uh superintendent Dr Ulrich will respond or follow up if needed we please ask that you refrain from using names and that you please be respectful with your speech so at this time we'll start with our first Patron Mr Zach garavaga and I apologize in advance if I mess up your last name and I'm sorry I didn't press the red button hello hi hey all right hi my name is Zachary Valia and I prefer they them pronouns I would hope that you remember my name but giving your administrative actions I highly doubt that you have people like me in your minds I'm a transgender alumni of the Kirkwood school district and I hope you remember me from the last time I spoke at this board meeting four years years ago I came to a meeting as

a junior in high school representing the Kirkwood High School as the GSA I came to think the district and its Monumental stance in supporting it and in in stating its first transgender teacher now four years later I've come to back to formally withdraw my thanks now four years later I've come back and I'm sorry I apologize I thought a lot about what I would say today in response to these um attacks but how do I reason with a board who are currently perpetuating a system marginalizing my people I could list about the countless times of peer and administrative discrimination I received during my time in the Kirkwood School District which includes but is not limited to verbal physical and sexual harassment for being LGBT by my peers as young as 11 years old the meeting

I've had as the district has now participated in the Erasure of trans people during a highly radical legislation era that has has recently banned my hormones and is clearly an attack on the trans people in Missouri the matter the fact of the matter is you solidified a harmful and unsafe place for Everyone by denying these identities and pushing the teachers out of the district without any due process and how dare you deny anything outside of that truth next we will have Amy Barker [Applause] laughs but press the button no try again okay is it working okay great so I am a Pioneer graduated in 1988 Olivia I know you're my student don't tell anyone I said that I try to keep my age secret anyway um and one of the things I love about being

a pioneer is what it means to be a Pioneer it means that we're Brave it means that we sometimes go into spaces that may be uncomfortable for others and one of I think the proudest moments I had as a Pioneer was when Franklin McCauley started the GSA back in the 90s when I was a relatively green teacher and I remember the power of him using the word gay on the PA which I had never heard an administrator use before I remember the power with the students of having who they were Affirmed I remember hearing moms say to me that they had transferred their kids from Chaminade and slew because they wanted their child to be able to be their full selves and that because of the GSA because of what we were pioneering they were

able to do that at Kirkwood High School and I thought I love being part of such a brave place I had one really amazing teaching moment preparing for the AP let test we were reading Thomas Hardy's convergence of the twain about the sinking of the Titanic Judy you may remember that one and there's a line in there where uh Hardy talks about the ship she was gaily great and I was checking in with the kids okay what's scaly great and a student stood up and said I am gayly great and the rest of the students applauded it was a beautiful moment for both that student for the classmates and for me and to me that's what being a Pioneer is right going out there into territory and I know Franklin got all kinds of criticism

I know he heard critique from administrators I know he heard critique from parents but look at how those kids felt safe and I would love for us to be Pioneers here there is a reason we are the call and not the echo let's be pioneers thank you next up we have Hollis Moore [Applause] is it pressed up pull up there yes we'll get it so um I'm Hollis Moore I use they them pronouns I'm currently an educator with the Kirkwood School District this is my first time in the board I'm going to try to keep it short um but it's not my first time being mentioned at the board I understand that I've been the topic of discussion and many comments in the past so I hope that the fact that this is the first

time that I'm addressing it in public will hold some import to the words that I'm saying what I want to say in part is actually more clearly displayed by what you can see behind me so if I'm describing this to a video that cannot see what is behind me what you could see if you could see behind me is the Sea of people wearing red who came here in support of trans kids and trans people in the Kirkwood Community for those who have doubted if there is support for Trans people in Kirkwood here it is if you I don't have long so please Don't Clap on so if you're a trans person in Kirkwood or if you're a trans kid in Kirkwood and for some reason you're watching this video which good on you for

watching local politics I want you to know that there is support even when you can't see it let me tell you I can see it I don't need to look behind me to know that they're there however I will say to the people who are behind me to everyone the board people in Kirkwood if you are someone who's thinking to themselves I support trans people I'm so glad that they're doing this that lends a great diversity to our community there is something that needs to be done though while I can understand without seeing that there are people who support me I do need something from you people kept asking is there something on the agenda is that why you're coming tonight no there isn't and there doesn't need to be something on the agenda in

regards to trans people that's actually kind of the point there are issues that need to be addressed whether or not the board is aware or even interested in creating a space for that and if you are a supporter my recommendation is we need to be loud and consistent so please do it take it from a teacher from wonderful amazing sometimes a little scatter-minded gifted kids that we all benefit from it schedule it put it into your schedule and demand be forceful we don't need to be violent to be forceful and say this is something that we expect from our community have a recurring meeting with admin a recurring letter to the editor or a recurring board comment come in each meeting and say since I was last here what's improved what's better how are we

moving forward I'm the growth mindset teacher after all all of my kids know how I feel about fixed mindsets not a fan we can make this a better place for everyone and if you are a person in power who's listening either right now in person or on video I would like you to ask someone who is here perhaps imagine it in your mind's eye or if you're in front of me please take a good look the support is here we need you to stand up and do what these people need thank you next we have Kelly lawberth and Kathy Pinkins I believe only one can come at a time though okay come on come on are we on I just want to let you know that it's three minutes combined go for it love it

we are here tonight to show support for the trans people teachers kids aides support staff and all who live and work in the Kirkwood Community you may not know any of these people personally but we do and they are why we're here in classrooms and talking to kids now two of the three have been forced to leave and one who's been part of the Kaiser community for four years has decided to leave at the end of the school year the untimely resignation of Any teacher is a big deal and should be a concern to District administration but losing a teacher because the district has made it utterly intolerable for them to be themselves inside of its buildings is shameful the administration claims to allow staff and students to use their preferred pronouns but what has

been hidden from the community is that this Administration will not allow them to say they are non-binary transgender or to say they're not a boy or a girl in fact trans Educators face disciplinary measures if they use any of these phrases and please don't think for a second that the kids are clueless about what's been happening does the administration even consider the impact of the action on the kids we know how important it is for students to see themselves in books and media and in their teachers counselors caregivers and leaders isn't the district committed to providing role models of all kinds the three trans-educators will have all left the district by the end of the school year but the district and its Administration won't be rid of trans people as much as they wish that

were so trans people aren't going away trans kids and all kids are watching what the district has done to these Educators sends a message to our trained students that message is that their mere existence is not welcome here and their identity is something that should be hidden or ultimately punished the actions of the administration serve to further stigmatize and marginalize a group of people who already face discrimination and Prejudice in our society these actions seem to reveal the personal opinions of some of the Kirkwood School District leadership which are at best misguided and at worst deeply harmful should I skip this part according to the Missouri Sunshine request in the past five years of the Kirkwood School District over six hundred thousand dollars has been spent on expensive outside law firms who advertise that their

specialty is defending employers accused of discrimination and facing Union organizing this is more than twice the amount of money surrounding districts are spending why is Kirkwood spending so much taxpayer money fighting allegations of discrimination by its own teachers here's the thing just because one doesn't understand what it means to be transgender non-binary or non-gender conforming doesn't mean you should actively erase work to erase the people from our schools educate yourself ask questions instead of purposely targeting the people you don't understand thank you next we will have Miss Sharon Rask Cassie [Applause] hello hi Sharon taishi former sponsor of the GSA when Iowa sponsored it was the gay straight Alliance now it's known as the gender Spectrum Alliance and I'm a retired teacher however I am at a school right now in St Louis City my

students every morning say I am somebody the me I see is the me I can be this is something that I think all students all children should be thinking about with themselves and when they look out discrimination against adults is horrifying and children notice children see what's happening and we must protect our children and I'm not talking about avoiding the topic but actually educating students and educating the adults in the district um the district will not um advance and be the forerunning school that it has been in the past and I'm sorry to see that there is a trend for our adults and children um to not accept who they are um I'm hoping and I stand as an educator who's been here for many years and seen many students go through many transgender students

lgbtqa students and if you don't know what the difference is between gender identity and sexual orientation and sex education find out that's when Iowa sponsor my students actually taught teachers and administrators about what that meant to them it was so important it was empowering for them and this is your chance to not live in ignorance and not live in fear but to be on the Forefront and please change your view if you don't understand get educated that's what Kirkwood is all about thank you thank you next we'll have Kate McCoy [Applause] Kate McCoy so just have a seat and then you will press the red button when you're ready to speak okay is it up speaking to the microphone press it and let it go button needs to be up speak press the button make

sure that it's popped up is it up now speaking to the microphone hello can someone help us please okay go hello there you go all right okay so first of all I have to say I wish my card had gotten lost because I'm not a public speaker but it didn't get lost um I'm here as a grandma my granddaughter has been in the reach program at Kaiser for several years and uh has grown it has done wonderful things for her she is uh quite disappointed that her teacher will be leaving asked her teacher if she wouldn't stay one more year so that she could be there through her fifth grade year so I'm just here in support of this teacher who has done wonderful things with the kids that that are being taught and um

in in support of my granddaughter so that's really all I have to say thank you thank you next Miss Mary Fitzgerald [Applause] hoping she left that button up okay we're good can y'all hear me all right I'll do that mask thing hello board and congratulations Nicole and Mark and SSD we'll be talking um I'm Mary Fitzgerald I'm a parent I have a Kirkwood High School student who's a virtual student I've been coming to board meetings for six years now I was at that board meeting four years ago um supporting our teachers I want to talk about bullying um because in this context I want you all to think about that um lgbtq bullying is a human rights violation so I'm talking about students and I'm talking about staff when you exclude someone because of who

they are that's the human rights violation all human beings are born free this is part of the universal Declaration of Human Rights all humans are born are born free equal in dignity and rights there are directives from the justice and education department all schools must ensure that students including lgbtq students are able to learn and thrive in a safe environment and I'm going to say if the staff are not safe then those students do not feel safe did you know between a half and two-thirds of LGBT youth experience bullying and childhood forcing one in three to skip or even drop out of school young trans people are almost 10 times more likely to have attempted suicide than the general population this is the price of exclusion when you exclude staff you are sending a message

message to students that they are not safe or welcome in your schools I'm going to go to your District strategic plan you all talk about it every board meeting and it's great this is your guiding document you have priority goal areas Equity diversion and inclusion to improve and Implement policies practices and procedures to reflect a focus on diversity equity and inclusion to develop intentional programming to recruit select and retain diverse staff in all employee categories in the area of student and staff social mental and emotional health you're supposed to foster a climate of belonging and a culture of dignity design a program discuss assess and improve social mental and emotional health for all staff to ensure each student parent guardian and common Community member is welcomed understood and valued when you value all of your

staff and all of your students you value all of your community we are watching you we are listening and we care about all of our staff and I'm just really sad to see them go because these are phenomenal people who've done a lot for students in this District thank you and last up we have Jacob lyonsfield [Applause] nope can you hear me okay there we go cool um thank you for your time this evening I think it's really important that we talk about uh context part of the context for all of this tonight is that there is an enormous amount of violence being perpetrated against the queer and trans communities in Missouri by our state legislators and I don't want to assume everyone knows exactly what they've tried to do or are doing so just

to be clear they are attempting to strip the ability of trans and queer youth to access the health care that they need and then our unelected attorney general has been promulgating regulations that would strip away the ability to access health care from not just trans and queer kids but also adults in this context it is incredibly important that the Kirkwood School District be seen as unabashedly Pro queer unabashedly on questioning the unquestionably pro-trans if you're perceived as neutral that's not helping if people doubt whether you have a commitment to the queer and trans community in Kirkwood and in the Kirkwood School District you're not helping and let's be clear um you know we should not give any of those legislators or our attorney general the benefit of the doubt here their motive is violence and

the reason that I and others know this is because of so many uh you know personal and interpersonal experiences but I just wanted to speak to one in particular um several years ago when there was a board meeting where there were people for and against a teacher using the title mix in the classroom there was an anti-trans person who spoke and I and a few other people confronted her afterwards and we told her by trying to silence this educator you are increasing the risk of Youth suicide you're increasing the risk of self-harm of suicidal ideation and her response was well Jesus finds a lot of ways to save people the intention is violence you need to stand up and let's be clear also these anti-trans voices in Kirkwood they're losers you all a lot of

you at The Ballot Box has been have been seen as the more Pro queer choice and you've beat them time and again they're losers and they're going to continue to lose and you can keep beating them so you need to use your power to communicate unquestionably that you are pro queer and protrans you have that power you have that Authority you have the ability to do a lot for this community here in Kirkwood and I urge you to do that thank you thank you Mr Haydn Reich do we have two Mrs Heidenreich is coming forward to read two online comments that we've received this first one is from Tracy kersting I have some serious concerns about the proposed waiver plan when it comes to Middle Schools I understand and agree with the need to end

the Tillman split this has been historically been a terrible situation for these fifth graders entering middle school and is one of the main reasons we did not originally purchase a home in the Tillman Elementary School boundaries in alleviating this problem you've created a new problem we now have a middle school split across the entire District as we have students granted waivers to remain in their current elementary schools we are forcing a split at Middle School across the entire District ripping lifelong friendships apart Middle School is a hard transition for many and this will make that transition even more difficult as a parent directly impacted by this I worry about depression anxiety and poor performance for my children as they enter what I believe to be some of their most formative years in terms of decision

making peer pressure and values development instead of their Elementary School being spit in half like in the Tillman split they will be asked to leave everyone they've known for six years and and go to a new school with just a handful of familiar faces how is this what's best for our children here's what I'm asking look at the data and consider if a student is granted a waiver to remain in their Elementary School they should also be allowed to get a waiver to follow that elementary school's path through Middle School I think once you look at students that would be that would already be granted these waivers due to siblings in certain middle school buildings you will find that the amount of potential additional waivers to be inconsequential and as the waivers in elementary schools

decrease over time this Middle School waiver option would as well this is also not saying that every student eligible for a waiver will even ask for one but I think we are doing our students a disservice by solving one problem with a different one that impacts our entire District Community not allowing waivers in Middle School not only a packs impacts those students being told they have to leave their friends but also impacts those students Left Behind we've worked so hard on our SEL programs and this is a direct contradiction and impact to that Congress thank you Tracy kersting the next one is from Nicole Hunter I wanted to provide some feedback on the redistricting I first want to recognize I imagine this is an extraordinarily difficult situation that needs to be solved and a lot

of work has gone into this thank you for your work on it I imagine the goal is to have minimal impact on families and some families will feel they are more personally impacted than others I'm really sad to see that based on our location and she gives her address at Cleveland and a family that attends Kaiser our children three currently at Kaiser will not be attending middle school with 80 to 90 percent of their classmates this is a really difficult for me to Grapple grapple with as their parent I would like to know what options we have I know one of the goals was to stop the Tillman split which makes sense but then why is it okay to split a portion of Kaiser away from the rest of the Kaiser community for Middle School

have all options been explored as far as Westchester Kaiser and one other school going to North for new residents this will be a non-issue but for those of us who have been with the same Community for many years and will have up to move this is exceptionally painful thank you for your time and I look forward to hearing back from you please feel free to share my feedback with any relevant parties Nicole Hunter thank you all righty at this time I like to call Miss Steph Dietrich to give us our Awards and honors report hello yeah wait just a second if you guys could please leave quietly so we can keep going on with our meeting that would be greatly appreciated thank you for coming okay you want to go ahead please feel free to

take a look at the awards and honors report that's in board docs it highlights student awards earned through journalism and Orchestra as well as the naming of Doc minister wait just a second please leave silently so that we can continue on with the business of the district but thank you um so the other thing that you'll find in the report is the naming of Dr Mike Havener Kirkwood High School principal as the high school principal of the Year by the St Louis Association of secondary school principals so please take a look at the report tonight we are joined by the Kirkwood High School girls swim and dive team the team led by coach Matt Beasley closed the season with a third place overall finish at the Misha State swim and dive championships team members earned

the title of all state swimmers in the 200 medley relay 200-yard freestyle 50-yard freestyle 100 yard butterfly 100 yard freestyle 200 yard freestyle and our 200 yard freestyle relay and 400 yard freestyle relay we want to give the board an opportunity to congratulate the team in person ladies if you could come forward we'll take a photo [Applause] together oh don't I know I know okay okay we're okay I think we'll be perfect because I think the everybody in the board has found a window all right I think we're good oh miss Andrews do you want us to maybe out to the outside yeah all right looking here in three two one and three congratulations guys again congratulations ladies for your hard work you as well coach thanks for coming yes sure go ahead Dr Ulrich

as part of our Awards and honors this is Ms shern does not know that I'm doing this but I certainly have gotten the um I think the ascent of our our Board of Education one thing that I want to make sure that I say as we celebrate uh first and foremost Miss Andrews time as board president she was served as our board president for two years we want to make sure that we acknowledge that and then um secondly I want to make sure that we take an opportunity and certainly heard how our community feels about our new board president Miss Nicole shern but I do feel that it needs to be set out loud and affirmed and acknowledged that Ms sherm uh has made history this evening as the first African-American woman board president of

the Kirkwood School District I want to make you acknowledge that [Applause] make me tear up thank you all um at this time Mr Ulrich if you want to take or uh superintendent's board reports thank you very much president chern I appreciate that the first up is Dr Fields we'll give the class size Staffing report as the board is aware we started April of every year taking a look at our registration numbers and our as they relate to our staffing at each of our schools for this first time I've asked Dr Fields to be a little bit more details to reintroduce our board and are certainly our new board member to our process and then you will notice as the months go on through May and through the summer it will be just highlights of what

changes we are tracking so with your permission Michelle Dr Fields thank you good evening Board of Education Community colleagues and students welcome to the board Mr Kathy and again congratulations to our re-elected board members including you Ms Sherman as Dr Ulrich alluded to I am going to provide you with some preliminary data as it relates to the 2324 school year with respect to class sizes just so you will know these data or per Infinite Campus as of April the 5th 2023. now the reason why I highlight the April the 5th because if we were to look into Infinite Campus there could be a small increase or even a small decrease in the respective numbers that I will provide as you know the state of Missouri we are currently under mc6 which is slightly different than

msip5 and you will see the msip6 numbers as well as the current KSD guidelines the image that you have in front of you includes a chart this chart is a staffing guideline what we do is look at the number of total students that we have and we begin to have conversations as it relates to sections needing to close a section or potentially open a section again these are the numbers that you will see across the second row where it has sections and then the number that is essentially with respect to our guidelines that we have within the Kirkwood School District first school up in alphabetical order for elementary followed by middle and then High School you will have Kaiser and so in front of you there are a few things you have each of the

respective Elementary School grades followed by how many sections now when you see the kindergarten numbers and in parentheses you have a blue number that is per the mid-series of the coffering projections to the left of that number you will have the actual enrollment per April the 5th inside of Infinite Campus for kindergarten you will have two x's anytime you see a x that will represent class sections that we had this school year that are not currently part of the projections for the 23-24 school year anytime you will see a blue that represents an increase in the number of sections we have in comparison to our current school year anytime you will see a red that is something for us to pay close attention to because we are getting close to the Staffing guidelines and we

may have to have conversations about opening another section just so you're nowhere at 102 per April the 5th and at 103 that is the last amount before we get to the 104 and at 104 we are asked to ask a fifth section for fifth grade and then last but certainly not least the second chart that you have below the first one speaks to what are these sections that we have per grade in September of 2022 compared to the projected numbers that we have for the 23-24 school year as it relates to North Glendale you will see One X for third grade which represents one less section than this current year and in fifth grade you will see a green for North Glendale and that represents an additional section in comparison to this current year just

like with Kaiser in parentheses you will see the 106 and that is the coffrin mid-series projection however as of April the 5th you will see 63 and that's something that I'm going to bring to your attention towards the end of my presentation today because 63 and 106 they're not entirely close and so we have to make some guesstimations and look at some trends as it relates to Robinson you will see two x's for kindergarten which represent two less sections that we have in comparison to this year you will see five students as of April the 5th however the coffin projections do in fact project 76 kindergarten students for second grade you will see an additional second grade section in third grade you will see an X which represents one less section than we have this

current school year as we transition to Tillman you have the information in front of you again 46 to 72 being projection so we are somewhat closer to that projection and at Westchester you will see the 67 is what we have as of April the 5th and Infinite Campus however according to Dr conference mid-series report Westchester is projected to have 113. as it relates to second grade you will see one less section and as it relates to third grade you will see two additional sections there is somewhat of a bubble in Westchester and so we have seen that for a few years now the graph that you have in front of you this is a snapshot of our entire Elementary School District as it relates to the 23-24 school year you will see the green which

represents additional sections you will see the X's which represents a closure or less sections than this current year and then you will see anything in red which is essentially to get our attention as we continue to make Staffing decisions um I will shout out Angie Bernardi because there was a previous presentation and she said Dr Fields I think it would be cool to see the comparison of this time the year before and when Angie speaks we do listen and so this chart that you have in front of you is a comparison from April the 5th Infinite Campus in comparison to April the 12th 2022 and so the way that you're reading this April the 5th when we compare our numbers compared to April the 12th of last year there are 20 less Kaiser kindergartens and

you will see that as you continue throughout Kaiser you will see all of the elementaries you will see the grades going all the way down and then overall at the elementary level compared to April 12th of last year we are down 24 students and again that is per Infinite Campus Dr Fields can we pause absolutely all right um that's the last right before we go into secondary at this time board if you have any questions um I'll start down with to boyco Bernardi I just want to thank you Dr Fields for doing that comparison and uh it's very important I know these aren't the final numbers but thanks for keeping track of them there thank you and Dr Fields I feel like I've asked this in the past so my apologies but to restate it

so when we're looking at class sizes and we're just making these assumptions for now when class sizes get or when classes get identified and the number of you know sections that we have we're also looking at student need and not just the number in the classroom correct so we if we have a lot of students that need interventions and everything we're not just assuming we're going to put 25 kids in the classroom because that's our policy limit so those are guidelines as opposed to the policy however I'm in constant communication with principals as well as Dr Bailey who would have a little bit more information as we talk about the individual students so the guidelines are essentially that however we do take into account other Dynamics if in fact we need to look at the

class sizes that we have okay thank you thank you Miss Andrews um so I will just speak real quick to that because I think that in the past what has happened is um we have had guidelines um and have not always you know have there have been things that have impacted the guidelines that are you know like you said if there are higher needs students and then what what that led to was all of a sudden lots of sections being opened and then it there there it led to more sections being open that might not have needed to be open this is pre-pre-doctor field so what I would say to you is just be very careful that you're not strictly adhering to the guidelines because if I come to you as principle a and give

you my Spiel on why I feel like I need an extra section and you grant me that extra section that's outside of my guidelines guess what principle B I'm also going to come to you and say I have this need too so if you're not going to follow the strictly follow the guidelines of the numbers what we have to have some other guideline to follow because we have we can't just add sections and are you following me absolutely thank you first and foremost for the historical context I can't say that that conversation has not taken place since I've been here with principals meaning asking for more sections than the guidelines so I do want to reiterate to this point all of our conversations have been in alignment with the guidelines having said that what typically

happens when we get to certain times of year there is a dynamic where if a class is over by one or two to open another section yes in those conversations we take into account the students that need conversations and they may elect for different outcome meaning a eight or something like that exactly but I guess what I Edition that we look at students needs to impact the the okay okay um I was just making sure okay so I do have some questions so if you go to Kaiser um and you look at the bottom chart which I I love that you did this bottom chart so when you when you go from kindergarten to first you're going down a section so did we lose are we losing a significant amount of of kids there then

not necessarily if you look all the way up at the top and it's more so the second row underneath kindergarten we have the guys guidelines of 20 and then first grade we first and second grade we keep 22 and then from third through fifth we have 25 so if you were already quote unquote on a bubble that may not be enough to open a section as opposed to previous versions and just because I lots of like because then from first grade to to second grade they went up a section and then from second to third they went down so I guess I didn't know if it was based on you know were kids moving in or kids moving out of Kaiser I haven't seen that Trend but I'll certainly look into it what I've been

seeing is more so if you were already close to um whatever measure we're looking at if 22 is the cap now so I'll take second grade for instance when we're looking at that 22 um that's 116 students for six sections however when we go to the previous chart and we look at 119 students on this chart that would only be enough for third grade for five sections as opposed to in second grade the sixth so that's more so what we've been looking at now to your question as it relates to students moving in and out I did not look at it within that context that's something that I would have to take a look at right because I guess from you know like we add a section from first grade to second grade we are

adding a section at Kaiser and so in order to add a section at kite you know in second grade they're I'm just kind of curious why why we're adding a section did we get more kids or that kind of thing so anyway my next question is when you look at Tillman and you have a section and I believe it's a section of first graders the first grade section um and with those numbers a section it can be collapsed and so I guess I just want to make sure that if there are sections that need to be collapsed that were were collapsing um on these charts absolutely now before all of a sudden you know we're planning for for you know absolutely okay and I have a practical example um Robinson for instance they actually had

four kindergarten sections which is represented by the chart that we have in front of us however I've been in constant communication with the principals we actually had a meeting and um the principal there felt as if even though we have the coffering mid numbers which again kindergarten is pretty tough I'm looking at the trend data however this particular principle felt comfortable collapsing it and just having it be three right now until we got to the six um the 68 which is the max for the other grade and then going to the 69. so this is the first of many presentations we will constantly look at those numbers and we're constantly having conversations with principals Okay so we're clear Tillman first grade you would collapse a section there and it would be three sections yes for

Tillman's if we were at 68 and we did not get to the 69 that would be the case however I'm taking a brief look at the data that we have since April the 5th as of right now it would probably stand but again a lot of things change between now and even the end of the school year okay I I just would ask that if it's not meeting the criteria of the guidelines that you collapse the section absolutely we're clear on that I'm good okay thank you Miss Martika Mr Kathy all right um I just have one question as I look at the Robinson data and I know each year um kindergarten there is pretty low so I'm wondering what we are doing or what the plan is to get that enrollment up because I

know we can't just have five kindergartners at Robinson next year yeah I was kind of chuckling because I would give a shout out to Steph Dietrich she anticipated that question so we do have a response but I was looking for her I don't see her so I'll go to Dr all work for that response yes uh thank you very much uh commission that question is a question that we have raised as a team and I know that um Miss Dietrich again I just as soon as when we when we needed her right I look over there and she's not there but I will tell you that I have tasked her directly with working with uh the staff at Robinson and closing including Dr oh to do more and have more Outreach and an example would

be an Outreach that is specifically for that that is scheduled in the Meacham Park area um in the uh in the income incoming weeks so I apologize for not having those specifics Miss Dietrich is ready with those specifics because she has been working with uh with uh Dr oh and her team specifically with regard to that so I can update the board if you would like I can certainly have some of those details to the board on Friday in my regular update thank you all right moving on go ahead thank you so I will transition to our Middle School we have the enrollment for 6th 7th and 8th and we have the grand total in front of us we have nifer followed by North Kirkwood Middle School and lastly we have Kirkwood High School as

is the case with the elementary level we will see a comparison from this time or roughly this time now compared to last year you'll see the difference so at the top you have sixth grade at nifer is projected to have four less students at the sixth grade level and you will see their total across overall at the secondary level this time right now compared to last year we have approximately 27 less students a few notes before I turn it over for any additional questions we are looking at some of our classes that are close and when I say close at Kaiser we are right there with potentially having to open up another section but at the same time at kindergarten in North Glendale we are right there and put it maybe having a conversation to

close the section and so I've already had a conversation with a principal and we are going to continue to look at those numbers because as of right now we do not have the numbers to substantiate the particular section some additional notes again looking at Infinite Campus this was per April the 5th and you will see right now we have a surplus of classes one of which is at Kaiser and one of which is at North Glendale again these are early numbers and they are based off the coffin projections but as I stated previously we're going to continue to look at the actual enrollment and have some conversations Additionally you will see the addition to Tillman as well as Westchester again all principals at the elementary level or principals who are impacted by this data we

have already had conversations and we will continue to monitor those numbers and now open it up for any additional questions all right thank you Dr Fields thank you Next Step hot off the press the boundary adjustment presentation uh would you like to speak to this thank you again president shern I appreciate that and this opportunity Dr Bailey as he makes his way to the microphone I want to make sure that I preface his presentation with an acknowledgment that this is a big deal for us to enter into this process to ensure that we are able to provide the best spaces possible for our students for a district to enter into the process of redrawing boundaries as we've already heard we have community members that are very much paying attention and certainly um want to know

and exactly how this will impact their own children that is reasonable and what we have committed to is a great deal of transparency one of our guiding principles that we adhere try to adhere to and understand that this is just another step on this journey for us to make what will no doubt be a very difficult decision as a board of education and so uh before I turn it over to Dr Bailey I I will say that if the community will recall and the board certainly recalls this conversation started in the 1920 school year uh the 2019-2020 school year and it was uh I had to make that distinction that it wasn't over 100 years ago in the in the 2019-2020 school year they the conversation was entered into and this was raised as a

possibility in fact a commitment that with regard regardless of the the impact or excuse me of the success of prop S at the time that regardless of that would the district would have to enter into the process of looking at redrawing our boundaries we followed through on that commitment to prop s was did not pass in June of 2020 we all remember that and at that time uh what as I was first arising arriving Dr Bailey was engaging with as many as 100 community members stakeholders parents who were have showed a great deal of interest in this process and that work actually informed the choices that we made with regard to prop r one of the projects for prop R is ongoing right now to to my left here at North Kirkwood Middle School and

that again that work was informed by the boundary committee that was put together at the time prop R was successful thanks again to the support of this board of education and some of the folks that I see out here this uh this evening uh it was successful and if you go to any of our schools you can see that there has been an impact and as I've said before the work of prop R and I believe that the foundation for prop R being successful was it was truly through stakeholder and Community input that built that plan and so I say that and give a little bit of of that Preamble uh to help maybe folks who've just moved into Kirkwood maybe haven't lived in Kirkwood for uh the last two and a half years if

so welcome uh but uh to help everyone understand uh that this is another step in what has been a long journey and I look forward to not only Dr Bailey's presentation but questions that the board will have this evening and then ongoing questions as we continue to move throughout the process and one last thing I will say is I want to make sure that I take a pause and hold up Dr Bailey and his work his organization his engagement has been very professional very empathetic as he has met with different groups and will continue to meet with different groups and I want to make sure that his efforts are recognized as you hear this presentation with your permission commissioner Dr Bailey thank you very much first congratulations board members welcome Mr kaffey and Miss Sharon

on a personal note I always love that my daughter has additional role models to watch I know she occasionally watches these videos and so congratulations on making history so I'm here to speak about our boundary adjustment updates as Dr Ulrich alluded to give a little bit of history for nearly 50 years Kirkwood has retained the same School boundaries over the last 10 years and and prior to that as well we've seen enrollment growth that has consistently increased there is projections of continued modest growth throughout the district with prop R Construction being completed soon hopefully boundary adjustments are needed to ensure that students will have the space they need and Boundary work has been underway since 2020 as Dr Ulrich described made a commitment after prop s and we would continue that commitment after prop r

timelines for the board and Community we've shared this before but just as a reminder the boundary adjustment committee formed in the spring of 2020 approximately 110 parents grandparents community members private school parents all volunteered we didn't have caps we just said if you want to be a part please sign up had multiple meetings but we noticed that we didn't necessarily have enough diversity on that panel of people and so we asked the educational Equity task force members to also join and be a part of that so that took us up to about 150 people that we met with unfortunately it was via Zoom because you guys remember spring 2020 but the zoom did allow us to have multiple breakout rooms and sessions for people to gather lots and lots of feedback and input we wanted

to make sure that we set kind of a mission of what we were looking at and just gather input we did not look at any Maps other than our current boundaries the top consensus items that came out of that and again this was to address overcrowding in our schools but the top consensus items to to focus on were focused on capacity and not equalizing enrollment so if you go back and think of the language in prop s it was looking to create a sixth elementary school and try to equalize the enrollment among those six instead the committee suggested that we look at taking advantage of the capacity at each building and looking at potentially building on lots that had a bigger space I say this at PTO meetings and I've said it before as well

but the state of Missouri typically recommends if you're going to build a brand new Elementary School you start with 10 acres and then you add an acre for every 100 students and so a typical Kirkwood school if you just easy math say about 500 students we'd be looking at 15 acres to start from scratch Kaiser sits on 4.7 Acres right now and so looking at capacity both Tillman and Westchester had larger Lots Robinson also has a large lot in terms of acreage but any of you that have been in the back of Robinson know that most of that acreage is a drop-off unbuildable without significant site work being there and so the committee recommended that we focus again on capacity not equalizing enrollment there was a strong sentiment to end the Tillman split and the

Tillman split for those that don't know Tillman currently is our only Elementary School that when students go from fifth grade to sixth grade they go to either North or nifer depending on where they're at and we'll show some examples of that and so to end that Tillman split was something that came through also to allow families to remain at a school that they started in and we said families not just a student because we wanted to make sure that families had a chance to stay together we did want to address the Meacham Park attendance areas for those that are unaware Meacham Park currently divides into three elementary schools Westchester Robinson and North Glendale which means they also go to two middle schools we wanted to make sure that we provided opportunities for feedback directly from

the Meacham Park Community about what boundaries could look like for them because those have been about 50 years for those those changes there and then we wanted to focus on a utilization of about 85 percent what that does is that allows for continued growth and opportunities for us to have flexible education spaces for us to look at opportunities like stem improving or increasing other activities for students and It prepares us for future growth if we do continue to experience that additional timelines we also had meetings directly with Meacham Park leaders and parents and I will be very Frank when I say I was somewhat surprised there was not a consensus among those groups of whether or not we should look at one elementary school or two elementary schools between the students there was consensus however

that students continuing to go to Westchester from Meacham Park is probably not necessary it's quite a drive for students to go over there and so you'll see scenarios that take that into account Cooperative strategies does this work Across the Nation in many states for many many years and so they're engaging with us in order to facilitate the map development they specialize in GIS scenario development and and geocoding and things that I have no clue how to do but I can I can look at those with them they also uh had a committee meeting and they presented to the committee just regarding process details from that planning units were developed and I'll show you what those look like as an example but each planning unit essentially is a puzzle piece and those puzzle pieces were reviewed

we sent those planning units then back out to the committee for feedback on those planning units so so Cooperative strategies looked at things like streets neighborhoods natural barriers one-way streets things like that to develop these planning units and then the committee gave feedback on each of those planning units and and had an opportunity and we did make changes based on that and some of those changes might be that planning unit a got changed into from one unit to three units for example or two units were combined just based on feedback and based on where neighborhoods landed so we continued with the planning unit recommendations sent back to Cooperative strategies which was kind of an extra step that some schools don't engage in and then right around that time is when we got some feedback regarding

construction and regarding process that was that was there so the original plan was to have come to you all this past September with recommendations to go into place in the 23-24 school year construction delays due to nobody's fault it's supply chain and other labor issues forced that delay we didn't have buildings that would be ready to receive any students that would be moving in and so we did push back the decisions for a year and so we're back so if it feels like especially to some committee members if they say gosh it feels like we've been working on this forever we kind of have it's been it's been um going on three years actually to to this month that we've been working on doing this with with work with our groups and things have certainly

shifted and changed within those three years throughout this time we've also had meetings with PTO and other staff groups to just get feedback provide opportunities for questions and continue to be transparent as Dr Ulrich said and then Cooperative strategies has developed multiple scenario Maps based on these areas those committee identified priorities which again focus on capacity ending Tillman split and looking at 85 percent utilization also committee feedback and then we do look at current and projected enrollment the project is a little harder to take a look at only because we have a history in Kirkwood of people moving in and our a lot of our projected enrollment is based on those that are born in the area that we can project out so those are those are always a little bit tough and I'll point

to the apartment buildings being built near the bank as a great example of potential future enrollment that's hard to capture because we could have lots of retirees move in and we could have lots of families with kids move in it's a bit of an unknown and then we do look at multiple demographic characteristics and that was important to the committee as well for us to focus on some of those areas so kind of going through just why we even started looking at adjusting because quite frankly I don't know that any of us want to do something nobody's done in 50 years and and make changes that have gone through generations and so I joke that my beard was all black when I started and now it's it's a little bit different but that's okay so

over the last 10 years resident enrollments increased by 772 students we have seen that increase as a total percentage of our enrollment we look at total enrollment when we factor in some of our non-resident students is increased by 728. we do have capacity and utilization at some buildings currently over 100 percent and we'll we'll talk about that and I'll show you some examples currently there have been capacity additions to Westchester and Tillman if you drive by Tillman you can see beautiful facade being put up it really Blends in nicely with everything West Chesters are a little bit hidden from from obvious view but you can certainly see the work that's going on there as well and there was a desire to end the Tillman split voiced by the boundary committee so this is a current

capacity current enrollment utilization graphic that you can see so as a reminder the capacity stated here is after construction is finished and so you'll see that that shows increased capacity at both Tillman Westchester and then at both middle schools as well from previous projections that we had in there where we didn't add capacity Kaiser Glendale Robinson will those are the capacity areas that are there these are capacity numbers that we've used through pops prop R and they're based on calculations utilizing square footage student enrollment things like that you can see that the enrollment as of the October official enrollment report is the next column I can tell you that Kaiser is actually higher than that already by at least three or four students and so that has continued to grow and then you can see

a utilization which is just simply the enrollment divided by the capacity and this is just a straight numbers look this doesn't look at the number of classrooms needed the number of special areas this is hard to take into account things like an intervention where that's occurring this is looking at square footage and enrollment and utilization you can see that three of our buildings are as of today already over 85 percent which is that goal we're looking at Kaiser in particular at 110 percent um if you look back at the history piece as well Kaiser in particular has grown by about a hundred students in the last two years and I know the staff would tell you that yes they have and they can feel that so we've seen enrollment growth at Kaiser in particular over

the last two years you can see that the one building that is not going to be directly impacted by any boundary potential changes will be Kirkwood High School however because of enrollment and capacity needs we have added capacity there as well and you can see their utilization is right in that Target area of about 84 percent which does allow for future growth but also allows for some very specialized instructional spaces like the fax rooms they're building engineering spaces things like that so that's kind of a piece that we're still looking at we did this uh before as well but just as a reminder to the board and the community at the end of the day the board of education is the only body that can change attendance boundaries and I want to emphasize that every

scenario that we'll see today is not a finished product there is no vote coming from you all as well there's there's time for us to look at and process everything but according to board policy JC won't need to read it but essentially the board of education is the only entity that can change or alter those attendance boundaries one minor adjustment that we made in 2020 was that the language originally said the boundaries of Elementary attendance centers and we eliminated the word elementary just in case we needed to make changes to middle school as well so this is a picture of our current boundaries and you can kind of see the Meacham Park area in the bottom right is represented by kind of a purplish pink a green and a turquoise blue that is Westchester Robinson

and Glendale you can see that the Westchester and the top left is kind of a pinkish purple Robinson a green Kaiser dark purple Tillman of color we don't recognize in Kirkwood but we'll say orange yes and then Glendale is that light blue couple interesting things to point out the Glendale uh sorry the Tillman boundaries you can see that there's lines right across two parts of Tillman that is what would we use for the Tillman split interestingly enough for Tillman the north portion of Tillman and the most south portion of Tillman the part that's closest to nifer those are zoned to go to North Kirkwood middle the middle part of Tillman is zoned currently to go to knifer you'll also see that Kaiser has knifer in its attendance boundary and students that live right next to

nifer actually are zoned to attend North Kirkwood middle school so it's not in its own attendance boundary so these are our current boundary areas you'll also notice that some of the challenges that we have are that most of our elementary schools are along the Manchester Road Corridor and so it does create more vertical boundary areas than horizontal or other spaces but it does in terms of our elementaries you can see that those pieces are there so I mentioned earlier when we develop scenarios that these are puzzle pieces this is the puzzle piece map that we put together and got feedback on and and subdivided and split and combined and did everything that's there each of those pieces is labeled and so on the right you can kind of see it I know it's small you

can kind of see what looks like an Excel spreadsheet on each of those scenario pieces there is a label for each puzzle piece and so for Westchester they're labeled W and then they're numbered one through whatever the number may be when Cooperative strategies is building out scenarios they are literally flipping and reassigning these puzzle pieces to different different buildings based on where they're at and then that updates and changes what's on the far right which are graphs about or charts about the enrollment the utilization and the socioeconomic percentage and that is based on students who currently qualify for free and reduced lunch oh so Cooperative strategies does this again all over the nation in multiple States and just as an example they do talk about different scenarios that may or may not work and this

is an example Cooperative strategies just went through the traffic patterns and went through different Road areas and said what if we just assigned everybody to the school that's the shortest drive for them which may is different than shortest distance because of one-way streets and other barriers but this is an example of we just assigned everybody the shortest drive you would see that Kaiser's all of our boundaries first change pretty significantly but Kaiser would be at 113 percent utilization Robinson would be at 132 percent Westchester and Tillman would both be at 50 or below and then Glendale at 87 percent so that's an example of there's some scenarios that just probably won't work and so what we can confidently tell somebody that says why don't you just put kids at the school that's the shortest drive

we can say that we looked at that actually and that probably is not an effective scenario for even putting out to public consumption so the considerations that go in I just want to make sure everybody knows that the scenarios are flexible and can be refined there is not a finished product and that's okay we can take a look at all the scenarios and pieces of scenarios can be edited changed adjusted combined or whatever that may be the order of the scenarios does not represent a priority so scenario one is just numbered one it's not first priority none of the again none of these initial scenarios represents a final boundary map so there are opportunities for feedback and adjustment and scenarios are based on capacities of individual schools rather than equal enrollment per School and then

again just to reiterate for for our public and for the board we are committed to transparency and communication and I will say tentatively boundary changes based on board approval would potentially go into effect the 24-25 school year which is not the upcoming school year but the school year after that and again to reiterate that is would be pending board approval so I'll pause there for a minute before we start getting into some numbers and different pieces and take any questions that you may have have been reading my mind Dr baby all right are there any questions I'll start with Mr Kathy Miss Andrews okay so um Dr Ulrich made a comment that we made a commitment um in 2019 because we were projected to grow at a really high rate has that growth rate changed

the projected enrollment in 2019 for the following five years is a little bit less now than it was then for our elementary schools especially yes okay okay do you know by what rate um you know if you don't know it I think it's something that we can yeah what I can tell you is it from from potentially seven or eight percent growth to looking at probably two to three percent growth and so something to that effect so I would say at least a five percent swing utilizing um Mid series when you look at those enrollment projections okay okay so in that in 2019 we also discuss boundary change based on our one of the the factors that we consistently looked at was our capture rate and we had a pretty steady capture rate and so

for the public that doesn't know about capture rate every year we do an enrollment study and that enrollment study helps us determine our projections and one of the factors is a capture rate and that tells us how many kids born in Kirkwood are are we going to have attend Kirkwood School District how many kids are we going to capture into Kirkwood um and so we've consistently had a really great capture rate and has I believe Dr Bailey that that capture rate has even been as close to like like 97 98 in some cases yeah and so that firms up the the projections has that capture rate are we still I think the capture rate is still relatively in the in the mid to high 90s what I think is slightly changed are the birth rate

projections and so the the number at the bottom of the fraction is a little bit different over those five years in the capture rates and I guess the reason I asked this is because I remember Dr coffrin's presentation just in November and he spoke to us about our capture rate and our capture rate being impacted and so um I would just encourage you and your team to really look into that capture rate because again if we're not capturing all the kids then we're not going to have as much growth right right okay so that then brings me to um when you talk about the capacity um of each building can you walk me through what um what factors determine the capacity of the building sure so Cooperative strategies when we were looking at prop s

years ago had gone through and done these studies along with some of the Architects that were part of the master facility plan process and what they really look at is available square footage for instructions so they tend to subtract things like hallways or other spaces but available square footage for instruction and then really look at kind of a overall recommended square foot per student so if you think about each student might need let's say a three by three Square which is nine square feet how many students would fit within the square footage that's available within those buildings rough rough math but something to that effect okay so I guess one of the one of the four me as a board member to make this just like to be thinking about this is part of what

would be helpful is you know how many classrooms do we have available and how many classrooms are we using so um I don't know if that's part of the capture rate but I I think that that information would be would be helpful um and then um and then let me see here um so again I I heard several things that you know that I guess one of the things that I want to understand are what are the factors that are being prioritized in the development of scenarios for in by factors what I mean is are we just like looking at utilization rate are we looking at capacity are we looking at amount of students impacted are we looking at Inc you know increasing activities what what are the factors that were so the priority areas

start with looking at an 85 percent utilization so if we start with what is the capacity of that building looking at what 85 percent of that would be as a Target in terms of before you move anybody with those pieces um when it comes to moving some of those planning units if you kind of go back to the puzzle piece it basically is what do we need if a building is at 100 or I'll use Kaiser 110 and another building is at 80 percent how do we shift somebody from Kaiser to make the building that's 80 up to 85. so those were the initial consideration pieces that we looked at is how do we get as close to 85 percent knowing that it's not perfect but how do we get as close to 85 when

we're generating those scenarios that was number one number two when it came to scenarios and the ones presented we're then looking at how do we have five elementary schools go to two middle schools while eliminating a Tillman split and so we'll you'll see some examples of that that were in there but the initial consideration really started before we even looked at Middle School really started with how do we get the elementary schools to that 85 percent of utilization and then started looking at how does that Impact Middle School and with students shifting around and what that shift could look like I'm I'm probably going to have more that's okay yeah um yeah you can okay thank you Miss Pangborn Miss Bernardi oh thank thank you thanks Dr Bailey I just had uh some general questions

on your um capacity and utilization you're using the 22 official enrollment report correct and so we're looking at these boundaries to last for a long time maybe five years you know for not a hundred but whatever um so are we also considering the projections as well like you said uh so that's just about two percent and then they taper off a bit maybe we try to consider that as much as possible and part of that is the reason why you look at the 85 percent capacity and utilization is so that there are options and opportunities for that future growth I will say that in a couple scenarios with with Westchester in particular projected to continue to grow at a faster rate than come of the other buildings you may see that initially Westchester has a

lower utilization than a couple other buildings but that's anticipating some of that growth that's built in I think the challenge that we have with some of the growth is is that as we've seen with other scenarios is that the enrollment projections will capture all those students that are born in the Kirkwood area but we do have a lot of move-ins that are hard to account for so we try to do the best but that's really why we look at that 85 percent utilization it's there's not an exact science for that but that does allow significant growth opportunities and options for us okay thanks yeah the utilization of the 110 versus 62 Tillman and Kaiser are right next to each other uh so that's probably some can do some work on that but I just want

to make sure Cooperative strategies is is looking at our five-year projections they do have all those numbers yeah and they're um even can geocode each student on a DOT we don't have I don't have that map public because that could clearly identify somebody but they're able to at least geocode out as much as they can to get some of the same data from Dr Crawford um number pieces of things that I don't understand when they talk about the gis and the geocode and everything else but I just say show me where a map is some people know that exactly what that is and so that's why I can't draw the maps that's for sure and the last question I have is about this there's so the capture rate is dependent upon the students that come

to Kirkwood versus the ones that go to private schools so do we try and get those private school numbers as well to see the direction they're going in uh we haven't yet but we can we can try I know that um at least on the Catholic School side and I know there's more than just Catholic school but on the Catholic School side the Catholic schools in Kirkwood because we've seen some of the other all things new that archdiocese has shown the Catholic schools in Kirkwood in particular the enrollment has stayed strong there hasn't seen decreases like there have been in other parts of St Louis County Jefferson County so Kirkwood in particular Catholic schools I haven't looked at some of the others but we do have a non-public meeting every year that goes over Federal

funding and usually we get some kind of updates from people about how enrollment looks but in general I believe the private schools in Kirkwood have very healthy enrollments and projections to maintain or potentially grow yeah things I think they've published their numbers recently because of that all things new so maybe we can try and retrieve those thanks for your work on this thank you Mr boyko good all right um did you have one more question I just have one more thing on back on the utilization is just that again I think that we've got the you know the percentage of utilization I'm just concerned that we're going to be disrupting a lot of families and your utilization is based on square footage and um I think that we've got to look at classroom classrooms that

makes sense yeah okay go right in all right so to kind of set up some understanding of the scenarios that you'll see because I know that they're a little bit easier to see online when you're going on to some of the boundary presentation pieces but on each scenario map that you guys will see that the public will see tonight there's going to be different pieces of information this first piece of information would show again the capacity of the buildings the enrollment based on that particular scenario so that is just based on who's geocoded into those places and those boxes you'll see the utilization percentage for each of the buildings that are there and then you'll see the socioeconomic status and reason why we put that on there is that through the committee work it was

important and it was shared several times it was important that that people felt like Robinson maintained their Title 1 status which allows them to access federal funds to support students especially in reading and math and that is very dependent on the socioeconomic status and the free reduced lunch percentage and so that's one reason why we put that on there because there could be a potential scenario where we said hey balance every building socioeconomic status that really had a disparate impact on our Meacham Park Community in particular and so we wanted to make sure that we we put that out there just so that people knew we were looking at that in particular due to the the desire to maintain Robinson's Title 1 status so that'll be on the the maps that everybody can see and

those change based on those puzzle pieces depending on what gets moved around those would change there's also going to be a box that's in green that will show elementary schools and what this particular box would show is the number of students that would be currently at one Elementary School that would move to another Elementary School based on that proposed boundary scenario so for example excuse me this shows that Kaiser would have 117 students move from Kaiser to Tillman and 33 students moved from Westchester or sorry from Kaiser to Westchester but then Westchester would have 13 students moving to Robinson and then you'll see excuse me a total impacted is 231 students that's based on this current enrollment with scenario so we know that that 231 impacted May does does not include siblings or does not

include other people that are on there so I just want to be very open and transparent about that there'll be another box on there in um what is that burnt umber we won't call that a dark orange as well but another box on there that will show The Middle School shifts and those Middle School shifts are based on the enrollment boundaries that would be adjusted based on the um based on the um New boundaries that are there and so in this instance you could see that this scenario would show that nifer would have 179 students move to North and that North would have 163 students move to nifer for a total of 342 students impacted by that so each of the maps will show those pieces I'm sorry Matt can I ask a question real

quick just clarification so the scenario information for middle school and Elementary's this will be this these are the same numbers for all of the maps that we'll see they're not the same numbers but it's the same information so like What scenario one may move 179 students from knifer to North but scenario two might move 183 for example so what what each one would show is this is just an example but what each one would show is the number of students that would move from one school to another just based on that particular scenario okay yeah so it'll be different for each one although there may be just based on there yeah perfect yeah gotcha so and again as a reminder the scenarios are not in preferential order these can and probably should be adjusted after

feedback and we'll talk about that feedback loop and that feedback opportunity after we go over some of the scenarios because that is the most vital part of this is is we want to engage the community we want to get feedback we want people to participate we want people to give us information and thoughts I fully recognize that this is an emotional thing and an emotional piece for a lot of people we have generations of families that have gone through some schools and they may be impacted and we have to recognize and understand that and we want to hear we want to hear from those folks and we want to look at those options parts of different scenarios could be combined to to build another scenario we may look at a scenario that's not even presented

this evening at our next opportunity because of all the feedback that comes in we could redefine and redevelop other scenarios so again I want to emphasize that none of these is a final product I will say that these pieces currently each of these current scenarios does end the Tillman split and each of these current scenarios does show Kaiser and this is this is one of the bigger areas it does show Kaiser switching from feeding North Middle to feeding knifer so again being very upfront and transparent about those things as we look at the scenarios that that would be some of the big changes that are there so again a reminder of the goals focusing on the 85 utilization because of the puzzle piece area it's not perfect there are a couple that are like 86

or 87 but 85 is that Target or below uh goals areas would eliminate the Tillman split we do want to plan for potential future growth and we also wanted to again provide options for feedback from the Meacham Park Community so we didn't just want to say here you go and make one change we want to provide options for feedback and I will say that that feedback usually centers on having either one elementary school or two elementary schools as an option from each and park but we want to hear and you'll see on our our feedback schedule that there's a session scheduled specifically for in Meacham park for students and families to come provide that feedback the waiver info and again this is currently as is we we haven't made adjustments and this could potentially change

as we look and go through but current waiver info students would be able to finish at the building that they start families would not be separated within a building however there would need to be a current family member at that building and we'll talk about some specific examples at a transition students would shift from their to their boundary School unless a family waiver is approved for example from fifth grade to sixth grade if they are changed they would shift to the boundary Middle School and no transportation is provided for the waiver just like we currently do we do have some students that are on an intra-district transfer and we do not provide transportation and tentatively pending board approval boundaries would go into effect 24 25 school years so it would be approximately uh one school

year difference between you when you would approve and when they would go into effect so just as some examples because we'll have lots of questions that come up based on the current options that are there a waiver example if a family has a current fifth grade student and will register a new kindergartner for the following year in the same building that fifth grade student would already be transitioning to a middle school so that new kindergartner would go to the new boundary school if they're in a family that changed another example of family has a current 8th grader and a current fifth grader and the fifth grader wants to attend the same middle school as the sibling technically since the 8th grader would be moving to a new building the fifth grader would transition to the

new boundary Middle School for sixth grade but there are going to be some unique situations this is one for if a family has a current third grader and a current four-year-old since the four-year-old would be entering kindergarten and in kindergarten while the current third grader would still be in school either in fourth grade or fifth grade they could go to the same building now along those same lines that family might have a current third grader a current four-year-old and a current six month old and technically that six month old would potentially be entering kindergartner or kindergarten as that four-year-old is finishing or going into fifth grade and so you could see that there may be some families that there are many years depending on how far apart kids are that could go with waivers and

again the waiver is just right now at the moment but it's something that we would want to look at and provide options for families that are out there so we did make that commitment so I'll pause again before we get into actual scenarios and see if there are other questions but just to set the stage for the scenario piece we are going to look at Maps through the scenarios and then I will after we finish the maps show you the feedback options we'll look at a locator which is on going to be online for families to look at their specific address and again as a reminder each of these scenarios does in the Tillman split but it does show a shift from Kaiser going to North Kirkwood and it's shifting to nifer so pause again

starting down with Mr boyko any questions uh just in recognition of the speakers that we heard from earlier today it would be helpful to understand uh sort of the the cost either estimate financially or just cost in terms of headaches or adjustments to the rejections if we modified the uh procedures and the the guidance to Grant waivers through the middle school and then my other question um I'm trying to just justify my assumption with respect to the Tillman has a little uh I'm going to say on switch and the northeast corner above North Glendale I assume that's because we don't want school buses to be turning left on Manchester without a control intersection yes I believe so yes okay it's Bernardi Pangborn Andrews I do I want to I guess I just want just to

clarify ask Mr boyco are you asking them to see what it would would it be feasible to Grant a waiver for kids to be grandfathered in at their current can you explain the grandfathering in through Middle School more just that we had we had speakers discuss it if I think I think what you're asking is if a current if a student is currently slated to go I'll just use Kaiser as an example if there's a Kaiser family that is currently slated to go to North Kirkwood middle school but in the scenarios they switched to knifer middle school I think what you're saying is examine what it would look like for that family to continue at North the feeder school that they originally would have gone to which would require kind of a second waiver a

waiver to stay at the elementary that they're not zoned for anymore and then a waiver to then continue to the Middle School based on the original pathway is what I heard the speakers say as well that's right I'm not I'm not necessarily advocating for those waivers I just like to understand yeah so what goes into that analysis um I think we can we can take a look and give the best option that we can you'll see in some of the scenarios our middle schools do have increased capacity so there's a little more flexibility there than some of the elementaries but I think it's certainly worth looking into so my other question is can will you be granting waivers for um like what are what's the criteria in terms of like could a waiver be granted

if you know I am I live by Kaiser and so that's close to walk to North um would would that be considered so what I would say is we would probably use much what we currently use on our current process which is really we don't necessarily consider the distance that somebody is from because they're responsible for the to and from the Transportation so really if somebody were right across the street from nifer and they were hoping to continue in their Kaiser enrollment to go to North we wouldn't say well you're too far away we wouldn't consider that but we currently in our processes look at other things like would a waiver permission granted for a waiver create the need for a new section for example which we saw at elementary we tend to shy away

from that but we haven't used like distance from the school although we have had a few families that say currently like current families that say I'm on angenet right across from knifer can can we go there rather than North and those have been factored in um to previous decisions so then that brings up the point of if you have Kaiser that's now going to nifer pending board approval right um then the buses I mean we're going to have to provide buses to a fair amount more students it would be it would be a flip in some cases because the students that are on the closer to nifer end that currently require a bus to North wouldn't probably no longer require a bus to knifer okay [Music] you know we as a board need to know

what how that's going to to impact in making you know absolutely and we're able to do and work with even Cooperative strategies after we start narrowing down scenarios to look at traffic studies and uh like when I say traffic I don't mean like other traffic sorry I should mean like bus route studies and the impact that has so yeah and I I guess the way part I I think that um I I think that we have to have a really solid procedure because typically right now you're getting on average of maybe like how many waivers a year for students who live in Kirkwood who are asking to go to a different building I'll just less than 20. I'll say 20 or less okay but I I will definitely I don't think I need a crystal

ball to know that we're going to get I think that if if we go about this we we can't we've and we need to be very transparent with it we'll want to potentially look at any procedures that we have because any um issues that may come up we want to be able to refer back to either policy or procedure or something that's guiding some of those decisions not just arbitrary pieces currently the administrative procedure focuses more on does it create a a burden in terms of enrollment like does it add a section or does it does it make a middle school team larger than it needs to be but there are other areas that were a lot we we look at does it impact the diversity of the building that's something that is looked at

does it create opportunities for um we have some students that have Mobility needs and North Kirkwood middle is just an easier building to Traverse than the nifer for example some of those things come up so there are multiple reasons but we can always point back to at least published policy and published procedure for that and so we would definitely want to look at what we're we're putting into place and because this could be I mean like the example I showed with the four-year-old and potential one it could be 10 plus years that for some families are looking at that yeah and also I think that to move Kaiser where Kaiser is located is is closer to to North and then to switch them to the further Middle School um does present new challenges yes before

you go I need a motion and a second to extend our meeting we're coming up so moved but you have to say a time so I'll tell you thank you yeah to what we want to say another 15 minutes no you don't have to say that no Laura do we need a Time we generally we extend it by 15 minutes generally but if you want to do it indefinitely that's okay I'm sure everybody wants to stay here all night no another 30 minutes second yeah 30. okay motion to extend for 30 minutes doesn't mean we need to take the whole third okay so I have a motion and a second so move second all those in favor raise your right hand and say aye aye those opposed motion passes okay okay there you go Mr

Kathy all right first question here we go and I'll be brief um so new scenario development you've accounted for that in the plan you feel pretty confident that the timeline for implementation there's still enough built into that to accommodate new scenario development and then ultimately going back through the feedback process I think so um what I would say however is one thing we've been committed to with the community is that we will be measured and deliberate in this process and so if we didn't feel confident I would feel comfortable coming to the board and saying we may need to extend the potential approval time because we we want to make sure that the community has ample opportunity to engage in the process so I would say at the moment yes but again we may have

a lot of feedback that creates brand new scenarios the scenario development itself doesn't take much time it's the feedback loop the gathering information the processing that that would take that so but I feel confident that if we were not able to meet that Target that the board would certainly look at extending if we needed to thank you okay so we're going to go ahead and look at scenario pieces and again I will say that some of these are a little harder to see on the slide version of it but we will have and I'll go over the website options that people will be able to put their addresses in and so I'll just kind of go through the different scenario pieces and again to reiterate and I'll say it over and over and over none

of these is a final product and so any of these could be adjusted modified or tweaked as needed based on feedback and they are not in any particular order so I'll just give some of the highlights of the particular scenarios so scenario one shows several students moving from Kaiser North Glendale to Tillman in general we looked at the city of Glendale boundary when we were moving students from Glendale to Tillman in most scenarios you can see just geographically that the Tillman boundary does creep over into the northern part of what's currently Kaiser and you can see a part of Westchester takes over a bit of Kaiser and then you can see that there is a two School option for Meacham Park feedback in addition Tillman stretches up a little bit further north than what it

currently does this does put all buildings except for one which is Robinson at or below 85 percent Robinson is at 87 in this one but that does allow us a little bit of room to move if we needed to for Robinson you can also see that each of the middle schools has uh the feeder so the box that I didn't describe that's kind of hard to see shows the five elementary schools feeder percentage you can see that 100 that's just to indicate there's not a split between any of the elementary schools going into Middle School you can see at the middle school level there's approximately 338 students impacted and at the elementary level approximately 231 students impacted on the maps and you'll see this on all the maps the currently color-coded areas are for the

elementary boundaries and it's a little hard to see on the projector but on the website will be a little more easy to see there is an orange line that would show The Middle School boundaries as well and those on this would be Westchester Tillman at North and the other three buildings at nifer scenario two and just to give a visual and I may be flipping back and forth on a couple just to give a visual you can see a quick change just based on the Westchester Tillman and Robinson areas but scenario two again has students that are on the outside of the city of Glendale area shifting over to Tillman you can see that the corner of Guyer and Dougherty Ferry becomes kind of a three School Corner when you look at the map and

it's hard to see on the map here but the corner there does go Westchester Tillman and Kaiser right now this does present a two School option for uh Meacham Park families to look at this does create every every building except for one which is Tillman to be at or below 85 percent Tillman at this one is at 86 percent utilization based on updated capacity based on those construction areas and you can see just a slight uh change when it comes to the Westchester Robinson boundary on the left near Sugar Creek Valley scenarios three and four do have scenarios that impact the highest number of students I just want to put that out there as well scenario three you can see that the Glendale bottom boundary swoops over into grabbing the bottom part of what's currently

Tillman the Tillman boundary shifts at the top near the Huntley area to kind of grab more Westchester areas Westchester ships shifts a little bit down into Kaiser and you can see Tillman grabs kind of that Eastern part northern part of the Kaiser boundary this does present a one school option for our Meacham Park families to look at in that one school's Robinson this does put every building at or below 85 percent maintains Robinson status with the title one but like I said this does impact the one of the higher number of students essentially every Elementary is moving students to another one in this scenario and the middle schools are around 350 students Elementary this would be about 500 students impacted in this scenario scenario four and it may be hard to see the difference on

these but if you look at three and I'll point to the Glendale Tillman Kaiser area scenario four does change and gets more of what's currently Tillman to stay with Tillman but there is a portion of Glendale that kind of swoops over underneath and really looks at the schools that are closest tonight for being able to stay in the houses that are there in this area the Tillman boundary does extend again into the Huntley area this does impact the second highest number of students at 463 at the elementary level but the Middle School changes are still relatively the same at 350. this scenario puts every building except for Tillman at or below 85 percent utilization and continues to maintain Robinson as a title one building in addition just presents a one school option for Meacham Park

families to consider with uh with um Robinson being the school so looking at scenario five this uh has a little bit of movement on the Robinson side into Kaiser we do have a Robinson Westchester near Sugar Creek that's changed a little bit as well this does show again students that live outside of the city of Glendale area typically are moving to Tillman on this there is a two School option for our Meacham par families to consider and then the Robinson boundary extends a little bit further over but again we see a dividing area up there this does put every building at or below 85 percent and it does move around 278 students at elementary and about 363 at Middle School and the last current scenario that we have that we have um shows the Robinson

area moving into Kaiser for a little bit but again that same kind of corridor around Doty Ferry Geyer for the Kaiser Tillman Westchester families this does have Tillman going a little bit more North but not as far west into the Westchester boundaries and presents a two-school option for our Meacham Park families to look at this does put every building at or below 85 percent capacity and does move around 269 kids at the elementary level and about 344 students at the middle school level so I'm going to pause there those are the current and I emphasize current scenarios that Cooperative strategies put together based on the goals that the committee set and I'm happy to take any questions just after showing those thank you I'll start down on this thing yes Miss Motika so this is

um something that we talked about like a year ago when we thought it was going to take effect sooner and not that I'm trying to be difficult or get things thrown at me but could we see a scenario for the middle schools with the kids going to the closest one to them potentially we could go back to Cooperative strategies and ask them to essentially split it would be probably three elementaries because Westchester being super close to knife or sorry North and Robinson but we could based on community feedback have a scenario that does show that yet I'd just be interested to see what that looks like if people are moving anyway sure thank you Miss Andrews no okay Miss Pangborn oh I just have a quick question about the um I don't know if this

is included but are you splitting them down the middle of the streets Dr Bailey what I would say is that most of those planning units are aligned with streets as best as possible okay um but it that's why you may see some lines that are a little bit wonky those do tend to follow some streets or a subdivision the feedback that we got from some families for example is that one planning unit might look like it's a block of houses here and here but really there's no um there's no bus stop in between the two and you know examples like that so we tried his best to follow the streets if if possible but like railroad tracks are in there or some of the areas are unchanged like the Robinson this current one like the

Robinson Westchester near Sugar Creek is not much different than what it currently is so there are some that are minimal changes I mean the side of the street one side of the street goes to one Elementary the other side of the street goes to another Elementary so in some cases yeah we still have that okay yeah that I don't yeah that's going to be avoidable yeah okay thank you Mr boyco on the charts showing the students moved those numbers all reflect students that would have the opportunity to get away for those individual students it's just in the future obviously the house might correct would move correct okay and then I have a question I believe I'm reading the map correctly so um you said there are two School options for students in Meacham Park but

it appears that they're all either Robinson in North Glendale that was some of the feedback that we got was that having a Westchester option wasn't necessarily necessary however to your point we didn't necessarily explore any other building we we maintained the two that the students currently go to that was some feedback that parents gave they specifically said either Glendale Robinson but again there may be feedback that our community provides that looks at are those the only two School options that we need to have so I would ask that we explore that just to see because also looking at the feeder middle schools that means if a hundred percent of students from Meacham Park are gonna either attend North Glendale or Robinson that means they're all going tonight for Middle School correct so what does that

do for our diversity within our other it does decrease with the the um the current Part near New York street that goes to Westchester it's right across from our offices you and I'll see you when we show the current map it sort of would have an impact on that specific area for sure so I think that's to Judy's point maybe seeing what those the flip if um and even what it looks like if they were going to yeah with that number I know the numbers are decreasing but as far as diversity goes how would that look at each middle school and and one thing again to emphasize is we will uh you'll see on the schedule there is a specific um feedback option for our meet your Park families and we'll make sure that we

advertise that and we could again get some feedback from them especially those that are directly impacted and see what options are available I don't know that we ever explored looking at schools they don't currently go to so that would be at least why not take a look as if it's just moving a couple Excel pieces it's it's a option we could look at thank you any more questions okay so to kind of set the community up and this was out in a mailer and this is public that's out there it will be a May Marathon that we have set up but we wanted to provide lots of opportunities so we will start with an in-person Community feedback session that those are already scheduled you can see that those sessions will run from four o'clock to

seven o'clock currently in each School library the Meacham Park obviously there's not a library that'll be held at Turner and we'll have kind of a gallery walk in the hallways that are there it's also nice to kind of bring back some folks to see the history of the building and see um irony of the time the last time we changed was that building was a school and so I have some folks come in as well I want to emphasize however that just because you may currently go to Robinson for example doesn't mean you have to go to Robinson's feedback session you can go to any one of these you could go to all of these I will also say that in case someone's looking at the time saying oh my God I need to be

there at four o'clock there's not going to be a presentation it's more of an open house style if you think of a gallery I didn't bring one with me but what we'll have set up in person our kind of poster boards that'll have each scenario just like you saw on the screen it'll show the students that are moving on top of that will be a plastic overlay that shows the current boundaries so they can physically flip it and look how that's impacting them they'll also be QR codes that will take you to the digital version of things where it was probably more useful for some families but we wanted to make sure that we provided multiple options for feedback and again we'll look at some of the tools that we'll use but anybody can come

to those feedback sessions from four to seven if you're not don't they don't have to be there right at four o'clock they're not going to miss a presentation they can stay as long as they want they could you know go through different pieces but we really want people to provide as much feedback as possible so that we can take a look and see if there are any Trends any adjustments that need to be made as we continue to go through the kind of rinse and repeat cycle for you all um this website after this meeting Dr Miss Dietrich and her team thank you so much have put together the kirkwoodschools.org boundaries that contains some FAQs based on current scenarios that are there in current situations and then after this slide I'll show you the locator

and currently we have a locator on our site if you went to our boundaries where you could type in your address and it'll show you what your elementary middle school and then obviously High School is there we'll we'll take a look at the locator that we have from Cooperative strategies that will allow you to see what each scenario would do to your address as you put that in we also wanted to make sure that we engage those folks who may not be as comfortable with computer or may not want to take a look so our crd team again thank you we'll work on Distributing paper packets to various locations in our community including libraries and those will also be at each of our building offices if somebody would prefer paper there are options for them

to hand write feedback or they could look at the paper version put their hands on it and still go online to provide feedback to us as well we will use let's talk and we have a special landing page just for this with let's talk that allows you to see the scenario ask questions submit questions concerns whatever may be with the Lex talk landing page that people can see but they'll be able to see all the scenarios that are in there it also allows us to group and and disseminate the end the end data that we get from the feedback that we have so just to kind of oops take us to the locator so this is a locator that is available for our community after this meeting this will be available for the community I

will say this looks a little different on a mobile device so if you're looking at this on a phone I'll kind of walk you through what that could look like but if you go to the locator once we have this live you'll see that we have our Kirkwood school we have our Kirkwood School map that zoomed in really close on me there and the different boundaries on the right there's a list that says layer list and on the layer list you can choose if you want to look at our current boundaries if you want to look at if you want to look at each scenario so right now these are current boundaries that are clicked but if I wanted to unclick current elementary and current middle I could select scenario one and I could just

get a quick visual of what that looks like if I wanted to zoom in you could zoom in using these tools on the left to zoom in but you can see each of the schools kind of in those areas are labeled if you were unsure you can just click on one of those and see that that's one of the elementary schools but the most important part is on this far left you can enter in your address so I'm going to enter in our current and just the beginning of it it already it already realizes which address but I'm going to enter in where our current central office is because you can see that once you enter an address on the left of the screen you'll see where that address is zoned currently and then what

that address would be zoned to based on each scenario so this is an example of an address that would change 1099 Milwaukee is where we're currently at and based on these scenarios currently that would be a Westchester School and you can see the dot right here currently that'd be a Westchester School based on the current elementary but based on scenario one I can look at how that's impacting uh scenario two scenario three I can even look at the middle school and see where that changes but on the left you'll see just a list a quick list of how that impact happens for each address so you would just enter in your address and you can see where you fall within that area I will say that's just those that live within the boundaries so if

you're outside the boundary you enter in it'll say no data available for example because this is GIS services that are there on a mobile device what you'll want to do is this map screen is kind of underneath the other two layers so on a mobile device it's easier to go ahead and enter your address first and then either close out this layer list by hitting these kind of arrows that are up and down or you can change the layer list but then to see the map you'll want to close the layer list on a mobile device ice again and then if you're still struggling to see it a little bit there's an arrow right here that you can also kind of close that window just to give you maximum real estate on your mobile device

on my phone it it took up it was kind of underneath the other two layers so I had to move some things around and we'll be able to coach people as they're at those sessions to look at that and we'll have some options available and then to change everything back you would just click again on that enter in your address or if you wanted to see where Grandma's house or Aunt or uncle or anybody else and then to go back through the layers you would open that up again and click on the different layers to see how scenario one looks scenario two scenario three and the impact that's there you can see I'm clicking them more than one and you can see the layers underneath so this is a great example of how one of

the scenarios is different than the others because kind of a hidden scenario that's under there so people can play around with this they can look and plug their address in and they can see where everything is at and what the impact would be for each scenario and what it would be for elementary school and for middle school again it's easy for high school everybody goes to Kirkwood High School but the address locator will be available for families this will probably be the best place for somebody to look at their specific impact and how things change for them regarding which schools they are zoned for and then if they had questions like gosh this is moving from Westchester to Robinson what's that Robinson enrollment going to look like that'll be on those maps for each scenario

that someone could provide feedback on as well so this is more of the personal how am I personally impacted and then some of those scenario maps are not just how I'm personally impacted but what's that impact look like at a per building area for everything as well and then on the landing page for let's talk there'll be boxes that will say scenario one you click on that and you'll see the map and you can provide feedback on scenario one then you would go back do scenario two scenario three scenario four or only one if you want but those options will be available for families to provide that feedback as well the in-person sessions won't start until May but the online I'm looking over stuff will be available she's saying now is available now so online

is available now she works very quickly so I'll pause there once again to take any questions about anything um and we did just as just for your awareness Steph and her team did bring in members of their Communications committee to kind of run through this protocol and get their thumbs up they gave terrific feedback on on areas that we could look at but they didn't see any Maps they spoke specifically about the feedback options and protocols that are available so we have in-person options we have paper-based options we have digital options we have Locum through paper or come through let's talk again we want to engage the community thank you Mr boyco Bernardi penguin and thanks Dr Bailey and I really appreciate the intentional Outreach that you all have planned here with all of the

different methods about going to the different you know schools and printouts and all of that one thing I have a question on is how are you going to collect data to make sure that we're really getting feedback that's representative of each of the schools and the neighborhoods are you going to be asking for addresses to making sure and then overlaying those on GIS so you're like oh we've really missed getting input from an area we currently ask about elementary school but whoops yeah so I'm gonna I think we're asking if people choose to enter some of that contact information they can but we just want to make sure that we are when we're getting feedback it's that it's representative of the the buildings and the community and Families we do ask for address as a

way of getting back to folks too but we do ask for the address but we do also allow for folks to submit um their comments and feedback without entering that so if there's folks that don't feel comfortable providing their address or want to remain anonymous in some way that's also an option so we will have it but we won't necessarily have it on every single comment we also ask for some optional information like if they currently have kids in the district and then at what level those students are at this time and again that's optional someone doesn't have to provide that to us but we did feel like that might be helpful in aggregating the data I agree and I would ask that when we do collect that and we map out those addresses if

we see that there are you know neighborhoods that are not that we haven't heard from it would be really good to make sure that we are again providing one more intentional touch point to go out and make sure we're getting input so thank you yes Andrew so just to be clear if you have new scenarios you will take that on a road show again correct yes okay and then and sorry and uh redo the the locator Maps as well oh perfect okay and then um Dr Ulrich what is your plan for keeping the board informed we will as we meet as a board we will take the opportunity to give updates to the board as it's added to the agenda to make sure that we are bringing that feedback back to the board in a

timely manner um in in between those there's opportunities for me to communicate after each week that these meetings go by to ensure that the board has access to this information and the feedback that we gather and then the last question is just given that you know our enrollment projections are um down and that kind of thing how are you are we considering any other options um for enrollment Solutions besides redistricting at the moment we've just got these scenarios that are available to us however with Community feedback and engagement there may come suggestions or options through that feedback that we need to examine further and look at different opportunities that are available to us so what I would say is at the moment those are the scenarios that we have however two things we'll have multiple

feedback opportunities and then again it still comes back to the board to vote on whether or not they would move forward with any recommended changes okay good Andrews multica okay Kathy okay um so just for clarification purposes are the feedback sessions I know they're four to seven is that more of like an open house style yeah that's correct yeah there won't be yes so more open house like art galleries the way I kind of think of it like come in look what you want to look at ask any questions I'll be there but nobody would be missing a presentation if they were there at 5 30 for example so and then in addition to I know we're looking at the boundaries and I've said this before um just as we continue this work if we

can simultaneously do the work of ensuring that we're looking at all our schools through an equitable lens and looking especially at the elementary level looking at schedules after school clubs course offerings all of that because if you know people they like their schools for what they offer them and we want to ensure that it's seamless that it's aligned and coordinated across the district and that people and we know they'll have their own culture but at least kids have access to the same opportunities no matter what building that they're in absolutely and I can say that through this work one thing that has resonated and and is very very powerful is that our families love their schools I I don't know how to say it more strongly than to say that they love their schools um

we are not in a situation where somebody is verbally saying that is not the school you want to go to or that's not in fact it's we don't we don't see that instead it's we love our school so much we haven't even thought about what that other school is doing or thinking about so that is a good thing that means that our families are invested our families trust the schools our families look forward to being there we have Generations that have come through some schools so we know that this is a big deal there is no sugar coating that in any way this is a huge deal and we want people to be open and transparent with their feedback as well there there's no um more important thing for a lot of these parents than

where their kids are going to school and what options are available to them and some of the maps do show that there are kids who are moving from a walking distance to now not walking distance or are flipping in some areas so we want to make sure that we're Gathering feedback and presenting you the board with all the different things that we've learned through that process but what certainly came through loud and clear is our families love their schools and that is something to be celebrated and I know as a board you all support the work that's done in those schools and so it's kind of it's kind of cool just to see that people feel that and so I say that to speak about some traditions that some schools have or some things that

are unique to specific schools Tillman just had their musical for example with hundreds of kids involved in that and and didn't get set back too much by the weather for example Westchester has a circus that they do so you're correct there are some things that are available but we always want to make sure that opportunities aren't taken away from kids by by shift in any way because they all go to Kirkwood High School and we want them all to have that same level of preparation opportunity and availability that's out there so absolutely appreciate the the questions there thank you and then just the last couple is we just talked about this but I just want to make sure people see it in print as well first round of feedback stops at the end of May

um the scenario Maps could be adjusted based on that feedback again the six that we saw may not be that we may never see them again after this cycle uh and we may see something else so in no way is somebody trying to pick one scenario for example they don't have to say I vote for number two because we could tweak and adjust any of those scenarios based on feedback we'll keep the board apprised of all of this obviously and provide additional Community engagement sessions Ms Andrew you asked about end of July early August I say that now but most of that is because we may use the month of June to redo some of the boundary scenario options and provide options and feedback to the board but that could always be moved up Miss

motica suggested this last year and I want to really take advantage of it and it says back to school events we want to provide as many opportunities for feedback and present that at back to school options and have families that may not have engaged before or maybe new provide some of that engagement as well the current schedule and I'll emphasize current is to present a final recommendation to the board in September again that would be something that may or could be potentially adjusted and then as Miss Andrews you uh mentioned this as well really um firming up what that waiver process looks like and communicating that early to our families so that they have options that are available to them because I would also bet that we'll have more than 20 that make that request

and then the last thing that we want to look at is is once we start to narrow some things down look at the impact on Transportation but I also want to look not just the impact on Transportation which is our buses but we want to be upfront and honest about the impact on things like walking and bike riding for families and if that would be something that changes for them as well around eight o'clock every morning it's hard to drive through Kirkwood without seeing families walking to their schools so we want to be upfront and honest with families about that as well and again just to cycle back to the last piece no prioritization these scenarios are not going to be all things to all people but we are very committed to transparency and communication

for our families so I think we took all the questions but I'll certainly take any more if you guys have thank you so much for your thorough review and looking forward to what's to go alrighty um moving on to 6.01 approval of the consent agenda I need a motion and a second so move second I think y'all go so fast no no oh all those in favor to approve the consent agenda 6.02 through 6.14 as presented raise your right hand and say aye all those in opposed motion passes item 7.01 Personnel report I need a motion and a second to approve the Personnel reports as presented so moved second are there any abstentions staying I do say I abstain all those in favor raise your right hand and say aye aye all those opposed motion
