This time allows parents and community members to share their thoughts, ideas, and concerns about school related topics directly with the board. Anyone wishing to speak must complete a request form and submit it to the board secretary before the meeting begins. Each speaker is allowed at three minutes. Comments that follow these guidelines are accepted and considered by the board. Public comment is more than a formality. It is one of the ways the board gathers input to make decisions in the best interest of the students. Community voices help shape policies, programs, and priorities that support student success. While board members cannot respond to comments or engage in dialogue during meetings, concerns may be referred to the appropriate
003administrator for followup. The board also works with district staff to ensure that community questions and suggestions are addressed. And I would like to add this collaboration between the board and public strengthen our ability to fulfill our mission to provide a rigorous curriculum that engages every student regardless of their current academic level in a safe, supportive, and nurturing environment for all students. So, I just wanted to point out the um hypocrisy and insanity in making Mr. Kimble um vice president when for many years multiple of you on this board, including the two to my left, have said you would never in a thousand years ever allow Mr. for Kimble to be an officer or have any power on this board. Again, um those are quotes you guys have both said repeatedly. I mean, you can do with it what you will. When pres when he was president, Mr. Kimell approved payouts to administration without bringing it to the board. He had repeated conflict with community members. Hundreds of families left this district stating their reason why they left was because of Mr. Kimble and he has had he when he
008ran for election and was challenged, he did not get elected. He was only able to get back on the board when nobody ran against him. And it has been a constant issue with tons of families stating they would never come back with him even on the board, let alone as vice president. So, um, once again, this shows the backdoor secret planning and plotting of adults acting like middle schoolers. And, um, I find it comical because the two of you said, "Never in a thousand years would you allow it." I wanted to take this time during our administration report to take a deep dive into the update for the policies and bylaws because I know every time we have the read, we really don't go into it and I want the public to know what it is that we're updating. So, everyone, here is a packet of the second read of the policy and bylaws that we're updating today. So, if you can take one and pass it down. I didn't make enough. I'm sorry. Okay. And if you have a full packet

So basically what you what you guys have is about 40 pages of policy update and it starts on page 80 and I just want to go through what the committee and I updated so it can be on the record. I'm just getting to it. Sorry. So the first policy is PO7440.01 01 and anyone on the committee if you want to jump in just let us know or just jump in and add your input. This one was on video surveillance and electronic monitoring. So when we had our meeting with Neiola, which we
012have another rep that we're going to meet whatever the committee um members decide tonight, we're going to meet Wednesday with the new Niola rep. So basically this policy is about what we are allowing in terms of recording. This was huge for us to update with the addition of drones in the area. So if you look at this so you can understand anything that's stried out that is language that was in the previous policy and anything that's checked is the language that we're adding and based off of the recommendation from the Neola policy. So the first one was on video surveillance and electronic monitoring. are we got good with moving on to the next page or So the next one was policy PO 5343 and this is regarding physician order for scope of treatment for services.
013So basically when we have a student in order for us to provide support to that student we must have information from a physician. So these are things I don't think we had this policy which is why nothing is really updated. It was just something we never adopted as a school. And for in school districts, we call these medical action plans. So with these plans, we work with the nurse and then come up with whether it's checking someone's sugar levels and administering different types of medicine and only we can administer medicine if we have this plan on file. >> Is this in a like kind of like a 504 or is it like a separate entity? Okay. >> So it has nothing to do with instructional time or modifications. is all about how to treat this
014kid based off of their medical condition. So if we have someone who has asthma, they cannot keep the medicine on them. They must keep it in the office and then the nurse trains the staff member, whoever is responsible for it and they come down and take the medicine in the office. >> Thank you. But in the event, so like we have had where we had kids who have like seizures. If there's not a medical action plan on file, we immediately call 911. So you may get complaints about us always calling 911, but we have no option. We cannot administer medicine to a kid without a medical action plan on file. The next one is PO 5342. Um this is regarding do not resuscitate orders for minor students and it just says that in the event
015a parent has this on file um they must h send it to me and we must put it in their file. But as a nurse and as a school it's our obligation to save any life as long as we have the training. So we try to make sure staff members are CPR certified. First year staff members are required to have CPR training. So, we have about 25 to 30 staff members in the districts who are CPR certified. >> Yes. >> Um, two, how often do we require them to show proof of reertification? >> Oh, two years. >> Every two years. >> Keep up with it. >> And then you said there's like 2530. Why not just do all staff? >> Expensive. >> It's very expensive. >> Yeah. Okay. So this this policy it it was
016just mindboggling that we had this. It's just a representation of how much educators are pulled. We're not just responsible for teaching math, science, social studies. We're responsible for so much. And I think when we had this call, I think Gloria, you were on the call, too. We were like, what? Why is this in the school district? So next one is PO5341. This is the emer medical emergency medical authorization. So this talks about the medical action plan or the medical action form that we required to have on file and it just removed the last sentence. E2260.01 01 this is about uh requiring us or making sure that we do not discriminate based on on 504 plans. So I don't know if you guys are familiar you could have an individual education plan that's if you have
017like any type of learning disability but if you have a disabil or an illness that prevents you from coming to school every day then you can get a 504 plan. So basically that says attendance won't count against you and we will make every measure to accommodate you whether it's sending a teacher home. So this just basically says we're not going to discriminate against those plans. Next one is PO8600. This is regarding transportation. Basically we just removed some language. If you can see, they kind of like strike out a couple things regarding age, regarding um I think it was just minor language change here. Nothing major. Um next is PO 56611 [snorts] regarding due process rights. So they basically just went through and added language and removed language. Nothing major, just couple sentences. Next one is
018PO5610 regarding suspension and expulsion. This just basically says that, hey, these are the factors we're going to consider. They removed a couple sentences and just made us identify who's going to be responsible for different things. So if a kid is expelled, that will happen through the board office. In the event they want to appeal, they appeal to the superintendent and if it goes further, then it will come before you guys. Um, next one is I'm on page 106. If you lo if I lost you, next one is PO4362.01. This is just saying that actually they just removed two words regarding threatening behavior toward staff members. So if you can look at the bottom, the last time this was updated was 2009. So from 2009 to 2020, they wanted us to just remove two words. And
019then the next page 107 through 116, these are the bylaw updates. I was not involved in that process, but does anyone else on that committee want to take it over from there? >> What was the question? >> Um, the bylaws, just giving an overview [snorts] of what you guys worked on. >> Um, so Trusty Thompson and myself worked on the bylaws with Scott from Neiola. [snorts] Um, we've we made very little changes. Um, I don't believe we changed any of the definitions. Um, we did change some wording on voting on page 109 where it says that a vote at a meeting um to accommodate the absence of any member of the board due to military duty or for any other purpose permitted by law. Um, and we remove some wording um for the philosophy of
020the board on page under uh section B. We just added for all students to be make sure everybody knows that this means for everybody. On page 111 for bylaws and policies, we altered some wording and removed some. You can read that just to make it not only comply with laws, precedents, but also to make sure that the wording was inclusive, easily understandable, and everybody was able to read it. page 112 under compensation. Um that is a new proposed bylaw. Um on page 113 under regular meetings um just changed wording removed um cause to be and made it post for about uh posting organizational meeting notices. [snorts] on page 114, um we just removed some wording and altered it. And then we changed um that the agenda would be mailed to board members no later than
021five business days prior to meetings instead of only two, which generally the administration building here is very good. we get it, you know, Tuesday or Wednesday, but it's just it used to stay two, so we could have gotten it. You know, we are trying to get it a little bit longer, give people longer chances to research, make sure they do their due diligence, um participation at meeting. Um, we just cleaned it up a little bit, removed um, everything under presiding officer and then re chose different ones with better wording just to be more representative of our district. In 2013, we switched companies. And just to let you know, every time you switch companies, there's a cost that goes along with switching companies. I don't know why but they have to translate the documents to their theme. In 2013 through 2015 16 we had a company called AR Abraham and Gaffne PC. So in 20134 there was no findings. In 2015, there was something called a material weakness, but it necessarily wasn't a finding, and it was regarding uh segregation of duties and supervision review, cash receipts, approval of time sheets, unfavorable budget variances, and something about a source program. In 2016, that same company had additional
061findings regarding the same thing. In 2017, that's when we went to Yo and Yo. There were no fi findings. However, in 2018, that's the year that Yo and Yo had the MDPS had the worst audit year in recent history because there were a ma there were major findings that were reported in accordance to school code 200516A. I really don't know what that mean. However, in this particular audit, this is the one where they had all the findings. 2019, we switched over to plant manoran. We had plant manoran from 2019, 2020. 2021 there were findings in from plant manoran. Then 2022, I think we switched. I'm not for sure, but we plant Moran let us go. I don't know why. And then that's when we switched to Raymond in 2022. After we switched to Raymond in
0622022, that's when we did not have any finance um staff. We ended up outsourcing our finance department to Raymond who could no longer do our audits. And then they switched us to a company called Rosland Prestige and Company in 2023. Once that company saw that we were no longer working with Raymond, they said that they would not take us on anymore and that's when we went back to Yo and Yo, >> I see Mary Hart. >> So I I understand and this is just my point of view. I understand that we had agreed to a one-year term. However, we ended up with a three-year term. If I get this right, if we don't approve this, then we leave ourselves in a problem for the rest of this year. >> But we can look for firms

So that allows cities and municipalities to not have a large upfront cost. One of the options I thought was that we can just contact like the GM dealer. If you go to the um item B on the I'm sorry item 7B on compensation we took out a sentence. I don't know why but then item two C two we talked about the earn sick time act. So as the changes in the law,
144the earn sick time act require that we all have a certain amount of days. So the same thing with teachers contract, they get their sick days. Also, this is where we had the negotiations. When we talked about moving forward with vacation days, it says that I can carry over up to 12 and a half vacation days to the next year, but I can never bank more than 46 days in my bank. The superintendent at any time with approval of the board which shall not be a reason unreasonable can cash in vacation days in her bank. I do want to make it for the record. Um I also talked about tuition reimbursement and the conversation came up well no one else get tuition reimbursement. No teachers get tuition reimbursement as well. I don't have a car
145allowance. I don't request for mileage. I sacrificed a lot financially for the district, which is why I asked that I'm able to cash in my vacation days at any time. Prior to this, the vacation days were only able to be cashed in in June. So, this is what we negotiated when we had our close session. The only thing that happened was there was a clerical error where I did not upload the right contract because all of this red stuff was not it did not transport to a PDF. >> Thank you.
