All right. Public fundamentals with public comments. Public input is fundamental to the operation of Madison District Public School. Schools. Our public has an opportunity to speak at every board of education meeting. A period of time known as public comment is set aside at each meeting to give parents and other citizens a chance to speak directly to the board about school related topics. Anyone who wishes to speak to the board must fill out a request form and give it to the board secretary before the meeting begins. Comments are limited to three minutes. School employees will not use this forum to discuss job related topics. The board of education accepts comments made during public comment from anyone who follows these guidelines. Public comment is one of the many information sources that the board uses before making decisions
in the best interest of the children who attend Madison District Public Schools. The board also works with the district staff to address citizens questions and concerns. While the board welcomes public input, members of the board cannot engage in direct dialogue or respond to comments during the meeting. Concerns raised may be referred to the appropriate administrator for followup. Do we have any public comments tonight? No. No. >> All right. Very good. Thank you. All right, administration report. >> Thank you, President. So, everyone's going to have a folder. It's two parts. We're only going to look on the left side for the administration report because the right side is for the budget presentation. So, if you can take a purple folder and pass one down. And Travis, if you can go and get the presentation ready. So
on the left side there's an overview of what's in the report for the packet. Um one of the things that we wanted to talk about was have a superintendent evaluation training because the entire board was not trained. I did speak with someone and they are available on March 2nd. cancel our first meeting in March, but to make sure that we have enough time or is it possible that we start the meeting at 6:00 p.m. as opposed to 7 p.m. just on March 2nd so that we can have training and if you can't make it at 6, what we can do is start the meeting and take care of all the business and then push the training to the end. What are your thoughts on that? >> So, should we start? I know Trusty Kimmel, you
>> I I can't make any commitment. >> Are you guys okay with me taking the order of the meeting and starting first and then putting the training at the end? That way it'll it's probably start by 7 once you arrive. >> Doesn't matter to me when we're >> Okay. So, I'll just let him know we will have it on the 6th and tell him to be ready to present around 7:15 so we can take care of business. >> Sounds good. Next thing I want to give you guys an update on is 27 L funding. So all districts are receiving funding for on their state aid. Well, we have received ours. We received this funding and the purpose of the fund is to disperse to employees and give them a one-time payment. So we decided that
we wanted to give this funding to all the union groups. So that is the teacher union, the parah union, custodial, food service and secretaries. I think I forgot those. So basically this money is given to us by the state of Michigan in all districts. And after we divide it amongst the employees, there's a total of 101 employees. And each one of totaling all the unions, each employee, it comes out to be aboutund $1,300 before FICA and OS. A part of the payment is that we still have to pay into the retirement system and the FICA, the taxes. So what we did, so we don't have the extra cost, the payment, we can pull that deduction out. So we accounted for that. So after the $1,300, it ends up being about, depending on people's taxes, about
$600, $700 per person. >> Um, awesome. First of all, this is like $400 more than my district got per person. So that's amazing. um they allowed us to put part of it in a either um an HSA or uh a 403b or a Roth 403b. Are you is that being allowed as well to mitigate some of those taxes? >> No, we just we didn't when we put it on the list, sir, like we tried to look and see what other districts were doing and most districts are just doing it as a one-time stipen. >> No, that's what they did. But they allowed us a one-time to put more money into an HSA or a um >> 403b or a Roth 403b. >> No, but we can look into seeing. I don't know how that will
work in our department, but we can research it and see. >> I'm just wondering if that mitigates some taxes and it helps you for the future as well. Right. >> Yeah. Just a thought. >> Trusty Hodder. Um I just wanted to to understand clearly. So the 1300 explain again what we're doing so that the district doesn't get caught with the FICA costs. >> So what we did was there was 101 employees. We look at we looked at the total percentage of cost and took the average. So once we did that, we took that percentage off the top of the money, which was like $130,000 that we received. And then once we took that off the top, we divided the remaining amount by 101. So the amount before taxes is $1,300. And the amount, a good
thing about working with percentages, the percentages is always going to be the same. So after the $1,300, depending on how people set up their taxes, >> they may get around 600 700 depending. Okay. >> But it is accounted for in the $1,300. >> Okay. Thank you. >> So it would not cost us any additional funding. And then we decided not to give it to the entire um district because we figure that dividing amongst 200 employees versus people wouldn't get hardly anything. And it's a lot of people in the unions that have been stuck in a pay freeze for two years. So we thought it would be best that they have it. And then last but not least, uh last year in 25 we had a conversation about the Oakland County Enhancement Mill. And if you
turn to the next page, I want to go through this because if we support it, we have to adopt a resolution next week. And I have to get this back to the county. So Oakland County is going for an enhancement millage. And if you go to the next page. So what is an an enhancement millage? So basically this is something that we the ISD allocates for and once it's approved by all voters in the county, it is divided equally amongst public school districts within the county. And each district has control over how the money is spent. So who else has enhancement millages? So Oakland County in the past I don't know how long but if you look on your slide, Wayne County currently has an enhancement millage. The first one was passed in 2016 through
0102022. Then it was renewed and their current millillage is all the way from 2028 through 2034. Mcome County has an enhancement millage that passed in March of 2020 at a rate of 1.83 meals which which is about $400 per student and we're the only county that does not have this millillage. So for us it creates issues because other counties have it and they're able to use this funding to pay their staff more to pay for different programs so on and so forth. Sorry. So, the proposed resolution, we're not asking you to support the millillage. We're asking you to give the voters a choice to support the millillage. So, the board, you're not approving a tax increase, but if you guys decide to approve this resolution at the next board meeting, this will basically give the
all the voters of Oakland County an opportunity to say if this is something they want or do not want for their schools. So, what does this mean for the taxpayers? So basically for a home that's valued at $100,000 you take the estimated value and divide it by two give or take a percentage. So 50 let's say if a home is worth $100,000 the tax value will be $50,000. And so at a 1.5 millillage cost that means that the taxpayer would have to pay $75 per year or roughly $6.25 25 cent per month for a home that is $100,000. So this proposal is projected to generate approximately $688,000 in additional funding for Madison District Public Schools based on estimates. Final amounts are not guaranteed and will depend on actual taxable values and voter approval. So if
this is passed, the reason why Madison amount may be different than other districts is because Madison is not considered a donor district. Donor districts are those districts that have those higher tax values. So they're putting more money in the pot. So let's say if we were a Troy or another district, those homes are worth more. They're contributing more. So therefore, their kids are going to get back more. Impact Madison. So, for one, we will be able to maintain classrooms and programs and support student needs. Currently, there are some updates in the math curriculums where we need to have personal finance as well as curriculum changes in science, um, retention of staff. It would allow us to compete against other districts in terms of teacher pay. It will offset rising costs and benefits. I don't know
if you guys know, but our medical insurance through Mesa has been going up for the last three or four years since I've been in this seat. And it can also address um operational costs on the other end such as fuel, such as things that we have to do every day and pay for so on and so forth. The timeline, so if we or what's going to happen is local school boards are now presenting the resolutions to their districts. In the event that you guys approve or disapprove, I will report this back to Oakland schools. And if you guys approve it, then basically you're saying that you approve to allow the voters to have the choice on election day, August 4th, 2026. If you guys do not approve it, there is a chance that it may
still be on the ballot because it depends on how many districts approve it. So that's I do want to be clear. So, if you don't approve it, I don't want you to think that, oh, I turned it in as if you guys approved it. No, we are a smaller district, so our vote may not have that much of an impact, but it may have the impact of saying yes or no. And last but not least, once again, the board, I'm not asking you guys to endorse a tax increase. I'm just asking you to adopt the resolution that the board is supporting the opportunity for a countywide voters to make the decisions. If voters say no, nothing changed. And that is the end. Any questions for me? >> Jesse Holder. >> Hi. So I know we
talked about this before and the concern amongst the board members when we had talked about this was their concern that this is going to increase the disparity between the districts because the districts surrounding us are going to get more money. So they actually um even though we're getting money, it's not it's not going to be the same as Royal Oak or so the disparity is is going to be increased, not equaled. So I know that that was something that all of us shared. >> So um and and that may be it might here's the thing. I have seen how it increases wages. I have seen how it does help in school districts and I love that they're having the voters choose. Right. So, um, and if it's a dispar, there's already a disparity, right? >>
It just increases the disparity. But I hear that at the same time, um, it can only help I mean, what are we what are we lacking? We are we we have hardworking people. We have a hardworking administrative staff. It would help if we had a little extra money to help with the things. So, even if it it does increase a disparity, we already have one. >> I'm not losing my vision. >> Um the disparity like trustee um Malpine Taylor said, I was debating if I should say the whole thing or just the first or the last part. Sorry. Um, but like Chrisara said, the disparity already exists and I don't think we're going to make up the disparity. I think that's just going to be what it is what it is. And that's kind of
I think um one of Madison's really great thing is that we highlight our strengths and we're a smaller school and we're always going to be a smaller school even if enrollment goes up. And so 688,000 or around about there, I mean that is a lot of things that we could do for the kids we have. And unfortunately, I don't think there's going to ever be a bridge to cover that disparity. And so, we really should not worry what other people are getting and just focus solely on what what we're able to get so that what we're able to do for the kids. >> Can I add one? >> I do want to add that the disparity is due to the tax value. So, yes, we're not getting as much, but we're also not paying as
much as other districts or other cities because they're paying way more. So, if you thinking about the disparity, the disparity is there because of the tax values. However, the the differences are there and it's going to be percentage- wise probably equal because of the amount of money that they're paying in. So, they're going to get more versus the amount of money that we're paying in as a city. >> Trusty holder. >> Yeah. I just wanted to share and actually um Trustee Chamblas when I talked to her about it I know that was one of her concerns originally. So I was just sharing that we all have had concerns about what this is going to do to us. I just wanted to put it out there. I wasn't saying uh it was just a conversation that
we have already had. So, I wanted to put out there what I had been told. >> Thank you. >> And Oh, go ahead. Sorry. >> Chamblas. >> Um, Trustee Holder, when you called me about this, you brought that concern to me and I said, I can see that I agree that could be a problem. That is definitely something that, you know, we're going to struggle with and things like that. But that was what, five, six weeks ago. >> Absolutely. >> You know what I mean? And so then I'm thinking about it, but I it wasn't one of my concerns. You brought that to me. >> Don't remember it that way, but I'm good either way. I just wanted to share what I've been told by the majority. Thank you. >> And at the end of
your packet, there is a copy of the ballot language that you guys would see. It says exhibit A. So, next week when we have our study session on goals, it's um it was on the back. It's a separate sheet. Sorry, it's not attached. Yep. >> Okay. >> And it has check yes or no. So, next week when we have our study session on goals, we would have to vote on this resolution and then um I would have to present it to Oakland County. So, and I'll send the presentation to you guys as well in my newsletter so you can have a hard copy of it. I mean an online copy of it if you want. Any other questions? Thank you. I thought we were talking about a lot less money too. Like I thought we
said like the expected ma'am. Approval of consent agenda. All matters listed under the consent agenda are considered be the to be routine in nature but by the board of education will be acted upon by one motion. There will be no separate discussion of these items if any member of the board or any citizen requests discussion of an item. That item will be removed from the consent agenda. Will become the first item of business under the board of education action items portion of the agenda. Item C, approval of the personnel report submitted by human resources. It is recommended that the board of education approve the
consent agenda as presented. >> We have a motion, >> Mr. President. Trusty Thompson. >> I'd like to make a motion that the board of education approve the consent agenda as presented. >> Thank you. Do we have support? >> All support. >> Trusty Harp supports. Discussion. >> No discussion. Roll call. >> Gloria Thompson. >> Yes. >> Mark Kimble. >> Yes. >> Chrisa McAlpine Taylor. Yes. >> Voting. >> Sorry. Yes. Mary Harp, >> yes. >> Cindy Holder, >> yes. >> Carlos Harp, >> yes. >> Rebecca Chamblas, >> yes. >> Motion passed. >> New business. Item A, budget two, amendment presentation. >> It's okay. This presentation is on the right side of your folder. >> What's this? Left side, right side stuff. >> Travis, can you please Oh, thank you, Travis. He's imaginary. He's not here today. So
on the right side of your folder, so the first is the presentation, a copy of the uh PDF and then underneath that is a the revenue source and expenditure um categories and then underneath that is the budget uh adoption. So, so I'll begin with the budget amendment two presentation. Good evening. We can you can go back to the Well, you can leave it here. That's fine. Good evening. Tonight, I'm presenting general fund budget amendment two for the 2526 fiscal year. This amendment reflects updated revenue and expenditure assumptions since amendment one and provides a clearer picture of Madison's financial position as we move through the remainder of the year. Budget amendment allow the district to align the budget with actual data including updated enrollment, state funding adjustments, and known expenditure changes while maintaining transparency and fiscal
compliance. So now we have the executive summary. So this executive summary provides a comparison of the original budget approved in June, budget amendment one approved in November and budget amendment two being presented this evening. This summary compares the beginning fund balance, projected revenues, projected expenditures, the resulting operating surplus or deficit and the ending fund balance and percentage for each version of the budget. In reference to the fund balance under Michigan law revised school code MCL 380.1219 districts must remain a must maintain a positive general fund balance. As a best practice, districts generally aim for a fund balance of at least 5% with a healthy range closer to 15 to 20%. Starting with the original budget approved in June, the district estimated a beginning fund balance of approximately 84,000, revenues of about 16.7 million, and expenditures
of about 17.7 million. This resulted in an operating deficit of just over 1 million and a projected fund balance of negative 5.32%. With budget amendment one presented in November, we incorporated the audited July 1 fund balance of 511,000. At that point, revenues and expenditures were estimated based on information available at the time, recognizing that several categorical grants were still unknown due to the timing of the state budget. Revenues were adjusted to approx approximately 17 million expenditures to 16.9 million resulting in a modest operating surplus of 72,000. This produced a projected fund balance of of 583,000 or 3.4%. By the time budget amendment two, we were able to update both revenues and expenditures using more complete and actual and actual data. Revenues are now projected at approximately 18.5 million, expenditures at 17.4 million, resulting in an
operating surplus of just over 1 million. This brings the projected ending fund balance to approximately 1.5 million or about 9%. The final column highlights the change from amendment one to amendment two, showing increases across revenues, expenditures, and fund balance as more accurate information became available. Overall, budget amendment two reflects an improved short-term financial position compared to budget amendment one. The general fund is now projected to end the year with a positive fund balance of approximately 9% representing an improvement of about 5%. This improvement is primarily driven by updated state revenue assumptions and a strategic use of one-time funding sources. While this provides some short-term relief, it does not address the district's longerterm structural challenges, which we will discuss in the next few slides. So on the revenue side, the most significant update is the increase
in overall state revenue. This included the increase in per people foundation allowance from 9608 to 10,50. We saw increases in other state funded grants such as section 31A at risk funding which increased by approximately $440,000. The 31N mental health grant provided through Oakland schools increased by approximately $148,000. These funds are reimbursed quarterly and are based on approved allowable costs. We opted out of 31A mental health for the current year. However, we are utilizing approximately 106,000 carryover funds from fisc fiscal year 25. Other carryover funding includes 35J literacy curriculum 23G and my kids back on track and GSRP. Carryover grant funding is money we received last year but didn't fully spend it by June 30th. So it rolled over into this year. It is not new funding and it can only be used for its original
purpose. Using it helps helps cover current year costs and reduces pressure on the general fund. Other state aid increas increases include 147 C1 MYIPERS funding which is restricted revenue and functions as a pass through to cover required retirement costs. We also received the 289 increase in 51c special education headley funding based on higher allowable special education costs claimed in fiscal year 25. These costs include staffing services, tuition, transportation, and other required costs that exceed special education revenue. Additional funding includes a 27L2 educator compensation and 35mm literacy supports. As previously mentioned, the use of carryover funds provide short-term relief, short-term support for the current year, but they are a one-time in nature and cannot be relied upon in future budgets. Next slide. When comparing amendment one to amendment two, we see a net increase in projected
revenue largely driven by the foundation allowance adjustment, refined state aid assumptions, and grant carryover funds from fiscal year 25. As you can see, state revenue increased from 10.9 million to 12.6 million, a net increase of 1.7 million. There is a slight increase in federal revenue, a difference of 78,000. However, these increases are partially offset by modest decreases in local revenue, incoming transfers, and other revenue, including PA18, county special education tax estimates, and projected ISD reimbursements. Turning to expenses, the overall increases reflected in budget amendment two is primarily due to the plan down the planned spend down of prior year grant carryover to support fiscal year 26 operations. Importantly, this increase is not driven by higher ongoing staffing costs, but rather by the intentional use of prior year grant carryover. In fact, staffing costs and benefits
are lower compared to fiscal year 25, a savings of $510,000. Human resources remain strategic in aligning staffing levels with enrollment, resulting in a year-over-year decrease in salary and benefit costs and reflecting intentional staffing decisions rather than across the board cost growth. Where allowed, we use grant carryover funds to ease pressure on the general fund, reflecting thoughtful financial management and continue cost control. Next slide. Compared to amendment one, overall overall expenditures remain generally consistent with no major increases. This reflects continued monitoring and cost controls across the district. Any increase is primarily related to the required use of prior year grant carryover by year end. Um so as you can see in the total the blue is amendment one and the orange is amendment two. So you see an increase in expenses. However, that's due to us
trying to spend down this grant funding because once June 30th hit, we cannot use the funds anymore. Tying in this information, here is a breakdown by functions. This is also a comparison of the original budget, amendment one, and amendment two. For the revenues, you can see an increase of 1.5 million. And then under expenditures uh for instructional services, we did have an increase in um special education costs mostly in added needs which are these are like tuition payments. Um they were accounted for in the original budget. They weren't accounted for in amendment one but then they are accounted for in amendment two. So technically it's only like a $200,000 change from the original budget. Um we did see a decrease in support services including operations, transportation and other staff related costs and as we continue
to align spending with enrollment and operational needs. Next slide. So, while the amendment reflects improved numbers, it's important to step back and look at the underlying factor behind many of these pressures, which is Enrollment continues to be one of the biggest drivers of the district's financial condition. As you can see from the enrollment trend data, Madison is experiencing enrollment declines that are consistent with what we're seeing across the state and nationally. Because school funding is driven by enrollment, our revenue adjusts more quickly than our expenses. Many of our costs don't decrease at the same pace as enrollment. These include core staffing and benefits, special education services required by student needs, utilities and building operations, transportation, and other compliance related costs. As a result, when enrollment declines, many of these fixed costs remain, which continues to
pressure the general fund. Looking at the short-term outlook, budget amendment two projects a positive fund balance of approximately 9% an improvement of 5% from budget amendment one projections. The key drivers include the increased foundational allowance and the one-time use of prior year grant carryover. At the same time, the ongoing structural pressures remain. Moreover, a positive fund balance in fiscal year 26 reflects short-term stabilization, not the elimination of long-term structural challenges. Looking ahead, the district will continue aligning staffing and services with enrollment, closely monitoring discretionary spending across departments and buildings, and using ongoing budget updates to inform future planning. As a next step, we can develop multi-year financial projections to help guide future decisions and support long-term financial sustainability. In closing, budget amendment two reflects improved short-term financial stability while reinforcing the need for continued fiscal
discipline and long-term planning. Administration will continue to provide transparent updates to the board and the community while aligning budget decisions with enrollment trends and long-term sustainability. This concludes our presentation and I welcome any questions. >> Pressy >> Holder. >> Two quick ones. So, where do the bus leases show on this? You seeing the microphone? It's hard to hear. Sorry, >> I'm used to just yelling. So, I wanted to know where in the expense chart does the Buzz Lisa's show. And then secondly, um, as far as, you know, our concerns, our concerns are buttons in seats. We're down 30 kids. So, obviously that just didn't make the list and it's not part of these numbers, but we have another count coming in what, another week. So, I just wondered if that was going to be consistent.
I understand. But don't we have another headcount like the second Wednesday. It's the difference of 20. >> It's only 20 students, but yes, we have another on February 11th or 12th. >> So, are we expecting that to be consistent with the numbers we have here in our budget? >> There's no way to tell. We don't know how many students it's our open enrollment is open till February 6th, >> right? So, I don't know until February 6th and because I also don't know what kids have dropped because count day happens that day. Right now, we're trying to get all the kids that to make sure they've returned for second semester. There's no guarantee they're all returning. >> As of right now, we have about 10 kids that haven't come back for second semester. So, we're trying
to call and find out what's going on. Maybe they're sick. Maybe they went out of town. So, it's just a matter of finding out our that's our biggest problem, keeping the kids we have while increasing more kids. >> Nope. That's why I was asking. Thank you for the clarification. >> Um, in regards to the bus lease, so under the expenses that is under as a capital outlay. >> Um, and that was in also an original budget. So, those costs were already count accounted for. >> Thank you, Chamblas. um on the budget um where the it says like the salaries went down and everything is that from staff that have left and we've chosen like we've been able to like rearrange and not replace those positions. >> Um well at the end of last fiscal year
we kind of did a what do you want to call it? Audit >> a audit of staffing. So that's what we used for this year. And then we also had unfortunately some teachers who have left, but they all were replaced. And then fortunately with the grant carryover, we were able to move a lot of those staffing costs to the grants. So that that helped our general fund right there. >> And the teachers who left, they were replaced with teachers with le less experience. So we were able to save cost on a couple of those teachers. >> Okay. Thank you. Holder, >> can I just add good job? >> Thank you. Thank you. Right. New business B. First reading of January 20 2026 policy update. >> So the policy team and I met and I wanted
to give you guys an overview of what is before you or has been before you the last couple weeks and let you guys know where we are in terms of policy. So the reason why we have this update is that we have to update some of the changes. So for policy 1430 34304443, this is also in your packet. These policies had to be updated to reflect the earn sick time act. So that's why we had those. I'll give you a minute to find it. It's on page They have page number. One second. I'll tell you what page to look. It's on page 25. If I printed your packet, it's on page 27. I'm sorry. So, if you have a printed packet, it's on page 27. Policy 2340 updates regarding transportation. Policy 5320 have updates regarding
immunization requirements for students entering kindergarten and 7th grade or entering a new district district in grades 1 through 12. Policy 5330 updates regarding medication in terms of what can be given to staff to give to kids about over-the-counter um medication. Policy 5330.01 is another policy update regarding EpiPen when to administer. Policy 5350 is another update regarding stu student health, well-being, and suicide prevention. 5460 is an update around graduation requirements. 8320 is an update around personnel files. 8500 is an update around food services and is another update around food service and 8640 is an update around transportation. So these updates were discussed in the policy committee as well as recommended by the NEOLA guidelines. So tonight is just the first read of those. And if you look in your newsletter, you have a direct link to
the Google Drive that has all policy updates. Just click on I think it says click here. Any questions? >> No questions. >> All right. Thank you. old business um building usage. So, this I wanted to keep this back on our radar. Um, trustee uh I can never say your last name. >> Taylorine Taylor. >> Malpine Taylor. >> Yeah. >> Uh, you've requested for this one to come back on so we could uh continue on with this one. >> Yeah, I think we've had some discussion. I'm kind of wondering um would we be able to like form a committee or something to make discussions and then bring them to the board to talk about? Um I still stand on you know you guys have worked tirelessly on the budget like the the finance committee as and
um superintendent and sorry my brain is not working today. Please forgive me on this. Um, and I think that we are a very small district and to have be running four schools is probably not in our best um it's it's probably not financially uh sustainable and um not sure it's responsible to do either. So, I think that we need to look at what we've got going, what space we have, and be able to talk about options and maybe bring them back to the board. What is your thoughts about that? just because I think obviously like we have a lot of one-time things that helped us out this year, but we need long-term solutions and I think this can help if we do it smart and if we like really take into account like all the
voices. >> So, I know we have we've talked about this many times in the past. I know we have a lot of information resources that's already been gathered. Can we can that can we get back together or get it resent to us uh so we can form a small group that can then dig into this instead of putting this on the administration? >> Let the let the committee dig into it. >> I'm comfortable with it. I think that on our end, we don't want to close schools because one, I feel like that puts a cap and a limit on if we're trying to get more kids and if we put kindergarten and GSRP inside of the elementary school, then how are we going to say we're going to increase enrollment when there's a cap? Some
of the things we do have some ideas like this summer with summer discovery, we're expecting to get at least 500 kids in district. So, our goal is to kind of have two sites for summer discovery where we're going to use the early childhood center for that K1 and two and then use the elementary school for grades 3, four, five. So, if we if you guys were to form that committee, I'm going to be honest, our thoughts are going to be against it, but we would love to hear your ideas. >> Fair enough. Mhm. >> I just want to say I think this has been a passion of more than one here and it's our responsibility to be fiscally responsible. While I appreciate your position, I think at the end of the day, it's up to
us to decide whether or not we would like to pursue this. Um, and I'm saying that respectfully. I understand what your guys's position is, but I also know we're here to be the fiscal agents for the district. So, I think to even look at this um we're doing our due diligence, whatever the outcome is with the discussion from you, but I think at at least we need to have that discussion and factf finding amongst ourselves. Do we have individuals who would like to be part of this committee? It does have to be a small group though. It cannot be enough to form a quorum and the purpose would be to bring back to the general meetings for discussion. So not to make a decision but to bring back the information to us. >> I would
really like to >> if numbers if numbers >> do that. >> All right. So, >> so does Melpine Taylor. >> Trusty Mccelpine Taylor. I promise I will get it right. Forgive me, please. Trusty Heart >> and Trusty Thompson. >> And do we want to set up a specific day and time or do you want to get together and do that? >> Well, let's get together and do that. I don't want to waste people's time by trying to figure that out. Unless is anybody else want to be part of it that hasn't spoken? You can't only three. Are we four? >> Well, we could have an alternate though if in case somebody can't make it. >> I love that idea actually. >> Does it >> anybody? >> I can be the alternate. >> President Harp. >>
Yes, Trustee Campus. Um, I just wanted to point out that um, a huge concern that I hope the committee takes into account is the number of parents um, when this has been brought up and voiced previously um, who have concerns about if their child's in middle school being bumped up to the high school or if their kid um, is in elementary being mixed with middle schoolers. So, there's a huge risk to losing um the students that we do have if we're not very very particular in how Avery redistricting would occur. Um just because a lot of parents that are here have public have voiced their concerns that they won't keep their kids here if their children get sent to another building with much older children. Um, Superintendent Perry, do we have or do you have
any information to back up any any um potential loss of parents or students if we were to uh >> No, we've never sent out a survey. And I think the thing about it is >> or or have we heard anything? Do you have any insight to that? The thing about surveying parents if if about a change like that is that they're not going to say if you do this I'm going to do it. They're going to immediately pull their kids. So once you start talking about closing buildings and putting fifth graders in the middle school or putting eighth graders in the high school, it just sends a smoke signal to everyone and then they're shopping around and pulling >> see a drastic change from it. >> Okay. Thank you, >> Trusty. just to >> I
want to point out too with the bond issue, we just put a new roof on that school, did we not? >> CC part portion of it. >> Yeah. I mean, it seems to be a pattern of investing money and then closing schools. Our whole growth is tied to that school right now. and the problems that we talked about with it closing as a school, the property reverts back to the city right up to the doors. And reason we sold Edison is because we did not want to incur the cost of demolition. >> Yep. >> Forgive me. I don't know who is up next because I wasn't looking. >> You're fine. Um so I I would hope that um the committee would bring back a couple options to discuss not to make decisions. Right. >> So
um certainly um that would be my goal is to just come up with ideas and options and then bring them back and then discuss them as a board >> committee. >> I know I kind of feel like you should >> you're more in touch with the parents. I mean, I can just three of you had said you wanted to and then everything. So, I just >> I'm gonna put you down then. >> No, you're fine. Take >> Trusty Holder and I'll come back. >> Actually, that's exactly what I was going to say. If Trusty Chamblas wants to be on the the committee then um I would drop as an alternate gladly and you know, let the however it worked out. But if she wants to be a part of this, I would not have a
problem with that. >> Right now, I have written down Mccelpine, Taylor, Harp, and Chamblas. >> Is that okay? >> Okay. >> Everybody in agreement. >> And I have Cindy Holder as alternate. >> Okay. Do you want to be the alternate, Lauria, because you wanted to be on it to begin with? >> Okay, then we're good. Thank you. that building now is 2.4. >> Um, >> we got 3 million. >> Trusty Melp Pine Taylor, if there's anything that you need, any information or anything that was previously uh sent to the board uh in other meetings, uh, please reach out to myself or obviously reach out to Superintendent Perry as well for any of that previous information. Yeah, I think we won't know what we we need until we kind of meet and discuss and see what
we can do. Thank you. I appreciate that. >> Very good. All right. Everyone's good with that. All right. I did want to bring back up the fire truck. Um just I know we talked about it. >> It drove. >> We have an update. >> Okay, perfect. I was wondering if we had any updates or any changes to that because it kind of fell off. So, I didn't want it to just be out there. >> So, I reached out to a company in Pennsylvania that specializes in um antique or historic fire trucks. Like, that is their specialty. They um so I had Ricky send them all the information. They were very nice. They did a free appraisal for us. So based on current um market comparables, they estimate the value and it's a it's a window
pretty wide anywhere from 6,000 to 9,000. So we did have a company that was willing to come and pick it up and take it off our hands, but my thought is if we can make $6,000, I'd much rather make $6,000. So, um I just don't know if can schools like I know we post things, but can we post on Facebook Marketplace through Madison, you know, our Madison market Facebook marketplace? I think we can. Um >> even the guy that donated the truck reads Facebook quite a bit. I wouldn't put it on there. >> But I thought no one would >> We have reached out to him. I mean, they've >> he passed on it. >> He has not he has not wanted it back. >> Can you reach out to him? >> Yeah, I will.
>> Okay. Yeah. Was it? Yeah. You'll you'll reach out and let us know. But >> yeah, I'm the one that got the truck. So, but Angel >> was going to have this whole club and everything else without what she did. Nothing. Yeah. >> So, we the the question is we don't know if we can post on Facebook basically. >> So, I I'm pretty sure we can, but Mark's going to reach out to the man who originally gave it to us just to be sure that he doesn't want it back. Um I don't even know how he would get it. like he would have to come and take it. And that's the problem is it is taking up a whole um um thing in our garage where we can't work on >> store that new truck
out there, >> right? We got to store our new truck in there. So um >> French fire truck that doesn't run. >> Yeah. So we really would love to get that out of there so that we can get our garage back. >> You can't just have them push it outside and let it sit outside like a gentle >> for now. All right. Well, >> you got the old truck out there. Might as well. >> Can I make a suggestion? >> Maybe if we tell him we're going to start charging rent for it. >> I mean, >> if he hears we're going to get money for it though, he may want it back. >> I doubt it. Let me just clear with him just to make sure. >> Okay. >> Charging for rent. Storage. Storage rent.
There you go. That's the word I'm looking for. before it does go. I I have to see it because I've never seen this fire truck. I I have to see it before it's gone. >> Come by anytime >> because this still amazes me. >> We do have a lot of pictures I can send to the board if you guys want to see it. >> You want to see it run though? >> No, it does not run. >> Can we scrap it and get one? Right. >> The metal. I don't think so. >> If you can get six grand for it, take it all day. All right. Thank you very much for the updates. All right. Action items. Administration is requesting board of education action to adopt revisions to the following board policies and bylaws as part of the district's ongoing policy review and compliance process. PO 860 transportation PO 5610 suspension PO 4362.01 01 harassment and other prohibited conduct PO 5611 removal suspension expulsion and due process PO 20 2260.01 01 section 504 ADA prohib prohibition prohibit >> prohibition. >> Thank you. PO7440.01 video surveillance and electronic monitoring bylaw 167.3 public participation at board meetings bylaw 100 board operations and governance and December 2025 bylaw updates. These revisions are recommended to ensure continued alignment with current legal requirements, state and federal regulations, and best practices as advised by the district's
policy service provider. It is recommended that the board of education approve the adoption of the revised board policies and December 2025 bylaw updates as presented. Do we have a motion, >> Mr. President >> Trusty Harp. >> I make a motion that the board of education approve the adoption of the revised board policies and December 2025 bylaw updates as presented. >> We have support. >> We have a motion. We have support. Trusty Thompson. >> Discussion. >> Trusty Holder. Um I have a couple and when I was looking through it for bylaw 100 the um word harassment was taken out and I wondered why um there has I'm you guys probably had discussion on that so we would not be privy to it. The other thing was there was I believe it's a typo in the board
operations and governance because it does say that our pay is $30 instead of 45. So that needed to be corrected as well. >> I say we vote to give ourselves a raise while we're at it. >> I don't have the bylaw information. I mean, I have the document that I included in the packet, but I'm not on that committee, so I'm not I don't think I should be the one to change it. >> I'm just asking for info because obviously there was a typo first, but I did want to hear some discussion about the other page. >> What page is that on so I can just pull it up and see? Uh, >> I believe it's 167.3. Hold on one second. Trustee Chimlish, you sent it to me as a Google doc. You think? >>
No, I it's >> it's 100 is the one she's talking about. >> One second. Let me just find >> Laura. I know Trusty Thompson, we had talked about it, so I knew that there were a couple. I believe it's 100, >> but I'm trying to find the page that it's on. >> Can you re restate the bylaw number again? >> 100 >> bylaw 1007.31 >> 167.3 is public participation, >> right? >> And bylaw 100 is board operations and governance. >> Yeah, I don't have the word document. So, if someone can send it to me, >> I have it. I'm sending it to you right now. >> Okay. Because I just have a PDF >> because I I remember reading it and there's a question. >> You said >> um when Scott from Niola um sent
it to me. I sent it straight to you. >> So, I just have a PDF. Now, um let me go back and see if I can find the word document. As for the um $30 versus 45, um there was some confusion about whether or not we could receive $45 or if it had to be mandated based on any type of um legislation or anything to the $30. Um and Scott from Niola was going to look into that. >> That's right. And he I don't think he ever got back with us. I think what I read is that that is what the recommendation is, but state but school districts can choose on their own to pay more to their board if they so choose because I think is what I what I read when I was
looking that information up, but I mean that should obviously be clarified. Um, >> President Harp, would you like me to email Scott from Niola again? >> It's not there anymore. >> Okay. I don't know who else. >> I think we can set our price. So, if you guys want to just agree with $45, I can fix it in the document now. I found the Google sheet. >> Who is our rep now? >> It's not the same guy we had a couple weeks ago. >> I would say yes, please make the change. >> Can you restate what bylaw you guys are specifically talking about in terms of compensation? You said 100. I think it's one. >> Gloria might have it specifically. It's just on this list as board operations and governance. I didn't bring my tablet
to look up our packet that you sent us. >> Hold on one second. Let me just find it. >> I apologize for that. >> Okay. I'm on I'm under compensation. >> U Miss Perry, do you could you send me the email of the person that we would contact at Niola? Um because I am looking >> at a a a law that potentially says we can only get up to 30. So I would like to if that's okay. >> So don't so should we not approve the bylaws tonight and just approve the policies? >> I think so. Yes. >> Okay. >> Should I make that motion? >> Yes. >> Can can I get clarity about the harassment removal? >> What number was what? >> Uh I believe it was 167.3. >> 167.3. >> It was just
the word harassment. It said that the uh and now memory is like the president or presiding person could remove uh someone that is speaking and the word harassment. The others were covered in in other areas underneath it, but the word harassment towards the board was removed. And so I was wondering why what was that discussion? >> You want to see this? Can you pass that down to you want to see what she's talking about? >> I think she's talking >> any wording changes or alterations of how things are worded um were not from us. Gloria and I personally never altered anything. Um we as we did with the policies um the person running it, which was Scott, would tell us like we need to do this, we need to do that. I think she's talking
about the purple section right there where it says that's the only reference to harassing right there um during board meetings. >> Yeah, I'm just reading this to see if maybe it's cuz it's redundant because I know he did that on a couple of them and I guess this is my point. I I was under the impression that you guys were going to have input into the changes. So, if he's just made changes and you and Gloria and anyone else on the committee have not had a chance to look at it to see if you agree, then I'm a little >> Yeah, I never had a print out. >> No. So, >> and I and I'm on the committee. >> Why should we approve it if you guys haven't seen it to >> That's not how
it took place. So, basically, Gloria, myself, and Scott um and Carlos um would be on the FaceTime with Scott. Scott would pull up and we could visually see the policy and then he would show things and we could pick options and he would click the boxes of the options that we said, "Yeah, those options look good." Or he could click to remove something if we wanted wording removed. the only time but majority of it was him saying this must be changed to meet legislation or this is for law. These are legal changes that need to be made. Those were the only things that Scott really kind of heeded because he was like this is law. We need to have these parameters and we're like okay. Otherwise we got to pick anything. Um and then sometimes
he would say these are we recommend these be removed because it's redundant because of XYZ. but we could see the policies on our devices and were watching everything that was happening and picking them. Um, >> I'd have to honestly look at my notes from that committee meeting um to know why >> if you could word taken out. >> Yeah, I'd like to see a print out because I don't remember approving this. >> A print out of what love? request the assistance of law enforcement officers in the removal of disorderly persons when that person's conduct interferes with orderly progress of a meeting. >> Is this the one where he said that they removed it to make it short and neat because it's already listed like that on a different policy bylaw? >> I don't know. But
I >> Let me look at my notes. I don't know. I don't remember this. You guys can send us and maybe just send us >> Yeah, we did this like six, seven, eight months ago. >> So, it sounds like we might not be ready to vote on this one tonight. >> No, I think we should. >> All right. Uh, so we need to someone needs to make a motion to postpone this until the next meeting >> and then we can give us time to to review, look at, and then come back to it. >> Mr. President, >> Trustee Thompson, >> I'd like to make a motion that we table bylaws until the next meeting. Thank you. Do we have support? >> I support. >> Press Kimble. >> Yes. >> Any discussion? >> None. Roll call.
>> Rebecca Chamblas. >> Yes. >> Carlos Harp. >> Yes. >> Mary Hart, >> yes. >> Cindy Holder, >> yes. >> Mark Kimble, >> yes. >> Chris Derek, Alpine Taylor, >> yes. >> Gloria Thompson, >> yes. >> Motion pass. >> Can I request uh I Yeah, I'd like his name, too. Whoever we're dealing with now. >> I don't want anyone's name. >> And Neiola. >> Yeah, I have no idea who to contact. >> So, this is just I'll send this out to based off of the notes in the side of this document that Scott put. I think the reason why that section was deleted was because it was replaced. Whenever something is in green, it was replaced with the section below it. So basically I, the presiding officer, may prohibit public comments. That section is replaced
with that one that says harassing trustee holder is replaced with the presiding officer may interrupt, warn or terminate a participant's session when they make comments that are rep repetitive, obscene, andor comments that constitute a true threat. So what happened was he took that section and instead of saying harass harassing those objective words subjective words he put them with more objective well I don't know if that's a word >> but I don't necessarily agree with what he substituted. I think that's a higher level of degree than harassment and I think that we just need to protect ourselves from people that come here. uh they don't have to threaten our lives. >> No, it says obscene. That's considered harass. If you if you as the president feel like that what they're saying is an obscene comment, harassing
could be labeled as obscene, then you can >> then we have a I for clarity. I just wanted to see harassment left in that was >> repetitive. Isn't that harassment? When I when I hear harassment, I hear um and and we've all heard it at one time or another, especially a long time ago, um where it was personal attacks, and I believe that that is more they they don't threaten your life, >> but they it does go on to say, for example, statements meant to frighten or intimidate one, that is considered harassment, where you're trying to make a statement to me to intimidate me. So, I think the reason just based off of how I've worked with him and policy in the past is what they're doing is that they're allowing language in the the
bylaws to to be under a larger umbrella as opposed to just this smaller one. That's just my thoughts based off the notes. >> Trusty Campbell. >> Um, Trusty Thompson. And again, I have to look at my notes, but I vaguely have a reme a memory of him saying harassment was I feel like he said harassment is up to the present, like the president's interpretation. And so it made it where people could be, you're harassing me, you're getting kicked out. So he put the wording in there that was more legally definitive and not as wide to be interpretated by the president because remember he made the comment and we were talking about it that you don't make policies based on your current employee or the best employee. You protect the organization from the worst employee. So
harassment was open to interpretation and a board president could basically say what one person does is harassment while what another person does isn't. But I'd have to check my notes. But I'm I remember this conversation with him. >> Yeah. But I think I think you could leave both words in. >> It it's under the interpretation of whoever's running the meeting. I mean harassment is a word that everybody understands. >> I mean >> so do we want to we can come back to this at the next meeting right >> when we when we it comes back up for discussion >> right >> if there's any uh recommended word changes then let's have that ready at that time because I don't think we're gonna we're gonna come to a consensus on that right now. >> Nope. All
right. So, are we just going to table to the approval of the policies? >> Can we just amend the motion to just approve the policies only and not the bylaws? >> We need to postpone. Um, we made a motion to postpone >> just the bylaws. >> That was just the bylaws. >> Okay. >> I'm sorry. Can I just give one more comment about this and we can move on just because it's bothering me and I need I did research on it. So it says that the Neola has backed away from using the word harassing because courts have increasingly held that terms like harassing, offensive, disrespectful or annoying are too subjective. What feels harassing to one board member may be protected polit protected by political speech to a court. So that is why the word harassing
has been removed and replaced with the new language. Sorry because it may not uphold in court. Right. So we did make a motion to postpone the one section. Do we have a motion to approve the rest of it? Pres president Hart. >> That's trusty older. >> Um, so we're gonna So the motion right now is to approve the 86000 through uh 7440.01. >> Yes, >> I don't have a problem with that. If Trusty Thompson and Trusty Kimble, who made the original motions, um don't mind the uh second the change. >> I'm okay with that. >> I I think there was I just wanted to check on the wellness one. I I was just talking to Rebecca about it. Um they there might be some outdated information I because they said they use the my plate
term, which I don't think is valid anymore. I think that was just changed for the nutrition. So, we might want to look into what the new wording is on that one. >> So, in that case, >> which uh which PO was that one? >> I'm sorry. >> Which one was that? The >> Oh, that was the I just had it. That was the uh wellness one and it was on page I don't know what page this is. Um, but it was number nine and it said, "Nutrut education posters such as the food pyramid and USDA's My Plate will be displayed in the cafeteria." I think they just, do not quote me. I think they just changed the My Plate. So, what you're looking at, those are the January updates. What we're So, those are the
ones. If you tell me what we need to change, I can update. That's the first read. This set apologize. >> Yeah. This set is the read that we've done in J in December. >> I thought this was part of I apologize. >> Can you tell me that though so I can make sure? >> Yeah. Yeah. Um it is the wellness um >> what number nine? >> Yes, number nine on there. >> What policy number? >> I think it's 8510. >> Okay. 8510 wellness. And what are you referencing that I need to make sure of? >> I believe, do not quote me, but I thought they just put a new recommendations for nutrition out that doesn't include the My Plate anymore. >> Okay. >> Um, but I don't know what it's called. I apologize. Um, but
it was it's very new. Okay. I'll look into that one. Okay. We're going to move forward with 6C and not include bylaws, just adoption of the PE policies. Okay. Just want to make sure. >> All right. Do we have a motion for the policies, not the bylaws? >> Rusty Holder. >> Mr. President, I support that. Very good. Uh, do you support or do you make the motion >> on the table? >> Yes, there is. Okay. We just needed for uh Trustee Kimble to uh approve the um >> which I already did. Yeah. >> All right. >> Okay. I didn't hear it down here. Sorry. >> All right. Very good. Roll call vote. >> Rebecca Chamblas. >> Yes. >> Carlos Harp. >> Yes. >> Mary Harp. >> Yes. >> Cindy Holder. >> Yes. >> Mark Kimble?
Yes. >> Christa McAlpine Taylor. >> Yes. >> Gloria Thompson. >> Yes. >> Motion passed. >> Right. Very good. Next item. Approval of agreement with AMAR Development Corporation for student pickup location for semester 2. The administration recommends approval of the continued partnership with a March Development Corporation of a subsidiary of New Bethl Missionary Baptist Church Incorporated. This agreement allows Madison District Public Schools, MDPS, to utilize the church's parking lot as a designated pickup location for students residing in Pontiac during the 2025 2026 school year, semester 2. This collaboration has provided safe and reliable transportation access point and supports equitable access to educational services. the agreement. The terms of the agreement remain unchanged from the 2024 2025 school year with no additional cost to the district. It is recommended that the board of education approve the agreement
with a March Development Corporation for continued use of the parking lot for the student pickup in Pontiac for the 2025 2026 school year at no additional cost. Do we have a motion? >> Mr. President, >> Trusty Harper, >> I make a motion that the board of education approve the agreement with Armarge Development Corporation for continued use of the parking lot for student pickup in Pontiac for semester 2 of the 2025 2026 school year at no additional cost. >> Do we have support? >> Support. >> Trusty Holder supports. >> Discussion. >> Mr. President >> Trusty Thompson. >> I I remember us talking about looking for another location. Whatever happened with that? >> Um I emailed Meyers. I've emailed um multiple places trying to get a hold of people to see if anybody would be willing. I
drove out there. There's very few parking lots. Honestly, I think it's a bad situation in the sense that the price keeps going up every year, but I really don't think the administration has another choice unless magically Myers gets back to us, which they have not. >> I don't know if anybody else happened to try anything. Any other discussion? >> Nope. Okay. 085me and Mary, we did that one virtually because they still had that for January. Um the next one will be in person fun times. Uh but I did um I did have a couple takeaways. I've already presented that to Superintendent Perry. Um and I got uh confirming that you know what I was able to confirm things that caught my attention. We're already doing which is awesome. So, uh, one item that came up was category, uh, funding, which I knew nothing about until the meeting, which was cool that I learned something and I asked about it and turns out she's already doing it. >> Superintendent Perry's already doing it. So, awesome. I was able to get some updates on some uh I'm not going to uh give away the thunder, but some, you know, possible grants.
So, it made me happy. So, uh, definitely it was worthwhile for for me to attend that, uh, that committee. Um, Trusty Mary Harp, did you want to add anything to that one? >> Nope, you covered it. You're good. >> Awesome. All right. Next one. Parks and Recreation. >> Um, we have not had a meeting, but the parks and wreck has um hosted community meetings just kind of um working on their five-year strategic plan. We finished our last strategic plan two years early, completing everything on the list. Um they did a survey sent to every home and also available online and on Facebook asking our community um having all the different parks and areas listed and asking everybody to vote and kind of tell them what they would like to see because what one little subdivision
might want basketball, maybe a different one wants pickle ball. So, they asked everybody to vote and on our um CNG newspaper that should have gotten delivered to your home, I think in the past week, um there is a whole article about the 5-year strategic plan. So, it's um pretty exciting. But they do break down um the the traffic work on John R and Dwinder and the plan for things like that. So, a lot of lot of work is coming. Did you say dquender? >> Isn't that how you say it? >> Yeah, I think just because we all like most of us live off the quender. So, it's like >> Okay. >> I was like, did I say it wrong? >> No, no, no. I say a lot of words wrong. >> No, no. Fun times.
Fun time. No, I'll be I'll be happy with anything that that comes up our roads. >> Awesome. Thank you. >> Absolutely. >> Finance committee. uh finance committee met the second Wednesday of last month. Um we basically discussed the amendment um budget amendment number two. Um do you have anything to add to that Cindy? >> I don't I think that was pretty much it. >> Superintendent uh Perry had kind of done an overview. Is is that was there anything else that you wanted to be added to the record? the overview, the document I shared with you guys. >> That's pretty much >> That was it, Ebony. It was just the budget amendment >> one. Let me just check. Um, so we did come up with like a common agenda. Is that what we Yeah, we did.
Yeah, we do have a common agenda that we're going to look at every month. We're going to look at um grant updates, local revenue updates, state revenue updates, f federal revenue updates, ISD revenue updates, and state aid updates. So, there's going to be an ongoing agenda that we just discuss every meeting so that we can always just make sure we're covering the basics. Okay, that's all. >> Very cool. >> Thank you. Enrollment committee. >> we haven't met lately. >> I do want to give an update. So, we are trying to work on a new enrollment campaign and the title of it is students first. So, we're working with someone in collaboration with summer discovery. The application for summer discovery has opened up today for Madison District Public Schools. So, if you're watching and you live
in Madison Heights or you have a student in Madison District Public Schools, we are accepting applications for Summer Discovery, which is our five-week program. A good thing this year is that last year you had to be in kindergarten in order to register. This year, we can take four-year-old preschools and GSRP students. So, that's a good way for us to keep our GSRP students where they just go right from GSRP to summer school and into kindergarten. And we are excited to offer in March we will open the enrollment to everyone across Madison Heights. We're thinking about sending the mailer out to Royal Oak Landfare District um just to let everyone know that we have this amazing program. Our goal is to get 500 kids and if we get 500 kids, we will definitely receive all of
our grant money. So hopefully through those kids, we will get some enrollment for the school year. I've had families I've had two families out of district already reach out about when is the application is going to be open for out of district kids, but we really want our Madison Heights families to take advantage of early enrollment so we can fill the seats with local member community members and then we'll go outside afterwards. Very cool. That's exciting. Thank you. Uh, who's on the enrollment committee right now? >> Me and >> I don't know. >> So many committees. >> We might as well just have meetings. >> I I used to have a friend, but I don't know where they went. Like, I don't know who's on the committee with me anymore. Could we possibly next week
when we talk about goals and when enrollment comes up we can revamp the committee >> because I think it was another board member who was on it and then >> Melissa >> Yeah. and then that board member left and then it kind of fell apart. >> I thought I went to one or two meetings but like I'm not sure I was ever on it. I just think >> so when we talk about goals next week maybe we can reestablish that committee. >> Yeah, definitely have time. >> Awesome. Thank you. bylaws and policy. >> I think we already >> I know we talked through all that. >> Pretty much discovered. Yeah. >> All right, we're good with that one. >> All right. Human rights and equity. >> Um it is African-American history month and the library
as well as the HRC committee um is doing different activities. You can find all the information to the different activities on the website or on the Facebook page. There are reading there people are coming to the library to read to children ages 14 and under um historical books as well as um um educational little seminars where they're going to speak to children. So there's a lot happening in Madison Heights for this month. And so I strongly advise anybody with children to go to the library as well as HC's Facebook pages and their websites. >> It's too much. >> Awesome. Thank you very much. And board comments. Forgive me. It's already been a long me and brain freeze. Do I just go right down the row or start? Start anywhere you like. >> Okay. Um, >>
I'm going to start with Mark and then work my way down and I'll go last. So, >> Trusty Kimble, >> I hope everyone's having a good winter. I know it's nice and cold out. Looking forward to summer. Thank you. >> Thank you. >> I'm going to reiterate all that. I'm tired of the snow. It's pretty up to a point, but you can ask Harold. He's tired of shoveling, too. So, I hope everybody has had a good winter. It's time for spring. >> Um, I wanted to say, um, first, our budget amendment's amazing. Seeing the general fund at 9% is insane. I didn't know I honestly didn't think we'd hit that number for a year or two. I really thought it was going to be a slow, gradual climb. So, I just want to say that's
phenomenal. Um, I've seen the way you guys are cutting the budget inside the buildings with the classrooms and the spending and the different things and and truly it seems like the kids are getting more, but somehow you're saving money. So, I don't know what magic is happening in the admin building, but it's working and you guys are doing phenomenal. Um, and I just wanted to say, um, our community had something, you know, one of our, um, children from Madison Heights went missing last night and for a very scary 8, nine hours, >> um, he was unable to be located. And I just wanted to say thank you so much to the Madison Heights police and the police from all the different cities in Oak County that came in and search and rescue and the FBI
and the chief of police and everybody who immediately dropped everything to search for this um little boy. And he wasn't a Madison student. Um but it was um truly beautiful to see um within minutes Miss Perry and Ricky Malik who is our uh facilities director and um handles the athletic director position. Um Ricky was in the parking lot. He had the football field super bright, all the lights on just in case the lighting might help. He they immediately opened up the elementary and the high school to the police. The elementary used parking lot became the command center. And there were hundreds of cars just bumper to bumper in the streets, people standing on the corners with twirling lights hoping to catch, you know, a child's attention if he happened to walk by. Um, everybody had
their car windows down playing John Denver's song, Take Me Home, which, you know, is very, um, enticing to this young man. And I just think that a lot of things, you know, are going on in the world, but last night for, you know, seven, eight hours, um, we were one giant family and it was truly beautiful. And I am so proud of all the staff at Madison who immediately ran to the school. We had bus drivers coming here who were going on Facebook saying, "I've checked all the buses. We're clear. Ricky's checking the fields." before anybody had even started really asking them to like I'm talking 3:45 4 o'clock like as as whenever that first alert went like what 4:30 actually I think 4:30 within minutes Christie was like I'm at the high school checking
the buses to make sure he didn't get into one making sure everything's clear and Ricky was immediately at the school and I just wanted to say that that speaks volumes not only for the um compassion that our staff hold but also the fact that they will drop anything for a child. And I truly truly just want to say thank you to everybody and thank God that that young man was uh found safe. So thank you to everybody from the bottom of my mama heart and my eagle heart. So, I just want to reiterate that. Um, I was out last night as well and the amount of people in the community was just brings the tears to your eyes how much people cared. Uh, and we're talking like, you know, on that side of 11 Mile,
on that side of Dwinder, like everywhere people were um on foot in the car, you know, even looking out their their windows and checking their um backyard. So, I just thought that was Thank you for bringing that up. I I was going to bring that and you just said it more beautiful than I did. >> Thank you. So, um, yeah, and also you guys really well done on the budget. Like, that's fantastic. I I'm so proud of you. >> That was amazing. >> Thank you. >> So, my comment is directed actually to the parents and taxpayers in the city. So, I I uh answered somebody on Facebook and I have invited parents and taxpayers to show up at our meetings if they have concerns about this board, about how anything's done. And so my first
thing to tell you is nobody on this board. We are not the board from 2019. Do not compare us from before COVID. Whatever happened is bygones. If you have an issue, you can't go to one board member. We you need to come here and speak to us. You can send us emails, but And I And I got an excuse back. Oh, no. I can't come say anything because you won't listen. That's You know what? That's the biggest excuse I've ever heard. If you're a taxpayer or a parent, it is your duty or obligation to show up here and talk to us. And if you don't like what we're doing, it's your obligation to run for the school board yourself. >> Yeah. >> Thank you. It's >> hard to follow all of that. I'll just say
uh that I look forward to seeing everyone next week for goals meeting. Good night. Oh, >> let let me go last. Yes. Sorry. Sorry. Sorry. Ending it. >> Like I'm out. >> I was going to make that motion. >> Mr. President, no further business in front of us. I make a motion. >> Carlos to make his comments. >> He's the president. He didn't get the comment. >> I absolutely want to thank the administration. Uh, seriously awesome. my notes already been said, but awesome. Thank you for all the hard work that y'all are doing. Um, not everyone sees what's happening behind the scenes. Um, I am bothering Miss Perry all the time and she is absolutely responding back to me all weird hours of the the night and weekends. You know, I I don't expect you
to respond to my word hours, but I appreciate it. So I I truly and I imagine the rest of the board feels the same way. We do appreciate what the administration is doing. So I want to thank you all first. Uh I want to again thank the board because we are a good board. I've said this before. I'm going to continue to say it. We don't have to think the same way and we don't. And that is good. It's good that we have different perspectives. We bring different things to the meetings and I sincerely appreciate that. I don't look at any person or personality as a challenge as something that's bad. I appreciate what everyone brings to the maidens. Um and then because I can't go any better than what what has been said. Um,
it was very awesome last night seeing the support of the city. That was truly amazing and I'm I'm glad everything turned out well. >> Well, yeah. >> And again, I would love to see some parents staring back at us, parents, teachers, uh, community, taxpayers, anyone. I would love to see more people in this room than what we have. I appreciate the people who come here, but I would definitely like to see more. We absolutely value the input of the community. It makes a difference. It absolutely makes a difference. And I I'm heartbroken for anyone who thinks that their voice doesn't matter or if they feel like they can't speak to us. That's that's very heartbreaking and it's absolutely not true with this board or this administration. So there is absolutely someone up here that someone
can reach out to and talk to. So please come say hi to us. All right. Thank you. All right. Uh >> what's a quick way of doing this? >> I'd like to make a motion to adjurnn. >> Support. >> All in favor say I. >> I. I. >> All post say nay. >> All oppose say nay.
