001All right. Um, I'm going to call the meeting to order. It's 700 pm. Mo is here. Murdarski here. Uh, let's see. Morris here. Shoefelt here. Westfall. Block here. Anfield. Please rise for the pledge of allegiance. I aliance to the flag of the United States of America and to the republic stands one nation under indivisible and justice for all. Thank you. All right, we have some good news. Mrs. Miss Scott, come on up here and tell us all about the building healthy communities grant. Sure. Okay. So, yeah, you can go ahead and get started. Um, good evening. I um we are almost at the conclusion of the grant. Um, it we continue throughout the rest of the school year, but we've completed most of the portions of it. Um, this grant was received by Miss Graham

002um in the spring of last year through Wayne State University. Um, I took over coordinating the implementation um, in the summer. Um, and I worked with the Wayne State staff and all of the elementary principles to kind of get it started. Um, it is just a one-year grant. Um, and so this year was it, right? And as you'll see, there's some lasting positive effects also. So, so this is their mission. They really center around elementary school programming. The goal is to um you know it's an evidence-based program. They want to improve wellness in schools. Um happy healthy kids is really their goal. And so it's a a couple of parts to the program where there is a large educational piece and then also funding for gym equipment for the schools as well. So there we

003go. Um okay. So, each elementary school received quite a bit of recess equipment as part of this, which was great. Um, they got carts that look like this that were stocked full of equipment for the kids to play with at recess that are all just theirs to keep. And then at each school, the PE department also received um a $1,000 gift card that they could spend on individualized equipment that their team decided was best for them in their school. So each school had a champion um that they uh were leading this at the school and so they got to pick whatever they wanted with that $1,000. Um in addition to the physical equipment and the money that they um also provided the schools for gym and recess equipment, there's a large educational piece that came

004along with this. And so every school kind of implemented this like slightly differently. Um I just grabbed an example from Holland. Um and they send these messages out every single day. So if you have a kid at Holland or know any there, you'll see these coming out. Um and just, you know, they're just announcements about different types of foods and a vegetable of the week and different things like that. And um the secretary at Holland I spoke to personally about this. She's been the one sending out the messages and she made a comment to me that she'll have parents come and talk to her at drop off and say you know we get these messages and I show my child and they tried an avocado for the first time or you know something like that.

005So it's like it it's just been a really positive experience for them. And every school got to kind of decide um they got a huge educational packet. There's messaging, there's activities, there's all kinds of things. So, they decided what they wanted to do based off of um you know, what they felt like was most important. Um if you can go to the next slide. So, this this is another example um at Kenyon um that I saw. They did a color the rainbow um with one of their classrooms. And so, again, this was, you know, the variety of fruits and vegetables that the students were learning about. and they just, you know, made a little art project out of it. Um, and again, each school worked with the coordinator and so they developed whatever initiatives they

006really wanted to. So, in addition to the recess equipment, in addition to the $1,000 for gym equipment, in addition to all of the educational resources, they were really flexible in terms of funding whatever initiatives the school was trying to do. So for March was reading month. Um they were doing a reading challenge at Kenyon and then they donated some gift cards to them for them to be able to raffle off and and Moody was doing different things like all the schools were doing just like slightly different um activities and the people at Wayne State were like very flexible and very helpful in terms of just supporting whatever the schools wanted to do with this. Um, in addition to supporting all of our elementary schools and students, um, they also helped to fund a staff initiative.

007Um, and so I developed this, um, staff walking challenge that they funded all of the prizes for. And so the entire district was invited to participate in it. We used an app where people would track their steps. And I did it like, you know, every week or two weeks was a different area of the world that they were walking around and we had um about 200 staff members sign up. Um and it was really fun. Um we people would chat in the chat uh you know encourage each other with their steps like it was a really positive experience. Um, and the grant funded $500 in gift cards as prizes. So, if you want to go um to the next page. So, uh, we did a raffle of all of the participants. It wasn't really a

008competitive based program, you know. Um, so in the raffle, I was able to raffle off 20 $25 digital gift cards. Those have already been distributed to staff. This ended a couple of weeks ago. Um, and yeah, it was just really fun and positive. As a followup to this, I also planned um I made a team for the um running to honor walk 5K that's in Heritage Park over the summer. And so, um, just to kind of continue healthy habits and positive environment for our staff, um, they're welcome to join that. Um, I didn't include it in this presentation, but as an extension, I filled out a survey afterwards and received an additional $200 in gift cards that I plan to use for um, our next time that we do this challenge. I hope to do

009it again. Thank you. Um, is this something that like the elementaryaries can, you know, if they want to continue like with the daily because I like that the daily things and stuff like that. They get to keep all of the educational resources. Sounds good. I would um encourage you to get with the uh trust for the next because our it has a wellness component and they will provide gift cards and things like that. So I would encourage you to reach out to them um because yeah we can get people healthier that's great. Yeah. Okay. Thank you. Any questions? Any comments from the board? Is there an opportunity to reapply for this grant or is it just one done period? From my understanding, it's just a once um like a one-time grant. Okay. Unless you know

010I did different. Yeah. Appreciate it. Okay. Thanks. Thank you. All right. Mases again. Um we're going to move on to the board agenda. Revisions. Approval of the agenda. Is there a motion for the revisions or are there any revisions or approval for the agenda? Motion to approve by Miss Fields. Is there a second? Support. Support by Mr. Morris. Mr. Madarkski. Yes. Mr. Morris? Yes. Miss Shuazi? Yes. Mr. Westfall. Miss Block. Yes. Miss Fields? Yes. Miss Moore? Yes. That passes 70. Okay, we're going to move on to uh discussion items. I will let Mr. Wagger take over for the next at least for all the discussion items. I think pretty much me for the most part. So, I drew the the short straw. I think I'm presenting tonight. So, uh the first two items here are

011um the memorandum of understanding. We have two of them for uh with the Taylor Federation of Teachers. Essentially, we have two grant opportunities in front of us that we can help uh develop some more skill sets in our teaching staff. One of them is for teachers that would be interested in getting a English as a second language endorsement. And this is very important to us as a school district because we know that coming down the road the requirements of what we're going to have to provide for ESL students is changing uh from the state of Michigan. And as part of that, there's going to be more minutes, which means we're going to need more staff to be able to accommodate and meet that need. So, uh, with this said, this is an opportunity for any

012of those staff members who are interested in getting that endorsement. They have an incentive. They have a way of going and doing that and it's completely grantfunded for us to be able to provide this additional support to those staff members. The second one is aou that regards um a program that is for helping to develop future administrators. Again, we have grant capability to allow uh I believe it's five uh TFT members to take this opportunity, grow that skill set if they have that desire to become an administrator down the road. But these are just basically ways that we can support and grow our own and uh develop those skills within our own already uh staff members. I had some questions regarding the funding of that or is it you know I know you said grant

013so but yeah I know they had questions about it so can you elaborate uh my understanding is that um these are items that came up from I believe they're categorical grants if I'm not mistaken that we applied for and we have that ability to get the money for so that to to fully fund if All right, ready to go for it. Keep going. The next two uh memorandums of understanding these are with uh 26M, the support staff union. Uh one of these we do every single year. It's something that I've thought that next time we're around and we're negotiating the contract, let's fold this in so we don't have to do this annual uhou here. But essentially what it's saying is that when we get in the summertime, we don't always have uh enough help

014to cover people's vacations and make sure we're getting our summer work accomplished. So this allows people within the 26M support staff union to cross divisions to help get that work done. And so if let's say you are a paraprofessional but you want to be able to help and do that support during the summer you can cross that division and you can uh go ahead and get that pay for it. These are for the 10-month employees to be able to work the summer months at sub wages and get the stuff done and cover the absences. Y absolutely. So the the employees would be making overtime for this would they? No. No. Okay. They get sub wages. What does that mean? Can you elaborate? Substitute. Pardon me. Can you elaborate? You're saying sub wages. What does that

015mean? Substitute wages. Division A wages is what they get paid. Not not even the full top wage. It's the substitute wage. Yeah. Okay. Yes. So, but we've done this every year. It's a way to help us make sure we have our projects ready, make sure we're getting schools ready, and we need that extra support because we also want people to be able to use their vacation time that they've rightfully earned, and that's the time that's best to use it. So, it's how we cover. Uh and the other one that with 26M is that we currently have grant funding for two attendance agents that we have in the district that we earn these grants uh through our partnership with MDE uh at Meyers and with TVLA. Uh we are again receiving that grant money and we

016would like to continue with these attendance agents to be able to continue the initiatives we're we've put forward. So this grant uh or sorry thisou allows us to keep these as exempt positions. Um the reason we ask for the exempt positions is because this is something grantf funded and it is depending on where we stand with our priority agreement with the state of state of Michigan. So it's the best to keep them in that separate category in case you ever have to to pull them off and uh eliminate the positions in the future. Uh we have seen some I mean I know we've got a long way to go but I think through our pro project of having our attendance agents we have seen changes in our chronic absenteeism rates. We were recognized by the

017county last year as uh in the top three for improving our uh chronic absenteeism and some of it is because of these abilities to have this uh position and to have these extra supports. Any questions? move on to the policy first reading and and I'll take this from you since this is we'll just close it out with me as well. So, um we're bringing forward a policy tonight that is uh in the section on graduation requirements. We had applied a little while back for uh the FAFSA challenge grant. And this is money that the district receives to promote and get every student in the school district to apply uh when they're a senior for their federal aid and scholarships uh application. In order to be able to get the grant money, then we have to

018have uh a graduation policy, graduation requirements that supports what is in the FAFSA grant. And so we just need to tweak the language and make sure that it's in line with us being able to continue to have this money because we use this money to use for uh different celebrations, different support staff, different places to get kids to do this uh applying and get them to college. And that was why we wanted to get it out here, get it on the readings, um because I know we have a whole slew of other um policy that we need to bring forward in a package, but this one was more immediate because of the grant funding that is uh attached to it. Any questions for Mike? Okay, seeing none, we'll move on to public comment. Is there

019anyone here wishing to address the board regarding agenda items only? Anybody in the house? Beher, let me read my statement here. Our mission statement is to educate with purpose, engage with passion, empower the future, and our vision statement is that we will create a welcoming and innovative learning environment that nurtures the whole child, empowering every student to thrive academically, socially, and emotionally. Thank you for being here with us this evening. We value your participation and appreciate the opportunity to hear from our community. Public comment will begin with those attending in person followed by our online participants. In peerson speakers should come to the micro vote and state their name and address. Online speakers should use the raise hand feature to be recognized and register to vote via the barcode. Inerson speakers should come to the

020microphone and state their name and address. Online speakers should use the raise hand. Oh, I already read that. Please be respectful, avoid personal attacks, and limit comments to three minutes so everyone has an opportunity to speak. We will provide and assist with timekeeping so each guest will have be able to monitor their own time and know when to conclude so all who wish to speak will have an equal opportunity to do so. If questions arise, Superintendent Wagger or his design will work to provide answers in a timely manner. Please note that the comments made by individual board members do not necessarily reflect the position of the board of education. This portion of the public comment is limited to agenda items only. There will be another opportunity later for general comment. This meeting is being held

021in accordance with the Michigan Open Meetings Act and is being recorded. Mrs. Behringer. Hi, Jennifer Ferguson Bearinger 23636 Irving. Um, I just had a comment as far as the FAFSA. Um, and I don't know what all they did this year for it, but I know several years ago when my daughters were seniors, they had a FAFSA family night to bring parents in to be able to walk you through how to fill it out, how to set everything up, answer questions. It was extremely helpful, especially for parents that hadn't done it before. And um I I think that would be I I don't know if they're still doing it or not, but it's something that if they're not, I would highly recommend especi whether you're doing the grant or not, I would highly recommend that being

022something that you're offering to our parents. Um my other feedback on that is maybe offer a couple of sessions of it because you've got kids that are involved in band, they're involved in sports, they've got other commitments going on. So just because you do it the one night, it may not work for them, but maybe, you know, look at the schedule and see like what sports are on that night and maybe pick a different night for the second session just to kind of allow everybody a chance to be able to come. Perfect. But I think that would help as far as your participation and parents actually getting the forms filled out and stuff and knowing how and don't rely on the kids to bring the information home, please, because it doesn't happen. Thank you. Anyone

Yes, Miss Block. Yes, that passes. 70. Thank you. Superintendent's report. All right. Uh, just a couple things that I want to bring up tonight. Um, number one, I just want to put out a reminder that we do have our groundbreaking ceremony for the athletic fields taking place next Thursday on the

02726th. that is going to be uh basically where if you're coming to be a spectator, be part of the ceremony. Uh you'll be in the bleachers for Taylor High School and we will have the ceremony that will take place down in front of the bleachers on the track is where that'll take place. Um but we're hoping to get a lot of people out there looking forward to it. Uh, I'm really crossing my fingers every single day that this stupid cold weather stops because the longer that stays, the longer we start to have uh potential delays. And I don't want this delayed. I want to get this going and and start making some progress and moving things forward. So, uh, if, like I said, if you're with me every day, let's hope it starts to get

028warm and stay warm uh, from there. Uh, speaking of bond related items, we will be sending out another uh, postcard. I know we sent in the fall a postcard regarding the athletic piece, but we are going to send out another postcard to the entire community. This isn't just the people within our uh walls. It's not just our parents that we have contact with. Uh this will be going out to all the registered voters of uh our school district, giving them an update of where things are and some of the things that have happened in the past and try to clarify some of the things we know out there. When when will that be going out? Do we know? We're hoping by the end of the week. I don't have an exact date on it, but

029uh we're hoping it gets out there pretty soon. So, okay. Just another update for the community. I know that was one of the things we've talked about as a board that we needed to be better at is getting that message beyond our just our stakeholders within the district, but to everybody in the community. And I want to thank thank Martin Mallow. They've done a very good job of helping us start to push that and get our message out further than it's been before. No, the reason I was asking is I know there's a we go. Uh the reason I was asking is I know we have a schoolboard election in November and I want to make sure we don't send out mailings during that period so we're not being accused of election interference. You know

030I hear you and we probably should I think at a future meeting that kind of a period where we don't send out mailings to the public maybe like most of August, October, November and then after the election we can we can do it. There you go again. So, people could obviously argue that if we're sending out certain things, it's benefiting certain candidates. I don't think we should do that. Thank you. Okay. Yep. I got a couple more things. Sorry, got lost in my head there for a second. Uh I know I've mentioned many times especially I know we've took a vote recently for uh paying for roofs out of general fund and I kept saying like hey I've been waiting for this grant to finally come through from the state. Uh I did get word

031today that it'll be the grant for infrastructure money is going to be available to school districts. They're going to communicate it out this week and the application will be out next week. So, I'm finally thankful that we can put that out there because if we can take that money we just spent on roofs and we can move it to grant funded, oh my god, that would be uh great for our bottom line and great to help us move a lot of other things as well cuz I have more asks than just roofs. Trust me, I've seen the parking lots out there around this district. I know they all need addressing, too. So, that's going to be another big ask that I have when we fill out this infrastructure grant is let's go and get that

032money for roofs. Let's go get parking lots done. That's that's a big priority for us. Um, the next one I want to mention, and this is the one I know a lot of our students and our staff are all excited for. Um, this is the last board meeting before we take spring break. And I know this is always one of those difficult part of the years where everybody is dragging a little bit after the time change. Everybody is really looking for that moment. So, uh, I want to say to our our staff, our students to go out there, use this as an opportunity to rest, relax, and do that recharging because when you come back, it's that final push to the end of the school year. So, uh, enjoy that spring break and and be

033ready for wrapping up once we're done with that. And as wrapping up, that's all I have today. So, good news. Any questions for Mike? No. Then we will move on to items scheduled for the next agenda which is uh Wednesday April 8th. We have good news student representatives. So I guess we will hear more as we get closer. Now we move to general public comment. Is there anyone wishing to address the board regarding any anything online? No. No. Go here. Madam Mrs. Behringer. Okay. I will just say this. We will now open the floor for general public comment. The same ru r r r r r r r r r r r r r r r r r r r r r r r r r r r r r r r r r r

034r r r r r rules and procedures apply apply. We will begin with in-person speakers followed by online participants. Go ahead, Jennifer Ferguson Behringer. Um so I just wanted to let you know that this past week um on Friday, our symphonic and concert bands went to the MSBA festival. Um, both bands scored solid ones, which is the highest that they can score. So, they both did amazing with their performances. That's great. Great. Bring them here. So, we're extremely excited about that. Good news. Add it to the list. Yep. Um, and then this coming Friday, our jazz band is also going to festival. Um, so if anyone wants to come watch, it is open to the public. It's at we dot Roosevelt High School and RBM performs at 4:30. Thank you. When did you say that

035was? Friday. Friday. This Friday. At Wot High. Yep. At WOT and they go on at 4:30. So, okay. But hopefully they'll do just as well as the rest of them. So, good luck. I am glad you brought that up because it's Do you want to talk about some other really good news? Um, uh, Mr. Burggler, our band teacher at Hoover. Um, he took kids to his basically his final time that he's taken to a festival and they received all ones as well. And that is, like I said, I know I use this with Mr. Hall when I was talking about it, but I I said, well, that's going out on a high note. And I said, fun is absolutely intended. Uh, and Mr. Burggler has done a great job over the years developing uh music

036students at Hoover who've gone on to Taylor High and are leading at ethics there. So retiring. Yes. I'm sorry to hear that because he is fabulous. Hey, let's bring some of those kids in here and play for us. Add some enjoyment. Anyone else? Go ahead. Young Mr. Behringer. Uh wait, do I say my name? Yeah, your name and address. All right. So Blake Behringer. I'm I'm a minor. I don't feel comfortable sharing my address right now. I can tell you guys in private. No, that's okay. So, I spoke with Mr. Wager, Mr. Morris, and Miss Moore earlier about an ELA project I'm doing where we're going over and seeing if we can improve stuff. Mine is HVAC. And they in um they informed me to ask Miss Hall or Miss Hill if like about like

037funding and stuff. So, like if we can use part of the bond money on I'm sorry, I am blanking. HVAC. Yep. So, like they showed us I talked with Mr. Nedlick. He sent me like the zones and how the zones and stuff work for it, but we were asking like what part of the bond money can work for fixing like ventilation and stuff in the school. C could you repeat the question? I didn't hear it with the mic the way the mic was weird. Could you turn your put your folder your Yeah, that way we can hear in the mic. You had the mic blocked. Yeah, your state your question again just so everyone could or you go ahead. Yeah, I can I can summarize for you. The the project he's doing is about the

038HVAC renovations at the high school and uh their group really needs some information on uh how we fund those kind of projects and how we do those things. So, um, Dr. Hill, if you don't mind connecting and reaching out, we can get their group that information and gladly have that so they can do that. So, that makes sense. I I didn't I summarized you correctly, Blake. And all right, thank you, Blake. Let me gladly do that. Blake, can you make sure that Becky has your info so that Miss Hill can connect with you to have you in to get provide you with that information? Yeah. Okay. Thank you. And Blake, just one real quick thing because you're interested in government. a really oversimplification but it helps a lot is bonds are for things not salaries.

039So that's just a beginning and you should give the specifics but that's what I learned a long time ago. So bonds are to buy physical things but they generally don't go to salaries. So that's a thanks anyone on Courtney Proud 9846 Katherine. Um, I was just wanting to know if you guys could let me know when the survey was supposed to go when it's going to go out. I know that you guys talked about it last meeting that was going to go out for um like the sex education stuff. Um, do you know when that is scheduled to go out and then after that, how long would we look at potentially getting the CAD back up and going? I know I sent a couple emails out. I don't know if they were received or what,

040but I just want to kind of know when that's process going to play out and when to expect that survey for the community. Thank you. Thank Yeah, I can definitely follow up on that. Y anyone else in person? Anyone online? Please go ahead online. Welcome. We You're on. You're unmuted and we're waiting to hear you. Anyone there? I don't want to hang up on anybody, but I think they're having technical difficulties over there. Okay. Can we Can you speak? Can we hear you? Can we hear you? Do we have anyone there? I'm sorry. Bethany, are you there? Can you hear me? Yes. Yes, you can. Okay. I apologize. Go right ahead. I just had one quick question. um the review for the mandatory HIV curriculum that was the at 6 o'clock this evening. Is that

041the same thing that was happening uh I think it was the week of the 4th where it was a a viewing? Yeah, same materials, same everything. It's um just another opportunity. Correct. Providing more opportunities. You got it. Okay. I just wanted to clarify because last time was called a viewing and this time it was a review and I just wanted to make sure I wasn't missing anything. That was all. Thank you. And curriculum will be here um at 5:30 uh for the next two board meetings as well or you can ask your principal if there's anyone out there that needs to see it. Anyone else online? Nope. Okay. Board member comments. Um only thing I have is I read to Kenyon for March's reading month is actually to my granddaughter's class and it was fun.

042So, anyone else? Go ahead. I just wanted to touch base on the um FASA stuff. I know in the past that the high school has had like a college advisor specifically that kind of ran that. Um and they did offer multiple different sessions. They had like events at Big and just like in different areas around the city. Um I don't think we have that advisor anymore, but yeah, I can clarify that. So, uh, essentially we had that for a long time going way back to when I was an assistant principal at Kennedy and, um, it was through a grant called, uh, Macan and it was basically Michigan College Access Network and unfortunately abruptly ended, right? That's what I was going to say. Unfortunately, a lot of the funding that McCann had behind it to be

043able to provide those resources uh, were from federal grants. And when a lot of those grants started to go away, um that organization pulled all those people and pulled it back from from schools and that that didn't just happen to us, that happened to schools all over uh all over Michigan probably. I'm well, yeah, it's a Michigan group at all over Michigan. I know my wife's school, they lost their advisor, too. I like I my question will be for our senior parents because I know that those were pretty helpful. Yeah. Um, do we ha like how would we provide those for our parents? Is there somebody like would it just be the regular counselors? Would it? Yeah. And I think that's part of when we get this grant money that allows us to start paying

044for those things to happen and to run these kind of events, too. So, yes, it's it's kind of in some ways we're trying to fill that void of what happened with with that particular organization and the grant they have. So going forward with putting this forward, hopefully we can get those kind of things moving um for the upcoming especially when there has been a push in the state of Michigan to to have filling out the FAFSA form part of statewide graduation card. Like there was at one point a law proposed to make it where in order to graduate anywhere in Michigan, you had to fill out the FAFSA. So yeah, anyway, we can try to boost that. That that is our goal. Thank you. Any other board members have questions? Uh, I just wanted to

045thank everyone who participated in the Special Olympics Polar Plunge a couple weeks ago now. Uh, it was a very, uh, damp and chilly early morning, but uh, we appreciated everyone coming out and, uh, having fun with it. So, thank you for all the fundraising. I don't know if anyone has the final amount that we fundraised. I think we got close to our goal if not past it. No, the the goal when you do this is they want you to get to 10,000 and we surpassed 10,000. I don't know if it was by that much, but we definitely hit that and that's fantastic news that we were as a community able to to raise that much for Special Olympics. Yeah, I showed up and I give kudos to everybody who jumped because it was cold that

046morning. So, thank you Mr. Morris and Mr. Wagger and everybody else. Well, I just wanted to uh ensure that at the next meeting, as apparently had been emailed, that we are going to put back on the agenda the athletic field budget issue. Um, it will be on the next agenda. I wanted to make sure that because when we talked about future agendas, that didn't come up because I I'm a little concerned that we're dealing with a letter dated from January. And I think I might even bring a resolution at that time that the board be given this information in a timely manner because apparently there's a lot of information being shared with the administration on the athletic field finances that we're not getting. And I'm definitely going to be bringing up at the next meeting

047is why was a letter dated January 16th only getting to us now when you're looking at possibly a million dollar over that should have been here you go that should have been sent to the board the day it was received not held back for 62 days and then there's discussions about there were bids we didn't get any of those there discussions of alternatives we didn't get any of those I have to guess we're probably missing a good hundred pages of documents here that are 62 days old involving potentially a million dollars. And yeah, it is as bad as it sounds. That's not acceptable. And on a note related to that, if you guys haven't signed up yet, the Michigan Association of School Boards is offering a class this Saturday in construction management. I'm signed up.

048I couldn't see who else signed up, but hopefully we all take it together on Saturday and then we can apply that. You'll be there. Okay, I'll be there. I think Mr. Morris, did you say you might be there? Yeah. Yeah. So, that's all. Thank you. And yeah, we that's one of the reasons why we pushed it off for a week so that board members could get more information um and to formulate questions. Both Saxi and Barton Mallow uh will be here next time and they're they're prepared to to answer questions for us. So, just know that they will absolutely be here. Anyone else? Then I would uh entertain a motion to adjurnn. Motion motion by Mrs. Shufeld support by Kathy Fields. Moore is a yes. Morarski, yes. Mr. Morris, yes. Miss Shufeld, yes. Mr. Westfall,

049Miss Black, yes. Miss Fields, that passes 70. We adjourn at 7.
