education special board meeting. I call this meeting to order. >> May we please have roll call. >> Mr. Dunley, >> yes. >> Mrs. Urban Doer >> here. >> Miss Morrison >> here. >> Miss Cox >> here. >> Miss Thomas >> here. >> Thank you. And may I have a motion to adopt tonight's agenda? >> I. >> Thank you. And is there a second? >> Second. >> That is motioned by Mr. Dudley and seconded by Miss Cox. Is there any discussion? Seeing none, may we have roll call. >> Mr. Dudley. >> I. Miss Cox. >> Yes. >> Mrs. Irvin Doer? >> Yes. >> Miss Morrison? Yes, >> Miss Thomas. >> Yes. Thank you. The next item on our agenda is our tentative agenda review. >> Since Dr. Reynolds is not here today, Miss Pedigrew and Dr.
S should be able to answer any questions that we may have that Mr. Elco is not able to answer. I do have a question. Um item number 11, speech and language pathologist. Um how long have we been without and how important is that role to the district? >> Um the I can speak. Yeah. Okay. I'm sorry. Um the role is very important. Um assistance with our occupational services for our students to help them those who struggle with speech. Um right now we currently so the person is retiring. So, someone is retiring. So, that's how we're replacing the position. Uh, we currently have on staff, I think it's one in each building. So, we have around four um in our district. >> Thank you. Nice filling that >> M president. >> Yes. question about uh 14.1.
>> Yes. Um Dr. Rose mentioned uh giving some information on evaluations on administrators. Has he did he provide? I know that would be discussed but his pedigree >> yes or 14.1 has Dr. Reynolds been given information or has he reached out for information regarding evaluations? >> Yes. So for um one person is an assistant principal. So the principal would conduct the evaluation. I do know he has started the process. Um the standard turnaround time with the deadline is June 8th for administrators. And for the um the school psychologist um that will be um evaluation that will be conducted by um the principal Miss RML as well as um special education director. So we can follow up with that. Thank you. You're welcome. Good afternoon. Madam President. >> Yeah. >> Oh. Um nothing um I just
wanted to say >> 12.1 >> yes 12.1 um farewell to we hate to see the positive >> I could I could not I could not agree more >> you have to say that in discussion when we >> oh I'm sorry >> so that yes >> thank him for his contribution Yes, that is anything Thank you. We will move on to our board of education training update. Have any board members attended any trainings or meetings that they would like to share? All right, moving on to 2.3 um levy options in discussion. Um I will hand it over to Phil to give us a brief update. >> Yes, good evening all. So uh usually when we have this we have Mr. Sharp from Squire Pat and Bogs come. He is our uh council for bond and levy
issues. He came down with the flu this evening so we told him not to come. Um, but we will be inviting him in June. So, what I did for you, and this is going to be part of the uh conversation and presentation, was I printed to you guys um a packet that'll help you sleep at night if you read it. Um, it is uh levy options and not only that, but what the legislature did in this past cycle to limit and kind of change our um options moving forward. So, um, there's House Bill 186, House Bill 335, House Bill 129, House Bill 309, and then a slew of overrides that the general assembly did from House Bill 96. Essentially, what it does is uh it will limit our ability to go to the ballot for
an extended term of 10 years for any uh renewal emergency levies. Emergency levies are no longer legal. They're called fixed sum levies. And um the other couple of bills um allow the county board uh budget commission to limit the amount of money we collect as a school district. And there are caps on the GDP deflator from the previous three tax years that will limit the ability for inside millillage and millillage at the 20 mil floor to do its job when re-evaluation comes in. So that's a lot to work with and Mr. SHV is the expert at this, but um we do have our second renewal up in it expires in fiscal year 2028, which means that this affects what we can go to the ballot for. We cannot go for a 10-year uh renewal lifespan
like we did on the previous one. It would have to be 5 years. There's changes to the way it is on the ballot with the language. Um it significantly changes how it's worded to our constituents and community, but Mr. Shard will give the options moving forward for that in June when he is healthy and not not able to contaminate us all meeting. So with that I will take any questions you may have. Thank you. The next item on our agenda is a policy first reading. At this time, we will hold our first reading for policy 51 1. >> Yes. See Is there someone from the policy committee who would like to give us an update on policy 5113? I'm going to allow Dr. S to speak to us because she's she's been working on the
policy. Is that okay, Miss Morrison? >> Yes. >> Okay. I'm sorry. I thought you me and said yes. >> No, I did. >> Oh, okay. All right. Tell us about policy 5113. >> Okay, that is our open enrollment policy. So, we have to review the policy every year. Last year we um was the first year that we opened our doors to non-residents to explore um open enrollment. So, last year we had 10 students who participate in open enrollment. Total of 14 applied. This year we want to expand it to 100 if possible. So, this um policy is just changing the date. Last year we got kind of a late start so we started the process in August but we want to start it in May so we can um have opportunity to get information from
the schools. We wait too late you know they're out summer break so we want to um get as much information from the schools as possible so that we can make a decision. The process involves um the schools the parents applying. We have a special application for open enrollment. They apply registration department reviews it and then sends all of the information to an open enrollment committee which consisted of Mr. Hurt and also Mr. Valters. They reviewed the students academics, attendance, behavior as well as um other information he thought was essential. We wanted the students to participate in an activity. So Mr. Herd and Mr. Bers reviewed the information and then made a determination as to whether we wanted to offer open enrollment to the students. So that's kind of the a summary of policy 5. one
three open the policy. >> And so we added this uh first reading this evening so that we can have a second reading and approve it in a timely manner. There any questions or discussions from the board? question. >> What was the um the findings for the behaviors or the actual determination when it came down to the behaviors >> that actually I wanted to meet with Mr. Herd about that because he follow he actually that was one of his um major tasks was following up on the students who were open enrollies to monitor their progress. So I have to actually get that information from Mr. Hurt to give you more information. >> Okay. And when you say activities, was it sports related or >> It could be sports. Um it could be like agriculture program. The
goal was to um invite students into our our district but also not only attend academically but also be engaged in activities to explore everything we have to offer. So we want engaged students. >> So I can get that information to you when I speak with Mr. Thank you. >> Can you confirm? You said the number was 10 and we want to increase to 100. Yes, that's our goal. All right. And item 4.1 on our agenda is to enter into executive session. It is recommended the board enter into executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official or the investigation of charges or complaints against a public official employee, lency, or regulated individual unless the employee, official, lency, or regulated individual requests a public hearing by
division G1 of section 121.22 22 of the revised code. May I have a motion to move into executive session? >> Thank you. >> That is moved by Miss Cox, seconded by Mr. Dudley. Is there any discussion? >> Seeing none, may we have roll call. >> Miss Cox, >> yes. >> Mr. Dudley, >> yes. >> Mrs. Irvin Doer, >> yes. >> Miss Morrison, >> yes. >> Miss Thomas, >> yes. Thank you. We will now enter into effective session and there will be no items voted on when we return. Thank you.
