How could I forgot about our families? Shame on me. Alrighty. We're not boring. You >> bond presentation. >> Yeah. Yeah. Yeah. Right. All righty. Yeah. Next, next on

our agenda um is our bon authorizing presentation. Mr. Nton, is that did I pronounce your name right? I hope I did. If you could please join us at the table and yes, feel free to join us with any good evening everyone. It's my pleasure to be here. >> Yes. We have worked with the district on your past bond projects and we have a fidiciary duty to work in your best interest when it comes to funding for capital projects and bond related matters. Um, if we could please start the presentation there. There's a I see I have the controls right here. there is an opportunity to refinance the 2016 bonds. Bonds typically have a 10-year call protection, which means the first 10 maturities could not be called in before their stated maturity date. But m so

the 2016 bonds, the first optional redemption date is May 1, 2026 and any date thereafter. So that means maturities 2027 and beyond could be called in early. and and this is the official statement for that pro that uh that issue. And so those bond holders 2027 and beyond are aware of the risk and their opportunity that their bonds could be called in early and they would be funded with the principal plus acred interest from the last interest payment date which is November of 2025. And that optional redemption is in the red box down at the bottom of that cover of the official statement. So that that's what makes all this possible. Refinancing a bond is a lot like refinancing a mortgage. We're replacing bonds at a higher interest rate with new bonds at a lower

yield. The coupon rate of the bonds being refinanced is 5%. So that that's quite a bit higher with where yields are currently. So moving on, we have just a little tally of the maturity by maturity for the collable maturities 2027 through 2041 showing that there is savings attributed to each maturity at current market rates. The savings are summarized on this next schedule a little better. On the left side, we have the estimated savings at current market rates. Now, the savings actually won't happen until the bond sale, which is expected to happen in February or March, and that's when interest rates get locked in. But at current market rates, um the estimated savings is 4.2 million. That's that's substantial. The present value worth of that savings over that 15-year period is about 3.6 million. It's industry

standard to take the present value savings and divide it by the principal being refinanced. And that that total amount being refinanced is I'll add that here in a second here. Um 39,175,000 in principal. So as a percentage that present value savings is 9.27%. That that's a very healthy level of savings. And the current yield for the bonds for the refunding bonds at current market rates is 3.67%. So, we could compare that to the 5% coupon of the bonds being refinanced. So, that's a substantial difference. Um, that's just like comparing the yield of your current mortgage with the yield of the new mortgage with a with a refinancing. Um that savings is net of issuance costs because the issuance costs are paid from bond proceeds and the rest of the bond proceeds are used to buy

treasury securities that go into an escro account and earn interest between the delivery date of the refunding bonds and the call date of the 2016 bonds. So, we're earning interest on the treasury securities that go into the escrow and we are we are funding that escrow and that is a large part of what what determines the bond amount for the refunding bonds. Getting back to the savings that 9.27% present value savings as a percentage of refunded principal um there there's different thresholds. Industry standard is typically 3% minimum present value savings. It's projected that you're going to well clear that currently at 9% savings. In fact, the resolution that Mr. Amar is going to discuss refers to one of the parameters is the minimum level of acceptable savings and um and that that's set at 3%.

Uh toward the right we have changes in interest rates between now and when the bonds pricing happens. If interest rates go down by a quarter percent, that's to the right, then the present value as a percentage of uh refunded principal would go up to over 11%. And if interest rates were to go up, then the opposite would happen. Interest rates would actually the savings would actually go down, but still a healthy amount, 7.5% present value savings. Um I I'm hoping that rates go down. There's talk that the Fed funds rate maybe going down between now and when we price the bonds that I think in my opinion that would help out. Um so that that describes the savings. Now, what this means to the taxpayers in the in the school district, the benefit is really

to the community and the debt levy because there is a debt levy that is levied um to cover the bond payments and currently the debt levy is at 4.1 mills. Depending on how the principle for the refunding bonds are structured will determine when and how much millage savings there would be for this refinancing. It's currently set up to have the millage savings start with the 2028 levy and comparing the millillage it's estimated to go from 4.1% to 3.65%. So that's a point4 mil decrease from the 2027 levy to the 2028 levy uh attributed to this this refinancing and that is a difference of.34 mills from what it would be in the B4 scenario without the refunding uh that that is subject to change depending on how principal is structured. Um, and so I will be

working with Kim and and John at the district and uh determining what what's the ideal structure and when millled savings for this refinancing uh could start. Um some of the next steps are we're we're planning for a bond pricing that's when interest rates get locked in in February or March. And actually it's I think it's already pencileled in here because we are working with an underwriting underwriting firm Stifl and they provided the timeline February 9th for the pricing date and March 11th for the delivery date. And between now and then between now and February 9th there would need to be an official statement prepared for the new refunding bonds and a credit rating. And we will be working with the district um especially with with John and Kim with getting information prepared um for that

official statement which is a prospectus needed to sell the bonds. Um and then there's a credit rating meeting um that's going to happen soon after February 9th. Um and then once we get the the bonds will also be state qualified. So they'll have the state's credit rating. Uh but there will be an underlying rating uh reviewed by standard and pores or Moody's. Let's see. The district's currently working with standard and pores. So I think that basically summarizes the refunding. Uh I'll I'll take some questions, but here's the rest of my team in Ann Arbor. Um, and so it's not just it's not just me working on your bond issue. It's a team of us at PFM and we work together with the district and with your bond council. >> Christopher, did I miss anything important?

>> R.J., that was a fantastic presentation. Uh, if I may just briefly run through the resolution that we're asking the board to consider this evening. Uh, this this resolution ties into everything that R.J. was just describing. I'll be kind of highlighting some of the key items R.J. mentioned and some of the items that he didn't mention I'll also call out in the resolution so you have a good understanding once I'm done happy to answer any questions about the resolution. Uh on the first page though we start with some whereas clauses that describe how we got to where we are today. We do identify that we're refunding the 2016 school building and site bonds uh and identifying that the maturities as R.J. mentioned uh will that will be refunded are the 27 through the 41 maturities.

Uh in the operative paragraph starting at the bottom of page one, we do identify the new bonds will be called the 2026 refunding bonds and they will be issued in an amount not to exceed $41 million. Your interest will start on November 2, November 1 of 26 and semiannually thereafter with principal payments each May. similar to structure that we have for the 2016 bonds. Turning the page to page two. Uh the bonds are let me pause for a second. Uh both the superintendent and Kim are authorized as authorized officers. And so uh to the extent that decisions would be made or uh signatures are needed, we have two different individuals designated to serve that purpose. And it is the office of superintendent that gets this designation. Uh turning to page three, to the extent that

bonds are ever lost or destroyed, there's a mechanism to replace those. Uh page or paragraph eight on page three identifies that the president and secretary will be signing the bonds and we in fact in fact as an exhibit have the language of the uh the bond specimen that would be used. Um, we do set up a couple of different key funds, both a debt retirement fund and a bond issuance fund in paragraphs 9 and 10. And as R.J. aptly pointed out, these bonds will be qualified through the school loan revolving fund. Uh, that's an advantage to your district because it gives the district the state's credit rating on the bonds, which often will drive down interest rates to your taxpayers's advantage. Uh, we do R.J. They mentioned that there will be an escrow fund that

gets set up to pay off the old bonds. That occurs in paragraph 11. Paragraph 12 has uh the authorized officers authorized to designate who the escrow agent will be. R.J. did mention that Stifel Nicholas is your underwriter and that's authorized in paragraph 14. Uh paragraph 16 identifies several steps that uh can be uh undertaken. uh filings with Department of Treasury, uh the securing of municipal bond insurance if it is a financial advantage to the district, uh and the creation and the uh execution of a continuing disclosure agreement so you can satisfy uh the security and exchange commission rules. Uh finally, uh when we get to page six, uh this is one that R.J. spent a little bit of time on. As far as the parameters set for financing, the board is requiring that any deal

that's brought by Stifel Nicholas has to fit within these par parameters that R.J. has has recommended, including the savings of not less than 3% uh of the par of the prior bonds and that's an 18 C. Uh to the extent that there's a need to execute documents, the board officers and administrative officers have that designation. In paragraph 20, you are designating our office to be your bond council in paragraph 22 and Mr. Nton's office in paragraph 23. These will be taxexempt bonds under paragraph 24. Those are the operative paragraphs. There are a couple of exhibits. Exhibit A is that form of bond. Uh exhibit uh uh B is the uh the continuing disclosure agreement that would be uh executed if the bonds are issued. And then finally, paragraph or exhibit C is the application that

gets filed with the Michigan Department of Treasury for qualification through the school loan revolving fund. So that's the the the the kind of all-in resolution that we're asking the board to consider this evening and this will set us on our way so that we can pursue this refunding bond that ultimately the whole goal is it reduces the tax burden for your taxpayers. If there's any questions for either R.J. or myself, we're welcome. We welcome them. >> Yeah. Um, I appreciate the presentation and you know, we've talked about this for years with all of our boards, uh, all of our bonds. If you could maybe summarize why this is a good thing. Uh, you speak a language that at least I am not fluent in. And so I want to make sure that the board is

really understanding what this does, why it's good for the district, and why it's good for the taxpayers of Lancing. >> Not sure how many words I can get it in, but essentially it's taxpayer relief. It's taxpayer relief because, as RJ mentioned, it's bringing your interest rates down. So then that allows you to levy over the life of the bond a lower millage rate. mill is how how taxes are calculated on property. So that's essentially what this is. It's taxpayer relief for the taxpayers of your school district. >> Wonderful. Thank you. >> RJ, would you agree? >> I certainly will. >> There you go. >> Thank you. >> All righty. Did you have anything for us today? No. >> Nope. That was it. >> Good to see you. All right. Alrighty, >> Dr. Rodriguez. >> Thank

you very much. Thank you for the presentation. You're welcome. For my understanding and for the public, I agree with the superintendent. The vocabulary for me is a little bit but give me a definition where refound meaning where is the money coming from? What what is the whole process is going to be that people understand exactly for point A to paying C or D. >> Sure. So, what the district will be doing is issuing bonds. Basically, it's almost like a promisory note. Uh, you're going to issue bonds and people are going to buy those bonds from you. You'll use the proceeds, the money that they pay you for those bonds and pay off the old bonds. And you say, why would you do that? Because those promisory notes that you're selling today or anyway in the

next couple of months are at a lower interest rate than what the old bonds are. So, like R.J. said, "It's a lot like refinancing your mortgage. You've got a mortgage that's up here as far as interest rates. You're able to find a rate that's lower today than when you originally did your borrowing. So, you're going to take that new borrowing now and pay off the old one. So, ultimately, that's the taxpayer savings. >> The what is who is going to sell, who is going to buy? >> Stifel Nicholas is going to be your underwriter. They're going to be kind of your your u your firm that's going to go out into the market and find folks that want to buy your bonds. And then it'll be hedge funds. It'll be insurance pools. It'll be could

be even be large uh individual investors even. Uh that's who they go out and find out in the market that's willing to buy your bonds. They put together a whole host of buyers that will then total the amount of bonds that you want to sell. and the transaction is then made. That's the that's how the sale works. >> There is no any danger that we are going to lose any money. >> No, no. >> Okay. Thank you very much. >> Thank you, Dr. R. >> Indeed, >> Vice President Lopez. >> Yes. Maybe this is for the superintendent or you folks or or for our finance guru over there. Is it true that because of this savings, the district may be able to possibly buy more or add to what we have as far as building?

>> Sure. >> Excuse me. So, what this does is it frees our capacity up. Um, it does two things. One, it saves the taxpayers from 2027 to 2031. >> 2041. And roughly how much do we save the taxpayers >> uh at current market rates? 4.2 million in net savings. >> And that's number one. Number two is that down the line we could go out for a no mill increase meaning the taxpayers don't pay any more money than what they are currently paying currently now. And we can get another bond maybe for 50 million or so and we could do different capital projects with it. But that's something that we need to talk about with the board where we're going in the future and some different things we'd like to do. Right now, the important piece

is this refunding saves the taxpayers 42 mill or 4 million, sorry. >> Yeah. But it gives us more capacity to Yes. improve the district. >> It sure does. >> That's the bottom line >> or a bottom line. I have >> Thank you for lifting that, Dr. Rodriguez. >> Then how long will take to sell or to buy all these bonds? The last bond that we just did, the series 2 bond. You remember that one? It was done within 10 minutes. I think it was actually five. The market bought all of those bonds and it was the fastest sale that they had seen. So, it depends, but I would expect that it's probably going to be very similar to our 20 um 25 series 2. >> Thank you. >> You're welcome. >> All right. Are there

any other questions from our trustees this evening? All right, moving on. May I have May I have a motion? >> Yes, Dr. Rodriguez. >> I recommend that the board of education accept the author authorizing resolution as presented. >> Second. It's been moved by Dr. Rodriguez and second by Trustee Williams. May I have a roll call vote? >> Mr. Lopez, >> yes. >> Mrs. Moore, >> yes. >> Mr. Nisque, >> yes. >> Dr. Rodriguez, >> yes. >> Mrs. Strode, >> yes. >> Ms. Williams, >> yes. >> Motion passes. Thank you so much. Thank you for >> being our guest tonight. You're welcome. >> All righty. >> Thank you. We'll get that back to you early next week. >> M president. >> Yes. >> Um I would like to see in the next meeting or two meetings

from today or two months from today. >> Yes. >> To let us know how this resolution is >> all right. is working and don't come back to me and one year from now for another one without knowing what is going on on this one. >> All righty. Got it. >> Thank you, doctor. >> Be sure is there. Thank you very much. >> You're welcome. Next on our agenda, we're going to be going into close session. Uh may I have a motion, please? >> M president. >> Yes. I recommend that the board of education go into close session under OMA session 818 to discuss material exempt from disclosure by state and federal law specifically to conduct an student discipline hearing. >> Thank you. May I have a second? >> It's been moved by Dr. Rodriguez and

second by Trustee Williams. Um, may I have a roll call vote? >> Mr. Lopez, >> yes. >> Mrs. Moore, >> yes. >> Mr. Niski, >> yes. >> Dr. Rodriguez, >> yes. >> Mrs. Strode, >> yes. >> Ms. Williams, >> thank you. Uh, we are now entering into close session at 6:45. Wonderful. Welcome back everyone. There we go. We're up in business. Welcome back everyone from our close session. We are now in session at 7:54. It's been moved by Vice President Lopez. May I have a second? >> Second. >> It was second by Trusty. Could the clerk please call a roll call? >> Mr. Lopez. >> Yes. >> Mrs. Moore. >> Yes. >> Mr. Nisque. >> Yes. >> Dr. Rodriguez. >> Yes. >> Mrs. Strode. >> Yes. >> Ms. Williams. Motion passes 6.

We have returned back from close session at 8:25. If I could have our attorney please go over the resolution. >> This proposed resolution. >> Yes. >> Administration recommended that pursuant to revised school code section 13101. A student whose identity is known to the board be expelled for physically physically assaulting another student on October 9th, 2025. The revised school code defines physical assault as intentionally causing or attempting to cause physical harm to another through force or violence. Administrators notify the student's parent of the specific change specific charge underlying the disciplinary recommendation as well as the date, time, and place of this disciplinary hearing. The

hearing afforded the student and their representatives to an opportunity to respond to the charge and present evidence. The board has considered all evidence produced in this student discipline hearing. A prepoundonderance evidence establishes that on October 9th, 2025, a student physically assaulted another student on school property in violation of state law and board policy. Based on careful consideration of the following factors or determined that expulsion is warranted, the student's age, disciplinary history, whether the student has a disability, the seriousness of behavior, whether the behavior pose a safety risk, whether restorative practices are a better option, whether lesser interventions would address the behavior. The student is expelled for 180 days. During the time of expulsion, the student may not be on school ground or attend any functions at the district without prior written approval from an appropriate

administrator. The student may petition the board for reinstatement no sooner than 150 days from the date of expulsion. Consistent with revised school code sections 11A and 1311, the board finds that the interests of the district are served by this resolution. Consistent with the board's actions taken this date, administration will promptly meet with the students parent and guard or guardian to determine the appropriate educational services to which the student may be entitled under state and federal law. Administrators are directed and authorized to implement all terms of this resolution and delegated all necessary authority to do so. >> All righty. Thank you. May I have a motion? >> Madam President, >> yes. >> I move the resolution as read by your attorney. >> Thank you. It's been moved by Vice President Lopez and second by Dr. Rodriguez.

Um, may I have a roll call vote? >> Mr. Lopez, >> yes. >> Mrs. Moore, >> yes. >> Mr. Nisque, >> yes. >> Dr. Rodriguez, >> yes. >> Mrs. Strode, >> yes. >> Ms. Williams, >> Motion passes 6. Uh, Willow is moving along very, very well. Um, we are planning to do a driveby real soon. Right, Christina? Trying to think, is there anything else I've missed? Um, those bids have all been vetted. Um, some of them you may see a few prices that were lower than the other. Um, those were chosen. The more affluent or a

little bit costly ones were chosen because we had some things that didn't happen with the prior bidder. So, we're moving forward with that. So, that's pretty much it. We will probably have a more robust uh items of reporting out at after our January 5th meeting. >> All righty. Um before we go into discussion, can I have a motion that the board of education accept items A through I as presented? >> President, I move that A through I is accepted as presented. >> Can I All right. It was moved by Trustee Williams and second by trustee Strode. Um any discussion regarding um our bids that we have on the on the floor this evening? >> I Yes. >> I just had a question not on the bids but on the naming. I noticed there was a

a committee section there. Um >> committee >> that was blank on the paper as far as >> I just didn't know what the process was the first time I've been through a naming process. If somebody could share what that is. I think historically there was a naming committee that um was formed in the district but it no longer exists but that's something we can think about. Oh, excuse me. Yes. >> If I may. >> Yes, please. Vice President. >> Yes. The the process is that we have a request for naming rights and whoever wants to propose naming a building whatever submits this form to administration then does a um review of what that might cost to do this. When they have all that information, then they come to the um to our committee um facilities

committee and review the request and at that point and did this happen at the meeting? >> Yes. So what >> Okay. So, if you can go ahead and and talk about the cost. >> So, the cost for the Saxton Auditorium, what they're going to do, what we're looking at is just putting a placer out. So, you know how the plaque went outside of Mount Hope. So, that's going to be a price about $3,000 to $6,000. Um the gym uh floor renaming is a little bit more costly. It's about 25,000 to $30,000 because we have to strip everything off, do all the layout, put it back in. So, that's are the cost of that. We do sometimes in that form it does say if people are donating um we will but right now we don't know

what budget it's coming from. So and that's based upon what the board decides to do today. Vera Holly is someone that's very that's very been affluent in the community with music and helping the community grow with music. She was a teacher if I'm not mistaken at Sex at one point and then Eddie Jones was a coach over at Everett. So that's why the request came through that way. Johnny Jones. >> I'm sorry. I keep say I don't I think my cousin talking about me, his name Eddie Jones. >> Yeah, it looks like when when reading about um Vera Dorsy Holly, she joined the um she joined the faculty as the first African-American coral director in the school's history in 1978. That's the year I moved here after serving the Lancing School District as an elementary

and middle school music teacher at Cedar Street School. Do you I don't Cedar Street School. >> Yeah, Cedar Street School. Yeah. Okay. And Otto Middle School. She was hired by the late Dr. um Clyde Carnegie. Under the under her leadership, she elevated the school's coral output, bringing culturally relevant coral literature um including African-American spirituals while maintaining a rich coral tradition that made the sex and choir a force in the community. Who does that sound like? Ver Vera Holly continues to be a beacon for excellent music and education in the Lancine community. Um wonderful. So she has been um recognized um as a pillar and so I appreciate that. Just you want to share a little bit about I won't say Eddie but I'll say Johnny Johnny Jones. So our Johnny Jones was a teacher and

coach at Everett High School for over 30 years. He and his wife dedicated their lives to pouring into the Lancy's young people in the classroom and on on the court as well. His great he his greatness brought three basketball state championships to ever and a runnerup finish. whether you've played for him, had him as a teacher, as a coach, you've always got something from him, um, and actually a parent and some other people in the community thought that this should have been done some time ago. So, a parent brought this to us. >> All righty. Yes. Um, Dr. Rodriguez, >> I had the honor to know these two people. I work with them >> especially with Johnny Jones because he was an arrow in 197172. >> Yeah. And he started to narrow as a very

young teacher and person and you know fighting the the 70s problem with all the things going on at that time and he survived very very well and he has a tremendous impact in the students in Arrow High middle arrow junior high school >> and from there he moved to Everett when he was a legacy that he left a legacy in Everett and honor people like that make me feel the Lancing school district was always great. >> Thank you madam president. >> No thank you Christina did you I saw the mic in your hand. Did you >> just >> Oh okay wonderful >> madam. >> Yes uh vice president >> first I have a couple of questions. So did you say this are going to be funded through >> we the budget h the the fund

where it's going to come from has not been determined as of yet. We're waiting most importantly to see how the uh the board goes to vote tonight and then per uh our CFO we will identify where the funding will come from at that point. >> Correct. >> So I want to be clear the only thing we are doing now voting in the names period. >> Yes. >> Thank you very much. >> Thank you for clear. >> Are we going to come back with the the funding information? >> We Yeah, we don't have to. As long as the board approves it, we'll find the funds to pay for it. >> Yeah, but we should know where the funds come from. >> Yeah, that's what I'm saying. >> I mean, I don't think there's any issue with

naming it, >> right? >> The question that that the committee was supposed to do is is to have that information of how it was going to be accomplished. >> So, this would be general funds or capital funds. I'm sorry. >> General funds or capital funds, which capital funds are also general funds. We wouldn't be allowed to use syncing funds for these purposes. So this would be general funds or capital funds that would pay for this. >> But we still don't know the exact cost of >> not until we get the So we have quotes for them. So the so the plaque would be between 3 and 6,000 and the floor would be between 25 and 30,000. Well, I would say that we bring the information back so that the the board would know >> where

the 30 grand came from and >> we can bring it back after. Yeah. >> Yeah. >> Okay. Super. Uh the other thing I just want to mention is that uh coach Johnny Jones uh my daughter Victoria was part of his team >> as a scorekeeper when uh and and general helper I guess. >> Uh when they won the back-to-back state titles. >> Oh wow. >> Yeah. >> So we have good memories of uh Johnny Jones all around. >> Amazing person. >> Yeah, he was. >> All righty. Yes. Uh, Trusty Ninsky, >> I had a question on another item. Uh, on the electric school buses, I was just curious if we have anything to share on the ones we've already purchased yet or >> I can that was different. That's why I hadn't mentioned it yet.

>> Okay, perfect. >> All righty. So, did you have any questions about You had You said you hadn't mentioned it. Were you going to mention something? >> I was going to let us uh do the do the other things first because we had a motion for A through I. The buses aren't up there. >> Oh, they're not. You're right. They're not. They're not. Nope. Not yet. Okay. Wonderful. Are there any more questions um regarding our motion for A through I? Any more questions? >> All righty. Um all in favor signifi signify by saying I. >> I. Any opposed? Motion passes 6. >> Going back to Oh, I'm sorry. >> Nope. What was you going to say? >> I was going to go through the electric buses now. Um, yes. Yes. Yes. >> So, we've already

purchased 13 of our buses. So, this is the last of the twot on the floor before we discuss. >> Do you want to put the motion before the >> Yeah, we need I need to put the motion before the discussion so we can discuss it. Right. >> I got to tell what it is first. >> Well, first Yeah. Okay. Can I have a motion? Um Oh, sorry. Go right ahead, Trusty Williams. You So when we initially started, we were purchasing 20 electrical uh EV buses. We've already purchased the majority of them. So this last bid is to purchase the last six. We've chosen Hulstra Hulstra because they have everything that we needed and what was to align with those buses. Um and I think we purchased previous ones from this them as well. So this

was that final bid to sing uh circle out the last 20 for us to have It looks like pardon >> very interesting that we have already 26 passes. >> No, just a total of 20. It's going to be >> 20 total. But today attending the first electric car the kata is going to is using right now was a very nice car bus and and I am glad the other people join Lancing school district and that progressive move for the future. Christina, did you have somethingusty? >> I just had a a clarifying question for the buses. So, I know that there's a selection for us to have 20. How many do we currently have at this time? >> 14. >> And so, the purchase of the six that's on the floor for a vote today, is

it going to be purchased by the same company >> as the other 14? >> Yes. Thank you. >> Questions concerning the purchase of the >> uh just could we have any update on the performance of the buses we already have or how that's gone? Any issues we've >> so none of them are on the street yet. Um so we're currently working to get all of the the chargers installed at the bus depot. So that's happening right now. Um and then um I'll give some pretty exciting news. Um at our December 11th board meeting, we'll have an electric bus on site. Um so we will have one of those. We'll be taking it for a very short tour probably from here to our first site um that night. Um so we'll get to experience it, but

we're looking at putting the first set um out into the school system probably after the first of the year um once we have all the chargers installed. So we just want to make sure we have the charging available and ready before we get them on the road. >> Righty. That sounds exciting. So, we'll be able to ride in those buses, right? Have it charged. >> Right. >> All righty. Trusty Strode. >> Thanks, Christina. I appreciate the update. Um, in superintendent, I will state that about maybe a year ago when I went to the first MSBA conference, I had a great opportunity to visit their EV bus um department, their line, all those things. Of course, it was in Atlanta, Georgia, and they don't have snow like we have snow. Um, so they weren't able to

speak to the caliber of when there's a winter and the charging and all those kinks. I'm I'm happy to hear that the testing is going to happen in the winter months where we can uh see the electric battery uh efficiency or not within snow and weather and climate. Um, I was just curious if there's been any, um, report of damage or not even damage, but any things that we should be aware of or curious about as we're getting into the winter months with the charging and the outlets being um, installed during this weather. >> Sure. Um, so we're not the first cold state to do electric buses, thankfully. So, um, we're not venturing out on our own there. Um, there are a couple others in the state of Michigan that have a few buses. So,

some of the same concerns that there are with electric buses, there are with diesel buses. Um, so when the weather gets really really cold, it takes a little bit longer for those engines to start up. So we're seeing that some of the same issues um or the same concerns or the same issues no matter what type of bus that it is. Um so we're fully prepared for that. We'll start them early just like we do the diesel buses. So when it's really cold out, we already do that with Dean um at the depot. But other than that, the bus is still the bus. It's still the same tires um still the same frame. So as far as it going through inclement weather, all that is the same. is just much healthier for the environment and

much quieter for the students. So, so far we have not seen or heard of any major um concerns besides the cold weather which is still the same concern. >> Yes, vice or Dr. >> Rodriguez at the beginning of this meeting today >> and I was to show us how they are discovering new ways of think many of these topics and I can see now they come for the future appreciate Yes. Thank you, Dr. Lo Rodriguez. All right. Well, if there's no more discussion before the board, may I have a motion? >> M president? >> Yes. >> I move that the board of education has said the purchase recommendation for six electric school buses as presented. >> Thank you. It's been moved by Vice President Lopez. >> Second by Trustee Williams. All in favor signify by

saying I. What's wrong? >> What I say? >> Dr. >> Yeah. Thank you. All of correction, please. I'm tired. No. All in favor signify by saying I. >> Any oppose? Motion passes 6. We are truly a team up in here. Thank you so much. Moving on to our finance committee report. Dr. Kavanagh is not in. So, Trusty Strode will be so kind in giving the report this evening. >> Thank you. >> The detailed treasures report for the period of October 1st, 2025 through October 31st, 2025 is attached to this evening's agenda. The following are highlights of the report. The beginning cash investment balance was 71,391,392. Receipts total 22,35,5 while dispersements equally 28,52,569. 062concludes the October 21st Treasury Report. All right. to our personnel committee report. Um, >> thank you. The personnel committee met yesterday uh here in the morning. Uh, Trustee Strode and I were present for the meeting. The committee received the personnel reports that were provided to the board and discussed those with the administration. Um, it's good news that the vacancies particularly in teaching positions continue to be much lower than in previous years. So, that's good news. uh efforts uh continue to hire and those few positions we do have vacant and uh discussed a little bit about efforts already starting for uh the next semester and the next year to potentially reach out to um colleges and universities where current staff already have contacts. Um two items are proposed for board action tonight. Um first is approving

the list of new hires uh from the last period which we typically do after our committee meetings. Uh second is approving a recommendation recommended termination of one professional staff member pursuant to policy 3140. Um and a note that a termination of a support staff member is reported to the board which does not require action pursuant to policy 4140. So those are the two motions uh that will be asked for the board to consider. The committee did review legal council analysis on the questions that were submitted a while back pertaining to board policies on employment termination and resignation. Uh following that discussion, there have been some follow-up questions that will be sent back to the attorneys and the committee started uh considering draft policy changes to submit to the policy committee uh for review. Uh the

next meeting of the personnel committee is scheduled for Wednesday, December December 17th at 8 am in conference room 305 here. Second Uh, yes. The policy committee meeting that was scheduled for November 4th did not occur. It's been rescheduled for this coming Tuesday, November 25th at 2:00 p.m. Um, so we don't have any updates since the last meeting, although we do still have on the agenda uh draft bylaw 0122.1 and draft policy 9150. That will stay on the agenda until uh further comment comes from the committee. Um but we do need to again approve the uh policy 6680 that was adopted last meeting with the rules suspended. We have to adopt it a second time in order to make it have continuing effect. So that is the the motion from the committee and I'll make that

motion that the board of education accept policy 6680 as presented. Second by the draft of bylaw 012. That's got to stay on the That's got to stay on the agenda. So, do I need to make a motion on that as well or not? >> We're not recommending a motion. We're just at this point keeping it on the agenda so that when it is uh adjusted if it is, then it can be adopted >> based on second reading. >> We'll move on then. Trusty Williams, will you be able to speak on behalf of the um recognition? >> I can. We met last Tuesday and we have our press release will be coming out tomorrow to start the nominations um for the recognition committee um and for the community the uh the the let me give my

thoughts sorry the press release is coming out along with the application process it'll go simultaneously together we will be looking at all nominations to be submitted no later than January 3r ative so that the team can meet begin to score and we will have our first round ready for our board meeting uh our recognitions for March 26 to be nom nominated the form is so easy to do I mean literally it's five questions the hard part is putting together getting the letters of recommendation creating the profile getting pictures but this is what we are doing u basically and I'll give you a little bit of history The categories will be alumni um community contribution contributor um and an educator. Um each one has a different criteria but we are in the position the district to

start celebrating those things those people those groups those entities that are putting into the district working collaboratively hand in hand to make the success that you're seeing today. So, look forward to the public um the press release to go out tomorrow as along with the application and we look forward to seeing all the exciting and wonderful nominations and recommendations. >> Thank you for that update. Uh Trustee Williams. All righty. Uh moving on to the student achievement committee. Uh Vice President Lopez and Miss Williams again. Who will we reporting today? >> Well, we don't have u we haven't met. Our first meeting is uh scheduled for December 1st. >> Okay. >> From 3 to 4 pm. >> Okay. >> Here at the boardroom, >> 3:05. All righty. Wonderful. Look forward to hearing from you all. All

righty. Superintendent, you've got the floor. >> Good evening everyone. Uh to Ryan in the audience and to everybody uh at the deis. Uh it is a honor and privilege of course to speak today. Uh because it is almost 9:00. I will try to keep it brief. Um certainly I was really proud to see all the wonderful students and educators and families here today for our learning board. I'm so glad that that has now become a tradition here where we once a month showcase the work of the students throughout the district. Um in addition, I want to thank the board uh for all the work that they did today. Uh it's certainly never easy uh to met out uh discipline on children, but the fact that we have now kind of created a what I think

is a much more transparent, much more formal, and much kind of better way uh to do that is is really great. So I want to thank the board uh for being uh so so good about that. Um as always, it's transportation time. So, the good news is for gas cards, we have 2,77 have been asked for and uh 2,632 have been distributed. Again, with the gas cards, you just have to uh you know, give us a couple of days. We're able to get these done really, really quickly. So, if there's any family out there who needs a gas card, wants a gas card, and of course qualifies for transportation, please, please, please let us know. Get to your schools and we can get those gas cards to you very quickly. KATA 568 have requested 554

have gotten it. Again, we can turn that around very quickly. So, please just make sure that you go to your school to get those. And for Dean, some good news, which is we have uh 4,142 uh folks have asked for routing. Um and we have 4, 2017 routed. So, uh that's less than uh it's been for a while. it's like 125 or something. Uh and so certainly we want to get that number to zero, but I'm really happy to see a move in the right direction. I do want to say that I know that some of the transportation uh buses have been uh not running as well as we wanted to. There's been, you know, sicknesses and absences and things like that. Um but I'm happy that at least we are routing a lot more

students. But please, families uh and community, if you um have any concerns about transportation, please please please let us know. Um with that, you know, I just uh again want to thank everybody for their hard work. Uh the we we had a couple of nice things. The the governor came uh this week to uh uh serve food to our children. That's now we've had the lieutenant governor, the governor, the mayor, state senator Anthony, Representative Dondorf. Anybody who wants to serve uh food to our children, you let us know and I'm sure we'll figure out a way for you to do that. Um but again, it's just a a real show that the community really wants to support our kids and and we want to thank everybody for that. So again, I um it's nine o'clock.

I want to be respectful of everybody's time. Uh but I am uh certainly always happy to take questions and if there's certain topics you'd like me to speak about I'd happy to do that and uh you know if we and I I won't preempt it. It's up to you. So what what questions would you have for me if any >> great >> will be later. >> Yeah, that that sounds good. I look I look forward to it. >> All righty. All right. Thank you for Thank you for your report, Superintendent. Um, we don't have a public comment on non-aggenda non-aggenda items at this time. Um, are there any comments from our board member? Oh, I'm sorry. Dr. Rodriguez, excuse me, Dr. Rodriguez, please report from the Lancing Promise. Forgive me. >> Yes. Yes. >> Yeah.

Take Okay, here you go. Take one. Pass it up. Oh, I forgot. >> Thank you very much. >> As you know, Lancing Promise is a the number one partner with launch in a school district and we need to we need to continue serving our students together. Yesterday we had a meeting at the Devonport University and what I am giving you is two pages. The first one is in color. I want to see visual things and that is the budget and how they use the budget and you see the blue there's 55% money go to the students really we want to go have um higher should be 100% going to the students um Kamasu use 80% but Pontiac is close to 95%. uh the goal according with the strategic plan is for in the future to

go 100% to the students uh money go to the students the second page that you have is that is all about lunching school district launching community college we have 36 students and this semester for last year is mean 19 students more than the year the previous year and we they pay 152,000 student money for them Michigan University 139 of our students that mean 23 students more than the previous year and they we pay they pay 343,000 um deport college 9 university Olivet 17 and so on. The total they they use so far this year is 5,6868. Now in the second part in the baron you see by class by school Easter 171 they apply but there are 36 there was no they they cannot no only three that was not approved and the rest you

can see all the schools and the well the people they the students they were not approved 36 is only one reason is because they are not living in Lancing school district that we have in the senior class we have 36 students they are not from Lancing that is good news then what maybe we need to do in order to attract more students in the future Gilemo and I if we can anybody who graduate from Lancing school district receive the the scholarship and that way we will have uh people receiving good education here in Lansing That is number one. The other thing that they did is the seniors uh dinner that they are having that they are having an Easter November 12 and sex on November 13 and never in November 19. I think the Mrs.

Williams attend one of those and they were so many students and families there. They were packed and that is all collaboration and we cannot forget that they also had a people in every high school they work with our school to promote them to go to college and this kind of thing. The other thing is the new CEO Mi Mrs. Jamie Kim, a graduated from Lancing School District, is the new CEO from the Lancing Promise. Uh, Mr. Lopez and I, we were in the process of selecting that person and I think we did a good job in that and I think it will be a new opportunity for the Lancing school district and the promise and us working together and they should know about us and we should know about them because it's it's all about

our students. I thank you madame president for let me to give this presentation is more I can talk about the the that is the strategic plan that they are having and and they are going to follow then we we more than two hours there but I think that the future is going to be even better for all of us and more for the students. Thank you madam president. >> Madam president. >> Yes. Thank you Dr. Rodriguez and forgive me for not having you earlier. I totally slipped my mind. Um, Vice President Lopez. >> Yeah, just pointing out that scholarships are at 55% which is we need to get that up, you know, more. >> Obviously, we need more students to be eligible for scholarship. Uh but the we also spend we the the promise spends

uh 16% of their budget in K12 readiness and readiness I guess you can define in different ways but it's money spent on for student success and um scholarship success 3% and I think scholarship success is um scholar success is more so working with the um students who are in college now and do that. So, uh, majority of the money goes towards students, you know, either way. So, and I know that Ben had a good relationship with, uh, Justin, and I don't know if if our new director has called you yet, but >> but she will. >> She will. She's wonderful. >> And, and doctor, can you remind me what was the text capture this year? Was it the tax capture? Was it a million7 or >> I think they won a million200 >> last year

was more this year but also they are going to be thinking and extending not only in four universities et Lansi community college deport college and Michigan State they they ask the students what other universities they want to go and we can pay them for going there. >> Wonderful. Then um they number one if they want to go naturally you will the University of Michigan and number two is western Michigan Wayne University Michigan State University um Ferris State University >> that if we extend that student they can go there if because they are going now but we don't pay them >> then they also we Don't do we have many other student from Lancing school district. I want the families to know that they go to all over United States universities and they are paid for

this university. Then don't think the only students that we had they go to higher education and only in these four universities they are all over lunching school district students are all over the United States. Thank you madame president >> madam. >> Thank you so much uh Dr. Rodriguez. Uh, Trusty Williams. >> Madam President, before we go to board comments, which I don't, if you don't mind, I'd like to circle back to the superintendent because we had PTO yesterday and there's a question that came about and I'll make segue. This Saturday, um, we will be filling the bus. >> Um, I I was kind of a little sad that we didn't put it out a little bit, but I think the schools are very much aware and have already turned parents in. And unfortunately, I won't

be there with you this weekend, superintendent, because I didn't know until this week. But one of the questions that was asked at PTO during the holiday breaks, are we going to have things available to feed our students? I mean, are we like we have student development? Because I do know it was mentioned last night at our PTO meeting um that literally after school about 200 kids are staying and getting a third meal at the school. So, are there going to be things available to our students or what is it that we can do as a board and as a community to make sure that they're not lack on anything during these holiday times? >> Uh, so I'll actually defer to Christina in terms of the things that we can do. Um you know one of

the good things about us doing a lot of research during the time that uh SNAP was uh being suspended is that we um we can provide some food uh depending on to whom but you know in terms of families if there is a need we would just ask that they reach out to their schools and talk to the principles there. uh we have some ability to support uh families during long breaks like a like a Christmas break or winter break or a Thanksgiving break. But if there are families in need, please just reach out to your schools and depending on which programs they qualify for, we can certainly get them uh food or other things, winter clothing, shoes, you name it. Uh the winter is coming, that's for sure. It is getting cold out there,

but I don't know, Christine, if there's other stuff you want to share that we're doing. >> Sure. Absolutely. So, we have a lot of um in conjunction with what we do at the fieldhouse um with our student development program, we also have um other afterchool programs um tutoring, those types of things where we do provide meals um for students. So, if you're looking for anything like that, like uh Superintendent Shelner said, um please contact your schools because individual schools are doing a lot of different things. Um we also partner with the Greater Lancing Food Bank at several of our schools and we will do extended stay um or extended length um meal preparation. Um so again, please reach out to your school um offices for that to get your name on the list if you

are in need of that. And one of the most helpful resources right now is if you need anything, please dial 211. Um so 211 um if you get a hold of that number, um that puts you in connection with a lot of different resources. We also have several different resources we have published and sent out to all of our families. So we will be doing that again. Um and we can get that sent out again tomorrow. We'll be sending that again again over break. Um, so a few different things, but your biggest resources are get in touch with your school office and uh dial 211. >> Thank you for that. Um, thank you for that. That was a big concern last night at PTO. Segue after that, we did talk about fill the bus. I

I'm sad again, but I know we'll do great job and reach the community like we always do and we'll see the superintendent on one of the buses. Most of the staff is out there, so I'm already celebrating them, but I won't be there. Um, the Lancing Promise. I did, as uh, Dr. Rodriguez said, I did attend the dinner for Eastern. The cafeteria was overflowing. It was a great turnout. The students were there. All the college people, some of them even stayed after the meeting was over to help some of the students get registered for the FASA. So, that was a really great experience. Um, let's see what else. It's so much going on right now in the community that's looking good for us. There were parent teacher conferences today at Eastern. I didn't get to

go, but I was there last night. So, I'm I'm looking forward to seeing what after Christmas everything that we after Thanksgiving what we have to do. Just want to wish everybody a great Thanksgiving break. Um oh, they're uh Eastern is offering um credit recovery school Tuesday, Wednesday, and next Saturday. during the Thanksgiving break from 9:00 to 1 if students need to go over and do so. So, that's available to them at that point. Um, and happy Thanksgiving to everybody or whatever you celebrate. And again, congratulations to our superintendent who's now been married for about a month now. >> Yeah. October 23, >> almost a month. So, congratulations to you and we're looking forward to what happens when we return. >> Alrighty. Alrighty. Are there any more questions from their board members? Yes. Uh, just comments

I wanted to share on a couple of events I was at. Um, on October 30th, I sent the board my report from the MASB course on capital planning for your district and just wanted to lift up the potential for us to consider a a Headley roll back to levy the maximum allowed on non-homestead property for the district. That has slipped down. So, we may want to consider that at some point. Uh, and note that several local mill requests were approved. So that's I think good news for public education in the area. Uh enjoyed attending the Dayton Contemporary Dance Company event at Ever High School. So I wanted to thank everyone who was involved in in making that event happen. I know they did several other things with the school and the community as well. It

was just fantastic to see um an organization of that caliber assisting our district and our community. Um, last Thursday I attended the MASB workshop on preparing for your organizational meeting and I will uh leave the the binder with the president to kind of look through a few notes from that that I wanted to share and I'll put in an email as well. Um, they covered several topics uh to prepare for that. A couple of items. The annual meeting is a regular meeting which just can continue without other business. So we we don't have to adjourn and call another meeting if we don't want to. Um, the presenters did recommend that the boards engage in a work session or a time of dialogue, whatever structure is used prior to the annual meeting to discuss items that

will be on the agenda and review the procedures from the previous year and if there would be new members coming on in an election year to invite them in as well. So, I know we don't have much time for that, but that was something they really stressed there was preparing. Um they offered some advice on determining who should lead the board for the coming year as offic as an officer. Uh being aided by in that preparatory meeting reviewing officer roles trying to forecast what the priority items might be for the board and then asking board members to share their availability and desire to serve in each office for the particular needs that are expected um in the coming year. If the board uh wants to do something different than Robert's rules of order as far

as electing officers or setting the requirements, they kind of outlined the need to put a procedure in place for that, adopt an operating procedure or some policy. Some boards are starting to require a certain level of MASB training in order to serve as an officer or to complete it within a certain time period. So, that was shared. Um I know that this board has been talking about the scheduling uh for board meetings and they did note that when considering the schedule that many of the boards there and all that they know of do meet on Monday evening. So it's difficult to schedule consultants and attorneys and that because many boards are all meeting on that date. So just something to consider uh in that vein. They did talk about looking at the district calendar and

avoiding you know important events when setting that annual calendar. Um, some boards are considering additional compensation levels for board members that achieve MASB certifications. Of course, this an MASB event, so as a way that they can promote that. Um, >> and an interesting note, uh, a meeting can be recessed for up to 36 hours and still maintain compliance with the Open Meetings Act. So, this was in the context of, uh, managing public comment and disorderly meetings. If there was a case when the meeting couldn't continue, you can actually recess that for likely 24 hours to the next day, but even up to 36 and still be within that same meeting. And then some boards uh mentioned that they send committee meeting agendas to all trustees just so everyone's aware of what's coming up at each

committee meeting. Just kind of be aware and if they want to attend or comment, they could. So, there were several uh good items to share and again I'll pass along the binder. And then lastly, just wanted to say I was able to attend the Lancing Saves event tonight right before the meeting. That's why I was a little late. Uh it's great to see so many different community groups they're sharing and games and activities and music and kids having fun. Uh just a great thing to see at Don Johnson. That's all I have. >> Thank you, Trusty Ninsky. I look forward to to hearing and going over the notes from your session that you went to. Alrighty. Are there any more qu comments from our board members at this time? Yeah, I have an email with

the points I just went over. Uh they didn't email out the slides yet. I don't know if they're going to or not, but we do have the binder here that we can >> Thank you. All righty. Are there any other questions before the board? Okay, seeing none, meeting adjourned at 9:17.
