session to order. Uh could we get a motion to please approve the agenda? >> I move to approve the agenda as presented. >> Second. >> All those in favor, please raise your right hand and say I. >> I. >> All right. Motion passes. We are officially in uh session. Item 2.01 MSBA um policy updates. Dr. Carlson. >> Yes. Uh thank you. We've got actually two batches here from MSBA. Uh 25E and 25A or I'm sorry 26A. We also have a couple district initiated ones. Now as you know these have uh been presented to SLT been re reviewed by that team and then went through the board policy committee. Some of them as recently as specifically with 26A as recently as this week which a lot of those are in the B series. So you'll find

those related to the board things. But um yeah they are uh reviewed and ready for this work session. Then after this they will go to a a first read and then a second read after that. Happy to answer any questions or get the appropriate leader uh if the policy is specifically to a another area like construction uh board policy things like that. Have those leaders address the questions as well. >> Okay. So what I would propose is that uh do we have any policies on the Eseries first? There's three um policies listed, one on instructional materials, um media centers. Any any questions on those three specifically? >> I do. >> Okay. Board member Sparks. So the first one um that um is going to be um the instructional um materials policy >> I I a

>> yes >> um and when we're looking at the one two the third um paragraph >> and where they're wanting to strike and this going to be one two three the fourth line um is going to be provide opportunities for and then they're wanting to strike each um each child and then do you see where I'm talking? >> I do see I'm tracking. Yeah. >> Um I would I would propose that we do not strike each um and we go um that it reads provide opportunities for each student to realize their greatest potential through education. Board member Sparks, could could which could you help me find where we Yeah, I'm sorry. I was busy shuffling when you were pulling up the policy. >> No, you're fine. We're going to be at the third paragraph and

we're going to be one, two, three, um the fourth line and then it's going to start where it says four and then each is strike being strike out. Do you see it, >> President? I can show you. >> Got it. and I'm trying to pull it up on my screen also. >> I have a question about that too. >> What was I didn't hear the first question first. >> So here that Is that right? Board member Sparks >> proposing not to strike >> not not to strike just the word each and not to strike students but to for it to read for each student to realize. >> Is there a difference between just four students because it says four students versus four. You're saying instead of for each child, it should be for each student.

>> So child is actually also strike. And so let and I'm trying to pull it up. >> So and I've actually if it helps um I've actually brought it up here on the screen. So I was able to track board member Sparks. So we're talking about this part right here where my cursor is at. It's red each child strike through >> then green students. >> Yes. Can can you explain your argument for why you would want to change what's proposed? Um so basically um each is some so with my previous tenure on the board um recognizing each student has been a phrase um that um we have consistently tried to use and so that is the reason why I think it's appropriate to identify each student um because each student is different and again this

This is just a suggestion that I have but obviously we move as a board collective board. >> Okay. Sorry about that. It took me a second to um All I do is back one thing and I'm on the wrong document. So I I'm here now. Um any other thoughts about uh retaining the word? Yes. Dr. uh Johnson, go ahead. >> I would say um in terms of using that It's actually like right behind us. So, I don't know if that matters too. We prepare each student for success in life. So, I don't know if kind of, you know, it just goes with the theme and the the spirit of what we're doing. >> Board member Haley. >> Thank you. Uh Dr. Carlson, can you give us some insight as to why these suggested to begin

with >> and perhaps that would give us a little more guidance as to board member Sparta's suggestion? >> Yeah. And I don't know that I can say it better than how MSBA said it in the explanation at the top that's in gray where uh this one's uh been done specifically to MP6. So, you know, I I that'd be my answer on that explanation. I I will also say that the each child phrase is one that has been used historically in the district and and typically with MSBA, if they don't if it's not a substantive change, then they will work with us on it. What we would probably want to do is if we want to make that change, which is fine, we would then take that, send it back to MSBA, make sure with their

team, make sure it doesn't create any issues, and if they're still good with it, then it would move forward to first reading. Uh, if they have concerns, then at that point, we'd bring those concerns back to the board of education so you can workshop and talk through them. >> Thank you, Dr. Carlson. >> You're welcome. board member Dawson. >> Yeah. My only thought on it is that I I think it would be fine either way to say each student or students. Um I I'd be okay with it either way. It feels minor and so we just need to be aware of what do Dr. Carlson just said that it's it's going to take a little bit of review and back and forth to change it. So, and and I feel like they're somewhat equivalent. I

understand what you and and Dr. Johnson both said about the fact that it kind of lines up with our mission in our language. So, so I personally I'd be okay either way. Any other any other uh considerations? So, at this point, uh board member Sparks has proposed that we read the word each back into that particular sentence and then we are as a group okay with the rest of the policy as we read it. Is that what I am hearing? I'm not seeing anybody light up on the screen. Okay. Can we can we can we move forward with that with that just that one word addition please? >> So yes we will put the word each back and then I think I heard maybe someone mention it then students plural would become student. So for

each student to realize their greatest potential. >> Yeah I think grammatically that's how that would work. >> Yeah. Yeah. And so then as I mentioned per process we'll Lyn and I will work on this tomorrow. will get us sent to MSBA and if they have if it gives them pause we will we'll let you all know. If that doesn't then it'll move move through um per normal process. >> Thank you all for your comments there. Any other >> President Myers? Are you speaking of solely um that policy? Are you wanting any in that instruction? >> I am speaking slowly because I'm trying to speak, scroll, and do my microphone all at the same time and I'm not doing a very good job. >> No, no, you're fine. >> So, uh any other a series policy

that we would have any uh comments on or uh potential edits? >> No, I felt that those three were pretty straightforward from my >> perspective. I just had a question but it was not a change um in the policy um but the instructional media center um school library policy um when you look at the addition um additional language that's being added um starting with all the um parent do you see that >> so I ac Ir IA. >> Okay. >> All right. Which one? >> Um the additional language in green that's down at the bottom >> under which heading? >> Are you talking about intellectual access? >> Yes. Yes. >> Okay. >> Yep. I'm there. >> Is this a practice that we already are doing when it comes to um the board encourages the community

input of the comments and with the additional language that was added um regarding how basically if there was any um concerns um that need to be addressed in a formal manner. Is there any changes that need to be made to those processes with this additional language being added here >> through SLT and board policy committee? We did not identify any. >> Okay. >> But since you're asking, you know, I'm going to be double checking. >> Okay. >> Uh to make sure that uh but no, we didn't see any that needed to be changed. >> Okay. Thank you, >> Dr. Nickens. >> Um I believe that the reason that the whole previous polic not addressed in here is because it did change. Now a parent can just request that their child does not have access to

specific materials rather than asking for it to be removed from whole library. >> So So I thought that was a practice that we already had that a parent could request. So we're adding it, but I thought that was a practice that was already implemented within the district prior to this policy being approved. Yes, I think this this change is going to align with our current practice. >> Got you. So, our practice change, our policy did not change. Got it. Thank you. Okay. Any other Okay, hang on. I'm going to try to find the next one. And every time I move this, it goes a direction. Okay. So, we have um uh so, okay, we're done with the E. Are we down to the A? Um, school district mission, accountability, school board powers and duties, MSBA,

delegate, and alternate. Any questions, comments? I don't want to cut anybody off, but uh these were fairly straightforward, but I don't want to diminish anyone's opportunity. Okay, board member Haley, you're good. Board member Sparks. Okay, Dr. Johnson. Okay. Okay. Thank you. Okay. Thank you very much. I think Dr. Carlson, we appreciate you for being here this evening. And um I guess we get to probably grill you one more time before you go on that big vacation. So, thank you. >> I I'm sorry. I thought you were just asking if we were good with that particular series. I didn't know that you were saying it with all the policies. >> I had moved to the second series. Maybe I spoke too soon. Go right ahead. >> So, specifically around um policy um BCCA, >> MSBA delegate

and alternate. >> Yes, >> I'm there. So my question on this um is not necessarily a policy change but it would be more so a practice change. I know that we um traditionally have not assigned our MSBA delegate at our organizational meeting and so I just I guess bringing that just to leadership's um awareness that we may either need to change the policy um to reflect that it's just going to be assigned with the rest of our committees or we u for to follow this this recommendation. That's all. And then um looking at policy BE I I guess what I'm wanting to have a better understanding on is when we're talking about um the differences between a district advisory committee and looking at the language that's here. or a district advisory committee is a standing

or ad hoc committee formed um by the board or the district. And so I know from practice I've always been um it's always been shown or told to me that you have your board committees um which will be your audit um um the Bletcher um committee um the board policy um review the CAC comprehensive which is now going to end up being um the continuous school improvement um finance committee MSBA delegate which is listed um parliamentarian and then the school board that those are considered board committees. Um I guess my question because of the way this language is reading should some of should Dr. Buck's committees it just seemed watered to me. It seemed like they're together because it's saying that is formed by the board committees and then or the district. So wouldn't these

other committees, business roundt, insurance, parents as teachers, teamly summit, would those be considered district committees? So if I may, President Mar. So we actually had conversations in board policy committee about this exact topic. Um, and I actually chat with Linda Esme this week and we discussed this. So the the committees that are board directed if you look at the document I think it's in the regular agenda tonight in the top left cell the committees board directed that's that audit belture all those then the second page shows the superintendent directed or admin teams and then there's some outside organization ones. So I think those are that's how those are kind of delineated and that's where you have the standing committees versus uh the ones that are directed by the superintendent. So, is there a policy that

is directing the superintendent directed committees? >> Say that one more time. >> Is there a policy that is directing the superintendent's um committees? >> I'd have to look. It's not in this one. This one's specifically about board committees. There are places in board policy where the superintendent's given direction on leadership. We have some board policy on continuous improvement process and engaging stakeholders and feedback. There's some oh that relate to the CFMP process. I know that we've have some CFMP board policy in the last year or two. So that does show up in different places throughout policies for the superintendent and leaders. >> So so this policy Dr. Carlson just said it. This this policy specifically pertains to the ones you just listed verbally. Everything else does not fall under this policy. So yeah. So, finance

committee. Um, yeah, all the ones that you listed. Um, and to his point, there's other there's other policies that that pertain to those. >> So, there are other policies that would pertain to those other committees that governs those. >> Correct. And and some of them, you know, there's, you know, specific policies on hearings and different things like that depending on what the group is doing and what their function is. >> So, I guess my question then is in this language, why is it also stating and district directed because if it's solely state if it's solely talking about just board committees then why is it also stating and again this just might be my error and interpretation but it's saying formed by the board or the district. So my understanding was our language. >> This is

the first paragraph. This is the >> Yeah. First paragraph. >> It's not. >> Are you under the heading general? >> No. >> I believe >> district advisory committee is defined as that. But when you read the general policy, it's talking about the ones formed by the board or that's a definition of the term district advisory committee. >> So with that definition, do those does these other committees follow that definition? I guess what I'm asking. >> This is an MSBA policy, correct? and MSBA policies. Uh we don't all it's not a one-sizefits-all kind of school system. So I guess my interpretation of and I understand what you're trying to say. I think my interpretation of it is is that uh it's it's not every district has as many other things as we do. So, um, we

might, um, I don't want to say we're splitting hairs, but it kind of feels like the the the categorization perhaps isn't always, um, an issue for others, you know, where they only have, you know, three committees or something, >> right? And so with the MSBA policies, my understanding is that we need to tailor we they give us basically the framework of a policy and then we should tailor it to actually the practices that we have as a district. And so that's the only thing that I was just trying to bring to light. don't want to delay the time. Um, but that's the only thing I was bringing to light. I know this isn't being approved right now. Thank you. >> Okay. Um, all right. Okay. So, can I I just want to clarify something here.

So, so the the term defined at the top district advisory committee is used in the policy that has not been struck out. Um, down below I just found it and Lost it again. Sorry, I'm scrolling. I'm diligent. Um, there is a place where they do mention it again. I've lost it. Sorry. >> Okay, Dr. Nickens. Um, I think I understand what you're what how you're distinguishing, but I feel like this policy covers all types of committees on which board members may serve and it's kind of a more general approach to what is our role on committees and what's um what does the Missouri Open Meetings and Records Act pertain to. So, I'm not sure that it's important to split them because it addresses committees, standing committees. Um, you know, it it covers all categories, not

just board created committees. Um, and it I feel like the purpose is more to define the board members role, what their responsibility is as a rep of the board to bring information back to the board and what is Sunshineable. >> So, I don't I guess if I'm not understanding like what why would we need to to separate those out. >> So, so for me, I guess just my interpretation of it and and again, I don't want to delay um belabor the point. Um but that and you hit it on the nose. It's the sunshine piece of what is being expected to be reported out to the public but also give public access. And so that's the reason why I'm saying that if looking at this definition as it's written, I would assume all of these

all of these committees would fit that definition. So therefore, to me, I would believe that they would all be sub uh subject to the sunshine law, but that's not to my understanding that is not our practice. We're not having menace reported out on every single one of those committees in that way. Oh, go ahead. >> I'm sorry. Go ahead. Can you clarify as secretary of the board? >> So, currently the board directed committees are the ones we post and we have minutes that we can provide. The other ones are not sunshineable. They're just committees depending on inside or outside. It could be either one. Some of them we wouldn't even have the knowledge. I have the knowledge of of the meeting and what occurred. But like um some of the superintendent directed ones, we don't

post those. >> So >> that's the current practice. >> So just an example like our student board reps, are there minutes for that meeting and where would they be found for every board member? >> So there are there would be student representative committee meeting minutes. we could provide those to anyone who requested them. They aren't just committee other than finance committee. We don't put those like in the packet. >> Okay, >> that that's a practice that could be revisited. Um but the committee itself meeting to decide which student reps they're going to select is posted and then we can provide minutes if we need to. Basically all that is is that the time, the date, the location, who was there, and then who they selected, >> okay? >> Which in essence is in the board

packet. Same with the belchure committee. Now, when the student board representatives have their meetings, that is not considered part of that committee. If that makes sense. >> That does make sense. Okay. Thank you. But if I might add, the the students actually are now participating in more of a like there is a programmatic this is what they're each time that they meet. I don't want to say curriculum, but it's kind of in essence like a curriculum items that um prepared for them to do. So um I mean like as far as an activity list or something like that that those are easily to find. Okay. Um board member Dawson Um, I think I think what I was going to say got just got addressed by the three of you, so I don't think I have

anything new to say to that, but um, yeah. So, so it sounds like the belchure and student rep are just the selection committee is sunshineable and the minutes are extremely short because there's only one decision that's made, right? So, it would so I think that's what I'm understanding, right? Okay. And and I would think Finance committee meeting meeting minutes would be kept by Hannah, right? Um and um trying to think what the other ones were. I don't have them in front of me, but uh >> CAC >> uh policy committee meeting notes are kept by Dr. Carlson. Um and CIP is Katie, is that right? Or I don't remember. Oh, sorry, Dr. Burgerer. So, so, so okay. So, I think I understand. And parliamentarian isn't really a meeting. So there's no meeting. Okay. Okay. Any

other Okay. All right. Well, again, Dr. Carlson, thank you very much. Um, appreciate your help this evening. Uh, okay. Vice President Miller, could I please get a motion to go into closed, please? That's fine. I move that this meeting be closed and that all records and votes to the extent permitted by law pertaining to and resulting from this closed meeting to be closed under section 610.021 21 subsections 136 13 and 14 for the purpose of legal personnel and student issues. >> Can I get a second, please? >> Second. >> All those in favor, please raise your right hand. Roll call vote. Sorry, I didn't have that in front of me. >> Board member Johnson. >> Board member Dawson. >> Hi, >> Vice President Miller. >> Hi. >> Board member Nickens. >> Hi. >> Board member

Sparks. Hi. >> Board member Haley. Hi. >> President Myers. Hi.
