Good evening and welcome to the Wednesday, March 11th, 2026 Garfield Heights City Schools Board of Education Board meeting. I would like to call this meeting to order. >> May we have roll call, please? >> Yes. >> Mr. Dudley? >> Yes. >> Mrs. Irvin Doer? Yes, >> Miss Morrison. >> Here, >> Miss Cox. >> Yes, >> Miss Thomas. >> Here. Thank you. The next item on our agenda is the adoption of the agenda. May I have a motion? >> So move. >> Thank you. >> Second. >> Thank you. That is moved by Miss Cox, seconded by Mr. Dudley. Is there any discussion? Seeing none, may we have roll call? >> Miss Cox? >> Yes. >> Mr. Dudley? >> Yes. >> Mrs. Irvin Doer? >> Yes. >> Miss Morrison? Yes, >> Miss Thomas. >> Yes. Thank you.
The next item on our agenda is our tenative agenda review. >> Are there any questions or discussion regarding our regular board meeting agenda? >> No, but I I have a question. Okay, go ahead. >> Okay, Madam President, I have a question for you or Dr. Reynolds regarding the 10,000 that was allocated for the out ofstate middle school trips scheduled for April 2025 that did not take place that was approved by the board. Could you or Dr. Dr. Ren to provide an update for the resolution of those. >> May we add this as an agenda item for next week? >> Um, I don't mind, but I have been reaching out about it over the last three weeks and haven't gotten anywhere. So, >> okay. We did have a discussion about it during our agenda review meeting.
So, I think that it would be appropriate for us to add that to the regular board meeting so that we can have that discussion and get that clarification. That's perfectly fine as long as we get it. Thank you. Are there any other questions or concerns about the regular board meeting agenda? >> Madam President, >> yes. >> Uh, Mr. Okco, can you give us explanation on 9.2? >> Yes, of course. 9.2 2 is resolution 202611 is the tax rate resolution. So um Kaga County uh budget commission. Sorry, poll's in the way. Um they have a process where they usually meet with school districts to set the rates for the upcoming tax year. So tax year 2027. This process hasn't been followed in previous years, but as we've seen, we've kind of pushed for this collaboration with
the county. So this tax rate resolution is for tax year 2027 for what will be levied against our community that was voted upon. So you'll see that there's um your general fund mill and we have PI and you'll notice that the bond millage is not on there. So in our meeting with them, we did ask them on clarification for the bond millage and for the emergency levy millillage that they had a calculation that we needed calculation clarity on from the tax year 2024 reappraisal. So on that document that you'll see, it's a standard format that the county gives us and the levy millillage is what we submit in on our tax budget in January and then the county comes back and adjusts with us on what we need. So we always go for what we
need in on the tax budget and then they come back and they told us that Garfield Heights collects 92% of taxes. We always request 100%. as in theory taxpayer pays in full, but the county comes back and we adjust the millillage. So that's what you um will be voting on 9.2. They asked to get that in so they can send it down to the state department of taxation. But uh this is the first time in three years that we have had collaborative process to tell them this is what is truly needed to to levy against our community. So that's what you'll be voting on there. Good question. Thank you. Madam President, >> Dr. Reynolds 10.1. >> Yes. Um there was a request came that came in from our um band director. It's just basically an
acknowledgement of the uh music appreciation month. Uh and we'll be reading a resolution for that. Thank you. Are there any more questions? discussion. >> Madam President, >> just um quick clarification for that agenda item we're adding on Monday. Where would we like to add that in the agenda? >> Um add that to Let me think about that. We might need to add or we can add it to recommendations of the superintendent. Would you like for me to invite the our legal team or the possibly the investigator? >> Yeah, just in case you have some additional questions. >> Yes. >> Um, >> yeah, let's add it to 19 >> to 19. >> Yeah. >> Do you want me to add just a item or do you want me to add a new category for just a
discussion topic? >> Add a new category. >> Okay. Any other questions? Any discussion? All right, seeing none, we will move on to item 2. two, which is our board of education training update. Does anyone have any training updates that they would like to share? All right, seeing none, we'll move on to 2.3 and that is the second reading of our 2026 2027 school year calendar. Since our first reading, um, are there any Any additional questions or discussion? Madam President? >> Yes. Were there any changes? >> No adjustment. >> All right. And that will conclude our second reading of our 2026 2027 school year calendar. Item 3.1 is a resolution. It is 2026-17 to adopt the negotiated contract with Garfield Heights Teachers Association for July 1st, 2025 through June 30th, 2027. May I have a motion
to approve this resolution? >> So moved. >> Thank you. Is there a second? >> Second. Thank you. That is moved by Miss Cox, seconded by Miss Morrison. Is there any discussion? Yes. Um I believe that both teams did a wonderful job in coming to an agreement that was uh fair for both sides. Um and I hate to say it like that, fair for both sides, but fair for our students. It's fair for our students to ensure that our kids are still receiving everything that they need and our teachers are as well. Um took a little bit of time. Uh but the negotiations were pleasant. uh we uh there were some passionate uh exchanges at times but it was all for the love of our children and I think that we did a both are the
teachers and the administrators did a wonderful job at coming to an agreement. >> Thank you all for all of your work um with that and we've got a few years here so that's that's really good. Is there any other discussion? Seeing none, may we have roll call. >> Miss Cox, >> yes. >> Miss Morrison, >> yes. >> Mr. Dudley, >> yes. >> Mrs. Irvin Doer, >> yes. >> Miss Thomas, >> yes. Thank you. That motion passes. The next item on our agenda is executive session. The recommended action is that the board enter to into executive session at 6:13 p.m. to consider the employment and discipline of a public employee or official or the investigation of charges or complaints against a public employee official ly or regulated individual unless the employee official lency or regulated individual
request a public hearing by division of G1 of section 121.22 two of the revised code. Do I have to have >> We need a motion. >> Okay. May I have a motion? >> Thank you. Is there a second? >> Second. >> Thank you. That is moved by Miss Cox, seconded by Mrs. Morrison. Miss Morrison, I apologize. Is there any discussion? >> Seeing none, may we have roll call? >> Miss Cox? >> Yes. >> Miss Morrison? >> Yes. Mr. Dudley, >> yes. >> Mrs. Irvin Doer, >> yes. >> Miss Thomas, >> yes. Thank you. We will enter into executive session now.
