And um unfortunately, I would like to ask for a moment of silence. We had uh one of our employees has passed. Um he's been around forever. I've known him since the early 70s. 002the operation of Madison District Public Schools. Our public has an opportunity to speak at every board of education meeting. A period of time known as public health is set aside at each meeting to give parents and other citizens a chance to speak directly to the board about school related topics. Anyone who wishes to speak to the board must fill out a request form and give it to the board secretary before the meeting begins. Comments are limited to three minutes. The board of education accepts comments made during public comment from anyone who follows these guidelines. Public comment is one of the many information sources the board uses before making decisions in the best interest of the children who attend Madison District Public Schools. The board also works with the district staff to address citizens questions and

Good evening everyone. We're going to start with Madison Early Childhood Center. If you guys can introduce your staff and your student of the month. So this month we asked our specials teachers to do our students of the month and our first one is going to be Elelliana presented by Miss Libstaff. Hello Elelliana is not able to join us today but she is respectful, sincere and always tries her best. She is patient and kind to her classmates giving others support where needed so everyone around her can be successful. We are so glad to have Elelliana in our classes. And our next student is Xander. Xander, can you

004come here? Xander is eager to share his thoughts in our classes. He makes connections and uses that to learn in the best way possible. He always wants to participate with Gusto, whether it's singing his heart out in music class or trying something challenging in technology. Thanks for being a great student, Xander. All right. So, for our staff of the month, this person doesn't know we're doing it and she's sitting right up here. We're excited to recognize Michelle Scott as our employee of the month. Come on. She is truly the heartbeat of our school. She's always organized, professional, and ready to support the students, families, and staff. She consistently goes above and beyond to keep our school running smoothly. I always say she's in charge. From greeting families with a warm smile to juggling schedules, phone

005calls, and paperwork, Michelle does it all with professionalism, grace, and positive attitude. She is an essential part of our team, always willing to lend a helping hand, support the staff, and ensure that the students and families feel welcomed and care for. We are incredibly lucky to have such a dedicated and hardworking individual in our building. And one of the staff uh in in the building said, "Thank you for keeping our ship afloat, Captain. We would be lost without you." So congratulations Michelle. Thank you. We will now have Madison Elementary School. Hi, good evening. Our students of the month were also selected by our specialist teachers. So I will have Miss Lip come back and introduce those two students. Our first student is Leah. Leah is in fourth grade and was chosen by our specials team

006for her can do attitude, consistent thoughtfulness towards her classmates, and the positive energy she brings to every class. She is smart, creative, athletic, and always has a bright smile on her face that lights up the room. In music, Leah goes above and beyond by helping others learn how to play the recorder, showing not only her musical skill, but also her patience and kindness. She leads by example and is a true inspiration to her peers. Whether in the gym, art, music, or technology classes. Leah demonstrates what it means to be a team player and a respectful, responsible student. She's an excellent role model for all of her classmates, and we're so lucky to have her as part of our school community. Thank you, Leah, for bringing joy, leadership, and positivity to all of our classes. And

007our next student is Henry. And Henry is in second grade. Henry was chosen by the specials team for his consistently positive attitude, quiet leadership, and willingness to help others. While he may be soft-spoken, Henry has a calm and steady presence that is essential to our learning environment. He is always respectful, puts forth his best effort in every activity, and can be counted on to make responsible, thoughtful choices, making him an excellent role model for all of his peers. His actions speak volumes, and his kindness and reliability do not go unnoticed. Wherever we are considering a student to recognize, Henry is one of the first that comes to mind. We are truly grateful to have him in our specialist classes and we appreciate the positivity and quiet strength he brings to our school community every day.

What do I for our employee of the month? Um well, first I'll do a little tiny backstory. Last week was um pair professionals day appreciation day and I was out of the building and so we missed that but I'm so happy that we had already decided that we wanted to honor them as our employee of the month employees of the month. Um tonight I have one of our most senior paras um here to accept the award for them. Come on up Beth Marks. We would like to take a moment to recognize and celebrate the invaluable contributions of our amazing

009pair of professionals. These dedicated individuals work closely alongside our classroom teachers each and every day, playing a vital role in helping to ensure our students are not only safe, but also supported, seen, and successful. We know this is not an easy job, but our pairs make it look effortless. Their calm, caring presence and unwavering commitment to the students they serve is truly something special. Whether they are assisting with academic tasks, providing behavioral support, helping students navigate social situations, supervising lunch, assisting with mobility or medical needs, or stepping in wherever a helping hand is needed. Our paras do it all with grace, compassion, and always with a smile. Each of our pair of professionals brings patience, empathy, and a deep understanding of student needs to their role. Their work often happens behind the scenes, but the

Um, our eighth grade basketball, girls basketball team at Wilkinson Middle School went undefeated this season, 11 and zero. So, great job. It's amazing. That's really good. Good evening everyone. Um I am here to present our two students that I don't think are in the room. Um our two students for Wilkinson Middle School, Arwan Alvarado and Lana Ala Al Alhendi Alhindi. Two of our

011English language learners both exhibiting all of the traits that we want them putting students first consistently great ethical behaviors and we wanted to honor them today. Um, Miss Shelby is their instructor. She says that they are both extremely aware. Um, always trying to do their best, very um, compassionate in terms of their work and how they go about doing things. And it's a definitely a pleasure to have them at our school. And for our Thank you. And for our employee of the month, it's quite a surprise, but Mr. Eric Rogers who's in the building. So, Mr. Rogers who is always um just on the spot and even if he has a difference of opinion in our building, he always sides for students first and that is always respectable, always appreciated. He's always there to do

012whatever we need him to do. he steps in. If I have to switch up being a very being an educator, you have to be very flexible. I'm always flexing always. And I'm like, "Mr. Rogers, can you?" Last but not least, we have Madison High School with some special recognitions as well for our girls basketball team at Madison High School. So, Principal Collie, good evening everyone. Uh this month's theme of students first is embodied by many of our student athletes here at

However, I would like the three following students to please join me up here. uh Denila Demia and Sean if you are here please join me let's welcome them up thank you so these three students have gone above and beyond through their commitment to both academic and athletic excellence uh and I'll focus first on Shawn Shawn step on up bud uh Shawn serves as a role model for his peers and inspires his teammates to achieve their full potential throughout the season he has consistently demonstrated ated teamwork and leadership, always placing team first and playing with integrity even when the pressure was high. At an outstanding as an outstanding student athlete, he takes initiative, communicates effectively, motivates his teammates, and adapts to challenges all while striving toward a common goal. Not only is he recognized as

014our Eagle Bass by our Eagle basketball coaches, Coach Williams and Coach Denim, but by our entire Eagle staff with his leadership and teamwork. Okay, I have the speech from Coach Jackson. She puts you girls in the same speech. So, these two young women aren't just remarkable individuals. They are the embodiment of what it means to be a true student athlete. Demia, or Harvey, as I've called her from day one, has shown nothing but unwavering determination since the first time I coached her back at Wilkinson. Every practice, every game, Harvey's grit and heart shine through. She's always the first to lift others up and the last to leave the gym. She pours her heart and soul into every sport she plays and it shows. Harvey wears the Eagle apparel with pride and carries the weight of

No matter the challenge, she rises to the occasion, reminding us all that true strength isn't just about physical power, but about lifting others up, leading with compassion, and giving your all without hesitation. Your dedication, creativity, and support never go unnoticed. and I'm grateful to have you as both a colleague and a friend. Thanks for all you do. You make a difference every day. Devon, I cannot express how happy I am to work with you, but I'll try anyway. And I promise I won't use chat GPT. From the moment we met, I knew that we would be friends. Some of my favorite memories over the past few years have been when we've had

018a lunch together. I love being having you as a neighbor teacher and one who loves chocolate as much as I do. I look forward to working with you for years to come. You know who that is? Yeah. Okay. And also uh Miss Tokco was uh our nomination for Oakland County Teacher of the Year. So we are crossing our fingers and our toes. But if I may just uh share a few things. We reached out to parents uh we reached out to students um teachers in the building um to complete her application about a month ago. And we just have to share a couple things. Uh, Miss Tokco has consistently demonstrated an unwavering commitment to fostering a love of literature, critical thinking, and academic excellence in all of her students. She creates engaging lesson plans that

019push students to explore comp complex themes, and think critically about texts, all while making connections to modern-day issues. If you didn't know it, Miss Tokco Beyond the Classroom does so much. She is an active leader in our school community, our English language arts department chair. She's on our curriculum task force, sponsor to the senior class, our dollars for scholars program and student council. Her willingness to support new teachers, share best practices, and offer guidance demonstrates her commitment to strengthening the entire academic environment. So for Miss Tokco's inspiring classroom presence, her role as a motivational mentor, and her tireless dedication to student growth, we wish her luck on her outstanding candidate teacher of the year nomination. Good evening. So, I passed out the packet for my the superintendent report and we're going to go through it real quick. The first item on the agenda, you guys know how last week or two weeks ago, we did the phase one or phase two of the data protocol. So, you guys have homework tonight. Sorry. But um what I wanted to share with you guys is the data from our summer discovery. So, last year we received over $300,000 from the Balmer group um to run our summer discovery program for grades six K through eight. And this year we were fortunate to

021receive the grant again and we have $414,000 to run this amazing program where students get um enrichment in the area math and ELA in the AM and then in the afternoon they're able to just be kids. They participate in different camps. We try to teach them a sport every week and then we take them on various field trips throughout the week. So it's five weeks of fun learning. So, I'm going to ask that you for your homework, you guys have I have not even looked at the data, so it's fresh off the press. You guys have information about our summer discovery program from last year. And so, I'm asking you for your homework for next meeting to go through and use those talking points or those thinking points. I observe what's some patterns, what's some

022things you see, what surprises you, so on and so forth. And remember to just look at the facts and if you can bring this back at the next meeting I am going to introduce phase three of the data protocol. I will email the packet out to you guys, but I just wanted to make sure we all understand that when you receive this in this week's um email on Friday to review the agenda, I mean the budget. And if you have any questions, um Treasurer Thompson is going to attend the meeting on April 23rd to So, if you have any questions, you guys can send it to Is that fine? All right. Hello again. My name is Amy Mlack. I've actually only been to one of your board meetings and um I think we have not met yet either. So nice to meet you all. Um, I have been working with Ron, um, for your district for since December, so I'm fairly new. So, today, uh, my coworker and I, um, Kevin, we have a move management or a mover physical move, physical mover proposal. Um, and this is in regards to the 2021 bond work, the the extra funds that were were available, and we're getting prepared um, to ex start that

025work. um the last day of school, the day after the last day of school um and get everybody getting new flooring. So, I'll leave it to Kevin. Thanks for making time for us tonight. Sorry about everything. Um again, as Amy mentioned, my name is Kevin Massie, my plant mar point. I'm working with uh Amy and Ron as well as with Ricky here at the school to help organize and facilitate getting everybody prepared and moved out of their classrooms in preparation for all the new flooring and everything that's going to take place within the school this summer. As part of the effort, um we solicited six different physical movers, all local, um all the typical in the uh companies that work in the school districts each and every summer. We solicited them. We had pre-bid walkthroughs.

026We went through, we identified all the classrooms that were going to need to be vacated. Content furniture is going to come out. It's going to be stored inside the gymnasium all summer long. Nothing leaves the school. Um, we anticipate it's a one or two day move out. And then as we work with Braraw Construction and they're scheduled to move back in late July, early August, we'll start populating the classrooms as they're completed. So, um, we submitted a recommendation letter to the district. After going out to bid with all six of the movers, um, we recognized that DMS moving came in as the low bid. Um, as part of the effort, um, instead of using boxes for all the staff to pack, um, we're proposing to use crates, plastic crates that are on a on a

027dolly system. Couple different reasons. They protect the items that are packed better than boxes. They don't crush. They keep everything secure. It's better for the staff because they never have to lift a he heavy box. They always are always packing an empty one. So, there's no strain there. And two, it helps speed up the whole move process and getting things out of from point A to point B. So, we have that in there as well. Also, the district requested support with the technology. So, each classroom, all the computer system needs to be brought down and removed from the classroom. So, uh, monitors, wireless access points. And the reason we're doing that is because when the new flooring gets, uh, installed, they take the old flooring out. A lot of the floors have to be ground.

028There's going to be a lot of dust and debris and everything. We don't want those getting into the technology, into the vents of the technology and damaging any of the digital components of it. So we basically have a recommendation letter for DMS moving Capricorn diversified systems which is a technology vendor that does this type of work in school districts. Um our crates come from a third party which is uh office moving alliance and we included in there a small amount of additional insurance. Um, additional insurance is strictly for if anything was to get damaged that it can be replaced for the exact value. Typically, movers will only give you 60 cents on a pound. So, this way with the additional insurance that's covered by the district, should anything be damaged, what have you, you'll get

029the actual value back of that piece of uh equipment as well as a 10% district contingency for anything that's unforeseen that may come up. Um, I want to point out that the crates we're using as well, if we don't use, we're only going to use the crates that we get delivered here. So, there's potential that could be a little bit less. Nonetheless, the total project amount came out to be $59,385 and we're looking for board approval to proceed. Thank you. Any questions? So I have a lot of uh skills, a lot of technical skills, a lot of soft skills and people skills. Uh, I think I'm just a think I can bring a lot to this team to, you know, help drive for some changes for good changes for the school district. Have any questions? Um today's update covers major developments in the Michigan state education funding and legislation as well as key federal updates affecting schools and educators. So we're going to start with the state funding. The House passed a 15.6 6 billion uh fiscal year 202526 school aid budget that includes a $417 increase in the foundation allowance, 350 million for mental health and safety grants and $2.7 billion for special education. While Republicans presented this as a starting point, Democrats have criticized it is a 5 billion cut. Meanwhile, uh, Senate Democrats passed a placeholder supplemental budget for fiscal year 2024-25 on tax policy. The House passed a road funding package that shifts the

039sales tax of gasoline and replaces it with a 20 cent gas tax hike and backfills that school aid fund and redirected sales tax revenue. Additionally, the House approved a roll back of the income tax to 4.05% 05% effective 2025. According to the House Fiscal Agency, this change should not impact school aid fund due to existing earmark projections. We hope this to be true. Um, and legislative updates, several bills were passed to streamline and improve teacher certification in HB4150, eliminating certification and renewal fees. in HB 4151 expanding reciprocity for out of state teachers in HB 4152 mandating structured literacy and dyslexia training and an HB 4153 and allowing school districts to issue local teaching certific certificates at the federal level level. Uh we don't know a lot. A continuing resolution extends funding through the fiscal year

040but future appropriations remain uncertain. The US Department of Education launched a discrimination complaint portal and issued new guidance reinforcing parental rights, especially regarding student gender identity records. Meanwhile, proposed legislation could eliminate the Department of Education altogether and other bills aimed to reshape school lunch programs and restrict foreign influence and curricula. 041with our task force. So the last time with well for the new members we established a financial task force to kind of look at the budget in every department and see like where can we make cuts. So the last budget that we look where can we make interventions I apologize. The last budget or department we looked at was the food service department where we were able to kind of like move um make some interventions. But however, food service is strictly federal funded. So it has to go back in food services. So next month or what are we looking at next? Do you remember Ebony? Special education. This week we're doing the materials. Yes, we're this week we are going to meet again and we're going to look at supplies and materials for each individual individual

042building. So such as like testing, teaching supplies, seeing how much was allocated. This year we actually used a formula. So every building got a certain amount based off of one solid rate based on the number of kids they had in the building. So I will definitely have an update for you guys in May. and did the enrollment committee. No one showed to the meeting. So, speaking of that, we no longer have a board member on the enrollment committee because the previous board member resigned. So, if anyone is interested in the enrollment committee meeting, we meet the first or second Wednesday of every month and it's via email. It's a Google meet. Um, we got to watch a play done by the high school drama club. They did um what is it? Goldilocks and Three Little Pigs. And it was it was so cute. And then we got to hear the elementary kids sing. And I'll be honest,

046I've been wondering why I don't hear more choirs in this district. So, I would I would like to see choir brought back to the high school. Right now, music-wise, they have band. And if you don't play band, you don't have orchestra as an option or choir. So, that would be amazing because those little kids singing were just beautiful. And we got to hear the middle school and the high school bands play. Um, and then we got to go in the hallway and we got to see pictures drawn by the middle school and the high school kids and they had paintings and they had pencil drawings and like some were realist realism like with pencils and they did like Tupac and it was like a photograph. It was beautiful. It was phenomenal. I don't know another

047word. It was beautiful. Um, and then they had sculptures and they had like Hello Kitty. They were like masks and then they had a house. I mean, these kids are so talented, you know, between paperier-mâché and clay and pencil and paint and markers. These kids do these phenomenal pieces of work and I don't think we see them enough. And I think it would be pretty cool if we could display, you know, some of them around the buildings for color and just because like the flowers that were in the middle of the trophy case, I don't know who did those, but somebody put together this like paper display of flowers that was like four feet wide and like 2 and 1 half ft tall. It was gorgeous. Um, but it was just a phenomenal event. So,
