or we could just begin the meeting and uh make an agenda adjustment start with our business presentation and then elect the chair and vice chair after Patrick arrives. >> Let's do that. >> I'm good with that. >> So I will call this meeting together at 6:03 p.m. and we will United States. [Music] One student at a time. We will have legend adjustments. be able to do our new business and then come back around the chair and invite chair the vacancy arises. So at this time we know

that our school renovation fund often referred to as RF um and then uh is due on October 31st and we have partnered with FIMS and Don and his team are here today to take us through uh their assessment of all of our buildings. They have been a lot of information, a lot of walkthroughs, a lot of data collecting in all of our buildings, not just our elementary schools. And Don and his team of expertise have put together the revolving renovation fund. Uh there's our application for three of our buildings uh street school, Holland Community School, and here at Middle School and High School. and then he has with a level of expertise uh recommendation as to what how we should proceed with mining consolidated school but of course you are the board and you've given

direction to our our team. So I will turn things over to Don to take things away to talk us through FRS and market. On those documents, you're gonna see as Steve Another professional here is very [Music] stable. talked about this. [Music] The first year at least seven years throughout the state request for new schools in 2017 schools. So 72 districts that this year [Music] but active participant in But we will stay from your services [Music] here and one of the things that's really clear is from all the dat They collect the state school district and bring up all the schools in the state of staff 11. So in terms of healthy issues again back to the Bible study. schools two years ago money priority that money to last year was highly formed and only fake

tool kind of data. So the pool was small. only tell us how much money we couple weeks ago. So only 10. in the next seven years. million [Music] dollar building so many schools and that really come to folks like you and say let's go let's take the issues that you schools and let's apply. So the other [Music] number 10 through 10 through 94 will And then you're supposed to My suggestion is [Music] we could actually [Music] do the project this summer. So complete by So you have the way that performance that you don't have to do that and there's no dispute there's no is the most fun at each one of the schools. So the same. [Music] So that's why all the applications we have independent of Mr. And you know that is that because

[Music] our group fully fund is Okay. And unfortunately, so we took previous and we put it individual and they're us. So good. So we want to remember all the problems [Music] select together. But those cost and qualify for month and students bills get because those 20 30 40 50 year old systems. [Music] So what we want to consider $10.2 million consider So what happened is a $2 million grant as a possibility. And then what you would do is what we call that between 15 and 20% to 20 house. the end and also the beauty of all the kids. So is built and the main fun year. get the real schools work so 59.529 That's the way that's part and how much do and your was when I looked was 59% the state and what local

two things a large part of here and other parts for school this person. So that would fund over 10 years. So all three. remain basically [Music] but it's hard to do so. So this is why you kind of cost money. So look at the cost money [Music] we're talking about building. 8.6 million which is lower than the 10.2 But these are what I'm not sure of that. 13.6. So when you think about how the cost of money is in the process, [Music] right? We keep what we have and we reinvest what we have. We don't replace So the good news today questions on I just >> sorry I just question which numbers are because the total numbers >> yeah that have all these 10% [Music] all the projects that our team has built Mr. And

only [Music] say a lot in the school when they come It's like a million for today and Yes. You said of the repair is forgiven due to grants the state. >> Yes. >> Okay. >> Yeah. >> And second question HBSD. So that we have is that also enable us to have schools that are will be the right Well, they'll be the right provid [Music] Sounds like you're probably not with temperatureless [Music] right you know technology VR technology extremely costens. trying to explain [Music] cooler air [Music] temperature sir. [Music] I don't want to that temperature range. So it's not individual class in that range. And that's something to be 40 degrees to 99 degrees. >> And then on policy, you have to use medication strategies, closing the windows, opening the windows, putting fans in the windows,

moving kids to AC rooms if they are there upstairs, avoiding custody on days, which it's it's hot. So uh at the new air conditioning he control temperature is it's not it's one of those it's the whole school as a whole and litigation strategies which we do question was the fact we're repair 15 years doesn't necessarily apart from whatever we serve as something I just wanted to kind of be aware of that. >> Sure. is we want to have fun. So >> yeah, >> this might be a dumb question, but I I see a lot about like CO2 in in terms of temperature, at least in the winter, it will be addressing the rooms that are extremely hot. Yes. >> Okay. >> I just don't know if there's no materiality or if I Okay. Thank you.

temperature and the oil at what time. So it's a all package questionain [Music] Right. [Music] And now that [Music] is yes. controls and how you want that at 2:30 when the building is emptied. [Music] school John. [Music] and you want to get it done, you know, because it's too late. It's too late. project. [Music] I'm also wondering Yeah. [Music] A lot of work goes into that. And I don't see how I'm just [Music] basic. I think so. [Music] Other people working. [Music] >> Okay. [Music] I told you for not just fun. school. If we take a look through district, we have capital project. [Music] So if we replace that and revenue might be able to get close to the energy and fix that out on the budget here is $3 million the annual amount to

the school is low. So that's again perfect. So all these categories help us come back and say better Atlantic and say we did and You know, I have to say that this route and what you say [Music] completed that September. But it's not roll and you will not have to do the asking superend signature. the operations committee. Um I a little bit surprised to see the high school and middle school as an option here. I thought that we weren't going to focus on the elementary school. Um, I just think looking at those numbers, unless they're like very pressing issue that is part of our capital improvement plan, it feels like it would be wise to pursue the elementary schools and maybe this option. But adding the high school and middle school, I feel like I

I I myself being on the operations committee wasn't aware that that was something that we were concerned about. And I think that might like I feel a little bit surprised by it. So I feel like the community might be really surprised by it. Um and maybe that need to look at down the road unless people who know a lot more about it than I do disagree. test. [Music] So with the new >> request, I'd love to hear how the ship like came. elementary school. >> How package and what's in there to support it? [Music] something. Thank you. But it's not 27 years old. [Music] What the Yeah. Yeah. It just adds to I I couldn't find my thoughts. I'm pretty sure we actually did talk to him about some of this last night when you

guys were there meeting. I can recall talking about the you know the wood boys were having issue and I swear all you guys talking about going on the roof and seeing some of the stuff up there not working so well. I I wasn't surprised I guess but maybe we weren't super clear about that outside of the office meeting that you know we were asked and then what like what they were just saying the controls um my understanding that if we were to come through with this type of project John would be able to control a lot of that stuff and all the things from like a central location is that is that my understanding is that correct and so that was kind of I think part of that conversation was like well if we're going

to have that kind of control over all the buildings it would have to include some work being done here. But yeah, maybe that maybe that didn't really entirely possible. So I think that high school jumped ahead. So because I just high school. >> Okay. Okay. So, let me [Music] high school. [Music] proposal here. remarkable address integrating control systems for almost a middle school. [Music] And then [Music] what they call system. So figure work on more open to talk to one organization. So that's the change as you put together presentation recommendation and I'm not sure if this is a question you'll bring this presentation for us. Were there options that you considered decided to pursue? If so, well, there's no one that [Music] rule them out and end up equipment. So that's again [Music] if you

really want to have sort of part of the community. Let's get by that [Music] one. [Music] performance contract. And because the first [Music] and [Music] every basically what it allows is it allows fun improvements. But using [Music] so saving by offset annual annual these categories offsets annual [Music] contract Where is utilized schools government uh healthcare? So it is a contingent. [Music] So you're also down. So [Music] can you walk us through what that would look like? Because if we're going to do project next summer, I'm assuming we would have to start making payments next summer. Okay. So then how also there's certain tax that will do this fun. >> Okay. So then we go to say, "Hey, would you like to pay?" [Music] No. Yes. And says yes. savings. All right. So, what's the second

part about it? I don't pay [Music] installed, you know, I want to pay for the project and then I'd rather pay until I want to improve and help offset future pay. So what does that mean? That sign that and we September 26 that financing we go back. Okay. school year July 2027. >> Okay, I remember you that my question more is what are the savings projecting and other things at and other what are those projects? >> Is there a list of what those projects are? >> Okay. So when would those happen? So those could also [Music] also be doing. So hypothetically in summer of 2026 >> correct? >> So okay then my next question is obviously those projects are going to cost money. >> Yeah. >> So um does that become part of this energy

savings? >> Okay. So that goes to Bank of America or whatever like a LinkedIn as one right. We don't have the number yet. We don't know what those projects are yet. >> Correct. Okay. >> Okay. >> Great. Thank you. So interesting. [Music] No, you saw a moment. to John's commission. So 48% of schools in the state of now [Music] that message. We don't know. So child sleep Therefore, your first [Music] performance, but the report and [Music] $25 million more than one. [Music] What's going on? How did you get all of you? applications. So for those that didn't get award as a single but they wanted [Music] There's enough for us. >> I'm interested part I still include it in order like which project is the most important to get done? Do you also agree that

it's like we had understood the order? [Music] You guys [Music] Fair [Music] school. I don't [Music] sure [Music] do Very sorry. I have one more question. Um, if we're also addressing temperature and I might be wrong about this, but I think the temperature in this pool is fairly stable. Correct. No. >> Okay. Okay. I just know that there it's very unstable like especially at Elm Street School. So, is there any of us applying for all three of these and the high school knocking out one of our elementary schools? That would just be a shame. Uh I just worry I don't know is that possible. >> Yeah. [Music] We spent a lot of looking [Music] for how they >> I just >> Yeah. Yeah. I mean, I just think we should keep that in mind as

we're applying like if the pot is small and the chances are that we're not going to get half of it. I'm not saying that we shouldn't. I just think we should all think about that very carefully. standby for I'm kind of I would have been highlighted for NCS. [Music] We threw everything out there because we could >> remember doing the potential for something almost 8,000. [Music] So I won't You know it's better. [Music] >> So This would be a stand. >> I feel it. It's more that I'm worried that our high school one is going to out compete one of our elementary schools. I'm not saying that high school doesn't need to be done and I I have no idea obviously like I'm not an expert but I that's just concern is I just wonder

if we should on the high school [Music] communities high application [Music] for a certain might not be able to fix elementary school. Like what if we get money to the high school >> but not for Elm Street school and it's we for this high school which maybe now it's not what we have been planning on we still have to fix Elm Street school. So we're either going to have to go back and buy again next year or we're going to have to do something like this which costs the taxpayers more money. So potentially I'm I'm not suggesting anything. That's this is just what I'm thinking as I'm listening to this. I think I would defer to what everybody here thinks. I just think we should consider it. >> I think the statement that Don said

was really applicable which is with your information decisions. >> Sure. >> Yep. >> All three. >> Yep. We have the best of both worlds in the world right now. This is looking like the smart thing to do. >> Yeah. Um so [Music] that tax the taxpayers [Music] is >> Yeah. plus. [Music] Yeah, >> comment question. I would say like the high school some of those CO2 levels are concerning in some of those classrooms. I mean kids who are trying to learn and are tired could be experiencing headaches. I mean I the list of symptoms from that level of CO2 are not great. So uh and I think I do understand our elementary schools are also in diet and need but it sounds like I mean our kids need all of us need to be have

have a healthy learning environment. some of the previous and you know looking at the high school middle school building kind of becomes a little more sense I think it wasn't part of the conversation because it wasn't an emergency necessarily whereas other schools that was kind of scary that's kind of focusing on it more. Excuse me. and all right the dust level over the years and you see the That's where one of your schools every single And that's cool. and start back and And don't [Music] in your project, have you ever seen state only fund part of it. So like if we street it's $2 million they're all $2 million. Have you ever seen them just say we'll find a million instead of the other million right? Yeah. But the top four and also from your

goond Steve, we've got a new team, new group out and it's a [Music] considering for the school for the $6 million I think was total and this [Music] performance All right. >> Okay. >> Yeah. [Music] >> Question. What happens at that point? Do we just reapply? I'm uncomfortable this money in this decision without any public [Music] and you're not the best and this million you know to hurt them and we don't need to know the stuff to get things done this summer. [Music] >> Yeah. If we go down this road, do you know from the board um that we're going to go down this route and to begin for next summer? January, but >> couldn't wait till February. The only reason why because the operations team has a town hall in January and that's a

great time for the public to come out and voice their opinions and ask questions about going this route. And I just think that before any public would have the opportunity to voice their opinion issue. It's all across the country. So all in between now and so you delay February back [Music] December. [Music] >> Yeah. Is there a mechanism to monitor that short? >> Yes. comes into that room. So start right there. And then it has also [Music] and aren't both [Music] I move that we approve the application for the school as bre [Music] Thank you very much. [Music] >> Sure. Yeah, >> all those in favor >> to move forward. Absolutely. [Music] All right. So, we're going to move to some pregendems of the on the agenda. Um, so we're going to because Sarah need

to elect a chair. So, I will now accept nominations for the chair. I appreciate you actually. [Music] accept. Y second. Do we need a second? >> Nomination is >> check. like to give a response. >> Absolutely. Any other nominations? All right. >> It's just >> person to accept. >> I did that at the last meeting, but yeah, >> that's All right. >> All right. Second. >> All right. We have just Andrea. I'll put it in order of nomination. So all those in favor of just becoming chair. Okay, Andrew. >> Congratulations, Jack. elected vice chair. >> Okay, I'd like to enter [Music]
