Could I get roll call, please? >> Miss Cox, >> yes. >> Miss Morrison, >> yes. >> Mrs. Daniels, >> yes. >> Dr. King, >> yes. At this time, we'll have the board president's report. On behalf of everyone on the board of education and in our school

003community, I wish everyone a safe and joyous holiday season. May you spend this time with the ones you truly love. Happy holidays. I would like to thank Maple Leaf staff and students for being such grateful hosts tonight for the board of education. Perhaps one of the most important things that makes the Garfield Heights City Schools so special from a community engagement aspect is our regular rotation of the board of education meetings. We do so so that the buildings can showcase the outstanding work of their respective operations and also most importantly their scholars. As this is my final board of education meeting for the calendar year and for the term and also for me personally some extensions of gratitude are in order and I would like to make them right now. First to my colleague board

004member Michelle Daniels I'd like to thank you for your devoted service to the Darker Heights city schools. Your enthusiasm for the district is evident anytime you speak with Miss speak with her. Mrs. James has the ability to light up a room when given a platform to speak on the topics of the students, staff, and Garfield Heights City Schools. You are a champion of this district. Your energy, compassion, willingness to work hard, self-sacrifice to involve your children in your work and dedication to making schools better appropriately entitled you a true bulldog. May your time away from public service continue to be rewarding and filled with compassion and joy. I thank Miss Morrison, Miss Thomas, and Miss Cox as well for working together in the best interest of the district. Next to the administrative staff team and

005staff of Garfield Heights Schools, I extend my gratitude for your professionalism and determination to make our schools successful. Every school district faces challenges, some more unique than others. Garfield Heights is no different in that regard. But I commend Dr. Reynolds and his team for remaining diligent to their quest for improvement. To the staff, I thank you. Thank you for your hard work as well. Instructors, support staff, high school, to William Foster, and to every grade in between. I thank you for your efforts to provide continuity and excellence. To the scholars of the Garfield Heights City Schools, I wish you success. I wish you confidence. I wish you perseverance. And I wish you well. It's our students who make who should motivate us to get into roles such as this and it was for me the

006idea that that we could make the Garfield High City Schools better than when I first became a board member. I sincerely hope we did that and I think we have. And looking back at my time on the board of education, I shall take great bulldog pride in the fact that we successfully authored not one but two strategic plans helping with the fulfillment of the first in or in order to pave the way for the one on tonight's agenda. That we pass a levy that will keep us solvent at least for the short term and that we elevated to three stars as a school district. The Garfield Heights School District best days are in front of us and I encourage the new board members along with those remaining to continue to strive for excellence. With this

007and for the final time, I conclude my report. Thank you. [applause] Thank you. And now we'll move on to committee reports. Are there any committee reports? Okay, hearing none, we will move to our um presentation by Maple Leaf. So, I'll turn the floor over to Dr. Thank you, Madam President. Tonight, we'll be hearing from Mr. Felino and his team regarding the efforts here at Maple Leaf. Uh turn it over now to Mr. Felino. >> [snorts] >> Welcome to welcome Dr. Reynolds. Welcome board of education uh district employees and community. Uh thank you for joining us here today. Uh my name is Mike Felino. I'm a first year principal here and dedicated Garfield Heights employee of 13 years now. Uh Shayla Izzy is the assistant principal here. Uh she is in her second year as administrator

008here in Garfield Heights. Uh she is equally dedicated and she brings a wealth of knowledge related to uh the MTSS system uh multi-tiered supports uh which you know allow us to assist with our process and getting students what they need both academically and uh behaviorally. Uh starting off their presentation today is last uh year's report card. Uh we are a three star school district with two stars in achievement, three in progress and two in gap closing. Uh the significant piece here is our performance index. Uh two years ago was 56.3 and last year it increased to 60.1% uh due to our efforts. Looking at why we had an increase may not be so evident on this slide. Not a good way to start off the presentation, but we did have a decline in our ELA

009scores in both fourth and fifth grade this year. Uh we analyzed why uh that occurred and we put in uh some supports in place. We are dedicating a 40inut win block which is what I need uh for all students and those uh students are flexibly grouped between all the teachers on their team. Uh and those students uh scores and skills are reassessed uh on an ongoing basis bi-weekly to determine which groups they will be in uh during that what I need group. So that is where we are trying to uh give the students what they need in order to increase these ELA scores. Math there has been a steady increase uh you can see uh all the way back from 2021 and compared to last year we have a steady increase of scores in both

010fourth and fifth grade. Uh drawing attention to the bottom you'll see a little graph. Uh there is a the color green with a black dotted line in the middle. That is expected growth. The white dot symbolizes where our students are. They are to the right of the line which means they have they have grown more than expected in both fourth and fifth grade. Another test at southern tier of science. Steady increase of scores since 2023. A large jump from two years ago to just last year. Looking at the graph at the bottom though, you can see that expected growth was less than expected. So how could scores actually be better? Uh we had two cohorts of students. one student uh one group of students who uh scored exceptionally well and their growth was almost in

011the blue almost two years of growth. Whereas we had another group that was to the opposite end which brought some of our kids down. However, overall our growth increased. This is a pretty important slide. It shows our growth over time. The navy blue or dark blue color at the bottom uh represents our limited or students that have the lowest scores. You want to see that color get smaller or the amount of students in that lower category decrease because they're at the bottom. They can't you can't you don't want any more kids down there. So you can see that there are less kids in that blue category, that limited category, and there are more in that light blue, that next step up. So we're moving our kids from limited, the very lowest, into that next category

012of basic. Uh you can see the um orange or reddish color there. That's proficient. That's where we want all of our students. Um although we have less proficient students in 2025 as you can see because there's just a sliver of that orange uh we have an increase in the higher levels of accomplished advanced in in light green and in the dark green. A whole new category that you see on there that we were able to achieve last year is advanced plus which means we are pushing some of our middle and high kids even higher. Uh last year we received the PBIS gold award uh once again for our second year in a row. Uh sadly to say that the state of Ohio is no longer going to be um recognizing uh PBIS uh levels anymore.

013So this will probably be the last year that you will see this award. Looking at our attendance in 2023, our chronic acid absenteeism rate was 47%. Last year we got it down to uh I'm sorry, two years a last year we got it down to 42.2%. And currently right now we are at 32%. So we are consistently reducing our chronic absenteeism rate. How are we doing that? Uh with initiatives such as stay in the game, our partnership with the Browns, uh we have a Browns room as one of our incentives. Uh we are doing weekly raffles uh with our students. We're doing monthly raffles with our students and something as simple as our conversations and messaging uh in the cafeteria. We are regularly telling uh recognizing students publicly for having perfect attendance each week. Uh

014we are sending a consistent message home to families. uh whether it's through our dojo messages uh in my weekly newsletter I have added our um current chronic absenteeism rate and I also have stated in the newsletters from the beginning of the year that you know one of our goals is to decrease chronic absenteeism and we need their support. Uh another way that we are doing this is um you know bringing in outside partners. You can see behind you, we have a pledge to be present banner. Uh thanks to our guidance counselor and our communities in schools partnership. Uh we were able to secure a an assembly with Cardell Jones, uh Gin Academy grad, Ohio State grad, and uh NFL football player for a few years. Um so with partnership with communities and schools and cares

015source uh we had Cardell Jones come in and speak to the kids and that message that he had brought that that connection that the kids saw in him uh being a local African-American and an athlete uh the kids were absolutely uh amazed. We have consistently used uh his name in our messages over the PAS in the morning or in the afternoon uh just to remind them of his message and uh it seems to be working uh part of our family engagement and guidance uh department. We're providing academic support of course with study skills and organizational skills. Uh key uh with our family engagement and with our counseling is our communities and schools partnership with Paige Tanner. Um that's a nonprofit organization in case you aren't aware. It's dedicated to supporting students to stay in school

016and achieve their full potential. It's also helping us bridge the gap between school and community. Uh like bringing in partners like Carees Source and Cardell Jones. Um we have group and individual counseling. our guidance counselor uh Miss Fagan has created a lunch bunch that meets every single week with a group of kids every lunch period uh that they work on topics of teamwork, empathy, conflict resolution, and just communication and all because of the uh Cardell Jones experience. Um it's it's so important to have kids first of all to uh bring in community and have kids see community and have teachers and staffs see other uh community members because from that I was able to uh begin a partnership and I made a little note here in the works um because I I'm really confident that

017this is going to happen. I met uh somebody from Cares Source uh Tony Jackson um and we were talking about what else you know she could do for the school what the school uh what the school can do for for their program and I just met with her and we're in the middle of creating a partnership related to the CANS program something that I just learned it's child and adolescent needs and strengths um and what that program does is connect uh students to resources and families these to resources. It is a CME, a care management entity. Something else that I learned all because we had this outside group come in. So, uh, we're working I'm working with Tony and Care Source and she is working with her connections and we're, um, trying to bring in

018Tony along with some other resources that happen to be, uh, some professional local athletes like Daniel Gibson who used to be on the Chaos team, and they're going to be going to visit that lunch bunch that Miss Fagan, our guidance counselor, runs. Uh we're gonna start off with once a month and we're gonna have them uh Daniel Gibson or whatever athlete they get to or Tony Jackson from Cares Source to start to uh have the kids uh hear the message from other people. Uh with that being said, moving on, uh Miss Fagan uh was the catalyst to starting that district-wide food drive. She started a food pantry uh right around when the government shutdown happened and um she was starting to hear from families and students that they were lacking resources. So So she had

019an immediate call to action and started a food pantry right here where we had uh one of our teachers uh reach out to her resources who brought in over $1,000 worth of goods. Um, from there, uh, the, you know, the district caught, uh, word, uh, wind of it and that turned into that district-wide, uh, food drive, uh, that you saw just over Thanksgiving break. Um, in addition, she has a clothing closet. We are always accepting, uh, lightly used or new uh, gear, and she's got it all organized. I know it may be hard to see in these pictures, but it's all organized in closets uh by item, by size, food as well by item uh just in case anybody needs anything. She actually uh the impact of this program uh is uh I guess indescribable.

020We had a student actually come to her uh and ask for food because they did not have any. Uh so our kids need it. they may be too shy or they may not uh know to even ask the school uh unless they realize that this is happening. So it is definitely uh something that we're proud of. Uh something else that we did as all other schools did at the beginning of the year was the father's walk uh where we had hundreds of fathers join us. Uh something else that we're doing with uh community engagement with our students here that does go through the guidance department is the Kuanas kids. Uh through community service projects and leadership and teamwork, our kids are learning how to contribute to society and help out. Uh a couple of things

021they've done, you can see some pictures here. uh they have gifted uh and recognized our security guard and they talked about the importance of safety in our building along with our crossing guard. Uh they've awarded our crossing guard with a gift and a little speech of thanks for keeping us safe. Um, in addition, they helped organize uh in the upper left. Uh, we received a very heavy donation of toys for our Winterfest uh this Thursday from Algo School District and uh our students were uh integral in getting all of that gear, organizing it, and storing it and getting it ready for that. Uh, one of the most significant and I guess fun uh pieces was our penny wars. In October, we started penny wars in the home rooms where kids uh and adults brought in

022pennies uh put them in a container and uh the whatever uh classroom had the most pennies that they collected won. Uh but that wasn't the reason. The reason was because uh this has been an annual thing now. Our second annual penny war. Uh all the proceeds go to benefit the Cleveland Clinic Children's Hospital. This year uh Miss Fagan reached out. we were gonna uh donate again and they got us they said well why don't you come a little bit later this year instead of around Thanksgiving so they invited us out just last week uh we went down to the Cleveland Clinic the group of the Kuanas kids that helped organize this fundraiser and WMGI 105.7 uh was doing an I live on air broadcast there for their annual radioathon and they invited our students down

023there uh to present the over $600 that we donated and then they matched it. So, we were able to provide with our $600 over $1,200 in funding. Uh we had a couple of our students actually go on the air and uh had some pictures taken. You can check out those pictures on the website and I'm working I was actually working with Mr. Wheel uh just this evening to get the audio clip posted of the whole segment. Uh looking at our exceptional learners, um we have uh some students that have special needs in our school and for the second year in a row, thanks to Mr. Forte, we were a uh we were able to um send one of our groups of students to the Fieldstone Farms. And it was every Wednesday during the fall, two-hour

024sessions. They learned about horses, barns, uh they did riding lessons, and it was a lifetime experience. Uh we had a student on a wheelchair that actually got comfortable enough to get out of the wheelchair and get comfortable enough with a,000lb animal and was able to get on the horse and it was an experience to remember. Uh our gifted education program um has also done a number of things not only for the gifted students but for for our entire school. Um, Miss Bartlett had organized a NASA career day where uh we had a virtual meeting with some astronauts and our students learned about the certain careers that are offered in that realm. Uh in addition uh she also organized connected with a local author um that she had met going on a professional development uh day

025and he is a local author that actually wrote compiles a spooky story uh book. So they started talking and they said, "Well, let's, you know, let Miss Bartlett said, "Let's have a spooky contest, uh, writing contest, I'm sorry, spooky story writing contest in our school." And he said, "And then when you're done with that," he's like, "Can you invite me? Can we do some kind of virtual meet?" So after the kids uh who participated did the spooky story writing contest, uh then we connected with the author of the actual book. uh the winner of the contest won a signed copy of the book with the author and then they did a Q&A uh with the author. Um in addition, we had uh our fourth grade uh poetry slam and one thing that the uh gifted

026education teacher, Miss Bartlett, is doing this year is uh having the students create the studentr run website, which is actually connected to our website. It's in the works. uh there's not much to it yet, but it's giving uh students that exposure to technology uh to get them those 21st century skills. Uh you know, to close out uh some other just activities and events that we have. We do monthly and weekly incentives for being safe, respectful, and responsible. Uh thanks to the uh academic department, a department of teaching and learning. We've had a number of experiential field trips to Hail Farm, Canalway Center, Brexville Nature Center, and the Natural History Museum. Uh the Hail Farm, the Canal Way Center, and the uh Brexville Nature Center field trips were all outstanding. The kids came back glowing. The

027teachers came back glowing, and I heard from a number of teachers saying that our students were knowledgeable and prepared. So their science teachers had taught them the content and they were inquisitive asking questions. Uh so it was a great experience for them. Uh something new this year. Uh Mr. Berdick, our music teacher, just started bucket drumming. So he reached out to a number of uh home maintenance stores and uh they were reluctant to get us some supplies, but Walmart ended up giving us a discount. So now we have about a dozen students u meeting after school on Wednesdays learning rhythm with bucket drumming. Uh we have art club again this year uh at on Thursdays in the morning. Uh we're having a spelling bee open to everybody in the school. Uh tomorrow we're part of

028uh Governor Trestle's fitness challenge and uh of course we are going to be hosting our winter fest this year. So I know that's a lot. Um that is the end of our presentation and uh I open the floor to questions. >> Thank you Mr. Flynn. You you all are doing a wonderful job here. Um it's evident with the growth that we see in the students um here at Able and all the wonderful extracurricular activities that you're doing is remarkable. Are there any questions or comments from the board? All right. Thank you very much. >> Thank you. >> All right. Getting back to our agenda. Um, we will go to 6.1. How do I How do you want me to handle this? >> Miss Morrison, you want to read it for Dr. Sure. >> 6.1 >>

02961 >> Do we have a copy? >> Yes, we do. Okay. 6.1 is the commendation resolution recognizing the service of Dr. Glette King. I'm going to go ahead and read the commendation. It has just been an honor to be able to serve and the decision not to run again was because I needed to focus on serving my family. But I do want to thank my family also because without them serving alongside me and making room for me to serve this community with my whole heart. Trust me, it's been with my

034whole heart that it wouldn't have been possible. I would like to thank my fellow board colleagues. Um, it is strength only only in the five of us. And I appreciate and I thank you guys for being great leaders alongside me and having the shared compassion and love for our students in this community. Thank you, Dr. Reynolds, for serving our students sufficiently. So, thank you both for being trailblazers and status disruptors in the betterment of this community. In saying goodbye to Dr. King and Mrs. Daniels, we will also welcome Mr. Dudley and Mrs. Irvine Doer. Every year this holiday event brings smiles and to the faces of our students who are involved and so please mark that on your calendar. Uh with this I conclude my board report and happy holidays. >> Thank you Dr. Reynolds. Remarks from the public regarding agenda items. >> Okay. Um, are there any comments for the public hearing for the retire hire of Michelle Jorski? All right, hearing none, we'll keep going. Um, could I get a motion to approve 9.1 and two? So moved.

038There a second. >> That was moved by Miss Morrison and second by Miss Thomas. Any discussion, Mr. O? All right. Um, thank you the board um for all your support um Dr. King and and Mrs. Daniels the past three years with me. Um this is my last one for you guys for the uh calendar year, but um we have a good one. So let's let's talk about that real fast. So um let's go back to May of last year when we did our first financial recovery plan and we were in a a bit of a sticky situation as a school district financially. We implemented a lot of cost-saving uh measures for the school district that really did, you know, change the landscape of how we administer ed education on the level that Dr. Reynolds and

039myself have brought to the board. Um, fast forward to now and we are running one of our best budgets in in 3 years. So, the cuts that we made with the passage of our renewal levy has given us has put us in a situation to continue to implement the vision of Dr. Reynolds on the academic side for the next few fiscal years while we develop a long-term plan that the next round of leadership from at least my seat and Dr. Reynolds seat can take this and run with and the board can sit here and say we took care of what we needed to and the state wasn't involved with us. With that being said, everything is running smoothly about halfway through the fiscal year. Um we've expended and reimbursed 27% of our federal grants. So

040we're on on pace with where we want to be and again making sure we're maintaining the funding that we have and not overdoing you know with if we see some surplus here or there but maintaining the core academic expectations that Dr. Reynolds set. So the um only other uh agenda item is 9.2 which is the uh resolution for transfer. We are transferring $100,000 to the 300 fund account which is the student managed activity fund. So programming like athletics, music express, bands, um any of those programs that happen within the district, we run a control budget here, which means that, you know, they submit their budgets and then we administer the money as the year goes through so we can maintain, you know, expenditure control over those departments cuz we've seen in other districts it gets

041a little bit dicey sometimes when um there's so many moving parts with that. So um that's the only authorization we're doing. I would say um we're going to end calendar year 2025 on a on a really great note and I'm [snorts] so happy to uh be able to present that to you uh this evening. So I'll take any questions that you may have on the financial report. >> Any questions for Mr. Oko? >> Madame President, Mrs. Daniels. U Mr. Oo. Um, is it due to the support of our community with passing the renewal that we're able to actually make this transfer tonight and not charge our families um to cover these expenses? >> Yes. So, I would say absolutely. Um, and we have to remember that the renewal levy was uh 12% of operating revenue.

042And the community showing support for our school district has given us more tools in the tool chest to make ends meet with what we have, right? That's the whole that's the name of the game for our school district is we know what we're going to get and we just need to make it work. So, this is, you know, the transfer that we're doing tonight is an extension of that. Now we can make that transfer in December and we don't have to wait until we get our collections in March, our property tax collections in March to do it because we know that we have the ability to do that financially. Now, it's just another example of how, you know, if we're if we're have a steady financial plan and picture in place, it really just brings

043some continuity and stability to how we are able to manage our school district financially. Thank you. Any other questions for Mr. Jo? >> Hearing none. That was moved by Mrs. Morrison. Miss Morrison and seconded by Miss Thomas. Could I get roll call, please? >> Miss Morrison? >> Yes. >> Miss Thomas? >> Yes. >> Miss Cox? >> Yes. >> Miss Daniels? >> Yes. >> Dr. King? >> Yes. I'm going to do the next few um separate separately. Could I get a motion to um move away the reading of 10.1 which is a resolution approving our strategic plan? So move second. That was moved by Mrs. Daniels and second by Miss Cox. Is there any discussion? Madame President, Mrs. Sams, I just want to thank the community members that helped us um frame this strategic plan so

044that our school district can continue to move forward strategically in order to support um our schools. So, just wanted to say a special thank you to the community for creating a plan for us to move the district forward. Thank you. There any other questions or comments? All right, hearing none, that was moved by Mrs. Daniels and second by Miss Cox. Would I get a roll call? >> Yes. >> Miss Daniels? >> Yes. >> Miss Cox? >> Yes. >> Miss Morrison? >> Yes. >> Miss Thomas? >> Yes. >> Dr. King? >> Yes. Could I get a motion to move and wave the reading of 10.2? >> Second. That was moved by Miss Thomas and second by Miss Morrison. Is there any discussion? Hearing none.
