006a great opportunity and a great time to provide professional learning for our administrators and for them to collaborate with leaders across the district this year's Focus was really on some of the new curriculums that we'll be implementing next year and um talked talked a lot about that and had um just a lot of great conversations around leadership and we know that by investing in our administrators were ensuring our students receive the highest quality education and our schools Thrive summer learning is also going strong right now through the end of the month we have opportunities for Rising kindergarteners through nth grade students to participate in learning opportunities through our summer school which we call Summer Summit program for Rising kindergarten May possible through our Education Foundation impact on Ed they've invested about $200,000 helping us transition
007the program from the long-standing summer literacy program to one that really prepares kids for school want to thanks for efforts to promote the program um because of the promotions that we've done we've seen a 62% increase in enrollment in this program which is great and we're serving 274 Rising kindergarteners so thanks again to impact on education couple weeks ago right here um in this boardroom the Boulder County Latina League awarded 57 scholarships to recent grads and continuing students mostly from bbsd over the past 25 years the Boulder County Latina league has given out 480 scholarships worth over $900,000 supporting Latino students from first generation lowincome backgrounds these scholarships offer vital financial aid and motivation helping students achieve their dreams at community colleges and universities and other congratulations to the class of 2024 and our fi
008my final update for this evening um just a a final fun note we today we found out that sentaur High School Rising senior Finn Feldman was named as the runner up in the New York Times where we are photo essay contest Fin's peace at this rock climbing gym everyone belongs was selected out of more than 500 entries and now is featured on the times website so another great celebration on top of the celebrations that we had this evening for the summer version of the 20124 superintendent honor roll so great way to wrap up the year that's all I have for my remarks this evening thank you Dr Anderson board members do you have any questions for Dron okay the next item on our agenda this evening then is public participation the board respects the rights

010am actually wanting to address today to reach out to our community um about seeking help from them I have been dealing with the boulder school district and a lot of things that they've been doing to disabled children and I'm reaching out to parents who also have been having problems with the boulder school district and the way that children are being treated and bullied by not only other students but the administrators and when you bring it up to the administrators or to our president of the board they keep referring you back to the people that are harassing you bullying you and everything so here I am today to reach out to our community and ask for their help if you've been being bullied if your child was bullied or if you as a person in the
011community have witness bullying going on please reach out to me we need your help we need to change this I've been in contact with our state senator and our state representatives and they too are not pleased with what has been going on and all of the information I've been giving them and other parents have been giving to them please help us because Boulder School District wants to sit here and they keep telling us all how great they do and everything but when victims of people who have been harassed bullied or even sexually assaulted on the school grounds you know what they do they allow these victims to have backlash on them they allow these victims to get bullied even more they allow victims to be hurt the boulders School District does this they do this
012to all children there's also disabled children who are being hurt by the school district and the administrators the teachers and everything being attacked if your student has been attacked please reach out to me we would love to help you there is a number of us backing this there are so many of us that want our voices to be heard thank you you that concludes public comment for this evening the next item on our agenda is the district accountability report Dak chair Chris Haynes and data UAP subcommittee chair Ali bronin are here to share the district accountability committee's recommendation for the district's unified Improvement plan if you want to make your way up to the Laura are we able to pull up the slide presentation for the board the slide presentation that we uh submitted for
013the for the display thanks so I'll give a quick intro while we uh get this uh set up so thank you uh board president Raj Paul and members of the board for allowing us to come and provide a presentation and opportunity for discussion on our recommendations related to The District unified Improvement plan and the revised strategic plan that will be a part of that process this has been uh the work of Dak a lot of the work of Dak over about two-thirds of this last D DC cycle and we finally produced the memo discussed it as a body and approved the memo at our final meeting of the year in May May so we were pleased to have the opportunity to be able to to get into one of the final board meetings of the
014year to be able to have this conversation with you all uh before you and other members of District admin uh do the work of generating this uh new uip over the summer in preparation for some busy work in the fall so uh Ali Bryan is going to be leading the presentation as the subcommittee chair for data uip but as you'll see at the end of our presentation this was a a very much a team effort with uh a lot of different members of Dak individually the different subcommittees of Dak collectively and our body all together kind of coming coming together to to um produce the best version of these recommendations that we possibly could so um we thank you for the time uh hopefully we'll be able to have some robust discussion after a brief
015presentation uh and hopefully we'll have some slides to be able to share with you and talk to here in uh just a moment awesome Laura I can I can send those again if we need to Amala or to Laura we've got it you got it okay awesome thank you um well while we're pulling the slides up I'll just do a quick introduction um I'm ali bruyne um parent to a rising second grader at Crestview Elementary um also to a preschooler who will join the Boulder Valley School District in a couple of years in Fall 2025 um as Chris mentioned we've had a chance to uh spend time as a subcommittee and then as a larger accountability committee um really work digging into some of the data um uh data data priorities um that have been
016presented to us over the year um and really think about uh our role in overseeing The District's unified Improvement plan um and providing recommendations in some new ways um this year so we're really excited to share our learning and takeaways with you this evening um our objectives for today really are to share these recommendations with you all to answer questions you have um and hopefully through the presentation and I'll say it now just in case it doesn't come through during those conversations just to express our deep appreciation for the opportunity to partner with you all um and thinking about uh our priority Improvement plans for Boulder Valley schools in the coming years um for our agenda today after this introduction we're going to provide just a tiny bit of background um before we actually jump
017into the recommendations we're going to try and talk for about 10 to 12 minutes um so apologies if things go a little bit quickly we know you've had a chance to review the material in advance um but we really want to get to your questions and discussion as soon as possible um uh by way of background um we did want to start with answering kind of first and foremost why are we here now why aren't we waiting until September um so typically we know that the DC will provide feedback on the unified Improvement plan in the fall after the school district has been busy working on it over the summer I wasn't part of the last feedback cycle but it sounds super stressful so we um thought that we would start this process a little
018bit earlier this time around and provide feedback on the front end with the hope that we can inform all of the important work that's going to happen this summer and in the coming months and then we can touch base again in the fall once we see the draft plan in addition we um had a chance to meet as a Dak with Shelley bilik in December um and participate in the Strategic plan review process so that prompted some new thinking for us about how we might merge um the daak work around the um Improvement plan and the larger strategic planning process in hindsight we had some moments where um we thought maybe we had bitten off a little bit more than we could Che um but now that we're here tonight we're very excited um that
019we decided to consolidate these work streams um you'll you'll see as we're going as you saw in the um memo that you reviewed in advance of this meeting um yay and that we'll have on the slides or we'll have up on slides shortly um we are sharing um a variety of recommendations some are really specific and actionable we think of these as really quick wins that the district could um take advantage of to move forward in some improvement priorities we're also going to be sharing some ideas with you that very candidly we aren't quite sure what to do with next so they're going to require some more planning and partnership in order for us to figure out next steps we wanted to make space for both of these things um and look forward to having
020deeper conversation with you all the other piece um that I'll share is um in May when we signed off on the memo as a DAC superintendent Anderson asked if we had organized our thinking around timeline and prioritization for the recommendations we're going to be sharing we're going to be reviewing with you at that time we had not quite done that um we have not done that yet tonight either however we added um some icons onto the recommendations um to support our conversation tonight that are um a do now AO next and a let's plan to sort of signal where we see more immediate versus longer term um action taking place thanks um and then if we can go to the next slide awesome we um here we have some uh five themes that sort of
021emerg through the course of our conversations over the past year as a DAC you'll see these um there's detail on these in the memo we can definitely share more once we get into the discussion but just wanted to make these visible and um share that you'll see these themes coming across across all the recommendations um that we have that we are sharing with you this evening two of them um the theme around data and Reporting and the theme around school and family Partnerships really came up a lot and so you'll see that those actually got their own kind of set of recommendations from the DAC and then on the next slide you saw that we prepared an executive summary for you all um so we hope that that was helpful along with a detailed report
022that has a lot more information and background on our the thinking and the research um that went into these recommendations we're going to go over the executive summary right now um but definitely look forward to digging into some of the detail when we get to the discussion um the one place where we will have some additional detail um that we'll run we'll run through right now is around Equitable discipline um this was uh during our DAC discussions this is where we spent the most amount of time and where we had really rich and sometimes tricky conversations um as DAC members around where we see opportunities for improvement and what we think some of our next steps could be as a school district so we want to make that visible for you and again look forward
023to discussing further okay so that's the background let's jump into the recommendations our first set of recommendations on the next slide is all around data um so we really look forward to uh working with the district and continia Foster productive datadriven conversations DC members love data um it's been really awesome to learn alongside the many data Savvy parents um who serve on who served on the DC this past year our first overarching recommendations it recommendation is um encouraging the school district to develop specific measurable achievable relevant time bound or smart goals for all of um our priorities in the next strategic plan really candidly it can be challenging for Deck members to situate the progress the many progress updates we get when we don't have large the larger context for improvement so is a 2%
024Point change in students reading proficiency good um if we have a 3% increase in math proficiency does that put us on track or off track to closing gaps like we don't know this sometimes when we're getting updates that kind of specificity we really see as a super powerful tool for building our knowledge and buyin for the school and District Improvement efforts our second data priority um I'm going to skip down it's actually the third bullet on that last slide really Builds on that first priority around um rethinking some of our data processes and tools with a focus on ensuring clear and consistent communication with family and community Partners um we love seeing data sliced in lots of different ways it's super fascinating it's super interesting sometimes it sometimes it contributes to our feeling a little
025bit lost about what's most important what we're looking at and kind of really keeping a focus on those top priorities in some cases Deck members shared that differences in the way data is presented um can actually lead to an osion an excuse me an erosion of trust H this is a much Rosier picture than I saw the meeting last week what's going on here right in other cases as I mentioned it can just be a little bit confusing I thought I understood our progress and now I'm looking at this differently now I'm not so sure we think that it's great to look at data in lots of ways but we really just want to make sure we're doing so in ways that are transparent readily accessible readily understandable and where we're always really sure on
026the progress on those most important measures and then the second um uh uh recommendation we have under data is a little bit more Innovative in novel it's around um what we called Equitable Equitable opportunity to learn scorecards um this is a new idea that really Builds on some of the work of the Latino parent advisory Council and some of the other parent and family engagement structures around really thinking about what kinds of tools do we need to really understand some of our Equity priorities um this is a place where we see this as being a a space for Deck members and other family and Community Partners and in partnership with you all to really dig in further and think about what would mean for us to look at the conditions in which our students are
027learning and whether or not they all of our Learners really have an equitable opportunity to access the amazing resources we have in this school district so on the next slide here we're going to shift over to um and actually can we just go back one more so sorry thank you we're going to shift into a series of recommendations that fall under this umbrella of emphasizing the shifts needed to be even more altogether for our students these are our recommendations about the four um unified current unified Improvement plan priority Performance challenges the instructional model Equitable discipline special education um as well as um accelerated learning opportunities we believe the district is right to stay the course in a lot of these areas we think these are great priorities um we look forward to seeing how they
028show up in the next Improvement plan and strategic plan at the same time we think it's super important to emphasize and really think about even as we stay the course what's going to be different and making sure that all stakeholders are really um understand what is going to be happening next to make sure that we're continuing to make progress so when it comes to the instructional model our recommendation here is to really emphasize this idea of making sure that staff members feel equipped to inact culturally competent and sustaining teaching and leading again we don't see this as a new direction for bbsd but rather the next logical step that follows the current the work that we've seen in the past couple of years around adopting high quality instructional materials and really enacting some new data
029driven instructional approaches um The Challenge here and we pulled a little um research finding up onto the slide is that while we have so many amazing Educators in our school district the data also tells us that a lot of teachers and principles don't feel like their preparation really prepared them to lead in multi increasingly Multicultural in diverse School settings and with um our diverse student populations so we need to address stent our teachers needs and think about how can we support them to feel like our classrooms are set up to support all of our Learners um our next set of recommendations are around Equitable discipline so we're going to have a few different slides on this and again as we prev this is a space where um a lot of really rich and sometimes difficult
030conversations among DC members anytime we talk about discipline I think we end up with a lot of different ideas and experiences coming into the conversation so we're going to attempt to capture some of that for you um over these next couple of slides so to start our overall recommendation here is around a concept that every classroom we want every classroom in school to be a place of unconditional belonging for our kids we know that discipline is deeply interconnected with learn with teaching and learning and we know that our students need to feel a deep sense of belonging so that they can really engage um with their learning experience today some classrooms feel like that for some of our students and some don't um and so on this slide as well we wanted to pull up
031what we call kind of an uncomfortable important and Inconvenient Truth um which is that when we suspend kids from school um it the over our research has overwhelmingly found that is not an effective teaching tool right and then in some ways it actually makes it more difficult for our kids to engage with their learning we are really fortunate here in Boulder that our teachers and our leaders know that um so in recent years the district has made really important progress in reducing the number of kids who are being suspended from school um this is really amazing and we we see this as being a reflection of a school district that is enacting evidence-based approaches not as it is sometimes characterized and a concern that was brought up during our DC meeting that this is being
032soft on discipline right the evidence just doesn't support suspending from kids from school when something when something difficult happens um so we see what you're doing we're starting to more deeply understand why um but not everyone does yet so we want you to keep talking about this and we want to keep this conversation going on the next slide despite some of the important progress we've seen um as far as exclusionary discipline goes we have some important challenges and this is actually the focus of Our Deck recommendations um addressing disproportionality um in in exclusionary discipline we know that our black Latino and emerging bil lingal youth students with disabilities and children from low-income families continue to make up a disproportionate percentage of students who are suspended from school we also know that certain schools and maybe
033even certain classrooms deploy these practices at higher rates than others paired with what we know about how harmful School suspensions can be for our kids it's really clear that these practices are widening opportunity achievement gaps for kids in Boulder the question is why is this happening our hypothesis is that disproportionate discipline practices are the result of adult mindsets operating Norms in our classrooms and schools and systemic racism and bias not differences among these student subgroups this hypothesis is based on the research showing that different students experience different discipline practices for the exact same behaviors at the same time we can go to the next slide we do want to highlight and this was another um important um conversation that we had as a DC there are a lot of amazing resources that are students have
034access to here in bbsd social emotional learning anti-bullying programming mental health supports these are incredible and we know that our kids are benefiting from them but these are not strategies that are going to address disproportionality in school discipline practices we want them to continue but that's not the solution to this problem that we're trying to solve right now or that we're discussing right now so what's the next step well we see the immediate Next Step as continuing to work toward building clear consensus that eliminating disproportionality and discipline is going to take all of us grown-ups not interventions with kids but interventions with grown-ups working together and then on the next slide um we have a recommendation here that's really focused on another um priority Improvement challenge the reality that emerging bilingual students youth of color
035and children from low-income families are being disproportionately referred for special education services often because their needs are not being met in the general education setting or because they don't have access to those tier 2 intervention supports not because they have a disability um so we really want to um Elevate some of the work that we heard the neurodiversity committee is working on right now around thinking about how we can set up our classrooms to be more inclusive and supportive for all kids and ways that are going to address this um priority performance Challenge and also benefit all of our students on the next slide this is the fourth priority Improvement Challenge from our current unified Improvement plan and it's around um again making sure that more of our students have Equitable access to accelerated learning
036opportunities um we a powerful report from the national working group on Advanced education that calls for an approach that's a little bit different than what we are seeing in a lot of school districts instead of focusing on trying to identify more kids who might be capable of accessing Advanced coursework and gifted and talented programming what if we um adopted strategies that were more inclusive by default our big ask here and the DC is ready to support this is to study some of the more inclusive policy options that we know school systems across the country are adopting and to figure out what will work best for our community and the great news here is that if we do decide to move in this direction there is additional State funding available through the John W Buckner automatic
037enrollment and advanced courses grant program all right the next slide is our last set of recommendations um and these are all about school family Partnerships so something that is um very near and dear to many deck uh Deck members Hearts um we are the first opportunity we want to highlight here is primarily actually a request um from Dak uh from the DC around um support for improving Dak and Sack operations in the coming year we'll have a chance to share more with you about this but we did deploy a survey to principles and Sack CH to learn more about current practices and we've learned a lot and have a lot of great ideas for how we can improve um parent leadership um and support for schools um in the coming year and Beyond and we
038look forward to getting your support with some of those ideas um second we want to highlight just the incredible work that's happening in Boulder around dual capacity building this idea of bringing um parents and families and caregivers together with Educators to work together to learn together um to develop solutions that are going to support our kids with their learning at school and at home the fact um the families and Educators together committees are a really prominent example of this um something that we are just really not seeing elsewhere in the nation um so we uh look forward to working with you all to continue invest in those strategies as well as other opportunities to really build the Knowledge and Skills and capacity of parents who want to be great Partners to our kids teachers and
039then finally as um the school district is preparing the next unified Improvement plan as well as the larger strategic plan we strongly encourage you all to consider um asking every school encouraging every school whatever verb you think is appropriate there to adopt at least one research-backed high impact school family um engagement practice in their Improvement planning anecdotal evidence from the past two years showed that the schools that did have those practices in their Improvement plans um made a lot more progress in forging deeper connections between Educators and families and so we see this as potentially one of those quick wins and high impact approaches um to promoting more consistent parent and caregiver engagement across all bbsd schools in the coming years okay we're ready for me to be done talking and excited to hear your
040questions reactions and jump into discussion thank you both for that presentation and I want to also say thank you for adjusting your timeline to better serve uh the timeline of the state in the school district I know Dak does not convene in June so we're happy to have you here this evening board members who would like to begin with questions Kitty well I don't excuse me I don't have a question but I just want to repeat in public what I said to chrisen Ally privately is I appreciate how much work you all have put into to this this is a really rich and Meaty document for us to look at and I appreciate it and I appreciate your asking for the smart goals Beth yeah to some degree I want to Echo that as well
041um as a non former DC member we've got a couple on the board I am always truly Blown Away by the the value the DC brings to to the board to our community I mean as a community member I think to myself wow the DAC represents all of our schools so when you speak I really truly want to listen and process all the information you shared um there's a lot to process here tonight um a couple of things that stood out for me um I heard you say you want to study more inclusive practices to support students with disabilities and advanced learning students um I'd certainly support this I often think and I I'm gone on record saying this that we need to do better for a variety of our subpopulations and the answer certainly
042isn't in Greater more and more pull out for students it's not in othering students it's in pushin services and what does that look like as you called it accessible inclusive practices so I just want to say I really support that and thank you for raising that um maybe a a question that I heard early on kind of back to the smart goals um I Heard a request for more transparency in data and so I am kind of wondering maybe about how our dashboards that are coming online and how that may potentially address some of that transparency and consistency and data for our our public and for the DC Dr Anderson thanks for that question and Ally and Chris um I'll share with you publicly what I shared at Dak which I just think that your
043work is brilliant around um around around this I do think that Beth to your point the opportunity that lies ahead for our our school district and Community is to really begin to triangulate metrics for the Strategic plan right uh the initiatives that you um and the and the focus Improvement efforts that came out of the review that Dak has highlighted and then our work around implementation with consistency which is that other aspect that we know that we've talked about to make sure that that you have a high you have a high floor and high ceiling everywhere you go in every classroom uh and so to the extent that data tied to progress on smart goals right is different then a reporting out of data metrics right and I think that you know the trick will
044be was we'll just have to talk about what's what is appropriate Improvement incrementally what uh where are we starting from how does that look uh I do think that there's that they'll be we'll have to take some time to really be really thoughtful about that but but Our intention I can speak from on behalf of of the of our team is to is to do something that we're all proud of that where it says okay you know this is the issue here's where we're not making progress here's our next best step right how did that go and did it change the data and so um I'm really excited I think that our team's excited I know that we have a meeting coming up in a couple weeks where we're going to be digging into all
045of those areas and aspects to begin planning the work starts immediately we're not going to wait till August we're going to be working over the summer and so um so hopefully that answers that question and kind of maybe answerers some other board questions that may coming up poge uh Chris and Aly thank you so much for your work on this I really appreciate how much thought went into it and I know the Deep discussions that you have at D um and and I I appreciate the kind of clear insets you provided and the linking of the Strategic plan to the uip to make sure that those are really clearly aligned I think it's is an opportunity for us right as we're moving forward on the next itation of the Strategic plan and our uip um
046are there any places that that came up in your discussion as Deck members uh where there's opportunities for us to think about where we can really kind of Target and be really strategic about this I know you kind of mentioned a couple of things in terms of dispor discipline but I'm thinking about like as we look at our kind of reading curriculum as you think about um our our um IEP process are there places that come up in in your discussions with parents where uh places we start looking having discussions that we could address or Dei work or wherever it is yeah do you think would you did I push this to oh I'm on okay perfect yeah um I love that question so I think um one of the a lot of the conversations
047that we've had at Dak are um around thinking about our role as parents um with the school system so um hopefully this came across in the memo that we shared and perhaps didn't in kind of my overview but we really wanted to present recommendations that we felt like were um appropriately situated from where we are as parents versus imagining that we have the right knowledge and expertise to really think about um the implementation and the way that you all be will be working with superintendent Anderson and all the Educators in our school system so for example when we think about some of the new curriculum I think from our perspective we would Elevate as priorities um what are the opportunities to as teachers are wrapping their heads around new content new approaches how quickly can
048we bring parents in in the right way and equip us with the knowledge that we need to be really great Partners outside of school um so and I don't know if you would add anything on to this Chris um but there we do we do have teachers who are on who are parents on the deck right we do have folks who work in a variety of ways in education and so we want to kind of tap into all that expertise but also we do want to make sure that our role is um that as we're elevating priorities that we are are not getting too far into um I don't want to say like staying out of our lane because I don't like that language but um this idea of like emphasizing our the parent perspective
049versus getting too far into what's happening in our in our classrooms um so for instructional materials do what you need to do right to make sure teachers feel supported right that principes feel like they know what it looks what instructional leadership looks like using some of these new approaches um and then just not maybe not forgetting parents right and the role that we can play in understanding what these new approaches might look like how they might be different the new challenges that our kids might have and figuring out what are the resources and touch points and Communications that can support that um I think for some of the other areas like around discipline um was one space where you know we didn't you thought we didn't actually have a specific action step around Equitable discipline
050right a lot of where we are right now is um thinking about what are the conversations that we need to have um to make sure that as families that we're kind of getting on the same page and we did this this past year we were just talking about the different conversations Zach had last spring around Equitable discipline and the conversations we were having in May right and kind of what that Journey has been like for us um to think about really thorny questions around what is my expectation if one of my kids feels hurt at school right like oh my gosh I want to protect my kids no matter what but I also want to care for all the kids that are in that classroom in our in our schools and sometimes there's a tension
051there um and just like being able to name that tension and really kind of think through our role as advocates for our own kids and and as advocates for all kids um so we definitely think that there's some opportunities to um to really think about discipline differently um but I we would love to partner with you all and with Rob and superintendent Anderson um and uh with other um with other staff and um and our teachers and principles um to think about kind of what those conversations look like at our school sites and how they can be kind of part of a consistent districtwide approach so we don't really have an answer there but again more of an invitation and a commitment to kind of being part of that process yeah the only thing I
052would add if I could remember chavz you appreciate the the question I think the point that Al made at the end there which is about invitation is really where Dax sees its its critical role right our role isn't to deliver Solutions our role is to work to build a space within our advisory capacity where we can signal and open up communication channels for the difficult conversations that we will have to have as a multifaceted Community to find what the right solution would be I think what we experienced as a Dak and some of the board members that attended the DC meetings where this was discussed what we experienced this spring in preparing this memo and doing this research was getting the closest I think we've ever been as a body to a legitimate uncomfortable but
053crucial set of conversation topics that Drew people into a space where they um felt discomfort about you know the situation that they were that they were describing right that's maybe not where we want to be at the end but that's a good place for us to start right to that to that point of actually getting to the to the truth of what people feel their defines their experience and their and their students experience so um I appreciate the question we want to be a part of that process but I think what our goal is here is to open up the right channels of communication on the right topics that we're feeling like are conditioning the the parents that are in our sphere and in our communities to start getting to a position where we can
054Define Solutions and we appreciate that and then Jason thank you uh I really appreciate your response I think that's a really important context for the public to think about in terms of how deck approaches these questions and that how much of a partnership it really is with the district and so I really appreciate the superintendent of the administration for having that partnership and I know you didn't get to your last slide but when you look at that list of people on that slide it's across all these schools it's also Administration people who are part of these discussions and I think that that community building right there that engagement is critical so thank you for your work hey Chris and Allie uh I also want to thank you for your leadership and you know we're really
055fortunate to have you both and these roles in serving in your leadership in Dak uh just all the um intelligence and um just everything you bring to this so thank you very much um I don't have so many questions more just a few comments um I really appreciate the way you structured this memo with the do now do next and let's plan and I really that actually was a really great way to think about these things what are some kind of lower hanging fruit what are some things to start looking into and then more longer term things so I appreciate just that structure um you made a comment about kind of sometimes feeling you know even as as well informed you know relatively as as Dak or we are on the board you know sometimes
056we'll see slides with data and I have the same question where does this fit into the larger picture and so I appreciate that and Clarity from Dr Anderson about kind of one of our goals going forward um and then just another Point um before serving on the board I was on the sack fortunate to serve with Chris Creek Side we had a highly functioning sack with a strong principle um you know great interest in our you know parent community and serving uh and I just assume that's that's the way it was at every school and so uh you know your point about doing everything we can to not only strengthen daak but also making sure that uh Sachs are strong and and welcoming and um you know able to be similar to kind of what
057the experience I had at Creekside um that's something I also want to make a priority going forward so thanks for those recommendations go cougars Alex yeah thank you thank you very much I I again um my hats off to the entire deck uh for the depth and the sophistication that we have here it's a tremendous asset as a community to have such deep thinking and uh good cander to share on multiple issues and I I've got a couple you know observations that I think are that I resonated very much with your recommendations I mean I I think as a governing board um smart goals are a great way to to to focus there a heuristic right they're not the the only thing to do they're just there because they drive you towards important shared conversations
058that you can have and I think sometimes people in systems are afraid of them because there're something that you might not reach but I think having goals that are perhaps not reached is an important part about goals um otherwise you're just making a to-do list and uh and I think it's really helpful for us to to work on all the aspects of the smart goal so I I really appreciate that I also appreciate the observation of like having all data become available isn't more helpful than having consistent transparent understandable data available and so it's it's it's not an ask for all the information that there ever is but it's for making it more more easily applied by lots of people and so hats off to that and then there's one last part that I think
059that points at something um that's not in the memo so much but I think is really important to our work and I I look at the stuff around um like the Universal Design for Learning and the acceleration being more a tier one thing than you know a specialized intervention and I think some of that gets to our challenges around declining enrollment and the students that we are losing to private schools in the surrounding area or to the parents of the neurodiverse kids or the twice exceptional kids who are finding challenges and the the scale with which they want more leads me to think of we need discussions about tier one activities and that this is not just important to our strategic plan and our uip but to our long range plan in order how do
060we make our schools good at serving everybody so that we have more kids to serve and that our schools are are able to do that and then we have enough resources to do those things so I share those observations mostly at a point that's like w so much here to work with um that I'm super grateful but then I'm also curious like how do we as a board find the space to have each of those different super deep conversations and how do we incorporate that into all the other stakeholders weighing in on the Strategic plan uh dealing with a fall when uips do come out and they're super compressed or the long range uh people working on their plans and the schools with you know under enrolled but where parents are frustrated about declining services
061like those are we're bringing up so many weighty issues um I guess my part would be what do you think the Dak is looking forward to doing the most next year from this and you know what's the one or two things you would ask us as a board to do or the district to do to help you yeah that's a good question I can let allly off the hook and step in as as Sher to answer that question so we signaled this in the the memo in the presentation but I think from our perspective there's an immediate and tactical need to Leverage The Influence that Dak has more directly in helping support the the broader network of Sachs that need to exist to Jason's point to to board member younger's point that needs to exist
062in order to build a foundation that has folks who are um able to access ready to interpret and then prepared to act on the information that is being being disseminated through various channels right I think I'll be the first to admit that we have many really high functioning really powerful sexs with a lot of committed parents and we have some schools that don't have a functioning SAC at all that's a situation that is within the sphere of dax's control to try to influence positively and we see that as a foundation building a kind of Grassroots building effort to help Elevate the the um consistency of the conversations that we're having about school Improvement which then of course contribute and rol up to the to District Improvement so from our perspective we took some um Baseline
063building actions this spring in administering this survey collecting some direct data qualitative and quantitative on how Sachs are doing where Sachs are in their current process which gives us a a framework with which to approach this work as we start into the fall so in part we see that as part of dax's responsibility we know the board members are committed to this work as well we look forward to to partnership on that but that's something we need to we need to kind of of get our our daak house in order right so to speak so we've got lots of commitment lots of energy and we need to um improve the way we're operationalizing that and leveraging it um so that's that's one two I think as part of our prioritization process you know one of
064the levers that Dak has part of the uh kind of brain power that Dak has is a willingness to really dig into policy work at a deep level to help advise within our capacity some of the structural areas that help empower the board to encourage the district to execute on some of these things right so I think we've done some some excellent and high impact policy advisory work in previous years I think we're hungry to to start up that cycle again this year and really try to figure that out so I know the board is already at work in determining what some of that policy review agenda is Dak is ready and willing to to be participants in that um and help shape how that policy work can help Empower and inform the the uip
065shaping process and then ultimately the work that we do to implement the uip after so um those are two two quick things um board member medler that I think will be accomplishable and fit firmly within the scope of what Dak can do and that we're like really hungry to get to work on yeah and the only other thing I would add is um I think as you're thinking about um strategic plan goals as we're thinking about improvements to some of our data infrastructure we do have a subcommittee right of um parents who I think would be very delighted um to be thought partners and thorns in your side and all of that good stuff as you're thinking about um kind of what our what those Data Systems look like um and certainly you know a
066group to kind of test ideas and and new tools out with Alex um I have a another uh question I mean I think the the district's making uh considerable progress in the sort of instructional cohesion world right of moving from a system of 56 schools to a system of schools I look at uh where we've gotten to in the world of assessment and think we're like partway there and I look at the evaluation of the Strategic plan that we heard from and it leaves me wanting you know to get to something where we have like um fewer assessments but more coherent ones that we can use for interim assessment throughout the year that are more common across schools um that aren't always tied to just individual curriculum pieces so I think of like you know
067NWA Maps or something like that what do you think how would movement in the direction towards that sort of a system where we'd have fewer assessments but more common assessments that are still providing us with um uh Benchmark data and interim data throughout the year that get get us to more growth within a school that's actionable how would that fit into the recommendations and Analysis that the dak's been doing this year on this I mean I think to start and then Chris will be curious if you have thoughts oh thank you um to the extent that data from those assessments is useful and on a timeline that is helpful for teachers um you know I think that that personally that's like Ali talking right now would be kind of most important for me um certainly
068we have experienced some moments where um as a Dak when we're looking at progress data by the time we see it it does feel outdated um right we're looking at last year's data in March of the following year um and there's real constraints there that we completely recognize but in a school district like Boulder that where we are rolling out lots of new initiatives um having access I think to more real time data they can help inform our understanding of what's working and what's not I think would certainly be welcome um I think the big question that we would have as Dak members in our experience you know with the data that we've had to date is if we have the infrastructure in place to really be able to consolidate that in ways where we
069can make meaning right and it does feel actionable for all the different stakeholders teachers and principles first and then of course other other partners um so I think that's a really interesting interesting idea I know we haven't talked about that specifically as a deck but that was kind of my first thinking based on the conversations that we do have where that how that might fit in yeah if I could the only thing I would add is if we think about Dak as a a body committed to Building Systems of transparency and accountability one of the things that that falls within that sphere is helping to empower and educate various members in our community including Dak members and the members of the Sachs and the schools that they represent to be prepared when faced with the
070opportunity of of of seeing you know assessment data or um you know beginning of your midyear end of your assessment data to understand what they're seeing be more readily equipped to ask questions of principales and school leaders when they're when they're presented with that information that helps voice the feeling and concerns that parents experience as a result of being parents of their students in a in a in a vocabulary that is um that can connect with pedagogy instructional strategy and and frankly you know School administration and I I think that um I've seen even in anecdotally in the Arc of my experience as a Dak rep who who serves on a school sack that there are some parents who come into those conversations immediately equipped and there are some parents who have a an arc
071of understanding and sort of learning and and get to that point and there are some parents who come in maybe for one or two meetings and kind of aren't quite sure how to how to connect the dots so I think in part um some of dak's role can be both encouraging conversations at the district and the board level in terms of what we're assessing and how and then also I'm hesitant to use the term trickle down but kind of trickling down that information and that empowerment to the communities that we represent in such a way that helps everyone approach this from a more actional from a more actionable posture so that's something that I think Dak can really contribute to in a meaningful way I really feel excited by the fact that the Dak who
072represents all the schools within this District our board members who have been elected by our community and our external consultant really have a high degree alignment but the external consultant that we hired to evaluate our strategic plan have a high degree of alignment and where we see where we envision and where we hope this district is going to head I think that consistency speaks volumes it it shows that we are really on the right track to do some really remarkable things and so I was really pleased to to read and to hear your presentation tonight um it just really reinforces the idea that we have work to do and we're on the right track so I just wanted to highlight that for the public I really like the idea um of uniting unifying the Strategic
073plan and the unified Improvement plan more closely I think that will actually in doing so make some of those data views and data slices easier to understand when they are more consistent and so thinking through how we can have tighter alignment will be helpful not just to make sure Way's on track with the same work so we really can become a UNIF a dist a school district that is Unified and tightly aligned not a district of schools but it will help our community understand what we're looking at and when and help the Dak who's responsible for for both of those when they're looking at the data to really understand how the needle is moving where are we struggling you know are those slices of views aligned in a way that makes sense to the community
074so they can bring it back to their sex so I really like that point that you made there tonight um and feedback loop is really important to the deck and understanding um how your recommendations are used we have not yet seen the unified Improvement plan we haven't had that presentation yet I know we're that's a lot of the work of the summer but I would like in years past um when Dak recommendations have been integrated they've been highlighted and called out and I think that's important for the board members to understand and I think it's really important for the DC members to understand when you're when your recommendations are being put in place so when we work through that I would like the District staff to draw attention to that as well um there's something
075else I guess the other thing I wanted to say around during the board priorization we talked about supporting the district accountability committee and supporting our school accountability committees and knowing you had that report coming out we decided we would let you let us know how you need help and support and so we are happy to do that it is a struggle to think that we still continue to not have functioning sacks I mean I attended a SAC meeting this last year and it the principal was wanting a sack and people weren't showing up and sometimes inverse can be true and there's a lot of reasons why sacks aren't at all of our schools it is not the easiest thing to do but the more we can create the conditions to allow for saxs to exist
076and to be effective in those minimum of four meetings per month is really important and so however you decide when you get to that point we can be of service please uh let us know that um we are willing to lean in uh in our capacity in that way um I think that is all I have board members any closing remarks well I will say first thank you for for expressing that support and we will absolutely take advantage of that um if we could actually am could we advance to the final slide in the slide deck I just um oh one further oh I think we're going the other direction one further there we go thank you I just wanted to be able to put up on the screen like as part of the the

078on to the information portion of this oh sorry I skipped head I'm really excited to move forward the next item on our agenda is board communication board members who would like to begin and oh Jorge I I don't think it's it's I know it's not our last meeting but as reflecting on all the meetings we've had over the course of this short year for us I mean for me it's been really astounding to kind of see the work of our teachers and our schools but also the work of our students today was a big highlight and seeing the individual accomplishments but the recognition from all the students that it's really not just them it's a group effort from everybody that's here and for me it's it's been really rewarding to get to see that aspect
079of it and and to have that noted um and here in the DAC present today um and seeing that alignment that we have the right I think we're going in the right direction have those priorities aligned that we want make sure we're serving all our kids um I think people have asked me I don't know how many times how's it going are you sure you made the right choice how are you feeling and as I look around the room that's really rewarding because I feel like everybody's on the same page we want the same things um and the more I talk to families and parents who have concerns who who are advocating for their kids um sometimes they're angry sometimes they're grateful but I think we all want the same things and I see that
080in this work here um I know it's not easy we've got some tough things coming down the pipeline but I wanted to highlight that today just because as we're approaching the end of the year um how grateful I am to be in this position and and I think we're going in a good direction so I hope to um looking forward to the work ahead yeah I wanted to um uh I met with a few different groups of parents over the last few weeks um and as board member you often get reached out to by people who have an actx to grind or who have are frustrated with something so I want to count I want to ground this in the wonderful assets of our community that we have that are ready to roll up their
081um sleeves and and work with our data and uh a rich exploration of us what we do with the next strategic plan and the uip process and I do want to bring it into um what we do with our declining enrollment and and our long range plan um because I I just I talked to parents and I would love to have the data to figure out what's anecdotal versus what is systematic but I do believe we we have parents who are able to leave our school system to go to private schools or to home school and that in the long run in order to maintain the services that we have we need to keep more of them and and and bring more back into our schools and so uh I've had multiple conversations and you
082see the patterns sort of come up of families of neurodiverse kids of twice exceptional kids of kids who are high performing and who are who are um whose parents think they need some more acceleration but at the same time probably don't have great executive functioning and may have a 54 plan like it's actually all messy and complicated but it gets to the ability to have differentiated instruction or to have a w a wider array within more of our schools to serve kids that need more different things so um I I know this uh as we move forward and as we think about our Data Systems I do want us to think about how this interacts with our our long range plan for our under enrollment um the I met with a group of parents for
083example from El Dorado K8 and their um six seven and eighth grades are are really small and they're to the size now where they can't have as many units of math so as we don't close schools and we have them spread out over under enrolled schools it's affecting instructional offerings to Kids now and so those are parents who's who would thinking their kid needs was ready for Accelerated math but there's only 66th graders or something right and so you can't actually offer that and then we end up having to do it virtually which makes it harder for the kids with 504 plans and executive functioning challenges uh to benefit from it so what I guess I'm trying to get at is as we do our discussion of declining enrollment I don't think it should be
084separated from our discussion of what we're trying to do instructionally with all our kids and I think if our communities were wrestling with the data of the kids we don't have or the kids that we might be losing we would have additional information to talk about how we provide education for all the kids where they're at and what the impact of a bunch of small schools are not just for the individual schools that we might close but for all our schools and so I I just want to um encourage us to think about when we think about a uip whether it's at school or District level when we think about a strategic plan when we think about a long range range plan to be to be cognizant of like there's there's real kids here with
085families making stay Oro decisions um that are impacting the resources we have to solve everything else so that's where I'm like we need to think not just about how to wrestle with that data but how to keep the families and to have more information about the ones that we're losing and to have more information that's concrete about like well what are the attributes that lead to frustration in a small school that lead to parents that have the ability to be enrolled in our private schools so that that was um and I was struck that the parents of some of our schools that are not on the list for you know being closed are seeing the effects of how that smaller scale is is districtwide and and not helpful so I think it sort of increases
086the urgency for our discussions around declining enrollment and makes them not a siloed thing that's separate from our discussions of what we do to serve all our kids I hope everybody anybody that's watching is having a f great first two weeks of summer break uh it feels good to in our household have summer upon us and a little bit of a change in routine we as Jorge mentioned had the superintendent honoral at the start of this meeting and I I say it all the time and it's probably getting old but our I'm endlessly impressed by our students and our staff and we had a lot of great honoraries tonight so I just want to say congratulations to all those folks and to those everybody that's been nominated and honored in the past we we do

088superintendent of operations Rob Price Dr Anderson thank you good evening uh president rash Paul members of the board uh joining me as Dr Anderson said for the bond and Community Bond oversight committee update is Chris stenhagen our executive director of bond planning Chris is going to be doing the majority of the uh presenting tonight I do apologize our two chairs had to leave earlier um they were both here but they had other commitments that they had to get to so I do apologize board member Chavez might be able to fill in he's been attending a number of our meetings so we thank him for his service and uh joining us I do want to just publicly commend Chris our project managers our procurement team um when you think you know we passed this bond in
089November of 2022 a lot of work has went into place we have 16 projects under construction uh Chris and his team will do about $40 million of work this summer and this summer is 11 weeks um we've got eight weeks left I've toured a number of the projects and this doesn't happen without a lot of planning that has happened and put in place U we've hired good contractors we've got the right Architects on board uh but just publicly I want to thank them there's a lot of time uh commitment and uh why we want to enjoy summer um we've got a lot of work together get done by August 2nd and as a reminder some of these projects will extend into multiple years so I just wanted to publicly thank Chris uh he's done a
090phenomenal job we are in good shape um and leading in the right direction and with that I will turn it over to Chris all right thank you rob good evening everyone uh I am excited to be here this evening to report that our phase one Bond projects is summer off to a really strong start so in fact we have two projects will be wrapping up at the end of this month um it was really the uh the efforts the innovated scheduling collaboration of our project managers getting able to uh get into a spring start on some of our site work um so excited report we'll be wrapping those up here at the end of June and in conjunction with our Phase One Construction we also continue to work with our design teams in our phase
091two projects for next summer apologize didn't advance that forward um so these are are our projects here still in Phase One in construction like Rob said um we have quite a bit going on this summer quite a bit next summer and here we have our updated timeline of where we are in the bond cycle and demonstrating uh how we'll transition into sub subsequent phases you've seen this before but it's a snapshot of where we are now so as we put the finishing touches on this Summer's construction we will be prepared to issue requests for proposals for Architects and contractors into facee three and complete our architectural contract documents for our phase two projects in October so mobilization for each of our projects has gone as planned and a great deal of work is underway we
092have great communication continuing with our principles and our staff uh our teams are achieving the schedules that we've spent the last year planning uh justice high school and Coline are the two projects I mentioned that will be completing work at this at the end of this month and then we'll move into doing our uh back check punch walks and starting our closeout documents to bring to you guys uh The Centaurus engineering wing and the interior Renovations are moving ahead swiftly uh with impressive improvements being accomplished each week uh A lot's been achieved in a short amount of time there and we're excited about uh what we're seeing we are on track to complete the new Wing in November and then we'll be moving them in for uh the the following semester to to be having
093classes in there at our five UA playground projects that's universal access playgrounds in our phase one there's a lot of fencing Demolition and Earth workor happening in just a few short weeks our equipment will start to arrive so we look forward to these playgrounds comp completing um these are really exciting the improvements that are being done we look forward to a future opportunity to share those photos and uh talk to you about the student experiences that will happen on those here are just a few photos of some of the highlights of the project I've been mentioning here so in the upper leftand corner we have Justice High that has a new turf field on it um a big Improvement there and uh a lot to celebrate for those students uh down in the leftand corner
094we have the Centennial mid Middle School uh courts uh tennis courts that were demoed uh earlier in April we did our concrete pour in in March so that's moving along so we're waiting for that to cure and we're uh getting ready to wrap up demolition of Our Fair viiew tennis courts as well as part of this Summer's project and then over on the right hand side is the centaura swing um at this point right now we're just about finishing structural steel um so we'll start to see that come together quite a bit here in the coming weeks as well our new Vista progress is difficult to miss if you've driven by Broadway and Baseline recently so the variation and the depth of the exterior block you'll see on that LE hand side of the picture
095is really starting to stand out and we're pretty excited about the selection we made there uh on the right side it's showing our interior of the building so you can see that uh our interior walls um and finishes and our mechanical electrical Plumbing Systems are really coming together and uh drywall is getting put up at a pretty rapid Spa pace so we've seen this before but it's just uh really neat to see each time that we come here just the progress that we've made um and looking back mobilizing in July uh getting a head start on site work in in August um just the accompl accomplishments that have been made here at this site so really starting to look like a school out there um here's our high level uh just schedule overview again uh
096that'll lead us to opening the building in December M 2024 with our new furniture installation move in so we're having meetings currently with uh principal and staff about the coordination on that getting movers on board and really starting to talk about all that's going to kind of go into that in just a few short weeks during that time we'll then move into January and our final phase of uh this project with the building of baitman and demolition so our phase two design schedules of tracking is projected and early schematic pricing re is showing that we're tracking within our P project budgets currently design teams are taking advantage of the summer to conduct our in-depth site investigations as they work to deliver our design development documents in July so we have a lot of detail and
097a long way to go still um but our Architects and contractors are committed to having our contract documents uh and pricing to us um uh ready in October and ready to present to you uh to bring contract amendments in uh November and December uh as board member uh Chavez I think brought to your attention after our May cach meeting uh we continue to forecast the cost that we anticipate in our projects from the city of Boulder ustx uh so we have made cach aware of this matter and it is possible that we' be asking cbok in September meeting to make a recommendation to you uh for money to be moved out of bond premium to cover the costs uh as the amount will reach cbox actionable threshold is what we're showing on on these projects
098so as a reminder these costs weren't anticipated when budgets were developed that's why I just wanted to show this quick timeline here of when the house bill uh was signed by the governor um so this is uh really the reason it wasn't budget is this is due to uh thinking we would be exempt um when the house bill was signed and the bond being passed prior to knowing uh this was challenged and uh the case was ruled in favor of the home excuse me municipalities um and here's the highlights from our community Bond oversight committee so on May 8th we met and it was heavily Financial that we reviewed uh so you can see uh we've had this bar graph up a couple times but our uh encumbrances continue to grow we've had uh as
099of April 30th just under 29 million in expenditures we've encumbered $82 million of the bond and we uh forecasted remaining expenditures of 270 million uh other than that we heard a lot of project updates uh and an annual Trend report and we spent a lot of time on the use tax and open up for any questions that you might have thank you that for that presentation board members any questions I have a couple questions well first I want to say I walk the dog by Foothill Elementary and I've seen the progress there and it's wonderful and I was actually happy to see also that the some of the summer camps that typically are held on site are still kids seem to be outside on the field y adjacent to the work so I appreciate that
100you're able to protect that area and allow those kids to continue to be there over the summer so that's really great um questions that I had are twofold are you anticipating or seeing any changes and fluctuations in the cost of construction materials and related as you're going through this next phase of planning then bidding we are and we are tracking that a lot of this has to do with uh code requirements that have kind of shifted new codes that have been adopted so we're seeing that a lot in hbac there's also some uh ad ADA requirements and restrooms that we're forecasting um so as we get further into phase 2 design uh documents we may see some more of that we've made cbok aware um you know that inflation dollars are anticipated in some of
101this a large driver to is labor so so um we we continue to kind of see a struggle with that and people are sharing labor a lot so we're used to be able to say hey let's get more people and get this done quick or we just don't have that luxury and then electrical equipment is another one that we're still monitoring a lot of the other stuff that we saw postco 20121 is leveled but um there are very specific ones we are seeing that that makes sense in our consent agenda there are two change orders for the culinary Center and Centaurus that were not insignif ific and I was wondering if you could speak a little bit to what those change orders are about yeah uh so for the The Culinary Center um that one
102in particular is is a lot to do with the the code requirements and stuff that have come up since the culer center was built so we have makeup air units uh some structural requirements and then trying to align just with more electric components and stuff so we evaluated heavily um what would we Chang to more some gas fired stuff but that would have triggered another kind of fire suppression level and we really want to align more with kind of the elect the electric appliances and stuff so a lot of it has to do with that we also have a very uh popular program we found so a lot of kids enrolled um there's even a waiting list that I've heard and so it's really about enhancing that space a little bit too with uh the
103classroom in there that wasn't originally planned so being able to have a classroom see into the demonstration kitchen and the the teaching Kitchen in there and still be able to kind of do two things in there plus adding technology in a little bit so um was iteld it was Centaurus yeah okay sorry uh The Centaurus rooftop unit we've been monitoring uh for a while so as we as we got into it we we saw that we again to to the HVAC inflation dollars that we're seeing an escalation in pricing that one was we sort of assessing what do we do with it and is it is it one that we can refurbish it turned out it really wasn't the best option to move forward for all that we're doing there with the air quality and

110year on a number of issues one of the recommendations that came from that workg group in January was that the board consider adoption of a new policy that is specific to neurodiversity they uh provided a memo to uh at least to me as I look at the board I realize I hope I shared that with the board previously okay very good thank you um and there were a number of recommendations within that um within the really careful thoughtful work that the group did so um as your board policy drafter it made my work pretty easy because so much of what they really wanted said they'd already given us words for so the draft that you have is really based on the recommendations of that committee I think several of their members came before the board
111a few weeks ago to express their support for this policy so this is the board's first opportunity to look at this draft language um it is a little different typically I would recommend a policy label or a letter code and I didn't do that as part of this draft because I thought it would be important for the board to discuss that as part of looking at the policy itself I understand that the committee has fairly strong feelings that they'd like to see it as a standalone policy um originally I'd contemplated it as Under the Umbrella of our AC policy which the board will study in a few moments we don't have we have a lot of letters left in the board commitment chapter which are all the a policies so it could be something as
112easy as a n which would just let us know that it's in the board's commitment chapter and then n for neur neurodiversity makes it easier to remember um so with those I the most important piece of this for the committee is really um identifying and appreciating and expressing value in recognizing that our students are neur neurodiverse um and making some explicit commitments as to the types of educational environments that would enable our students to thrive so that's really the purpose of the policy um it's just two short pages and I uh welcome the board's discussion board members who' like to begin H lenia the way I it currently reads it feels more like a statement than a policy um a statement of values and I'm curious about the distinction and if I'm just maybe not
113you know maybe it's just word smithing I'm not sure can you give me some feedback on that Kathleen um I think that this board has done a lot of work on some pretty hard policies that bring together a lot of legal requirements for specific person procedures and specific elements so this one does feel a little different than the others that you've worked on most recently but there is a place in the board's policy to make those Express statements around values and priorities so [Music] um I guess I guess I would say it's fine in terms of it's the board's voice here it's yourability to document for people who don't come to these evening meetings um the board's expectations for the way our schools and our community operates um since it really is the first of
114its kind as far as I know I didn't we didn't have any examples of other neuro diversity policies it really is just a first take I think there are a few commitments in terms of commitments to making sure that there's ongoing collaboration with families some other commitments around differentiated instruction that we would see in other places in board policy so um while it may be a little different it I think still fits within the scope of what you can do with policy as a board piggybacking a little bit on Alena's comment when I first read this it read to me like a resolution the language was really Superfluous and with things that weren't really what we would typically see in policy but we are more likely to see in a board resolution so that's the
115first thing I thought of with the tone and the way that in the way in which this was written so I hear your thinking around that and so for me when I read this as it is without if it remained a policy I would like to see the language some of that superus language removed so it aligns more clearly and even like around differentiation they're not using those words in the definition so how can we use some of the language that we would typically use within our policy more consistently in this policy and I know I sent Kathleen a bunch of my thinking around as I was trying to work through this because I have a bunch of comments on like some of that superus language and for an example and I will be the
116first to say I am not an expert in ner diversity by any means and I went down a rabbit hole in a lit review and read multiple papers on this trying to get prepared and my biggest takeaway from that lit review um in some of these technical papers was that there is not a really strong cons there's not a consistent definition of neurodiversity and I and some of some of the summary papers I read they really came away saying the best definitions are the ones that leave the door open for changes and amendments to know that this isn't we don't really there's not consensus and so how how we're defining it within our policy I would like to make sure it's more open to where this may go or not lock Us in in an
117example here we we talk about a biological phenomenon but a lot of the Lit Literature would say it's biological and environmental they're contributories and so if we're going to name one do we name both do we name neither so do we make some of that definition how do we change that to not lock us into one type of definition when there are multiple definitions that exist so those are some of my thoughts um initially around this policy and I withhold any further comments until I hear from my board members Jason melenia um I guess I'd start first with thanking you know as Kathleen mentioned the the long process to get to this point the many community members and dedicated parents that were involved I think I remember meeting with Jenny who spoke and a few
118other parents and said the way you said Kathleen which is that this would be kind of groundbreaking territory for districts and we'd be among the first if not the first in the country to to have a specific policy on that so I think that's um I want to First acknowledge that and with say we should take pride in that this is you know that we're leading in this way and recognizing that all students are different and we're treating um uh and we that is our district policy that said um I think I I share some of the concerns I I don't know that I um listening to L excuse me Lena and Nicole I I kind of realized that that was as I was reading this I'm like what's different about this and maybe it
119is just the structure of you know compared to previous policies what I was thinking as I was reading this is what what is the next step and how do you turn this into action in The District and I know obviously there's regulation and things but a lot of this stuff doesn't like it's not a clear um it's not clear in the direction would which would then provide guidance for regulation so I don't know if that's my question that's makes sense as a question but like if we if we took this at as it is what would how would this look um in terms of setting a policy or and regulation for the whole District does that make sense caten sorry Dr Anderson you know typically the um order of operations so to speak would be
120the board would set a policy then we would start to put things into action but we already started to put a lot of things into action um as a reminder to the public anybody who's watching and to board members this started last June maybe last May um like 2023 where we had a bbsd connect session where we had a large concentration of parents with concerns around um challenges with neurodiversity specifically um a large contingent of parents of students with autism and uh we agreed after that meeting to have another convening to get more in detail on what those issues were pet in this meeting Michelle was there I was there um I think uh board president Gart was there um at the time and uh for three hours we heard story after Story on just
121a a lack of understanding from folks in our schools on what it takes to really adequately serve autistic neurodiverse students so uh we got the team together we developed a working group we started with training we trained all of our leaders we trained teachers and continuing working with this group is where they felt like you know having this policy really reaffirms the commitment it the commitment doesn't go away it's here to stay um and so to the extent that by passing the policy I think it's a commitment to continue the focus and approach I don't think it commits us to doing now because we have this policy we have to do ABCD or e um but by having the policy it does certainly direct us and direct folks in schools to know this is a
122priority it's a priority of the board and then we have to continue to work to best understand and best serve our neurodiverse students uh so um it's a little out of order right typically you know this might come to the board policy first then District action uh these are kind of parallel paths I think would be probably the best way to describe it Kitty then Alex um just a couple of comments to Lena's point about this doesn't look like other policies because that's kind of what I thought too but policy ad is our school district mission it doesn't look like any other policy either and then Ada educational philosophy is the same way so they don't have to be here's what you do and here's how you do it we do have precedent um yeah
123I I uh I I have questions about what we would be doing next but I'm also supportive of passing a policy that's a policy not a resolution and I'm comfortable with aspirational um policies that clarify our values and communicate our commitments especially after we're dealing with um so much Community involvement and such a sense of urgency I I also think that our policies are always living documents and this gives us a chance to put them out there and work on them and see what impact they have on our programming and Staffing and the things that we do um and learn from how that happens I think if we put it out as a resolution we'd have less leverage to pursue that learning actually so I support doing it as a policy and I uh um
124want to honor the work of both the District staff and Leadership and the parents and the community that've been working and putting it Forward um by having it be sort of a Next Step by the board to say we support this knowing F Well that we don't know wholly what that means um and that we want to continue to evolve and I think that relates to the some of the comments I made earlier today about how how we're figuring out how we're serving all our kids so that we can keep them so we keep our schools open and how we can satisfy uh their needs and so I think it's appropriate to have aspirational goals for a big public entity like this that's dealing with a challenging program or challenging issue where we also want
125to signal that this isn't just a problem to be solved with a fix but these are people to be honored and loved and served for who they are and so I think it's actually appropriate for to be this way now Beth yeah I I second what a lot of my board members have been saying I too initially read this and felt like it was a value statement but I also am okay with that um I think it's an appropriate value statement I have met with um several of the the community members involved in this and I it's very near and dear to my heart and I think it's absolutely appropriate that we are thinking differently about how we're serving all students and having um a value statement policy feels okay to me so I I
126agree with all that's been said so thanks for the work you guys did on this H yeah thank thank you for the discussion I I agree with um all the board members um it does read like a resolution um but as I was going through the other things will'll be discussing today like um policy AC um it fits in that line right about our objectives our priorities our goals of what we want to achieve and so I I I support this as a policy um but I am hesitant about some of language in here in terms of how we might tighten that up um to be more aligned with um where fits with kind of how um we had a discussion what at the very start right about how our policies should look and the
127type of language you want to use in those so but I think in terms of naming it I think that's critical step in terms of saying this is something that we value and want to address and want to have an inclusive learning environment I Concur and and I think cleaning the language up is going to be really helpful because some of these sentences I in parts of the sentences I don't even know what what they mean and we want all of our policies to be fully understandable by the public um one question I had just from and it's very specific and it's around it's ITA it's on collaboration what would it look like for community members to address the unique learning needs of each student the community part is really hanging me up there like
128the community what does it mean for the community to impact each student and my if somebody could explain that I would be less hesitant to want to Dr Anderson I can I think I can explain the spirit I think that they want to continue to be able to work together as this evolves right and they wanted to capture that um and to the extent that uh you know that that our our our part parip right now can incl I'm looking at Michelle and she can just nod if I'm right includes some folks that are Community just community members or experts in the community on this topic yeah if you'd like to come on up to the podium and while she's coming up that makes sense to me but it's again that language that each we
129want Community Partnerships we that's really important it's just how it's written is a little confusing sorry Michelle hi um I think that's fair feedback and we took so much feedback from the community we really wanted to honor the language that was provided as much as possible as we looked at this I think at the first time so it's really helpful um so in our autism advisory team there's a lot of feedback about how we can involve community members more deeply when we look at um trying to get really specific with our uh when we have a restraint or a hold at school right we have a debrief with the staff how can we involve parents probably not community members there but how do we involve parents and students I think at the heart of the
130work for NE diversity is really hearing what students and parents and in our autism advisory team in particular the voice of autistic community members and how do we shape what we're doing in schools so I think that's the intent of it um and good feedback around language to be cleaned up board members any other Alex yeah um as long as you're there uh I guess I would direct the question in in terms of our special education programming and the services that we do now and the obligations that we're already trying to fulfill is there anything here that gives you pause where you go o that's going to be hard to do I don't know what I'm going to do next um are there any areas of like uh not that you don't want to do
131that but that I have to figure out how hard that will be to do nothing in this POS uh in this proposed policy gives me pause um I've also had a year of learning I think um with our autism advisory team this year and really um doing some in-depth understanding of neurodiversity and the neurodiversity movement and hearing from our autistic community members um so I think we've collectively come to things that um in our special education world we really want to see move forward so a lot of the work that we confront is around belonging and so as I think you said earlier and the the deck said earlier how do we make space for all of our Learners in our classrooms so that's what this is about and nothing about that gives me pause
132that just helps support special education because when we have better Universal Design for Learning and differentiation um we can build on that in very different and More in inclusive ways um so I think that again that's what we're trying to get at here nothing gives me pause for what's in here I think it just builds a stronger stable Universal classroom that we can then wrap around and support in special education I appreciate Alex ask that question because that was one thought I had and I appreciate your answer because as we think about the diversity of needs to students have um not overburdening our I'm also sensitive I'm sensitive to the students needs and the family's needs and our teachers ability to meet 30 different types of needs in a classroom so I um I appreciate
133your answer to that it makes a little bit better I think time and time again this year what I've been asked is to give permission that's been something that was a learning for me is um from General teachers and special teachers permission to do something a little bit different so I think that's also what this gets at is we are saying that we are giving you permission to do something different to write goals a little bit differently to include students a little bit differently to include parents a little bit differently and if we all come to the table and collaborate and hear from each other that we can do better um we've been to a lot of IEPs this year that we're trying to sit down and hear more from students and write more Nora
134affirming goals and noro affirming IEPs and um the truth is is our teachers don't learn about that when they go to college and they don't learn about that when we on board them as new Educators although we're trying to get better at that um so we're trying to lay that groundwork that says this is what we're about and that it's okay and we're giving you permission to do things a little bit differently and um and then provide training and support so that all of our students in our classrooms have a better space to learn Alex um uh I I have been impressed by the last year's public discourse on this and by the activism by the community and by the previous board and their leadership for you know encouraging the discussion um if this is
135uh as significant a shift I think it warrants a chance to be introspective and you know um iterative about it so I guess I'd be I'd be really curious to know if we can maybe raise some grant money or something else to to Really explore as we implement this to um you know treat it like the action research it could be that again would lead us to be more like finding out if the results are working and are people satisfied with the direction we go in because if we're going to be leading in something in the country we should be able to get some resources to make it even better so I know that people are already overwhelmed with the amount of work they need to do and getting permission just to figure out what
136to do but I do think it represents a significant shift and there's an opportunity for us to to both learn from it um be iterative and then make it better uh if we can actually you know brag about getting there um and celebrate it along the way Dr Anderson I would say in my conversations and I've met with this group multiple times over the course of the Year Michelle I mean almost probably monthly if I had to guess um sometimes weekly depending upon what was going on uh it's the thing that stuck that that really stuck out for me was the vast the the range of experience this was this teacher did everything I'd want and this teacher when something happened the response was come pick up your kid or get out of the room
137like so like so to Michelle's point I think it's important to say you know you know neur diverse Learners you can you know you I I think sometimes teachers have a mindset of this is the rules for all the kids and if I let one kid bre Break The Rules I have to let all the kids break the r like like there's some classroom management academic expectations the training the the set expectations and then the consistency and then what do we do as a system when we run across a teacher who is under skilled or hasn't embraced or understood the perspective that Michelle and I and others have taken a year to really Embrace and feel and live I mean this these are emotional emotional meetings with with parents who um are are seeking our
138help and uh and so um I I think that you know that is that's the first thing is that you've got to create more consistency in the experience and not everybody's going to be a superhero teacher right there's going to be teachers that are really good but the floor can't be as low as it's been for some of our parents and so so um but I do I do think this idea of you know how can we um you know how do we continue to lead for Colorado and the nation and whether it's this whether it's dyslexia the weather it's the ports that we put in more than a decade ago for our transgender students I think that you know Boulder Valley has a reputation of being on the front um you know the front
139edge of emerging issues which I would say neurodiversity is an emerging issue uh so I do think that that's feedback that we'll take back to our team on what are some of the things that we we can do to highlight to learn and share our learnings and so we can expand um expand our reach and and what we've learned uh throughout the state and throughout the country hellia so Rob as you bring up um dyslexia that kind of brings up for me that I went to a casby conference a casby talk on NE diversity and it was encompassing all these things including dyslexia or disg graphia or OCD or tourettes or all of these things and so is this neurodiversity policy named in the way that we want to name it is it actually in
140from our autism advisory folks and and that's what we're talking about or are we covering a more broad thing because I think that that gets back to what Nicole said the definition is challenging because when I first was learning about it it was a really really broad definition it's a great question I think that you know you know I would I would defer back to Michelle and the work that she's had with the families were trying to support and help by by really um bringing this policy to light I will say that in in the meetings that I've had there have been folks from BV kid um that have been there as well um but I would say that the heavy Focus has been on on our parents of autistic of students um and and
141so I'll just turn it over to Michelle to kind of kind of square that away yes um so the the title is nor diversity because we do want it to be about all um and and hope hoping to Define neod diversity in a way that is Broad enough um malleable enough really um as this started um last May there was a predominance of parents of autistic students in the audience so we created an Autism advisory team um simultaneously we we heard the theme at that event to create anuro diversity training so we were quickly building both of those things both of which took an extraordinary amount of work um alongside many of our community members um as we got into the autism advisory team team and we talked about neurod diversity it was clear that
142we needed to involve a lot of other people in this because it's not just about autism um so that's where Jenny themer went to many different groups many of you participated in those and heard from her um talk to the gifted advisory teams and the dyslexia advisory teams and the Dak um to really make sure that what was being provided as a recommendation was going to capture much more than autism one suggestion I have the title just neurodiversity feels really wonderful and strong we're talking about it as a philosophy I don't know if it would be helpful to say neurodiversity philosophy like we have educational philosophy to to signal that it is going to to our community and our future board members that it will look a little different because it is a a philosophy
143or a value statement it isn't going to be structured with references to statute and those kinds of things because of that so I I would entertain um minor tweaks as we think about both the lettering code and how we name it so it is clear to the public what its intent is questions additional questions comments board members Kitty no I just want to agree with you to add philosophy I think really makes a lot of sense thank you both and thanks to the committee for this first draft of the policy board members the next item on our agenda this evening is policy action items consent grouping we have one item on this list 13.1 board policy jhb bullying are there any more members who would like to pull this policy hearing none we need a
144motion to approve before we Kitty approved by Kitty seconded by Jorge board members any discussion on this policy Alex yeah um I I'm excited to move forward with taking action on this um I do feel like it's I know we've done a lot of policies uh together as a board in the last seven months and I'm I'm proud of that work and some of the policies that we've uh touched on hadn't been changed for quite a long time before we got to them I feel like this is one where I'm I'm excited to make changes now but it's also something where I would like to learn more and I think you know we've agreed in to continue our discussion of um our anti-bullying work and I think there may be opportunities to revise it again
145and so I just want to go on the record of saying like I think this is a great uh next step in that direction and that I look forward to learning more um I do feel like uh that we may be you know having under reported bullying and the sort of the disconnect we get from the parents who are experiencing it from uh how they feel like it gets addressed is not always satisfactory um to parents and kids experience and so I think it's in one of those areas where we can learn and where we should be open to revisiting you know entertain suggestions for revisions to the policy even after we just changed it so I just want to put that out there and I appreciate that it's always important to remember that our
146policy work has never done and it's always evolving and sometimes we have to turn around policies that are not perfect because we have deadlines that we have to meet there have been policies in the past where that's been the case um I think of even some Financial policies sometimes you just have to make the quick change to be current and sometimes we can take longer immediately and and dig into those and so I think as the community as we look to our community it's really important to see how do they want to engage in these policies in the future um and think through that maybe in the future as we're taking on policy like are there if there are ones that we know for sure we want thorough feedback on that are not time bound

148discussion m melenia uh regarding AC I tonight would like to move this policy forward um AC and ACR they're give me some pause in some places but I know we're trying to rectify some Trump era rules and I think it's really important to move forward um what I would put forward to my fellow board members is that I think that these need to be Revisited in a timely manner and perhaps engaging the community a little bit more um and piggybacking on what board member medler just said J dhb may be one of those that's ripe for some more Community engagement um but they all go together enough for me and I and I don't feel that it's necessary to hold anything tonight but I would ask if my fellow board members would consider looking at

150very readily engage community on these particular policies in particular on ac- I think it would be very easy to do um and come forward with maybe further redlines I think they've come a long way um and I don't see any sense in holding them up but I I don't think that they are as good as they can be thank you for clarifying that and I think that before they come back to us it makes sense to first get that Community engagement that we're looking for and so Dak is somebody we've always involved in policy review makes sense to have the title land advisory committee I mean kappal the the standard folks that we offer these policies for feedback I think would feel appropriate to me as long as we're consistently off offering them to the
151different groups and and we get some feedback before we take them on again I would be very receptive to that so thanks for clarifying kitty yeah I had a couple of questions my usual suggestions that I typically email to Kathleen that are mostly copy editing are still safely at home I didn't get them finished I'm still recovering from a concussion and it's been just harder to get a lot of work done um on page three and it's in the definitions section number 10 retaliation and it mentions um good faith reporting and that you can't retaliate against people who either report in good faith or participate in good faith and this is going to sound silly but does that mean that we do not prohibit retaliation against someone who reports in bad faith and do we
152need to address that I I mean I don't know I like go through these with a fine tooth comb sometimes and these questions come up yeah and I think that's a really interesting point retaliation is something actually as we're looking at the comments responding to the title 9 regulations that were just issued at the end of April and early May it's something people are certainly talking about retaliation as a legal concept which it is is a protection for people who are legitimately engaging in a complaint process to make sure that they don't suffer an adverse action as a result of that participation so to really meet the definition of retaliation they have to have been engaged in a legitimate advocacy activity so good faith I think fairly applies I would say though if someone's engaging
153in conduct and they uh experience some other sort of adverse conduct it might not be retaliation under this policy but it would still be problematic and need to be addressed within the school context so perhaps it would be considering considered harassment it could be depending on the conduct if somebody reports in bad faith or knowingly you know makes a false report that's a bad thing that would be a problematic that would certainly be problematic conduct I think from the board's last discussion and I think board member medler and board member Quin Lin NOA were very concerned and I share the concern and saw it as I reviewed the redline that by having significant policy language that talks about false allegations that it resulted in an overly legalistic policy that might discourage legitimate reports from coming
154forward and as a school district if we have people in our midst we have students or staff members who are making false allegations we don't need that language and policy in order to respond to that misconduct so that language was stricken from the current draft in order to have or in an effort to work towards um a policy that will better encourage people to come forward and have misconduct addressed and then I have another question on a sorry on AC and well I'd have to look through here to see what page it's on but at one point AC requires employees to stop discrimination or harassment if they encounter it but the policy only encourages them to make a report and I don't know exactly what my question is about that but I'm wondering if there
155is a situation in which an employee is observing let's say it's two students and one is harass you know doing something that falls under the definition of harassment or discrimination so they step in they stop it is there a way then for them to establish that yes they did meet this obligation to stop it if they if they don't report it does that make sense I believe it does and I'll as we continue to make sure that this policy meets all of our needs I will review it again I wonder if that concern relates to a distinction if an employee is observing some sort of discrimination or harassment between students they are we are all expected as employees to take appropriate and immediate action to intervene but when it comes to discrimination or harassment that
156we as individual employees may experience we are encouraged but not required to report on our own experiences but I still have the question of is does the employee is there some way they can establish that they did intervene and did stop it when they are not either the respondent or the whatever the what was the other word the complainant if they're a third party this comes up for me in the context of I used to teach classes in child abuse reporting and one of the things that I would emphasize is that the law requires people and they've got a long list of people and by the way everybody in this room is on that list um to report suspected child abuse but you cannot report anonymously if you're a mandatory reporter because you can't then
157prove that you followed the law and that was that similar idea is what made me think here about this here um and it probably wouldn't even come up but it just occurred to me so I wondered about it yeah I would say that will be context specific clearly if you if an employee encounters a physical interaction between students that is bullying or harassment then there's an immediate physical intervention that actually takes place um in terms of whether or not there should be some way to document or report or make some other referral to Administration I'll have to give that some more thought well and I'm not necessarily suggesting that there needs to be I guess the question is do employees need to have that protection for themselves to be able to to say yes I
