Good evening. I'll call the December 8th public school board meeting to order. It's now 6:15 and you will rise please for the pledge of allegiance. >> I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. >> And we can have a roll call. Yes. Trusty Bowser >> here. Trusty here. Trusty L >> here. >> Treasurer Gilmore >> here. >> Secretary Slater here. Vice President Schoffner >> here. >> President Reed >> here. Thank you. and we've established a forum for tonight's meeting for the adoption of the agenda. I would like to note that our Phil update presenter needs to reschedu. So that's a skip. Other than that, I would entertain a motion for
at the support discussions. Vice President Shner, >> yes. >> Secretary Sanger, >> yes. >> Gilmore, >> yes. >> Trusty L. >> Yes. >> Trusty Patton. >> Yes. Bowser. >> Yes. >> President Reed, yes. Motion carries. That brings us to gratitude. It's now open statement. We are sharing. Start with I'm grateful for all the festivities of the band and choir during this visit. >> And this the three week three night counselor week. So, middle school is tomorrow. High school band and choir is Wednesday. High school band and choir again is Thursday. And then next week, the band is um No, sorry. Next week, middle school choir performs every Tuesday. So, it is there's something almost every season. >> And I'm grateful that uh we are close to moving in. They've got equipment in the weight room
at last. People will uh very shortly be climbing in weights in that space and that'll be hopefully very soon will become the new norm. So we're excited about that phase of the project being taken up. Uh lastly, uh just on behalf of the students and staff and community, um you'll find a small token of their gratitude for your work, your efforts as a member of the board of education at your workstation. Um it's just a little reminder of why uh why we do what we do. Thank you. Thank you for your time and your effort and your commitment to making this place each and every day. Thank you. All righty. I don't think we have high school purpose. That brings us to our consent item, our normal business for the seasons. So, I would entertain
the motion for as presented. So, move >> vice president. >> Yes. >> Dr. Slider, >> yes. >> Gilmore, >> yes. >> Trusty L. >> No. >> Trusty Patton. Yes. >> Trust Bowser. >> Yes. >> President Reed is abstaining because of the millennial stats. Motion carries it. Brings them to discussion items. And the first up we have district spotlight. And it looks like Sierra Trails is leading off with. >> Good evening everybody. Thank you again for inviting us in to give updates. Uh last time I was here with an update on the playground. Uh we had not had a ship date yet. Um if you've had a chance to take a peek behind Cedar Trails, uh you're going to see a new playground emerging. So we are very very excited about that and we think again
thank the community for uh that support. Um it's getting very close. Um Diane had texted me a few updates uh this evening of things. Sidewalks are done. Most of the equipment is in. We're just waiting for a couple pieces here and there to finish up and then wood chips when it's not uh snowing outside to be laid. So I know the students are getting excited to be able to enjoy that new area. And uh of course Christmas break starting next week. When we come back from uh break in January, we will have our midyear uh sweeper testing. So students will be um assessed with um USNS for their math screener, Acadians for their um reading um and I ready. So those are that's a test that's on the computer. Um so we will have that
sweeper done the week of January 12th. So once that data is back um teachers will be working to um evaluate the data, see how our students are doing, regroup for interventions. Um we our second round of interventions then will kick in and those groups are pretty fluid. So we'll be making changes according to the new data and uh classroom data as well. So we're excited about that to we're excited to see the results of some interventions that have been happening. Um, something else that we're excited about at Trails is our PBIS team has a new um, Hawk Stars starting. Um, so any staff member can nominate a Cedar Trails student as a Hawk Star. Um, this is our first month uh, recognizing those students. They go above and beyond our kind, safe, responsible, and brave.
And um this Friday, our interventionists, EBIS interventionists will have little celebrations with the students uh in the morning and those parent um contacts. I contact the parents. So those positive phone calls um started today. So that's been a nice um addition to the day to have some positive phone calls. We had 17 students so far uh nominated. So, we're uh very excited about that. And uh Friday, the kids will get little trinkets to take home. They'll get the write up from the adult that nominated them. Uh that'll be laminated. So, they'll be able to take that home to show off as well. And then last, we had two student teachers finish up their semester. Um one in Young Fives and one in first grade. Uh so, we thank both of them from Aquinus. Um it
was very very helpful having them in the building. They had positive experience. They had a lot of positive things to say about our students and staff at trail. So we're excited for them to join us for that semester and uh we wish them the best in their endeavors as they move forward too. Um but that is kind of the trails update. If there's any questions from anybody. No. All right. Thank you so much. Next we have Beach Elementary. Welcome to the podium. >> How are you this evening? >> Um I'd like to kind of go with um on to Scots. Um we also started recently it's called Red Hawk Shout Outs for students who are going above and beyond of being safe, respectful, and responsible. So the teacher nominates them, puts it on a form,
and then I read it in the announcements. So the students get to hear their name. Um they're really excited. And then they come down to the office, we take their picture and then we put it on Facebook for the parents to see and anyone can nominate the students. So we've had um our lunch coaches, we've had recess coaches, um we've had PBIS interventionists, um our behavior interventionists, we've had teachers, we've had other teachers, parapros nominating those students. So it's a way to give them a shout out for going above and beyond. and they've been really good about giving specific examples of what they're doing. Um, so that's been a lot of fun. Um, on November 21st, we had our first family engagement um, morning. It included muffins and math. Um, and we did grade level
appropriate. So last year we did it and we kind of um, changed it up so third grade was running a different game than second grade um, so that parents were able to. And so any students who weren't able to attend that, we then sent it home with them in their packet. So parents still had the option to be able to use those supplies. Um it was a great time that um parents got to be in the classroom. A lot of additional relatives came so they got to see their um whoever they were with their classroom talk about it and share all those things. Um as families were leaving they received great feedback about how it went. Um some of the adults were grandparents, uncle, aunts, caregivers um that were all there. Um we'll have another
family engagement um event in March which will feature donuts and some type of reading skill. Um and then one of the changes that um we realized after is we need to work better on the flow to get them out because two double doors everyone wants to go one way and so we had to kind of figure that out and kind of stop traffic. So we're going to work on that for next time. Um we started um another PBIS um incentive for students which is called a room switch um similar to what Cedar View does. So we had it on November 14th. So parents volunteered came in and they helped get the kids they pre-chose what room they wanted to go to. So, they might have done board games, crafts, um learning how to do paper
airplanes, and the kids pre-signed up where they were going to go, and then they went to those rooms, spent time in those rooms, um did the activity, and then that was their celebration for the month. Um any students who did not meet the criteria, they were taken by our behavior interventionist and rettaught the expectations so that they can be successful the next time. Um our next one is this Friday. So we're super excited to go and do that again. Um on Friday this week, um we have our beach and Cedar View choir concert um in the evening for parents and then the choir students at beach will be doing a little pre um showcase of their songs for their um classmates. So we're excited about that. Um we started our sweeper team testing um this
week with a cadence and universal number screener and then we'll do I reading when we get back from break. Uh uh we also had a visit from the Miranda from Miranda from Woods um TV. She visited our art classroom to um show a different holiday um activity and Heather Rosson was able to focus on how she uses art and kind of like some therapeutic art for social emotional um support of those students for our building as well. Um it's all on Facebook if you want to check it out. Um we just had two full-time um student teachers. They both were in third grade. They were from Ferris um finish up their time at Beach. Um, I met with both ladies. Um, they had great things to say, not only about Beach, but also, um, Cedar
Springs Public School and are really hopeful to be able to come back to the community and get a job in the future. >> That's all. Any questions? >> Thank you. >> And academic services with Mr. Baron holding down. Happy holidays for everybody. Uh at the secondary level of academic services and in addition to our normal day-to-day activities, we have several items that we're currently working on and planning for. The first of which uh it is time in our curriculum cycle to be looking at science. actually started on that last year and um at the middle school level um we're especially taking a uh very close look at what's available as far as new instructional materials that are out there. Some of you might recall from being on the board back in uh 2015. The next
generation science standards came out at that time. uh the science staff was all getting trained in NGSX and uh the textbook publishers and instructional material creators were uh very rapidly trying to adjust to the new uh DCI's disciplinary core ideas crosscutting concepts and um also the science and engineering principles phenomenon modeling and all of that. So at the time when we adopted um our science series in 2018 um the middle school uh adopted active learning IQest program and the high school adopted the uh Holton Mifflin textbook series. Um those adoptions have been good adoptions. Um, but we've wanted to take a look at what might be new out there and something that might be more economical for us when it comes to the supplies list and um, consumables. Uh so as we started on this
journey with Wendy Vogle who is the science consultant from the Kent ISD who actually serves on several committees one of which um it helps with the writing of the state need or whoa that really shot us backstep assessment. Um she also was a trainer for NGSX as well. um great resource for us to look at. We started out with um six different uh curriculum uh materials uh instructional materials for the group. Um high school we decided to wait on just because there hasn't been as many advancements in that area um as there has been at the middle school level. So by the end of last school year, we had it um well researched. uh were looking at some possible pilots of a couple of them but then decided to hold off because um there was
a couple neighboring districts that were making some adoptions or had made some adoptions previously. And so just today we had a group of middle school science teachers uh go to Sparta in Kent City um both of which are offering different uh instructional materials. Sparta is actually using one that we're looking at called um myar and the uh Kent city is using open science ed and those are the two materials that we are um at this point um having strong interest in. Uh we'll continue to have dialogues around that with Wendy um both on this site visit, what kinds of questions we had, how they were answered, feedback from students and teachers as to um their views on the materials and um the implementation of it as well as what some of our next steps might
be. And so, um, you may have a proposal coming to to you sometime this spring for an adoption of one of those, um, instructional publications. So, uh, we shall see on that as as time goes on here. But, uh, some great work being done there by our science staff um, at the middle school. uh speak on the middle school, Courtney McDonald and Shelley Alvarez. Um and I have been working with the K ISD consultants again Wendy Vogle. She was a middle school instructor for several years and also um Bridget uh Rereath who is a literary literacy consultant on just shoring up some of our tier one instruction for all teachers at that level um to just make sure that we're doing the very best work we can um in center uh student centered learning engagement
uh ac academic productive talk, uh, student supports and interventions, especially with, um, the two interventions that the middle school is working, uh, and just hired this year, and developing their disciplinary specific literacy essentials and vocabulary. And so, um, a good undertaking, all part of their my kit goals, um, to just, uh, make sure that we are providing the very best tier one, uh, instruction for all of our students. Uh, Cedar Springs Public Schools, as you know, um, operates one CTE program as a local district, an LEA, and that is our egg science program. And every two years, the, uh, part of Perkins 5 federal funding, we are to do a continuous um, needs assessment um, for that program. uh they start on this process. Uh the final report has to be submitted in April from
the region which is made up of three CPEDs which cover also local agencies but they start with the locals. um our reports due uh by the time we come back from winter break and then uh the K ISD um tech centers and Alligans and Ottawa's um do start their portion of it. Uh, but we're in in good conversation with that. The high school administration's working with our our new egg science teacher hire this uh summer, Miss Jen Meyers, on getting the data pulled together and then uh we'll get it implemented and uh inputed on the GEMS system in preparation for the 2026. MSTEP state assessments is underway and will be ramping up even more so after the first of the calendar year. Um, at the high school level, I wasn't here for the high school
report earlier this fall, but they may have talked to you about the win assessment that's come out. Um, the state of Michigan has uh dropped the ACT work keys and replaced it with a win assessment, the work readiness assessment. um which is a good move in the sense that uh this is an assessment closely tied and understood by many of our businesses across the country. Over 10,000 individuals take this assessment. is directly tied to ONET. Um, and ONET's uh career college uh curriculums uh and uh information is a database basically that the government um um establishes from all the different job descriptions and that are pulled together. So like with my workbased learning students when we're I'm sitting down with an employer to look at a training plan for a student to go out and
do a workbased placement or on the job training co-op some of you might remember as um we pull up on and we look at what are the detailed skills activities and tasks that are listed there let alone what they might have in their own job descriptions in those areas. So, um I think it's a better tie. ACT Works just had a gold, silver, bronze, uh they might have added platinum at some point. Um but not a good descriptor as to what each one of those were um indicated and this assessment has a much better indicator that's well understood by employers across the United States. So, good move in that sense. And as far as the testing um environment more closely aligns to um the college board assessments whereas ACT work he sometimes had a different
set of testing environment rules that confused folks at times. Uh lastly we are preparing for our pupil accounting audit of our high school enrollment data for this fall's submission uh by our county auditing team. This is a routine audit that happens every two to three years um at the high school level. Uh they always pick on high schools to do audits um over the time period just because high schools have um several ways of counting students um through the different programming that we have and the fact that we take attendance every hour of every day where at the elementary levels you know it's twice a day that that attendance is counted for audit. So um we're expecting a good clean audit uh but also we would always entertain any feedback for improvement for future years
as well. And um uh I think this year with the sore time and everything being part of it is uh going to be a good uh use of our time to make sure we've got that all shored up where it needs to be. So um the last piece uh just that our midyear data collection is about to start um with IR and u I think Dan has some more information on that. >> I do. Yeah. Thanks R. >> All right. Good evening everyone. Um I apologize for some overlap with uh with Jen and Scott presenting here tonight. They've already shared some of this, but um when we hit December, it's not just holiday season in the elementary world. It's also midyear assessment season. And so we've got Acadians and USNS testing um for some number
sense going on at Beach and View this week. Um at Cedar Trails, that will be January 12 through 16. Um, additionally, I Ready, um, testing will happen in January, and that's at all three elementaryaries and our middle school. And they have that's a longer assessment. So, they have, um, not quite as long as MSTEP, uh, but they have a longer window of time to administer that with their students. So, that actually runs January 5 through 23, that window of time, and teachers can uh, get their kids assessed any time during that window. So be aware of that. Um the other thing I wanted to highlight, Evely classroom implementation and in grades K through two is going really well. Um I'm hearing good things from uh teachers and from Ashley Loing uh who's in buildings quite
a bit and helping teachers with Eley. Um what they're seeing with Evely Classroom is that it's moving at a faster pace than what CKLA skills was moving and therefore they're seeing our kids do more uh at an earlier stage than what they've ever seen before. Um and it's not more as in this is really stressing me out. It's wow look what we can do. And so a lot of comments from teachers have been, "Oh, I did I never realized my kids could do this um at at this stage of the game." And so that's exciting. We're hoping that we see that translate uh into the mid-year benchmark uh scores. Um but yeah, exciting nonetheless. So that's what's going on in the elementary world. moving forward with the financial update with me. >> All right, a
couple uh couple things I want to touch on real quick ladies uh on the finance reports. Uh big one being the 30 section 31A legal update for you. Uh so a coalition of intermediate school districts, local districts um and superintendents have filed a lawsuit um one lawsuit in federal court and one in state court um essentially contesting the legality of requiring schools to wave constitutional rights in order to receive uh state funding. Um so part of this loss these lawsuits the state has agreed to extend the deadline for opting in to uh section 31A funding. Uh they extended it till December 4th at 11:59. Um the other key aspect of what they agreed to is they also agreed to allow districts to resend that opt in uh by December 30th at 11:59 p.m. Um so
as such Cedar Springs we did opt in um we met that December deadline. So currently we are opted in to receive the section 31A funding. uh the court both the federal and state courts overseeing this these lawsuits have agreed to or committed to having a uh ruling by no later than December 19th of this month. Uh so districts will then have some further guidance as to whether or not we've won the lawsuit or we've lost. Um depending on how the courts rule, we will then have to make that decision whether or not we the district wants to resend. Um and with that resending that optin, you're also uh you wouldn't be held accountable to those uh waiver of constitutional rights. >> And one thing we included might included in this update is a frequently asked
questions document around that. So, if you've got any questions, that document did a really nice job of just clarifying things for us. >> Can you refresh my members that day voted to opt in? >> Um, the board was not required to vote for a resolution to opt in. Um, we don't opt into other grants. The board's not asked opt into other grants. Uh the reason why many districts were doing board resolutions is because part of the agreement to opt in when there was not an opportunity to resend the walk away from that opting in was that um superintendents did not want to be um to to make a decision that would impact uh the the rights essentially of board members without their inclusion. Yes, >> this intermediate school district and local school districts and superintendents
can't and you on that lawsuit. >> Uh we did not sign into the lawsuit. No. Um >> you >> the I'm sorry. >> You as superend. >> No, I did not. Cedar Springs Public Schools did not. Um the decision was that there were enough ISDs involved that there was no reason for other districts to uh jump in. >> Yeah. You're welcome. >> And and the the December 4th deadline, it was you couldn't they said you can't wait until December 19th and then if it's a favorable ruling then opt in. said if you let that December 4th uh deadline pass and there is a favorable ruling, well, you can't get back in. You have to opt in and then if you so choose, then resend that by the 30th. The reason for the state needing districts
to opt in by December 4 was that there's a lot of work that has to be done on the state side to process those funds. Uh and if we wait until the end of the lawsuit to process those funds, um it would have been February before we were actually receiving money. um because we opted in. If we do resend that decision, uh if the board does resend that decision and we pull out, um we may still receive a check from the state because they processed it, but then we would just need to give that money back. They they've taken those things into consideration. U other thing of note on the finance report is we did uh receive our federal compliance audit u the federal government released the 2025 compliance supplement the Tuesday before Thanksgiving. So
that allowed uh Velner to finalize our June 30th 2025 single audit. Um they part of the single audit process is they review all of your federal expenditures. there's a certain threshold of dollar amounts that they have to test for this year. They tested the federal nutrition cluster uh basically our food service program. Um that issue they issued a clean unmodified opinion noting the district complied in all material respects with the compliance requirements of the uh federal nutrition cluster. Um additionally they're noting no significant def deficiencies or material weaknesses. So we had a a clean audit report uh on our single audit as well. Any questions on finance update? >> Tax resolution or summer tax resolution. Uh this is a second reading. Again, this is the uh kind of annual uh resolution that the board takes
into consideration. Uh basically the the decision is whether or not we the district levies 100% of the taxes in the summer or does a 50/50 tax levy 50% in the summer, 50% in the winter. Uh Cedar Springs has always elected to do the 100% summer tax uh levy. Um, and as I discussed previously, it's really a kind of a cash flow issue. Um, school districts do not receive any state aid uh from the state for the month of September. So, our last state aid payment we receive in August. The majority of that money is covering last year's approved expenses. So by collecting 100% of the operating uh millage tax revenue, it kind of really creates that uh cash flow that we need to get through that uh month of September when we're not receiving any
funds from the state. On the debt side, it allows us to uh not have to borrow from the school bond loan fund uh to make our November debt service payments. And again that results in lower uh interest rates that we're acrewing and paying back to the state to participate in that program. Uh so this is on action uh tonight. We do have to provide this to the uh township and city's Cedar Springs treasurers uh by the end of the calendar year. So 12:31. >> Moving on to the first contingency budget. Okay. At the um November 10th, 2000 uh board meeting, uh the board approved the Northwest Kent Mechanicals filter first bid in the amount of $83,656 who was their base bid. They were the lowest lowest bid, lowest qualified bidder. Um, we did run into
uh a I think there's four water drink fountain stations in the middle school that they've kind of identified um some potential issues with what we were asking. There is a no cost solution, but it's not the preferable solution. uh a solution that they recommended had an additional cost of $2,380 to to the preferred solution. Um you know, I said, well, before we move forward with that, we need to increase the dollar amount that we have approval from the board because we asked you to approve the bid amount of 83,656. Um, and then to kind of just address any potential other changes to scope, you know, I'm asking the board to approve a 10% contingency, which is normal course for a construction project. Um, so what I'm asking the board to consider and take action on
tonight would be to approve a project contingency of 10% or $8,366 that would uh give us approval to spend up to $92,022. Um, and again, this is a grant funded uh project. So, our total grant award amount is 1,186,980. So, we're still well below what we have available in grant funding if the board were to approve the contingency. Um, and the contingency really just allows us to make some of those small scope adjustments as a thumb uh thumb up without having to come back to the board for approval. Any questions? All right. Thank you. We'll see you a bit later. 2016 refunding bonds. Okay. So, uh this is really just a a heads up. I'm not if there's any I'm going to move forward with this as we discussed um last month there's an opportunity
or I think it was a third month discussing if there's an opportunity to refund the 2016 bonds. Um back in October, Baker Tilly had a projected estimated sa estimated savings of $132,700. U right now it is expected that Feds would will be cutting interest rates for a third time this month. Uh lowering the interest rates. So that would uh result in an additional uh potential savings uh to the taxpayers about Cedar Springs. Um on the timeline right now, what I'll be asking favor to do is send me a request for items that we can get started uh providing some information that they'll need to get this ball rolling. Um and again, as I mentioned last month, the district won't incur any costs up until the point where we ordered the bond ratings. That's the point
where you know we have a go no go decision to make. The board has that decision to make and that's when we would incur some costs. That wouldn't be until February. Uh per the timeline that Baker Tilly put together, there would be a board resolution uh on the agenda for the January 12th meeting. But up until that point, I'm just going to start doing the lead work. Unless somebody tonight, the board directs me that no, we don't want to do this. Then we'll set it aside and be a valid way for a later time. >> Thank you. Correct. >> It's a savings. >> That mean top building update. We're not having to be with us and staff, you're up for the FR field trip. >> Okay. Um, so a field trip request has come in
from the high school. Our competitive cheer team would like to return uh to Stony Creek for the Stony Creek International or Invitational, excuse me, uh on uh January 17, 2026. Uh it is an event that they went to last year. uh you approved the request in January of last year. I don't have all of the details as far as lodging goes, but I can share that their planned uh transportation uh vision would be to take a a school bus over to Stony Creek um on a Friday. The uh event is on Saturday. Um and then parents would bring the athletes back uh on Saturday. So, I'll be providing providing more information, detailed information with you in regard to uh where that team would be staying uh at the January meeting, but I did want to
put it uh on on the uh on the agenda tonight for questions. Again, it's a trip that they did last year. is part of um their vision to have some higher level competition from the east side of the state which then helps prepare them for any type of post uh season opportunities that have different sharing some initial details but more information will come and that will be on for uh approval uh their action uh either if we do a if we have to do a special meeting for 31A uh in later December or it will be on January 12 meeting for action. >> Any questions? >> Sense. Okay. Next, we have the board of education organizational meeting and planning. >> So, um the the organizational meeting for the board of education occurs on the first
meeting uh in January. So, it will be on January 12th. Um it's it's odd to think about. It's we're really planning for the 26 27 school year, but we're just doing it six months in advance. Uh so it gives everyone an opportunity to uh get calendar set and that type of thing. So there are a couple documents that I linked in as artifacts for you to review between now and the January 12 meeting. Um the first artifact is just a document from MASB that outlines the purpose of the organizational meeting. very straightforward. Uh the second document just talks about the election of officers because that's a very important part of the organizational meeting. It gives a little highlight of each position, what the position entails, what the expectations are. The third document is a document
that um includes a proposed calendar of meeting dates. Um and I'm getting error on loading the document. I don't know if you are. Yeah. >> Uh but basically, uh we took the the meeting calendar from this year and just advanced it one calendar a year. Um I'll make sure that you get those I'll make sure that you get that document um yet this evening via email, but it is um you know uh we identify our auditing firm. Uh we recommend a recording secretary for the board. we identify an individual. I think we'll be posting the um board uh meeting notices, those types of things. So, um it's again, it's just very routine items. Um but it's something that I I we wanted to put before you uh the month of in advance so you could
at least review it before. And that's been our standard faculty >> moving forward to the board of education without supervisions all >> a lot. >> So again remember this is that bundled work. We take our time on it. It gives you plenty of time to review uh the content that's being uh that you're being asked to consider. Um, one uh change, one new um item that is included in the packet uh this month that you've not seen before just because it didn't come up until October. Um, but I did take a look. I included a proposal for policy 0175.1. It's schoolboard conferences, convention, conventions, and workshops. uh that policy language was last reviewed and approved in 2016, so almost 10 years ago. And the amounts that were included uh specifically um uh that that come
into play now uh 10 years later is the lodging, the amount of lodging and also the amount for food reimbursement. Um, now the policy language specifically calls out as it currently is drafted lodging up to $200 per night. Uh, in most instances, reimbursement will be limited and the conference rate. However, exceptions may be made uh in extenduating circumstances as determined by the board treasurer. So $200 is the set the established amount, but uh print could approve an an amount greater than $200 given the circumstances. Uh similarly with food, $50 was the amount set in 2016. Um, and the proposal is for $75, but even as such, Trent could approve um more than $50 uh per day reimbursement for food uh if the circumstances were extended. So, um in the u the policy that's in front
of you, the proposal that's in front of you is uh requesting uh your consideration to approve lodging up to $300 per per night. Um, and then food reimbursement up to $75 per day. Um, just to help us stay aligned with uh with current uh costs. You know, the the the the two numbers, the $375 reflect, you know, if we if the rates increased three and a half% over the last 10 years, uh, we'd be at like 292 for the lottery and we'd be at 74 something for the week. So it it really reflects a three and a half% increase over that same period. Um the other thing I removed was the different types of transportation. Um it felt like planes, trains, and automobiles. So I got a little giggle when I read that. But um
but also to include buses, taxis, limos, we could also include Uber or Lift or so I just thought it'd be easier for us to just say transportation for reimbursement. Um, so really that's the only new thing for consideration. >> That was good for too. >> It could be. Yeah. For sure. >> Um, hovercraft. >> Yeah. So, um that's something that is is also now kind of in the queue for consideration and I would anticipate depending upon where everyone is with questions and things um that that perhaps we would be looking to take some action in February. Um again depending on where everyone was in terms of your um where you were in terms of plan any questions moving forward to the summer 2026 fun project. >> Yeah. So, um, we've been working all fall, uh,
really looking more toward, um, that final collection. So, that final collection of projects um for the for the summer of 2026, uh included in your packet is a a set of very rough drawings uh from GMBB. Um just to kind of give you some ideas of the types of projects that we're looking at. Um so, uh the first sheet is just the cover sheet for the drawing packet. Uh the second page uh outlines the different areas that uh that we're looking at and there are actually five different areas. You can see it much better on your screen. Um the uh area uh outside of Red Hawk is considered area A. Uh the area at Cedar Trails is considered area B. Area C is the area by the bus garage. Area D is the area over
by the high school. And then area E is the uh uh section of paving that we'd be looking at doing over at the middle school. So page three um just showcases um a a small uh component of parking, additional parking that we would add or that we would be looking at adding at Red Hawk. Um, initially when we uh created that that parking area for the early childhood center, the first drawings that we looked at uh when we first approved the projects in 2020 um was a a mirror image of parking in front of the building. We eliminated this section uh just to help us reduce costs in that first in that initial uh collection of projects. And so what we've actually built is this. Um we're looking at just the consideration of adding that
second half of that original parking lot in. Uh right now we do have uh parents that park all along the drive here and all along the drive here. Uh both for drop off and for pickup. Um, and so the idea would be to get those individuals off of the off the drive and and help them uh at, you know, help them be in the parking lot. I asked a parent, a mom, uh, a couple weeks ago, why do you park out here in the road when when you could be parking in the parking lot? And she said, it's just so chaotic in there with all the little people walking. And uh, so so that's that's one project that we're we're considering. Uh remember, you know, none of the projects, we're not committed to any of
the projects. They're just things that we're considering. Uh we're going to need your input on some final uh projects as we move forward uh once we get some bids and know where we are uh financially. So um that project is one thing that we're looking at um at Red Hawk. Cedar View uh is um is the second uh proposal that we're looking at and um what we are really trying to do at Cedar View. This is the current um parking at Cedar View. So um this is the the regular parking uh drive cars come in this way. if they're going to be dropping off or picking up their students, uh they come around here and they the drop off pickup is up in this area. Uh and then they exit this way. So any students
that are parking, any families that are parking and walking their children up to the building have to go through that drop off pickup line. And so one of the the the key things that you always try to to reduce or eliminate is pedestrian traffic uh intermixing with vehicular traffic. And and so you know the way the current lot is set up it's it's a direct uh opposite of the ideal situation because all of our pedestrian traffic is actually crossing all of our vehicular traffic as far as drop off and pickup goes. So, initially we were looking at a concept where we brought a new lane in uh and came down around this way and created a new uh handoff pickup zone over on the uh south end of the parking lot. Um but as we
explored that concept uh really over the last 18 months um because of some issues with some wetlands in here and some wetlands over here um we really became uh leerary of moving forward with that project. Uh also uh initial cost estimates were um closer to you know threequarters of a million dollars uh which is really going to eat up a lot of that uh that pot of money that we have to work with to do our overall uh final collection of district improvement um projects. And so we moved away from the creating that new um handoff uh pickup zone on the south end of the parking lot and um have created a concept where um we're really excited about creating a drop off and pickup zone on the north west side of the parking lot.
So, instead of creating that new space over here, um utilizing the existing uh green space that we've got on the northwest side of the parking lot. So, families that were going to drop off their children uh would come in here, they go into this loop, they go through the the lollipop. Sorry, my shoulders are clicking so much. I have a little incident. So, I can't raise my left arm and I can't raise my right arm. Um, so they would drop off here. There's no uh no uh relationship between people who are walking up to the building and people who are driving up and dropping off. And then uh families could either exit this way or they could exit back out through that existing drive. So, we're really excited about this uh potential project because it
reduces the overall scope of the the build and we're excited looking forward to seeing where the perspective numbers come into play uh on this project. Um because we think it will it will meet the Thank you. uh it will meet the objectives uh but do it in a in a much uh more costly way um and create kind of a new uh kind of a cool space uh for our students to uh be able to get off on the loop and then head right into the building. So the the existing loop through here that would all become u some additional parking and and just some some sidewalks and some pathways. So, this is a project that we've yet to see any hard numbers on. Uh, but we're looking forward to seeing where that where that
will come out. But it it um it took it quite it took quite a while and it actually took us going over and walking the site uh with the team from uh Triangle and GMBB uh and us just saying, well, why can't we do it here? You know, could this could this area work? Um and then the more we looked at it, the more we uh reflected on it, we realized, yeah, that's a viable opportunity. So, uh we're excited to see where that goes. Um another thing that you'll notice, um there's a continuation of a sidewalk that goes through this area and then actually um a sidewalk that would go all the way out to Northland Drive here. Uh so the what we're looking at doing uh in this final collection of projects is creating
uh a walking path that would go from the middle school all the way to the high school uh without having to cross any roads uh and without having to walk uh in any roads. Um, and so that's something that we've been, you know, we we didn't have there really there was not a path from Northland Drive, um, up to, uh, the, you know, Cedar Trails area. Um, and we didn't have a good walking path from really Cedar in the area in front of Cedar View, uh, over to Cedar Trails. And so this proposal we would be uh completing that walking path that we see benefit to that both for our students uh our athletic teams who uh run and and and exercise after school and during the day. Uh but we also see that as
great benefit for our community. Uh so we're excited about that project as well. Uh the other thing we'll be doing this is the path from uh trails uh from beach over to trails. Uh that concrete is uh in dire need of replacement. And so one of the things that we're looking at is replacing all of those sidewalks that are, you know, 30 plus years old and are cracked and uh s a series of trip hazards. So we're looking to refresh and and make those spaces much safer for our little people to be walking on um as they come and go uh on the build on campus. Uh the next set of projects we're looking at is um oh this is again just another view of the Cedar View building. uh Cedar View project and it
shows that walking path uh that extends all the way out uh along the drive to Northland Drive. So this is where the um uh the nursing facility is and so just go along the road that we've got that currently comes into to beach into trails and that would all also be a widened path so it would provide some uh opportunity for uh safety and security uh during the evening as well. >> Quick question for you Scott. >> Yep. Uh will that path connect to subs with the new uh path that they have along there? >> Connect the 17 mile. >> I know you you talked about it connecting to the pace hole. >> Yeah. Yeah. It all they they're all connected now. >> Yeah. So you could go from 17 mile to Northland. You'd have
to cross at a crossing zone some of our our roads. Yeah. Uh but yeah. Yeah. >> Yeah. Yeah. Um so this is the bus garage. Uh so just showing that we'd be doing some milling and repaving uh in an area where all the buses park. That uh pavement is really um showing its wear. Uh and uh so that is all in need of replacement. Um and also the the roads uh in front of the bus garage. Uh we'd be milling and repaving this section and then milling and repaving this section. This is the road that comes down towards the back of Red Hawk. Um this is the road that runs on the front side of Cedar Trails which is here and then Cedar View uh which is here. Uh we'd also be adding an ex
another turn lane um on that exit drive at Cedar View just to help um move that traffic along uh coming out of the backside of the of the building and also to help provide greater um movement of traffic at the end of the day and and before the uh before the school day for people who are dropping kids off at View. um the high school proposal um milling and restriping uh and and redoing pro uh um various sections of the pavement. This is the back part of the lot uh at the high school. It's in in really rough shape, so we'd be proposing that we'd remill and then uh put down new material over the top of that. Um and then uh in other areas um just doing seal coating uh as the pavement permits
uh as the conditions permit. So seal coating and restriping. So any any location where the pavement is in really tough shape, we would mill that out uh pack repack the base and then put down a new layer of asphalt on top. Uh so we would really want the canvas to be in good shape when we button up these projects. Um and then uh this is the section over behind the middle school. Um really just seal coating these two areas. Uh so this is part of the new kind new new construction. This is the bus loop. Uh this area is in pretty rough shape. So we'll be looking at remilling and then uh putting down new material there as well. Uh but those are sections that would have got more wear and tear because there's more
uh heavier duty traffic that goes back through that area. Um so that's really what we're looking at. Uh one project that didn't show up uh over behind Cedar View. Um then I could get you some uh drawings on that. Um, okay, here it is. Um, so this is the behind Cedar View. Uh, we did want to create an opportunity for uh access to uh the area behind the baseball field, uh, behind the plate for baseball and for softball. And so, we'd be proposing a sidewalk that would go along the right field fence to baseball. Uh then creating a concrete pad behind the uh back stop for baseball and then doing that same thing uh over here uh for the softball complex. So providing access to both of those spaces. Uh trying to be super intentional
to leave this section open um for future potential use for uh bathroom facilities. uh if we want to do concessions or something like that uh give ourselves a nice area here to do that work. One of the things that we are working with and Vic and the team are looking at uh possibilities of trying to utilize the bathroom locker room facilities on the back side of Cedar View for some public restrooms uh during baseball and softball. So just trying to create a better better experience for our guests. So, the the the parking back there is really upped the game. We're really excited about that. Um I think providing greater access. Uh providing some pads for people to sit on will also be a positive for our guests when they're on campus for softball and baseball
softball and baseball games. We'd love to have extra money. It would be great to put in some additional buildings and structures over there, but maybe that's what we can do on our next next bond proposal. So uh again these are just concepts right now. Uh we're moving forward to get some um additional information in regard to uh bidding uh that those projects out. Um but we'll be looking to you uh ultimately uh to help give some direction uh in terms of um you know what we can afford given the uh current amount of money that we have uh remaining in bond dollars. Uh we also have syncing fund dollars that we can access and then ultimately uh we would have an opportunity to use some of our fund balance uh if that also was uh
something that the board was interested in doing to really bring uh to bring this uh collection of projects uh home and and finish it. So questions. >> Thank you for giving baseball softball some love. Oh, >> yeah. Great. >> Okay. >> Just one question, Scott. So, that sidewalk then to extend the north all the way down past the cold storage facility that was in high school. >> Yeah. Yeah. And it's just I cringe when I see our cross country kids running along that road. Um it would just be nice to be able to get them off the off the pavement or on a different section of pavement. Yeah, you're welcome. >> Okay. >> All righty. That brings us to our close session pursuing to open fact section 8h exempt material review of legal opinion. I
would entertain a motion to move soon to close session. >> So discussion Heading. Vice President Shan, >> yes. >> Secretary Slater, >> yes. >> Treasury Gilmore, >> yes. >> Pettison, >> yes. >> President Reed, >> yes. Motion carries. Let the record show it is 78. We're moving into close. Let's let the record show that we're rolling back into open session as of 8:06. like to make a motion to amend the agenda that the disclaimer be entered into the record. So move support. >> Yes. >> Dr. Serger, >> yes. >> Gilmore, >> I was saying. >> Jesse Lond, >> no. >> Jesse Patton, >> yes. >> Just Bowser, >> yes. >> Re comment portion of our meeting. And Mrs. Best, do we have anyone registered that would like to address the board for the three minutes
at this time? >> I do. and no one asking to address the board. We will close public comment. That brings us to the action portion of tonight's meeting which our first item is the summer tax resolution and I would entertain a motion for as presented. >> So move any discussion having none. Vice President Chuckner. >> Yes. >> Secretary Slater. >> Yes. >> Gilmore. >> Yes. >> Lay. >> Trusty Patton. >> Yes. Bowser. Yes. Is it agreed? Yes. Motion carries. Moves us to our last action for this evening. The filter first contingency budget will be announced to approve 10% of 8,366 and spend up to 192,22. I would enter a motion for as presented. Absolutely. >> Any discussion having none? >> Yes. >> Secretary Ser, >> yes. >> President Gilmore, >> yes. >> London, >> yes.
>> Ber, >> yes. >> President, >> yes. Motion carries. That brings us to the communication portion of the meeting and I have shared communications that I had that would superintendent. Uh I have two artifacts linked into the agenda. Uh one is a formal complaint submitted um by parent the student. Uh it's addressed to the board of education. I received it in writing um the written copy and uh so I wanted to make sure that you had that in your possession as well. I did refer it to um our attorney for uh legal counsel um from Marshall Gray's uh position. It is something the question what is being asked uh the board to do has you've already you you've already done those actions and we've already responded uh to the meeting to the point and so
from Mr. great perspective a simple response of these questions have already been addressed in previous um then the other document is an email uh that I receive um regarding uh some it's from Nicole Horseman from willing to wait she's one of our supporters of the willing to wait program. Um, and basically she was just outlining the uh there have been several questions that have come uh forward um around the state from the recent changes uh that the department of ed has uh I'm sorry the state board of education and department of ed have approved regarding health curriculum. Uh, and Michelle was just cool, excuse me, uh, was just acknowledging in an email uh, that those changes uh, will not was do not necessarily have impact the work that we are currently doing. We're willing to
wait. I'll let you email, but it hopefully will uh take the temperature in the room down and allow the district if people have concerns about those new provisions. >> So, those are the two items of communication. >> All right, that brings us to planning and then we don't have to have a special meeting. We'll be seeing everybody in December 26 for our organization and I do have the list of um they're running a list of district events. So if there's anything that you want to attend or any meeting list out there having no business we will stand at 11. Thank you everybody.
