All right. Well, it's six o'clock, so we're gonna get started. Friends, >> good evening. It is 6 PM, and I'd like to call the National Board of Education Regular Finance and Operations Committee meeting to order. Uh, please stand for the pledge of allegiance. I aliance to the flag of the United States of America to the republic for which it stands. One nation under God, indivisible, liberty and justice for all. >> Welcome all. Um our next item on the agenda is the approval of minutes. First we will go to regular finance and operations committee meeting February 11th, 2026. May I have a motion to approve? So moved. >> The motion has been made and seconded. Any discussion? >> Okay. All in favor? I >> I. Any opposed? >> Okay. No. The motion carries. Next we'll go
to 2.2 Special Finance and Operations Committee meeting on February 25th, 2026. May I have a motion to approve? >> So moved. >> Second. >> Motion has been made and seconded. Any discussion? Okay. All in favor? I. Any opposed? Motion carries. Wonderful. Last one is 2.3 special finance and operations committee meeting March 4th, 2026. May I have a motion to approve? >> So moved. >> Second. >> Motion has been made and seconded. Any discussion? Okay. All in favor? I >> I motion. Oh, any opposed? No. We all were in favor and motion passes an uh uh all what's the word? Not anonymously. unanimously. My goodness, thank you. I got my adverbs all messed up. [laughter] Okay. Do we have any public comment? >> No. >> Online or in person? >> No. >> Okay. Next, we'll go
to the 2026 budget update through 22826. through February 28th, 2026. We are in a deficit of 7,990 624 with special special education driving the deficit at 3,904620. Following the completion of the February reports, we did receive our first round of excess cost revenue which totaled 5,649534 and continue to closely monitor the general education side of the budget which currently shows 3,256156 unencumbered. However, based on our current spending patterns and needs, I do anticipate utilizing all of these remaining funds. Questions? How many rounds of the ECS? >> Two. Okay. >> So, we received the first one at the very end of February, which we just received, and then the next round is in May. >> Usually miday. >> Any other questions from commissioners? >> Could it be more than what we're anticipating or probably not? >>
Most likely no. >> Just [laughter] checking. I like your optimism. Yeah. So then I guess it will be helpful. >> Yeah, >> we are anticipating um based on what the state has sent us 7.5 million which is more than we budgeted. >> So we're we're going to hope that we do get this 7.5. >> Great. Thank you. Okay, next we have cafeteria report. >> The cafeteria snapshot at February. Sorry, I have a wrong date in there. Feb February 23 uh shows a deficit of 295,357 as we await federal and state reimbursement. Um at our last board of finance meeting, the board of finance commissioners asked me to add a um a column in there to reflect anticipated revenue. So I did that this month and our February claims we're anticipating um 386,336 in revenue. So
that will put us at now a surplus of 90,979. Um in February we served our scholars 34,891 891 breakfasts, 81,954 lunches and 1,036 snacks. there. >> The uh the additional revenue, where did that come from? >> Those are our February claims. So, every month, David Folds and General Pelarand submit all the claims based on all the meals they prepare. And so, those are just the February claims. >> And the $90,000 surplus, how long do we expect to see that? >> Well, that'll continue to grow because those are only our February claims. So, >> I mean, every year we kind of chip away at that. See how last year we ended at 784,000? That's the surplus left over from all of the years. So every year we tend chip away roughly 200,000 of that. David Folultz
thinks we have about maybe two or three more years of living on that money. >> And then we'll probably go in the red again. >> Okay. So the surplus, the 90,000 >> that's just that would just be through February. >> Through February. Okay. >> Yep. And that should continue to grow as our, you know, as our months go on and our claims continue to be submitted. >> Great. Thank you. Any other uh questions, comments from commissioners? Okay. And move on to appropriation transfers over 10,000. >> I do not have any appropriation transfers over 10,000. >> Thank you. Next item on the agenda, pupil personnel services report. Dr. Martino >> as of March 1st 2026 1,796 of the 7,859 enrolled students are identified as requiring special special education program. This enrollment reflects 22.9% of the total
EPS student population. As of March 1st, we had 127 students with disabilities requiring out of district placements at private special education schools. There are 86 students requiring special education programming in other public outofd district schools that includes magic schools. And during the month of February 2026, 54% of the newly registered students were identified as students requiring special education programming. One of these students required special education programming at an out of district facility. I do want to note uh of that 54% that reflected 13 of the 24 newly registered students. And then lastly, during the month of February, there were 19211 and 99 911 phone calls. Questions about the enrollment numbers before I talk about the budget, please. As of March 1st, 2026, all represented budget lines are trending as expected with the exception of public
place tuition and professional service lines, which are trending higher than we would expect this month. The state place tuition subline within the public place tuition line is three times higher than the budgeted amount with a large with this large increase this fiscal year. So, we thought that was important to call out. The general budget overview report from Mrs. bond shows special education lines currently with the budget due to the entry of all incumbrances. However, as I note each month, please note that this does not yet reflect all the anticipated excess cost reimbursements, Medicaid payments, and tuition revenues that the board of education expects. At this time, we still do anticipate being over budget if all the incumbances remain through the end of the fiscal year. One of the things that is challenging is this uh
is so fluid. So will be in cumber and then students move in and out. And after writing this report, there was some change that you'll likely see reflected next month, but I immediately called Miss Bonds that will hopefully be a positive impact to our budget. Um, but I did call out the state place tuition line because that in particular is really driving one of those lines up. And those really are uh placements that DCF uh makes on on our behalf, I'll say, and that we really have no uh impact to, but three times what we fiscally budget for given the pattern. That's pretty impactful to a budget. Are there any questions? Would that um would the state placed tuition be impacted if some of the legislation passes? Um was there a line item in some
of the legislation where there would be no charge to outplace tuition or was the do you know what I'm talking about? I believe there was one that was referencing having particular either wages or caps for out of district facilities. There was another that was reflecting the general tuition rate students, but I don't believe this would impact that. This is really uh placements in other facilities at DCF has impacted and I don't believe that this would impact it regardless because it's the special education, right, >> services um that we're really paying for. >> Okay. Oh, gotcha. was. Yeah, that makes sense. Thank you. But that would be great. [laughter] >> Yeah, it's House Bill 5302 education tuition payments for local school district. >> Okay. But then sort of conversely that would impact us if we got
to the point potentially where we were in charge. What's that? >> I think it goes both ways. >> Yeah, exactly. we wouldn't be able to charge what other districts charge and I would say that we're pretty commensurate with what other places are charging. Um so I think in the end it ends up being a lot we don't get the income that we were then charging. Right. So I don't know it benefits us in the way we would hope. >> Right. Interesting. We'll see how many of these bills pass. Um any additional information any questions from commissioners? Okay. Wonderful. Okay, we'll move on to student activity accounts through 22826. >> Bristol Central Athletics began this year with a balance of 53,78155, total of 61,12157 in expenditures and 76,90819 and receipts leaves a balance of 69,56817. Please
note of this balance 28,503 is gate fee net income and the remainder is proceed fundraising proceeds for the individual sports teams. Another note um Mrs. Landon is going to talk about it later on in the agenda, the BCHS Press box. And we would like to take the 28,503 that is remaining in the BCHS gate fee income to make a donation to support the BCHS Press box. Um that would bring these funds down to a more equitable level of Bristol Central and Bristol Eastern Athletics rather. um they have drained pretty much all of their gate fee income. They spent a majority out of it on a few years ago with the Bristol Eastern Lights project. They spent a lot of their funds on that. Um, and now they're pretty much supporting themselves with our dues and
fees uh, line that comes out of the general fund that supports all of the tournaments and um, invitational expenses that normally would get paid out of here. We now budget for that in the general fund. So any of their gate fee income going forward would just be to support some smaller expenditures throughout the year. Um the Bristol Central uh student activity funds the high school their main account began the year with 155,10557 and 72,2760 in expenditures and 88,99591 in receipts leaving them with a balance of 172,07388. The [clears throat] Bristol Eastern Athletics account began the year with 18,57298. They have 34,0898 in expenditures and 46,95098 in receipts, leaving them with a balance of 31,51498. Of this balance, 7,23433 is state fee net income and the remainder is fundraising proceeds for the individual sports teams. The
high school activity fund began the year with 147 to 140 12242. There were 80,2996 in expenditures and 109 95461 in receipts leaving a monthend balance of 1767707. questions. Anything from commissioners? >> Okay. Thank you very much. >> Very comprehensive and it's great to have this supporting document to refer to. Thank you. >> Yes. I'm happy that we do that. >> Yeah. So nice. >> Good. >> Yeah. >> Okay. Okay, now we will move on to operations committee and first item on the agenda there is sidewalk deferment request 894 middle street. Miss Landon, >> Good evening, commissioners. So rece we received a request from the planning commission regarding a sidewalk deferral at 894 Middle Street. This is the area directly across from ESPN. Uh there is a sidewalk on the opposite side in front of ESPN.
So, what they're asking for is for us to defer the sidewalk there. I reached out to both our director of security and our director of transportation and both of the both of them are in agreement that there's no need for us to put a sidewalk there today, tomorrow, or within the next 5 or 10 years or ever at this point. So, um there's no questions and looking for a motion um to approve to move this forward to the full board of ed for approval. Okay. So, we'll make the motion and then if it gets approved, we can open up for discussion if there's any questions there. So, um like to make a motion to move the sidewalk deferment request at 894 Middle Street to the full board. >> So moved. >> Second. >> Motion has
been made and seconded. Discussion. So this request um 894 Middle Street I'm trying is this so this is an area where our students >> map >> of course you [laughter] >> yeah I'm trying to like visualize and while you're pulling up the map is this an area where students are Yes of course where students are um traveling to get to a bus stop or getting home? >> No. Okay. >> Thank you. And it's in red. Yes. Yes. It's a circled area in red. And to answer your question, that's no. So that was part of the reason why I reached out to the director of transportation to make sure that it would not have any impact on any of our students in that area. >> Okay. And so we we reached out to um to Colin.
Yes. And they both of them were in agreement that this would be fine. There's no need because there is a sidewalk on the other side of the street. So if they had to cross, they would cross at the closest crosswalk and they would go. But there's no impact to any students at this time. >> No walkers current. >> No, there's no school over there that would require, >> right? >> And the closest school would be BPA and all of those students are bus. >> Okay. Okay. And I mean I know we looked locally at a district level. Any thought consideration that we might need to reach out, you know, from a from a city level? Do you don't think that really impact folks? >> So that part is not our responsibility. That's the planning commission.
So we're one of the people they they send it out to the other people that they're looking for. >> Okay. So we Yes. So we're just saying is okay with what our use potentially would be with that area. >> Okay. Excellent. >> Yeah. Any other questions, concerns, thoughts from commissioners? >> Okay. So, why don't we bring it to a vote? All in favor? I >> I none oppose. So, motion passes. Thank you. I'll see you on the sixth. What's the date? >> The sixth board of meeting on the six full board. >> The next one is the please. Bristol Central Press box, the director of athletics, and I have been working with Amara Associates on the design for the Bristol Central High School Press Box, which um Mrs. Guzo is extremely excited about getting this
in motion. Um the design has been finalized. The estimate for the construction on that design is $363,200. She's currently working on donations and other potential funding sources, as Mrs. Bon had previously mentioned the intent um at this point is to approach the full board again at the April meeting. Um we're looking good. She's already got $100,000 in donations towards it. So we'd like to come to the uh full board one time with the full request for the because there's going to be multiple uh donations that are coming in for that. So we just want to do one one request to just kind of keep it concise. So if we do that in April then next this committee would obviously govern um the building of that. So I would be coming back with period updates and
that was just for information. Is there any questions? >> I have so I have a question. So it's wonderful that she's already secured about $100,000 in donations. That's amazing. >> And then we're looking at the um 28,53 in gate fee income >> for the the press box. and then the balance of that. So, you know, the remaining 200,000 or so, don't are there any math teachers in here giving me the eye? Um, would that any idea where that money may come from? Is it is there >> Yes, she's actually working with other uh donors now. We just don't have the comm we don't have the the full amounts committed yet. Um, and there's still from the original $50,000 donation for the design fees, there's still 13,000 of that available as well. So, that will kind
of go back into go back into this account as well. So, >> and was it Amaro Associates that did the initial sort of schematics of it? >> Yeah. So, we have full construction documents uh with with the press for the press box. Uh, and it was done by Amar Associates. Yes. >> Great. And then this is where that 28,000 might donated as well. >> Okay. Yes. Yes. So that will is this that will be added to the hundreds. Okay. Yes. And then any of her other donations also. >> That's where I came up with. >> Oh, okay. >> I'm still [laughter] >> I write notes. So sometimes I'm like listening. So >> I'm just kidding. >> Yeah. Well, never did that. >> Um, any further questions, comments from commissioners. >> Okay. Very much. >> So,
that was justformational. Yep. >> We'll be coming to the board event for the where we're going to need to vote for that acceptance of the donations. >> Thank you so much. >> Okay. Um, any new business before the board or the committee rather? No. Okay. Well, with no new business before the board and no other business before the committee, um I'd like to motion to adjourn. >> Some moved. >> Second. >> Okay. All in favor? Yes. Motion's adjourned. I mean, meetings adjourned. Oh my [laughter] gosh, I need a >> Thank you, Frank. Shut the mic off.
