Public fund fundamentals. Public adequate is a vital part of how Madison District Public Schools operates. The board of education values hearing from parents, staff, and community members because these perspectives help guide the district toward achieving its mission. A period known as public comment is set aside at every board of education meeting. The time allows parents and community members to share their thoughts, ideas,
and concerns about school related topics directly with the board. Anyone wishing to speak must fill out a request form and submit it to the board secretary before the meeting begins. Each speaker is allotted three minutes. Comments that follow these timelines are accepted and considered by the board. Public comment is more than a formality. It is one of the ways the board gathers input to make decisions in the best interest of the student. Community voices help shape policy, program, and priorities that support student success. While members cannot respond to comments or engage in dialogue during meetings, concerns may be referred to the appropriate administrator for followup. The board also works with district staff to ensure the community questions and suggestions are addressed. This collaboration between the board and public strengthens our ability to fulfill our mission
to provide a rigorous curriculum that engages every student regardless of their current academic level in a safe, supportive, and nurturing environment for all students. Do we have any requests? >> Yes, ma'am. >> For uh Carolyn Rock. >> Carolyn Rock. How are you doing? >> Good. Okay. So, hi. Good evening, members of the board. Uh, my name is Caroline Rock. I'm a fourth grade teacher at Madison Elementary. I'm here tonight because I was told this morning that my 19 students are about to lose their classroom, their routine, and the teacher that they've trusted since the first day of school. Um, I can't stay silent about that. This morning, I was told that my class would be dissolved and that my students will be split amongst the other fourth grade rooms, raising those classes to nearly 30
children in each room. This isn't a small change, and larger classes means less attention, more stress, and fewer supports for the kids who are need us the most. We're already stretched thin, and this decision will stretch us even further. This is happening because our technology teacher resigned, and instead of filling that job, the district chose to eliminate a classroom halfway through the school year. That would mean me moving rooms over break, writing an entire curriculum from scratch, and only seeing the students that I've grown to love for one hour a week after learning their stories, earning their trust, and building a safe study classroom community. That would be heartbreaking for me and for them. But there are reasonable solutions. Extending elective periods slightly, and allowing students from self-contained classrooms to join general education electives would
allow us to reach our elective minutes goal, free up two hours of time, and support inclusion, something that we've been striving to do all year. These are simple student focused choices that protect stability. I want to say this very clearly. Um, this is the exact kind of decision that drove so many great teachers away from Madison last year. When teachers feel unsupported, shuffled around, or treated as interchangeable, they leave. And it's not because they want to. It's because they feel they have no choice. Families see this as instability, too. They see teachers leaving classes, dissolving in constant changes. And many are deciding to pull their children out of Madison schools for this reason. These choices are not affecting just this year. They are long-term health and reput reputation of our district. The school is more
than a building for these kids. It's their safe space. It's the place where they feel known, understood, and cared for. Splitting them up in the middle of the year, separating them from their teacher, and adding them to crowded rooms is not just disruptive. It's extremely harmful to them. It breaks trust that we work so intentionally to build. I love my students. I know their strengths, their fears, their hopes. I know what they want to be when they grow up. Hearing that I may have only three more weeks with them broke my heart. And no child should have to leave their classroom community like this. I'm asking to please reconsider the decision, choose a solution that protects class sizes, preserve preserves stability, and puts students emotional well-being first. Um, if this option is not considered, then
let that be a reflection of the district's financial priorities, not Madison Elementary and the dedicated staff within it. Thank you. >> Do our best. Thank you. Next up is presentation of awards. >> Thank you. So this evening we are going to honor students and staff who have a growth mindset. Um one of our core missions or values is to make sure that we're we're 1% better every day. So we're going to start with um let's start with Madison High School. Good evening everyone. Good evening. Um so our growth mindset award um tonight um is for consistently striving to improve, embracing challenges, and showing that even small steps each day lead to big growth. We are honoring our 10th graders this month. All right, we will start with Eden Morrison. Come on up, Eden. All right,
Eden. So, here are a few things that your teachers and the staff at the high school had to say about you. Eden is a kind student who keeps our English class alive. So, you can guess who said that. Even on the tired days, she is the first to jump into discussion with smart, thoughtful ideas. She brings energy, insight, and effort every single day, and we are so lucky to have her. Eden has an amazing um turnaround or has had an amazing turnaround in Spanish this year. She's very focused. She gives her best effort at every day day in and day out in class. She has a very nice personality. I am so proud of her and it is such a joy to be her teacher. Eden is an amazing student in my algebra 1 class.
She is focused during class and does well on all of her assessments. She works really well with others and she is an excellent role model for eighth grade students in the class. And lastly, Eden's turnaround in school has been outstanding. She is a great student, an advocate for herself and friends. She is always happy to help anyone and tries her best to make everyone um around her okay. Uh she is a ray of sunshine and has grown to be successful academically. So, congratulations Eden. Yes, you are welcome. You're welcome. >> All right. Next, could we please have Devon Cargile come on up? >> All right. Here, hold that right here in the center, my dear. All right. From your teachers, Devon consistently delivers fantastic work and always gives his best effort. His dedication and focus
make him a standout in our class. Devon has self-awareness to know how deeply he understands a lesson and works harder when information or processes feel fragmented. He asks amazing questions, is so great at verifying his misunderstanding if needed to cement mastery or to catch up on any misconceptions. Anyone lucky to sit next to him finds out really quickly. He is so good at explaining things to others. He towers tall in our classroom like a lighthouse of knowledge and his classmates respect. He has a low tolerance for any non-h hardworking students. He is a reliable friend and a rational leader. I am not surprised that continues to impress all of his teachers. He is intelligent, hardworking, and a joy to be around. He has strove to improve his academic performance so much from 9th to 10th
grade year and always has a very positive attitude. He is goal oriented and inquisitive and a leader in the classroom even if he doesn't realize it. He gives thoughtful insights and produces quality work every day. Kudos brag. And then uh our growth mindset award um going to our Eagle staff of the month is uh Mr. Ketchum. So we'll just say a few. He wasn't able to make it here tonight. Um but um we are lucky to have him and our staff. We can see the artwork his students produce that he showcases. Every time we've been in his classroom, his students are engaged in such a variety of projects. We love getting the chance to catch up with him and have him provide so many perspectives that we would that our students would not see otherwise.
He showcases his student artwork all the time and based on the art they've created, it's clear his students feel free to express themselves on a deep level. Um, okay. Uh, I love getting the chance to catch up with Mr. Ketchum. He always makes me laugh, provides positive perspectives, and uh, I probably wouldn't have seen otherwise. Uh he also showcases students art all the time and based on the art they've created it's clear that his students feel free to express themselves on a deep level. So congratulations Mr. Ketchum. One more. >> Okay. Uh Mr. Ketchum teaches his students to change the way they think about art to allow them to believe they can create art if they practice and try. To know that mistakes help them learn and that learning takes time and determination and they
are not expected to create the best piece of art from the start, but instead knowing that learning the creative process is a journey and an adventure where you create, experiment, make mistakes, and encounter failures. He has reworked his class this year to inspire students to examine their own creative approach for each project they complete. Bravo. >> Thank you. Thank you. We have Principal Jones from Wilkinson Middle School. Good evening everyone. Good evening. I am here from Wilkinson Middle School to present our growth mindset awards. And our two scholars are Justin Wortherspoon and Kristen Sasser. I think I seen Kirsten. Come on up, Kristen. Kristen is our bright and shining seventh grader. She is a friendly smile each and every day that she enters the building. She always is very kind to others. She makes good
friends. She makes good decisions and she is absolutely getting 1% better each and every day. Um she is a performing arts student as well. She plays the band. She is always timely to each and all of her classes. She asks questions and she's always prepared. She's in school basically every day unless she's not feeling good. But she is a joy to have in each and every class. So today we honor you with this certificate for consistently striving to improve, embracing challenges, and showing that even small steps each day lead to big growth. Here you go. Justin Witherspoon is not here, but Justin is just a joy. He's a very sweet young man that um is been a longtime resident of of Madison Heights. He's gone through the elementary school as well as the middle school
and he is also a joy. Our um growth mindset award for our co-worker of the month or employee of the month goes to Mr. Michael Caruso. Mr. Caruso is not here with us today. Mr. Caruso is a member of Madison District um fine arts department. Specifically, he's our art teacher at Wilkinson Middle School. The students absolutely adore him. He brings all kinds of innovative projects. He's working with our CTE program. He is also um um submitting submissions to Scholastics for our art and some of our students from Wilkinson art is on display at Oakland schools due to what he's doing in our classroom and today we honor him for the growth mindset award. Thank you so much. Good evening. This month we honored third graders at Madison. Um my third grade teachers couldn't be here,
but I do have words uh to share about their students. Um unfortunately, their students were unable to make it. Um as well, our first student that we are honoring is Gunnar Johnston. Gunner was chosen as one of the students of the month for his resilience and positive attitude towards learning. When faced with a challenging new task or a difficult concept, Gunnar never gives up. Instead, he embraces the struggle, ask thoughtful questions, and sees mistakes as stepping stones toward mastery. He consistently looks for small ways to improve his skills and review errors. Beyond his personal commitment to improvement, Gunner is always offering to be a peer mentor. By helping his classmates master new skills, he not only lifts up the whole class, but def deepens his own understanding along the way. Gunnar inspires all of us
to believe in the power of perseverance, demonstrating that success is achieved by embracing a growth mindset and striving to be 1% better every day. We're so proud of Gunnar and glad to have him at MES. The second growth mindset award goes to Paula Aendano Lopez. Paula consistently grows in the classroom with her peers every day. She is becoming an independent learner and a wonderful student. Paula is willing to listen to what others have to say and takes into consideration everyone else's ideas and feelings. Paula is flexible in the classroom and is always willing to go with the flow and put her best foot forward no matter how tough the challenge. It is so important that students learn to understand different perspectives and that is what Paula does every single day. Way to go Paula. And
then our employee of the month um was a team this time. Each month it becomes more and more difficult to select just one person to highlight at MEES because truly every single member of our staff is working incredibly hard showing up for our students and collaborating as a united team to ensure that every child receives the best possible learning experience. and I am incredibly grateful for them all. But because this focuses on growth mindset and being 1% better each day, um there was one team that stood out. When we think about what it means to embrace continuous improvement, take on challenges with determination, and lean on teamwork. A specific group came to mind. Our third grade team has absolutely embodied what it means to grow, learn, and rise together. They consistently collaborate, ask questions, seek
feedback, and jump at opportunities to improve their practice. Their willingness to stretch, reflect, and push themselves forward is inspiring. Despite stepping into big shoes, they have fit seamlessly into our school family and are already making a tremendous impact with their students. Their classrooms are joyful, structured, and student centered, and their teamwork is strong. Their commitment to getting better each day is exactly what we aim to celebrate. So, please join me in congratulating Autumn Buchet, Audrey Ba Braymond, and Bailey O'Neal for being our December employees of the month. We're really proud of the work they're doing and the growth mindset that they are continuously modeling for our students. Thank you. >> Last but not least, we have Principal Deulio with the Madison Early Childhood Center. Good evening. We are honoring our preschoolers tonight in Mrs. Mitchell's
class. >> Good evening. My name is Kayla Mitchell and it's honored to represent to you the ECC students of the month from my GSRP class. First, we have Kylo Abon. Whether he's lending a hand to conquer a stubborn appauce lid or mastering the sheet on a tricky resttime cot, Kylo is always ready to assist his friends. He is an absolute cleanup rockstar, showing everyone where the toys and blocks really belong and making our room tidy again. But what makes him truly special is his incredible heart. Kylo is the friend who always notices when a peer is feeling quiet or playing alone, and he steps right up to include them. We are so lucky to have you, Kai. Thank you for being the most supportive, helpful, and kind friend a teacher could ask for. Keep up
the amazing work of making our classroom 1% better each day. And my second one wasn't able to come tonight, but we're going to honor Mons Garcia Franco. She's blossomed from a shy violet into a chatty, social butterfly, filling the room with energy and joy. This incredible growth shows how she is always striving to be 1% more confident and outgoing each day. Monere is our routine pro. knowing every step of the day and following directions perfectly. I can always count on her to be a shining example to the rest of her peers. She's also a superstar helper, always stepping up to help teachers tidy up the art area or small group tables. Her beautiful smile is absolutely infectious, and she shows her truly kind heart on the playground where she makes sure that our smaller friends
are included in the fun. Mon, you are a total delight to have in our classroom. Thank you for sharing your sunshine and friendship with all of us. Candy. We are pleased to recognize Candy White as our employee of the month. Her genuine kindness makes a noticeable impact, helping create a friendly and approachable environment for colleagues and visitors alike. Candi brings a teachable attitude to her role and responds well to clear direction. Her openness to guidance helps task move forward smoothly and her positive interactions contribute to a pleasant workplace atmosphere. We appreciate the warmth and willingness to learn that Candy brings to the team. Congratulations and thank you for the kindness and the 1% growth you show every day. Okay, we are going to take a five minute break. Anybody who needs to leave, uh, have
a happy holiday, safe new year, and for everybody else that wants to stay for the rest of the meeting, uh, it is now 7:23, so we'll start at 7:28. >> Thank you. sticky notes. >> Um, I can't tell which ones are first read. >> Everything is first read today. >> Okay. But we don't have the numbers. So I'm trying and apologies Welcome back. It is 7:32. We are going to go back into our agenda and start with the administrative report. I'm so sorry. It's the first Monday back from break. So, tonight we want to share an update with you guys on our last meeting, how we did not have to have a deficit elimination plan and we're on something called early warning watch by the Department of Treasury. So tonight, we want to share that
information with you so you guys can know what that means and the public can know exactly what that mean. If you could take a folder and pass it down and we're going to once you get it look on the left side because this folder is also for another item later. So, if everyone can pull out the onepage document on the left side and then close your folders because you're going to read on the right, the one document on the left. Got to get in my teacher mode. Okay. So, as of last week when we did our budget amendment, because our fund balance is less than 1 5%. We have to report monthly to the Department of Treasury. So, I'm going to hand this over to Miss Thompson so she can tell you what the reporting
monthly means and then I'm going to come back once we get to the back of the sheet. So, it's on you. >> Good evening. Um I met with the department of treasury uh last week and we discussed what was needed for the monthly um early warning oversight. Um with this I have to basically give them a rundown of the district monthly. That includes our revenues, includes all our state aid payments, if we receive any grant reimbursements, um all our deposits from the city of Madison Heights, and then also our expenses. This includes each payroll, each vendor check run, um payroll taxes, our payments, um health care costs, and then how much we pay for edge of staff, which is our substitute cost. So, I have to provide this in a in a template and then
we will review it via phone. We have monthly scheduled meetings already scheduled for January uh I believe January 6. And then um we're going to go over uh the template, our budget, our cash flow projections, our actual cash flow. So, this is another requirement that's that my staff will have to help me do it monthly. So before we move on to the back, are there any questions about the process and what what this whole monthly meeting entails? Okay. So now we're going to go to the back because we want to have a conversation with you guys about how this impacts us on an operation side. So, we come to you tonight to ask you to have some type of opinion or consider the following options. So, as of now, it's our practice to approve the
check register every month. However, since we are on this early warning reporting, this is going to cause a conflict because once we run the checks, what happens is we run the checks, we process the payments, but then we don't get them out until the next board meeting. So that's causing a conflict with the cash flow because our numbers are not accurate because the cash flow is in is not all the way out because the checks have not been processed. Also, we've had run into problems recently with one vendor where they're not waving our late fees because they have waved enough this year and because we have to wait to process the checks to send out the payments, we are getting these late fees. So we're asking you to here are our two options is that
in order to avoid the this misreporting. So for example the payments for December when we meet with them in January those payments will not technically be already processed because we don't you guys won't approve them until our first meeting which is January the 5th the 6th which is the morning that we have the meeting with the treasury. So our numbers are not going to be accurate. So we're asking during this process if we can consider two options is option A is that you guys re we as the business office will process and mail payment schedules without delay. We will res send you guys the accounts payable report before the meeting and the check register for you to review. That way we can get payments out. Option B, if you want to continue to approve the
check registers, can we adopt some type of bi-weekly or electronic special approval process to prevent payments and reporting from being delayed? And option C is anything you guys can come up with. >> Any input? the the process was changed in 2018 because of the outright abuses and stuff being approved that was never even brought to the board. So I think to go back on a policy where nothing is approved and it's just sent out is a mistake. >> Question is fine. How long is that early warning oversight process? >> Until we above the 5%. So the reason why we're on it >> be forever. Yeah. >> The reason why we're on it is because even though we may not have a deficit this year because we're below 5% and then they can watch us to
make sure that we don't go in deficit in the next two years. So it's like they kind of watched us for like two years because it it we received the letter in 2014 I'm sorry 2024 but we didn't go forward with the process. So now that we are starting the process they're going to be watching us for at least a year. So with option A, what you're suggesting is that you would pay all the vendors and pay all of our bills and then we would still approve it at the next board meeting, but it those payments would have already been sent, right? >> So the problem that we're running in is that one, the payments take at least two to three weeks to get to some of these vendors because of the mail system. So,
in the event that there is something that you guys want us to not approve, if we give you the schedule that we're sending it out, let's say the 15th, I don't know the exact schedule of accounts payable, but if it's something, we still have like a little bit of a window to reverse the to cancel the check the item. Um when we get our check registry though, aren't most of the things already on the check registry already purchased or um services already rendered? Like isn't everything already it's a bill we owe? It's not something even if we say no, that really just prohibits future purchases alike those but those things are already due. Yes. There's nothing we can really stop once it's on the check registry. >> Absolutely. So whether we approve after you've paid
them and we see them on the next check registry like we're doing now or like you're suggesting or you you hold payment until we approve it at the board meeting. Either way, it's the same outcome because those bills and those debts are due and their services already rendered. So it really changes nothing. The only thing that it would change is that you've mailed the check because even if we say no, you still have to mail the check because it's due. We can't just not pay a vendor. So, the only thing it changes is the date in which you pay it. Um, it doesn't actually change anything that we're approving as a board. It's just we're approving it after the check's mailed versus making them wait and mail a check later and pay a late fee.
>> Correct. Okay. And the the process that you guys have in 2018, it was a protocol. It was never adopted in policy. >> Yeah, we voted on that. That was adopted. >> Yes, it was. What policy was it? Because we couldn't find it. >> What was the polic should be in the minutes? Go back to the 2018 meeting. >> I don't have access to the 2018. >> March or April >> of 2018. >> Were you on the board? Do you have the minutes? So, you can pull up the policy number. >> I don't have the minutes, but the school district's supposed to have a copy of them. >> So, what is the policy? Do you guys know the policy number? Because on the board books that's on the website, there's no policy that says you
guys are responsible for approving before we send out a payment. >> If I recall, when you guys made that in 2018, it was more of like like a ruling of how things will be done, but I don't think an actual policy wording was changed. No, we voted on it. We passed it. >> Did you do >> That's why That's why it's been in practice since 2018. It's now 2025. >> No, I know what you're saying. I'm saying, but did you guys change the word? I don't think any actual physical policy was read, done a second reading, things like that where policy was changed. >> We didn't do it that way. We passed a motion. >> That's what I'm saying is >> a motion's binding. >> That's not how you do policy. Policy is passed just
like what we're doing today. You have to read it twice and then you have to update it with the new >> I understand that but the the sense of urgency at the time we did not have time to read three months in a row before a policy was adopted. So we passed a motion. The board was unanimous on it as well >> and it was completely appropriate at that time and it was absolutely needed. She's asking if we can pass a new motion to allow them to mail the >> Let me see if I can understand this. a company sends us a bill. Do don't they give us 30 days to pay it and then we got most meetings uh most board meetings are two a month? You're telling me it's not getting approved in
that time frame? >> So let's say for example um let me just try to think of one >> November 20th. No, December 1st. This week this year we have one meeting December 1st, right? and we get a bill November 20th after the last meeting. That bill is not processed until this week. We process accounts payable every other week of payroll. So that's to make sure that our cash flow is not counterintuitive and it's canceling each other out. So one week we do payroll, one week we do accounts payable. So if I got a bill last week after the meeting and last week was a payroll week, I'm not processing that until this week Friday. So therefore, if that bill was sent November 20th, it's processed this week Friday, we don't have a meeting again until
January 5th. That bill is due 30 days later, which is December 20th. >> I understand that. How often does that happen? Because you're talking about reversing a policy that has served us very well since it was passed. >> The the abuses before this were just off the charts, >> and we understand that. I I think the other um thing that we'd like to bring up is that since um in the past three four years, there has not been any um budget or ledger that has not been approved or moved forward. Nothing has been redacted. There's been nothing that we can, no checks that have been cancelled. So, historically, we're paying everything after it's being approved. the board has not pulled anything back or limited anything that we've paid. So, we're we've been doing the process
and so far everything that you guys get has is being approved. There's nothing that has been questionable and it will continue to be that way. It will continue to be approved by the board. We just want the vendors. >> We want it approved after the fact. And that that that's been a problem going way back because decisions are made, checks are sent out, and then oh, by the way, could you approve this? That's backwards. But again, we're being punished for things that happened in the past and we would like an opportunity to show the board that that we are we are being fiscally minded in what we're doing and we would never do something that would contradict what this board expects. And even if we just can we try it out for a couple months
to just see if it's something that would work because there is no actual policy. We're not changing policy. A motion is part of the the record and notes, but it doesn't change policy. >> A motion the motion is binding. It was passed unanimously. >> Right. So, it can a new motion can be brought up that could be passed the same way. >> Well, I for one are going to be against changing that policy. We need to figure out a different way. Maybe um if something like that comes in, the treasur is alerted. We are more than happy to to to brainstorm some other ideas. >> Let's try that to start with. >> Trustee Thompson. >> And how would bi-weekly work? So, we were thinking just emailing you guys the check register as the as the
um treasurer and then you have a conversation with the board about anything that you guys see before we mail out the check within 72 hours. >> And how do we approve that check register bi-weekly? >> So, here's what I'm recommending. I'm going to go through and try to figure out if it was policy or protocol. If it was pro, if it was policy, you guys don't have to approve it. If it's protocol, then we can figure it out. If it's not policy, you don't have to approve it. But if it's protocol, then we can change the protocol. We're asking, listen, this doesn't have to be forever. The issues that we're running into is when we have to report this information to the Treasury. So when we have this meeting on January 6, our numbers are
not accurate because the December bills have not been paid because we can't pay them until the check register is approved on December 6. On January 6th, that's the problem. Give us a trial. >> Can't you just do a disclaimer to the state saying after these checks are issued, this will be our balance? I mean, that doesn't sound like that that's such an in insurmountable problem. >> It is, though. Yes, because because what I have to submit is I have to submit our projective numbers and our actual numbers and I have to do it for each month and then they want to uh review quarterly for each quarter and then at the end of the year they're going to do the whole year and then I got to continue to do the same thing for next
year. So they're going to be watching us and we want to make sure that we're giving them the accurate information. I I know you're going to be watching you because for two years I've been saying you're spending all the reserve money and then we're going to have a bunch of controls on us and here we are. We're at that point now. But the policies or the the motion that was set in place has served this district very well since it was passed back in 2018. And I'm not I'm not going to be in favor of loosening that up. >> President Holder. In fact, there's talk of lowering the amount without authorization. So, >> Trusty Krist um I So, my question is, do you want us to vote on this tonight? Because I >> we it's
not to vote on, we're asking you for a a solution. So, if we can brainstorm >> I see. >> And give us a solution. Where can we meet in the middle so that we can accurately report numbers to the Department of Treasury? Yeah. >> And pay our bills on time without getting fees. So um I think that's a really like appropriate question, right? How can we do that so that we can um be right with the you know the oversight the um early warning oversight in the Treasury. But also, I think that this is something that um we may have to kind of mull over and think about and make an informed decision about and before we can come up with something just on the fly. Um I think these are these are actually two
really good options. Would it be possible that we could kind of think it over and maybe come up with a another option if we do? If not, we can look at these then. Um, I just think we need some think time. How does that sound? What are your thoughts about just December? We only have three weeks in December. We have to make payments and have this report ready for the Department of CH Treasury by January 6. We don't have a board meeting until January 6. So, if we get the check register out to you guys, could for this month, can you guys review it and then we send out the payments to close out the year so we can have the report ready for the department? >> I think that's an acceptable like for one
month to do it just for this month. Um, you know, I think that that if if we do that there's this this 30-day timeline that that would be acceptable just to get it so we can all kind of think about what would be a good process in the future and how we can do that. Um, and of course, as you said, we always get the check registers and things like that. Um, I I do want to kind of ask our I hate to put you on the spot, our treasurer to >> I'm leaning to bi-weekly and I don't have a problem with looking at it bi-weekly and trying to get a hold of all of the members >> to say, you know, this is this is what we have. Um, I can break it down
bi-weekly very easily. >> I I'm not sure I want to pay before we >> Okay. approve. And you've been doing this a long time and I I I trust your judgment. Um, how >> So that would be fine with me. The bi-weekly, of course. >> The bi-weekly. >> Does the bi-weekly help with the state? >> Yeah. >> Okay. Then, you know, I'm I'm going to say I'm okay with for one month, the month of December, doing it bi-weekly until we come up with a better solution. >> Um, and I just think that maybe we all need to think about what is a better solution. Um, if if there is one, maybe there's not, right? Maybe these are the great the best solutions we have. >> I do have I'm sorry. No, >> I do have
one more question. I know that we have a lot of vendors who will do something in October and we don't get an invoice for months and they're not charging us. Okay. >> No, you only get a late fee after the date the invoice is sent. So, so for example, we have like shared service agreements. Sometimes those invoices aren't sent until like the next semester. And if that's the case, your due date is from the day you received the invoice. >> Okay. >> And can I ask one question? What meeting was that in? Do you guys recall that the policy was changed around what time? >> On the board then, but I was there. >> It was in April or March of >> 2018. >> We That was one of the first things we did. >>
You said what? Is that when I was sworn in? He said April or March was one of the first things they did. >> Yeah. >> Uh we have a trustee Mary. >> So I again agree like the bi-weekly for the one month would be great. I and again just to reiterate this isn't anything about you guys been really great and I I understand why this was put in place before. I think that no matter what decision we make going forward after we think about it, we need to know that if things get out of hand again, then we're going to have to go back to this way, even if it's a hardship. But I understand the state, the treasury requires something of us, and they don't want excuses either. They they're like, "Well, that's a
you problem, not us problem." So, I just think that moving forward, we just have to keep in mind this is something we may have to go back to. But I'm certainly willing to look at different ways because I don't want our school district getting behind either because late fees just take away money from our kids too. I mean it all adds up and that's and we can't have that either. So that's my two cents. >> D Carlos Harp. U. So I definitely want to reiterate it's not a reflection of the current administration and I just like Mary said I can see may why this was put in place. Uh but I would also go back to say then it's on the board. If we see something isn't right then that's up to us to be
responsible and take action on it. So, I mean, I I think it encourages the board to take more accountability and pay attention to what's going on as well. I'm not saying that we're not, but I'm just putting that out there as well that we have we have to do our due diligence, too. Um, I I like the bi-weekly. Uh, of course, as long as the treasurer is okay with that because that's a additional responsibility, so I'm not opposed to that. >> Thank you. Um, I'm two cents in and then I know Trusty Chamblas wanted to talk again. Um, I have a couple of concerns. Um, it's I I struggle with with approving after the fact. We went through a lot of times um when uh Trusty Chamblas and I first got on the board and
we were getting late fees and and struggling to get this all together. I am very familiar with probablyition but very familiar with the early warning oversight. Um, I had to call and make sure every week that um that the business office had done their job because that's how chaotic things had gotten. I'm not saying that that's what's going to happen here, but I did have to do that. I'm not in favor of approving something um without seeing it first. We've already had some questions about things that >> we approved that were >> questionable. >> I I'm trying to to be politically correct. Um so I guess I would never be in favor of that. I know. Um I want to know who who what vendor is the one that won't um let go of our
late fees because maybe we can find somebody else that does that job that can work with us because um they can dig their heels in the in the sand and so can we. This is not new business. Um, and I don't know of any school district that doesn't use the the system that we had that I'm aware of. Now, all of them aren't on the watch list, so I get that. Um, I in January, we're going to have new um people. Are we sure? We don't know who the treasurer is going to be. >> Correct. What if the treasurer doesn't want to take that on? >> Well, I didn't think if we did it just through December. >> We're just saying just through December >> and then by January we're going to have to brainstorm
and come up with some options. >> Not to cut you off, President Holder. I'm sorry. >> That's okay. >> Um, so what do we know what company that you guys talked about that was um contesting and not dropping the late fees? Um, it was one was our Home Depot account because it's mostly like when you have creditors, they're not willing to change the fees. >> You should be doing POS and stuff. >> Oh, no. We have a credit card with them, right? Is that what it was today? >> We can look at our list and I'll send you guys a list of what vendors are not willing to wave late fees. >> Yeah. One of one in particular was um No, she waved it. Never mind. We got it waved. >> All right. Because I
mean you guys shouldn't need to spend your precious time fighting late fees either. We need to have everybody on board. I know we >> paid immediately >> and then the rest had to wait. Yeah. >> And that took a long time and many discussions. So, I'm um a little hesitant to change that. Um I think and and maybe you can check. I think like everybody that uses a debit card or writes checks, you al you always know what your outstanding balances are. So, why you couldn't include that in the data? It doesn't makes not I don't see the sheet. I'm just saying um it makes no sense to me sitting here just getting this information why they would not know what outstanding um checks have been written before they're cleared. Um I know Trustee Chamblas
had something to say. I just wanted to say that just listening to everybody's responses um it doesn't and the only reason why I am approve like I approve of this like I agree with it is simply this when we get a check registry and we approve it this is not changing anything um once we get the check registry those bills are due those debts are owed we can't not pay them if we say we don't like something that prevents that that item or those services or those charges is from continuing on. It stops them from doing those things again. But when we see Amazon, you know, this amount or, you know, JD Sports this amount, those items have been purchased and these things are those debts are due. We're just approving that we see them.
We acknowledge them. It keeps us in the loop. Um, and so that we know and then we can say things like, "Hey, we're spending too much money on Amazon next month. Don't don't continue this pattern." But those debts are already owed. So, we can't stop paying them even if we don't like the check registry we see. So, whether we see them or not, it's a debt owed. Nothing really changes. Um I that's pretty much it. I was just saying like so it doesn't really do anything. We can't stop paying anything that's on the check registry. So whether they pay it before we see it or after we see it, either way, those have to be paid. It changes nothing. >> Trustee Carmoose Park. Um, and without I'm not asking for specifics of the past, but
I would say in generally in what ways could this be abused, right? Rebecca's uh saying that it's we're that's already due, right? We already owe them. So, how is it that could be abused? Because maybe I'm missing a connection there. And I'm sure Trusty Kimble could will share. I just >> in the past stuff was being paid multiple times. Same invoice. Period. Try to get that money back from a company once it's already sent. That's why there's somebody looking this over. Prior to that, it was just put in front of the board vote. That's it. Nobody was checking these. That's one of the things >> Carlos. >> So I would say wouldn't that be on the board to check that right? We have access to see the check register. So if we saw something if
we saw that there was a case of abuse or you know mishandling we would step in say something right. assume myself. >> Trustee Thompson >> and and to answer Carlos, yes, we do check it now. And I don't just look at the amounts. I look at the invoice numbers. I look at what it was for. And if I don't have a description, sometimes the description will be supplies. That tells me nothing. Give me what the supplies are for. Um but yeah, now it is a practice that someone is looking at that check register and asking questions if there needs to be and anybody on the board can look at the check register and say, "Hey, can you tell me what something is for?" >> Okay, >> thank you. And I I I knew we were
doing it. >> Yeah. So I guess I was curious like may there was a disconnect somewhere in in the past of course and again I don't want to get the specifics of it but it feels like there was a disconnect between the maybe the administration or the board and I'm I I keep on going back when the board say something or did we have the ability to stop it? It's kind of when like administration is doing something and the board is already aware of it and allows it and just kind of ignores or >> Yeah. But a prime example of that was a petty cash check for almost $11,000 that they slid by on the check registry to buy a truck to return it to get the cash back. And there was never an accounting
for that cash. And unfortunately back then like Mark is trying to explain the board was working with administration. >> I was trying to avoid saying that. Yeah. >> So policy or no policy. There was something not being done correctly there. So >> that's that's just one example of >> this could be a policy that could be added. Correct. I just want to say um a lot of that had to do with the internal controls that that was not established within the uh business office and since then those have been corrected. Um nothing goes through without it being approved twice by two different people and we review the invoice, we review the account number, we make sure >> it might be now but it wasn't done. >> Yeah. But I'm just saying prior to it was
a lot of stuff that internal controls were not established correctly. In fact, two years in a row, I reported that to your auditors at yo and yo who did nothing. >> I think that was like in 2018 2017. >> Yeah. Still this century. >> And since then with our audit history with other audit auditing companies they saw that our internal controls has strengthened. So we don't we're not dealing with that now. >> Yeah. That was with plant moran. We made that change. >> Um it was another company as well. I have the audit history right here as well. Anybody else? I'm sorry. Are you done? >> I'm done. >> Trustee Trustee. >> Yeah. I just So, it sounds like is it okay just for this month and then we can pick this discussion up later
um that we're looking at the bi-weekly and then our wonderful uh treasur is going to contact us it sounds like. Does that is that okay with everyone or is that what we're looking at? >> Are there any >> for this month alone? >> Are there any consulting fees that are going to be coming up on this check register? Because if there is, I would say absolutely not. >> President Holder, can I ask one question? Um, I'm looking back at the minutes all the way back from January 18. There was never a motion to change policy. There was never a motion to approve check registers or change protocol. However, I did notice from February to March, the agendas change. So from February to March, the agenda in February just had board office. And then when you
went to March, the agenda said board office uh business office I'm sorry the agenda said business office from one second I'm sorry from March it said business office only and then in April the agenda changed to business office check register approval. So it doesn't show any policy or any protocol that was voted on. It just showed a change in the agenda from March to April. >> Two motions we ran immediately. One was to not deal with uh ER any further, not to allow any more transactions with this district and to approve the check register before checks went out. >> It be another because there's nothing in here. Well, if there was a manipulation of the minutes, >> I would have to say a clue to that is aa >> that wouldn't be surprising. >> There's
been all kinds of manipulation in the policies. You name it, >> email, >> especially the the two years I was off the board, he was very busy. >> Where are we at for tonight? Um and and if we did approve this second check register in December, then you have January 1st covered, but we still have every other month after that. >> Can we just do December and then we can simmer on it and help? Yep. You guys come up with some ideas for January's meeting. >> Yes. Yes. I like that idea. >> We need to make a motion. >> No, because it's not policy. >> Do Do we have discussion if >> it's not policy? >> You only have discussion if there's a motion. >> I think this should be revisited once a new treasur
is seated and there may be additional authorities for that treasure. In my opinion, on a limited basis is a solution. you are. >> I'm I'm I'm against any change in this policy, >> but I'm just one person. >> We don't have to vote. We've all agreed that we can do this for just this month to keep us on track for January and then we're to brainstorm and then in January we can come up with ideas that we think would be better going forward. I don't support that. But if the the majority of the board is comfortable with that, I will support the majority of the board. >> just for one month. >> One one month only. >> So we're okay with them mailing out all payments just for the month of December and it's going
to be view it by weekly, >> right? But they can mail their payments out. for December only. >> December only. Yes. And then we review it in January. >> Okay. >> Thank you. That is the end of our report. >> Okay. >> Thank you for your feedback. >> What is on the right side? >> That's the next item. So once we do approve of the consent agenda. >> Okay. Consent >> agenda. All matters under the consent agenda are considered to be routine in nature by the board of education and will be acted upon by one motion. There will be no separate discussion of these items if any member of the board or any citizen requests discussion of an item. That item will be removed from the consent agenda and will become the first item of
business under the board of education action items portion of the agenda. This consent agenda includes approval of the minutes of the board of education for the regular meeting November 17th, 2025. Approval of November 2025 expenditures in the amount of 886,313.35 and approval of the personnel report submitted by HR on November 24th, 2025. I need a maker in support, please. Madam President, >> Trustee Thompson, >> I'd like to make a motion that we accept this consent agenda as presented. >> Thank you. >> Is there support? >> Trustee Mary Hart. >> Is there discussion? None. Roll call vote, please. >> Rebecca Chamblas, >> yes. >> Gloria Thompson, >> yes. >> Carlos Harp, >> yes. >> Christa Mcgalpine Taylor, >> yes. Mary Harp, >> yes. >> Cindy Holder, >> yes. >> Mark Kimble, >> yes. >> Motion passed.
Okay. >> Uh, next up is audit RFPs. >> Now you can open your folder and go to the right side. Want me to leave this or Okay. So you guys asked us to send out RFPs for different auditors and what we have on the right side is a summary as well as um proof regarding the replies. So we contacted auditors that dealt with small districts as those are the ones that are willing to take us on. So if you can see on the right I I don't know if I can say the names. Can I say the names? >> Can I not say the names? Excellent. >> On the right, you guys see the decline and the emails that were sent. And below it in the packet, you have the proof that what everyone said.
I give you guys a m minute minute to look through it. I wanted to see a copy of our um yo and yo because I know that's going to be probably heavily discussed tonight. So, and last but not least, what President Holder is mentioning is that unfortunately on April 8th, 2024, I have the minutes. I can send them out. The yo and yo contract that we voted on was for a three-year contract. So, for 20 fiscal year 20, we have already locked in with yo and yo. And on the minute report, I can email it to you guys. Gave us a three-year contract because there was absolutely no conversation by the school board members that were here that we wanted anything other than a one-year because we really did not want to go with yo
and yo. So, why a three-year contract was submitted to me to to sign? I want to know who gave me the three-year contract. >> Well, in your board packet was the three-year contract. Um, at that time, >> months and months, we had been talking about the displeasure of yo and yo >> at that time. I was not the one who submit who created board packets. So, when it was sent to everyone in the board, it was included in the board packet. I'll send it to you right now. >> Thank you. >> It was so controversial. I I just am disappointed in myself a and in the rest of the board because none of us You didn't bring it up. Ebony didn't bring it up. >> Ebony wasn't here. And none of us looked and recognized
that it was a three-year contract. >> Ebony was not here >> last April. >> This was 2024. We were not the ones who brought Yoyo. This was two business directors ago. >> That was the young man before Ebony >> Steve. >> Yeah. >> Who loved Yo. He worked with him closely. So, this was a three-year contract that we signed in 24. >> Yeah. And remember when that happened, we had the incident where you guys were with Plant Moran, but when we switched over and had them help us out with our books because we didn't have a director of business and finance, that's when they could no longer be our auditors because they were involved in the book. So, they couldn't audit us. And then the firm before that re they refused to take us again.
And so when that business the director in finance came on board oh no before okay let me rewind. It was um plant Moran and then they dropped us. Then we had Reayman. When Reayman came on board we asked them to help us in our finance department because we didn't have a director of business and finance. That's when they said, "Hey, we cannot take on your contract anymore for auditing because we're doing your books books." That's when they recommended their firm. They said, "Hey, let's use this firm." However, when we dropped Raymond from their leadership and their consultant, that firm dropped us and said, "We're not working with you because you're not working with Raymond." So when that business of director the business director came on in 24 we did not have an auditing firm at
all that is why that individual recommended yo and yo because they worked with yo and yo in their previous district and that's how the contract came about. So we did not um terminate any contracts when he came aboard we had no auditing firm because that Roslin company dropped us. So that's where we were. Now, are there any other firms that you guys may know of that you would want us to reach out to because right now we don't know what to do? >> Doesn't I'm so sorry. It doesn't sound like we can if we have a three-year contract >> or there's this is really, you know, >> but moving forward, are there any other firms that you guys may know of that we can reach out to to see if they're willing to take us
on? When are we done with y and yo like officially? >> Next year will be our last audit. >> The 2526 or the 26 27 >> 2526. So next year when around this time we'll be done. >> Okay. >> I would just suggest that maybe because we will be in a better position this year when we were putting these RFPs out. I we thought we were going to be in deficit. We thought there were a lot of things that maybe weren't um quite so positive. I'm hoping that we will show ourselves to be uh in a much better place this time next year. And I would say just try again. We can't ever get stuck with someone. That's not ever a good thing either. Um nor are they with us. Vice versa. It's not personal.
Um, but uh I'm sorry. Oh, I thought somebody said something. Um, >> I see Trusty Thompson has something she wants to talk about. >> Um, Ebony has emails in here where she sent out and one of the responses was, "I have received your request for audit proposal, but we are not able to perform any single audits at this time. I can refer you to other firms that we work with. Did we reach out to any of those? Did we reach out to Dominic to get a list of because we've got basically three years. I mean, there's a lot of firms we could be reaching out to. >> Um, nope. because I sent out this to six or seven different firms and by that time yeah this is what I did. So, I sent out the
different firms and >> might want to check with Dominic uh Reichia >> Reia or at least put him on the list for next year. >> Correct. With RFPs. Anybody else? >> Trusty Chamblas, you're good. >> Mhm. All righty. Um, let's move on. >> Wait, can I ask one question? >> No, I'll give you the fork. Go ahead. >> So, and I'm not blaming you at all. So, you signed the contract. >> I had to. >> If we approved it, the board president signed that contract. I >> had to have. >> Okay. I was just >> for it to be valid >> and you're going to get a copy of that contract to look at. >> Yeah. >> Will you send it to me as or like to all of us, I'm sure, as well just
to not to blame you at all. I just kind of want to see what slip by all of us. >> Yep. >> Yeah. I know you remember the discussions and they were >> Yeah. I'm just I'm so I just my mind is blank right now about the whole conversation. So, I'm just sitting here kind of like trying to figure out when it happened and how. >> I'm starting to remember it when for sure because I remember Steve sitting there making suggestions and >> I remember looking at all of the different um um representatives that we would feel comfortable with based on their bios. I do remember going over that. >> I remember him saying he was so comfortable with them because he worked with them before, but I don't I don't feel like we we
don't do three-year contracts for anyone. >> Like, so it's just it's really weird. >> So, >> okay. Sorry. >> Most are good. Um, are we ready to move on? >> Yes. I miss Ebie. Ebony was >> Oh, I'm sorry. I Sorry. Oh, I was just saying most districts do do multi-year um contracts with auditing companies because for one, when you change auditing companies, you have to pay the the changeover cost to get their system and it could be 20 to $30,000. That's why districts stay with the uh auditing firm for multiple years. And then that way the the auditing firm would be familiar with how the district is running their operation. And then cuz it's ultimately a collaborative effort cuz at the end of the day you want to make sure you have a positive
audit. So >> okay, next up is the organizational meeting and study session dates. So on the last page of your packet, I gave you guys the proposed meeting dates for 2026. And I know at the last meeting, Trustee Harp, Trustee Cart talked about us having specific study session dates. So, I wanted to put this on the table and to get your feedback to see what would you like to include, what do you guys think of the dates and some of the special topics I put to the right? >> Anybody want to start? >> I already have a couple study sessions on here. I have one in March since that's around the time we are administering the state assessments. Then the second one will be in August. That is when we start up the school year.
The my kip is for the Michigan continuous improvement plan. So it's no longer called the school improvement plan. So that will be discussed in August. Are there any other dates that you guys want to make a study session? Which one do we have to set aside? How far ahead the training for the superintendent evaluation? >> So that is in a study session. Um I put that August 3rd for superintendent goals. >> No, but we have to do your evaluation on June 1st. How far ahead? I think we all might be trained. >> I think we all are trained except for trustee meal pine Taylor. member >> two. We have two. So, >> we got three that need training. >> I've been trained. >> Yeah. >> Oh, okay. >> Two. Oh, so it's Carloy Carlos Harpusty
>> Cera and Calpine Taylor. Anybody else have something specific that they want addressed? >> I just have Trusty Thompson. Are we steering away from having our first meeting of the month and then two weeks later we had our study sessions, our workshops? Are we not doing that anymore? is is that not going on that calendar? I questioned that when I looked at it. >> So, this models this calendar that we had for 2025. So, it's similar to that. Um, in 2024, we had a conversation as a board that we did not need to meet twice a month and we said we were going to meet twice a month on certain months. So that's why in this calendar you have certain months you have meetings twice a month such as in May and June because we
have to do the budget hearing in August we have two meetings because we hire a lot of staff in August and then in November we have two meetings for the audit presentation. So this calendar reflects the conversation that we had at the end of 2024 when we made the calendar for 2025 regarding having two meetings a month. >> So since May 18th is the second meeting, if we've decided like after the first year we need another study session or something we want to talk about, could we make the May 18th just a study? >> Always add one. She's saying, "Yeah, that's and I know um Carlos had specifically asked for a a few months where we had uh specific types of things that um and projections and forecasts so that we could stay ahead of
ourselves, not just responding as the days go by." Carlos, do you have any specific ideas? And uh yes, thank you. It may just be that I'm missing the the wording of it, but which ones are summer planning for the next school year? Because I know we talked about that most recently. >> That summer planning for the school year. >> Yeah, we talked about like kind of getting prepping for the new school year. >> What would that look like? like looking at numbers and class sizes. Is that what you're >> Well, wasn't there I forgot the the specific, but something I think it might have been the buses, right? Something came up and it's like we didn't have time to plan it or it was last minute, but if we had a few months ahead of
time, we could have planned. So, I know we talked about having like a a prep for the new school year for anything like that. We can do the May 18th meeting because we're closing out one school year and we can get feedback on how do we want to open up the next one. >> Does that work? >> Yep. >> Is that enough time if we're doing like a busing contract >> or something? >> Yes, because our busing contract still has one year. >> So, I'm going to put May 18th study session and I'm going to put 2627 school year. And if I could or open to the board, do we want like a I know I see the January organizational meeting. Do we want just a specific meeting even outside of that one where talk
about maybe our our goals for the year? you know, doing some basic housekeeping of the board. >> We're supposed to have a board goal meeting >> that to our agenda for certain >> to the January 5th meeting. >> Usually a long meeting. >> That's a big meeting. >> Yeah. I wasn't trying to add anything extra to that first meeting. I was thinking maybe like a separate short or just a plan and kind of a Yep. >> We can do whatever the board wants to do. That's why um >> she's putting it in front of us now. Do we want to commit to two meetings in January? >> Can I ask a question? Only reason why I did not do two meetings in January was because one of the days we have off is MLK. So
it kind of limit our Mondays. But if we're talking about setting goals for the year, could we set goals for the 2627 school year in May as a board? Because in January, we're basically closing out the year in our mind. We're like trying to revamp things or you're just talking about >> he's talking about the board have the board goal for the board themselves. Yeah, >> for the organizational meeting I can probably see if we do not do any board honores and we just do the organization and then set aside time on January 5th for study for setting goals. >> Okay, >> that way the meeting won't be that long. >> Okay, >> because I just I remember when I first came on I mean obviously I didn't come in at the start of the
year but that's something I would have wanted or I would have liked. Okay? >> You know, like let's review our mission statement. Make sure we're still aligned on things. What are our goals? Do we have personal goals? Stuff like that. I just feel like I was missing that coming in like already into the school year and I didn't know if we had something like that or like if I just missed where the board did that. I just wasn't part of it. No. >> Because I felt like really disconnected from everyone. Like I wasn't like quite sure like what was going on at some days. Okay, >> President Holder, are you okay if I put that workshop together for >> the president? >> Everybody else is in agreement. President Holder >> Trustee Chimos >> for the
goal setting. We could do like a master plan like how the city boards do for the year because that basically you set your goals and the different areas you want to impact and then you show the projects that you're doing for it, the things that you need to do to complete it. And then you have to review it at the end of the year to decide if you want to continue it into the next year or if you did complete that task and how you completed it to show whether or not it was beneficial or needed to be tweaked. And it's it's like on a grid and it just kind of forces accountability and also not just we would like to help enrollment and then we leave it at that as our goal. It kind
of says how are you going to help with enrollment and then then what did you do to help? So, it kind of forces us to have a plan and think goals through and not just kind of throw them out there. >> I like that. >> Do you want to plan that and leave that? That'll take it off my >> That's fine. >> Perfect. >> We use them for all the city boards. A lot of people on here are on city boards, so they already know how to use them, so we can just do it quick. >> Okay. >> Right now, this is going to be our starting point. Everybody is comfortable with this. Yes, I see lots of shaking hands. So, this will be our adopted calendar. Next up, 31 AA updates. Lieutenant Perry, did
you want to start? Um so the policy committee and I we met two three weeks ago and our goal is every time we meet is to update at least 10 policies. So what you guys have had before you for the last couple weeks our policies around various things and I'm bringing it up right now. I'm sorry. >> 31A was the um >> we missed 31A >> the security grant. The security grant, >> but we missed that one. I'm sorry. You want to go back while I pull out the policy? >> Okay. So, the 31A updates. I sent you guys an email last week letting you guys know that the arbitration is going to happen on December 17th. However, we have until December 4th to decide if we want to take the money. There's two things
that can happen. One, once the case is decided, I'm sorry, it's December 12th, I think. Once the case is decided, as long as we said yes by December 4th and we do not have to give up our attorney client privilege, we will be entitled to the money. However, if the case is decided that we do have to give up give up our attorney client privilege, we will have until December 17 to resend our acceptance of the 31A funding. So, I wanted to bring it December 30th 30th, I'm sorry. So, I wanted to bring it up to you guys to see how you guys want to move forward. If we opt in now, we have until after the judgment has been declared to determine if we want to pull out. Thoughts, >> Madame President? >> Trustee
Thompson. >> Okay. I did get your email. I did read it and then I did some research on my own and my thoughts are if the court if we decide to opt in and the courts decide in our favor oh great that's fine however if we opt in once we opt in the state may decide to send that money out I went to several websites I only printed out two one was MASB but this is what I kept finding please note that even if you timely resend, the funding may still be issued to you. If that occurs, Michigan Department of Education will accept your recession re recision and recoup the funding by deducting the amount of future state school aid payments until the funds are fully recouped. What I'm reading is we're going to give
you money if you decide to opt in and you get that money. You can only spend it for this, this, and this. But if the courts decide against you, you've got that money. You got to spend it for what we say. But we are going to take away from your general fund, which is the money used for everything. >> No. So if we if it does not go in our favor and then we resend by December 30th, even if they do put it in our state aid, as long as we don't use it, then >> it read they'll take it. >> That's not what I'm reading. >> But they'll put it in our state aid and then they'll take it back. So if we don't spend it, >> then we'll be okay. >> This is
saying specifically something else. They're going to take it out of the general >> general funds. state. >> That's how it comes out. It comes through our state aid. It comes through our state aid. So what they would do, they would deduct it out of our state aid payment. >> So here's here's how it works. When we get the money, right? So when we get money, it comes in, right? >> If if just for example, when we get money, it comes in one or two ways. >> We get money, it comes one or two ways. It comes through a private grant where they give us the money. So for example, title funds that come through a system called Nexus. Another way we get a lot of state grants come through our state aid. If you pull
up our state aid report right now, you will see, hey, here's your at risk funding through state aid. Here's if you pull up when we got the funding before, here's your 31A funding. State aid. State aid is how they give us the money. So what this is saying is that if we make a mistake and give you the money through state aid, we're going to take our money back through state aid. It's a give and exchange. They don't give us this money in a certain pot. It gives it it gives it to us through state aid. I'm going to pull up a state aid payment from two a couple years ago and you will see at risk funding state aid. This is just how the state gives us money and this is how they will
take it back. >> Trust Christ. >> So I just want to verify that I'm I'm understanding. So basically let's say we get $100,000, right? And let's say they send it to us before December 17th. It doesn't go our way. We don't we don't want it. We keep that $100,000 in there. We don't touch it and they will draw it away from that exact same pot. So when they give us our state aid, it will be $100,000 less because they already gave that to us. So it won't count. I see. >> Yes. >> Okay. So we will have that extra $100,000 still >> the previous month. >> Now my question is and Gloria came up with a good point is this 31A fund is for say like mental health and safety security, right? So let's say
we resend it. we don't want it in a hypothetical world. We still don't touch it, but then later on they still don't give us that extra $100,000, but we can now use that as a general fund once the other payments are done in a year. Yes. Because the state has no right to go in our account and pull anything out. So any type of payment that they make, for example, a couple years ago, they gave us more money in our state aid payment for um pupil accounting. So instead of them taking it from our state aid, we ended up making a payment to them. So in this case, what they're saying is if we make a mistake and give it to you and you don't want it, instead of you sending it back to us,
we're going to deduct the difference from the next state a payment. They're not taking any money from the general funds at all. They're just saying, "Hey, we're taking our money back. You don't send it back. We're just going to deduct it from the state aid payment." That's what this is saying. >> Okay. And then just to be clear that if they give us the money, they rule against us. We have to keep it sitting here. Then the next time a payment comes in, they just deduct this amount. Now, we can still use this for whatever we want. Correct. So, if we need it to pay teachers, we can do that. Yes. >> Okay. Because that was our concern reading through this was that >> we we opt in. They rule against us. >> Now we've
got this money can be only used for X Y and Z. But the next time we get a payment, they're withholding money that we use to just for our basic needs. So as long as that's not the case, that changes things a little bit. >> How do we use our state aid money? >> That's all our money. >> It's then it's the same pot. It's the same pot. >> What do you mean? >> How do we go in there for specific things? That's just how they pay us for all the different things. >> A grant that only supplied these, >> right? She's saying it's like a giant pot and then they the state deposits the money there and she puts like 200,000 um reading intervention state aid or you know 100,000 security grant state aid.
We kind of earmark it because we can only use that amount for those things. But it's an overall pot. It's like a giant account that they just throw money in there for many different causes and then we earmark it so that we're in compliance. Am I understanding? >> Yeah. I think what you're thinking is that when you think of state aid, you're thinking of the amount that we get per pupil. That's not what that is a part of state aid. That's a part of the pot. But in that pot, you have different amounts that we're given. We're giving money for at risk. Those are our kids that are low performing. We're giving money for um a lot of special education. That is state aid is just a huge umbrella that gives us payments once a
month. That's what state aid is. >> So, how do we opt in to this, get the money, and then not use it for specifically the reasons this money was given? I understand our next payment's going to be short and I had something to say just as aside the the fact that we were making payments on those overages for those invisible students was a negotiated thing. It wasn't something the state just did. >> No, it wasn't. No, no, it wasn't. >> No, what the state did is their formula works on the enrollment from the year before >> and we dropped the source program. So our FTEES dropped by about 800 and when we got the first payment it was a huge payment. So we contacted the state and they said oh we're going to take that
amount out on the next payment for the whole overage. We said well that's impossible. That money's not even there yet. You haven't paid it to us yet. That's when they dropped the 5.3 million I think it was in our account and said make equal payments back interest free. That was the only way they could solve the problem because they can't uh put money in an account and then take money out. So it it was something the state did. It was zero interest and they just did it out of the blue because we told them if you take all of the next year's payments overage next month before you even give it to us. That check's going to bounce. We can't make payroll that way. That's when they came back and put the money in our
account and said this is free money. C can I add one thing, President Holder? What we're talking about is a hypothetical situation. This is if that they deposit the money. Here is how it work. We have until December 4th to opt in. You opt in on the site that I have access to. If we opt in, then we can say on December 19th, that's when the timeline for the court decision. If the court rule in our favor and we do not have to give up our attorney client privileges, we keep the money and we use it for its purposes. If the court does not rule in our favor and we do have to give up our attorney client privileges, we have to resend our opt in by Tuesday, December 30th, 2025 at 11:59 p.m. The
situation that we were just talking about says, well, what happens if you resend by that time and they make a mistake and put the money in our account? Then if that payment comes in January, that money is going to go in our account and we rescend it. Then in February it will be deduct our state aid payment will be less $100,000. >> So it's very quick. >> It's in and out. Yeah. Okay. Um Trusty Christ. >> Thank you. I was just about ready to ask say your name. Okay. So let's say we're we're like yes. I mean it would be great. I I really hope that it goes in favor of of the schools. I I genuinely do. So that because we can use all of that. Um, I know we have till December 30th.
However, is there any way as a board we can make that decision way before that barring any technical issues or anything like that? Like we wouldn't want to make the decision December 30th, right? We would want to make the decision right away prior to like >> as soon as the decision come out, I will send you guys an email and say, "Hey, this is in our favor. We are going to stay in or hey, this is not in our favor. I'm sending the email and to opt out >> and we would >> okay just so it's automatic >> we would ultimately have to have a special meeting to vote on opting out then >> I don't we already did that we already voted to opt out we'd have to vote to opt out then I'm
I'm confused >> we would have to vote out to opt out >> we already voted on this >> we can't she can't change our vote >> so right now we voted no >> but this >> we voted no based off of the information that was I understand that. What are you asking for? A new vote again? >> Yes. I'm asking can we opt in because here's what's going to happen. If it moves in our favor there, the this lawsuit is basically giving schools an opportunity to opt in and opt out if we don't like. >> Yeah, I understand that. But this isn't the first time we voted on something and we didn't like the vote. So, >> it's not about liking the vote. This is about new information coming to the table. The language is
different. We voted. >> I don't trust the state. Mark, when we voted before, >> after we voted, that's when 31 school districts decided to sue the state. And once they sued the state, I understand the state changed the opt in and opt out. So now we have to vote again. Our old vote wouldn't wouldn't stand because the circumstances have now changed. and we could vote tonight to say yes, opt in and we give you permission if it they vote against us to opt us out. Once you notify us, you can opt us out. We don't need another special meeting if we don't want one. I think it's kind of what she's saying. >> This is all just more manipulation for the state to achieve what they're trying to achieve. >> President Holder. President Holder. >>
Trustee Chamblas. Um, I'd like to make a motion to amend the agenda. >> What would you like to do? >> Um, to consider voting to opt in pending the legal outcome of the court arbitration in December. And then if it's >> Chamblas, we would have to opt in and then revisit. we would have to revote. >> Could we make the motion that we opt in? And with the understanding that if the ruling does not go our way, Miss Perry is told to opt us out. Like we give her a directive in advance, like >> like it's a if then. >> Yes. Like we're going to opt in, but if the ruling is not in our way December 12 or 19th, Miss Perry is directed to opt us out >> like immediately. Yes. >> The decision
has to be made by December 30th. There's no board meeting prior to that. >> Yeah. So we just have it like set up all in advance. >> I can if that's the motion that you want to make. So how are we wording that? 7B. You want to abandon giving Superintendent Perry the >> directive. Thank you. You opted out >> by what date? >> 30th. Well, I don't want to make it by the 30th. >> December 20 21st. That way I'll send you guys an email. >> Perfect. >> I'll send you guys an email on the 19th. >> Yeah. >> And then I'll let you know it'll go out >> December 21st. >> By the 21st. Thank you. >> As to the court's ruling. >> If I'm favorable court, >> if the court's >> the court
ruling is in favor of We need to be very specific. Yes, I agree. Court's ruling requires waving. >> We don't even know how much money this is. >> No, we don't. >> And and this is just opting this in and we've already chosen to opt out. I >> But we might be able to get the money and not have to wave our client confidentiality and they're giving us a way out if that's not the case. So, if we say no, we're going to stay no and then the court rules in our favor, we waste, we threw away a h 100,000, but if they say no, you still have to wave your rights. We have a get out of jail free card. We just say, "Okay, we don't want it. Never mind. Forget it." So, it
doesn't hurt us to go in. It only benefits us. especially with very specific language that by the 21st um if the courts do not rule in favor of schools that we will opt out. >> How about I have it. Can I read it >> please? Yes. Thank you. >> So the motion is to opt into receiving the 31A security funding. If the December 19 ruling forces districts to wave their attorney client privilege, the superintendent would out will opt out by December 1st, 2025 and notify the board. >> December 21st 21st, 2025. >> Yes. >> First, we got to um vote. >> This is just to edit the agenda. >> They need a support to amend the agenda, >> right? >> Oh, Professor Holder, I sort So, we're going to make this CA. >> Did I
I call her professor all the time. I don't know why. Because I can't get president out. So, I say professor. It's all good. It's all good. >> The CA academia. What can I say? >> CA. >> Yeah, cuz it's already C. >> No, it's 7B. >> No, it is. It is. >> Oh, I see what she's wanting to put it right here. Would this >> have to go up under action items? >> Amending the agenda. >> The amending the agenda can go under here and then the action item would be 7B. >> Yeah. >> Okay. So, this is to add it to the agenda and we will vote on it for 7B. So everyone is clear. Anything else? Okay. Roll call vote please. >> Second. >> Uh Chrisara Thompson. No. >> Sarah McAlpine Taylor. >>
Yes. Mark Kimell, >> no. >> Cindy Holder, >> no. >> Mary Harp, >> yes. >> Carlos Harp, >> yes. >> And Rebecca Chamblas, >> yes. >> The motion passes to edit the agenda. Uh, next is first reading of the December policy update and I have a list of them here. Okay. Uh, this is first read. So, please look these over. We will be reviewing these uh in January and if we um don't have any changes then we will President wasn't just to amend the agenda. >> It was. >> So, don't we need to vote now for seven? >> We've moved it to 70. >> Sorry, I thought I made that clear. I apologize. >> Sorry. >> Okay. So, uh policy updates PO 0167.3 P1000 PO744.01 01 PO 5343 PO 5342 PO 5341 PO2260.01 PO 832
PO 860 PO 5610 PO 5611 PO 362.01 01. Those are the policy updates. The bylaw updates, which is next on the agenda, is 01000 01 23 01 sorry 0131.144.165.166 and 0167.3. So, those are the the readings of all of those. Um, next on the agenda is a board meeting start times. Uh, I was not here who wants to talk about that. >> I can't remember who brought it up. >> I don't I don't either, but I know that somebody had brought it up about six o'clock >> and then we were down for it. I I had a conversation after that point and one of the supporters now has a job that works till 6. >> So, um we are back to to seven. I think we're going to have to relook at it. >> Is
that's my understanding because it wasn't >> I think it was me that brought it up but now my job I would get out to six. I wouldn't even obviously I I it took was 45 minutes getting home tonight. So I wouldn't even make it to be halfway through a meeting. So as much as I would love to move it up, that would require me removing myself from the board after just being appointed to the board. So I mean it's a so as it stands right now, we're going to continue to stay on the 7:00 start time. And there was no vote made. So I know. >> Yes. >> Everybody not seeing anything else. Okay. Then we're going to go ahead and move on to replacing the outside grounds truck. So, in my newsletter, I sent
you guys an update about our our outside grounds truck. And so, this week, we experienced the um deficiencies in the truck. It took 45 minutes to fill the truck up for gas so that we can plow the Madison Elementary School and the Madison High School parking lots because the other two are covered by our third party. So, we wanted to have a conversation with you guys about your thoughts um or get any feedback about the email regarding the truck and replacing the truck. >> You definitely want a lease. So, we've reached out to companies and they don't do commercial leases to districts. So, if you have a recommendation for a commercial lease, the only company that we did that we did get a response for from was someone that usually mo worked with cities and
municipalities. And so, how they do it is that they offer you the truck and you pay for three years. I think the quote was about $17,000 a year and then after the third year you buy the truck for $1. So that allows cities and municipalities to not have a large upfront cost. One of the options I thought was that we can just contact like the GM dealer. You know how they have all those trucks available for lease for like 3.49. They don't do commercial leases to school districts. That's the problem that we're running into. So, the company that we did reach out is a company that I think the city of Madison Heights uses. That's how they get their vehicles and then they buy it back. They keep it and buy it after three years
for $1. >> They're willing to work with us as a school district. >> Yes. >> And I have a question. um with the cost of those payments over 36 months. Um how does that compare to the cost of purchasing a truck? >> So 17,000 times 50,000. >> So it's about a $50,000 um truck. >> Okay. >> Because it has to be a 2500 or 250 depending on the the model um to be able to hold the um the plow on the front and the salter on the back. >> Okay. So that it has to be that size or larger. Um so roughly we just estimated they send us an estimate for around 50,000 because they can't unless we are signing like an agreement they can't give us the exact VIN number with the exact amount
>> for a brand new truck with full warranty. Yes. >> Well that's awfully cheap. 50,000 for a that that's like half price. >> But they work with a lot of cities, >> right? So that's I don't know if they get it wholesale. >> I don't care who they work with. That's a good price. I take it. >> So that's total cost. >> Yes. >> All the lease payments, everything. >> Yes. >> What kind of mileage per year? >> It doesn't matter because we we buy it after a year. >> I mean after three years we buy it. So it it doesn't matter. And I can tell you the current truck we have is a 2012 and it only has 35,000 miles on it. >> I know. But at times they've left that salt feeder full
over the season. >> I don't know why >> I I don't want to bring it up now because it's probably different people. But that's something they need to be careful of. You can't leave salt in that salt spreader. The weight is huge. >> What does that have to do with the miles per year though? That's what you had asked. >> That's why the truck is is basically junk at 35,000. >> Yeah, the bed. It's all the bed. The bed has completely rusted. >> They left it full. >> Yeah. So, the problem is now that the bed has rusted, it has dropped and it has um >> you you don't have to sell me on the problems with the truck. I've seen it. >> Gotcha. >> 50,000's pretty cheap. >> Were they able to >> jump
on that? >> Were they able to give a monthly? >> So, it's no monthly. You have to pay it annually. And so we've been working with Ebony to make sure we have room for it. And we've taken in some more revenues for like rentals and things like that. So we were able to kind of figure out what revenues can offset the $17,000 payment. >> So okay, so it's about I was going to say it's a it's 166 over if it's 50k. >> It's not exactly 50k. They gave us an estimate around 17,000 per year. So it may be a little higher or lower depending on the model. >> Okay. >> Model of the equipment. Yeah. >> We don't need >> a 51. Yeah. >> We don't need a plow. The plow is already on there.
So that's a good thing. >> You got to have the plow removed from one truck to the other. That's going to cost some money. >> No, they do it. They can do it. We do it. They do it. >> Yeah. Because we have the lifts in the garage, so they're able to put that on there. Um Yeah. So, it's and and again, it's not going to be like with all the bells and whistles, which we don't need all the bells and whistles. We just need a basic truck that has an engine that will hold what we need it to hold. We don't need I mean, we will need the extended um the back because to fit the salter in there. So, that's the only reason we would need the extended cab. >> No, extended bed.
>> Not sure. >> Yeah. Are you guys okay with us moving forward with the negotiations and bringing the contract to the January board meeting? >> I am. >> Absolutely. >> All right. I just want to point out that we are looking at counting pennies and dollars and this is going to be an added cost instead of outright hiring that company to do the other two buildings. >> Yeah. >> Just FYI. I'm not saying do it or don't do it. I'm just saying this adds to our spending. >> Can I add something, President Holder? That truck during the school year when it's off season, it's not just used for plowing. It's also used to move things around the district because we have the box truck and we also need the other truck. So sometimes it's used
while the box truck is moving things, that truck may be used to go to different buildings to fix things. So it's not just used for plowing during the dur during the winter time. My point is just it's going to be added to our >> expenses. We do want to add that we have collected revenues from facility rentals to kind of offset the expense. So, we have taken in money from facility rentals so we can find a balance between the two. Yeah, I just signed on a new facility rental um at Wilkinson and it'll be from now through April and it's the contract is 11,000 >> Chamblas. >> Um would we be able to sell the old plow truck and then recoup some of that money to put towards this? >> Correct. So I went on
to Carbana just to kind of and I said, you know, it's not in great shape and whatever. Um, I think depending we could get somewhere. Um, I I think the very high end would be like 5,000. I think more reasonably 3 to 4,000 we could get for it. >> It help because the engine is good. So that's >> the problem is the blind person you get to buy it can't drive. >> Nice market. >> But there are people who will purchase these things because they sell it for the powertrain. Yeah. >> Yes. Exactly. Trustee Carlos HARP. >> Um I guess more from a accountant point of view. Have we got our money's worth out of the truck? And and that may not be on us, right? If we didn't, you know, year after year um
maybe considered, you know, enforcing maintenance or, you know, basic stuff. I'm not saying we're not doing that, but just considering the past now. >> Yeah. Um, and obviously is a I'm assuming the plan is to get our money's worth out of the new truck. So, I mean, this almost is like a an expected expense. Maybe not one we want right now, >> right? >> But we have had to replace the truck eventually, right? >> Yeah. >> And the current truck has lasted us 13 years. >> We're gonna own it after three years. Yes. >> So, as long as we take care of it, it could last six or seven or eight years. And again, our the truck we currently have has lasted us 13 years. So, I think we really did get our money out
of that truck. >> It looks >> and I think one of the conversations that you guys were talking about was that we were going to try to find some type of pre-treatment for the bed. >> Yes, we're going to treat the bed. >> Salt is not an issue. >> All you got to do is like cover what a bed liner cost. >> Yeah, that's smart. >> So, it doesn't rust out from the salt. >> Yeah, the tano covers are amazing. So, if there's a community member that has bed liners, we would love for you to contact us. >> Just be careful because if you put the drop in bed liners, there's friction between the plastic of the drop-in liner and the metal of the bed and slowly it rusts it underneath and you don't notice
it necessarily. Whereas, if you have the spray coating, which is a little more money, it adheres to the metal and it prevent like scratches and stuff won't get into the metal so it won't rust the bed out. >> Just a suggestion. spray code into this. >> Anybody else? So, I'm hearing we're going to move forward with the truck that will be on next month's um check register for approval. >> Yes. But I will get you guys the contract as soon as possible for you guys to look at hopefully by the end of this week. >> Perfect. Next on the agenda, board payments. So, we are going to have you guys' payments ready for you hopefully um not hopefully at the next payroll. But in order for us to direct deposit your accounts, we need either
if you're okay with us sending you the information via your district email address, you're going to get an email from Pam that says, you want to explain? >> Yes. So, um, the basic information that we need to be able to put into the system, um, it's just going to be employee information like birth date, things like that. And then you're going to, um, that you'll have like the W4, the Michigan W4, the federal W4. There's just a couple forms. I just need to know what email address you want. I know some people aren't comfortable using their district email address. So, if you have a personal one that you'd prefer me to send it to, um, I just need to know which email address so that I can send that to you. It'll come from Frontline
and, um, it'll basically have you create an account. Once you fill out the information, you'll really never have to go back on there unless you have to update something at some point. Now, >> can we just have you cut a check? >> Um, no, we can't do that. >> But the last time it was a check. So, what happened last time?
