001is not the person that calls. >> I'd like to call the committee of the whole um park board of education meeting to order at 5:30 on March 9th. Uh anybody wishing to speak, please fill out a form. Uh put it in the basket. Um uh roll call. Are we approving the here? >> Yes. >> Feel like I missed something. >> Here. >> Fortress >> Here. Uh, Fortress is excused with notice. Approval of the agenda. Motion. >> I move that we approve the agenda as written. >> Support. A motion by trustee Becker and secretary uh beaten. Any discussion? >> No. Okay. Roll call. Becker. >> Yes. >> Beaten. >> Yes. >> Fox. >> Yes. Motion carries. Next is public comment. So I already announced if you'd like to speak. um you fill out a form and
002put it in the basket. Uh this is a meeting of the board of education in public for the purpose of conducting school district business not to be considered a public meeting. There's time for the public participation during the meeting as indicated on the agenda. Please state your name and address. Be considerate and refrain from using names. And you have 5 minutes. I think Jennifer Hall was first. >> Jennifer's already >> Oh, okay. Um, Sue Hun was first. I didn't see that Jennifer's under park. Um, I kind of filled out the form personnel finance because I'm not quite sure how it fits in. Um, I work at the high school in security. >> Can you hear me? >> Can I hear anybody else? I think your mic might not be on. >> What do I do?
003>> It is. Oh, lean in. You want me to yell? >> All right. I'm at the high school. I do security. Um, I know that the positions have been approved through the board. I think there's eight of us. Um, I'm asking, we have someone that is waiting for the board meeting to get the approval to be hired. I'm asking that maybe we can let him let the phone call be made. Maybe we can get them started this week and have them approved at the next meeting. We are short-handed. um when we have a call-in, it makes it even harder on us. So, that is something that I'm asking that you may be able to do. Um my second thing is is that I'm asking um for me and my coworker Dana, and I'm using her
004name because I got approval from her, that maybe we can get a stipen or maybe a pay increase. The two of us work the metal detectors at the back of the high school, and it's usually just me and her. We set up, we break down, we're dependable, we're there all the time to be there when the kids come in. Um, now that we got the yonder pouches, it just adds a little more. Not too much more, but it does add more to our plate. And I'm asking that maybe we can get a stipen or a pay increase for the two of us. And that's all I have. Thank Oh, also we did apply for a union, but we are not a union because they have not accepted us. So otherwise, I'd be having them do
005it for So, but we are non-union employees. Thank you. >> Thank you. Now we have Jennifer Hall. >> Hi, Jennifer Hall, 1510 East Pearl Avenue, Hazel Park, Michigan 48030. Um, I am here as staff. Um, I am a district substitute and a parent of four children in the district. Um, and there's a lot of scuttle going on around um, attacking our superintendent again. And I am here in support of our wonderful superintendent. Um, as a parent, I feel like she really puts students first and she supports her staff. Um, because of her, I am back in school working on my special education degree so that I can hopefully continue working in Hazel Park with that said degree. Um, I just feel like this is redundant and unnecessary. Um, she really is for Hazel Park School
006District, students, staff, families all around. And I feel like what the board is trying to do, again, just it's not putting a good uh reputation on our district for one, but also trying to tear down somebody else's reputation just puts an ill taste in my mouth as a parent and staff member. Um, and like I said, I have four students in the district. It really makes me question if I want to keep my students in this district, if this is the way we're going to do things. Thank you. >> Thank you. Okay, moving on to new business. Uh, certified staffing. approve our certified staffing. The memo outlines the changes per building. Overall change um for the entire district is 6. um that is really I don't want to throw any um point any fingers or
007anything but really it is a a special education um case. Uh so we have uh really diligently looked at all of our sections against all the grades and all of the subjects and um we are still seeing an increase in special education students which is uh no surprise. Um and the memo also denotes some uh changes that are up for consideration based on receipt of the grant funds. Um those positions are all listed and then um some other consideration for eliminations are also listed on the memo. Does anybody have any questions? The other piece that I would put forth on this conversation is that this is based upon our current projected enrollment. Um we are tight as we always are uh doing um things. If we think that there's some other programs after the presentations
008in March from the buildings um then we would bring that back to you in April or May. This will allow us to start uh working on people's positions for next school year, which is something that we do in April. Um and as people retire so that we can make sure if we need to leave, let them go um due to over staffing, which I don't believe it'll be that way, that we can do so and have the right timelines that are put in place. >> I have a really quick question. Um is it Wait, are we up for discussion now? Wait. >> Well, we're not. Yes, because we're not voting. This isn't a voting. >> Well, that's true. Um, do we know if this is going to save the district or cost the district or
009leave it break? I mean, I know different people make different money and have we broken down the the amount of money attached to this, whether it's plus or minus. I know we're plus a half a teacher, but different people. >> So, plus a half a teacher, but that really is dependent on who gets hired into that position, right? Just as you mentioned. So, if a person gets hired in with less experience, then it's really really hard to say at this point. >> Okay. However, we do have two administrative positions that are down below 0.5 and a full-time one that would save the district over $200,000. >> I just meant like the the asis because it might be different to with the grant funded positions. I just wonder if we have >> the grant funded positions
010um will be on a hold while we're waiting to confirm the governor's budgets and if those grants are coming in. So we'll have to move those those staff members into current positions and look at seniority etc. So we haven't usually done that. We've usually kept them because these are all needed positions. Obviously we've just been able to fund them with a grant. But you know so for example the literacy coach that's funded by the ISD grant and we know that Governor Whitmer's budget and focus is on literacy and so we don't think that that'll be removed but we'd like to get a little closer to June before we make that determination and see where we are. Okay. I just wondered if we had a breakdown of a cost, but that is fine. Thank you. Anybody
011else? No. Okay. And you're up for athletic trainer position. >> Uh yes. So, this is something that we had brought in the past um when our contract ended with the company that we were using a couple of years ago. Um we have not had a full-time athletic trainer in our facility since that time. Um, we are looking to bring this back around. Now, we have determined that the funding source on this could be 31A. Um, and we are asking for the approval of putting this position back around. Um, total cost is listed there and this would be a direct hire for us. I I think it would really bring um some more safety and security for our students. Um, right now, you know, we are only staffing an athletic trainer at varsity events because we're
012working with a contract company. So, this person would be able to be around for practices and helping these kids out in their training. Um, and then be able to be around for more of our events as well. >> Anybody have any questions? We've always had a trainer, so it's good to that we may be back. Uh I just I did a little reading on the 31A funding and it it wasn't very clear to me where this is in there. So just before we go ahead and approve that, I would just want to make sure that that we have that clarified with >> Well, you don't send it to MDE to ask permission, but the area that we're focused on is safety under 31A and they provide nursing services and so it sits under that category
013is what we've determined for that. >> Okay. as long as we're confident that it that it's covered in the you know that grant funding then I'm you know I think the benefits of having a on you know staff athletic trainer >> I think too that um having an on staff athletic trainer helps the students develop some relationships and trust with the person that's helping them out as well instead of having a new person come in at all their events. >> Yeah. No, I can definitely >> There's a great shortage in the country of athletic trainers which is why we were kicked back to this. What we don't have is after practice people icing and per helping the injuries that are occurring. And so we're fortunate that we have we think we have somebody that's going
014to apply and of course we'll welcome other ones. It just hasn't in the past found anyone to apply in the area. So we're super excited. Um we wouldn't put this back up if we didn't think we had someone that's going to apply. Um I'll take we'll take five or six people applying and take the best candidate. But we we think we'll have somebody that uh will apply for this job. This will be full-time. >> Yes. >> 40 hours a week. Their their time would be flexible based upon the activities that occurring. Um so that they would be here for practices but more for making sure they're at all the events. >> I don't see um they have the deadline apply by unless I'm just by posted yet. So there wouldn't be a deadline yet. Yeah.
015We're just asking for the permission to post. Got it. Okay. Anybody else? Okay. Dr. Megan Papazian Broadwell, you're next. >> Jordan Extended Year Services. >> Uh Jordan Extended um services. This is a important to remember that this is a tuitionbased program that we offer for all of our students at Jordan that are both in Hazel Park and the other students that we welcome from other districts. Uh we do program for those students. They are set to go this year uh with four teachers and 12 pair of professionals. They run throughout the summer from about the end of June until the second week in August. And the other districts do pay us tuition uh for their students to attend. And they're always very thankful that we offer this program. Uh lots of fun stuff happens in
016the summer. So, their workbased and community- based instruction includes the nature center, Meyer. Uh, they're still working at the zoo. They go to the water park, etc., etc. >> Do Do they go to the Madison Heights nature center? >> They do. >> Oh, that's an awesome place. >> Yeah. And they walk uh at least one time a week. And we have that uh nice water park right behind Jordan now that's free uh little sprinkler park. And they absolutely love it. Oh, that's very cool. They can use that. >> So, and this is we do this every year. >> We do this every year. Yes. >> Anybody? >> This is a special education mandate, correct? >> Yes. >> This is required by IEPs. >> Okay. The next is extended school year special education. Uh this is
017the program for our district. Uh for our students in K through 12. Primarily, we have students qualify in the elementary years when it's a critical learning time. Um, we're going to run four classrooms this year uh for our autistic students and one classroom for our cognitively impaired students. We pair with summer school, so they're all in the same building. So, they still have that vibe where they're on the playground, they're seeing their peers, they're playing, but this is focused truly on their IEP goals and objectives. Uh, so math, reading, and writing. Um, they go 4 days a week. They run the same schedule as the Jardan ESY program. So, it's a half day in the morning. Um they I do give them the Fourth of July week off for our ESY students which they're always
018very excited about. And uh we've had a really great turnout. This keeps them going, keeps their goals moving forward so that they're not losing that learning over the summer. And again, this is a statemandated program. >> And what school is it held at? We we do it. We do it at United Oaks. >> All right. Anybody else? No. Okay. Sounds sounds like awesome summer for those kids. >> Thank you. >> Uh buildings and grounds, Longfellow rental spaces. >> Yeah. The first uh area is just to inform you that we are currently in some discussions with Fernare about utilizing the space and building it out at Longfellow. What this would do was provide free services to the community including prescription pickup. Um they also you bring in mammograms and dentists and other uh individuals free of
019charge. Um they approached us. We're really excited. I'll keep you updated uh with any talks. We just want to make sure that you're fully aware and you're not surprised as we're moving forward. >> I have a little bit of a reservation about having um a pharmacy in there. I think it because it's it's um a need in our community um to have that free option for individuals. If we can't protect our if we can't help our families, we can't help our kids. And so um and they would be paying um they would be paying us on a monthly basis. So we would start income revenue. >> I I understand. I just have some reservations about the pharmacy part of it. They bring mamogram. The mammogram machines are out there all the time or they bring
020>> No, no, no. They bring like the trucks to do that kind of stuff. Yes. Yes. >> So, is it a full-fledged pharmacy there all the time or do they bring the prescriptions in from some place else? >> No, no, no. It is not a full-fledged pharmacy. It's there. And I don't know how they bring them in, Jimmy. >> The mamograms come once a month. >> No, no, no. It's a It's a non-narcotic pharmacy. They advertise that on the outside itself. You won't find um the addictive drugs that people are typically trying to steal. Um oxycodone and all the narcotics you have to present your driver's license and that that would be the signage on the outside of the building along with the pharmacy itself. And that's that's the way they practiced um in in
021Ferndale also the non-narcotic pharmacy. I'm sorry. My opinion is that I think it would be a good fit because it will help a lot of people in that area and um what's the difference between well obviously you just stated that the pharmacy is not going to have narcotics um but what's the difference between uh the drugstores the many drugstores that we have that have a pharmacy I mean we're going to have an alarm system in the building um it's they'll probably have their own alarm system and it and it's probably going to be very protected. My question was, are they going to have a door to go in from the outside into the media center or are they going to come in to the building through one of the existing doors? >> They'd be coming
022in through the front door. All staff and participants would come. >> That's great. That that's wonderful. And uh I mean, I think it's a win-win for everyone. We get, you know, if if we get an income to help us with the heating and cooling and the water. So I I think it's a great plan myself, but that's just my opinion. >> They were very careful about the nar non-narcotic. They don't want anybody breaking it. >> So that was one of my biggest concerns. So thank you for laying that. >> Yeah, the signage is prominent both outside the building and inside the building. >> Will they be open every day? >> I'm not sure yet right now. I don't know if they're open every day, but um all of those details will come through in the
023negotiation across, but they will have 24/7 access to the facility. >> So, does that mean we have to send have someone in there 24/7 like a like a custodian? >> Well, we already have a custodian in there um all day, but they were only there when needed, but our people are starting, you know, Oakland Countyy's already in there. Um youth assistance is on its way in there um as of next month. Um yeah, she's in there. So, um, there is somebody present. Uh, if there's additional items that are needed, we'll talk about it as we come, but they'll have the ability to come and turn off the alarm and be in sound. What days are you there again, Mrs. Gresley? Pretty much every day, but um, officially Monday, Wednesday, Friday, and um, Tuesday afternoon. Um,
024but I'm finding myself because I have people who can contact me and say, "Hey, I'd like to. But Thursday is the only day that I'm not there, but Monday, Wednesday, Friday officially Tuesday afternoon." >> Okay. Thank you. I just didn't recall from last time. >> Yep. >> Um, that's good to know. And people ask when you're there. >> Yeah. And I am trying to get some information up on our website. I'm looking at the community section of our website. So, a lot of information will be on there. >> Oh, perfect. Perfect. Anybody else? No. Okay, moving on. Longfellow grounds improvement project. >> All right. So, um, we were asked by Amazon if we wanted to do a grant and so while we did it, we've dreamed big, more than we think they will do, but
025it gives us a long range plan of what to do with the facility there and it can be changed and adjusted. And so, I just wanted to share that with you. It was done for free by King Scott. um they had their uh facility person do it for free to draw it. We've submitted it to them. I also plan to submit it to some other organizations that do that to see if we can get a section at a time. It has a pickle ball courts which we know are a big piece. Um if you look at number seven out there that's a facility where uh people can have a little picnic area, an upgraded facilities. There's also a circle area there for not a water park, but it's it's the same kind of water park,
026but it's less expensive and it percolates up and then recycles the water. Uh it also has a walking path all the way around for those that want to walk. And so this is just what we have put out there for right now to them and it's going to go to a couple other people to see if we can't get someone to bike to upgrade those facilities for our community. I think it'd be a wonderful, wonderful park. >> Comments? Anybody? No, it looks wonderful. >> Yeah, that'd be great. >> Okay. Uh facility guideline rental cost. >> So, we did some some modifications to this. Um first of all, we updated it to um and um you know did a little bit of wording, but what we did do more importantly was add Longfellow because individuals are
027really asking to get in there. So really um we put in that we're that we can reject any um applications for the following reasons. Historical property damage a violation of permits regulations or laws. But if you look further down into the costs we did nominal for the community $25 $50 for the gym per hour and party room 15 to 30 and Longfellow classroom 10 to 20. Of course our park districts can use our facilities both Ferndale and Hazel Park for free. Um and so and then there's an other area that other areas upon request we believe that this will start for us. Uh we have people that want to rent and want to be in there and so as soon as we can approve this I did want to get it in front of you
028so if you had any questions you could get those to us. >> Any other questions tonight? No. >> No quiet um web for bathrooms. So this is not for approval. This is just for looks. Um I The first one that has the line through is the one that is selected. It says not selected because in our bid we did not put the tile all the way up. So if you look at the second picture, that's really what I wanted was tile already up. It's all the it's better for cleaning, spraying it down. It doesn't get the smell. But the first one is what's in the bid. So depending what it comes in um and they bring these back. We don't have the bids yet, but I wanted to keep you updated as we went along
029what was selected for both the web bathrooms and the ones set here for advantage. >> Advantages are >> will be the here. Oh, okay. >> Yeah, it's the same. Just they're using the same color scheme, same everything. >> I didn't know there I got it. >> Just sharing >> what it's bathrooms here. There's a set of bathrooms here at Ford that uh we sent and one set at uh web. >> Where are the ones here? >> Um over in Advantage. >> Oh, that's what I was thinking. >> Yes, the set closest to the entrance door at Advantage. There's uh boys and girls set right there and they're horrific. >> Okay. Next is high school window panel removal. >> So, this will be twofold. The first one is just the if this isformational to you. Um,
030last year before I left, um, there was items that fell off. This should have been addressed last year because I got another email from a parent that things fell when they were out there walking. It's just excessively dangerous. And, uh, it's very expensive to seal it all the way up. So, what I would prefer to do is we're going to pull it off and then um, I've asked Greg to get a quote for glass put up there so that we can return to the way it originally was with the sun shining in and with the glass. Um it'll it's something that can be done with a scing fund, but uh we don't have the quotes yet. We're going to have to get a couple from the windows. We just have a lot going on. So
031just really wanted to make sure that you were aware of this. It's under the 5,000. Um and so it's just for an update for the committee of the whole >> Sorry. Is there a timeline for doing this? I know we're out for bids, but is there anything that can be done in the interim to make sure that it is safe that no >> there that's the 2900 to pull it off. >> Okay. >> To pull all the boards that are off there. >> Okay. Yeah. So, okay. >> Yeah. And it was like 20,000 to like cover it up straight forward. And I'm like, I don't want to cover it up. I want the glass in there. It'll be much more beautiful. It'll take it back to the original >> way it was. I just looked
032at >> I didn't go I was going to go by and see it cuz the north side is the gym. >> Yes. Yes. >> And I'm like, where in the heck are these windows? >> Right by the baseball field. It is the gym. >> Okay. >> Yes. So, if you're at the baseball field and you look up, you can see that it's half on, half off, and it should have been removed last year. >> All right. Yeah, that's dangerous. They need to need to come down. All right. The next is the Treasury report. Finance Treasury report. Uh, I'm not sure if anyone had specific questions on the Treasury report. I believe you were provided a copy of what is submitted monthly to Treasury. Anyone have questions? I don't have any. >> I don't. >> I
033requested that I think last month so I could see what it looks like. >> It's not pretty. >> It's pretty lengthy. >> Yeah. Mhm. So, I don't have any questions. Looks official. Budget amendment. Think Brad's pulling that up now. Okay, we'll just let Brad follow us through. We're not sure where the clicker is. Uh, the main thing on this page I want to remind everybody of is that the budget we're presenting to you tonight reflects spending projections based on what we know right now. So although it's really good news in in the packet that you'll see, um it's just based on what we know now. So hopefully we don't have any surprises in the next few months. Revenue summary. Uh this is my favorite page to prepare because it was such great news. Um we
034actually went through every line of the budget and um then it ended up being just three things in revenue that really caused um our favorability. State aid funding which is um made up of two different line items increase our budget was a little low on that. So we saw $1.5 million increase on that line. And then our 31A grant, we actually received an additional $700,000 in that grant. Um $425,000 of that additional award was able to um use existing general fund expenses that we were able to move on to the grant. Additionally, our SRO's were grant funded last year and that grant was not available this year. So, we were going to be taking almost a $300,000 hit to the general fund, but we were able to put the SRO's in this grant. So, that
035that helped us not get worse >> quite a bit. Um and then our 31A at risk grant increased and we were able to take general fund costs and move that to the grant as well. I just told you about the SRO's that was the really our main thing on this page. Uh so here you'll see our amendment amount for revenues uh for the second amendment was 58 million and now we're at 60 million. So we've gone up 2.4 million in our revenues. We went through expenses every single line to see hope hoping to find some hidden uh money. And in the end, all of the ins and outs. The main change was $100,000 that we added for legal just to cover for our policy and uh negotiations. So, we went our expenses 58.8 8 million
036in budget amendment 2 to 58.9 million now. So we have $131 $131,000 change. So this just shows our revenue and expense change compared to the second amendment. Um, I think what everybody wants to see is the fund balance percentage on for the third amendment, which is 8.7%. Um, this wasn't necessary, but I left it in from the last time because I just love to see that spike for our fund balance for this year. So, I thought it was worth seeing again. Then really with our next steps, it it's our standard um what we do when we're looking at budget. And just because we're favorable now doesn't mean we'll stop looking for grants or other opportunities. Uh we will continue to monitor all of our budget lines um for any opportunity or risk. That's it. Any
037questions? the increase in 31A is that because the the districts that opted not to accept the money made the pot sort of grow for those that did >> they don't have an opportunity to come back now and change their minds, right? So that's >> it's staying >> that's on our state aid award and we that's ours. >> Okay. >> I just wanted to make sure with the lawsuits and that that there's no option for >> swapping back. Okay. No good. And it is predicted that 31A will be also it's uh in the budget again next year. Probably not at the greatest amount, but it is still projected to be there which I'll help facilitate as we continue to move forward. All right. Anybody any anything else? No. Very good. Thank you. >> Thank you. >>
038Um are there comments about the financial updates? I couldn't read it. It's super tiny tiny. The ISD and them. Do do you have anything? >> You want to summarize it a little bit for them? >> Um, okay. I haven't looked at it since last week, but uh really we're we're working closely with Don on the budget for next year. Uh so that work is continuing. Um, a lot of the work that Terry had suggested we do, we are I don't want to say chipping away at, but while we're doing all the other things, we are um I guess chipping away at at that list and and making progress. One of the areas where we've um made some progress and I I'm not even sure that this was a recommendation of Terry's, but we're trying to
039get all of our vendors onto AC payments instead of checks. It's the most inexpensive form of banking for us. It also eliminates all of our uncash checks that we have to do a sheet and follow up with that. Um, but it gives us a better cash balance, too, because we have real time of of what our cash is. So, uh, we've been working really hard to get more vendors switched over. Uh, if a vendor calls for anything, we hit them with that to make sure we can get them. So, >> um, I had some questions regarding our new accounting position on whether or not the person was there and what that person is doing. Can you clarify how that work will help the audit um items going forward? >> This position has been such a
040blessing. We really needed this. Uh and I think we've got the most perfect candidate um in the job. Crystal will agree with that. Um, so coming in, he's not been here for just a month, but um, he is making great headway on doing getting the banks done and and learning our systems uh, and doing other account reconciliations as well. He's also been able to help um, process journal entries, which has taken a little bit off of Crystal. Um, a lot of our most of our daily processing has has fallen on Crystal. So, um, our new bookkeeper position has helped to take some of that away. Well, that's very good to know because it's been some digging up sorting down there. So, to get the extra hands and to know that he's doing well >> out
041is is very good news. Very good news. >> And I think it gives time for poor Crystal to be able to work on grants and make sure they're correct and not correct. And, you know, >> great to have some stuff off my plate. >> Yeah. Okay. Um, audit bid. >> So, we received three audit um, bids and we will be interviewing them this week and um, then making some determination and recommendations going forward to the board. I don't know if we'll have them for you um, on Monday, but if it might be later on, but I I think we probably can unless there's some further questions that we need to do. >> Any questions? Anybody? flow through report. Any comments on that or is it justformational? I mean, >> well, it actually doesn't look like
042it's uploaded in there. So, we'll get that out to you in my weekly update. Those are just the um >> like HPCC. >> Yeah. Yes. I'm I apologize. I missed that that wasn't in there. >> Food service requests. That's cuz you were concentrating on this. >> Oh, sweet baby Jesus. Um, I now officially can say that 50% of it has been approved by the state. We're waiting for it, but I have never in my life done such an RFP, but it was a learning experience and thank goodness the state takes a look at it. So, what happens is the reason it's waiting till April is that you have to upload it to the state. So, I've already uploaded it even though, you know, I'll ask you to approve it on Monday with the ability for
043me to make changes as they give and then we will put it out in April and I have it approved by May by all of you so we can get it in place for for July 1st. So, uh it was interesting. I learned a lot. There's a lot of things that I don't feel I necessarily ever need to learn again. And um I think this will be good for 5 years, which will be fantastic because I will never do a food bid proposal again. But um seriously, if you have any questions, please let me know. Um I'm really glad that we could get this up and going. >> Wow. Well, thank you for all your hard work on that. I I know it was it was rough. It was rough. Uh let's see. Check registry,
044credit card statement. Anybody have questions? I have a few, but I didn't upload them to you, so I'm feeling a little guilty. Um, would you rather I send them and you can answer them what's a few? >> No, maybe more than five. >> No, more than 20. >> Maybe five to 10. If you can find them, that would help us to be able to look it up and make sure we're giving you accurate information >> and we'll send that to the entire board. >> Yeah, it wasn't I just didn't have a chance to straighten. So, >> can we also get an update on um like TR bills? I saw a couple in here that I didn't know about. So, I just >> What would you like? >> I would like to see all of them.
045>> Is that what the board is supportive of us given all the bills? >> I'm fine with it. >> Okay. It's fine with me. >> We will get those out in the next couple days. Thank you to the entire board. >> I because that's a lot of work for you guys. >> It is no rush. Okay. Bye tomorrow though. Okay. >> Oh, great. >> We'll get we'll stay after you're long gone and get them down to you. >> Okay. There you go. >> Actually, we're really lucky because we have Sarah who uh you know, we have a fun a very functioning group in there and Sarah can give me whatever I asked for. I asked for some other items in the past uh as we've been working back and forth on grants and she's been
046fantastic and looking at P school. So they're doing a fine job um with the time that they have doing the organization of the office. So kudos. Perfect. >> Okay. So we're up to other and we have grants and it is the school transportation fund grant award. >> Just that you've asked us to give you any grants and so this is another updated to positive in our fund balance that $9,000 that we weren't expecting. So just a little bit of dollars and so that's what we're giving to you. We didn't do anything to get that. Just came to us. >> So what is it supposed to cover? >> Regular at transportation. >> So like to and from >> field trips and things like that. >> Yeah. >> It just goes in the general fund. >> Okay.
047Thank you. >> Does this include uh the electric bus? >> No, that's a separate conversation. I'm going to give you an update. >> Yeah. >> So can I go? I'm sorry. >> Yes. I'm sorry. Wasn't sure. >> Sorry. Um, so as you all know, there are many of our neighbors got electric cost bids and uh items. And in the midst of that, what I did find out is DTE has been helping school districts put their electrical infrastructure in. And the cost of bids have come down um almost $40,000 of us. And so I reached back out to Clark Hill and the mechanical engineer and I reached out to DTE today who said, "Yes, I am your gal." and they will be coming back on site to look at that and see what support we can
048have. I need to check your feeling about going out um because we would need to think about these buses sooner than later uh once I get DTE out here to think through this. Um, the thing that I think we need to think about is that these are free buses and we could have written had we done it before and gone with the electrical, we could have been on the next round and and replaced all of our buses, kept a couple of the buses in case something breaks down, but then have that infrastructure in place because the infrastructure they were looking at was to have a full fleet of electric buses. Um, so I'm excited to hear DTE is helping offset some of that and I look forward to bringing it to you unless this board
049directs me not to. And then again, this will be quite a learning experience for me. I am not an electrical um engineer in any way, shape or form. I know enough just to be um dangerous and I'm looking forward to DTE helping to facilitate that process with me. >> I think it's definitely worth looking into and having them out and absolutely. We just missed the second round. >> We did. I'm disappointed. I'm just I want to make sure that this board is on on target to do it >> so that we >> So are we is this does this is this tied to the previous grants we had? >> Yes. And we have to get it done by the fall. There's no going forward. So we'd have to order the buses and get that on
050in the next couple months. >> We owe the money back. >> Yes. >> And it doesn't change your fund balance, right? Because it's an in and out in the budget. >> Correct. >> So um but we'll have to give the money back and then we're going to have to purchase buses, >> right? No, I Yeah. And if there's the opportunity going forward to try and look into getting I'm super excited. >> Yeah. This seems like a no-brainer. >> Okay. Anybody else? >> No. No comments. Okay. Dr. Delmich, we have uh K12 math group work. >> I am uh excited to bring this forward because it really deepens the work that we did this past year as we launched all new K12 math curriculum. um our instructional our curriculum coordinators who supports that as well as
051the teachers have really done a lot of good foundational work. But now that we've gone through that curriculum the first year, we know that there's some things that we need to update. Another piece that we're really excited about is um rebuilding our common assessments in our midterms and finals. So we have some really strong data in piece. So, this would really be a K12 group of um teachers working on various projects and it would most likely be done in June with the goal of launching all of the new materials and resources in August, September when teachers come back. And this request would be in the amount of $5,940. And as you notice, because this is work that supports um our students improving in math and we know that's an area of need, this would be
052balanced through general fund and 31A at risk funding as well. >> How is this different than what we voted on last month? >> Good question. So what you voted on last month was really focused on designing new report cards for 612 along with the grading practices. this work especially in terms of the exams will support that proposal when we get all those processing procedures in place. So this is really focused on math. >> I thought we voted for something specific. I know I remember the report cards. I didn't have time to go back and look. We didn't vote for anything specific to math last month. >> No. >> Okay. I thought we did. Okay. I believe on your behalf we talked about the fact that we would be going to semester exams and things such
053of that which might have been confusing centered around this but that's really about getting us back to some traditional items that we've done in the past given co's being over and this is the work that gives and uh supports the rigor of our map. >> Okay. I'm just reading the statements. It doesn't seem like that's very much money for what they're going to do. >> Well, um, one of the things that we have to realize is the bulk of this work was done this past year. There was a lot of time and effort and care put into building the curriculum. So now this is just the yearly cycle that any good um, curriculum work would do to come back and say, were there some things that we need to update? Perhaps there's some things that
054we need to update in assessments. We'll look at the data. You know, um, one of the things that we do is we get feedback and voice from the teachers. And this is really around teacher voice and input. The piece that's going to take a little bit of time is really around rebuilding our midterm and uh, final exams, but we have so much in place with the work that was done this past year that this route really doesn't need to be doing. pulling it together, >> the finishing touches, >> finishing touches and really launching deeper and uh moving forward in a more deep way than we did last year. And I believe that um any feedback that we would get from our staff and teachers around the implementation of new math curriculum this year is very
055positive. It was wellreceived and it's well supported by our curriculum coordinator. >> Very good. Very good. Thank you. Superintendent goals. >> Well, the goals have only been approved four weeks. So, um you know, I think we are making good progress. The first one is strategic planning and uh staff and community surveys been out and shared over and over and over again. At the last uh count last week, it was 99. So, we pushed it out again. Uh we placed it in our weekly staff meetings, our board and ad council updates. and 25 members have um at this time agreed to participate in our strategic plan goals. That's not with our central office team or with all the board members. So I think we are um in good shape there to get it completed by June
05630th. Our cyber security planning, the assessment of our current practices are complete. Um that was supposed to be completed by February 2026 and that was done and we are starting our monthly meetings um and have specific goals and that uh goes all through next year. Um and then uh we will one of the main things is to to develop a d disaster recovery plan and that will be completed. That's one of the first things that we're working on as well as the patch management process which was inside our audit for last year as well because it was things that were found. So, um, that is intense and again a lot of language and conversations that are not part of my job description, but I'm learning and appreciating that because we know that cyber security and
057those threats are some of the top items about where kids are doing it and other people are attacking school districts. So, um, I'm really confident about the group that we used and I appreciate that support. A policy transition and alignment. The first one was is that um, all the policies had to be updated by March. They were done in February, so ahead of the game. Um, our next step is administrative procedures. Our my team, I divided them all up and they're looking at them. We hope that sometime in April that we will get Kevin Sutton to work with us and then he's also will give us a cost on handbooks and the student code of conduct as well as employee handbooks that'll align with all of this. Um, so hopefully we'll be ahead of the
058game in getting it completed before September. We're working fast and furiously to get this uh going um so that it's all updated and best for starting the school year. >> Do they do the handbooks? >> They will do the handbooks. We don't have a cost yet, but yes, they will. So, we're going to look at that as well. So, we're hoping to have that finished. Um financial strategies. Um our audit uh has been completed. That was another one of my copies of other audits to get in place. So, hopefully that was great and got that done. um our business office update is submitted to all of you and teacher and early childhood negotiations has started and I believe the other units will be not far behind. So the first one is completion by the audit
059by October. Um I believe uh we will be there with all these lines updates and things that we're doing and then we really um the financial procedures and ISB consultants quarterly updates. you received uh one today and then you'll get another one in June and um negotiations have started um and we will work with the enrollment trends uh by November and we'll have a communication to our stakeholders. So make really good progress on the goals. I may if I'm able to this week I don't know our schedules are pretty tight to update the evaluation document for you as I've done in the past in a letter for the next meeting. It's pretty uh comprehensive. I started it but unfortunately with some of the activities I was not able to get that done for this meeting.
060>> Right. Anybody have any comments, questions? >> Um I do. I just want to say thank you. Like you really are going above and beyond and my stomach's still hurting from a public comment earlier and I would I want to pull the board members and get a roll call on who knew prior to this board meeting that the superintendent was going to be bought out of her contract. There's community members coming up here before board members. >> This has nothing to do with the goals that were just cited. Do you like the goals? >> I love the goals and I love that she's doing them and then you want to get rid of her. >> That's the end of the discussion at this moment. Uh elementary ELA curriculum work group ELA. Uh yes. So this
061is another group summer work group that maybe we'd like to put in place and this is really helping some of the work that was done this school year. So uh probably most of you aren't thinking about this but probably 6 7 8 months ago we talked about something called the 35M grant and that was one of the literacy grants that allowed the district to get some additional money around increasing and bringing in some researchbased uh curriculum and resources. So, we've had K first and second grade teachers taking that training all year. One of the most important pieces about making sure that we're ready to effectively and intentionally implement that is to have time for our teachers to work with our literacy coach to look at how that aligns and integrates with our current curricular resources.
062So, this is not a replacement, but it really enhances the work that our teachers are doing. So, we're requesting a work group of kindergarten, first and second grade teachers. It does not reflect all teachers because typically we don't have all teachers that want to join. And that proposal would be in the amount of 7 $7,695. And once again, that work would be done either in June or in August. And that would come out of the general fund. >> All right. Anybody questions, comments? A work group is an is not an allowable expense of the grant. >> Only the MDE two days ago. >> Okay. >> And the answer was no. >> We're trying. >> Boo. >> We're trying. >> Yes. >> Boo. >> Okay. Secondary. You're next. >> So, this is really the uh final
063work group that I'm bringing forward. And this is uh very similar to some of the components that are in the math work group, but this is focused on our secondary ELA. While we have our very high quality and strong resource in park core, there are some things that we need to do once again to make sure that we're effectively integrating it and streamlining the assessments that go along with that. That tool has assessments, but we feel that there are a different level and layer that we want to put in place. In addition to that, this group would also, just like the math group, work on revisiting and making sure that we have strong midyear and semester exams going into next year. So, secondary teachers, one of the pieces that I hope was clear about all
064three of these proposals is that we are centering our student or excuse me, our teacher voice in these resources and it's going to be led by our curriculum coordinators and our instructional coaches who are very outstanding highquality individuals. So, this would be in the amount of $7,086. Any comments, questions? You put a tremendous amount of work and explanation into these. It's very informative. Thank you. There's a lot of other information there. Uh the conferences uh conferences. Oh, that's Dr. Dominich. >> Yes. So, um this is a this is brought to you in a separate format because this does require um hotel and lodging because it's out of the area. It's the McCulla conference in Grand Rapids. And this is an opportunity for three staff members. We have two teachers and one administrator to attend the
065MCO conference. But in addition to that, it's also to participate in something called the AI, artificial intelligence collective, which is really an initiative that comes out of the open schools that really is helping us um be proactive and thoughtful as we think through and implement AF. It allows them again to go to the conference and I will say the ISD is covering lodging and the registration. So, the cost that you see in the amount of $1,35 is the amount for mileage and food for three individuals. Um, we are we know this is close and I I believe and Dr. Wilcox, correct me if I'm wrong, we were going to put this on as uh rather theformational action item because it happens next week. Um if the board is comfortable with that um to move that
066forward by >> I'll motion that the board of education approve the estimated budget of $1,35 for three staff members to attend the MCO conference as part of the countywide AI collective support. It was pretty good. >> Okay. Any other discussion? >> I think this is important work. Um you know we've gone through some of the stuff through Oakland schools and the AI. Uh this is this is important and we need to try and stay ahead of things. Um I know that the Oakland schools dinner coming up has AI I'm unfortunately unable to attend them which is a bummer. So you'll all have to fill me in on that but no I think this is important and I fully support this. >> Anybody else? >> This is a very important conference. Been to many of them
067myself. Um, I wish that we could send more teaching staff because I remember back in the day there was like two or three from every building that would be able to go and I mean you learn so much from other teachers and other thinking and you know back in the day it was doing news in your classroom and you know so people come back all excited and and with their new ideas and and work through them and actually use them. So, and it helps the students. So, yeah, I'm I'm great supporter in this. >> Okay. I think it's great, too. Uh, roll call. >> Yes. >> Becker, >> yes. >> Fox, >> Yes. I need a motion to go into close session. Motion to recess into close session um under 8F to review and consider
068the contents of an application for employment or appointment to a public office if the candidate requests that the application remain confidential. Support >> right motion by April, second by Monica for close session. Uh roll call. >> Uh just discussion a question really quickly because I think this is um something that Miss Hemple mentioned earlier in public comment. Is this something that we're voting on as soon as we get out of here so that we can they can move forward on the matter? >> That was our request. >> Okay, that's all >> then. Yes. >> So roll. Oh, >> yes. >> Becca, >> yes. Fox, >> yes. That's where she always reach my heart. A motion to come back to uh meeting. >> Motion that we return to open session. >> Support. >> Okay. Roll call.
069>> Yes. >> Becker. >> Yes. >> Fox. >> Yes. Um um want to make a motion that at want to make a motion to approve the hire of Joseph Sawyers for the position of security guard at Hazel Park High School. >> I I I want to clarify that we may need a different piece in there. >> Jimmy says I don't. >> Okay. >> You considered the entirety of the situation. >> I think it has to be in the minutes, but okay. If you think that that's the role. >> So, could you say that again? I couldn't hear you. >> You considered the entirety of the situation. >> Okay, that's the recommendation of >> Okay, >> council. >> All right, roll call. >> Yes. >> Becker, sorry. >> Yes. >> Becker, >> yes. That brings us
070to public comments. I have Joan Ravinski and you have three minutes. Please state your name and address. For the record, evening, John Rabinsky, West George. Okay, so we've all heard that rumor has it that we were planning to go this whole Dr. Wilcox route again. And I am so tired of this. I would like to know where do we plan on getting this money? Because as of right now, we're talking about this low fund balance. We're talking about, you know, we don't have money for this, we don't have money for that. But yet, you're ready to spend more money on buying out a contract for three years at the cost of who? The staff. the staff where it was said in open right in the meeting, Miss Fortress said, "Let's not give them raises, right?
071We don't get raises. So, if we're not getting raises, but you want to use our money that we should and deserve to get to buy out a contract of the person who has done nothing but work her butt off for this district. She has shown up. She has been there. She's been there for all of us. I see her at every function that I go to. I don't see you there, Bev. I don't see you there. I don't see you at functions. >> I would like to know where this money is coming from. At whose cost do you plan on doing this again? You've already spent a ton of our money and got no results. None. Nothing was shown. And here we are again. Bev, I would like to know as an employee of the
072district, as a HPPA union president with negotiations on the table for all of our unions, where's this money going to come from? At what cost? At when are you going to stop? because you try and hide these things, but we all know we're here. We're fighting for what's right and this is not right. This has got to end and Dr. Wilcox needs to stay with us because she is the best thing here in Hazel Park. All right. It doesn't have comments. Uh board members, admin, anybody comments or a motion to >> I would like to thank everyone who did show up to the Promised Stone dinner. It was probably my most relaxing dinner I've had. Um everything turned out great. Actually, thank you to Jay for being a part of our video. It was wonderful.
073Um, thank you to those who did show up and did support. Um, Nate, April, I appreciate you guys being there. Um, this is all hard. I had multiple people call me today about this situation that I knew nothing about. I am a board member. This is a board of seven. So, the fact that someone calls and says, "Oh, well, they're not going to vote today cuz Heidi's not going to be there and last week they couldn't cuz Beth was going to be there. We don't have our four votes. This is sad. This is sad. We are doing this to Dr. Will Hacks again. And everybody in the community knows except the people who should be knowing and talking about this. So, not only are you guys spending money on lawyers behind the whole board's back,
074you're making decisions outside of this room because everybody in this community knows. It is sickening. And it is super sad to come up here when we have kids that we are protecting. Some of us have kids in this district and you guys are doing whatever you want because you hate someone. >> This is sad. >> Anybody else? >> One more thing. Congrats on getting to 8.7%. >> They're right after. Sorry. I'll end it. >> Yeah, I do. Um, first of all, fantastic dance competition on Saturday. They were great. I was able to sneak in three different times across the board. Uh, kudos to our state champions. I was able to interview some kids today that were at the dance competition. They are so proud and said um you know you'll hear it when it comes
075out. One of their favorite people was Sammy because she's funny. Um so it was great. Uh also congratulations to our powerliffters. We have one that placed in the top 10 and the other two just couldn't get the last amount up or they would have placed in the top 10 as well. That was absolutely outstanding. the play. I don't know if you got to see it, but it was the very best so far. And um I was in the in the back on the side and all of a sudden I was enjoying the music, totally enthralled. And here's Beetlejuice on my shoulder. And I let out a big squeal because uh but it was just it was just great. A lot of great things going on. I know that um we have some events at high
076school this week. We have a talent show happening. um just uh great great things in Hazel Park schools and um I continue to be 100% invested and here I'm a community member as well and um spend six of my seven days focused on Hazel Park schools 12 to 14 hours a day. >> I just was going to comment on the play too. It was fabulous, fabulous. Fabulous. and that they sold out four four plays or four performances. Um, and I think it was the best one. >> Thursday, Friday, Saturday, Sunday. Oh, four. >> I was going to say, is there another one beyond the four that I missed? >> Yeah, you're right. Sorry. >> Yeah, I just thought it was the best one. Uh, Beetlejuice did a fabulous job. All of them did a fabulous
077job. Um, and that's it. That was a fabulous point. >> I have two. Um, I want to start by saying that um, last week I was able to my my boys and I were able to attend literacy night at Hazel Park Junior High. Uh, we were actually there for a sports practice and I don't think that my kindergarten and first grader were the target audience for uh, the literacy celebration at the junior high. U, but they embraced them with open arms. It was really great to see the partnership with the library and the school. Um, the teachers, I believe Audrey London spearheaded that. Obviously, put a lot of effort into that night. Um, they had a ton of fun. There were a lot of great books that kids could take home. Um, it was it
078was a great event. I wish that had been better attended. I think probably most people did. Um, I would encourage you if you see things like that at your school in the future to definitely go. Um, and the second is that while I hate to bring it up, I do I genuinely do not think that as a board we can remain silent for seven more days with the current unrest that is in the community. Um, obviously we know that the rumors that are happening in the community are that the board intends to buy out the superintendent's contract. Uh, what I am asking for now, and Mr. Patterson. I'll send this um by email either tonight or tomorrow morning in order to preserve it. Is that um any security footage from the close of the meeting
079last week, including that that is pointed at the exit door of the boardroom and the exit door of Ford administration building be preserved along with any audio. Um, when we left the meeting last week, a community member loudly said, "We came here to support y'all in getting rid of her, but we didn't know that that closed session was canceled." Um, I went to drop my children off at school the next morning and was approached by two staff members who told me that if not for the fight between two board members, we would not have a superintendent at this time. Uh throughout the week, including at the Promise Zone dinner, I was pulled aside by a former staff member of the district who said that there had been many conversations um that a majority I don't
080want to give a number because I I don't want to perpetuate rumors. A majority of the board had decided uh through what definitely is defined as a subcorum of the open meetings act have decided that they are able to offer a buyout to the superintendent. Um, so Mr. Patterson, again, what I would like to preserve um and will request a Freedom of Information Act report for is that any written communication, email, social media messages, text messages, um, requests for information that happened between any board members or any members of the community regarding the buyout of the superintendent be preserved. Um, I I don't think that any of us up here are naive enough to say that we do not know that the relationship between the board, the superintendent that that it has not been controversial
081at times and um, you know, difficult at times, but we are in an effort to increase the transparency. This is this is a lot of money. This is a lot of behind thes scenes work. I think that we owe it to our community to do things right. Um they asked us last time to make sure that things were above board and we owe it to them to do that this time. Um I genuinely do not know if those rumors are correct. Uh but the community deserves to know if those rumors are correct. The community deserves to know if that is something that is going to happen. Uh, and I request that as a group we be open in our communication going forward. Thank you. >> Anyone else? >> Oh, motion to adjurnn. Supported. >> All
082in favor? Hi. >> Hi. My
