001good evening everyone and welcome to the Orange County school board's regular meeting scheduled for today Tuesday December 10th 2024 thank you so much for joining us tonight we have for those who are just tuning in we have a packed chamber full of very happy people which is really good because when it's a back chamber and they're not happy is not good this just not good but happy holidays to everybody who's here we look forward to celebrating so many of you we have we have all members of board here present and as a reminder board members will not be engaging in outside electronic or digital communication during the meeting so that we can focus on the matters immediately before us to my fellow board members District staff and members of the public when speaking please make
002sure your microphone is turned on and speak directly into it so YouTube and orange TV viewers can hear you clearly again thank you for participating in tonight's meeting we will begin with a moment of silence followed by the Pledge of Allegiance thank you and now for the pledge plge algi to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all I want to take a personal moment to recognize the profound loss for our community in the passing of Mr Harris Rosen I'm sure many of you in the audience know a lot about Harris and his legacy one of his strongest legacies has to be his commitment to the youth in our most challenged communities and I'm in a
003minute I'm going to call in the superintendent she's going to read a proclamation on his behalf and for the family but I just wanted to take a personal privilege I have known Harris Rosen since 1999 and one thing has been consistent and that is his determination to see this community rise up and support our children he has done so much himself as we'll discuss in a minute and what he's asked and the void that he Le leaves he continuously asked me in every capacity that I held make the rest of the businesses here in Orange County Public Schools do what I've do done adopting children adopting schools so many so many lives generational change that he's brought about and the only thing he ever asked for me is make everybody else do what I do
004because if everybody does it we will completely transform this community so again he leaves a huge void I think the one thing that I will continue to do to honor him is to remind as many people as I can that what they need to do is just a little bit of what he did and it will make such a tremendous difference with that let me recognize our superintendent to say a few words thank you madam chair I want to take a moment to personally acknowledge the profound loss our community has suffered with the passing of Mr Harris Rosen he was a true Visionary and champion of Education his impact on our students our schools and our entire Community will be felt for generations to come tonight with heavy heart but with immense gratitude we honor
005his memory celebrate his legacy and reaffirm our commitment to carry forward his vision of educational opportunity for all I'd like to read the following resolution whereas Harris Rosen was born in Manhattan New York on September 9 1939 and whereas he received a Bachelor of Science and hotel management from cor Cornell University in 1961 and whereas he served in the United States Army for three years in Germany and South Korea becoming a first lieutenant and whereas Rosen began his hotel career as a file clerk at the Wald Waldorf Historia in New York and worked his way up the Hilton Hotel Corporation ranks serving in management roles at some of the company's largest hotels and whereas he joined the Disney Company in California as director of Hotel planning and was heavily involved in the design and development
006of the Contemporary Resort Polynesian Village Resort and the Fort Wilderness Resort and Campground that opened at Walt Disney World in 1971 and whereas Rosen left Disney in 1974 and purchased his first hotel a Quality Inn which is now the Rosen in international on International Drive in Orlando and whereas for more than 50 years Harris was the area's largest independent Hotel year with over 6,300 rooms across 7even central Florida properties and whereas he also provided more than 4,000 500 employees with their own Health Care system and whereas Rosen was passionate about philanthropy and sharing his Blessing with others and for more than 30 years was a great supporter of Orange County Public Schools and whereas Orange County Public Schools will always be grateful for the generosity of Harris Rosen founder of Rosen hotels and resorts and
007whereas the in ative Tangelo Park project one of his most lifechanging initiatives provides free preschool parenting classes vocational training and full scholarships for college-bound high school graduates and whereas the program was so successful Rosen started a similar program to benefit the Paramore District near downtown Orlando and whereas he was inducted into the ocps Hall of Fame in 2015 for his generosity and impact on the lives of our students and whereas he provided a specialized education and Hospitality at the Rosen College of hospitality management at the University of Central Florida which now ranks number two among Hospitality colleges worldwide and whereas Rosen received in 2024 the sunspa leading light award and an honorary doctorate of Public Service degree from the University of Central Florida for making an extraordinary impact on the central Florida Community and whereas
008Orange County Public Schools and the entire Central Florida Community mourn the loss of Harris Rosen who passed away on November 25th 2024 now therefore the school board of Orange County Florida does hereby acknowledge and declare that Harris Rosen will remain a much-loved champion of education and has left a philanthropic Legacy that will continue for generations to come adopted by the school board of Orange County Florida in Orlando Florida on this 10th day of December 2024 thank thank you superintendent I also want to recognize some very special people in the audience who have an Unbreakable tie to Harris Rosen beginning with Rosen hotels and resorts CEO Frank Santo Frank so good to see you here and I pray for peace I know you have had such a long long relationship with Harris and I can't imagine

010Tangelo Park Elementary principal Marlene sorry it's getting a little hard to see right now forgive me my eyes are tearing up I'm Jackson Kimble thank you for being here and I know that you live every day appreciating the Legacy in Tangelo Park so with that I want to give my fellow board members an opportunity to say a few words so let me begin with member Felder member Felder thank you so much and for those of you that knew Mr Rose and here to help us remember him thank you for being here I first knew of Mr Rosen as I was a teacher at Dr Phillips high school and he was working with the children who lived in Tangelo Park and attended Dr Phillips high school and Mrs ranita Reed who was a counselor at the
011time there and he was giving scholarships to the children and I was like who is this man you know I mean I said oh my God and so later on a friend of mine wanted to erect a statue to honor Mary McLoud bethon and he worked with Mr Rosen Richard black and Mr Rosen gathered a group of us together and he T me about how to like have real serious fundraisers and he said he wanted to help because Mary McLoud Bon loved Jackie Robinson and Mr Rosen loved Jackie Robinson so he felt like he wanted to help and so was one of the largest fundraisers ever in Orlando at that time raised over $500,000 if you go down International Speedway in Daytona you will see Mary McLoud bethon statue erected in the names of those
012persons who were on the committee that engraved in that and so I would go to Mr rosen's hotels during Mother's Day brunch and every table Mr Rosa would greet people at every table do you know what that means to to have the owner of like three or four hotels to just come and greet you and he was never a stranger to people and I remember how proud he was of the students he worked with not only at Dr Phils but at Jones house one student he was just saying I just wanted to be able to graduate and get out of there and he came and said Vicki she graduated and she's doing well I'm just so excited and I said Mr roseen he just encouraged other people who had ideas about philanthropy to really step
013out and get involved and you know we're going to miss his heart the kind of heart that he had the kind of love that he had for children and the fact that you know he told told he said I never build a new hotel till I pay for the one that I started that's something you know and so I as a board member three of my schools were tangelo Elementary Dr Phillips before Dr Phillips High School John high in Ace he worked with those children and I'm so grateful for his philanthropic ideas and what he did and as I shared with our superintendent said Vicki we're going to honor him at our board member a board meeting and Teresa knew him long ago even when she was mayor of Orange County how nice he was
014and how kind he was and he never met a stranger I am so grateful for his life I found myself in my prayers thanking God for a person with the life like Harris Rosen sending him to this city to this state and I'm just so grateful as a District that we recognize him and when cat Gordon was our board member she would take me to certain things at the Rosen hotel and saw to it that I met him she I guess she was trying to get me ready to run but she would make sure that I met him and talked with him so I'm so grateful thank you for this opportunity and to the friends and family of the Rosen hotels we appreciate you and the work that you all have done and we miss
015him we miss him yeah I miss his cander we miss him thank you so much thank you member Felder I'm just going to make two two comments one of them is going to seem like very very bizarre but for all that he accomplished and all of his financial wealth that he gained I never once saw Harris Rosen in anything but a pair of blue jeans yeah well occasionally a jacket but a pair of blue jeans and I tell you that as an indication of he never he never deviated from being an everyday person from he never lost his roots he never got full of himself and he never stopped doing for other people and then one other thing in addition to his employees that he loved nothing came close to his relationship with his sons

017leadership in school Communications and public and public relations and I got to tell you nobody nobody could have earned this more than the superintendent sometimes you get these Awards and you're like yeah where did that come from this woman has worked so hard at communicating and has given so much time to her position but really really focused on making sure that she is getting her message and what we're doing here in Orange County across over and over again so thank you for that we so pressed and so impressed with you kudos to our chief Communications officer Scott howt for receiving the Florida school Communicator of the Year award for his superb leadership they both received their amazing accolades at the Florida Association of District superintendents Florida Schoolboard Association and sunb Joint conference in Tampa last

020are you doing he goes you know I just want you to be prepared and she goes for what and I looked at her and I was like you're getting ready to win an award she's like no I'm not he knows I don't like that type of stuff and so they call Maria's name and she was so deserving because she really has done a lot in for communication with the town halls and all her since she was hired as a superintendent and then Scott's over here and he's on her phone and she knew that he was winning so he's on his phone and he's not paying attention and then they go Scott how it and he's like oh he got up and won but anyways it was it was very cute but it just it shows
021the commitment of ocps to really strive to communicate effectively communicate well and make sure that we hear from our community every chance we get and Dr Vasquez along with Mr howit's been a rock star in that Arena so I just want to say kudos to you and your team job well done all right so next we get to recognize another member of this team up here and that is vice chair Melissa bird Vice chair member bird represents district 7 and she received the 2024 sister Kathy Gorman excellence and education award from the Hope Community Center for those of you who don't know much about this let me just take a moment she was honored with the Accolade during the nonprofit organization aias D Gala at the Winter Park events center on Friday night a couple
022of us had the honor and joy of being there member Gallow and the superintendent and their spouses and we had a wonderful time during the 1970s a little bit about this organization during the 1970s sisters and when I say sisters I'm talking Catholic sisters for those of you who aren't Catholic okay like as in nuns sister Kathy Gorman somebody's laughing like oh I don't know if everybody would anyway sister Kathy Gorman Gail's Gail Grimes and an Kendrick who were members of the notredam de namore located in relocated to a poka to provide the underserved Community with affordable housing and educational and Health Care opportunities the sisters Mission helped create the Hope Community Center a nonprofit organization committed to assisting immigrants through service and advocacy sister Gorman was passionate about education The Hope Community Center dedicated
023an award in her honor which was given to recipients who make educational efforts in their Community Vice chair bird received the award for helping immigrant children in her District overcome barriers with getting registered at ocps schools in the apopa area and I'm just I'm gonna we were so proud of her we are always so proud of her but it was exciting to learn even more about what she's doing you have a few words to share with us yeah okay I just I well I thank my board members that showed up to support me and you know I was very honored to receive it because the work that they do in in that Community is just it's profound and every single day there are just groups and groups and groups of students from all of our
024local schools not just in a popka like from all over the area that come to the Hope Community Center for tutoring and help and they have a whole career in college program where they help these kids register for or apply to college help them fill out the forms when new people when new immigrant and migrant workers come to the area they help them figure out you know how to get registered we set up a registration now where our staff actually comes to the Hope Center to help register kids and they can get their physicals there and get you know immunizations that they need so it's all in one place because it's difficult for these families so the work that the Hope Center does is really phenomenal and just the background story that it's these three
025nuns that started it and they are still the two of them are still there and still are very passionate about their mission even though they've been there for 50 years and the community just adors them and the work that they do so I you know I was honored and I'm honored to be able to serve on their board and help in any way I can so you know it was a big honor yeah absolutely so now I would like to recognize ocps is partnership with Rollins College Pathways to teaching program for the past five years this unique cohort-based program has been providing ocps pair professionals with an opportunity to receive their bachelor's of Art in elementary education or a master's of Art in teaching from Rollins College tonight we're recognizing the fourth cohort of students
026who recently completed the pathways to technology to teaching excuse me program Rob Bixler our Rob Bixler our chief of staff is going to tell us more about this wonderful program that's making teaching Dreams Come truec indiv College teaching program thank you have worked very hard to meet your goals and become an ocps teacher youve also B you have Balan it all working full-time at ocps taking college courses at night participating in class group projects and studying during the weekend you persevered and we're all proud of your success the pathways to teaching program helps our prayer professionals Advance their careers by giving them the opportunity to earn an elementary education degree the program also helps ocps as the work to address the Statewide teacher shortage the state approved curriculum prepares graduates for a Florida teaching certification
027by providing high quality instruction and offering small class sizes as pair professionals you have an invaluable front row seat to observe and participate in effective teaching you manage behaviors help set help set classroom expectations and assist and assist students one-on-one with your combination of classroom experience and coursework in education theory and practice you'll hit the ground running as teach that's because you know exactly what effective classroom instruction looks like I encourage you as you find yourselves in the new roles or new schools to look out forare of professionals who may want to follow a similar path I look forward to returning in 2025 with a new cohort and hope to see more of our dedicated pair professionals finding ways to grow within ocps i' like to thank rollin's Rolland college for their participation and support

032earn an education doctorate degree in curriculum and instruction with a specialization in K through 8 mathematics the project aims to advance the impact of their noise fellows by increasing their ability knowledge and social justice mindset mathematical and content knowledge and Leadership capacity the program is designed to be completed in three years and includes 57 credit hours and cour work and dissertation hours the specialization in K through 8 mathematics education is built on the foundational belief that each and every student deserves an education that is Equitable just and inclusive I like to thank the College of Education Innovation and education at UCF team for the partnership and support with us tonight is Dr Sarah Bush the noise principal investigator noise co-principal investigators Dr Julie DRS Julie Nixon Lisa Brooks and Brian Moore and no's project manager

034to recognize our LED Martin UCF Mathematics and Science Academy graduates the LED Martin UCF Mathematics and Science Academy leads innovation in K K through 12 stem education through throughout Central Florida the two years master's degree program which is generously endowed by its partner the Lo keed Martin Corporation is designed for certified te teachers in Central Florida who are looking for ways to enhance their skills and engage more students in mathematics and science the Locke Martin UCF Mathematics and Science Academy was also created for adults who have already graduated with a degree in mathematics and science worked in a stem career for many years and are interested in becoming a teacher this program's mission is to increase the number of highquality mathematics and science teachers for the middle and high schools in both in Central Florida

037every one of our devoted staff members and this is one more way that we're pleased to honor them I'd like to invite member Fant who represents District 3 to tell us about the ocps staff members she has selected for her board spot her school board spotlights member foron you recognized thank you madam chair I'm so excited I love these little spotlights where we get to just highlight some people in our community within the you know ocps Community who are just going above and beyond people that we just feel like are full of life and doing incredible things and so for my first one I want to recognize Dr Aaron Veo thank you thank you for what you do you are the proud principal at acceleration East High School and from the first time that I
038met her during a visit at acceleration East I knew that she had a special spark she leads with Integrity empathy and is full of joy she is an outof the-box thinker and always looking at new ways to help lead her students and staff to success it's funny I think when I you know when I first became a school board member I wanted to go and just visit my schools and put a face to the name of the school and kind of understand like where it was located and whatnot and I believe that was your first year at the school correct okay so first year at the school I think she was nervous I'm nervous I'm like okay what okay you know learning the role and I think she was wondering like oh gosh there's a
039Schoolboard member in my school what what's going on but honestly I was so blown away at just your genuiness and just how kind and friendly and you know you can tell a lot about who the leadership is when their staff is joyful and friendly and that was another thing that when I walked in just everyone exudes just this joy and kindness that I just absolutely love so I'll jump back to my notes here under her leadership acceleration East has received a commendable rating from the Florida Department of Education what exactly is a commendable rating it is a performing it means that a school is performing at a high level demonstrating significant student learning gains and meeting the state's benchmarks here's a few of her achievements as the principal at acceleration East they have seen 15%
040increase in Algebra 1 and has the third highest pass rate in ocps 177% increase in Geometry 25% increase in US history 24% increase in biology this is huge and if that wasn't amazing enough 20 of her students decided to take AP Spanish for the first time in the school's history and they had a 100% pass rate any of you have kids who have taken an AP class that is a huge feat that is those AP classes are no joke but Dr vako I am incredibly honored and proud to have you serve as a principal in District 3 and the positive culture and joyful atmosphere that you've brought to acceleration East is incredible today I honor you and I thank you for all that you do every day for your students your staff and community thank
041you so I'm going to invite you to come forward and we'll take a little picture okay for my next I'm excited these are such fun things to do okay so I'm delighted to recognize Miss Brook Axel senior manager of events and engagement at the foundation for ocps I'm so proud of the incredible work she has done at the foundation and the first time I really remember meeting Brooke was at the second annual school spirit run I actually was looking through my pictures CU I was like was that the first annual or second annual and I've got pictures and it's like I've got a picture of me and you I wish I would have thought to throw it up there but anyways I just want to say just your joy and Just Energy and excitement I
042feel like we were Kindred Spirits from the get-go and there we were in like I don't even know how cold it was like 35° and we were excited and ready to go but I have to do a quick Shameless plug for my favorite fundraising event that the foundation does which is the school spirit run they do several which are incredible and I'm going to share those but I have to just do this Shameless plug I encourage everyone to join in the fun this coming February you can run skip walk through this amazing 5K run it's at SeaWorld and all funds support our schools so you can jump on with if your child is out of school you can go and be a part of like the school team there's different awards for largest turnout best
043dress I think there's one for like best mascot if you're a grandparent or an aunt or a neighbor you can jump in at your kids school just to get them to win one of those Awards and it is honestly so much fun I go with my kids absolutely love it so okay my little Shameless plug is over but Brooke you are so ambitious full of life and always have a smile on your face even when you are stressed trying to organize one of your amazing fundraising events Brooke has brought a new level of leadership to our foundation and every every event she's involved in has had explosive growth at the first ever school spirit run she had nearly a th000 participants which is incredible but this last year she had nearly 2400 participants and this
044year is going to be through the roof especially with my Shameless plug we're going to just see incredible incredible participation we had over 120 schools represented last year so excited to see what happens this year but besides the school spirit run she also manages the annual for our school's golf tournament which this year raised $330,000 amazing and all of this is for the foundation which goes right back into helping our schools our students our staff she also organizes top talent which is our talented ocps students from different grade levels from elementary all the way to high school and they compete for a chance to win a cash prize in celebrating the Performing Arts so I just want to say thank you Brooke for everything that you do for your joy and just your ambition that
045you put into this Your Blood Sweat and Tears have not gone unnoticed and today I honor you so thank you can come for okay no okay never mind thank you all it's an honor to work with the foundation with all of you I just can't express it so thank you for well I tell you it is such a joy to work with you mentioned her Blood Sweat and Tears but really energy laugh after that's that is you like it's so it's just so fun to be around you anything that we get to do that involves you is just so uplifting man can you imagine a world full of people like you wow that'd be a different place okay thank you very much member Fant for those recognitions they were awesome okay so next I would
046like to recognize change for kids who were responsible for advocating and helping us secure a 10year renewal of the half cent sales tax in November change for kids was initially established back in 2002 and has been led by dick Bachelor the proprietor of the dick Bachelor Management Group the organization encouraged Orange County voters to vote Yes on the half cent sales tax so it could fund ocps as school construction and renovation projects since 2003 the tax has raised more than four billion with more than 50% more than 50% not paid by any of us paid by tourists and visitors thank you tourists and visitors yes anybody who complains about tourists like if you live on my side of the of of the community and you have some crazy drivers because people when they're on vacation
047somehow think they're Invincible if you know the type as much as you might get irritated $4 billion half of which is paid by our tourists it's worth the inconvenience so we love you the monies have also helped ocps fund the Improvement or replacement of 136 schools how many schools do we have right now is it 20 13 213 schools we have right now 136 schools is more than half of our total schools right now and 65 new schools that pretty much is the number that we have during this year's election there were half cent sales taxes initiatives on the ballot nine school districts nine school districts out of 67 is not very many overall when you think about it Orange County with 72% of the voters I don't know if anybody understands just how unreal
04872% for a tax is unbelievable and it blow thrs away everybody else in the state and it wouldn't be possible if it weren't for dick Bachelor for Eddie Fernandez the founder of managing attorney for Fernandez legal Cliff long with the c the CEO of Orlando Regional Association poured so much support so much money into this initiative Dana lonar partner with consensus Communications all of them Eddie Cliff Dana I wish dick was here but all of you guys you're phenomenal and what you did has will make such a difference in the next 10 years without their support and without the previous years that we have had that money and been able to turn our facilities around the by far the best facilities in the state and largely across the whole nation our facilities are phenomenal they're
049well-kept they're new and none of that would be the case without this money and because we have that's part of the reason that the citizens have trusted us to do it again and again and again because we've done it right and because we have Advocates who not just believe in education but put their money where their mouth is to the three of you here God bless you on behalf of the students of Orange County the teachers and all the employees and the future Generations that will never know you but I hope we'll always know your name God bless you and thank you now if we can get if we can get and and by the way that also is the only tax initiative that's passed in Orange County in like 20 25 years I mean

066that while pay remains a significant factor in job satisfaction and their ability to stay in this profession how we treat our teachers is also critical do we trust their professionalism do we respect and value them are we creating an environment that makes them want to stay these are the questions we must continue to ask ourselves as you know our Union makes it a priority to visit teachers in schools throughout the year to check in on how it's going at each school and to offer support where it's needed I'm I'm excited to share that some of these visits are very positive with teachers expressing appreciation for supportive administrators and a healthy school environment unfortunately with some of them you know the minute you walk through the doors that there are issues with how teachers are treated
067they feel completely unsupported micromanaged and dread going to work every day everyone on this board has probably experienced this kind of work environment and we all know how morale affects nearly every aspect of your day and we all know it doesn't have to be that way the good news is that we do have these examples of model schools and supportive leadership that can serve as a guide let's commit to leveraging those examples and ensuring every teacher feels supported and valued because there's no time to waste retaining our teachers is a essential and we know this directly impacts the students that we serve finally I want to wish all members of our bargaining unit our amazing education support Personnel the board and every ocps employee a very happy holiday season to our teachers as this break

072out for Tallahassee but thank you all right there's a special recognition that I want to share tonight tomorrow December 11th marks 155 year anniversary for Orange County Public Schools right crazy to mark that occasion I want to read the following Proclamation whereas in 1869 the State of Florida passed the first law establishing Orange County as a school district to be governed by three appointed board members and administered by a superintendent whereas WC rooper W AC calwell and Zealot Mason founded the Board of Public Instruction in Orange County and wa LEL was selected as the first superintendent on December 11th 198 18 1869 it's hard to say 18 whereas the union free church located on South Main Street now Magnolia Avenue between church and pine streets served as school number one in Orange County and whereas
073Orange County Public Schools has grown into the eighth largest school district in the nation and fourth largest in the state serving more than 207,000 students in 213 schools whereas Orange County Public School schools proudly serves a diverse student population who speak more than 174 languages or dialects and come from 199 countries and whereas ocps has nearly 25,000 employes who serve the educational needs of students and families throughout Orange County and whereas with the support and involvement of families and the community ocps has maintained its commitment to lead students to success and those students have been impactful in various professions around the globe and whereas since 1869 ocps has stood as the as the foundation of public education in the central Florida Community where a legacy of learning will be recognized for generations to come now

076for another year okay next is our strategic Plan update Dr Baska you're recognized thank you madam chair one of the areas that is under Dr Borders supervision and Leadership is our program evaluation Department it is an incredible team that has been very busy over the last I would say the last two months for sure in taking a look at some of the programs that we are using some of the practices and doing an evaluation to see what is the return on investment and what is the impact it is having in our district and we believe so strongly in the value of program evaluation that we have decided that we will present to the board twice a year with the items that they are evaluating and then the results of those evaluations so I am going
077to turn it over to Dr border thanks Dr Vasquez chair Jacobs members of the board I'm excited to share our first update this year on what we've been accomplishing in The Amazing program evaluation office and we appreciate this opportunity to be able to share I'm joined today by some incredible members of the strategy office Dr Sasser our senior executive director Dr Allen our senior director and Dr Shaun Sun who is our director of research which houses program evaluation and so I'm going to turn it over at this point to Dr Allen to share more information thank you Dr border and good evening all I'll provide an overview of today's presentation as well as the purpose and the process behind the district's program evaluation efforts the last time we spoke on this topic was April 30th
078so it's been several months since we had a chance to discuss we'll talk through the four main points today before opening the conversation for discussion first we will review the purpose and process of program evaluation that we talked about the last time we presented to the board next we will talk about the two different types of program evaluation and when we might use them then we will Spotlight outcomes from recent evaluations and talk about the ongoing cue of work finally we will have space for conversation and discussion before going any further I'd like to introduce you to the ocps research Department the team includes Dr Yu hu Dr Deborah Mel Dr Oswaldo Petra Dr Ray Rodriguez and Dr Leu the department is led by Dr shagang Sun our director of research along with other responsibilities
079such as managing the research application process for internal and external researchers calculating student learning growth and reviewing student surveys for publication and parent opt out the research Department manages program evaluations for the district as you'll see in a few slides this includes conducting evaluations themselves and managing the work of external vendors to valuate programs as a reminder program evaluation is a formal process of reviewing programs within the district with several purposes in mind making data informed decisions fostering Improvement and allocating resources ocps uses two general processes for conducting program evaluations internal evaluations are conducted by members of the ocps research Department external evaluations are conducted by contracted vendors and a member of our research Department serves as the primary point of contact for framing the evaluation reviewing documents and communicating with the vendor there are
080two general types of program evaluation that our research Department Department supports process implementation evaluations and outcome evaluations process implementation evaluations focus on how a program is executed analyzing the steps involved during its implementation these evaluations typically use mixed methods approaches which might combine quantitative data with qualitative insights tools such as surveys focus groups and interviews are employed to gather feedback from participants and stakeholders providing a comprehensive understanding of the program's implementation on the other hand outcome evaluations assess the effectiveness of a program by measuring its results after implementation depending on a program's objectives these evaluations might be qualitative quantitative or a combination of both outcome evaluations apply rigorous method methodologies to isolate and assess the program's impact however their accuracy is highly dependent on the quality of the program's implementation if a program is not
081consistently executed with High Fidelity it becomes challenging to directly attribute outcomes to the program itself in practice both types of evaluations are often used for the same program many of our recent evaluations have followed a phased approach that begins with an implementation evaluation which is later followed by an outcome evaluation in some instan es ocps sponsoring departments have leveraged findings from the implementation phase to make adjustments ultimately improving the effectiveness and reliability of the outcome evaluation I'll now turn the presentation to Dr sha gang sun to discuss findings from the two program evaluations that were conducted by the ocps research Department thank you Ben thank you members of the board first we're going to discuss the program evation for the elevation program elevation is a comprehensive erl program management platform that organizes or E student
082data supports critical meeting and the monitoring processes and enables accurate reporting for multilingual students the ocps research Department collaborated with the American Institute for research and conducted the mixed Masters evaluation of the elevation platform the evaluation focus on usage and the perceptions among English for speakers of other language ESO compliance Specialists ECS accessing how the platform supports compliance and reduces reporting errors the major findings of the evaluation one positive feedback 94% of respondents found elevation effective and timesaving two ease of use 89% reported the platform as user friendly three proper usage most ECS documented student plan hands correctly in elevation four success factors effective effective use was supported by vendor training individualized assistance and useful platform features Additionally the evalation found some challenges with delayed with delays in generating information for new students and difficulty
083with document do creation parent signatures and Reporting matters participants reported leading additional training on Advanced pH teers even though they were not part of the plan for year one roll out also some participants reported registration errors and unclear guidance that hinder usage of recommendations and implications of this evaluation one clarify procedures provide clear guidance on compliance and document management two ongoing training offer continuous training for ECS to ensure proficiency and reinforce knowledge three Implement checkpoints establish monitoring checkpoints throughout the year for timely task completion four facilitate PE learning create opportunities for ECS to share expertise and tresh challenges potentially integrating these sessions with compliance checkpoints for future directions multilingual services department will share the evaluation findings with ECS and use insights to improve f future guidance in meeting and the trainings next I'm going to
084discuss the programation for the for support facilitation the program specialist support facilitation position at ocps was designed to enhance the inclusion of exceptional student education ESC students through support facilitation initiatives initially part of the multitiered systems of support mtss department the program specialist role transition to instructional support department in 2324 ocp has founded three program specialist positions using the S funding to focus on middle schools emphasizing collaborative teaching learning strategies and inclusive scheduling the research Department collaborated with Gibson Consulting Group to evaluate the program specialist role and its impact on teachers and students using a mixed methods approach this evaluation assessed the activity and outcomes of the program Specialists focusing on their alignment with District goals and their perceived Effectiveness in improving teacher practices and student outcomes the major findings of this evaluation one program
085specialist role alignment program specialist activities were aligned with District expectations including coaching professional development and consultation on scheduling on curriculum they worked closely with support facilitation teachers but had Ness engagement with general education teachers two effectiveness of training and coaching program specialist training and collaborative instructional practices was well received with 93% of teachers reporting increased knowledge however barriers such as scheduling conflict and the resistance from some general education teachers hindered full implementation three positive impact despite barriers program Specialists positively impact the teachers knowledge and ESC student progress support facilitation teachers related program Specialists activities as highly relevant though general education teachers reported lower engagement than the perceived impact four structural and perceptual barriers not case notes and limited availability restricted program Specialists ability to provide comprehensive support scheduling conflicts further complicated collaborative instruction some general
086education teachers were reluctant to view support facilitators as equal Partners also affecting the success of collaborative models future recommendations one continue the program Specialists effective practices while addressing barriers especially related to scheduling and teacher collaboration two skill program specialist support by hiring more Specialists or narrowing their responsibilities to increase impact three develop systems to Monitor and measure support facilitation program Specialists longterm impact in summary the program specialist role has positively influenced inclusive education for ESC students by Skilling efforts and addressing structural challenges are necessary to achieve a broader systemwide impact I will now turn the presentation back to Ben so our research department is actively working on many more program evaluations these include Amira the collaborative classroom or sips uity ISL math leader and me pick read enroll read to succeed Rosen preschool Rosen postsecondary
087Saga tutoring success maker three-dimensional education travel and Leisure preschool and travel and Leisure postsecondary actually before I move on I should say our Q has projects at various phases some of these are annual evaluations and some are evaluations based on memoranda of understandings and some are based on District leader requests and now I'll turn it back to Dr Vasquez for any questions thank you Ben thank you to the entire team the information that you provided is going to help us as we are making decisions about programs and positions moving into the next school year and at the next strategic Plan update you towards the end of the year school year we'll be able to share some of the findings of these other programs but our goal is to evaluate the pro the results of these

089we prioritizing kind of which which of these we going after right like we have a lot of is it based on our largest purchases or most widely used programs like where does this come from so many of the programs come through a memorandum of understanding so for example the Rosen preschool Rosen postsecondary is part of an agreement that we have with the Harris Rosen Foundation similarly for the travel and Leisure programs that we mentioned the two programs that we just discussed today were funded through Esser so there was a process of identifying those as part of the Esser expenditures we worked with with multiple departments to identify which ones to evaluate going forward we have a process that we're working through to identify which are the most impactful programs to evaluate to make sure that
090our research Department's time is focused on impactful programs and there can be different criteria that get applied there it may be highest expenditure it may also be programs that are new and coming in so there's there's kind of a variety of criteria that we look at for that thank you and then as we roll out more of this outcome based Contracting do these two kind of processes work together hand inand inform each other yeah thanks board member Salam for the question yes our team sees the two working together The More We Get Down The Journey of outcomes based Contracting it should help us with like your what you're talking about with intent versus implementation and making sure we have strong alignment there which may allow us to move into outcomes based program evaluation sooner and
091so we're looking forward to continuing to expand outcomes based Contracting next year we're currently working on middle school math withl and the high school math intervention with KH Academy and also it being potentially part of ocps 2030 moving forward got it and last question is about I think specifically on the support facilitation I think one of the recommendations are related to scheduling and teacher collaboration as kind of the thing to work around how how are we addressing these and then are we coming back 6 months 12 months later to see if these things were addressed if it is still worth because some of these kind of depend on on on those being addressed for them to be effective right so the recommendations and the findings from the program evaluations are shared with a variety of
092District leaders and we really once we conclude the evaluation process turn it back to the sponsoring Department to make any changes and do any program monitoring and at that point if there's further program evaluation that again through a conversation we decide that is warranted then we would re-engage in a new evaluation at that phase but at this point we would kind of defer back to the sponsoring department for any follow-ups or how it gets implemented got yeah I imagine there's a lot in the pipeline I was just curious what's the feedback loop on recommendations to did we address those recommendations and come back to it or not Madam chair may I please yeah so the team presents to cabinet cabinet has a discussion around the outcomes of the evaluation I believe if I'm not mistaken
093for the support facilitation we also talked about student data and the gaps and so we sometimes we'll ask for more information we'll go back and look at what those recommendations are in this particular ular case and it has been the case with support facilitation the model doesn't fund itself all right because the numbers that are assigned to the classrooms and the number of teachers that are needed they do not generate the FTE that you put into it and so we really are very interested in this particular program and possibly then looking at a pilot as Wendy Ivory has done with a couple of models for ESC to see if we can create a small model that produces the results that we're looking for before we consider scaling up including the expansion or the limiting of

097to State approval is very troubling for years we have brought that curriculum before the public taken it through a process especially in the last few years every single year the public has an opportunity to speak out parents have the right to opt out and now that is taken away from us and the fact that the consent information on consent has been removed from middle school troubles me deeply and I feel as if we you know there's nothing in the law that says that we cannot teach on that and I don't understand why the Florida doe has required its removal and so I believe we should ask for that ability to to be able to control all of our curriculum and not have that special carve out that the Florida doe can opt parents out of
098curriculum that has long been the standard in our community I also feel as if it's absolutely necessary that we get back the categorical funding for our libraries and instructional materials that went away a few years ago and coincidentally we're investing over $15 million in taxpayer funds and $3 million every year thereafter and a transparency tool that will allow any individual to submit public or private comments on our instructional materials and our and our library materials and those comments would go not only directly to the district but also to the state at the same time so it troubles me deeply that we're making this huge investment after you know the district has already invested so much money in the in the tools that we have here for the public to be able to see what's available
099in our libraries what's in our curriculum and to file objections the right way following our process and procedure where it is public and transparent we know who is bringing forward challenges and we get to participate in the process of of local meetings I feel as if this new transparency tool will actually reduce transparency and it's quite ironic and then the final thing that I will say you know the last three months we've come to the school board meeting and the non- aggenda public comment and I've seen individuals come and speak and read from books out of context in an attempt to get them removed they're utilizing their first amendment rights to limit the First Amendment rights of others including our students and to limit the rights of parents within this community to be a part
100of the process it's been three months and I have yet to see a formal objection filed and posted online I yet to see a committee come together to read a book in its entirety and to discuss whether or not it's age appropriate for the audience in which it's made available and I feel like that process shouldn't be stopped but it should be youed utilized and having people come forward and read these books aloud knowing that we can no longer shut them down really defeats the purpose they're trying to avoid the process and that's just not fair okay thank you I'm sure that you know CU you're very involved you do your homework I'm sure you know that from a legal standpoint we you can't shut anybody down from Reading anything so I do hear your
101point and it has crossed my mind the last three books that have excerpts that have been read that I will I will say candidly bother me and I know your position on it is and I think the state statute deals with in context and I don't have the full context because I haven't read the books but each time I have thought is somebody filing a challenge or just using an opportunity because again there is a process and people do have a right to bring forward things that they don't believe should be in a library but that is the process again we don't I don't have the ability we were kind of the poster child when a particular individual came in determined to get thrown out and so I do think we're the reason that statute

104you have some in front of you they are offering free gun locks at each of their Orlando area locations it's great that now families don't even have to worry about any cost associated with that we will be sending a Connect orange message to all of our families and staff tomorrow morning so that they are aware of this locations can be found on their website they're across the district and we are again grateful for their partnership and helping to keep our community safe and then my second comment is just I want to wish everyone a happy and joyous holiday season it's a time of year when you know you're you think about all the things that you're grateful for and I am eternally grateful for the opportunity to be able to serve the Orange County Community

110today regarding reproductive health I have not publicly really commented on this but after just hearing from our team and you know going through what has been removed it looks like the state really wants to make sure that the focus is on abstinence and teaching abstinence which I think is fantastic and when if families feel that they want to add to that is something that they can speak about at home and talk with their children about but what I'm really happy about was that the previous curriculum that really has been brought up and has been removed specifically for the middle schoolers it was the biggest concern I had was that it was teaching our children the different ways different I mean excuse me but the different holes that we can use to engage in sex and
111when we're talking about reproductive health I'm very very happy that the state has really kind of helped helped us clean this up and get it focused back on reproduction and abstinence so for that I'm thankful as far as the books I am definitely concerned with the amount of inappropriate books continuing to come I feel like this is something that when I first came on the board I was concerned about a question I do have when a request for reconsideration is filed how long does a district have to put that on the website do we know I don't know yes and so I believe we did share with the board that we received a request for consideration for one of the books that was read at the board meeting and so now the school team will
112convene they will read the book and they will make a determination we don't have a set timeline but Kibby is gone but typically that could take depending on the length of the book it could take two to three weeks and then that information is shared with our team the results of the of that challenge and we will continue to inform the board when we receive those challenges the media Specialists are still working through their collection we have millions of books and so they continue to review the books against the training that they have re received additionally when they are making purchases of new books they are ensuring that they are in compliance with the training but it is going to take us a while to get through every one of our books but any challenge
113is a priority and those school teams then are activated to read the book and make recommendations about their removal or not perfect so I would love to see if there's a way when a book chall comes in if we can just have that uploaded within you know maybe a week of that or a few days just to keep that transparency with the public so that the public can see and it can just say that it's been maybe there's different levels so it's been submitted and then once it's being you know now it's going to the school team or maybe we wouldn't update it again until that process has been done so we don't have to you know create so many steps but at least we can just have it on the website because right now
114I see that it's not on the website yet and to our constituents you know when she brought that up it does concern me that then it isn't transparent for the public they feel that people are just coming to complain or to read the material and then it's not getting processed so but I am I am concerned then with the books that are being read I mean they're really they're inappropriate they're they're what's being read it is if it was a movie it would be rated R even PG-13 and those we cannot show within the schools we can't show movies like that so I would love to urge the board again to look again and see what kind of Standards we could provide do we want to have a certain amount of cuss words within a
115book or a certain amount of you know vulgarity or a descriptive descriptive sexual acts this to me if we're if we're wanting to focus on education and the library really is there to be to accompany and to come alongside of the classroom education if we aren't going to teach this type of behavior or the language itself is ridiculous but really the inappropriate sexual content wouldn't be taught in class so why would we have that in books for students to read and again their their parent you know parents are more than welcome to go to a library like a public library or order it on Amazon but when and you know when people come and they're frustrated and saying well parents can just you know tell their kids not to read that well most parents I
116would say 99% of parents at least the ones that I talk to assume that all books in our in our libraries are appropriate and age appropriate and what we're seeing come to the board is not age appropriate so I really I do think and I would urge the board to consider doing either a work session or somehow read looking at all of this and how do we make sure that the books that are in our libraries are amazing and you know they provide all the different aspects but without the explicit sexual content and vulgarity if you will with the words and whatnot all right thank you member for member Vanos thank you madam chair I also wanted I have three things but I'll be quick I also wanted to I wanted to uplift stefana's comment
117about reproductive health I think that we need to have a much more expansive reproductive health for our students and I understand member fant's literal interpretation of reproductive Health but the reality is our students are having sex for reasons other than reproduction and I want them to be safe when they are doing that and I think it's also really important when we have parents of students who are restricting their child's access to books and saying things like I don't want my child to know that unsafe things can happen in safe places because unsafe things can happen in safe places and our children and our students should know that and they can learn about that through books so I think it's really important that we are having an expansive curriculum so that our children can be safe
118so thank you for bringing that up today stefana the second thing I wanted to mention with respect to the legislative agenda there's a one of the principles I believe was accountability for all schools that receive public funds and I had mentioned this to our our government lobbyist into to John but I also just wanted to add that I will be asking at the legislative delegation meeting that all of our for requirement that all schools that do receive public funds are subject to Sunshine and to public to open records so all voucher schools I think should be subject to that type of accountability as well and I would prefer to focus on that instead of testing because I have problems with testing accountability and then the last thing I wanted to bring up was I have

121not this book The Speed Of Trust have you ever read it oh there's two books that I just everybody needs to read and the first is start with why and the other is the speed of trust and it's just you'll read it and it will just validate what you already know but you can get so much done so quickly when you have trust and when you don't trust the person you're working or communicating with it just takes forever because you're constantly playing you know second guessing so yeah trust is really really important agreeing is nice but trust is crucial and you don't have to agree to have trust so member Salamanca you're recognized thank you chair I wanted to double down as well on the reproductive health because it is something that when staff walk
122me through it was it was a big big concern for me you know teaching safe sex and a comprehens of sexual education is a public health issue it's it's not an individual issue right because the widespread societal issues that come from this impacts everyone right sexually transmitted infections are a societal issue unintended pregnancies and the cost that we as a society have are societal issue sexual violence which was brought up in a previous book that is something that happens and that impacts a society right and so the reason that we as a country decide to teach comprehensive sexual education and more specifically safe sex was because we came to terms with the realization that and research prac this teaching abstinence does not decrease un integrant pregnancies and teaching abstinence does not also decrease the STI
123and the spread of STI it actually increases it because what ends up happening is that our students don't know how their own physical bodies work because their parents are not always having these conversations with them and so things happen to their body that they don't understand they spread it and it becomes the problem of many other people and so just by saying we should teach abstinence or it's not happening doesn't make it true that's not what's happening and so I have such a hard time with the curriculum because it is so aspirational of a society that we just don't live in and safe sex is the like teaching safe sex is the only thing that has been proven by research and by years of education like we have a decrease in teenage pregnancy because of
124this and so I just cannot get on board that abstinence is effective for anything I have yet to see that teaching obstinance is effective and research backed it just ignores the facts and the realities of life and students just because we like to think that students are not having sex for other reasons other than reproduction doesn't make it true and I have I believe the state can believe that's what they want but it's really hard and when I looked at the material and everything we stripped from this we can't even talk about safe sex and I don't like to assume that every household is the same and as folks talk about it loving and full of communication and you I did not grow up in a household I grew up Catholic you do not talk
125about sex you kind of figure it out at some point and that was not where I got my education and it's unfortunate because that is we can't just assume that every house is the same and that is the purpose of Public Health that is the purpose of public education that is why it's the great equalizer and so I would love for us as we go to Tallahasse to advocate for the return of reproductive Health that is just accurately and with science and in terms of our books you know not no that I know of no one of this Bo wants us to be teaching pornographic content or having that and every time that a book is challenged for that when it goes to the proper process that is removed the part that and I'll only
126speak for myself that I really struggle with is just because one parent believes that having curse words in a book is wrong that it doesn't mean another parent believes that is wrong or that they believe that's not what they want their kids exposed to they sure as heck get exposed to profanity everywhere else in school schools and so imposing your value system on other families and other students is the debate here is can we impose one's values on everybody else and I think this board has said it's not about that it's we can take we can talk about every book and the topics in those books but we don't want to impose people's values on them and so I think I think we take each book by each book's content and each book's Merit and
127if you contextualize some of this information there are many times and we've had these conversations about books that it's correct these are not age appropriate we've removed them from elementary school we've remove them from middle school but that is up to that Community it is up to that school it's up to those parents to make that decision I as a board member cannot decide that because I don't believe or I don't agree with something in one book I am going to take the rights away of other parents and other students to access that information that's just not I don't believe that's my power and that's not what I get elected to I'll also say I have yet to have one parent in District Two ever come to me with the concern about sexual content or
128books so I know that it's coming up in each of these school board meetings but I've been in office I replied to all my emails within 48 hours I've never yet and I ask in all my Community meetings I ask with when I talk to parents is this a concern continuously I get no this is not a concern so some parents are do it they it seems to be popping up a lot in District 3 I don't know why that's the case but I'm just not seeing this issue and I hate spending so much time on something that is not parents concerns they really just want their kids to read I don't think that they're as worried about if they're reading profanity because they're exposed to that everywhere else in their lives so thank you

132oral sex vaginal sex if a parent was informed listen you guys want to teach that stuff you all love that and you think that's appropriate so be it however we need to be transparent and not just call it reproductive Health but say this is exactly what we will be teaching I mean it took me quite a while to pull it out of our own staff but I actually had the I reached back out to that parent and said hey do you I remember they had taken slides their their daughter had taken slides like pictures of the content and said Mom this is I just was so Disturbed so if we want to have that again we want to have books that have cuss words and have sexual content we need to be transparent with the
133parents and let them know hey we just want you to know there may be books in your child's library that has some inappropriate content that you may feel is inappropriate there may be cuss wordss and there may be I've grown up i' read hundreds of books over the years I don't read books with cuss wordss it's just my own that's just how I am okay I don't know why I may be naive but for some reason I just assumed that the books in our libraries at public school would not have Cuss wordss why would we have that we don't want them cussing in the halls or in class why would we have it in our books and so if we want to have that and that's what we have I think we need to be
134transparent with our parents and let them know if you don't want that for your child because we do have books like that if you don't want that please notify your media Specialists and let them know I don't want my child to have access to any book with cuss wordss in it for instance but those are things that currently I think many parents feel that our books are just these clean great adventurous books to accompany our classroom teaching but a lot of the books have inappropriate content and I mean I don't know it's it's amazing to me how other adults feel it's okay to put this in front of other people's children as if that's their right to provide it to other people's children but again I think we need as a district then to be

140can't it's really hard to teach a kid what a dog looks like without showing them a dog and having that Visual and part of high quality sex education comes with being able to identify when something's off with your body and those images are uncomfortable and the research shows that the uncomfortable images is what actually makes it stick it's what actually makes it effective it's kind of like back in the day when they used to show us these really nasty lungs of what happened to your lungs when you smoked and what nicotine it to them after 50 years and there's a whole generation of us that grew up with certain curriculum of really ugly nasty lungs that will never erase those images from our heads and I grew up with the curriculum with those slides I
141know what those slides look like the reason why I still know what those slides look like is cuz I feared them my whole life and I never wanted to look at something that looked like that ever again sometimes when you just have description or a word and a definition it doesn't it doesn't work right so I think a lot of the curriculum design and you reason why professionals do this and our Educators and think about curriculum design why it's so difficult to do it effectively is how do you actually prevent things that are public health concerns like the spread of STDs or like unintended pregnancy and it is by really putting a message across that is effective and those slides which every parent has the right to not have their kids see are very effective
142at getting the outcome of not spreading STDs and it's uncomfortable I don't disagree with that but it's really hard for any student to learn the definition of something sometimes without seeing it and understanding what that is and that's just the uncomfortable reality of of of I mean it's really hard to make STI a pleasant experience and teach about it so I get where you're coming from and I think every parent has a right to know what they're being shown as well as the right to opt out what I disagree with is an entire education system public education system not teaching what these things are with the hope that kids will just be absent because that's not the reality we're in and it's also not how things are avoided or prevented and so that when we
