all right call to order the budget hearing and um stephanie is absent this evening and we will start with the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all [Music] right the purpose of the budget hearing is to review the tax appropriation information and then close out our 20 20 21 operating budgets which includes general fund food service and our internal accounts and then also the presentation of the operating budgets for next year 2122 which includes general fund food service internal accounts and then preschool we've decided to separate the preschool expenses out from the general budget general fund like we have been doing for food service so that we can
fully understand the expenses of the food of the preschool and how much you know there would be transfer um it's a great program but we just want to understand especially now that it had an opportunity to get established you know what what is the what does it mean to the district in terms of the budget so um so should we just turn it over sure ben we'll turn it over to ben ben we're on a presentation of the tax appropriation information thank you for being with us ben yeah sorry sorry i couldn't be there um just presented northport's budget so quite enough time to make it down there so i don't have an agenda in front of me what did you want me to start with sorry ben we're going to start with the text
appropriation information the l4029 okay grab that um so this is just something we do every year uh this is to love your taxes for for operations um the maximum we can love you is 18 mils so again that's what we're doing and do it all on july 1st a slight change to the debt is just we have now have the 2021 debt so that's just one extra number in there but the total debt mills is still 1.52 which is the same as this past year so if there's any questions on that pretty straightforward ben um apologize for not having a budget or uh you have a lot of budget yeah um oh well we do i apologize sorry i'm still used to not being a part of the public i had a mistake so would
you have any comments is presentation of the 2021 final school district operating budget and there's a that has a lot of information to that if you want to walk us through that that is our general fund food service student activity account and those budgets okay um yeah so for 2021 the year we're just finishing up this our second amended budget on the revenue side since we last amended the biggest change in local revenues was more prior year taxes so tune up about 85 000 dollars they keep auditing those tax rolls and they keep sending us money so hopefully that keeps coming um you know well hopefully they get straightened away so we get it in the year we're supposed to get it would be even better but for state revenues the increase was mostly gsrp
we got additional slots awarded midway through the year and luckily they were applied to kids already in the preschool program so that just resulted in more revenue and we were already paying to educate them so we could allocate more expenses to gsrp federal revenue is just a slight uptick and that was for the summer credit recovery program that we're anticipating for these last two weeks of june and just a little difference in transfers in and that was just more medicaid money from the isd overall revenues will be up another 1.97 percent uh the expenditure side um in instructional we did have a teacher come back from leave since we amended so that was a little more expense but mostly it was just moving hot spots and some other technology stuff that per the federal grant
we just had to code it a little different so you'll see an instructional staff support services that went down that's a lot of that just went to basic programs really just some recoding and then considerable savings and transportation not surprisingly just not driving near as much uh and up until lately fuel costs have been have been down also the cost of gas so that helped central support services that was a contracted administrator with the isd and they're covering that cost so that disappeared and athletics went up a little bit for the purchase of a batting cage so that just went into our capital outlay uh overall expenditures are up uh another one percent um from last amending or from the original budget excuse me um food service fund we'll go over that a little bit
but the transfer is pretty much as originally budgeted so overall we're looking at a 414 thousand dollar surplus which puts us just at about 24 fund balance and then i'll just run through food service real quick if you look at the changes there the big thing was that the unanticipated school closure program got extended for the entire year which allowed for the free meals all year so really the federal revenues went way up and then the local revenues went way down because we didn't have to charge for the meals expenditures up just a little bit because we made one of our kitchen workers full time but in the end we ended up finish we're going to finish very close to what we originally budgeted for the internal activity fund that's again just our student class
accounts and you know club accounts so that's something that's relatively new and we just adjust at year end to match what came in and what went out and then we have no amendment to the debt retirement for the year because it was very close to what the original budget was really no changes so any questions on the 2021 amended ben i budgets a question um if food service is breaking even is that what you're saying food services breaking even uh no so food service was still roughly thirty six thousand oh yeah still a transfer from the general fund okay thanks anybody else have any other questions revenge no okay then ben we will uh move to the presentations for the projected 2021 2022 budget general fund food service preschool and internal accounts budgets okay uh
so starting with the general fund again um not surprisingly for us the biggest thing is tax values and healthy tax value increase for this year we're budgeting 5.75 so that's neighborhood of 375 000 extra dollars in revenue so real healthy increase not going to get that every year but we'll take it right now for sure from the state side again we won't get a budget from them maybe until september as usual it seems like lately it is budgeting a little lower even though they have more money than they thought they would and that's largely due to moving the gsrp out of general fund and into the preschool fund federal revenue is relatively flat so even though we used up sr1 and corona virus relief and all that first-year funding we now have ester ii budgeted
which essentially replaces everything that we used in this prior year and then there is some increase for the 23b the summer school funding that will start after july 1st uh the transfers in go down because we are losing the revenue from benzie for the shared teacher it was always budgeted fully on the expenditure side and they reimbursed us moving into the expenditures um so a lot of moving pieces in there especially in the basic programs for instruction we added several a's and teachers but we are moving the preschool was in that line so even though we are putting a lot more expense in we're taking about 300 000 out in preschool so that kind of skews it a little bit other than that uh so instructional staff support uh we'll see some decreases in that
just with uh anticipating less of the hot spots and the panther virtual and the programs associated with covet and what we had to do this year same on the plant operation and maintenance should be hopefully a lot less spending just on cleaning supplies and equipment and transportation should probably will increase again once we start driving more and with fuel costs rising then down if you down in the bottom there are outgoing transfers so that's where the general fund support of preschool will show up so that's 37 000 to cover the shortfall in preschool which is pretty similar to what the shortfall was this past year but that was in general funds so you don't see it quite as clearly the transfer to food service pretty similar as it has been the last few years other
than the coveted shortened here 1920. so overall in the general fund looking at about a 275 000 surplus which gets us up around 27 for the fund balance um food service again so the the school closure program as far as i know has been extended for all of next year and so we should be participating in that so it should be a pretty similar year to this year revenue and expenditure wise so now i'm looking at the internal activity fund and again that's just we budget as a match the ins and outs and at the end of the year we'll adjust to match what happened uh so the preschool budget as mentioned that is new this year we're pulling that out of the general fund just so we can be a little more transparent with
that so we can see what's going on there so really there's really not many changes it's just that you can see it separately now and so on in the preschool budget the local revenues is that's tuition payments and then the state revenues is gsrp can you say that one more time ben please what's that local revenue is so local revenue is tuition payments okay so what we charge students non-gsrp kids and then the state revenues is gsrp okay thank you i just wanted to clarify that and then the debt retirement budget so that's just budgeting that 1.52 mills you know that's what it would take to cover our interest and principal payments for the year so is there any questions on any of those ben i don't have a question but just to clarify when
you go back and look at the general fund we we put all of our esser funds in there some of them have been allocated for and some of them have been not have not been up to this point because we have some time to spend those correct yeah there's some we have some expenses allocated for sure but then there's a little it's so wide open while you can use it on is that we could use it on things already in the budget but if some things come up for the year we we can use that as our money as things develop throughout the year okay thanks i just want to make sure we were clear on that ben do you know about how much is in the budget um that's not allocated for expenses around
the neighborhood of 20 000. okay yeah thank you does anybody have any questions about the budget all right ben thank you so much for all your great work on this and being with us virtually this evening no problem we appreciate it we have our renewal of our contract coming up in our business items very happy with your services uh ben yeah you take it i'll take it and then i know you can't see us and if you could i have a small tear coming out of my eye but ben has opted for a variety of reasons i'll let him talk about that he this will be his last budget hearing with us he's going to move to a different district i'll let him take it from there yeah so as he mentioned um i am
leaving my position with the isd um glenn lake has hired me i know but i live in the district and i'm going to have both my kids will be there in the fall one starting preschool the other one was in kindergarten this year so i mean honestly you guys have been a great district to work with in you know northport as well and it's nothing to do with either of those districts you know it's just really being able to work in the same building as my kids that was just too good to pass up so thank you for everything it's been a pleasure congratulations ben and we appreciate everything you've done for our district and ben from a person who's had that opportunity to do that for a long long time you will enjoy seeing
your own children in the hallway and they can pop in and see dad so hats off to you total support for your move i personally wish you well you've been a huge support to me in our district but i just want to say thank you very much for all your service you provided for us you will be greatly missed but i have been assured we will carry on you're in good hands and it's not like i'm going far so they can always get a hold of me so thank you thank you ben anybody else have any other questions and willa can get ben out of here so to speak yeah literally yeah all right thanks ben thank you back yeah thank you everybody thanks that brings us to our final opportunity for public comment for
the budget hearing there will be two more opportunities actually three three in the next meeting all right so we will adjourn this meeting 704 pm and then call to order just a second i'm sorry you're fine mike do we have any guests coming in and they want to come in now ben do you need to be out here anymore can i hang this up i think i'm good unless they need me for something all right thank you you know it's good for kids so that's why i'm assuming we still do it because it's great for kids to have that early education um do we know if that loss per child is like 774 dollars oh sorry we should probably wait till we can yeah can i stop you because i don't want to violate the
oma we're not in right now i adjourned the prior meeting but we haven't called the next one to order all right that's okay so when we get to the superintendent's report okay then that would be a perfect time to ask jeff that question i'm sorry i just don't want to uh we'll be back around yes oh that's from god sorry all right okay so we will call this meeting to order at 706 pm and again all board members are present with the exception of stephanie okay thank you um [Music] i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all right so let's see we do have an addition to the agenda under reports yes
we do we'll end that at 2021 10.5 okay and it will be a discussion regarding my evaluation prior to going into the business portion of the meeting all okay so our first item is the consent agenda which includes the minutes from the may 10th regular school board meeting the may 17 special school board meeting the financial report and then approval of tonight's agenda with the addition that jeff just mentioned anybody have any questions or comments on any of those items if not we'll entertain a motion to approve thank you katie is there a second i'll second that motion promotion by katie in a second any discussion all those in favor say aye i'm approved same sign all right takes us for our first opportunity for public comment is that my turn yeah okay sure oh
no we have you uh yeah almost almost as long as there isn't there's no ones in the um okay yes now you're on thank you so i really wanted to get some kids in front of the board as far as what coding looks like what coding is and um we've been trying some stuff out this year with our limited exposure and the pandemic and stuff like that so what i did was i took mrs samro's sixth grade study guide and we went to the gym like once a week to go over um quoting because we have some small coding robots called spheros so these three gentlemen here volunteered to come in and speak to the board and speaking of uh student lead and them running the show i just said hey i want you to
present something about coding to the board you can make a slideshow if you want to then i was born today and they you know they did it all so i have no idea what's going to happen right now but i trust them and as usual um they'll surprise me and they'll surprise you with how articulate they are and how they present it i'm confident in that no pressure all right guys i'll change your slideshow as you go through it okay over here so you want to come on up here to the so they can see a little better first um so first you're probably wondering how does this robot help educate other students well first of all it shows other kids how to code by making it easier with blocks telling you where to go
how fast it goes what direction you should go in and it makes um it makes it less complicated for beginners because like you don't just start off typing it and then already knowing what to do so the blocks make it really easier for people that want to begin coding so you can also type your own code if you wanted to if you're that progressed in coding if you do it for a really long time and are pretty used to it and it also makes fun challenges along the way for instance like you can set up bowling pins and make you do a course and code the course and for it able to do that how does it make coding easy the sphero mini's coding system uses simple coding blocks that you can connect together to
form a code a based and it helps you learn to progress to real typing code as you're learning more let's say you're already advanced you can you don't have to start like a tutorial or anything you can just go straight ahead to typing and there's also other different activities instead of just typing you can program your robot to draw like you would draw on a computer screen and then a sphere over boom and make that same throne how does it make it fun to learn it allows us to control something that actually moves instead of making us imagine something that's moving or getting it for grade as an assignment you can also build obstacle courses and it helps demonstrate like what's happening and you can see what actually works and you can see how you
can experiment with it and you can use that when you grow up in real jobs like if you were cutting a rover to explore a canyon on mars i wonder if it's got the ufl charger with it yeah do you want to run get that and we'll plug it in and see if that activates it so to summarize a little bit more about what they were talking about um a lot of the coding that we talked about in elementary computers last year it's these little blocks that you can drop and drag and snap together to tell something to do something it's just giving something instructions and that's how a lot of things are done whether it be video games or programming stuff so there's a lot of jobs for coding um all different age groups
and nationalities and female and now we need more of everybody to be able to do this so this these robots kind of give you that opportunity to do that in the real world he was talking about the coding is not dropping and dragging blocks it's it's typing stuff so there's a good like transition into that kind of thing are you guys to the level where you're typing code yet is that okay so this is working just over in the library huh it was amazing [Music] i i will say that mike would work with the students um usually um in afternoons and we would look for a student we couldn't find anybody and they'd be sitting down in the gym on the floor playing with these robots and having them do really fun things and the
students were so engrossed in it that they wouldn't even notice that other people had come into the gym where they were working and it was just a lot of fun thank you that's a good idea you want to do that right now someone [Music] was any of this done in conjunction with newton's road or there i don't know if the little robot came from them or no i don't i don't believe so mike was that from newton's road no okay uh any other questions is this your first year than trying coding or have you been doing it um have you been doing it for in fifth grade but it's not been on the robot more than on your computer um this robot you can it'll obviously change the light color it's in the case so
you have to charge it obviously but there's also another certain case that you just put it around it just helps protect it and shea built the course that you would for example program to do but don't have time to set up the bowling pins um so just by using the code first so first what you do is you aim it which means you aim it there's a blue dot that goes around and when the blue guy is facing you that means it's aiming move so the code will go right so like if it's not aiming you in this direction it'll go the opposite way thinking that the person is over here so but the thing so you have to connect it to the computer in order to do it which is obviously not working so
so you connect the robot to the computer yes program it yes it was so funny i was looking all over the building first a student whose parent was there and they were quiet and until i saw a light dart under a table i finally realized there was someone there this is with the isn't it cool in the old days you didn't learn that way you had to memorize everything and you're in what right now so kind of going off of the question that was asked down there if there was a robotics after school group would you guys be interested in doing something like that you would definitely okay that was a that was a quick yes [Laughter] cool that's great all right can you just finish up by saying um what are some of the
things that you control when you code like one of the things that they have you put into place so obviously right now you can control the light color you can like i said do obstacle courses or you can do your own like we do like you can freely move it by just testing it out and changing the colors to the color you like like what we did we would just play like capture the flag and put a bowling pin and protect it somehow with these slots and you go all around trying to knock the blanket down which you can do all sorts of creative things what other variables make it uh get through the output what variables do you change you can change the speed how fast it goes what direction it turns to and
um how long it goes there's also like different types of blocks like uh sound blocks you can type in a sound and it'll say the sound you did something really cool um you can do variables like if they bumped into something this happens and um you can do light colors like changing the lights for some reason um and yeah that's pretty much it that's good all right thank you so much um the main reason that i i personally want to push coding is number one the problem-solving aspect of higher order thinking the trial and error um failing re-trying failing retrying a lot different than your standard type of education where you're learning something and you take a test at the end and it's you know you may fail some certain questions but you don't have
that immediate comeback try it again until you succeed and the second thing that i really love about coding is the skill of perseverance in kids we see this a lot with kids these days where they get to the point of frustration and now now what happens do they try and push through and solve the problem or do they shut down emotionally and so working through having kids being able to get to that point of frustration that we all as adults get to and what do you do at that point with that obstacle so i really like that that takes that that child up to that point of frustration and then we work through how to do that so it's not really just coding you're talking about it's life skills and problem solving so i really
want to keep that going and revisit that and work with mr tiles to get into classrooms and be able to do this next year with multiple grades so thanks for giving us that time sorry disneyland micah what grade level can you start to introduce these concepts year so the blocks are really simple to move and you know kindergarteners can move the blocks and cause things to happen on the screen no problem and these uh virtual kids took these robots home for two week increments this year so it was just a very small sampling but it was k six virtual kids that did that through the ipad so and they had success and they really liked it how many robots do we own uh i think we have ten right now that we've purchased of those
little sphere guys but we have um other sets that we're working to get in and utilize as well and mr townsend actually does coding in this ap coding course as well you can see that on the high school website they've created a few games that they've made that you can look at through that so it's almost the same exact kind of thing that we're doing transferred over to him it's fantastic thank you do you know how many other schools in our isd are doing something like this actually hands-on teaching it the way that we're doing it um i know that the isd offers like hands-on materials i haven't looked at exactly what they have so i assume that i mean and coding is a big topic in technology these days so i don't have any
hands-on stats but i would assume that other schools are doing that okay thanks well thank you very much we always enjoy those student presentations and with covet and being remote for a year we that was definitely something we missed so thank you so much for bringing it back because they're really always very informative and the kids do such a nice job all right next item on our agenda is uh the superintendent's report all right thank you uh as when they close out a school year it's pretty busy and this one is no exception we've been not only shutting down this year but getting ready for next year with lots of meetings in between we've had a number of meetings with the health department so those those are starting to slow down a little bit our
administrative teams continue the week meet weekly and we'll spend a lot of time through together getting set for august as a reboot to a new school year i did present to the rotary which was a was a really good experience and i enjoyed doing that i had a nice conversation with a virtual it was kind of the state of the state of frankfort alberta area schools i think that went well and it's nice to get out into those groups i think we're going to go face to face fairly soon today which will even better district leadership team meeting has taken place and our last day of school is tomorrow with a 12 30 dismissal and then we have a foundation meeting on the 25th of this month i believe at nine o'clock uh graduation ceremony
i wish matt was here he had an emergency he had a deal with this evening i thought our guest speaker was outstanding i thought he related really well to our students grabbed their attention and i was fortunate enough to stand next to to our speaker as kids went through and i didn't just put that in there about every other kid said thanks that was a great speech and a lot of times kids don't say that they hustled off the stage so that was a true testament to him evaluation my evaluation for this school year will be up for an added discussion and there'll need to be an action item by by end of this evening at some point mike and i did meet with a gentleman cyber security one of the questions we will continue
to have with him and i'm sure we'll talk with others mike's been in contact with the isd just the whole idea of cyber security in the history also this happened a lot but there have been some school districts that have been in trouble with that so we are investigating that uh our set sag insurance company is starting to ask this weeks to look at on how we can attend so that'll be more information to come like anything else you thought you were right for the july board meeting yeah to have a gentleman talk a little bit more about on ransomware and back up and back up your data and that kind of thing um i had a quick question and maybe it goes later when we talk about the bond but um is that something
that bond series funds can cover is cyber security uh that's a really good question i'd be surprised because i don't know how much unless it was a hardware-based thing that's that's a good question i'm not sure it would help a little bit with if we had um hardware that we were backing stuff up onto to get our data off-site but a lot of that kind of stuff we can do through the isd without any hardware so not much of it i don't think you come out on hardware typically will come out and the rest of it is it has to be packaged in and so forth it gets a little you have to just ask a lot of questions with that but but this is not in isolation from the isd either just looking at
some other things we might be able to do summer school and credit recovery programs will take place beginning as soon as this monday i know anne has some conversation in her report and i can update for matt's report as well we've also applied for additional funds ben made mention of 23 b funds those are some additional funds for summer school although the last conversation that i was in the zoo meeting with the superintendents is we may not get as much that was promised but we'll see anything we get will be helpful and the balance of that we'll use out of our s or two funds a summer child care migrant program will be up and running it runs june 20 excuse me our summer child care begins soon uh the migrant program runs june 28th
through august 11th and i think the last count around twenty 20 five twenty five that's what we have as a couple days ago uh staffing is always uh you know this is the time of year we look at staffing we look at programming we look to see if there's anything we can do differently um maybe an offer new program here or there there's always some internal shifts um there will be some internal shifts and the elementary school land is still working on those i think we're pretty close uh even with that internal shift we will need to hire at least one more additional staff member which is really the opposite offshoot of two fourth grade sections or this year we've had one and that will continue as we go through of those years we're also
looking at getting some additional help at the junior high school for kids and academic help and we're also looking at how we might be able to use some of those esser funds some have been allocated but a lot of that's still going to be based on need we did put it in the budget to make sure we were covered we'll see how much of those funds we actually use over time those need to be used up by september of 30 i believe june 30th of 2022 that's r2 and then a new sr3 batch kicks in later on school calendar i'm sorry that wasn't your packet um it's at your table now and that'll be uh an action item as well this evening we're at 180 school days 185 staff days five staff td days uh
winter break will run uh through january 3rd and we'll come back on a tuesday versus a monday and then we have that spring break there as well and some other items our last day of school would be scheduled for june 10th and as i said that's the action on the calendar a little bit mr jeros is here our teacher of the year um and thank you and mr tiesworth is also here so it's fitting that they're both here to this evening and congratulations there's information that follows a press release after the report so i want to thank both of you gentlemen for all of your hard work and it's really nice that your colleagues have acknowledged what you do so [Applause] uh back to bond funds there's about in serious remember we have three series
in series two we're at about 25 000 left and that's going to be used up for our junior high gym floor completion so series 2 will be empty and then we'll begin series 3. we've already done a bus purchase school lift purchase and talking with mike tysworth over the next couple summers we'll probably expend around 200 000 dollars for upgrades and devices and all those other things that mike does such a great job with the gym practice field we're working on getting that bit out that'll that work will probably take place later in the fall that's the best time to do that and i've already talked with coaches and so forth that are working on some alternate areas to practice elementary lockers that bed should go out this week we hope to have that work
done over our winter break in december and then the junior high gym doors that's ready to go all for bid as well so when it's all said and done we hope to have all of the junior high gym work completed new elementary playground and upgrade we're working on that we do have one bid and i'll be working with ann and to see how we can get some more information out okay a new bond proposal update i've worked with paul stotter i will continue to do so that our ta our increase in our tax evaluation will make an impact on what that could look like down the road um continuing to work with dan lamore and jeff hogg and then a couple marketing people and still working kind of still a work in progress i've met
with the k-12 staff i've met with high school junior senior high school staff alone and then i've had a number of conversations just one-on-one conversations with staff and a lot of those conversations i think we're understanding that we're impacted with lack of space here because of our great preschool program that continues to blossom and move which causes a little bit of a space issue on our already cramped site so we're looking in how to deal with that and as we move forward you know part of those obvious questions are separability and then we go back to having that conversation about an opportunity to potentially put our sixth seventh and eighth graders in one spot so that's going to be a continued work in progress as we move forward true true law notes are attached i
also gave you a copy of our capital projects it's that colored copy that puts us at about 25 left in that series two and you can see all of the great things we've been able to do with that bond proposal it's pretty amazing what we're able to do and what we wouldn't be able to do without the bond monies um i believe the true law notes are of course there and i'll go through those in a second but i'll stop for a minute and see if there are any questions i just had a quick question about um summer school is that going to be all in person is it virtual is it both it's all in person so all right we're hoping that the land of virtual comes to an end we are and i
can talk more about that later but our intention is to not offer our panther virtual program next fall this coming fall so we want everybody back face to face have we done last year we did a survey at the end of the year about how like it went when we were emergency um everyone was virtual and whether people had internet and stuff have we done like a follow-up about how this year went no we haven't and i'm questioning about if they're comfortable coming back next year for in person and stuff well that's all those questions we've got to continue to work on um i'm sure there'll be a few but i i it's also hard to predict where we're going to land you know in july we're going to get through this coveted plan through
through june and then hopefully we'll have some more information on how to plan for the fall but at this point we are not planning to offer any panther virtual program we will still have some michigan virtual and some dual enrollment type things but um as far as ingenuity and so forth we want our kids back face to face i summarize that okay mr tysworth okay yeah i think we'd still plan on a survey just to see what we can learn from the situation um should i i can move on okay yeah with the preschool um have we benchmarked other districts that have a preschool and what their loss her child is or how they might structure it i have not financially i have not i'm happy to do that i can check with amber on
that jeff i just had a few questions um i'm excited to see the foundation ed foundation's meeting um is stephanie our rep i don't need that amy thank you amy would you mind giving an update at the july meeting then that's fine stephanie is technically the rest that's true would love to hear what's going on with the foundation um and then i'm sure ben was all over it but just to verify all of our expenses additional expenses for summer school because we do have more students and sessions that was all in the the expenses through june 30th we're in the amended budget that we'll be approving tonight and then the additional expenses from july first through the end of the summer are in the proposed budget that we're in the so yes that's correct perfect
and my last question is under the new bond proposal update when you say there have been questions about staffing sustainability what does that mean well what are the questions well i think one of the questions is what is first off we have to really determine what that middle school concept is going to look like as an example is that going to need some more support for that for that building so until we get that figured out i think the question is as we build that how many more staff will that take and it's really no different than we've talked about before you know how do we sustain our budget how do we sustain the staffing and so forth but that was that's where that comment came from right do you think i mean we've we've
known for five years i don't see this as a problem though yeah that's your question okay because we've known for five years that we were gonna at some point need to add three additional staff members back into the district when we absolutely had those groups come those three years come through we didn't lay anybody off it just happened that people retired it had worked out beautifully people retired and we just didn't replace those positions right but then knowing that because those positions have been vacant when the need arose again we would be hiring and so whether our sixth graders are in one building or another the staffing needs to be essentially the same this should be essentially the same the only thing i could see that might be some sort of an addition which we're
trying to put into place now would be some junior high or middle school academic support we're already starting to build that right so i'm just relaying with some of the concerns where i've been continually having those conversations i just want to make sure there's not confusion no i don't think there is the need to fill these steps these vacancies as they as the need arises again no i don't think that's there at all i think it's just continuing to have those conversations and line it out and from a budget standpoint we've been planning that i mean that's part of the reason that we have a fund balance higher than we have in the past i mean cobit's part of it but also because we knew that at some point down the road these expenses were
going to come up again and we needed to be able to pay for them so we've been absolutely laid the foundation to be able to support those positions ever since they they were created when these kids that are what now in sixth grade were in kindergarten well and that's up to me to continue to have those conversations look we know this is coming right that's why yeah they look like 27 percent but it's there for a reason okay so yeah thank you yes a question about the staff for the summer school without how many more steps than like say that year before last year well we've never run a summer school at the elementary in a long long time um so what we've done is we've posted it and then we have a number of
staff but they're not teaching the entire summer school so there's probably 12 staff eight eight plus an aide yeah but but they there's two six two three week sessions and one two week session and you have to offer summer school eight weeks and people especially after this year they were pretty tired they weren't ready to commit to an eight week part of their summer so what we did is we just divided it out through ann's work to say will you take us when you take a three-word week block so we obviously we're gonna have we haven't had a k-8 summer school in a long time we've had credit recovery at the high school but not drilled down to ka especially k6 so okay yeah and that as i said that's one of the reasons we're
able to do that this year is because we have some of those extra federal funds and we'll see where we land next year now do we do some busing that busting would be involved foods involved they'd have breakfast and basically it'll start around eight they'll have breakfast and then they'll be in class until 11 30. 12 30 12 30 and while they'll noon them launch and they'll be out by 12 30. now will the migrant children be involved in that not in that program they'll be in this building but they'll have their own separate program their own instructors and what we basically do with that is we rent the building to the isd for the market program and they come from we still come as far as sutton's bay we used to yeah i don't
know what this year is going to be yeah i'm not sure and we're still working on the numbers too right now it's about 25 and way back when it was probably up as high as 40 to 50 kids so how many students do we have during the summer recovery program this year in k-6 we have 51 we have some kids who will be doing it for more than one session some for three sessions so total there'll be 68 kids and are the numbers up at the high school in the 9 through 12 like comparatively no they're probably pretty s pretty stable in the credit recovery piece but there are some kids involved in a in a junior high summer school program that we haven't had in the past okay those numbers are are different yeah
yeah and jeff the one additional new teacher that you reference is that in addition to backfilling the retirement for this year or that is the retirement no there's one more episode okay from the backfield okay um amy i don't want to skip your question on preschool um but i think i can look for more of that information to see where we're at with that see what other districts are doing and i think part of that you know it's part of that we've had that conversation you know we really have three pools of preschool we have gsrp which ben references state money and then we have kids that have tuition that's income based yeah so that's the part we're trying to figure out did we benefit from i know the community foundation raised money to save
some gsrp spots in the isd we did yeah amber's asked for everyone she's asked for we've gotten so i think we're up probably five spots four slots from last year which is also really helpful so that i don't really know that number will be that large that's what it's been projected but amber and i have been working on some things to try to figure that out so we'll have more as we go well we may get more funding next year because of the announcement that the governor just made they allocated a lot quite a bit actually a really sizable amount of money all for additional gsrp slots around the state so hopefully our district will be the recipient of some of those well and if they change the incomes the income ratios a little bit
and open it up to a few more gsrp kids that would also be really helpful so hopefully that comes with the money some changes in the funding structure um before i move to the true law notes one more announcement i forgot and it was very important announcement a lot of times people are asking you know how the kids do it was a tough year where are we at and i'm sure you've read and heard about the third grade reading law there's a certain cut score that kids need to achieve those end stops tests have been completed and we have zero that that that would have hit the number wow says a lot for anne's leadership but and it also says a ton for mike's health with virtual and all the stuff that we went through
through kobe um it's goosebump worthy we're still there so i don't know but remember we're streaming right [Laughter] okay we're going to zip through true law notes i just have a couple then i'll open up the questions just for timing the first one has to do with michigan finance authority law which we that's basically how do you make your summer pay rate or payroll in the summer to borrow money in the old we do not have to do that that's good news there's lots of stuff on post pandemic special education there could be some options to help kids we may have learned some things but none of that is required we're not required to return to virtual learning as well and it kind of goes back to your question aubry there's really not too much
in here there's some court cases some closed session pieces true and law on page 25 always talks about back to school basics and student discipline talk a little bit about that even to the point maybe some of the things that districts have learned over the pandemic is a lot of time unfortunately when kids are suspended or exposed expelled excuse me we don't we have some responsibility but very limited this could keep kids engaged with school if we ever have to go down that road and let's hope we don't and then there's a number of other things that we need to be aware of as administrators and teachers on how all of this works notice to parents and discipline and then the big one of the bigger areas we spend a lot of time on now
is updating our student handbooks and that begins on page 27 and a number of things that we have to have in those handbooks that we go through with a fine tooth comb and look at uh as we move forward i had a quick question in that section actually so first of all i wanted to say i remember that last year we did a big overhaul and did a big overhaul on the um on the handbook and i think that's awesome um and i just had i was confused a little bit and maybe you can answer this maybe you can't on the left side here of 27 they talk about how a student handbook is does not create a contract between the school and parents or students and that the handbook can be reviewed or changed
or whatever but then on the other side it says like that they recommend each student and parent should be required to sign and return acknowledgement that they've read and understand and agree to comply with the handbook and to me that sounds like a contract so that's why i'm a little confused on that that's the suggestion that we try to go by but i think what that is saying that even if a parent chooses not to sign that does not let them off the road okay that's my that's interesting it's an acknowledgement as opposed to an agreement to follow okay thank you i was confused what the difference was and that makes sense thank you um the remainder of this is really doesn't apply to us uh per se there's just some more legal cases and
we always read these to make sure we don't end up in true law notes but um there's a couple things that go through so a lot of this policy and so forth that that's it for this round um as i said we continually review our policies you know what will come up shortly um after our finance committee report so that concludes that report unless there are other questions all right the next item on the agenda is the extended copa 19 learning plan for june let's hope this is the last time we have to talk about this we do need to acknowledge this because we're still in session but our plan has not changed and that'll also be an action item there's lots of questions what happens between now and june 30th and that's why we're
acknowledging this we're going to stick with our plan as written hopefully there'll be some changes in july and we will see but that's what we're going to do tonight is just to prove our continuation of the plan through june 30th i'm not sure what happens after that to be perfectly honest with you we'll have to see what the next set of directives are and then what next year is going to look like if we could only guess i don't know um i just don't know if we'll be back with masks or we'll be back with another covet plan i think it depends how things line out over the summer um i just don't know that's the best thing it's right here so you'll be using this plan so you mentioned we have summer school and
credit recovery starting started today yep right or no next monday next monday so you'll be using this plan for the summer school through june 30th correct what's the plan for july and august i think it's it will depend if they it will depend if i get a directive that says you need to extend your plan into into july and august for summer school that's what i'm waiting for with the michigan department of health okay as an example i was asked today um one of the things in this plan is that we um disinfect spray rooms every morning at you know five in the morning before kids arrive we will continue to do that through june will for the build for the rooms that are being used so until i get permission to say this is
now we don't have this is not enforceable anymore okay so you have an update in july okay um any other questions for jeff on the government plan for june is there any public comments specific to the coveted 19 learning plan thank you all right we will be voting on that and during our business session segment of the meeting so we will now move into our reports and discussion and the first item is the finance committee report all right the finance committee met thursday june 10th at 7 00 am in the conference room it's for attendance office ben pavis was actually there and he presented the 20 uh 2020 2021 budget update um as this near enclosure which went over this evening in more detail he also presented the working budget for next year that he
presented to you guys this evening we went over the series 2 bond update the plans are unchanged for how to spend those monies and jeffrey talked about that tonight about the gym floors of technology and then we talked about series three bond update and somehow some of those monies will be spent including um the bus purchase and the school lift purchase we discussed a possible new bond proposal in the future and that was touched on tonight and the next finance meeting is thursday july 8th at 7 a.m thank you anybody have any questions for julie here i just kind of have an ad um i've already been linda blocky and i and sean biddle from the isd we've already been in conversation about the transition losing ben and we've already what they've basically done is
restructured some of the ways they're supporting districts and not every district in the isd does it this way some have their own business person that runs the district basically from a financial aspect and payroll and so forth yeah um but um so we're bob and i are in conversation a little bit today about what that model is going to look like so essentially there will be a replacement basically for ben and then that then that person will have a couple people on on the team that supports other districts as well as our own so it's kind of a new model hopefully you know ben has been great nicole is great i'm sure you know they take good care of us but it's a little bit of a shift again so we're just going to write
it out see how we do so what you're saying is like we had nicole was with the isd and then she went to kingsley yeah right and then now then the same thing is founded so with both of them we had one dedicated person what you're saying now is we're sort of going to have a team of people well yeah what we'll do is they're restructuring a little bit where um her name is heather will will be the lead person for bellar buckley us and elba but within that team they'll have people to do payroll and federal grants and so forth but you're going to still have one point in contact oh yeah my point of contact will be heather great yeah so why why is it that we do use that program that we
don't have our own such as kingsley glenn lake but is it just a budgeting part of its budgeting part of its size of our district part of it um is all of the federal programming ingredients and so forth that come with it that support has been always been really helpful um and i think we got away from this many years ago i can't remember how long and part of it was bigger districts tcaps and kingsley and you know when they have three times as many kids the people accounting comes into that which we do our own people accounting so the purpose was just part of it was financial part of it was just um i guess honestly to rely on some expertise from the isd for smaller districts it may be something we want to
look at down the road but it would take it would take additional hires [Music] well and also because of the size of our district and perfect i'm wrong but because of the size of our district there are a lot of services that we use through north ed that larger districts would employ themselves correct and so that would further i don't want to say complicate but um it would just create more work from a from a finance standpoint and also applying for grants and those things you mentioned that that support team will be helping heather with and because we don't do those things directly in our district we don't necessarily have those needs and so what is a what is a full-time job for a large district that is more complex wouldn't necessarily create the same
amount of work for a district of our size and there's an expertise level there as well yeah and i'm first to say that i really rely on the isd from an expertise from grant writing and federal law and all that other stuff so and as you know you've probably noticed in the pack that we'll be voting on a two-year contract and the expense is just over sixty thousand dollars there's no way as a district that we could employ somebody full-time with benefits for the same cost is what we're getting these services for what i'm hearing you say we might not need somebody full-time correct yeah and they do a phenomenal job and they cover a lot more than i i want to make sure we're clear that those services cover a lot more than just
payroll yeah they cover a lot of other assistance as far as the consolidated application to get our title one money is huge the reap grant for rural districts is big so you know it's great it's great to fall back on those people and do that so one other thing i've always found beneficial is that when something comes up or something maybe is new coming down the pike or changes they won they have a lot of intel on that because of their involvement in working with other districts but they also have other um other work to draw their like other experiences to draw their information from so they can say oh well this worked really well or oh we saw this happen in this other district and we want to avoid that it's been great for
them to to work in this collaborative right to be able to bring in that additional information so i i agree it's a good system i wish we didn't change but you know life goes on right that's what happens too okay okay uh thank you julie the next one is the neola policy update mike has always been super helpful with this and katie also served on the committee as well oh um excuse me thank you amy is there as well and we've walked through these neolith policies and i think probably what what people need to be really clear on we can sit and read a three-ring binder together it would take a long time and that's where we went to the format of having a couple board members on the policy committee to go through and
a lot of these policies are always their law more importantly as an example title ix uh sexual harassment policies change a lot so in a lot of them and that you guys can i guess should speak a little bit from the aspect of a lot of it is grammatical i mean there's really not a huge a lot meat to a lot of the changes but and i hopefully had an opportunity to look at it as a board member and a lot of it is just taking one or not replacing another word so mostly it was language change to reduce stigma i noticed that that was one thing i had commented on was that i was happy to see us change disabled person to person with disability like that was like it's a it's a change
that is important and i was happy to see that um i did have a couple of questions um one of them and it's just maybe it's the difference between and it wasn't in the it wasn't in the policy part like there's the policy parts where they're listed right it was up above it was number three the resolution for the open meetings act and then on number six it was talking about typed public comment can be read aloud and then it was number nine was about um registering for public comment um and i think that maybe it was that that was partly from february still but i was i was confused because i knew that we weren't doing that anymore right that's left over because these didn't these were these these were really winter get in
those but that was where that came from okay that's the open that was the virtual meetings which we've already done a resolution and i think that resolution came from true yeah yeah and that was part of it too as i was like what's the difference between where they're coming from or from misb um and then my only other question was um it was talking about vaccination requirement and i know that we're not planning to do that but i did have a question of do we know how many again this is part of going back to school and getting ready for that back to school um do i know what are okay i can tell you i can tell you from my from my health meetings you know what the percentage is about how many kids
in the yeah in the counties yes but as far as which students i don't have access do we know about our staff do we know what our staff perception is i basically could probably get close but i'm not supposed to know that either oh okay so it's it's heavier towards people being vaccinated but it's not a hundred percent okay that's what my health department tells me okay those are just my only notes anything else on the neola update and just so you know the process for all the board is what will happen next if these are approved and thank goodness for mike mike and i will go in and we'll make sure they're all set and then we submit them to niola and then they become our draft form to final form and then those
will end up in the board docs so that that's how the process works well thank you amy and katie the two of you thank you very much for taking the time to review those uh policy changes now and i think there will always be policy changes and there be administrative guideline changes you know that's just the way it works all right next item would be the elementary school principals report you should all have a copy of the report in front of you i included a lot of information and i forgot some important things that i'll add as well but we're looking at about 28 students right now for kindergarten so we have a nice group we have kindergarten roundup planned for august 23rd and we'll we're going to do it like we did last year
which was individual meetings with families and their child they come in they spend about 10 minutes with the teacher gets to look at the room and then we'll have health department screenings for hearing and vision and then you have summer school information we've talked a little bit about that we have three sessions one starts on monday the 21st runs through july 2nd the next one begins july 12th and runs to the 30th and the last one is from august 2nd to the 20th and so we have good numbers of students coming but also still small enough that they can really do a lot of one-on-one and the teachers will be providing hands-on face-to-face voice to voice lessons as well as using some electronics but with real emphasis on the interaction between the teachers and the
students um in order to get the highest yields possible for growth it's invite only and and that's because we try to identify our lowest students who really need the help we'll always have high achieving students who want to come to summer school and we really tried to target it to to take the gap and decrease our gap because the high students are here and we've got students who are at the low part and so we're really trying to help raise them and you know i will say that making phone calls to parents to ask them about participation has been really positive um and carrie and i have been making phone calls to try to get as many students as possible to participate is the two-week session just a longer day no the two-week session is
just a two-week session so that's some of our lower needs it's some of our teachers who aren't available any other time when we looked at and when we applied for this grant for summer school we had to guarantee eight weeks the only way we can give time off at fourth of july and still have eight weeks is to have a two-week session and then two three-week sessions it's just calendar um and some of the ones who are at the two-week session also attending another three-week session and a couple of cases we have students coming to all three and we're excited about that i just want to give a shout out to my elementary leadership team who really helped with the organization of summer school we got together and spent an afternoon where we just took
all of the test scores and then we figured out who needed to be here the most and then we built groups and it was fantastic work together we had some coast guard water safety officer wright helped organize that took our fifth and sixth graders down to the coast guard station and they did work with the coast guard in different groups all coveted protocol friendly in order to give them some information about how to be safe on the water we had an internet safety presentation to our sixth grade and then we had just a general presentation to fifth grade as well sixth grade has different needs than fifth grade in terms of social media and the things that they need to know about being safe and officer wright did that presentation for us i shared with
you an article about the forest restoration project that i talked about at our last meeting and this was from a conservation newsletter and i thought it was really exciting that they highlighted us you can't see the picture very well but also that we were the first in the state to do our conservation project so pretty exciting and the students loved that they loved being outside they loved learning how to use the little protective pieces for the trees they really enjoyed that day we had some reproductive health and i just included the name because it makes me smile every time puberty the wonder years a big shout out to tom thor and natalie higley who taught it it's not the favorite thing to teach um and then also to amy samero and sue hammond who were
incredibly flexible covering classes so that especially natalie higley could be freed up to do it so and we did invite panther virtual students to attend and i believe we had one student who attended read by grade three uh you heard that great news already a real shout out to the teachers k through three who made this happen um and just tremendous growth and and just such a a great relief but also something that we can be proud of we had our champs end of the year celebration picnic today and thanks to the kitchen staff this champs committee who's worked really hard all year shannon johnson tammy zimmerman amy robinson carrie aldridge also dave johnson who helped us with our virtual champs assemblies all years and then i don't know what individual class means i don't
know what i was starting to write there um oh the individual classes set together um so they would sit in their own at their own cohort group to enjoy that we had our final chapter book challenge we read over 400 books which was phenomenal sue hammond spearhead headed the chapter book challenges and got so much excitement for that we completed our end of the year m-step testing and our nwa we had a very altered spring at the elementary school so we had a lot of close to home field trips and they involved walking to the beach to the market square park or middlemen springs park ice cream and if you could tell by the amount of dirt on the students when they returned they had a great time and i think i think it was
really a positive thing for our community too to see us using what's around us um and and it was just it was a it was a lot more fun than i think a lot of the teachers expected even though it was smaller than usual sixth grade events tomorrow we have our sixth grade farewell amy somrow has really been working hard on that we'll be doing it in our courtyard tomorrow and it's bring your own lawn chair for all of the observers but again it's it's a way we can celebrate and really be safe in how we're doing it students will be presenting about the character traits of one of their classmates which is a really nice project they started a couple years ago sixth grade did get to do a couple of bigger field trips
one because they just have a single class and so they're already in a cohort they went on the inland seas school ship if you remember the thursday a couple weeks ago when it got really really cold and windy that was the day and then they also went to the leland leilano outdoor center and they spent an entire day doing ropes courses and um zip lines and all kinds of things that really tested some of their metal and amy said every student tried everything so it was really good um do our sixth graders usually do inland season lock they usually do inland seas um but the lock was the first time they didn't get it was and they didn't get to go to sixth grade camp and so this was a way that we got to
do something without doing something seemingly dangerous like having a sleep away camp first sixth grade camp usually uh camp i went to i was wondering about by bella yeah okay um on friday we had a field day ryan geros put that together and a good time was had by all it was my first field day and it was just really fun and a lot of the games that a lot of challenges involved working together and that was really fun so kudos to you and he had everybody everybody knew what to do it just worked like this it was beautiful panther virtual had an outing today where they had their end of year celebration and mike tysworth organized that involved horseback riding and learning how to juggle i really want to know how that fit in
but it was awesome and lots of lots of fun things that they got to do together outside lots of projects sue hammond's students wrote covid essays and they wrote about what their experience was like and she's contacted a magazine about possibly using some of that and she encouraged other classes to be participants in that and i was interviewed by first graders about what my cove life was and what my experiences were and it was really great to see you could see their their minds working um and the sixth graders have their science expo projects there will be a virtual science expo that will be posted at some point that they did amazing projects again and then just lots of other meetings so i wanted to make sure that i shared with you some of the
exciting things that have been going on even in a covered year any questions at all well this is a great report and obviously there's been a lot going on at the elementary school but i'd just like to tag on a thank you to mike tysworth because a lot of the things on here has been posted on instagram and it's really great to follow on social media and feel like we know what's going on in the district so mike thank you very much because i was aware of many of these things because of the social media posts so and i will tell you that the drone has been at two events recently here um and that's just really fun and the kids the kids love it when they see the drone and we had two drones
going at once at one event so yeah there was somebody else who had a drone at one event sorry sorry mike thank you very much does anybody have any questions for ann that's great maybe um i can i can go through though yeah you should have a copy there as well and before i dive into matt's report i just want to publicly say congratulations to amy sommero what an outstanding educator and she will be greatly missed but i just want to publicly say thank you to her and congratulations on her retirement she has too much energy to be completely retired but she's ready for a new adventure so we wish you the best regarding matt's principles report extravaganza for those who are able to go through once again great we have been testing and testing
upon testing we are through it all it's just one of those things that we have to do although it this time consuming a band concert went well once again this has been a lot of uh step back and punt but we've done really well with a lot of things senior class night was absolutely unbelievable and i'm i'm paraphrasing what matt wrote but there were over 120 000 of scholarships that went flying out of there and keep in mind you know that's a big number but it may not start out initially like that but a lot of those are like four year renewal scholarships so it really adds up and matt wanted to make sure you mentioned chris hollenbeck for all of her work as well i've mentioned commencement and there's a lot of people that
work together to make that happen and if we leave somebody out i'm going to apologize but brady leotard and dave baker and carl wentz and and mike carrington and frank and margaret and once again chris and matt there's just so many people that i really believe pull people off a really nice commencement and once again back to the recommendation um to get dr strzecker here it was really a good day and then project graduation once again this list is too big some of you are sitting right here at the table uh to go through and all the people that were involved with once again a really good safe fun evening for our kids to walk away from frankfurt high school with some really cool door prizes and gifts but more importantly i think they had
a really good time so uh for everything that has happened uh this year i'm just so pleased with how we just kept going and you know not everything came out like we had hoped but when we looked backwards there's still a lot of things that still took place so congratulations paul to everyone so that's matt's report and i believe that's it um but they the gentleman from from that rental group who sat there the whole night monitoring the mechanical unicorn said he said that by far and away our students were the most polite um helpful and impressive students that he had ever interacted with and he's done a lot of project graduations in the past and he could not say enough nice things he's like your kids actually talked to me they asked can i
get on you know and then thanked me when they finished and he said it just didn't happen at many schools so it goes to all the teachers and parents that have raised their kids well thank you for sharing that okay the next item is the agenda item that we added at the beginning of the meeting and um so just to recap in april we met and matt olson from north ed helped us go through the evaluation process using the marzano evaluation model for jeff and if you remember at the conclusion when for each of the domains that we rated the score came out as effective however we were above you know we we sort of went rogue and did some point fives and whatnot and so it was you know could have gone either way
effective or highly effective and we decided unanimously as a board that due to covid and the fact that many of these areas where there had been goals set in place jeff sort of his attempts at accomplishing these goals or working toward these goals were kind of derailed because of all of the extra efforts that were had to be put into executing in developing and executing the copic learning plan and the challenges that came along with operating the school year under copic so we had decided as a board unanimously that we would go with a rating of highly effective now that's on the in the performance portion of the evaluation which represents 60 percent now that the data has come in the other 40 percent of the evaluation comes from that's the student growth piece and
that came out as effective so on action item we do need to approve jeff's uh evaluation and and apply a rating for this past school year that's concluding now and that is an action item on our agenda it's um 11.5 and somebody will need to make a motion and so we just need to and somebody can make a motion and then we can have discussion or we can talk about it now it doesn't matter but um we need to decide if we somebody needs to make a motion whether we're going to apply a rating of effective or highly effective if and you could go two ways with it really um you could say we put 60 and highly effective and 40 ineffective and it's weighted to highly effective and so we're going to go with
highly effective or you could say that rating came out as effective and the student growth piece came out as effective and even though we had applied highly you're gonna balance it out and effective i mean it really could go either way and um i know it kind of makes it more complicated but i just think it's um there's nothing there's no difference in outcome right it's just a word correct you are absolutely right um and then everybody had a copy of the evaluation notes the recap of all of our discussions in the packet and so um this will be filed as well as so to speak so anyway i just wanted to mention that um one because the we no one had had the growth piece that just came in uh the rating on the
growth piece and then also um the fact that you know we'll have to make it determine what germ one's highly one's effective we have to make it determine which one we're gonna go with so um unless you know anybody has any questions on that right now we can certainly talk about it otherwise noodle it for the next few minutes and when we get to that action item somebody can you know yeah about jeff's rating but about the student growth piece where does that come from what data is collected to determine whether that's the complicating part part of it is the complicated part since we did not have we use a collective attribution across the district and which since we do not have scores from last year you always operate on a year back rather it
could be your m-step scores that's really really comes down to it comes down to some nwa scores but what we did we don't have anything from last year so we all we decided across the district that our data would be effective for this year because we really didn't have anything to fall back on so and that's something we went around and around two years ago and you know when we worked with the isd and you know you have everybody has a little bit different data so we based it on where our test scores fell and our assessment data and it came out as the range our goal and it was still effective at that time and since we didn't have any data from last year we're using that effective score again okay katie but on
a non-coded situation how it would work is each teacher would have their own rating based on their students scores at the end of the year compared to where that student essentially was what starting the year had finished the prior year right and then jeff's is an aggregate of all of the staff's ratings so so so part part of the data is specifically state assessment and part of it is local data so those two get all melded in i actually created a spreadsheet so i could figure it all out but it's probably more complicated than it needs to be but that's how it's set up and the long and short of it for this year is across the district it's effective for our growth well it certainly seems effective you've got all these readers 100 readers
you've got port valley victorians and all these high achieving people graduating from gosh there's a lot of evidence that isn't affecting and again we'll have another opportunity to discuss when we get to that listen okay well that concludes the report section the agenda we will move into our business items and the first one is the uh reconfirmation of the extended copied learning plan all righty i'm not going to read this one verbatim because it would be the same thing it's been for the last seven or eight months so um but as i mentioned earlier in the superintendent's report our covert learning plan has not changed it will not change for the month of june so excuse me it's the recommendation of the superintendent to reconfirm the extended covenant learning plan for june of 2021. someone
like to make that motion i'll make that motion thank you katie sir thank you wes we have a motion section second are there any questions or discussion hearing none all those in favor say aye aye opposed same sign and one the next item is approval of the final operating budget for 2021 and that's why we try to have our budget hearing clients in the meeting because it's kind of fresh in our minds as we went through with ben's conversation and we had an opportunity to ask questions if needed and so with that said we need to approve the 2021 this past year general ad food budgets and internal accounts budgets and then it would be my recommendation that the resolution be approved for 2021 gen ed food budgets and internal account budgets i'll make the
motion to approve the um [Music] final amended budgets for general education food budget and internal accounts any questions or discussion all those in favor say aye a closing sign thank you just so i don't forget the resolutions are there and we'll have to have a signing party correct when we're done here not for everyone but a couple of lucky winners mainly aubry um the next item 11.3 is the resolution to approve the 2021-2022 tax appropriation also called the l4029 and that is uh follows this action item and it's also what bennett talked about uh prior this evening so once again um that tax appropriation for 2122 was presented and discussed at the budget hearing uh also known as the l4029 and it's a recommendation of myself to approve the 2021-2022 tax appropriation resolution that that
be approved for ben's presentation probably the most important resolution we approve all year it is in our in our our district in our district of funding yes yes anyone like to make that ever so important resolution i'll make that motion thank you wes is there a second i was not confident we have a motion a second is there any discussion [Music] hearing none all those in favor say aye opposing sign this resolution is to approve action 11.4 to improve the 2021-22 general education food services debt retirement preschool and internal account budgets a little bit different because we did suffer out this separate out the preschool budget and this also includes the debt retirement going forward to 21-22 so it'd be my recommendation once again that the budget resolution be approved for 2021-22 general education food
service debt retirement and internal accounts plus preschool budget thank you amy is there a second we have a motion in a second 30 discussion hearing none all those in favor say aye same sign and we have a budget for next year thank you all right thank you uh the next item and i'm going to turn this over to our president 11.5 approval of superintendents evaluation anybody i'll be happy to start with emotion and i i would like to make a motion that we give jeff a rating of highly effective for the 20 20 21 school year anybody like the second promotion thank you katie we have a motion and a second for an evaluation rating of highly effective for jeff for the 20 20 21 school year is there any discussion all right um all
those in favor say aye opposed same sign thank you and thank you all right approval of the school calendar for 2021-22 that is at your table now probably one of a couple things to highlight is we know that started school we will have three professional development days that have not quite been lined out but those will are on the calendar uh we were our first day of school would be september 7th at our parent-teacher conferences that are scheduled we would then have a november professional development day no school we did extend our holiday break we would return on january 4th versus the third we had an extra day in there and working with the association that's where we thought the best place to put it then end the semester another pd day in february uh
parent-teacher conferences for spring and then a little mini day a half day on the court and then we move into spring break and then school resumes and no school on april 15th and then no school on memorial day weekend and commencement and then back to on the fifth and then last day of school assuming uh weather cooperates and we would still have our six uh snow days and we will be out on the 10th so we're at 180 student days and 185 staff days and then that's the narrative piece and then there's a graphic signaler in there one of the other things that we did bring back um our district leadership team we had a discussion our administrative team feels very strongly that we will bring back our late start wednesdays um we did not
do every day of the every wednesday of the month for a variety of reasons and we would of course get that communicated out to our parents when those days are and the start time and so forth jeff i have a couple questions first of all you mentioned a half day on the fourth and then go into spring break but it's at the end of the month it is at the end of the month um there's parent teacher conferences in the evening on the third oh so that's that trade-off day okay yeah and um this past fall we were originally set to have a holiday break similar to this one except that it had three days on the first week and then we went back to school on a monday instead of a tuesday and we
voted to change the calendar for there to be two full weeks so ten days at the holiday break instead of eight okay and you had said it was partially to be consistent with the tva schedule that's what's changed this is considered the we have to we're it's really highly recommended and we from for a lot of reasons for our district but also by law that you need to be consistent with the isp for your big breaks which would be spring break and then that three day before you go in to uh christmas break and that would be we wouldn't start until the 23rd one of the other things we talked about as a district is that whenever we have a day where there's less than two days a week in session you run that risk
so in talking with the association we felt that and and the requirement to stay with the isd that's how that felt so most of the schools in our isd if not all of them will be starting the holiday break they start school on the 7th they're starting the holiday break on the 23rd going back on the 4th and then they're on spring break the week of the 28th of march through april 1st the only day they might be a little bit different is they will go back on the third but we can get we're fine to come back on the 4th okay how many late start wednesdays do you plan on having whatever those diamonds are yeah 16 out of 36 weeks of construction does anybody else have any questions on the school calendar for
next year if not we can entertain a motion to approve this calendar i'll make the motion to approve this school calendar for playing 122. thank you wes is there a second look at that thanks julie okay we have a motion and a second is there any discussion on the calendar hearing none all those in favor say aye okay opposing signs and the calendar is approved all right the next item 11.7 is a higher hopeful approval of higher of an elementary teacher and once again this goes back to this is really the i guess fill the slot of the retirement but then there will be another higher we'll need to do because of the growth of the fourth grade um so as i said i mentioned uh amy samro's retirement and we did post and one
of our internal positions from preschool anna luxford applied for that open position and she has taught five years in colorado and most recently has been a classroom teacher in one of our elementary preschool classrooms she was a lead teacher did a really nice job in talking with amber wilson our preschool director uh anna comes highly recommended and also in talking with anne as far as her input with with anna throughout the school year last year and a half she would be placed at step four for the 2021-20 uh year put at that pay scale there 44 787. um it is the recommendation i'm going to include ann as well as we've had lots of conversation through the posting um that we hire anna luxford as an elementary teacher at the start of the 2021-22 school
year great question yeah what grade is she planning on very planning that's fine i'm planning on her teaching kindergarten it's a nice transition from preschool makes a lot of sense as you recall i mentioned the superintendent report there will be some internal shifts so okay yeah what is your educational background like bachelor's or master's she has a bachelor's i'm sorry i should have put that she has a she was a ba she has a bachelor's degree with five years experience of colorado 1.5 here in preschool so she she also has done a long-term sub for us in addition to the preschool uh and she she did a long term sub for for kindergarten and she was excellent so that was my question is why is she starting at step four if she hasn't been here
for i thought it was that she had to be here for four years to start it stuff or is that not the way that no that's not the case okay i'm sorry contract says shall give three years experience and then and it goes up two and that's where that's the number that we landed on got it okay sorry i was so they can get credit for years you can get credit for other services okay got it i didn't understand that thank you jeff do you know in addition to the the pay scale dollar amount is there a number that's calculated for the entire compensation package i don't have that number here but but i do know in having that conversation that is in the budget for the health uh insurance and so forth retirement and
all of that i don't have that number here um i could probably do some quick math um when we have an open position we budget for full and then that covers in case they are married with children and then if they're either married with no children or single then it just is a lesser expense than what's budgeted and that comes out in a future budget amendment yeah i mean this is fine but it might be interesting going forward to have that in uh in the information just so that you get the full picture of your compensation impact that's no problem would you also want the com so this is replacing this position is replacing a retirement so would you want the comparison to know what it was coming out and what was going back in
i mean just future ideas okay because you wouldn't really know the true impact of the budget about having both of those factors right all right i will make a motion to um hire anna luxford as the elementary teacher for the 21-22 school year is there a second thank you katie any discussion further discussion um since this is a higher we'll take a roll call vote wes yes my vote is yes katie aubry yes amy yes and julie yes thank you all right moving along this is our standard time to renew our lockhart fdaa lifeguard field rental contract for 20 20 21 22. that's also at the table the contract has not changed the amount is the same as the prior year apologize for not getting that to you sooner so each year the district enters
into an agreement with la frankfort alberta frankfort alberta athletic association for the use of the sports facilities at lockhart field which includes the football field of baseball and softball fields i've been in conversation with andrew johnson from feaa the contract for 20 20 21 i'm sorry that's a misprint 21 22. fix that will be in place from july 1 to june 30th of 2022 so it's my recommendation to approve the sign of the contract in the amount of 13 500 and i will add for the 2021 22 school year is there a reason that didn't go up last year because i thought i remember from last year that we were talking about oh it goes up around 11 a year and we hadn't done that for a while and that was why it went up
one of the reasons it went up was to was to offset some of the um work and the capital projects they were trying to work on oh okay i think it went up because it happened and that's what i mean is that because it hadn't gone up and then we we back calculated that it should have gone up like 11 per year and so that's kind of my question is why didn't we increase it 11 this year then instead of doing it two years down the road or five years down the road as well i think i don't have an answer for that i guess i i can if this is approved i can ask that question and be ready you know for the following year yeah i haven't heard that that was the number
that was given in the contract uh i cannot make a motion on this i'll be abstaining from this boat since i have a connection with the person with names on the contract so if somebody else could make the motion it would make a motion thank you julie we have um a motion and a second is there any discussion and due to the amount of the contract we'll do a roll call vote julie yes uh amy yes aubry yes katie yes wes yes and i'm my i'm an abstentioner [Music] we were into the approval of the the policies volume 35 2 that was shared with you uh thank you for sharing that like this past week through the word docs we i don't believe there are any questions that um we can act you know excuse
me have that conversation once you're moving forward so it's my recommendation of the superintendent and the fda's board policy committee consisting of amy and katie thank you wow uh to approve the neola school board policies for volume too so thank you amy for a second thank you all right we have a motion and a second or any discussion on the neola policy changes all those in favor say aye aye opposed same sign this is uh item 1110 and this is the approval of our annual mhsaa resolution membership for 2021-2022 um i can read all of this or i can paraphrase it please in order for us to participate in any tournaments uh postseason of athletics and all of the involvement and positives of being involved in mhsaa the board needs to take action to sign
off on this resolution and what this typically means to obtain the membership that is necessary for the fda's board of education to adopt a resolution included in your packet the resolution will also include sixth graders we do that every year well in the last three years probably we very rarely involve sixth graders but it does give us the opportunity to do so once it's ratified it must be signed by the board secretary and then i'll get this to dave jackson and he'll get this return to mhsaa so with that said in order to be involved with athletics it would be a really good idea to be a member of this group the recommendation of the superintendent and that fds be enrolled in mhsaa and the attached resolution is ratified i'll um make a motion to
it we'll renew our enrollment in the mhsaa for the next year 20 21 22. one second we have a motion and a second is there any discussion hearing none all those in favor say aye okay oppose same sign resolution is approved all right we are at 11 11. as we said before i go further i just want to once again say that acknowledgement and the work with tbaisd but it should say north northwest services in the summary and i'll reword that the district has worked with northwest services in a number of ways this service agreement focuses on providing the support to feas with business services we contact with northwest services each year of their support ben was our direct contact uh we will work on our new contact and there's a couple and i included
the agreement but really what it comes down to is all the services that they offer and there are a bunch if you have questions and at sixty thousand five fifty five fifty plus mileage to be paid quarterly for twenty one twenty two um and then services uh sixty thousand on five fifty i think we're back up let's move to the recommendation i apologize for that the recommendation is we continue with northwest education business services for 2122 at a cost of 60 550 which is not an increase from last year and the 2022-2023 school year at a cost of 61 000. and they want the two-year contract they're asking for the two-year contract yeah we don't know who yeah yes yep and i i think who you're working with is with the is with the isd
they supply who services us i would recommend it also says in the agreement that if this contract is an area that needs to be addressed there is a way to get out of the contract as well i think they're looking forward for continuity for their budgeting purposes and also for our it's the very last if you look at page 63 just if you're curious that talks about anything that they help us with and you know one piece that isn't on there is the constant phone calls that i make about what is and how about we have an idea for this and then the schedule attachment b is on page 64 and that talks about the given amounts for the two-year contract um i'll make a motion to renew the contract with northwest education business services
the two-year agreement cost of sixty thousand five fifty for twenty twenty twenty one twenty two and sixty one thousand for twenty two twenty three we have a motion a second is there any discussion hearing then we'll do a roll call vote wes yes thank you katie aubry yes amy yes julie and michael this year thank you all right that concludes a productive right brings us to our final opportunity for public comments our new swim smart system is in place which is just awesome um that's a traffic light styled warning system to tell you if you should be able to go on the pier or not green of course means go ahead yellow means maybe proceed with caution red beams don't go out and that's hooked up with uh no uh weather i don't remember exactly
anyway so that's all set up and that's ready to go another bonus i learned today from mdot the road whether it's school related or not out front here is going to be done july 2nd it's a secret but you don't know it on the face no no it's supposed to be it's um they're way ahead of schedule even though for three weeks there we were really nervous what was going to happen but they put curbs in today and mdot guy yeah july 2nd so that was huge and then um personally uh and andy miller uh father i just want to say you know congratulations to all of our seniors i know half the board before the board has graduating seniors it was just a lot of fun and uh also a big plus to mike
for always streaming everything and the social media has just been awesome so it's been a lot of fun to see that so just kudos thank you thank you thank you very much thank you from a lot of community members that aren't connected with the school how much they've enjoyed the video the video that you put together of all the seniors and um now the commissioners i tell a lot about frankfort schools and they love seeing the footage now it's like seeing all the stuff that's happening here even though i don't bring you very much information about the county they just love hearing about frankfurt school so it's really been kind of fun so we're doing a lot of great things here thank you all right thanks a lot andy that was all great information anything
else from the crowd all right our next meeting will be monday july 12th at 7 pm it is 8 50 and we are adjourned thank you all for your time this evening
