001I don't know. You put this down. Go ahead. Um, I'd like to call the Hazel Park Committee of the whole meeting to order at 5:30 on May 11th, 2026. Could I have roll call, please? >> Here. >> Becker >> here. >> Fortress >> present. >> Fox >> here. >> Hinton here. And Fox is absent with notice. Um, I need approval of the agenda. >> I make a motion to approve the agenda with moving close session before new business. After public comment support, >> moved by Heidi and support by Monica to amend the agenda to move close session. Uh, first is after uh, public comment. Any discussion? Okay. Roll call. >> Yes. Yes. >> Yes. >> Uh yes. Motion carries. >> Uh next is public comment. Um anybody wishing to speak? There's a form over there

002that you need to fill out and you have three minutes at the podium to give your name and address and address the board. Anybody wishing to speak? Okay, seeing no one, uh, we need a motion to go into close session. >> I move the board of education recess into close session 8C for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a close hearing. >> Support. >> All right. Motion by April and support by Nate to go into close session. Um, Ro. >> Yes. Yes. >> Yes. to reopen the meeting. >> Motion to reopen the meeting. >> Support. >> All right. Motion by April, support by Debbie. Um, roll call. >> Yes. Yes. >> Uh yes. Motion carries. Um personnel, first point of business here on

003the agenda under new business, Advantage Dean of Student Staffing Change. Um okay. So, as part of our um plan for cutting costs, we were talking about cutting the uh advantage team of students down to a 6. Um after review with everything in the business office, it's been determined that that reduction is not necessary. So we'd like to maintain uh that position as a 1.0 FTE. Um it's been a really, you know, good amount of support for the students over at Advantage and uh that's what we're looking for to be able to maintain that back to 1.0. Anybody have any questions? I don't or comments uh for clarification for people in the audience and at home. This is the committee of the whole issue the discussion meeting and next week is the voting. So that's why

004we're not voting on reinstating uh the dean at this time just discussing it. Uh next I have uh policy administrative regulations. So I didn't think we approved these according well but we uh bring them and they wouldn't come across. So this is an opportunity for you to make comments or thoughts about them. you're not approving them and then we would bring them again next week and then we would wait 30 days and implement them. So the real goal for us is to have by July 1st um we're going to be utilizing these administrative regulations with policy. >> So it's comments. We won't vote on those. >> No, just comments. >> Just com. Okay. Anybody have anything? Did anyone read them yet? >> Not yet. It was a lot of pretty big that lunch the school

005lunch thing. >> So we certainly would if the board wanted it wait until June. We would prefer to kind of get it going forward so that we can work on our handbooks then like the next thing is to just have us clean for the start. >> Okay, that sounds good. Next I have this um pest management uh is this a booklet going to be a handbook? >> We already have it. So yes, so the integrated pest management was on our schedule to do it this month. Um integrated pest management, you guys have had this uh well we started the last couple years ago doing this and then it was done before I was here as well. So testing handbook that gives us guidance and direction that is required to inform parents and community members when

006test management is happening and the way they need to go about it. >> Those are one of the uh notice yearly notices right in that list. We must give you early notice for families. >> Okay. Well, we're moving right along. Um, building assessment updates. >> So, we just want to kind of give you an update because um, you know, we we are putting dollars into both the educational assessments as well as the building assessments, infrastructure. Uh, right now we're almost finished with the thoughts of our administrators about the things they would like to see change in their buildings. and uh John Davis has a drawn 3D and there's some really exciting things that the teachers or the administrators have thought through with their building of items to kind of take us into the future. So

007those are are going well. There's also concurrently uh other architects are working on the infrastructure. So we don't believe we will have this until July and August for the infrastructure, but uh as soon as they do, we'll let it go of that. And um there's really some great discussions happening and really John has been meeting with the building principles. One of us comes if we can but it's really building based around the decisions and the things they'd like to see in the building. >> Anybody have any questions about this? Not at this time. >> You said June or July? >> July or August. >> Okay. Uh roof assessment update. Is that web? >> Uh well, >> everybody, >> that's everyone. We are We have one building left for the infrared update on the roof. So,

008they hope to have that to us in the next couple weeks, and we'll be able to give you that information. The web repair has been made, but the replacement, we have not heard from the insurance company yet. So, the meantime to get us through in the short time, the $6,000 that two approved for web, that area has been repaired, not permanently. It's a temporarily temporary fix. It will not hold. Um, so we will look forward to getting our roof assessment and be able to give you some more information. >> All right, questions. >> All right. Long riding lawnmower purchase. >> Riding mower. So, on our um three-year plan, we had a mower this year and two next year. And so, we got the bids together to kind of walk them back a little bit. So,

009our hope would be to get approval to order one in June and two in July uh for these buildings. These are the buildings on the three-year plan that you review. >> Um I have a comment. I I'd like the July I'd like I don't want to vote next week to get three. I'd rather vote for one and then bring the two up in July after we get the budget presentation. That's just my thought on that. >> And then if we purchase if we approved them in July, they would still go on this year's budget or they go on next year next year. >> It was they would have gone on we wouldn't have purchased it till July and it would go on next year's budget. But we can it just means that we won't get

010them until August if we don't have permission and we order them July 1st. Right. Do they have sales at the end of the season? Like >> and they're not discount like right now it shows that they're giving a multi-unit discount. >> Yes. >> So will the 12,771 go up if we order three? >> I don't >> if we order them one by one. >> Well, we let them know there was one going to be after the meeting next week if it gets approved and then the two would be July 1st and that's where the discount is. I can't answer if 3 weeks later into July if it'll be the same or not. Uh we'll have to ask permission, you know, ask that information and bring it to you next month. We >> Okay. >> But

011it's not our intention. >> So they are they beyond repair. >> I It's $36,000. >> Mhm. >> Yeah. It's a lot of money, but you've got to keep your equipment updated. >> How old are the current um units? I don't know that I have that with me today. Um wanted to say he said the Webster one was 30 years old. I just I have not looked at it. I'm trying to envision what 30-year-old riding lawnmower looks like. >> I looked at the three-year plan because it does say it in there how the how old they are. And all of them, one was eight plus years. If they're getting the ones that were in the three-year plan, if those are the ones they're replacing, one was very old. One was eight plus years and one was

01210 plus years. And they take a lot of they're not big tractors, right? They're like a lot riding more like some of them are maintenance. The maintenance one is the one that moves around. So we can get the ages and pictures maybe if you'd like >> might help you. Okay. Um next is a campa. >> So did I get a direction? Are we doing one and then the two in July? Are we doing the three with purchasing in July or purchasing? What's How much is the savings? >> 3,000 >> 8,000 3,000 >> 3,000 >> I'm not I'm don't want to make that decision. This is seven people up here. I'm I'm an advocate of going forward now because nothing gets cheaper going into the future if we have prices locked in and discounts locked in

013with and assurances that we have a adequate equipment to keep her, you know, keep up with our uh groundskeeping. I don't see the need for us to have to come back later on and do a uh do this all over again. >> Are we going to train our employees to use these? because I know my daughter just bought a zeroturn mower and it's pretty high tech. She didn't pay 16,000 for it. Um but >> yes, we do train. As a matter of fact, Connor now is, you know, working during the day and he had to have training before they let him use it. And um me being having a tractor before in a zero turn, you do need to slowly learn and practice. I was I was taught by somebody specifically when I got my

014um zero turn. I think Trusty Becker's uh rationale was very good. Prices do go up in the discount. >> It was 10,000 in the three-year plan and it's up to 12,000 um and something. So, um I guess move forward with three. >> I I don't know anybody. I know >> I think locking in the lowest price possible is our best idea. Almost 13. He's 127. So, yeah, it's one of a lot. machinery in steel, especially with shipping issues, isn't getting cheaper. >> All right, three it is. >> Yeah. Uh Camp Hazelwood, house interior painting. >> So, the roof is done, the windows are done. Uh to get that house in order, we need to do the front porch, back porch, which is under 5,000, and the house painting. And that house is ready to go

015then for interviewing and getting someone out there earlier than what we thought. So, we are requesting to go ahead. This is done out of the scing fund and get that house painted up and um you know there was an ask and we have not been able to interview unfortunately. We do have applicants that are in there but it is there's a lot on our plates right now and and not as much time as we can get it done but we will get that done over the summer with the hope that somebody will be out there in the fall because we do have several raccoons that seem to be living up there by tomorrow uh before the kids arrive up there. >> How's the equipment up there? We will eventually need to get some new equipment

016right now. We're driving ourselves up there, right, to do it. >> Oh, you're taking our equipment >> because we're doing it. Um, our guys are doing it. >> All right. Be nice to have somebody up there and get that place rolling along. I'm glad that our schools still use it. It's good a good thing to have, I think. Um the bleacher athletic re repairs for the bleachers 18 $18,215 in repairs. >> Yes. And if you will notice from reading the inspection that is just the repair the football stadium baseball and softball there is and that's both sides of the football stadium. There is going to be the need to um there's some bleachers that are going to need to be replaced and I believe that's what we're going to find at the junior high as

017well. Greg was going to call in because they were supposed to look at the junior high, but when I because they need to have railings on them um and they're so old and when I was at one of the junior high games, I was like these cannot be up to code. And so, um we're going to have to bring a proposal at some point back to those and replacing those bleachers >> for the junior high. >> Yeah. >> For the junior high and one setting goes on the softball field that has to be replaced. >> Yes. The visitors. >> Yes. >> Because they're not to go. This is just repair. >> It's a football visitor up to code cuz those are the ones that are really bad >> for what? >> The football repair for

01818,000. >> So this is this is both sides this >> both sides to get repaired. >> So this isn't including baseball or is this all four by everything versus the replacement that needs to happen. >> So every bleachers that need to be fixed and updated are had an opportunity. I'm shooting you to go back and complete your report. It gives you the pictures and information. >> It says football, stadium, baseball, softball under scope of work. >> Yeah. >> So, it would be all of those up, >> but not all because there are the ones at the softball, the visitors have to be replaced. They can't fix them. >> Oh, the ones that can be repaired. >> Yeah, those are the ones. These are what can be repaired. I just want to say that. >> Not

019the ones that are so bad they have to be. >> I mean, I don't know what that cost is. We haven't been able to get to that yet. Yeah, they referenced right in there the uh the code and everything that we're out that is out of compliance and everything. So I we've had reports from this company before. They give really really good thorough reports >> and it needs to be done every year. >> Yeah. >> Um they included included pictures. >> Yes, it's very nicely done. >> I saw the pictures and I still fell through the football bleachers last week. So, >> if anybody wants to go review those and see where it's safe to walk, you should do so before you visit the next time. >> They were dangerous for so many years because

020they didn't have they had the seat, but then they didn't have that back parking. So, kids fought through that back. >> Okay. Uh front frontline renewals, the employee evaluation management system. Um, so it's employee evaluation and Apple track I think are on the same um memo there. So the employee evaluation system obviously that's what we use for our certified staff um to do all our evaluations through and our administrators and then the Apple track that price is a discounted price because we're joined in with the open county consortium. Um, so that's our cost of the entire county, right? So these are both systems that we use on a daily basis. Um, so we're staffing the house and renewals. >> I thought we were going to get a list of all the renewals, so we didn't

021see them. We could just go down a list. >> Is this a one year? I'm assuming >> it is one year. >> Yes. Well, we are uh as there were some questions from Trustee Leon Boyce. We'll have those in June. We got the curriculum ones done for this month and then those will be done for next month, but these need to be renewed. Um, >> could these annual renewals for these licenses and and software and I mean, couldn't they go under consent agenda? We have to do it every year. You have to have front line. >> Well, we didn't always we didn't always bring this back to Renew. It's only in the last year when all this has gone on that we brought every single thing back to you. And so yes, we could if

022we get that document fixed, but we're asking for this renewal now to confirm in and then we will have a list of other ones that will come and maybe once we get that list. It's pretty comprehensive. Um and our time has been uh spent on some other items. So we do that is our goal. We have a spreadsheet. We just don't have it all up yet. >> Yeah. I'm just thinking for future >> um it's a timesaver consent agenda. We know we have to do it. There's no getting out of it and just put on there. So, okay. Um, lunch key and preschool academy. >> Yes. So, we are coming to the board to request the opportunity to have a free preschool academy and lunch key for our staff members. As you can see from

023the numbers, it is well used by our staff and really provides um a level of comfort to be allowed to do that and a positive perk for our staff members. So that's just um asking to renew the practice that's been in place probably I'm going to say four to 5 years we've been doing it and it's always well used and very much appreciated by staff members. >> Anybody I mean there there are people that are >> daycare is so expensive. There are people that can't work just to afford for child care. This is a no-brainer of a benefit I think to keep these staff Okay. >> I have a question, but I'll email it. >> Okay. Um, is the latch key 2year-old? Is that different than >> these are the different are the fees? Yes,

024>> cuz it's twos. Yes. Okay. You want to go ahead. >> Yes. So the next memo is um coming for the yearly renewal around the fees related to latch key and preschool academy. And um there were two layers of work before bringing this to the board. One was to check with the business office to ensure that we are appropriately maintaining that program and it's paying for itself with the current fees which that was the report by the business office. And then in addition to that, I did try to go out and find um fees from area programs. And you can see there's only one where some of the fees are much higher than ours, and that's Ferndale, but most of the other programs were, you know, could have been $5 less on this, $5 more

025on that. And based on the fact that it seemed like we were in the ballpark uh for most of our neighboring districts that I could get the information for that we're hoping to move forward with um the same fees for preschool academy and latch key other than there were two additions. One is that um many of these programs were charging a set fee when we had half day of school. It's not that we weren't charging families but it was like a more hourly thing. We felt that that was more comfortable to just say, "Hey, if you're here for the half day and you're here for 12 to 6, the fee is going to be this much." Another piece that we really felt that we needed to look at was our summer latch key and our

026break latch keys. We've kept it at a pretty steady level, a very very low level for many years. And we do feel that based on um what we're paying our staff and the needs of that program that we would make an increase from the fall to $150 for a week. So that would be a full week of care. And what was it before? >> $100. It was beyond affordable, which we always maintain. We never our our child care programs are to support our families and to support our staff. And we've never looked at it as we're going to get up there and get extra money to do X, Y, and Z. We want to bring a quality program, which we have for many years. We want to make it affordable for our families. >> All

027right. Anybody questions? >> Hi. What's a by yearly activity fee? What do they use that for? >> They collect that for, you know, um materials and resources. So, if they do extra projects, they use that. If they go on a field trip, they might use that. Um there are some times during the school year or for example in the summer where they might say let's have pizza instead of what the the um cafeteria serves. Not often but they'll do some things like that. >> All right. Thank you. Food service bids. That's a big one. >> Well, we do have chars here with us today. Um I'm super excited that the state signed off on our food service bid finally. and once we sign off, we have to send it back up to them again. So,

028um we are pleased to bring to you the bid from Chartwells and it's very well done. We had a committee um of four of us that went through each of the bids that were given to us and there's a set protocol that you have in there about what you needed to look for and they not only did a beautiful job of that because it was very crystal clear all the answers, they also had the less price the lower price which was 51% of the bid. Um and so that is our recommendation to all of you is that we continue with Chartwells and in that next um week that we would hope that you would approve it. But we do have um our Chartwells employees here and service man service manager and if you had any

029questions they would be probably much better to answer it than me. >> Questions? I would just like to see what the other who the other two bids were and what their bid price was. I believe it was in the information that I gave to you, but I'll tell you what. Um, so on um what was this advantage >> the bid sheet the proposal sheet >> I can't get back to >> there's a proposal sheet that has it on who they were and um what their per child cost was. they were significantly more. Um, it should be the bid opening, food service bid opening. There was Chartwells whether they intended to do nutrition group, Sedexo bid bonds was included and then 394 for Chartwells, 473 for nutrition group and 442 for Sedexo. It's a little spreadsheet

030says good opening sheet. And how long is the contract for? >> It's one year with the ability to renew for four. >> So we renew it each year. >> Yes. >> Okay. Anybody else? >> I don't have any questions. I do just want to kudos um Chartwells for the amazing cook up. I had so much fun with that. So I just wanted to say that in case I can't later. >> Okay. uh nonacademic summer school programs. That's me. Um as we round out our day, we have the academic portion in the morning. Um and then in the afternoon, we like to offer um some other programming for our kids. Um so, Accelerate for Kids is doing some 3D printing and coding. We have Michigan stage back. We have uh Y on the fly. They're doing

031some movement activities as well as um some visual arts and we have living arts um that are are doing it. They're for both the junior high and uh United Oaks and they'll be coming at least two days. Two days at one school, two days at the other schools. >> Are all the elementary kids going to United Oaks? >> Yes. out at the for summer school. They United Oaks is housing the elementary and the junior high is at the junior high and we currently have uh 208 students for the elementary signed uphoo 56 for the junior high and it's growing. So we haven't even closed up shop yet. So >> how did you sign them up? Um, we sent out a flyer that had a sign up on it. Um, and then we had, last week

032I had a parent meeting. Um, and I kind of held the afterchool activities. >> She did. She held them hostage. >> I did. I held them hostage so that they would come and listen because we have a there's a few things that I do want parents to know. Um, so most people signed up through uh um it went out on social media. Um, principles sent it out. Um, we've blasted it out since April something, maybe in March, I can't even remember. So, um, at the end of March, I think we opened up our our enrollment. Um, then I had a that parent meeting last week and a meeting each day at a different school this week um, just to get people enrolled. Um, and then tomorrow night when we have our um, build up the

033park, we have a safe at home, I will have a table there as well. So any opportunity I've had to be someplace and be the face of summer school, I' I've been there. >> That sounds uh uh >> it's going to be robust. >> Successful. >> I was lacking the word there for a minute. >> It will be robust. And I might have to bring somebody else because with 28 students and it's growing, I don't know if I have enough slots for after. So I might have to I'm going to go out and look for some other things to do. It's a wonderful problem >> and the I know it is truly truly. >> Okay. All right. Well, thank you for for that. Um it's exciting. So now I have the taxes. Is that exciting?

034>> Not as much as fun as mine. >> It's the mills. >> Not the person either. This is the taxes. It's the >> That's Monica. So, this is what we fill out each year uh to levy our taxes. Uh the main thing I think to point out on the L4029 is that we do 100% summer collection. We don't postpone some of that to the winter collection. This it's approved by voters of 2019 through 3738. We just have to say yes every year that we want the money. >> Yes. Yeah. >> Yeah. >> And we just >> I don't know why anybody would say no. >> So this is also a asking for sinking fund. 2.5301 mills will be leveled on all classes of property for the sinking fund. >> Right. So this is all approved

035by the voters. Uh this is just telling the uh city county how much to levy for each tax. As taxable values go up, the allowable levy will go down. So that's why we have to do that each year. >> That's the headlight. >> Okay. So we have to put bring it back to the voters in 2829. >> Is this in August? >> Yes. This is in August. >> Yeah. Oh, there might be some confusion with that enhancement village. That's an August. This isn't an election. This is >> already done and voted. We don't have this is just each year. Remember, we have to hear this. >> We have to renew. I think they voted each year. >> No, they don't vote. They vote when the time comes up. Like in 2029 is when the scing

036fund renewal has. >> Yeah, I read that. >> Yeah, but the rest >> that confused me. Yeah, >> sorry. >> Okay, I got it. uh powers school renewal. >> Okay. So um we are bringing forward the renewal of all of the solutions for powers school. You will also notice something called MBA plugins. MBA is an organization that works with powers school in many capacities to streamline and improve some of their solutions or I shouldn't say improve but streamline enhance some of their uh solutions. So this is this is the yearly renewal. I do think it's important to note that uh as we always do, we are very strategic about what we move forward with and ensuring that we are using it and optimizing it and there may be one solution that does get pulled off

037of that called curriculum and instruction. We have not not made that final decision, but I did wanted to make sure that we came to you with all of it now um so we can move forward after July 1, but wanted to note that we are still um working with the company and as we always do around here, we try to push for continued uh reductions, which I'm still in the process of doing. So, I just wanted to make sure that we got the approval hopefully next week from the board. We will continue to ne negotiate and make very strategic decisions about what we move forward with and what we may remove. >> Anybody have questions, comments? No. Thank you. >> Teaching and learning curriculum that would be >> So, so this is um what we

038started last year and really bringing forth most of the large items that will be renewed or purchased in teaching and learning. Just like I said before with powers school, this these numbers, most of them are pretty static, but there are some things, for example, Henry without tears. We never order all the workbooks that go with that until we know or have a pretty good understanding of what our student enrollment is. So, we get the approval now. We monitor those numbers and then whenever possible, we make sure that we're being very careful about what we're ordering. One of the things that I think is important to note because I believe this might be a question is that we are myself and uh Dr. Wilcox closely monitoring PA46 which is the K12 literacy law um and dyslexia

039and we know that there's some u language in the legislation um that's not been approved that perhaps would require us to change our core reading resource based on that fact. none of this will move forward or let me put it this way, we're going to hold off as long as we can with purchasing anything new related to this that we might be able to hold up on. Such as um our move would be to put our core into our high school for 12th grade, that's the last grade that we were going to phase into. But if the state indicates that we have to go with a different resource, then we would move forward with it. So, I do want the board to know that we are both very cognizant of that. we are following what

040the law is saying and we are making sure to stay on top of that and would not ever purchase something um before having an understanding about that. So that was a question good anticipation. I wanted to pull our completely off this um until we find out if it gets approved or not because $167,000 for um consumable materials is a lot of money on something that we may not um in down the road be able to use. >> So in terms of the the consumable workbooks, they do use those workbooks a lot. Um my sense would be is that if um this legisl legislation got passed, they wouldn't automatically say, "Oh, you have to up and pull it all out next year." They'd have to give districts some time to do that. So that certainly is

041the the prerogative of the board. I would just um hope that we could if it gets pulled reconsider that um next month or close because what happens is if we don't order it, >> we won't have it. >> That is we won't have it for the fall. >> Right. I would I would remember consumables are just that. It's not like we're buying books that would be here. These are we order the numbers of kids and each kid has a book. Um and so we would not go to another curriculum as of September or August 1st. Um and we're still waiting to hear they've submitted that. They're they're approved in over 20 states already. Um, and so, you know, we just have to wait and see whose language they go with at the state and if

042they're, you know, one of them is specifically telling you the ones that you have to use and then everybody's going to have to make a a a change, but there's several districts in Oakland County that use ARC as well. >> Correct. And and if it doesn't because it it I did a lot of research on this because I heard in when in Lancing that ARC did not get approved. So, I looked it up. Um, and I just feel like spending extra money when we're going to have to change anyways is a is silly. >> Love it. >> But these kids need materials to work in. >> Correct. So, are we possibly when um if we have to change what is the are we getting a committee together to look at new curriculum or it's what

043we always do and we pilot. So, we would have to we would come back to you in probably August or September and say, "Okay, so this is what's happened." But for next year, the only one we would we're holding off on ordering is the 12th grade. So, the 12th grade would keep what they have this year if ARC doesn't get approved. Um, and so I mean, we're going to be Royal Oak is in their second year of implementation of ARC. We're all going to be making a movement together as Oakland County to make some decisions. And one of them is the program that we used before we got art. So, um, you know, we'll just have to wait and see, but we will need these for the upcoming school year. It'll take us a whole

044year to get buy in and have teachers talk about what they want. Um, and uh, so we will need consumables. >> Okay. So, my next question is, last year for K5 consumables, we spent like $16,000 and this year it's 167. So I can do is I can um I try to sometimes combine things online items. I'd be happy to come back next week with some details of what's in that number so you have clarity about the information that's in there >> cuz that was a huge increase. >> Yeah. >> Well, sometimes when I I bring to you I break down more separately instead of trying to aggregate it. I was trying to aggregate things a little bit to make it not so much information. >> Yeah. I I tried to compare it to last year's.

045I pulled out last year's and he brought this to us and I was like, "Wo!" >> And and some of what happened this last year, just so you know, um we do an inventory every year and we had the first couple years when people are getting used to things, sometimes they don't use everything. So last year we ordered very little in terms of consumables because we hadn't used all of the the ones that we had. So this year there's just a a kind of a need to re-up it because we didn't order much last year. So, we have to make sure we have what's needed. Additionally, ARC did resubmit to the state. So, they weren't approved in the first round, but they did resubmit back in March, I believe. And I believe they're supposed to

046come out in sometime in June with the next approved list. So, we are monitoring that very closely. >> It's just ARC is very We spent $2 million since we started. That's a lot. and you will continue to spend that with the uh science of breeding curriculum whether it's ARC or something else that is what it takes to make it. >> All right. So, um I've been reading a lot about this too and MDE gave um 14 different curriculums and I see we did Orton Gillingham K3. Was that because of this to be prepared if it went away? Why did we start Orton Gillingham? Cuz that's on the MDE list. Um but it's just for the lower for the lower kids. So we um we actually >> used 35M. That was another grant we received uh

047a year ago. >> Was that $187,000? I swear I read that. >> There's two that the 35mm grant was maybe like around the upper 200s. The 35N grant, which is focused on junior high, was around $187,000. So, with the 35M grant, we did purchase and train all of our teachers K3, but we'll also be doing um K2 35 in the summer and the fall in one of the approved lists. And there is some conversation out there. We don't know. So, I'm going to say this. There is some conversation out there that um if a district is using any of those approved items, which we will be, it will be fully implemented um not to remove art core, but to enhance what we're doing. Um there is some conversation out there that is if a district

048is using any one of those items, which for Gillingham has approved, then we would be following the law. It just depends on where they go with some of the current language. So K5 will be using those resources next year. >> Yeah, it's a it's a shame that we spend a lot of money. I read where art could be supplemental. It couldn't be the main reading literacy curriculum. It could be supplemental. Also, don't we have to choose by September? And then teachers have to be trained in the new curriculum by September of 2027. So, I know several districts have already chosen they've trained their teachers over the past year, but uh don't we have to have our teachers change trained by 2027 no matter what we pick? That that could be Well, there's a couple of

049things and so I I might want to get some clarification. There's also some language on dyslexia training and it almost sounds like that's what the conversation is. So, there is legislation um that all districts will have to purchase a screener if they don't have one from the approved list to screen for dyslexia. In addition to that, they will have to train K12. It does whether a teacher, an instructional coach, an administrator, everyone will have to be trained. So, there's a number of things out there related to literacy. So, that could be what that is. And that has nothing to do with art. That's a separate >> Stephanie and Megan are both on the state committee for the discussion. >> Don't we have to get a different assessment tool? I'm not clear about that. We have

050I ready but aren't are they saying we have to have a different one? >> Perhaps not for assessment. >> Not for assessment but for the screening. >> For the screening dyslexia. Uh there is another state approved list and what's happening now is all these you know companies are trying to be get on the approved list and they've got rounds of approvals. So that's what they're currently >> that's how it's work. Okay. >> Yeah, that makes sense. They have to keep keep moving along and interviewing and get on the list so they can make money for their their company. So >> okay, thank you. Uh John Stoie and voice. >> Yes. So, um, we have approval up to $50,000 that was established. Right now, we're um these this invoice that we just did get gets us

051to four 40,67. So, I did email Don um and said, "Where do you think we are?" He thinks we may be under 50. We've canceled a couple meetings, but I would just like to put an extra 10,000 on it to make sure that we are uh in line with what we're doing. I don't know what events might happen after this. I don't know what we might need to do right after June, but I'd like to have that extra 10,000 buffer if we need it. If we don't need it, that's great, but I don't want to be caught without approval from the board. >> Anybody have questions, comments? >> Do we know if we have any expenses after this invoice dies on April 29th? Have we had expenses since then? Oh, yes. And we just don't

052know what they are. >> So, he's he still said he thought he was under I I believe him. piece. Uh, but I think we I just like to have it in case we have other things we need to do right after and that we don't have to come back to the board. >> Yeah, it just keeps flowing, moving on. >> Okay. Uh, metal detectors for Edison. >> Yes. So, uh, we are asking tonight, well, actually, we're it's a motion. It's an action item that we asked for on the agenda. >> Oh, right. It is an action item. Sorry, I even highlighted it. I move the board of education approve the purchase of a metal detector for Edison at a cost not to exceed $25,000 207 $25,27 as presented. >> All right. Motion by Nate and

053support by April. Now we can have discussion. >> Yes. So I think I mentioned before the metal detector was broken by a student at Edison maybe several times. Uh so we are uh we put in the summer fund purchase um we're looking to see if we put 20,000 in uh it's going to be 25. However, some of those that 5,000 we would just take out of the reserve because it needs to be placed and we're looking at getting the ones like the high school and the junior high so they can pull them in. Um so um that that's and we need to order it now in order to get it to this year's center which is why we're asking for your approval this even >> to get it there by when? >> Um it's just

054to get it in our center to expend the funds. >> Okay. In the center program for the >> Yes. 2526 school year. >> Yes. >> Okay. Roll call, please. >> Yes. Yes. >> Yes. Motion carries. Um on to we're leaving out the state aid note going to check registry questions. Miss Lefroy sent Oliver hers. Vice President >> and I got the answers straight to you. >> Uh you know, but I was reading one of the answers. We borrowed $7 million for this school year and you say we paid it off in July of 2025. I think the question was asked backwards. We borrowed 12 million that we paid off in 2025, but didn't we borrow 7 million for this school year? >> You you borrowed 12 million and we paid it last year, >> right?

055>> We borrowed 7 million, but it was it was paid back in July because we didn't need it. >> July 26. No, July 26. July 25. >> We borrowed it in 25 and paid it back a few weeks later. I >> that's the numbers you guys gave. >> I will have to double check that was Crystal pulled that. Um >> we did pay it very quickly. >> Yeah, we did pay it quickly. But part of what we >> why we were borrowing was we also didn't know if state aid money was going to come in in October. So did we know that in July? >> Um all I know is I asked the question and it was answered that way in there. I I I know we paid the 12 million off faster than we

056thought was going to happen. >> So, what we'll do is bring the date of the 12 million that it was that it was gone for and paid off and the date of the 7 million that we went out for it and then it was paid off. >> Well, it's great to know that we didn't never didn't have to use it. >> Yes. And we we hope not to this year as well. >> All right. audit engagement. >> I didn't like that. >> This this won't be won't come next week for your approval as you already approved the auditor, but we realized we didn't give it to you. So, >> this is I've just recently signed it and so this is just uh informationational for you. >> Oh, okay. Okay, that's good. um grants. >> You

057want to talk about the reimbursement, Monica, for the treasury? >> Sure. So, part of our monthly um treasury monitoring um they have a program for reimbursement um of of expenditures and there's some that are allowed, some that are not. Uh we received this last year uh for $150,000. It's the maximum award. So, we have applied uh for the reimbursement again. Uh we applied for more than 150,000. Just hoping somebody else won't claim theirs and maybe we'll get extra to see that you really shot for the stars here. That's >> that's smart. >> When will they give it to you if you don't ask, >> right? When will we know? Um, we will know uh I believe by the end of this month. >> That'll be wonderful. >> June last year. >> Their timeline was around

058the end of May, but um maybe early June for the state that really means mid June. >> Perfect. >> All right. Michigan Arts and Culture Council. >> Dr. You want to talk about that? >> Sure. We've been awarded a sum total of $20,000 through the Michigan Arts and Culture Council. This is going to provide 10 classrooms with an additional um art curriculum one time per week for 10 weeks. Those classrooms will be at Hoover, Edison, Jardon, and Web. Um, and they will be classes in uh, dramatic arts, visual arts, music, and creative movement for students with special needs. >> That's beautiful. Nice. Wonderful. That was uh, some you who applied. Who's the grant writer? >> That I did. >> They did that. Oh, thank you. That's awesome for kids. Um, start conference. >> Yes, the

059start conference. uh took place earlier this month. We have several teachers with uh endorsements in autism spectrum disorder that are members of START. Therefore, they got a grant or um their tuition was paid to go to this conference. Uh so this is just for your for your knowledge that they did attend and it was paid for through this dark grant. >> Nice. Good. >> How many um teachers did you say by or staff? >> I believe three. >> Oh, okay. >> Voluntary recognition of nonsupervisory central office staff union. >> This is also an action item. >> I move the board of education approve the resolution for the voluntary recognition of non-supervisory central staff union as presented. >> Didn't say mine didn't say action item. So, >> okay. >> My question is when was this put

060on? Because I ran my agenda like at >> 2:00 this afternoon on my lunch and it wasn't an action item. >> It it it's a resolution. >> It's been an an action item. We waited for the resolution because we just had it on there. Um but we did not receive the signed resolution until this afternoon. We are asking so that we can move forward um per our last meeting when we talk about so we do have a resolution. >> Okay. Cuz it's not on mine as a action item. It just is anformational item for discussion. >> That was I didn't have either. That's surprised me. >> This is the resolution. Then in the comments at the end of last meeting, Heidi, you said we would be voting on it >> at the next meet at

061the next >> regular board meeting >> at the business meeting. This is the discussion meeting and I want to know who's in this particular union. >> So that's in the sign item that we gave to you as well. >> This that's why we didn't it was at the table. So we didn't have this resolution ahead of time. >> No, you did not. We did not get it. We did not get the sign resolution until >> this afternoon from their steward. >> That doesn't have names. >> We don't use names. It's positions. >> It's positions. >> It's everybody else but the superintendent secretary. We talked about this for an hour in a close session just two weeks ago. >> Yeah, it's kind of funny that we're not supposed to discuss what's discussed in close session. >>

062Well, I mean, the people know how long we were there and they know why we were there, but this will be the third time we've rehashed this. >> No, but it would have been nice to have a text. Hey, we're adding this That's not part of the discussion that we have right now. I mean, I I can read the resolution. We have a motion in a second to vote. >> And if we're going to vote it down again, we can vote it down again. But that the motion's on the table. >> I don't want to vote it down again, but however, I'm not going to vote on something I didn't have time to read. >> We're voting because there's a motion on the table. >> Excuse me. >> We are. That's the >> Can we

063just take two minutes to read it? >> Listen, I apologize for that not being in there earlier. However, we had been chasing the steward. So, um this is very serious to get dropped on the table and we have not had a chance to read the resolution. This is it's very serious. So, we can read it. We can vote, but it's your pleasure. >> I don't want to distract by your reading. It's >> I mean, come on. Well, there's a motion on the table, so we can't even take a 10-minute recess to >> to look through it. >> We have We can vote in a week. It's one week. It the resolution is no different than what we read last week. Right. >> You're missing the point of not getting a document at the table and

064making a decision without reading something. >> I understandable with that. >> And you can be not comfortable with it, but we've already read this. >> Okay. So, we we had a motion. So, take a vote. >> I'll do the pleasure of uh please take roll call. >> Resolution hasn't been read. Would you like me to read it? Sure. A meeting of the board of education of the city of Hazel Park School District, Oakland County, Michigan, was held in the school district on the 11th day of May, 2026 at 5:30 p.m. Following preamble and resolution, Jamie, can you let me know who was the second? I don't recall. >> Mr. Becker. >> Okay. The following preamble and resolution were offered by Trusty Beaton and supported by Trusty Becker. Whereas the Teamsters Local 214 filed a pos

065filed a petition with the Michigan Employment Relations Commission MC to represent the district central office administrators and non-supervisory staff on March 18th, 2026. Whereas the district has reviewed documents reflecting that a majority of such administrators and non-supervisory staff have signed statements including that they have designated the teamsters to act as their representative for purposes of collective bargaining. Whereas the board decided that rather than going through the time and expense associated with a representation proceeding under MRC, it is in the district's interest and that of its employees to voluntarily recognize the teamsters as the collective bargaining representative of the district central office administrators which the board approved on April 20th, 2026. Whereas the board has similar similarly decided that rather than going through the time and expense associated with a representation proceeding under MRK, it is

066in the district's interest and that of its employees to voluntarily recognize the teamsters as the collective bargaining representative of the district's central office non-supervisory staff with the understanding that the superintendent's executive administrative assistant will not be included in such bargaining unit as a confidential employee to the district as set forth in the attached matched agreement that has been executed by the superintendent and authorized by representatives of the teamsters dated April 23rd, 2026. Now therefore, it is resolved that the board hereby approves the attached voluntary recognition agreements executed on April 23rd, 2026, recognizing that Teamsters Local 214 is the authorized representative for purposes of collective bargaining and the bargaining unit composed of central office non-supervisory staff on the terms reflected in such agreement. >> Okay, now we'll take roll call. >> Yes. >> Becker, >> yes.

067address. >> I'm just going to state again that I think it's very unprofessional that we get this dropped on our lap at the meeting instead of having giving us warning that it's coming for a vote. I do understand we talked about it so I am a yes. >> Yes. Um, yeah, I I echo uh what Heidi said. Um, it's it's not correct to drop something that important and not have noticed, but I'm a yes. So, the motion carries. Uh, days, hours and days waiver. Yes, this um as the memo stated this um we're just bringing this to you because we usually bring those um as anformational item and last year there was a change and it was approved for 3 years. Since that was a change and and we weren't sure that everybody was recalling

068or aware of that, we wanted to bring it back again and just remind everybody that our outers and days waiverss for both invest and MCA have been approved. I'm sorry. Invest in advantage have been approved. Um and they have uh three years. So this is really good through the 27 28 school year. >> Okay. Anybody questions? >> Okay. So this is not coming back next week. >> Correct. >> Okay. >> Just Oklahoma schools 2026 uh uh board elections in revised timeline. I love the timeline. comments. Who's dressing? >> No, I just this needs to be brought to you for your information and um you don't need to open it when your time comes here. >> Okay. Um board self evaluation. I don't think everybody has done it. I don't think we can do it if

069if everybody >> it's five out of seven has completed it. Um uh it is uh just two two of you who did not complete it. So the question you and I talked about Beth last week is did you guys want to have the meeting? She's standing ready, willing, and able to get it to do it, but two did not complete it. >> Don't you have to have seven to do it to have the No, >> it's just up to >> Can we get the results in at least we can have the results from it? uh we're holding her in the June time frame on those dates and so I think it'll take two weeks to get the results. Um and normally they don't hand it to us if we're going to have a meeting. They

070bring it there. So then you're all talking about it ahead of time. So I'm not telling you no. I don't believe we can. But I certainly will ask that information, but we are she did rearrange and holding her schedule and so we should release her and then do it later if we're not going to do it. Do we have to decide today? >> That's up. >> I think you said that you told um Debbie Stair that we would know today. >> Uh I did I think you were in on that email that we said that we were going to bring it up to decide and um because she was holding her schedule, they want to send a contract and hold her because other boards will want her if not. So, it's really up to all

071of you if you want to do it. Um, we could just do it ourselves and um run the the meeting or you can have no meeting and just look at it. It's it's up to the will of the board. >> I would hope that we can do that. As uncomfortable as it might be, I think it would be valuable. Um, for some self-reflection. Um, so I I hope that we can continue with that. I hope that is it my understanding that we can't continue with it unless all surveys are completed. I don't think so because we didn't have all the people completed last time. >> Well, I hope that we can continue with it. I I would like to >> with the facilitator >> with I would prefer to have a facil is the question

072whether or not we release the facilitator from >> question is >> you don't have a meeting at all. Two we facilitated oursel three we use the facilitator kind of >> do it with the facilitator. >> I would prefer with the facilitator. >> I agree. My issue, President Hinton, is we didn't get off question one last time. We were here for three hours. We might have got to question two. >> It was a hot mess. Um, yeah, I can't speak to last time I didn't take part in it. I know that I would be a willing participant and try to work to get through whatever difficulties we have. Um, so hopefully we can move forward with it. >> I think that we do it and have her come and we'll pick a date for We don't

073have a date. She gave us three dates. We didn't give us a date. You guys picked a date and Jamie it is. >> I think it's the 23rd of June. I >> Oh, I think that's my I think we're concerned. >> Okay. I could >> that's a date. >> There's a date for my midyear and there's a date for that and you guys pick between those dates. I'm sorry I don't have it right at this moment, but Jamie's looking by the time we do closing session comments. >> Okay. >> I think it's the week prior. >> When was it? >> I said I think it's the week prior. So the 23rd then it would be >> I know we had two days in June that were sent this. We have a workshop on the 16th

074so it might be that >> that is what it is. >> Okay. Next I have the senior trip to uh Cedar Point >> and we are asking for approval for that too. I'm sorry that's not >> you need approval today. I wait. That's just we have to approve when the when students are going out of the state. >> Yes, that's >> there's no cost associated just to let them into the state. >> When is um when is this happening? >> June 1st. >> So they won't technically be seniors anymore till we graduated. >> That's how you did it last year as well. >> So do we even need to vote on it? Um, >> are we providing our >> the transportation? >> Did we get anything on that? >> There's a memo in board books.

075Okay. Uh, the MHSA resolution. I don't have a resolution. >> Yes, it's in here. We do it every year. Um, it is we're required to do it for approval. I don't think we've ever read a resolution for it, but there is a resolution that's attached. >> This is Is this the conference? No, >> no, this is the conference is next. Well, it's all MASA M ha. >> It's just membership alphabet soup. So, I guess this is for sports. This is to allow us to to participate and be um in MHSSA and be on the board. Our kids get honored, then we're able to have insurance for the um if we get, you know, in in the organization. We do this every year. >> So, are we going to read the resolution here or next week?

076>> Next week. >> For next year. Can I ask you what um go I'm sorry going back to the junior high trip. Is there a cost related to this? I know we said the school wasn't covering it. We're just doing it as an out of state, but I'm just curious. >> The bus we the bus will cover. Um it's our transportation people that are countering, but no, the kids um there's money that's been donated uh for this and then you know the kids are paying for it. >> Do we know the cost of the stu for per student? >> I think it was a hundred. On the top of my head, does it say >> No, there's one just 90 students. >> Okay. Uh MASA conference. >> Well, it is that time of year to

077get us at the conference and Stephanie and I are looking to go again and we actually may have a room reserved uh so we don't have to go off site. Um, if this is approved next week, we hope it would be. >> This is really far in advance. >> It just came out last week. >> I'm just saying you're asking way in advance when it's in September. Where is it? >> Traverse City always. >> Oh, Traverse City. >> Yes. And it just came out. We usually do it in May or June. As soon as it gets announced, we bring it to you guys for approval. >> Sorry. They can get it wrong. Otherwise staff otherwise they're offsite and it's more expensive. You don't get the conference right off site. >> That is all. Um close

078session is already happened and public comments. Anybody wishing to speak? Anybody have closing comments up here? I have a few but that's okay. Um last Friday was prom. They were beautiful. Um and Jardan's prom is this Thursday so they'll be beautiful as well. The all night party is this Friday. Our parents have done a great job of putting together the all night party for us. Um had a great uh meeting last week with Promise Zone and just talking about the great things that are happening there. And um uh Ellen Lipton has a state superintendent coming in um on the 1st uh through the promise zone uh in order to look at our community school effort to be able to do a blueprint pilot for other uh places. Um, uh, we have an event for our

079Oakland County seniors, uh, May 13th this week, uh, heart health, um, at Longfellow from 11:00 a.m. to 12:00 p.m. So, if you'd like to go, that information is up on our website. And then we do have our safer home, uh, uh, activity um, at Hoover tomorrow night at 5:30 with dinner. Um, and the event will start at 6. All right. Motion to adjurnn. Motion to adjurnn. All right.
