002our district mission statement and the trustee up this evening is Vice President Moore thank you I would like to ground us tonight by sharing our mission statement provide our mission statement is to provide a highquality education and a culturally safe and nurturing environment that supports all students to live purposeful and fulfilling lives thank you thank you that brings us to see if we have any additions to the agenda this evening for my colleagues super attendent seeing none next will bring us to public comment on agenda items seeing none just a reminder I always like to say this when I see unfamiliar faces in the room sometimes that if you would like to address the board please fill out a blue comment card in the back of the room and provide that to our board secretary
003so you can be acknowledged during public comment time on the agenda that brings us to our first presentation this evening which is on the Lancing student sustainability leadership presentation so I am going to invite Karen goldmark and some of our students this evening om and Candice Jackson please good evening thank you madam president and the board and superintendent schner uh one thing just at the outset uh there are two student sustainability leaders you're about to hear from Cadence Jackson um is actually uh at tennis regionals is that right oh great that was yesterday and also wasn't well so there were two reasons she can't make it but um Cadence will do both parts of the presentation uh and for those who I have not met I'm Karen goldmark with green link education and we've been
004working with the district as you'll hear on a range of projects well hello my name is Cadence Jackson as Karen just said um um also she said my partner um is not here today for a few reasons but I will be taking over her portion of the presentation so just to get started um I've been working with green link and um for the past just for this semester and we've been working on a few projects so our agenda for this presentation will just be we'll giving we'll be giving some background on our partnership with green link as a district uh a little bit of background on the efficient and healthy schools program that we applied for just to give you guys some information about our application process the Award acceptance and the next steps okay
005so for this portion of the presentation Karen will be um giving you guys just all of the information uh so yes we just wanted to provide an overview of the many many actions the Lancing school district is taking on sustainability um there is a set of action steps that we revise every year and we're in the process of revising those now um they include goals like uh Energy Efficiency actions in the buildings um developing a tax credit direct pay strategy and I'll talk more about that in one moment developing a fleet electrification strategy um and student internships and apprenticeships uh so with respect to renewable energy as uh I believe all of you know because I think all of you were on the board at that point um the board in November uh approved several
006uh projects uh 11 to be exact at schools um generating a total of 4.5 megawatts in of solar energy these projects are currently in design um and in the process of uh interconnection application it's called with bwl um and you'll hear more updates about those as we move on to the next phases there's also work on Geo thermal that's being uh included in the willow design um and uh the district has addressed uh a geothermal system at Eastern that that was put in place uh many years ago um and that needed to be uh essentially put back into service because of some issues around the data controls of that system um with respect to funding the Lancing school district has really done exceedingly well uh there have been a number of Grants that have come
007through the first was the energy Champions prize for $150,000 um there is a career pathway Grant developing an energy careers uh set of courses within the Building Trades um CTE pathway at Lancing Tech uh that is a grant with MSU um the district received a $2 million Grant to make improvements to the hill gymnasium through the Michigan community centers Grant there is a Citywide Grant um through the urban community forestry program that's not complete yet in terms of exactly um which entities will be doing which pieces of the work but it is imminent um and uh there is also a community charging Grant which the school district is participating in the planning of but hasn't made any decisions about whether um the district will want to participate that in that or not um in addition
008to that four of the solar sites that the board approved in the fall have been approved for um an additional solar incentive so instead of the usual 30% those projects will be getting a 40% direct pay meaning that when those systems are placed in service the district will file with the US Treasury and receive a check for 40% of the cost of that solar project and any Associated Make Ready costs and finally um as you've heard before the EPA awarded a clean School Bus Grant to the Lancing school district for $5.9 million this will bring 15 electric school buses um this is one of 67 applications nationally um lots of work going on with that uh just to set the uh stage for that those projects take a long time the gear that's needed the
009electrical upgrade gear and the Chargers take a while to order and the buses themselves take six to seven months so you won't see buses on the road this fall it's going to take a lot longer than that um however uh uh that project is ongoing um and as I mentioned we are uh hearing from student leaders from uh members of the board from the superintendent about what projects um should be next on the docket uh for our work with the district so I'll turn it back over over to Cadence to talk about uh the award you may have heard about that uh she and um led the work for so the efficient and healthy schools program is a um government program that aims to recognize School in school districts that are taking steps towards energy
010sustainability they are they recognize schools in several categories so there's the solution strategist category data detective the retrofit revolutionary and the performance Pro categories um our school district applied for the solution strategist category because this one aims to honor schools schools and districts who are developing their plans and setting their goals which is the phase that we're currently in um some of the things that they focus on when choosing who is honored for the solution strategist category include the schools and districts who have good decarbonization planning who are working towards climate resilience who have performance-based Contracting and fin financing and who are also having who are also finding solutions to the funding for those projects so for the application process for the efficient and healthy schools program we had to submit three to five photos
011showcasing the efforts that we were making we had to have data that documented the Savings in energy and we had to show the plans that we had for the future emission reductions and any energy efficient actions that we had taken so far so the reason that our District applied for the efficient and healthy schools program is because it will allow us to highlight all of the steps that we have already taken uh for example we received a magnet Grant in order to um increase the Environmental Education for K through2 schools specifically at Forest View North and Hill we'll also be able to increase recognition for the district's efforts in environmental problems and how we're handling those so we gained quite a few things from being recognized by the efficient and healthy schools program but just
012to name a few it'll allow us to set a precedent for future work and success in school projects it'll allow us to Showcase National leadership and show that we prioritize our students and staff by addressing these issues and it'll also allow us to receive technical assistance um and we'll be able to find mentorship funding and it'll allow us to get our hands on some more resources for these projects in the future um um so additionally there's a Green Ribbon Schools um project and Green Ribbon Schools just to give you a quick overview those are schools who are federally recognized for their sustainability either in reducing environmental impact improving health or offering environmental sustainability education um the thing about Green Ribbon Schools is that states choose whether or not they want to participate uh the state
013of Michigan has decided to particip ipate but that was recent so our district will be applying for the 25 2025 2026 school year um each day also get six admissions five of which will be prek through 12 school districts um and one can be a college or university so our timeline for this is going to look like a submitting U look like the state submitting their nomination to the Michigan Department of energy um around February of 2025 honoraries will be announced on April 22nd and then ceremony will be held in Washington DC in that following summer so our next steps as of now are to attend the efficient and healthy schools recognition event which will be in June and it will be held in Denver Colorado um we'll also be of course applying for the
014green ribbon schools program for next year now that it's available in the state of Michigan and if any of you have any questions we'll be taking those now Williams first great presentation Candace and Miss goark Candace what school did you say you were going to if I'm I'm I'm going to apologize if I messed up some things I really will so I might ask you again oh no problem so right now I'm a junior at ston okay and so you are going to be one of the few people that are going to be spear handing this project next year am I correct yes have you developed a districtwide team yet from K to 12 where people young people you're going to build to help grow with you from all the schools as of now no
015so my job in internship through green link is through another program in the district called jobs for Michigan graduates and so that is currently at sexon and for the high school students there so I don't um I won't be like reaching out to other students in different schools so let me let me rephrase it so how while it's at sex then how are we going to make the district as a whole go green using what you have so right now some of the things that we could do um there could be more for the younger students there could be more um information presented to them about environmental sustainability in a way that's digestible to them uh additionally there could be different activities hosted by those schools to get the students to participate more with the
016environment around them to you know spark that interest in this field so I'm I'm going to ch you this is just me as a parent as a mom but as somebody who I think going green is really a great idea how are you going to create Advan how are you going to create advancers at all the schools and create the presentation for the little people so that they can kind of keep the cycle going even after you grow up graduate grow up and graduate go on to your next profession so that your legacy and green Le stays in the district and keep us growing renew ative if I may jump in is that okay no she got an answer all right goe um so as for how I'll personally be assisting as of now um
017I don't have any plans for that but some of the things that just off the top of my head I could do as an individual to help that is I wouldn't mind like going to different schools and giving those presentations to students or or working with them in just being outside with them and uh giving them a chance to like I said interact more with that environment around them to spark that interest in environmental sustainability yep yep no any other questions Mr noesy yes my first question you said the solar panel projects have qualified for a 10% Adder uh which one have we qualified for and is there any process still waiting on the others yep uh so the adder that the school district qualified for was the low inome bonus additional screening criteria so
018it's uh the the criteria for that are that the project is located in a low-income Community per Department of energy Maps um and the additional screening criteria um I'm blanking I think we used free lunch at the school I can no longer remember but there was an additional indicator of uh income and financial need and and all of the projects that we submitted for um were eligible uh and four were approved and the reason the others were not approved was simply due to uh capacity so the program was over subscribed and the letter saying sorry about the other six said feel free to uh reapply in 2024 and that window opens um at the end of May so do you is there any potential we qualify for the domestic content or the other potential adders
019domestic content is incredibly hard with solar so not likely particularly in this time frame people are saying that the domestic content will be something that that can start to be met in 2026 which is important because in 2026 it really starts to as you know affect the uh the incentive that you get but for these projects the cost increment and the additional 10% essentially balance each other out because the domestic solar panels are really really hard to get in very short supply my second question is if you encountered any challenges or barriers in your work so far in trying to implement any practices uh whether that's just the school culture or policy within the district is there anything we would need to be aware of that maybe we should give attention to um so far
020the only issue that we've run into which was a really minor issue is with another project that we were working on for a brief period of time but um it doesn't seem like throughout the district a lot of people are aware of the partnership with green link and the things that we're trying to achieve so when we're reaching out to other departments it can be hard to gather some information at times okay thank you yeah I would say that that's pretty standard for our work with districts it's a getting information is tough because often it's not in the form in which we would like it so I I I really can't think of anything that's an impediment or or an obstacle these projects take time um and so there's always I think a sense of
021wanting to go faster but that certainly is something that we hear about from the superintendent and from the COO on a regular basis um but I really can't point to anything that's getting in the way for the district great thank you Dr Rodriguez thank you thank you very much um in phase four NO phase two Ling sustainability Act s you have renewable energy solar 4.5 NW DC distributed generation project nine Dro T and two ground Mount Aras what is all means yes so 4.5 megawatts is the total size of all of the energy that will be generated across those uh 11 projects um and for context a single school would tend to be in the 250,000 to 300,000 kilowatts and that's how much energy the school would take so we're talking about energy for 10
022schools and with that kind of a number um uh the nine rooftop and the two ground Mount mean that in nine of the at nine of the sites the solar will be on the roof of the school it will not be on the grounds and this is something we actually discussed in November uh and change the designs based on feedback from the board uh which I'm sure you remember and there are two where there's really a lot of space um one is Pleasant View and the other is Hill um and where the roofs on those schools um we would need to completely redo them and the roofs are fairly large and it turns into a pretty giant project and so for those two um we proposed a ground Mount process and because it's sort of
023behind and won't be visible from the street the board said okay and gave us the warning of try not to do so much ground Mount I remember that conversation quite well and who is going to do all this work so uh we supported the the district through an RFQ process to identify um solar developers and we had several responses to that um and the district chose a solar developer and then also through that process identified design Builder so a company called ener Logics has done the the uh development work and a company called e is doing the design and will ultimately manage the entire process and then per Michigan procurement law there will be bids for the time and materials and labor that those two companies are um supporting the district through the process of
024the technical specifications for those bids does that answer your question yeah then when when the whole thing is going to start sorry uh well it's uh I would say that it has started in the sense that we're on the phone on awful lot about it in terms of when do you expect to actually see some panels that would be earliest would be the fall and M president do we vote about this okay then we are fine yes we had a I want to be sure that my conscience is okay thank you yes this the purpose of this was to let you know about all of the amazing work that Cadence and her colleague has have done because they led the process of applying for the efficient and healthy schools program um and also to recognize
025that the board taking the actions it's taken so far is what made it possible for the district to win this award it's one of 13 districts in the country to win it it really puts Lancing uh in the group and on the map as a sustainability leader and I believe all of those actions are actions you took this year so it's we are just waiting to see it thank you thank you Mr Crim all right um so um I guess first thing I sadly I wasn't a part of the board at that time but I fully support and I am very very proud that we are working towards this and doing this a couple questions I had are we seen any uh I guess any hold up with the interconnection agreements any delays because I
026know that process and getting that queue is extenuate um it's not fast yeah however B has been really good to the district I will say um they have we have a couple of different people we can call and say hey this is something that we need quickly we have to respect their Engineering Process and they have to do that work and and we that's not something where it feels right to push them on their engineering reviews um and there have been several moments where we've needed a letter a signature something in the process and we just call and say hey we need this and then they get it right away um so I'm trying to be diplomatic about that answer but as it sounds like you know that interconnection applications can take a long time
027they've assured us it's not going to take years that it will take weeks um and these are not huge projects so there's not a likelihood that it's going to cause a major problem in the grid as some of these really large projects really require a lot of infrastructure work and and we have been in dialogue with bwl so that um we could design the project so that it would work within the systems that they have and in some cases require some upgrades but nothing super major so I guess that's my way of saying it's as good as it could be good to hear um so you said the two I guess ground mounted are those couple questions on that uh what's the the square uh guess footprint of that uh the one at Hill is
028is just over a megawatt and that does have implications for some of the federal rules that obtain uh for that project and the one at Pleasant View is less than a megawatt um but I would have to look that up I'm sorry oh no no no worries I don't have that spreadsheet totally memorized I do know some of them though um do you know if these are going to be single or double access uh I guess mounted for the ground ones I don't which uh single or double ACC me yeah is it just going to be stationary or is it going to be able to track the no it's not going to track oh okay I know it's a bummer but more expensive yep yep nope understandable um I guess two more real quick um
029you mentioned that they're behind the school are we going to implement any vegetative buffer screenings around them so we don't see it or or how is that definitely going to do fencing um if you want us to look at vegetative buffers we'd be happy to do that I would actually that's the kind of thing that I would then ask our sustainability our student sustainability leaders to research vegetative and figure out what we would need and then kind of come up with a project for it so that's if you give us that charge we'll give Cadence that charge awesome thank you um and then last one I know they probably being one megawatt is pretty pretty small um but have we looked at maybe possibly working with MSU for the pollin scorecard for the ground mountain
030ones I'm not familiar with that what's the so they give out a um essentially a um a little uh form template that we that we fill out we can get an uh essentially a um a I don't want to say a ward but a um just recognition that what we've put in at least underneath the solar panels uh meets a certain um pollinator I guess special seaing stuff like that that way all that is beneficial not just plain grass to our pollinators in the area another one for Cadence that sounds fantastic yeah awesome um would love to do that so thank you is that's something that you can check yeah yeah I can great this is why it's amazing you're I have to say that the students I have encountered in Lancing are amazing Cadence
031certainly included in that group and so it just is really wonderful you when projects come up we just hand them to her and to um and then they get done and then all of a sudden we're in National recognition situation so it's really been a wonderful experience that is awesome thank you for that Cadence yeah no problem thank you um sorry one last thing uh um if any of the students and this goes for superintendent anyone else want to try to I me we can connect off offline here but to go check out one of the larger projects possibly we can make that happen I'm currently um working with um the wind farms up up in Elma and we're building solar underneath them and so it'd be something awesome to see for the kids so
032that be coordinate offline on that one we did I hadn't actually uh shared this yet but we did set up um Cadence and um will be um participating in the Delta Plant tour with bwl this summer um but that's not a wind farm that would be fantastic love to talk with you about that awesome thank you I have I have a question um this may be for you miss SCH Market maybe for the district we were still in conversations about the opportunities that may present themselves if we're able to generate enough power to sell back or be involved with that can I just get a status update on like what sort of next steps with where we are in that process yes so these projects are called distributed generation projects and so they will involve
033feeding power back and being paid for it um the so so at a minimum that will happen with these projects we're in conversation with bwl about broader Partnerships that would involve perhaps some larger projects and more revenue and perhaps rates for the school district that would be uh recognizing candidly the value that the school district brings because of when the power is available but it's still in process thank you sorry all right are there any other questions from board members I thank you I forone I'm really looking forward for the next update uh presentation and where we go from here congratulations thanks for all your hard work thank you thank you Cadence all right with that the equity committee now has a tough act to follow I am going to invite Dr Sarah O'Neal and

035resp 2024 which feels weird to see it was 202 when this board of education passed a resolution to um look into where we can address and have redress for systemic racism it was 2021 when this board um hired an Equity Firm to complete an equity audit and it was 2022 that we received those um findings from that audit which brings us into that year in 2023 we had our first year of the equity um the board Equity advisory committee this is now year two as you guys can see on the cover slide of the presentation that lists the different area and groups of representation that the that Dr O'Neal through her leadership was very intentional in selecting a diverse um group of representation in order to fulfill the the direction of the board which was
036to come back with a plan to operationalize the recommendations from the equity audit what we have for you this evening is a set of recommendations that we've been able to provide some sort of guidance to an assessment up to this point remember that it's the board that is going to make the ultimate decision on how we Implement and move forward but we did task this committee with doing the heavy lifting of creating um recommendations for us so they have now come back to us and tonight is um our a presentation of what we've what we've completed so far we also have our other colleague Miss Williams who has participated in that committee you have some words you like to say well actually I'm not going to say anything because we we worked as a group
037in multiple levels um I did serve on one of the Committees so you will hear my name again coming up later but this team was great to work with a lot of hard work a lot of zooms Google meets emails everything you guys commending we we made it we made it to the Finish Line we still have more work to do so I'm looking forward to keep going forward with all of you I'm excited to see and I hope the board is excited to see the presentation it has been a lot of work even until last night so I am going to turn it over to Dr O'Neal she if you guys did not notice she very intentionally have them in um presentation order for sake of time I am going to ask that you

039work is not easy our vision holds true with your support and we appreciate you and we appreciate everything that you have supported up to this point and we do so in the future we also want to thank you in advance for your time taken this evening to review the work of this subcommittee we've worked very hard to keep it to 29 slides one minute each you all have practiced we'll see how that goes uh we are extension of you all and welcome your feedback and questions at the conclusion of this presentation this year we're hoping for some written feedback from you all and we will use it to begin planning for next year ince yourself Jessica Fenson lsca one major theme has run through all of our work this year with the help of parents
040and community members who serve on this team Community engagement culturally responsive leadership engages community by establishing positive Rapport and trusting relationships with communities they use School resources to establish overlapping spaces wherein both school and community members are comfortable Crossing those historically those historical boundaries that have kept them apart as serving parents will share with you tonight about their experiences in this where they have served alongside teachers examining curriculum and holding critical conversations about how families are feeling disengaged we are seeking the LSD to advocate for Community Based goals with an increase in stakehold of voice good evening Caitlyn Cornel can everybody hear me okay okay great uh we continue to serve as a diverse committee and representative of stakeholders from different perspectives and Vantage points um I'm going to briefly for the sake of accessibility
041narrate the slide in front of you on this slide are pie charts showing the demographics of our committee in comparison with the demographics of our student body the committee de demographics are shown in the left pie chart committee members are from largest numbers to smallest 45.5% white 36.4% black 99.1% Hispanic and 99.1% to or more identities the um pie chart on the right show our student body demographics again from largest to smallest 37% black 22.2% white 21.6 6% Hispanic 13.1% two or more identities and 6% Asian the committee is representative of teachers parents principes central office students and Community voice our meetings are held twice a week bi-weekly every team member had the choice to join virtually on Tuesday or Thursday and in fact several of us came both times even though that was not
042a requirement our committee is further broken down into six subcommittees each focusing on specific recommendations taken directly from the systemic Equity review once we reviewed the recommendations from the review the committee voted to prioritize which ones we would like to work on and divide it into subcommittees based on interest level tonight's presentation as Rachel mentioned will illustrate the outcomes of these subcommittees work this year good evening I am de Campbell a urban leader fellow with the district it is our understanding that the district is dedicated to providing a culturally safe and nurturing environment that supports all students which is why we are proposing that the district change the organization Pro approach regarding the restorative practices currently our staff that are designated to monitor discipline across the district are not receiving direction from a district level
043currently there is a lack of common understanding regarding what restorative practices and restorative justice is across the district we are Desiring clear processes in how restorative justice and restorative practices are being implemented districtwide it is our hope that the district will take a collaborative approach in allocating time to be embedded into meetings to where staff can work through the challenges that are arising as a team within individual schools as well as districtwide providing time for staff and team groups to have these discussions and planning around restorative practices which will include lunch Aid Public Safety sedexo student support spe specialist and behavioral support Specialists so next that brings us to the barriers to restorative practices that are being implemented throughout the district we have noticed that there is no common understanding of restorative practices and rest
044of Justice most staff are not being trained at a district level we have seen that a lot of the positions are Grant funded and we've also seen that the disciplinaries such as administrators Deans are not all trained in coached or mentored un restorative practices and restorative justices which has CA inconsistency throughout the district our recommendation from a staff laughing and teaming approach is that dedicated positions and teams for training and coaching will be implemented and it will be a restorative practice approach districtwide regarding training and coaching we are recommending that restorative practices professional development would be included in unboarding and will take place beginning at the beginning of the year and throughout the year we are asking that all staff would participate in these professional development activities including our Central Administration our building Administration as
045well as the Board of Education and so we do have some restorative practices trainings that will be taking place this summer in which we ask that you all will be included in and we do have books to give you all as well and regarding the processes and accountability we ask that they that the district develop clear processes of restorative justice as an alternative to punitive actions thank you we're going to move on to uh another area that we tackled than had some great success already uh the next area that the EAC team tackled included reviewing report card comments that we are using in the drop-down menu currently within Synergy we worked very hard to uh with the mindset of we want to to shift all deficit based language to asset based language when we're speaking
046about our students and with our families so the team met reviewed each of our current report card comments available in the drop-down menu uh as are available for teachers to use now all of our discussions around these comments in our report cards use the levels of consensus protocol that you see before you he each time a decision had to be made in the categories of citizenship academics Behavior effort and attendance we voted and took a temperature from a 1 to a five we determined as a group that we need to be at an average of two to move forward with a decision if we did not meet consensus and let me tell you we didn't meet consensus often uh those not in agreement continued to work in a subcommittee and then it brought it back
047to the larger Community to move forward using the levels of consensus is helpful with large groups because it helps discern uh if the adoption of a policy procedure or project has the so full support of the team or if more processing needs to be done uh and hash out of some Hang-Ups and make further improvements it's a positive to use also give stakeholders a safer voting environment which can help curve the feeling of a yes or no from a forced majority so this is a protocol that we use often as you can see before you here Taylor if you want to turn that mic on good evening my name is Taylor McKenzie I am a science teacher at ever high school um and I'm going to talk more about the report card comments the district
048is working diligently to move away from deficit language commonly surrounding children of color within the larger system of public education such as at risk defiant disadvantaged tier three or non-readers the use of such labels separates students into subgroups with implications that they are unproductive or unlikely or likely unsuccessful there are harmful consequences of such language for our students in school and within their larger lives report card comments with attributes of deficit thinking at the conclusion of each term do not align with the vision of equity supported by the laning school district hello I'm Michelle Lake I work here in central office um under meet and confer um the first report card comment we're talking about is the use of citizenship uh citizenship is politically charged concept that has the potential to ostracize entire communities that
049are served in our district is important to understand the Nuance difference between the idea of citizenship referring to one's status at a citizen legal political term and the citizenship as traditionally used in a school setting to refer to an individual's demonstration of shared values to be defined of a school Community our team is making the recommendation to eliminate the practice of providing families with citizenship likee feedback of about their child participation in the school Community we argue there is no value or potential value in providing families with citizen likee feedback about their child's participation in the school Community We believe We Make a convincing case based on what we know about the implicit bias for why we are import why it is important to move towards a more objective grading system based on academic outcomes
050in this case it makes sense to eliminate these types of categories feedback for students and staff there are also lots of great resources and convincing data supporting a move to more object more objectivity in our grad in system continuing oh I'm Unice Foster I'm a Community member um and a professor at Mission State University I want to continue with the um report cart comments but I want to begin with a recent education trust article um the Massachusetts educ ation trust um ped their parents and they found the importance of transparency effective communication and collaboration between schools and families that is extremely important and they talked about ensuring that districts are empowering parents with crucial information including their child's academic progress and areas requiring additional support and working to Center family family voice and perspective in
051this decision-making process so you can see on the screen we want to be positive and we want to have our reports to parents indicate that we are willing to work with them and want to work with them and their child to improve so you can see the types of comments that we recommend being removed such as poor problem solving poor reading skills Etc and suggested comments that would be more helpful in terms of everyone seeing how to move forward and to have the child improve such as is the child advanced in comparison to Michigan grade level standards meet expectations uh demonstrate partial Mastery little or no Mastery to give the parents the guardian parents grandparents or whoever the child is is is is responsible for the child information also you can see in terms of
052how what percentage of the homework assignments the child has completed in other words we want to give be objective in our comments we want our comments to be measurable and we want them to be fair and unbiased and be evaluative so that we know how what can in enable the child and the parent and the teacher in moving forward thank you moving along to the next comments similarly we want to again repeat uh I'm going to repeat myself in terms of being positive collecting data and Reporting um as opposed to giving the parent the feeling that they're being scolded or their child is inadequate or whatever and we are suggesting uh removal of those comments you see such as work Miss due to absences not made up attendance tardy record is poor instead to something
053that we can look at and see what is happening and then how to move forward with addressing the problem such as Miss 0o to two days of school Miss 20 or more days of school so you can begin to see it needs to be measurable objective positive and not punitive towards the parent and make them want to withdraw but instead make that parent want to work with the school and helping their child improve sess okay Caitlyn Cornell again Community member so as you've already heard the current report card comments asked Educators to measure behaviors subjectively which risks bias related to Educators values backgrounds and specific belief belief systems the committee recommends thinking about and commenting on behaviors differently the subcommittee that worked on this concern identified that one Improvement would be to steer report card
054comments toward assessing students development of social emotional learning oral using a framework concrete and objective enough to minimize bias based on perception one option members of the subcommittee examined is the castle framework cael which gives parents teachers and students a better understanding of specific and concrete social emotional competencies that students have developed are developing or need to work on the subcommittee focused on Castle as a basis in particular because the district was trained in the castle framework and its components during the 2020 2021 school year during District provided professional development overall the larger committee recommends that time be allocated during future District provided professional development to retrain on the castle framework next I'll give you a transparent glimpse into the subcommittee's process on this item an early vote on a first iteration of proposed seal
055comments did not pass in the larger committee like Sarah was mentioning that idea of of achieving a two or higher on consensus most committee members liked the idea of the new comments but disagreed on the organization and the specific language used the subcommittee was then formed to focus on revising the language and its organization prioritizing evidence we leaned on one member in particular of the subcommittee who has worked extensively with social emotional um Assessments in their work in K12 education specifically and another member with graduate experience uh graduate research experience excuse me in item writing the subcommittee chose to move ahead with the revision using the castle framework as a foundation we identified and word smithed confusing language for clarity we also removed competency sorry improved competency reliability by eliminating double barreled items uh that
056were written with more than one action verb leading to founding more than one skill in a single item it makes for easier and less biased assessment uh we also discussed at length the advantages and disadvantages of including any Behavior comments on the report card at all while seal comments are an improvement we feel um or we felt as a subcommittee there's still room for bias to creep in on this slide is an example of some of those reworked competencies for example the pen ultimate or second to last one student responds constructively to social cues some members of the subcommittee myself included were a little reluctant to make a single concrete recommendation based on our work to the larger Community um committee excuse me at least without sufficient weighin from professional researchers um and the Educators
057who would need that further training so the subcommittee settled on three recommendations um to the larger committee one was to replace all the rejected deficit-based report card comments with nothing rendering a fully academic only report card B include seal comp Competency Based comments in some other document besides the report card may be a progress report or C replace the rejected comments withal competencies on the report card again the larger committee voted to replace the old comments with seal competencies on the report card and recommends that time be allocated during PD to retrain on the castle framework this work importantly was reviewed already by the executive team and we're excited to announce that it will be adopted for the 2024 2025 school year I'm ladana Mass principal here at the Lany school district and uh next
058we had a group that worked on the ELA steering committee to really measure the comprehensive uh respon the cultural responsiveness for the ELA pilot programs we used the CR review so that we would be able to ensure a real full comprehensive evaluation and for further Improvement this approach is a structured framework work that assesses the curriculum's effectiveness around a broad range of Dimensions we look at cultural relevance engagement and aligning everything to our learning objectives and to our state standards by using the scoreboard we can make some data driven decisions we can identify strengths we can look for re for I'm sorry for weaknesses we can pinpoint areas that really need some enhanced M and we can optimize the learning experiences for our students ultimately by looking at using this tool we can really look
059at the long-term continuous Improvement that we want for our district promoting excellence and better preparing our students for our future success on February 20th the ELA steering committee did have an open house for teachers and they were able to hear feedback from the equity committee as well as panels of teachers who piloted the programs um the district piloted this year the program from amplify which is CK which is core knowledge language arts and El education we were tasked to review the research on those programs and really score the programs using the C scorecard and then on April 14th the EAC committee worked with secondary teachers to apply portions of the report card to the pilot programs that the secondary level was using the conversations on at both of those meetings was very rich and exciting
060and really put students at the Forefront we were really wanting to offer students a high quality knowledge building and culturally responsive curriculum differences were noted by all the panelist that swayed people to one point one program or another but each of those programs was able to really show things that were highlighted in both of the areas preferences to one or the other was based on the topic length support for teachers the layout of materials the unit and topic length all of those kinds of things having Project based Things Incorporated additional materials needed and a lot of other criteria we looked a lot at the focus on habits of character cultural responsiveness student engagement and of course student interest because we know that if students are interested engaged they will participate more in the learning the
061EAC parent voice brought up concerns for any program chosen that we made sure that there is not a SAT ation of any particular historical are Historical Area era or range there was no group that was onedimensional representation say for example the victimize versus Joy or excellence and we wanted to make sure that we were really mindful of inclusion of texts that were representative of our intersectionality and a various varying abilities good evening my name is Amy Sue Hopkins and I am an urban leader fellow and I'm going to talk about moving forward with the culturally responsive unit design and the rationale behind this is as you can see there on the slide you we often study MLK and Rosa Parks and not much else when it comes to black history and we know that our
062students need to understand and have a full what do I want to say a a full what's the word gam a full gamut of all of the wonderful people in our history that they need to understand so the sis excuse me the systemic Equity audit underscores a critical educational Gap The Limited representation of diverse cultural and historical experiences to to address this we propose ongoing professional development in culturally responsive and social justice standards for educators this empowers them to create inclusive learning environments that honor students lived experiences furthermore dedicating teacher collaboration time to develop culturally responsive lessons across core subjects is essential this collaborative effort ensures that diverse perspectives are integrated throughout the curriculum lastly utilizing a rubric for social studies units can guarantee the inclusion of diverse topics such as Black and Hispanic History
063by implementing these recommendations we strive towards an equitable education system that celebrates the richness of all students backgrounds the hello uh I'm Maya Lis I'm a student representative from Everett High School uh using a rubric to guide educ Educators in creating culturally responsive units especially in social studies is vital for several reasons firstly it ensures that lessons are inclusive and representative of diverse cultural backgrounds Fosters fostering a sense of belonging and rence ab among among my peers and I secondly a rubric provides Educators with clear criteria for evaluating the cultural responsiveness of their units promoting consistency and accountability in curriculum design moreover by tying learning to students communities Educators can make connections between classroom content and real life experiences enhancing educa engagement and deepening deepening understanding overall uh employing a rubric facilitates the creation of
064culturally responsive units that not only honor the diversity of students but also empowers them to see the value of their own cultural identities within the educational landscape I feel like a rock star this is cool my name is Kristen small I'm a teacher with the district I was also a parent as my student my kids moved through and I'm an LSA board member fully aware of our contract obligations so we've just heard some excellent examples of the part- to- whole thinking that we're calling for in our unit writing for our curriculum particularly in social studies but also in the other areas social studies being a very difficult one in addition to the part to whole that we've just talked about building Rich units we're also calling for recommending that we take an equity lens to
065the entire set of standards as they lay out for our children and let's take a moment and think like five and seven and 10y olds there will be disjointed black history lessons then in fourth grade according to standards they will briefly explore pretty out of context enslaved oppressed black skinned people utilizing the Underground Railroad and then they will wait a year according to standards before they have one standard out of 64 that asked the educator to celebrate the richness the heroes the villains the Grandeur of Africa before enslavement because white people have chosen where to start history we have perpetuated a system within the state standards and so our recommendation is that Lancing rise that we are ready to confront them by taking a long macro view to curriculum and being certain that our youngest
066students see the rich strength before they ever encounter oppression and enslavement oh and I'm last just a second there's a movement going to happen right now I do want to mention that I am a great example right now of Des centering I just want imagine like this is des centering right here thank you so much and then CJ and thenon actually should Pao CJ I think so because he has to do the overall analysis yeah oh yeah sorry good evening we are representing the family engagement group we do want to recognize claretta and Rosalyn for being active members of our our group building up Community Family engage engagement through a culturally responsive mindset is about honoring and embracing the diversity within our Lancing School District Community it involves recognizing and valuing the unique cultural backgrounds
067of our families fostering mutual respect and creating meting includes of spaces where many every voice is heard and represented ince I'm sorry I'm Lori Abit Smith I'm the principal of the beakman center our first recommendation is around developing a commu a communication plan the plan should uh make sure we have two-way communication feedback is important multip types of communication and consistent effort as well as meaningful multilingual and C culturally um responsive interactions with our families and students hello my name is Katie I am mother and our second recommendation is to support learning at home another way to engage families is by sharing stepbystep to tutorials in graphics through different platforms of how to complete assignments through um and help build the bridge between schools and home hosting recorded virtual Town Halls meetings can help solve
068issues with parents being unable to make it to school meetings they can still have their voices heard and being known with what is happening at their child's School hello I Clinton Mor wellis I am a Community member but I am also a uh former Lancing School District student as well as a parent of two Lancing School District students um I our my recommendation I will be reading uh is about building family networks uh the first one that you see is informal options um establishing family networks is crucial for fostering family engagement in the Lancing School District by focusing through a lens of equity we can create opportunities for parents parents caregivers students and School staff to connect informally and in non-traditional settings this approach will strengthen the communial relationships necessary to ensure families feel a
069sense of belonging and feel welcomed in the Lancing School uh laning school district schools uh the second point is is the dynamic volunteer page which I want to say was an idea of Katie um the dynamic intera a dynamic and interactive violence ER page on the lanon school district website will clearly and concisely explain how parents and caregivers can get involved with their school student school this page will also enable schools to outline the type of volunteer efforts they need so families know what to expect when they volunteer our recommendation number four is to promote a knowledge sharing culture students take pride in sharing their cultural heritage with their peers fostering a sense of understanding and appreciation for each other's backgrounds through dance music art and culinary Delights Heritage week creates a space for cultural
070exchange promoting uni Unity diversity and Global awareness among students good evening my name is Pabla mahano I am a Lancing parent first time preiner so thank you for having me so the overall analysis I think from the group in general was that the Lancing School District should develop a formal communication toolkit this is to better address the disconnect between famili students teachers um and these are the following four recommendations along with what you've already heard so an inclusion of High Impact Family engagement methods uh develop family networks and Leadership support learning at home using additional uh resources identified from other toolkits to implement into the family toolkit so no um no sense in Reinventing the wheel and then culturally competent classroom lessons reflecting the demographics of the students so there is a link provided to
071you with the laning family engagement toolkit it's not complete so you may see some highlights in there of things that we have been considering things that we have been adding um there's plenty I think the work is not done it's far from being done we need need to still take into consideration a lot of uh input from existing families teachers to make sure that this toolkit is implementable and actionable that's one of the things I think in my profession that I've learned is we're not just developing documents for them to sit on a shelf we're developing actionable items so this toolkit you'll see uh we'll have sections that include an action strategy that has a goal objective who would be in charge of implementing that action and a timeline and kind of measurables to see
072at the end of the year of what has been done in terms of family engagement thank you good evening I'm CJ Hassel a student support specialist at Wexford monor uh son just transferred from Houston Texas so I now dub as a parent as well at wex monstur all right so uh our sub subcommittee worked on an anonymous biased Reporting System uh for accountability and education so the findings district and school administrators lack access to the clear regularly updated data needed if they are to adequately track progress and issues in their schools and across the district staffs are not consistently held accountable for their differential treatment of students based on their appearance slra so recommendations develop an anonymous way for students staff and other community members to report to the district without fear of repercussion any
073incid of rationalized experiences they either witness or experience in the school committee now as a team we would like to highlight the recommendations from our systemic Equity review to support us in developing a way for students staff and other community members to report any incidents of experience bias or rationalized experiences without fear of repercussion they either witness or experien in our school and today we would like to pose the question back to the board how could we develop a system that helps our stakeholders raise patterns and concerns navigate conflict and manage change to support highly effective and healthy organizations by bringing in a community part Partners uh good evening everyone my name is Aaron miracle and I work in human resources for the district in our in our research we found that Harvard College provides
074assistance to students regarding harassment discrimination and bias related incidents their goal is to educate the Harvard College Community about these issues and promote an environment free from harassment and discrimination the college encourages undergraduates who believe they've been the object of bias harassment and or discrimination to seek the assistance of their tutors Proctors first year resident Deans or faculty Dean each student has a choice to remain anonymous in their reporting or leave their name if they would like someone to follow up with them we ask the board to consider the use of a similar data collection tool as ethics Point used by Harvard College issues and concerns would filter to an outside Community partner um for example an um umds in order to maintain stakeholders anonymity and confidentiality hi um my name is Greta Cruz I'm
075a College advisor with the University of Michigan College advising Corps at sexon high school um and so in posing this uh Challenge and question to the board uh some of the most important things that we realized we needed to think about and um question you on as well are what will we do with the data that is collected how can we support individuals both in response to and with systems level change um how can an UDS or outside partner and the district work effectively uh to facilitate appropriate responses and then finally how can the Data Drive change and and create change within official board policy hello my name is Carlton Evans I'm an equity consultant and facilitator I've lived in the Lancing area for over 50 years now um I will briefly talk about Dei
076um I've done some lectures on Dei to last in an hour I've done some lectures that have lasted three days I have five minutes uh Dei is a process that must happen on the individual and institutional level to be real there has been a lot of talk lately about the death or negativity of Dei this criticism has UNS unsurprisingly come from rich white males and right-wing conservative media the Protectors of white supremacy and patriarchy that is the nature of historical progress two steps forward and one step back but let me be clear the need to fight oppression is still with us there is no place where racism is more present than in the classroom this is not news the recent systemic Equity audit Bears witness to this our classrooms are not culturally responsive research suggests
077that culturally responsive instruction allows Educators to address social barriers that cause disparities and student achievement by tailoring instruction to be mindful of these barriers Educators can help students overcome obstacles and succeed how to operation how to operationalize racial Justice how do we create culturally responsive instruction there is no single formula on how to align an organization's commitment to racial Justice with his policies practices culture and E ethos every institution is different but there are some necessary essential ingredients first by having strong committed leadership the administration needs to have the will to stay the course a key to moving toward racial Justice is building your individual and Collective will to take risks to act boldly and to trust the change process because believe me if you are doing it right there will be push back secondly
078the administrative leadership forms a viable Equity change process in the equity change process best practices call for establishing an equity leadership team this team needs to be diverse by departments positions identity groups groups tenure and informal formal leadership the administration must invest in this team provide time in people's schedules to participate build their skills and knowledge and ensure staff and other Stak holders have clarity about their role sometimes a team is created and is expected to do all the racial Equity work in the organization that approach will fail sometimes a team has only one member that is too much for one person that approach will also fail sometimes the racial Equity team is formed without the Authority or the relationship with those in positional power leadership must be explicit about the authority decision-making autonomy team
079responsibilities and expectations of Staff in the change process it is important to ensure the racial Equity leadership team is supported to do their job it is a heavy lift especially emotionally as this team takes the lead on Guiding the process and is often on the front lines of addressing some of the challenges inherit in any racial Equity change process saying words is easy doing the work is hard you must be experimenting failing succeeding and learning racial Equity change is a binary process change either happens or it doesn't the last essential ingredient is love when someone does or says something that is inappropriate we should not publicly assassinate them cancel them or call them out we should call them in with support and love to love is transformational the students teachers parents the whole educational ecosystem
080must be loved love when fused with power is our tool for justice love is the antidote that would neutralize the fear and hate of the opponents of racial Equity at the end of the day we must ask oursel these questions do our students have a deeper love for themselves elves and their Community from what we do in our classrooms is their capacity to think and create increased do they feel welcome nurtured and safe if the answer is no then we have failed if the answer is yes then we have succeeded thank you thank you before I before I open up to questions I did just want to to know I really appreciate the the format of this presentation and and grounding us with the the practice and the structure of how this committee worked with
081the no majority explaining the process and really helping us understand that I also um understand and appreciate the way that we are looking at some really key components of the systemic Equity reviewer audit to help us change our engagement in practices and an equity mindset so that's just something I want us to keep in mind as we're responding in to the recommendations this evening and then I want to raise for my colleagues that very concretely one step of guidance that the committee needs this this evening if possible but certainly we understand that we can have additional conversation is really looking around what do we want to do when we collect information um about concerns about uh um um racially charged issues or or things that people want to report to the district we have to
082be mindful that we don't want to to give it to a staff member who may be then responsible for having to investigate their their boss depending on what's reported and so just keeping in mind that structure and that Dynamic that we want to create um and way that we create Community engagement and feedback in a way that is trusted yet actionable so I just want to just ground that um as we have our conversation this evening and then I get to start with the first question because I just can't um my first question was going back to the beginning of the presentation where we talked about inviting people into that restorative justice training um I for one as a board member all in tell me when to go give us some dates so if you
083want to give us some dates I just want to make sure I check with the superintendent um because of the way that we do our trainings in advance and our contracts and how we may do it to just make sure we're not violating any of those issues when we come into that space um but as long as there's no issues there please just get us those dates so that's the first one and I will turn it over to Dr narz Martinez thank you very much for your presentation I really appreciate all of the work that you've done uh on this and clearly you've done it with so much care and I really really appreciate it um I wanted to and and I'm not sure Ben if I can bring up the IDS uh conversations yeah
084so um you all mentioned an edsman type system and uh uh I've been in conversations with the superintendent about establishing an ombudsman's office um and we're looking at different options of what that could look like uh different models across other school districts and so hopefully uh we'll be able to bring maybe a proposal or a plan uh one of these meetings so I'm I was really glad to see that we were on the the same page on that thank you thank you very much uh Dr I hope that your last words is going to be in in the district and some place we can read it again I think this a masterpiece and how we had to behave and how we had to run the schools and the society then to have it in front
085of us and that will be great um and for my friend Dr Foster and page 10 we are talking about student completed homeworks 25 50 and suggest academic comments and then later on all of you were talking about communication with the with Communications that communication and communication and that is the point how we are going to establish a communication that is effective to the parents to know not nine week later but in one week what the child is doing in the classroom or in the school because we wait long time the student can go the whole nine weeks doing nothing and the parents don't know about that then then I know you had a lot of recommendation about communication but we don't have anything practical or every principal or every school is going to do
086different but I think we need directions from you and how to establish this communication to be aware right away how the students are doing in the school Mr Lopez thank you madam president well this is uh this is so oh thank you for the presentation by the way it was great um it seems like there's a lot of work here and there is it's needed work my question is and it goes to Administration I I suppose everything is how are we're going to put all this together because we have this and we have other things that we need to do we're talking about Multicultural education we're talking about you know uh Health mental health of students so how do we you know work it so that it it all comes together it's not disjointed like
087you're doing this you're doing this you're doing that uh and it can get confusing for parents I'm sure it got confusing for me way back so I know that it is so I think we need to not only think about this which is very important but also how does that fit with everything else in the district and how can it become a seamless kind of process when we're putting all these things together that we have to comply either by by law because that's primarily what what we do and how is it going to enhance our students which is the most important thing our students achievement and and the third Point Family engagement we've got family engagements in many ways how do we you know embed this in in a project for uh family engagement and
088we know that parents need help need to be empowered need to be given resources how is this going to do that in order for them to help their students you know among all the other things that they have to be aware of of so I'm just saying it's I'm glad that that that you gave these recommendations but I'm you know at the same time there are many other things that have to come together and and I hope that we can do them in in in kind of a um a quick or or in a in a systematic way that it becomes what the district is you know all all inclusive and and respecting everybody's um um you know person as as uh as we do this again if there's a if there's an answer I'd
089like to hear it on the other hand thank you very much for the presentation if I may before you all um one of the things as we I'm I'm on that group too I was one of the things as we started once we got one of the first things we talked about when we got the um the diversity inclusion Proclamation is we talked about laning first and all the things that we have here and begin to look at all of those things and bring them together so it's going to it will fall in a line it's just the recommendations because we were subset and we were tested to do multiple things we've been talking about it as a whole because the family engagement group actually created a toolkit that can bridge and connect everything together
090that's that what's the I'm sorry y'all I'm sleeping PR the URL that's in our PowerPoint you can look at that and there's a lot of the things that all the groups have said that connects to that point so that is one of the first things that we started with that toolkit it's continuing to build as we continue to do the work and continue to grow and then bringing everybody and the different components together because they are connected once you look at that that extension of it you it's more in depth it's more I mean one of the things we talked about was because of the different language barriers um we were laughing and saying let's do something like a family date night where the parents go and kids stay at home and let them kind
091of do karaoke and see different things like that because again that's communication but opening up so people can create the dialogue and connection because while she may like karaoke I may not but it's a time where we can just get to meet and just learn more and I think that's the biggest overall thing this whole process to learn about each other and then everybody building and bringing this system together because it's not going to just take it's taking all of that it'll bring PCAT in it'll bring fort in it'll bring all of but the recommendations had to be made first and then the building goes further from there if I'm not mistaken it starts with having those conversations those difficult conversations and the work is not easy no one is saying this is easy it's
092not going to happen overnight we have to start start those conversations a big part of that is the um Multicultural uh initiative task force that the board unanimously passed that's a big piece of it uh we need to change the culture that's a big piece that you know like that's talking about HR and uh building up the uh knowledge base of the uh uh teachers because it doesn't matter if you have a multicultural curriculum but the teacher is not culturally competent it you know it doesn't matter like you're defeating it so it's going to be we we have to be bold you have to be not afraid to experiment you need to be not afraid of failure you need to have the will okay and by will I mean that if you're doing this right
093there are going to be political forces that's going to tell you to stop doing this okay so you have to have the will to want to do it and and stay the court uh I've talked to community members and honestly they know the changes that have to be made they feel as though the board is not up to making those changes I disagree with them let's prove them wrong okay let's prove them wrong can I ask I need to ask a oh sorry go ahead Miss Foster Dr Foster I'm sorry no I was just going to say um he used the word will which is what I wanted I assume this is on I think it's on um uh there's a bit of saying around MSU together we will it's not just the board it's
094not just the teachers because that's not what we're talking about the communication the partnership the parents the students the administrators it's not that the Board needs to dictate you need to involve parents and community members and the teachers into determining what the problem is and as he said we have to if you don't if you're afraid to fail you do nothing okay so we must because we have no choice we have no choice we must create community and we must have the parents the children and the teachers and we must have the Multicultural and often people think of Multicultural as being for people of color it is but it is for everybody whites needed also we all when we say Multicultural it includes everybody and I said to this board one other time earlier that
095if we have history and we don't put it all together we have pseudo history we don't have we have something we make it up stories Good novel you know but not necessarily truth so we're talk our world needs this and we can do it we can do it if if we have the will as he said and we've got to involved the community and we not got to parents let the parents know that they are valued no matter what their education is or how far they went in school they got common sense and so we it's up to us so whether not you want to do it or whether not you don't want to do it and I think Carlton uh Mr Carlton hit on it earlier I think the key to it is love
096you know I was taught by my parents uh love is is is not not to follow the Western philosophy of Love follow more so the Eastern philosophy of love and love in my family is doing what's what is Right despite how you feel and so I think that if we can just do what is right what we know is right despite how we feel we all together can make that change but that's got to be the foundation thank you before I turn it over to you trusty Moore Mr Lopez you started your conversation by saying how do we Empower and support our parents to help bring this all full circle have you received the answer you were looking for or was there something you were specifically looking for or hoping for us to design I
097I guess I'm talking in general parents you know need support parents need resources and when we're talking about all of this this is another resource that could help them deal with the system or deal with a situation so okay but but that's why I said how do we embed this into the whole you know uh toolkit for for parents right and okay that that helps I was just making sure we we got to the the Crux of your your question there um trusty Moore I don't have a question for you all but I do want to thank you for the work that you're doing um I'm sitting here thinking about um diversity equity and inclusion and uh it's important that that we are educated it's important that our Ed our teachers are educated and they
098understand because we can't serve I'll say each other if we don't have that knowledge if we don't deal with our own biases right if we don't deal with ourselves so I think that's the first step so I'm glad that we are looking at professional development that would guide us during you know guide us through that way um and as a board I think it's important that we are engaged um I'm I'm just so heavy there's so much this was a huge huge presentation you all um shared a lot I I don't really know where to begin um the work is messy it's uncomfortable but it's needed for our students for the community for the world I too ground myself in love um it's not always easy because people can get on our our nerves but
099it's very important that we understand the culture of each other and and I think that's what we miss um I just want to say thank you when I um when we talk about parent engagement because I am a parent I have two hats sitting at this board table I'm a parent to a senior June 8th and um I'm a board member but I think educating our parents letting them making sure that they have the resource resources to serve their students educating our educators so they know how to handle students and families that don't look like them because that's the problem right there in my opinion um I think that this work and the rec the recommendations will do just that I think it will really move our district forward um we're doing amazing work already
100but just adding this layer of being uncomfortable having those difficult conversations having that conflict will really take the Lancing School District to the next level we're going to have people that are going to be against us I mean it's it's we doing the work right right we're making a difference so I just want to commend you again for the work that you're doing I appreciate it because my and I and this is hey this is me this is my experience my experience in the laning school district I was not your a student and I can be very transparent but if I had space if space was created the work that you all are doing to move our district forward um my experience probably would have been different so I really appreciate the work that you're
101doing I really really appreciate the effort um Madame President thank you for leading the charge and thank you all for the commitment that you're making because it's not it's not easy may I make one other comment it's learning about each other yeah not parents learning about other parents children of other children I think at one time I heard Lancing has what is it more than 70 languages spoken in our school am I exaggerating is that a good number right it's about right that's what I heard think of all those all the kids if we can create a community and each school doesn't have to be doing each thing the same thing but at your school might be something different than somebody else's School but you know a school where you don't just come during the
102day but are there some activities in the evening our teachers could learn about the community kids can learn about each other uh Foods clothing so many things dance um it's up to us to decide who says that a school has to only be a place where you go and there's some books and this and even if it's the Internet isn't education more than that isn't education learning about people isn't education learning how to relate to each other and how to work with each other I think we need to broaden our minds as to what education is yes I want to know science I want to them to know math but I also want them to know about people and how to relate because people have to come together to get things done so I think
103we need to expand our minds about what education is and what our schools are and what they can be and do we only have to be open from 8 to 3 can we do something in the evening the building's still there the lights work heat works in the winter you know it's up to us it's up to us can I say one more thing sure yeah it is it's up to us to be very intentional about what we do for our students and for the community and thank you so much for lifting that because learning of each other we do have our we are a diverse School District so yeah it's important so very being very intentional and you all are just that thanks again mam Madam chair sure M Lopez uh Dr Foster thank
104you we've been talking about this how long two languages right there since the 80s decades 80s if I recall well setting them up on theard yes it's time to get to so colleagues what I what I would suggest um and I'm looking at you Dr O'Neal so you can wave me off or come to the table if you want to um um uh move us in a different direction um but we have several recommendations that we have before us this evening and and Dr O'Neal um started out by saying like hey we would really like to hear some generative feedback from this board in writing I think that that's going to take some time to construct because there's some very specific specific things I think we need to provide guidance and feedback on what I
105would recommend is that um the board take this back and have this on a future agenda for us to um concretely C Cobble out some um some feedback and recommendations that we can get back to the committee okay I just wanted to make sure that that was a good a good forward step for us um when are they looking to implement any of this I mean so the the question from trusty Moore was when are we looking to implement any of this we' like to implement everything tomorrow right like we have an we have a systemic Equity audit that gave us recommendations that did a look back of over a decade of inequities that this District needs to right siize we also recognize that if we say hire an um budsman today there won't be
106one there tomorrow right like we recognize that it's just not practically how it's going to work um but I do think that um the this committee is not over this was them coming to us with board recommendations today they're meeting next week on their regular Cadence um or whenever next meeting scheduled for um and um I think it would be critical for there to be some time maybe not lost over the summer Dr o or maybe we can convene maybe once because we do reset in the fall with a new um opening for applicants to join or or rejoin and folks to you know appreciate for the time they've given but maybe it's time for them to transition off whatever Dynamic may be at that time um but I do think that it would be
107great for this board to um give that next iteration of this committee some concrete charges um based on this this these recommendations this evening okay great thank you sure Mr Morales yes um I'm sorry I don't know how to jump into this but um I wanted to just mention that everything that we've been discussing here and everything that the school district has focused on meets at intersections sure we there is a way to connect it because it's all connected and I think that kind of answers your question how do we get this together is we look at where the connections are and I also wanted to um speak about the fact that we can't isolate the laning school district from the community when the students and the parents come into the schools when the teachers
108staff ad ministration when we come into the schools we bring society and we bring the community with us so we have to recognize that that's all thank you no I greatly appreciate that um so I am going to charge my colleagues in having um a discussion item around um creating feedback for um this Equity audit at our next one of our next meetings um I just decided it can't be June 6th because I won't be there and I don't want you to have that discussion without me but it will be at one of our one of our next meetings um maybe we we have to study that very deep during the retreat and um I like to see what we what we can do right away what we what is doable how we are going
109to do it that we have a plan with a strategic plan for that and there are thing that you are recommended that we can Implement and there are thing that we is going to take time a process uh for instance to create the culture the Dr Colton is telling us and his beautiful speech create that culture in the school required to do all these thing that you are recommended then I think we should prioritize what is here what is doable by when and and everybody has to be ready from this board to the administration to the parents to the community because it's a big change and um and you are projecting a future of the in a school district and we had to be organized to or exercise then I recommend that we find out
110what is priorities what we can do right away what can of plan and maybe you can help us in that because you know what is priorities priorities number one and then recommend to us and we study that because you are the architect of this plan then I am not going to do now and change it I prefer to receive from you okay we want this we want this we want this and from when and how I think that will help this board to start doing what we need to do to implement what you are recommended on if I can add this on the individual level you can start that cultural change now oh yes uh you could take those initials Dei and switch them around and start with that I introspection why did that teacher
111say that to that student why did that board member act that way way or say that way you you you being introspective why did you do this and you learn something about yourself you learn something about yourself people are usually scared to be introspective because they might learn things about themselves that they do not like okay when you learn more about yourself you become enlightened that that e okay when you know more about yourself when you know better you do better okay so we can start that culture with change individually now yeah now for sure thank you Dr naris Martinez yeah I just wanted to highlight that I agree with uh Dr Rodriguez that a good way to maybe structure um the response or what we would write is kind of doing it in like

114not shooting at you you're doing something wrong and I think that what you heard today was uh really important an topic of making the comfortable uncomfortable and the people that are uncomfortable a little bit more comforted um the presentation is dynamic on a lot of different ideas um one thing that I would say though is when the committee made tangible specific uh things the district was able to interact and kind of act quite quickly um it was really awesome to know that the committee brought to ET the changes they asked for for the grading system and we were able to do it pretty quickly um some of these things are going to be very difficult and some of these things are going to be a little bit more difficult uh more easy sorry and I
115just hope that one of the major things we talk about is let's try to be as specific as we can so that we can make the changes as quickly as we can um you know some of the stuff like uh you know going in with good intent and loving everybody yes that's going to be difficult that's something that's going to take a long time but when we hear something like let's have an UDS person that's something we can put in pretty quickly and so what I hope that this board does as well as the committee does is try to do both which is what are the easy T not easy but the things that we can do quickly and the things that we we can't do and you know I always think about this too
116I love our unions I love our our collective bargaining you know teachers staff they have unions kids don't you know families don't who's who's fighting for them and I think that we've got to think really critically about what does that look like and so much of what we do here as a district is in service to the families in service to the children but we have to think about who's fighting for them and so I think that what the committee's done is is excellent um I loved a little bit of the seeing how the sausage is made in terms of the voting and how that goes um but the last idea I want to share about this is many of the people listening at home and maybe even folks in the audience you might not
117one you might not understand or or kind of conceptualize deeply why some of the language is so important but there are things that are in the culture of schools that we sort of take for granted but we sometimes forget how biased they can be and I'll give you a good example cuz they mentioned Harvard um in the late 1800s early 1900s Harvard had an idea they said you know what we really just care about smart kids let's have an exam so they set an exam and Harvard then had a problem too many Jews because they happen to do well on the exam so what did they invent they invented the letter of recommendation because what ended up happening was they asked for letters of recommendation and the rich white Harvard folks got to talk about
118what it meant to be a Harvard man they had Radcliffe there was no men there was no women at Harvard at the time and something on its face like a letter of recommendation doesn't seem problematic right we all think of letters of recommendation but that was a tool to change the way that power dynamics worked now I'm not advocating for exams I think those are all other problems but the point is there are things that we have like language in our report cards are the ways that we think about how we judge Kids that actually seem normal and part of our experience but actually is deeply embedded in racism deeply embedded in ethnocentric ideals and so it's hard and so as you know Carlton so eloquently said you know people are going to come after
119us hopefully they don't shoot at us but you know it is what it is the idea here is we've got to look very deeply at things that even we take for granted as just part of the system and recognize just how much that system is caked in with racism and classism and and gender and and power really and so I love this but I also want to make sure that we all recognize that this is the I wouldn't say the first step but the second step is that we had the presentation we're going to try to do uh more but let's try to figure out what those specific things are because I appreciate what Carlton said in terms of the community might not think this board is ready but I know this board is ready
120and I know that this community is ready and certainly this executive team is ready and the way that we can show that is by having an ask and acting on it immediately and so I look forward to not just voting on language for report cards but things like creating an on buds person as well as some other more difficult things so I do want to commend everybody here uh for that and there's a plan there's a vision we've got to just try as best as we can to be as tangible as possible because sometimes you can get overwhelmed with the work and then you can't move forward so uh it's really terrific uh to hear what everybody said and I know uh I have all the faith in the world in this board and in
121this community that we're going to be able to make something happen so I would end there but of course you know I promis the community something so today we've got 2,669 folks on gas cards 786 folks on Kata and 3523 on Dean we've got uh 57 on requests that we'll get to and only 70 uh who are unable to ride and I know sometimes people forget that uh that's because either buses are full or there's no buses in the area or um you know there's a timing issue um I say this again because it's really important that you sign up for your Transportation uh the sooner you sign up for your transportation the better that we can get uh to you so um I hadn't planned on saying all those things but you know I

124presenting budget amendment number two um I thought the first amendment was one of the easiest amendments I've ever done and in fact this one is probably hands down the easiest Amendment I've ever done I'd like to start off by where we started so with budget amendment number one which we presented to you in January we estimated that our ending fund balance as of June 2024 would be 43.9 million with budget amendment number two I am pleased to announce that we are estimating that our fund balance will be over 50 million that is a very conservative number um this represents a net saving to our budget of over6 million the net Savings of $6 million is due to increased revenues and a decrease in planned expenditures through June 2024 when we speak of our local of
125our Revenue changes the increase in revenues of $5.5 million is comprised of local revenues which is primarily our interest earned ersa equin Learning Center revenues 4 $98,000 increase compared to budget amendment one state revenues $3.8 million increase primarily due to Hadley special education 51c and mier's increases Federal revenues of 1.2 million for SE transportation and tuition Medicaid and ISD taxes and a slight reduction in indirect from Food Service of 19,000 overall a total and increased revenues of $5.5 million we also had some expenditure changes we had some increased costs for program expenditures of $4.5 million most of that was for outgoing transfers to capital projects ISD transportation and tuition special education wages benefits and subs and our advertising if you've seen our cab buses around town we also had program savings Andor budget reductions of
126over $5 million most of these reductions were related to schools choosing to defer allocations or funding until next school year we fully expended our custodial budget in Esser we received new funding from 22i that picked up over 600 $100,000 in transportation costs so we were able to reduce our budget there we reduced our general business and tax abatements we had a utilities reduction of over $300,000 31a covered new uh nurses and student development program cost so we were able to reduce our budget for those costs and re cover teacher mentors and conferences we also had program savings from the office of school culture and Public Safety who voluntarily reduced budgets we had our peer forward program covered with 31a Reed covered library book purchases for the school year and we had some tuition reduction for
127Eaton Risa Wilson Talent Center and dual enrollment combined we had a total net Savings in our expenditures of $571,000 in summary our fund balance is estimated for amendment number one was 43.9 Million we had an increase in revenues of 5.5 million a decrease in expenditures of 571 th000 for total positive adjustments of 6.1 million bringing our projected ending fund balance for this June of $50 million thank you and any questions Dr naris Martinez for the utilities reduction what was that primarily that costs were trending down compared to budget um it just looks like we overestimated what our cost would be we never really know with winner um and we were able to save 300,000 we also save 300,000 moving forward into next year as well great thank you you're welcome for a little a little
128bit more detail two things happened one not as cold and natural gas prices went down a lot so we were able to save quite a lot of money sure thing Mr Lopez in federal revenues Medicaid what what is that Medicaid what what does that mean yeah it's say um Federal revenues Transportation tuition Medicaid and and ISD Texas yes so what does a Medicaid come in Medicaid um is generated Revenue through the reporting through the state and it flows through the ISD and then they push those revenues back to us so our staff reported um cost higher cost higher services to students which resulted in more income to the district I can add yeah so the district provides a ton of services to kids and some of them are were able to count on Medicare so
129I mean if Sergio wants to add it's a lot of it is comes through special ed um but it's really and I was kind of saying to to the board chair one of the things that you're seeing is that thanks to the great work of special ed and the budget department and everybody else we're putting we're doing the paperwork a lot better and we're getting more reimbursements than we had historically before you know years ago and so that's a lot of what you're seeing is that is submitting the right forms getting the right reimbursement and getting the money back thank you you're welcome Madam chair what your think M sorry Mr nitzky I wanted to ask about the school deferral since that's kind of a new process um do you have an approximate amount on
130the amount of school deferral it was $2.1 Million okay and so if we're saving that in expenses this year it's improving our overall bottom line which is increasing the fund balance does that mean we would expect next year to decrease the fund balance by that same amount or how theoretically you would if we didn't um have other Savings in other areas Andor have Revenue coming in to offset those costs so next year's budget will be presented June 13th and we're um looking at a favorable fund balance at the end of June 2025 as well thank you you're welcome um and if I can add uh and I appreciate the question because you'll see some of that right is we're saving now because we know we have to spend later um you know and that's a
131really good thing to focus on one thing that we're finding is why we were able to quote unquote save so much money this year is because finding folks to hire is not the easiest thing in the world so what we're trying to do is to say to schools look don't just waste the money on pencils we'll let you save it so that over the summer you can go hire folks which is a lot easier than hiring people the middle of you know October or April when very few people are are looking for jobs um but you are right that you will see a fund balance that's going to be below this one because of some of the savings that we're recuring now any other questions from board members we do have a recommendation to adopt
132um adopt the budget amendment and I don't know but if we've ever explicitly said this either to the public or even to our new board members we as a board have requested to at least get um two budget amendments throughout the course of the the district fiscal year which is July 1 to June 30 and technically if they're going to change revenue or expenditures outside of what we adopt in the budget they have to come back to the board for approval so I don't know if you've ever explicitly said that that's why we have these amendments um okay that being said any other questions all right thank you thank you um with that we do have a a recommended motion on the floor which I will entertain it's been moved by Miss Williams that the

147podium um Mr moreles I know you're no stranger to us but you have 3 minutes to address the board the board does not typically respond to public comment whenever you are ready thank you for all your time today I know it's been a very long day and everybody's ready to go but I just wanted to comment on family engagement it's something that I'm very passionate about and I believe that relationships uh between schools and families are extremely important this is a paraphrase from the Michigan family uh engagement framework um Family engagement has been shown to be a predictor of a student's academic success the experiences that shape our families are important predictors of cognitive skills and social emotional skills when there is effective family engagement classroom dynamics are developed teacher expectations are increased student teacher
148relationships are strengthened and it creates spaces for developing cultural competency skills for both teachers and family members fostering family engagement from home to school can support the continuation of learning and produce incredible outcomes for students and their families that is from the Michigan engage family engagement framework um that is words that are very pretty and put together for us to follow and to try to um build something off of I want to give you a real life experience um my wife went into pantonal to ask when the camp buses would be back on Friday because she wanted to know when to pick up uh our daughter when she walked into the office she asked the question when will the camp buses be uh arriving on Friday nobody answered her they ignored her so she asked
149again excuse me when will the camp buses be arriving on Friday the receptionist decided to uh tell her I do not know I left my my itinerary in the car she left that school not getting the answer that she wanted she left that school feeling dismissed disregarded did not feel welcomed or that she belonged I we have the tools to do better and we can do better I think that it's important that you guys know what's happening boots on the ground as well as what's happening in this room as well and that's my comment thank you thank you Mr Morales next item this evening is comment from board members mam chair president Lopez sure thing Madame President just a final invitation to everyone in this room and out there in tvand to our Christo Fiesta
