001Mee order you join me in the pledge of alleg please to the the United States of America the stands Na godible and justice for [Music] all yes pleas okay um Angelina Barnes present Hannah Carpenter Dwight handspike Jason Hanselman here Brad stod John tramontano here and Brad w here and Lucas here ation the agenda support dis support to any discussion all in favor please say I I opposed we have an agenda time for my favorite presentation of the year no offense to r no offense to R yours is my second favorite but we're going to go listening to the kids sing which is awesome you guys want to join us another concer all right Rob top that you're not asking R all right yeah it is always hard to cing kids but it's always fun to

002see them so we'll jump into the budget amendment we met with the finance committee last week so half of you here have already seen this so I will go at a high level certainly stop me as I go through the the budget amendment um as we start with revenues back in June we approved about 39.1 in revenues we're currently projecting 41.3 with the budget amendment which is an increase of about 2.2 million as we look at the different buckets of our Revenue we've got local state federal and other our local revenue is up about 216,000 most of that is property tax revenue increases about 158,000 of that but keep in mind that for every dollar that we receive in property tax revenue the state gives us one less Dollar in state aid so this is

003a net impact of zero but we have to shift the 15 58 to reflect the revenue on the local side and then we decrease our state revenue by a like amount our interest earnings are up about 68,000 from what we've projected our exchange uh tuition is down about 51,000 this year from what we had projected uh athletic gate receipts sport passes and participation fees we made some increases to those some for the first time since I've been here so well overdue and you'll see on the expenditure side it was needed because we have officials increases this year as well as some game workers so help to offset those expenditure increases shifting to our state revenue we're up a little bit over $2 million with state revenue again the first bullet point highlights that tax value

004change our student enrollment was up from what we projected so we're 3122 Blended for this year we budgeted on 3105 so that's an increase of 17 FTE students which equates out to about $163,000 and just keep in mind that with negotiations that we went through we actually tied some of the increases for teachers to our enrollment so the good news was since our en was up we were able to give a little bit more um to the teacher salary schedule as has been the case for the last decade or so we've got that retirement categorical flow through that's up about 67,000 this year and that is a net zero impact because the money comes in then we have to spread it to all of our expenditure Accounts at a like amount of 67,000 but this

005reflects the true revenue and corresponding expenditure for those qure dollars and then the state uh increased categorical Revenue as well as change the formula good news for us and really for every District in the state that for us it equates to about $173,000 and you'll see when we get to the expenditures what that allowed us to do was take one of our 11t positions and roll it into our ongoing general fund budget so some good good news there and uh just kind of starting to move that wheel of what we're going to do with those 11 positions long term and then finally we're eligible this year for the first time in a bilingual categorical don't know our official amount but it's probably going to be in the range of about $15,000 this does have a

006corresponding expenditure increase because we have to apply towards specific supplies and other materials for that program continuing with state revenue our special life categorical is up about 150,000 this is twofold uh the first is similar to the atrisk categorical the state changed the funding formula for special categorical that equates to more more dollars for districts in the state the second piece is a portion of how the funds are allocated to districts is based upon your actual spend a special ed dollar and so year-over-year we had an increase and so that reflected in the $150,000 increase on this line and then similarly when we close out our year we have to submit some reports to the state and then they true up those costs and they do a back look of the prior year so if

007your costs are up you get a onetime adjustment in Revenue if your cost are down you get a onetime deduct in Revenue we had an overall increase here over years we've got a onetime increase of $46,000 and then the next Point references some new categoricals or I'll say some Consolidated categoricals uh the per puple mental health and school safety we all know that was new last year but it was two separate categorical this year the state combined them into one categorical and the reason they did that is it allows if the district wanted to spend more than 50% on the mental health side the ability to do so you can't spend more than 50% of the dollars on the school safety side but you can spend more than 50% of those dollars on the mental

008he side section 23g is a a new category that they they have this year it's actually a 2-year categorical we were given an initial allocation of about $252,000 but what we had to do was submit our first application and then they look at all the districts that actually appli and they will adjust that amount to what our final allocation will be and we'll submit us a final application to the state for that and then finally The District transportation cost categorical is brand new this year probably 20 plus years ago there used to be a categorical related to transportation that went by the wayside and this is kind of rolling back into that a little bit on a SL basis so again we don't know what our final allocation will be but this is kind of

009an aess of what we're thinking we're going to land with that and then the last two areas our federal revenue is down about 35,000 that's really just a reduction in Title One in title to both our regular allocation as well as our carryover dollars being lower this year as compared to the last couple years and then finally our transfers and others down about $144,000 and that's for some bed changes related to money that received from the ISD any questions on the revenue side I have questions not totally related but I'm just curious you know we Chang the high school fees for people coming in credit cards now you see are you seeing a difference in that as far as use or just yeah I was always just curious we capture them yes we do yeah

010we so we fill that fee on top of so for rather the r or for the the sports fees or if it's on the the gate Revenue side it's it's built in so it's a cost neutral for the district students for free now our gate revenues is at this past year uh Eclipse where we thought we would be significantly so it has not hurt the overall revenue for G proceeds um as we all see it it helps with the increase attendance it really became a win-win which is what we were hoping but that's that's a really good question kind of follow up a change we made two or three years ago so yeah it's it's been a positive switching over to expenditures uh in June we had about 38.1 million of expenditures we're projecting about

01142.1 with this amendment which is an increase of just under $4 million as we look at the major areas the first two bullet points we touched on on the revenue side it's the retirement changes as well as those new categoricals on the state side we also built in all of the final negotiation numbers daa DEA despa as well as our nonaffiliated and then we also included those off schedu payments that were part of some of those contracts open enrollment just ended about two weeks ago uh for the district we're able to incorporate all the changes that came through our open enrollment for insurance we also had uh five teacher retirements or resignations since the budget was set back in June all these positions were replaced but there was some cost savings that came from hiring

012newer staff and and then we have a need for five additional FTE special at Paris across the district as well as an additional FTE and an instructional assistant at the middle school um and then as you're all aware we we did a 1 F increase for our tech department which is probably long overdue um and they're getting underway in the hiring process for that right now and then finally later this week we're hoping to finalize some adjustments with our scheduled e positions for athletics and some of our class advisor type positions shifting away from the salary wage type side of things uh we we did did some targeted increases for our building and Department budgets that were situational we also treed up our workers comp and property casualty insurance as well as our special ed

013Transportation through Dean uh as I mentioned our official game and game workers had an increase this year officials was the first time in a while that we've had an increase in game workers has been quite slow as well and then finally rolled in some of the final dollars that are coming through with our s Equalization funds and just to Point again that we took one of our 11t positions at are Grant funded currently and have actually ruled them into the official general fund budget as again we start to hopefully unline that over the next few to three years uh and then finally uh probably won't end up being till the 24 25 year but we do have a large techbook textbook adoption that will be happening sometime in about the next six to eight months

014we've got that built through these Equalization funds and if we don't end up spending the dollars this year for that textbook adoption uh it'll just roll in from your assigned fund balance and to reallocated for next year so as we take all of that our revenues and expenditures this is the format we put it in for for approval so we've got revenues to 41.3 expenditures at about 42.1 is if we focus on the bottom five lines you'll see our excess revenues over expenditures are minus 750,000 let me go into that in a little more detail on the next slide show you how we're really structurally balanced even though we do have a deficit projected here our fund balance beginning of the year is about 8.4 million we're projecting to be at 7.6 million which is

015a just over 18% fund balance and again on the next slide I'll break that down into what uh that those those two categories making up that 18% so as we shift there first we'll tackle our revenues over expenditures so again that's showing a 75456 but we have some significant onetime expenditures and we've got one significant onetime Revenue in the budget for 2324 so the first is the off schedu payment that we had through DEA daa and some of our non Affiliated contracts this year and those were one time dollars so when we back those expenditures off that will help to reduce that deficit similarly those Equalization funds are onetime funds so once they're spent they're no longer used and we have them identified and aark for onetime purposes and then the bottom two are the

016revenue related to our 11t as well as the expenditures for the remaining positions again we've taken one out of the 11t overall positions and so you got the million 2 that would have to come off on the revenue of 610 would come up in the expenditures so when you go through that calculation we're really at about a $40,000 structural deficit on a $42 million budget were essentially balanced and then finally we look at our fund balance and so we've got ass signed fund balance and then kind of unreserved aable fund balance when we closed out the June 30th 2023 year we took the grand total of 11t that we had received today minus all the expenditures related to those 11t positions and we assigned the remaining balance in balance and that's that mil 61279 and

017then when you take the million2 and the $610,000 from up above that will represent now about a million 7 the dollars that we'll assign at the end of this year that will then have available for the next 3ish years to help fund those 11t positions which gives us time to hopefully work them in over over a period of time and not be rushed to make any decisions so then what that does is that leaves us with about 5.9 un Reserve fund balance just over 14% And we've got about 4% of ass sign balance fund balance which equates down to that 18% that you saw on the last slide any questions on any of that if not then that will conclude my presentation for the amendment thank you um starting off on November 21st we held

018a schoolwide assembly that was uh live streamed across the entire building I believe it was also live streamed out to the community as well uh at the assembly we got to see who won our change War competitions and had other activities for the students uh speaking of change war that change war was able to don't uh raise $3,000 to donate to our local food bank and that is on top of uh food donations that were brought in over that week as well uh moving on to recently we did have to unfortunately cancel our school's annual volley rough tournament uh that was supposed to be held on 17th and it will be replaced by a doall tournament uh there will be no school from December 22nd until January 8th for students and that will be winter

024support any discussion Rob anything to have presentation all in favor please say I I any opposed it's the recommendation by superintendent Shan spiger that the Board of Education award the 2021 building and sight Capital project to Clark construction for guaranteed maximum pricing for Bo package number 10 Amendment k for the DU High School building addition band storage High School Renovations including new bleachers and athletic field Renovations including excluding new fencing ex excluding new leur that's going to be coming in January okay do have a motion mov support move is supported discussion any questions or we have Clark here as well as So the plan is still to do the bleachers this next year moving them up to next year but yes we're still moving them up we're still um basically investigating some of the different

025systems because we don't want the same thing to happen again so we're kind of reevaluating some of the systems questions all right all in favor please say I I any opposed received a m random from Mr doson regarding early graduations the recommendation by superintendent Sher with the Board of Education approve those six requests for early graduations motion Mo support Mo support any discussion all in favor please say I iOS the recommendation of superintendent sh speaker to the Board of Education approve the following policies for first reading as presented policy 14 1540 835 and 8531 do we have a motion so move support move to supported any discussion anything from the policy committee to yes please thank you chair um I just wanted to note that as for policy 23701 I had Prov Ed a bunch

026of edits on that one and I don't see that they're integrated into the the draft so I just wanted to know those we can make those between right yeah yeah I just want to know that yeah so just just to and correct me if I'm wrong on this at least from your Viewpoint 2370 we had discussed the main idea of it was to allow for 15 days of instruction to happen online if we choose I mean this is a catastrophic type situation it's now allowed under law some after reviewing the entire policy we noticed some other differences from what the statute says so we're in the process of reviewing the rest of the policy but the main bulk of it of why it was brought forward we're in agreement on okay so we it's just

027taking a little bit more time I think we can get it resolved before the next the next meeting with the holidays we're hoping I guess what I should say so but just a clarification on that and but if you ever want to the policy committee is a lot of fun so you're more than welcome all right all in favor please say I all right it's a recommendation by superintendent sh sper that the Board of Education adopt the measures of Education awareness and support enforcement and monitoring Partnerships with parents and Guardians evaluation of the district's vaping resolution as presented do we have a motion support will the support discussion explation um just that the policy committee also took a look at this resolution and basically the district is resolving to um do more as far as

028monitoring is concerned education is concerned and we finally got an update that um it'll probably be about 3 weeks that we'll get our first settlement payment and it was taking to use half of that um to help with those efforts all in favor please say I I post okay uh so the Board of Education met in Clos session 27th a few weeks ago to evaluate the superintendent uh we had a super mby consultant who facilitated that event and use the nby tool um to measure the super per the result of the result of that is that we have the following readings for different categories governance and board relations uh 3.83 community relations 4.0 staff relations 4.0 business and Leadership 3.80 instructional leadership 3.85 for a total of professional practice at 3.88 or 97% and the

029two other measurables which consist of half of the total score our student growth at and progress toward districtwide goals of 3.5 the overall performance rating is a 3.69 or 92% or highly effective which is all of which are usable by the statute of tool so um it was the consensus of the board to assign an a highly effective reading to extend the superintendent's contract through June 30 2027 to approve Merit pay of 5% and to improve a to improve a onetime retroactive increase of that 3.5 % 3.5% excuse me to the 2023 2024 school year as well as an annuity of $5,000 I think um what we all kind of took away is that you're a harsher CR crit on yourself than we are on you we think you're doing a fantastic job we're thrilled

030superintendent so thank you I think that was e go by the full Board of Cl session thank you for all your hard work do we have a motion so moved support move is supported any more discussion comments from the board Ang are we just approving the evaluation or we approving the contract we're doing both if we're talking about the contract I have multiple okay all right so starting with paragraph one terms of employment uh in the draft set forward I believe I'm just going to call it um chair's draft for adoption the term still list as July 1 2021 ending on June 30th 2027 that exceeds the 5year statutory term per for contracts um so it still says six years um that's a typograph yep okay perfect uh what section was that again that is

031one terms of employment paragraph one um paragraph 2A there's just a typle in the third paragraph or in the third sentence down superintendent base salary and then there's like a whole thing who typ this thing I don't know um to B um I had asked that if we do Merit pay that it should be approved by a majority vote of the board by written resolution uh for transparency um that is not included so that was just something I wanted the board to consider that we do Merit pay as um a written resolution uh nothing until then when we get to 11 paragraph 11 is authorized leave and paid holiday have no idea what that means it says the superintendent shall receive the same annual sickly benefit and paid holiday benefit as provided by the board

032for other central office Administrative Professionals I'm good up until there then it says at the time of her employment terminates I don't know what that means if someone knows what that means that would be bor it's what it said before and it makes no sense and so I had made a bunch of comments about how to correct it gave alternative language so um they get paid out for stick time once their contract is terminated so those are two different things though there's like the paid holidays it's giving you authorized leave of paid holidays but then all of a sudden it just says at the time in point the terminates which didn't really read logically I just wanted to know what the actual intent is so that it can be reflected I see you're so we

033should just we should have a period after professionals and then we should separately say si time benefit should be paid paid out get two separate just as long as that's clear what we know what that even means and then paragraph 13 um I had looked at both statutes and the legislative history on this and it provided updated language so if you start Midway through the paragraph it says the board's assessment of the superintendent's job performance sh incorporate a rigorous transparent and fair evaluation system um that the that superintendent performance at least in part be based upon student growth data and measured by and objective criteria however a statute was passed after that it requires that it be 40% um and I didn't know if we were not adding that in because it's going to change

034again yes perfect that's all I wanted to know so that's good yeah we did talk about that okay okay I just didn't know that um and then um okay so number 14 paragraph 14 it talks about an extension I had added in there the language because it's statutorily required um about notice if we are going to non-renew the contract the statute requires that we give a 90-day advance notice otherwise the contract will automatically extend by one year I had added all that language and it's not included but but it's referenced in um paragraph 16 last sentence so only a portion of what I had added stayed so either um either we add in the the statutory language because that's what it's going to imply is that if we don't give a 90day advanced notice we're

035going to non-renew um we can't do that so it'll automatically if we don't give that 90-day notice but then we reference that same statutory notice requirement so what if we just take out as described in paragraph 14 it's countra you can do that I'm just wondering why we wouldn't um put what's required by the statute in there so that we give that because we may miss that and then if we're going to non renew all of a sudden we're missing the 90day advance notice well I think if we're going we're not going to Ren we're going to talk to our before something going on all right um just trying to follow the stat and then on 19 I um object to inclusion of the sentence except for salary increases which the board May effectuate by

036board resolution without amending this contract our employment relationship with the superintendent is um required by Statute to be in writing uh and contractual and I don't see any value in adding the opportunity to change the statute or or change the salary by resolution I'm not sure what that does for us at all I don't see any value added by changing the mechanism um I think it's less transparent and it also um is harder to track and harder to follow and so I would ask that to amend the contract that we amend the contract by a contract Amendment as opposed to a resolution and I'd like to hear from any board members who support doing it by resolution because I'm not sure makes well that's what we agreed to at our I didn't reach any agreement

037we can't make decisions in a close section we just put up for a vote the whole contract the whole contract yeah as presented with scribers errors addressed to be addressed or how do you guys want to handle that that's fine with me I'm just asking that the people who requested that we can't reach an agreement in a close session so the people who requested that I'm interested as a board member in understanding what it achieves and why we would be doing that I would say it's pretty normal for a lot of employment contracts to allow for salary increases outside of opening the contract up that hasn't been my experience okay that's a lot ter okay I'm fine with voting on it right now okay all in favor please say I I any opposed opposed do

038we need to do a roll call yes please okay can get Angelina Barnes opposed Hannah Carpenter in favor say yes yes sorry wait hands like absent Jason H yes absent Don trano yes Brad Weaver yes four yeses one opposed I I will clean up the scrier erors that we identified okay discussion of the Board of Education scholarship I have a note on this one so we've typically done a $500 scholarship is that thank you I saw my pack oh yeah so in 2012 we created a SC board scholarship for High School senior funded by the board's donations we then increased that to two 500 scholar two 500 Scholarships in 2021 I'm sure discuss to do yeah do you guys want to continue to you basically donated your contributions for attending meetings to the scholarships right

039and so I think two years ago someone said you'd like to do two and so then we do two and so that was already reflected in this sheet uh yes I I would be supported that support Yeah by me I just along for the ride by me we didn't tell you we're taking all your money she did she emailed it to me that's F my me okay I don't think we need a resolution that was just a discussion item for to we're going to continue that that practice I think it's a great a great practice we've had some good scholarship recipients any Public Communication all right superintendent rep um so we had our middle school and elementary school principals attend on Mena Michigan elementary middle school principals Association conference last week and so they were

040able to network and learn I was able to join them through the banquet because P presidents get invited and um they were networked in and what I heard had some fantastic sessions that they attended we had our cabinet uh December luncheon and I just want to say that I'm very grateful for the cabinet members and it was a chance to just really thank them for their continued service and support um and so this is a great time to extend thanks and gratitude and just wanted to make sure that I did that publicly um also office we adopted a family for the holidays and we were able to pretty much provide um everything I think except for one or two things um on the families list we have a dit Community Partnership for diversity equity and

041inclusion meeting this Friday or this Thursday from 6:00 to 7:30 in the media center where we are going to be doing a book study so we have several different um dates of a book um I believe it's living beyond the borders growing up Mexican Aman or something like that um that be taking a look at and we encourage people even if you haven't read the book to feel free to come and have discussions and learn with us the book is available in our um dit Public Schools Library as well as on Audible and at um Amazon and then we will be hosting this Friday the superintendent uh countywide meeting here in the boardroom so the new superintendent Scott um has asked us if we would be interested in hosting and so we'll be doing that

042this month as far far as the Strategic plan a few updates the soup from the scoop is out and we highlighted the DWI High School positive School culture team and also the December newsletter was shared which has our points of prize as well as parent resources um we do have our Ela curriculum parent night in review of the Wonders curriculum so the pilot is going very well and so this Wednesday from 6:00 to 8: in the boardroom parents will be able to preview those materials and ask questions um last week we had our contractors out that were awarded the um camera and safety bid and they were able to tag areas that will be um cameras and wiring will be done so um we're hoping to do some of that over the break and so

043we started that work and um we also secured more training of our staff for the Michigan threat assessment model and we have I think 15 more staff members that will be getting trained in that um basically assessment as well and we did a two-way radio test with our cabinet members today actually uh as far as learning environment and culture we did have our third day so we have four days of the Justice leaders collaborative training and we've done our third day on that so we have one more day of training and as you saw we are hiring for technology so we have a technology and data Tech that we'll be hiring for that department the last thing I want to do is to thank a couple of people I want to thank Leslie Nelson philps

044for the first grade um in their presentation today they did an outstanding job and and just also thank the board for your support and thoughtful feedback during the session um last week and the evaluation process have motion to support support all in favor say [Music] I
