001i' like to call this meeting to order with the Pledge of Allegiance I to the flag of the United States of America and to the repic for it stands one nation God indivisible with liy and justice for all or like a motion to approve the agenda for October 26 2023 as presented so move second C all those in favor say I I all those opposed say no eyes have it next up with special recognitions Miss jeles thank you president Bertrand tonight we have the honor of recognizing our 2023 Emerson excellence and teaching Award winners the Emerson excellence and teaching Awards now in its 34th year is one of the St Louis Region's most recognized teacher recognition programs honores are selected by their schools administrators for their accomplishments and dedication to their students and the teaching

002profession winners will also be recognized in the St Louis Post Dispatch we are excited to celebrate Christy jaera and Sarah Laro who are among fewer than 100 St Louis area teachers selected this year as examples of truly outstanding educational Excellence here tonight to introduce our winners and tell you more about their accomplish ments are principal Natalie deise from Harvest Ridge and Dr Suzanne leak principal of Francis House Central and we'll ask Natalie to come forward first good evening um it is my honor to be able to recognize Christie this evening Christie has taught in Francis House school district for 29 years um she is so deserving of this award not only for the 29 years that she has spent in the district but what I really want to recognize Christy for is the last seven

003um where she has just been vital to the transport transformation of the achievement of our English language Learners at Harvest Ridge and so at Harvest rdge we're just really fortunate um that we get to serve students and families from all over the world um our student body encompasses roughly 30 different countries with 24 different languages spoken by our students and christe just goes above and beyond to provide a learning environment that is fun engaging um she just ensures that her students are equipped with the skills not only to be successful in her classroom um but the skills to be successful um in their classrooms and all over just our school community and when you see her students um her students are just filled with joy as they make their way down the hallway um to

004her class each day um not only does Christy go above and beyond for her students but for our families as well um she just makes it her mission to ensure that every family is just part of the educational process of their child she works collaboratively with every s staff member at Harvest Ridge and anyone throughout the district just to break down barriers um for our families and just make sure that everything is easy as it can be welcoming and accessible um for their for their children and so just um one of the main highlights for chrisy is just her passion and organization um she has made our culture night that we have every year um just one of our most highly attended events and one that our community every year just looks forward to coming

005and sharing food and all the things from all over the world um christe has not only just transformed this part of our educational program but she is um just well respected by colleagues she's a friend to many people at Harvest Ridge and our students and our families are just lucky um to have her we're and just we are really proud um to be able to recognize Christy tonight good evening president beran members of the board I'm excited to be here this evening I am Dr Suzanne Le principal from Francis H Central High School and I get to introduce you the second um the second recipient from Francis House school district for the Emerson teaching award Mrs Sarah laroo teaches in our English language arts department at H Central and she creates a classroom that is

006inclusive and promotes critical thinking she um creates very high engaging learning activities for our students who are excited to go into her classroom and as a result come out with a lot of learned knowledge she was challenged last year we asked her to to teach AP English Literature and composition so she taught it for the first time last year and for the first time ever in school history she uh managed to get 100% of her students to score a three or higher on the AP exam uh English literature and composition the national average for students scoring a three or higher is 77% um 15% of students Nationwide score a five and 25% of Mrs laru students scored a perfect score of a five on that advanced placement test and the the last number I'll leave

007with you is the national average score for the AP English Literature and composition test is a 2.47 and Mrs lus students n um average score was a 4.13 so we're very proud of her m Sarah [Applause] Laro [Music] I'm Mak sure I can see everybody smile before okay one more everybody smile big perfect thank [Applause] you all right next up is our student board representative and as you know the purpose of the student board rep program is to honor and recognize talented students Elevate student voice and provide growth opportunities in the areas of public speaking leadership and governance students are selected for this Honor by their principle with input from the student body they have an opportunity to prepare and deliver a short speech to the board and the public that is spok focused on

008their school or the district and with that I'll invite principal Rob Goff from Francis H Union to introduce our student board rep for tonight good evening it's uh my pleasure to bring Everett Johnson uh as the board rep from France Union tonight Everett is the uh son of Brian and Fonda Johnson ever's an amazing example of a student who just found a different path at Fran Union uh being described by his teachers some of the comments were kind caring always friendly uh he comes to class prepared to work and determined to learn uh from his class work not just get get by him um he's just nice to everybody he's one of the few kids in the morning when I'm standing out front saying good morning says good morning back to me in's he's actually

009awake um it just has had a positive impact on everyone uh After High School Everett wants to pursue a career in HVAC and we're just honored to have him as our student board rep and uh he's actually going to say some words tonight no [Applause] pressure hi my name is Everett uh I just wanted to take the opportunity to thank my school my principal Miss Ying my counselor everybody who helped me my f my friends my family my dad everybody my school board like the school board my principal uh all my teachers for the opportunity today uh I just want to say a few words regarding my like the opportunity I was given the patience and the understanding of all the all the teachers with the one-on-one how it's so much easier to just for

010me it's easier to work with uh a single teacher than a whole class because I don't know I just feel I work better with a one-on one it's easier for me but I'm proud that I was selected to attend Francis H Union because it made a huge difference in the way that I learned understood and uh had the attention they gave me the attention that I needed and I'm much better off because of the school and the opportunities afforded to me as an individual I can photosh it out thank you thank you just one quick one got this big moment right welcome Everett we are so glad you're here on behalf of the Board of Education um we're glad you're sitting next to us you can ask questions all you want you can you'll be

011sharing my microphone so let me know if you want to say something um if you have any questions write them down you can ask them or if you have anything you can be part of our discussion you can do everything but vote so we are so glad you're here thank you all right next up we have our Spotlight presentation also from Francis H Union so I'm gonna invite Mr Rob goof back to the podium to tell you about um the next steps career fair that they're planning so I press the button to change it's up there sorry this originally Miss night who actually did most of the planning is sick so they call the bullpen here I am so bear with me so what we're planning the next step career fair is really set up

012Miss Knight and Miss Jan kind of worked on this to develop an idea of we're going to hold hold it in the boardroom and it's bringing in just something other than just your traditional go to college idea so we have labor unions uh we have the military Community College um some different businesses technical schools all coming where the whole student body would get an opportunity okay there we go um an opportunity to um see some things that they may not have seen in a traditional setting um we're using some of the U science data so uh Mr Vargas has helped us with this also where we identify some areas where the students will have um identifiers on they'll have stickers that have identifiers that way it kind of gives them some direction also on who

013they want to see that that might be connected to either their aptitude or their interest um you know it's just to for us it's just we have nontraditional students and we want to make sure we open up the world to them on areas that they may not even know exist and I mean the way the job market is currently there's jobs that are being created that don't exist today that will exist tomor tomorrow and that's what we want to open up to our students and that's just kind of uh some of the people who are going to come and be participants in the in the event that we're having that even or that day um we're just really excited and looking forward to the opportunity for our students to to get some other uh people

014in front of them that can speak directly to a profession versus me saying hey I think this is how that is someone who actually knows what a pipe fitter does or uh you know hey plumber doz or something like that so that's that's kind of does anyone have any questions I know that's pretty short and sweet but it's just me Mr bertran knows that's how I was thank you next we have Patron comments during Patron comments residents of the district and staff members are invited to address the the board of education on issues related to the school district speakers are called forward in the order of sign up and each speaker has 3 minutes to make their remarks please remember that only one speaker is allowed at the podium at a time and combining time

015or giving your time to someone else is not permitted the board appreciates you've taken the time to come this evening and we value both your input and perspective I would like to remind everyone that we expect speakers will remain civil and respectful when giving remarks remarks if anyone fails to comply with those board policies regulations and rules we reserve the right to cut those three minutes short for your convenience a 3 minute clock is ready and we welcome Amy easterly good evening since April when the Francis h family sponsored candidates gained a majority on our board we've seen a lot of policies which represent not only an overreach of this board but a not so subtle desire to sew Discord and create distrust of our teachers and our Administration today we have the first read

016of policy 2116 which are transgender and gender non-conforming students in the crosshairs of a manufactured culture War recently there was a letter from some Republican state legislatures to St Charles County School boards urging them to create bathroom policies and here we are tonight so that begs the question are some of our nonpartisan school board members following the direction of the Republican Party the policy states that bathroom usage will be determined by the gender marker on the students birth certificate great how do you plan to enforce that are you expecting our kids to carry their birth certificates in order to pee the reality is that what you are creating is a situation where kids who look wrong are at even more risk of bullying while you allowed for single-use restrooms I would like to know where

017will they be will they be convenient will they be one on every floor because if not you've created an unfair situation and probably a potential for a lawsuit and finally fin let's get to the most ridiculous part of this policy and I'd like to quote it verbatim except as due to a physical or kinetic disability only toilets and urinals shall be used for the discharge of human waste in case anyone is unaware or has been living under a rock there's been a rumor going around conservative media for a while now that some school districts allow children who identify as cats to use litter boxes for their toilet needs surely I thought our elected officials are intelligent enough to realize that this is a hoax but then Francis hell families who got five of you elected

018said on their website that this policy ensures and I quote that no cat litter boxes for staff to clean up they said the crazy part out loud you guys if you believe that this is a true issue you do not have the intelligence nor the judgment to be an elected official frankly I'm embarrassed I want I'm not done I want a serious school board that cares about serious issues like fiscal responsibility like retaining our teachers and like making sure every single student is prepared to be successful in the world I do not want people who are willing to bully our transgender kids for some manufactured culture War it is wrong it is unfair and if you hear my voice and you agree with me not you you I would urge you to vote next April

019and every April because that's the only way we're going to save our district than you your time is up up next I welcome Katie rash um everyone can relax I'm not here to talk about the bathroom policy um although I will add that when my children applied for the school district they were required to turn in their birth certificate and every child in this school district does all right um I spent my afternoon like a lot of normal parents in this school district I took my kids to go out shopping for prizes for their class for their fall party parties um this morning I donated supplies to my child's class for their fall party I'm just a normal parent in the school district who's supporting my kids who's supporting my children's teachers have great relationships

020with my children's teachers and I have everything positive to say about them in fact one of my children's teachers this year I would say that she should be in that Hall of Fame in the future I hope she will be and I hope to nominate her in the future um so what I'm going to say tonight is not to be interpreted as anything against our teachers okay first I'd like to thank the board and the administration for your efforts um to revise the policy about the directory data this is a forward-looking approach it's to protect um parents in the future but there is a file that's already been released to the public um and if we actually care about student privacy and student security then we could ask what is being done with that data

021and I don't think that the ladies who ask for that data are bad people I don't think that they're Predators I do think that a list of thousands of names of children and their addresses in the wrong hands which is not their hands but if somebody ever hacked them or if it was released to another political organiz ation that that could be a problem so all I'm asking is just a simple ask a basic ask pretty reasonable is can that group of people commit to deleting the names and grades of our children from the file okay I'm not asking them to delete the addresses I'd like to know why they need why they need the names of my children to my knowledge I mean I've emailed them I've asked them kindly to delete the names

022of my children from the file I've heard nothing so every day um sorry every month they have a platform here I just like them to answer the question what are you doing with the children's information and will you delete the names of the kids and the grades of the kids from the file thank you next we welcome King gter good evening board last Thursday evening several of us from the Francis how School District attended the onville school board meeting to see how issues common to both districts were being addressed including curriculum questionable spending bathroom usage patrons comments were passionate and diverse and lasted until 11:30 into the evening in all 43 P patrons and teachers spoke once phille super attendant noting the passion and diversity of the patron comments remarked we can have such conversation

023civil and find common ground and find what unites us that will help us become a much stronger District to meet the unique needs of all all of our students in our community noble words to the right of the gymnasium where the meeting was held teacher after teacher in their blue Nea logo t-shirts presented in solidarity their mainly Progressive perspectives on various topics shirt sporting the words love stop the hate and schools should be inclusive to all were prevalent one teacher's comments was especially poignant and gave chilling insight into the meaning of the words diversity equity and inclusion addressing her comments to those with a different Viewpoint she said you're always allowed to pull your child from the public schools and either homeschool your students or send them to a private school that aligns with your

024values can you imagine if such words were ever spoken to a mother of a trans child at Francis Howell there'd be an outcry and rightly so one of the onville school board members even spoke of the hateful and hurtful email she received when expressing her conservative views this behavior is not only happening in the Wentzville School District that's happening right here as well post on social media and emails directed at some of our school board members as well as Francis Howell families are quite frankly hateful shocking distasteful and disgusting our school board members speak this evening on various policies and regulations can we all show respect and practice what is seen on those people's shirts love no hate respect and inclusion for all you first regarding the proposed non-discrimination locker room and bathroom policy that

025will be discussed tonight our patrons parents elected officials thank you so much for your leadership your fairness your desire to be considerate and accommodating to all nice job and thank you next we welcome Carol Owens car Owens on next is gron Justice I'm going to email all of you my comments cuz the trans and non-b STS need their word they need to tell their stories to you they need to tell your experience to you and if you ignore it then you are a bigot I'm sorry but yeah that's all I have to say Love Is Love and um bigotry and fascism loses keep going up next we welcome Vivian genters Dr R thank you I want to commend the board for Having the courage to offer a new policy on privacy in locker rooms and

026restrooms policy 2116 having read it I'm impressed with how well thought out and comprehensive it is it restores sanity and safety and removes uncertainty for students staff and parents on the use of locker rooms and bathrooms and it does it in a way that is consistent with how a person's sex is Divi defined in Missouri revised Statute 193. 215 policy 2116 ensures the preferences of transgender students are respected if they do not wish to use the bathroom of their biological sex recorded on birth certificate it mandates that shut I'm talking it mandates that uh every school uh provide a spe single use bathroom uh and that every student will not be discriminated against harassed or retaliated against in any student or staff are we going to go on with this no how long are we

027going to go on with this this happens every month in order we're listening to the comments okay uh it also defends the privacy and safety of everyone else who abides by the biological sex on their birth certificate furthermore the board is giving ample time for the public to provide comments by posting its first reading at this October 20 uh 26th meeting before voting on it in November this is the kind of transparency that District patrons have wanted and people should comment to you now here is what policy 2116 does not do it does not prevent transgender students from relieving themselves in a nearby bathroom in fact they have two choices it does not present prevent them from dressing the way they want or being called by whatever name they want they uh doesn't prevent them

028from Reading any books about other transgender kids doesn't prevent them from belonging to any clubs including a gay straight Alliance chapter that is available at all high schools it doesn't prevent them from getting special services competing for scholarships or for taking advanced placement courses or dueling unrolling and this is the job of the school district in other words the policy doesn't prevent any student in Francis how from getting a great education to prepare them for the next stage of adulthood all students can be their authentic self without being intimidated embarrassed or confused about the simple Act of using a bathroom or locker room if transgender students want to use devices to stand up and pee or if they want to pull up their skirts and sit down and pee they can still do it in

029their own stall I want to praise the board and support the board for this step other school districts have hesitated to develop a policy on bathrooms and locker rooms out of fear that they would be sued frankly I don't know what the transgender students would sue about because your time is up so I lost my time frankly I don't know what thank you your time is up okay so this happens every month it happens every month nobody nobody makes them behave I would like to remind the please be courteous to the to the speakers thank you up next we welcome car [Music] Zukowski good evening I sent you an email in regards to policy 0380 and 2116 I am against both I am shortening my comments to allow others to speak I came tonight to

030read an email I sent after last month's meeting when a where a travel request was denied without explanation except that the themes of the organization do not align with the board members values the other no votes were not explained a district leader was denied valuable PD unacceptable since May 2022 director cook has pulled at least 10 travel requests from the consent agenda tonight a resource was also pulled for a separate vote brain pop an amazing Resource as someone who attends most meetings I have listened to cook cite personal values as reasons for no votes many times these agenda items are often pulled the day before or the day of which does not allow for public input I will be blunt most of our community believes teachers should have access to highquality reach search based PD

031at resources leave the culture wars behind and get back to basics address Transportation budget shortages teacher retention salaries and adding support staff instead next we welcome Beth Abraham all right next we welcome Becky horou congratulations welcome to the world of officially contributing to creating harmful policies that intentionally Target transgender people with the restrictive new draft bathroom locker room policy I suspect the true intent of this policy is to make our trans students feel less than within the walls of the buildings of fhsd a policy like this shrinks the spaces in this world in which these students are allowed to exist freely sadly Jane you are reving in this as you continually publicly derogatory commentary goes on and belittles the lgbtq community as you misgender individuals in speeches and commentary Etc here's a few questions for

032all of you think about this how many transgender people do you actually know have you ever had a genuine conversation with a transgender individual do you personally know a student in Francis how that is a transgender individual and student if you answer no to any of these questions you really have no genuine understanding of any of this and it is not your job to make a fair-minded policy decision wow it is job I you did I encourage you to be vulnerable and connect with someone who is transgender and develop a genuine understanding of their life's experiences instead of being so judgmental if Pol this policy passes you will be depriving my son and many others the basic need that is Central to their identity of living a happy and fulfilled life here at Francis hell

033and just so you know and understand as of Monday an official discriminate discrimination complaint was filed with the Missouri ACLU if this policy passes my family has no choice other than to seek further discriminatory legal action against the Francis House School Board of Education because inclusivity is not only a moral imperative is it's also a legal one [Applause] next we welcome Sam young thanks guys didn't expect to be making it on the podium tonight so I don't have prepared remarks can you talk to the mic yeah please is that better yeah thank you much I didn't make expect to make it to the my uh to the mic tonight so I was 14th down on the list but thank you to all those who didn't show up tonight or uh didn't have comments so I'll

034take the opportunity to uh just off the cuff kind of thank the board I was going to thank the board also for the the policy change on uh 0380 um it just shows a responsiveness from this board this is a a topic that was brought to the board's attention by a student in this District um and uh very quickly afterwards you guys took it up in policy committee you made the changes and you bring it here tonight it's uh just so thankful to see something from the community make it to this board go through the proper process go through the first reading and then here tonight coming up for the second reading uh it's just encouraging to see that engagement from our community to see the Democracy in action and to think that we have

035a board that's a responsive to the community so I'll also add um one that I think probably happened even faster than the uh the students request for 0380 but uh the uh the one for furpa which uh is is coming here to the board tonight and thank you once again for taking action on this I'll um you know it's just disturbing to think that anybody really in our country could have sent an email to our Administration and gotten all that information that there was just like really no controls on that and uh the amount of data that was just open to just be scooped right up um I don't think anybody really fathomed no one no one campaigned on this issue nobody was discussing this issue um I doubt anybody in the district was thinking

036about this issue it's just one of those things out there that that that um I think sometimes it's it's a symptom that our education system you know can't see the force for the trees you know this happens to a lot of uh um big big organizations so sometimes you you lose focus on that and things slip through like that so I appreciate the uh the uh the fast action on that and uh and then you know I saw some of the complaints on 0380 0380 out there and I'll just say you know this this is about students not being coerced into something they don't want to do this is not about adults people that are um outside doing stuff outside of the professional capacity uh participating in the political process that's still allowed this is

037more about adults coercing student so appreciate the action and thanks for the time up next we welcome stepen Blair uh two things number one education over politics number two uh director pcar and myself were at feont elementary yesterday for a uh Round Table conversation we were both invited to be there and at the end of the time there they discussed with me how their Elementary School and thousand students uses Brain Pop now every student loves that all the teachers love it they like it they want it to continue moms for Liberty says it's full of a CRT propaganda students and teachers and parents like it in a few minutes we'll make uh a conversation a vote about it you can either vote by listening to moms for liberty or listen to parents and students and

038teachers education over politics thanks next we welcome Kelly [Applause] bird Kelly bird Kelly bird is not here Kell's not here then we're moving on down the list to the mic up next we have Levi horou all right as a student of fhhs who has gone and is going through Preposterous amounts of discrimination and harm I am disappointed in you as human beings for how inconsiderate you think excuse me excuse us remember this lady over here that was talking that you guys interrupt he was interrupting I and many others find this policy borderline illegal a violation of Human Rights and overall pedophilic Duty or inherent nature to gravitate towards children's genitalia and where they choose to release themselves of bodily waste where I do mys business is none of your business period it is disgusting that

039you believe trans people are inferior evil and born to suffer I have a question for all of you if being trans is a choice why would I choose to be bullied by my peers for years on end my entire life and also bullied by grown adults with jobs and more important things to worry about than bathroom policies if you were actually worried about student privacy in bathrooms like you claim you would like this idea remove urals all bathrooms have stalls with smaller gaps in actual working doors and just toilets urinals are only there to be convenient to men or so they believe even though the majority of high school students and men in general use every other urinal to give space and privacy to the people next to them stalls would remove the problem entirely

040and let people be able to use the bathroom without a line being late and more this policy is unnecessary if being gender affirming to students who know who they are is difficult I suggest you retire for good you are not fit to evolve with this school and it disgusts me that my right to urinate is dependent on a bunch of adults who don't even know the kitty litter situation was for an active shooter and extended lockdowns which do not allow bathroom use during its time so stop using me as a political Pond the trauma you will cause is on your hands blood of children is on your hands as you participate in transphobic policies and support unnecessary legislation I implore you to change before legal action is taken because we the many will not hesitate

041to fight back thank [Applause] you next we welcome Alexander [Music] Collins hello um I have a sign here that I made earlier today that says you don't care about safety you care about oppressing trans kids um and I truly believe that that is a fact but let's talk about safety and bathrooms for a moment if you truly believe that you are focusing on student safety here I have a couple points to bring up the first one is The Vaping crisis in our bathrooms I cannot walk into a bathroom of any gender without running into a cloud of Vape in my face that makes it almost unusable for students such as myself with severe as addict problems the second is that a year and a half ago I was sexually assaulted in a Francis hell High

042School bathroom the female bathroom of which you believe I should be using buy another by biologically female student again I told you last month I will tell you again trans people are not your enemy trans people are not the people you are scared of you are scared of CIS people who you believe are pretending to be trans to go into other bathrooms you aren't scared of us we're not your enemy you shouldn't be scared of us we are minors we are kids we're just here trying to graduate the amount of transgender students I know who have dropped out of Francis how schools in the past few years because of fear of bullying of harassment from staff and administration and policies that have been in teased at by your board for the past years you make

043us terrified to go to school which doesn't which should not be your goal your goal should be for us to get an education we should be allowed to get an education the same as everyone else without worrying about where the nearest single stall restroom is without worrying about if we're going to be able to get there and then get to our next class on time because it's three floors downstairs and I'm all the way on the top floor and I have to get to the theater for my next class I am scared and I I only go to hell half time and I will graduate in May there are students here today who are sophomores who will be sitting in a house school for the next 2 and 1/2 years scared for their lives of

044bullies and of policies that dictate what they can and can't do with their bodies thank you next we welcome Rachel vanderin hi thank you uh for time to speak this evening um I'm a proud volunteer um and member of this community and serve in many capacities um I had the opportunity of attending the meeting um earlier this month where plans for fair Mountain Henderson were discussed while I was excited to see the board approved um plans to move forward with that planning and bid process I couldn't help but said here um in shock and a little disbelief um at the same issues that we were being mentioned and their schools there's many um schools that Encompass the same problems traffic flow um storage and the hallways um cracks in the buildings um stage equipment that

045is consistently not working um and malfunctioning and pest it's life cycle um playgrounds that aren't age appropriate um for students that are participating on them you have parents and ptos that are raising money for things that the district um should be looking into and taking charge of so tonight I just encourage you um to look in to additional schools and to look for other ways that you can support your District thank you fhaa good evening I'm Anita Keener and I'm the president of fhaa I have just one I have just one thank you I have just one little thing to say really we all care about our students we all care about their families and we care about all of the educators ERS do you next we welcome P good evening president bertran me members

046of the board Dr rumpus cabinet and patrons Visa would just like to recognize the amazing work done by the facilities Department over fall break all of the schools are looking great inside and out we appreciate the work that was done to get everything caught up in all the Departments last board meeting I personally watched on YouTube the plans for Fairmont and Henderson look great as someone that's visited those buildings we think it's well overdue it's definitely something positive for our students and I'm very hopeful that these two projects continue to make progress in our facil with our facility director salum care as he works together with our superintendent and board one great aspect in this district is how we care for each other teachers support staff administrators every employee in this District cares for all

048corner which are always in the highest regard we thank you for your time have a great night everyone and always be kind or like a motion to approve the consent agenda for October 26 2023 as presented Dr pushkar Ponder all those in favor say I I all those opposed say no eyes have it Bo I like a motion to approve the September monthly financial report as presented scar digl miss good evening a brief presentation for you this evening thank you Miss hler for queuing that up for me so as we can continue our journey we started this in August then uh covered all of the funds uh relative to the FY 23 budget and the performance u in terms of what actually occurred then in September we provided you with a deep dive on revenue

049and the Gap that existed there so tonight we're covering for you uh the items listed there purchas serves 6300 range codes 6400 range codes that's supplies and 6,500 range codes for Capital I also have for you at the end of the presentation a recommendation regarding purchasing this calendar reminds us of our journey and I've highlighted for you with those three arrows uh the progress uh that we are currently enjoying and certainly it does take a bit of time to work through all of our general ledger expenditures and revenues we did launch the new capital planning process uh in October by providing a Google form for leaders to fill out the needs relative for next year and from that we will begin an analysis and prioritization process we uh as you know we're continuing this journey

050we also started our budget meetings with District leaders this month and um I will acknowledge again as you know uh our Director of Finance Jacob Myers he does a lot of the heavy lifting uh behind the scenes so I very much appreciate his effort so as we move forward then this is a reminder slide of the Gap that had been identified on expenditures and the difference with this chart versus what we had provided you before is that we've added in that Capital amount uh just over $550,000 uh that was left unspent last year this slide has also been updated to add that capital in so for each of the slides or rather for each of the uh sections noted you will see the percentage Gap so sometimes the dollar amount may sound sound like a

051large amount but when you keep it in perspective of the overall uh magnitude of the budget it's not that large our largest gap again is in the supply area so for salary and benefits I will bring back to you a presentation next month after we've concluded an analysis of our current year FTE and the cost against the current year budget we'll pivot and look at this year uh we'll bring that to you as well as an overall budget amendment recommendation this evening we'll dive in a little bit to the purchase services and supplies area so approximately 1.5 million was unused in FY 23 for uh our uh factors noted here this is a summary of those primary object codes that support purchase services and again we're maintaining over 55,000 general ledger codes Within this system

052so there is a lot of data that gets accumulated and summarized into these numbers for you so with regard to purchase Services you can see the area for 6311 which is instructional Services we've highlighted for you the primary categories that exceeded uh most of the budget or came in under most of the budget rather so again most of this is under spending uh over 66,000 with the the largest two identif by there being um special education expenditures and then also some tuition expenditures so sometimes that's unpredictable in terms of the student population we're serving or sometimes expenditures can cross the fiscal year as well under repair and maintenance you can see that uh We've listed a variety of categories uh the largest being the mechanical electrical and plumbing area at 28,9 unused uh we did

053spend plenty of money on repairs throughout the year but uh we also had another primary area was our copier maintenance and repair allocation was unused uh you can see there that within the transportation department we did ex exceed the budget by 47,0 666 for transportation repairs most of these are unknown and we are reacting to uh whatever the circumstance may be in a particular day throughout the year for contracted transportation services we've talked about this before as part of a highlight but we did exceed budget by a significant amount over or nearly $690,000 for the year I will tell you that we've met with the director of transportation and we know that that will be one of our budget amendment recommendations to you as part of the comprehensive uh list that is provided in November

054so again we are required through the mcken vento ACT to provide transportation and uh the home school district district and the district the student is attending they uh split that on a 50-50 basis and uh so all of those costs then are um accumulated into that category for expenditures for other contracted people Transportation uh you can see that we have a total of Ed transportation area we'll be doing a deep dive uh to further analyze that and see if we could tweak the budget on that to pull it down a little bit for the upcoming year uh not much notable other than that under the travel budget we have a variety of factors again contributing the grand total we we came in under budget by almost $374,000 again Student Activity budgeting was our greatest Gap

055in terms of Having excess budget for property insurance and that also would include liability insurance uh as you know we participate with the music program to provide coverage in the district and noted there we came in under budget by uh 121,000 for property and in excess of 108,000 for liability insurance I did include a note for you so just to keep in mind that the premiums were estimated back in May of 22 in building the FY 23 budget and it's always that circumstance the renewal occurs in January and we did provide you preliminary information about the renewal and submitting the data uh I believe that was last month the um the renewal we've received notification that we should anticipate a 20% increase effective in January so that could potentially be an adjustment in the current

056year will assess the data and determine what we need to do with that so we'll update you on those rates uh should be available by the December meeting for that under communication uh we had just over $103,000 that was not spent in last year's budget with two primary categories noted but they're both fairly small in the big scheme this is uh regarding purchase Services code 6391 the primary uh over spending occurred within the sedexo contract and so that's our nutrition services program you will remember that we also had excess revenue on the uh Revenue side relative to nutrition services and so they uh their contract is a percentage basis and so as they provided greater Services their contract did increase so we'll take a look at what that is midy year this year and provide

057you with a midyear uh adjustment on that as needed under other expenditures we uh just had a couple of primary areas again certainly nutrition services that one's not surprising we did overspend in total uh in excess of 126,000 for other expenses so as we pivot to supplies there are limited categories you can see General supplies textbooks electric and gasoline and Diesel much of that uh is not controllable when it comes to utilities uh we did overspend in gasoline and Diesel the others came in under budget for a total variance of 1,284 479 excuse me for General supplies we had uh budget remaining that was not spent in excess of$ 1.35 uh million and as you can see a primary placeholder was within the budget again that would have been developed back in 2022 for the

058FY 23 year that was for efforts for strategic planning so not the strategic planning process but potentially new uh programming or new requests that the board might direct uh of us uh and funds then to spend uh for those purposes Student Activities again the budget was uh excessive we had a supplies budget REM remaining for grounds and uh to help you better understand that we might make an assumption about a certain amount of salt that we'll need for or whatever we use to treat our parking lots and uh sidewalks and that type of thing and then if we don't have as Rob best of a heavy snow year then maybe we don't use as much salt so that's just a small example of something that could play out there we had excess custodial budgets for

059supplies and uh also some Practical Art Supplies were the primary categories under textbooks uh we have minimal budgets that were unused we uh did not spend just a little over $16,000 you can see each of those content areas listed there and I knowe for you also that there was a uh Finance contingency code for textbooks uh also included within the budget or electric we uh we left money on the table we did not spend the entirety of the electrical utility budget so 19,90 under gas and Diesel you can see we did not keep up with the price increases that occurred with regard to fuel so we exceeded budget in total by 224,000 192 and obviously most of that is Transportation uh with regard to our overe expenditures so this slide shows you a summary of

060all the capital categories and uh the total there is just in excess of $550,000 this is the process I just referred earlier that we're starting a new capital planning process process we will be providing you with great detail on what the new asks might be and also we will be making recommendations for a variety of placeholders uh for controlled purchases so an example of controlled purchase as we move forward could be something like uh the cafeteria tables that are needed in a in the uh school buildings we want to make sure that we're providing adequate allocations each year so that we can address any potentially unsafe needs that type thing so this would be for school buses for non-bus vehicles like our White Fleet that our maintenance and uh other members of the facilities team

061might utilize we are required to code software to Capital codes whenever we purchase the new software that's uh something that was changed a few years back we used to treat it as a supply code but that was modified by the department so again a variety of factors within there and um the important thing to note with regard to any capital is certainly that rolling year idea where a lot of projects can't start until the summertime but the budget may be in total for the project so the budget would then need to be recued up for the next fiscal year and we'll take a look at that as we uh Journey forward as well okay so this just uh reminds you of our assessment timeline I've referenced it but budget amendment and also uh that will

062include any recommendation for changes uh in the current year including salary benefits all the way through Capital anything that we know at this time will continue the process behind the scenes working with our leaders throughout the district to uh assess their individual budget lines as well as develop the change recommendations for fy2 and our hope is that we'll be able to provide you with that multi-year projection so basically we will have assessed everything we know the impact to the current year budget and then we'll start developing some if then scenarios of if we provided X percentage increase on salary schedules how would that play out over the coming years we'll also include in that uh projections relative to what might happen with the basic formula funding or potentially our local effort uh through uh our

063tax revenue that is supported by patrons okay so excuse me this now uh delivers us to the purchasing recommendation I've uh talked with uh you about this uh in a variety of settings and uh I began actually when we had that work session in the summertime talking about the contract approval process and so through that comprehensive analysis of how we're conducting business I have some uh primary recommendations for you relative to purchasing we have implemented a variety of new processes to uh tighten up the approval uh path that items take but this would uh enhance our ability to work more efficiently so the first one is an annual approval of preferred vendors with an estimated annual amount so we have interesting scenarios happening in Francis how where the um the director of Transportation does provide

064a recommendation for the comprehensive fuel cost for the year and so a purchase order for that comprehensive amount estimate is provided to you for approval and then that is encumbered in the system and then they pay the invoice every time it comes in they just pay the invoice so we also have provided you with a recommendation on preferred vendors for a variety of of services such as our hbac repairs that type of thing but we didn't provide you with an estimate for what this might look like for the year and so that then caused us to fall into the situation where every time we have a repair and often times they're 9,000 or or 10,000 or 12,000 as you well know uh that comes forward so we must follow that emergency approval process and you're

065you're receiving notification that I'm authorizing something under this emergency approval process and um we bring a memo to you excuse me and then to the uh next board meeting for your ratification so the recommendation here is that we would an item two increase the threshold so we have a very large business that we are running here and uh we have all the normal uh you know we have Staffing supplies uh that type of thing but we also are taking care of the building assets and uh there are a variety of circumstances where increasing the threshold would be very beneficial the recommendation is to increase it from 7500 to 25,000 for individual memorandums but provide you with listings that would give you information about what those um items were being P the services or the goods

066being purchased and then the last uh recommendation is to authorize employment of a purchasing manager so that we can increase compliance and competitiveness and cost savings So currently every uh leader in the system whether you're a building principal or you are a director of a particular Department if you need to do a bid process most districts and especially districts of this size would have someone that was the point person to navigate all of those bids to uh ensure that we are using Cooperative bids when we would find uh Financial Savings in that regard to ensure that we're compliant with law and policy in the process of letting the bids and so what's happening is that uh individuals again you might be a building principal but you need to um have a maybe your PTA did

067donate for the playground or maybe the district sponsoring it whatever the case may be but you need to do bids then to find out what's the best pricing and that that's something that's outside of their uh expertise their professional uh expertise and so that's why that recommendation uh is included for you this provides reference to regulation 3165 on the purchasing regulation and so again it references that the Chief Financial Officer May wave the requirement of competitive bids proposals and and also that emergency purchases may be made when it's um going to be a disruption of service this shows you the annual approval process that we currently embark on for routine purchases so on the left side that's the current process there are nine steps basically where the uh need is identified and then contact is

068made uh the director of facilities then contacts the Chief Financial Officer I notify you you we still get the repair done but then the memorandum is uh typed up and presented for your ratification at the next board meeting the recommendation would basically indicate that we do put out that blanket purchase order following vetting the appropriate vendors to provide the service we are covered then for the year for routine repairs or typical purchases relative to the approval that you have given and then you are ratifying the accounts payable checks that are generated each month this shows you an example of some of the annual approval uh vendors that might be brought forward on that list uh included are there could be technology repairs there could be custodial supplies uh a variety again has been indicated this

069shows you data that um indicates that in FY 23 so the the comprehensive last fiscal year this represents that we provided 332 memorandums of items that were 7500 or greater and I have broken it down items 1 through six you can see that those that were 7500 to 25,000 that was 180 memorandums for $2.3 6 million or 54.525961 and a reminder to at the bottom that this is an operating expenditure budget of 222 million as compared to those expenditures indicated there so uh with regard to the purchasing manager I I won't highlight that again but basically um not only compliance we could find cost savings I would be hesitant to say that the position could absolutely pay for itself I also would be remiss to not tell you that there are a number needs in

070this system and um excuse me this simply represents one under my purview that I've identified um that um I recommend to you would be addressed and that's the end of that you have any questions for me questions board um it looks like you compiled the the uh a of all the purchases over 7500 for the past 12 months right last fiscal year you have it by vendor that you could share with us I'd be interested in just bring that and seeing as we as we weigh that decision um okay thank you yes certainly I just have a quick question so back on on uh slide five or 6332 under repair and maintenance yes you were saying mechanical electrical plum that was for repairs that would be budget that was not spent on repairs so area

071do we have a separate line item for preventative maintenance or would that be included in that I would estimate that that is included together I'm not aware that we do have a separate I know that the department of Elementary and secondary education does not differentiate between that it is possible that we do have those codes split out I'll need to check into that yeah I'm only thinking because with that much I know there was that much preventative me done to prevent bigger breakdowns later thank you other questions board comments I just want to make a comment that Carol just always does such a fabulous job um one question the I'm going to look at this so if the you you want to increase it from 7500 to 25,000 and I know you have experience in

072other school districts is that similar to what they do I know you're smiling I know it must be well I'm smiling because I'm well aware and you're well aware uh I have experience with a a district where listings were provided for anything up to five just under $500,000 and if it was $500,000 or greater that would then appear as a separate agenda item and basically a report be provided to the board for that but the listings include the vendor the department a a brief narrative a few sentences of what the intention is for that purchase and then the dollar amount and also if it was uh if it was a contract it would include this is a one-year contract or this is a two-year contract or what the uh the the first purchase might be

073followed by annual uh maintenance of that so more information I know you have mentioned once before that a school district similar to ours that that that you've worked in I think you said they had 24,000 codes and we have 55 yeah around 25,000 and we have 55,000 I know you have a lot on your plate but do you have any idea of when you might want to begin attacking that well I will tell you that even in budget meetings today uh each time we meet with leaders we ask them to take a look at have we sliced and diced the data too to too low a level right do you have too many codes to work with it because then it becomes confusing quite frankly so uh that's a that's part of our conversation again

074it happened twice today and so um that would be my hope it will take a long time to address that uh but even one of our directors today if I may call him out by name uh Rich Wilson Dr Wilson uh we were reviewing his codes and he's got three different uh departments under him even though he has one department and so the Curiosity was is there a benefit to you or your team members that that is uh carved out the way it is and so that's that's part of our dialogue it'll be a it'll be a slow turn but uh the I will say also that the accounting team's excited about the possibility of you know an imagine pulling it in yeah again my compliments car thank you I have a quick question questions

075yes ever sitting next to me wants to know what our total budget is for the district and I said to him I was going to give them my number and I thought yeah what what's your number I said about 230 million 4 that's our operating budget so we'll go with that around 230 million that's what I told him so I just wanted to make sure I was right so thank you car Carol one more um on the uh recommendation to go from 7500 to 25,000 uh would the board still be approving everything between 75 and 25 but just in a list format without absolutely okay absolutely and actually just everything so currently our our leaders do in input a purchase order to complement whatever that memo is we would still make sure that those were

076happening and that there was enough of a description provided in the listing to give you what you need to make a decision okay thank you I'll just say I think most of the board knows I'm a fan of streamlining so I definitely support some of these recommendations in general and wonder um kind of where the rest of the board may be and if the idea of having a working session around around some of these recommendations and how they may operate in practice would be um something vable to everybody as treasure absolutely no objection all right sounds like that's maybe a future action item uh board we're on a motion to approve the September monthly financial report as presented all those in favor say I I all those opposed say no I it or like a

077motion to approve the purchases over 7500 as presented some second Ponder all those in favor say I I those opposed say no eyes Havoc or like a motion to approve the purchases over 7500 number four Brain Pop as presented second digl l Dr Buckman thank you president brand uh there were a few questions about brain poop leading up to the meeting and hopefully you had a chance to review those answers and found them helpful as you consider the request uh brain poop is an online resource that we use with our early childhood elementary and middle school students across multiple different content areas we've been using it in some capacity for about 16 years was as far back as we can find it it may be longer than that but as we pulled that was as

078far back as we could go um this year you'll notice that the recommendation or the request that we brought forward only asks for elementary and middle school in the renewal and that's because as we looked at the usage data we realized that it isn't heavily used at Early Childhood in one of our alternative sites and so we didn't feel the need to ask for that renewal at those site so that's the change from last year to this year um I know that not all of you have students who are currently enrolled in an element or middle school and so you might not be very familiar with the tool so I've asked Dr Meredith Bates to join us tonight she is one of our two instructional technology content leaders who serve our 23 sites across the

079district um and she can provide just a quick overview of the tool and how it's used and what it is which hopefully will provide a little information to you for your discussion tonight and as you make your decision and then Dr Bates will hang out and if you have any questions that you'd like answered as you discuss she's happy to do that as well so thanks good evening uh first of all I'd like to express my appreciation thank you for allowing me this time to to speak on behalf of brain pop uh it's a resource that's very near and dear to my heart and I know it's near and dear to the hearts of many teachers and students throughout this District um so thank you perhaps the most well-known feature of brain pop are the

080videos and the quizzes but really those are just the tip of the iceberg in terms of what the platform has to offer the animated movies engage students through storytelling humor and characters who speak in a voice that the kids can relate to and use imagery and language they can understand they present complex content in an approachable digestible format it's a vital tool for multiple areas that don't have District resources for example the elementary computer science curriculum which as you know has some very highlevel abstract content for some of our youngest Learners our teachers that are teaching this curriculum are able to use Brain Pop videos to engage students with topics like computational thinking logic gates variables Allin language and a video that grabs their attention and packages the information in a way that they are

081able to start understanding some very high level skills with each video are additional features that you might not be aware of that really set Brain Pop apart from any other resource that we have and really set it apart from anything else that's on the market right now brain poop intentionally packages their content based on how we learn providing multiple strategies to engage students differentiate content and help teachers make informed instructional decisions there are multiple ways for students to build background knowledge through the videos related readings primary resources and this is across multiple content areas there are videos that address math science Ela computer science and so much more they can have multiple a avenues for students to engage with the content so they are not just passively watching a video or doing a quiz they

082are creating with Concept Maps they can create their own Brain Pop videos using the avatars that are within the platform so they are not recording themselves they can program and code their own virtual Museum where they are getting to demonstrate their knowledge of the content through another content area like computer science they are getting to practice the skill of ela while also problem solving troubleshooting all those 21st century skills that we really love to encourage and there are multiple opportunities for assessment and feedback all the above in addition to the quizzes that teachers can assign for review or as a grade teachers can use the variety of these features and design personalized Lear learning Pathways for students so there is a screenshot of how the teacher can Define this learning pathway and differentiate modify it

083based on what each student needs and this is all within one platform these experiential learning opportunities where I am getting to create and learn multiple things in one experience and as a teacher having students in one live in one world and experience so much is makes it really easy to address a lot rather than trying to guide them through multiple portals for one thing and then that also creates multiple portals where me as a teacher has to go get the feedback or get the data to make those decisions so they are really an intentional resource when it comes to packaging and delivering this content across multiple areas in a way that student student friendly but also intentional as far as being a resource that's approachable for our teachers um and in short it serves all

084K8 students with that personalization feature it's cross-curricular it's supports almost all of our content areas it is high quality engaging and designed to benefit our Learners and our teachers what questions and answer questions board comments appreciate you pulling this one and appreciate you putting together a little presentation on short notice I'm sure um this is a uh this is an impressive software I've I've taken the opportunity to to log in as a second grader who lives in my house and check it out um and to his teacher out there he did not do all of that work and video watching because it does log uh everything that the student does and the teacher can go through and review um the the reason this came up on my radar was um back in February we received

085a complaint from a parent about some content on brain pop that was objectionable um the administration looked into it and and we we came uh we we sub we substantiated that the student watched said video and um really the the outcome to me what what I took away from it was um the idea or the what was expressed was that um it may not have been the best decision or certainly the educator might have previewed the material before the student was allowed to view it um and then and then the educator might have determined that it was not appropriate um but ultimately it was a board approved resource and uh I did approve it last year year is when when it came up um but now that I know the some of the content that's

086in there um my my question is do I approve it again um and next time a controversial topic comes up within this resource I have a parent telling me well Mr cook you approved it this is a board approved resource and now I'm approving it knowing that I object to some of the content in there what's especially difficult is a lot of the content I would say most of the content um I didn't watch it all but most of it seems very uncontroversial you know how to do math and simple things like this it's when we get into more of the social studies aspects where you know depending on who's writing the content they have a particular leaning and and that manifests itself some parents objects to the way those things are taught um and

087others don't think anything of it so that's the content aspect there's also the the cost aspect and um last spring during the discussion around uh PBO I asked about how many of these online similar resources we have um and this as fall um academic Department was able to put together a list of all these resources um it's about three page it's a a shorter list than I than I thought it would be um the kind of the reason I asked for it was to look for overlaps between a lot of these softwares whenever these things come up we hear a lot about how this is invaluable the teachers use it all the time and we can't live without it and then the next the next month or two we hear basically the same thing that

088this we use this all the time and so I as a board member as I'm you know doing oversight I have to ask you know if we're using if we're using all of these how how is that possible what I think is that maybe some teachers use brain pop some teachers use PebbleGo um I'm not sure if that's happening but for me it would be more beneficial to see all of those presented at once in one Workshop or meeting and you know approve them in a way that we can see all of them together and that way it's not so spread out for us I can clarify the difference between PebbleGo and brain pop so Pebble go well before you start also the the one the overlaps I see is with generation genius PBO and

089true flick seem to all overlap with some of the content in brain po Pebble go wallet addresses multiple content areas that is very much appeared to be foundations of research so it is presenting the content and that's about it and it is very Elementary geared and driven and appropriate for that age Brain Pop what sets it apart from True flick generation genius and PebbleGo is that you're really getting a lot for your money you're getting all of these engaging videos the activities the teacher data and the teacher control over the differentiation and modification across content areas so you're getting more than science more than social studies more than math you're getting it all so Pebble in my mind I use PebbleGo and brain pop in tandem because you can address a lot of different aspects

090of learning and the learning standards because they both address them and they both call out Misouri learning standards and how they hit them um so to create that well-rounded learning experience it's good to have multiple sources and programs vice president cook I would also add that while there is a cost for these programs we do not have a standalone science or social studies CRI resource at the elementary level so these um online tools and these programs are what our teachers are utilizing to fill that void um and to provide those resources and really provides a variety for them to choose from um I will also acknowledge you shared the content piece um from the incident last year which when that was brought to our attention we did look into and took that seriously um and

091it was an opportunity to remind that individual teacher as well as all of our teachers and work with our principles that at the end of the day we are responsible for the content that our students would use whether that's a printed reading resource we might provide or in this case a video that was online and we do have a responsibility to review and preview those um videos prior to them being shown um and to remind all of our teachers and our principles like I said that that is the expectation to help them do that and if that's ever a concern we want to be made aware of that so that we can address and look into those isolated situations comments board question I know I wasn't here when the the Brain Pop was was approved

092but like all good good things there might be a tad bit in it that we just we don't want our kids seeing how do we stop that is there a way to go in and limit the videos that are on there or why you know I I doubt well maybe it was previewed all the everything was watched where the first year it was approved now they probably change things over the year and if it isn't reviewed every year you're going to end up with stuff that we as a board don't agree with and how do how do we stop that what I would offer I I um I understand the concern and I think what I would offer with that is that in my experience watching teachers use the resource in most the vast majority

093of instances there is a specific video that students are directed to to watch so we are learning about the water cycle and I want you to to watch this video about the water cycle and I might differentiate how students watch it but I I it really is very rare that students are just set loose to pick random videos that they want to watch there might be instances where we are um talking about a topic um animals and there are four different videos about animals and the teacher would preview those four videos and students would have choice you know we often look for opportunities to give students Choice students would have choice between those videos um again I think the instance last year where students were kind of given some rain it that really in our

094experience is an isolated incident we don't we aren't aware of that happening but it happens and and then we get the reports from the parents unfortunately right and but treasure poster what I point out in that situation it was not previewed and and on my end that's the concern so the responsibility is that if this is a video we're going to ask students to view that we have a responsibility to preview it ahead of time and to make that decision as the educator and that's the piece that we focused on yeah I might add I mean in my my perspective my kids have used this um Shar some of director Cooks thoughts on making sure that we're being efficient with our funds and overlap and and what's appropriate which I'm sure you guys review those

095periodically um and probably may be a good idea in the future to put a big list together here's everything and here's why we use it and I'm appreciate you guys put that together but I also am concerned that I don't want to be in a situation of throwing the baby out with the B water as you would of saying majority of the time this works this is good and isolated incidents um that can be addressed that we're just saying well we just like use it at all is there a I recognize that when it's teacher Le and everything and then the teacher assigning a certain module or video or what have you to to a group of students um I don't think any of us well I don't I don't object to that I won't

096speak for everyone else but um I guess is it just a something where we can ask the buildings to the the example that I get was you know if if a student finishes their work early you know they working on the assignment or I don't whatever they're working on if they finish early then the teacher says um well just you know while I help these other students um know review some brain pop uh videos and you in which case that's what happened in February I think um and the you know the students click around and find what they fine but I wonder if that's something where we can or you guys can as an Administration say we prefer you didn't do that with brain pop anymore I I would feel comfortable with that if it

097was more focused um but when we're given free reign I think that invites invites tough questions to us down the road that are I think what we could commit to doing is providing some reminders to staff that anything our students are having access to should be previewed and there are hundreds and hundreds and hundreds of videos so it wouldn't be possible for a teacher to preview every video on brain poock what would be possible for them to preview is these three these 10 math concepts that we've covered this year you can watch any of these videos within brain pop so providing some limited choice to students of videos that have been previewed I think that is that is what we hope to be happening and we can reinforce that well and I think that you

098would agree that all the teachers are on a team they should be sharing this information hey I saw this video that's not a good one don't don't do that would you agree I I would and I'll be honest I think with with one maybe two exceptions I don't know that I've ever heard of something being inappropriate that students are watching those aren't the videos that are aligned with our standards that our teachers are using to deliver the content with are there any videos on Brain Pop That are accessible in any of our buildings are that are not accessible in any of our buildings that are accessible at home no I'll just note the video in question does have a warning at the beginning that says this should Beed this this talks about controversial subjects or

099adult topics shouldn't be uh a parent should be consult there's some warning there which is not in any of the other videos I've watched um so that that's and I think it been previewed it probably wouldn't have been offered as one of the options I agree I will note that any of brain Pop's videos that do have sensitive subject matters like that they do have a flag that says sensitive topic and teachers can always click on that and it'll say why sure we could also provide that reminder to teachers you know there's lots of things that teachers are need to remember and so um you know we could provide a friendly reminder in case you haven't noticed in case you don't remember here's how you can find that as you're previewing your videos and looking

100at your content is there a way to separate or restrict those videos versus ones that don't have that restriction can I go back to the vendor and say don't sell us those it's all in package uh there is a way to set some filter or it's not really setting filters you're excluding videos or not excluding videos um I looked at one today that had a sensitive content Market was Birds was the What the video was about and it was because um Birds evolve the video talks about birds evolving from dinosaurs and evolution could be a sensitive topic and so if we just exclude anything that is considered sensitive they've done a great job of thinking of anything that anyone might have a reaction to and marking those as sensitive and so again I would hate

101to exclude a video about birds that a teacher might want to use for a specific reason or a portion of the video that they would want to use for a specific reason um just because Brain Pop says there could be some there was a video on um 9/11 that said you know it was an attack on 9/11 there is content in here that could be disturbing if a a student had a family member that was part of that experience um there was something about smoking and because they talk about the effects it has on the body that could be a sensitive topic if a child has a parent who's a smoker so it would be a very broad brush stroke um again I think our desire would be for you know a teacher to watch

102the video and decide does the content in the video appropriate for the students in my second grade you know class as a teacher there were years that x video would have been appropriate for my students and the Very following year the group of kids that I had that exact same video would probably not have been appropriate because of the different kids in my class the experience of those kids or personal situations so again I I hesitate to make a broad brush stroke and just start eliminating things things for Access I think the um first attempt would be to really stress the need to preview the content and ensure that it aligns with your instruction and your standards and it's purposeful and if we have concerns beyond that I think that might be a a later

103conversation if this doesn't seem to work but I again we we are not being flooded with concerns from families concerns from administrators concerns from teachers that I'm using these videos and inappropriate things are that it really isn't aside from director Cook's example I am not aware of any any examples of I would like to say that a couple things I I was flooded today with emails from a lot of teachers out there and first of all I want to thank them for their time I tried to answer as many as I could um today was not one of my better days for answering emails so I do apologize to those I did answer but um for for the majority it seems like this is a resource our teachers really love and use almost every day

104so uh but I went to the expert I asked Everett here next to me what his thoughts were on brain pop and I'm going to let he said it's been a while since it's a middle school resource but I'm going to let you share what he told me go ahead H me personally I love Brain Pop and I said how do I looked at him and I said guess that means I need to vote Yes so for that I just want to let you know Everett is right here he told me he loves PR pop questions comments board I I just have a small comment I I went and look back up uh about Brain Pop I didn't see a whole lot of NE there was some concerns over minor things mostly positive but I

105was more intrigued by the fact that a lot of homeschool people use brain power so there was quite a bit you know I just not a whole lot I didn't get in depth but wanted to refresh my memory over the whole brain po deal just real quick so what I'm getting is this is not an unsupervised thing where you put a student in a corner is that he needs something he or she needs something to do it's a more of a direction it's a tutorial it's a class prep it's a the teachers use it for a variety of reasons it's not something for a child to just sit there at his desk and let him scan like the internet for instance so there is supervision that goes along with it and if there are any

122sorry say I'm not ready to go back to school for all right good evening board members um in our continued efforts and commitment to uh provide information and recommendations to you for consideration uh Wade Welch Mr Wade Welch and Mr Mark Ruther with honer Architects um are here to provide an update on schematic design for the security vestibules uh since your approval at the August 17th board meeting uh to move forward with the schematic design process for this scope of work we've met um with the appropriate building leaders to gather input to ensure the schematic U design will support the instructional and operational needs at the building level while also supporting the security enhancements that we seek so uh as part of this process basic construction um Discovery as well as preliminary internal code review

123from a compliance standpoint has taken place uh Mr Welch and Mr Ruther will cover and provide details uh in their presentation so that you have the necessary information to U provide Direction uh as part of the schematic uh design approval process so I'll turn it over to them and then at the conclusion uh we'll offer up uh time for some questions so Mr welps Mr Ruther hello everyone uh with board and administrators thank you again for having us here to uh go through some of the design process and thoughts that we've gathered to date on the uh remaining Security vesu package um I wanted to share this uh information that we've gathered so far and put together um on this project so um what we'll cover today is we've got five buildings that uh we're

124going to be adding security vestibules to uh Henderson and Fairmont Elementary Schools uh Central School Road Heckman Road and meows Parkway Early Childhood buildings um we're going to group these into one package that uh hopefully will give us a good economy of scale and good bids once we get to that point if you so authorize um as I noted a couple weeks ago when we talked about the larger Henderson and Fairmont projects this is the schematic level nothing is final as of yet um we are still gathering information from the principles from the administrators and we'll welcome any comments and questions from you the board so um we have met with all five principles uh and gathered their input and included into updated plans um so we're going to present these as well as talk

125about the schedule and budget for this potential mid package um I'm going to jump right in um with starting with Henderson Elementary uh just to get your bearings um you can see where the main entrance is for Henderson uh to the uh lower left of the sheet which is actually the southeast um the you have the main Francis hell North High School uh campus and then roadway to Hackman Road um that's the basic layout of the building at our presentation two weeks ago regarding the larger Henderson project we talked about the entryway and administration uh Suite that we were looking to renovate as part of this security vestibule package um and that is highlighted on the screen as you can see um what we want to do or our plans are if this is approved

126both schematically here tonight and later for bids is to bid this award it and have it ready for construction in summer of 20124 um now that we're in front of you specifically for this bid package we want to blow up that area show you a little more detail about what is there now what we're proposing and how that will come together in a bid package so as you can see this large scale plan of the uh entrance and uh Administration Suite right now right now uh the main entrance to Henderson uh as you come in it does have aone access which we would maintain and we'll expand upon later um or as part of this package right now the uh entrance has very limited visibility um from the general office uh and does not allow

127for check-ins or passrs through a transaction window similar to what we have at other buildings um that's one of the concerns that we have right now also their general office space is slightly smaller uh and with the reconfiguration to add a transaction window it's going to we are going to require some additional space to that and I'll expand upon that in a moment um before I dive too deeply in I want to refresh uh both the boards and the Public's uh information the process or the security Vestal design that we've used in the district for buildings that have already been completed or buildings that are under construction right now for instance Franc out north the intention is to provide aone access both at the exterior doors and then push button control at the interior vestibule

128doors so that the building Administration can identify someone via the A-One at the exterior allow them into the vestule not into the building proper but into the security vestibule then they can use a ballistic transaction window to speak with that person check them in receive you know forgotten lunches or forgotten PE clothes or whatever the item might be that just is being dropped off or if a visitor needs to be allowed into the building they can then be buzzed into the building check into the general office and then be directed as needed so um Our intention for these five buildings will be to match that design that we've used at other buildings throughout the district to meet the district standards in regarding to secure entrances so um I'm not going to repeat that for every

129building but I wanted to give a summary as we move into the design review for each building um what you can see here is our our first stab or or our uh first schematic after speaking with the principal and salum uh what I what we would propose OS to do is to remove and replace the existing exterior and interior vestibule doors with new uh aluminum and uh security filmed glass uh doors uh provide a aone access at the exterior push button access at the interior and then a ballistic transition transaction window that will be between the general office and the security vestibule as the trickle down effect of Designing for this in this space uh we would provide new finishes once we punch through the new transaction window we will provide new workstations for the

130three Administration uh assistants and receptionists in that space um and then in order to create some additional space there's a stairway that leads to a lower level in the corner of this office we would propose to infill this block off the door that is there to allow more space within that general office um we've talked with the principal she says that that stairway in doorway is not used a great deal and they would benefit more by having the added floor space there for their staff in the office as well as students and parents and teachers that come in into the office for different reason reasons um we would replace finishes and upgrade those in the administration Suite um and basically create a new Administration suite for the building as well as the new entrance um

131what we've done uh since we've met with the principal and we've talked with them uh both the principal and with salum a little further about potentially expanding or shifting some scope from the bigger package at Henderson into the Security vestule package uh because we feel that it will function better from a bid and construction sequencing um at Henderson this would include renovating two existing toilets and creating two Ada accessible faculty toilets for the staff at Henderson directly adjacent to their uh Teachers Lounge right now um I use the word expanded on this slide I really should have used the word shifted because this is not new scope or not new recommended scope it's moving recommended scope from the larger building package to here to this bid package so that not we're not doing double work

132and I'll kind of explain briefly why that is where we're infilling the the small stair and doorway there's going to be some masonry work some concrete work and some demolition work that will affect the current entrance into the facility or into the uh Teachers Lounge and the faculty toilets are there since Ada accessibility is required for staff as well as students this is the opportunity time to renovate those toilets and make them into Ada accessible toilets so we recommend putting that in this package rather than waiting so that when you're already in there demoing laying new masonry doing new concrete work you can do the same with the toilets that are there I we are a little concerned that if we wait to do the faculty toilets and Teachers Lounge as part of the follow-up

133package at Henderson that then you may damage or have to redo freshly new finishes that you just did as part of the Security package so when we talk about the the budget later and how this affects it this isn't adding new money to propess projects but rather shifting it from one project to another so um when I say expanded it's not truly expanded it's shifted so um that that's our proposal on Henderson I'll pause here to take some comments or questions um before moving into the other buildings so that we have an opportunity to discuss while it's kind of fresh in our minds so thoughts comments yeah I have a question um what does this it it looks like it kind of reduces access to the nurses station that correct because there that's where that

134isn't that where that stairwell kind of adds to it no the nurses station is actually further down the hallway right um and it the the nurses station is actually down here right from my understanding so no it would not reduce access to the nurses station the Teachers Lounge right now the door into the Teachers Lounge is right near where that stairway is okay so that would shift down to this location okay so it's really not going to change anything as far as getting to the nurse's corre station at all okay correct okay I was just looking at it wrong thank you you're welcome any other questions on Henderson what do what's the purpose of the new fire alarm panel why a new fire are you the existing fire alarm panel of course is right where

135we need to put the ballistic transaction window I mean dead square right in the middle of it there is really no way around it so in order to put the transaction window there we have to move the fire alarm panel in talking with our engineers and with salum the current fire alarm panel is approximately 12 to 15 years old and does not meet the current code requirements for a modern-day fire alarm system um meaning a it doesn't make code B finding parts to repair it in the future will be difficult um therefore our Engineers have recommended replacing that as part of this scope uh and that location would then move to the space across from the ad Administration Suite which is now a work room um along this wall and and the answer to the

136subsequent question it does not need to be in the general office as long as you have an enunciator panel in the proper location so as long as the fire department knows where it's at and obviously this would be shared with them um both before and after construction the new location is acceptable with them or should be acceptable with them okay so there's no challenge with Comm existing devices communicating with the panel should not be we are planning to use a um should or will not be should because I don't know you know until you actually connect them and test them we can't tell for sure but from our Engineers preliminary review of the site they have been on site to look at things they believe the devices should be okay to be used with a

137new panel now again if an older device is worn or dirty and doesn't connect properly I can't necessarily predict that and I don't necessarily want to in include the scope of replacing about a devices you know just because they may not function correctly you mentioned um summer of 2024 and we were to approve this and if we were to approve the Henderson larger Renovations at a later date we have two contractors working in the same school the same summer there is that possibility um we have not fully fleshed out the sequencing but our preliminary thoughts on that are P the primary renovation work for summer of 2024 would be the security vestibule and for the larger package they would do less interior renovation this coming summer and do more next summer the B bulk of

138the renovation throughout the rest of the building um would be next summer now I say that this is preliminary discussions Mark and I have actually already thrown around the idea and not necessarily brought it up but the question is begged do we combine the larger Henderson package with this one the one comment I will say to that is is if you wait to put the security vestibules out or or the Henderson security vestibule out with uh the larger package the security vestibule package most likely would not get done next summer because of the lead times for aluminum Framing and glazing and Hardware if we wait until March and April which is when we would look at issuing the Henderson larger package you're not going to get your materials in time to get security Vestal done

139in the summer we can do it either way you might save a couple dollars for economy of scaling including the security vestule with the larger package but I believe you'll cost yourself a year in relation to completing the security vestig any other questions B all right let's like we're clear to Contin yeah next building I'm going to talk about is the Fairmont Elementary School again wanted to provide a slide for giving everybody their bearings the main entrance is as you can see on the left uh Tally Road is in front of the building um two weeks ago when we spoke about the font larger package um we showed the highlighted areas as being part of the current Security vesal package um and we want to now expand on that um as part of this review

140and that package right you know schematically right now would provide a new combined Administration Suite with a relocated special education toilet and shower um showing the existing conditions right now um they have a split Administration Suite to where they have administrators on both sides of the main entrance they have an open general office as you can see there's no door between the corridor and the general office which I believe has five or six staff members in it and a reception desk that is in the 4ye SLC Corridor of the main entrance so not ideal for security purposes um that is one of the main focuses of the security vest vestibule upgrade um and what we would propose to do is completely renovate the left side of this entrance and make that a new Full Administration

141Suite the two assistant principles that are on the that are currently on the other side would shift to the main Administration Suite you'd end up with a conference room on in this space in an SRO office directly off the security vestibule um which is very convenient because we may add a borrow light for direct visibility by the SRO to the security vesal in addition to the transaction window that we we put in for the general office so we actually think this is a much better design provides the SRO even more more visibility of the entrance um and then subsequently we would take there were two speech classrooms currently here we'd move them over to the opposite side of the hallway uh we would also take there three current phone closets right now we would take

142two of those and create a dedicated lactation room um with a sink in it with proper space um in this area and then and right now in the corner of the current Administration is an ADA or is a special ed uh toilet shower laundry room that is kind of cobbled together in that space if any of you have been in there we would take that and relocate it to this area and provide a fully accessible uh toilet shower and changing room for sped use so this is our our original scope after our first meeting with Dr Oliver and salum and then in subsequent conversations both related to the security vestibule and the larger beemont package we would recommend expanding or shifting scope from the larger package into this package uh to create a dedicated special

143education classroom Suite for programs that would specifically use utilize the changing room toilet and shower for special education student needs um if any of you have been in this this space right now it's currently used for two music classrooms an overflow cafeteria area and several of the walls do not extend to the deck or to the ceiling even which creates sound issues and related problems as far as ventilation lighting and this was on our radar to renovate as part of the larger project and since we were already touching this area with doing the shower and toilet it is a prime thing to add to this package to add these classrooms now and extend those wall to the deck soundproof them address the hbac and Lighting in these spaces and create these classrooms as a group

144of special needs classrooms then subsequently the music classrooms would move uh to the existing classroom Wing here on the opposite side of the administration Suite uh Spectra may or may not end up in this location we're still working on that with the princic um but our goal is to do all this work at one time rather than doing this little bit and then coming back and doing these other classrooms which C could cause some double work or double downtime for classes during the school year so questions on Fairmont questions for it looks like you're really increasing the size of special ed the size of special ed because in the existing conditions the special ed classrooms that are moving are actually about fullsize classrooms two of them are so they're kind of transitioning to similar size

145spaces um and then the special ed classroom in the upper right is probably a little larger than what they have now I understanding right that what you're telling us as we get more value for for all of this expanded I mean this is a Security vesal package but it's turned into basically a whole front office and five classroom renovation and it's a lot of extra scope it it is it's not extra it's scope that were planning for or planning to propose for the main building package at Fairmont so you know I don't want to seem like I'm trying to add a bunch of stuff I I'm not trying to do that and especially not without reviewing it with the administration and and the board obviously we want to make sure that everyone is in agreement

146you know if you tell us not to do it we won't do it or if you tell us to do it as part of the bigger building package we'll do it then I'm just trying to get the most bang for your buck at the right time to add add a quick comment I I think another way to look at this is that when we started the security packages while back we were just looking at trying to look at the entrance only trying to keep the cost down and the scope down but as we get into the other now we're looking at the whole building as an entirety where we're looking at it where things can start to fall into place when we're looking at spots or classrooms over in other areas we're trying to steal

147spaces and try to move spaces around on the whole campus rather than just looking at the entrance itself to make a better overall project and by doing you know if we were just doing the security vegetable on these two campuses we would probably not be shifting that we wouldn't have a possibility of Shifting but because we're doing two Camp two projects we're able to look at the campus as a whole and try to make the whole campus better and upgraded for certain things so what we are actually are expanding some of the scope rather or I'm sorry not expanding shifting it from one project to another if we didn't have two projects going on here we wouldn't have the luxury of doing this but we're really trying to make the whole campus one and we

148have the flexibility because we're working in moving spaces around to make them better on the main entrances I don't know if that helps or not so is this been kind of relying on the fact that the expanded project or the the whole school building Rehabilitation and additions would would continue follow on follow suit to all this and I don't know if director stutzer maybe you have an idea of what's happening to the music rooms if this moves forward what happens to the music rooms and then if for some reason we don't move forward with the with with the secondary project what do we do with the music rooms that we've just eliminated and turned into bedrooms yeah and that's all always uh as I indicated earlier we're we're going to be in lock step with

149bringing certain recommendations to you but that's certainly something you know if we choose if the board chooses not to move forward with some of this scope then obviously we go back to the drawing board on some of those pieces on what that looks like um but to really to add to to uh I think it was director Cook's question in terms of you know we started with secure vestibules and then you know we expanded into other areas you know what we end up having even with the security VES itself based off of the existing infrastructure as it is it we have to address some of the other pieces in the office um part of it is you know we're going to be removing car you know sections of carpet um to get you know transaction

150windows in and so you to to do a comprehensive project we have to kind of roll some preliminary scope into that but respective to the the the spaces to the right we're really shifting scope from what we shared with you at the special board meeting into this package uh we feel that it's going to put us uh in a position to really be successful in terms of if the board chooses so down the road to move forward with uh some of the scope that was presented at the special board meeting we're not coming back to tear out some of that work that's already been done you on on this particular slide I see that very smartly you you included the SRO office right next to the security vest vest across from the ballistic window was

151that consideration taken in in Henderson it wasn't partly because uh we have an opportunity here as you see with the um with the spaces that are carved out for the aps um we had an opportunity to move the SR over there um we wouldn't at Henderson partly because we're already kind of maxing maxed out on Space to shift folks around well I just see that there's a file room right there at the Henderson campus oh immediately to basically the transaction window if you look at the original scope of the Henderson uh even the expanded scope right next to the security vest view which is where the ballistic window would be anyway yeah we can certainly take a take a look at that and see if we can repurpose the file room somewhere else um and

152move the SRO into that particular space just yeah good good point good suggestion that's the what's the relationship between the two packages if is this a standalone package that you're presenting here or does it I mean if if we did this and didn't do the second one would that be a problem and where I'm at here in my head is that this feels very much like bid package one with North and bid package two and before you know you're too far and we can't not do the next package because we've already torn things up so much here and I don't know what the you know we we've changed the HVAC such that we really have to do the other one or the electric or fire what have you but those are the that's my concern

153here understand I defer to Mr W um this the the shifted scope here isn't I would say the shifted scope on Henderson I would recommend over this you could leave this as leave the you know the right side aside from the changing room and and the toilet you could leave that portion to the next package and we could adjust it's not a huge issue on this campus Because we could just simply work in this area and then the remainder of this area gets addressed as part of the larger package um we're just trying to minimize any type of double work I don't know that there would be a lot in this case so if you tell us to hey let's stop here we could do that if you tell us hey let's see what the

154price is on this we could bid it as an alternate to this package and if you don't like the price we include it in the next package or if we need to watch our dollars overall we can completely pause on this area and analyze the overall numbers for the package at Fairmont as well as Henderson and if we need to pull back well we need to pull back um I did want to address one of the questions and I forget I forgive me I don't remember who stated it the music classrooms that we're moving out of here we would have homes for them basically the two larger special education rooms the rooms they're coming out of would be music classrooms those are standard size classrooms which are actually bigger than what they have currently uh

155for music classrooms that are in this space so um we would have home homes for those one way or the other but again if we need to look at keeping the cost down on on this package we can pause on this area it's just we wanted to bring it to the board for discussion and kind of provide our thoughts on it so any other questions regarding Fairmont do we move up um now we'll go into the uh the Early Childhood buildings um these are going to be a little easier um uh we have met with all the principles uh we'll start with Central School Road Again a current plan where you can see the main entrance to your right is Central Elementary School to your left is the current bus lot on the Central School

156Road campus um we you know these are new building are new buildings that you haven't seen as far as floor plans we don't have any follow-up work here as of yet so starting with the master plan will'll blow up the area of the entrance uh you have the current exist existing entrance and then you have a series of three offices general office uh that make up their Administration Suite our proposal here at Central School Road uh would take one of those offices the one closest to the entrance we would remove this wall and door put a reception workstation here with the transaction window into a little bit larger security vestibule move the door into the general office then this office would be replicated in in this area uh the principal has suggested a work room

157and I believe it's a uh specialist program room uh that would open off of the hallway uh we would provide a closet for dedicated general office space as well as as an expanded principal office and this location would have two workstations and the security V fuel obviously would function similar to the others that we've done in the district um and would have a little greater space to have the transaction window and relocated offices as such so any questions on this one the good I'm sorry go ahead okay the one comment I'll make on this one uh the good thing is our work will be restricted to the administration area we don't have to touch anything across the hall further into the Hall you of that nature so that keeps this one relatively simple um next

158one we have is Hackman Road Early Childhood you have the main entrance and then of course Hackman Road this is on the Francis H North Campus um which you can see is to the left on the screen and then further back on the campus is Henderson um what we would propose or what we have right now is a very similar layout to Central School Road um instead of having three offices they have two currently with a work out Cove and then this is that specialist room they call it the blue room um that they have right now um again our work would be focused at the vestibule itself here as well as the administration Suite very similar Renovations where we come in with a closet expanded uh principal office this office would shift over uh

159and into the workroom space then you would have a new officework room here that would have access both into the general office and into the corridor into the main building security vest would operate very similar to the previous one where you come in you have the transaction window and a new reception station here and again at this location we don't have to touch anything across the hall in the main building we will restrict work here just to the administration Suite so with this one and I I guess with the previous one what's the need to expand these principal offices as part of the Security vestival package that was a request from the principals for use uh for conferences with students and parents within her office their offices their current ones are relatively small for that

160use the discussion was centered around being able to provide a small conference table four-person conference table at this end of the room um if that's deemed not necessary um we can keep those spaces as is but that was the discussion behind those so we're we're expanding the principal's office but then also providing a new office in that same space that is correct I believe and and the principal would have to speak or maybe Saloon could speak to that great question uh director cook so as part of this if you the space over to the left that's not shaded uh that's actually instructional space to the left of secure best so as we were working through uh with the building leaders uh they're frequently in order to host meetings um meet with her team they're frequently

161having to kind of displace you know some programming content that's taking place to the left um and so we had an opportunity here while we're moving some walls for relatively Light Lift to be able to expand the uh principal's office and fully return that instructional space uh for instruction this really just building some 2x4 walls corre and moving some doors correct there is no masonry in these buildings so moving the walls becomes relatively simple uh and finally we have metals Parkway uh the last of the three Early Childhood centers main entrance and then Meadows Parkway in front of the building Independence ele school um I believe that's to the east of this location um here little larger building a little different scope right now they have an open general office fairly large with principal office

162directly on the corner uh of the entrance across the hallway is the parent meeting room that they use frequently you have the nurse's office on the corner and an existing conference room at this corner um and talking with the principle uh we wanted to accomplish a few different things obviously the security vestule is the primary one uh and the goal was to leave her her office where it is then we would recommend a the transaction window and reception counter a little further up the hallway which moves the interior vestibule door to the junction of the main hallway with the entrance and then what we would do from there is close off the entrance to the parent meeting room people would visitors would still have to come in check in be buzzed into the room then

163relocate the entrance to that meeting room to inside the building proper which takes up some of the uh nurse's office so we're going to move that over slightly and then the resultant space currently they don't have a dedicated space for their Paras to work and check emails and and have a a little work area of their own we would take the conference room that they have currently put a work counter in that and that would become their pair of work space so a little different uh concept than the previous spaces but in talking with the principal there uh she really felt this would work nicely for them and to be truth the angles I tell people angles are pretty and they they're great and everything but they don't always make for the best working spaces

164so we're actually going to improve the nurse's office by making a little more rectangular of a room as opposed to having a kind of a concealed corner or a tight corner here uh where we put the new passageway so this is our recommendation for meals Parkway any comments questions concerns looking at the way you come in the security VES and then you got to go all the way back to the front the parent meeting room correct so why wouldn't you want to make the parent meeting is it needed that that big move that to the rear make it more accessible and put the nurses office more up front speak this is more cost effective treasure push car partly because I always have a habit of doing that because at the end of the day if

165you're talking about flip-flopping those uh nurse's office obviously has Plumbing uh a lot of infrastructure respective to Wast lines as well as Plumbing that would need to be relocated and uh as as as many of you know when you start moving plumbing and Water Resources you're the cost goes out so this was the most costeffective way to provide a pathway uh to that meeting space while still leaving the nurse's office where it's and and and that may say parent SL meeting room again it's really used for a variety of instructional pieces uh at the building level it's not just for it's not just a parent meeting okay that's good okay this is curious it's just kind of I don't know kind of clunky the way you have to go through and the all the way

166through the security vestibule and then Circle back around to get to the room that you probably use the most yeah and and as I just indicated that that is more of a multi-use instructional space that every now and then you may need to pull a group of parents in there but really the parent activities is going to be relegated to the security vestule as we've already uh shared and if they have business to conduct in the front office they'll get bust through the second set of doors come in the front office and meet with the building administrator or whoever it may be thank you any other questions that we can uh help answer to provide you with the necessary information you need to make a make a decision or accept the recommendation well are you

167going to move on to the cost slides oh yeah I'm sorry everybody's favorite topic um I have two slides here um and this has primarily to do with the potential shifted scope from you know later packages to current packages the first scope our first slide is based on our initial scope of work um that you approved in August uh there's the estimate that we included at that time um with a total of just under $940,000 for the bid package that we proposed at that time um you can see the breakdowns there we've included 5% of contingency which wouldn't necessarily be in the contract we just try and hold that number uh for safekeeping for unforeseen conditions FF has relatively small cost and then the project soft cost cost um one thing I'll say on the

168soft costs is that's a a rounded number of 10% it's just kind of a traditional number that we use to use as a placeholder um that includes your special testing for any masonry work any structural steel work any uh concrete work which in this package you're going to have relatively small amount this also includes our architectural engineering fees um don't worry we're not getting paid 10% you know off the top we are going to meet the the fee structure that we set up in the proposal that you authorized so I just included 10% for a line a line item right now so that number most likely comes down but in total that $937,000 number is what we presented in August or what Mr stutzer uh presented in August in the approved now if this the

169board so chooses to kind of pursue the expanded scope um that does add some cost to uh Fairmont and Henderson those pieces of the project which in resultant changes the subtotal the percentages in the bottom line that total change is just under $200,000 um 193,000 in change and again I want to kind of reiterate this isn't new costs that we're presenting it's costs that then would be subsequently taken out of the larger packages at Henderson and Fairmont so if the board chooses to to add this expanded scope now that's kind of how we see it affecting the estimate for this project and then the other two larger projects we would back that number out of those probably you know I'll split it directly in a half 100,000 out of each um or however those scope

170pieces affect each will back that number out so um that being said that's what I have uh for the budget uh are there questions and comments or concerns on the budget and how we've laid that out guess something a costed to so I'm saying $40,000 a different for Henderson for two88 toilets and teacher Lounge remodel then $30,000 to move some walls around and turn music rooms into SP rooms can you help me particularly on Fairmont can you help me understand that that that large rough roughly uh a new ADA toilet or renovated ADA toilet is we've seen in our our numbers 12 to $15,000 by the time you break out walls fix the or address the plumbing put up new walls doors Etc so 15 * 2 is 30 and I put 10 in there

171for the walls and doors and the finishes in the Teachers Lounge itself so there's the 40 that we added at Henderson and at Fairmont the added cost there is just a reflection of the square foot added finish area in the walls there um I don't have the exact square footage that we added I do have it in my briefcase if you want it um but that's the breakdown between the two the differences of that basically 200,000 it's just all the finishes but it's just such a larger area than yes yeah you basically have I want to say it's 3200 square ft uh at Fairmont that you're you would be renovating now as opposed to later um so that's the difference in the costs and you said it's shifting from one project to another it's yeah

172that CH wash or even maybe it as said added value because we're doing it right and and when I when we come back to you to present the next review of Henderson and Fairmont will reflect those changes and I can even highlight that line item if we decide to go in this direction so as far as Now versus later how much would that roughly save us doing it now versus waiting doing in the next it's not a lot of dollars it's more about sequencing and the logistics of when the construction is done uh we feel that those two pieces because you're going to be in there now you shut those down get them done this summer then next summer you have less work to pack into one summer um it not to say it can't

173be done I've seen it done especially when they have Elite time to get everything there and then day one of Summer boom they go um so you know we'll do it either way but if you if you you know put me up to it and ask me for a recommendation I would recommend shifting that scope into these this package now but I'll do it either way like questions for um I have a just prop s in general en a broader question that I I would like to have solved before we spend a whole lot of this money um and this probably more for director stutzer or even Dr rmus but um we're we're making a lot of decisions here about how to spend the rest of the finite resources that props has afforded us and

174we don't yet have a full plan on how to spend rest of that money so we're we're spending it down and I think we all agreed last this past summer that security vestival were were high enough priority where we were comfortable doing that without the full plan um and you know I'm fairly comfortable with this some of the expanded scope is a little questionable and I I wish I'd had more time to review this I think this is relatively recent last day or two we got we've gotten this um but that said I know we're we're looking down at at the Henderson and Fairmont larger improvements within a month or two and we don't have at least we we don't have a plan of how to spend the rest of the 60 some odd million

175um and so that's just from a kind of s of this but the larger propess update in general is what I'm speaking to here um is there any estimate on that would be available or is that being worked on vice president cook I would say that that is ongoing um you know the commitment right now has been a discussion of moving forward with the larger needs at Henderson and Fairmont in addition to these five vestibules and then looking at the remaining funds um primarily with a focus around deferred maintenance but also recognizing their or a couple ongoing projects related to transportation and a couple other areas to consider and those decisions have not and finalized our hope would be to do those in the next few months as we would like to have a solid

176plan for the remaining funds by the end of this school year um I will also add though that as I listen to the presentation tonight and review this information um the last thing I want is to talk to these buildings about delaying the security vestibules but I also um could understand the concern from the board that we put you in a position now of making some decisions around the expanded scope and the implications of that and don't want to rush you into that decision if that's going to negatively impact the work that we're trying to do around propess and completing these projects um so if that's a matter of tabling this or delaying this even for a week or two to have additional review of this or discussion I would rather do that um than

177move forward in a position that is making you feel bound to make this decision tonight with limited time um and information questions counts board I agree um basically with director um cook that we need probably more of a strategic idea of what what we have left and how we're going to spend it before we move forward on anything extra I guess at this time I mean I understand that we have been talking about security vestibules for quite a while and they've been number one on my mind for a long time um I myself I'd like to go ahead and not hold anything up on that but hold up on some of the other decisions just I was looking back here at our Memo from April when we approved the security vegetables engineering architect architectural work

178in engineering but is it accurate that we do not have a we didn't have a a cost estimate for this or a budget cost when we went into this it was we just knew it was needed this is the first time we're seeing numbers at least that best of my knowledge this is the first time I've seen them so my understanding that's correct obviously back in April I wasn't uh you know a member of the the the team here yet but uh that is my understanding and and in the September presentation within the financial report I did have that total amount of the 9 37,000 or however much that was on the original as I look at the memo here I see releas from April from Jason grien our our Security direct the manager of

179security safety manager safety manager um he been consulted in all this is I mean he's the on the ground guy that's presume you know he's been here has this been has it been has it been discussed with with the manager level like that um fully transparent uh haven't necessarily looped him into to that P piece of it we've been really kind of working with the building level obviously there was already work that had already taken place that Jason had led out in terms of the other security vestries that had been completed and we really if you look at what we're presenting we've taken that template and really tried to replicate it at these other school sites um but a part of but to fully answer your question no I add to that yeah back in

180April when we were approached about restarting this process Jason and I did speak um no plans no you know actual Hardline drawings or anything but we did speak about replicating the same design as far as a phone on the exterior allows people to be accessed you know the description of the Security vesle operation at the beginning of my presentation matched the discussion I had with Jason at that time which matched the security vules we did previously at the start of props so there were discussions no Hardline drawings at that time he said you know when we started restarted the process for these five buildings is make them operate the same way we've done throughout the building so there was some discussion at that point do you remember off the top of your head at all

181what the cost for the other festival package was you put me on the spot on that it was I want to say 1.7 for uh 13 buildings now mind you that was before the pandemic and of mhm yeah and some of the scope or or several of those buildings were were just like the exterior doors and the interior doors of the vestule and adding the transaction window so some of those were very limited I I think that was what I envisioned when I approved that in April was something small like that you know a couple walls and doors and glass and transaction window and I think originally we started with the impact class or the film through film yeah we were going to do that immediately and didn't happen and just consideration also we have

182to keep in mind that you know many of our buildings are not identical right and so there's different nuances that we have to be able to navigate individually on each one right and so you know a waren or another building that we've already performed work at lend itself a little bit more to being able to um to to perform the scope that you just talked about director cook and so I just ask that the board keep that into consideration as well every one of our buildings is unique and in some way shape or form and and the I will piggyback that off very briefly is we know we we knew from the very beginning of the propess work that Henderson and Fairmont were going to be our biggest challenges from a security Vestal standpoint now

183if you tell me to go back and and let's pull scope let's pull the Rings back so be it um uh but we knew from the beginning and that's really why they weren't included in the original scope is because we knew they were going to be difficult we had additional work coming at both campuses most likely so we we kind of pulled the brakes on those and said we need to look at those very very closely so that's where we are at this point Dr Ros Andor ster maybe you can is there a timeline or do you know when or could you commit to at some point at some timeline whether it's next before we have the next meet next U set of schematics to approve having the the rest the plan or the the

184the broad plan for the rest propess is that possible or at least a draft of it I can speak a little bit to that uh Dr upus so we're we're actively working with uh multiple partners in the industry to provide some pricing on deferred maintenance and and those types of items so you know our Target goal uh we've actually got some meetings set up here in the next couple of weeks to be able to get some preliminary pricing uh with some data behind it in terms of life cycle replacement and we're trying to gather all that uh uh that data to be able to present to you so again um you know we're trying to fly a fly a plane while learning here and uh we just ask for your patience but we'll make sure

185that you guys are a part of that process and have the opportunity to to to hear these presentations uh that way you can make important decisions with the data provided to you but uh timeline wise our goal would be uh at least by by December to at least have quite a bit of that data for you I appreciate I certainly don't want to yeah rush rush the work that's going to be important to do and I will add you know what we're talking about here this board's not unique uh to that there's every I I serve on the Missouri school plant Managers Association as a board member and we receive questions uh from you know boards superintendents across the state in terms of how to to address some of the challenges that they're dealing from

186an infrastructure standpoint and trying to prioritize the dollars uh that they have and how they move forward with those just due to some projects that uh that a lot of districts are having to cut scope and come back just based off pricing and prioritize those based on how do we best support instruction while also making sure that we're operationally efficient and you know whatever we can do with those dollars uh that that you know from a priority list uh we we address that and then you know maybe perhaps if the board chooses to do so come back at a later date with those items that we weren't able to address it's really the approach that almost every single School District School Board across the state is taking right now uh small chunks at a time

187with the resources that they have thank you okay any other questions that we can help answer thank you all right board we have a couple options here number one this motion I don't think is 100% clear on what exactly we are approving whether it's the original scope or the shifted scope so I would ask for either another motion to clarify that or a tabling or something of that nature from from the board I'll make a motion to amend that or to figure out whether or not we are approving the original scope or the expanded scope work it' be a motion to either amend the motion okay I'd like to make a motion to amend the motion to huh two two figure to determine whether or not we are approving the original scope of work or

188the expanded scope of work I'd like to make a motion that we table this and come back and clarify this that even even if it's a special meeting clarify what we're approving I cost and what we're approved there a motion on the floor second director the motion the table from director Harmon and a second from director but it's my understanding what we're what we were being asked to approve and your motioning to table is completing the design of this such that you could go out and receive bids that correct that was my understanding and and I'll I'm going to try not to speak out of turn but I'm going to I try and be honest with everybody that I speak with I understand the concerns I I don't I'm not going to try and sway

189you one way or the other but the more we push this off the tighter our window to get done work done in summer of 24 becomes right now um we're looking at a potential authorization of bid documents in December receive bids the very first part of February award the contract at the February board meeting and I would not recommend pushing it beyond that now we don't have to have a decision tonight you know we still have a little bit of time about 2 months between now and December 21st we still have time to get the documents done and make any adjustments that you have but don't push me off too or push us up off too far um we'll come back and present whatever you need if you need a tweak scope budget up or

190down that's fine but just be aware we're we're running out of time to hit next summer for security bestes maybe just a quick question there you said I think you said earlier that we could even bid out theoretically all these packages and then come back and say which ones do we like and which one's not whether it's the expanded or the original they would be I would the suggestion was potentially bid the ex the shifted or expanded scope as bid alternates um but as part of one group package with security best felds we could do that um and then you would have the option at the time that you review an award a contract to say you know okay here here's cost for the base bid for the security vules and here's a bid alternate

191for these expanded areas we could do that as well and and I'll offer this uh president bertran so really as part of our our process in terms of bringing a schematic design to you we'll bring you the information the data and the Y behind it um if you want to amend uh that's obviously your you're right as a board but what I would what what I would offer is at least if you're going to amend it amend the fair amount scope as an alternate you know maybe uh you know go ahead and continue developing that from a uh design standpoint because obviously we're going to have to come back to you and present at least construction documents uh for your consideration as we flush some things out in terms of the the design development piece

192of that as an alternate but still continue uh um you know moving forward on the secure best of part of the so sorry the public can't see this is a stop sign slide of all the places that the board approves but so I think we're in this schematic design step three is where we're we're approving schematic design at the motion that is correct so then the The Architects will go through do the design and then we would do another vote before we go out come back before we go out to bid or we would come come back to you at uh once construction documents are are complete ready to go are ready to go for your approval to go out to to bid so we would approve then going out to bid and then obviously

193we would approve the bids after they rece of course CU then we come back to you um with with the results of the bids and then we can uh board can make a decision on how to proceed there and just to highlight this this one is unique and uh way did note it on slide 24 that given the nature and size of this project normally we would have that design development presentation to show you uh if it would be at your pleasure that we would still do that then certainly that special meeting could be that event for us G given the discussion that's taking place tonight I would probably you know we we showed the option or showed it as going from schematic to approving the bid documents but given the discussion and the concern

194raised I would recommend having that design development stop sign in there on this project you know sometimes when we go through this process it's such a small project you don't necessarily need the design development step but given our discussions I think it's probably would be beneficial we can go back as as part of our group and really look at again the numbers that we've presented maybe we F tune some areas and say maybe we can wait on that maybe we can scale back a little bit on that and and do that from our standpoint of you know if you want to call it preal engineering to make sure we're not spending too many dollarss we can do that you know I'm going to be here or will be here for the November 16th meeting for

195updates on Henderson and Vermont make get a pack AG deal okay that would have shown the decrease because just I just want to make sure I'm understanding that would have shown the decrease in that other price because some of the projects we would be bidding out now instead of later is that right when yes when I when we come back for the November 16th meeting to present Henderson and Vermont we'll back out the numbers that we discussed earlier that would be shifted to this package if you decided to go that way I can call those out very you know say here's here's this if you move it you know here's the cost of the security vest if you shift this scope in and then here's the deduct in Fairmont and Henderson if you put it

196in Security vestigal package so that's what I wanted to hear yes absolutely thank you so my my concern with the motion to table and and it's certainly your your job to tell us the schedule risk if we do that and so I appreciate that um I it sounds like a lot of the questions we would have in in two weeks or something wouldn't be able to be answered unless they they go with the next unless they further design a little bit get some better cost estimates maybe that's not the right assumption but no I it we could do enough in the next you know the 3 weeks between now and then to to you know provide some better breakdowns on on the estimates for the security package um you know I'm going to have to

197do it anyway for the Henderson and Fairmont bigger projects um because that's the step we're at there um so presenting those all together I don't think would be a big issue one other thing to add to that I think the alternate approach is a good as way kind of alluded to its pre value engineering but we don't want to do we really want to prevent from getting to the bid day and have a number that you're not you're not comfortable with because at that point in time we don't want to be value engineering that we need to be able to move to keep them moving so the alternate approach is a really good idea because we we design it and it's being competitively bid at that time so if the numbers come in a little

198higher than we thought you just don't accept that alternate and we don't do that and we shift it to another project but it gives us some flexibility the board flexibility to keep the project moving we just don't want to get to a point where now we're at a spot where we have to make a decision to be able to write this contract that's what we're trying to prevent and I I think this is a good process to do that so thank you my my concern with what I'm hearing and what we're talking about is we've gone from and I've heard a couple of people say it's security vegtibles this was about security vestibules and we've gone from security vestibules we're removing removing stairs we're relocating offices we're so I get the alternate concept as well

199but there's still too much vager too much misunderstanding as to what we're doing and why we're doing it so I'm I'm just concerned that there's wants versus needs I I get it the stairs aren't needed do we have to take them out when the grand scope of this thing was security vestibule I get there are some inconveniences in the office and there's better ways to lay it out okay well let's look at that down the road but that's just my concern is we're kind of building on to wants as opposed to the need is a security vestibule I think my my major concern is we don't have I've said it before we don't have a strategic idea strategic plan of how to expend the remaining dollars and this the vestibules were always a priority at

200least in my mind and you know I noticed some things when we were at Fairmont the the one window had uh opened um pulled away from the wall yeah I I still have that noted to look at by but we don't know that might mean a major sort of repair job I mean who knows um and Anything could happen at one of the other schools until we we really have nailed down how we want to spend that money I I just would like to keep it I want to keep the vestibules moving forward this is just me keep those moving forward but hold off on like Ron mention the the wants at least for now two weeks from now but weren't those wants part part of what we had agreed to to for moving forward

201with Henderson and Fairmont in this at the beginning not that I know of Janet um the the relocation of certain offices and 88 toilets and that I have that was part of the what we talked about at that special meeting when they showed us a comprehensive plan it was all in there okay all right tonight I saw numbers I know it's our meetings are running together but yeah we they that was part of what they showed us in that beginning so what for is that was my understanding is what you showed us at that special meeting is what you showed us again today it's just a matter of doing it now instead of later with the rest of the package correct yes I let me expand a little bit the the shifted areas that I

202showed both at Fairmont and at at uh Henderson those have been discussed for quite a while for those two buildings you know as part of the overall budgeting for props those have been discussed some of the pieces that have that I showed tonight correspond to some of the unique buildings that the school district have throughout the district to to shift an office in order to put a reception counter and transaction window where it needs to be um are there needs that are being addressed or or wants that are being addressed like the stairs at at Henderson a few but not all of them you know because going back to some of the work that we did on the 13 previous vestibules I'll think of B Becky David right now where we created a a separate

203office for the receptionist because she was out in the hallway um you know there were cases like that on those that previous package where we did more than and just the exterior and interior vestibule doors so I'm going to say the shifted scope has always been talked about for those two buildings some of the renovation scope within the uh General Offices some was discussed some wasn't some is comparable to the previous 13 some isn't so in the next 3 weeks we can help identify some of those maybe provide a extended line item estimate um so that you can make a decision and tell us um how to move forward um in relation to the overall spending of remaining propest dollars right now our focus is on the security vules Henderson and Fairmont so we're working

206my notes I've had a few requests to cut some slides in the event of time and I've told him no this is the most riveting part of the evening we are the one Hall family and we are going to stay for this all right so um before I start I do want to give a quick shout out Mr David Brothers is in the audience tonight and um Zach Brady David is our director of assessment and Zach Brady is our data analyst and the two of them spend a great deal of time taking in all the raw numbers that we receive and then turning them around in a way that buildings and leaders and District staff are able to digest the numbers and use the numbers um in his role David spends a ton of time

207uh looking at the data analyzing the data finding those Trends finding those highlights and then having follow-up conversations that result in those next steps that we take and so um he's also our resident MIP 6 expert which we'll be talking about a little bit tonight and just want to take a moment to honor all of them as I present much of the numbers that they come up with for us all right as you know desie uses MIP 6 as their accountability system and under this new system districts are measured against performance metrics that you see up on the screen those are about our student outcomes and then we're also measured against some continuous Improvement metrics and those are really about the quality of the work that districts do um in terms of continuous Improvement all

208of that information is used to determine what's called our annual performance report or the APR for the district and that informs the accreditation and the classification decisions that the state makes and so these performance metrics make up about 70% of our APR and then the continuous Improvement metrics that we'll talk about in the spring those make up about 30% of our APR so tonight we'll take a look at our status which is how our students scored on the spring of 23 State assessments our overall performance and then the performance of our student groups we we won't talk about growth tonight because we don't have that data back yet from the state and they haven't indicated when we'll get that so we'll be sure to share it with the board once we do have it uh

209we'll talk about our success ready students for that we look at our College and Career Readiness assessments so we have act data to share with you tonight and then we'll also take a look at the the state also takes a look at the student completion of advanced coursework so we'll look at our AP data or advanced placement data tonight the fourth column up there is graduation rate so the percentage of our students who graduate in either four years or 5 years and then the final one is the graduation follow followup that's what our students are doing 180 days or 6 months after they graduate we contact students if we can't get the students we contact a family member um and that helps us figure out what kids are doing after graduation clicker here so as

210we've mentioned Dy hasn't released all of the data yet but we did want to share with you the information that we do have uh while we have proficiency rates for our students we aren't yet able to access that data for other districts so tonight we'll focus on we do have which is our student data compared to our past performance and also the state averages how the average Missouri student is doing we'll start by looking at our data that the state provides us around map and EOC tests specifically for English language arts this slide shows our overall map and EOC performance for ELA combined into a single data point this assessment is given to all of our students in grades 3 through 8 and then also English to and that's typically taken in 10th grade in

211the chart the lighter Blue Bar represents the overall um student performance for the the average forces house student that's the bar you see on the left the middle bar in the chart it's kind of the darker Navy bar that one represents our students who fall in one of the state designated student groups and so those groups are um students with IPS students to receive free reduced Lune our Hispanic students our African-American students and our students in the eso program and then the far right bar is the gold bar and that bar represents the average Missouri student performance so you can kind of compare those when looking at the data you'll notice students who fall into one of those State designated student groups are performing almost as well as the average Missouri student which is a

212great celebration for our kids you'll also see that in ela overall we saw a slight increase from last school year this slide shows the data of our students the typical Missouri student and then our student group students um for each specific test that's given in ela uh something to note our students who fall into the student groups again in each of those areas they are performing just as well and at times even better than the average Missouri student is performing when looking at the data compared to last school Year's assessment data we saw gains in third grade in fourth grade in fifth grade and then also in English to uh fourth grade specifically shined with a 10o gain over last year and again these are our students who are scoring in that proficient or Advanced

213category uh we're pleased to see the gains in English too considering how high they performed last year to see that they saw gains over that is again a big celebration when we we did see some decreases in middle school at 6th seventh and eighth grade ELA however their scores are still very strong overall and as we've started to dig into that data a couple things that we noticed is that students were assessed over some standards last year that they typically aren't assessed over and so as a result we're working to do some work to uh realign some of our priority standards take a look within the curriculum where we cover those priority standards and we believe that that work will have a positive impact on our scores we're also putting some additional supports in place

214in the area of grammar and also vocabulary on the assessment based on the assessment data and again we believe that that'll help not only our middle school scores but we think we'll see some gains in the other scores as a result of that work this slide shows our overall performance in the area of math across the district so this would be all of our students in grades 3 through 8 plus Algebra 1 and Algebra 2 this past year we also had a group of students who took the geometry EOC for the very first time as you can see we saw a slight increase from last year like the first chart you'll see the lighter blue bar for the overall Hall student the darker Navy bar for students who fall into a student group category and

215then the goal bar on the right for our the average Missouri student um like I mentioned with Ela you'll notice students who fall into one of those State designated groups are performing on average as well or better than the average Missouri student and again we saw that overall increase in math this slide shows the Francis hell data compared to the state for each of those specific specific tests that students take in math a few important points to note that are a little unique with math data when you are a sixth grader all sixth graders take the same assessment they take the sixth grade math assessment in seventh grade most of our students take the seventh grade map test but we do have a small group of advanced students that take the algebra 1 assessment as

216a seventh grader and then in eth grade again most of our students take the map test about 30 to 40% of our students will take the albra 1 EOC and then that small group that took algebra as a seventh grader will then take the geometry EOC as an eighth grader where in the past that high achieving group that would have taken the eighth grade assessment now they're being pulled out into that geometry assessment uh it's about 100 students just to kind of give you a little bit of perspective this is the same group of students who go on to take the algebra 2 EOC once they hit high school because they are required to take one OC one math OC once they're in high school compared to last year's scores we saw increases in sixth

217grade in seventh grade and then in Algebra 1 Sixth Grade shined with an almost 10-point gain over last year's scores we saw a little bit of a dip in eth grade and we believe that that could be in part because those students were pulled out to take the geometry exam and those are some of our higher achieving students um in the past years they would have taken that eighth grade test so we think that could part of what's impacting the data our curriculum department is currently working through a process of developing a new curriculum for Algebra 1 geometry and Algebra 2 they are also working through the resource selection process to select new resources for Algebra 1 geometry and Algebra 2 um if they're able to make a decision on a resource without the need

218for a pilot we hope to bring that recommendation forward in the spring if the team is unable to make a decision and they feel like they need to Pilot something that that would be a little bit of a later um request that comes before the board our three comprehensive high schools are using a new supplemental resource this year that provides an extra layer of support for our Math teachers to use with students we'll be tracking the data this year related to that tool to see what kind of impact it has on our students we did some small trials with it last year we had some really positive feedback and so we've expanded the scope of that this year for our students um our math teams are also using some common assessments new common assessments and

219benchmarks for Algebra 1 um that really help align the state standards and their assessment practices uh which ties into some of the PLC work that we'll talk about in a little bit and then we're always having conversations with buildings about where we see strong growth and pockets of just bright spots and what are we doing there and how can we replicate that work in other places across the district this one takes us into science the three of four the third of our four areas so this one is fifth grade eighth grade and biology student data this one's a little bit unique because it includes some grade span assessments so our fifth graders are tested over third grade fourth grade and fifth grade standards and then our eighth graders are tested over sixth grade seventh grade

220and eighth grade standards um you'll see the same chart the same bars that you saw in the previous chart we saw an overall gain in science scores we actually increased at a higher rate than the state and then just excited to share that we are actually back to pre-pandemic levels of achievement in the area of science which is a big celebration um and then this one breaks down each of the science tests like before um we saw a slight decrease in our fifth and eighth grade assessments but we were thrilled to see an 18o gain from our Biology EOC so kudos to some very intentional work there and then we'll round it out with social studies um this one's a little unique because it's only one assessment it's just the government EOC um it's typically

221taken junior year it's a newer assessment which is why you don't see as many years of data on the chart um you'll notice that we've seen growth in the past two years where the state has actually seen a decrease in performance over the last two years like other areas we continue to outperform the average Missouri student and our student group performance is comparable to the average Missouri student all right so that kind of wraps up all of our academic achievement data for the first indicator when we looked at those uh different categories with an MIP 6 our second indicator is our success ready students so this measures our students Readiness for the next phase of life um for this indicator desie looks at two things they look at performance on College and Career assessments so

222the act the ASVAB the ACT work keys and then they also look at participation in advanced academic or career oriented experiences and so for that we look at AP courses dual enrollment dual credit the data I have for you tonight is our AP so we'll take a look at that first one the performance on The College and Career assessment so this is our act performance this is just one of the assessments students can use however it's obviously the most popular um among our student bod so this slide shows the ACT composite data as it's given to us directly from act this is based on the students highest ACT on file so if a student takes it three times this is going to show the data from their highest ACT score not necessarily their last ACT

223score you'll notice that Francis Hall outperformed the national and the state composite ACT scores and we saw an increase in our overall composite act from last school year couple things that we know to be true our data clearly indicates that the frequency in which a student takes the ACT has a direct impact on their ACT score we also know that the timing of when a student takes an act makes a difference um when we look at our Francis Hall data we are able to see some clear correlations between those data points and our overall composite this is a newer slide um last year I think we provided it in the the online version and we didn't spend much time talking about it but this one really highlights the importance of students taking that act multiple

224times this is why we continue to ask the board and are grateful that you support our Juniors having the opportunity to take the ACT during the school day and we're grateful for you tonight for approving um The Practice Act to give our sophomore is some exposure to that as well the buildings are then provided some useful data that they can use this school year um especially from that sophomore act to impact instruction and then it just increases students ability to be well prepared for that additional exposure we'll transition into our Advanced academic or career oriented experiences data so for this indicator we'll talk about our advanced placement or AP data sh up here uh we know if you look at the Last 5 Years on average we have about 80% of our graduates going to

225a two or a four years College our goal really is for our students to access a college level course before graduation it could be an AP class it could be to be part of our early college program currently we have about 57% of our students taking at least one AP class before graduation we offer a wide range of AP classes you can take anything from AP Cal to AP art history we also know that success in an AP class is a clear indicator that a student has a reading or a writing level that's going to increase their likelihood of being successful when they leave us whether that's college or career uh we want to dispel the myth that AP classes are only for students who are going to college many technical manuals used in career

226and trade are written at that post High School level so when you take a look at this chart this is going to show you the number of students who took an AP test that's the blue bar and then the number of exams that were written that's the yellow bar as you can see we saw an increase in both the number of students who took an AP test and the number of exams written um the difference in the bar would just indicate that some of those students in the blue bar took multiple exams which is why you see that yellow bar a little bit higher and then the last piece of data I have for you around advanced placement is to share how our students scored on the assessments that they took so this slide shows

227in blue the percent of students who scored a three or a higher on at least one exam which was just under 76% of our students and then the yellow bar shows the percent of exams where kids scored a three or higher just over 72% of our students um as you can say we saw an increase in both numbers which means we're not only increasing the students taking advantage of the opportunity but that we're also continuing to do well once they're in those rigorous courses graduation is up next so this is the um um the percent of students who graduate in four years and we also earn points for those students who graduate in 5 years this shows both our 4year and 5-year High School graduation rate so if you look at the 2019 column and

228the 4 year graduate row you'll see that 97% of our students graduated in four years it's it's highlighted yellowish a little hard to see oh kind of up there and then if you follow that on a diagonal to the second yellow box you'll see that we picked up some additional students and ended with that class at 97.8% in the fifth year that just means that there was a small group of students who needed just another semester or two to complete those graduation requirements one of our points of pride is that we're able to earn all of our points from our four-year graduation rate since it's so high many districts need that fifth year to get to their full points if you were to look at the Francis hell data for 2022 will be this box

229open over here you'd see that 95.4% of our students graduate in four years and that if you follow that down on a diagonal that bumped up to 96.4% by the end of the fifth year um unfortunately the state hasn't released their graduation data to us yet but based on a previous averages we have every reason to believe that this is going to continue to be a a strength for our district we did see a little bit of a decrease in our graduation rate for 23 um we would just note that if you look at that fiveyear grad rate that's pretty consistent um over the over the years and then our final indicator is our graduate follow-up so this measures the extent to which our students are pursuing a gainful opportunity once they leave us and

230we ear in points for graduates who are either in college at a trade school employed or a military service um it basically means if you are at home on a family memb couch uh we are not going to get any points for you this data is generated from what kids are doing 6 months from graduating so as you can see here we saw a little bit of a shift um about 6% fewer students were choosing a four-year College we saw about a 4% increase in students going directly into the workforce after graduation which again just justifies all of that work we're doing for career Readiness as we know we have more students taking advantage of that so as I wrap up overall we always kind of wrap up with some celebrations summaries and and then

231here our next steps um when you look at the overall score for each content area we saw increases in proficiency from last school year it's really a celebration since so many of our grade levels really are performing at a high level to begin with and for them to continue to grow with that targeted work it's just a celebration of the effort of our teachers our buildings have spent time developing internal action plans to increase the ACT composite we were excited to see that work pay off we saw that increase um even though the state average stayed flat should mention that the most exciting point is because our students earned higher scores which likely is going to have a positive outcome for their family financially for those scholarship and college opportunities not only did we be

232get back to our pre-co numbers of students scoring a three or higher on the AP exam but we were at an all-time high students scoring a three or higher on their AP exams and that's looking at 16 years of worth of data that we have we were an all-time high from all of that all of those years AP exam at a three or a higher have exceeded our preco numbers so big celebration there we've launched some new literacy interventions focused on the science of reading at the elementary level to help some of our most struggling readers we're hopeful to see those third grade gains and achievement um related to those new resources this year that you approved thank you for that we continue to make strides in our work to balance the focus between college

233and career opportunities that students had off to and then all of our secondary buildings have leadership teams that are engaged in some PLC work those are our professional learning Comm communities those collaborative teams that meet on a weekly basis at the secondary level on the early release Wednesdays and then our elementary buildings they participated the academy last year and they're really in the implementation year this year the celebration there is that our director of adult learning is in buildings to see those teams in action and she continually comes back to say um how much stronger the teams are the level of conversation is different that the the um Concepts that they're learning we're seeing that directly appli to the work and that is going to Happ a direct impact on our student achievement so huge

234celebration there we're continu continuing to successfully transition to MIP 6 refining all of our systems and our processes to ensure we're meeting those performance and continuous Improvement expectations and then just continuing to collaborate with other districts to find out where we can continue to kind of eek out some growth across our scores and then we talk about next step you know we've kind of noted oursel as a district of continuous improvement over the years so a couple things that we're focused on all three of our high schools are using a new ACT prep resource we believe that'll have a positive impact on our ACT scores we're also planning to administer The Practice Act in the fall and then most of our Juniors will take that would be for our sophomores and then most of our

235Juniors will take the actual act in the spring we'll continue to work with buildings on how to use the data that they get from those assessments um our curriculum team as I mentioned is in the process of rewriting the curriculum for those three secondary math classes and exploring those new resources they are implementing some new Benchmark and common assessments for Algebra 1 they're using a new item test Bank to help plc's align instruction and assessment to standards um and then all three of our traditional high schools are using a new tool that offers some practice and intervention opportunities for students both during the day and outside the school day if they want to access that each of our schools have developed an improvement plan that's really targeted on specific work that aligns with their unique

236needs based on the data from their building um and then members of the academic team meet with them to review support monitor those plans intentionally twice a year and I would tell you uh outside of those formal opportunities it's an ongoing conversation we continue to look for ways to expand our College and Career Readiness work specifically that career Readiness work to ensure that students see that equal emphasis on whichever pathway that they choose um our amazing team of content leaders are continually dissecting assessment results identifying ways we can strengthen our curriculum to ensure that we're tightly aligned to state standards that we're emphasizing those standards through the curriculum and then monitoring the work of those internal common assessments and benchmark assessments um and ensuring that our teachers have the resources that they need to meet

237the needs of their students and then under Dy guidance number six there we're in the process of completing the reading success plans uh we believe that those will create some consistency help us focus on student progress and then increase communication with families for the those students and then as always continuing to collaborate and grow with our collaboration from neighboring districts one point of Pride for me is that it is often a Francis how leader that's initiating those collaborative conversations between buildings which I think is kind of a a cool book to hang her hat on and then you know as I wrap up I always have to take an opportunity to give a little shout out to our Oneal family there those are our new teachers um I'm the lucky one that gets to stand

238at the podium and celebrate all of the success and the growth we had but um as you know it doesn't happen without the tireless efforts day in day out from this group of folks here Educators across the district our staff continues to show up every single day and build strong relationships with kids make sure everyone feels safe and has a trusted adult at school they're finding new tools every day to meet those everchanging needs of our students they continue to teach the curriculum in a way that allows us to continue to be one of the highest achieving schools not only in our County but really across the State uh most importantly we are graduating kids who are prepared and ready for whatever their next step looks like so as we celebrate the data tonight it

239really is a celebration of our staff and those family members who support students making all this data possible with that I am happy to answer any questions that you might have or quickly sit down so that you can move along questions for yeah I just want could you put that like in the share drive or something so I could we will upload it for you yeah absolutely lot of information getting late yes on the U act data yes sir I remember seeing some news reports recently about how Nationwide ACT scores that went down but it looks like from the data we're showing they were flat at [Music] 19.8 um I know there's lots of different ways people report act data whether it's what the superest um maybe that's part of but it was encouraging to

240see that we we gained a little bit there um I think a little bit of cause I don't know if it's really concern maybe just a note is that it looks like from the next slide there's increasingly less and less students taking the act and especially taking it multiple times when we uh drus and I actually just had an opportunity to meet with students and we talked about you know AP exams and what causes you to take it or not take it and act came up in a couple places and one of the things our students share is um I don't know that they always just because the college isn't requiring it for entrance there are still other benefits of taking the act and um helping young adult to understand the benefits of that yeah

241I think that reduced the number of students taking it as a direct correlation to the test optional admission policies a lot of colleges and universities have now adopted thank you thank you thank you Dr pman um next just to point out we do have a number of policies for first read um posted for the public to view um if you guys if the public has any comments for the board please let us know um we certainly appreciate those coming in and see those and reading through them after that now we go to superintendent comments it's 1026 so I'm debating how many of these to read um first I want to say that I hope everyone had a great fall break you know we're just coming back from that um I know um Miss fruit start

242of the night recognizing and thanking the employees that don't get the week off and are here either preparing our buildings um you know whether it's maintenance work cleaning preparing you know people doing administrative work necessary for the district leadership or operations and that we also continued off in vacation Station during that time for our families that need the support so the work is ongoing we had some big news today is the Francis Hall High School Varsity softball team beat Troy in the state yes um 3 to2 and so tomorrow they will actually play Blue Springs South the same two teams that played for the state championship last year and so we're hoping for a different outcome than we did that game is tomorrow in Springfield um this weekend is our district-wide speech and debate tournament

243that will feature all three of our compreh of high schools it actually kicks off tomorrow evening at Francis Hall North and then they move over to Francis Hall High where it takes place from 8: to 600 all day on Saturday and we have a lot of people that have volunteered to help judge and be a part of that also on Saturday we have multiple sports teams across the district competing in District and Regional um championships um how Central and how high will actually play each other in volleyball we also on Saturday at Brian Middle School celebrating their 25th anniversary so if anybody's available they are doing an open house um at 9:30 on Saturday morning related to that earlier this month Francis H North did a really large scale alumni event um to celebrate the

244last homecoming that would take place at North before moving to the new North next year they had over 3,000 alumni that visited the building got to tour to bring their family and walk through they had alumni play with the night Pride band during the homecoming football game and had 25 um previous homecoming King and Queens come and be a part of that um and we actually have three of those pairs that are now married couples and so it was a great point for them and their family to be here and see where where they actually met um we are gearing up for our first senior Pals event of the year the Francis Hall School District culinary showcase will take place on November 9th registration is open for our residents 55 and over it'll be an

245opportunity for our high school students to practice their cooking skills um in a real world setting they'll work together to prepare meals they'll do some desserts and we'll have chefs here from the professional setting to um support them and Mentor them and we'll be serving more than 100 guests at the event that evening and we know that some of our board members will be in attendance we also want to invite the public to attend a curriculum development event that we're hosting on Monday November 6th at 4:45 here in this room our academic department has updated the curriculum development process to include additional opportunities for input um and feedback from our parents from our patrons and from our staff so they will come that evening and have an opportunity to get a short presentation outlining the

246curriculum development and revision process and then they'll be able to move around and review several of the different content areas that are currently under revision for this year to be able to fill out some surveys and to offer some feedback that they will take back to the Committees and so they are asking for people to sign up for that by November 2nd just so we have enough materials and um tables and things set up here in this room the information is available in the most recent um weekly howl and distri digest if you're interested in attending that event uh we shared that we recently rewarded a re award a $300,000 safety Grant from the Department of Elementary and secondary education so we're excited that pretty soon we'll be able to talk about how we will

247utilize those funds to Contin continue to do some safety upgrades at our schools at no cost to our taxpayers we're excited to receive that we've also rolled out a stop the prop campaign um you should be seeing those signs as you visit our buildings just reminding our students and our staff and visitors that when you come into a building that all doors need to be closed no doors should be propped open it sounds simple but it's such a key point in keeping our building safe and making sure that people are not getting access um and then the last thing I just want to thank Dr Buckman and her team there are multiple celebrations related to our levels of academic achievement both um the ACT increase as well as the overall increase in the different content

248areas we also recognize that there continue to be um areas of opportunity and areas for us to improve and that really is the work I also want to thank our teachers and our school leaders who are focused on this each and every day and really trying to get better at that school improvement process and put putting action steps and strategies in place that will help all of our students improve because at the end of the day that's how those scores go up is when we're helping all of our students be successible academically so thank you Dr Buckman and the team for the work that you do to support that at the schools um and we're excited to share that good news and that's all I have for tonight thank you any board comments or requests

249guess I'm the only one um I'll keep it short but um I can probably reach out to you guys but um over the last we just got back from fall break and just talking with some some friends I wonder if uh the administration could look at over the next several months um maybe coordinating with nearby school districts to schedule our fall breaks maybe this has already been tried on the same week with like zum Walt and others coming to some sort of a handshake agreement um there's always that the person you know whose kids are in Francis H but they teach in zalt and the weeks aren't the same so maybe just something to think about for spring and fall break if it's not already been tried um and then second uh regarding the the

250sunshine data request um I mentioned a lot about it last last month and just want to give an update that I have reached out to all of the state legislators uh who have constituents within Francis how and ask them for ways to consider amending the Sunshine Law to prohibit the release of student data to any member the public so if that's of Interest anyone out there please reach out to your own State Rep and state senator and uh ask them to support that effort um which which they all have in their inbox now and some have have already reached out and taken an interest um and then lastly there is a um little trick-or treat event this Saturday October 28th from 3:00 to 5:00 at Central Elementary if you have elementary school kids bring them

251on out for a short trick or treat there I'll be there and I have not yet invited any other board members but I'll do so now if anyone wants to join me other than that have a good night everyone can you another can I add one more thing yes um vice president cook just reminded me related to the furp and the updated form um with the board's approval tonight our hope is that by the middle of next week we'll be pushing out communication to parents with the form to allow them to um make updated declarations um providing a two-e window to return those back to the district so that we can get that updated in our system the board comments I'll just make one quick thing just a big thank you to all the teachers
