001You're right. Call the meeting to order at 6:32. Any adjustments to the agenda? >> Yes. We're going to add new to new business and make it 11.1 is policy for first reading. >> Are you on >> for? Yes, I am. >> She wasn't doing her job. I'm just saying. Policy EBBD, temperature standards for schools. That's first reading adding to 11.1 and pushing everything down an 11 down a notch. Motion to accept the board meeting agenda. So >> second. >> All in favor? Any questions? unanimous. I'm on celebrating excellent student staff in the spotlight. We are missing um our administrator that was going to do that celebration. Um so if should he arrive a little bit later, we'll push him in. And if not, I know in his last newsletter, I believe, or his update, that
002it's first grade teacher Terry Hwell, that he was recognizing as doing an exemplary job in just so many levels and spaces in our our elementary school. So, um, if David gets here, he can add more to that. If not, I think it was in this this report. And I do believe that we have two students that are in the student of athlete of the week that they would request that you all continue to vote for until Friday night. >> Go ahead, Mr. >> Do a little ad here. >> Is this on? It's on. Thank you. So um and we have Isaac Traves for the boys side of things and he can definitely tell you his stat line from that game. >> I do want you to say cuz I couldn't say it. Uh, one game
00336 points, 11 rebounds, three assists, and the other game was 33 points, 11 rebounds, and four assists. >> THAT IS [applause] two double double. So, vote on Eastern Main Sports many, many times. Voting closes Friday at 900 p.m. >> Thank you. Congratulations, Isaac. Job well done. Consider a consideration of minutes from the board meeting of 11326. So move >> second. >> It's in the form of a motion. >> Second. >> Actually Chris will be the second. I should have said. >> Okay. Move. Second. We're all set. Any questions, comments? All in favor? I accept it. Unanimous. Consent agendas. No action required. Um, finance committee meeting is you want to elaborate on that? Are we all set? We don't have anything. We're all up to date. No questions. Buildings, grounds, and transportation. Want to do an
004update on that? Are we all set? >> Consent agenda. We're just approving these minutes. >> Actual consent agenda. You don't have >> We don't have to vote on it. I just want >> Are you combining it with committee report? I was I didn't want to see do it twice. >> Right. >> Oh, we can do it on nine. Okay. No action required. Public participation. None. Report from the administration. Are we going to do that now or we have it in our minutes? You've updated us. Any questions? I think we're we're not going to do that anymore. We're just going to have any questions. If there's any questions or comments that you want to make, we have Yep. people here for for the re the reports and we're happy to answer any questions. I think I'm
005all set. Anybody else? >> I would like >> I had a question which I brought to finance committee and I think Shandra might be addressing it later as well. >> Um well, I did it in I did it in finance but I can address it again if you would like. Well, the question uh had to do with our ED279 a reduction of 164 >> just over 164,000,000. Um and I just asked you know why that was the case. So Shandra if you want to take it away. >> Sure. Uh so there is a um the state valuation went from 6.1 to 5.64%. So that's going to drop the required local allocation. So that's bringing that down, which means the district's going to be picking up the difference from that. Um, but also in the staffing
006reporting that was done, there was some discrepancies um with that report and where our staffing was put. Um, so Jess printed off a report for me to go through and look at and she's going to make those corrections for us and we'll report it to the state and ask them to open it up again. When the ED279 comes out, we do have a um period of time where we can say, "Hey, doesn't look right." Um, and this is that time. And so, uh, that's that's what we're doing to hopefully get um get everything in the appropriate categories where it belongs. because we've got people in the wrong wrong section. We our stipens the positions weren't counted at all. Um but we'll we'll get it corrected and um hopefully it will provide us some of that
007money back. >> Okay, that's the hope. >> But we may not have that information before we settled the budget because it could take them a while to redo that. Since you mentioned the budget, I should have asked earlier, but is where they haven't voted on the local shares for the county one. Is that going to affect us? Is that >> I don't think so. I think that would go back to the towns >> and the city's not not the schools >> cuz usually it's, you know, it's it's a follow through and follow through. So, I didn't know that was going to be a >> cuz right now they can't settle in and know I think the last I heard was like 17%. >> It was 17% for the county. Yeah. Yeah. >> Okay. >> Anybody
008else? Committee reports. >> Julie, do you want to do the tech center first? >> I can. [clears throat] Uh let's see. Um, so at the last meeting in at the end of January, the board was supposed to receive a draft report from architects who've been working at the tech center. Um, but they did not come and did not communicate with any of us about why they wouldn't be joining us. So therefore, we don't have an updated plan about what they are recommending. Um hopefully we will know something at the end of February about what their plan is. Um the director is discussing and going to visit a program to see about adding a CDL uh program at Waldo County. um they've had lots of visitors and um and field trips that the students have been
009able to have recently. We are moving into budget mode as we are here in our district. And so I know that there is going to be a big increase in our technology line because they need to purchase 13 new laptops for students in the aquaculture program. Uh students apparently are not allowed to bring their laptops from the high school to the tech center is the way it was explained. >> Is that correct? >> That may be a different schools or district's policy. Ours allowed to. >> Okay. So, can I interrupt for one second? >> I just had a message that said that someone is not is looking for the meeting. They're not able to find the meeting. >> Yeah. I'm trying to figure out what the what the issue is recording. >> Sorry. >> That's
010okay. Um, so the other thing that they talked about is that there's really not any substitutes. They have one that is qualified to do their CNA program and then one that kind of can fill in everywhere else. So short on subs like every all districts. And so they are going to be increasing the pay for their subs starting in the 2026 2027 school year. Other than that, it was kind of a quick meeting actually. [laughter] >> Thank you, Julie. Any questions? >> This isn't a question for Julie. It's I'm just I've lost the plot here. Did we skip I know we w wouldn't necessarily do out the reports from the administration but did we have were we going to have an opportunity to ask if we had questions about anybody's reports. I feel like you've
011gone did I just miss that completely? >> I asked if anybody >> I thought you were asking about questions from the finance and buildings like from the minutes. Okay, never mind. Um at whatever point can we go back so I can ask the question I had about the reports? Yes, we can go back because I also have Miss Law's um stats. So, we can go back to that if we want to. >> So, do you want me to do the stats and you can go to your question? >> All right. Just because we were discussing it, um Willow Law from CSport basketball had 10 points, six assists, five rebounds, and six steals, and a 28-21 win over Wis Casset. And then had 23 points, six rebounds, and seven steals in a 3026 win over Wisconsin.
012So, good job, MISS LAW. >> [applause] >> AND WHEN THEY VOTE, is it for a male and a female? So we could get a double. What's it called? If we have both like hatrick. >> I know. Yeah. I guess that's hockey, isn't it? >> Sabrina, go back and ask a question before we go to the next one. All right. Sorry. Um, so putting you back on the spot again, Mr. toothacre, but you mentioned in your report that you're in the middle of the registration and I just wondered if you could give us an update on the shift to the new schedule for next year and how that's blue and white working. >> Yes, exactly. So just so everybody understands contextually for a long time we were running a semester based schedule at Searsport and so
013students would be enrolled in eight classes for for the first semester and around January switching and doing four to the second. We did some analysis and kind of looking at data for students in particular programs finding that we had students with large gaps uh in time where they were taking some courses in particular math classes. We saw higher failure rates with students who for example were taking a math class in the fall semester of one year and the spring semester of the subsequent year. Um so we've made the move to doing alternating blue and white days. So all courses will be year round but alternating days. Um that has been updated in enrolled over in the IC calendar. Um we are doing course registration currently and so students are in by selecting their courses. Um
014the only wrinkles that this really provides for us that we need to take into account um particularly juniors and seniors who are taking early college classes because they are still semester based. um we just have to be mindful that if they take a early college opportunity that we have to pair that and have two two experiences which isn't really a a bad problem to have. So um but right now um it's going smoothly. Students will be registering this week. Um they're using Infinite Campus to auto select their courses and put them in. Um after February break, we'll meet with uh the IT and the counseling office and we'll run a draft of the master schedule and then we will begin the play of moving things around. Um so but we've got it down to a
015pretty good science. I think by the beginning um or the end of March, we should have a draft of the master schedule and students should be receiving copies of their potential next year schedule and then begin an ad drop period. So >> it should it should be easier for the staff because we have done this in the past. I can't remember when it changed. But back in the day, that's what we did for years and years and years was a blue and white. [clears throat] >> Yeah. I left here in 2015 and we were doing blue and white days. When I returned to 2018, we had switched over to the semesterbased schedule. And so >> so hopefully enough of them know. >> But I I would say this also speaks to a couple of other
016points that were made by staff. it helps um with particular programs. Yes, math, but foreign language is another one that we're seeing. So, year-long consistent approach and having that exposure and the arts. Um, a lot of students who want to remain in band for an entire year don't have to schedule two blocks out of an eight possible blocks to have year- round band. So, um, we're hoping that will help the numbers increase, especially as we see, and you all have seen the elementary school and middle schools booming with numbers, and we really want to try to keep that momentum going and and really make sure the arts are on center stage. >> I have a question that popped into my head um over the weekend that I hadn't thought of previously. Um, before we would
017run the semester, I I understand the reason for the transition. Then I started thinking, what about like students that take like eighth graders? I'm using mine as an example that's taking algebra now. Now when they start their freshman year they take geometry then they have to wait till their sophomore year to take algebra 2 if needed. So it reduces >> because some kids can actually be done all their high school classes by the end of their junior year and spend or at least the end of their sophomore year and spend their junior and senior taking just college classes. So how are we going to make that up? >> So on for the math accelerated math program in particular, we've been working with the eighth grade math teacher. We are bumping down the accelerated option in
018middle school to the seventh grade. So when they enter the seventh grade, they'll be taking a combo seventh eighth grade math and then they can enroll in algebra at the high school as eighth graders for full-time. were in talks about what avenue we go with that, whether or not the students, those eighth graders who are taking algebra 1, get a um an alternating day math with a built-in math lab for extra support or do we offer those eighth graders an opportunity at the high school maybe to take an elective so they get two high school credits as an eighth grader? Um, we're still kind of playing around and having some conversations with staff what that's going to look like, but that would certainly speak to the the acceler high school kids. >> How does that
019impact the high school kids that now >> concur? Can you explain your situation >> like how some of us we used to double up in semester. So like say this is what [clears throat] I did personally. Um sophomore year I took um intro to physical science and then no I took biology and then the next semester I took intro to physical science. Um, so then I can be done with two sciences in the same mirror. And I think she's wondering how that's going to look for like >> we are examining looking at our program of studies and looking at programs and and courses that have prerequisites and being critical and looking at those and seeing if they can be concurrent enrollments. So instead of needing EES to take IPS, could those courses be enrolled at
020the same time as opposed to a prerequisite? So, but that's something we're looking at and doing an audit of all of our courses and seeing which courses we can help continue to facilitate these programs. I have another question, Mr. T, in regard to language which you mentioned. Um, what is our current requirement for graduation in terms of number of years of language? >> There is no language requirement for graduation. And then for college, it would just depend on the college. >> Correct. But many in talking with Dr. Franklin and in previous years going through a lot of colleges have dropped their language requirement. We still highly encourage any student who is encouraging for a four-year or two-year college to take two years of language. Um just because we know if whatever their choices are, it's
021better to be on top of that. >> Yeah. I thought so. >> Will moving to the blue and white schedule help um with the tech centers desire to have students come full-time. >> It could work with them. If all districts were doing the same programming, we would just instead of having AM and PM courses when we design our master schedule, we would have to move those to the blue day, white day. But we could make that work. So when you say full-time >> as opposed to students doing AM and PM tech, the director has a desire and has been working really hard to try to get programming over at the tech center for full days. And so as opposed to going out for half a day, our students potentially could go if they were in
022a senior welding program would go over for the full day um without a break um in setup and tear down and have more hours to work in the shop and get more instruction and then on that alternate day they would be back with us for a full day. So it wouldn't change anything in terms of enrollment and courses. It would just be but he has some wrinkles in there because he needs to have food, right? So, I know there's there's other there other things at play, not just a blue and white schedule, but and Mr. Taker and I are both paying attention, Julie, as well. Um food is a big thing for them to keep to have kids for the full day. They have to have a kitchen. We can't just send a bag on
023lunch. They have to be able to serve. Um there's some some odd requirements that but we would not lose the funding. Correct. No, they would still be our student but on those days it wouldn't be instead of driving back and forth every day it would be >> every other day or something like that. So >> So and I was talking with the director about this the other day in one of our meetings you know using welding as an example. You know students are on the road from our school 40 45 minutes a day. They get there, they do their safety briefings, they have to gear up, they have to prep the shop to get ready or >> and then you have about an hour tops at work. Um, and then breaking everything down. Um, >>
024so it's just uh increasing their their uh floor time would be a huge benefit to those programs. >> Any other questions? >> Just one last one. How many college classes do we currently offer? as as many as the early college and university programs will allow. >> So it's right now >> it's an open it's an open course catalog through the main early college. We also partner with MA. We also partner with Husten anything that's available in the 100 level courses. >> Is there sorry >> there's a cap at 18 right? Well there's a cap at 18 credits for the state to pay for them. Should a student decide to go beyond the 18 credits, um, they pay a reduced rate. I think it's 50%. >> That's right. You said that. >> Yep. And I can
025say you'll see it reflected in the budget. We've tried to put in a contingency fund for um, students who do go beyond that 18 credits potentially to create some sort of scholarship fund or fund for students who have financial hardship that want to continue that. And Josh, is that 18 per year or total? Total. >> Total. So, and is that are they counting three credits a course? >> Most of them are three credits. >> Some some colleges I know have gone to four credits a course. So, that's approximately six classes in your high school, but >> you can go above and beyond and we would certainly find financial relief. We are looking at actually talking with the scholarship committees um to potentially divest some money from the scholarship funds to maybe set up some early
026college scholarships as well to try to continue to fund those for students. >> And your school has history of there are some kid we have graduated some kiddos that have left with either a full semester or two semesters, right? >> Correct. >> Out of high school into >> both of my full semester. Will they still be able to do that with the full days versus the semesterers? >> Mhm. >> Okay. >> We've been very It's been a a very um intentional conversation about this move to make sure that we can maintain all the things that we're doing really really well and enhance the things that we know are not working. So >> any other questions for Thank you. >> Thank you very much. >> Policy. We do want to go next. Well, I sure can
027share that we do have a couple of policies on the agenda for first reading this evening. >> Oh, just one. Just one. And then we have several that are coming to you. Uh February 10th, there will be three. These are in our meeting minutes. Um and then in March we have another one coming um for first reading I believe. Yes. Um and then we have our next meeting on February 24th will be looking at uh J I CJ JFC K J F C K R J K A A R uh K LG A and if we get to it I mean there's a long list here but you can see that all in your notes. And as Laura mentioned earlier, the one that we're bringing forward for first reading this evening is the temperature standards
028for schools and that should be in your packet as well. Thank you. Buildings and grounds. >> You're the chair, but I'm happy to >> I think you can go right ahead. [laughter] Um, so most of our meeting was spent uh getting update on the uh bus garage situation. Um, it's laid out in the minutes, so I won't go through everything, but um, basically still needing to get I don't know, maybe we have an update on some of this, but we're still needing to get some information from insurance and so on to even begin to think about what next steps might be. But, um, wanted to, uh, say thank you to the town for their help in tiding us over. Um and we do now have the um temporary building or trailer or whatever we want
029to call it that is is there on site. Um and then the other part of the meeting was spent talking about the elementary school project with EMC and the long and short of that basically being that until we have a better understanding of what's going on with the bus garage, we can't really make any decisions about spending other money. Um, we did talk about whether it might be a possibility of looking at um a bond to cover both projects, but I think we're still well away from making any serious decisions about that or bringing anything to the um full board for consideration. So, yeah, thank you. >> I don't think there's any any other ones. Finance, we're all up to date. Um, the 23 audits done. Well, sitting good. We just got to wait for
030the rest of it. Okay. I guess since we just did that report, is there anything that you want to share with the full board in terms of new information around the garage or I don't know if this would be the right time to do that since we're talking buildings, grounds, transportation? >> Yeah, sure. Um, so I spoke with our adjuster yesterday and um, he indicated that they're still doing preliminary work on what it would cost to um, build a new new um, garage. Um, I sent him all of our lists of what we know remember that was lost in the building. um and told him that we've got a file going of expenses that we have incurred already and uh he needs to wait to find out of what you know an estimate would be
031for a building before they will cut us a a check to even even start. So hurry up and wait. We did um I did talk to WBRC an architect um about a new building, you know, what it would cost. Josh has been in contact with um EMC and spoke with them at length about um what what you know what their estimate would be. And we also had um information from another firm that would be interested in putting in a bid. So we do have you know interest out there which is really good for us. Um so once we can get the information and find out how much they're going to give us we can move forward at that point. It is a hurry up and wait. Any other questions? Old business. I don't see any
032there. New business. And this has to be in a form of a motion because we got a vote on them for the first reading. Now 11.1 EBBD temperature standards for schools. The first reading. So moved. Second. >> Any questions? That's in your packet. All in favor? All right. 112, code of conduct. Um, we have a policy that requires that we have a student uh code of con conduct. Um, the administrative team worked on has been working on this since I think last July that we kind of brought it forward. We think it's ready for your consideration and once you say yes, move forward, we'll finalize it. It still says draft. have a couple little things to add as far as like the web page and putting approval dates, but it would be ready to go
033when you are. The administrative team talked about this at a meeting earlier this month and we talked about that perhaps we it's a pretty lengthy document. Um it's 40 pages and we thought about that we print them off for incoming kindergarteners and incoming sixth graders so that and we ask parents to keep them and hold them that these become theirs. And of course, anybody that new comes in and then there it's still available online, but for hard copy, if a parent wants those, we can have them and and hand them out um that way. And then anybody else that requests, but they're still there online. So, that was kind of our our thought process there, but we're certainly open to other ideas. >> That's fine with me. >> So, you need a vote on this.
034>> I think just or at least your approval. So, I guess you're voting for approval. It's nice to have a stamp at the bottom. that says approved by the board of directors on the date so we can kind of track it and know when it needs to be updated. Um you'll also notice in the document we talked about this that this district has had a lot of training with restorative practices and that you can see that the format of this is just not consequential. It's not just disciplinary, but it's working through the process that if a problem exists, how do we solve the problem? And again, starting with those littles. And if you start in kindergarten and everybody's using the same language and principles, you know, my friend Shandra is being mean and has said
035some mean words to a friend that we're showing and saying in the we don't do that here in RS2020. Look what it says it right here that we're not mean to people that there's been a problem. How are we going to solve it? So, it's solution based and it will go all the way through. And we think as it goes forward, you're going to see a reduction or an increase in common language for all of our students and a reduction hopefully is the plan with the behaviors because they understand that the expectations K to 12 are the same instead of speaking different languages. So, that's that's the plan. So, I'll make a motion to accept the code of conduct as written. Second. Oi. >> Any other questions? All in favor? Thank you. the overnight field
036trip Robotics. We are asking for your approval. You see all the the information for the trip. Um we have a number of teams for the middle school high school robotics team who have qualified for states. Um this would be a trip to go down to the Portland area for that competition. Um if you have ever seen this crew load up um they load up for day trips. They'll be one this Saturday. They're here at 5:30 and 6:00 in the morning loading all their gear up and ready to go for an 8:00 start. Um, we would need now that it's in Portland, um, that would be a lot to ask. I would probably move that to 2 3:00 in the morning to make sure they're there. So, we're asking for an overnight trip to stay the
037night before, have everything loaded up so they can hit the ground running and have a successful state competition down there. And you'll see the chaperons and the students. Um I believe when I looked at the paperwork Susan had put in for a couple of extra teams in anticipation uh for Saturday's competition um should any extra students qualify um just to have that extra little room to the budget and the number of chaprons. But and if you get a chance that uh that Saturday, it's quite the it's quite the event. I mean light shows, fog machines, it's it's pretty it's pretty rad. questions for Mr. >> Do we have to vote first? >> We do have to vote. I'm going to make a motion to accept the overnight field trip. >> Second. >> Any questions now?
038>> Oh, all in favor? Well, no questions. >> I don't have any questions. >> Is going I don't know. >> All in favor? >> That depends on asteroid destroyer. I'm going to guess she's going >> depends on Saturday. >> 114 strategic [clears throat] planning discussion. >> So I shared with you in your packet a summary of all the notes that were taken. We were able to pull them together and kind of do a summary and I just need to know what you're thinking for next steps. Um again talking with administrative team we kind of have two options. one could do board workshop and as a team this group and we could invite the community to come in and then kind of based on the summary identify some goals that you want for the district. We
039could go that way or we could do a smaller committee and maybe have one or two board members, invite some parents and teachers and and administration a smaller committee and have them power through the work and then bring it back to you. And I'm open to or another idea. There might be some other way that you want to do that. But we have this information now. We kind of need to move forward on um in order to identify those schools. And I turned on my microphone after I got done talking. Any thoughts? >> I kind of like the idea of continuing to loop in the community for another step. Um, and then bringing that work to the board. I don't know how other people feel, but I feel like that just gives us a broader
040uh set of ideas and backgrounds to do to develop that and fine-tune it just a little bit further before we bring it to the board. And we had a good outcome. I mean, it wasn't huge, but it was very nice to meet with some different people in the community, some that were parents, some that were not, and get different perspectives, and it was I I I agree with Chris. I think it's a good step. Can I ask either or both of you that um were recommending that like ideas about how that might happen? cuz I feel like we already probably got a lot of the the folks who would be kind of interested in participating. Maybe not. Maybe there were other people out there that we could find. But what are you thinking? I was
041kind of thinking that it would be maybe a subgroup of that larger group that sort of takes all that information and condenses it a little further and and comes up with some draft ideas maybe for mission or vision >> for goals as well. >> Yeah. I mean that group was big. It wasn't large. It wasn't so big that I mean because you had us working in we worked in individual little tables kind of doing the same tasks and then and report it out. Well, yeah, but the people that are on the TV may not have known that. Um, and so if I think that if we if you offer it up to to those folks again, if you want to come, that group may get smaller and then maybe we work together as a like
042do the small group stuff on the goals, whatever, and then bring it together in that setting and then report back here. I'm good with either way you guys want to do it. That's not I was late. It was good for what I sat in on, but I was running late. So whichever way the majority wants it is fine with me. Julie, do you have a preference? Uh, I had been thinking that maybe it would be better for us to do the work versus, you know, putting it back out there just because I think we probably all have want to have some input into it and and if we're letting other people draft it, then then that limits our input. But I'm happy to do it either way. So, I was thinking we would still be
043involved in that step. Like, I would want to be a part of that in between step, >> but could could we all be part of it? >> I don't see why not. I mean, it's kind >> It's a workshop. It's not a workshop. Yeah. >> And it's open to the public and it's on the website and all of that. So, it's not like it's not private. It's a workshop. >> Okay. So it it sounds like look I have my button on. I just want you to know like [laughter] because this is really hard. Um so it looks like if we shot for the workshop session at the end of March and did a workshop with the board and invited any community and staff to come in so that they can participate as well because it's
044a workshop. So they can and we could kind try to tease out based on the summary the goals that you want and perhaps mission vision and maybe tweak it a little and then bring it back for the final with the board. So are you saying workshop tweak it once first and then open it up to everybody? Is that what you're thinking or are you saying no to the board to for the final? Oh yes. So we could do a workshop and then bring it back sometime in April or or May >> for final approval or for the board. >> Okay, perfect. >> That way you could any changes you could make. >> Are you good with that? Next one. Resignations 115. Do we have any? We do. I wanted to share with you that principal
