supposedly okay trustee holcomb any discussion mr president trustee thompson did we not discuss that we were going to mainly use clark hill going forward did we not talk about that at a meeting okay i just want to make that clear do we need to put something in this to designate that no no it's just clear i know we have um some business with term law but um anything going forward it's going to go through clark remember we discussed this that troon does your fun bond council and all those other items that work with uh dr hill so what would those mean i mean anything with with the new bond well they're about console but they also do your i don't know i don't want to speak for dr hill but i know we discussed this

and they do some some items and we discuss those that they do some items for the district as well i mean we use legal for everyday um uh car kill for everyday operational items i know that when we were having problems and part of this came up because there was initially a split between the administrative council and school board dash school district council so sometimes we were getting kind of double built not kind of we were um we need some sort of clarity and we need one source to go to so i thought that we had i knew that we had some business with truman that we were going to have to see through but i thought our correction was going to be that was not my own vote that wasn't my understanding we discussed

this we discussed this with dr hill she uses troon for some financial things but a double billing i i don't see how if i primarily just use clark hill and she uses what she has to with troon that this crimson seat before was with our hr director but he's no longer here and your board policy states that you need three law firms not two and so we're already down to two so you're you're kind of preventing your own board policy with sticking primarily with just one but however you guys want to operate i know i know i just use clark hill but there are some matters that for example your appeals people accounting deals that's been years in the making that's still true you cannot just all of a sudden decide okay we're doing clark

hill because you would have to get them up to speed and this is going back to 2016. clark hill might not even be aware of what's going on with your people accounting appeal or discourage you that you have to go before the state on that matter but i know i primarily i primarily use i mean either either joe or sometimes i use jonathan um but those are my go-to people either jonathan or um and if we can get a list from dr hiller no she does vacation time yeah other than her own financials she doesn't need to utilize legal uh for anything i i utilize or hr utilizes legal for everyday operations student disciplines so in hr when we get our new hr person they're going to go through clark hill yes that just clarifies

to vote as little according to our guys that she can't abstain just saying okay i thought we could that's right is that's january 11th of 2021 i was asked my very first meeting to approve minutes from the meeting in december of 2020. i tried to obtain legal at that time back during that i absolutely could not so we can just check i know that's fine thank you thank you that's i just i just wanted to make it and and and i was we're keeping one and probably said a year ago so there you go okay i'll go home please [Music] yes with their presentation today okay um does anybody have any disagreement with that because we are meeting next monday okay i don't see any objections so we'll move on used [Music] all right good

all right well thank you everybody for giving me the ones one have one yes no okay sorry no no thank you so i want to take this opportunity and thank everybody for giving me the chance to address the board my name is lisa fargo i'm a partner at clay moran in our k-12 industry group and um before i really start getting jumped into the presentation where i pulled the presentation together to really do a nice overview of the areas of focus from the audit but to take a step back and really talk about what the responsibility and what goes through preparing for an audit there's a lot of parts that we do want to circle back and discuss with the board so essentially we provide two financial statements one is the basic financial statement and

the other one is a single audit report when we accumulate this information we're using the information provided to us from the finance department and we as a service help pull together financial statements our responsibility as auditors is to put the opinion on the financial statements and that's what we're going to kind of go through really briefly and then we're also going to take a little bit more of a dive into the general fund so our responsibility is to come on in we assess controls we don't test controls we're not getting an opinion on their internal controls but we are assessing that we're assessing them through brainstorming planning substantive testing which means we're taking things to invoices to bank statements to checks and then we also do a lot of what we'll call analytic procedures like

what are our expectations we would expect that the numbers should end up this way if they don't then we go through additional procedures to double check so the first graph that the first page in the financial highlights again just addresses really what the two key reports are that we provide or we're putting an opinion on the financial statement you'll also hear us call it the basic audit and then the single audit the single audit is a compliance-based audit and that testing is prescribed to us by the federal government so every year we have to come in and we have to look at how much federal expenditures your district spent and then every year the testing rotates and we call that a major program so like for example you cannot in the course of three years

you can't test the same major program every three years you have to like check you know rotate the big programs around um and then we also test programs that we feel are high at risk or newer programs the other financial statement that we issue the basic financial statement those are audits that are required by the mde the program testing this year for the single audit was a child nutrition program and then corona virus relief fund so we had to test two programs sometimes we only have to test one this year given the volume and the corona relief fund being new that program was also tested the district received an unmodified opinion that is the highest opinion that we can provide as auditors that your financial statements are free of material misstatement as i said earlier

we can't go in and check every single transaction that's recorded but we we do do various tests to dive in deep to make sure that your financials are free of material misstatement and so highest level assurance so that's great however we did identify a finding in internal controls through our assessment in the planning phase and throughout the audit as i said we go through and we assess controls it did come to our attention that there were lack of controls related to the timely review and accuracy of the annual financial statement reconciliations during the audit process so this was identified as a material weakness and put into the single audit report i guess i just wanted to add some commentary on that it's really important to kind of like look back in the year and what

type of year was had in the finance department in general so it was a very unusual year with staff turnover the working from home mandate and there's additional work in the finance department with budgets and with uncertainty of revenues and how revenues were coming in from both the federal and the state level so there was a significant amount of i'll call it uncertainty this past year and how to account for things um one thing i do want to point out also though is that there were no compliance findings in the federal programs so as i indicated in a single audit that testing is dictated to us by federal government they're going to say like here's exactly what you need to look at and we want to make sure that these programs are being administered administrated

properly so um in compliance audit there are no room for materiality it's right or it's wrong so we did not find any errors nor tesla federal programs so look at that we're going to dive into a little bit of the financial information now so if you turn to the next graph in the presentation this represents the balance the balance sheet both the government-wide and the general fund balance sheets now a balance sheet is an as update so we kind of think about it as a snapshot in time so this represents the snapshot of june 30th 2021. as i indicated there's two columns on here the one column is the government y and we're going to talk about that for just a few moments and then we're going to talk and dive a little bit more

into the general fund because the general fund is you're operating funding what i think most people are used to observing and looking at for the operations of the district but if we first we go to the governmental-wide statement this really pulls in and represents all the assets so it's looking at your long-term assets such as like your fixed assets and then it's looking at the related debt and bonds along with the pension and other close employment benefits it also is pulling in the contingent liability that is related to the student account issue so the government-wide statement is pulling in your long-term assets your long-term debt your contingent liabilities and all the other funds that are included in the in the financial statements for madison and it's really pulling it into one spot so advance that

that is why looking at that snapshot there can be helpful the next column is the balance sheet of the general fund this again as we said is the operational fund and we will dive a little bit more deeper into the general fund in the next few slides on the next graph this rep this is the general fund budget to the actual comparison this graph um you know so so you have to approve your original budget and then you approve your final budget before the end of the year and then your actual numbers are the result of what are the final audit numbers in the financial statements so you can tell that there are variances this year and again to kind of point out it was a very unusual year particularly from the revenue standpoint the

biggest reason for the variance in the revenue relates to the state revenue which you'll see in the next slide is your larger source of revenue um there was a significant uncertainty of how the revenue dollars from the state were going to come in all the way up into the act so i do want to point out this was a very common variant that we saw through many districts this year just there's just a lot of uncertainty and then you're gonna also the other reason for the variance is in the federal revenues same thing there were timings of when many of the federal award grants were dated sometimes you didn't know where you dated on july the 1st or were you dated pre-june 30th and that would change a lot of the timing of the federal

revenues from the expenditure side i think the important thing to note here is that the amount spent was less than the amount finally approved for so that would be one area that we would look at on the next slide this is a slide for the general fund revenue for the for the period or the year ended june 30th 2021. as you are aware the largest portion of funding which is about 63 comes from the state this includes a state portion of the foundation allowance as well as a categorical funding as shown in the gold section here is the state revenue of about 1.1 million dollars i just want to point that out we kind of segregated to the side because it's what we refer to as the 147c revenue and it's for the retirement system

it's the revenue that comes the revenue comes right in and it goes right back out to the retirement system so we'd like to segregate that there the district's foundation allowance for the fiscal year 2021 was 8 111 the next largest component is your local revenue and that is at 3.4 million dollars this is comprised primarily of property tax revenue of 2.1 million the keys charter revenue and then other miscellaneous local revenue the third largest source of revenue for the general fund would be the revenue the federal revenue which came in at 1.7 million dollars this year that includes idea title essers which is that was one of the new um sources that came in this year and the corona relief fund it is important to keep in mind and understand that these federal dollars are

reimbursement based revenues and they're well and then speaking from the essers and the crf funds those are one-time dollars they'll span over the next couple years but it's not this reoccurring every year grant that you're gonna get and then finally the inner district revenue rounds out the rest of about 880 000 and that's the revenue from the oakland schools for the special ed on the next graph this slide looks at the general fund expenditures by functional area as defined by the state these are the department puzzles the largest component is the direct and indirect instruction cost at about 59 these would be the resources being spent in the classroom each function is consistent with prior year but significantly less than 2019. but there is one item i want you to know about so i'm saying

it is the functions are consistent with last year but as i said earlier with that federal revenue your federal revenue was up significantly from the prior year but that meant your expenses are there too because those are reimbursement type expenses so you have the expenses in there but which also drove up the revenue as well in the next slide this slide represents the general fund expenditures by object this is really weird where the resources are being spent as you would expect for a school district which is an organization of people the largest component of the expenditures is your salaries and your benefits taken all in this represents well this represents about 72 percent and also a reminder as we said earlier you have that 147 c revenue which is in and out so that out

is also being counted as part of those salaries and benefits all right now in the last slide so this slide is your general fund equity so we talked about the revenue talk about the expenditures the accumulation of the revenue and expenditures is your net result into the fund equity so your total fund equity so the general fund balance increased about 100 000 for your period through june 30th um 2021. there's a couple areas to break down in here as you can see in the pie chart there there is approximately 3.6 million of the fund balance is already assigned the district is required to continue to repay back the state over the next three years and that supplemental 5 million dollars that the state had received in the prior year um essentially what's happening is it

is just a direct reduction to the state revenue for the next three years so we just kind of want to put that aside and look at really let's focus on the on unassigned portion so what's left is the one million dollars of the unassigned fund balance this is the fund balance that has not already had a plan used as of june 30th if you compare it to last year so you're on a sign would have increased about 700 000 when you compared to the unassigned portion from last year um and then a couple measurables i always kind of like to point out so as we said the unassigned fund balance was approximately a million dollars one of the metrics that we do look at is you take your unassigned fund balance and you compare it

as a percent to the expenditures in the general fund so when you look at the unassigned fund balance as a percent of the expenditures it's approximately 6.5 so that went up from last year um some of the statewide metrics i'm going to point them out but it's important to kind of keep them in perspective because the statewide average for the 2019 and 2020 school year is about 14 but that's all the school districts so you're comparing a lot of different sizes you're including charter schools in there so there's it's really hard to kind of use it as a comparison but i do want to put it out there so that information is there um what the msbo would suggest is they have 15 so you know every year you know it you can add a

little bit to that unsigned fund balance and increase that percent also the state would look at an early warning of if if it's less than five percent for two years in a row so as you can see you are over that they have five percent and you have permanent from last year so those were the overview slides that i had for the board today i do encourage the board if you ever have any questions um there's a lot of information in that financial statement and so we really wanted to kind of like take a step back and and try to like condense it up into a small formula but if anybody ever has any questions they can always feel free to reach out to us yeah so the finding was that the information to be

ready for us or audit was not done timely and as through our audit process we did identify journal entries and things that needed to be adjusted so is this kind of i mean you see this often so something we need to correct and and you know i we've spoken with dr phil about it uh i think that there were some mitigating factors occurring in the finance department over the past year just kind of given this strain on the department the number of personnel in the department um i don't we didn't have a concern let's say a segregation of duty and that to me would be a bigger concern right the the concern that we had was the information was not done timely and that can lead to some issues you know if you don't have

information on a timely basis that is accurate then it's hard to make some fiduciary decisions um so so we are working with dr delta to make sure that she's got items placed into you know procedures in service so this doesn't happen again okay very good thank you [Music] okay well i want to thank the finance department for all their hard work i know it's a lot of information over many months to pull this stuff together and to issue the financial statements thank you have a great day [Music] okay [Music] okay um officer in many reports first up grcc she looking like that she said continue and diversity equity and inclusion committee we have a grc meeting coming up on wednesday and then through the dei no changes they're still discussing um the 21 day plan

that we really haven't moved so that's about it they're talking about maybe every three months for business so we haven't had a meeting thank you for comments um mr holcomb looks like cara okay um actually just before i came in today he's still working on getting into the meeting out there now but he's just like everybody else with this stuff we gotta wait until a great opportunity and in the about program i think it's headed in the right direction angel met with the thanks for being here thanks for listening and see you next [Music] week um i just want to thank everybody for coming out tonight for streaming this from home um thank you to all the staff who are working so hard getting the kids back to school safely it's a really scary world

for schools today between environments that we've recently seen in other districts and coven our kids and our staff feeling such a heavy burden i would say thank you specifically to all of them but kat vice for working so hard on transportation while we're in the kitchen um mr whitman miss perry miss promisola mr robinson for doing your best to bring new opportunities and new experiences to our students lives thank you miss domer for always going above and beyond for all of your students we have so many amazing staff members who truly exceed and surpass the level of work expected from them we have miss you know miss sonia salchowski miss hemingway ms trocho genevieve and his staff um always harp and mr fooler and mr platoon and van i could just go on it's so

difficult to really express how much respect and how impressed i am every single day i don't have their typical kids you know i don't have those kids that don't tell their parents things or they just you know they want to talk to their friends my kids tell me it never stops so i hear every day about all the little things that the staff is doing just to make them feel safe from everything from the whole world the school is a bubble they are statement and they're protected and it's every single day and it's easy to tell which staff members are making lifelong impacts and the one thing that no one can say about medicine is that we don't have great death because truly we came here for the small town we only stayed use the

staff um so i just want to say thank you so much because we also drive um about six kids to and from school almost every day or two from practice and those kids talk about it so it's not like my kids just come home and like oh i love everybody thought there's other kids coming in my vehicles me and my home and they tell me about these staff members so i just want to say thank you so much because it's a scary world to send a baby somewhere that you're not at and all of you make it so much easier that i don't even have to really worry all as much as they're going so thank you and everybody stay warm stay safe have an amazing evening oh and don't forget cleaners is at the

high school monday january 10th from 1 30 to 3 p.m line up early we've been running out of food baby because we're seeing more vehicles so get there at 1 30 and we'll see you good night okay that's interesting um i actually wanted to thank everybody for coming out tonight or for viewing in um as i think about this upcoming year i would love for us to have more discussion on our students here at the table i've always been mentioned before to start highlighting our students achievements whether it's grades improvement on their goals their behavior i would also like us to discuss and kind of focus more on curriculum this past year we have made huge strides in our elementary school and i'd like to see that continue throughout the district through the junior high

high school and then lastly i've been taking a few classes through masb working towards my cba um i think it would be great with all the constant changes i know there's probably eight different bills right now in lansing that i've been watching that's going to affect districts all around and i think it would be great if our board kind of worked towards getting their cba or taking more classes to help train us but it doesn't matter we've been here one year five years things are constantly changing and i just think the more information we absorb the better we can help our students and staff thank you again i'd like to thank everybody for coming out tonight and especially mr urban being here our mayor already left or i would have thanked her and i hope

everybody had a great holiday i'd also like to welcome mrs castle back to the board other than that thank you for coming out trustee castle thank you again i'd like to echo the comments about thanking everybody for either coming here tonight or viewing in and it's an honor to be back on the board it's an honor to serve again and i'm looking forward to working with everybody on the board and hopefully we can get some good stuff done new stuff done and again always mr abdullah i want to thank you and your staff you're amazing look at the good work we appreciate you every single day you had a rough one today today getting everybody to school with the buses and things but thank you and i appreciate all of you and i wish you

think i do agree with trustee weaver we need to start getting some of those accolades back out how how we do it during combat is up for discussion but um even if it's just the building principles that are here anyway um making that accolade or you know i'm sure we could work on something um i also was wondering just an update on capturing hearts were a few months in um if we could just maybe get a summary as to where we're at from each building to know doesn't seem to be helpful i i realize it's still early but maybe we could get a reading or at least a quick feed on where we're at there um i'm looking forward to a very positive new year for the board for the district for our employees and
