Good evening and welcome to the Garfield Heights special board meeting work session. This evening is Monday, December 8th. I call them call the meeting to order. >> Could I get roll call, please? >> Yes. Miss Cox? >> Yes. >> Mrs. Daniels? Sorry. Miss Thomas >> here. >> Miss Morrison >> here. >> Dr. King >> here. >> Could I get a motion to adopt this evening's agenda? >> So move. >> Second. >> That was moved by Miss Thomas and second by Miss Morrison. Is there any discussion >> hearing? None. Could I get roll call, please? >> Miss Thomas? >> Yes. >> Miss Morrison? >> Yes. Miss Cox, >> yes. >> Dr. King, >> yes. >> All right. So, the first agenda item [cough] is the tenative agenda review for our meeting next Monday, um, December 15th.

There any discussion? >> U, Mr. O for 9.3? >> Yes, ma'am. >> Um, will there be a document there for us to review before Monday? >> Yeah. So, uh, Dr. Reynolds, I meeting with the state of Ohio tomorrow night. Uh, tomorrow. tomorrow night. Tomorrow morning, um at 9:00 to finalize our financial recovery plan. So, state gave us 45 days after we submitted our forecast because we had a year three deficit in our line uh 12.01 and 15.01 and that was including renewal levies. Obviously, our renewal levy passed in on November 4th, so we're going to do a a um forecast anyway, but the state still kicked in and said, "You got to do it." So, it will include about $4 million of cuts that Dr. Reynolds and I have worked on again and we will

get that to you tomorrow once they >> they're going to bless it tomorrow for us. So, we'll [snorts] get that to you and then we'll also have the accompany forecast so that we can submit it to the state as well so that it kind of it'll clean up from what we had in September. >> All right. Thank you. >> Of course, >> Madam President, Miss Cox, Dr. I have a question about uh the the uh intervention specialist at William Foster. Is that the only one we have? >> Um mean adding for this up and coming >> that's the resignation. Is that the only [cough] >> No. Uh we have a intervention specialists are are are really tough for us right now to come by. >> Um so know that she's not the only intervention specialist

that we have there. >> Okay. >> Um we we do have enough to survive but we we definitely are constantly or consistently looking for more intervention specialists at every building. >> Miss Thomas, >> can you tell us about item 18.1? in the United Athletic Conference. >> You don't mind? >> Yes. >> So, uh the conference that we were a part of for several years has now been disbanded. This is a new conference uh for uh a lot of the districts that we're very familiar with, including Bedford, Warrenville Heights, Maple Heights, um and also some some new school districts as as well becoming involved in this. Um, we've been working together just to come up with some ideas to make this a a much better conference and focus not just on athletics but also focus on

other extracurricular activities as well and including some academic uh challenges. Um, the things that we've been talking about has been it's been promising uh very much so promising. Now we're attracting other folks who want to be a part of our um this newly built conference. So we're very excited about this. Uh we are now gathering together to make sure that each board has a resolution to approve entering into this agreement. Um it is uh very much so as as um consistent as we've done in the past with our leal conference. Um but I I'm anticipating that this will be something that's one that's brand new but something that's going to be a lot better than what we've what we had in the past. >> And who leads this conference? There is a commissioner that is

actually uh going to lead the conference. Um right now it's just the creation of the conference actually came from the superintendent and also some of the uh athletic directors around the area. Um superintendents have basically been the ones out there trying to sell the conference to other school districts. Uh and it's been working because it's been because the things that we're offering is is a lot different than what they've seen in the past. >> Yeah. And last thing, um, on the actual agenda, we needed to say 2025 or that's the resolution. Okay. Not the year. >> That's all. >> All right. >> That's the resolution number, not the year. >> 25 26. That's the resolution. >> Um, Dr. Reynolds 19.1 the data agreement with connect is that just an update? >> Yes. >> Okay. >>

Um we we wanted to >> Yeah. So they so we use um with some of um on the fiscal side of things they have access into our US and our USPS. So they it's our >> Yeah, I'm sorry. They're um it's like our accounts payable and our payroll software. So connect has access to that as they should have access to it in case there's like an emergency or a data breach or catastrophic failure. So it's just an update with them on the fiscal side for data sharing just um they have to have every district sign it essentially. But um it's just kind of like clean up language for connect as they've been going through and seeing which districts have it and which ones don't. >> Okay. Thank you. >> Of course, >> Madam President, Miss

Thomas, >> item 19.4. Will there be an attachment for that new school resource officer? >> Yes. Yes, we'll have the attachment for the new school resource officer. We're we're very much so excited about him joining. Uh he's actually very familiar with the the principal of the high school, uh the principal of the middle school as they work together in Cleveland as well. Um brings a lot of years of experience of working with children. Uh so we're we're very excited about what he's going to bring to our team. Any other points of discussion on our um proposed agenda for Monday's meeting? >> Yes, Mr. >> Can I give you just quick update under so um 9.2 there's a fund transfer resolution. We do this usually twice a year. This one is going to the uh 300

fund. it's district manage accounts, band, athletics, um music express, anything like that. So they run control accounts, uh and we have to kind of replenish it as the year goes on. And then um there is the retire rehire for uh the exempt employee in my office, Missy Jorski. Um, so as that goes through that's tied to the financial recovery plan as well as one of our plan items on there was so we have to do the public hearing first and then the board will approve or can take a recommendation to approve for that contract for moving forward. >> So when we do the hearing it's just >> any comments or concern? Yeah, I put it under public um public remarks to the public regarding agenda items because it is an agenda item. >> Yes. >>

So we did there was a process that we had to follow for retirey hire of an employee and we followed that. There's public notice given a certain amount of time and then there's a window I think it's between 15 and 30 days or something when you can you have to the board has to take action for that. So since she's retiring on December 31st to start January 1st, this would be the >> prime board meeting to get that approved within that time frame. So >> and then for the Louder Mill resolution, will the there be anything for us to review or is that something we'll talk about in executive session? >> Um, I can Okay. All right. Is there any other um points of discussion for our meeting on December 15th? All right. Hearing none,

we'll go on to um item 2.2, which is the board of education training updates. So, any training updates that anybody would like to share? I'll start and um just talk about one of the sessions that I went to um at the capital conference. It was a mock well I'll talk about two. There was a mock board meeting um and they had a lot of different scenarios. they had um a group of individuals play different roles and they a lot of it had to do with um borrowing and levies and debt limitations and so they were roleplaying things that could go wrong or things that you shouldn't do in a board meeting. So it was very interesting. Um, and one thing that they talked about is that, um, again, we know that we have to be

very specific as we go into executive session, but you also have to make sure that at the beginning of the executive session or you can do it at your um, organizational meeting that you have to state that all conversations in the executive sessions are confidential. That was one thing that stood out to me. Um, but a lot of things that definitely could go wrong did go wrong in these uh in their their board meeting scenarios. And then they took the time to actually go back through and talk about why it was wrong and what you can do to make sure that you don't um run into any of those problems. So, I thought that was interesting. Then the other one um becoming the district that you aspire to be. And they talked about how you

have people that are north, east, west, and south. So your north people are people that jump right in and move forward. Your east people are your big people p big picture people. Your west are people that love to-do list. And that's kind of where I fell. And what they had us do was break up into different sides of the room. So you were with the people that you were most like. Um your south people are people that like to assess the room first and then engage. And so we talked about how um you have to bring all of those different viewpoints together in order to work for the best interest of the children. But you all have to know each other's strengths and weaknesses and their viewpoints so that you know how to work best

together as a board to um get the the work done. So those were highlights of two of the trainings that I went to. Is there anything that anybody else wants to share? >> Madam President, I will share. >> This is Morrison. Um I took quite a few on leadership. I was in that same one with you that you just talked about the different the becoming the district we aspire to be. >> Um but the first one I went to was building cultures of kindness, caring, and respect in your schools. There's a company that you can bring into your school that has a program that you can put with your PBIS to teach our students to be kinder and more caring for other fellow students. Thought it was a very interesting program. And then what I

found the most interesting was we went to a lunchon um and it was about this teacher Aaron Grwell who wrote this the freedom writers diary and it's actually a diary of the students in her class. Um she worked in a school in California, right? >> Yeah. >> Um that was very they were kids that people didn't believe in. they were pretty much sent there to, you know, just finish or go to jail or and so she came in and really changed and got most of them to go to college and they gave us updates on some of the students who were there. So I was very excited. There's a movie out there about her teaching also and I was most excited because after the lunchon you got to get it her to sign your book.

So I was very excited because um just watching the movie and reading the book, she is such an inspiration. >> So that was what I was most excited about at the training sessions. >> Thank you, >> Madam President. Miss Thomas, >> um I felt like I spent a lot of capital conference at the delegate meeting. >> Yes. um with the shortened schedule and it being a Monday, Tuesday and us trying to be at work and be at the conference. Um I I just feel like my time was spent heavily at the delegate assembly. Um but in assembly um the delegates voted that um there was a resolution on the table to change um one of our OSBA standpoint legislations um about racism, equity, um gender identity and and those things. And um it was voted

down that we add different subgroups um such as citizenship status, um legally acquired genetic information, families, um disability, military status, national origin. Um and so there was a lot of discussion about this topic um that spanned majority of our time and um at the end of the discussion it was voted down to remain the same. >> So the plaintiff stayed the same as it is now. >> Okay. >> Um I also attended a session about policies. So we covered virtual board meetings, we covered executive sessions, we covered records retention. um public records requests, um a little bit about bidding, of course, we covered some finances, um a good amount of new policy regarding levies and what we can and can't do. Um they discussed the topic of um frequent flyer points and things like that.

So, like if we go stay at a Hilton and we have a Hilton, you know, whether it's fair for us to use our Hilton account to get points or not. Um, talked about some health and safety things. So, some things that have run through our policy committee about, you know, medication administration, um, things like that. Um, we talked about some personnel things. So teacher assignments and when it is legal versus not legal to move a teacher from building to building or from teaching role to a different teaching role. Um talked about some ethics things with um domestic partners. Um touched on some operation of course we talked about instruction. some gifted things, some special education things and um still discussing the release time for religious instruction, which is something that has gone through our policy

committee as well. Um and that was just part one. I didn't make it to part two. And the lunchon was amazing. >> It was >> the general session was amazing. Um the closing session was amazing. and they had some really good speakers this year, but I do still wish that uh it started on Saturday so that we could have more time to get into sessions. >> Miss I will concur with uh Miss Thomas. I was a part of the delegate assembly and this was my first time and it was a lot to take in. Um I will say that I probably enjoyed it the most because I had no idea of I had no expectations. So sitting there and listening to everyone argue uh why they were for or not uh was was very interesting.

And um I I enjoyed uh I also wish it would have started on Saturday, but I I did enjoy that. I didn't know what to expect, but um just listening to everybody's view on changing the the current verbiage was was interesting. Um, I went to another session connecting students to workforce opportunities and what I enjoyed about it is I I also work in workforce and a barrier for um those of us that are in the workforce is connecting employers to students and un and finding that sweet spot where the employers feel comfortable engaging with our students and our and preparing our students to be ready to engage with employers and this the company one of the companies that did this presentation was Penta and they created a employer engagement menu. So they have a a

list of activities, job shadowing, employment, workplace tours, um interview day, career readiness day, module creation workshop and presenta presentations. And they create these events and then they just invite employers out regularly. if you can't make it this month, we're going to do this activity next month where they can pick from the menu where they want to come and engage because we can, you know, give the students and with being in higher ed, you can give the training to the students, but the goal is to connect in the workforce. So, I found this to be interesting. Um, and it I found it to be something that I can take back to work and help uh create an environment that yes, we want to train and build enrollment, but we also want the students to get employment.

That concludes my report. >> Thank you. Is there anything else anyone would like to share under President I have one more comment? >> Yes. >> I wanted to congratulate Dr. Reynolds, Dr. Mallette King, and Phil Oko for giving a presentation at COP conference called Life After Esser Funding: Assessing the Way Forward. Um, I went to that session and they did an excellent job and I was very proud to be on the board with Dr. King and also to have great people representing us there. >> So congratulations on your presentation guys. >> Appreciate [applause] it. >> You two were in the uh [laughter] >> All right. Um we will go on to 2.3 um board retreat discussion. just wanted to give the board the opportunity to discuss having a potential um board retreat at the beginning

of next year. Um so I will open the floor for discussions on your thoughts on a board retreat to bring. Um we have two new board members that will be joining the the board. And so I think that a board retreat would be a good opportunity for everyone to get to know each other and to help bring in our two new board members um and help them get their feet wet. So I'll open the floor for discussions for the board. >> Well, well, if I could jump into this. Um, I actually jumped out there a little bit just to kind of get a feel for who could possibly help us with um, board retreat and I uh, actually reached out to a a um, a vendor that we've worked with in the past to check

availability and the availability that she had was February uh, 7th and February 28th. So, if those dates don't work, we can go back and and ask for for different dates or even work with another vendor. But, uh, I just wanted to kind of give you some information if that was going to be the discussion tonight that these are couple of the dates that we have or we can make some adjustments. >> And this vendor is right. >> Yes. Yes. >> I have availability both days also. >> February. >> Yeah. s a Saturday morning, however long. Um, but she stated that she had to build on [clears throat] that those two Saturdays. >> Uh, tell me the dates one more time. >> February 7th and excuse me and February 28th. >> I can do that unless

we can move it up. So, >> okay. There's some other training uh that's out there that we've been working with the the new Ford members um in Cleveland. It's actually kind of a boot camp. >> Okay. >> And that's in January. And we don't want to pack up the schedule already. We don't we don't want to pack it up just just yet. So looking for that in January and then we'll retreat in February. I'll make it work >> either day or one day. prefer sooner earlier February than later February. >> Okay. So So I'm going to reach out to the the the new board members to see if their available dates if they have those available dates as well. Um and then we'll just kind of coordinate it and then I'll have a conversation with

the direction and I probably need just some feedback from y'all on what direction you'd like to go before I meet with um with the vendor. I just want to say I do agree with Miss Cox that I think earlier if we could do the 7th that I would rather get it earlier so we can get everybody on board. >> February 7. >> If you guys have ideas of topics that you um would like covered um send those to Dr. Reynolds. >> That would be great. sooner than later um because I'm going to reach out to her um and just talk about and really kind of create a meeting so we can talk about the direction of this. >> Any other discussions on board retreat? Yes. Yes. M >> um can we have an agenda or

I don't where do I find the agenda of what we went over last year at our retreat? I can do that. >> That would be great. >> I got some from about four and a half years ago. >> No, the last time we worked with her, it was about four and a half years ago. The last time this particular >> uh vendor, >> but I can send you what we've had the last year. So, we can either incorporate that or just say we just use >> It would be nice. >> Yes, ma'am. I can do that for you. >> All right. Moving on to 2.4. Um we need to set the um day and time for the organizational meeting. So that needs to be in January before the 15th of January. Is that correct? >>

Yes. Tax budget Kagan needs to be approved on or before January 15th. So our organizational needs to happen before then. And then also we have to um you know it's the earlier we can take action on that to get the board in session the better so that we can um oath of office and administer the oath for new board members and also administer for president vice president of board. So, >> um I know that in the past, um what we've done is we've done the organizational session and then done went right into the work session right after. So, I don't know if that's something that the board um would like to do moving forward with your organizational session or organizational meeting in January. If we look, we typically have meetings on Monday. So, if you're

looking at um those Mondays in January, that would be the 5th or the 12th. >> Madam President, this time um I would like to propose January 5th as our date for the organizational meeting and special board meeting. Um the CVCC organizational board meeting is on January 8th and as long as we appoint a new [cough] CBCC [clears throat] um board member before then then they're able to take oath on the 8th. >> Okay. >> Otherwise we wouldn't have representation because my term technically ends December 31st. >> Okay. Would January 5th work for Miss Cox? Miss Morrison? >> It works for me. >> Um 6 o'clock. >> So we'll set this next Monday. The board will take action to set that. >> Okay. So you'll add that to our >> Yeah, I'll add that to the

agenda so that we can we'll have a special resolution number for it setting the organizational meeting date [snorts] >> and then we'll go from there. the special board meeting today. >> Any other questions, comments on the organizational meeting? >> All right, we will move on to um 3.1. Could I get a motion to move away the reading of 3.1? >> So moved. >> Is there a second? Second. That was moved by Miss Morrison and second by Miss Thomas. Is there any discussion? This was on our agenda at our last board meeting, but we didn't have all of the details. Now we have um more details and um it's back on our agenda for approval. Any other discussion? Madam President, >> Miss Cox, the time frame says November to June. So this is already happening. It

should be November to June of 26. >> Yes. [snorts] >> So, are we going to change this June 2025 to 2026? Yes. >> So, I have a motion on the floor by Miss Morrison and second by Miss Thomas. Is there any further discussion? Madam President, M. Um I am curious is I see the compensation. How often is this person here? Is this >> She's here as needed. Um right now we're finding out that she's needed a little bit more than than we uh than we would have liked. Um however, she's doing an outstanding job there. Um, so, uh, I think she's there at least three times a week. At least three times a week. Um, there's a there's a limit or an amount that we won't exceed. Um, but we're going to make sure make

sure that we get things put in the way that it should be at the high school. She's done an outstanding job. She's a a former counselor, a former school administrator as well. So she has a her background is extensive in this area and she's already done some things to improve the efforts there in just a short amount of time just being there. >> Thank you. >> Any further discussion? >> That was moved by Miss Morrison and second by Miss Thomas. Can I get a roll call, please? >> Absolutely. Miss Morrison? >> Yes. >> Miss Thomas? >> Yes. >> Miss Cox? >> Yes. >> Dr. King? >> Yes. >> All right. At this time, we're going to enter into executive session. Um, I'd like to um ask for a motion to recommend that the board enter

into executive session at 6:33 to consider the employment and discipline of a public employee or official or the investigation of charges or complaints against the public employee, official, lency, or regulated individual. Unless the employee, official, lency or regulated individual requests a public hearing by division G1 of section 121.22 of the revised code and to conferences and to conferences with the public body's attorney concern concerning pending or imminent court action by division G3 of section 121.22 of the revised code. Court action is pending if a suit has been commenced. Court action is imminent if it is on if it is on the point of happening or impending. >> So moved. >> Is there a second? >> Second. >> That was moved by Miss Cox and second by Miss Morrison. Is there any discussion? [cough] >> Could

I get roll call, please? >> Miss Cox. >> Yes. >> Miss Morrison? >> Yes. >> Miss Thomas? Dr. King? Yes. So we will enter into executive session. We will not take any action when we um leave executive session.
