we had three fourth numbers we had opened up um any of the positions to the public to run we had two people who got applied on trustees Harvard Ambush um so they were invited we did not have that particular Channel and we have a 30-day timeline to fill that seat so after 30 days it automatically went to the countless the Oakland County Schools were to fill the seat they posted the position there were no applicants so um they've reposted the position and Doug McLean who had run as a write-in um had put in for consideration so today they interviewed him I was there um they elected him to be our second member and he will sit through the on the first month that was the season so it's only a month um but we needed

by lot they had to fill the seat and we are supposed to have something important numbers [Music] 17 years of Prior experience so he won't come in he sent again I'm sure he will fit running in I've worked with him probably 10 or 15 years in myself I'm sure it will be and it will be good to have a seventh number it's important that we have that odd number for a variety and thank you for asking any other questions oops okay we're gonna move on public fundamentals public input is fundamental to the operation of medicine District Public Schools our public has the opportunity to speak at every Board of Education needing a period of time known as public commonness set aside have you Tweeting to give parents and other citizens a chance to speak directly

with the board about school related topics anyone who wishes to speak put the board must fill out a request form and give it to the board secretary before the meeting begins comments are limited to three minutes the Board of Education accepts comments made during public comment for anyone who follows these guidelines public comment is one of the many information sources the board uses before making decisions in the best interest of the children who attend Madison District Public Schools excuse me of the Court also works with the District staff to address citizens questions and concerns do we get any requests no okay all right nope that's okay next up we have students of the month so let's start with early childhood Ryan I love you okay so my first student the first student I would like

my team and he's that one teacher I know that I can always count on his continued commitment to Wilkinson Wilkinson Middle School deserves to be recognized thank you Mr Jackson foreign [Applause] Gerard so we set up uh to the staff so bear with us because we got tons of uh statements and they're all amazing I'm convinced he's actually a magical being if you mentioned in passing you'd like to see something done in your room and add no rush somehow without ever seeing him do it he gets it done within that day he's amazing and invaluable thank you so much for all of your hard work done Don is amazing and the single hardest working and most vital human being at this building I wouldn't be able to run my class or program without the help

and support of Don and his team I feel blessed to have his expertise and skills available to us and hope he feels our appreciation for everything he does there are not enough words to describe how amazing Don is I'm pretty sure our school would simply cease to function without his amazing hard work and dedication every single thing I've ever asked for he has made it happen in a time frame that I'm always amazed of I've been a teacher in this District a long time and I want to share how awesome truly Don is he works extremely hard to make medicine the best place possible for our students to learn every single day sometimes when I walk through the school doors I'll send a quick email something I forgot about the day before by the time

I even unlock my classrooms Don is like a magical genie bringing me what I requested I don't teach physics but how is this real foreign I personally have had the pleasure of knowing Don since he joined our district and I can personally attest he is one of the most hard-working dedicated colleagues that I have ever worked alongside so we have a couple more okay Don is the best he worked so hard he has a great sense of humor and is genuinely a nice person he is always willing to help and fun to talk to he keeps me laughing Don is always kind and patient and always seems to be right here right where you meet him he is a hard-working gentleman that ensures the maintenance for staff and students it has been a pleasure working

with Don over the years Whenever there is a problem he always figures it out whether it be a heater door desk or even the little things like figuring a good time for us fellow custodians to come in early on breaks and half days he always thinks of others he is definitely he definitely deserves this award God is the best it amazes me how he gets everything done so quickly and so well we are lucky to have him here at MHS and this is my feedback Don you are probably one of the hardest working guys that I've had the pleasure of working with he is always more than willing to do what is needed and takes initiative wherever he is needed he is truly different places foreign [Music] agent and Meemic was founded by teachers gazillion

years ago seemed to provide insurance for the educational community so if you're a School Employees we look out for our own network of educational staff as part of meemic's mission we give back to the community and the Randall agency being the local agent here for the school district we decided that we needed to do something special coming back after the pandemic so we provided a grant opportunity for the staff and out of all the applicants that applied staff that need something extra it's not the staff that teachers are always in need of additional funding and support so we came up with this grant opportunity and we provided 750 250 dollars to three different teachers that were chosen by their peers as the most needy so we have Cheyenne Serrato Jill Robert masowski and John Otto

as our winners [Applause] I do have statements through my teacher so Mr Otto is our Fine Arts teacher she teaches interior design Ceramics intro to art drawing painting everything under the sun amazing so she did say uh she's sorry she couldn't make it tonight but she wants to say thank you so much for this opportunity for herself and mostly her students she said I'm dedicated to being a support system for our students and staff to facilitate and create works of art throughout the school and open the young minds and adults into adults at Madison High School we are currently working on creating murals throughout the building making the school a more beautiful place one room at a time with um her art and mural Club after school she said thank you again for the opportunity

for this Grant and for supporting all the teachers in the district [Applause] is one of our special education teachers um and she said thank you so much for choosing my classroom as a grant recipient we will be using these funds to provide a community-based learning experiences from my students and we will be working on grocery lists budgeting and shopping coming up with our close kiddos okay and then we have John Otto is a second year home he is here congratulations so we have John has requested funding because he's a relatively new teacher he needs additional materials for the classroom [Applause] anybody who wants to take pictures or needs to leave that was the time to do it thank you anybody that is thank you very much thank you [Music] thank you very much we do

get appraisal uh inspection and a couple of things [Music] thank you congratulations thank you foreign [Music] up here [Music] this is awesome [Music] good job [Music] thank you where's the microphone [Music] thank you closed session so yeah is okay [Music] um I'm just gonna ask Mr Lawrence to introduce a new assistant superintendent and then she is going to start with our assistant superintendent update good evening everyone uh sorry pitch my brother uh wanted to introduce our new assistant superintendent my name is Pam firmiglio and she comes from Pope Park we're very happy to have her thank you so I just give a few quick updates today I started uh week four in my position I'm absolutely loving it it's been I've been very welcoming and I had a chance to go around to all the

buildings and um today I met with building administrators um we've also as a district partnered with parents guidance a free Mental Health Resource for parents and students they offer educational and therapeutic support online courses parent coaching and mental health webinars information regarding the webinar featuring Dr Kevin Skinner of December 14th was sent to All Families today the link to parent guidance can be found on the Madison webpage under the parents tab I've also been working with facilities and operations to identify equipment vehicles and machines that need repair or maybe Beyond repair and we I recently provided them with the two donated walk-behind Salters because when I came in one day one of them was out there with his hand in a bucket and put himself down and so we needed to get some walk behind

seltzers um currently reviewing the practices policies and procedures for human resources so that I can Implement a streamlined onboarding process and then today we're reviewed with the building administrators some goals that we have around crisis response teams for traumatic events or behavior threats and assessments thank you thank you any questions thank you Next Step approval of minutes from the regular before meeting on November 7th 2022 and special Board of that Education meeting November 21st 2022. 2 needed to make Grand support please chambliss and trustee hello I mean discussion hearing none this is to approve the minute prom November 7th 2022 regular Board of Education meeting and November 21st 2022 Special Report of Education meetings go ahead of Mayor Kennedy Mary bush Rebecca chambliss Mary Hart Cindy holder yes Crystal beaver motion passes Perry is superintendent

superintendent Patricia Perry would like to appoint Stacy Colleen as principal of Madison High School I need a maker and support please support discussion trustee Bush um how are this candidate selected and was it put up for a review of the candidates outside of the district so my understanding is that um they really felt that it was the best interest of the students and staff to keep someone who has been in the building as a professional and there was recommendations that were submitted to Miss Perry with the support that CeCe called assigned to Princeton so are we in any violational contract of result of appointing someone without actually posting position because there may have been teachers or somebody else in the district assisted for example who might have wanted that job and we didn't post it

that I don't know trustee Chambers with Legoland I'd have to review the contract I mean that's the if the administrator's contract would be the document to look at and I don't know in the administrator's contract if they have a posting requirement [Music] s my concern is we don't have assignments so I feel like filling the spots subordinates not locked in just saying and I'm not saying this would happen but just say discussions between Miss Perry permanent superintendent fall through the contract even one side or another just says we can't make deep in the middle and make this work we have somebody set as principal and chiefy who have taken there we have an assistant suit filled we have principal assistant principal and then you have Miss Perry just standing there and so without having a

superintendent contracts locked in I feel like feeling that this is below her put a set open it puts us to where we have to make it work with Miss Perry versus us coming together as a team and cohesive and that's any business relationship that you go into under pressure or Force that's not going to be the best situation you know for anybody involved so Mr Urban are you looking I'm looking for the administrator's contract right now you've got about six of them posted so I wanted to know until the next meeting um I just had one other question I appreciate Ms chambles because I didn't even think of that aspect um my only concern with these two was that there's no like information as far as I know they're not bargaining with you but we

weren't given any information as to what stuff they would be going into or get any information on their pay none of it is included in the report packet a country that was my only thing here okay because we even talked about the total confidence station um go ahead Mr Urban thanks I was able to look it up on my phone there's no posting clause in the administrator's Master agreement the three of us have talked about just that um it was indeed of rice and stuff in their administrators yes yes no we talked about Miss Perry's no I thought you and I maybe it was gonna Patricia Perry had talked about what the total conversation with it I didn't have that one I knew that would be a question we can table this to the next

meeting we will have one in two weeks I'm sorry if this can be tabled to the next meeting if you have questions the ramifications if we can take with us for two weeks you just won't have a high school because obviously yeah there was a misunderstanding that would be the question was asked on a trustee we can do um the same way we did with Miss Perry where we sent out a survey to the staff and obviously they were able to give their opinions would we be able to do it on this and the reason I ask is because as a parent in the district obviously I love Miss collie I love the salchowski as a board member I hear nothing but great things about you but from day to day like in the trenches

I'm not there and so I feel like we learned a lot about Miss Perry from those surveys and I want to wonder if we might hear a little bit because it's hard to to not post it and look for external at the same time saying you know this is the best candidate for it um I want to hear from the staff who work with them every day I want to hear why that decision what makes them the best what is the great staff report that we're hearing that made this decision to be made because I just don't feel like as a parent or a board member I necessarily know all the amazing things with the exception of what directly impacts my children and all this stuff so that's not a practice that's normally used that

would be something that we could do for this if it's not a practice we would use for all administrators we did with the superintendent yes but she's not a billion Minister but she's a district I understand that but you're also asking us to forego looking at any other candidates at all I understand so I want to know why what makes them amazing I can tell you a thousand great things about them from the perspective of Obama but as a board member putting my vote on this I want you to tell me what happens every single day what's going on when there's a behavior issue what's going on when you know there's a staffing crisis between staff colon what's happening when an emergency pops up what do these teachers feel do these teachers feel they're being

led by the best option I guess the other thing would be that I'm sure miss Colleen and Jennifer would welcome you to come to the building as Board of Education members you know you could absolutely go to the school and take a walk around and talk to some stuff are you down there okay um trustee Bush um I had a couple of things here first one just because the posting requirement isn't in the contract that's something that falls on us and just because it's not in there doesn't mean that it's something that we don't have to do my concern is that this board maintain a foster of transparency of commitment to obtaining the best possible candidates and that nepotism is not a suspicious character looking behind all of the candidates and nepotism happens when Word

of Mouth happens like oh I like so and so so I'm going to get her into that position or I like so and so he's the best candidate and that's what I'm going to tell when they're going to go along with it and that robs the community it robs the employees and it robs the board of the opportunity to select the best possible now secondary to that that when it comes to the building administrators we have put our trust in Miss Perry to select the kind of things that she wants as the principles and we are not their supervisors we are her supervisors and therein there's a little bit of a wiggle room in which you know we haven't made a policy of the board that says from now on all candidate positions must be

posted so that there's no question of messages that happening in this District and we need to support the security in her interceptions but I'm not comfortable voting on this tonight because of the lack of overall information so going back if I was to put together a survey to survey the staff and then just give them you know questions um you know highly satisfied you know with a Continuum set um I think I could put that together and send that out um and again I understand that you're looking because it's an in-house and so I guess it's not normal in practice that we would do that but I can see how that might give you more information than um just not having anything with the anonymous too oh absolutely absolutely and they're actually the pilot there

is a policy that says where it is supposed to be involved in hiring of any administrator including the building administrator such as principles and things like that that has been a practice that was tossed to the side by previous superintendent with the policy still is that we should feed can be involved in the building like the administrator so he has to be trust in his period to pick but we also have to protect this period we have to protect the districts from the perspective of we're just not going to search that we're gonna all come to the same time we'll get into it so highly qualified instead the direction that the board gives to the superintendent on the way in which information is completely which employees are qualified and then the information that's given to

us about that qualification that's what's listening and we are involved because yeah I will make that happen now also get the exact salary stuff all that information on the table of this until our next meeting need a motion to table articles a thought table you have to bring up in the next meeting under Robert to say well you can table it indefinitely if you want under Roberts the the correct motion would be the table and then when you bring it up you go you'd move to bring it off the table s okay all right well we are we will I need a motion to postpone until our next meeting the decisions regarding items B and C on the board of education at the approval of your company [Music] as assistant principal to the next meeting

which is scheduled for the next break I think the information [Music] okay [Music] um Okay so we have a function and supports of discussion to postpone the equivalent of Stacy Collins principal of Madison principal of Madison High until our next meeting legislated for December 19. any other discussion your accommended Oklahoma Police yeah yes Mary Bush yes yes Rebecca chambliss yes yes Mary harp yes Cindy holder yes motion passes so we'll move on to 4D accrual of Casa Consortium programs of people participation the educational program to be provided shall include that not limited to advanced placement courses in English Fine Arts science social studies math and World Language as well as academic and arts Electronics these students are eligible to participate if they have a state of Spike any course prerequisites and receive the recommendation of

their counselor a student enrolled in Casa shall be commented in the membership of the student District of residence Peter maker and support please agreement as presented Cube service executive thank you any other discussion okay it is moved where the Board of Education to approve the cost of Consortium agreement as presented Eric Kennedy please Mary Bush yes Rebecca chambliss yes Mary Hart yeah Cindy holder yes Crystal Beaver yes motion passes looks approval to retain Jerry J Collins from Collins as the board trainer for the superintendent evaluation tool um we are requesting the Board of Education approve the retention of Gary Jane Collins of Collins and blackout as award trainer for our superintendent evaluation tool to assist our new board members is the superintendent of evaluation is due into separate so we need to make friends forward

of course foreign trustee lever um I'm not going to support this tonight just because I did not like the tool when we used it in the past I didn't know if it was the hospital if we could [Music] um let me respond to this and I did speak to Patricia directly only because this has to be done by December 31st and most of us are turning down in it and yes how to move more than aware of that we want to look at something next year we only have two weeks um realistically we're going to be out for holiday so um if we can get this done then we can do her evaluation and we absolutely there's and she's open to looking too but we kind of have to do this in the next couple

of weeks hopefully Southern no I didn't realize that it was due by December 30th or 31st I know we had to do it yearly but it's the time I didn't realize that it was yeah we still have to do something so um that's why the decision was made she agreed let's do this for everybody some of us have done trained the new ones can be trained around we will look at whatever options we want next year uh trustee bush yes agency was it the Border wasn't the super intendent who selected the Chicago Commons was the one that was terrible and so again because we're gonna try to Crunch who in general selects that person does the superintendent select the person who trains us on how um what now um actually it was suggested um by

Mr Urban only because he knew that we have a time frame because once it was political that's fine yeah how many dollars just so everybody knows so two things one the only reason that I suggest to Gary Collins was because he actually wrote the evaluation tool that's the the answer and he wrote the stuff on evaluate the sis in the theory on evaluation um the engagement is going to have to be negotiated depending on how long or how short you want it to be sent to us quickly because we are in a time of crotch and we have when it comes in the training separate from the evaluation board training would be separate from the evaluation process if you want to be trained on the evaluation process that's one thing if you want to be

trained as a board in the same way that Mr Green did that's another thing entirely does that make sense of the tool yes before we do the evaluation yes so we have to set up two two meetings you know you can go anywhere um to have them train you the question is if you don't have it's whether you want the author of The Tool or not that's the only question you can go anywhere and ask them to train you based on Mr Collins evaluation tool okay yeah um this year only because the majority of the board has used this tool before and so we're familiar enough with it given a little refresher or new training for the new board members I feel like you can go smoothly in the time that we have available but

I definitely would like to see this come up in the beginning of 20 23 at an agenda because we had talked about it at least two other times this year that we didn't want to use this specific tool anymore because it had been the tool of Choice by previous administration who found it beneficial at evaluation to use that tool so I would like it just to be like a board consensus that this will be on a very early agenda that way we don't get caught in the same issue next year where we're kind of stuck with constantly if it's not the best I would like to compare a few March 1st everything was different yes so this is true so we will leave availability and um we will have to let Mary get with us

okay any other questions ready to vote so this is to approved to retain guarantee columns or Collins and Blaha is the board trainer for the superintendent evaluation tool Mary go ahead Crystal beaver yes Mary bush Rebecca Shameless Mary harp yes Cindy holder yes motion passes approval to authorize reason the school district auditing firm to examine the hours of Office personnel we are requesting that our school district auditing firm agreement in England payouts of office Personnel Anita Baker and support trustee Chandler I'll make a motion that the board of authorized room in the school district auditing firm to examine payouts about his personality need support I support trustee harp any discussion trustee Chambers I think that this topic of payout or a few years now and having a third party auditing seems appropriate just to keep

you know the honest honest just to keep you know you know squared away because you know everything's being done not that I have made out of our current office staff at all I really would not question it with our current office staff at all but I do think that over this past year there's a lot of things have blown up and I just having another set of eyes that have no real skin in the game just kind of go over everything and see what's been done uh I don't know I got that um I couldn't show you it was about three thousand dollars for the additional um because they're already doing our product s so it was about three of personal hectic gas um but they were expecting three thousand yeah that was my only

concerns but there was no information to give it I know I didn't okay okay discussion done okay um so we will request to authorize Freeland um to examine the payouts of specific office personnel now very Kennedy go ahead Rebecca chambliss yes Mary Bush yes Crystal Beaver yes City holder yes very hard motion passes and I'm gonna make sure you guys um policies is um do I have to read them verbatim no first small on demand aircraft aircraft and 404 0.03 School visitors po9150 Fair labor standards act po authorization to use electronic fund transfers and automated Clearinghouse Arrangements po6108 and we need a liquids report for that correct because it's the second reading the only one you only when they vote say one more time so for the second reading come on I'm sorry Mr McClain

I hate to abstain we really don't have that role he's been sworn he can vote I'm sorry if he's been sworn he can vote okay he's been sworn in hello okay it's just time to vote Mary's Family Feud according to a word list I apologize for being late folks I had a funeral to look through today my brother passed away and I uh we've had a full leg yes thank you okay all right so vote um Crystal Beaver yes Mary Bush yes Rebecca chambliss yes Mary harp yes Cindy holder yes and Doug McLean yes motion passes does Chuck registered the expenditures for the month of November are accounts payable 396 70.99 Bond construction 456 dollars payroll 400 and 3 594.56 wire transfers 400 106.97 total at 1 million one hundred eighty thousand two hundred twenty

eight dollars parents I need a maker and support please do we have funds yes I'm making the motion to pay president holder I support the motion that it is recommended support of Education [Music] 228.52 cents in the cube any discussion trustee chambliss I just tell Lauren so Lawrence you know everyone I would have our past CFO and say why are we paying bills a year after the invoice or nine months after the invoice and I used to get really upset about that and so I went through the check registry and other than Scholastic which I looked into about that's where they're billing and not our payment it's not us all of these bills or invoices are almost 99 of them are within the past like October and November that's the first time in over two

years that I've looked at a check registry and seen invoices being paid so promptly and so you know precisely and I just want to say like that is so reassuring so if you can pass it along to you know whoever is all doing that but you guys for two years now I've been because I felt like it's a very telling thing when you're seeing bills that are 10 months 11 months 12 months past due like that was bothering me so I really appreciated seeing this so I just want to say thank you anybody else surely Thorns go ahead uh so yeah I I will pass it along uh my staff has been very good um we've been working really hard to get this audio ramp up and I just have nothing but great things to

say about the steps I just wanted to add that also that um we tried to set up a little bit more structure when we're paying bills um district-wide so I think that's going to help as well um I mean I can't stop there's going to be one or two here and there um but we are to try our best to make sure everything is in and they did as soon as we can so I appreciate it it's a total money so honestly amazing thank you okay no one else sorry okay um trust the Mary Kennedy will call Logan please Doug McLean you're welcome you may you helped get the motion we just need a yes or no Crystal beaver Mary Bush yes Rebecca chambliss Mary harp Cindy holder yes motion passes cannot stop the financial

discussion purchasing car clients that issue yeah so I just want to give you some information real quick so I just wanted to bring this up very briefly we're going to try to pursue this coming forward but I just wanted to keep this in mind going forward there's been a few instances I mean many institutes since I've been here in my seven years here but that things come up rather quickly like I don't like field trips um teacher PD there's some things that come up real quick that we can't always just get a PO in for um and I think it's vital for our district to um operate smoothly to have a purchase card um a lot of it not every district has one um and I just think that it's something that we I I

hate asking teachers to um you know spend two or three hundred dollars out of their pocket to you know pay for a check to go to The Orchards you know just something like that it comes up quick um we're asking them to pay money out of their pocket to get reimbursed in payroll I think that's just um a hassle and not everybody who has the money they're just paid up front especially like for PDS I mean that can be costly as well so um you know we're gonna set some guidelines obviously um msbo has some on their website that we can uh the job and edit um going forward so that would you know whether we have one purchase card for the whole District or two but we plan on just keeping up in our

keeping them in our office and obviously Patricia or myself and be the authorizers for each purchase so um again it's brief I just I wanted to pass it out and you know we have questions or if you want to discuss it all right anybody have a question go ahead will this replace the Amazon Cardinals all right thank you um I don't want to say it can because I feel like some of those cards are specific to what like for Home Depot I mean it just makes sense to have a card with them um well I mean it's just like a Visa that could be used like that yeah okay so if okay one registered instead of having yes several registers for each card but then whoever's so if it's one of the three of us

we would have to be at home what are right now the way that the Home Depot card works is that there's one else which leads me to my next thing if you have one card and one card for your hands and one card for you know whatever else it is like I T that's five cards that gets us our 25 000 card holder uh misused insurance and it seems to me like that would be a really streamlined way to run the finances through credit operations so I wasn't going to go conservative yeah well sorry I wasn't going to be that great answer five of them I just you know I whatever we have to do to get at least one purchase card um I just think it it would be tremendous help um for for

the staff here um and yeah I mean like I said we're open to any ideas um we just want to make we just don't want to ask our teachers or any staff out of their pocket I'd like to draw the distinction between 3D and efficient and I'm all about efficiency so I think that you know when you think about it look at it don't consider anything you request of us as reading you manage a one million dollar budget per month so greedy isn't even on the table but efficiences that's all I have to say I'm sorry the other questions trustee chambliss are we just looking at this and then we're going to discuss it at the next meeting we can put it on the next to each other and I don't like to see a

teacher taking money out of their pockets to pay for things but in the same token if you don't have the money why are we spending it okay this would be a gift but these are questions you can ask of course okay you know and I'll ask me something but they are they're paid out of the pocket initially but but they are being reimbursed their payroll it's just it's a tough thing to ask them if it's you know two three hundred dollars out of pocket right away um to spend on something um when we could have other methods but if if that same event happened for like a different coach and that coach said I don't have money to do this or I can't wait the time lengthy to reimburse the biggest call you and say

I need to go buy a pair of sneakers at Dunham's or this much if you would meet them there or like how would that work you're saying like how we've done it previously oh if we had this card if we had the card um yeah see that's that's things that we're we're going to have to discuss internally um as far as structure the card goes um you know I eliminate a limit on the card yeah yeah there will be um depending on and the reason why I chose this one is because we already go through pfm um they had through the Milo you know my love Bank as well as um but um it would be easier to just go through them but yeah I mean there will be a limit and you know a

number of cards and you know you know how that would look we've discussed it internally and presented as a structure item s so this will come back in two weeks and a little kind of more information and that many of us that have additional questions can someone to me and I will support them on all righty button I had closed session pursuant to reception each sea of the Michigan through the meetings act four strategy and negotiation sessions connected with the negotiation of a collective our community they need a paper and support for examples of social studies negotiations port I have one question um do we have to come back in and then go back out announce for the next one no you can you have to vote for each one but you don't have to
