Our notable first place medalists are Sabrina Gresens and Joseph Barger in bungee jump bungee drop, Safa Joe and Jolana Fawn in disease detectives. Aa Howard and Juliana Fawn in entomology. Ya Howard, Tristan Lee and Eleanor Hamlin in experimental design. Alex Paddock and Addie Schnecker in forensics. Go Yan Jang and Newman Lao in helicopter. Alex Paddock and Juliana Fawn in Micro Mission and Rosemary Cha and Marwa Jaryi in Tower. The team thanks Coach Barger, Coach Miller, Coach Turnville, and Coach Paddock for all the help this season and the parents for all the food and
004constant support as well as they'd like to thank the East Lancing High School administration, teachers, cleaning staff, and security for helping to host a successful tournament. The varsity team will next compete at the state tournament on April 26th at MSU. Additionally, congrats to the MMS Science Olympiad team capturing a state bid. First place went to our codebusters team, Grace Jang, Isaac Wilkerson, and Sammy Kang. A road scholar team of Iggy Val and Miles Pollishek. Wind power team of Severin Anderson and Sha Dy. And tower team of Nardis, Jugza, and Vivar all meddled in their events. The state competition also takes place on the 26th of April. Um, East Lancing High School's three high school orchestras got outstanding ratings at the MSBA festival. All three orchestras earned division one ratings, which is the highest possible. The
005symphonic orchestra gave a fantastic performance and the judges were beyond complimentary of this ensemble. Congrats to junior Josh Dewi for being accepted to Stony Brook Simmons summer science research program. It along with one at MIT is a top research program for high schoolers in the nation. Even when nominated, the chances of getting in is only four to 5%. That's pretty awesome. Um, and the final one is congratulations to the MMS archery team who participated in the Michigan NASP state archery tournament in March as well with almost 2,000 archers from around the state competing. Our junior Trojans placed sixth in the state from the middle school division. This placement has earned them a spot in the national tournament in May. Special shout out to Ronan Dipmer whose score of 288 ranked him as second place in
006the entire boys middle school division. So very awesome accolades all around. Always great to hear the the awesome things happening in the district. So yeah, thank you. I'm super excited that there was no overlap between our announcements. I was a little nervous. Okay. Um, good evening everyone. College decision day is coming up on May 1st. Um, student council will be organizing a talent show fundraiser. Auditions will take place on the 16th and the show will be on the 25th
007at 7 o'clock. StuCo election day is coming up on the 15th and 16th. We've had an overwhelming number of candidates from all classes apply to be a part of student council and we look forward to seeing what they will achieve next year. Prom planning has begun and the theme for this year's dance will be Moonlight Meadow. Prom happens on May 17th and it will be held at the Kellogg Center this year. And senior assassin started today. So this is a fun game between seniors where they receive a target and must eliminate them with a water gun in a certain time period. Seniors are not allowed to play in the school building or during school hours, so don't worry about the hallways getting all wet. And um ending on a more serious note, I would like
008to thank all of you on behalf of the student body for the support you've offered regarding the death of a student at East Lancing, Desta Burns, over the past few weeks. All of the me mental health support provided throughout the school has been very meaningful to us, and I saw many of you at his memorial. So, I'm sure you can attest to the fact that the community outreach was immense and it was really powerful to see. But from a student perspective within the school, like thank you. That's all I have. Um, first announcement is the East Lancing uh, health clinic uh, community advisory
009community advisory committee meeting will be held another one next Wednesday, April 16th from 6:00 to 7:00 p.m. in the hub in East Lancing High School. Please enter through door number one. All are welcome and representatives from the U of M Sparrow Health and Eat and Resa will be present. Light dinner will be available and our health clinic is scheduled to open this fall. So they'll be starting construction soon. Um we did have a meeting uh in March and this is our April meeting where the uh committee will be looking at some of the documents and intake forms and giving their feedback and um potential approval on those forms for the health clinic. Um because our last uh Friday professional learning day is before our next board meeting, I want to announce it tonight. Uh the
010fifth and final professional learning Friday this school year is April 25th and there will be no school for students on this day. So that is a week from this Friday. Little update on our 2025 safety and security bond for East Lancing High School and McDonald Middle School. We are excited to share that demolition of the current districtowned building on Tower Avenue began last Thursday. Work will continue through the spring and summer on the new central administration building with a tenative late fall move in date. The bid package for the high school secure entrance and cafeteria edition was released last Tuesday, April 8th. Once bids are in, reviewed, and approved by the board, preparation work will begin at the high school. This project will result in some temporary modifications to door usage and parking beginning this
011fall. Details will be shared when available, and this project is scheduled to be completed for the fall 2026 opening. We are also in the process of evaluating interior door hardware for the high school and middle school. This will be a separate bid package that will come to the board in the near future. So, if you haven't had a chance to go drive by tower yet, um I've Yeah. was sent some photos and videos Thursday. Um Huh. Yeah. Coming down. It's down. Yes. Um, the East Lancing Educational Foundation, ELF, will be hosting its annual awards dinner and fundraiser on Thursday, May 15th from 5:30 to 8:00 p.m. The event will be at the Eagle Eye Banquet Center. And we have Mr. Gorman here on behalf of uh well it says he's here as ELA president wants to speak about district discipline. So go ahead Mr. Gorman. Thank you. Uh doesn't not really all as ominous as that might sound. Yeah. Um so my name is Ross Gorman. I am the president of the uh local teachers union, the ELEA, and uh I am here just to talk to the board and and give a little bit, I don't want to call it a report,
014but an update as a few of you have talked to me through the years and said that you just kind of want to get a pulse and have an understanding of kind of where teachers are at on different topics. And one of those topics that I thought would be worthwhile to circle back to after a few years of working on it as a district and making some great improvements is discipline in our buildings. uh at least from the teachers perspective. So uh with that we'll spare people the history lesson but a couple of years ago we were experiencing some tumult in our district to say the least and uh the board and the community saw fit to do a number of things to ensure safety in our building for our students and our staff. Uh
015and a lot of this has been very successful and and is praiseworthy uh both by students and staff members. These are things like our safety team who don't just keep us safe but also get to know students on a personal basis. Um and much much uh needed in these last few weeks are our mental health supports as well that were part of those packages. All of this came in handy. Um there are of course criticisms among staff members as well and in places where we think the district could do better. uh and my intent is to bring uh some of these criticisms and recommendations to Superintendent Leo in the coming uh week when we meet at our regular meetings. But I do want to express great thanks to the district uh for the support of
016course that was there for our students in these last couple of weeks, but for staff members as well. Um and to thank for anybody who's, you know, watching on YouTube like I like to do because this is what I do on Mondays. Um uh thank you for the community support as well. So, uh, all that said, that's I would give the rest of my time. So, thank you all for all you've done, uh, for being stewards of education and our district and thank you, Mr. Gorman. All right, the next item. Is there any other public comment? I should I don't want to skip through too quickly. I only have one sheet. All right, we will close public comment. We'll move into the next item which is something that a number of different board members have
017come to me about uh and that's middle school athletics. The reason why we put it on the agenda is that um it's well there's multiple districts do this different ways, right? Some districts have middle school athletics run through the middle schools themselves. They have staff in the buildings that have responsibilities to coordinate them and some do an approach where they have a third party uh manager. That's what we do. We have a third party is managing as the city city of East Lancing and they've been our partner for as long as anybody can remember as far as I know. Um I don't know that there's 2012 2012 11 2012. Yeah. So, it's been a few years and um so there have been some different issues raised and that um I don't know exactly how the
018relationship works if we renew it every year or if it's something that we evaluate for a certain time period uh or we sign a contract. They don't know any of that. But I think that I think that that it came up at one of our committee meetings and we decided it'd be good to just uh have a discussion as a board about what we'd like to see from that programming for our students. Um and also if there's anything that we can that we can do to make that a a smoother process and what that process might look like in the future. Um, and this is hard for me because I'm not a middle school parent, at least not yet. And so I've never experienced it firsthand, but I know that many people at the table
019have. So with that, um, does anybody have anything they'd like to offer on this? I may not have the year correct, but I know that it was moved over as a cost as a cost savings. um you know and to to have one less thing on the middle school staff's um plate. Um so I might be a little late on the timing. It might have been earlier than that with the the economic crash in 08 or 09 and funding going down and revenues going down and so forth. Um that's just a little historical background. all of my kids through middle school played in the current system. You I think from my perspective it would be ideal to bring it in um house um and I know like it's been talked about. So I think this
020this board discussion was just to kind of keep things moving a bit. Um because I believe we were waiting on numbers um just to kind of see how feasible this would be and um but I think most I think deal and I think most people would be on board for it to be moved in house in district. It might be good for me to give a little update then. Um this has been on ongoing discussion for a few years. Okay. So, it's not new tonight. And in fact, in the fall of this past year, um Mr. Mitchum, Mr. Atkinson, um from the middle school, Miss Norris, our athletic director, and I had a meeting to discuss what information will we need, would we need to be able to make a decision? So, we talked about
021uh we need to identify whether or not there's a contract in place for, you know, however long. We would need to find out um what the financial impact of all of this is because our kids at the middle school pay the city a fee um a pretty substantial fee and our high school kids do not. So, if we are going to continue that or make that equitable, we'd have to evaluate the um impact of that. We need to look at uh oversight and the work that who was going to run this program. Um in some districts and in my last district when I was middle school assistant principal that was one of my responsibilities so I know it well. Um and uh that's why Amy's here to volunteer. Right. Um I think she's making sure
022I don't know I volunteer. I know. Um I know Yeah. Right. It was Yeah. No, it was on me as AP. Right. And um so there's kind of a list of what information do we need? Um so at that point in time um we asked um Mrs. Norris to pull together as much data as she can pull in terms and to look um you know if if we look historically at let's say you know revenue through GATE receipts those are going to look different the last year or two than they did in 2021 you know as people were coming back. So to get you know this year's data too as we you know return to normaly it uh felt good to get this year's data too um to be most reflective of current year. So
023um that's what we're doing right now. I think it's going to take some time. I I think we are interested in it but want to really see what the financial impact of it is especially when we are um working to establish a balanced budget you know that we don't have right now. So it's also you know looking at what would it take to be able to run the program in house um and what would it take personnel-wise to do that too. Um so I think there's definitely interest in it. I think we're uh just gathering information. I don't see um I I would see that if we were I'd also want to be able to have a discussion with the city and give them a heads up, you know, as opposed to anything last minute
024because they I think also have personnel um that are, you know, contingent and employed for this program. And uh I don't see you know there's a lot to get ready for you know even a fall one you know uh I don't know if you know where what the status of uniforms and all kinds of things like that are there's a big or whether we would need to purchase our own upfront you know or whether the ones from the city is something you know we could um work with them on so I think all of that is just going to take us a little time so I don't think that it's feasible to um expect this to happen for the start of the 2526 school year, but I think we could potentially if things come back
025and we can figure out how to do it and we feel like it is um financially possible um for the district to run its own middle school programs. I think possibly we could look at something for fall of 26 would be my like kind of initial comments on it. Um, is there a relationship there where Nikki could talk to the city about what their expenditures are for us to understand? Yeah. Yeah. Yeah. And I I I just want to uh let everyone know that Nikki told us all this in facilities and so we're not trying to like step over anyone. We were just wanted to bring it up and make sure that the board this is something that we had interest in because obviously at the committee there's only three of us there. So, we
026wanted to bring it to the whole board and if anyone else had um any input um having a middle school um child playing a sport, you know, I think I'm all for it coming back to um the district. Um I I have a lot to say, but I I'm not going to go into it right now, but uh I think it would be great for us to have it back in if we can afford it. There was um some discussion. We we discussed this topic at length in our facilities committee meeting a week or two ago and um I also had an opportunity to speak with superintendent Leo a bit and uh she pointed out that she thought that this would be an issue that intergo intergovernmental could work on with um with the city
027folks. Um and but then there's also a case that it's an academic thing or it's a finance thing. it really does have its tentacles in every committee. And that was also why, you know, at least for this point, I thought it made sense to bring it to the whole board because you could see us referring it to any committee. And I think that you always run the risk when you do that that there will be a delay or that you know, you know, that just won't happen on the as on the appropriate timetable. I think that what Superintendent Leo is saying to shoot for a decision so that we can put whatever it is in place, whether it's continuing or doing something different for 26. I think that makes sense. Um I think that's a
028good timeline, but um that's just my opinion. Um well, I I'm not on facilities, so um I haven't heard all of the like specific details that those of you who are um on the committee have heard. Um, I'm an eighth grader, so this isn't something that would impact my family directly, but I do have a strong positive orientation to the idea of it coming back into the district. I also know having done this for a while that an idea of something can sound good and then the logistics of implementation, you know, sometimes don't bear it out. So, um, while I'm hopeful that this is something that we can achieve, it sounds like a lot of us are on the same page. Um, it's those kinds of details of feasibility and logistics and that piece that
029I before I could, you know, like feel good about saying like, yeah, I would want to see more of those kinds of those numbers. But, um, you know, Chris, you mentioned a lot of things about, oh, it's interconnected to this committee and this committee and and all those kinds of things. and to me also like are all reasons why it should be something that we bring in house right is because it is so connected so much that we do the athletics and activities at the middle school so um but with those logistics kinds of things I'm also mindful of like the burden seems like maybe the appropriate word that it puts on people so I also I don't it's not that things are terrible awful no good very bad with how they're operating. And so
030if we can do it in a way that gives people time to plan and lessens the burden on the people who will have to put the implementation, our teachers, administrators, our athletic director, those kinds of folks, um I think we all would be interested in that as well. So um I'm appreciative to have the space here, but I think we agree that there's some specifics that need to be provided so we can know what it would look like in reality to implement. Yeah, I appreciate the conversation and I agree we should continue to explore because it seems like there's a lot of ways that this a lot of um not in not just a lot of places that it can impact in the district but also the city. We you know there are people's jobs
031that are tied to this and we want to make sure that we are continuing to have a good maintain a good relationship and not putting people out of jobs. So, if there's a way we can continue to have a conversation to see the ways that that'll impact um folks in the community by moving it in-house and so we can maintain those strong relationships. I just want to make sure that we also have those conversations as well. Aside from sorry, aside from finances and feasibility, is there any discussion or information about how moving it inhouse would like impact student impact student experience in terms of it was kind of discussed it would be really beneficial to kind of build the culture at an earlier age in the middle school as they rise to the high school
032and kind of bring all the ideals together. Um so that was really positive. That's one my takeaway from our really brief conversation we initially had. Um do do either of you have anything to add? I think like it's hard to say, but um so I don't have um schedule C in front of me right now, but our middle school coaches paid they're paid by the city, I would assume. Is that right? So it really is a third party who handles it. I think I don't know what Mr. Gorman's folks would think about that, but it would be an opportunity to engage uh coaches and we would have more oversight at that level. Um I think the city's in charge of things like background checks and and things like that, which is something that I anybody
033who's working with our kids, we should have a role in that. I believe um not to say there's ever been a problem with that. I think that um everything I've heard is positive about the coaches. Um, but these are just I'm I'm the attorney and I'm thinking in these terms. Uh, we also have a relationship with the bus with dean transportation and so um I've heard of some issues with busing around middle school sports and um perhaps when we have more continuity through the through the school day with Dean we could um sh up that so that we don't have uh so we don't have those issues in the future. And those are things that we can work those are also things that we can work with the city on if the city remains our
034partner in this. Um that's something that we could start anytime and I think that we should that should be our goal is to have the best experience for our students and to have some oversight that um that we're a part of um so that um yeah so that we're taking care of the people who are counting on us. I do want to add though uh the city does employ many some of our teachers as the coaches. So just because it's out not run by us doesn't mean that we do have teachers who are um coaching our kids at the middle school. Not all of the sports and all of the grades, but some of them they still can. Our co our teachers have the opportunity to apply for it. Mhm. Mhm. I'm also cognizant that
035it won't solve all of the issues that we have either. Like the busing is a good example. It's not that magically the busing situation will be resolved, but I do think that it gives us, you know, like that same relationship that we have with Dean. I know they're doing their best with really difficult situations, but I also just keep in mind it's not gonna magically make buses appear that don't appear, but I don't know, that's not the only issue, but it's it is a it makes me think about um you know, it's not not a panacea for all of the issues that we're facing with middle school athletics activities. So, it's just I mean, more information will be helpful. Yeah. And I think once we have kind of that kind of comprehensive package of information
036available and and a recommendation, um I'd bring I'd want to bring back to the board, you know, so that then uh that there's plenty of time to actually plan the implementation of it because that's not going to happen overnight either. And that's where I feel like we really need some um time to plan it once a decision is made so that it's um I would say the soonest should we move forward with it if the we decide to um would be fall of 26, but I don't want to come away as having thought to have said we're going to start this in fall of 2026. no decision has been made and um I think we need to finish pulling together the data um use the data to make a well-informed recommendation and then bring that
037information and recommendation to the board. Agree. I agree because I do you know I do also it will take additional I mean it's additional work right you know and I want to be also conscious I'm always really thoughtful and always um thoughtful might be true but sometimes it takes some time to look at the initiatives we have going on and the workload in the district at different times and you know we are right now uh in the next you know a little over a year completing a significant construction project at two locations opening a health clinic you know we have some big things going on. So, I just always want to be thoughtful not to overburden our people. For sure. Oh, you big baby. I know. It's mostly my team. I say yes to everything.
038Okay. You know, exactly. And I think that there is a possibility that, you know, no matter which way we go, it will create opportunities for people in the buildings that want to be involved um down the road. that doesn't that does not obiate the work that Dory and her team have to do on the front end. So I I know that um and that is a lot of work. Um are you so rather than sending this to a committee, are you comfortable, Superintendent Leo, with putting together some kind of a proposal over a period of time? It wouldn't be something that we would expect right away, but a proposal recommendation based on your findings and maybe we can discuss it over the summer or something like that. Sure. And then we can just start this
039discussion over again in the summer at the board table. Continue the discussion. Yes. Is that So is that would that be agreeable to the board? Just consensus. I think that makes a lot of sense. We'll get it to you through an email, let you know when it's available, but it'll be this week. and then uh the board will be asked to take action on it at the um April 28th meeting. All right. 041committee reports. We'll begin with academic and technology. Trustee Lions. So, we met on April 8th and we had lots of updates from um Christian on uh tech updates. He talked about the e uh rate u which is a federal program for univers universal service funds. Um I talked about how we went we moved from 60% to 80% um which then um gave we have saved some money on big projects because we got this additional money and so such as network updates and fiber maintenance and he went into great detail on that. He talked about a security bid um that went out and came in under budget. So security door cameras for high school and middle school. Um what else did we talk about? We talked about securely software in classrooms um and the triing of
042that um and this being piloted in high school um and middle school and if we continue with the software we will pilot in the elementary school next year. Um we talked about the book vending machines um uh last week um all of the uh vending machines were in all of the schools. So, the last one was to go into went in Green Elementary. Um, this was supposed to be a three-year project and we got it done in I believe it was a year and a half. A little over a year. A little over a year. Yes. So, all uh of the vending vending machines are in there. So students are really excited and they're I just seen on social media the students got their coins um and they were able to get a book because
043of um I don't know I can't remember what it said but it it was a big old picture of them in the vending machine. So that was pretty cool. Um and then we discussed um the book challenge policy and how we should move forward with a policy of change um of challenges that may arise. And so obviously we did not come up with any final decision. We just had discussion because policy also is discussing and it's a policy and academic tech kind of tag teaming. So more to come on that I think I went over everything. Did I miss anything? That was very thorough facilities committee trusty ferris highland. We had a great meeting on um the 3rd of April and lots of updates. um that Billy updated us on that we're participating in the
044filter first program. So um this was a bottle fill station and filter grant award from the state of Michigan. Um every water site in our district has been inventoried and IDed where they'll drink and where they will not. Um and then evaluation is done, a bid is done, and then we should get award we should award the bids by fall of 2025. Um, and then there should be 27 new filter installed throughout our building. So, that's pretty cool. There's going to be a hot water tank replacement at the high school to happen this summer. Um, the marble garden is the first community garden moving ahead at our elementary schools. It's a beautiful plan and they met with Billy and um after just a couple of tweaks, they're moving forward with it. Um, Red Cedar is
045probably going to be the next one. They want a rectangular vegetable garden and um they're likely going to move forward with that soon as well. Um winter maintenance went really good. The successful transition into plowing internally um worked out really well at about a cost savings of $40,000 this year. Um same with mowing that's going to, you know, continue in to be done internally. Last year we saved about 29K in service fees alone. So that was great. Um, you know, they've been spending a lot of their time prepping for spring sports and they're going to be cleaning up courtyards at the high school this summer. So, lots of upkeep that Billy and his team are always on top of. Um Nikki was also in attendance for the athletic update and she um let us know
046that they learned a lot through the really big basketball games that we hosted here um at the high school and um so that they all went really well and that's great and hopefully and she hopes to host a couple more big games with ticket limits in 2026. Um, spring and summer track and tennis court hours were discussed and they're going to remain at 7:00 a.m. to 100 p.m. Monday through Friday in the spring for the track and then track will be 7:00 a.m. to 5:00 p.m. Monday through Friday in the summer. We discussed class size overages. Um again, we were below average. Uh most of most of the overages were at secondary level with a total outlay was 17,78. Um down from the average by quite a bit, which is somewhere in the 20,000 per semester. Um, we discussed the high school edition bid package. Proposals are due April were due April 4th. Uh, the these will not include technology, door hardware, parking lot improvement,
048security cameras, and furniture and equipment. Several of which you guys talked about earlier. Um, so far we have the house budget proposal and then the governor's, which I mentioned I think last time. Uh the house proposed a per pupil increase of $417 which is $25 higher than the governor's. Um theers was very similar to governors and it wasn't a whole lot of other information. And um uh Lisa has pulled together the preliminary budget assumptions and revenue projections based on the governor's plan holding enrollment study. Um this early budget shows a decrease in revenues of approximately 400,000. But that's a very very early uh budget at this point in time. Thank you, Trusty Edel. Intergovernmental relations Torres. Uh nothing to report. Uh personnel committee. Uh we did meet since our last meeting. So we had a
049meeting second half of March. I don't remember exactly when it was. And um the big takeaway from that is that we have a superintendent evaluation coming up. And I I emailed everybody about that with kind of a timeline of what we expect. There is some training available to us, I believe. Have we been I don't know if we've been signed up for that yet or not, but yeah, we all signed up and it's got an email about it. Okay. So, that's uh coming up in May. And then um I also got notification today that we have a facilitator I believe for our um superintendent evaluation. We don't. We may. We may. Okay, we can uh maybe or we may not maybe I spoke too soon. I think there was some discussion about what what we
050how we want to do that and we can leave that to um we we'll figure that out. We'll circle back to Yeah, we just have to have it done by June 30th. That's the that's the that's the big thing. We also have a a couple of big meetings in June that were on the same email and the train's May 14th. Thank you. Um, we had a discussion about our ability to obtain a client attorney privilege letter which I requested from true and I have not received back about concerns with the new administration. Do do our policies protect us our some of our marginalized communities? So once we have that letter, we can set a close session to discuss as a board and
052not just policy committee any concerns we might have um about our policies maybe not aligning with what's coming out of Washington. Um we also discussed the book review um and that Glenn and Claudia had met with Kathy Kowalsski to discuss the National Library uh library association guidance regarding book reviews. Um, so or book challenges as we're calling. Um, my note was they were going to go to academic tech. So, sort of working our way through that that what to do when bringing in new books. Is there a process we should go through like we do with curriculum? And then what if uh someone challenges a book already on the shelf? We would more likely take it back through the same process that we're talking about using for new books. Um, there's a very brief discussion
053about policy 5206. uh student discipline um with a question about uh the must language in referral to local law enforcement. I'm waiting to hear back from Trun on that. And that was all. You know usually we just ask it do you see any issues with this budget and Rich has always gone no and then we feel comfortable voting in favor of it.
