001is 701 so we will call this meeting to order and start with the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay let's see aubry is absent but may join us later um she had a coaching commitment this evening she's at a game um but we'll come if as soon as she's able to make it and amy should be here any minute she was helping with the track meet and i think that's done now so she should be here shortly all other board members are present as well as our student representative and matt and um jeff do we have any guests there are no changes i'm not really sure
002if the millers are guests or not i don't think so no so we're going to say no but welcome thank you uh any changes to the agenda no no okay um so our first item is the consent agenda which includes the minutes from the april 12 regular school board meeting the april 19 special school board meeting the financial report and also approval of tonight's agenda is there a second a second thank you stephanie motion by west second by stephanie approve the consent agenda there any questions or discussion hearing none all those in favor say aye okay opposing sign all right passes takes us to our first opportunity for public comment none at this time there will be another opportunity later in the agenda and so we will go right into your report jeff all right
003good evening everyone the report begins on page 23 you can see the activities that have taken place in april and may and may is we're halfway through uh just a couple of highlight items um trying to get in the habit of referring to tba as north ed we're all working on that as well i will be out of the district on thursday and friday back in friday afternoon attending the superintendent's uh conference our north superintendent's conference i had a conversation with greg webster and mike tysworth always helps me with that as well regarding policies and thank you and katie at some point we'll get our team together and we'll review those policies and i'll get those back to the board for approval uh there we've had some activity with the series three bond sale and
004i'll report that in just a little bit and then uh we did have our second community vaccination clinic which went very well and then paul bower from north ed our works with our data for all of the districts he was at our admin meeting and presented some local data and we're going to use that as we move forward so our admit team met on the evening of may 3rd and we spent quite a bit of time together in first of meetings to come on the preparation of the 2021-2022 school year again as i said the colbert vaccination clinic went very well hats off to our health providers in the in the benzilli in the health department they continue to work with us and i i can't imagine how many days we contact them a week
005but i bet you one of us of the three administrators it's at least three to four times a week just for questions and they're very very helpful our forestry project um that has taken place and they're still refurbishing that process i know we had students participate we had some adult volunteers and they spent a day or half a day on those properties beginning to put in seedlings to refurbish the force on march 23rd i've met with jeff hold from gmb architects and dan lemore crispin construction uh they were touring our district building and grounds looking at future planning and then again uh we met for continued conversations the uh frankfurt auburnery school long-term building and site committee i met on april 26 and the fifth to re-vote to review those conversations and then at our
006special board meeting on may 17th a week from today we will have i will present some more conversation with some help from that committee bus purchase we're going that will be a business item this evening frank does a wonderful job of keeping our fleets in line and we'll talk about that during business item 10.4 and he is requesting a new bus to be added to our fleet that's out of our series three bond funds that's where we'll use that purchase if approved later also a school lift purchase for those of you who've watched our present lift operate it can be a little edgy so we have worked with a company and i'll have that as a business item as well to purchase a school lift for the district that we don't have to go and
007find a safer one every time we need a project that's up in the ceiling so we'll talk more about that during that business item any questions before i move on to the troon drewn law also on page 24 following my report as uh just a note from kemah ross the district forester on how pleased she was great kids great teachers we have lots of great photos that you some of you have seen already and i believe ann even well that's a little bit different project there is one in there on that as well so we are continuing to move forward true law notes begin on page 25 and lots of conversation have taken place with our admin group and with staff as well year-end activities during events both ann and matt they put those activities
008in the principal reports each week and there may be some questions later on but we are following all of the guidelines as we plan for our year-end events if you move to page 27 it talks about some the hard cap limits for the medical benefit plans those new numbers are out ben from from north ed we began with the finance committee looking at our 2021 22 budget and those new hard caps are included in those conversations the next item is a is a court case followed by a second court case on page 28 and what i just to give you a little bit of how i look at these you know you read the whole thing but typically the last paragraph of each section or each conversation kind of gives you a summary that we
009share and i know matadan look at these as well kind of the synopsis and these are the things you need to be careful of whenever you engage in some sort of activity as presented earlier in their rulings and then you follow through it's the same thing and then another case on page 29 and then on june 14th we will have our budget hearing which will close out this year's budget set our tax base tax rate for the following year and we will move forward with that and there'll be some finance confirmation conversation in that report as well uh as you move through uh the rest really does not apply to us um the policy corner has to do with districts that have chosen to use trune law firm policy service versus viola we have excuse
010me we have not jumped to that quite yet so that doesn't apply to us any questions on law notes or questions about regarding my report thank you jeff next item on the agenda is the extended covet 19 learning plan all right as usual um our plan has not changed there has been some conversation not even conversation in this area there's been some conversation in southwest michigan on quarantines and so forth we will continue following our quarantines if needed we'll continue following the same items we have in place for our health plan now and our code plan the only difference is we will be using a 10 day quarantine if needed versus the and that's fine with the health department but everything else will stay as is until we wrap the school year up at least
011any just general questions on that and just to confirm maybe you said this and i missed it but if someone's been fully vaccinated they don't need to i did not say that but that is correct yes if our if anyone has been uh vaccinated they do not have to abide by the quarantines even if they had a close contact which is in some respects is a is a good motivator because it does give you a little bit of a safety net to not have to go through that quarantine process all right so the next item is public comment specific to the covid learning plan and there's none thank you all right we will move into reports and discussion um first one is the finance committee report stephanie uh yes uh so the finance committee met
012on may 6th and we had a pretty good discussion about general fund budgets reviewing reviewing where we're where we're close to closing out for this current school year and looking ahead to next year so as jeff mentioned that budget is going to be presented soon for the board to review and um and vote on so we will look forward to that also looked at the the esser funds that are currently that we have and the astra funds that are projected to be coming over the coming years and some discussion about how how that money is going to be sent spent looking ahead to our series three bond update we will have those monies available by the end of this week you thought by 5 15. and finishing out series 2 the gym doors renovation of
013gym in the practice field is is currently the plan for finishing out those funds as we've discussed in the past quite a bit and had some discussion about the new bond proposal which is going back to jeff's conversations that he's been having of what our needs are so we will be discussing those coming up more detail in in the coming meetings and then of course review the new bus purchase and the new school lift purchase which are going to be voted on tonight and then an additional thing that we talked about that wasn't on the agenda but era brought up a great point of why don't we have a separate preschool budget like we have a food service budget so that we can be watching that money closely so that's something that may be changing
014in our budget going forward so we can separate out those that what goes into funding that that piece of our school so that was it thank you any questions for stephanie all right thank you stephanie next item is the technology report uh a few things um our end of the eea testing for panther virtual is complete it's not really technology that's more intervirtual stuff and so far we've done the 11th grade and the fifth grade for m-step and that seems to be working smoothly with the technology that they have i'm working with jeff where i'm going to invite a security consultant to come in and talk to me about things they can do to help us secure the district better and to just make sure there's any any vulnerabilities that we can find out what
015those are there have been some ransomware attacks in michigan one down in richmond and the isd is working really hard to make sure that their part of the system is protected as well they're probably the first place that would be hit before getting into our area because we're networked through them but doug olsen from tba has has recommended a specific person that may be able to work with me and make sure that i'm doing the things i need to do to keep everything secure and then also still working with classrooms to highlight teacher lessons and student work on a daily basis seen some great things around the district as always and i've said this before that i have a luxury of being able to be in both buildings to be in multiple classrooms so i
016get to see it all and i'm glad that i get to highlight stuff and i'll continue to reach out to those teachers because i'm sure there's things that are going on that are worthy to be on social media that are not being seen by the public that we want to get out there so we'll keep working on that any questions about any of that questions from mike just like to say thank you for looking out for our network security and protection of our data information very important all right next item jeff the 2015 school bouncers two and three update uh stephanie covered that really well from our finance meeting report just series two as she said we're working on getting those gym doors in place at the junior high gym to finish that project and
017another piece of that project and that those doors will probably use a little bit of the new bond series 3 as well but the floor will be completely redesigned and refinished as well out of series 2 and that will take place this summer as well so those are the two big projects most recently coming forward we are looking at the athletic field um to the south of the gym the big gym um just as more as a safety issue in some respects trying to get a drainage situation under control where it doesn't become a duck pond and a number of other items so we're going to work through that i've been working with josh mills on some elevation readings and then we'll try to get that pushed out as quickly as we can but of
018course you know that will have to be bit out and so forth but that's one of our next projects and regarding series 3 on monday or i'm sorry excuse me on thursday we will finish that process of not only selling the bonds and then those bonds will be available and there is an action item later this evening to ratify a resolution to ratify that sale and that's just the last piece to getting series 3 funds kind of liquidated and available to the district and then moving forward we have some other items as i mentioned out of series three will be the first big item coming out of there would be a bus and that that will be discussed later on this evening and then we'll continue to look at the needs of the district and
019look how we can use those funds moving forward so that's all i have on on those two updates thank you anybody have any questions on any of those items all right this item would be uh ann with the elementary school principles report so we're in our final chapter book challenge of the year and if you look down on the bottom left there's a picture of our bulletin board we are surfing the waves of reading and that bullish board is located right outside if you want to take a look at what students are reading so we are enjoying our final chapter book challenge and we've set a goal of 400 books before the end of the month so we're pretty excited about that we had amplify reading training on the 14th of april and amplify reading
020is a new program that's by the same company that does our ckla and we're just testing it out right now it's something that the intermediate or sorry northbound has been providing for us for this year we have had virtual champs assemblies the last one was on the 19th and i just want to say publicly thank you to shannon johnson and her husband dave because they take all of our rough footage and they put it together in a really fun virtual assembly uh since we can't be together and have our regular assemblies and all of the teachers shouts out to them aides who've done lots of videos videos of themselves um that they've shared also for those particular assemblies we had a foyersteen visit and foyerstein is a strategy critical thinking social emotional learning program that
021we've been using in our fourth fifth and sixth grade this year so we had a day-long visit and then we planned for next year as part of that visit we had our kindergarten roundup virtual kindergarten roundup on the 21st as of today we have 27 new students plus four potential retention so we're at 31 and that number always goes up a little bit over the summer we had our preschool mtss which is multiple tier of student supports and we had a pre-k into k transition meeting on the second of april i think that was actually on the 23rd of april uh installation of a little library you may have noticed that when we came in tonight we have a new little library that was logan foster who's a junior at the high school that was
022his eagle scout project and so our beautiful library out there is from him we started something called our panther pod project and you can see the pictures down there there are little signs that go into students yards so every class has a sign that says you've been panther applaud because you are kind the teachers selected the first person to get the sign and then the student who's received the sign gets to choose the next place it goes and so there's this really sweet wave of good goodwill that's going around our little school right now and while we were sitting here at the beginning of the meeting i got another picture from a parent showing their children receiving signs so it's been really fun um to have that passed on um the sign where there's a
023there are two people standing with the panther pod that was a young woman who was passing the sign on to the person that she had chosen because he was funny and kind and included everybody um we participated in arbor day the middle picture on the bottom was pictured by students going for an arbor day um experience at market square park they went and watched plants being trees being planted and that grass has been taking a lot of walks and so they walked over to the park in order to be part of that and then the picture on the bottom right is our students partic participating in planting trees as part of the forest restoration project at our school for and they really had a great time out in the sun and the fresh air we
024had a fire drill and a severe weather tornado drone panther virtual i just kudos to mike and lucy and amy robison and amy samro and melissa kittleson who are doing an amazing job finishing strong with our virtual students that has not been easy for students or for adults so they've done a really great job we had pathfinder training this afternoon which is the new path laser that we've been using this year for virtual and in place of study island we had training for the new version of that tonight lots of meetings going on um we are planning to last chance which is always a picnic so we're planning for that the day before school gets out and then we had our administrative team planning so um any questions i have one um the the signs
025which is very cute how long are they staying at the at the house before they move on to the next part so they get to decide where they get placed um and the really fun part for me was i got to deliver some of the initial signs and just showing up with a sign to put in the yard was really fun because the kids were so excited to get a sign so a couple days then they cast them on and any of the virtual kids taking advantage of the tree planting and the outside activities that are getting we haven't included them we've been sticking with our cohorts and i didn't put on there all of our testing nwa aims web delta m-stop all of that is happening right now we also have chips hatching in
026our second grade rounds so right now we have three little chicks going around and chirping and we have other eggs that are starting to hatch any other questions for anne thank you very much and and matt with the junior senior high school principals report thank you eric thanks hannah that's great just a couple updates uh covert quarantine um we just had 12 students returned 7th graders that were out on quarantine and now they're back in the building so it only leaves two students out on an actual either covet case and or a student quarantine which is the lowest we've been since uh returned from spring break so we're really excited about that our kids are doing a great job wearing math and just trying to remain as safe as possible and keeping their distance and
027you know it's a tough time of the year especially with the getting nice but i just i want to give a shout out to them and our staff for you know really trying to make sure that they're you know staying safe and doing the right things and it's not always easy because there's always you know a few things out there but um the fact that uh we're a month out and we've only got a couple kids out is is amazing so we're we're knocking on wood um spring testing went really well we spread it out over the week because we were allowed to this year on psat for their eighth ninth and tenth graders our 11th graders took the sat with essay then the next day they did the act work keys and then they
028did m-step um with the help of mr tysworth so we appreciate that and they do that with their chromebooks on the last day but uh all that went well and then we have m-step coming up for our seventh and eighth graders um in this next month we sponsor another blood drive and some of you participated thank you julie did a nice job with that setup and then we had our first formal event really at the school in a long time we did our national ironside induction which was long overdue we had pushed it off because of some quarantines and a few things and we were able to take the original band concert date of may 6th well attended those who were were there i think thought it was a really nice induction ceremony there were
02924 new members 14 juniors and 10 sophomores and they did a nice job of kind of saluting our seniors as they that he had out of nhs and i put a nice thanks shout out to julie there for her work not only advising that group through covet but putting the event together as well so that went pretty well and mentioned the tree planters i wish i would have put that on there but our juniors and seniors also were a big part of that some that were coming off of quarantine stayed behind and stayed in their classes but a number of students went out and i think jeff included the letter in the board packing about how many trees they actually were able to plant and i know the the elementary kids and high school kids
030were a big part of that so we're real pleased to get out there on the property we talked at the last meeting to make sure we try to include some of our art award winners and christine was able to afford some some of our kiddos we had we had an early show in nmc you can see the information there 30 pieces were accepted and we had a number of students 10 students all together that actually were part of that so we were excited that they were able to be displayed and that was right at the dentist for right just up until the end of the month and then we had a number of students who were uh honored at the oliver art center during high school regional student exhibit and you can see the list
031below their awards of excellence and then also the honorable mentions that went with that so really pleased that the things that our students are doing they're so creative and doing a great job especially in the coveter era and i want to give a shout out to christine with that too because you know as far as not only she doing uh back and forth between both buildings and just like a number of our staff are doing but still taking the time to make sure that these kids are entered into these competitions and their work is at oliver art center and doing all those things so we're we're just really um you know excited that we're being not only represented but still gives the kids something to work towards and not only have their stuffs displayed and
032the number of items were bought were sold actually at the oliver art center show which was pretty exciting flipped over it's a two-pager here virtual solo ensemble took place this was new of course the first ever virtual solo and ensemble and just as in the past um put that note on there our kids did a great job not only representing our school with outstanding performances but also kind of how they handle themselves through the process uh receiving excellent ratings he's running these schultz and then the superior rating that's the top rating you can get um we had a number of students listed there you see julian gwyneth and then alice larson and then ella larson who's sitting over there congratulations that's awesome so way to go so that's pretty exciting and uh you know i'm
033just excited that our kids are jumping into those opportunities and of course doing an outstanding job uh class nine graduation and just included that kind of as an update too we're moving forward with his plans every day we're talking with the health department to make sure we're able to host these as safe as possible we're also talking administratively at this time we plan to offer both events in the high school gymnasium but if this changes we're going to communicate that information immediately to the board there have been some changes and clarifications in the last week or two and then we also have some good conversation going on um with the health department about the safety of indoor versus outdoor and so if there's any changes or updates we'll make sure we pass that immediately to
034the board and you guys are part of those updates before you know it's just out there so i just want to make sure you guys know you'll be in the loop as we get to the home stretch and on the bottom you can see some spring calendar updates there we have our ap testing was kicked off a week ago tuesday and uh we have 17 total kids taking ap classes of different different classes 17 different kids and they're taking five different ap classes uh amongst them and they'll start in may 4th and they'll go all the way through the 18th and i'm really excited to see how our our kids will do the ones who have tested so far just really done a really good job kind of um you know just you know keeping
035their composure and getting in there and do the best they can we have another one tomorrow and then we have two more tests next week extravaganza is back working with christine she's been working with our teachers to make sure there's a lot of work uh to display we're spreading things out and we're gonna kind of have you know it's gonna be a masked event and we'll have people moving through and we feel with the crowds that we've had that we'll be able to to host this and and still have people keep a safe distance as they move around and we're working on kind of spacing out a number of the areas where people can stop and look at work and so we're excited to be able to have some of those student works on display
036and that will be on may 19th you see the m-step testing window for dates for us for seventh and eighth grade our seniors last day is the 28th and it says exams 27 28 for those seniors spring band concert is on the calendar and cemented we are going to do a middle school high school in the auditorium with limited seating we space out and then we'll live stream it from the cafetorium that'll be our first event in the capitolium there's been a couple other schools who have successfully been able to do that in their auditoriums and so we're going to try the same and then our class night though we'll be in the high school gym but also with some seating restrictions etc commencement you see also on their all-night party we're moving forward the
037planning for the all-night party which is exciting that's also a lot of logistics that we're trying to work out to make sure that you know we're cooperating with the health department and we're providing a safe environment for all of our kids and then you can see exams for the rest of our students or that last few days of school prior to the june 15 final date so that's a lot in a couple minutes but there's any questions i'm happy to to answer those questions i just had a quick question about the ap test that sounds like more than we've offered in the past is that a significant increase in the number of ap offerings there were that's a great question katie and par part of that is uh taking advantage of the ingenuity piece we
038had they offered a number of ap classes on top so we haven't been able to offer ap psych in the past which we did ap human geography which we did you know then we have our students um taking calc and computer science and then ap led of course under the direction of his quality and so um yes and it's it allowed for a few more options um having those available to us and some of our kids took a great advantage of that so yeah i'm not sure how that'll look moving forward i'm actually talking with benzie a lot on how we can try to coordinate some of those offerings between our school and their school to because now with some virtual possibilities there might be able to you know offer some more classes amongst the
039school they've contacted us about calculus and we've contacted them about chemistry and a few things we might be able to jointly offer but yet do them still do them in the different buildings but you know have kids taken virtually so trying to explore some of those things to keep the offerings out well that's awesome great to hear hey matt is there officially no prom then so at this time it was officially no problem yeah we just it's just um trying to work with the health department and come up with it was something that you know is safe for our students and not a super spreader event you know prior to graduation and or um you know the you know the year-end activities and uh and to avoid there's a few other schools that have had
040them but uh it's a number of schools in our isd are just just a lot right now you know to put our kids into tough tough you know positions like that so at this time we're not we're not offering anything there yeah um matt do you mind if i share a little information about the speaker for oh it's probably a great time okay um so for the board our um commencement speaker this year his name is vic um strecker and he is a professor at the university of michigan and i communicated with the other day and told him we had four people from our small graduating class going to u of m he was really excited about that but he was quick to remind me that his undergrad was from michigan state and he'd be
041happy for anyone going to all the other schools as well so um but he teaches um in the school of public health um he's a behavioral and behavioral science and he wrote a book called life on purpose how living for what matters most so um i'm very excited he his connection to the area is through he's a residence at crystal downs is that right amy yep so spends quite a bit of time here in benzie county and um does a lot of public speaking engagements so should be a great message for our graduates is there anything you'd like to add no i mean he's an entrepreneur too so he had started a company which he sold that was in the healthcare field and now he's got another company that he started which is an app
042that kind of feeds off of the book but how you create purpose in your life and habits that result in measurable increases in happiness and the health benefits yeah two i think that's another thing that he talks about are the long-term the health physical well-being benefits of um you know having purpose and and focus so yeah and his wife uh jerry if anybody's hangs out in southeast michigan she is an artist and she's started this twice a year they do this big event where they get businesses and artists together to teach kids how to make luminaries and then they shut down the streets at night and they have like a parade in of all the things that the kids and people have made lit up and have fans and music and so they're very very
043involved in their communities nice era what is his name again victor strecker s-t-r-e-c-h-e-r his book is really good brad just before warning he's very you know there's swear words and things in it so this era is like maybe we can get books for everyone like i don't want to touch that that's really good i mean you know post graduation all right anything else on that good okay that report concludes reports and discussion and we will move into our business items the first of which being the reconfirmation of the extended covet 19 learning plan page 33 of your packets thank you and thank you to matt and before i dive in just i want to digress a second amy and i are going to attend a masb i don't really i don't really like the word
044marketing but it's pretty much what it is and how to get your word in your district how to get the word out about all the great things that are happening in your district and it just kind of hit me as i'm looking through both of these reports and if you really look at these carefully there are so many great things that are happening in our district despite of dealing with covetal year and i'm just sitting here and i'm thinking how in the world do we get all of this great information out beyond this school board meeting and i think that's something we need to work on and hopefully we can figure some of that out as we move forward i know mike put stuff on our web page and does all of that great stuff
045but if you really go through here and you just go through and look at how many of these things validate the cool stuff that's happening here so how do we move beyond the walls of this little room i guess and i know that's part of my a lot of my responsibility and hopefully we can figure that hopefully i can figure that out so but i want to thank matt and ann it has been a wild ride and and we had ways to go yet and mike tysworth and the staff so i just want to really say to everyone i i hope we recognize that this has been a tough year but a very good year and i'll i have a meeting with colin mary from the paper on wednesday and i hope i can put
046all that into words he says well how is kova you know one of the questions will be what's different having covet through your school year well i can go the negative side of it and how difficult it is or i can go on the positive side which i will do and these two reports are very indicative of the things we've been able to do despite of every of the masks and everything else so i just wanted to say that before we move on so thank you we have a great story to tell we really do and where there's a will there's a way yeah we'll figure it out so okay our first business item is the reconfirmation of the extended covet 19 learning plan and it is the same process we have had uh throughout
047this and each month i need to update the plan and then go into what we call sepia and update that and let them know that we have not changed our plan and which we have not so it is the similar recommendation of each month thus far to reconfirm the extended cobit 19 learning plan for may of 2021 i don't think i have to do these in july just kidding i'll make that motion thank you stephanie for a second a second thank you katie so we have a motion by stephanie in second by katie to reconfirm the extended covet 19 learning plan any questions or discussion all right we can do a voice vote all those in favor say aye okay oppose same sign motion carries the next business item is the north ed services for
0482122 so next year's general fund operating budget thank you i i want to make sure i get these through because this is the resolution that follows on page 35 so i'll go a little bit slower and get all that information down because that will have to go to the eye to north ed so each year and before i move into that uh julie that blue folder there is on your table and i apologize for not getting that to you sooner but we did rep as i represent the school board that budget has been given to me and i shared that information at one of our special meetings so each year we as a district we must adopt a resolution either supporting or disapproving the northwest education services general fund budget by june 1st of each
049year required by law the fes board of education members received a copy of the 2021-2022 northwest education services general fund operating budget at the special school board meeting that was held on april 19th i and going through and looking at that and and my only comment is this is a really remarkable isd to work with and i am sure matt and ann would have tested that as well they give a lot of support in a variety of different ways so it is my recommendation to support the 2021 i'm sorry 2022 it's a type of way we'll fix 2022 northwest services general fund operating budget i would be happy to make that motion sure thank you we have a motion and a second is there any discussion on the northwest education services operating budget for next
050year hearing none all those in favor say aye okay oppose same sign all right that motion passes thank you very much i will get the resolution completed with barb and i will get that up to the isd next item is approval of the 2015 school bond series 3 ratification resolution thank you as i mentioned earlier in our report and i'm sorry in the superintendent's report and it was also referenced in the finance report that the series three bonds from the passage of 2015 bond election they have been sold and the last step to the process is for the fes school board to ratify the 2015 school bond series 3 sale the bonds will be dated may 13 2021 and the funds will be available for for our district very soon so it is the recommendation
051of the superintendent to approve the 2015 school bond series 3 ratification resolution and that is in your packet following that and once this is completed in the morning barb will will complete the all of the writings and so forth uh aubry will need to sign these uh today before we can get these completed and then we'll email this uh to jeff soles at truth hi aubry you're over here sorry nameplates got a little mixed up um so that that is the and we did a resolution on march 8th to begin the process and then on april 21st um we the issuer received four bids and we worked with pfm and jeff soles our state savings bank is the purchaser of those bids and that as the resolution the resolution you're working on is to approve
052in ratifying the sale of those bonds and as i said it would be my recommendation to approve to ratify and approve this resolution i'll make that motion thank you stephanie thank you katie all right we have a motion by stephanie seconded by katie to approve the 2015 school bond series three ratification resolution there any questions or discussion okay let's do a roll call vote um yes my vote is yes katie yes aubry yes amy yes stephanie yes and julie yes thank you and aubrey um when we're concluded here there's some signatures so thank you all right the next business item is the approval of the ess midwest inc agreement extension oh we got one more before that oh i'm sorry that's okay check it out sorry 10.4 approval of the school bus purchase also this
053was mentioned in bond update and using series 3 funds the the bids are there and frank his recommendation is to purchase one bus from zaremba equipment for a total of ninety thousand two hundred sixty seven dollars this bus and the reason we besides the fact zeremba is the lower lowest bidder the second side to that is our buses typically come from them and we we like that because the specifications uh that we provide and we please we're very pleased with that brand we've had very good luck with these buses and uh it just works better from a part aspect a mechanical aspect a working with the same type of bus is important so with that said we do have four bids and it's the recommendation of frank eikins and myself to approve the purchase of
054one bus from zuremba equipment at a total price of ninety thousand two hundred sixty seven dollars and the bus would be paid for using 2015 series three bond funds you anyone like to make that motion i'll make that a second a second thank you stephanie all right we have a motion by west side by stephanie to approve the purchase of the bus during jeremiah um any questions or discussions on this item does this retire a different one than jeff i'm sorry will this retire one of the older ones then or is this an additional bus it's an additional one but what typically happens is we we weed those out we like to have them as a backup but once we get everything up and running again and we know you know what we're going to
055need then we'll put the one that's the oldest and less reliable kind of put that as a substitute and at some point we'll sell that bus thank you any other questions how many buses do we have regularly i mean every day well typically we would have at least three buses on a daily morning and an fpm pickup right now we're down to two um and the buses are not as big of a challenge as finding someone to drive them at this point in time so but typically west answer your question we are becky it's been three pretty much not this year but it's usu it's two but typically it would be three and we expect it will be three again uh once everybody kind of gets back here and moves forward which will be great
056but once again it's we need someone to drive them as well so believe it or not at one time we used to have five but now we have three runs a.m in a pm run and did we already buy a bus with some of the bond funds we did right i'm remembering that okay this is our i believe this is our fourth yeah this is our fourth in this in from 2015. went back to 20 cool and that's part of our long-term plan and we'll continue to be is to make sure we as long as things go as expected we'll use bond funds for these type of purchases cool how long does a bus usually last oh i wish frank was here um i will go back i at probably five i would say i
057don't think a lot more i don't think many years more than that of course it depends what bus gets run all over the county and other places but as of right now that we've had less wear and tear on our buses but actually i hope that changes start a couple of softballs the short yeah amy did you have a question all right any other questions or discussions on the bus due to the amount of the purchase we'll do a roll call vote uh julie yes stephanie yes amy yeah aubry yes katie yes wes yes and i vote yes thank you now we have issues with getting drivers you know would it make sense to ever outsource that that's a really good question my sense is probably not um because you're you're repairing you're paying not
058only for the wear and tear of that bus and the mileage aspect but then you're going to be paying their drivers as well so i would say not but we do use the we do use dean transportation through the isd and you'll see that bus run through for students who go to center-based programs so that's how we do use dean and i should say i do want to say to our benzie bus people as well they have been absolutely wonderful helping us through this pinch they've been involved with us you know off and on throughout i'll say a normal year non-covered year this year they have really helped us in so many ways ctc athletic events we just can't get somebody picked up they've been really good and i know they've been really great for
059ann and matt to work with as well so jeff can i answer sure as well we have over the years amy we have looked at outsourcing some of our services there was a time when we were engaged in conversations with chartwells regarding food service our experience has been that our district is too small and they're not interested this it's not not that they're not interested it's not the revenue doesn't justify the investment that they would have to make because of the size of our district so we have found that it's challenging to try to outsource some of these services just because of how small we are so we would have to partner with other districts to become a larger entity in order for them to get to have it be worth their while so i
060don't know that we've necessarily done that specifically with transportation but we've had those conversations in other words and i'm not aware of any local districts leas that that use that would use being on a regular basis and i couldn't be mistaken but more from the from just getting our kids to center-based programs and stuff maybe it's not dean you know like you mentioned the collaboration with ben you know is there something to purchasing buses together or well we are in a collaborative with with benthi central with our um repair and mechanics and so forth we are in collaboration with that group which has been really good for both parties so that is one piece that we do collaborate on does bill candice help out then yeah he does um actually i'm not sure matt is
061he's still involved with benzie bust like he used to be yeah he is but we do do all of our uh with chad with chad yeah right now yeah yeah and uh bill kenneth always has some great ideas and and he's always super supportive chad is remarkable to work with he he helps us every minute he can okay i'm excited 10.5 i almost did the same thing i jumped at 10.6 um great conversation thank you uh this is approval of ess midwest and corporate agreement extension and this is a third part third party excuse me human resources staffing service that we use we contract with them to pay our substitute teachers and our and non-staff coaches we run we pay through that group the advantage to that is well disadvantage there is a fee but
062it's but it's worth paying because what that also does is it helps us cut back on the retirement costs that we would have to pay if we were paying all of our non-staff coaches and substitute teachers with our general fund so that's been a good relationship sometimes it gets a little cumbersome with the amount of paperwork and the number of non-coaches that we have have to go through a series of checks and balances to get approved but we keep looking at it every year and wondering we should move forward and once we sit down and really think it through it's still my recommendation to continue with through 2021 2022 with the ess midwest incorporated contract for a year from july 1st 2021 through june 30th 2022 so we'll continue as is if approved thank you
063jeff anyone like to make the motion i can make that motion to approve the 2021-2022 contract thank you for a second i will second that motion [Music] we have a motion and a second is there any discussion or questions on the contract extension i just had a quick question um did this used to be called pcmi or did you switch okay so it's the same company but i changed names i should have put that in you are correct thank you yeah in fact this might be their third name but we look for two of them as pcmi okay great thank you great clarification any other questions all those in favor say aye aye opposed sign and that motion carries okay and our final business item is uh the purchase of a lift on page 40
06433. as i mentioned earlier in the superintendent's report we do have a lift it's a single lift it's it's like a straight up and down extension ladder um we've a few of us in this room have been in that lift and it it works for to some point but but the other side to that besides that we want a more stable lift is the to get some a lift in here that we all feel more comfortable with we typically have to rent that lift and then we have to get in the building and we have to bring it in it gets picked up and it becomes costly so in talking with with frank we are all in agreement and especially the custodians as well because they spend as much time in those lifts as anybody
065and anytime we have electrical work that needs to be done that lift would be here for us to use we wouldn't have to go and find one to bring in so we went through the bidding process and mcallister is the recommendation for a total cost of 17159 this purchase would save the district on future rental costs and more importantly would improve the safety for our custodial staff and other contractors that require the use of a lift to complete work it is the recommendation of frank eikins and myself to approve the purchase of the lift from mccallister rentals at a total price of and the lift would a lot of times people wonder where we would generate the revenue uh we determined uh the lift would be paid from the revenue gen and from the forestry
066project and there would be still money in balance left from that project it just seems to fit and it was a nice use of those funds to purchase this lift so that would be my recommendation i'll make the motion but i have a question clarification so the money that we that's generated from the forestry project goes into the general fund it does so i'd like to make the motion um to approve the purchase of a lift from mcallister rentals at a total price of 17 159 and leave off the last sentence i think that just kind of goes up above with the recommendation that's for the explanation yeah no problem that is now gone i will second that and had a question as well um just to confirm this is a new lift yes it
067is okay yep what does it cost for us to rent one well once again i wish frank was here um i don't know that for sure but i i could go back and look but i do know that we have spent lots of money over the past few years renting lifts and it's not it's it's that piece of it but it's also the side of setting the lift up to run in advance and then it's got to come in on a semi truck and then it's got to be offloaded and take the door handles off it's just a lot of things so in looking at one the convenience of having one a safer lift and being able to move that lift in and out of the throughout the building uh easily frank just felt really
068strongly this would be a really good use of funds from general funds and it would also just um to be honest with you it would just make life move quicker here with a lot less looking and gathering it's just more fluid i guess is what i'm trying to say i think it makes us more efficient excuse me we could we have the three beds absolutely would not hurt anything out of that at all it's an equipment purchase the reason the reason we looked at that from that was simply because we did have those funds and we really didn't have that forestry project budgeted so it was kind of like a good use of those funds but if we want to keep those forestry funds there which we've taken it off of the recommendation and if
069you would like to add to that motion to take it from bond funds we could do that as well i mean i'd leave it up to the finance committee to figure out where it comes from but it seems like it'd be nice you know since that is a bondable type of expense versus you know anything else we do if we can use reserve operating revenue for things we can't buy for them but again i mean that's that's fine we can make we can have a quick conversation about that i have the same feeling that somehow the forestry project could that money could somehow be used for something something more a little more related to where it came from like a curriculum um yeah and there are quite a few so um of the it's over
070900 000 in series three um quite a bit of that money is un um not spoken for in terms of a project yet i mean we have the bus as the first one and then the gym floors have it with me but it's about 22 000 i believe 28 i'd have to double check left and even and we could also we were going to use that series two bond funds to finish that gym floor out but irregardless there is bond money available to purchase the slip and yeah and that is the i think we had about 250 000 dollars projects and then another about a hundred thousand was going to be earmarked for technology that would be needed over the next couple of years um but that left you know what 450 000 that there
071are there is a list of projects there are many things on that list um but none of it had been nothing no no we don't have that defined because we're also looking out two to three years with that amount of money so but i guess the first question is approving the lift would be appreciated where we take those funds from and if it's if it sounds like it would prefer to be from the bond that is not a problem at all and i don't think you can read it yeah i don't think that's necessary for that but i'm hearing what you're saying as well and i can take that to the finance committee so the we did specify in the bus that it would be paid for by a series three button funds and we
072somewhat if someone would like to re-do their motion that would also be fine should we table the motion so we could get an idea of what it does cost for us to rent before we agree to that sure we could take how about we could table it how about if we to get more information we could table it i i'm until the next meeting my yeah and that's fine i and i can talk with frank some more as well and i just believe that over time i guess you have to look at it over time having it once you rent something you don't get it back but i i can get more information from frank as well that's the preference yeah i mean i think you're just saying like what's the roi on this is
073this sucker going to live for 15 years and we would spend five times the amount renting it over that blank span or not it just makes the much i don't know is there ever an opportunity for something like that because it sounds like you know it's not used all the time would there be an opportunity you know maybe local businesses would want to rent it from us you know for small one-day projects and that could be a revenue source that we could use to offset its cost or to in some cases i think that's a good question for frank but in some cases i look at more of a collaboration opportunity because we have great collaboration help from the city well sometimes they'll zip through and throw some sand in the parking lot and zip
074right back out so i think if there's some opportunities to collaborate with other uses of the lift i'm sure there would be but i'm happy to get some more information from the board and frank will be at next monday's meeting so i would think too that there would be labor efficiencies with us having our own lift as opposed to every time having to schedule it because then you have you know we have to have a staff member to meet them when they arrive and then there's the process of the unloading and all of that time spent that if we have our own on site it's so much more efficient because you just do what you need to do i would think there would be less wasted labor hours with having a lift on our own
075property i'm happy to get some more information from frank i think that's one of the things that he would bring back and he can show that that you know i would say getting that in getting out getting it loaded waiting the last time we had a lift here i that was probably five hours of standing around and waiting moving stuff and putting the doors back together getting them in here and running it up through the sidewalk and loading it off the truck but those are all great questions and i'll have some more information for you by the way and i assume there's some place to store it because it's tiny it's not tiny but we have that for your health that's a good point how did how would it get from one school to the
076other school very slowly drive it very slowly but it is driving wrist drivable oh i'll do that [Laughter] i um will rescind my motion for the approval of the lift and we will table that business item 10.6 to the next week's meeting for the business items for the may 17th agenda i i and that's absolutely fine i don't think one week is going to make a difference but this is a ways out to get this lift here and that's fine i'll have that information for you as well so you'll provide frank with all of the questions so he use the information next week okay i'm sorry julie how about how many years worth of lift rental would you be interested in having you know five years okay yeah does that seem feasible and an average
077would probably be fine if you can get a couple years yeah just an idea i mean is it twenty thousand dollars is it two hundred dollars i mean yeah yeah right and the amount of time to get my one of my points is the efficiency yeah um just running around and julie it's a great question it's easy to find an answer and the like yeah it's going to last five ten okay thank you no problem i'll put that on the agenda for uh i'll put it back on as approval of lift purchase and then we'll discuss it again purple okay um next that brings us to our second and final opportunity for public comments okay all right thank you very much for coming this evening so we have as just mentioned a special school board
078meeting next monday may 17th at 7 pm in this room agenda items for that meeting include approving our isc's voting representative as well as an alternate yep you just beat me to it an alternate thank you um so be thinking about if you would be willing to serve in that purpose the date of the that the person would need to be available june i think it's earlier than that um i will i'll how about i send it out in an email that'd be great okay okay so check your calendar please and then um we'll be talking about the preliminary conversation about the budget next year the 21 22 budget um hoping that we'll have our tax the confirmed tax information from the county by next monday but unsure last year we didn't last year we
079didn't have it at that time right isn't it right to the wire they were actually a couple days after the deadline when we finally got there we are hopeful we will have that information yeah so cross your fingers and then also um the bond uh the next um of the renewal of bond renewal on the next um it'll be a discussion and going through the the process we've used in the past and then the areas we've identified that need attention and the best way we have found the best way to to meet those needs is through a bond yeah so the jeff for the last couple months has been referred you know referring to meetings with um gmp and chrisman and the tours that he and frank have been doing and so they're working on
080wrapping up the last of the findings from those meetings and they'll be prepared to present some recommendations um just haven't done it yet because we haven't had all the you know enough information really to work with but we should by by next week which would be great so in the work discussion and then the lift discussion yep and then we have um for june the budget hearing at 6 45 on monday june 14th which is the date of our regular school board meeting and then our regular meeting will immediately follow the conclusion of the budget hearing and we'll excuse me we'll post i will post the regular school board meeting it will say immediately to follow the budget hearing i don't think honestly i don't think it will be much longer than that anyway um
081and we'll talk more about that next week but if you just make sure you pencil in that i will get that firm date to you because it hasn't been posted yet but that's our plan but there will be an earlier meeting a budget hearing will be prior to our regular school board meeting on the 14th and we'll get details as we get closer to that date okay we are adjourned 8 12 pm thank you all for your time foreign
