001all right thanks for everybody's patience and welcome to the june 22nd 2022 board of directors meeting for msid51 happy summer thanks for being here on a beautiful summer night we'll start this meeting with recognition and our first item for recognition is the employee of the year for 2022. i'm actually going to have jennifer stewart uh introduce that all right it seems like it's this is really loud okay um i actually had the um the honor of sitting on the employee of the year committee this year which was fabulous to see that there are just so many um nominations that we got and so many wonderful um employees around the district and that their peers would come forward and recogni in recognition of this um this year we had over 40 nominations for this year's award

002this feels like it's going to tip over with five five finalists um at the dis district's annual staff celebration earlier this week ghs math teacher doug pride jr was named the 2022 employee of the year and he's with us here tonight which is fabulous [Music] mr pride was nominated for being an extraordinary colleague and jumping in wherever he is needed he is unfailingly polite and professional to all doug is a highly regarded teacher coach and mentor to our ghs students his nomination form said doug is patient kind steady and a good listener his words are meaningful and powerful they inspire results and empire empower people to reach their full potential mr pride's colleagues refer to him as a true expert teacher who knows how to inspire even in the most challenged math student he is

003recognized as a talented talented athlete tutor emt an amazing musician and personally i want to thank him for stepping into a math class for my son and really leading it to the end and those kids just didn't miss a beat and looked up to him with the utmost respect i know that um doug is retiring and he will be missed within our our high school and our um you know on a daily basis so hopefully we'll see him in the community out there biking and many other things thank you jennifer thank you congratulations i i hope you keep playing on the faculties band yeah all right thumbs up excellent um so we will then move into outgoing board members um so tonight we have uh we are saying that i'm gonna probably get a little

004sad so i'm just gonna put it out there so maybe i can balance it out um we have three outgoing board members tonight jennifer peter bingham and kevin desmond and i have added my name to that list as well a year early from when i was supposed to finish my term um so i will be leaving with these three wonderful people tonight and calling this our life calling this our last meeting together what's most important is that we recognize each other in the work that we've done over the past couple of years and so this is that moment to do that and um with kevin i've never been on this board without you so i don't know a board experience without kevin and i will say that this past year your leadership and finance committee

005leading us to a very successful budget has been more than appreciated um and that's just from this year so peter your knowledge your quotes that i still continue have to google but i will continue to learn and your willingness to have hard conversations has been something that i admire and will keep with me for a very long time and jennifer um i was sad when you weren't going to continue because i think that you bring such an insight especially from the high school that we haven't experienced and i appreciate your questions and i'm very grateful to serve with all three of you and so i'd like to open it up to the board because i think we all deserve a little bit of support from each other as we say goodbye to three for long-standing

006board members tonight it's been a long couple of years before you do uh if i could extend the same i uh i do would be remiss in not thanking you for your steady guidance over the past two years and in unprecedented times where it would be great if there was a playbook of exactly what you do every time a global pandemic comes up but unfortunately there isn't and i think that you managed a number of different uh challenges uh with skill and commitment and on behalf of of all of us i do deeply thank you for your commitment and leadership over the past two years can i jump in and say nice things about you all because you all deserve it um i'm gonna we'll probably i wanted to go early because i feel the

007feeling we're going to repeat a lot of the same things because you four are fantastic um jennifer sometimes your voice came across quiet but what you said would always say was always so important and you would always apologize for asking questions that every time i was like please stop apologizing because you asked you were always so thoughtful and tenacious and even when other people i think never thought of it or wouldn't ask those questions you would and just thank you so much it's just it's been an honor being on the board with you um kevin you're quiet yet tenacious uh brilliant just an incredibly effective leader um it's been a joy to get to know you you're very also very quietly funny um so i've really enjoyed that peter i have learned a ton from

008you uh you are not quietly funny you're loudly funny uh and i thoroughly enjoy that you're also incredibly thoughtful and it's not just experience but also just your your wealth of of just thoughtfulness it's it's yeah i've so appreciated the opportunity to sit with you on this board uh and tyler uh you have led us with grace with passion uh with uh strength in in very tumultuous two years uh uh we are better for it i hope you are proud i think you should be beyond words um and i hope you get a chance to rest a little bit thank you all of you i just from the bottom of my heart thank you yeah thank you i just want to i'll let peter speak first okay peter then well uh the interesting thing is

009that uh tyler and i uh sometimes have clashed philosophically and but always in a respectful way and which you know i think we're having uh a lot of that is not done in this country today but a lot of you folks may not know that the chair serves ex-officio on most of our committees and tyler was at nearly every finance committee meeting nearly every facility's committee meeting and not just taking up space but a integral part of what we were doing and has done a good job as as chair this lady has done a lot of heavy lifting over the last two years and i have a lot of respect for kevin uh we kept the trains running on time and the same thing with jennifer and that's was kind of my purpose along the

010thing is to keep the trains running thank you peter i just wanted to thank all four of you also and um also yeah tyler and kevin you were on the board when i joined for my first year so it will be um it will be strange switching i mean obviously each year brings new people but um to have four people leaving and then tyler and kevin being two of them you know it will definitely be different but i look forward to continuing all of the work that each four of you have brought to the board thanks um i can't say enough in a couple minutes here about all four of you uh each each of you all four um have at different times stop me from jumping off a cliff it is not easy to

011sit up here especially in the last two years and of course after a year of service i uh understand much more than i did when i came in i appreciate all four of you that you ask the hard questions uh even when they're not comfortable i appreciate anybody that's willing to sit up here and take dozens of hours a week away from their family and deal with the stress there's going to be a big hole in this board and you'll be missed i appreciate all of you your guidance i appreciate that every time i drove by tyler's house which we are next door neighbors like i can throw a stone to tyler's house and every time i drive by she would still wave at me and smile so i appreciate that [Music] thank you all

012thank you i will be brief i just want to thank you all for your service i learned so much from each of you in in different ways you all brought a really unique and important set of skills that really complemented each other in magnificent ways uh and yeah we do have a big hole for next year that's it's gonna be difficult to fill um but i know that you're all just a phone call away and we're not gonna let you off that easily so thank you uh yeah i have nothing profound to say um because i i usually prepare like everything i say but now i can't but uh knowing all four of you four right that's been uh you guys are all genuinely great people to know and to have worked with over the

013past year and i can't thank you guys enough thank you avery thanks everybody kind of saying something um thank you for all the kind words um it's definitely been an interesting um three years i think when i left the houses this evening my husband said maybe i'll have a stiff drink waiting for me when i get back because um when i signed up for this or kind of ran i thought that it would be one thing and really we had eight months of kind of quote normal life and then covet hit so um it's been interesting to find out you know the behind the scenes and kind of help the school move forward but going forward you're going to have much shorter meetings because i'm not here to ask the questions so you'll be home

014before 10. so and i i wanted to keep you separate from my two colleagues from from finance so i again we're fortunate over the past few years to have had jennifer and peter and it's weird that we all walk out and it's really not a great thing from a bench strength standpoint on finance but it um to have two people with their financial acumen the questions that jennifer has always asked peter when he starts hammering like a cfo which has just been absolutely spectacular within this organization and it has been an extreme pleasure working with uh well i guess paula and i are the only two that have been up here for six years but uh deeply appreciative of of individual contributions and focus and caring for this district i feel really grateful to have

015had the time spent up here the last two years maybe felt like four but um i think i hope our community sees that we worked really well together and that we tried really hard to work together when we had hard conversations and i just hope that that energy continues so thank you everybody [Applause] okay um so we'll move on to a bit more business items um looking for approval of minutes for june so thank you and emotion um a second second uh to a correction i wasn't there okay so taylor how about spring athletics that's not on here no i printed it earlier okay uh am i missing someone here for recognition yes okay i want to make sure we don't miss anybody um all right so let's see all in favor as amended amended

016oh great and uh that was abstaining due to absence all right thank you and then a motion for june 6th so moved and a second any discussion or amendments there okay all in favor was abstaining all right great and um well then open it up to public comment if anyone is here like to make any comments the podium is all yours very rarely do i pass up an opportunity to get in front of a microphone stick my foot in my mouth but anyways we'll have a go at it here a year ago i was elected chairman by my fellow counselors and i had had an opportunity to to watch what i felt was a a a really tough year the year before and one thing that i realized said that we need to do better

017and i had to reach out to the school board and some of you may remember that i came down here and uh said that we needed to have a more uh process where we were working together and not across purposes to ourselves and out of that uh meeting myself the chairman of north yarmouth select board and the vice chair and tyler mcginley we began to meet almost every friday over this past year and you know i won't say that we we accomplished a lot but we did accomplish the law because one of the things that we realized is that we were all in this uh work together and that we all had common goals and that we could talk amongst ourselves and uh what what really came out is that we realized that not only

018did we we live in a community that shared a school district together but that we also had a lot of things that could be called uh friendly uh conversations and we became friends over this and i think that one of the things that that i want to point out to to all of us in this room is that the conversations need to continue they can't just stop because i'm not the chair this year or tyler's not the chair but that the idea is that we will accept up and people will continue to have the conversations whether you're in a leadership role or not but to reach out to fellow members of the sad to the select board and the town council and then finally i really want to give my heartfelt thanks to tyler for

019just a tremendously difficult time and stood tall and i can't say how proud i am of you thank you thank you bob i could not say how uh i don't think there's enough words to say how grateful i am for our friday morning coffees um yeah i'm probably gonna cry again so there's that um it just was it was one of those things like handwritten notes that we've forgotten about and sitting together and having a cup of coffee without an agenda without bringing someone that wasn't expected without anything it was just hey how are you doing how can i support you and we did that every friday for a year and it meant a lot in a lot of different ways so i'm sad that changes but maybe we can still have breakfast together so

020thank you bob for those comments and i encourage um whatever comes next that that continues in some form of capacity because it was so we learned a lot about each other in in different ways it was really helpful so thank you any further comments we don't see anybody jumping out of their seat i don't believe we have anything for communications jason congratulations to the girls lacrosse state champion [Applause] i went to the game it was quite fun to watch awesome anything further from the board okay so tonight um we have a presentation from o point that we're quite excited to share i know facilities and finance committee have reviewed the beginnings of this presentation for a concept design for potential primary school in north dartmouth so we would like to welcome tyler barter from oak

021point and what i'd like to do for the board is we do have a vote later in the evening to approve this concept design it does say final but that does not mean it is the final drawing there's so many other pieces to this that will happen but what this vote does tonight was give the green light that we are on the right track and that we are looking forward to the next steps so what i'd like to do is have um oh point present and then move the vote up so that we can ask any questions to open while they're here and it's not 10 o'clock at night so i'll turn it over to you tyler go ahead thank you we're excited to be here that's a tough act to follow right now but

022we're going to give it our best so we have been working with the district since i think october of 2019 on the development of plans site selection and concept design of a new primary school and i think we're excited about where this process has led us here overall it hasn't been a straight line there's been a lot of little zigs and zags but i think we've ended up in a great place that's going to really be a transformative moment for the district so excited to continue on with this process so we have a quick overview of the agenda that we're going to be looking to go through tonight can you pull that mic a little bit closer tyler thank you is this better yes all right so here's a quick agenda that we're going to

023be looking to cover as we move through our presentation tonight so we're going to talk a little bit about what the needs were that drove the start of this project talk a little bit about that plan on how we arrived at what we're presenting tonight talk a little bit about that process we want to go over the work that's expected at maybely show you the planning some some nice imagery floor plan site plans of the new primary school that's being proposed we'll talk a little bit about that schedule the milestones that we need to get from essentially today through the opening of a new school and then we'll conclude with the budget overall so kind of give a the big picture of this um this overall process so starting with the needs this really began

024as a capacity challenge for the district knowing that mabel i was bursting at the seams and that enrollment projections over the next 10 years are indicating that that was going to continue there have been a couple of updates to those projections which are showing that the the growth is still strong but maybe not as strong as it was before so we've made some adjustments to this current plan uh what we're looking to do is making sure that we're we're providing five to five to seven hundred-ish capacity over at this new facility uh we're taking a look at making mabel eye a 3-5 school and then making sure that we're designing with some purpose in mind making sure that we're providing the right type of spaces for 21st century learning so flexible interactive classrooms and really

025giving you the ability to change how that educational program is delivered all the while focusing that it's not just the interior the building that's important and allison will speak a little bit more about this as we get going but the outdoor play explore explorative learning those different types of environments on the exterior of the building are just important and the site that we ended up on has some really great opportunities so this is what we're looking at overall in the grade level configuration for your district following a successful referendum you go from three schools that were kind of equally spread out with grades with maybe doing k to three middle school four to eight and the high school remaining that 912 model what we've been able to do is take a look at how we

026could pull a couple grades out of mabel eye which would address the initial capacity there eliminate portables by moving pre-k and second grades out to a new facility that allowed us to kind of take one grade out of the middle school and make those grade levels a little bit more appropriate for the expected capacity there move mobile maybely and go with the three five school there so we've kind of shuffled around a few grade levels but provided a lot of long-term flexibility eliminated temporary classroom spaces and then reconfigured those playground and outdoor learning spaces at mabel eye so this process the current state that we're working on now over on gray road we really started about in september of last year and there's been an awful lot of data gathering that's happened since then we've

027worked with the the land seller to gather as much information we can about about the property looked at the survey we've taken a hard look at what the utilities are and really it turned out to be a great opportunity for an educational facility so about in november we really started looking at that site in more detail on how it could support the educational program which moves us into that work kind of in that middle bubble from december up until a couple weeks ago when we met with the facilities committee before this uh this meeting today we've got a lot of work that's been developed utilizing information and feedback that we've had from staff administration the leadership of the district all of that's been encompassed in the plans uh both building and site plans that you

028see tonight with that we've generated a few renderings to start the discussions of what this building may look like on the exterior and we've got that overall budget so all of that's really happened over the course of about a six to seven month period sorry and then we've made a few adjustments over the last month or so as we've kind of worked to refine those plans to what you'll see tonight and then moving up to this final pres presentation so mabeli jeff had done a pretty good summary jeff porter taking a look at what the long-term projections were going to be and what could realistically be supported within this building looking at an average class size of around 22 that was the max that we were really looking for in that facility we estimated that

029about 31 classrooms would be needed which gave the building a long-term capacity of that 682 over the next 10 years there's no year that would exceed the capacity of that building so there's really some great opportunities here to reduce the need for external uh the external portable classrooms and get this thing into one one facility under one roof what the building allowed us to do this is a color-coded look at a potential arrangement and these are all just classrooms so this will change over the course of the function of this building but each individual area can be broken down into grade level so that incoming third grade can be kind of tucked in kind of on the plan north on here looking with the green areas of the support spaces that kind of dotted around

030the classroom wings and then tuttle road those classrooms wings will serve as four or five one of the grades would be split between the levels but with team teaching and other things i think this is a really good opportunity to get them all under one roof looking at the second floor again there's a few areas where they kind of spill over with four or five being on this floor a few on the the lower level but again these are things that can be adjusted over time based on the incoming populations on a year-to-year basis one of the things that we knew by adjusting the kind of the age of this building is that there were some things that were going to be no longer functional as as the third fourth and fifth graders moved in

031a lot of that had to do with uh toilet fixtures so kind of on those blue areas in the in the top of the plan that's where all of the the kindergarten classrooms that had in classroom bathrooms were so all of those fixtures in classroom bathrooms were so all of those fixtures need to be reconfigured meeting new ada requirements the other thing that we heard pretty loud and clear as we worked with the staff was that windows and the building envelope was a big problem here so i think most of you know that the revolving renovation fund through the state of maine's department of education came out last fall and we put in four applications that dealt with all of the windows and then about 40 percent or so of the curtain wall in the

032tunnel road wing so all of those were including that revolving fund bond and then we're going to cover the rest of the building envelope window upgrades as part of the referendum that's being proposed the other big things that are coming out of that revolving fund that will be rolled into that project are safety and security upgrades so all new doors at the entrance access control some hardening at those doors with some schoolguard glass things to delay entry a forced entry into the building and give you a much better control and overall security in the building so those happen in those two circular areas with the um the main entrance and then the secondary entrance next to the library the other big component of that project is going to be upgraded air filtration all new systems

033for the cafeteria so with a slightly larger class sizes coming through for lunch periods we're going to have new ventilation air conditioning and then one of the proposals is to remove the stage add some natural light there with some new windows and make that a much more inviting space for for your learners on the exterior of the building i think this is where you'll see a lot of the changes as you first approach we're going to be removing all of the portables at the end of the process that will go away and then the softball field will be restored to its current uh previous condition and then a new playground would be installed so we'd be looking for different types of inclusive play structures adding additional landscaping elements and trying to introduce some of those

034outdoor play and natural learning environments that we're going to be talking about at the other facility so that leads us up to the next step at the new primary school so we've got some initial concepts and and some of this is going to be a surprise as tyler had mentioned these are kind of our first passes so if there's things that you like or don't like we're going to have a pretty robust process that we move through the overall design of this but we wanted to get something that kind of give you an understanding of how this building may look on the site and this is a view from essentially the bird's eye view looking from the above the bus loop so what this building ended up being in the end is a pre-k to

0355 our pre-k 2-2 building we took a look at the current enrollment projections and then worked with the administrative staff on how the district kind of envisions that pre-k program and evolving as it's introduced here what we've ended up with is a pod of five pre-k classrooms which gives you a capacity of about 80 students and then we have 11 kindergarten classrooms and then 10 each on first and second and then always looking out to those futures with the uncertainty of enrollment projections during covit is making sure that we've built in some permanent flex space so we've got three classrooms that will start out as kind of those those maker space collaborative areas and spaces for students but they can be quickly converted into a traditional classroom and that gives us a total building capacity

036of about 736 so you know plus or minus a little bit looking at the highest enrollment projections again you know we have some long-term growth within the build the existing built facility which is great for the district for those that don't know the site that we're looking at is on 80 gray road so this is a map of both cumberland and north yarmouth showing the location of the existing school campus and then the the project site the area is about 76 acres plus or minus um you know it's a little deceiving when you look at this plan but one of the things that's interesting is is that you enter on this kind of open field you climb up kind of the back side of walnut hill and then back down to this wooded area and

037then open area um where there's a field and then you're kind of abutted by this this nice wetland and this kind of interconnected uh intermittent stream so there's some really great opportunities here on the environmental side so in order to to get through the entire process we talked a lot about that data collection one of the things that we were required to do is the initial review of the traffic demand management so we're going to have to pull a permit with the department of transportation for this process through that we identified two areas where we're going to need to add turn lanes so one is the intersection of gray road and walnut hill and then at the entrance of the school we'll have a left turn lane the other big component of this getting the

038site prepped and ready for a construction process is the utility so currently there isn't public water in the area so one of the things that we've done is we've met with the water district a couple times and we've found a location at the kind of the intersection of delwin drive where we can connect to the yarmouth water district and then extend that line up about a mile to the project site the other component to this is extending three-phase power so that is at the intersection of 80 and walnut hill road and we're going to extend that to the entrance and then the utilities will be brought in as we build the access road so this is a kind of a view of how the access to the site is going to work so from 80

039gray on the kind of the top right corner there's about a little over a 4 000 foot road or it's under a mile sorry 2000 foot road that gets you down to kind of the bottom of the hill on the kind of the proper in inside of the site proper from there on the northern side of the site you'll see there's kind of that green rectangle that's going to be a future softball field that's under the the wastewater treatment area and then there's a pretty big area that could be converted into either baseball softball other field areas for long-term athletic growth in the district allison can talk a little bit more about how the site is arranged and functioned but this can give you an overall view on how the over the site and the

040access and the parking and all these components are are laying out sure thank you tyler um i'm allison d mateo i'm the landscape architect on the project from oak point associates um and uh thank you for allowing us to present this plan for a concept for the new school tonight to you so you saw the overview on the last slide i want to point out that this slide is rotated 90 degrees so on the bottom you can see that north is as opposed to being straight up pretty much straight up on the last one we've turned turn the slide so we can have so we can zoom in a little bit closer to the new school so you can see the entrance drive coming in from the upper left hand side off to the left

041of the page is that cleared field area um and that septic areas you can see on the lower left hand side of this slide so just to orient you um so we've really cited the building and the parking areas like like tyler had said in a spot on the site where we're where we're sort of in the sweet spot where we've got um enough slope to work with with building in some interesting levels to the to the new school but we've got um not so much that we're going to end up with a lot of steep slopes and and retaining walls and things like that we're trying to stay as much as possible back from the wetland areas we also have several streams on the site that have setbacks that that this that this plan

042is avoiding um so at this point with this concept there's no impact on the streams on the site um so just to go sort of from left to right with the new school building being in the middle of the of the slide entrance drive comes in there's a parking lot for roughly 140 spaces that would accommodate teachers and visitors as well as service vehicles there's a parent loop and a bus loop that are separate from one another but that combine close to a new close to the main entrance of the new school when sarah and tyler go over the uh the floor plans you'll see that the administrative areas and the the main office have a great have a good view of the the bus loop and the parent loops so that when um when

043students are arriving that safety consideration is is being thought of um we are creating a number of different outdoor play and learning opportunities around the building that you can you can sort of see highlighted here the playground areas all the way over on the right hand side which is sort of the quietest area of the site but it's also an area of the site we saw that had a lot of potential to sort of bleed into the woodland edge so that we can have outdoor plane learning areas that capitalize on the existing natural features of the site we are also incorporating some food garden areas and some reading garden areas and some natural woodland walks as well as some recreational areas one feature that i want to point out it's labeled existing well it's just

044to the below and to the left of the bus loop there is an existing um sort of spring that has a a well house in it we're working to try to retain that that feature of the site um and so that's a work in progress but that's what that that is shown just zooming in a little bit to the school to show a little bit more of of the of the outdoor features which like tyler said we're in the beginning stages of the concepts here so this should give you sort of an idea of what we've got going on around the building and um so up to the top we have a fire lane that connects to the parent loop which would be a gated fire lane that would go all the way back to

045where the hardcore is for the playground which would double as a turn around for a fire truck if there needed to be emergency access all the way back to the back part of the site along that fire road we also would have a service and delivery area which is at the back of the multi-purpose space and the kitchen there would be another gate past that to limit access to a terrace off of the cafeteria as well as some food garden areas and then we get into some of the outdoor plan learning spaces beyond we're going to be working on a separate pre-k playground separate from the k-2 playground but trying to combine some of those features so we can capitalize on the or economize on the development of the site and then also working to

046create some buffers between the classrooms and those play and learning areas so that there's we minimize the distraction out of the classrooms toward toward those features and something that we've talked about quite a bit recently is security on the site and we're working to create um fencing and things like that so that not only is it safe for children to be on the playground and out into some of these outdoor areas in terms of them wandering it's also safe in terms of the proximity of the property line and and limiting traffic onto the site from the from the outskirts of the property um we do have a couple of uh u9 sized uh fields right now on the site which take care of the physic physical education and playground space and there's just a lot

047of different things a lot of different potentials on this site that um that we're pretty excited about so moving on to the floor plans thanks alison so i'm going to walk you through the floor plan um and we're going to start at the entry plaza which is the bus loop and parent drop off that allison had mentioned the building breaks off into sort of a main street if you will with a curving winding street that goes from the front to all the way back to the educational wing with a lot of public spaces along the way that gives us the chance of of bringing the public into the building but sort of isolating them from the educational wing as you enter the the main vestibule there that would be a secured entry point where we

048have above to the north that brown area that's the administrative wing that would have the main office principal the nurse conferencing those types of spaces within that area to the right there's a set of doors that would be able to be locked that go down into a wing where that green is that's part of the allied arts program next to that is the gymnasium space it would be large enough to be able to break up into two teaching spaces at the same time to accommodate the number of students with support spaces that go along with that in the purple is the cafeteria and kitchen area that would have a loading dock area to bring food services and also supplies into the building and then right next to that in the green is an amphitheater space

049that opens up and we envision having movable walls that connect from the cafeteria to that amphitheater space that could be used for performances one of the comments was because of the climate that we're in having indoor recess and having students be able to meander in that space and have a really great environment for indoor recess so those are set up for that configuration if you go back to the over to the right hand side you'll see in the center which is sort of the heart of the school as we like to look at it is the library space and that has a beautiful view out into the courtyard area that will be landscaped and have an outdoor seating area in it as well with an ambi theater to the right of the entry plaza that

050has an area in there that has special ed in that area and also general education classes within that space in the front wing which is centralized to the um the educational wing in the back if you go to the end of all the way over to the right hand side the upper area that is the pre-k wing so they have their own secured entry into their suite anytime you see the light purple on the site those are shared group learning environments so for the pre-k area that would have a lot of imaginative play wet space for art and things like that within their own suite and then the classroom spaces for the students each of the classrooms in all of the educational classrooms from pre-k to two would have bathrooms within the classroom themselves for

051the students and then support spaces within that for the teaching staff bathrooms breakout work rooms and things like that to the lower section of the plan that's kindergarten wing and the sort of bluish color and again as you come down you'll see the small purple ones those are small group workspaces you know students that need to have to be have a specialist come in to work with them outside their classroom space a student that might need to um be having you know less distracted space that they can test and things like that that's what those small group learning spaces are used for or if you have a couple of students that are working on something together they can break off and still be monitored by the teachers within the classrooms as we go down into

052the middle of that wing we're trying to give a visual break these are really small students so trying to eliminate these like long hallways that don't look out to anything we have a break visually within that space that allows window spaces to the left hand to the right looking out into the wooded area and then into the courtyard space that sort of breaks up the linearity of those hallways on all three floors the the space to the left is the one that tyler mentioned as the growth classroom so we've set it up with the complete bathroom and all the different things that a normal classroom would have but the walls would be open there to the space across the hall that's a larger group working and then if you do have the need for another

053expanded classroom it's really simple to just build a sheetrock wall there and create a classroom so we've done that on every one of the floors that allows that flexibility of adding another full classroom without having to do any construction really to the building as you go down to the end of that wing again having opportunities to look straight out to nature at the end of the hallway space and then support spaces for staff members oh sorry um the at the end you'll see a future expansion in the dashed line that allows us to put an additional um six classrooms on the end of that wing to to support the space the other thing that we looked at for future expansion on this all of these support spaces um and the special ed all those kind

054of things they're built out to be able to just to support the expansion of classroom spaces so the cafeteria space the gymnasium space those can support the numbers of students that are coming through for their allied arts and things like that this shows um the lower level plan and the upper level plan they are exactly the same um so one would be first grade one would be second grade it doesn't really matter they can switch around um depending on what works out and again it's it's situated very similar to the classroom for the kindergarten space so you have that that's center that central learning core that's an open space for group learning and project learning within that center the way that we've set it up it works out really well for stacking and cost savings

055when you're building the building so all of the plumbing in such stacks from one floor to the next and on this one the future expansion is also available up above the kindergarten i mean i'm sorry the pre-k wing so not only do we have space at the end of the wing but there's also space above the pre-k wing because that is a single story in the um in the initial design so we will design that structurally so that it can support an upper and upper expansion if it's if it's so needed in the future one of the things that we wanted to highlight as we we worked through this was some of the features that are being built in and planned for in this this new facility to address some of the safety and security

056issues that that the world is facing so starting at the front door the first thing that we can do is make sure that we're providing good visible lines of sight out to both the parking and the bus loop all the approaches to the building the second thing that we've worked really hard to do is to minimize the number of exterior doors that the building has so we've got the ones that are required for our fire egress access point to playgrounds and all of those other areas but we've really worked hard not to introduce a lot of other exterior doors in the building all of the doors would be controlled by a central uh access control system something that would be monitored in the main office so they'll know if doors are open if they're propped

057everything else would be accessed in and out by card readers so all the staff would have the ability to use their access card to gain entrance to the building at those kind of those strategic locations moving through uh the building will we're told likely have a school resource officer so we'll have a centralized location for that that staff person there would be a network camera system throughout the building for uh closed caption tv and then there'll be some discussions throughout on how accessible that would be there the systems now are usually accessed by the police in the event there's some policies and procedures you need to work with the first responders are for on those moving through there's a panic button in the main office the principal's office assistant principal's office and then we can

058be strategic if there are some other places within the school that that would be necessary so the design on that would be a single button closes all the cross-corridor doors essentially where those red dots are and isolates the all of the classroom wings so you know the primary thing that we're focusing on here at first is slowing down an intruder at that main door so hardening the entrance uh we've got uh school guard glass is kind of the one that a lot of places are using now that provides a 12-minute delay for forced entry which is you know usually enough time for first responders to arrive and then from there eliminating the ability to get into areas where students are from there each one of the classrooms we would have safety security shades so a

059quick pull of a velcro tab drops the shade in front of the door and then each individual locks that's able to be locked and secured from the inside one thing that's not visible here is we also usually have cross classroom doors kind of on the back side so once you've kind of eliminated that line of sight in the classroom students are able to kind of freely move in and out if you do need to evacuate so there's a lot of things that kind of the modern school design is kind of doing naturally to address some of those those different concerns so before we move on to the schedule and the budget we have a couple other images of kind of what we're envisioning on the front of the school you know we're trying to in

060introduce a few kind of welcoming areas a canopy that kind of starts to greet students as they're either being picked up dropped off by by parents at the parent drop-off by car or at the bus loop so kind of using that to start to engage the front of the building introducing a lot more natural environments a lot of vegetation strategic planting starting to get some signage up at the front you know some identifying character pieces and then mixing in uh a little bit more natural uh palette is kind of what we're looking for on the building material so we're kind of moving away from the red brick that's on the more traditional buildings here on the campus and moving something that might be a little bit more earthy in the masonry category whether it be

061you know a gray tone or an earth tone brick or a synthetic stone something along those lines but still giving a lot of opportunities for natural light through the building excuse the uh the the google translation of our our um our rect our little little images here so we've been given uh the overall schedule that bond council needs and that have combined that with all of the steps that we need to get a project through the design and permitting and construction side so starting up at the top is kind of completing that final referendum package and we're envisioning that kind of going through the summer working on any refinements to the plan that comes out of meetings with administration and school leadership continuing to work on those exterior and interior renderings and site renderings to

062really give you a good idea of what this building really is doing one last kind of look at those numbers as we're seeing what the construction market's going to do over the course of the next three months leading up to the the work that drummond woodson needs to do to complete all of the warrant articles and get the documentation that's required on the legal side to the board to make a decision in september is my understanding from there it's when we really start another robust community involvement session so really getting out there making sure that people are aware of what this project is go through the details answer as many questions so that when people go out to the referendum in the polls in november that they're well informed so that would happen in september

063and october and then there's a legal requirement to have your your public hearing in october probably i think it's a couple weeks prior to the referendum vote so all of those would be things that bond council and uh your your legal counsel be helping you to identify those dates and then the board action would happen right at the beginning of september from there it's about a year to design and permit a school so it seems like a long time but there's a lot of technical things that happen and then the environmental permitting on a project of decide is upwards of 180 days and what we hear from dep right now is that they're going to take it all so about a year to get through that permitting process and then you end up with a

064set of construction documents at the end that's ready to go out for construction bids given the market and where we're looking um you know it's probably about a six-week process to get through construction bidding a couple weeks to get through design through contract review get it through legal board action and then awarding a construction contract we're looking to do that in kind of the late winter early spring of 2024. there is a potential to pull out a couple of the bigger pieces of this project being the water line and three-phase power extensions get those designed permitted a little bit earlier so that they're not happening all at the same time and also one year earlier on escalation is going to be something that's financially advantageous to the district with that over the course of the

065spring of 24 the contractor would be mobilizing on-site and then it's about a two-year process to get through the entirety of the construction uh we scheduled it so that kind of at the end of the spring start of the summer school is getting out here construction's going to be winding down we're doing our mechanical shakeouts testing all the systems and then getting the building ready to move furniture in so in a perfect world staff will be packing up their their rooms at the end of the year it's going to get moved by the the professional movers and then they'll be ready to start unpacking over the course of the summer as the building's kind of brought online and then that leads to school opening in september of 2026. so that brings us up to the

066kind of the last part of the presentation with the the overall budget so we've got some pretty big numbers here um there's a lot more documentation that we can provide kind of as to break down where these pieces are so we have the primary school cost and then the additional work outside of the revolving renovation funds outlined here on this this piece this does not include the part that you voted on last week each one of our estimates is broken into three sections the first being part a with the construction estimate all of the stuff that the general contractor will be building out on the two projects we've got administrative costs and reserves and then fees and services so as you look at the the total for the primary school that includes all of the

067design construction permitting everything that's included comes out to just over 71.5 million the mabel eye wilson which includes the reconfiguration of bathroom toilets the extra work around the tuttle road windows that weren't being replaced the revolving fund and then some of those modifications of staff bathrooms and the cafeteria that i described with that it's just an additional 2.4 or so million which brings the total project cost at this point at 73.9 and i won't go through each one of these line items but this is kind of a little bit more of a breakdown on on how each one of those sections comes through so that documents how we're allocating each one of those funds so making sure that the land and purchase cost all of those items are identified the furniture all of the technology

068that's required anything that's required for advertising legal uh we've got the percent for art in there project reserves so if you kind of move down this list it's a pretty comprehensive summary on where all of this money is allocated to get down to that total at the bottom and with that i will turn it back to the board for questions thank you so much um is it possible that we're able to have this presentation available on our site have we talked about that yet i'm seeing people in the audience taking pictures of it yes make sure that we provide something that's maybe legible for you yeah i'll i'll print a pdf from the the native document when you get back to the office and correct it so we can send it around and i just

069want to appreciate those that are from both towns here tonight that are playing along with us in the seats so we'd love to provide an actual document to you absolutely um so as i mentioned earlier i'd like to move up the vote for this um so that we can have a discussion while oak point is here so if i could have a motion for item 9f i'll move that we approve the final concept design as proposed for the primary school thank you in a second second okay so what i'd like to do is uh open up to questions i know that the facilities and finance committee which is a large portion of our board right now um was present during this but i see a waving hand at the end there uh yeah i'm curious

070as to why the current kindergarten wing at mabel eye needs its bathrooms reconfigured so a lot of this has to do with standard mounting heights for the toilet rim is really going to be one of the things that kind of drives that so larger students slightly taller the the heights of those fixtures really just aren't appropriate and then given the age of the building a lot of them don't meet the current accessibility guidelines so we need to reconfigure slightly enlarge those spaces so that you're bringing as many things that we touch into compliance with with current regulations perfect thank you tom so i have two questions um the first i'm particularly interested in um having a new space that's flexible and you you've shown that there are opportunities for flexibility uh with you know putting

071up sheetrock in certain locations and also adding on the additional flexible space can you confirm that's not built into the capacity projections that you shared earlier in the presentation it would be on top of those right are you talking let me get back to that slide so this is the summary of the capacity of the building so enrollment projection showed that kindergarten needed 11 and then first and second each needed 10. kind of as those max on the classroom side as you can see on the what the projections are for each one of those kind of inherently built in 12 to 14 or so additional seats in that capacity just for the year-to-year fluctuation what we've labeled is that flex at the bottom that's those three grade level [Music] classrooms that are going to be

072initially programmed as those larger flex spaces project areas that could be converted one of the things in this plan that we wanted to make sure that is in the event that happened we aren't taking away all of those kind of great messy collaborative areas that are outside of the classroom so across the and we don't have a laser pointer that's going to work on this but kind of across the hall on the on the kind of the northern side just where that classroom bends that light purple area is one that would remain so that's you know about a five or six hundred square foot space equipped with storage a sink that can really serve as that kind of outside the box messy project area for for the building so regardless of whether that classroom across

073the hall gets kind of gobbled up with expansion that space will remain and then as will all of those individual small group spaces that really become kind of those teacher helper aid rooms testing rooms you know it's really going to be a multi-function space and then making sure that those other spaces in the building like the amphitheater and other spillover areas can kind of absorb some of those larger programs that are going to naturally spill out in in this age group all right so the the flex space it includes the existing structure but if we were to build on where it's shown that there are opportunities for that that would be on top of correct so one of the things that we did after meeting with facilities is we we took a hard look at

074that wing it was a lot longer at the at the last presentation and we worked pretty hard to kind of shorten that wing up leave a little bit of additional space on the site and that allowed us to do kind of that three-story classroom addition at the end so it would add two classrooms per floor so making sure that we're being thoughtful on how the building gets expanded in the future so that you're adding classrooms where they would be needed and not requiring you to kind of break program up on multiple floors so great thank you you're welcome the second question i have has to do with the renderings so having done this the site walk there are a lot of trees there and i'm wondering to what extent the tree line is going to

075be preserved and versus what we're seeing in the renderings where it looks very clear so naturally we're going to need to do a lot of clearing just to have the development that's going to happen we've been really sensitive to try to you know minimize that around but we are going to have to clear the entirety of obviously the building footprint the parking and then kind of a safe distance off to create those those play areas the access road on the kind of the eastern side you know playing north here so there will be a fair amount of clearing but we're working really hard to minimize the impact kind of all the way around and then as allison mentioned be strategic on where we have access points to kind of soften those edges between the developed

076areas and then allow students kind of up you know with a proper adult supervision kind of up the hill into those kind of really charming and great environmental aspects so you're still going to have all the streams and the wetlands and all of those things kind of you know at the at the ability to be you know interacted with but those won't be disturbed okay great thank you mike or peter do you guys have anything questions no member of the facilities committee which were i went through with this many times the only thing to say is just the uh the work done by the facilities and finance committee was really top-notch so kudos to everybody who's on there jason jennifer kevin um i'm a very bunch with down the list but especially peter who ran

077this process and really kept on it for a long time just appreciation for that so i don't have questions because folks know we've already been through this quite a bit same right anything well i've been through it once or twice but um i uh the the things and i expressed this last week in in that in our discussion the things that will make me stare at the ceiling and at some point standing across from from here talking back to you is you know you're we're looking at moving through this process within a perfect storm so you know that piece of elevated cost of financing and i know this isn't your problem i know that mr poulin won't make eye contact while i'm talking about it um but the that piece of project management that's going

078to sit on your capable shoulders is going to be essential um both from from the labor and scarcity of that availability of that as well as the materials and i just think it's going to be a shockingly daunting process at a time that is just challenging and i think that you've done um absolutely fantastic work on this and every building that i've ever seen that you've built is if it's any indication of what we can expect here this is going to be wonderful for the community it's just those other pieces that this board is going to have to uh to work in collaboration with you absolutely thank you jennifer um i just have a couple things to say um the work that's done by oak point has been superb and everyone we've dealt with on

079all of our meetings has just been excellent and thank you for all the time all these meetings that you attend and all of your crew we really appreciate it the my statement all along is i'm not i'm still not in favor of this site for this um for this building um i brought it up before with north yarmouth does not have a full-time fire department it does not have a full-time police department and i know that a rebuttal to that would be is we used to have a school at north yarmouth you know many years ago times have changed things have changed we need to have a response and we need to have our kids safe this building is way off of the road i'm not i know that i brought this up i've brought

080it up several times in our last facilities meeting jeff said that he was and i know that he's working on it is working with the town of cumberland to get their police to cover it i really i have a hard time putting up all of these kids in north yarmouth and not having a strong department behind them of safety and and i'm not sure that this is the site and i've said that all along i think there's there's been a lot of challenges the building is beautiful there's been a lot of we were kind of when we were first this land came up it's a lot of acreage we thought that we'd put many fields on it we'd be able to solve a lot of our problems it really isn't solving all those problems the

081building is going in there's a lot of wetlands and it's it's going to be hard to see i mean a building has to go somewhere and we have to clear cut somewhere but it really it doesn't sit right with me with all of these things but oak point has done a tremendous job and i and you've been staying on point this is just what i have said all along where my feeling is so thank you jason um i appreciate you integrating the changes from our most recent meeting uh the 3d renderings are fantastic that's that helps visually i still would like to visit that school down in massachusetts that eco-friendly i think you know might learn some things there we don't know what we don't know if we can do some smart things as far

082as a different site i'm not opposed to a different site jennifer i just i just don't i'm not sure it exists i personally called bill and i personally called brian and asked that question what else is out there um i looked at that site next to um twin brook the other day and uh it's not a great one it's same similar situation to uh there's ravines and there's water and we end up with after you subtract all of that we end up with like you know maybe 10 acres buildable it's not great so i'm not opposed i just we've got to move forward in some way that's it and i was part of the other meeting so i guess i don't have a lot of questions i also don't have um many questions thank you

083for all the information that you have brought here this evening i think you know i just want to thank you for working with us we have had so many twists and turns throughout this process and everything that you've brought back to us i feel well informed and i appreciate all of the flexibility and future expansion that you have worked into everything i do worry about the cost because it's it's a big cost [Music] and i mean like kevin was saying that there are so many things out of our control that we just can't predict but we do have to we have to do something and i think there's a lot of really good things about what you've brought to us with this project so i look forward to seeing as it progresses um all right

084well thank you i i just have a few things i want to say thanks for leading with mabel wilson updates i think for many of us that will never have children in these schools we also want to make sure that the other schools and the other buildings are being cared for in the same thoughtful manner so thank you for leading with that i want to say to those of us that have either had children or been a child at nyms which was the previous school in north yarmouth at the community center location that we looked at originally there was something beautiful about being in the woods there and the fact that we're able to provide that experience at this site in the ways that you have positioned the building is a really great thing to

085be able to provide for our students and our staff and our community thank you for putting on all those spots where we can grow knowing that we have that ability is huge i encourage whatever happens next with the communications around this that we do some really solid uh community events so that we've had a lot of time to digest this but the community is next and so i hope we stay away from like public input nights at 5 30 on a thursday because nobody's coming so i think that we should just really look at this in a different way and be excited about it there are still challenges there's a huge price tag attached to this and so i think we've got there's still a lot of work but this has brought us to an

086exciting point so thank you all very much and so i think unless the board has any other questions i'd like to to vote can we have i i would be interested since we public took the time to be here that absolutely and never never uh never patch your contractors or your architects on the back until the job's done flog them and beat them until that that process has done uh one one area or a couple things but we uh talk about our friday morning meetings and i can tell you that security and fire and police was a conversation that we had last friday so if anybody is concerned about that the leadership has already started conversations about that and uh we're not gonna just uh it will be addressed um response to the uh the

087historical uh well down there i think it's very important that that is retained if not just to satisfy myself because as a young man i used to hunt in that area and i used to swim in the uh the farm pond over there so those are interesting things that have some some historical significance so if we can preserve them uh i'm not going to spend a lot of time commenting on this design of the the building and the structure without having seen uh some uh some more drawings or some elevations but uh i am concerned about the the the size and shape and the you know a rectangle that on the high rises is very inexpensive to build and and when we spread stuff all over the place costs go up and i know that

088uh you folks are on top of that so i'll leave it there thank you bob can you guys bring up the aerial photo can you go back to where the school select i also want to mention just for the public that um we will be uh having another meeting with both towns and this board probably in august i think is what the calendar is looking like too to be able to have an actual full kind of workshop conversation with select board and town council good evening my name is bill shane i'm the town manager here in cumberland but this is my personal uh my personal plea to you my granddaughter lives 500 feet away from that property line and all three granddaughters will most likely be attending this school so i'm very very excited and

089very supportive um i it would be helpful in the future to try to show where on this drawing um things land because there are neighborhoods around that development you see is york ledge and that's where they live and they are so excited about having a school right down the street from them i've met with just about all of their neighbors and everyone's as excited so the sooner you can have a neighborhood meeting there i think you're going to find a lot of very positive positive feedback i would encourage you a couple of things to involve town staff here and in north yarmouth my concern when i look at the building is similar to what we did with the middle school we got a little far down the road before fire and police got involved and

090the fire chief required a loop around the entire building for fire access i don't see that here i see probably three quarters of it so i just want to be careful about that as well utilities to this site i think the easiest way to bring them down while the contractor still owns the road is right down york ledge on both sides as he's got a big right away it'd be an easy access for water and natural gas especially and natural gas is now going in north yarmouth as we speak so very exciting opportunities cumberland as well as north yarmouth have tiff districts that water main extension is right through the heart of their tif district hopefully those conversations will happen very soon with the town to see if the town of north yarmouth can assist

091in some way to enhance their district because if if this were in cumberland we would be extending that water line and putting a sidewalk right up it right to that school site and i think this is a unique opportunity to really tie multiple projects together the other thing is the dot has a program with municipalities called mpi it's municipal partnership initiative and route 1 is a great example here in cumberland we put a center turning lane in route route 1 for almost 3 miles that was a million dollar project half of that was funded by the dot it was a 50 50 partnership so when i look at this and i see the advantage of the turning lane it it helps both both that business district both the school but it's i think there's an

092opportunity there to perhaps maybe partner with the town in something like that that they would have to bring the project forward but i think there's a lot of these type of opportunities when i look at this i am a little concerned about the location only because i know that topography well i'm back there every week that forest has been thinned out quite a bit uh probably in the last five to seven years and uh that's a pretty big rise from where york ledge is to the top of that hill probably 25 feet or so that field is wide open and butts right up to the power lines there that's less than probably a mile and a quarter from knights pond preserve which is awesome kids can basically it would be great field trips for a

093lot of kids so we're we're excited about it i think it's a great site i think there's a lot more opportunities don't get concerned about some of the wetlands that open field is a great opportunity for a lot of things and the areas up behind are just spectacular i think it's going to be a great campus i'm excited that we get a campus back in north yarmouth both my sons now 34 and were there and probably the best experience at greeley in the greeley system or was in north yarmouth i don't know why it was a longer bus ride it was but it was a lot of fun for them i think shirley and us and bob and i we've talked about it our kids are all went to nyms so it's nostalgic but it's

094also kind of something different and we're part of a team a north yarmouth and cumberland plop yourself anywhere in any community and i don't know i would dare you to tell you which town you're in because we're very very similar and we're working well together and i really hope that this project continues and i hope sooner rather than later you get a lot of the resources in both communities you have a lot of architects and engineers and and a lot of contractors who do this every day and do it very well for our communities that could give some valuable insight to make this a successful project so lots of feedback i'm sorry but i am very excited about where you're going and thank you for the opportunity tonight thank you appreciate it um thank you

095for being here tonight okay anything further oh brian hi um so brian seitz i'm chair of uh selectboard and north yarmouth um a couple things yeah i'm i'm pretty excited um about this project and i really appreciate the very thorough job and presentation um and thank you for bringing along us along with this process you know i i feel much more connected to this project than we have with past projects and um i think that's felt in the community as a whole um one thing i will say to jennifer's concerns i mean i i hear you on the the police and fire but we put a school in north yarmouth we're not just going to sit around and scratch our heads and whatever we're going to do next i think you know the reality is

096we're going to figure out um how to uh maintain those services and make this a safe and viable uh location for the students there um the one thing i will say and my concern on this um with tyler and kevin and peter all leaving at one time um someone's gonna really have to come in i mean you guys i'm sure the designers will come in and do a great job in presenting to the folks in north yarmouth and answering questions but i think it's gonna be really important for us folks from the from the school board to come and speak directly to um the town of north yarmouth and really come and sell this project and and and how viable it is and um yeah i just think that's going to be really critically important

097for the success of this so that's it thank you okay anyone else all right thank you all so much for the feedback yeah i really appreciate it okay i'd like to move to a vote now that we have a second and had discussion all in favor and those opposed thank you all right thank you a point so much we will be in touch thank you all right we will not have a superintendent's report this evening because our superintendent is not present so that will move us into committee reports kevin and finance so my report is uh is actually quite brave since uh i'll be talking a lot in a minute um we did have an opportunity a week ago uh with finance and facilities to talk about a number of different things and uh one

098of those you just heard the rest of it was a conversation about some of the summer projects and peter's going to give you a little bit of insight on those but what i did want to bring up is the the fiscal responsibility that we've been able to exercise um historically in this district has positioned us well to begin these projects in the very short seven week period of time we're able to use that using capital reserves and uh and and will certainly uh make very efficient use of uh of taxpayer dollars to do the improvements on campus that's it for me thank you and policy um policy committee was very busy this year we were able to get through a lot of things there were some policies that required much more discussion and i'm glad

099that we were able to make that happen we have our final two policies that are before the board for our second read and approval tonight the first one aca i think after our board meeting our previous board meeting where we unfortunately had to discuss our multiple incidences of anti-semitism within the district demonstrates why this policy is deeply needed so that we can continue the equity work within our district and then the other policy on workplace bullying is mandated by state statute so we'll look forward to more policy work next year thank you ann peter facilities well uh as kevin said we went through a list of over two dozen projects and i don't know if we want to get into the uh the details of them or or not but is there any highlights well

100i i think one of the things that uh that came up as far as when we had the incident in the high school about a month ago that we did not have a working uh intercom system and uh so we d we did uh we are going to uh as part of these programs to do a new intercom system and uh uh scott you might explain one of the things that we're going to do this summer a lot of the financing is going to be coming out of reserves some operating and just found out tonight that the town of cumberland is going to be working with us on several of these projects and scott do you want to explain how we're going to do a lot of the bidding process on this so that we

101have the ability to get these projects done during the summer sure i can respond to that first i did want to thank bill for talking to us today about some of the projects that we have going on in the district and how that's going to help us save money on a number of these projects and some of the oversight with the town there's a number of projects here many of them do not hit the rfp process our preferred method would be bidding our rfp but many of these projects are going to be done on a time and materials basis just because of the construction environment that we're in and contractors some of the major pieces that i would point out that are going on this summer have to do directly with safety on the campus

102a major one is looking at putting bathrooms in the field house on the campus just because now we leave the high school open the students who are out using the track and the other areas don't have the access to facilities and in addition to that it'll also be helpful for community events that are going on on the campus so that's one of the major projects that we're looking at some of the other pieces have to do with the mabel i wilson uh office area and that's one of the major areas that we've been talking about for a number of years in terms of uh revamping the inside of the office to make space for the new secretary that we have coming on board the additional secretarial staff but also moving the staff forward to the

103glass so that we have the ability to reconfigure that space and look up the hallways look into the entry area where the bus loop is and be able to look up that hall towards the library so that's that's one of the other big projects that we're doing we do have to do an incredible amount of sprinkler work that's been mandated by the uh fire marshal's office in order for us to obtain our occupancy permits for the modulars so there'll be some trenching around the middle school which i've talked with bill about some trenching that has to do up from the high school down to the field house in order to bring water and sewer down and i did have a conversation with bill about that earlier there's also some rfps that we will be putting

104together one will be on for the phone proposal that peter talked about the high school phone system is uh that's reaching its useful life at the end of its useful life also the intercom system uh so we'll be looking to do um an rfp on that and uh let me just hit a couple of the other ones some of the entry doors and the alarms that are in the building those we're just going to put some loud alarms on which happen to be in areas that aren't necessarily prone to be closed on a standard basis you know they get propped open and things so we'll set some alarms on those and let's see uh some signage around the trail there is going to be some work being done on the uh central office in terms

105of the painting and replacing of some of the siding on the exterior we'll be doing an addition uh or an office area not an additional office but an office area within the building reconfiguring to add the human resources assistant that we put in the budget so so there's a number of projects and that's just kind of touching on the highlights of it and as we said earlier there's about seven weeks to try and pull most of this off and and we're ready for it and uh ready to get started so and uh and i do appreciate bill again the conversation with you today so it's uh again this stuff isn't glamorous but a lot of the uh certainly a lot of uh what's happened uh in texas i mean we've done it we have done

106a huge amount of work with homeland security to to tighten up some of our buildings but certainly the events in texas have alerted us to some of this stuff that we probably should have done and we've got the financing where with all within the reserves that we have set up that this will not impact the tax rate at all and also uh as the town of cumberland does every uh every year and i think they did it either the last meeting or the meeting before that we also uh reallocate uh fund balances between different accounts every year and uh that was the third element of the finance committee meeting was to approve the fund balance transfers again this is something routine that happens every year both in municipal accounting and uh msad 51 accounting so

107i yeah i have i did have one other one to add that i know everybody's interested in and that's the playground at miw it's one that i forgot okay the exterior that we're looking at and this was another area that bill had taken a look at this evening before he came over with some of the direction of the water and where the retention drain is there and how do we direct the water and possibly increase the size of that playground over by that kindergarten wing so so that's one of the pieces that's uh that we're looking at as well and i've been remiss if i hadn't mentioned that tonight so it all isn't pretty but it's stuff that needs to be done to bring our stuff up to stuff snuff and that's all for facilities

108thank you peter uh curriculum jennifer there's no update we haven't met um since the first of may okay communications we have quite a bit of work to do now that we've moved forward on the third the the plans for the um for the building so there will hopefully be at least one if not two meetings over the summer communications to start to really think through how to make sure exactly what you said tyler that we um and what folks have asked to have really good conversations with community both communities um to make sure people really feel like they know exactly what they're going to be voting for in november equity committee i don't believe there's an update um student reports pass okay fair all right so we'll move into our items for action i'm going

109to actually pass these first few off to kevin you didn't have any time to prepare one exactly all right i'm just just checking uh so this would be the last time you have to hear from me for a while my friends uh a few items for action the the first is i would make a uh i will make a motion to certify election results of june 14 2022 budget validation referendum that with respect to the district's budget validation referendum the com the computation and declaration of votes dated june 22nd 2022 and attached here to be approved that the computation and declaration of votes be entered into the uh entered upon the records of maine school administrative district number 51 and that a certified copy of the computation and declaration of votes be sent to each

110of the municipal court clerks and the member municipalities within the main school administrative district number 51. thank you kevin in a second second there any discussions here or questions okay can i answer that add something to that one of the pieces that i wanted to add is that um you know i've been here for quite a while and it never ceases to amaze me the amount of help that we get from both towns in terms of doing the elections um debbie allen grover tammy o'donnell uh the two town managers bill um uh it's phenomenal what happens and how they put all that together with us so i'd like to thank them for that 100 thank you scott anything further before we vote all right all in favor great thank you all right i'm sorry i'm

111just looking that this looks like it's identical language scott is there any reason an article oh i'm sorry no it's a different allow me to read a little bit more effectively this is to certify the election results of june 14 2022 school revolving renovation fund program i make a motion that with respect to the district bond referendum on june 14 2022 the computation and declaration of votes dated june 22 2022 and attached here to be approved that the computation declaration of votes be entered upon the records of maine school administrative district number 51 and that a certified copy of the computation and declaration of votes be sent to each municipal of the humanist municipal clerks within the district second thank you any discussion or highlights here scott okay just who made the motion kevin kevin

112and then mike thank you okay all in favor great thank you the next piece is approving the tax assessment warrants and monthly installment notice notices i make a motion that the warrant for the assessment of taxes in notice of monthly installments for fiscal year 2022 which is the assessment warrant for each member municipality of the district to be approved and issued and form presented to this meeting and that the treasurer be authorized and directed to deliver or cause to be delivered each assessment warrant to the assessor of the municipality designated thereon requiring the assessment of the amount that is that municipalities share of the costs approved by the voters of the district and notifying the municipality of the schedule of monthly installments to be paid on or before the 20th of each month of the

1132022-2023 fiscal year well done in a second second any questions here this next resolution is to authorize the school revolving renovation fund financing and i make a motion that the resolution entitled resolution to authorize 1 million five hundred twenty two thousand five hundred and fifteen dollars school revolving renovation fund financing be approved in the form presented to this meeting and that the secretary file an attested copy of said resolution within the minutes of this meeting in a second second thank you any discussion all right all in favor thank you one final thing i i will give you the explanation and scott if uh if you want to make this more clear this is talking about the cost center budget transfers and uh and each of the municipalities do a very similar thing but the state

114of maine statute recognizes the complex nature of school budgets and allows us to transfer up to five percent of any budget cost center to another cost center and we're in that position where we're we're preparing a budget before the end of each year so it allows for a small amount of ambiguity to allow us to make that part of our fiscal management it's important to note that that is common practice for each of us therefore i make a motion that this board authorized the following cost center transfers in the fiscal year 2021-22 budget provided that the total budget shall not be increased by these transfers the finance committee recommends the following transfers transfer up to seventy eight thousand four hundred and sixty dollars from regular instruction to facilities management transfer up to two hundred thousand

115from special education to transportation and buses transfer up to one hundred seventy five thousand from special education to system administration and transfer up to sixty thousand from regular instruction to school administration any discussion here questions okay all in favor thank you thank you cubby all right we will then move on to approve professional positions and i can take the motion all together someone is willing to make it i approve i vote um that we approve appointments to the professional positions as recommended by the superintendent thank you in a second second any questions or discussion here jeff's not here so um if i don't know yeah it's exactly the positions of grade one uh greeley high school special education case manager and rta behavior mabel i wilson special education behavior case manager um so anything to

116mention on those positions i don't think so okay just one of the open positions that we're filling okay great all in favor thank you all right that's that one all right the next item is to approve the junior student representative i believe tommy was here and i left i was going to move the motion up but then i thought no that wouldn't be the real deal he needs to just wait and see how this all happens however tommy is the sibling of an old student representative here that was there was this is the third of them that is oh wow this is a family it's amazing um family affair so we are grateful to have um tommy put in his name um to join our board next year so do we have a motion i'll

117do it um a motion to approve tommy leggett barr as a junior student represent senator for 2022-23 thank you in a second second and all in favor or any questions or anything i'll just say that he'd be a great addition to the board and um i'm disappointed i won't be working with him but avery it will be a great addition for you so uh yeah i mean i think we interviewed him me jeff and uh don gray interviewed him for the position three weeks ago and i knew when you walked into the room like he was the one like that's great you know he has a great great background and i think he's going to bring a lot to the board in the next coming years so awesome thank you avery all right all in

118favor great thank you i look forward to welcoming tommy i believe in the july meeting right that's when he will join okay then we'll move on to the second reading of policy aca tyler i'd like to be able to support this so if you allow me um i'd move that we approve policy aca diversity equity and inclusion and education citizen citizenship in a global global society subject to two amendments if you will humor me striking in the equity paragraph the words and impact students ability to learn and employee's employees ability to succeed and in the last paragraph striking to implement the commitments implicit in this policy okay does uh jason's amendments have a second oh we don't have a an original motion but um jason could you just give those one more time so let

119me read the entire paragraph or a sentence that bothers me in equity it says we acknowledge that historical biases and stereotypes opportunity gaps in inequitable practices exist within our society that part i'm okay with and then it continues the rest of the sentence reads and impacts students ability to learn an employee's ability to succeed that last part is what i want to strike and in the last paragraph the sentence that is about sort of the superintendent's rights or responsibilities to implement this the sentence reads the superintendent is responsible for developing and implementing a a diversity equity and inclusion plan for review and approval by the board that part i'm okay with but it continues and says to implement the commitments implicit in this policy so that last bit is what i would also like to

120strike so two things to strike and i'm happy to explain my logic and so are you asking for a motion for an amended that was a motion with amendments in it yes okay so do we have a second for that keep it going i'll second it okay any discussion all right i'll jump in um we talked about this earlier jason uh i i actually i don't these that just don't bother me that much again they don't bother me that much um you know that the phrase to implement commitments implicit in this policy honestly speaking that's kind of vague we shouldn't be implementing anything implicit we should be pretty explicit and so i'm i'm very fine with actually striking that that phrase the other one the impact student's ability to learn and employees ability to succeed

121i mean i think we have a fundamental disagreement um on the existence of that and the existence of inequities in society and you know how this those sorts of things are part of maslow's hierarchy and such but but um you know this is in a in an explanatory paragraph and i mean i'd certainly be willing to to to remove this phrase to make sure that we continue to move along um because i don't think it changes the heart and character of the policy if those two things are removed i can support this i find the rest of it to be rather um golden rule stuff a lot of it probably should be parts of our strategic plan i think it's most most anybody can agree with the rest of it it's but those those two

122things i have trouble okay is there any further discussion for these for this amended motion i i think these are are fine suggestions i don't have any great objection to them either one um tweak i might ask you to consider is that instead of just striking impact students ability to learn an employee's ability to succeed to replace maybe to add the word may that these these things these historical biases may impact students ability to learn an employee's ability to succeed because i i think these are things these are barriers that can be overcome if we're doing our jobs well um and i think it's important to be mindful that there are consequences to leaving these barriers in place okay jason do you have a response to um i will consider that if this vote fails

123how's that putting in the word word could how's sounds good i'd just like to note that the the heavy lift is after this is passed is the implementation and i think sometimes that gets lost on on this policy but but there's a long road and a lot of discussion and um and open eyes to go forward thank you all right any further discussion on the amended motion i'm sorry so so i'm sorry yes so language wise um i like may better than good you okay with that say again uh you using uh tom's language of may no i'm not i'm leaving that completely struck and if this vote fails i will entertain that i i don't feel that that one i'm not sure you can prove that and two i feel that that is a

124harmful seed to plant in anyone's mind you could discuss that for a long time but i don't think it's fundamental to this equity policy and what you're trying to accomplish here thanks for clarifying i um when i read those words i think that it they look assumptive in nature and by removing them i don't think it fundamentally changes uh that that uh opening sentence so i i guess i would echo mike's thought that that he was okay with that i also would be okay with that okay so should we move to a vote and do you have any comments or anything i mean i support tom's um amended suggestion to alter the language to may because i think it is important to keep this in mind i mean that there our historical biases that have

125and are impacting students they may not impact as many of our students as they do in other areas but they are still there and we will meet people who have been living with this i think there is a lot of data out there that can be found and i think it's important to still have that portion i'm fine striking the the second part of that the second further down language um that makes sense to me but i would like to keep the previous language changed to may okay so let's move to a vote and see where we end up so all in favor of the amended language as presented by jason okay and those opposed okay so uh the motion carries with the amendment and um is there any there's no further motion for that

126so we're good um we've been working on that policy for a really long time and um i feel grateful that we were able to pass it um and appreciate those that have given us feedback and thoughts um along the way so we will move on to a second reading of policy acaf looking for a motion for workplace bullying as presented yeah i'm um asking that we vote to approve policy acaf workplace bullying as presented second any questions or a discussion uh mike so two things one on back on aca very quickly one echo yes that has been a long arduous process um and i think ann and tyler folks in the equity committee did tremendous work and did great work through the policy committee just on and on and on throughout the whole year so

127good work getting this done similar i don't think anybody is safe with folks on the policy committee have seen that acaf has been a long arduous process as well a lot of work and a lot of work with the teachers association with jeff and the district leadership team with lawyers working through this language it was it was complicated and hard we had a lot of feedback especially from the teachers association we did a lot of three four rounds with lawyers um and so as ann mentioned before this is something that is coming from us through state statute updated statutes so we have to be responsive to that and to meet uh meet what the changes in laws are so hence this update in uh in policy and this what we have in front of us

128is supported by our lawyers they have reviewed it this is they said this is a good language to meet what the state is um uh asking well telling us to do so yeah okay thank you i appreciate the history and explanation any further discussion or questions okay all in favor great thank you so we will then move into the last item for action tonight which is election of school board officers for the 22-23 school year what i'd like to do is follow a process that i shared with the board earlier today and i'll share it with the public as well is that i will first ask for nominations for chair i will then ask those nominated if they are willing to serve within those chair positions and then i will ask for a motion i

129will close the nominations and then i will ask for a motion for the chair position if we do not reach a majority this evening on either on a chair position i will ask for a motion to table the vote to the next meeting which is july knowing that kevin and i will not no longer be in these positions um i had made sure that we knew what that looked like because this is new for at least me and i think a few others of us that have been on the board for a while and just want to make sure we had all the tools in our toolbox and that would look like our superintendent opening up the next meeting asking for nominations in a similar process and then whoever is elected to chair in that

130moment would then therefore immediately take over that role and move into vice chair nominations and elections so just want to make sure everybody's clear that we're being transparent about process and again this is a this is just a process that we wanted to share with the public as well as i did with the board all right so i will first ask if there are any nominations for the position of chair i'll nominate jason record thank you peter are there any other uh well let's see jason if elected are you willing to serve as chair for the 22-23 i am and i'm willing to answer any questions as part of this discussion prior to the vote as well great thank you are there any other nominations for chair i'll nominate in maximovich for chair great ann

131are you willing to serve in a chair position for a 22-23 school year yes i am and also we'll answer any questions great are there any further nominations seeing that i'm going to close the nominations um and now i will ask for a motion i'm going to do this i thought about this i'm going to do it in alphabetical order because it just seems like the easiest way to do so i will first ask for a nomination for um and maximovich nomination emotion you mean emotion yes sorry am i not doing it correctly i i'm not sure what your yeah what's the [Music] so i will ask for a motion if there's a motion and a second for that first nomination we will then have a discussion if there's a majority vote thank you then

132it carries if there isn't majority vote then we made the next nomination does that make sense i don't understand double motion so right now we've nominated two people yeah so why don't we have just an up and uh sure if you want to change the discussion just a totally fine you know discussion at this point and then just the vote i would think do we do we have to go through the uh i'm just going from what drummer in woodson oh okay because that so does does that do no mass you know okay do as you wish so i'd like to follow the process as presented which was do i have a motion for um for and maximovich for chair i'll make the motion to nominate and elect and max mojad movage as chair of

133the board of directors for 2022-2023 here thank you and a second second thank you okay so now we can discuss ask questions does anybody have any questions or discussions i just want to so i'm nominating anne um i've gotten to know anne the two years i've been on the board uh and has been honestly you've been you were a bit of a lighting rod for a bit and i think that has obscured people from seeing that you're actually quite thoughtful um approachable smart strong um an interesting person who's willing to engage many viewpoints put the work in and so um when you had mentioned that you're interested in being chair i thought absolutely we should put your name forward and so i thought it would be good for people to get to know the and

134that i've gotten to know and i i wanna also say uh putting your name forward is is not any detriment to you jason i respect you you're smart you're thoughtful you're tenacious so um but i think it's good for us to have an open debate and discussion thank you uh and i'll just say that um i've worked with you on equity i've worked with you on all sorts of different things but i think i'd like to just say that one of the best things one of the things that i always remember is you are a wonderful listener and i think that that is one of the best things that you can be as chair listening with an open ear not listening for when it's your time to talk but listening because you're actually listening to

135what people are saying is something that i think that you would bring um in a wonderful way to this to this position so thank you for all the work you've done to this point regardless of what where we end up tonight can i um also make a statement okay um i just wanted to add for my fellow board members because i know when i had talked to you that some of you had obviously expressed concern for my health and then this is for the public than viewing because i have missed various meetings because i am living with the chronic health commission and um i wouldn't have considered myself if i didn't feel that i could carry out this role the best news is that i'm receiving some excellent treatment and have made progress that i've

136never made before and i look forward to no matter how sitting on this stage with next year's board and continuing to do this work so thank you any further discussion okay all in favor great so we have okay and those opposed okay so we have a split vote so then i will move if there is a motion to move to elect jason's record as chair a second looking for a motion first i'll move uh i'll move to nominate uh jason record thank you and a second else oh second excuse me okay so now do the same thing open it up for discussion comments questions well i guess i can say that i have had an occasion to as my last doing simultaneously the planning board the last three months and i have had occasion to

137see jason operate at that position he runs a very efficient meeting is sensitive to public comment and very organized working with our administration i mean there seems to be a great uh myth out there that somehow this chairmanship is so difficult that uh you know it takes people two years to do it and it's too complicated much more complicated than any other chair positions i mean i've been chairman of the school board two different times chairman of the town council two different times and vice chairman of the planning board and trust me that uh all these positions are equally irresponsible so i i and i i just think uh that i think jason has the confidence of the administration and i think that's very important going forward given a lot of the turmoil that we've

138had over the last couple months with board relations with the administration and [Music] i think he would be a better fit as far as that's concerned and that's all i've got to say that's peter kevin sure thank you um well i'll start by just unplugging uh this as directly as i can and you you know that we we spoke um a while ago so this isn't a reflection on what i think of you as a human being um i uh certainly i do think the world of you and i appreciate the passion with which you approach nearly everything um in in orbit around you when when jason joined the board i was more than a little rough on him and the reason why was because when i joined six years ago i joined this board

139as a non-political board and it was agnostic in terms of any party affiliation and and i believe that while you had a perspective on solving problems in the community it was without agenda and it you know you joined the board like so many of us and we thought that we had all the answers and we only needed three months to make everything better and so i dusted up a little bit with jason early and and i got to tell you um he responded like a professional and when it came time to understand issues that he disagreed with he put in the time and it wasn't that i always ended up in a place with jason where i could agree with him and in fact there's a there's a number of things that i didn't but

140as i look at the challenges that this board is going to have in the coming years i think that getting back to what the intent of a school board is it is to focus on teaching and learning and making policy to guide all of those and it's to be a board of approval and so there are things that are very important to us and and they are important to us our families everything about us is important but in this role i think that uh i'm more comfortable right now with the way that i've seen jason think around corners and i think that this if he were chair of this board i think that he would grow well into that role and i think that he can support the direction that you need to go in

141the next finite period of time thank you kevin you're a hard act to follow that's for sure kevin and peter but um just to say a few words this this feels very odd to sit up here and all of a sudden now we're in a debate i don't know this is not really the process that we've done it in the past so um it did take me by surprise when i got the heads up when i arrived on the stage tonight ann and i did have a conversation a couple weeks ago about this and a year ago i would be shocked if i i would have said that i would support jason to chair um you know there was a a really hard vote that was put to the town last year um you know

142and my name was on there to remove me from my role um but you know as we've worked together in this past year jason comes to the meetings very prepared and asked the right questions and and i feel like the the chair role needs someone that's going to be able to have the time and dedication and really look at the details to make sure the pa the poli but the wording the agenda is put together correctly and then the meetings are run efficiently and to the point and that's where i'm coming up with um my my thoughts like anybody just trying to acknowledge yeah not enough so i hate this i hate everything about all this right now and i'm i think this is a race any aspirations for me to be chair because this

143has wrecked me these last few days um i i've been tossing and turning at night thinking about this decision um and 24 hours ago i was all in jason and your email really threw me and i'm not i'm not like all out now but i and it wasn't even the equity stuff uh you've been totally transparent about that and i respect how you've really sucked your guns about that it was that you were unwilling to work with anne as as vice chair and not not only that but to then pass the buck and place the blame on her as someone that you you couldn't possibly work with and that's just not leadership to me a leader who works with others and doesn't pass the buck and i hope you can lose use this as a

144learning experience because you can win me back but that was kind of a deal breaker to me um and it was it was just disappointing um i i don't know how things are going to turn out tonight but i'm i'm looking forward to working with you and working with you well in the future but that just threw me off yesterday we talked earlier jason i i'll and i'll say it publicly so okay go for it no i no i don't want to say anything i just want to say that i do have a ton of respect for you and i have a ton of respect for the fact that you're putting your name out there um it's uh it's courageous uh and i it's it's fantastic and i appreciate it i'm not putting my name

145out there i'm sitting here saying please don't make me do this so um kudos to both of you uh and like i said i think you're smart um i think you're thoughtful uh very similar to what jennifer and kevin said i had preconceived notions especially after that wonderful recall effort but you've i feel like we get along really well and i really like you as a human um and so it's it's a similar situation uh with tom that that really threw me off okay um i'll just say um you know you've already called it out we're neighbors it's weird it's awkward um but i think the reality is for me that um i just think that um there's a lot more learning and listening and growing to do before a leadership role is the one

146for you at least you know and i will disagree that there's a myth about this job this job has become really complicated just in the past two years um and uh the expectations of these of these roles are different and um and so i do think of it differently than the chair of a planning board i think it's very different and um and so that's why my support is with anne okay so i know that you talked about this and we know where this direction is going it would be really unfortunate to leave tonight to not resolve this there's four people leaving this board and and the the board's job is to set up what happens next there's a lot to happen there's going to be july meetings to hire a lot of new staff

147thing and i know jeff can carry that stuff it's disappointing that the board that it's kind of a surprise tonight and that we can't come to a resolution and whether that's we take another vote and then we do something i'm not sure that we just can end this you still haven't voted on jason yeah no we i'm not sure what to say um i appreciate all the kind words i hear all the other words um one small thing maybe my email i understand people vanessa calls it my assertiveness i understand that uh i'm more direct than many people um i if my wife asked me if she looks good in an outfit i will tell her honestly and that's just how i am my words in my email were that i'm not supportive of anne

148in the vice chair role my words were not that i would not work with her that's up to the board they're two different things um as far as going forward we've got a lot of important things coming up and um i i just as possible this last year and who i am um i don't beat around the bush and and i hope that people know that so uh it'll be what'll it be and um thank you okay so we will now move to vote all those in favor okay so we are now call for the opposed so i'm sorry and then those opposed and you should know that avery voted but we're not taking that vote yes so just to make sure you thank you avery yeah thanks jen well just to i mean if

149if someone's following along at home it looked one way yeah that's why yeah my vote doesn't count that's why i voted for both of them to be nominated thank you avery okay so where we're at right now is um we have a split vote and we have no majority so unless someone else would like to make a motion i would ask for a motion to table this vote until the next meeting which is the beginning of july and i assume that's non-debatable motion to table as if there is one it's if it's successful and then we can do this all night no but i say emotion to table is non-non-debatable i think i think it's a huge disappointment and we've let we've let the town down we've let our school down and and and so

150that people understand the way that this process happens and i know it was brought up at the last meeting is that the the chair charges an outgoing member of the the school board to talk to every individual to come up with what they're going to put forth peter was charged with this and had discussions and took a lot of time with this and and gathered that information and and understood who had interest and time commitment so i know it doesn't matter now but this is it should be kind of understood but that's not really entirely accurate though i mean i told you know i've told everyone that when i spoke with peter i felt that it was time for a north yarmouth chair and so i had suggested tom for chair and that i wanted

151to be vice chair i was under the impression i did not make myself clear i'm putting this all on myself that i i could have explained myself better but that if in the event that tom or vanessa did not want to be chair that i wanted to be considered chair so all these other conversations happened without my um i think consideration and you know i mean i think it's a it's a tough process i think what i've learned from all of this is that we clearly need to make some changes i mean i think we need to know who when people are joining the board are already have interest in running for chair and vice chair because you know as i've talked to other board members some board members are like you know that's not

152really what i want to do and so okay well is that something that we are expecting everyone and we're a divided board between north yarmouth and cumberland so there's only three worth yarmouth positions that's putting a lot of pressure on north yarmouth representatives to step up when they may not be able to because of their own time commitments and that's not fair either so we and this is something when i talked to jason and he talked about things in terms of like leadership and and looking forward that i am in total agreement with that that this just shows that we need to have a better conversation and i think we need to do we need to go back to our bylaws well i uh as i say when i went through the process uh is

153it came up with nominating jason was the only person at the time uh doing everything and i didn't get the oppression for man that she wanted to be chairman and if i misinterpreted i've done stuff before to misinterpret but uh as i say and tom was uh had expressed an interest in being vice chairman and you know kind of thought you know we've got somebody from cumberland uh kate and their band of merry ladies over in north yarmouth were pressing to make sure we had a uh a representative from north yarmouth and so we worked uh to make sure that we had a uh representative from north yarmouth and then uh as i say it kind of went off the rails with ann and tom having some kind of a conversation where tom uh decided

154to withdraw in favor of van as vice chairman and then all of a sudden we come in tonight and find the roles changed again i mean i thought the process was uh was flawed last year and we probably could have set up a lot of this thing last year but i was a little loyal soldier and my wife told me don't you dare upset the apple cart on this thing so i became a good little soldier and accepted things and respected the wonderful job that tyler did but did not agree with the process so if we come down to a this four to four thing and table i think it's going to be hugely divisive to the community because uh each individual in their own way has probably got things do things that set off

155the community so there's no saint in either party as far as that's concerned the thing i worry about the most is the fact that we have one of the best superintendents in maine we have one of the best business managers in maine and if they continue to see this balkan operation with the board flopping around i think there are a lot of friendlier places so i worry about the how the administration views this whole thing then you've got the faculty who's in right right now we've got new administrators coming in so i just i just think we look like damn fools and uh i i just think we're doing irreparable damage to the district and so and i can't see why that we would be willing to turn this thing over to four members with

156zero experience in two members with one year of experience i i just uh uh i'm about ready to just pull up the parachute and go but i've said my piece okay so what i'd like to say is that this can this is only what we make it so we can make this divisive we can make this a big old story and that's what it will be or we can recognize that we have two people that are willing to serve this board that want to do the job and that unfortunately doesn't have a majority support right now that's just how this works and so i think what we need to do is just be real i mean yes is it a disappointment sure it's a disappointment that we can't reach a majority but that doesn't mean

157we have tools and other ways of coming to a solution this doesn't have to be peter i have to disagree with with your statements that this doesn't have to be that and i and i don't think it's fair to say that our administration and superintendent and business manager um are part of that this is a board decision um and so um this is my last meeting and i would like to end it on some form of a positive note um it doesn't look like we are going to find a majority unless someone has a different motion and so therefore i'm going to ask to table this a motion to table this vote until the next regular meeting in july so i agree with you that this is a fixable problem and before we do that

158could we consider some other options like if vanessa was here tonight we wouldn't be in this situation could we find another opportunity i know this is your last meeting and i want to let you off the hook but no i'm not just trying to get out of here i'm just trying to be realistic could we find another opportunity where there are nine of us or get here could we even just hash it out on stage where we can come to some agreement about who's going we can't leave here and and it's almost with you tabling it is in favor of your vote so i what does that mean so by tabling it i think it removes the the votes for jason what is that assumption being made like three of them are leaving right but

159how is that my responsibility no no no no it's it's not oh okay right please don't take it that way but i guess when you're saying it's favoring my vote that's not necessarily my intention we have a policy for remote meetings now we do yeah what's vanessa's number i know seriously i just i'm more than willing to entertain another motion if anybody has one i mean i i will also put it out there that i did um express interest in being vice chair and i am still interested in serving either position i would be happy to serve this board and either chair or vice chair um and even though jason and i have different ideological differences i very much enjoyed getting to know him as a board member and we have worked very well together

160and i look forward to any opportunity i think the two of you serving together would be fantastic and that's incredibly gracious and yes i agree yeah i would i can support that i would make a motion to nominate jason record as chair and amnes as vice chair as asleep well we have to follow the procedure [Laughter] so there's a motion on the table on the stage is there a second second okay we're doing them together and this motion we are kevin i'm not looking to muddy the waters in my last couple minutes my friends but if i lived in north yarmouth and i do my only concern is this i want to make sure that the town of north yarmouth is represented in leadership and if that's not possible then there's got to be a

161way that you focus on an outreach to that community however you do it more meetings over in north yarmouth in that fantastic building there whatever whatever has to happen but this is i mean i'd vote it's essential that that that the town of north yarmouth is represented by this board even though i mean with three board members we you know we're at a deficit i would ask that that happened however you can pay the right amount of attention over there as a cumberland representative i completely agree and i think this would be an opportunity to utilize some of those very important committees where some very smart people from north yarmouth could serve on really important committees chairing them and such to make sure that voice is well heard but to your point about outreach i

162agree completely well and i think we need to reassess our three seats adequate is that realistic anymore given the changes in the communities i don't think that it is i think you know again this is something that we really need to look at about how um we're that's right structured a process for figuring that out makes sense our student rep voted twice though so right okay any further discussion on the second in motion avery is avery yeah why don't we just flip a coin rock paper scissors shoot my i would just like to say that i think jason and ann working together in the in the chair and vice chair role would be very beneficial for the board and i hope that you would lean on each other if this does go through and um

163and i think with what i've seen all the work that tyler has done in the heavy lifting i think that um making sure that you have an ability to push the work down and get everyone to help will benefit everyone so yes fully accept that i am horrible at delegating and that is something i am working on as the time continues um okay any further discussion okay all in favor great uh those opposed sorry i'm just gonna stick to my gut on this one um okay congratulations you've had a meeting of different notes congratulations jason congratulations thank you and with that yes the board can't leave yet let's have peter join us because you have been on this board in the town board for how many years you cited 1985 to me recently so i

164commend you for your service i i mean three is hard but oh man in 1985 i was like in grade school how does that feel people thank you i appreciate it by the way for the mary [Laughter] okay peter this is your moment yes your moment okay so uh move to adjourn second all in favor all right uh congratulations everybody we did it we did it assigned papers from scott you
