I will now call the committee of the whole meeting of the Hazel Park Board of Education to order on this April 13th at 5:30, 2026. Roll call, please. >> Here >> present. Fox >> Here >> Fox is absent with notice. Uh, next is approval of the agenda. >> Can I get a motion? >> Uh, I move the board of education approve the agenda as written. >> Moved by April and support by Monica to accept the agenda as written. Any discussion? I had a roll call, please. >> Yes. >> Becker, >> yes. >> Forress, >> yes. >> Uh, yes. Motion carries. Uh, public comment. Anybody wishing to speak? Um, needs to fill out a a paper, put it in the basket. It looks like at this time, uh, there isn't anybody coming forward. So, we will
continue with our new business. uh personnel administrative contracts. >> Sure. I'm going to talk about that. Um so we went to bring administrative contact tracks to you last month and I was asked to wait. We're going to wait on all of them until negotiations are done. We had John Garrett write us a new contract a little more in line and in there it puts their salary. So we'll wait till negotiations are done with our building principles and then put their salaries in there to sign up for the upcoming school year. So, I just wanted to follow up since we said we'd bring them this month. We'll be waiting. >> Any questions? I was wondering. >> Thank you. >> Uh, moving on. We have the benefits of the um RFP. >> Uh, yep. So, I talked
to SE on Friday and they still do not have all of the answers that companies. So, as soon as they get that all back and put it all together, we'll bring that back. Um, but they have not received all the information yet. questions? Anyone? >> No. Okay. >> Did they say when? >> She said it still could be another few weeks from I mean it's that time of year so >> they're busy. >> So probably May. >> Hopefully. Yeah. >> Right. >> Nertified staffing. Is that those tails? >> So this is um a similar format that you guys have seen in the past. This is all our uncertified staffing and the changes by building. um net change 11 people and that is um eight pair of professionals and three custodians. Um several pair of professionals
are out of the center program though at Edison. Um four of them because we are doing the um ASD elementary ASC program. Um so four of those positions are completely center pay. Um the other four positions are pair professionals in the special ed realm. Uh three of them and then an office pair at the junior high. request to bring that back and then um three custodians um after requesting Mr. Richardson. Are those brand new custodian? Additional >> additional custodians. Yes. >> How many do we currently have? >> Well, I can tell you where those positions are. That's place one a new position at Webster. Um we are um in need of extra love and care at the Webster building. one is at the um high school um given the um amount that needs to be
cleaned and then one is at the junior high. Currently, our custom was these. >> Oh, I thought that's what >> Do you think maybe we can get a summary for next meeting? >> Are you interested in where each one is? How many are at each building? What exactly are you >> maybe about each building? How many is there? >> Sure. >> Thanks. I appreciate that. >> Okay. Any anybody else? All right. Next, we have non-certified staffing. >> We just nonrenewal of certified staffing. I move the board of education approve the elimination of the district council position effective July 1st 2026 renewal certified staff. >> Yes. >> Mhm. >> All right. That's not written on this agenda. >> I I have a quick question on the in the recommendation. It's July 1st, but up here it's
July 15. >> It should be July 15th >> in the in the motion. >> I will amend the motion to July 15th of 2026. Thank you. >> Is there a reason why we're not keeping him to the end of the month? Um, seems that that's a good cut off for benefits. >> We don't have a Well, a couple things. We don't have a position as of July 1st, you're we're giving our 90-day notice and you approved that at the last meeting. And so then the next step was to bring that 90-day notice that since we delayed doing a meeting, we have to keep them on for two extra weeks for it that would have been as of June 30th. So, he'll have benefits until August 1st, correct? >> Will he have known your benefits? And
he got benefits when he came. Um, our contractors, you lose your benefits when you leave. >> Oh, right away. >> Do we want to read the resolution before we vote? >> I think we need a support first. >> Oh, no. Support. >> Support. Hold on. There's two resolutions. >> I'm lost. >> All right, I got it. >> Two different agendas. Again, now we move through the staff. >> One of the agendas, one of these is your motions and the other one is the agenda. So there's only three motions tonight. This one and the two for central office. >> So was motion by Monica, support by April. Correct. >> Support of Debbie. >> Debbie. Okay. Any any further discussion? Okay. Roll call. Motion to >> read. I'm sorry. Are we ready? Okay. >> Um, >> all
right. A meeting of the board of education of the city of Hazel Park School District, Oakland County, Michigan, was held in the school district on the 13th day of April, 2026 at 5:30 p.m. The following preamble and resolution were offered by Trustee Reti and supported by Trustee Lromboy. Whereas the district's current financial condition is wanting and a major concern to the board as reflected in the board's retention of a business consultant to advise the board as to how to address and improve the district's general fund balance. Whereas the board has determined that the district's financial condition warrants a reduction in personnel, including a reduction in central office administration, which includes the district's position of district council. Whereas the district council's employment contract with the district, which currently has an expiration date of June 30th, 2027,
expressly provides that the district may terminate the district council's employment in the event that the board of education determines that its financial condition warrants a reduction in personnel, including a necessary reduction in the district council's position upon providing such notice of termination and writing to the district's council not less than 90 calendar days prior to the termination date, so designated by the board. Now, therefore, it is resolved that the board hereby determines that the district's financial condition warrants a reduction in personnel, which includes a necessary reduction in and the elimination of the district council's position as of July 15th, 2026, which would accordingly terminate the employment of the district's council with the district as of July 15, 2026. that the superintendent is hereby directed to provide written notice of this board resolution to the district's
council indicating that the position is eliminated and therefore employment is terminated effective as July 15th, 2026. >> Okay. Now, any further discussion? All right. Roll call. >> Yes. >> Becker, >> yes. Fortress. >> Yes. >> No. Uh motion carries 5 to one. >> Uh the ASD center program at Edison. Who's speaking to that? >> I can speak to that. Yes. So, um at Edison, we do have classrooms that are available. Um and there certainly is a need to open center programs for students with autism as many of our centers in our neighboring schools are filled. Uh so we did put together a proposal and open schools is certainly supporting it where two elementary classrooms at Edison that would house students with autism. That would mean hiring two teachers, two pair of pros per classroom, a
social worker and a supervisor to oversee the program. We are not going to start taking um applications or district service requests until we have those positions filled. Um as you know, it's very challenging to find uh teachers within autism endorsement. So, we're really hoping that um with some moving around in different districts around us that we'll get those teachers and be able to service those students. An example, one of our neighboring districts has 15 students, elementary students on the wait list for an autism center program. So, the need is definitely there. They just w opened up one up um in the northern end of the county in Oxford. So, uh, we are hoping to be able to serve our communities in our surrounding communities center-wise, um, with that those additional 12 spots. By any chance,
do you know how much all the additional staff would cost? >> Um, I'm not sure how much they cost. It is tuition based. >> It's based. So this not only provides this but it's in Edison also provides us with extra dollars that we get from the center. >> That's not that's I understand that but my question was how much salary is involved in hiring off this additional staff? >> That's all I needed to know. >> Yeah, it's it's um it's hard to say because it's based on your experience. So it's um >> Can we get an estimate for next meeting? >> So you just want an average of what our >> Yeah. How much you can get in that range? >> Yeah. >> Okay. Thanks. I I have a couple of quick questions. >> So,
these kids are not all coming from within Hazel Park. They're coming from wherever. And the the parapros are the ones from the from a couple items ago. Are they paid out of the center fund, too? >> Yes. >> Okay. >> All staff in these two classrooms will be paid out of the center fund. >> So, those four people will be paid out of center fund, but the rest, I'm assuming, are paid out of a general fund. >> Yes. >> Okay. Just have a question. How is it we don't prioritize Hazel Park kids would be going to that program before Oakland County other Oakland County we have autistic students? >> That's a great question. I was going to actually suggest Dr. Fazy that you talk about the process for kids to get into any center program
that we run or somebody else. >> So at this time we we only have one student on a waiting list for a program center program for students with autism. Um our students are either in central programs now or are in our programs which are higher level resource rooms. Um and the process goes that you there are many steps you have to go through before you can put a student in into a central program. So they have to um do a lot of things at the local level. This including behavior plans, different strategies um different different uh IEP meetings that they're talking with the team and trying different things. But when a student their behaviors or their education is it's it can't be serviced at the local level. That's when we move into the center and
that flows all through Oakland County. So, it's not that we are not serving our students in Hazel Park. They certainly would have spots in that center program if we needed them, which year to year that varies. Um, but right now we don't have anyone waiting at the elementary level. So, those spots would be open. >> You said we had one kid, one child on the waiting list, junior high >> waiting to go into Edison, >> waiting to go to Landfare. >> Landfair. So I I think we have more than one um student that needs the services. So we're fortunate to have the special ed teachers that we need that the ASD teachers that we need for our Hazel Park kids. Even though there's they're hard to get, >> we do our kids are all our
autistic kids are all covered. >> Our kids are covered right now >> with ASD teachers. We don't run a program right now, Miss Hinton, that utilizes that type of step. We use a leveled program. That's levels 1, 2, and three. Um, and our level three and four. Our level three and four can be any certified under any uh special ed, so emotionally impaired, cognitively impaired, autism spectrum disorder, or learning disabled. and that is part of the Oakland County agreement. So, they're special ed teachers certainly. >> All right. Thank you. Um, we're on there is nothing under policies. Anybody have anything else? All right. Buildings and ground. >> Wait, >> no, I I was just going to say that I think we might be confusing just children with autism spectrum disorder that need special education services
in the higher level that is a center program. We're not discounting that there are kids with ASD and Hazel Park schools that are being serviced in their special education classrooms. This is above and beyond. >> Mhm. They're they're being serviced appropriately. >> Right. >> And best practice across the country, not necessarily in Michigan, I think some places are moving is that you would never place a kid in a classroom based upon their disability. You would place them based upon their needs. Thus, Hawaii Oakland County has gone to level one 2 through 4. Um, and so many places uh don't even have a ASD teacher, EI teacher. You are like in Illinois, you're an LBS1, which is you can teach anything. >> Okay. Uh, moving on. Gym floors. >> Yes. So, uh, every summer we get
some gym floors done. This summer it's Hoover Web in the junior high that we're looking at refinishing. It's going to be about a cost of, uh, $7,000 to get that done. A little bit over 7,000. and we'd like to bring that to you at the next meeting. >> I'm just curious what we do last year. >> I don't have that spreadsheet in front of me >> to do it high school. >> Um, so I can probably get that for you in my weekly update which ones we do cuz Reck has like a spreadsheet and we check it off which ones we're going to do so that we're all on the same page. I'm just curious. >> Okay. The next is the museum uh contract. So, every year um we bring this forth. You don't necessarily
have to bring it forth. It would just roll over, but we have brought it forth every year. I reached out to Mr. Clobacher and they still do want to utilize the lease. And so, it's on our calendar for this month and thus I'm bringing it for approval at the next board meeting. >> How many years have we what do we four five years? >> Yeah, at least one. >> Okay, great. Alarm systems. So, we do have a proposal to uh do the alarm systems to get them updated and uh it's 28,423 that can come out of the scing funds for this. Um and this is just to continue to increase our capabilities in our buildings. >> How how is it determined? Was there checkup on all of these? >> Um I I can let uh
him speak about that spread. Um 31A can't pay for this. >> It could, but we have all of it allocated right now. So >> what was the question? H >> how did you come up with the fact that we needed to do update all these buildings? >> Uh a lot of them were not getting communication with the monitoring service with the alarm company. Um, so with doing that, we're able to upgrade the radio to a cellular device. So no matter what, if we were to lose signal here, it's always communicating. And then just we had a lot of outdated equipment that's been there since the alarm company put it in many, many years ago. So, >> I was curious because we had people go through our buildings for safety reasons and uh intercom and all
that is safety if they had anything to do with >> Oh, no. This was I think that different >> almost three years ago that that happened when they came through the building. >> Again, I'm not sure if they went and looked at the alarm systems with that safety stuff or not. So, >> thanks. >> You're welcome. Can you tell me um how much we the balance and the um syncing fund and when that balance needs to be used by >> uh syncing fund continues to roll over. You don't have to use the syncing fund. It just if you don't use it, it grows so that you can have something bigger being. >> Okay. So, we don't have to use it all in one year. Is there a certain percentage we have to use in a
certain year? >> Nope. You can use it as you choose. When does it when do we get that tax revenue from the senior fund? >> In the summer. >> It's it's levied all year round. >> It's levied all year. >> No, they get But they levy it for the large amount to come in the summertime. Correct. >> So you get it in the summer. >> Okay. This summer, but >> how much do we get a year? >> You know what? >> I know it varies because of the >> We'll bring up that sheet since um Monica couldn't be here tonight. have a sheet with that we gave to you guys just two months ago with the total amount that we get every year and what's been used so far. So, we'll update that and make
sure we get that to the next board meeting if you're okay with that. >> So, if it's in our board packet, I can find it. >> We'll update it with the things that we placed in there because we've asked for a couple things. >> Okay. Thank you. >> All right. Uh moving on to the high school walk-in refrigerator replacements. Yes, we um have uh remember we kind of talked about the food service fund and how we use that. Well, this is a good example that at some point it's not okay to keep replacing you or repairing you need to replace. And so this is a recommendation to uh do this update um so we have better more reliable service in the school. >> Is this the really super old one? >> Yes. >> It's such
it's so needed. >> Yes. And we continue to have a lot of repairs. So hopefully this will alleviate some of those repairs in the meantime and this will come out of the food service. >> Will they be doing this over the summer or are they going to try to get it done before? >> I'm not sure when it'll be done. It'll be all about ordering and what they have in order once we get this approved next week. >> So they're going to replace the entire walk-in. >> There's a majority of it will be replaced right to update. So, you got new coils and wires and I thought it was just cheap for a whole walk. >> Oh, it's just updates to it. >> We're putting a band-aid on it. >> No, no. This is to
fix it. So, if you look at this, this isn't like pulling it out, putting a new one in. There's just pieces of this that you do to put it in to put brand new pieces into it for it to work. >> So, it's like keeping the box part and replacing all the engines. >> Yeah. It'll have new doors, right? So, if you go through here, uh the removal of the existing installation of a new evaporator and condenser, replacing the refrigerant lines, installing new doors, and a full system startup and testing to proper operations. So, and then there's some electrical work that goes into play with this as well. It's not like a refrigerator at home where we kind of pull it out. It's a unit in the wall. Well, you know, it's just confusing cuz
the first part says, "Due to the age and condition of the unit, repairs are no longer a cost no longer a coste effective or long-term s solution." And then the next paragraph is all about repairing it actually. I mean, it doesn't matter to me. I just thought 23,000 was cheap for the size of that refrigerator. >> It is. Um, >> so the repairs would be pulling coolant, not replacing the coils. It has some new electrical going in. So, it will be as if it >> super important parts. >> Yes. >> Major. >> Okay. >> All right. Uh, Hoover Boiler repair. >> So, we're having a lot of uh issues and concerns across the district. So, um we need to do um a repair at Hoover, a cost not to uh not to exceed $5,024. Um,
we're okay at the moment, but as soon as we can get this approved, we need to get started on this quote. >> Uh, I just have a question. All the rest of the repairs seems to come out of the scing fund, and this is coming out of the general fund. >> No, this should come out of the scing fund. >> Okay. Catch that. >> It says, it says general, but it's >> Thank you. >> How How was it? Does it say here? How was it discovered? Was it leaking or something? >> Yes. >> Okay. And who checks on it? Mr. Richardson, >> the head custodians check on them and then they will call. >> Okay. Just didn't know the process. Uh, next junior high hot water system. >> So, the junior high did does have
a leak at the bottom. Um, and they searched uh these tanks out. Uh, this is a cheaper price, but it's taken a couple more weeks to get to it. So, we just need approval next week for the 1825 and then they will be shipped up from the south. >> Anybody questions? >> So, do they not have hot water there now? >> No, they have hot water. They have more than hot one hot water heater. >> Okay. It's leaking. >> It's a good question. Uh, what they also have hot water heater repair? >> Yes. So, this repair has been processed. Wanted to make sure you know. I think this one was 4,100. They did replace them. Um, if you remember, uh, back several years, these are not these are like from 201819. Um, so we they're
fairly new, but the up they had been replaced during that time because they were put in backwards and wrong. And remember, we brought all these warranties in. So, it was maybe 12,000 to replace us, but they decided to go ahead and just repair them and see if we can get uh more age out of them um for the future. Okay. Um, one roof did come to a Yes. So, um, when in that windstorm a couple weeks ago, we had a portion of our roof at Web come off and so this 6,000 is 6,500 which we are already already moving on, right? Is just there to do a temporary fix. And then SE SEG is sending out engineers cuz uh Greg believes that the entire roof in that area will need to be replaced. So matter
of fact, they were reaching out to me today. I unfortunately wasn't able to grab that call to come out and do an assessment on the roof. But they recommended we do this temporarily uh because there are spots if you saw the pictures where it's leaking down inside there. >> Questions? Anybody? No. I high school >> also. Um, Greg is working on the quote for the high school windows. Um, he didn't get one. The first one he got was $90,000. So, we're going for another one to just fix those windows that are facing the baseball field instead of covering them up to get that light in there. So, just going to work on a few more, but just so you know, we did you did uh approve for us to take the stuff off the side
of there. Um, and then the next step will try to get a better photo. >> It seems you're talking about those windows way up higher. >> Yeah. the ones that reported. >> Yes. And they're no longer reported. >> Okay. High school bleachers informationational. >> Yes. So, um I don't have the information from Greg, but he did have somebody come out look at the football field and track as well as the bleachers. And so, we will be bringing you some information about what the um what this individual believes that we should be doing to keep our track up and to keep the football field up and those bleachers. Even though those bleaches are a little newer, they put things over them. As you know, if you've been out there for the football games, there's areas that
are not safe. We need to figure out a solution, >> especially because we know that it's not safe. >> Yeah. One of the meetings we requested the visitor site to be looked at also. >> It I believe it was. >> Okay. Uh finance release invoice. >> Um just that uh this is the first invoice that we have. I am somewhat concerned that we're going to be above the $50,000 price. He was not able to do it last week. Um we are going to put this in for the Treasury to try to get reimbursement. Um the Treasury grant uh we believe is a minimum of 150,000 for us. Uh so we'll be putting items in like the audit. Maybe Don Soie will put some other things in to make sure we capture it all. But um
I am concerned. I don't have a sense right now because this is the heavy time of his work and he's met with all of us. Um any continuing meeting as he's getting ready for the budget and I know he spent a considerable amount of time there and so I'm just bringing it to your attention. Hopefully um he'll have an opportunity in the next couple weeks to get us and then if we need to bring it back uh for approval which is what you said that we would do when we got to that point. So just keeping you updated. >> Treasury report. So, this is the Treasury report, but unfortunately Monica's not here to answer any questions. So, if you have some, you'll have to email Crystal, Monica, and myself tomorrow, Debbie. [laughter] >> I didn't
have any on that. >> Okay. >> So, we're good because we get that every month now. It's kind of a recurring. >> Yes, we asked her to put it in there for you. We turn it in every month and so we have to put it in. >> We didn't have any questions on that one. >> Great. All right. Uh, Oakland School 2027 budget. So, Oakland Schools, um, every year they send out their budget, um, and we typically vote on their general fund budget. Um, what it essentially shows is they budgeted for 2627 um, at a 3.4% increase, which is conservative for them. um within the budget it does show um one of the impacts that is more so related directly to Hazel Park and that's in regards to the PA18 um distribution. Um they with
the audited uh numbers last year if they met over the 5% um which is if they meet exceed over 5% balance then it's a potential that our district will see an additional um payment in December. Um [clears throat] just looking in the the past looks like we've always received something um typically a little over $100,000. So it's um safe to say that we should probably receive something in dece or in December as well. Um they are expecting a $5.2 million increase which is about 2.9% um for the PA18. um with their um conservative increase um they one of the uh pieces with open schools in regards to the general fund um is they provide the regional services shared support um to us. So the things like compliance, help, um technology, payroll, uh finance systems, um
mental health, safety, support, pupil, accounting, um procurement, and any other district services. Um the benefit to Hazel Park is that it helps with support consistency, compliance, and cost efficiency instead of every district having to do everything fully on its own. And that is um the primary reason of the budget for um Oakland schools. and just to see, you know, where they're at in their their [cough and clears throat] um their finances as well. I >> think they also have a 2.7% increase for all their staff embedded into that budget as well. >> Oh, it's it's two. >> Yes, 2%, right? At least that's what it says here. >> It was I think I bookmarked it. And so at the next meeting, you will be asked to approve it or deny it. Um, and so we
have to do it before May. So the next meeting will be fine. If you have any questions, please send them to Monica. >> You're talking about Monday? >> Yes. >> So we can get it to them. >> Yep. >> Okay. Does that be board book renewal? >> The board notebook renewal came in. It's $3,000. That is your subscription to do your board documents. Um we don't normally bring it to you but we did uh because it is a subscription. You ask for subscriptions to be brought to you. >> That must be per year. >> Yes, it is per year. >> All right. Uh safety training. >> So the Michigan State Police adopted the I love you guys and I love you unification. That has to be implemented in all schools. Fortunately, we've already done that.
Um but uh we felt after meeting with the secretaries after hearing some feedback that it would be nice to bring uh individuals out uh we could do it ourselves to be a trainer is what I found out is you just have to have taken it. Well several of us have taken it. I do think it's better to bring a expert trainer in. Again we can have over 100 people and so we would have our secretaries um our buildings and and maintenance. I believe we'll have some of those guys in with us. Um we will have all of our administrators coming back and then um the teens in the building. Um so they're going to prepare training in June. We would encourage those kids those kids those staff members to come into the training as well
in August um in order to do that. And then we would have another day after that where individuals uh we'll probably do a proposal once we get it all in for them to be paid to come in so that they they look at their EOPS and see any changes that they need to do. The reunification is important because it tells us about the boxes that they should be putting together with cards for kids. So, if you came up and picked up your student, um we would have them in an offsite spot inside a building, not outside. And parents would have to show IDs and show we'd have to hook up the card to show that those are the individuals that need to do. That's the standard reunification unit. Everybody has different jobs. In many school
districts, the reunification team is the central office team. And they've done that because uh those that are in the building are focused on those kids and moving them. And so central office steps into place at the reunification site acting as command at that reunification. So well there probably might be some things that we think about. You certainly could come and join us for both of those um if you so choose to do so all day. Um it is great training, lots of questions. Um I thought 8,500 was a steal actually for a full day workshop um on something that so many people can attend. We'll ask for approval at the next meeting. >> Do you have a date in mind that you would like? >> That's already scheduled >> for August 15th or 19th. I
don't have to look at my calendar. Um, we'll send that out to you. It was there was a lot done last week. Um, but I took whatever he could give us because he's really flow through reports. questions, discussion, record. >> Um, just a reminder that with the DFC grant, um, that's always quarterly. So, even though you see, um, quite a bit of a difference, that reporting is actually due at the end of this month. So, we really typically won't get payment until next month. The HPCC um, coalition, that's usually monthly. So, you'll see we're pretty much about a month off. Um, and we'll see that uh sometime towards the end of this month, beginning of next month. >> Okay. Uh, check register statement, credit card statements. >> I do have questions and I apologize for
not sending them to you last night. >> I have some too, but I can email them. >> Okay. be helpful if you guys email them and then if we can't answer them, we would bring them uh back to you at the meeting if you felt like it needed to be done in public. >> Can I use one and then I'll email the rest and if you can't answer that's fine. I there was a whole lot for ARC core digital support and I'm assuming that's the reading program. >> Mhm. And is this a once a and it was like several charges for 500 bucks? Are those per individual licenses? >> I'm sorry, say that again. >> The ARC >> I saw too. There was ARC charges. >> ARC core digital support and there's several and each
one is $500. So, is that >> I think that's per I will confirm, but I believe what that is is that's per unit because our um staff have access to the different units in our core support and I believe that $500 is per unit. I can certainly follow up on that and make sure I get clear. >> And is that a once a year thing? >> It is once a year. Okay. >> Yes. There's there are things that usually pay ahead and to just get access, but then those digital supports um might be flowing in by unit and that's why I'm hesitating a little bit because I'd like to look into that to wonder why it's now versus in the fall. >> Okay. And so I'll email the rest. There's not very many. I don't
>> you good? >> Yeah, I'm good. I'm going to email them. All right. Next is other and that's E grants. >> The first one is the financial reimbursement assistance program which is through the treasury. We received it last year and I mentioned it earlier. Uh we will have it filled out uh into them uh ASAP. I'm just waiting for some finalization from Monica. But again, we'll be looking at Don Soie's bills as well as um our audit bills and then we'll put some extra things in there. >> This is the one that had to be 150,000. >> Yeah. Okay. How much should we get last year? >> 150,000. >> Okay. >> We're hoping for more, but I think they're only going to give you 150 grand. Um then the second grant that was written last
week was the SRO um safety uh dog grant. And so they do have a grant that's out there. This is uh same as the 31A. It's another portion of 31A. And this one um is competitive. And so I wrote a $250,000 to pay for both of our SRO's, their total cost. Um, safety dog grant, you would have to lease a protection dog uh for the school if you were doing that. You can't buy one. You have to lease one from a company. So I utilized our SRO and we'll see what we get from there. The third grant that's not on there is the infrastructure grant. And I um all those who had the infrastructure study that was done um could write for the grant. And so we did. We had over $170 million worth of
infrastructure that needed to be completed for the state. That's not including the interiors. That's meats and bones. Um and so uh I wrote I spoke with the MDE. I wrote it for 60 million. We're not getting that much. But he said, "Put all the things out that you can't." So 60 million was roofs. Uh it was also the HBAC in all the buildings, which would be probably our first choice to get done. And there was also some safety glass and windows and door items that they did, not to be confused with the doors internally in the classrooms that still need to be fixed. So I'm hoping that we'll get some of those dollars. Uh even if we got five or 10 million, that would be fantastic. >> Is this a competitive also? >> What was
that? Is this a competitive grant also? >> Yes, it is, but only for those that did the audits. They only have $200 million. So, the likelihood we're going to get 60 million is not likely, but if you don't ask, you're not going to get. So, we went all in. The next one is the 27L compensation grant. And uh we will bring forth next week for you approval of the resolution of the agreement of all the unions. Um, we received a little over $400,000 and that money was divided evenly among every staff member. If you've been here for full for a year, you got a 1.0 of that. If you are point8, you got8 of the individual amount. And if you started later in the year, you got a percentage of those days. So if you
started in October, you got from October until the end of the school year a portion of it. If you quit before the second payroll in March, you didn't get it. It's going to be a little bit over $550 uh per person take-home. Um so it is a wonderful piece. If you remember a few years ago, we had this where they got two different pieces during the year. So this is just additional compensation and helps to offset to the rising cost of healthcare for our staff. They will be getting that this week. >> Very nice. >> Yes. >> We didn't write for that. It just happened. Everybody got it. >> That's fantastic. Yes. So now we have calendars. >> Yes. So we will bring to you the approval of the 26 27 U calendars. These calendars
were agreed upon with the union. We have a sign off. Even though we've not done much with our teachers union yet, we have a a negotiation this week. This is the area that we wanted to focus on first. So individuals will know. You'll note a little bit different change in the schedule. Um because Labor Day is a little later this year. Labor Day is on the 5th of O. um not the 5th, the 7th of September, not October. And uh so school will start on the 24th, the 25th. We'll have a half day on the 26th, a full day on the 27th, 28th. Then we'll have four days the following week, and then a 4-day weekend. Kind of like that extra that full week, and then a partial week, kind of get everybody's feet in,
get all those behavior expectations down. So, um it was a great calendar working experience together. We all just sat down and rolled our sleeves up and and went through it. So, we're really grateful to the wonderful collaboration that we have with our teachers union on these calendars. Um, okay. Uh, team serves local 214 voluntary recognition of central office administrative. >> I Oh, this is an action item. Yes. >> Yes, please. >> All right. Let me get the resolutions out. Oh, wait. Excuse me. Sorry. It's four, five, and six is action item. So, you're combining all those into six with the resolution. >> Yeah. Each of them are there's a the central office administration and the central office non-service staff. >> Okay. With one resolution. >> Yes. >> Okay. >> Do you want me to talk
about those resolutions? Do you want me to talk about the two the volunteer recognition for central office and not supervision or do you just want to go to the >> No, go no. Go ahead and explain. >> Okay. So, our uh central office staff and staff that are not in a union uh have um come together to develop a teamster union. It'll be broken up into two two different unions. One is the central office administrative union and the other is the central office nonsupervisory staff. And so anyone that's an administrator that does evaluations will be in the central office administrative bargaining unit. Um and so that would include the assistant superintendent of teaching and learning, business, director of student services, human resources, etc. director of business. All of those are administrative and do and the
transportation supervisor, the building and grounds. All of those individuals evaluate individuals in the district. The second part of their union would be for those that are not evaluating others and those are like our um assistant superintendent secretaries. Um it would be our accounts payable, our payroll, our accountant, um all of our technology staff members that will be in there as well. And they will be the second union. And so Hazel Park uh I believe only has their security staff and um myself that are not in the union at this time. So this is for voluntary recognition. Um the board could choose to say no and thus they would go through Merc and have to do it anyway. This way uh we're not spending we know over 50% voted to have this so we're not spending
excess attorney fees in order to do so. So I would ask the board uh at this meeting to approve um the voluntary recognitions of these unions. >> I move the board of education approved the voluntary recognition of team stairs for central office staff as presented. >> Support motion by support by April. Um discussion. >> I have a question of course. Sure. Um, I was under the impression that we were just wanting to have the two that we weren't saying who was in and who was out. >> No, we have to specifically put that in our our pieces and it was already signed as given guidance. So, if you look earlier, it was signed. >> No, I see. I just thought um >> we talked about two and um >> and I remember one of the
two. I don't remember the second one. Yeah, there there was a discussion about whether or not they wanted them all together or two separate [clears throat] ones and it uh has been signed if there will be two separate ones. Those that are administrators and then evaluate and those that are not. >> No, I remember that part. >> Okay, I will send a question cuz it's I'll send a question. >> Okay, thank you. I'm sorry I'm not entertaining, but we do have a um a resolution that would have to be read. >> I didn't think it was determined who was going to be in. I knew there was going to be two, but not who is in each one. >> That's part of them turning their cards in to want to be a part of that.
So, yes, it is. >> That means they want to be in it, but it doesn't mean that we have to okay who's in each one. I thought we'd have to determine who's in each one. >> No, that's part of the volunteer recognition is that you don't determine that. We already agreed. that was part of the conversation that was had. So this is voluntary agreeing to these that they signed and now the board has to sign that resolution. So you you do we took as discussed all the people that are administrators in one and the other one are those that aren't because they was decided not to mingle the two of them together. >> Who who made the determination who's in each one? It was a conversation that was held and um those that are evaluating
and those that are not, they have a choice to not participate, but their positions will be covered by them. >> Is there already a hearing scheduled with Mark? >> No, we cancelled the hearing because we were given guidance as to which direction to go >> and how much it's signed. >> Do we remember how much a hearing in front of the administrative law judge at Mark cost? It was about $7,500. >> Yes. At least. Yes. I would like to respectfully ask that this not be vote on today. It can be voted on next week after um I have an opportunity to ask questions. >> We have a motion and I I >> Okay. So, you could vote down the motion, but it's requested to get this ASAP, which is why we did the volunteering. >>
I just I I get nervous that if we don't do it today, they're going to go back to Mark and then we are going to look awful at the board not doing this. when we discussed this last week already. >> Yes. >> And we did have this guidance. No, I'm sorry. >> No, go ahead. I I interrupted. >> Um, we did have this discussion. Obviously, it was close session, but we had this discussion. We gave guidance. This is guidance that we did give. Um, so I'm confused. What is the issue? And I I I personally don't want our board to have to come up with $7,500 or something we already discussed because if we say no tonight or we push aside, they're going to go. We I I again I was under the understanding that
we gave them the guidance to have two but not who specifically was in it because there's some people that from my understanding wouldn't shouldn't be in it because of parts of their job. So I just want clarification >> this discussion with the lawyer >> that was correct and I remember one of the people the lawyer talking about I do not remember the other person. I just want clarification with the attorney and then I'd be happy to vote for this next week after I get clarification. That's all. I'm not having a problem with it. I just want clarification on the one person. >> Well, I would just say this is the recommendation that we and it's signed um already by us. It just you have to vote for the resolution or not at this time. >>
Okay. So, I just So, there's no way we can vote for it next week. We have to vote for it this week. >> We're asking they're just going to go in front of her and make us pay the judge. >> I I get it, but I don't understand why we can't wait a week. That's all. I I don't understand why we can't wait a week either. >> And we can make not make a decision in close session. So now we're having the public discussion and now it's said that we'll be in trouble if we wait and they'll go to work, etc. You can't make a decision in close session and that's what's been brought here. >> In close session, uh you ask for guidance and direction. That's what will have to happen. But you have
a motion on the table. So, you either need to pull it um read the resolution and fail it or that person has to agree to remove the motion that's on the table. >> I'd like to vote on it. >> I have a question if I didn't take part in that close session. I wasn't here last week. So, is this something that I should recuse myself from voting on because I I feel a little uncomfortable voting on something that I didn't take part in the conversation on? >> No, you don't have to. It's it's a matter of um asking questions if you'd like to. Um we did have an attorney come and answer any questions that the board has to get direction. The union is set up in two ways. You could have a full union
with every single person into it. Um and there are places that have done that. The direction that we were given is to separate those that are administrators and those that are not. And so that is how the piece was signed after the direction was given. Your piece here is to just like whenever we negotiate, you decide to agree on what we negotiate or not. So this was sent to their union clerk and it was agreed upon and signed off on by him and by myself. The the um the difference is is that when you have everybody in that unit, there's sometimes some difficulties with hierarchy needs. So I I get where a supervisor shouldn't be in the same unit, you know, >> over someone that they that they supervised >> the other. Sorry, the uh
cuz I did see the email last week and I just wanted to see that the stuff that was addressed in there, those concerns are the things that were addressed and that's how we got to this point here. >> It is the other piece that uh we discussed was whether or not anyone would be outside the unit or inside the unit. uh meaning that you can have one person outside the unit. Um given this fact that we're very small and I do most of the negotiations the superintendent does for that negotiation. We would not pull anyone out of the unit which is what we've signed here. So um these are signed by myself and by Joe Valente. You can you have a motion you can choose to to not do it right or they can choose
to remove the motion. Um, but we have a resolution to read and to vote. >> Go ahead, read the resolution. >> A meeting of the board of education of the city of Hazel Park School District, Oakland County, Michigan, was held in the school district on the 13th day of April, 2026 at 5:30 p.m. The following preamble and resolution were offered by Trusty Rati and supported by Trusty Beaton. Whereas the Teamsters Local 214 filed a petition with the Michigan Employment Relations Commission, MERC, to represent certain district [clears throat] central office administrators and non-supervisory staff on March 18th, 2026. Whereas the district has reviewed documents reflecting that a majority of such administrators and their non-supervisory staff have signed statements indicating that they have designated the teamsters to act as their representative for purposes of collective bargaining. Whereas
the board has decided that rather than going through the time and expense associated with a representation proceeding under Merc it is in the district's interest that of its employee it is in the district in interest and that of its employees to voluntarily recognize the teamsters as a collective bargaining representative of the district central office administrators and non-supervisory staff which voluntarily which voluntarily recognition is reflected in and under the terms of the attached agreements dated April 9th 2026. 6. Now, therefore, it is resolved that the board hereby approves the two attached voluntary recognition agreements executed on April 9th, 2026, recognizing the Teamsters Local 214 is the authorized representative for purpose of purposes of collective bargaining for the bargaining unit composed of central office administrators as well as for the bargaining unit composed of central office non-supervisory
staff on the terms reflected in such agreements. >> All right. Um, anybody else want to do roll call? >> Yes. >> Becker, >> yes. >> I'm a no just because I think that everybody on the board needs to be comfortable with this. And if Debbie has questions, I think that those need to be answered. Um, it's not that I'm not for this. I just think that we all need to be comfortable with the decision. So, I'm a no. look around. >> I mean, no, I'd be happy to bring this back next week once I get my questions answered. I I really want to be This is not what I thought it was. I mean, it is, but it's not. >> Um, no. So, motion fails. >> I'd like to remind you of the practice of
emailing ahead of time. This was released last Thursday and we could have had all the questions answered beforehand. But now it's not fair labor practices because we've signed in. So I'll go back to speak with John to see whether they'll take this to Merc instead or what they will do. We'll speak with Mr. Valente about it. >> I hope I'm hoping they can come back next week after I get I hit a couple questions mark before then because they're going to file unfair labor practices against us now. >> Yeah. Okay. >> So, it'll be way more than $7,500. >> Moving on, we have teacher appreciation. >> So, teacher appreciation's coming up and we will bring a resolution for you guys to read for the um May teacher appreciation and we're asking uh at the next
meeting to put $5,000 aside to get gifts for the teachers um for teacher appreciation week self-evaluation. That that would be us. Do you want to have board self evaluation? And I think Dr. Wilcox checked on the timeline. We're going to do we have to do it like soon. >> Yes. So, um this is the month that you put on your board calendar that you would do self-evaluation. Um we would have to get the link released and you have to fill it out within the next two weeks. So, we could call tomorrow, maybe have the link for you on Thursday with I would hope maybe maybe not a March a May time frame. So maybe in the committee of the whole you could do that or we might have to set up a separate one because
the May meeting is May 4th. So it'll be a tight turnar around. We might be able to squeeze it for the May 4th um uh meeting. >> So anybody in favor of doing motion? >> Yes, I'm in favor. >> Anybody else? Is [clears throat] it something we motion or is it just >> No, just um we can go ahead and have her schedule it and >> actually Jamie will do it for me. >> So, >> I'm not opposed to it. >> Okay. >> Yes. >> Nope. >> Okay. So, we'll reach out to do that and we'll try to figure out the time frames to see when you can I'm assuming you'd like a person to come in from MASB and guide you through that evaluation. >> Yeah. Yep. August 3rd workshop. We need a topic.
>> Yes. So, we wanted you to think about that. >> Yep. And I'm thinking, yeah, August the months rolled around. Uh June 1st, Don Soie, is he presenting? >> Yeah. Don Soie budget, but we also had on June 1st, um I wrote down here, uh Don Soie, uh the budget, but there was something else as well that we talked about that and now I don't remember what it is. But when I went back, I saw that Don Soie was on there for the first as well. Oh, my self my evaluation my midyear evaluation will be there as well. >> Yes. >> All right. Comment and coming forward and um says adjournment. Motion to adjurnn. Do we have a date for um the strategic plan? >> What? >> A date and a place for the strategic
plan meeting? >> Yes. As mentioned last week, it's uh April 25th and it's on your all of your calendars for that invite. We're going to be doing it at Lawnfell. That was also in my weekly update this week uh that I sent to you that uh you're going to do it at Longfellow. >> When did you send that? I didn't see one this week. >> Yeah, I didn't see one either this week. Oh, I didn't >> I thought I was surprised that you didn't send >> the one that you do yesterday. >> How? >> Okay. So, maybe I didn't get sent out yesterday morning when I thought it did. I will go and send that to you next because it has the time and place in there. I was so excited to do it early
in the morning >> and and sorry, text went late late last night and I thought, "Okay, maybe she just didn't get to it." I checked again today. It wasn't there. I was like, "Oh, >> no. I did it yesterday morning while it was all dreary and uh >> I think sent." Before we adjourn, I just wanted to um quickly just say congratulations to all the dancers in Cincinnati this weekend. We had a long long Friday, Saturday, Sunday. Um but our dancers did amazing. Um our hiphop for our high school and junior high girls are the best of the best. So it was an amazing weekend. I tired. I literally got home and changed and came here. So congratulations. >> Congratulations. Those are always fun. Those are so fun. They're so talented. All right. I motion
to >> support. All in favor? I know.
